प्रधानमंत्री डाक्टर मनमोहन सिंह भारत-ब्राजील और दक्षिण अफ्रीका के संगठन इब्सा के पांचवें शिखर सम्मेलन में भाग लेने के लिये आज प्रीटोरिया रवाना हो रहे हैं। दक्षिण अफ्रीका की तीन दिन की इस यात्रा के दौरान विश्व की कठिन आर्थिक और वित्तीय परिस्थितियों पर प्रमुख रूप से चर्चा होने की सम्भावना है। अलग-अलग महाद्वीपों के उभरते हुए तीनों राष्ट्र, संयुक्त राष्ट्र सुरक्षा परिषद की स्थायी और अस्थायी सदस्यता के विस्तार के लिये भी जोर देंगे। रवाना होने से पहले जारी बयान में प्रधानमंत्री ने कहा कि इस यात्रा के दौरान संयुक्त राष्ट्र सुरक्षा परिषद में इब्सा देशों के बीच तालमेल, सतत्‌ विकास, जलवायु परिवर्तन पर संयुक्त राष्ट्र फ्रेमवर्क समझौते से जुड़े पक्षों के सम्मेलन, दक्षिण अफ्रीका में इसी वर्ष क्योतो समझौते से सम्बद्ध पक्षों के सम्मेलन तथा ब्राजील में २०१२ में  रियो प्लस ट्वेन्टी सम्मेलन के बारे में भी विचार-विमर्श होगा।

डॉक्टर मनमोहन सिंह ने कहा कि प्रीटोरिया यात्रा के दौरान वे ब्राजील और दक्षिण अफ्रीका के राष्ट्रपति के साथ अन्तर्राष्ट्रीय, क्षेत्रीय और आपसी हितों के मामलों पर भी चर्चा करेंगे।  हमारे संवाददाता ने बताया है कि डाक्टर मनमोहन सिंह ब्राजील की राष्ट्रपति दिलमा रूसेफ और दक्षिण अफ्रीका के राष्ट्रपति जेकब ज+ूमा के साथ द्विपक्षीय बैठक भी करेंगे।

तीनों देशों के नेता विश्व आर्थिक स्थिति के मद्देनजर किये जाने वाले उपायों पर भी विचार करेंगे। ये इसलिए भी महत्वपूर्ण है क्योंकि तीनों देशों के नेता कान में अगले महीने होने वाले २० देशों के समूह जी-२० की बैठक में भी हिस्सा लेंगे। शिखर सम्मेलन में अंतर्राष्ट्रीय सुरक्षा से संबंधित मुद्दे जैसे आतंकवाद और समुद्री सुरक्षा पर भी विचार होने की संभावना है।कुलश्रेष्ठ कमल आकाशवाणी समाचार नई दिल्ली
दक्षिण अफ्रीका में भारतीय उच्चायुक्त वीरेन्द्र गुप्ता ने प्रीटोरिया में आकाशवाणी से बातचीत में कहा कि शिखर सम्मेलन के दौरान एक संयुक्त घोषणा जारी की जाएगी और इब्सा देशों की राजनयिक अकादमियों के बीच सहमति ज्ञापन पर हस्ताक्षर होंगे।

इब्सा, तीन विकासशील देशों का एक मंच है, जिस पर अंतर्राष्ट्रीय स्तर पर हम सभी को अपना दायित्व बड़ी ही गम्भीरता से निभाना है।मैं समझता हूं कि इस मंच से इन नेताओं को अंतर्राष्ट्रीय, राजनीतिक और आर्थिक परिवेश की व्यापक समीक्षा करने का अवसर मिलेगा।

आंध्र प्रदेश में तेलंगाना संयुक्त कार्यवाही समिति का रेल रोको आंदोलन  समाप्त होने पर दक्षिण मध्य रेलवे ने सभी रेल सेवाएं फिर शुरू कर दी हैं।  लेकिन समिति ने पिछले दो दिन में रेल रोको आंदोलन के दौरान अपने नेताओं की गिरतारी के विरोध में आज तेलंगाना बंद का आयोजन किया है। समूचे क्षेत्र में सुरक्षा बढ़ा दी गई है और सभी महत्वपूर्ण और संवेदनशील इलाकों में सुरक्षा बलों को तैनात किया गया है।
पुलिस ने रेल रोको आंदोलन के दूसरे दिन कल कुछ विशेष मामलों में अनेक विधायकों और नेताओं सहित ९४४ लोगों को गिरतार किया था। रेल रोको आंदोलन के लिये लोगों को उकसाने के कारण तेलंगाना राष्ट्र समिति के अध्यक्ष और सांसद के. चन्द्रशेखर राव तथा तेलंगाना संयुक्त कार्यवाही समिति के अध्यक्ष प्रोफेसर कोडन्ड राम पर रेलवे कानून के अंतर्गत मामले दर्ज किये गए हैं।

तमिलनाडु में स्थानीय चुनावों के मद्देनजर कुडनकुलम परमाणु उर्जा संयंत्र का सप्ताह भर से जारी विरोध प्रदर्शन दो दिन के लिये रोक दिया गया है। इदिन्थाकराई में प्रदर्शनकारियों को सम्बोधित करते हुए उनके नेताओं ने आंदोलन के दूसरे चरण को तत्काल प्रभाव से रोकने की घोषणा की। उन्होंने कहा कि आंदोलन रोके जाने से स्थानीय नागरिक आज होने वाले स्थानीय निकायों के चुनाव में मतदान कर सकेंगे।

गृह सचिव आर. के. सिंह ने मध्य प्रदेश में रीवा से बरामद विस्फोटकों का आतंकवादी गतिविधियों से कोई ताल्लुक होने से इनकार किया है। नई दिल्ली में कल पत्रकारों से बातचीत में श्री सिंह ने कहा कि बरामद की गईं जिलेटिन की छड़ों, डेटोनेटरों और तारों को देखकर लगता है कि इनका इस्तेमाल अवैध खनन के लिए किया जाना था। उन्होंने बताया कि उनकी मध्य प्रदेश के पुलिस महानिदेशक और मुख्य सचिव से बात हुई है और उनसे विस्तृत रिपोर्ट देने को कहा गया है।

राजस्थान में जल संसाधन विकास मंत्री महिपाल मदेरणा को राज्य मंत्रिमंडल से हटा दिया गया है। वे भंवरी देवी के लापता होने के मामले में आरोपी हैं। हमारे संवाददाता ने बताया है कि मुख्यमंत्री ने कल राज्यपाल को उनकी बर्खास्तगी की सिफारिश की, जिसे राज्यपाल ने मंजूर कर लिया। 

श्री मदरेणा के खिलाफ सीबीआई ने पिछले सप्ताह ही जांच शुरू की थी। उनके खिलाफ एक नर्स भंवरी देवी के लापता होने के मामले में लगातार आरोप लग रहे थे। पिछले सप्ताह ही राजस्थान उच्चन्यायालय ने भी इस मामले में धीमी जांच को लेकर राजस्थान सरकार के खिलाफ काफी तल्ख टिप्पणियां की थी। हालांकि श्री मदरेणा ने इस्तीफा दे दिया है लेकिन ऐसा माना जा रहा है अगले कुछ दिनों तक इस मुद्दे को लेकर राज्य में राजनैतिक सरगर्मी तेजी पर रहेगी।

हरियाणा में हिसार संसदीय क्षेत्र के लिए वोटों की गिनती सवेरे आठ बजे शुरू हो गई है। हमारे संवाददाता ने खबर दी है कि करीब नौ लाख तीन हजार मतदाताओं ने चालीस उम्मीदवारों के भाग्य का फैसला करने के लिए वोट डाले थे। मतगणना शांति से कराने के लिए व्यापक सुरक्षा प्रबंध किये गए हैं।

वोटों की गिनती के लिए हांसी में एक और हिसार में दो मतगणना केन्द्र बनाए गए हैं। मतगणना केन्द्रों के बाहर धारा १४४ लगाई गई है और आदेशानुसार मतगणना केन्द्रों के क्षेत्र में उम्मीदवारों के तीन वाहनों की ही आने की आज्ञा दी गई है परिणाम घोषित होने के समय उम्मीदवार को और उन द्वारा नामित उनके चार सहयोगी ही चुनाव अधिकारी के कार्यालय में दाखिल हो सकेंगे। हिसार के जिला चुनाव  अधिकारी अमित अग्रवाल ने बताया है कि मतगणना को पहली बार इंटरनेट के माध्यम से वेब साइट पर भी दिखाया जा रहा है।आकाशवाणी समाचार के लिए चण्डीगढ़ से अश्वनी कुमार शर्मा।

अमरीका में बड़े कारोबारियों के कथित लालच और आर्थिक असमानता के विरूद्ध शुरू हुआ, वॉलस्ट्रीट आंदोलन अब ८० से अधिक देशों में फैल गया है। लंदन, फ्रेंकफर्ट और एम्सटर्डम में सैकड़ों प्रदर्शनकारी सड़कों पर जमे हुए हैं।
अमरीका में पुलिस ने अनेक शहरों में सैकड़ों प्रदर्शनकारियों को हिरासत में लिया। शिकागो में पुलिस ने एक पब्लिक पार्क में जमा हुए एक सौ ७५ लोगों को कल गिरतार किया। वॉशिंगटन-डीसी में उच्चतम न्यायालय की सीढ़ियों पर जमे कम से कम १९ लोग गिरतार किए गए। अरिजोना में सौ से अधिक प्रदर्शनकारियों को पकड़ा गया है।

