नई दिल्ली में भारत और पाकिस्तान के बीच गृहसचिव स्तर की दो दिन की वार्ता के पहले दौर में कल आतंकवाद का मुकाबला करने और वीजा नियमों में ढील देने के मुद्दे पर प्रमुखता से चर्चा हुई। सरकारी सूत्रों ने बताया कि गृह सचिव जी के पिल्लै और पाकिस्तान के गृहसचिव चौधरी कमरूज्जमा की बातचीत के दौरान भारत ने मुम्बई आतंकी हमलों के संदिग्ध लोगों की आवाज के नमूने हासिल करने की मांग भी उठाई। दोनों सचिवों ने पहले दौर को बातचीत को रचनात्मक बताया। आगे के विचार विमर्श के लिए दूसरे दौर की वार्ता भी शुरू हो गई है।  हमारे संवाददाता ने सरकारी सूत्रों के हवाले से खबर दी है कि इस दौरान सीमा पार आतंकी शिविरों को समाप्त करने और समझौता एक्सप्रेस विस्फोट मामले की जांच में हुई प्रगति पर प्रमुखता से चर्चा होने की संभावना है। इंडियन मुजाहिदीन के आतंकवादियो और पाकिस्तान में रह रहे अंडर वर्ल्ड सरगना दाउद इब्राहिम को भारत को सौंपने तथा जाली भारतीय नोट भेजने पर रोक लगाने जैसे मुद्दे भी उठाये जा सकते हैं।
 सचिव स्तर की वार्ता ऐसे समय हो रही है जब दोनों देशों के प्रधानमंत्री कल मोहाली में भारत और पाकिस्तान के बीच विश्व कप क्रिकेट के सेमीफाइनल मैच को एकसाथ देखने वाले हैं।  उच्चस्तरीय बैठक की रूपरेखा अभी तय  की जा रही है लेकिन पाकिस्तान के एक मंत्री ने इस्लामाबाद में कहा है कि श्री यूसुफ रजा गिलानी प्रधानमंत्री डा० मनमोहन सिंह के साथ मुलाकात के दौरान किसी भी मुद्दे पर बातचीत कर सकते हैं। पाकिस्तान की सूचना मंत्री फिरदौस आशिक अवान ने संवाददाताओं को बताया कि दोनों देशों के बीच आई संवादहीनता को दूर करने के लिए इस मौके का इस्तेमाल किया जायेगा। उन्होंने कहा कि श्री गिलानी का मानना है कि क्रिकेट मैच देखने भारत आने का डा० मनमोहन सिंह का निमंत्रण कूटनीतिक मोर्चे पर एक महत्वपूर्ण कदम है। हमारे संवाददाता ने बताया है कि मुम्बई हमलों के बाद दोनों देशों के बीच यह पहला उच्चस्तरीय सम्पर्क होगा क्योंकि २००८ में इन हमलों के बाद पाकिस्तान के साथ समग्र वार्ता स्थगित कर दी गई थी।
 वार्ता के अंत में दोनों देशों द्वारा संयुक्त बयान जारी किया जा सकता है।

 नई दिल्ली राष्ट्रमंडल खेलों के आयोजन में कथित अनियमित्ताओं की जांच कर रही वी.के शुंगलु समिति ने आज प्रधानमंत्री कार्यालय को तीन और रिपोर्ट सौंपी। सरकारी सूत्रों के अनुसार प्रधानमंत्री कार्यालय इन रिपोर्टों का अध्ययन करेगा और आगे की कार्रवाई का फैसला करेगा। ये रिपोटर्, राष्ट्रमंडल खेल परियोजनाओं के निर्माण कार्य में ठेकेदारों की अनियमित्ताओं और सरकारी अधिकारियों की खामियों के बारे में है। समिति तीन अन्य रिपोर्टें पहले ही दे चुकी है जो प्रसार भारती द्वारा प्रसारण अनुबंधों, खेल गांव के निर्माण कार्य और बुनियादी सुविधाओं संबंधी परियोजनाओं के  बारे में है। इनके बाद केन्द्रीय जांच ब्यूरो ने प्रसार भारती के मुख्य कार्यकारी अधिकारी बी.एस. लाली के खिलाफ एफआईआर दर्ज की। खेल गांव और शहर में बुनियादी सुविधाओं के बारे में अपनी रिपोर्ट में शुंगलु समिति ने  दिल्ली के उपराज्यपाल तेजिंदर खन्ना और मुख्यमंत्री शीला दीक्षित का नाम लिया है। मुख्यमंत्री ने कल प्रधानमंत्री डॉक्टर मनमोहन सिंह से मुलाकात की और शुंगलु समिति की आपत्तियों के बारे में स्पष्टीकरण दिया।

 केन्द्रीय जांच ब्यूरो-सीबीआई ने टू जी स्पैक्टम मामले में पूर्व दूरसंचार मंत्री ए.राजा और अन्य लोगों के खिलाफ आरोप-पत्र दायर करने के लिए उच्चतम न्यायालय से और समय मांगा है। सी बी आई ने न्यायालय को सूचित किया कि ८० हजार पृष्ठों का आरोप-पत्र २ अप्रैल को दायर किया जाएगा। प्रवर्तन निदेशालय ने अदालत को बताया कि आरोप-पत्र दाखिल होने के बाद दोषी दूरसंचार कम्पनियों की सम्पत्ति फेमा के उल्लंघन के कारण तुरन्त जब्त कर ली जाएंगी। प्रवर्तन निदेशालय ने यह भी बताया कि ए.राजा के कार्यकाल के दौरान लाइसेंस दी गई दूरसंचार कम्पनियों में विदेशी धन डालने में बेनामी लेन-देन हुआ। अदालत को यह भी सूचित किया गया कि टू जी स्पैक्ट्रम घोटाले में शामिल इन दूरसंचार कम्पनियों में प्रत्यक्ष विदेशी निवेश के स्रोतों का पता लगाने के लिए सीबीआई और प्रवर्तन निदेशालय के एक संयुक्त दल को विदेशों में भेजा जाएगा।

 इस बीच, सीबीआई ने टू जी स्पैक्ट्रम घोटाला मामले में दो व्यक्तियों को आज गिरफ्तार किया। इनमें मामले के आरोपी शाहीद बलवा का भाई आसिफ बलवा और मुम्बई की कम्पनी कुशेगांव रिएलिटी प्राइवेट लिमिटेड के प्रबंध निदेशक राजीव अग्रवाल शामिल है। ये गिरफ्तारियां नई दिल्ली में की गई।

