जम्मू कश्मीर के बारे में केन्द्र द्वारा नियुक्त तीन सदस्यों के दल के प्रमुख दिलीप पडगांवकर ने कहा है कि वार्ताकारों ने यथा संभव राज्य के अधिकतम लोगों से विचार-विमर्श करने के बाद जटिल समस्या का स्थायी समाधान पेश करने की कोशिश की है। उन्होंने कल नई दिल्ली में गृह मंत्री पी० चिदम्बरम को रिपोर्ट सौंपने के बाद संवाददाताओं को बताया कि दल ने राज्य के तीनों क्षेत्रों की सामाजिक और सांस्कृतिक समस्याओं के समाधान के साथ-साथ आर्थिक विकास के हल भी सुझाएं हैं।

एक साल पहले ये ग्रुप ऑफ इन्टरलॉक्यूटर्स को अपॉएन्ट किया गया था और उस वक्त हमें एक साल दिया गया था हमारी रिपोर्ट कम्पलीट करने के लिए यह रिपोर्ट हमने गृहमंत्री को अर्पित की है। उन्होंने हमे बताया कि वो रिपोर्ट अब वो ऑल पार्टी डेलिगेशन जो जम्मू-कश्मीर गई थी पिछले साल के सितम्बर में यह रिपोर्ट को शेयर करेंगे और उसके बाद डायलॉग प्रोसेस आगे बढ़ाने के लिए जो कुछ कदम उठाने पड़ेंगे वो कदम सरकार उठायेगी।''

श्री पडगांवकर ने कहा कि समूह के सदस्यों ने लोगों के विचार जानने के लिए राज्य के २२ जिलों के छह सौ प्रतिनिधिमंडलों से मुलाकात करने के साथ-साथ महिलाओं के तीन गोलमेज सम्मेलनों में भी भाग लिया।

हरियाणा के हिसार संसदीय निर्वाचन क्षेत्र, पुड्डुचेरी के इन्द्रा नगर विधानसभा क्षेत्र, बिहार में दरोंदा, आंध्र प्रदेच्च में बांसवाड़ा, महाराष्ट्र में खड़गवासला और तमिलनाडु में तिरूचिरापल्ली पश्चिम विधानसभा क्षेत्र में उपचुनाव के लिए आज कड़ी सुरक्षा के बीच मतदान हो रहा है। मतदान शाम पांच बजे तक चलेगा।

हिसार संसदीय क्षेत्र में पंद्रह सौ छह मतदान केंद्रो में १३ लाख ३२ हजार मतदाता वोट डाल रहे हैं, इनमें करीब छह लाख दो हजार महिलाएं हैं। उपचुनाव के लिए चालीस उम्मीदवार मैदान में हैं।

हिसार लोकसभा उप चुनाव के लिए मतदान शुरू हो गया है। मतदान केन्द्रों पर सुरक्षा का पुख्ता प्रबंध है। अर्द्ध-सैनिक बलों और हरियाणा पुलिस के जवान मुश्तैदी से पॉलिंग बूथों पर डटे हैं ताकि मतदान के दौरान कोई गड़बरी न होने पाये। मतदान की विडियोग्राफी भी करवाई जा रही है। कई मतदान केन्द्रों पर तो मतदाताओं की कतारें लगने भी शुरू हो गई है। एक्का-दुक्का मतदाता अपने वोट देकर वापिस जाते भी देखे जा सकते हैं। आकाशवाणी समाचार के लिए अश्विनी कुमार शर्मा।''

तिरूचिरापल्ली पश्चिम विधानसभा क्षेत्र के २४० मतदान केंद्रों में दो लाख ८० हजार ४९१ मतदाता वोट डाल रहे हैं। द्रमुक के, के.एन. नेहरू और अखिल भारतीय अन्ना द्रमुक के परमजोती सहित १६ उम्मीदवार चुनाव मैदान में हैं। वर्तमान विधायक और राज्य के पर्यावरण मंत्री मरियमपिचाई की २३ मई को पडालूर के नजदीक एक सड़क दुर्घटना में मौत के बाद यह सीट खाली हो गई थी। मतगणना २० अक्तूबर को होगी।

पुड्डुचेरी में इन्द्रा नगर विधानसभा क्षेत्र के लिए सत्तारुढ़ एन.आर. कांग्रेस, अन्ना द्रमुक और कांग्रेस सहित सात उम्मीदवार चुनाव मैदान में हैं। मुख्यमंत्री श्री एन. रंगास्वामी के इस्तीफे के बाद इस सीट पर चुनाव कराया जा रहा है। श्री रंगास्वामी ने इस वर्ष अप्रैल में हुए विधानसभा चुनाव में दो सीटों पर चुनाव लड़ा था। ३० सदस्यीय विधानसभा में बहुमत साबित करने के लिए सत्तारुढ़ एन.आर. कांग्रेस के लिए यह चुनाव जीतना जरूरी है।

बिहार में दरोंदा विधानसभा सीट पर भी मतदान शुरू हो गया है। आकाशवाणी के पटना संवाददाता ने खबर दी है कि दो लाख २६ हजार मतदाता नौ उम्मीदवारों के भाग्य का फैसला करेंगे। जनता दल यू की विधायक जगमहतो देवी के मृत्यु के कारण उपचुनाव हो रहा है।
आंध्र प्रदेच्च में, तेलंगाना क्षेत्र में बांसवाड़ा विधानसभा उपचुनाव में कांग्रेस का सामना तेलंगाना राष्ट्र समिति के उम्मीदवार से है।

हरियाणा में पुलिस ने कल देर रात अम्बाला छावनी रेलवे स्टेच्चन के बाहर खड़ी एक कार में से पांच किलो से अधिक विस्फोटक और डेटोनेटर बरामद करके आतंकवादी हमले की एक संदिग्ध साजिच्च नाकाम कर दी है। पुलिस के अनुसार, विस्फोटकों को फोरेंसिक जांच के लिए भेज दिया गया है और दिल्ली से राष्ट्रीय सुरक्षा गार्ड का एक दल मौके पर भेज दिया गया है। सुराग मिलने पर पुलिस के संयुक्त दल ने इस कार में से विस्फोटक बरामद किए।

हमारे संवाददाता ने खबर दी है कि पुलिस को कार से दो टाइमर, पांच डेटोनेटर और पांच किलोग्राम आरडीएक्स मिला है। कार पर हरियाणा की जाली नम्बर प्लेट लगी थी। पुलिस महानिदेच्चक राजीव दलाल ने बताया है कि अम्बाला में सुरक्षा बढ़ा दी गई है और कार के आस-पास की जगह सील कर दी गई है। मामले की जांच चल रही है।