भारत और इंग्लैंड के बीच दूसरा एकदिवसीय अंतर्राष्ट्रीय क्रिकेट मैच आज दिल्ली के फिरोजशाह कोटला मैदान में खेला जाएगा। पहले मैच में भारत ने इंग्लैंड को एक सौ २६ रन से हराया था।इस मैच के लिए यातायात पुलिस ने व्यापक प्रबंध किए हैं। यातायात पुलिस ने वाहन चालकों से दिन में बारह बजे से साढ़े तीन बजे तक और रात साढ़े नौ से साढ़े ग्यारह बजे तक मैदान के आसपास के रास्तों से बचने का आग्रह किया है।

भोपाल में १२वीं सीनियर राष्ट्रीय महिला मुक्केबाजी चैम्पियनशिप कल समाप्त हो गई। हमारे संवाददाता ने बताया है कि पांच बार की विश्व चैंम्पियन एम. सी. मैरीकॉम को सर्वश्रेष्ठ मुक्केबाज घोषित किया गया।

The Prime Minister Dr.Manmohan Singh will leave for Pretoria today to participate in the fifth tri-lateral India-Brazil-South Africa, IBSA Summit. Deliberations on difficult global financial and economic scenario are expected to dominate talks during his three day visit to South Africa. The three emerging nations on three different continents will also press for the expansion of United Nations Security Council in both the permanent and non-permanent categories. In his departure statement, the Prime Minister said that coordination among IBSA countries in the UN Security Council, sustainable development and the forthcoming meetings of the Conference of Parties under the United Nations Framework Convention on Climate Change, UNFCCC will be discussed. Dr Singh said, the Conference of Parties to the Kyoto Protocol being hosted by South Africa later this year and the Rio+20 Conference being hosted by Brazil in 2012, will also be discussed. Dr. Singh said, during his visit to Pretoria, he will hold discussions with Brazil and South Africa's Presidents on global, regional and bilateral issues of mutual interest. Our correspondent, covering the Prime Minister's visit, reports that Dr Singh will also hold bilateral meetings with Brazilian President Dilma Rousseff and South African President Jacob Zuma.

The Plenary Session on Tuesday will be preceded by the trilateral meeting of Foreign Ministers and forums on various topics like Commerce and Women and Child Development. South Africa is also hosting a large number of working groups which include Agriculture, Defence, Energy and Science and Technology. The three leaders will discuss possible steps that needs to be taken to address the economic situation. It has become more significant as all the three leaders would be attending the G-20 meet in Cannes early next month.

The High Commissioner to Pretoria, Mr. Veerendra Gupta told AIR that a joint declaration will be issued and an MoU among the Diplomatic Academies of IBSA countries will be signed at the summit. Mr Gupta said, this will display the importance of South-South Cooperation among the three participating countries. The High Commissioner also said that IBSA brings together three large democracies from three different continents facing common aspirations and challenges.

In Andhra Pradesh, the South Central Railway have restored all train services as the Telangana Joint Action Committee, JAC called off the Rail Roko agitation on the third day today. However, the JAC called for Telangana bandh today protesting the arrest of its leaders over the last two days during the rail roko agitation. Following this, security has been stepped up throughout the region and additional security forces deployed at all important and sensitive places.

The Police arrested 944 persons including several legislators and leaders in specific cases on the second day of the Rail Roko agitation yesterday. Cases were registered under the Railway Act against the Telangana Rastra Samithi President and Lok Sabha Member K. ChandraSekhar Rao and Telangana JAC Chairman, Professor Kodanda Ram for having provoked people for Rail Roko agitation.

Meanwhile, the ongoing General Strike by employees and workers of Singareni, has entered 34th day today, demanding statehood for Telangana.

The Counting of votes has begun for the Hisar Parliamentary constiuency in Haryana. Our correspondent reports that elaborate security arranngements have been made to ensure smooth conduct of counting which began at 8 AM.

The counting of vote for the Hisar Parliamentary constituency by election has started at counting centres set up one at Hansi and two at Hisar. According to official, it is likely to be over by afternoon. The section-144 of Criminal Penal Code has been imposed in a radious of 100 meters around the counting centre. According to District Election Officer, Amit Agrawal, the vote counting is being shown on the website through internet.

In Tamil Nadu, polling for the first phase of local body elections began at 7 this morning. Ten Corporations including Chennai, Tiruchirapalli, Coimbatore, Madurai, 60 Municipalities including Thanjavur, Ariyalur, Perambalur, 259 town panchayts and 191 panchayat unions will go to polls today.

The State Election Commission has made elaborate arrangements for the voters to exercise their franchise.

Thirty eight observers throughout the state will monitor poll related activities.

The Rajasthan Governor has accepted the Chief Minister's recommendation to dismiss State Water Resources Minister Mahipal Maderna from the cabinet. Maderna is facing allegations of involvement in the Bhanwari Devi disappearance case. More from our correspondent:

After meeting of Mr. Maderna with the Chief Minister Mr. Ashok Gehlot, it was expected that Mahipal Maderna will be resigned from his post but due to his reluctant the action was taken against him. The CBI last week took over prove in the misterious disappearance case of Nurse Bhanvari Devi in which allegation were made on Maderna. CBI registered a case in this regard after the Rajasthan government requested the centre last month to hand over the case to the agency. The Rajasthan High Court also adversely commented on the State government for slow speed of inquiry of this case.

In Jammu and Kashmir, peace this year has given a fillip to all important development projects. Our correspondent reports that the county's longest railway tunnel as part of prestigious Udmpur-Qazigund rail project has been completed paving the way for linking the Kashmir valley to the rail network of the country next year.

11.17 km long tunnel has come up at a cost of 391 crore. Piercing through Peerpanchal mountanous range, it links Qazigund in Kashmir valley with Banihal in Jammu division. The train will take only 6.6 minutes to cover this distance. Opening of this tunnel is a big milestone in realising the dream of bringing Kashmir valley on the rail network of the country.The prestigous Uhdmpur-Qazigund rail project is now poised for competion by December 2012.The project can go a long way in tronsforming the economy of the state.

The Anti-Corporate Occupy Wall Street movement which started in the United States against Corporate greed and economic inequality, has now spread to over 80 countries. Hundreds of protesters camped out in London, Frankfurt and Amsterdam, with some vowing to settle in for a long term as part of their campaign against corporate greed and budget cuts. The three camps sprang up after rallies in 80 countries inspired by the "Occupy Wall Street" movement and Spain's "Indignants" campaign.

In London, several hundred anti-capitalist demonstrators camped in front of St Paul's Cathedral, just metres away from the London Stock Exchange. In Amsterdam, around 300 people were camped out in the square in front of the stock exchange yesterday. तमिलनाडु में स्थानीय निकायों के चुनावों के पहले चरण में आज मतदान हो रहा है। चेन्नई सहित दस निगमों के महापौरों का सीधे चुनाव किया जा रहा है।  कुछ छिटपुट घटनाओं को छोड़कर मतदान के आमतौर पर शांतिपूर्ण रहने की खबर है। नगर निगमों के अलावा साठ नगरपालिकाओं, दो सौ ५९ पंचायतों और एक सौ ९१ पंचायत संघों के लिए यह मतदान हो रहा है।
 दूसरे चरण का मतदान इस महीने की १९ तारीख को होगा और दो दिन बाद २१ तारीख को परिणाम घोषित कर दिये जायेंगे।

प्रधानमंत्री डाक्टर मनमोहन सिंह, भारत, ब्राजील और दक्षिण अफ्रीका के संगठन इब्सा के पांचवें शिखर सम्मेलन में भाग लेने आज सवेरे प्रिटोरिया रवाना हो गए। दक्षिण अफ्रीका की तीन दिन की इस यात्रा के दौरान विश्व की कठिन आर्थिक और वित्तीय परिस्थितियों पर प्रमुख रूप से चर्चा होने की सम्भावना है। तीन अलग-अलग महाद्वीपों के उभरते हुए तीनों देश संयुक्त राष्ट्र सुरक्षा परिषद की स्थायी और अस्थायी सदस्य बढाने पर भी जोर देंगे। रवाना होने से पहले जारी बयान में प्रधानमंत्री ने कहा कि संयुक्त राष्ट्र सुरक्षा परिषद में इब्सा देशों के बीच तालमेल, सतत्‌ विकास, जलवायु परिवर्तन पर संयुक्त राष्ट्र फ्रेमवर्क समझौते से जुड़े पक्षों के सम्मेलन, दक्षिण अफ्रीका में इसी वर्ष क्योतो समझौते से सम्बद्ध पक्षों के सम्मेलन तथा ब्राजील में २०१२ में  रियो प्लस ट्वेन्टी सम्मेलन के बारे में भी विचार-विमर्श होगा।
 डाक्टर मनमोहन सिंह ने कहा कि अपनी प्रीटोरिया यात्रा के दौरान वे ब्राजील और दक्षिण अफ्रीका के राष्ट्रपति के साथ अन्तर्राष्ट्रीय, क्षेत्रीय और आपसी हितों के मामलों पर भी चर्चा करेंगे। हमारे संवाददाता ने बताया है कि डाक्टर मनमोहन सिंह ब्राजील की राष्ट्रपति दिलमा रूसेफ और दक्षिण अफ्रीका के राष्ट्रपति जेकब ज+ूमा के साथ बातचीत करेंगे।