 उच्चतम न्यायालय ने आज केन्द्र और महाराष्ट्र सरकार को पुणे के व्यापारी हसन अली खान और उसके परिवार के सदस्यों को पर्याप्त सुरक्षा उपलब्ध कराने का निर्देश दिया। अली पर कर चोरी और काला धन विदेशों में जमा कराने के आरोप हैं जिनकी जांच की जा रही है। उच्चतम न्यायालय ने जांचकर्ताओं को निर्देश दिया है कि अभियुक्त और अन्य गवाहों के बयानों की वीडियो रिकार्डिंग भी की जाए। न्यायमूर्ति बी सुदर्शन रेड्डी और एस एस निज्जर की पीठ ने सरकार को निर्देश दिया कि महाराष्ट्र के निलंबित पुलिस अधिकारी अशोक देशभरतार द्वारा रिकॉर्ड किए गए हसन अली खान के बयान का आलेख और सी डी बंद लिफाफे में अदालत में पेश की जाए। न्यायालय में सुनवाई के दौरान महाधिवक्ता गोपाल सुब्रहमण्यन ने बताया कि सरकार फिलहाल इस समय काले धन के मामले की जांच के लिए विशेष जांच टीम बनाने के पक्ष में नहीं है।

 तमिलनाडु में विधानसभा चुनाव प्रचार के जोर पकड़ने के साथ ही प्रमुख राजनीतिक दल मतदाताओं को अपनी ओर आकर्षित करने में लगे हुए हैं।
 ११५३ नामांकन पत्र रद्द हो जाने के बाद २३४ सदस्यीय वाली विधानसभा के लिए ३ हजार ८२ उम्मीदवार चुनाव मैदान में है। हालांकि नाम वापसी की अंतिम तारीख बुधवार को होने के कारण उम्मीदवारों की सही संख्या कल सामने आएगी। राज्यभर में नेताओं की चुनावी दौड़ शुरू  हो गई है, लेकिन पहले की तरह सड़कों पर दिखने वाले मेले जैसा माहौल नही है, क्योंकि चुनाव आयोग के सख्त निर्देशों के कारण झंडे, पोस्टर और गाजा बाजार फिलहाल नदारद है।

असम में ६२ निर्वाचन क्षेत्रों में अगले महीने की चार तारीख को होने वाले विधानसभा चुनाव के लिए प्रचार तेज हो गया है। कांग्रेस के वरिष्ठ नेता प्रणब मुखर्जी, असम गण परिषद के नेता और पूर्व मुख्यमंत्री प्रफुल्ल कुमार मोहंता ने आज बराक घाटी और ऊपरी असम में चुनाव रैलियों को सम्बोधित किया। सिल्चर से हमारे संवाददाता ने खबर दी है कि वित्तमंत्री प्रणव मुखर्जी चुनाव प्रचार कर रहे हैं और भारतीय जनता पार्टी की वरिष्ठ नेता सुषमा स्वराज भी अपने दल के प्रत्याशी के लिए चुनाव प्रचार करेंगी।
आज काछार जिले के सिद्धार्थ बंद और सिल्चर विधानसभा क्षेत्रों में चुनाव प्रचार करते हुए श्री प्रणव मुखर्जी ने कई आंकड़े पेश करते हुए दावा किया कि कांग्रेस के शासन काल में ही राज्य की आर्थिक स्थिति सुधर पायी है। उधर, गुवाहाटी में पत्रकारों से बातचीत में श्रीमती सुषमा स्वराज ने कहा कि बीजेपी अपने बलबूते पर चुनाव लड़ रही है और भाजपा, कांग्रेस को सत्ता से बाहर कर देंगी, क्योंकि लोग कांग्रेस के कार्यो से खुश नहीं है।

संसद तथा विधानसभा में महिलाओं के लिए सभी राजनीतिक दल ३३ प्रतिशत आरक्षण की मांग करते है, लेकिन वास्तविकता कुछ और ही है। इस बार असम विधानसभा चुनाव में भी किसी भी राजनीतिक दल ने महिलाओं के लिए ३३ प्रतिशत सीटें नहीं छोड़ी है।
असम विधानसभा चुनाव में कांग्रेस सहित सभी राजनीतिक दलों ने महिलाओं की उपेक्षा की है। इस बार विधानसभा चुनावों में कांग्रेस ने १२६ क्षेत्रों में अपने उम्मीदवार उतारे हैं, किन्तु इनमें महिलाओं के लिए सिर्फ २० सीटें ही रखी गई है। पहले चरण में होने वाले ६२ विधानसभा क्षेत्रों में कांग्रेस ने १० महिलाओं को उम्मीदवार बनाया है। दूसरे चरण के ६४ क्षेत्रों में भी पार्टी ने सिर्फ १० महिलाओं को ही टिकट दिया है। भाजपा ने भी विधानसभा चुनाव में महिलाओं की उपेक्षा की है। पार्टी ने १२१ क्षेत्रों में से सिर्फ ११ पर ही महिलाओं को टिकट दिया है। भाजपा ने सिर्फ ९ प्रतिशत ही सीट महिलाओं के लिए छोड़ी है। राज्य की मुख्य विपक्षी पार्टी असम गण परिषद ने १०४  क्षेत्रों में से सिर्फ ७ पर ही महिलाओं को अपना उम्मीदवार बनाया है। अखिल भारतीय संयुक्त लोकतांत्रिक मोर्चा एआईयूडीएफ ने भी अपने ८० उम्मीदवारों में से सिर्फ दो महिलाओं को ही अपना उम्मीदवार बनाया है। वाम दलों ने भी इस बार कोई ध्यान नहीं दिया है।

पश्चिम बंगाल विधानसभा चुनाव के पहले चरण के लिए नामांकनपत्र दाखिल करने का काम जारी है। हमारे संवाददाता ने बताया कि उत्तरी बंगाल के छह जिलों की ५४ सीटों के लिए कल ९८ नामांकन पत्र दाखिल किए गए। इन सीटों के लिए १८ अप्रैल को मतदान होगा।
  पहले चरण के मतदान के लिए चुनाव प्रचार धीरे-धीरे तेजी पकड़ रहा है। अधिकतर प्रत्याशी घर-घर जाकर और छोटी-छोटी बैठकें कर मतदाताओं से सम्पर्क कर रहे हैं। राजनीतिक पार्टियों के बड़े प्रचारक अगले महीने के मध्य तक चुनाव प्रचार में भाग लेंगे। राज्य में परीक्षाओं के चलते १३ अप्रैल तक लाउड स्पीकर से प्रचार पर प्रतिबंध लगाया गया है। इस बीच मुख्यमंत्री बुद्धदेव भट्टाचार्य और तृणमूल कांग्रेस प्रमुख ममता बनर्जी ने कोलकाता और आसपास के क्षेत्रों में चुनाव रैलियों को संबोधित करना शुरू कर दिया है।

आन्ध्रप्रदेश विधानसभा ने आज बजट सत्र के अन्तिम दिन वर्ष २०११ के लिए विनियोग विधेयक विपक्ष के हंगामे के बीच ध्वनि मत से पारित कर दिया।  राज्य के वित्तमंत्री राम नारायण रेड्डी ने विनियोग विधेयक पेश करते हुए कहा कि संवैधानिक संकट टालने के लिए इसे विधानमंडल के उपरी सदन में पारित करना जरूरी है। विनियोग विधेयक को बिना बहस के पारित कर दिया गया।

