भारत और पाकिस्तान के बीच वाणिज्य सचिव स्तर की दो दिन की वार्ता आज नई दिल्ली में शुरू होगी। बैठक के दौरान दोनों देशों के बीच आपसी व्यापार को बढ़ावा देने पर विचार होगा। वाणिज्य सचिव राहुल खुल्लर पाकिस्तान के वाणिज्य सचिव ज+फर महमूद से बातचीत करेंगे। श्री खुल्लर ने कहा है कि दोनों पक्षों को बैठक से सकारात्मक परिणामों की उम्मीद है। श्री महमूद ने नई दिल्ली पहुंचने पर संवाददाताओं से कहा कि दोनों देशों के बीच व्यापारिक संबंध सर्वाधिक तरजीह वाले देश का दर्जा-एमएफएन दिये बगैर सामान्य नहीं हो सकते क्योंकि दोनों देश विश्व व्यापार संगठन के सदस्य हैं और विश्व व्यापार संगठन सभी सदस्य देशों के बीच एमएफएन संबंधं चाहता है। हमारी संवाददाता ने बताया है कि इस बैठक में दोनों देशों के व्यापार में हो रही प्रगति की समीक्षा की जायेगी।

वाणिज्य सचिवों की बैठक एक ऐसे समय पर हो रही है जब दोनों देशों के प्रधानमंत्रियों ने व्यापार को बढ़ावा देने की प्रक्रिया में तेजी लाने पर बल दिया है। भारत और पाकिस्तान ने तरजीह व्यापार करार स्थापित करने का भी निर्णय लिया है, जिससे बहुत से उत्पादों के कर में भी कमी आएगी। यह उम्मीद की जा सकती है कि पाकिस्तान भारत द्वारा निर्यात किये जा रहे उत्पादों की प्रतिबंधित सूची में भी कमी कर सकता है इससे भारत से कपड़ों, इंजीनियंरिग के सामान, रसायनिक पदार्थों और कच्चे माल के निर्यात में बढ़ोत्तरी होगी। इस बैठक के बाद पाकिस्तान द्वारा भारत को तरजीह देश का दर्जा देने के बारे में भी स्थिति स्पष्ट होने की उम्मीद है। आकाशवाणी समाचार के लिए विजय रैना के साथ दिल्ली से मैं सुमिता यादव।''

वित्तमंत्री प्रणब मुखर्जी ने कहा है कि वैश्विक आर्थिक संकट का भारत पर असर होता रहा है, लेकिन इससे घबराने की जरूरत नहीं है। एसोचैम के सदस्यों की कोलकाता में हुई बैठक में श्री मुखर्जी ने कहा कि जरूरत हुई तो सरकार कड़े फैसले लेने से नहीं हिचकिचाएगी।


मुश्किल वक्त का सामना जुझारूपन से ही किया जा सकता है। भारत के लिए शायद ये यही समय है। भारतीय अर्थवव्यवस्था को मज+बूत होना होगा और वित्त मंत्री के रूप में मैं आश्वासन देना चाहूंगा कि हम सही समय पर कड़े फैसले लेने से पीछे नहीं हटेंगे।''
वित्तमंत्री ने कहा कि वर्ष २००८ और २०११ में आए संकट से कुछ विपरीत असर हुए थे, लेकिन इसका मतलब हताश होना नहीं है। उन्होंने बताया कि यूरोजोन पर छाए संकट का हमारी अर्थव्यवस्था पर कुछ विपरीत असर पड़ सकता है।

३१वां भारतीय अंतराष्ट्रीय व्यापार मेला आज से दिल्ली के प्रगति मैदान में शुरू हो रहा है। यह २७ नवम्बर तक चलेगा। भारतीय हस्तशिल्प और लघु तथा मध्यम उद्यमों के उत्पाद मेले में प्रमुख आकर्षण होंगे। केन्द्रीय वित्त मंत्री प्रणब मुखर्जी मेले का उद्घाटन करेंगे। हमारे संवाददाता ने बताया है कि भारतीय हस्तशिल्प इस बार व्यापार मेले का विषय है ।


इस मेले में पश्चिम बंगाल और झारखंड को सहयोगी राज्य का दर्जा दिया गया है। जबकि बिहार और उड़ीसा को फोकस राज्य का दर्जा मिला है। मेले में विभिन्न मंत्रालयों के पेवेलियन भी होंगे। मेले का पहला पांच दिन व्यापारियों के लिए खुला रहेगा, जबकि आम लोग इस मेले में १९ नवम्बर से प्रवेश कर सकेंगे। व्यापारी वर्ग के लिए प्रवेश टिकट की दर चार सौ रुपय रखी गई है, जबकि आम लोगों में बड़ों के लिए टिकट की दर चालीस रुपये और बच्चों के लिए २० रुपये होगी। अवकाश के दिनों में यह दर ६० रुपये और ३० रुपये होगी। ये टिकट प्रगति मैदान में बने काउंटरों के अलावा दिल्ली मैट्रों के निर्धारित स्टेशनों से भी खरीदे जा सकेंगे। दिल्ली से आकाशवाणी समाचार के लिए आनंद कुमार।

१७वां अंतर्राष्ट्रीय बाल फिल्म महोत्सव आज हैदराबाद में शुरू हो रहा है। एक सप्ताह तक चलने वाले इस समारोह में ३७ देशों की १५२ फिल्में दिखाई जाएंगी। चिल्ड्रन फिल्म सोसाइटी ऑफ इंडिया और आंध्रप्रदेश सरकार संयुक्त रूप से इसका आयोजन कर रहे हैं। सूचना और प्रसारण राज्य मंत्री मोहन जटुआ आज शाम एक भव्य समारोह में फिल्म महोत्सव का उद्घाटन करेंगे।

हिमाचल प्रदेश में प्लास्टिक और पॉलिथिन कचरे के उपयोग से ८६ किलोमीटर लम्बी सड़क का सफलतापूर्वक निर्माण किया गया है। हमारी शिमला संवाददाता ने खबर दी है कि प्लास्टिक कचरे के प्रदूषण से पर्यावरण को बचाने की दिशा में यह एक कारगर प्रयास है।

