पाकिस्तान में संसद के दोनों सदनों की संयुक्त बैठक में राष्ट्रपति आसिफ अली जरदारी के इस महीने के १७ तारीख को दिये जाने वाले अभिभाषण के दौरान संसद पर हमले की साजिश नाकाम कर दी गई है। पाकिस्तान के गृह मंत्री रहमान मलिक ने कहा कि इस साजिश के सिलसिले में एक सरकारी कर्मचारी सहित कई आतंकवादियों को गिरफ्‌तार किया गया है। देश की सुरक्षा व्यवस्था की समीक्षा के लिए उच्चस्तरीय बैठक के बाद उन्होंने संवाददाताओं को बताया कि गिरफ्‌तार आतंकवादी उत्तरी वजीरिस्तान के कबायली क्षेत्र मीरानशाह के रहने वाले हैं। गिरफ्तार किया गया सरकारी कर्मचारी आतंकवादियों की मदद कर रहा था। गृह मंत्री ने आतंकवादियों की साजिश के बारे में कोई और ब्यौरा नहीं दिया लेकिन उन्होंने कहा कि आतंकवादी, राष्ट्रपति जरदारी के संसद में संबोधन के दौरान हमले की साजिश रच रहे थे। उन्होंने इस घटना के जिम्मेदार किसी उग्रवादी समूह का न तो नाम बताया और न ही साजिश में शामिल आतंकवादियों की संख्या बताई।

म्यांमा में देश की संसद की ४५ सीटों के उप-चुनाव के लिए आज मतदान शुरू हो गया है। पहली बार आंग सांग सू ची भी चुनाव मैदान में हैं उनकी नेशनल लीग फॉर डेमोक्रेसी पार्टी ने सभी ४५ सीटों पर उम्मीदवार खड़े किये हैं। सेना समर्थित नई असैन्य सरकार में राजनेताओं के शामिल होने के बाद ये सीटें रिक्त हुई हैं। पहली बार म्यांमा में चुनाव पर नजर रखने के लिए अंतर्राष्ट्रीय पर्यवेक्षक तैनात किये जाने की मंजूरी दी गई है। । अगर आज मतदान सुचारू रूप से संपन्न रहा तो उम्मीद है कि यूरोपीय यूनियन कुछ प्रतिबधों में ढील दे सकता है। १९९० में आम चुनाव में आंग सॉन्ग सू ची की पार्टी की जबरदस्त जीत के बाद उन्हें सैनिक सरकार ने १५ साल से अधिक समय तक नजरबंद रखा।

श्री एस सुधाकर रेड्डी को भारतीय कम्युनिस्ट पार्टी का निर्विरोध नया महासचिव चुना गया है। वे ए.बी. बर्धन का स्थान लेंगे, जो १९९७ से इस पद पर थे। सुधाकर रेड्डी आंध्र प्रदेश से हैं और पिछले चार वर्ष से पार्टी के उप महासचिव के पद पर रहे हैं। पटना में भारतीय कम्युनिस्ट पार्टी की राष्ट्रीय परिषद की बैठक में आठ अन्य को पार्टी के पोलित ब्यूरो का सदस्य चुना गया। इनमें ए.बी. बर्धन, गुरुदास दासगुप्ता, डी. राजा और अतुल अंजान शामिल हैं।

आंध्रप्रदेश में ७५ से ज्यादा माओवादियों ने आत्मसमर्पण कर दिया है। ये लोग कोरूकोंडा एरिया कमेटी के सदस्य हैं। विशाखापतनम रेंज के डी.आई.जी. सौम्य मिश्रा ने बताया है कि इनमें विभिन्न घटनाओं में शामिल आठ माओवादी भी शामिल हैं। श्री मिश्रा ने  कहा कि इन माओवादियों का समुचित तरीके से पुनर्वास किया जाएगा। समर्पण करने वाले दो माओवादियों वी. प्रेम सिंह और वी. गंगाराजू ने पत्रकारों को बताया कि उन्हें दबाव डालकर, हिंसक गतिविधियों में शामिल किया गया।

केंद्रीय अन्वेषण ब्यूरो-सीबीआई ने आंध्रप्रदेश में कडप्पा के सांसद वाई.एस. जगनमोहन रेड्डी और बारह अन्य लोगों के खिलाफ आय से अधिक संपत्ति अर्जित करने के मामले में आरोप-पत्र दाखिल किया है। यह आरोप-पत्र कल हैदराबाद की सीबीआई अदालत में दाखिल किया गया। जांच एजेंसी ने जगनमोहन रेड्डी को मुख्य अभियुक्त बनाया है। उन पर भ्रष्टाचार निरोधक कानून और आपराधिक षड्यंत्र के तहत मामले दर्ज किए गए हैं।

मुंबई में सीबीआई की विशेष अदालत ने आदर्श हाउसिंग सोसाइटी घोटाले में छह अभियुक्तों की हिरासत मंगलवार तक बढ़ा दी है। केन्द्रीय जांच ब्यूरो-सीबीआई, मुंबई के पॉश इलाके कोलाबा में करोड़ो रूपये के आवास घोटाले की जांच कर रही है। इस सिलसिले में सीबीआई ने सेवानिवृत्त मेजर जनरल टी के कौल, आई ए एस अधिकारी प्रदीप व्यास ,आदर्श हाउसिंग सोसाइटी के मुख्य प्रमोटर आर सी ठाकुर, सेवानिवृत्त ब्रिगेडियर एम एम वांचू और महाराष्ट्र शहरी विकास विभाग के पूर्व उपसचिव पी वी देशमुख को गिरफ्तार किया था।

मध्य प्रदेश में तम्बाकू मिश्रित गुटखा पाउच पर आज से प्रतिबंध लगा दिया गया है। हमारे संवाददाता ने खबर दी है कि राज्य में सात गुटखा कंपनियों के लाइसेंस रद्द किये गए हैं।

मुंह के कैंसर के रोगियों की बढ़ती संख्या के मद्देनज+र राज्य सरकार ने तम्बाकू युक्त गुटके की बिक्री पर प्रतिबंध लगाने का फैसला किया है। आज से यदि कोई व्यक्ति तम्बाकू युक्त गुटके के पाउच समेत पाया गया तो उस पे २५ हजार रुपये तक का जुर्माना लगाया जाएगा। वहीं खाद्य सुरक्षा और मानस अधिनियम के तहत मामला दर्ज किया जाएगा। सादा गुटका पाउचों की बिक्री पर कोई प्रतिबंध नहीं रहेगा। शारिक नूर, आकाशवाणी समाचार, भोपाल।

नए रेल किराए आज से लागू हो गए हैं। रेलवे ने एसी-प्रथम श्रेणी, एसी टू-टीयर और एक्जीक्यूटिव श्रेणी और प्रथम श्रेणी के किराये में बढ़ोत्तरी की है, लेकिन अन्य श्रेणियों के किराये नहीं बढाये  गये । बढ़ा हुआ किराया सभी रेल गाड़ियों में लागू हो गया है। जिन यात्रियों ने पहले ही पुरानी दरों पर टिकट खरीद लिये थे, उन्हें भी बढ़ा हुआ किराया देना होगा। वे बकाया भुगतान रेलगाड़ी में टीटी को या यात्रा शुरू करने से पहले बुकिंग कार्यालय में कर सकते हैं। किराये की संशोधित सूची रेलवे स्टेशनों पर लगाई जा रही है। ये रेल मंत्रालय की वेबसाइट पदकपंदतंपसूंलेण्हवअण्पद पर भी उपलब्ध है।

बिहार और मध्य प्रदेश में बिजली की दरों में वृद्धि की गई है। बिहार बिजली नियामक आयोग ने विभिन्न श्रेणियों के लिए बिजली की दरें पांच से बारह प्रतिशत तक बढ़ा दी है। नयी दरें आज से लागू हो जाएंगी। बिजली दरों में बढ़ौत्तरी से तीन अरब ४८ करोड़ रुपये की अतिरिक्त आय होगी जिसे घाटे में चल रहे राज्य  बिजली बोर्ड को दिया जाएगा।