झारखंड में विभिन्न विकास योजनाओं की समीक्षा के लिए श्री कस्तूरी रंगन के नेतृत्व में योजना आयोग का दल रांची गया है। योजना आयोग के सदस्य श्री कस्तूरी रंगन ने संवाददाताओं से बातचीत में कहा कि आयोग केन्द्र सरकार की महत्वपूर्ण विकास योजनाओं का जायजा लेगा।

महाराष्ट्र में झारखंड के दो माओवादी गिरफ्तार किये गए हैं। पुलिस सूत्रों के अनुसार छोटू सिंह मुंडा और बुद्धरा मुंडा को महाराष्ट्र के नंदूबार जिले के सहदरा गांव से गिरफ्तार किया गया। हमारे रांची संवाददाता ने खबर दी है कि ये दोनों माओवादी गुरिल्ला इकाई के प्रमुख सदस्य हैं।

संयुक्त राष्ट्र महासचिव ने कहा है कि लीबिया में संघर्ष विराम का फिलहाल कोई संकेत  नही है। उन्होंने कल संयुक्त राष्ट्र महासभा में  कहा कि बार बार किये जा रहे दावों के बावजूद संयुक्त राष्ट्र प्रस्ताव के अनुरूप लीबिया के अधिकारियों द्वारा अपने दायित्व का पालन किये जाने का कोई सबूत नहीं हैं। श्री बान की मून ने कहा कि वे लीबिया में संघर्ष विराम और समस्या के समाधान के लिए राजनयिक प्रयास जारी रखेंगे।
इस बीच, विद्रोही सेना का कर्नल गद्दाफी के सैनिकों के खिलाफ अभियान कुछ धीमा हो गया है।
 उधर, अमरीका के राष्ट्रपति बराक ओबामा ने लीबिया में अमरीकी सैनिको के शामिल होने का समर्थन किया है। उन्होंने कहा कि लीबिया में अमरीका की भूमिका सीमित ही रहेगी और वह नेटो लीबिया अभियान की कमान नेटो गठबंधन को सौंप देगा। रूस ने लीबिया की घटना पर चिंता व्यक्त करते हुए कहा है कि १९७३ में सुरक्षा परिषद द्वारा पारित कानून के तहत किसी देश के आंतरिक संघर्ष में हस्तक्षेप करने की स्वीकृति नहीं है।
 इस बीच, लंदन में आज लीबिया की स्थिति पर विचार विमर्श के लिए बैठक हो रही है जिसमें संयुक्त राष्ट्र, नेटो, अफ्रीकी यूनियन और अरब लीग सहित लगभग ४० देशों के प्रतिनिधि भाग लेंगे।

जापान के प्रधानमंत्री नाओतो कान ने कहा है कि उनकी सरकार फुकुशिमा परमाणु संयंत्र के संकट को देखते हुए अत्यधिक सतर्क है। श्री कान ने संसद के निचले सदन की बजट समिति की बैठक में कहा कि स्थिति के बारे में कुछ नहीं कहा जा सकता लेकिन सरकार समस्या से निपटने के लिए तैयार है। परमाणु विकिरण के कारण फुकुशिमा दाइची संयंत्र में उपकरणों को ठंडा रखने की प्रणाली फिर से चालू करने के प्रयासों में बाधा आ रही है।

 विदेश मंत्री एस.एम कृष्णा ने आज कहा कि अफ्रीका में भारतीय निवेश में काफी वृद्धि हुई है। उन्होंने कहा कि भारत को अफ्रीका के निर्यात में भी उल्लेखनीय वृद्धि हुई है। श्री आज नई दिल्ली में भारत-अफ्रीका परियोजना साझेदारी सम्मेलन में अफ्रीकी पत्रकारों को सम्बोधित कर रहे थे। श्री कृष्णा ने कहा कि दोनों पक्ष मानव संसाधन विकास, विज्ञान और टैक्नोलोजी में सहयोग, कृषि उत्पादकता बढ़ाने और खाद्य सुरक्षा तथा बुनियादी सुविधाओं के विकास और अन्य क्षेत्रों में सहयोग के लिए मिलकर काम कर रहे हैं। श्री कृष्णा ने आशा व्यक्त की कि इस वर्ष मई में होने वाले  दूसरे भारत-अफ्रीका फोरम शिखर सम्मेलन से दोनों के बीच आपसी संबंध और मजबूत होंगे।

  भारत और पाकिस्तान के बीच कल मोहाली में होने वाले दूसरे सेमीफाइनल मैच के मद्देनज+र सुरक्षा के अभूतपूर्व इंतज+ाम किए गए हैं।  पंजाब क्रिकेट एसोसिएशन ग्राउंड में होने वाले इस मैच में स्टेडियम और आसपास के क्षेत्रों की सुरक्षा के लिए लगभग २२०० पुलिसकर्मियों को तैनात किया गया है।  सुरक्षा एजेंसी चंडीगड में होटल, रास्ते और सामानों की गहन जांच कर रही हैं और इस काम की जिम्मेदारी एस.पी.जी, राष्ट्रीय सुरक्षा गार्ड और राज्य और केन्द्रीय अर्द्ध-सैनिक बलों को दी गई है।

 अभी प्राप्त समाचार के अनुसार भारत और पाकिस्तान ने आतंकवादी हमलों के खतरों के बारे में सूचना के आदान-प्रदान के लिए गृह सचिव स्तर पर हॉटलाइन स्थापित करने का फैसला किया है। नई दिल्ली में दोनों देशों के गृह सचिवों की दो दिन की बातचीत के बाद यह फैसला किया गया। बातचीत के बाद जारी संयुक्त वक्तव्य में कहा गया है कि पाकिस्तान, मुम्बई आतंकी हमलों की जांच के सिलसिले में भारत से एक आयोग को अपने यहां आने देने पर सैद्धांतिक रूप से सहमत हो गया है। वक्तव्य में कहा गया है कि मुम्बई आतंकी हमलों के मामले की जांच के सिलसिले में पाकिस्तान के न्यायिक आयोग के दौरे की तारीखों की जानकारी भारत चार से छह हफ्ते के अंदर देगा।

 बम्बई शेयर बाजार के शुरूआती कारोबार में आज सेन्सेक्स में १३० अंकों की तेजी आई। अब से कुछ देर पहले यह २७८ अंक की वृद्धि के साथ १९ हजार २२१ पर था।
 नेशनल स्टॉक एक्सचेंज का निफ्टी भी ८० अंक बढ़कर ५ हजार  ७६६ पर आ गया।
 अन्तरबैंक विदेशी मुद्राबाजार में डॉलर के मुकाबले रूपया सात पैसे मजबूत हुआ। एक डॉलर ४४ रूपये ७६ पैसे का बोला गया।  एशियाई बाजारों में कच्चे तेल दामों में आज गिरावट आई।