हिमाचल प्रदेश में पॉलिथीन बैग व डिस्पोजेबल प्लास्टिक के वस्तुओं पर प्रतिबंध लगाने के बाद अब इसके कचरे का इस्तेमाल सड़कों को बनाने के लिए किया जा रहा है। यही नहीं प्लास्टिक के कचरे को सरकार लोगों और कबाड़ इकट्ठा करने वालों से तीन रुपये प्रति किलों के हिसाब से खरीद रही है, ताकि लोग कचरा इधर-उधर न फेंके वैज्ञानिकों के अनुसार जहां एक ओर ये सड़के पर्यावरण मित्र है वहीं इसकी लागत भी काफी कम है और ये काफी समय तक दुरूस्त रहती है। नंदनी मित्तल आकाशवाणी समाचार शिमला।''

The two-day Commerce Secretary level talks between India and Pakistan begin in New Delhi today to give an impetus to bilateral trade. Commerce Secretary Rahul Khullar will hold a discussion with his Pakistani counterpart Zafar Mehmood. Mr. Khullar said both sides are extremely optimistic about the positive outcome of the meeting. Mr Mehmood told reporters on his arrival in New Delhi that trade relations between the two countries cannot normalise without invoking the Most Favoured Nation, MFN status because the two are signatory to the World Trade Organisation. He said that the WTO obligates all members to observe the MFN status. Our correspondent reports that the two Commerce Secretaries will also examine the progress made in the area of trade and commerce since their last meeting.
"The meeting takes place immediately after the Prime Ministers of India and Pakistan decided to put on fast track the process to realise full potential of bilateral trade. New Delhi and Islamabad have also decided to have a preferential trade agreement paving the way for tariff reduction in a number of items. With the emerging scenario It is expected that Pakistan will prune the negative list of items exported to that country. This will help grow export of textiles, engineering goods, chemicals and raw materials to Pakistan . With the clarity expected after the meeting on Pakistan granting most favoured nation status to India. Indian handicrafts from all over the country and products made by small and medium enterprises will be the major attractions at the 31st India International Trade Fair beginning in New Delhi today. World Diabetes Day is also being observed today to raise public awareness about harmful effects of diabetes. To mark the day, diabetic camps, scientific sessions, seminars, walks and other activities have been planned across the country. Our correspondent reports, recent studies have conclusively established that diabetes is growing in the country at an alarming rate. According to World Health Organization estimates, 346 million people worldwide are diabetic and the figures are likely to double by 2030. In Italy, the President has appointed Mario Monti as Prime Minister and asked to form a new government to tackle an acute debt crisis which prompted the resignation of Silvio Berlusconi. Himachal Pradesh has successfully constructed 86 kilometres of road using plastic and polythene waste. Our correspondent reports that it is an attempt to save the environment from the menace of plastic waste.
"The Himachal Pradesh government has come up with a novel way of laving roads using plastic waste. A target of constructing 150-km long stretch of plastic roads has been set during the current financial year. Till now 86 km of roads were built using this material. According to the experts, the roads built by using the plastic wastes are stronger and long lasting, besides being cheaper than bitumen. The government is also buying plastic wastes from the people paying them nominal price of three rupees per kilogram. NANDINI MITTAL, AIR NEWS, SHIMLA."
Himachal Pradesh is one of the first states in the country to ban the use of plastic. This year the government has also banned the use of disposable plastic plates and cups as well.

       जम्मू कश्मीर के मुख्यमंत्री उमर अब्दुल्ला ने कहा है कि उन्होंने गृहमंत्री पी० चिदम्बरम के साथ राज्य से सशस्त्र बल विशेष अधिकार कानून को आंशिक रूप से हटाने के बारे में बातचीत की है। आज नई दिल्ली में श्री चिदम्बरम के साथ मुलाकात के बाद संवाददाताओं से बातचीत में श्री अब्दुल्ला ने कहा कि उन्होंने विस्थापितों के पुनर्वास मे भी मुख्य रूप से चर्चा की। इससे पहले श्री अब्दुल्ला ने प्रधानमंत्री से मुलाकात की । वे आज ही इस मुद्दे पर बातचीत करने के लिए वित्त मंत्री प्रणव मुखर्जी से भी मिलेंगे। श्री अब्दुल्ला ने कहा कि वे सेना की चिन्ताओं को दूर करने और राज्य के लोगों की आकांक्षाओं को पूरा करने के लिए बीच का रास्ता खोजने का प्रयास कर रहे हैं। मुख्यमंत्री ने कहा कि अलगाववादी, सशस्त्र बल विशेष अधिकार कानून हटाने के पक्ष में नहीं हैं क्योंकि उन्हें दोनों तरफ से फायदा हो रहा है। श्री अब्दुल्ला ने कल रक्षा मंत्री ए० के० एंटनी से मुलाकात की थी और उनके साथ राज्य की सुरक्षा तथा राज्य के कुछ हिस्सों से सशस्त्र बल विशेष अधिकार कानून हटाने की मांग की थी।

 वित्तमंत्री प्रणब मुखर्जी ने कहा है कि यूरोजोन के संकट के कारण कुछ देर के लिए भारत के विकास पर असर पड़ सकता है। वे आज नई दिल्ली में भारत अंतर्राष्ट्रीय व्यापार मेले का उद्घाटन कर रहे थे। श्री मुखर्जी ने कहा कि कुछ विकसित देश संरक्षणवाद का सहारा ले रहे हैं।