ब्राजील, भारत, रूस, हॉगकांग और दक्षिण अफ्रीका के शेयर बाजारों ने एक गठजोड़ किया है, ताकि निवेच्चक इनमें से हरेक स्टॉक एक्सचेंज के खास शेयरों में पैसा लगा सकें। शुरू में ये शेयर बाजार गठबंधन के प्रत्येक सदस्य के बोर्ड पर मुख्य इक्विटी इंडैक्स डैरिवेटिव सूचीबद्ध करेंगे, ताकि आर्थिक साझेदारी बढ़ सके। बाद में सम्पर्क बढ़ाने के और उपाय किए जाएंगे। इस निर्णय की घोषणा कल जोहानेसबर्ग में विच्च्व स्टॉक एक्सचेंज परिसंघ की ५१वीं वार्षिक आम सभा में की गई। संयुक्त वक्तव्य में कहा गया है कि इन सभी शेयर बाजारों में कुल ९० खरब डॉलर की पूंजी लगी है। आर्थिक विशेषज्ञ जयंतो रॉय चौधरी ने इसे एक सराहनीय कदम बताया है।

यह गठबंधन जो हुआ है यह एक बहुत ही सराहनीय स्टेप है खासतौर से क्योंकि फोरन इंस्टीट्यूशनल इनवेस्टर जो इन देशों के बाजारों में ज्यादातर निवेश करते है वो पश्चिमी देशों के हैं। और पश्चिम के देशों में इस वक्त इस तरह का फाइनेंनसियल क्राइसिस चल रही है, उसके चलते हुए ये इनवेस्टर बाकी जगहों में भी निवेश करने में संकुचित रह रहे हैं। दूसरी बात यह है कि जो ब्रिक्स देशों में बहुत लोग हैं जिनके पास इतना पूंजी है कि वो विदेशों में भी बाजारों में निवेश कर सकते हैं। इसका जो लक्ष्य होगा कि हमारे भी यहां बीएसई सेटिंग वहां बिक पाये और वहां की जो टॉप कम्पनीज+ है वो यहां बिक पाये।''

यूरोपीय आयोग के अध्यक्ष होसे मैनुअल बारोसो ने यूरोजोन का ऋण संकट समाप्त करने की एक योजना तैयार की है। उनका कहना है कि बैंकों को भविष्य में होने वाले नुकसान को देखते हुए और अधिक धन सुरक्षित रखना चाहिए। उन्होंने बताया कि जिन बैंकों को यूरोजोन राहत कोष से मदद मिल रही है, उन्हें डिविडेंड या बोनस का भुगतान बंद कर देना चाहिए।

भारत और वियतनाम ने महत्वपूर्ण प्रत्यर्पण संधि पर हस्ताक्षर किए है। हाइड्रोकार्बन, कृषि, मत्स्य अनुसंधान, शिक्षा और संस्कृति के क्षेत्र में पांच अन्य समझौतों पर भी हस्ताक्षर किए गये हैं।

प्रधानमंत्री मनमोहन सिंह ने वियतनाम के राष्ट्रपति त्रोंग तान सांग के साथ नई दिल्ली में प्रतिनिधिमंडल स्तर की वार्ता के बाद संयुक्त संवाददाता सम्मेलन में कहा कि वियतनाम के साथ भारत की रणनीतिक भागीदारी एशिया प्रशांत क्षेत्र में शांति, स्थिरता और विकास के लिए काफी महत्वपूर्ण है। उन्होंने कहा कि दोनों देशों ने जिस प्रत्यर्पण संधि पर हस्ताक्षर किए हैं उससे सहयोग का कानूनी और संस्थागत आधार तैयार होगा।

डॉ. मनमोहन सिंह ने दोनों देशों के बीच प्रमुख समुद्री मार्गों की सुरक्षा सुुनिच्च्िचत करने के लिए मिलकर काम करने का आह्‌वान किया।

भारत और वियतनाम पड़ौसी देश है। हम आतंकवाद, समुद्री डकैती और प्राकृतिक आपदा से जुड़े एक ही तरह की चुनौतियों का सामना करते हैं। हम मानते हैं कि हमें महत्वपूर्ण समुद्री मार्गों की सुरक्षा सुनिश्चित करना जरूरी है। हम इस क्षेत्र में परस्पर साझेदारी को और आगे तथा उसे सुदृढ़ करने पर सहमत हैं।''

लीबिया के अपदस्थ नेता मुअम्मर गद्दाफी के एक पुत्र मुत्तसिम गद्दाफी को गिरतार कर लिया गया है। नेशनल ट्रांजिशनल कांउसिल के सलाहकार अब्दुल करीम बीजामा ने बताया कि मुत्तसिम को उनके गृह नगर सिरते से गिरतार किया गया और बेनगाजी भेज दिया गया। मुत्तसिम की गिरतारी की खबर मिलने के बाद गद्दाफी के विरोधियों ने राजधानी त्रिपोली और मिसराता में हवा में गोलियां चलाईं।
लीबिया के नये शासन के सैनिकों ने कल कहा था कि वह सिरते में बचे खुचे दुश्मनों का सफाया करने में लगे हुए हैं।

गृहमंत्री पी चिदंबरम ने जाने माने वकील और समाजसेवी प्रशांत भूषण पर हमले की कड़ी निंदा की है। श्री चिदंबरम ने कहा कि किसी को भी कानून अपने हाथ में लेने का अधिकार नहीं है, क्योंकि सबको विचारों की अभिव्यक्ति की स्वतंत्रता है। कल शाम श्री प्रशांत भूषण की उनके चैम्बर में दो युवकों ने उनसे मारपीट की। जम्मू कश्मीर पर श्री प्रशांत के दृष्टिकोण से ये युवक नाराज बताये जाते हैं।

The Head of the three-member panel appointed by the Centre on Jammu and Kashmir Dilip Padgaonkar says that the interlocutors have given a permanent solution to the vexed problem after the widest possible consultations across the state. Talking to reporters after submitting the report of the panel to Home Minister P. Chidambaram in New Delhi yesterday, he said that the panel has also suggested solutions for economic development and for addressing the socio-cultural concerns of the three regions of the state.
"We have made a certain number of recommendations which aim at a permanent political settlement in Jammu and Kashmir. In order to buttress the political settlement, we have also made recommendations on other issues directly affecting the people of Jammu and Kashmir, regarding its economy, social infrastructure, regarding issues pertaining to culture."
Mr. Padgaonkar said, they met 600 delegations in 22 districts of the state besides holding three round table conferences with women activists and scholars to seek their opinion on the issue. The Centre may convene an all party meeting to discuss the report.