दक्षिण अफ्रीका में भारतीय उच्चायुक्त वीरेन्द्र गुप्ता ने प्रिटोरिया में आकाशवाणी से बातचीत में कहा कि शिखर सम्मेलन के दौरान एक संयुक्त घाषणा जारी की जाएगी और इब्सा देशों की राजनयिक अकादमियों के बीच सहमति ज्ञापन पर हस्ताक्षर होंगे। श्री गुप्ता ने कहा कि इससे तीनों देशों के बीच सहयोग का महत्व उजागर होगा। उन्होंने यह भी बताया कि इब्सा में तीन अलग-अलग महाद्वीपों की तीन बड़े लोकतंत्र एकजुट हो रहे हैं, जिनकी आकांशाएं और चुनौतियां समान हैं।

  राष्ट्रपति श्रीमती प्रतिभा देवी सिंह पाटील ने विश्व उड्डयन उद्योग से भारत के तेजी से आगे बढ़ते नागरिक उड्डयन क्षेत्र के साथ भागीदारी करने को कहा है। उन्होंने कहा कि सरकारों को लगातार नए आपसी समझौते करते रहना चाहिए, ताकि वे नये और उभरते हुए बाजारों से संबंध कायम कर सकें। श्रीमती पाटील आज मुम्बई में चौथे अंतर्राष्ट्रीय नागरिक उड्डयन सम्मेलन के उद्घाटन समारोह में बोल रहीं थी। ये सम्मेलन इस महीने की २२ तारीख तक चलेगा।
 राष्ट्रपति ने कहा कि अंतर्राष्ट्रीय नागरिक उड्डयन वार्ता से संबंधित यह सम्मेलन पारस्परिक समझौतों के लिए कई देशों को एक सुविधाजनक और महत्वपूर्ण मंच प्रदान करेगा। श्रीमती पाटील ने जोर देकर कहा कि उड्डयन क्षेत्र से संबंधित पक्षों को टिकाऊ विकास के लिए एक दूसरे से बातचीत करनी चाहिए, फिर चाहे वे उड्डयन क्षेत्र के लिए उपकरण, सॉफ्‌टवेयर और ढांचागत सामग्री बनाने वाली कंपनियां हों या हवाई अड्डों पर सुविधाएं मुहैया कराने वाले प्रतिष्ठान हों।
 राष्ट्रपति ने यह जानकारी भी दी कि भारत में नागरिक उड्डयन क्षेत्र के विकास की भारी क्षमताएं हैं और अगले दस वर्षो में भारत दुनिया के उड्डयन क्षेत्र के पांच प्रमुख देशों में शामिल हो जाएगा। श्रीमती पाटील ने इस क्षेत्र को केन्द्र सरकार द्वारा दिये गये महत्व के बारे में भी बताया। उन्होंने कहा कि देश में २००५ और २०१० के बीच हवाई अड्डों के विकास पर दस अरब डॉलर का निवेश किया गया है। राष्ट्रपति ने कहा कि उड्डयन क्षेत्र में नये सिरे से विकास के लिए सार्वजनिक और निजी भागीदारी एक आदर्श नमूना है।
 श्रीमती पाटील ने यह भी कहा कि संसद ने एक कानून पास करके हवाई अड्डों के आर्थिक नियमन के लिए एक स्वतंत्र नियामक की व्यवस्था की है, जो पिछले दशक में भारत की प्रमुख उपलब्धियों में से एक है।

केन्द्रीय खेल मंत्री अजय माकन ने राष्ट्रीय खेल प्राधिकरणों को मान्यता देने या उनकी मान्यता समाप्त करने के अधिकार खेल ट्रायब्यूनल को देने संबंधी नए खेल विधेयक के मसौदे की आज नई दिल्ली में घोषणा की। संवाददाताओं से बातचीत में श्री माकन ने कहा कि इस मसौदा विधेयक से इन खेल संस्थाओं के कामकाज में सरकारी हस्तक्षेप की आशंकाएं समाप्त हो जाएंगी। खेल मंत्री ने कहा कि नये मसौदे में अधिकारियों की आयु और कार्यकाल के वही मानदंड रखे गए हैं जो पिछले मसौदे में थे और आशा व्यक्त की कि मंत्रिमंडल इसे स्वीकृति दे देगा। मानदंडों के अनुसार ७० वर्ष से ज्यादा आयु वाले अथवा और तीन कार्यकाल पूरे कर लेने वाले किसी व्यक्ति को किसी सरकारी खेल संगठन का अध्यक्ष नहीं बनाया जा सकेगा।
 भारतीय क्रिकेट बोर्ड - बीसीसीआई के बारे में खेलमंत्री ने कहा कि नए मसौदे के अनुसार सम्बद्ध अंतर्राष्ट्रीय परिसंघों की पुष्टि के बाद सभी खेल परिसंघों को विश्व डोपिंग निषेध एजेंसी- वाडा के दिशा-निर्देशों का पालन करना होगा। लेकिन बीसीसीआई ने अंतर्राष्ट्रीय क्रिकेट परिषद आईसीसी के जोर देने के बावजूद वाडा मानदंड मानने से इंकार कर दिया था।
 श्री माकन ने कहा कि इस विधेयक के आने पर खेल संस्थाओं को वार्षिक मान्यता प्राप्त करने की जरूरत नहीं रहेगी। खेल मंत्रालय ने खेल परिसंघों और संस्थाओं के लिए सूचना के अधिकार २००५ के तहत छह प्रकार की जानकारी न देने के अनुच्छेद शामिल किये हैं। इस प्रकार खिलाड़ियों के स्वास्थ्य और चयन प्रक्रिया से जुड़ी जानकारी नहीं दी जाएगी क्योंकि इससे खिलाड़ियों के हित प्रभावित होंगे।

गुजरात में अहमदाबाद की जिला और सत्र अदालत ने आज राज्य सरकार को एक बड़ा झटका देते हुए निलम्बित आई पी एस अधिकारी संजीव भट्ट की जमानत मंजूर कर ली। जिला और सत्र न्यायधीश वी० के० व्यास ने सरकारी वकील एस० वी० राजू और भट्ट के वकील आई० एच० सईद की दलीलें सुनने के बाद यह आदेश दिया। हमारे  संवाददाता ने खबर दी है कि संजीव भट्ट को १८ दिन की न्यायिक हिरासत के बाद रिहा किया गया है। उन्हें पुलिस कान्सटेबल के० डी० पंत द्वारा दायर एफ आई आर के सिलसिले में ३० सितम्बर को गिरफ्‌तार किया गया था। पंत ने अपनी एफ आई आर में आरोप लगाया था कि उनसे जबर्दस्ती गुजरात दंगों से सम्बन्धित एक झूठे हलफनामे पर हस्ताक्षर कराये गये।
 इससे पहले भट्ट ने उच्चतम न्यायालय में हलफनामा दायर किया था जिसमें गोधरा कांड के बाद के दंगों में मुख्यमंत्री नरेन्द्र मोदी का हाथ होने का आरोप लगाया गया था। बाद में संजीव भट्ट के खिलाफ राज्य सरकार ने आरोप पत्र दायर किया और उन्हें ड्यूटी से कथित गैर कानूनी तरीके से अनुपस्थित रहने के आरोप में निलम्बित कर दिया।

वित्तमंत्री प्रणब मुखर्जी ने कहा कि उत्पादकता बढ़ाने और वृद्धि की रफ्‌तार बनाए रखने में बुनियादी सुविधाओं का विकास महत्वपूर्ण है। इसके लिए अगले  पांच साल में दस खरब डॉलर के निवेश की जरुरत है। वित्तमंत्री ने आज नई दिल्ली में भारत और एशियाई विकास बैंक की भागीदारी के रजत जयंती समारोहों का उद्घाटन किया।

भारत सकल घरेलू उत्पाद से साढे आठ से नौ प्रतिशत की वृद्धि दर हासिल करने के लिए दृढ़ संकल्प है। भारत को वृद्धि दर का यह लक्ष्य प्राप्त करने के लिए उभरती चुनौतियों से सावधान रहने की जरूरत है।
 भारत की बुनियादी सुविधाओं के विकास में एशियाई विकास बैंक की भूमिका की सराहना करते हुए श्री मुखर्जी ने कहा कि यह क्षेत्र वृद्धि दर बनाए रखने में महत्वपूर्ण है। उन्होंने भारत में खाद्य मूल्यों को बढ़ने से रोकने के लिए देश की अनाज उत्पादकता सुधारने में एशियाई विकास बैंक से सहायता देने का अनुरोध किया।
 उन्होंने एशियाई विकास बैंक से यह सुनिश्चित करने को कहा कि सामाजिक संरक्षण योजनाएं इस तरह बनाई जाएं कि गरीबों को मदद मिले। श्री मुखर्जी ने एशियाई देशों में एकता बनाए रखने का जोरदार समर्थन करते हुए कहा कि बैंक समूचे एशियाई समुदाय को एक मंच पर लाने में प्रभावी भूमिका निभा सकता है। उन्होंने बैंक से ऊर्जा के स्वच्छ और वैकल्पिक संसाधनों के विकास में योगदान का भी अनुरोध किया। वित्त मंत्री ने सतत विकास के लिए बौद्धिक और खोजपूर्ण प्रयास करने होंगे। उन्होंने एशियाई विकास बैंक से अध्ययन और अनुसंधान द्वारा एशियाई देशों में निरंतर वृद्धि सुनिश्चित करने के लिए नए क्षेत्र तलाशने को कहा। श्री मुखर्जी ने कहा कि एशिया को भूख और गरीबी से मुक्त करने के एशियाई विकास बैंक के लक्ष्य में सहयोग के लिए भारत पूरी तरह तैयार है।
 समारोह को सम्बोधित करते हुए एशियाई विकास बैंक के अध्यक्ष हारुहिको कुरोड़ा ने कहा कि बैंक ग्रामीण विकास, जल संसाधनों के प्रबंधन, कृषि व्यापार, बुनियादी सुविधाओं के विकास और वित्तीय भागीदारी के क्षेत्रों में भारत से सहयोग और मजबूत बनाने के लिए प्रतिबद्ध है।