 मैं यह कहूंगा कि कुछ विकसित देश अपनी अर्थव्यवस्था के गिरावट के समय में संरक्षणवाद का सहारा ले रहे हैं। ये गंभीर चिंता का विषय है न सिर्फ हमारे निर्यात के लिए बल्कि पूरी विश्व की अर्थव्यवस्था के लिए।
 श्री मुखर्जी ने कहा कि भारत २०१५ तक दुनिया की तीसरी सबसे बड़ी अर्थव्यवस्था बन जाएगा। उन्होंने बताया कि पिछले कई वर्षों से विनिर्माण क्षेत्र ने अच्छा प्रदर्शन किया है। इस्पात, वाहन, कपड़ा तथा अन्य क्षेत्रों में विकास से ये बात जाहिर भी होती है।
 वाणिज्य और उद्योग मंत्री आनंद शर्मा ने बताया कि पिछले कई महीनों से भारत का निर्यात भी बहुत अच्छा रहा है। उन्होंने आशा व्यक्त की कि देश का उद्योग जगत इस वित्त वर्ष में लगभग ३०० अरब डॉलर के निर्यात का लक्ष्य हासिल करने के पूरे प्रयास करेगा।
 हमारे संवाददाता ने बताया कि ३१वें भारतीय अंतर्राष्ट्रीय व्यापार मेले में  भारतीय हस्तशिल्प  और देश के लघु और मध्यम उद्योगों के उत्पादों की भरपूर झलक देखने को मिलेगी। भारतीय कम्पनियों के अलावा लगभग २७ अन्य देश भी इस मेले में हिस्सा ले रहे हैं।  २७ नवम्बर तक चलनेवाले इस मेले के पहले पांच दिन केवल उद्यमियों के लिए आरक्षित रहेंगे। आम जनता के लिए यह मेला १९ से २७ नवम्बर तक खुला रहेगा।
 पश्चिम बंगाल और झारखंड इस वर्ष मेले के भागीदार राज्य हैं। मेले का प्रमुख केन्द्र बिहार और ओडिशा को बनाया गया है।

        भारत और पाकिस्तान के वाणिज्य सचिवों की दो दिन की वार्ता नई दिल्ली में जारी है। भारत के वाणिज्य सचिव राहुल खुल्लर, पाकिस्तान के वाणिज्य सचिव ज+फर महमूद से बातचीत कर रहे हैं। इस बैठक में दोनों देशों के आपसी व्यापार को बढ़ावा देने पर विचार किया जा रहा है।
 वार्ता से पहले श्री खुल्लर ने कहा था कि दोनों पक्षों को इस बैठक के अच्छे परिणाम आने की उम्मीद है। नई दिल्ली पहुंचने पर श्री महमूद ने पत्रकारों से कहा कि दोनों देशों के बीच व्यापारिक सम्बन्ध, सर्वाधिक वरीयता वाले देश एम एफ एन का दर्जा दिये बिना सामान्य नहीं हो सकते। उन्होंने कहा कि दोनों देश विश्व व्यापार संगठन के सदस्य हैं और ये संस्था सभी देशों को एम एफ एन का दर्जा देने को कहती है। यूरोजोन के संकट को देखते हुए आपसी व्यापार बढ़ाना बहुत महत्वपूर्ण हो गया है। इस संकट के कारण पूरे विश्व की अर्थव्यवस्था पर असर पड़ सकता है। हमारी संवाददाता ने बताया है कि भारत और पाकिस्तान ने व्यापार में एक दूसरे को प्राथमिकता देने का समझौता करने का फैसला किया है। इससे अनेक वस्तुओं पर तट कर कम करने का रास्ता खुल जाएगा और आर्थिक गतिविधियां बढ़ेंगी। इससे अगले तीन साल में दोनों देशों के बीच व्यापार दो अरब ६० करोड़ डॉलर तक पहुंचाने का लक्ष्य प्राप्त करने में भी सहायता मिलेगी।

पाकिस्तान द्वारा भारत को सर्वाधिक वरीयता वाले देश का दर्जा देने पर स्थिति स्पष्ट करने के साथ साथ बैठक में दोनों देशों के बीच बिजली व्यापार सभी तरह के पेट्रोलियम उत्पादों का व्यापार बढाने और सूचना टैक्नोलोजी के सैक्टर में सहयोग बढाने पर भी चर्चा होगी। दोनों के बीच एक दूसरे के यहां अपने अपने बैंकों की शाखाएं खोलने पर भी बात हो सकती है। दोनों देशों के व्यापारियों को मल्टी एन्ट्री वीजा देने पर भी बात होगी। भारत और पाकिस्तान के वाणिज्य सचिवों के बीच वार्ता का यह छठा दौर है। पिछली वार्ता अप्रैल में हुई थी। तब भारत के वाणिज्य सचिव राहुल खुल्लर इस्लामाबाद गए थे। उस बैठक को दोनों देशों के बीच आपसी व्यापार बढाने का अहम पडाव कहा गया था। विजय रैना के साथ आकाशवाणी समाचार के लिए दिल्ली से मैं सुमिता यादव।

     उच्चतम न्यायालय ने उत्तरप्रदेश में शशांक शंकर सिंह की केबिनेट सचिव के रूप में नियुक्ति पर प्रश्न उठाया है। श्री सिंह, भारतीय प्रशासनिक सेवा के अधिकारी नहीं हैं और उनकी नियुक्ति पर प्रश्न उठाते हुए न्यायालय ने आज कहा कि इस तरह के महत्वपूर्ण पदों पर नियुक्तियों के लिए नियम निर्धारित हैं। न्यायालय की पीठ ने कहा कि केबिनेट सचिव जैसे पदों पर नियुक्ति के लिए उचित प्रक्रिया होनी चाहिए।
 न्यायालय, मायावती सरकार द्वारा श्री सिंह को उत्तरप्रदेश का केबिनेट सचिव नियुक्त किये जाने को चुनौती देने वाली एक जनहित याचिका पर सुनवाई कर रहा था। याचिका में मांग की गई है कि उन्हें पद से हटाया जाना चाहिए क्योंकि वे भारतीय प्रशासनिक सेवा के अधिकारी नहीं हैं।

     टू जी स्पेक्ट्रम आवंटन मामले पर संयुक्त संसदीय समिति की आज नई दिल्ली में एक और बैठक हो रही है। नियंत्रक और महालेखा परीक्षक विनोद राय और उनके प्रधान लेखा परीक्षक आर० पी० सिंह संयुक्त संसदीय समिति को जानकारी देंगे। उन्हें टू-जी स्पेक्ट्रम आवंटन मामले पर नियंत्रक और महालेखा परीक्षक की रिपोर्ट में बताये गये अनुमानित घाटे पर विवाद के कारण बुलाया गया है।