Home Minister P. Chidambaram has strongly condemned the attack by some unscrupulous elements on noted social activist Prashant Bhushan. Talking to reporters in New Delhi yesterday, he said no one has right to take the law in his own hands as everybody is free to express his views. He said, the government has recommended strong action against those responsible for the act. Prashant Bhushan was beaten up by two youth in his chambers last evening as they were reportedly upset with his stand on Jammu and Kashmir.
The Congress has termed the incident as barbaric. Party spokesperson Abhishek Manu Singhvi said that the people behind the act should be arrested and the organisation they are associated with identified.

Polling is underway for by elections to the Hisar Parliamentary Constituency in Haryana. 40 candidates are in the fray. 40 companies of paramilitary forces along with the Haryana Police have been deployed to ensure free and fair polling. The seat fell vacant following the death of former Haryana Chief Minister Bhajan Lal in June this year. Our correspondent has more :
"At the polling stations, the jawans of para-military forces and Haryana Police are looking vigilant. As security is full proof, people are exercising their right to vote without any fear. The Videography of the polling is also being done. At some polling booths, the voters are seen standing in queues waiting for their turn to click the key of their choice on the electronic voting machines and few voters could be seen going back after casting their votes. Polling is also progressing smoothly for the Tiruchirapalli West Assembly constituency in Tamil Nadu. 16 candidates including DMK’s K N Nehru and AIADMK’s Paramjothi are in the fray. The seat fell vacant as the sitting MLA and State Environment Minister Mariampichai died in a road accident near Padalur on May the 23rd.
In Puducherry, polling is underway for the Indira Nagar Assembly constituency. Seven candidates including those from the ruling NR Congress, AIADMK and Congress are in the fray. Polling has been necessitated by the resignation of Chief Minister N. Rangaswamy who had contested from two seats in the assembly elections held in April this year.
In Andhra Pradesh, polling is progressing smoothly for by elections to Banswada Assembly constituency. Congress and the TRS are pitted against each other. The bypoll was necessitated due to the resignation of TDP MLA Pocharam Srinivasa Reddy.
Polling is also underway for by elections to Khadakwasala Assembly constituency in Maharashtra.
In Bihar, polling has begun for bye-elections to Darounda Assembly seat. The by election was necessitated following the death of JD(U) MLA Jagmahto Devi.

In Haryana, a suspected terror plot has been foiled with the recovery of over 5-kilogram explosives and detonators from a car parked outside Ambala Cantt railway station last night. The police said the explosives have been sent for forensic test and a team of the National Security Guard from Delhi has been rushed to the spot. After a tip-off, a joint police team found the explosives from a car parked out side the railway station.
Our correspondent reports that police recovered two timers, five detonators and five kilograms of RDX from the car. The car was bearing fake number plate of Haryana state.
The DGP Ranjiv Dalal said, the area has been sealed and security tightened at Ambala. The matter is being investigated.

Power Minister Sushil Kumar Shinde favoured the import of coal to meet the power shortage in the country. Inaugrating the three day conference focussing on the challenges in fuel management and the regulatory reforms in power sector in New Delhi, the Minister expressed concern over the shortage of coal, fuel and natural gas in the country.
Meanwhile, disruptions in electricity supply in many parts of the country continue. Coal Minister Sriprakash Jaiswal told reporters in New Delhi that power crisis will be solved within 48 hours. He said the Coal Ministry would make all efforts to provide more coal to state-run National Thermal Power Corporation, NTPC through e-auction.

Stock exchanges from Brazil, Russia, India, Hong Kong and South Africa have entered into an alliance which they hope will expose investors to stocks particular to their markets. The exchanges will initially cross-list benchmark equity index derivatives on the boards of each of the other alliance members in a bid to increase economic partnerships. Later they plan to develop new products to track the exchanges. The initiative was announced at the 51st AGM of the World Federation of Exchanges in Johannesburg yesterday. A joint statement said the exchanges have a combined market capitalisation of 9 trillion dollars. We spoke to Senior Economic journalist Jayato Roy Choudhary about the move:
"The move to link BRICs stock exchanges is indeed an extremely welcome one. We have to remember that foreign investors, who are the biggest players in these exchanges, have been pumping out money from these exchanges for quite some time. The whole aim is to get these HNI's high networth individuals from various BRICs countries to play in each other's markets. So someone who is in India sitting in Bombay or Delhi and who has enough money and where withal to play in Sao Paola, or let's say, Johannesburg Stock Exchange will be able to do so eventually. And people from Johannesburg, Sao Paolo or Moscow will be able to play on the BSE."

The President of the European Union, Jose Manuel Barroso, has set out a plan designed to bring an end to the eurozone debt crisis. In a speech, Mr Barroso said, banks must set aside more assets to help guard against future losses. He said, Banks supported by the eurozone bailout fund - the European Financial Stability Facility - should be stopped from paying dividends or bonuses. केन्द्रीय मंत्रिमण्डल ने लाभ में चल रहे सार्वजनिक प्रतिष्ठानों द्वारा विदेशों में कच्चे माल की परिसम्पत्तियां खरीदने की नीति को स्वीकृति दे दी। मंत्रिमण्डल की बैठक के बाद संवाददाताओं को जानकारी देते हुए सूचना और प्रसारण मंत्री अम्बिका सोनी ने कहा कि कच्चे सामान की पर्याप्त मात्रा में उपलब्धता, विनिर्माण क्षेत्र के विकास के लिए ही नहीं, बल्कि समूची अर्थव्यवस्था के विकास के लिए आवश्यक है। उन्होंने कहा कि महारत्न कंपनियों को पांच-पांच करोड़ रूपये और नवरत्न कंपनियों को तीन-तीन करोड़ रूपये का कच्चा माल खरीदने का अधिकार होगा। लेकिन श्रीमती सोनी ने कहा कि महारत्न और नवरत्न कंपनियों के बोर्डो के अधिकार बढ़ाने का प्रस्ताव है। उन्होंने कहा कि हर खरीद पर समन्वित दृष्टिकोण अपनाने और सरकारी धन इस्तेमाल होने की स्थिति में निगरानी के लिए कैबिनेट सचिव की अध्यक्षता में सचिवों की समन्वय समिति गठित करने का प्रस्ताव है। उन्होंने कहा कि इससे सहमति वाले फैसले जल्दी किये जा सकेंगे।
श्रीमती सोनी ने बताया कि एक अन्य फैसले में मंत्रिमण्डल ने इंडिया इन्फ्रास्ट्रक्चर फाइनेंस लिमिटेड कंपनी को भारतीय रिजर्व बैंक की निगरानी में लाने के प्रस्ताव को भी मंजूरी दे दी। इससे कंपनी की व्यवसायिक क्षमता बढ़ेगी और इसका पूंजी आधार भी दो हजार करोड़ रूपये से बढ़कर पांच हजार करोड़ रूपये हो जाएगा। वित्त मंत्रालय की ंस्वीकृति लेकर पूंजी आधार आठ हजार करोड़ रूपये तक बढ़ाया जा सकेगा।
श्रीमती अम्बिका सोनी ने कहा कि प्रतिभूति ब्याज और डूबे ऋण विधेयक, २०११ संसद के शीतकालीन अधिवेशन में पेश करने पर भी मंत्रिमण्डल ने मंजूरी दे दी। उन्होंने बताया कि प्रस्तावित संशोधन से बैंको को अपनी कार्यकुशलता बढ़ाने में मदद मिलेगी। इससे ऋण संबंधी सूचना की नई व्यवस्था को प्रोत्साहन मिलेगा।
एक अन्य फैसले में मंत्रिमण्डल ने राष्ट्रीय ग्रामीण पेयजल कार्यक्रम के अंतर्गत धन आवंटन में आंशिक सुधार करने की मंजूरी दी। मंत्रिमण्डल ने हुगली डॉक एण्ड पोर्ट इंजीनियर्स लिमिटेड और निजी क्षेत्र की एक कंपनी को खुली निविदा प्रक्रिया के माध्यम से संयुक्त उद्यम स्थापित करने की भी सिद्धान्त रूप में स्वीकृति प्रदान कर दी।