सरकार को उम्मीद है कि मानेसर के मारूति कारखाने में श्रमिकों की हड़ताल से जुड़े मुद्दे का समाधान इस सप्ताह के अंत तक निकल आएगा। नई दिल्ली में एक समारोह के बाहर पत्रकारों से बातचीत में श्रम और रोजगार मंत्री मल्लिकार्जुन खड़गे ने कहा कि केन्द्र स्थिति पर निगाह रखे हुए है। लेकिन उन्होंने कहा कि जब तक राज्य सरकार अनुरोध नहीं करेगी, केन्द्र इस मामले में दखल नहीं देगा।
 इससे पहले स्थायी श्रम समिति के ४४वें अधिवेशन को सम्बोधित करते हुए श्री खड़गे ने सभी उद्योगों में दिहाड़ी मजदूरों के महत्व पर बल दिया। उन्होंने कहा कि दिहाड़ी मजदूरों को भी स्थायी मजदूरों जैसे लाभ उपलब्ध कराने के प्रयास किये जा रहे हैं। अनौपचारिक क्षेत्र के श्रमिकों को कुशलता प्रशिक्षण देने की जरुरत पर जोर देते हुए श्री खड़गे ने कहाकि सरकार रोजगार के नए अवसर जुटाने के लिए अनेक नए आईटीआई और कुशलता विकास केन्द्र खोल रहा है।

हैदराबाद में विशेष सी बी आई अदालत ने गली जर्नादन रेड्डी की न्यायिक हिरासत इस महीने की ३१ तारीख तक बढ़ा दी है। अवैध खनन मामले के एक अन्य आरोपी श्रीनिवास रेड्डी की रिमांड भी इस महीने के आखिर तक बढ़ा दी गई है। अदालत ने वीडियो कॉन्फ्रेंसिंग के जरिये इस फैसले की घोषणा की क्योंकि वकील, राज्य में चल रही हड़ताल के कारण अदालतों का बहिष्कार कर रहे हैं।

आन्ध्रप्रदेश में शनिवार को रेल रोको आन्दोलन के दौरान सांसदों और विधायकों के खिलाफ पुलिस कार्रवाई के विरोध में बंद के कारण आज तेलंगाना क्षेत्र में जनजीवन प्रभावित है। सार्वजनिक परिवहन व्यवस्था ठप्प है। शिक्षा संस्थान तथा अधिकतर व्यापारिक प्रतिष्ठान, बैंक और कार्यालय बंद हैं। इस क्षेत्र में राज्य सड़क परिवहन निगम की बसें आंशिक रूप से चल रही हैं।

केरल में मार्क्सवादी कम्युनिस्ट पार्टी के नेतृत्व वाले विपक्ष ने रेलवे के मालभाड़े में कथित वृद्धि के विरोध में आज विधानसभा से वाक आउट किया। कार्य स्थगन प्रस्ताव  रखने की अनुमति मांगते हुए पूर्व मंत्री एलमराम करीम ने कहा कि मालभाड़े में छह फीसदी की वृद्धि से केरल जैसे उपभोक्ता राज्य पर भारी बोझ पड़ा है। विपक्ष के आरोप का खंडन करते हुए मुख्यमंत्री उम्मन चांडी ने स्पष्ट किया कि रेलवे ने पिछले एक साल में मालभाड़े में कोई वृद्धि नहीं की है। उन्होंने यह भी कहा कि भारतीय खाद्य निगम एक निर्धारित दर पर केरल को अनाज मुहैया करा रहा है इसलिए रेलवे द्वारा अधिभार और विकास मूल्य में बढ़ोतरी का राज्य में खाद्यान्नों की कीमतों पर कोई असर नहीं पड़ेगा। मुख्यमंत्री के उत्तर से संतुष्ट न होकर पूरा विपक्ष विरोध करते वाकआउट कर गया।

 उत्तरप्रदेश में एक और विधायक को दल बदल कानून के तहत विधानसभा की सदस्यता से अयोग्य कर दिया गया है। विधानसभा अध्यक्ष सुखदेव राजभर ने सत्तारूढ़ बहुजन समाज पार्टी के बागी विधायक कृष्ण कुमार सिंह उर्फ सतीश वर्मा को अयोग्य घोषित किया। यह विधायक हाल में समाजवादी पार्टी में शमिल हो गये थे। अध्यक्ष ने कहा कि बहुजन समाज पार्टी की राज्य इकाई के अध्यक्ष स्वामी प्रसाद मौर्य ने इस विधायक के खिलाफ यािचका दायर की थी, जिस पर यह कार्रवाई की गई है। सतीश वर्मा को अयोग्य ठहराने का फैसला तीन अगस्त से प्रभावी माना जायेगा।

 राजस्थान के जल संसाधन मंत्री महिपाल  मदेरणा को कल रात राज्य मंत्रिमंडल से हटा दिया गया। मुख्यमंत्री अशोक गहलोत ने उन्हें बर्खास्त करने की सिफारिश की और राज्यपाल शिवराज पाटिल ने इसे स्वीकार कर लिया। श्री मदेरणा भंवरी देवी मामले में आरोपी हैं। सी बी आई इस मामले की जांच कर रही है।

बर्खास्तगी के बाद श्री मदेरणा ने अपना इस्तीफा फैक्स के जरिये मुख्यमंत्री को भी भेजा लेकिन तब तक काफी देर हो चुकी थी। श्री मदेरणा ने दोहराया है कि भंवरी देवी मामले में उनका कोई लेनादेना नहीं है। हालांकि यह माना जा रहा है कि सीबीआई जल्दी ही उनसे पूछताछ कर सकती है। भंवरी देवी जोधपुर जिले से एक सितम्बर को लापता हुई  और अब तक तलाश जारी है। राज्य सरकार ने उद्योगमंत्री राजेन्द्र पाटीक को जल संसाधन विभाग का अतिरिक्त कार्यभार सौंप दिया है। अनुराग वाजपेयी, आकाशवाणी समाचार, जयपुर।

रूस भारत को विमान वाहक पोत एडमिरल गोर्शकोव निर्धारित समय पर दे दिया जाएगा। आज नई दिल्ली में रक्षा सूत्रों ने बताया कि रूस में सर्दियों की वजह से इस विमान वाहक पोत का समुद्र में परीक्षण पांच से छह महीनों तक के लिए स्थगित कर दिया गया है, लेकिन इससे निश्चित समय में इस पोत के मिलने पर असर भी पड़ेगा। सूत्रों के अनुसार अब सभी परीक्षण सर्दियों के दौरान गोदी में और सर्दियां खत्म होने पर समुद्र में  किये जाएंगे।
 इस महीने के पहले सप्ताह में रक्षामंत्री ए के एन्टनी की रूस यात्रा के समय इस परियोजना की प्रगति की समीक्षा की गई। रूस के श्वेत सागर के सेवेरोडविन्स्क बंदरगाह के सेबमाश शिपयार्ड में इस पोत को जोड़ा जा रहा है और इसके दिसम्बर २०१२ तक भारत को मिल जाने की आशा है।

नई दिल्ली में रक्षा सूत्रों ने देश के पश्चिमी सेक्टर के पास पाकिस्तान और चीन द्वारा किये गये संयुक्त युद्ध अभ्यास पर चिंता व्यक्त की है। सूत्रों ने कहा कि सैनिक अभ्यास के नाम पर पाकिस्तान में भारत से लगी पश्चिमी सीमा पर चीन की सैनिक मौजूदगी आश्चर्यजनक है और यह भारत के लिए सामरिक दृष्टि से खतरनाक साबित हो सकती है। सूत्रों ने कहा कि वैसे पाकिस्तान रेंजर्स वार्षिक अभ्यास करते हैं, लेकिन चीन के साथ इस तरह के अभ्यास करने की कोई विशेष सूचना नहीं थी। पाकिस्तान ने और चीन ने इस वर्ष अगस्त में राजस्थान के जैसलमेर और बीकानेर जिलों से लगी अंतर्राष्ट्रीय सीमा से सिर्फ २५ किलोमीटर दूर एक महीने तक संयुक्त युद्ध अभ्यास किया। ब्रिगेड स्तर के इस सैनिक अभ्यास में पीपुल्स लिब्रेशन आर्मी की १०१ इंजीनियरिंग रेजीमेंट ने हिस्सा लिया। यह पहला मौका था जब भारत की पश्चिमी सीमा पर चीनी सैनिक की मौजदगी का पता चला। राजनयिक सूत्रों के अनुसार पाकिस्तान को तेल और गैस की खुदाई में मदद करने के बाद अब चीन भारत के पश्चिमी क्षेत्र में निकट सहयोग करके पािकस्तान को टैंक अपग्रेड टैक्नोलोजी और मानव रहित वायुयान उपलब्ध करा रहा है।

 बम्बई शेयर बाजार के शुरूआती कारोबार में आज सेन्सेक्स ८१ अंक की बढ़त के साथ १७ हजार १६३ पर खुला। अब से कुछ देर पहले यह ५१ अंक की गिरावट के साथ १७ हजार ३१ पर था।
 नेशनल स्टॉक एक्सचेंज का निफ्टी भी  १४ अंक गिरकर ५ हजार ११७ पर था।
 अन्तरबैंक विदेशी मुद्राबाजार में डॉलर के मुकाबले रूपया १६ पैसे मजबूत हुआ। एक डॉलर की कीमत ४८ रूपये ८५ पैसे बोली गयी।
 उधर एशियाई बाजारों में आज कच्चा तेल महंगा हुआ। लंदन का ब्रेंट नार्थ सी क्रूड ६४ सेंट महंगा होकर ११२ डॉलर ८७ सेंट प्रति बैरल हो गया। न्यूयार्क के लाइट स्वीट क्रूड की कीमत में भी ७२ सेंट की वृद्धि हुई और एक बैरल ८७ डॉलर ५२ सेंट का हो गया।