मानव संसाधन विकास मंत्री कपिल सिब्बल ने कहा है कि कौशल विकास की चुनौतियों का सामना करने के लिए सरकार अगले साल व्यावसायिक शिक्षा की रूपरेखा प्रस्तुत करेगी। मुम्बई में विश्व आर्थिक मंच द्वारा आयोजित भारत आर्थिक शिखर सम्मेलन के अंतिम दिन श्री सिब्बल ने बताया कि २०२२ तक ५० करोड़ कुशल कामगार और २० करोड़ स्नातक तैयार करना इस रूपरेखा का उद्देश्य होगा। उन्होंने इस बात पर जोर दिया कि विभिन्न क्षेत्रों के उद्योगों की आवश्यकता के अनुसार राष्ट्रीय, क्षेत्रीय तथा स्थानीय स्तर पर कौशल विकास की नीति अपनानी होगी।
 श्री सिब्बल ने अगले १० साल में सामने आने वाले अवसरों की तरफ भी मंच का ध्यान खींचा। उन्होंने बताया कि आने वाले वर्षों में पूरी दुनिया में ३० प्रतिशत कुशल कामगार भारत से होंगे। उनका कहना था कि यह अपने आप में एक बहुत बड़ी संभावना है। श्री सिब्बल ने कहा कि जहां सरकार नीतिगत निर्देश तैयार करेगी, वहीं इस चुनौती का सामना निजी क्षेत्र को करना होगा।

 भारत ने विश्व में विशेषकर अपने पड़ोस के क्षेत्र में नशीली दवाओं की तस्करी से निपटने की प्रतिबद्धता दोहराई है। केन्द्रीय वित्त राज्यमंत्री एस एस पलानीमणिकम ने कहा है कि नशीले पदार्थों की तस्करी अंतर्राष्ट्रीय सीमाओं से बाहर निकल गयी है और सभी देशों के एकजुट प्रयासों से ही इसकी रोकथाम की जा सकती है।
 वे आज नई दिल्ली में पेरिस पैक्ट के विशेषज्ञों के कार्यकारी दल की दूसरी बैठक को सम्बोधित कर रहे थे। यह बैठक अफगानिस्तान में अफीम के बारे में सर्वेक्षण पर संयुक्त राष्ट्र नशीली दवा तथा अपराध कार्यालय की २०११ की रिपोर्ट की पृष्ठभूमि में हो रही है। इस रिपोर्ट में बताया गया है कि अफगानिस्तान में पोस्त की अवैध खेती का इलाका सात प्रतिशत बढ़ गया है।
 श्री पलानीमणिकम ने कहा कि बड़े पैमाने पर नशीले पदार्थों के अवैध उत्पादन से समाज के लिए गंभीर खतरा पैदा हो गया है। इनसे न केवल स्वास्थ्य पर बुरा असर पड़ता है, बल्कि अपराध भी बढ़ते हैं।
 हमारे संवाददाता ने बताया कि  ५० से अधिक देश पेरिस पैक्ट इनिशिएटिव- पी पी आई नामक संगठन के सदस्य हैं। इनपर  अफगानिस्तान से अफीम की तस्करी का सीधा असर पड़ता है। ये देश नशीले पदार्थों की बुराई का मिलकर सामना कर रहे हैं।
 दो दिन की बैठक में इन देशों के प्रतिनिधि और विशेषज्ञ हेरोइन के अवैध उत्पादन के लिए इस्तेमाल होने वाले रसायनों की आवाजाही रोकने के उपायों पर चर्चा करेंगे। नशीले पदार्थों की तस्करी के नए-नए तरीकों से निपटने पर भी विचार किया जाएगा।

 भारतीय स्टेट बैंक- एसबीआई- ने किंगफिशर एयरलाइंस से कहा है कि अगर वह  अपने मौजूदा ऋण की अदायगी दूसरी बार नए सिरे से निर्धारित करवाना चाहती है या नए ऋण लेना चाहती है तो उसे ८०० से १००० करोड़ रूपये तक की ताजा पूंजी, खुले बाजार से शेयरों के रूप में उठानी होगी। एसबीआई के प्रबंध निदेशक हेमंत कॉंन्ट्रैक्टर ने मुम्बई में एक समारोह से अलग पत्रकारों से कहा कि कम्पनी को बैंकों को संतुष्ट करना होगा। अगर कम्पनी का संचालन लाभकर नहीं होगा तो ऋण को नए सिरे से निर्धारित करने का कोई फायदा नहीं होगा।
 उधर, पूरी स्थिति की समीक्षा के लिए किंगफिशर एयरलाइंस के बोर्ड की मुम्बई में बैठक हो रही है।

     मुद्रास्फीति की दर में अक्टूबर में कोई खास परिवर्तन नहीं हुआ और यह  ९ दशमलव सात-तीन प्रतिशत रही।  सितम्बर में यह ९ दशमलव सात-दो प्रतिशत थी। मुद्रास्फीति में यह मामूली अंतर खाद्य पदार्थों, ईंधन और विनिर्मित वस्तुओं के दाम बढ़ने के कारण हुई। वार्षिक आधार पर खाद्य पदार्थों की कीमतों में ११ दशमलव शून्य-छह प्रतिशत की वृद्धि दर्ज की गई। सब्जियां २१ दशमलव सात-छह प्रतिशत, फल ११ दशमलव नौ-छह प्रतिशत और दूध ११ दशमलव एक-दो प्रतिशत महंगा हुआ। अंडे, मांस और मछली के दामों में भी १२ दशमलव पांच-नौ प्रतिशत की बढ़ोत्तरी हुई। फाइबर, तिलहन और खनिजों सहित प्रमुख गैर खाद्य वस्तुओं के दाम सात दशमलव सात-एक प्रतिशत बढ़े जबकि विनिर्मित वस्तुओं के दामों में सात दशमलव छह-छह प्रतिशत वृद्धि दर्ज की गई।