 सरकार गेहूं के सीमित निर्यात की अनुमति देने पर विचार कर रही है। कृषि राज्यमंत्री अरूण यादव ने आज नई दिल्ली में एक कार्यक्रम के मौके पर संवाददाताओं से बातचीत में यह बात कही। उन्होंने कहा कि सरकार को इस वर्ष गेहूं का भरपूर उत्पादन होने की उम्मीद है। हालांकि देश की जरूरत को पूरा करना सर्वोच्च प्राथमिकता होगी। उन्होंने कहा कि गेहूं के भंडारण की पर्याप्त व्यवस्था की गई है।

 सरकार कोयला कंपनियों को सभी जरूरी सहायता मुहैया कराने के प्रयास तेज करेगी ताकि वे अपना लक्ष्य हासिल कर सकें। नई दिल्ली में उच्चस्तरीय बैठक में कोयला मंत्रालय ने उत्पादन बढ़ाने के लिए कई नये उपायों का प्रस्ताव किया। इनमें उपकरणों की क्षमता बढ़ाने और नियमित निगरानी व्यवस्था पर जोर दिया गया है॥ कोल इंडिया लिमिटेड ने भी मंत्रालय से  आग्रह किया है कि कोयला क्षेत्र की भावी परियोजनाओं के लिए वन और पर्यावरण से संबंधित मुद्दों का समाधान किया जाए ताकि उत्पादन बढ़ाने का लक्ष्य पूरा हो सके।

 दो हफ्ते बाद लेह में अच्छी बर्फबारी हुई है। इस बर्फबारी से वहां के किसान काफी खुश नजर आ रहे है और अच्छी फसल की उम्मीद भी कर रहे है।
 दो हफ्ते बाद कल रात पूरे लद्दाख में जमकर बर्फबारी हुई है। खासकर लेह में अच्छी बर्फबारी देखी गई, जिससे तापमान एक बार फिर फ्रीजिंग प्वांइट के आसपास पहुंच गया। हालांकि आज दिन में मौसम का मिजाज एक बार फिर बदलता दिखा और अच्छी खासी धूप निकल आई, पर मौसम में ठंडक अब भी बरकरार है। पर्यटन विभाग को उम्मीद है कि मौसम के अच्छे मिजाज से लेह में पर्यटक काफी संख्या में रूख करेंगे।

 आर्थिक मामलों से संबंधित मंत्रिमंडलीय समिति ने हीरो इन्वेस्टमेंट प्राइवेट लिमिटेड - एच आई पी एल में चार हजार पांच सौ करोड़ रूपये के प्रत्यक्ष विदेशी निवेश के प्रस्ताव को मंजूरी दे दी है। एचआईपीएल देश में दोपहिया वाहनों की सबसे बड़े निर्माता हीरो होंडा की मुख्य शेयर धारक है। हमारे सवाददाता ने खबर दी है कि विदेशी निवेश सम्वर्द्धन बोर्ड ने पिछले महीने आर्थिक मामलों से संबंधित मंत्रिमंडलीय समिति को इस प्रस्ताव की सिफारिश भेजी थी।
 मंत्रिमंडलीय समिति ने उपभोक्ता वस्तुओं की प्रमुख निर्माता रेकिट बेनकिजर ; त्मबापजज ठमदबापेमतद्ध द्वारा अपनी एक सहयोगी कंपनी के माध्यम से पारस फार्मास्यूटिकल्स लिमिटेड के अधिग्रहण के लिए तीन हजार तीन सौ करोड़ रूपये के निवेश के प्रस्ताव को भी स्वीकृति दे दी है।
 पिछले वर्ष दिसम्बर में  त्मबापजज ठमदबापेमत  ने अहमदाबाद स्थित पारस फार्मास्यूटिकल्स लिमिटेड का पूरा अधिग्रहण करने पर सहमति व्यक्त की थी।

 चीन के गीझू प्रान्त में कल एक निर्माणाधीन भवन के ध्वस्त हो जाने की घटना में नौ लोगों के मरने और १३ लोगों के घायल हो पुष्टि की गई है। कार्य सुरक्षा प्रशासन के प्रमुख ने  आज कहा है कि छह लोगों की घटनास्थल पर और तीन की अस्तपाल में मृत्यु हुई। जांचकर्ताओं के अनुसार भवन निर्माण का काम अवैध रूप से चल रहा था।

 एशियाई विकास बैंक ने नेपाल के पर्वतीय क्षेत्रों में कृषि विकास और जीविका में सुधार की परियोजना के लिए दो करोड़ डॉलर की वित्तीय सहायता देने की घोषणा की है। ये रकम छोटे किसानों और ग्रामीण उद्यमियों को उपलब्ध कराई जाएगी, जिससे वे अपनी वस्तुओं की गुणवत्ता बढ़ाकर ज्यादा लाभ कमा सकते हैं। प्रेस विज्ञप्ति के अनुसार इन परियोजनाओं के शुरु हो जाने के बाद लगभग साढ़े सात हजार लोगों को रोजगार मिलने की संभावना है। इससे नेपाल के दस जिलों के करीब पांच हजार परिवार लाभान्वित होंगे।
 एशियाई विकास बैंक ने कहा है कि वित्तीय सहायता का उद्देश्य पहाडों पर कृषि को प्रोत्साहन देकर उसे और व्यावसायिक बनाना है।

Counter terrorism and relaxation of visa rules remained the focus of discussions in the first round of two day Home Secretary level talks that began in New Delhi yesterday.  Official sources said that India's demand of seeking voice samples of the masterminds of Mumbai terror attack also figured in the discussions between the Home Secretary Mr. G.K. Pillai and his Pakistani counterpart Chaudhary Qamar Zaman. Both the Secretaries described the first round as extremely positive and the second round has begun to take forward the discussions. a joint declaration by both countries is likely later today. AIR correspondent quoting official sources reports that dismantling of terror camps across the border and progress of Samjhota blasts probe are likely to figure prominently in todays talks. Handing over Indian Mujahideen terrorists and underworld Don Dawood Ibrahim who have taken shelter in Pakistan is also high on the agenda besides the demand to check the inflow of fake Indian currency notes. The talks are being held at a time when the Prime Ministers of the two countries are all set to meet on the sidelines of the World cup cricket semi final match between  India and Pakistan at Mohali tomorrow. While details for the high level meeting are being worked out, a Pakistani Minister has said in Islamabad that Prime Minister Yusuf Raza Geelani could discuss anything on the occasion. Pakistan Information Minister Firdous Ashiq Awan told reporters that the occasion will be used to bridge the communication gap between the two countries. She said Mr. Geelani believed that the invitation by the Prime Minister Dr. Manmohan Singh to watch the Cricket match is a significant way forward on the diplomatic front. AIR correspondent adds, this is the first structured dialogue between the two countries after the Mumbai terror strike.  The composite dialogue with Pakistan was suspended after the terror attacks in Mumbai in November, 2008.