 नई दिल्ली में भारत के साथ दूसरे एकदिवसीय क्रिकेट मैच में इंग्लेण्ड की शुरूआत काफी खराब रही है।  उसने मैच के पहले दो ओवरों में ही बिना किसी स्कोर के अपने दो विकेट खो दिये। ताजा समाचार मिलने तक इंगलैड ने तीन .ओवर में. दो विकेट पर. दो .रन बनाये हैं।

हिमाचल प्रदेश में कांगड़ा जिले के विश्व प्रस्द्धि स्थान बिलिंग में कल अंतर्राष्ट्रीय हिमलायन ओपन पैरा ग्लाईडिंग चैम्पियनशिप शुरू हुई। हमारे संवाददाता ने खबर दी है कि इस चैम्पियनशिप में सात देशों के एक सौ सात पायलट भाग ले रहे हैं।

अंतर्राष्ट्रीय प्रतियोगिता में चार महिला पायलट भी भाग ले रही हैं। जिसमें सिक्किम के २५ वर्षीय पायलट रिंगचिंग भूटिया एकमात्र भारतीय हैं। इसके अतिरिक्त सेना के २२ पायलट प्रतियोगिता में दमखम दिखा रहे हैं। जो प्रतिभागी पायलट आठ प्रतियोगिताओं की सभी बाधाओं को पार करते हैं, तो वे कल से शुरू होने वाली इस विश्व प्रतियोगिता में भाग ले पाएंगे, जो २२ अक्टूबर तक जारी रहेगा। प्रतियोगिता का उद्घाटन करते हुए सिंचाई व जनस्वास्थ्य मंत्री रविन्दर रवि ने कहा कि पैराग्लाइडिंग जैसे साहसी खेल को बढ़ावा देने से हिमाचल के कांगडा जिला, पर्यटन क्षेत्र में विश्व मानचित्र पर आ गया है। नीरज राणा, आकाशवाणी समाचार, शिमला।

 उधर, अमरीका में पुलिस ने अनेक शहरों में सैकड़ों प्रदर्शनकारियों को हिरासत में लिया। शिकागो में पुलिस ने एक पब्लिक पार्क में जमा हुए एक सौ ७५ लोगों को कल गिरफ्तार किया। वॉशिंगटन-डीसी में उच्चतम न्यायालय की सीढ़ियों पर जमे कम से कम १९ लोग गिरफ्तार किए गए। अरिजोना में सौ से अधिक प्रदर्शनकारियों को पकड़ा गया है।

In Haryana, the counting of votes is going on peacefully at all the counting centres of Hisar Parliamentary constituency. Kuldeep Bishnoi, the candidate of Haryana Janhit Congress and BJP alliance is leading by over 35 thousand votes over his nearest rival Dr. Ajay Singh Chautala of the Indian National Lok Dal. The results are likely to be announced late in the afternoon.

In Bihar bye polls, the Janata dal (United) has retained the Daraunda assembly seat. AIR Patna correspondent reports that the JD (U) candidate Kavita Kumari defeated her nearest rival Parmeshwar of RJD by a margin of 20,092 votes. JD(U)'s Kavita Kumari got 51 thousand 754 votes while RJD candidate Parmeshwar Singh got thirty one thousand 662 votes. The by-election was necessitated following the death of JD (U) MLA Jagmato Devi.

In Andhra Pradesh, the Telangana Rastra Samithi today bagged the Banswada Assembly constituency in the by-election. TRS candidate P Srinivasa Reddy won the seat by a margin of 49,889 votes over his nearest Congress rival Srinivas Goud. The by-election was necessitated following resignation of the sitting MLA, Srinivasa Reddy who won the seat while he was in the Telugu Desam party.

In Maharashtra, BJP candidate Mr. Bhimrao Tapkir won by over 3500 votes in Khadkwasala assembly by-election today. He defeated the ruling Nationalist Congress party, NCP candidate Ms. Harshada Wanjale.

The election was necessitated due to the death of Maharashtra Navnirman Sena MLA Ramesh Wanjale.

A new draft Sports Bill giving powers to Appellate Sports Tribunal to recognize or derecognize the National Sports Authorities was unveiled by the Union Sports Minister Ajay Makan in New Delhi today. Earlier these powers were with the government. Talking to reporters, Mr. Makan said that the draft bill will remove apprehensions regarding government’s interference in these bodies.

About the Indian Cricket Board, BCCI the Sports Minister said that the new draft makes it mandatory for all the national sports federations to follow the guidelines of World Anti Doping Agency, WADA if their International federations confirm to do so.

When 70 years is the age norms for international Olympic Councils why should our office bearer be more then 70. If ICC wants BCCI to enforce certain norms on doping then what ICC has said shall prevails upon in the country.

BCCI had refused to follow the WADA norms despite the insistence of International Cricket Council, ICC.

Mr. Makan said that the bill has also done away with the annual recognition of the sports bodies. The ministry has introduced six exclusion clauses in the application of Right to Information Act, 2005 to the sports federations and bodies. The queries related to players’ health and the selection process will not be revealed under the RTI Act as it will harm the interest of the sports persons.<><>

In a major set back to the Gujarat Government, District Session Court in Ahmedabad today granted bail to the suspended IPS officer Sanjiv Bhatt. District Sessions Judge VK Vyas pronounced his order after hearing the arguments of special public prosecutor SV Raju and Bhatt's advocate IH Syed. Our Ahmedabad Correspondent reports that Sanjiv Bhatt has been released after 18 days in judicial custody. He was arrested on the 30th of September in connection with an FIR filed by a police constable K.D.Pant. In his FIR, Pant alleged that he was abducted and forced to sign a false affidavit in connection with the Gujarat riots.

Earlier, Bhatt had filed an affidavit in the Supreme Court alleging complicity by Chief Minister Narendra Modi during the post-Godhra riots. Later, he was charge sheeted by the state Government and suspended for alleged unauthorized absence from duty.

In Rajasthan, Water Resources Minister Mahipal Maderna was dismissed from the state cabinet last night. Chief Minister Ashok Gehlot had sought his dismissal and Governor Shivraj Patil accepted the recommendation. More from our correspondent;

Mr. Mahipal Maderna was advised to resign when a complaint was registered against him in the Bhanwari Devi case and CBI started inquiry of the case last week.Maderna met with the C.M. on Saturday and it was assumed that he will resign ,but yesterday his silence created an atmosphere of illusion and this episode ended with his dismissal. In an another development Maderna sent his resignation to the C.M. by fax but this exercise was done after the dismissal.Mderna again claimed that he is not involved in bhanwari devi case. Bhanwari Devi is still a riddle for investigation agencies who is missing since 1st Sep. Maderna is an accused in this case. A special CBI court in Hyderabad today extended the judicial remand of Gali Janardhan Reddy till the 31st of this month. The remand of another accused in the mining irregularities, Srinivasa Reddy also has been extended till this month end. The Court announced the decision through video conferencing as the advocates have been boycotting the courts as part of the ongoing Strike in the state.

The Government is hopeful that the issue of the striking workers at the Maruti plant in Manesar will be resolved by the end of this week. Talking to reporters on the sidelines of a function in New Delhi today, Labour and Employment Minister Mallikarjun Kharge said that the Centre is closely monitoring the situation. He however said that the Centre will not interfere in the matter till there is a formal request from the State Government.

Earlier addressing the 44th Session of the Standing Labour Committee, Mr. Kharge highlighted the significance of Contract Labour in all industries. He said that efforts are being made to extend the same benefits to contract workers which are otherwise available to permanent workers. Stressing the need for imparting skill training to workers in the informal sector, Mr. Kharge said that the Government is establishing several new ITIs and Skill Development Centres to create more employment opportunities.

Significant step undertaken is development initiative under which informal workers will be trained in short term courses. This will be specially helpful for the school drop out and unskilled workers.

Meanwhile, the strike at Manesar plant continues, with workers protesting outside the factory premises. The company's spokesperson however said that operations resumed at Manesar with some of the trained workers from among those who have refused to join the strike. He also said production at the main plant of the company at Gurgaon has resumed after a two-day closure last week due to component supply constraints from Suzuki Power train India.

The Prime Minister Dr.Manmohan Singh left for Pretoria this morning to participate in the fifth tri-lateral India-Brazil-South Africa, IBSA Summit. Deliberations on difficult global financial and economic scenario are expected to dominate during his three day visit to South Africa. The three emerging nations of three different continents will also press for the expansion of the United Nations Security Council in both permanent and non-permanent categories. The Prime Minister in his departure statement said that coordination among IBSA countries in United Nations Security Council, sustainable development, the forthcoming meetings of the Conference of Parties under the United Nations Framework Convention on Climate Change, UNFCCC, and the Conference of Parties to the Kyoto Protocol being hosted by South Africa later this year, & the Rio+20 Conference being hosted by Brazil in 2012, will be discussed. Our Correspondent covering the Prime Minister's visit, reports Dr. Singh during his visit to Pretoria, would hold discussions with the Presidents of Brazil and South Africa on global, regional and bilateral issues of mutual interest.