   मुम्बई शेयर बाजार का सेन्सेक्स आज शुरूआती कारोबार में ही लगभग दो सौ अंक चढ़ गया। विश्व के बाजार में मजबूती को देखते हुए म्यूचुअल फंडों और छोटे निवेशकों की लिवाली के कारण सूचना टैक्नोलोजी और वित्तीय कम्पनियों के शेयर उठे। अब से कुछ देर पहले यह ४ अंक बढ़कर १७ हजार ..१९७ .पर था।
 नेशनल स्टॉक एक्सचेंज का निफ्टी भी ४ अंक बढ़कर ५ हजार १७३ पर था।
 अर्न्तबैंक विदेशी मुद्रा बाजार में आज डॉलर के मुकाबले रूपया २२ पैसे मजबूत हुआ। एक डॉलर ४९ रूपये ९० पैसे का बोला गया। शुक्रवार को डॉलर ५० रूपये १२ पैसे पर बंद हुआ था।

सरकार बच्चों के लिए शुरू की गई हैल्प लाइन १०९८ का विस्तार देश के १८० और शहरों तक करेगी। अभी ये टोल फ्री नम्बर १७० शहरों में काम कर रहा है। महिला और बाल विकास मंत्री कृष्णा तीरथ ने कहा कि मुसीबत में फंसा कोई भी बच्चा इस नम्बर पर फोन कर सकता है। १२वीं पंचवर्षीय योजना के अन्त तक देश के छह सौ शहरों में ये हैल्प लाइन उपलब्ध होगी। श्रीमती तीरथ आज नई दिल्ली में विभिन्न क्षेत्रों में बच्चों और गैर स्वैच्छिक संगठनों के विशिष्ट योगदान के लिए दिये जाने वाले पुरस्कार समारोह में बोल रही थीं। उन्होंने कहा कि पटाखे न चलाने का अभियान सफल रहा है और अब जल्दी ही बिना दहेज विवाह अभियान शुरू किया जाएगा।
 इस अवसर पर महिला और बाल विकास सचिव डी के सीकरी ने बताया कि देश में जल्दी ही बच्चों के लिए पोषाहार जागरूकता अभियान शुरू किया जाएगा।

समारोह में प्रदर्शित करने के लिए १५२ चित्र पूरी दुनिया से चुने गये हैं। फिल्मोत्सव में दिखाये जाने वाले चित्रों को पहली बार बच्चों की उम्र के हिसाब से तीन ग्रुप्स बनाकर दिखाएंगे। कम्प्टीशन सैक्शन में तीन नई वर्ग भारतीय सिनेमा, लघुचित्र, और छोटे निदेशक बनाए गये हैं और सात चित्र १५ अवार्ड के लिए दावेदार होंगे। इसके अलावा पिछले दशक की ८० फिल्मों को चिल्ड्रन्स वर्ल्ड के नाम पर प्रदर्शित कर रहे हैं। चिल्ड्रन्स फिल्म सोसायटी की फिल्म गट्टू फिल्म समारोह का शुभारंभ करेंगे। आकाशवाणी समाचार के लिए हैदराबाद से लक्ष्मी।

 आज विश्व मधुमेह दिवस है। यह दिन मधुमेह के प्रति लोगों में जागरूकता पैदा करने के लिए मनाया जाता है। हमारे संवाददाता ने बताया है कि सरकार और कई निजी संस्थाओं ने मधुमेह के रोगियों के लिए शिविर लगाए हैं। इस अवसर पर देश भर में सेमीनार आयोजित किये जा रहे हैं।

       हिमाचल प्रदेश के चम्बा जिले के एक पब्लिक स्कूल के ६० छात्रों को अमरीका में नेशनल एयरोनॉटिक्स एण्ड स्पेस एडमिनिस्ट्रेशन नासा के ह्‌यूस्टन और कैनेडी अन्तरिक्ष केन्द्रों का दौरा करने के लिए चुना गया है। हमारी संवाददाता ने बताया है कि छठी से दसवीं कक्षा तक के ये छात्र, नासा द्वारा आयोजित शिविर में भाग लेने के लिए ९ दिसम्बर को अमरीका रवाना होंगे। वे अन्तरिक्ष यान की तकनीक का अध्ययन करेंगे।

        राजस्थान लोक सेवा गारन्टी कानून लागू करने वाले राज्यों में शामिल हो गया है। मुख्यमंत्री अशोक गहलोत ने आज अजमेर में एक समारोह में इसका शुभारम्भ किया। हमारे संवाददाता ने बताया है कि जो अधिकारी इस समय सीमा के अन्दर सेवायें उपलब्ध नहीं करायेंगे, उन्हें इस कानून के तहत सजा देने का प्रावधान है।

लोकसेवा गारंटी कानून लागू होने से राजस्थान के लोग अब कम से कम १५ विभागों से जुड़े कार्य तय समय सीमा में पूरा होने की उम्मीद कर सकते हैं।   ये कानून इन विभागों में भ्रष्टाचार रोकने और इनके कामकाज में पारदर्शिता लाने में भी महत्वपूर्ण साबित होगा। अधिनियम में १०८ कार्यो को निर्धारित समय सीमा में पूरा करने की जिम्मेदारी अधिकारियों पर डाली गई है। इससे वे अपना कार्य अधिक जिम्मेदारी और संवेदनशीलता के साथ करेंगे। ऐसा नहीं करने पर अधिकारियों से पांच हजार रूपये तक का जुर्माना वसूल करने का प्रावधान है, जो सीधा उनके वेतन से काटा जाएगा। भंवरी देवी और पारस देवी मामलों के कारण गरमाई राजस्थान की राजनीति में यह कानून निश्चित तौर पर ठंडी फुहार साबित होगा। प्रेम भारती, आकाशवाणी समाचार, जयपुर।

     राजस्थान उच्च न्यायालय ने सी बी आई को लापता नर्स भंवरी देवी को ढूंढकर एक हफ्‌ते के अन्दर अदालत में पेश करने का निर्देश दिया है। भंवरी देवी के पति की याचिका पर सुनवाई के बाद अदालत ने सी बी आई को एक हफ्‌ते के अन्दर कुछ ठोस परिणाम पेश करने को कहा। सी बी आई ने न्यायालय में एक बंद लिफाफे में स्थिति रिपोर्ट पेश की। न्यायालय ने इस मामले में हो रही प्रगति पर संतोष व्यक्त किया। मामले की अगली सुनवाई इस महीने की २४ तारीख को होगी।

Jammu and Kashmir Chief Minister Omar Abdullah today said that he discussed with Home Minister P Chidambaram partial removal of the Armed Forces Special Powers Act, the AFSPA from the state. Speaking to reporters in
New Delhi after meeting P Chidambaram he said the rehabilitation of migrants also figured prominently in the talks.  Earlier he met the Prime Minister Dr. Manmohan Singh and later in the day will be meeting the Finance Minister Mr Pranab Mukherjee to discuss this issue.  Mr Abdullah said he is trying to work out a middle path to address the concerns of the Army and the aspirations of the people. The Chief Minister asserted that Separatists are not in favour of removal of the AFSPA as they are being benefited from both the sides. Omar Abdullah met Defense Minister A K Antony yesterday and discussed partial removal of AFSPA and the security situation in the state.