The V.K. Shunglu Committee which probed alleged irregularities in the conduct of 2010 Commonwealth Games submitted three more reports to the Prime Minister's office today.  According to official sources the Prime Minister's office will go through the report and decide on the follow up action. The reports deal with several shortcomings of the government officials and irregularites committed by contractors in executing  works for Commonwealth Games projects in October last year. The Committee has already submitted three other reports which relate to broadcasting deals by Prasar Bharati, Construction of Games Village and city related infrastructure projects.  As a follow up, the Central Bureau of Investigation has filed an FIR against the then CEO of Prasar Bharati B.S. Lali. In its report on games village and city infrastructure, the Shunglu panel has named Lt. Governor of Delhi Tejender Khanna and Chief Minister Mrs. Sheila Dikshit. Yesterday the Delhi Chief Minister met Prime Minister Dr. Manmohan Singh and clarified on the objections by the Shunglu Committee.

The CBI has sought more time from the Supreme Court to file charge sheet against former Telecom Minister A Raja and others in 2G spectrum case. The CBI informed the court that an 80,000-page charge sheet will be filed on April 2nd in the 2G case. The Enforcement Directorate told the court that the property of erring telecom companies would be attached immediately after filing of charge sheet for FEMA violations. The ED also informed that Benami transactions took place while bringing of foreign money in telecom companies which were granted licences during the tenure of Raja as telecom minister. The court was also informed that a joint team of CBI and the ED would be sent to certain foreign countries to track the trail of FDI in erring telecom companies involved in the 2G case.
Meanwhile, the CBI today arrested two persons including Asif Balwa, the brother of 2G spectrum case accused Shahid Balwa, in connection with the scam. The other person arrested is Rajiv Aggrawal, managing director of Kusegaon Realty private limited, a Mumbai based company. The arrests were made in New Delhi.

The Supreme Court today directed the Union and the Maharashtra governments to provide adequate protection to Pune stud farm owner Hasan Ali Khan and his family.  Ali is facing probe for allegedly stashing away black money abroad and evading taxes. The apex court also asked the investigators to video- record the statements of the accused and witnesses as part of the probe into the case. A bench of justices B Sudershan Reddy and S S Nijjar directed the government to place before it in a sealed cover, the CD and trans of 53-year-old Khan's statements recorded by suspended Maharashtra police officer Ashok Deshbhratar. The court gave the order after the government responded to its posers on various issues, including security for Khan. During the hearing, Solicitor General Gopal Subramanian told the court that the government was not at this juncture in favour of constitution of a special investigation team to probe the case of black money. Besides the Enforcement Directorate probe in to the black money case, Khan is also facing a nearly Rs 70,000 crore tax demand notice from the Income-Tax Department.

The Government will intensify efforts to provide required support to coal companies to achieve their targets. At a high level meeting in New Delhi, the Coal Ministry has proposed many innovative steps to increase the production. These include increase in the efficiency of equipment and a regular monitoring mechanism. Coal India Limited has also urged the ministry to resolve the issues of environmental and forestry clearances with Capacity addition for future projects.

The Government is planning to allow limited export of wheat.  This was revealed by the Minister of State for Agriculture Mr. Arun Yadav while speaking to reporters on the sidelines of a function in New Delhi. He said the government expects a bumper wheat crop and first priority will be given to the local requirement. The Minister asserted there is enough capacity for storing the crop.  He said the area under cotton production is likely to increase this year.  Earlier, he inaugurated a conference of North Zone cooperatives and stressed the need for effective management of these institutions which are of vital importance for improving the rural economy.

The Cabinet Committee on Economic Affairs today approved a proposal for  4,500 crore rupee foreign direct investment (FDI) in Hero Investments Pvt Ltd, (HIPL) one of the main shareholders in Hero Honda, by two private equity firms.  AIR correspondent reports,the proposal was recommended to the CCEA by the Foreign Investment Promotion Board (FIPB) last month.

A team of Planning Commission led by member Kasturirangan is in Ranchi. AIR correspondent reports, the visiting Planning Commission team held discussions on the various developmental plans for Jharkhand. Speaking to reporters, Planning commission member Mr. Kasturirangan said the Commission is looking into various flagship programmes of the Central government. He said, the focus is on sectors of agriculture, education, health and providing drinking water in all areas of the state.

Andhra Pradesh Legislative Assembly has passed the Appropriation Bill for the year 2011 with voice vote amidst opposition protests on the last day of the Budget session today. Insisting that the Appropriation bills should be taken up to avoid constitutional crisis as it should be passed by the upper house of the legislature, State Finance Minister A Ramanarayana Reddy moved the appropriation bill and the House passed them without discussion. The opposition parties including Telugu Desam, left parties, MIM and BJP were insisting that the debate on Land allocations to Special Economic Zones which was taken up yesterday must be carried forward before the government introduces the Appropriation bill.
Earlier, proceedings of the Assembly were disrupted following wielding of placards and sloganeering by the opposition demanding the Joint Legislature Committee to look into misappropriations in land allocations. The ruling benches on the other hand demanded an enquiry over alleged links of state political leaders with Hassan Ali.

The United Nations Secretary General, Ban Ki-moon has said that there were no signs of a cease fire in Libya. Ban told the General Assembly yesterday that despite repeated claims, the World body sees no evidence of any steps being taken by the Libyan authorities to fulfill their obligations under UN resolutions. He said, the United nations continue to have serious concerns about the protection of civilians and respect for human rights and international humanitarian law, and continue to stress the urgent need for humanitarian access in Libya. Ban said he will continue to engage in diplomatic efforts for a cease-fire and political solution in Libya.
Meanwhile, the rebel advancements towards the western Libya against Muammar Gaddafi's forces have slowed down near Sirte. Rebels claimed that they seized the town of Nawfaliyah, west of Bin Jawad and extended their advancements towards Sirte. US President Barack Obama defended the American Military involvement in Libya. He also said the US role will be limited and the US would hand over command of the Libyan operation over to NATO allies tomorrow. Russia renewed its expressions of concern. It said intervention in an internal civil war is not sanctioned by UN Security Council Resolution 1973. Around 40 countries the United Nations, NATO, the African Union and Arab league are meeting in London later today to discuss the Libyan situation.

Japan's Prime Minister Naoto Kan today said his government is in a state of maximum alert over the crisis at the stricken Fukushima nuclear plant. Kan told a lower house budget committee meeting that the situation continues to be unpredictable and that the Japanese government will tackle the problem. Radiation worries have disrupted efforts to restart the cooling system of the Fukushima Daiichi plant. Plutonium has been detected in soil at the facility northeast of Tokyo and highly contaminated water has leaked from a reactor building. Nearby seawater has also shown radioactive high iodine readings. Japan was hit by a 9 magnitude earthquake and tsunami on the 11th of this month in which more than 28,000 people died or were reported missing. Meanwhile, China's National Nuclear Emergency Coordination Committee said extremely low levels of radioactive material have been detected in southeastern coastal areas but the radiation of these levels will not affect public health or the environment. Earlier South Korea too had reported low levels of radio active iodine.