तमिलनाडु की मुख्यमंत्री जे जयललिता ने कल तीन सौ नवासी नई बसों को हरी झंडी दी। चेन्नई में हुए एक समारोह में उन्होंने ७५ चमचमाती बसें भी सड़कों पर उतारीं। इस मौके पर मुख्यमंत्री ने सार्वजनिक परिवहन को गति देने के लिए तीन हजार नई बसें चलाने का भी ऐलान किया। इन बसों में आपातकालीन निकास जैसे नए प्रावधान भी होंगे। २५० नई बसें नए रूटों पर चलेंगी। मुख्यमंत्री ने बस चालकों को औपचारिक रूप से चाबियां भी सौंपी और कहा कि सुरक्षित यातायात को मुख्य रूप से प्राथमिकता दी जाए।

तमिलनाडु की मुख्यमंत्री जे जयललिता ने किसानों के हर क्षेत्र में लाभ के लिए कृषि विभाग द्वारा तैयार गाइड बुक जारी की। उन्होंने शोध केंद्रों की ओर से तकनीकी जानकारी को हटाकर सीधे किसानों को खेती करने का संदेश दिया। इससे किसान कई सरकारी कल्याणकारी योजनाओं से लाभान्वित हो सकेंगे।

संयुक्त राष्ट्र और पश्चिम एशिया के अरब देशों ने सीरिया में शांति योजना लागू किये जाने के लिए संयुक्त राष्ट्र के विशेष दूत कोफी अन्नान से समयबद्ध कार्यक्रम की मांग की है। सीरिया में हिंसा जारी है। सत्तर देशों और बहुपक्षीय एजेंसियों के समूह फ्रेंड्स ऑफ सीरिया की आज इस्ताम्बुल में होने वाली बैठक में सीरिया में हिंसा समाप्त करने और लोकतांत्रिक सरकार का मार्ग प्रशस्त करने के बारे में चर्चा की जाएगी।  एक रिपोर्ट-

सीरिया पर कोफी अन्नान के छह सूत्री शांति मिशन को लागू करने के लिए अंतर्राष्ट्रीय दवाब बढ़ता जा रहा है। रियाल में खाड़ी सुरक्षा फोरन की बैठक में अमरीका, सऊदी अरब, ओमान, बहरीन, कतार, कुवैत और संयुक्त अरब अमारात ने कोफी अन्नान से शांति मिशन को सीरिया में लागू करने के लिए एक समय सीमा तय करने को कहा है। सीरिया की सीमा पर सुरक्षित क्षेत्र बनाने मानवीय सहायता पहुंचाने और विद्रोहियों को हथियारों की आपूर्ति करने का मुद्दा सामने रहेगा। मगर सीरियाई विपक्षी ने नेताओं को एकजूट रखना सबसे बड़ी चुनौती होगी। अतुल तिवारी, आकाशवाणी समाचार।

लीबिया में अस्थायी सरकार ने कहा है कि पिछले सप्ताह सहबा कस्बे के निकट विद्रोही गुटों के बीच झड़पों में लगभग डेढ़ सौ लोग मारे गए और करीब एक सौ लोग घायल हुए हैं। सरकार ने कहा है कि सेना कस्बे में पहुंच गई है। बताया जा रहा है कि इन संघर्षों में स्थानीय उग्रवादी और एक विद्रोही निग्रो अफ्रीकी जनजाति शामिल है।

रामनवमी का त्यौहार आज पारंपरिक श्रद्धा और उल्लास के साथ मनाया जा रहा है। उत्तर प्रदेश में भगवान राम की जन्मस्थली अयोध्या में राम नवमी मनाने के लिए बड़ी संख्या में श्रद्धालु एकत्रित हुए हैं।

भगवान श्रीराम के जन्म स्थान अयोध्या में आज भी राम नवमी की धूम है। लाखों श्रद्धालु पावन सहिला सरयू में स्नान करके राम लल्ला के मंदिर सहित विभिन्न मंदिरों में दर्शन पूजन कर रहे हैं। इस अवसर पर आज वहां सुरक्षा व्यवस्था काफी कड़ी है। अयोध्या सहित कई स्थानों कल भी राम नवमी मनाई गयी। उदाया तिथि की मान्यता के अनुसार राम नवमी आज है। विंध्याचल धाम सहित विभिन्न स्थानों पर चल रहे नवरात्र मेले भी आज समाप्त हो जाएंगे। अयोध्या में राजेन्द्र सोनी के साथ गोरखपुर से सलमान हैदर।

भारत के लिएंडर पेस और चैक गणराज्य के राडिक स्टेपानेक की जोड़ी ने मयामी ओपन टेनिस टूर्नामेंट का पुरूष डबल्स खिताब जीत लिया है। फ्लोरिडा में अब से कुछ देर पहले सातवीं वरीयता प्राप्त इस जोड़ी ने दूसरी वरीयता प्राप्त बेलारूस के मैक्समिर्नी और कनाडा के डेनियल नेस्टर की जोड़ी को ३-६, ६-१, १०-८ से पराजित किया। पेस और स्टेपानेक की जोड़ी का इस सीजन का यह दूसरा खिताब है। इससे पहले इस जोड़ी ने ऑस्ट्रेलियाई खिताब जीता था।

अधिकांश समाचारपत्रों ने आज से प्रभावी हो रहे आम बजट को अपनी पहली खबर बनाया है। राष्ट्रीय सहारा ने लिखा है- आज से लागू होंगी सेवा की बढ़ी दरें। हिन्दुस्तान की पहली खबर है- वित्त वर्ष की आज शुरुआत है, इसलिए ये बिल अहम है, क्योंकि आपकी जेब पर आज से असर पड़ना शुरु होगा। नवभारत टाइम्स ने इसी खबर को वर्गीकृत करते हुए लाभ और नुकसान के साथ सुविधाएं गिनाई हैं।

In Pakistan, a plot to attack the country's parliament during President Asif Ali Zardari's address to a joint sitting of the two Houses has been foiled. Pakistan's Interior Minister Rehman Malik said in Islamabad that several terrorists and a government employee have been arrested. He was talking to reporters after reviewing security arrangements across the country at a high level meeting. He said, the arrested terrorists were from Miranshah, the main town of the North Waziristan tribal region. The government employee was arrested for extending assistance to the terrorists. Mr. Malik did not give other details about the plot but said the terrorists were planning to attack Parliament when Mr. Zardari was to address the joint session of the National Assembly and the Senate on the 17th of this month. He did not disclose the name any militant group suspected to be involved in hatching the conspiracy nor the number of terrorists arrested in connection with the plot.

The CBI has filed a chargesheet in the disproportionate assets case against Kadapa Lok Sabha Member and YSR Congress Party President, Jaganmohan Reddy and 12 others. The central investigating agency filed the chargesheet in a special CBI court in Hyderabad yesterday. The CBI has named Jaganmohan Reddy as the prime accused followed by 12 others including his financial advisor Vijaya Saireddy. They have been charged with offences under various provisions of the Prevention of Corruption Act and Criminal Conspiracy. Our correspondent has filed this report;
"The central agency has cited over 260 documents and 66 witnesses in its 68-page chargesheet. The CBI had earlier filed FIR against Jagan Mohan Reddy and 73 others during August last year in this case. The investigating agency had charged that various investors, who were benefited of public properties, had invested in Jagan Mohan Reddy’s companies. Among the accused, the CBI has arrested so far only Vijay Sai Reddy in the month of January. Lakshmi, Air News, Hyderabad."