The Finance Minister Mr Pranab Mukherjee today said that the ongoing Eurozone crisis is impacting the short term growth prospect of the country. He was speaking at the inaugural of the India International Trade Fair in New Delhi. Mr Mukherjee said that some developed countries have resorted to protectionism.

Asian developments in Eurozone have heightened and certainties in financial markets.  India short term group prospect have also been adversely impacted.  I must that the tendency of some develop countries will sort to protectionist measures in the phase of down turn of the economy is a matter of grave concern not only to our export but to recovery of the world as a whole.
Mr. Mukherjee said India will emerge as the third largest economy by 2015. He said the manufacturing sector has registered good performance in the last many years which is evident in the growth of sectors like steel, automobiles, textile and others.
                       
Speaking on the occasion, Commerce and Industry Minister Anand Sharma said India's exports are doing extremely well over the past many months. He expressed the hope that industry will continue to make efforts to achieve the export target of around 300 billion US dollars this financial year.

The two-day Commerce Secretary level talks between India and Pakistan are in progress in New Delhi. The talks began this morning with one to one talks between the two commerce secretaries and they were later joined by their respective delegations. The Indian side is led by Commerce Secretary Rahul Khullar and Pakistan by his counterpart Zafar Mehmood .This will give an  impetus to bilateral trade. Ahead of talks Mr. Khullar said that both sides are extremely optimistic about the positive outcome of the meeting. Zafar Mehmood noted that trade relations between the two countries can not normalise without invoking the Most Favoured Nation, MFN status because the two are signatory to the World Trade Organisation, WTO.  Our correspondent reports that enhancing bilateral trade assumes importance in the wake of the Euro Zone Crises which is likely to impact the world economy.   India and Pakistan have a decided to have a preferential trade agreement paving the way for tariff reduction in a large number of items to boost economic activity.  They will go a long way in achieving the trade target of 2.6 billion US dollars in the next three years.

Inflation remained almost unchanged at 9.73 per cent in October. It was 9.72 per cent in September. The rise in rate of inflation is due to increase in the prices of food products, fuel and manufactured goods.  On an annual basis, food items became 11.06 per cent more expensive year-on-year during the month under review.
Vegetables grew 21.76 per cent costlier on an annual basis, while fruit prices were up by 11.96 per cent and milk by 11.12 per cent during the month. Eggs, meat and fish witnessed 12.59 per cent inflation during October, 2011.   Non-food primary articles, which include fibers, oil seeds and minerals, grew dearer by 7.71 per cent in October.
Prices of manufactured products went up by 7.66 per cent year-on-year in October as against 7.69 per cent in September.

The Supreme Court today questioned the appointment of Shashank Shekhar Singh as Cabinet Secretary in the Uttar Pradesh government. Questioning the appointment of Singh, who is not an IAS officer, the apex Court today said there have to be rules and regulations for such crucial postings. A bench of the court said for posts like that of cabinet secretary, there have to be proper procedures. It made the remarks while hearing a public interest litigation (PIL) challenging Singh's appointment as UP Cabinet Secretary by the Mayawati government.

The Joint Parliamentary Committee on the 2G issue is holding another round of talks today. Comptroller and Auditor General Vinod Rai and his principal auditor R.P. Singh are scheduled to brief the JPC later in the day. They have been called following the dispute on the estimated loss projected by the CAG in its report on the 2G spectrum allocation issue.

The State Bank of India, SBI, today asked Kingfisher Airlines to raise fresh equity to the tune of 800 to 1,000 crore rupees, if banks are to consider a second restructuring of existing debt or extend fresh advances. SBI Managing Director Hemant Contractor told reporters on the sidelines of a Summit in Mumbai that they have to be satisfied and there is no point restructuring if the company's operations are not going to be viable. He also informed that the SBI has than 1,400 crore rupees exposure to the airline, which is a standard asset as of now. He added that if the restructuring is successful, they will maintain the current status. Meanwhile, the Kingfisher airline board is meeting in Mumbai to take stock of the situation.
The Rajasthan High Court today directed CBI to search and produce missing ANM Bhanwari Devi before the court within a week.  After hearing the habeas corpus petition filed by the husband of missing Auxiliary Nurse Midwife Bhanwari Devi, the court asked CBI to show positive results in a week's time.  The CBI submitted its progress report in the case in a sealed envelop to the court.  The court expressed satisfaction towards the progress of the case.  Next hearing in the case is scheduled on 24th of this month.

Rajasthan today joined the fleet of states to implement the Public Services Guarantee Act.  Chief Minister Ashok Gehlot today launched the act at a function in Ajmer. The Public Services Guarantee Act provides for time bound disposal of 108 public services related to 15 departments of the state government. Officers who fail to deliver services within the prescribed time frame are liable to be punished under the act. The cash penalty ranges from Five hundred to Five thousand rupees. The act aims at bringing transparency in administration, apart from curbing corrupt practices. 
 