 All the hotel rooms in Chandigarh and Mohali have been booked and Punjab Deputy Chief Minister has appealed people to adjust guests in their houses.  Police and para military forces have been deployed along the routes leading to the stadium..  Security personnel has also been positioned on the roof tops in all the adjoining buildings of the stadium to maintain strict vigil.  Police have put up more than 100 CCTV cameras in the parking lots and at other strategic positions to keep an eye on the happenings around.
 Indian Skipper Mahendra Singh Dhoni today said that all players are fit for tomorrow's World Cup semi-final match againt Pakistan. Dhoni also asked his team mates not to be distracted by the hype surrounding the high-profile match. Meanwhile Pakistan pacer Shoiab Akhtar is reported not to be 100 per cent fit. Pakistan captain Shahid Afridi said he will take a call on Shoiab Akhtar tommorow.

Australian Cricketer Ricky Ponting today stepped down as the captain of the team from the Tests and one day international formats of the game. The decision comes after the team's shocking quarter-final exit from the ongoing ICC Cricket World Cup at the hands of joint hosts India. Deputy Michael Clarke, currently leading the T20 side, is expected to replace Ricky Ponting.
 At a press conference in Sydney, Ponting said that he will be available for selection as a batsman in both the formats of the game. He said that he was not forced to step down and the decision was solely his own. Ricky Ponting led the Australian side in 2003 and 2007 World Cup competitions, when they lifted the coveted trophy without a defeat.

In West Bengal, filing of nominations are on for the first phase assembly elections in the state.  98 nominations papers have been filed till yesterday for the first phase polls in 54 seats covering six north Bengal districts on the 18th of next month.
The campaign is gradually picking up for first phase poll.  Most of the candidates are now busy mainly for door to door campaign, small meetings and other things to establish personal contacts with voters.  The star campaigners of all political parties will join the campaign trail on middle of next month.  The campaign through microphones is banned in the state till 13th of next month due to various ongoing examinations.  However, Chief Minister Mr.Bhudhadeb Bhattacharjee and Trinamool Congress Chief Ms.Mamta Banerjee have started addressing  few election rallies and road-shows in Kolkata and adjoining areas. 
In Assam, election campaigns have intensified in all the 62 constituencies going to Assembly polls on the 4th of the next month. Senior Congress leader Pranab Mukherjee, BJP leader Sushma Swaraj and Asom Gana Parishad leader and former Chief Minister Prafulla Kumar Mahanta today addressed election rallies in Barak Valley and Upper Assam. While Senior Congress leader Pranab Mukherjee has taken up peace and development as the main poll planks, opposition Asom Gana Parishad, BJP and Left parties raised issues of corruption, price rise and good governance.
With only four days left to the first phase of polls ,all the political parties and independent candidates have intensified their campaigns. While 485 candidates are in fray for this phase, the fate of 498 candidates’ will be decided in the second phase of polls slated to be held on 11th of the next month. Among them, just over eight percents are women candidates. While most of the political parties are campaigning with their Star campaigners, 296 independent candidates are also busy with door -to- door campaigning.

While the India-Pak cricket match tomorrow has already taken a toll on the three day tour schedule of Mr.Pranab Mukherjee, with one meeting cancelled and another preponed,Mrs.Sushma Swaraj is yet to reach Silcher due to inclement weather.Mr.Mukherjee today charted out various statistics to show how the economy of the state had improved in the past decade of Congress rule. He was campaigning at Udharbandh and assembly segments in Cachar district this morning. Meanwhile, talking to reporters in Guwahati this morning Sushma Swaraj said BJP is fighting the Assam Assembly elections to form the government on its own as people are displeased and disappointed with the Congress-led Central and State governments. Congress’ poll managers say while the “growth story” will give their campaign an edge, the divided opposition vote will be key to the Congress’ success as the AGP and the BJP could not forge an alliance in the state and the electoral battle has now become a triangular fight.
In Tamil Nadu, as campaign reaches a feverish pitch, the two major Dravidian parties leading formidable fronts are aggresively wooing voters, in what could turn to be a close battle for the ballot.  The DMK President and Chief Minister Mr. Karunanidhi in the first round of campaign meetings has sought to highlight the freebies and subsidies given to the people While the Aiadmk general secretary Ms. Jayalalitha in her road shows has targeted the ruling party on corruption , law and order and power shortage. AIR correspondent reports that while the DMK Chief Mr Karunanidhi has addressed joint election meeting with leaders of alliance parties the AIADMK Chief Ms. Jayalalitha is crisscrossing the state on her own.
For reasons best known to them, the top leaders in the state have decided to test their electoral fortunes from new constituencies. For the DMK President  M Karunanidhi and aiadmk chief Jayalalitha it is back to their roots. Chief Minister M Karunanidhi who  has never lost an election right since 1957 when he made his maiden entry into the electoral battlefield  is  contesting from Tiruvarur, trying his luck from his birth place for the first time. Similarly the Aiadmk chief has switched  to Srirangam  from rural Andipatti  Ms. Jayalalitha's family stayed in Srirangam before migrating to Mysore. It is for the first time the chief ministerial candidates are fighting  from central Tamil Nadu.
Following the footsteps of his father , Deputy Chief minister M K Stalin is also seeking election from a new segment- Kolathur in Chennai  DMDK chief Vijayakanth is testing waters from Rishivandiyam, after winning from  virudhachalam in the last elections. The voters in these constituencies are basking in the attention  as the top guns make their way into the narrow streets seeking their votes.

Extending its gains for the sixth straight session, the Sensex at the Bombay Stock Exchange climbed 131 points, or 0.7 per cent, to regain the key 19,000 point level after two months, at 19,074 in early trade, today. Later, the Sensex advanced even further, and stood a solid 249 points, or 1.3 percent in the green, at 19,192, in afternoon deals, a short while ago. The Sensex rose on sustained capital inflows, as falling global crude oil prices eased inflation concerns.