A special CBI Court in Mumbai has extended the custody of six persons accused in the Adarsh Society scam till Tuesday. The CBI, investigating the multi crore housing scam in Mumbai’s posh Colaba locality, has arrested retired Major General T K Kaul, IAS officer Pradeep Vyas, Chief Promoter of Adarsh Society R C Thakur, retired Brigadier M M Wanchoo and former deputy secretary of Maharashtra’s urban development department, P V Deshmukh. The Court was hearing the CBI plea for extension of custody for their investigation.

More than 75 Maoists have surrendered in Andhra Pradesh. They were militia members from the Korukonda Area Committee of the Maoists. They surrendered before the Visakhapatnam rural police yesterday. DIG Police, Visakhapatnam Range, Soumya Mishra said, those who surrendered included eight members involved in various incidents such as the blasting of BSNL towers at Lambasinghi in November 2011, burning of the state Forest Development Corporation quarters at Cherlapalli village last December and the attack on a police team at Rallagedda village in February.

New railway fares have come in to force from today. The Railways have revised passenger fares in the AC-First Class, AC-2 Tier, Executive Class and the First Class. There is, however, no change in the fares for other classes. The revised fares will apply to all types of trains. These will also apply to tickets issued in advance for journeys commencing on or after today. In the case of tickets already issued at pre-revised rates, the difference in fare will be recovered from passengers either by the TTEs in the trains or by booking offices before commencement of the journey. The revised list of fares for the information of the public is being displayed at stations and is also available on the website of the Ministry of Railways, Www.indianrailways.gov.in.

The Madhya Pradesh government has banned tobacco mixed gutka pouches in the state from today. Our correspondent reports that the licenses of seven gutka companies in the state have been cancelled.
"To control the increasing number of mouth cancer patients, the state government has decided to ban tobacco mixed gutkha pouches. If any person found selling tobacco mixed gutkha pouches from today, a penalty of up to 25 thousand rupees would be imposed. A case would also be registered under Food Security and Standard Assessment Act. However there would be no ban on the sale of plain gutkha poucheS. SHARIQ NOOR, AIR NEWS, BHOPAL."

The festival of Ram Naumi is being celebrated today with religious fervour and gaiety. In Uttar Pradesh, the festival is being celebrated with traditional fervour at Ayodhya, birth place of Lord Ram. More from our correspondent;

Polling has begun in Myanmar for by-election to 45 seats in the country's Parliament with Aung San Suu Kyi entering the fray for the first time. Her National League for Democracy, NLD is contesting all 45 seats, vacated when politicians joined the new military-backed civilian government. It is also for the first time that international observers have been allowed to monitor elections in Myanmar. The European Union is likely to ease some sanctions on the country if today's elections go smoothly. The Parliamentary by-elections are seen as a test of the military backed government's commitment to democratic reforms. Ms Aung San Suu Kyi spent over 15 years under house arrest after the military overturned her party's landslide general election victory in 1990.

The United States and West Asian Arab states have called for a time line from the UN Special envoy Kofi Annan to implement the peace plan in Syria as the violence continues unabated. Our correspondent has filed this report;
"Pressure is mounting on Syria to implement Kofi Annan’s peace plan immediately to end the violence in the country. Opposition activists reported fresh shellings in Idlib and Homs. At a meeting of Gulf Security Forum in Riyadh, US and GCC countries have asked for a time frame from Special UN envoy to put in place his peace plan in Syria. Meanwhile, the friends of Syria group of nations and agencies gather in Istanbul today to discuss ways and means to resolve the year long crisis in Syria. Delays in implementation of Kofi Annan’s peace plan, creation of a buffer zone along the borders, access for humanitarian aid and arming the rebels are expected to figure prominently in the deliberations. In Yemen, at least 40 people were killed in heavy fighting yesterday between the army and suspected Al-Qaeda militants in the country's southern province of Lahij. Officials said in Aden that 28 soldiers were killed in the fighting which erupted when the Islamist fighters attacked army positions in Mallah, a town in Lahij. An official said, 12 militants were killed in the Al-Qaeda stronghold of Jaar, southeast of Lahij. Reinforcements were brought into the area from the Al-Anad air base in Lahij as clashes continued throughout the day. Air force and ground troops are now shelling an army post which the Al-Qaeda militants have managed to take over in Mallah.

India's Leander Paes and his Czech partner Radek Stepanek have won the Men's Doubles title in the Miami Open Tennis tournament at Florida. Hindustan Times, quoting CBI sources writes, the Chief's sketchy communication is not convincing enough and that more details are needed.
On the issue of the quality of the trucks under question, The Indian Express quotes DRDO chief, VK Saraswat, who said that the Tatra trucks were outstanding and that there was nothing substandard about the vehicles.
"Myanmar votes today in historic by election", is the top headline in The Hindu, along with a Photograph of the iconic Aung San Suu Kyi. An opinion poll finds wide support for Suu Kyi, but says that Army dominance will remain. A student leader, however said that Aung San Suu Kyi's presence in Parliament is important for further political, economic and media reforms.
The Indian Express writes that plans are underway for Pakistani president Asif Ali Zardari to make a brief private visit to Ajmer Dargah Sharif in India. The day long visit is likely on April 8th. सीबीआई ने वेक्ट्रा ग्रुप के अध्यक्ष रवि ऋषि के खिलाफ लुकआउट नोटिस जारी किया है। रवि ऋषि को देश नहीं छोड़ने को भी कहा गया है। सरकारी सूत्रों के हवाले से हमारे संवाददाता ने बताया है कि सीबीआई ने इस हफ्‌ते एक एफआईआर दर्ज की थी, जिसमें रवि ऋषि का नाम है।
वेक्ट्रा ग्रुप के मालिक और लंदन के कारोबारी रवि ऋषि की टाट्रा ट्रक कंपनी में बड़ी हिस्सेदारी है।

केरल के मुख्यमंत्री उम्मन चांडी ने दो मछुआरों की हत्या के आरोप में गिरफ्‌तार इटली के दो नाविकों को कानूनी कार्रवाई के लिए इटली भेजने से इन्कार किया है। श्री चांडी ने साफ कह दिया है कि यह अपराध भारतीय समुद्र क्षेत्र में हुआ है और दोनों नाविकों को भारतीय कानून का सामना करना पड़ेगा। उनका यह बयान ऐसे समय आया है, जब इटली की सरकार ने केन्द्र और राज्य सरकार पर दोनों नाविकों को कानूनी कार्रवाई के लिए इटली भेजने का दबाव बढ़ा दिया है। श्री चांडी ने कहा कि भारतीय न्याय व्यवस्था निष्पक्ष, पारदर्शी और स्वतंत्र है, और आरोपियों को न्याय मिलेगा। इटली के इन नाविकों को १५ फरवरी को केरल के दो मछुआरों को गोली मार देने के आरोप में गिरफ्‌तार किया गया था।

वित्तमंत्री प्रणव मुखर्जी ने भारत के विकास में विश्व बैंक की भूमिका की सराहना की है। नई दिल्ली में आज विश्व बैंक समूह के अध्यक्ष रॉबर्ट बी० ज+ोएलिक से बातचीत में श्री मुखर्जी ने पिछले वित्तीय संकट के दौरान बैंक के सहयोग की सराहना की। उन्होंने श्री ज+ोएलिक की उपलब्धियों की चर्चा करते हुए भारत के लिए उनके विशेष प्रयासों के लिए धन्यवाद भी दिया। श्री मुखर्जी ने कहा कि भारत को बुनियादी ढांचे के विकास तथा गरीबी से निपटने के लिए अब भी भारी निवेश की जरूरत है।

सरकार ने इस्पात और सीमेन्ट सहित कई प्रमुख क्षेत्रों के लिए बिजली की बचत का लक्ष्य निर्धारित कर दिया है। बिजली बचत ब्यूरो द्वारा जारी वक्तव्य के अनुसार सरकार ने देश की ४७८ औद्योगिक इकाइयों के लिए बिजली बचत में सुधार का लक्ष्य अधिसूचित किया है। अधिसूचना में लौह तथा इस्पात, सीमेन्ट, खाद, एल्युमिनियम, लुग्दी तथा कागज, कपड़ा और ताप बिजलीघर जैसे क्षेत्र शामिल हैं। वक्तव्य में कहा गया है कि निर्धारित लक्ष्य वर्ष २०१४-१५ तक हासिल करना है। इसमें विफल होने वाली कंपनियों को दंडित किया जाएगा।