हरियाणा में हिसार संसदीय सीट पर उपचुनाव के लिए षांतिपूर्वक मतदान चल रहा है। हमारे संवाददाता ने बताया है कि दिन में डेढ़ बजे तक करीब ३५ प्रतिषत वोट पड़ चुके थे।

बिहार में दरौंदा विधानसभा सीट पर उपचुनाव के लिए षांतिपूर्वक मतदान चल रहा है। यह सीट जनता दल यूनाइटेड की विधायक जगमातो देवी के निधन के कारण खाली हुई थी। हमारे पटना संवाददाता ने खबर दी है कि बड़ी संख्या में वोट डालने के लिए लोग पहुंच रहे हैं। मतदान पांच बजे तक चलेगा और दो लाख २६ हजार से अधिक मतदाता वोट डाल सकेंगे। जनता दल यूनाइटेड की कविता सिंह और राष्ट्रीय जनता दल के परमेष्वर सिंह सहित नौ उम्मीदवार चुनाव मैदान में हैं। मतगणना १७ अक्तूबर को होगी।

तमिलनाडु में तिरूचिरापल्ली पष्चिम विधानसभा निर्वाचन क्षेत्र में उपचुनाव के लिए दोपहर तक ३१ प्रतिषत वोट डाले जा चुके थे । निर्वाचन आयोग कड़ी सुरक्षा के बीच दो सौ चालीस केन्द्रों पर जारी मतदान पर वेबकैमरा से नज+र रखे हुए है।
डी एम के पार्टी के के.एन. नेहरू और आल इंडिया अन्ना डी एम के, के परम ज्योति सहित १६ उम्मीदवार चुनाव मैदान में हैं। दो लाख आठ हजार चार सौ इक्यानवें मतदाता आज वोट डाल सकेंगे। मतगणना इस महीने की बीस तारीख को होगी। यह सीट राज्य के पर्यावरण मंत्री मरिय्‌यमपिचाई की २३ मई को पडालुर के निकट सड़क दुर्घटना में मृत्यु के कारण खाली हुई थी।

पुदुच्चेरी में इंदिरा नगर विधानसभा निर्वाचन क्षेत्र में उपचुनाव के लिए कड़े सुरक्षा प्रबंधों के बीच मतदान चल रहा है। हमारे संवाददाता ने खबर दी है कि पहले चार घंटों में ४५ से अधिक प्रतिषत मतदान हो चुका था। मुख्यमंत्री एन. रंगास्वामी ने दोपहर में अपना वोट डाला।
२८ मतदान केन्द्रों पर षांतिपूर्ण मतदान के लिए सी आई एस एफ की दो कम्पनियों सहित स्थानीय पुलिस को तैनात किया गया है। सात उम्मीदवार चुनाव मैदान में हैं। ये महत्वपूर्ण उपचुनाव मुख्यमंत्री रंगास्वामी के इस सीट से त्यागपत्र देने के कारण हो रहा है। श्री रंगास्वामी ने अप्रैल में हुए विधानसभा चुनावों में दो सीटों पर चुनाव लड़ा था। हमारे संवाददाता ने कहा है कि सत्तारूढ़ पार्टी को तीस सदस्यों की विधानसभा में अपना बहुमत सुनिश्चित करने के लिए यह उपचुनाव जीतना होगा।

महाराष्ट्र में खड़कवासला विधानसभा सीट पर उपचुनाव के लिए अब तक १२ प्रतिषत वोट पड़ चुके हैं। षुरू में मतदान बहुत धीमा रहा। राष्ट्रवादी कांग्रेस पार्टी के उम्मीदवार हर्षद वानजले और भारतीय जनता पार्टी के भीमराव तापकीर के बीच मुख्य मुकाबला है। तीन लाख ६३ हजार मतदाता आज वोट डाल सकेंगे।

भारत का निर्यात २०१४ तक पांच खरब डॉलर तक पहुंच जाने की उम्मीद है। वाणिज्य और उद्योग मंत्री आनन्द षर्मा ने आज नई दिल्ली में २००९ से २०१४ तक विदेष व्यापार नीति के बारे में घोषणाएं करते हुए श्री षर्मा ने यह जानकारी दी।

हमने २००९ से २०१४ तक के पांच वर्ष की अवधि के लिए जिस नीति की घोषणा की है उसका मुख्य उद्देश्य निर्यात में विकास की सकारात्मक दिशा में बढ़ना है और मुझे विश्वास है कि इसमें लगातार गति बनी रहेगी।
श्री षर्मा ने अमेरिका और यूरोप के बाजारों में चल रही मंदी को लेकर निर्यातकों की चिन्ताओं को दूर करने के लिए कई उपायों की जानकारी दी। इस अवसर पर इंजीनियरिंग, औषधि और रसायन क्षेत्र को विषेष सहायता देने की एक नई योजना षुरू की गई। श्री षर्मा ने निर्यात के लिए वैष्विक प्रतिस्पर्धा बढ़ाने की विषेष बाजार योजना का षुभारंभ किया। इस योजना के तहत लेटिन अमरीका, अफ्रीका और राष्ट्रकूल देषों में निर्यात के लिए विषेष सहायता उपलब्ध करायी जाएगी। सरकार ने नए और युवा उद्यमियों को निर्यात के कारोबार में आने के लिए प्रोत्साहित करने के उद्देष्य से निर्यात बंधु योजना भी षुरू की है।
भारतीय निर्यात संगठन परिसंघ के अध्यक्ष आर. देवड़ा ने इन नए प्रोत्साहनों का स्वागत किया है और इसे निर्यातकों के लिए दीवाली का उपहार बताया है। उन्होंने कहा कि इन उपायों से निर्यात उद्योग को वैष्विक संकट से निपटने में सहायता मिलेगी।