India has reaffirmed its commitment to fight the menace of drug trafficking in the world particularly in its nearby region. Union Minister of State for Finance S.S Palanimanickam today said that the problem of drug trafficking is not limited to national boundaries and it must be tackled by the concerted and collective efforts of all countries. He was addressing the second meeting of the Paris Pact Expert Working Group being held in New Delhi. The meeting is being held in the backdrop of the release of the 2011 United Nations Office on Drugs and Crime, report on the Afghan Opium Survey which stated there has been a seven percent increase in the area under illicit opium poppy cultivation in Afghanistan

The Government will soon extend child help line 1098 to 180 cities in the country.  Women and Child Development Minister Krishna Tirath said, any child who is in difficult situation and distress can dial this number. By the end of 12th Five year plan the services of child help line will be available in 250 cities. She was speaking in a award function organised in New Delhi to recognise children and Non Voluntary Organisations for their outstanding contribution in different fields. The Minister said, no to Crackers campaign has responded very well and soon no to Dowry Campaign will be started.
 On this occasion, Women and Child development secretary D K Sikri disclosed that a massive Nutrition awareness campaign for children will soon be started in the country. He said India has youngest population in the world and 40 crore of them are children.  27 children were given National Child Awards for Exceptional Achievement in various fields including academics, painting music dance and arts by the Minister. Union Minister for Human Resources Development Mr. Kapil Sibal today said that the Government will launch a framework on vocational education next year to address the skills development challenges in the country. Speaking on the last day of the India Economic Summit, organised by the World Economic forum in Mumbai, Mr. Sibal said that the National Vocational Educational Qualification Framework will be launched next year with the objective of having 500 million skilled workers and 200 million graduates by 2022. He emphasized on a diverse strategy for skill development at the national, regional and local levels based on industry requirements.

In Himachal Pradesh, sixty students of a public school in Chamba district have been selected to visit the Houston and Kennedy Space Centres of National Aeronautics and Space Administration (NASA). The Sensex at the Bombay Stock Exchange, which opened nearly 200 points in the green today, lost some ground in the afternoon deals and was trading 53 points in the positive territory at the 17,246 when reports last came in. After losing almost 377 points in the previous two sessions, the 30-share index recovered by 199 points in opening trade today. The gain is on the back of IT and financial stocks which rose on fresh buying by funds and retail investors, amid a firming trend in global markets. In a similar fashion, the wide-based National Stock Exchange Nifty index was trading 19 points in the green at    5,188 points, a short while ago.   In Asia, Hong Kong's Hang Seng Index was up 2.48 per cent, while Japan's Nikkei Index rose by 1.21 per cent in morning trade.

The Rupee appreciated by 22 paise to 49.90 rupees per  dollar in early trade on the Interbank Foreign Exchange today. It closed at 50.12 rupees against the greenback on Friday. Dealers said,  the dollar weakness against the euro and other currencies overseas and gains recorded by the domestic bourses in opening trade today influenced the rupee sentiment.
On Day one of the second cricket test at the historic Eden Gardens in Kolkata, hosts India were 232 for 3 in the first innings against the West Indies, when reports last came in. The veteran duo of Sachin Tendulkar and Rahul Dravid were at the crease. Earlier after electing to bat, India got off to a superb start, with both the openers, Sehwag and Gambhir taking the home side's score to 50 in the 10th over itself. Virender Sehwag's wicket was the only cheer for the visitors in the pre-lunch session. Resuming the play after lunch, India lost its second wicket in the form of Gautam Gambhir, who scored a handy 65.     India are currently leading the 3-match series 1-0. They had defeated the West Indies by 5 wickets in the first test at the Feroz Shah Kotla stadium in New Delhi.

President Obama says China has not done enough to allow its currency to rise and it is time it operated by the same rule as everyone else.  At a news conference ending the Asia-Pacific summit in Hawaii, Mr Obama said China engaged in economic practices which are disadvantageous to many of its trading partners.  He said China's currency, the Yuan is undervalued. Mr Obama said  most economists estimate that the Yuan is devalued by 20 to 25 per cent.

Addressing the inaugural session of the Climate Vulnerable Forum Meeting in Dhaka today, Mr.Ban Ki Moon warned that it is time to act as the latest report of the International Energy Agency has said that the world is close to a point of no return for staying within the globally agreed goal of limiting the temperature rise to 2 degrees. He urged global leaders who would be meeting at the upcoming Durban Climate summit to show political leadership to find global solutions to global problem as no country is safe from the impact of climate change.

The Union Defence Minister Mr. A. K. Antony has said that the partial removal of Armed Forces Special Powers Act, AFSPA, in Jammu and Kashmir is a sensitive issue and has to be dealt with in a mature and cool manner .He said, no time limit could be attached to it before a decision is reached. The defence minister asserted that his discussions with the Jammu and Kashmir Chief Minister Mr. Omar Abdullah will continue. Talking to newsmen on the sidelines of a defence function in New Delhi this evening, he said that though they had a frank and fruitful discussion on the issue, it remained inconclusive.
"This being a very very sensitive issue, let us handle it in a very very mature and cool manner. So, I don't want to enter into a public controversy or public debate on this very sensitive issue. I had a very frank and very friendly discussion with the Chief Minister of Jammu & Kashmir. Discussion was very fruitful but it is inconclusive. We will continue the discussions."
 In reply to a query on the status of the security situation in the State, Mr. Antony said that it has improved but infiltrations are still continuing.
"Security situation in Jammu and Kashmir is much better. But concerning the attempt to infiltration from across the border, continuing how to be careful 24X7."
Earlier, Mr. Abdullah met the Prime Minister Dr. Manmohan Singh, the Home Minister Mr. P. Chidambaram, and Finance Minister Pranab Mukherjee in New Delhi on the issue. Speaking to reporters after meeting P Chidambaram, Mr. Abdullah said he is trying to work out a middle path to address the concerns of the Army and aspirations of the people. The Chief Minister asserted that Separatists are not in favour of removal of AFSPA as they are being benefited from both sides. He said he was meeting members of the Cabinet Committee on Security as part of efforts to evolve a consensus. Asked what assurance he has received from the Prime Minister and the Union Ministers, Mr. Abdullah said, they were very receptive, to what he had to say. He however maintained that this is an ongoing process which will continue.
"These discussions will continue. Obviously the effort is to narrow the differences between what we would like to see happening and what the army has so far publicly stated as comfortable to let happen. I believe there is ample opportunity to address both the concerns that the armed forces have ,while still allowing us to go ahead"

The Congress top leadership today held consultations on partial withdrawal of Armed Forces Special Powers Act from Jammu and Kashmir. Party sources said that the Telegana issue also figured in the discussions of the core group though nothing was officially stated. Congress Chairperson Sonia Gandhi presided over the meeting which was attended by Prime Minister Dr. Manmohan Singh and other senior party leaders.