आज से शुरू हो रही १२वंी योजना में असम को नारियल उत्पादन में आदर्श राज्य के रूप में विकसित किया जा रहा है। इस दौरान नारियल तकनीक मिशन के तहत राज्य में लगभग सौ नारियल प्रसंस्करण इकाइयां लगाने की योजना है। हमारे संवाददाता ने बताया है कि पर्याप्त संख्या में नारियल उत्पादन को देखते हुए नारियल रेशा-कॉयर बोर्ड ने राज्य में इस उद्योग के विकास के लिए कई महत्वाकांक्षी योजनाएं शुरू की हैं।

नारियल उत्पादन के राष्ट्रीय औसत हर साल प्रति हेक्टेयर पर आठ हजार तीन सौ के विपरीत असम में यह औसत नौ हजार १३० है। विशेषज्ञों के मुताबिक दस लाख नारियल से अस्सी टन रेशा निकाला जा सकता है। इस हिसाब से प्रदेश में हर साल ११ हजार ७०७ मीट्रिक टन रेशा उत्पादन होते हैं। नारियल रेशा से रस्सी, झाडू, डोर मेट जैसे परंपरागत वस्तुओं के साथ प्राद्योगिक आधारित भूमि नियंत्रण और गहने भी उत्पादन किया जा सकते हैं। इसे बागवानी और कृषि कार्यों के लिए जैविक खाद के रूप में भी परिवर्तित किया जा सकता है। असम में आने वाले दिनों में इस उद्योग के जरिये रोजगार के अधिक अवसर मिलने की उम्मीद है। रमणीकांत शर्मा के साथ मैं मानस प्रतिम शर्मा, आकाशवाणी समाचार, गुवाहाटी।

आज से बैंक ऐसे चैक और ड्राफ्‌ट स्वीकार नहीं करेंगे, जो जारी होने की तिथि से तीन महीने के भीतर क्लियरिंग के लिए पेश नहीं किये जाएंगे। पहले ये अवधि छह महीने की थी। चैक, बैंक ड्राफ्‌ट और ऐसे अन्य दस्तावेजों की वैधता की अवधि घटाने की रिज+र्व बैंक की घोषणा आज से लागू हो गई है। ऐसी शिकायतें मिल रहीं थीं कि कुछ लोग चैक, ड्राफ्‌ट वगैरह की छह महीने की वैधता अवधि का गलत फायदा उठाते हैं और उन्हें नकद के रूप में इस्तेमाल करते हैं।

नए रेल किराए आज से लागू हो गए हैं। रेलवे ने एसी-प्रथम श्रेणी, एसी टू-टीयर और एक्जीक्यूटिव श्रेणी और प्रथम श्रेणी के किराये में बढ़ोत्तरी की है, लेकिन अन्य श्रेणियों के किराये नहीं बढाये गये । बढ़ा हुआ किराया सभी रेल गाड़ियों में लागू हो गया है। जिन यात्रियों के पास पुराने टिकट हैं, उन्हें बढ़ा हुआ किराया देना होगा। वे बकाया भुगतान रेलगाड़ी में टीटी को या यात्रा शुरू करने से पहले बुकिंग कार्यालय में कर सकते हैं।

शिक्षा का अधिकार कानून लागू होने के आज दो वर्ष पूरे हो रहे हैं। इस कानून के तहत छह वर्ष से १४ वर्ष आयु वर्ग के सभी बच्चों को अनिवार्य और निःशुल्क शिक्षा प्राप्त करने का अधिकार है। कानून के प्रावधानों मे सभी बच्चों को मुफ्त पाठ्य पुस्तकें, स्कूल की वर्दी और बस्ते भी मुहैया कराये जाते हैं। मानव संसाधन विकास मंत्री कपिल सिब्बल ने नई दिल्ली में संवाददाताओं से बातचीत में कहा कि इस कानून से पढ़ना-लिखना बीच ही में छोड़ देने वाले बच्चों की संख्या में भारी कमी हुई है। वर्ष २००९-१० में ऐसे बच्चों की संख्या नौ दशमलव एक प्रतिशत थी जबकि २०१०-११ में यह छह दशमलव नौ प्रतिशत हो गई। उन्होंने बताया कि बिहार, झारखंड, नागालैंड और उत्तरप्रदेश में पढ़ाई छोड़ने वाले बच्चों की संख्या पांच फीसदी से भी कम हुई, लेकिन हरियाणा और मिजरम में ऐसे बच्चों की संख्या बढ़ी है।

असम में ७ अप्रैल को प्रतिबंधित संगठन उल्फा के स्थापना दिवस पर उग्रवादी हिंसा की आशंका के मद्देनजर राज्यभर में सुरक्षा व्यवस्था कड़ी कर दी गई है। राज्य सरकार ने सभी थानों को निर्देश जारी करते हुए सतर्क रहने और हिंसा की आशंका वाले क्षेत्रों पर कड़ी निगरानी रखने को कहा है। असम में उग्रवादियों की घुसपैठ रोकने के लिए राज्य से जुड़ी सीमाओं पर भी कड़ी निगरानी रखी जा रही है। खुफिया तंत्र को भी सतर्क किया गया है।
इस बीच, कल असम-नगालैण्ड सीमा पर तकुनगोस्ती इलाके में सुरक्षा बलों और उल्फा के पांच उग्रवादियों के बीच मुठभेड़ में उल्फा का एक उग्रवादी बुरी तरह से घायल हो गया, जबकि अन्य भागने में सफल रहे।

अरूणाचल प्रदेश में जनगणना २०११ के पहले चरण के आंकड़े जारी कर दिए गए हैं। इस चरण में घरों और परिवारों की संख्या की गिनती की गई है। आंकड़ों के अनुसार, राज्य में आवासों की संख्या तीन लाख ७५ हजार नौ सौ ६० है, जो २००१ की दो लाख ८३ हजार सात सौ ६० से लगभग साढ़े ३२ प्रतिशत अधिक है। सफाई, आवासीय सुविधाओं, टेलीफोन और मोबाइल जैसी सुविधाओं वाले मकानों की संख्या भी बढ़ी है। बैंकिंग सुविधाएं लेने वाले परिवारों की संख्या में भी खासा इजाफा हुआ है।

मध्यप्रदेश में भोपाल नगर निगम ने आज से स्वच्छता अभियान के तहत जुर्माना लगाने की शुरूआत की है। हमारे भोपाल संवाददाता ने खबर दी है कि सार्वजनिक स्थानों पर कूड़ा फेंकने और गंदगी फैलाने वालों पर तत्काल पचास रुपये से दो हजार रुपये तक का जुर्माना किया जाएगा।

पूर्व केन्द्रीय मंत्री और बी सी सी आई के पूर्व अध्यक्ष एन.के.पी. साल्वे का आज सुबह नई दिल्ली में देहांत हो गया। वे ९० वर्ष के थे। मध्य प्रदेश के छिन्दवाड़ा में जन्मे श्री साल्वे कई वर्षों तक क्रिकेट प्रशासन से जुड़े रहे। उनके नाम पर ही चैलेंजर ट्रॉफी की शुरूआत हुई थी।
साल्वे के निधन पर उपराष्ट्रपति मोहम्मद हामिद अंसारी ने शोक प्रकट किया है। अपने संदेश में उन्होंने कहा कि क्रिकेट के विकास और प्रशासन में उनके योगदान को हमेशा याद किया जाएगा।