भारत ने पाकिस्तान के साथ गृह सचिव स्तर की बातचीत के पहले दौर को बेहद रचनात्मक बताया है। आज नई दिल्ली में पहले दिन की बातचीत के बाद गृह सचिव जी.के. पिल्लई ने कहा कि बातचीत सही दिशा में आगे बढ़ रही है। पाकिस्तान के गृह सचिव चौधरी कमरूज्ज+मा ने इसी तरह के विचार व्यक्त करते हुए कहा कि इस बैठक का अच्छा नतीजा निकलेगा। उन्होंने मीडिया से कहा कि बातचीत में दोनों ही पक्षों ने बहुत ही रचनात्मक रूख अपनाया। दो दिन की इस बातचीत की समाप्ति पर कल एक संयुक्त वक्तव्य जारी होने की उम्मीद है।
हमारे संवाददाता ने खबर दी है कि बातचीत में मुंबई आतंकी हमलों की जांच की प्रगति पर चर्चा हुई। इन हमलों में शामिल आतंकवादियों के आवाज के नमूनें सौंपने, सीमापार स्थित आतंकी शिविरों को नष्ट करने तथा समझौता एक्सप्रेस विस्फोट की जांच की प्रगति पर भी मुख्य रूप से चर्चा हो रही है।
उम्मीद है कि भारत, पाकिस्तान से इंडियन मुजाहिदीन के आतंकवादियों और पाकिस्तान में रहे रहे अंडरवर्ल्ड डॉन दाउद इब्राहिम को उसे सौंपने तथा पाकिस्तान से जाली भारतीय नोट आने पर रोक लगाने को भी कहेगा।
पाकिस्तान ने कहा है कि इस वार्ता का उद्देश्य दोनों देशों के बीच शांति को बढ़ावा देना और मजबूत करना है। पाकिस्तान ने दोनों देशों के बीच वीजा व्यवस्था में ढील देने का भी अनुरोध किया है।
मोहाली में भारत-पाकिस्तान क्रिकेट मैच के दौरान दोनों देशों के प्रधानमंत्रियों की अलग से होने वाली बातचीत को देखते हुए इस वार्ता से उम्मीदें और बढ़ गई हैं।

उच्चतम न्यायालय ने सरकार को निर्देश दिया है कि काले धन के स्रोत के गंभीर पहलुओं की राष्ट्रीय सुरक्षा के नजरिये से जांच की जानी चाहिए। न्यायमूर्ति बी सुदर्शन रेड्डी और न्यायमूर्ति एस एस निज्जर की खंडपीठ ने आज कहा कि समूची जांच केवल एक व्यक्ति हसन अली खान पर केंद्रित है।  अदालत ने जानना चाहा कि अन्य लोगों के बारे में क्या हो रहा है। इससे पहले खंडपीठ ने प्रवर्तन निदेशालय द्वारा सील बंद लिफाफे में पेश की गई 14 पृष्ठों की स्थिति रिपोर्ट का अवलोकन किया। खंडपीठ ने कहा कि अगली सुनवाई पर अदालत राष्ट्रीय सुरक्षा के नजरिये से की गई जांच की प्रगति के बारे में जानना चाहेगी।
सरकार की ओर से सालिस्टर जनरल गोपाल सुब्रहमणियम ने कहा कि जांच में काफी महत्वपूर्ण जानकारियां मिली हैं।

संसद की लोक लेखा समिति ने कॉर्पोरेट लॉबिस्ट नीरा राडिया और टाटा समूह के अध्यक्ष रतन टाटा को टू-जी स्पेक्ट्रम आवंटन मामले में उनकी भूमिका पर बातचीत करने के लिए 4 अप्रैल को बुलाया है। चार प्रमुख कंपनियों-रिलायंस अनिल-अंबानी ग्रुप, एयरटेल, स्वान टेलीकॉम और यूनीटेक के प्रतिनिधियों को 5 अप्रैल को बुलाया गया है। लोक लेखा समिति के सूत्रों ने कहा है कि इस समिति की टू-जी स्पेक्ट्रम आवंटन मामले पर विचार करने के लिए चार और पांच अप्रैल को बैठक होगी। इस मामले को लेकर पूर्व दूरसंचार मंत्री ए.राजा को त्याग पत्र देना पड़ा था और बाद में उन्हें गिरतार किया गया। वे अब भी हिरासत में हैं। इससे पहले, आउट लुक और ओपन पत्रिकाओं के संपादकों को उनकी पत्रिकाओं में राडिया की उद्योगपतियों और प्रमुख पत्रकारों से टेलीफोन पर बातचीत सम्बन्धी टेपों का खुलासा किये जाने को लेकर पूछताछ करने के लिए बुलाया गया था।

सरकार ने उच्चतम न्यायालय के निर्देशों के अनुसार टू-जी स्पेक्ट्रम घोटाले से सम्बन्धी मामलों की सुनवाई के लिए विशेष अदालत नियुक्त की है। दिल्ली सरकार ने टू-जी स्पेक्ट्रम घोटाले से सम्बन्धित सभी मामलों की सुनवाई के लिए ओम प्रकाश सेनी को विशेष जज नियुक्त करने की अधिसूचना जारी की।
एक अलग, अधिसूचना में वित्त मंत्रालय के राजस्व विभाग ने श्री सेनी की सत्र अदालत को मनी लॉडरिंग रोकने सम्बन्धी कानून 2002 के तहत आने वाले अपराधों से निपटने के लिए विशेष अदालत नियुक्त किया।
उच्चतम न्यायायल ने सरकार को टू-जी स्पेक्ट्रम घोटाले के मामलों की सुनवाई के लिए विशेष अदालत बनाने को कहा था।

उच्चतम न्यायालय ने आज केन्द्र सरकार से पूछा है कि देश में प्लास्टिक के इस्तेमाल पर क्यों ने पूरी तरह से प्रतिबंध लगा दिया जाए, जो इस समय केवल तम्बाकू उत्पादों तक ही सीमित है। न्यायमूर्ति जी.एस. सिंघवी और न्यायमूर्ति ए.के. गांगुली की पीठ ने एक जनहित याचिका पर केन्द्र को नोटिस जारी किया।

दक्षिणी यमन में अल-कायदा द्वारा लूटे गये गोला-बारूद के कारखानें में भारी विस्फोट से कम से कम 78 लोग मारे गये हैं। ये विस्फोट अलकायदा का गढ़ माने जाने वाले अशांत सूबे अब्यान के जार कस्बे में हुआ। इस शक्तिशाली विस्फोट की आवाज 15  किलोमीटर दूर तक सुनाई दी। खबरों के अनुसार उग्रवादियों ने सरकारी फौज के साथ मुठभेड़ में कल इस कारखाने पर कब्जा कर लिया था। विस्फोट के समय दर्जनों लोग कारखाने के अंदर मौजूद थे जो कल हुई मुठभेड़ के बाद बचे हुए गोला-बारूद को हटाने में लगे हुए थे। यह अभी स्पष्ट नहीं है कि विस्फोट दुर्घटनावश हुआ या जान-बूझकर इसके लिये साजिश रची गई थी।

अफगानिस्तान में कल रात पूर्वी पक्तिका प्रांत में हुए आत्मघाती बम हमले में मरने वालों की संख्या चौबीस हो गई है। पाकिस्तान की सीमा के साथ लगने वाले बेरमाल जिले में एक सड़क निर्माण कंपनी पर तीन आत्मघाती बम हमलावरों द्वारा किए गए इन विस्फोटों में करीब साठ लोग घायल भी हुए हैं।