रक्षामंत्री ए० के० एन्टनी ने हाल की कुछ घटनाओं को देखते हुए तटवर्ती और समुद्री व्यापार सुरक्षा को और मजबूत बनाने को कहा है। नई दिल्ली में नौसेना कमाण्डरों के तीन दिन के सम्मेलन में श्री एन्टनी ने कहा कि हिन्द महासागर क्षेत्र के द्वीप राष्ट्रों को सुरक्षा प्रदान करने का मुख्य दायित्व भारतीय नौसेना पर है। भारत के समुद्री व्यापार और तटवर्ती क्षेत्रों की सुरक्षा के बारे में उन्होंने कहा कि हमारी तटीय सीमायें बहुत बड़ी है और चौबीसों घंटे की उनकी चौकसी आसान काम नहीं है। इसके लिए बड़ी संख्या में नौसैनिक जहाज, पनडुब्बियां और विमान तैनात हैं, लेकिन अभी बहुत कुछ किया जाना बाकी है।
रक्षामंत्री ने कहा कि तटवर्ती सुरक्षा मजबूत बनाने के उद्देश्य से कई उपाय किये गये हैं, जिनमें संयुक्त कार्रवाई केन्द्र स्थापित करना, तीव्र प्रतिरोधक नौकाएं शामिल करना और सागर प्रहरी बल स्थापित करना शामिल है।
श्री एन्टनी ने समुद्री डकैतियां रोकने में भारतीय नौसेना के प्रयासों की सराहना की और कहा कि इसमें अंतर्राष्ट्रीय समुदाय को भी सहयोग करना चाहिए।
दक्षिण चीन सागर और पश्चिमी प्रशान्त महासागर में किये गये अभ्यासों के फायदों की चर्चा करते हुए उन्होंने भारतीय नौसेना के विभिन्न दायित्वों में संतुलन रखने की जरूरत पर जोर दिया।
श्री एन्टनी ने कहा कि नौसेना में अधिकारियों की कमी को पूरा करने के लिए समयबद्ध कार्यक्रम लागू किया जाना चाहिए।

खाद्य पदार्थों की मुद्रास्फीति की दर में पहली अक्तूबर को समाप्त हुए सप्ताह के दौरान मामूली गिरावट आयी और यह नौ दषमलव तीन-दो प्रतिषत हो गई। इससे पहले के हफ्ते में यह नौ दषमलव चार-एक प्रतिषत थी। पिछले वर्ष इसी हफ्ते में खाद्य मुद्रास्फीति की दर १७ दषमलव एक-चार प्रतिषत दर्ज की गई थी।
मुद्रास्फीति की दर में यह गिरावट साप्ताहिक आधार पर कुछ वस्तुओं के दाम कम होने के कारण आई, हालांकि वार्षिक आधार पर ये दाम ज्यादा रहे। आज जारी सरकारी आंकड़ों के अनुसार वार्षिक आधार पर सब्जियों के दामों में १३ दषमलव षून्य एक प्रतिषत की वृद्धि हुई। आलू के दाम तीन दषमलव सात-नौ प्रतिषत बढ़े। लेकिन प्याज के मूल्य में दस दषमलव एक-पांच प्रतिषत और गेहूँ की कीमत में षून्य दषमलव दो-चार प्रतिषत कमी हुई।

रेलवे अपनी क्षमता निर्माण के उद्देश्य से बाजार से करीब दस हजार करोड़ रूपये जुटाने के लिए अगले महीने कर मुक्त बॉण्ड जारी करेगा। वित्त आयुक्त पोम्पा बब्बर ने बताया कि वित्त मंत्रालय ने अधिसूचना जारी करके पीएफसी और रेलवे सहित चार संगठनों को करमुक्त बॉण्ड जारी करने को कहा है। रेलवे को माल सेवाओं पर सेवाकर के भुगतान में ३१ दिसम्बर तक मिली छूट से भी राहत मिली हुई है। लेकिन उन्होंने कहा कि सहायक सेवाओं में कर छूट की काफी समय से प्रतीक्षा है। हमारे संवाददाता ने खबर दी है कि चालू वित्त वर्ष में रेलवे का बाजार से बीस हजार ५९४ करोड़ रूपये जुटाने का लक्ष्य है।

भारत और जर्मनी ने सामाजिक सुरक्षा के व्यापक समझौते पर हस्ताक्षर किये हैं। इससे दोनों देशों के श्रमिक दोहरे कराधान से बच सकेंगे। इसमें श्रम बाजार के विस्तार और सुचारू आव्रजन व्यवस्था में मदद मिलेगी। प्रवासी भारतीय मामलों के मंत्री वायलार रवि और जर्मनी के श्रम और सामाजिक मामलों की मंत्री उरसुला वॉन डेर लियन ने बर्लिन में इस समझौते पर हस्ताक्षर किये।
विदेश मंत्रालय के प्रवक्ता ने नई दिल्ली में बताया कि इस समझौते के तहत पांच से सात वर्ष के अल्पावधि अनुबंधों पर जाने वाले भारतीय श्रमिकों को जर्मनी में कोई सामाजिक सुरक्षा अंशदान नहंी देना पड़ेगा, बशर्ते कि भारत में यह अंशदान देते रहें। किसी भारतीय कंपनी द्वारा अपने कर्मचारियों को किसी तीसरे देश से जर्मनी भेजने पर भी यह व्यवस्था लागू होगी। भारत में काम करने वाले जर्मन श्रमिकों को भी यह रियायत दी जाएगी। हमारे संवाददाता ने खबर दी है कि इस समय जर्मनी में करीब साढ़े ६८ हजार भारतीय हैं, जो किसी व्यवसाय में लगे हैं या खुद का धंधा करते हैं।

बम्बई षेयर बाजार में उतार-चढ़ाव जारी है। षुरूआती कारोबार में सेन्सेक्स में १२५ अंकों की तेजी रही और एक समय तो यह १७ हजार के स्तर को पार कर गया। बाद में सेन्सेक्स में उतार-चढ़ाव का सिलसिला जारी रहा। अब से कुछ देर पहले यह ७ अंक की गिरावट के साथ १६ हजार ९५२ पर था।
नेषनल स्टॉक एक्सचेंज का निफ्टी भी ८ अंक गिरकर ५ हजार ९१ पर था।
अन्तरबैंक विदेषी मुद्राबाजार में डॉलर के मुकाबले रूपया तीन पैसे कमजोर हुआ। एक डॉलर की कीमत ४८ रूपये ९८ पैसे बोली गयी।