The Plenary Session on Tuesday will be preceded by the trilateral meeting of Foreign Ministers and forums on various topics like Commerce and Women and Child Development. South Africa is also hosting a large number of working groups which include Agriculture, Defence, Energy and Science and Technology. The three leaders will discuss possible steps that need to be taken to address the economic situation. The Indian High Commissioner to Pretoria, Veerendra Gupta while speaking to All India Radio at Pretoria, said that a joint declaration will be issued and an MoU among the Diplomatic Academies of IBSA countries will be signed at the summit. Mr. Gupta said, this will display the importance of South-South Cooperation among the three participating countries. The High Commissioner also said that IBSA brings together three large democracies from three different continents facing common aspirations and challenges.

The Finance Minister Mr. Pranab Mukherjee has exuded confidence that the country will attain 8.5 to 9 percent growth in the medium to long term. The statement assumes significance in the wake of slowing economy in the West and a sovereign debt crisis in Euope. Inaugurating a function to mark the Silver Jubilee celebrations of India and Asian Development Bank partnership, in New Delhi today, Mr. Mukherjee, however, cautioned that India has to be on alert and respond to the emerging challenges and concerns to achieve the desired objectives.

India remains firmly on a high JDB growing path of 8.5 to 9 percent. We however need to be alert and respond to emerging challenges and concerns in a timely manner as we make efforts to achieve our potential as a young fast growing Nation.

The Minister said that infrastructure development is critical for enhancing productivity and sustaining growth momentum. Mr. Mukherjee also sought ADB's help in improving India's food productivity in order to check the volatility in food prices. Mr.Mukherjee said higher inflation is a matter of great concern and urged the bank to see how the social protection schemes can be better designed to help the poor and needy. He strongly advocated to forge bonds of Asian unity and said that the bank can play an effective role to bring the entire Asia community together on one platform.

The Re-emergence of Asia on the world stage calls for renewable efforts to develop on Asian consciousness and four strong bonds of Unity within the region. Asian development bank have pursued and encouraged sub-regional co-operation within Asia through the South Asia sub-regional economic co-operation programme.

The President has urged the world aviation industry to partner with India’s growing civil aviation sector. The International Civil Aviation Conference being held for the first time in India and inaugurated by President Smt. Pratibha Devisingh Patil will provide a platform for showcasing the capability of India’s civil aviation sector. This conference for aviation negotiators from different countries is to conduct bilateral air services negotiations in a central meeting place. Over 300 delegates from 65 countries are attending this conference. India is the ninth biggest civil aviation market in the world and has bilateral air services agreements with 108 countries. The ICAN conference 2011 is an opportunity for promoting the aviation profile of India and tapping its industrial and tourism potential. In Tamilnadu, Polling for the first phase of the local body elections began today. Mayors for ten corporations including Chennai will be elected directly. Chief Minister Ms. J. Jayalalithaa, DMK Chief Mr. M. Karunanidhi and other leaders exercised their franchise along with others.
Electronic Voting machines are being used for the first time in the urban areas in this election. A local holiday has been declared to enable voters to exercise their franchise. The State Election Commission has made elaborate arrangements throughout the State.

The polling has been by and large peaceful except for some small incidents in some places of the State.

In Kerala, CPIM led opposition walked out of the state assembly protesting against alleged freight hike by Indian Railways. Seeking permission for an adjournment motion, former minister Elamaram Karim said that six per cent hike in freight by railways has caused heavy burden on a consumer state like Kerala. Countering opposition allegation Chief Minister Oommen Chandy clarified that railways did not increase freight rate during the last one year.

In Uttar Pradesh one more MLA of the state Assembly has been disqualified from the House under anti-defection law. Assembly Speaker Sukhdeo Rajbhar today disqualified rebel ruling Bahujan Samaj Party MLA Krishna Kumar Singh alias Satish Verma, who had recently defected to the Samajwadi Party. The Speaker has said the action has been taken on the petition filed by BSP state unit President Swami Prasad Maurya against Mr. Verma. He was an MLA from Mallawan constituency in Hardoi district. His disqualification has come into effect from August 3.

The bail application of former minister and MLA in Karnataka, Katta Subramanya Naidu was rejected by Lokayuktha Special Judge N K Sudhindra Rao today in Bangalore. He was however allowed to undergo treatment for cancer in any hospital of his choice in India but under surveillance by the Jail authorities. Katta is accused of misusing his power as the Industries minister to allot and process 325 acres of land to the Itaska company.

In Manipur, at least three jawans of Assam Rifles were injured in a landmine blast at Litan in Ukhrul District today. Police sources at Imphal said, the blast took place at around six hours this morning while three vehicles of the Assam Rifles were coming towards Imphal from Ukhrul.

Aircraft carrier Admiral Gorshkov will be delivered to India from Russia on scheduled time. Defence sources said in New Delhi today that though the sea trials of the aircraft carrier have been postponed for another five to six months due to the onset of winters in Russia, this will, however, not affect the delivery schedule. He said now all the trials will be held in the harbor during the winter and then the sea trials will be carried after the winter is over.

Reports from Yemen say there has been heavy fighting in the capital Sanna overnight between troops loyal to President Ali Abdullah Saleh and forces opposed to his rule. Explosions and gunfire have been heard in and around the city. At least three people were killed in the city centre. Earlier, troops opened fire on tens of thousands of people marching in the capital Sanaa to call for President Saleh's resignation.

In New Zealand, workers involved in salvage operations of a grounded container ship off the country's coast have said that they are expecting more leakage of oil into the sea. They have managed to pump only about 20 tons of heavy fuel from the crippled ship overnight, leaving at least 1,300 more tons of oil in the tanks. Around 300 tons of Oil has already leaked from the Liberian-flagged Rena.

The Voice of America reports that the, Chinese Commerce Ministry said that China-EU trade exceeded trade between the United States and Europe for the first time in July. हरियाणा जनहित कांग्रेस और भारतीय जनता पार्टी गठबंधन के कुलदीप बिश्नोई ने हिसार संसदीय सीट का उपचुनाव जीत लिया है। उन्होंने भारतीय राष्ट्रीय लोकदल के उम्मीद्वार अजय सिंह चौटाला को छह हजार तीन सौ २३ वोटों से हराया। श्री बिश्नोई को तीन लाख ५५ हजार ९ सौ ४१ वोट मिले, जबकि श्री चौटाला ने तीन लाख ४९ हजार ६ सौ १८ वोट प्राप्त किए। कांग्रेस उम्मीदवार जयप्रकाश को एक लाख ४९ हजार सात सौ ८५ वोट मिले। इस उपचुनाव में कुल  चालीस उम्मीदवार मैदान में थे।

महाराष्ट्र में खड़कवासला विधानसभा सीट भारतीय जनता पार्टी के भीमराव तापकीर ने जीती है। उन्होंने सत्तारूढ़ राष्ट्रवादी कांग्रेस पार्टी की उम्मीदवार हर्षदा वंजाले को साढ़े तीन हजार से अधिक वोटों से हराया।

उधर, आन्ध्रप्रदेश में बांसवाड़ा विधानसभा उपचुनाव तेलंगाना राष्ट्र समिति ने जीत लिया है। पार्टी उम्मीदवार पी० श्रीनिवास रेड्डी ने अपने निकटतम प्रतिद्वन्द्वी कांग्रेस के श्रीनिवास गौड को ४९ हजार , आठ सौ नवासी वोटों के अन्तर से हराया।

कांग्रेस ने कहा है कि वह उपचुनावों के नतीजों पर मंथन करेगी। पार्टी प्रवक्ता रेणुका चौधरी ने हिसार उपचुनाव के नतीजों पर प्रतिक्रिया व्यक्त करते हुए कहा कि यह सीट हाल के वर्षों में कांग्रेस का मजबूत गढ़ नहीं रही है।

उधर, भारतीय जनता पार्टी ने इन परिणामों को भ्रष्टाचार के खिलाफ लोगों की जीत बताया है। पार्टी प्रवक्ता शाहनवाज हुसैन ने कहा कि भ्रष्टाचार के खिलाफ कोई कार्रवाई न किये जाने के कारण आम लोग कांग्रेस से निराश हैं।

ये पूरी तरह से देश की जनता की जीत है भ्रष्टाचार के खिलाफ आवाज बुलंद करने वालों की जीत है और कांग्रेस के लिए अलार्म है कि अभी भी वो भ्रष्टाचार को कवरअप करना बंद करें लोगों में कांग्रेस के प्रति गुस्सा है उसका प्रकटीकरण है यह चुनाव नतीजा।

खेल मंत्रालय ने क्रिकेट खिलाड़ियों को विश्व डोपिंग निषेध एजेंसी-वाडा के कुछ नियमों से मुक्त रखने का फैसला किया है। केन्द्रीय खेल मंत्री अजय माकन ने आज नई दिल्ली में नये खेल विधेयक का मसौदा जारी करने के बाद बताया कि इसके अनुसार वाडा के मापदंडों के प्रतिकूल होने की स्थिति में सभी राष्ट्रीय खेल संगठनों को अपने-अपने अंतर्राष्ट्रीय परिसंघों के नियमों का पालन करने की छूट होगी। उन्होंने कहा कि संशोधित विधेयक को फिर से मंत्रिमंडल को भेजा जाएगा। मंत्रिमंडल ने खेल मंत्रालय से विधेयक के कुछ प्रावधानों पर फिर से गौर करने को कहा था।
श्री माकन ने कहा कि नये मसौदे में अपीली खेल ट्रिब्यूनल बनाने का भी प्रस्ताव है, जो राष्ट्रीय खेल परिसंघों की मान्यता से सम्बन्धित विवादों का स्वतंत्र रूप से समाधान करेगा। खेलमंत्री ने बताया कि इससे इन संगठनों के नियंत्रण में सरकारी हस्तक्षेप सम्बन्धी आशंकाएं समाप्त हो जाएंगी। श्री माकन ने आशा व्यक्त की कि नये मसौदे में अधिकारियों की आयु और कार्यकाल के वही मापदंड रखे गए हैं जो पिछले मसौदे में थे, इसलिए मंत्रिमंडल इसे स्वीकृति दे देगा। मापदंडों के अनुसार ७० वर्ष से ज्यादा आयु वाले अथवा तीन कार्यकाल पूरे कर लेने वाले किसी व्यक्ति को किसी सरकारी खेल संगठन का अध्यक्ष नहीं बनाया जा सकेगा।