तमिलनाडु में भारतीय कम्युनिस्ट पार्टी के ४३ वर्षीय विधायक एस० पी० मुत्तुकुमारन और दो अन्य लोगों का आज पुदुकोट्टै जिले में एक सड़क दुर्घटन में निधन हो गया है। तिरूचिरापल्ली से लगभग ३५ किलोमीटर दूर उनकी जीप का टायर फट गया जिससे वह उलट गई।
मुख्यमंत्री जे० जयललिता ने उनके निधन पर शोक व्यक्त किया है।

म्यांमा में संसद की ४५ सीटों के उप-चुनाव के लिए मतदान शुरु हो गया है। विपक्ष की नेता आंग सान सू ची भी पहली बार चुनाव मैदान में हैं । उनकी नेशनल लीग फॉर डेमोक्रेसी पार्टी ने सभी ४५ सीटों पर उम्मीदवार खड़े किये हैं। ये सीटें नेताओं के सेना-समर्थित नई असैन्य सरकार में शामिल होने से खाली हुई हैं। पहली बार म्यांमा में चुनाव पर नजर रखने के लिए अंतर्राष्ट्रीय पर्यवेक्षकों को मंजूरी दी गई है। भारत ने इन चुनावों के लिए दो वरिष्ठ निर्वाचन अधिकारियों के अलावा म्यांमा में अपने राजदूत को तैनात किया है। विदेश मंत्रालय के सूत्रों ने कहा कि राजदूत वी एस शेषाद्रि, मणिपुर के मुख्य चुनाव अधिकारी पी सी लॉमकुंगा और असम के मुख्य चुनाव अधिकारी मनेन्दर सिंह म्यांमा चुनाव के पर्यवेक्षक होंगे।
इस बीच, नेशनल लीग फार डेमोक्रेसी ने शिकायत की है कि मतपत्रों के साथ छेड़छाड़ की गई है। पार्टी प्रवक्ता का कहना है कि उनकी पार्टी के नाम के सामने के रिक्त स्थान पर मोम लगा दिया गया है ताकि मतदान के बाद उसे मिटाया जा सके।
इन चुनावों को सैन्य समर्थित सरकार की लोकतांत्रिक चुनावों की प्रतिबद्धता की परीक्षा के तौर पर देखा जा रहा है। १९९० में आम चुनाव में आंग सान सू ची की पार्टी की जबरदस्त जीत के बाद उन्हें सैनिक सरकार ने १५ साल से अधिक समय तक नजरबंद रखा।

भगवान राम का जन्मदिन आज रामनवमी के रूप में धार्मिक उत्साह के साथ मनाया जा रहा है।

रामनवमी के अवसर पर राजधानी के विशेष भजन संध्या का आयोजन किया गया है तो लोधी रोड स्थित सांई मंदिर में विशेष पूजा अर्चना की जा रही है। कहीं पर राम जन्मोत्सव लीला का मंचन किया गया है तो कहीं शहर के प्रमुख राम मंदिरों द्वारा आयोजित शोभा यात्रा में सैंकडों की संख्या में श्रद्धालु भाग ले रहे हैं। जगह-जगह श्रद्धालु भगवान राम की मूर्तियों के साथ देखे जा सकते हैं। शोभा यात्रा को देखने वालों की भी भीड़ जगह-जगह देखी जा रही है। आज नवरात्र का नौंवा और अंतिम दिन है। राजधानी के छतरपुर मंदिर और झंडेवालान स्थित माता मंदिर में श्रद्धालुओं की खासी भीड है। शहर के अन्य मंदिरों में भी आज माता के नौ स्वरूपों की पूजा के साथ नवरात्र संपन्न हो रहे हैं। समाचार कक्ष से मैं आशुतोष जैन।

The Central Bureau of Investigation, CBI has issued a lookout notice against Vectra Chief Ravi Rishi. He has also been asked not to leave the country. Our Correspondent quoting official sources, reports that CBI had registered an FIR earlier this week in which Mr Ravi's name figured. Mr Rishi, a London-based businessman and owner of the Vectra Group has majority stake in the Tatra trucks, a Czech manufacturer.
The sale of 7000 trucks to the Army by Vectra is being formally investigated by the CBI after Army Chief VK Singh's allegation that he was offered a bribe, six months after he took office in 2010. The CBI had also raided Tatra offices in Bangalore andDelhi on Friday.

Kerala Chief Minister Oommen Chandy has ruled out transfer of two Italian marines, held for allegedly killing two fishermen, to their home country for trial. Mr. Chandy made it clear that the crime was committed in the Indian waters and the two marines must face the Indian law. His statement came at a time when Italy has been building pressure on the Centre as well as the state government for transfer of the two marines to their home country for trial. Mr. Chandy underlined that the Indian judiciary is very fair, very open and very independent and the accused can seek justice in this country.         
Marines Latore Massimiliano and Salvatore Gironi, on board vessel 'Enrica Lexie', were arrested for allegedly  unning down the two fishermen of Kerala on February 15.

In Assam, security has been placed on high alert across the State following possible violence by underground militants ahead of banned ULFA outfit’s raising day on the 7th of this month. The State Government has issued instructions to all the police stations to stay on alert and maintain a strict vigil in the vulnerable areas.
Security has been beefed up in railway installations, bus stands, oil refineries and pipelines, important bridges, busy markets and other public places to stop activities of the militants. A strict vigil is being maintained in the inter-state boundary corridors to check infiltration of militants to the State. Intelligence network has also been strengthened.
Meanwhile, a fierce encounter took place between a five-member ULFA militants’ group and the security forces at Takungosthi area on Assam-Nagaland border yesterday. An ULFA cadre was injured seriously in the encounter while other members of the group managed to flee. An AK series rifle has been recovered from the wounded militant.

Finance Minister Pranab Mukherjee has lauded the contribution of the World Bank inIndia's development. Talking to the World Bank Group President, Robert B. Zoellick in New Delhi,  Mr Mukherjee appreciated the Bank’s support during the last financial crisis. He also commended the major achievements of President Zoellick, and thanked him for his special efforts in increasing engagement of the Bank with India.
The Finance Minister said that India still needs large investments for infrastructure as well as for tackling poverty and in addition to securing long tenure development funds from the Bank.
Mr. Zoellick said that the Bank will seek to offer India additional financing to help overcome poverty and seize the opportunities ahead. He said his primary aim to visit India was to thank the Government and its people for their partnership and friendship. Mr. Zoellick added that he also wanted to lay the groundwork to ensure the momentum of the Bank’s engagement with India continues in the future.

The implementation of Right to Education, RTE Act, completed two years today. Under the RTE Act, all the children in the age group of 6 to 14 years are entitled to get free and compulsory education. The provisions of the Act also ensure free text books, school uniforms and school bags to all children.
Talking to reporters in New Delhi, Human Resource Development Minister Kapil Sibal said that RTE has led to a significant improvement in decreasing the annual average dropout rate in the country which has come down to 6.9 per cent in 2010-11 from the earlier 9.1 per cent in 2009-10. He said that there has been an over 5 per cent decline in the drop out rate in Bihar, Jharkhand, Nagaland and Uttar Pradesh. However, Haryana and Mizoram have  shown an increase in the drop out rate.

Banks from today will stop honouring cheques and drafts if they are not presented within three months of the date of issue as against six months earlier. The decision to reduce the validity of cheques, bank drafts and other instruments to three months, announced by the Reserve Bank of India earlier, came into effect from today.       
The directive followed complaints that some persons were taking undue advantage of the six-month validity period and circulating these instruments like cash.

India and UAE today signed a bilateral agreement on Mutual Assistance in Customs Matters. The agreement will enhance trade co-operation between the two countries and curb customs violations. The agreement was signed by the Chairman ,Central Board of Excise and Customs, S.K.Goel and the Acting Director General of UAE Federal Customs Authority, Khlaed Ali Al Bustani in Dubai .
The Agreement provides for sharing of best customs practices and giving a boost to economic cooperation by expanding bilateral trade. It will also help in curbing the violation of customs laws and protect against illicit commercial practices by exchanging information on mutual customs shipments.