हिन्द महासागर क्षेत्र के अनेक देशों में की जा रही त्सुनामी मॉक ड्रिल के अंतर्गत तमिलनाडु में राजस्व अधिकारियों ने तटवर्ती जिलों के संचार चैनलों की जांच का अभ्यास किया। कोडियाकरई नौसैनिक ठिकाने ने नागपट्टनम जिले के वेदारण्यम में मॉक ड्रिल की गई और तटरक्षक गार्ड के चेन्नई स्थित क्षेत्रीय मुख्यालय के निर्देश पर तूतीकोरिन में भी अभ्यास किया गया।
पुड्डुचेरी में कल त्सुनामी मॉकड्रिल करके यह जांच की गई कि राहत और बचाव कार्यो के लिए विभिन्न सरकारी विभागों की तैयारी कैसी है। इसमें त्सुनामी के प्रभावों से निपटने के अभ्यास में मछुआरों और उनके परिवारों के साथ पुलिस, अग्निशमन सेवा और राजस्व विभाग के तीन सौ से ज्यादा अधिकारी शामिल हुए। इस अभ्यास का संचालन पृथ्वी विज्ञान मंत्रालय, राष्ट्रीय आपदा प्राधिकरण और गृह मंत्रालय ने मिलकर किया था।

उधर, अंडमान-निकोबार द्वीप समूह में भी कल सुनामी से संबंधित मॉक ड्रिल की गई जो इस क्षेत्र के लिए काफी महत्वपूर्ण है।

भूकंप समदीक्षित पांच में आने के कारण अंडमान-निकोबार द्वीप समूह में कल की गई सुनामी से संबंधित मॉक ड्रिल काफी महत्वपूर्ण थी। यह नौका अभ्यास कल सवेरे साढ़े छह बजे --पास के समुद्र में तीव्र भूकंप होने की चेंतावनी के साथ शुरू हुआ। चेतावनी अलर्ट के तुरंत बाद सुनामी की आशंका को लेकर रक्षा और अन्य एजेंसियां बचाव अभियान के लिए सतर्क कर दी गई। दूरदराज के क्षेत्रों में नौसेना, वायुसेना, तटरक्षक के अलावा चिकित्सा दल पूरी तैयारी के साथ मौजूद था। वैकल्पिक संचार माध्यम के रूप में रेडियो, ट्रांजिस्टर भी तैयार रखे गये थे। पोर्ट ब्लेयर स्थित आपादा नियंत्रण कक्ष ने इस पूरे अभ्यास को समन्वित किया। राष्ट्रीय समुद्री विज्ञान सूचना सेवा की ओर से आयोजित इस अभियान के माध्यम से यह सुनिश्चित किया गया कि आपदा के समय किसी भी संकट से निपटने के लिए यह द्वीप पूरी तरह तैयार है। आकाशवाणी समाचार के लिए पोर्ट ब्लेयर से --शेखरन के साथ मैं अशोक कुमार सिंह।

तमिलनाडु में कुडनकुलम परमाणु बिजली संयंत्र के निकट विरोध प्रदर्षन जारी है। प्रदर्षनकारियों ने पूर्वी तट सड़क को रोका ताकि वैज्ञानिक और मजदूर परमाणु संयंत्र तक न पहुंच सकें। प्रदर्षनकारियों ने तमिलनाडु की मुख्यमंत्री से यह मांग भी की है कि वे इस मुद्दे पर प्रधानमंत्री को एक और पत्र लिखें।

टीम अन्ना के सदस्य प्रशान्त भूषण से कल मारपीट करने वाले तीन हमलावरों में से दो को दिल्ली पुलिस ने ंिगरफ्‌तार कर लिया है। दिल्ली पुलिस के प्रवक्ता राजन भगत ने हमारे संवाददाता के बताया कि ये हमलावर राष्ट्रीय राजधानी के बाबा खड़गसिंह मार्ग से पकड़े गये। एक हमलावर कल ही गिरफ्‌तार कर लिया गया था। गृहमंत्री पी चिदम्बरम ने प्रशान्त भूषण पर हुए हमले की कड़ी निंदा की है। कांग्रेस पार्टी ने इसे बर्बर कार्रवाई बताते हुए कहा कि इस मामले से सख्ती से निपटा जाना चाहिए, ताकि भविष्य में ऐसी घटनाएं न हों।

सूचना और प्रसारण मंत्री अम्बिका सोनी ने उच्चतम न्यायालय के वरिष्ठ वकील और सामाजिक कार्यकर्ता प्रषांत भूषण पर कल षाम हुए हमले की निन्दा की है। नई दिल्ली में संवाददाताओं से बातचीत में उन्होंने घटना की पूरी तरह से जांच की मांग की और कहा कि लोकतंत्र में हर किसी को अपने विचार व्यक्त करने का अधिकार है।

मुख्य सूचना आयुक्त सत्यानन्द मिश्रा के विचार में सूचनाओं के आदान प्रदान से सरकारी कर्मचारियों की निर्णय क्षमता पर किसी तरह का कोई असर नहीं पड़ता है। केन्द्रीय सूचना आयोग के छठे वार्षिक सम्मेलन की पूर्व संध्या पर आकाशवाणी के साथ विशेष भेंट में श्री मिश्रा ने कहा कि अधिनियम में संशोधन की जरूरत नहीं है लेकिन सरकार की आन्तरिक व्यवस्था में बदलाव किया जा सकता है। उन्होंने कहा कि सूचना का अधिकार और सुशासन एक दूसरे के पूरक हैं।

मैं नहीं समझता कि इस तरह की किस्म का कोई बहुत बड़ा आधार है। सूचना के अधिकार अधिनियम लागू करते समय उस कानून के भूमिका में ही इस बात को खुली रूप में सरकार ने संसद में यह लिखा था और कहा था उस कानून का भाग है वो कि यह कानून केवल इसलिए बनाया जा रहा है कि सरकार को बेहतर ढंग से प्रशासन चलाना है उसके लिए एक औजार के रूप में इसका इस्तेमाल होगा। तो यदि राइट टू इंफर्मेशन एक्ट या सूचना के अधिकार अधिनियम के तहत लोगांें को सूचना दी जाती है सरकार में किस तरह का काम हो रहा है उसके बारे में जानकारी दी जाती है उससे सरकार ओर मजबूत होना चाहिए बजाए इसके कि इससे हमारा कार्य बाधित हो रहा है या हमें अपना मत व्यक्त करने में कठिनाई आ रहा है।
श्री मिश्रा ने कहा कि अधिवेशन में सूचना के अधिकार के दायरे को कम करने की कोशिश नहीं की जायेगी और इस बारे में किसी को गलतफहमी में नहीं रहना चाहिए।