जब अंतर्राष्ट्रीय ओलम्पिक समितियों में उम्र का मानदण्ड ७० साल रखा गया है, तब हमारे पदाधिकारियों की उम्र ७० साल से ज्यादा क्यों हो? अगर आईसीसी चाहता है कि बीसीसीआई डोपिंग पर प्रतिबंध लगाये तब जो आईसीसी ने कहा है वहीं देश के लिए स्वीकाय होगा।

सरकार ने कोल इंडिया के प्रत्येक कर्मचारी को बीस हजार रुपये का वार्षिक बोनस देने की घोषणा की है। इस घोषणा के साथ ही कर्मचारियों के लिए अधिक बोनस के विवादास्पद मुद्दे का समाधान हो गया है। आज नई दिल्ली में विभिन्न मजदूर संघ नेताओं के साथ बैठक के बाद कोयला मंत्री श्रीप्रकाश जयसवाल ने बोनस के बारे में यह फैसला लिया। बैठक के बाद श्री जयसवाल ने पत्रकारों को बताया कि इसके अलावा कोल इंडिया की विभिन्न इकाईयों में काम करने वाले ठेका मजदूरों को एक हजार रुपये दिवाली के उपहार स्वरूप भी मिलेंगे। मजदूर संघों के नेताओं ने सरकार के इस फैसले का स्वागत किया है।

वित्तमंत्री प्रणब मुखर्जी ने कहा है कि यूरोपीय देशों को ऋण संकट का समाधान खुद ढूंढना होगा और नगदी जरूरतों का सही आकलन करना होगा। नई दिल्ली में आज एशियाई विकास बैंक सेमीनार में श्री मुखर्जी ने कहा कि जी-२० देशों के वित्त मंत्रियों ने विचार व्यक्त किया है कि यूरोपीय देशों को मिलकर ऋण संकट का समाधान ढूंढना होगा।
वित्तमंत्री ने विश्वास व्यक्त किया कि साढ़े आठ से नौ प्रतिशत की विकासदर हासिल कर ली जायेगी।

भारत सकल घरेलू उत्पाद से साढे आठ से नौ प्रतिशत की वृद्धि दर हासिल करने के लिए दृढ़ संकल्प है। भारत को वृद्धि दर का यह लक्ष्य प्राप्त करने के लिए उभरती चुनौतियों से सावधान रहने की जरूरत है।
वित्तमंत्री ने मुद्रास्फीति की ऊंची दर को चिन्ता का विषय बताते हुए एशियाई विकास बैंक से कहा कि वह यह देखे कि सामाजिक सुरक्षा योजनाएं बेहतर ढंग से बन सकें ताकि गरीबों और जरूरतमदांें की मदद हो सके।
एशियाई विकास बैंक के अध्यक्ष हारुहिको कुरोदा ने कहा कि बैंक ग्रामीण विकास, जल संसाधनों के प्रबंधन, कृषि व्यापार, बुनियादी सुविधाओं के विकास और वित्तीय भागीदारी के क्षेत्रों में भारत से सहयोग और मजबूत बनाने के लिए प्रतिबद्ध है।

वित्त मंत्रालय को उम्मीद है कि अगले वर्ष मार्च के अंत तक मुद्रास्फीति की दर घटकर सात प्रतिशत हो जायेगी। आर्थिक मामलों के सचिव आर० गोपालन ने नई दिल्ली में आज पत्रकारों से बातचीत में माना कि मौजूदा मुद्रास्फीति की दर काफी ऊंची है।
हमारे संवाददाता ने बताया है कि खाद्य और विनिर्मित वस्तुओं के दामों में लगातार बढ़ोत्तरी होने के कारण पिछले महीने मुद्रास्फीति की दर बढ़कर नौ दशमलव सात दो प्रतिशत हो गई, जबकि एक साल पहले इसी अवधि में यह आठ दशमलव नौ आठ प्रतिशत थी।

गुजरात में अहमदाबाद की जिला और सत्र अदालत ने आज राज्य सरकार को एक बड़ा झटका देते हुए निलम्बित आई पी एस अधिकारी संजीव भट्ट को जमानत दे दी। संजीव भट्ट को १८ दिन की न्यायिक हिरासत के बाद रिहा किया गया है। उन्हें एक पुलिस कान्सटेबल के० डी० पंत द्वारा दायर एफ.आई.आर. के बाद पिछले महीने गिरफ्‌तार किया गया था। पंत ने अपनी एफ.आई.आर. में आरोप लगाया था कि गुजरात दंगों से सम्बन्धित एक झूठे हलफनामे पर उनसे जबर्दस्ती हस्ताक्षर कराये गये।

कर्नाटक में विशेष लोकायुक्त अदालत ने पूर्व मुख्यमंत्री बी.एस. येडियुरप्पा के खिलाफ भूमि घोटाले के तीसरे मामले की सुनवाई इस महीने की २९ तारीख तक स्थगित कर दी है। जमीन की अधिसूचना रद्द करने के मामले में येडियुरप्पा और उनके परिवार के सदस्यों पर सिराजिन बाशा द्वारा दायर किये गए अनियमितताओं के पांच मुकदमों में से अदालत ने दो मामलों में जमानत नामंजूर कर दी है। तीसरे मामले की सुनवाई के दौरान आज अदालत ने लोकायुक्त पुलिस को निष्कर्षों को सूचीबद्ध करने और कल उन्हें पेश करने के निर्देश दिए हैं।
इस बीच, येडियुरप्पा ने दो मामलों में निचली अदालत के फैसले के खिलाफ उच्च न्यायालय में जमानत की अर्जी दाखिल की। इस पर कल सुनवाई हो सकती है। येडियुरप्पा का जयदेव इंस्टीट्यूट ऑफ कार्डियोलॉजी में इलाज चल रहा है।

उच्चतम न्यायालय ने सामाजिक कार्यकर्ता अण्णा हजारे के गैर-सरकारी संगठन हिन्द स्वराज ट्रस्ट को दिए गए धन में कथित अनियमितता के मामले में जनहित याचिका को सुनवाई के लिए स्वीकार कर लिया है। न्यायालय ने इस बारे में अण्णा हजारे, केन्द्र  और महाराष्ट्र सरकार को नोटिस जारी किया है। याचिकाकर्ता ने १९९५ में इस ट्रस्ट को सरकार द्वारा मंजूर की गई धनराशि के दुरूपयोग का श्री हजारे पर आरोप लगाया है और इस मामले की सी.बी.आई. से जांच कराने की मांग की है।

आंध्रप्रदेश में आज तेलंगाना क्षेत्र में आयोजित बंद शांतिपूर्ण रहा। तेलंगाना संयुक्त कार्रवाई समिति ने पिछले दो दिनों में रेल रोको आंदोलन के दौरान अपने नेताओं की गिरतारी के खिलाफ विरोध प्रदर्शन के लिए यह बंद किया था। इस क्षेत्र में बंद की प्रतिक्रिया मिलीजुली रही और  राजधानी हैदराबाद से अधिक इसका असर, जिलों में देखने को मिला।

प्रधानमंत्री भारत-ब्राजील और दक्षिण अफ्रीका के संगठन इब्सा के पांचवें शिखर सम्मेलन में भाग लेने के लिये आज प्रीटोरिया पहुंच गए हैं। डॉक्टर मनमोहन सिंह की दक्षिण अफ्रीका की तीन दिन की यात्रा के दौरान विश्व की कठिन आर्थिक और वित्तीय परिस्थितियों पर प्रमुख रूप से चर्चा होने की सम्भावना है। अलग-अलग महाद्वीपों के उभरते हुए तीनों देश संयुक्त राष्ट्र सुरक्षा परिषद की स्थायी और अस्थायी सदस्यता के विस्तार पर भी जोर देंगे। रवाना होने से पहले प्रधानमंत्री ने कहा कि इस यात्रा के दौरान संयुक्त राष्ट्र सुरक्षा परिषद में इब्सा देशों के बीच तालमेल, सतत्‌ विकास और जलवायु परिवर्तन पर संयुक्त राष्ट्र फ्रेमवर्क समझौते से जुड़े पक्षों के सम्मेलन, दक्षिण अफ्रीका में इसी वर्ष क्योतो समझौते से सम्बद्ध पक्षों के सम्मेलन तथा ब्राजील में २०१२ में  रियो प्लस ट्वेन्टी सम्मेलन के बारे में भी विचार-विमर्श होगा।

राष्ट्रपति श्रीमती प्रतिभा देवी सिंह पाटील ने विश्व उड्डयन उद्योग से भारत के तेजी से आगे बढ़ते नागरिक उड्डयन क्षेत्र के साथ भागीदारी करने को कहा है। उन्होंने कहा कि सरकारों को लगातार नए आपसी समझौते करते रहना चाहिए, ताकि वे नये और उभरते हुए बाजारों से संबंध कायम कर सकें। श्रीमती पाटील आज सवेरे मुम्बई में चौथे अंतर्राष्ट्रीय नागरिक उड्डयन सम्मेलन के उद्घाटन समारोह में बोल रहीं थी।
राष्ट्रपति ने कहा कि अंतर्राष्ट्रीय नागरिक उड्डयन वार्ता से संबंधित यह सम्मेलन पारस्परिक समझौतों के लिए कई देशों को एक महत्वपूर्ण मंच प्रदान करेगा।