Polling is on in Myanmar  for the by-elections to 45 seats in the country's Parliament with Aung San Suu Kyi entering the fray for the first time. Her National League for Democracy, NLD is contesting all the 45 seats vacated when politicians joined the new military-backed civilian government. Ms. Suu Kyi spent over 15 years under house arrest after the military overturned her party's landslide general election victory in 1990.
It is also for the first time that international observers have been allowed to monitor elections in Myanmar.  India has deputed two senior election officials and its Ambassador to Myanmar to oversee elections in that country. External Affairs Ministry sources said, Indian Ambassador to Myanmar, V S Sheshadri, Manipur Chief Electoral Officer, P C Lawmkunga and his Assam counterpart Maninder Singh will be observing the elections in Myanmar.
The Parliamentary by-elections are seen as a test of the military backed government's commitment to democratic reforms. The European Union is likely to ease some sanctions on the country if today's elections go smoothly. 
Meanwhile, Myanmar's opposition has complained that ballot sheets had been tampered with in the landmark elections. National League for Democracy spokesman Nyan Win said there had been widespread complaints that wax had been put over the check box for Suu Kyi's party, which could be rubbed off later to cancel the vote.
We spoke to Prof. Subrat Mukherjee on the ongoing by-elections in Myanmar:-
"It's a historic election in Myanmar that is taking place because for the first time the elected leader earlier in the 1990s who should have become the leader of the country,  Unfortunately, was put behind bar and now she is leading the opposition in a way and legitimising the election. Of course there are lot of charges that the election is not exactly free and fair but there are observers from throughout the world including India and it is expected that it will be a path breaking one with Aung San Suu Kyi definitely will be victorious in this by - election and the democratic process which was derailed earlier will come with a new strength.  Apart from this, there is good news for the people of Myanmar because the sanctions announced by many democratic countries will ease and thereby strengthen the process of democracy."

In Pakistan, a plot to attack the country's Parliament during President Asif Ali Zardari's address to a joint sitting of the two Houses, has been foiled.  Pakistan's Interior Minister Rehman Malik said in Islamabad that several terrorists and a government employee have been arrested. He was talking to reporters after reviewing security arrangements across the country at a high level meeting. He said, the arrested terrorists were from Miranshah, the main town of North Waziristan tribal region. The government employee was arrested for extending assistance to the terrorists.

In Afghanistan, 11 insurgents have been killed and 13 other suspects detained during military operations by coalition troops within the past 24 hours. The country's Interior Ministry in a statement today said, Afghan police, army and NATO-led coalition forces conducted 15 joint operations in 10 provinces across the country.
The statement said they also found and seized weapons and ammunition, without saying if there were any casualties on the security forces. Taliban militants have yet to make comments.
Meanwhile, 35 Taliban insurgents have surrendered to the government in the western province of Herat. Acting-Governor of Herat, Asiluddin Jamih today said, the Taliban fighters renounced violence and joined the government in Gulran and Kohsan districts of Herat province late yesterday.

The Malian army ended a day-long gun battle with rebels in the northern city ofGao late yesterday out of concern for civilian safety. Mali's military leader, Captain Amadou Sanogo, released a statement on state TV saying that given the situation of the populations near the battle zone the forces decided not to fight.
The army has also pulled troops out of the area, making Gao the second town Tuareg rebels have taken over in the past two days. The rebels earlier seized the provincial capital Kidal. Reports say, the loss of Gao is a serious blow to the coup leaders.

In Madhya Pradesh, the Bhopal Municipal Corporation has kicked off on-the spot-fines project in the capital Bhopal from today. Our Bhopal correspondent reports that residents will have to pay on-the-spot-fines ranging from 50 rupees to two thousand rupees for throwing garbage and other insanitary activities in public places.
"The Idea of 'on-the-spot fine’ has been implemented to ensure cleanliness and proper sanitation within municipal limits of Bhopal and not for revenue collection. Zonal officers of 14 zones and ward in-charges of 70 wards, health officers and assistant health officers have been authorized to fine the violations. The civic body will also fine residents for parking old vehicles on road side, throwing waste on footpath, letting pet pigs in open and using polythene bags below 40 microns. In Some More News:India has done a soft launch of its third research station inAntarctica's Larsemann Hills region, considered as one of the few geological windows into the history of the continent. Shailesh Nayak, Secretary, Ministry of Earth Sciences, told PTI that the construction is over and it is being run on trial basis. The winter team is there carrying out tests on various equipment and systems.
The formal launch of the research station, Bharti is expected in November when it is summer time in the icy continent. The leader of the 15-member team Mr. Rajesh Asthana said, the research station would address the growing urge in the Indian scientific community for exploring deeper and wider areas of Antarctica for better understanding of the vast continent.

म्यामां में विपक्षी नेशनल लीग फॉर डेमोक्रेसी ने घोषणा की है कि उसकी उम्मीदवार, लोकतंत्र समर्थक नेता आँग सान सू ची, संसद के निचले सदन के चुनाव में जीत गई हैं, हालांकि सरकारी तौर पर इसकी घोषणा नहीं की गई है। एजेंसी की खबरों में कहा गया है कि सुश्री सू ची के समर्थक इस खबर के मिलने के बाद खुशी से झूम उठे। देश में आज ४५ सीटों के लिए उपचुनाव कराया गया। एनएलडी पार्टी ने १९९० के बाद पहली बार चुनाव लड़ा है। इस चुनाव में पहली बार अंतरराष्ट्रीय पर्यवेक्षकों को चुनाव की निगरानी की अनुमति दी गई। इनमें भारत के दो वरिष्ठ चुनाव अधिकारी और म्यामां में भारत के राजदूत भी शामिल थे।
सुश्री सू ची को, १९९० में आम चुनाव में उनकी पार्टी की भारी जीत के पश्चात्‌ सेना के तख्ता पलट के बाद पंद्रह वर्ष से अधिक समय तक घर में नज+रबंद रखा गया था।

भारत और संयुक्त अरब अमारात ने सीमा शुल्क मामलों में आपसी मदद के समझौते पर हस्ताक्षर किये हैं। इस समझौते से दोनों देशों के बीच व्यापार सहयोग बढ़ेगा और सीमा शुल्क के उल्लंघन पर रोक लग सकेगी। समझौते पर केन्द्रीय उत्पाद तथा सीमा शुल्क बोर्ड के अध्यक्ष एस० के० गोयल और अमारात के संघीय सीमा शुल्क प्राधिकरण के कार्यवाहक महानिदेशक खालिद अली अल बुस्तानी ने दुबई में हस्ताक्षर किये।
भारत और संयुक्त अरब अमारात के आपसी व्यापार में पिछले कुछ वर्षों में उल्लेखनीय बढ़ोतरी हुई है। वर्ष २०११-१२ में यह ६७ अरब डॉलर तक पहुंच गया है।

सीरिया के मित्र देशों के संगठन गु्रप ऑफ फ्रेन्ड्स ऑफ द सीरियन पीपुल का दूसरा सम्मेलन आज इस्तम्बूल में हुआ। तुर्की के प्रमुख शहर में हुए इस सम्मेलन में संयुक्त राष्ट्र, अरब लीग, यूरोपीय संघ आर्गनाइजेशन ऑफ इस्लामिक कोऑपरेशन, खाड़ी सहयोग परिषद और अफ्रीकी संघ के प्रतिनिधियों सहित ८२ देशों ने भाग लिया। समूह ने संयुक्त राष्ट्र के विशेष दूत कोफी अन्नान के शांति मिशन का समर्थन किया है और उनसे योजना पर अमल की समय सीमा निर्धारित करने को कहा है। बैठक को सम्बोधित करते हुए अमरीकी विदेश मंत्री हिलेरी क्लिंटन ने हिंसा समाप्त करने के लिए सीरिया से संयुक्त राष्ट्र की शान्ति योजना लागू करने को कहा। उन्होंने चेतावनी दी कि ऐसा नहीं करने पर नतीजे के लिए तैयार रहे। हमारे संवाददाता ने खबर दी है कि बैठक में सीरिया के मित्र देशों के समूह ने सीरियाई राष्ट्रीय परिषद यानी सीरियन नेशनल काउंसिल को सीरियाई लोगों के वैध प्रतिनिधि के रूप में मान्यता दे दी है।