राइट टू इन्फर्मेशन एक्ट का जो स्वरूप अभी ले चुका है पूरे देश में और लोग इसको जिस तरह अपनाये हैं और उससे जो लाभ मिल रहा है उसको देखते हुए मुझे तो नहीं लगता है कि कोई व्यक्ति देश में ऐसा होगा वो सरकार में हो या सरकार के बाहर जो संस्था हो राइट टू इंफर्मेशन एक्ट को कमजोर किया जाये। मेरे को जो लग रहा है राइट टू इंफंर्मेशन एक्ट और अधिक से अधिक मजबूत होता जायेगा और इसका मेन कारण यह है कि इस कानून के तहत लोगों को सरकार अपने नजदीक ला रहा है।

पुलिस ने +बताया है कि पांच किलोग्राम विस्फोटको के साथ अम्बाला में मिली कार दिल्ली आ रही थी। पुलिस उपायुक्त विशेष सैल अरूण कम्पानी ने नई दिल्ली में संवाददाताओं को बताया कि यह कार आतंकवादी गुट बब्बर खालसा इंटरनेशनल के सदस्यों के लिए आ रही थी। पुलिस को इसमें से प्लास्टिक के थैले में पांच किलोग्राम आरडीएक्स, दो डेटोनेटर और टाइमर मिले। उन्होंनें बताया कि इन विस्फोटकों की अम्बाला रेलवे स्टेशन पर अदला-बदली की जानी थी। श्री कम्पानी ने बताया कि इस कार्रवाई से पुलिस ने राष्ट्रीय राजधानी में एक बड़ी आतंकवादी घटना को रोक दिया है। जांच चल रही है।

भूटान नरेश जिग्मे खेसर नामग्याल वांगचुक और महारानी जैतसुन पेमा का शाही विवाह राजधानी थिम्पू से ८५ किलोमीटर दूर ऐतिहासिक पुनाकादजोंग में सम्पन्न हुआ। शाही विवाह स्थानीय समय के अनुसार सवेरे चार बजे भूटान के धर्म प्रमुख जे खेन्पो ने धार्मिक रीति से आरंभ कराया। २४ देशों के राजदूतों ने इस समारोह में अपने अपने देशों का प्रतिनिधित्व किया। भारत के राजदूत पवन कुमार वर्मा भी समारोह में मौजूद थे।

The Union cabinet today approved the policy for acquisition of raw material assets abroad by profit making Central Public Sector Enterprises. Briefing reporters after the cabinet meeting, the information and Broadcasting  Minister Mrs. Ambika Soni said that availability of adequate quantities  of raw material is a pre requisite  not only for the growth of the manufacturing sector, but also for the economy as a whole.

It would be applicable to all the Central Public Sector Enterprises in the ministries of Agriculture, mining, manufacturing and electricity sectors having at least three years record of making profit. Power will be delegated to the board of Maharatna and Navratna Companies and it is also propose to enhance their powers which are available to them at the movement for the acquisition of raw materials abroad.
Mrs. Soni said that a coordinating committee of secretaries, headed by the Cabinet Secretary is proposed to be set up for a coordinated view for any acquisition and where there is involvement of government fund.  This, she said, will facilitate quick and coordinated decision making. 
In yet another decision, she said the cabinet approved the proposal to bring India Infrastructure Finance Company Limited under the supervision of the Reserve Bank of India. This will enhance the professional capability of the company and increase its capital base from two thousand to five thousand crore rupees.

It will also be to increase the authorised capital of this company from the present two thousand crores to five thousand crore with the proviso that it may be further increased to eight thousand crores with the approval of the Finance Minister.
Mrs. Ambika Soni said the Cabinet also gives its nod to introduction of the Security Interests and Recovery of debt loss Bill 2011 in the Winter Session of Parliament.  She said the proposed amendment will enable banks to improve their operational efficiency, deploy more funds for credit disbursement to retail investors, and home loan borrowers without fearing for recovery.  The Minister added that it would also promote innovation in credit information. 
In yet another decision, the Cabinet approved partial modification of fund allocation under the National Rural Drinking water Programme.  This provides for modifying the criterion of rural population managing rural drinking water supply schemes.  The Cabinet also gave in principle approval for formation of a joint venture of the Hoogly Dock and Port engineers Limited with a private sector player selected through an open bidding process.

Indian Exports are expected to reach 500 billion US dollars by 2014. This was revealed by Commerce and Industry Minister Anand Sharma in New Delhi today while making announcements on the Foreign Trade Policy for 2009 to 2014.

The primary objective of the policy which we announce for the period of five years from 2009 to 2014 to moving to the positive directory of export goods and also to ensure that there is sustain momentum.
Mr. Sharma unveiled a slew of measures to address the concerns of Exporters amidst the ongoing slowdown in European and US markets. A new scheme to provide special assistance to engineering, pharmaceuticals and chemical sectors was launched on the occasion. Mr. Sharma also introduced a Special Market Scheme to increase the global competitiveness of exports. Under this scheme, special assistance will be provided for exports to markets in Latin America, Africa and CIS Countries.  Government also launched the 'Niryat bandhu' scheme meant to encourage new and young entrepreneurs in export business.
Chairman of the Federation of India Export Organisation R Deora hailed the new incentives as Diwali bonanza for the exporting community. He said that the measures will help the export industry to deal with the global crisis.

Defence Minister A K Antony has cautioned the Navy against complacency and said, some recent incidents have brought to the fore the need for further strengthening the country's coastal and maritime security. Addressing the three-day Naval Commanders Conference in New Delhi, Mr. Antony said the Indian Navy has been mandated to be the net security provider to island nations in the Indian Ocean Region.   On security of Indian maritime and coastal regions, he said the country's coastline is vast and round-the-clock patrolling is not an easy proposition. Naval ships, submarines and aircraft are being extensively deployed, but still a lot more needs to be done by way of response mechanism on the ground.    The Defence Minister also said that several measures have been taken to strengthen the coastal security such as establishment of joint operation centers, induction of Fast Interception Crafts and setting up of Sagar Prahari Bal.
Mr. Antony applauded the efforts of the Indian Navy in checking piracy and called for a collective approach from the international community as well on the issue.

The Railways are to issue tax-free bonds by next month to raise around 10,000 crore rupees to raise market borrowings for capacity building. Talking to reporters Financial Commissioner Pompa Babbar said in New Delhi that the Finance Ministry has given notification to four organisations, including the PFC and Railways, for issuing tax-free bonds.  Mr. Babbar, however, said the amount to be raised through tax-free bonds depends upon market conditions. He said, the Railways have also got temporary relief on account of service tax on freight services as it has been kept at abeyance till December 31st. He, however, said the much awaited tax relief on the auxiliary services is yet to come.
Our correspondent reports, the market borrowings of the Railways are pegged at  20,594 crore  rupees in the current fiscal, out of which 10,000 crore rupees is expected to be raised through tax-free bonds by the Indian Railway Finance Corporation for financing select capacity enhancement work.