India said it is ready to prepare a road map with Pakistan for preferential trading agreements under the, South Asain Preferential Trading Agreement, SAFTA process. In his opening remarks at the sixth round of talks with his Pakistani counterpart Zafar Mahmood, Commerce Secretary Rahul Khullar said in New Delhi that the ongoing talks will achieve a clarity on such arrangements and hoped they will be in place at the earliest.
"Let us take stock of what we have got , we moved forward and we made rapid strides. I think now leave us to get our work done in the next couple of days. All in all , I think both of us are extremely optimistic that this will move forward with the same tempo as our last talks."
Welcoming the decision of Islamabad to grant MFN status to New Delhi, India expressed confidence that this round of talks will produce meaningful and significant results for growing bilateral, economic engagement. Speaking on the occasion, the Pakistan Commerce Secretary Zafar Mahmood said that the two sides are keen to take forward the dialogue process as it is the beginning of the second round of composite dialogue. The two-day talks between India and Pakistan began in New Delhi today.

The Government has said that the Parliamentary Standing Committee looking into the Lokpal will submit its recommendations by the end of this month and a decision will be taken over it at the earliest so as to introduce it during the forthcoming Winter session of Parliament. Addressing a function after inaugurating the water pavilion in the trade fair, the Parliamentary Affairs Minister Pawan Kumar Bansal renewed the government's commitment to bring in a strong Lokpal bill to deal with the menace of corruption effectively.
"I am seeing this for the first time that the Parliamentary Standing Committee on Lokpal is working speedily. And I think that the Committee will submit its report by the end of this month and the Govt will take a decision over it at the earliest so that it can be introduced during the forthcoming Winter session of Parliament for discussion. "

The Andhra Pradesh High Court today directed the CBI and Enforcement Directorate to conduct investigation into the assets of TDP chief N Chandrababu Naidu. A division bench of justices Ghulam Mohammed and Nooti Ramamohan Rao gave the direction for investigation on a petition filed on the 17th of last month by YSR Congress honorary president and Pulivendula MLA Y S Vijaya. Late Chief minister Y S Rajasekhara Reddy's widow Vijaya had filed the petition seeking a probe by the CBI and the ED against Naidu on various counts. On a tour of Vizianagaram district in north-coastal Andhra, the former Cheif minister Chandra Babu Naidu, said, the petition is politically motivated and intended to defame him and tarnish his public image.

Former Director General of Posts and Telegraph (Audit), R. C. Singh, who was the lead auditor to the 2G Spectrum allocation today asserted that the government only incurred a loss of two thousand six hundred and forty five crore rupees due to its allocation on first cum first serve basis. Appearing before the Joint Parliamentary Committee, JPC he said the figure calculated by him was the actual loss based on non-revision of entry fee for telecom operators and the figure was part of the draft report. Talking to reporters, the Chairman of the JPC Mr. P.C. Chako informed that Mr. Singh maintained that the loss due to allocation could not be calculated as auction was neither recommended by TRAI nor contemplated by the Government.

Sports Minister Ajay Makan today expressed confidence that the cabinet will approve the revised draft of the National Sports Development Bill. He said the bill will be introduced in the Winter session of Parliament after the cabinets approval. Talking to reporters in New Delhi, Mr. Makan said that the draft bill has received overwhelming support from the athletes across all sports. Mr. Makan said that it is high time to bring transparency in the sports bodies.
"First step would be to take it up to the cabinet and I think along with the support of all the key players in the country cutting across core discipline this time around I will be able to get it through the cabinet. When we are talking about the transparency through RTI, it is for all the sports and Cricket is one of them. Since it is a public money you should be transparent. Let any public, any person of the public, any citizen be allowed to seek any information on accounts if he wants to."
The revised draft bill retains the age and tenure norms and clauses related to players participation in administration. According to the draft bill, no person beyond 70 years of age and after three tenures will be able to preside over any sports organization.

The 17th International Children Film Festival of India has been opened in Hyderabad at a colourful programme this evening. Speaking on the occasion, the Minister of State for Information and Broadcasting, Choudhary Mohan Jatua emphasized the need to inculcate knowledge among children and the people of other parts of the world. Stating that the events like children film festivals would provide them an opportunity to learn more. The Minister added that proper care should be taken in all possible ways as they are the future of the country.
"This international Children's Film Festival is being arranged here at Hyderabad. So the purpose is to see that our children get happy hours so that they can maintain themselves, they can build themselves in a better way, both physically, morally because they are the future of the nation"
The Festival will showcase 152 films from 37 countries across the world during the week long event. Coinciding with the Children’s day today, Children's Film Society of India - CFSI and Andhra Pradesh state government are jointly organizing the biannual Children’s Film Festival. Over one Lakh, fifty thousand children are expected to watch films to be screened at 13 theaters in the twin cities of Hyderabad and Secunderabad .

India today pitched for a collective strategy against the menace of piracy at sea. External Affairs Minister
S M Krishna said Piracy has become a global scourge and other countries, including China and the US, would have to be involved in the battle against it. Speaking to reporters in Bangaluru ahead of the Council of Ministers meeting of the Indian Ocean Rim - Association for Regional Cooperation, IOR-ARC tomorrow, he said the nature of trade sea routes are such that piracy cannot be fought by a single country. India has formally taken over from Yemen the chair of IOR-ARC for a period of two years. Bilateral trade between India and the rest of the IOR-ARC member countries is USD 280 billion annually. Mr. Krishna said the Indian Ocean has assumed critical role from the geo-political point of view.

Inflation remained almost unchanged at 9.73 per cent in October. It was 9.72 per cent in September. The rise in rate of inflation is due to increase in prices of food products, fuel and manufactured goods. On an annual basis, food items became 11.06 per cent more expensive year-on-year during the month under review. Vegetables grew 21.76 per cent costlier on an annual basis, while fruit prices were up by 11.96 per cent and milk by 11.12 per cent during the month.