इस्ताम्बूल फ्रेन्डस ऑफ सीरिया गु्रप की दूसरी बैठक में कोफी अन्नान की शांति पहल को पूरा समर्थन दिया गया। मगर साथ ही अन्नान से समय सीमा तय करने की सिफारिश की गई ताकि एक निश्चित अवधि के भीतर सीरिया में हिंसा पर अंकुश लगाया जा सके। एक महत्वपूर्ण फैसले में सीरियन नेशनल कौंसिल को सीरिया के लोगों के प्रतिनिधि के रूप में मान्यता दी गई। यही नहीं समूह ने सीरिया के लोगों को हर संभव आर्थिक मदद देने पर रजामंदी जताई। मगर सम्मेलन के बाद जारी बयान कहीं भी विद्रोहियों को हथियार देने या फिर सुरक्षित क्षेत्र बनाने का हवाला नहीं है। अतुल तिवारी आकाशवाणी समाचार।

मध्यप्रदेश में महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी योजना के तहत ४९ हजार से अधिक परिवारों को रोजगार मुहैया कराया गया है। केन्द्र की यूपीए सरकार द्वारा लागू की गई इस योजना का उद्देश्य ग्रामीण क्षेत्रों में रहने वाले अकुशल श्रमिकों की आय के स्रोत बढ़ाना है। हमारे संवाददाता ने बताया है कि यह योजना प्रदेश के ३१ जिलों में लागू की गई है, जिनमें झाबुआ, शहडोल, खरगोन, शिवपुरी, दमोह, कटनी, पन्ना, राजगढ़ और रीवा जिले शामिल हैं।

जॉब कार्ड धारक द्वारा रोजगार का आवेदन करने पर १५ दिन के भीतर रोजगार उपलब्ध कराया जाता है, जिसमें महिलाओं को प्राथमिकता दी जाती है। १५ दिन के भीतर रोजगार उपलब्ध न कराने पर उसे बेरोजगारी भत्ता दिया जाता है, जो पहले ३० दिनों के लिए न्यूनतम मजदूरी का एक चौथाई तथा शेष दिनों के लिए न्यूनतम मजदूरी का आधा होता है। इस योजना के तहत अक्टूबर २०११ तक मध्यप्रदेश में ७२७ लाख मानव दिवस सृजित किये गये हैं। पिछले वित्तीय वर्ष में इस योजना के तहत केन्द्र सरकार से प्राप्त धनराशि के व्यय में प्रदेश का देश में पांचवां स्थान रहा है। इस योजना के लागू होने के बाद से गरीब परिवारों को रोजगार देने के मामले में मध्यप्रदेश देश में पांचवें स्थान पर रहा है। प्रदेश की ४४ प्रतिशत महिलाओं ने जीविकापार्जन के लिए मनरेगा के तहत रोजगार प्राप्त किया है। सुनील कुमार तिवारी आकाशवाणी समाचार इन्दौर।

शिक्षा का अधिकार कानून लागू होने के आज दो वर्ष पूरे हो गए। इस कानून के तहत छह वर्ष से १४ वर्ष आयु वर्ग के सभी बच्चों को अनिवार्य और निःशुल्क शिक्षा प्राप्त करने का अधिकार है। कानून के प्रावधानों मे सभी बच्चों को मुत पाठ्य पुस्तकें, स्कूल की वर्दी और बस्ते भी मुहैया कराये जाते हैं। मानव संसाधन विकास मंत्री कपिल सिब्बल ने नई दिल्ली में संवाददाताओं से बातचीत में कहा कि इस कानून से पढ़ना-लिखना बीच ही में छोड़ देने वाले बच्चों की संख्या में भारी कमी हुई है।

बिहार में जो ड्राप आउट रेट है वो ७ प्रतिशत कम हुआ है झारखण्ड में ५ प्रतिशत कम हुआ है नागालैंड में ६ प्रतिशत कम हुआ है उत्तरप्रदेश में साढ़े पांच प्रतिशत कम हुआ है। जो भी मापदण्ड आरटीए के अंतर्गत हर स्कूल को लागू करने हैं राज्य सरकारों की यह जिम्मेदारी होगी कि वो सारे मापदण्ड हर स्कूल में लागू करे।

देशवासियों को अब टेलीफोन करने, रेस्तंरा में खाने-पाने, कोरियर, क्रेडिट कार्ड और अन्य सेवाओं के लिए अधिक भुगतान करना होगा। केन्द्र सरकार के आम बजट में इन सेवाओं पर सेवा कर की दर दस से बढ़ाकर बारह प्रतिशत कर दी गई है। वित्तमंत्री प्रणब मुखर्जी ने वित्त वर्ष २०१२-१३ के दौरान सेवा करों के जरिए १८ हजार ६६० करोड़ रूपये की अतिरिक्त राशि जुटाने का प्रस्ताव रखा है।
करीब १२० सेवाओं पर सेवा कर का भुगतान करना होता है जोकि देश के सकल घरेलू उत्पाद-जी डी पी का ५९ प्रतिशत है।

वाहन बीमा की बढ़ी हुई दरें भी आज से लागू हो गई हैं। वाहन बीमा की दरों में छह से चालीस प्रतिशत तक की वृद्धि की गई है। बीमा नियामक और विकास प्राधिकरण की अधिसूचना के अनुसार निजी वाहन मालिकों को अपने वाहन के आकार के हिसाब से प्रीमियम का भुगतान करना होगा।

पंजाब में गुरदासपुर में पिछले चार दिन के दौरान किसी अप्रिय घटना की खबर नहीं है। वहां आज सवेरे आठ बजे से एक बजे तक और फिर शाम छह बजे से आठ बजे तक कर्यू हटाया गया। इस दौरान शांति बनी रही। यहां दो गुटों के बीच झड़पों के बाद कर्यू लगा दिया गया था। वरिष्ठ पुलिस अधीक्षक तथा एक और अधिकारी को ड्यूटी में लापरवाही के लिए निलंबित कर दिया गया है। गुरदासपुर के उपायुक्त का तबादला कर दिया गया है।

रामनवमी का पर्व आज देशभर में धार्मिक श्रद्धा और उल्लास के साथ मनाया जा रहा है। यह नौंवें नवरात्र को मनाया जाता है। रामनवमी का पर्व मर्यादा पुरुषोत्तम भगवान राम के जन्म के उपलक्ष्य में मनाया जाता है। दिल्ली में इस अवसर पर मंदिरों में विशेष आयोजन किए जा रहे हैं। कई जगह शोभा यात्राएं निकाली गईं और भंडारे किए गए। हमारे संवाददाता ने बताया है कि अयोध्या सहित राज्य के अन्य मंदिरों में बड़ी संख्या में श्रद्धालुओं की भीड़ उमड़ रही है।

दिल्ली राष्ट्रमंडल खेलों की स्वर्ण पदक विजेता गीता ने लंदन ओलंपिक के लिए क्वालीफाई कर लिया है। गीता ने कजाकिस्तान के अस्ताना में एशियाई ओलंपिक क्वालीफाइंग टूर्नामेंट के ५५ किलो भार वर्ग में कोरिया की जी इयून युम को हराकर स्वर्ण पदक जीता। प्रतियोगिता में भारत ने दो स्वर्ण, एक रजत और एक कांस्य पदक जीता। योगेश्वर दत्त और अमित कुमार के बाद गीता लंदन ओलंपिक के लिए क्वालीफाई करने वाली पहली महिला पहलवान और कुल मिलाकर तीसरी भारतीय पहलवान बन गयी हैं। प्रतियागिता में भारत के कुल १८ पहलवानों ने हिस्सा लिया था।