दक्षिण कोरिया ने कहा है कि जापान के क्षतिग्रस्त परमाणु बिजली संयंत्र से निकलने वाले विकिरण की कुछ मात्रा देश के पूर्वी गांगवोन प्रांत में पहुंची है, लेकिन उससे स्वास्थ्य और पर्यावरण के लिए किसी प्रकार का खतरा नहीं है।

मुंबई शेयर बाजार का संवेदी सूचकांक आज एक सौ 28 अंकों की बढ़त के साथ 18 हजार नौ सौ 43 पर बंद हुआ। इससे पहले, दिन में सेंसेक्स 19 हजार के आंकड़े को पार कर गया था। नेशनल स्टॉक एक्सचेंज के निटी में भी 33 अंकों की वृद्धि हुई और ये पांच हजार छह सौ 87 पर बंद हुआ।

New Delhi has described the first round of India-Pak Home Secretary level talks as extremely positive. Speaking to reporters at the conclusion of first day's talks in the capital, Home secretary G K Pillai said, discussions  are progressing in the right direction.
Echoing similar sentiments, Pakistan Interior Secretary Chaudhary Qamar Zaman said, the meeting will be result-oriented. He told the media that very positive attitude was displayed in the talks from both the sides. Our correspondent quoting official sources reports, progress in the probe of Mumbai terror attacks figured in the deliberations. Dismantling of terror camps across the border and progress of Samjhota blasts probe are also high on the agenda. India is likley to ask Pakistan to hand over Indian Mujahideen terrorists and underworld don Dawood Ibrahim taking shelter in that country besides discussing the checking of inflow of fake Indian currency notes. Pakistan says, the talks are aimed at promoting and strengthening peace between the two countries. With the Prime Ministers of the two countries all set to meet on the sidelines of India Pakistan Cricket Match at Mohali on Wednesday, the expectations from the talks have increased. Our correspondent adds,  this is the first structured dialogue between the two countries after the Mumbai terror attacks in November, 2008.  India decided to resume peace dialogue with Pakistan last month at Thimpu to discuss all issues.

The Supreme Court today directed the Government to track the  serious aspect of source of the black money by incorporating the angle of national security. A bench of justices B Sudershan Reddy and S S Nijjar said, the whole concentration of the probe is focussed only on one individual Hasan Ali Khan in the black money case. The bench, which perused the 14-page status report submitted in a sealed cover on the probe by the Enforcement Directorate said, it would also like to know on the next hearing the progress made in the investigation from the national security aspect and what is the source of such money which is more serious aspect.The government  said, there has been substantial breakthrough in the investigation. The court reiterated its idea of setting up a Special Investigation Team (SIT) to probe the entire issue related to the black money stashed away in banks abroad.

In another case, The Supreme Court today sought response from the Centre on why there should not be a complete ban on the use of plastics in the country which at present is limited to tobacco products.  A bench of Justices G S Singhvi and A K Ganguly issued notice to the Centre on a PIL seeking the court's direction to impose a complete ban on the use of plastics. It asked the Centre to file its response by the next date of hearing.

Sending out a stern message against the destruction of public property and transport system during agitations, the Supreme Court today said, state governments would have to pay for the loss incurred to Railways and general public on disruption of rail services. A bench of Justices G S Singhvi and A K Ganguly said, destruction of public property and disrupting train services cannot be allowed in the name of agitation. The bench asked the Haryana government to respond why it should not pay the loss incurred by the Railways following the 11-day stir organised by 12 'khap' panchayats against booking of some upper caste people in connection with the Mirchpur dalit killings case.

Parliament's Public Accounts Committee ,PAC, has summoned corporate lobbyist Niira Radia and Tata Group Chairperson Ratan Tata on April 4 to discuss their role in the 2-G Spectrum allocation case. Representatives of four key players namely Reliance (Anil Ambani Group), Airtel, Swan Telecom and Unitech, have been summoned on April 5.  Sources in the PAC said that the panel will meet on  4 and 5 of April to discuss the 2-G spectrum allocation case which had led to the resignation of Telecom Minister A Raja.Earlier editors of 'Outlook' and 'Open' magazines were called in the 2-G spectrum case to question them on the revelations made in their respective publications about tapes regarding Radia's telephonic conversations with captains of industry and important journalists. The PAC has already been briefed by CAG, CBI Director and many other people in connection with the probe.

Government today appointed a special court to try cases relating to 2G-spectrum scam following directions of the Supreme Court. Delhi Government issued a notification designating Om Prakash Saini as a special judge to undertake the trial of cases in relation to all matters pertaining to 2G scam exclusively. In a separate notification, Department of Revenue in the Finance Ministry designated the sessions court of Saini as special court to deal with offences under the Prevention of Money Laundering Act 2002.

The CBI will file this week its first charge sheet into the 2G spectrum scam against former Telecom Minister A Raja and some of his close aides besides a couple of real estate companies for allegedly defrauding the exchequer.  According to CBI sources, the extent of loss to the state exchequer may not be included in this charge sheet as the Telecom Regulatory Authority of India (TRAI) was yet to complete the process of ascertaining the loss on allocation of spectrum to all operators between 2001 and 2008.

The estimated tiger population in the country has risen to 1,706 in 2010 from 1,411 in 2006. Releasing the latest Tiger Census in New Delhi today, environment minister Jairam Ramesh said that the figure also includes 70 tigers from the Sunderban region which were not enumerated in the previous census.
The tiger population in the country has risen by 12 percent in the last four years. The triangle of Kerala, Tamil Nadu and Karnataka have the single largest concentration of tigers in the world.The Nagarjuna Sagar Tiger Reserve in Andhra Pradesh alone  has 60 tigers.   However the figures of north east and central India are worrisome. Another cause of concern is conservation of  more than 30 per cent of the estimated tiger population which lives outside the 39 tiger reserves in the country. Also some of the famous tiger reserves including the Corbett and Ranthambore have almost reached their carrying capacity and tigers are moving out into the human territory and thus once again exposing the man-animal conflict. The authorities should therefore also focus on how to minimise this growing conflict

At least 78 people have been killed in a massive blast at an ammunition plant looted by Al Qaeda in the southern Yemen.  The blasts shook the town of Jaar in the restive province of Abyan, a stronghold of Al Qaida.  According to reports, the plant was seized by the ultras yesterday amid clashes with government forces.  It remained unclear if the cause was accidental or the result of a booby trap.  Officials said bodies were still being recovered from the scene.  They said the dead included women and children.

Somalia today assured India that it will do everything possible to get 53 Indian hostages released from pirates in that country. Disclosing this to reporters in New Delhi, External Affairs Minister S M Krishna said, India has also offered to help Somalia implement job generating projects to tackle piracy in the African nation. These issues came up for discussion during a meeting between Mr. Krishna and visiting Somalian Deputy Prime Minister Abdiweli Ali.