In Haryana, Mr. Kuldeep Bishnoi of the Haryana Janhit Congress and Bhartiya Janta Party alliance today won the Hissar Parliamentary by poll by defeating his nearest rival Ajay Singh Chautala of the Indian National Lok Dal by a margin of 6, 323 votes. Bishnoi secured 3, 55, 941 votes while Chautala got 3, 49, 618 votes. The Congress candidate Jai Parakash managed to get 1, 49, 785 votes only. There were total 40 candidates in fray in the by election. The HJC-BJP candidate Kuldeep Bishnoi secure nearly 9 per cent more votes as compared to his father Bhajan Lal who won the poll in 2009 after securing 29.99 per cent votes. In Maharashtra, BJP candidate Mr. Bhimrao Tapkir won by over 3500 votes in Khadkwasala assembly by-election today. He defeated the ruling Nationalist Congress party, NCP candidate Ms. Harshada Wanjale. In Andhra Pradesh, the Telangana Rastra Samithi today bagged the Banswada Assembly constituency in the by-election. TRS candidate P Srinivasa Reddy won the seat by a margin of 49,889 votes over his nearest Congress rival Srinivas Goud. In the Bihar bye polls, the Janata dal (United) has retained the Daraunda assembly seat. AIR Patna correspondent reports that the JD (U) candidate Kavita Kumari defeated her nearest rival Parmeshwar of the RJD by a margin of 20,092 votes. JD(U)'s Kavita Kumari got 51 thousand 754 votes while the RJD candidate Parmeshwar Singh got thirty one thousand 662 votes. The Congress today said that the party will introspect on the by-elections results. Talking to reporters in New Delhi today, party spokesperson Renuka Chaudhary said that the party does course correction after every election irrespective of the results. Commenting on the result of Hissar by election she added that the seat was never a strong hold of the Congress party in recent past.

The by election or any other election results' victory or loss are always markers for us for course correction. We never sit back if we have won and we are not going to sit back if we have lost. We will ensure that we go back to our people, to our workers, to our cadres and strengthen the party.

The BJP today said that result of the by-polls in Haryana, Bihar, Maharashtra and Andhra Pradesh is the victory of the people against corruption. Briefing reporters in New Delhi today, party spokesman Shahnawaz Hussein said that the people are frustrated by the Congress for its inaction against corruption.

It is a victory of the people of the country and victory of those who raise voice against corruption. And it is an alarm for the Congress to stop covering up corruption. It is a result of people's collective anger against corruption.

The Sports Ministry today decided to exempt cricketers from some of the rules of the World Anti-Doping Agency,WADA. Speaking to reporters in New Delhi today after unveiling the new draft Sports Bill , the Sports Minister Ajay Maken said the revised Bill allows the national bodies to follow the rules of their international federations even if they are in conflict with the WADA norms. He said that the revised Bill will be re-sent to the Cabinet . Earlier the cabinet had asked the ministry to rework certain provisions. The other provisions of the draft bill include the age and tenure limitation of the Indian Olympic Association and National Sports Federations officials.

Mr. Maken said that the new draft also proposes to form the Appellate Sports Tribunal which will settle the disputes on recognition of the National Sports Federations independently. The tribunal proposes to have members from the Indian Olympic Association and retired judges from the Supreme Court. Mr. Makan said that this will remove apprehensions regarding government’s interference to control these bodies.

The norms clearly say that no person beyond 70 years of age and after three tenures will be able to preside over any sports organization.

When 70 years is the age norms for international Olympic Council why should our office bearer be more then 70. If ICC wants BCCI to enforce certain norms on doping then what ICC has said , shall prevail upon in the country.

The Government has announced 20 thousand rupees annual bonus for each Coal India worker. With this announcement, the contentious issue related to higher bonus for workers has been resolved. Earlier Coal India had offered 17 thousand rupees annual bonus for workers but it was not accepted. A decision to this effect was taken by Coal Minister Shriprakah Jaiswal after holding a meeting with various trade union leaders in New Delhi today. Briefing reporters after the meeting, Mr Jaiswal said that apart from this, the contract workers working in various units of Coal India will also get 1000 rupees Diwali gift. Our correspondent reports that Union leaders have hailed the decision of the government.

In Andhra Pradesh, the Bandh passed off peacefully today in the Telangana region. The Telangana Joint Action Committee called for the Bandh in protest against the arrests of its leaders during the Rail Roko agitation in the last two days. The Bandh evoked mixed response in the region as its impact was more visible in the districts than in the state capital, Hyderabad. Meanwhile, Telangana Teachers association, has announced that they would attend duties from tomorrow. However, some more teachers’ associations are yet to announce their stand on the Strike. In a major set back to the Gujarat Government, the District Session Court in Ahmedabad today granted bail to the suspended IPS officer Sanjiv Bhatt. District Sessions Judge VK Vyas pronounced his order after hearing the arguments of special public prosecutor SV Raju and Bhatt's advocate IH Syed. Our Ahmedabad Correspondent reports that Sanjiv Bhatt has been released after 18 days in judicial custody. He was arrested on 30th September in connection with FIR filed by a police constable K.D.Pant. Earlier, Bhatt had filed an affidavit in the Supreme Court alleging complicity by Chief Minister Narendra Modi during post-Godhra riots. Later, he was charge sheeted by the state Government and suspended for alleged unauthorized absence from duty.

In Karnataka, a Special Lokayukta court today adjourned the hearing of the third land scam case filed against former Chief Minister B S Yeddyurappa till the 29th of this month. Out of five cases filed against Yeddyurappa and his family members by Sirajin Basha on irregularities in land denotification case, the court has rejected bail in two cases. In the third case that was taken up today Judge N K Sudhindra Rao looked into the Lokayukta police report which investigated the allegations against Yeddyurappa. The court directed the Lokayuktha police to index the findings and submit it tomorrow. Meanwhile Yeddyurappa submitted the bail plea application in the High court today against the lower court order in the two cases.

The Supreme Court today agreed to hear a PIL on alleged siphoning-off of funds given to an Non Government Organization, Hind Swaraj Trust run by social activist Anna Hazare. The apex court issued notices to Anna Hazare, CBI, the Centre and Maharashtra government in connection with the the case. A bench of the court sought the governments' response on the petition.

The Supreme Court today admitted a special leave petition filed by former Union Law Minister and senior counsel Shanti Bhushan in connection with income tax waiver on expenses incurred on his heart surgery. Bhushan has requested for treating his heart as a plant for the purpose of granting him income tax wavier. A bench of the court said since an interesting question of law on the status of human heart for the purpose of tax calculation has arisen, it would examine the issue at length.

The Prime Minister Dr. Manmohan Singh has arrived in Pretoria this evening to participate in the fifth tri-lateral India-Brazil-South Africa, IBSA Summit. Deliberations on difficult global financial and economic scenario are expected to dominate during his three day visit to South Africa. The three emerging nations of three different continents will also press for the expansion of the United Nations Security Council in both permanent and non-permanent categories. Our Correspondent covering the Prime Minister's visit, reports that Dr Singh will also have bilateral meetings with the Brazilian President Dilma Rousseff and South African President Jacob Zuma.

Mr. Uday Kumar Varma has been appointed the new Secretary in the Ministry of Information & Broadcasting. An IAS Officer of the 1976 batch, Mr. Varma succeeds Mr. Raghu Menon following his superannuation. Mr. Varma was working as Secretary in the Ministry of Micro, Small and Medium Enterprises prior to this assignment. He has also worked as special Secretary and Additional Secretary in the Ministry of Information and Broadcasting before he took over as Secretary in Ministry of Micro Small and Medium enterprises.

The Finance Minister Mr. Pranab Mukherjee has exuded confidence that the country will attain 8.5 to 9 percent growth in the medium to long term. The statement assumes significance in the wake of slowing economy in the West and a sovereign debt crisis in Europe. Inaugurating a function to mark the Silver Jubilee celebrations of India and Asian Development Bank partnership, in New Delhi today, Mr. Mukherjee, however, cautioned that India has to be on alert and respond to the emerging challenges and concerns to achieve the desired objectives.

India remains firmly on a high GDP growing path of 8.5 to 9 percent. We however need to be alert and respond to emerging challenges and concerns in a timely manner as we make efforts to achieve our potential as a young fast growing Nation.

The Sensex at the Bombay Stock Exchange fell 58 points, or 0.3 percent, to 17,025, on profit-booking in blue-chips, today. The Nifty lost 14 points, or 0.3 percent, to 5,118. But stock markets in Japan, China, Hong Kong, Singapore, and South Korea rose between 0.5 percent and 2 percent. The rupee appreciated 8 paise, to 48.95 against the dollar. Gold rose 25 rupees, to 27,190 rupees per ten grams in Delhi. Silver gained 250 rupees, to 53,800 rupees per kilo. When reports last came in , India were 210 for 2 in reply to England's score of 237. A brilliant batting display by Gautam Gambhir and Virat Kohli have put India in a strong position . Fast bowler Vinay Kumar produced his best ODI bowling figures with a four wicket haul. After electing to bat first, England got off to a worst possible start when they lost both the openers without any score, thereby forcing a slow start from the visitors.