वयोवृद्ध कांग्रेस नेता और पूर्व केंद्रीय मंत्री एन के पी साल्वे के निधन पर राजनीतिक जगत के विभिन्न नेताओं ने शोक व्यक्त किया है। उपराष्ट्रपति ने अपने संवेदना शोक संदेश में कहा है कि वे भगवान से प्रार्थना करते हैं कि वह दुख की इस घड़ी में उनके परिवार को शक्ति प्रदान करे। महाराष्ट्र के राज्यपाल के.शंकर नारायणन ने अपने शोक संदेश में कहा है कि श्री एन.के.पी. साल्वे ने राज्य, खासकर विदर्भ क्षेत्र के विकास में महत्वपूर्ण योगदान दिया। महाराष्ट्र के मुख्यमंत्री पृथ्वीराज चव्हाण ने कहा है कि श्री साल्वे एक सच्चे तथा वफादार इंसान और बहुमुखी प्रतिभा के धनी थे। उन्होंने कहा कि श्री साल्वे का राजनीतिक जीवन हमेशा प्रेरणा देता रहेगा। मुंबई प्रदेश कांग्रेस समिति के अध्यक्ष माणिक राव ठाकरे ने श्री साल्वे के निधन को एक बड़ी क्षति बताया है। उन्होंने कहा कि श्री साल्वे हमेशा उपेक्षित और कमजोर वर्गों के लिए संघर्ष करते रहे। श्री साल्वे का आज सवेरे दिल्ली के एक अस्पताल में निधन हो गया। वे ९० वर्ष के थे।

In Myanmar, the opposition National League for Democracy (NLD) has announced landmark victory by the pro-democracy leader Aung San Suu Kyi in the by-election for the country's lower house of Parliament. It has also claimed to have swept most of the 45 Parliamentary seats for which bi-elections were held today. The announcement has not been confirmed officially so far.
Agency reports say that supporters of Aung San Suu Kyi erupted in euphoric cheers soon after receiving the news. The reports said, thousands of supporters began wildly shouting victory slogans. The NLD competed in today's elections the first time since 1990.
For the first time international observers have been allowed to monitor the elections. India deputed two senior election officials and its Ambassador toMyanmar to oversee the elections.
Ms Aung San Suu Kyi spent over 15 years under house-arrest after the military overturned her party's landslide general election victory in 1990.

India and the UAE today signed a bilateral agreement on Mutual Assistance in Customs Matters. The agreement will enhance trade co-operation between the two countries and curb customs violations. The agreement was signed by the Chairman ,Central Board of Excise and Customs,and the Acting Director General of UAE Federal Customs Authority.
The Agreement provides for sharing of best customs practices and giving a boost to economic cooperation by expanding bilateral trade. It will also help in curbing the violation of customs laws and protect against illicit commercial practices by exchanging information on mutual customs shipments.

The Central Bureau of Investigation, CBI has issued a lookout notice against Vectra Chief Ravi Rishi. He has also been asked not to leave the country. Our Correspondent quoting official sources, reports that the CBI had registered an FIR earlier this week in which Mr Rishi's name figured. Mr Rishi, a London-based businessman and owner of the Vectra Group has majority stake in Tatra trucks, a Czech manufacturer.
The sale of 7000 trucks to the Army by Vectra is being formally investigated by the CBI after Army Chief VK Singh's allegation that he was offered a bribe, six months after he took office in 2010. The CBI had also raided Tatra offices in Bangalore andDelhi on Friday.

In Punjab, no untoward incident has been reported from curfew bound Gurdaspur during the last four days .Curfew was relaxed in the morning from 8.00 a.m to 1;00 p.m.and in the evening from 6.00 to 8.00p.m. Curfew was imposed after clashes between two groups. Senior superintendent of police and one more official has been suspended for negligence of duty. The Deputy Commissioner of Gurdaspur has been transferred.

Leaders across political spectrum expressed grief over the demise of the veteran Congress leader and former Union Minister N.K.P Salve. In his condolence to the members of the bereaved family, Vice President M.Hamid Ansari said, he prays to the Almighty to grant them the strength and fortitude to withstand this loss.

Vehicle owners will have to pay more towards insurance for their vehicles as the enhanced motor insurance rates have come into effect from today. The Insurance Regulatory and Development Authority -IRDA has issued a notification to this effect. As per the new rates, private car owners would have to pay premium depending on the size of the vehicle. The hike would be in the range of 6 to 40 per cent.

Telephone calls, restaurant bills, courier, credit card and other services will cost more to the customers as the budgetary proposal of raising service tax rate to 12 per cent has come into effect from today.In order to garner an additional 18,660 crore rupees during the financial year 2012-13, Finance Minister Pranab Mukherjee increased the service tax from 10 per cent to 12 per cent.There are over 120 services which attract service tax. The services sector accounts for about 59 per cent of the country's Gross Domestic Product.

The Second Conference of the Group of Friends of the Syrian People was held inIstanbul today. 82 countries along with the representatives from the United Nations, The League of Arab States, The European Union, the Organization of Islamic Cooperation, the Gulf Cooperation Council and the African Union took part in the meeting.Addressing the gathering, US Secretary of State Hillary Clinton asked the Syrian regime to implement the UN peace plan to end the violence or face serious consequences. The Conference extended full support to Kofi Annan’s peace mission and called upon the Syrian regime to immediately halt the violence and comply with UN peace plan. In Yemen, seven soldiers were killed in the southeastern province of Hadramoutduring an attack by al-Qaida suspects today. According to security official militants attacked a military checkpoint of the security forces in the Shibam district. The attack triggered fierce clashes between government troops and al-Qaida militants in the region and lasted more than half an hour.

In Afghanistan, 11 insurgents have been killed and 13 other suspects detained during military operations by coalition troops within the past 24 hours. The country's Interior Ministry in a statement today said Afghan police, army and NATO-led coalition forces conducted 15 joint operations in 10 provinces across the country.
Meanwhile, 35 Taliban insurgents surrendered to the government in the westernprovince of Herat.

The Madhya Pradesh Government provides employment to more than 49 thousand families under the Mahatma Gandhi National Rural Employment Guarantee Scheme . The objective of this scheme is to increase income sources of unskilled labourers in the rural areas. More from AIR Indore Correspondent -
The scheme is being implemented in 31 districts of the Madhya Pradesh including Jhabua, Mandla, Umaria, Shahdol, Barwani, Khargone, Shivpuri, Katni, Panna, Rajgarh and Rewa. The desirous families have to get themselves registered with gram panchayat, which provides them job cards. When a job cardholder demands employment, it is provided within 15 days. If employment is not provided on demand, the applicant is provided employment allowance, which is one-fourth of the minimum wages for first 30 days and half of the minimum wages for the rest of allowance paid. The government has set energy efficiency targets for the core sectors including power, steel and cement. According to an official statement issued by Bureau of Energy Efficiency, the government has notified the energy efficiency improvement targets for the 478 most energy-intensive industrial units in the country. The sectors covered by the notification are iron and steel, cement, fertilizers, aluminium, pulp and paper, textiles and thermal power stations. It said, the target has to be achieved by 2014-15, failing which the companies shall be penalised.

The annual Singapore-Indian Maritime Bilateral Exercise between the navies ofSingapore and India is now on. This year's exercise, which started from 21 March and hosted by India is the 19th instalment in the series of bilateral exercises held since 1994. The sea phase of the exercise is held at the Andaman Sea and Bay of Bengal.
The Indian Navy participated with a destroyer, a corvette, a replenishment tanker, two fast attack crafts, a frigate and a submarine, while the Republic of Singapore Navy deployed a frigate and a missile corvette. Both the navies also deployed maritime patrol aircraft and naval helicopters.