In Hissar Parliamentary constituency in Haryana, 35 percent voting was recorded till 1.30 p.m.  Polling is progressing peacefully and will end at 5.00 p.m. Over 13 lakh 32 thousand voters including around 6 lakh 2 thousand females  are expected exercise their franchise in the by polls. The Hissar seat had fallen vacant after the death of former Haryana chief minister Bhajan Lal in June this year.

In Bihar, amidst tight security arrangements polling is continuing peacefully for the bye-elections to Daraunda Assembly seat.  The bye election was necessitated following the the death of Janata Dal United MLA Jagmato Devi.  AIR Patna correspondent reports that a large number of voters have come out from their houses to exercise their franchise.  Polling will continue up to 5 p.m.  Over 2 lakh 26 thousand electorate will decide the political fortune of nine candidates including Mrs. Kavita Singh of the Janta Dal (United) and Permeshwar Singh of the RJD.  Five candidates are contesting the polls independently. Counting of votes will take place on the 17th of this month.

In Maharasthra, 12 per cent polling has been recorded so far in the bye-election for the Khadakwasla legislative assembly seat. Voting is progressing peacefully, with no untoward incident reported so far. Nationalist Congress Party candidate Harshada Wanjale and Bharatiya Janata Party candidate Bhimrao Tapkir are the main candidates in the fray. 3 lakh 63 thousand voters will decide the fate of the candidates in the assembly bye polls.

In Andhra Pradesh, , the polling for Banswada Assembly bye election in Nizamabad district is progressing peacefully so far amidst tight security arrangements. About 20 percent votes were polled during the first two hours of polling. 
About one lakh 60 thousand voters including 82 thousand women are expected to exercise their franchise at 186 polling centers. The polling will continue till 5 PM and counting will take place on the 17th of this month.

In the bye polls in Tiruchirapalli (West) Assembly constituency in Tamil Nadu, 31 per cent of voters had exercised their franchise till noon. High security is being provided at all the 240 polling booths and is being monitored through web cameras by the Election Commission.
Sixteen candidates including the DMK’s K N Nehru and the AIADMK’s Paramjothi are in the electoral fray. Counting will take place on October 20 and the result will be announced on the same day.

In Pudducherry, over 45 percent of the electorate exercised their franchise in the first four hours of polling in the bye-election to the Indiranagar Assembly constituency. Polling began on a brisk note right from the morning and there has been no let up in the enthusiasm as people lined up before polling booths to cast their votes. Chief Minister N. Rangaswamy, cast his vote around noon.
Two companies of the CISF along with the local police have been deployed at the 28 polling stations to ensure peaceful conduct of the by-poll. 7 candidates including contestants from the ruling NR Congress, AIADMK and Congress are in the fray in this crucial poll.

The Delhi Police today arrested two of the three persons who allegedly attacked Team Anna member Prashant Bhushan yesterday. Delhi Police spokesperson Rajan Bhagat told AIR that the attackers were arrested at Baba Kharag Singh Marg area of the national capital. One of the alleged attackers was arrested yesterday itself.
The Minister of Information and Broadcasting Mrs. Ambika soni condemned the attack on Prashant Bhushan. Talking to reporters in New Delhi, she called for a thorough probe into the incident saying in a democracy everybody has the right to express his point of view. 
The Home Minister Mr. P. Chidambaram also condemned the attack on Prashant Bhushan.  Terming the attack as barbaric, the Congress party said the issue should be dealt with strictly to avoid recurrence of any such incidents in future.

In Andhra Pradesh, efforts are on to hold talks with the Employees of Singareni Coal Workers and Teachers who are on strike for statehood for Telangana. The Cabinet Subcommittee that held talks with employees’ leaders yesterday will be meeting Chief Minister Kiran Kumar Reddy to discuss their demands.
Meanwhile, Secondary Education Minister Parthasardhi is also holding talks with leaders of the Telangana Teachers Joint Action Committee in order to appeal them to call off their stir. Singareni Collieries management will be holding another round of talks with leaders of recognised Union-AITUC.
Coal production and power generation in the state have been the worst hit. Road Transport Corporation bus services are being operated partially with one section of employees reporting back to duties.

In Kerala, the Opposition LDF walked out of the State Assembly today protesting against escalating prices of essential items and life saving drugs. Seeking permission for an adjournment motion CPI member V S Sunil kumar alleged that prices of food items are soaring like never before. Countering the opposition allegations Chief Minister Oommen Chandy said that except marginal increase in the price of some items, over all price level of essential items has stabilised. At the same time, he assured the house that drug prices will be controlled and the State Medical Services Corporation will be strengthened for the same.  Even as the Chief Minister highlighted efforts to contain price rise, the opposition was dissatisfied and staged a walk out in protest.

Food inflation declined marginally, to 9.32 per cent for the week ended October 1st. Food inflation, as measured on the basis of the Wholesale Price Index had, stood at 9.41 per cent in the previous week. The rate of price rise in food items had stood at 17.14 per cent in the corresponding week of 2010. The fall in food inflation could be attributed to a moderation in the rate of price rise for some of the items on a week-on-week basis, even though they remained higher on an annual basis.The fall could also be attributed to the high inflation rate of 17 per cent in the corresponding year-ago period, a phenomenon dubbed the 'high base effect' in economic parlance. As per data released by the government today, vegetable prices shot up by 13.01 per cent, with prices of potatoes rising by 3.79 per cent on an annual basis, during the week under review.
However, onion prices declined by 10.15 per cent on an annual basis and wheat by 0.24 per cent.

The Rupee eased by 3 paise to 48.98 Rupees per Dollar in early trade today. At the Interbank Foreign Exchange, the domestic unit had appreciated by 37 paise to close at a one-week high of   48.95 Rupee against the US currency in yesterday's trade.

India and Germany have signed a comprehensive social security agreement. The agreement will relieve their workers from double taxation. It will also provide for cooperation in areas of labour market expansion and orderly migration. The pact was signed in Berlin by Overseas Indian Affairs Minister Vayalar Ravi and Germany's Federal Minister of Labour and Social Affairs Ursula von der Leyen.   An External Affairs Ministry spokesperson said in New Delhi, that under the agreement, Indian workers on short term contracts of up to five years will not be required to make any social security contribution in Germany provided they continue to make social security payments in India. The relief will be available to Indian workers even if an Indian company sends its employees to Germany from a third country. Similar relaxation will be provided to German citizens working in India.
Our correspondent reports, there are about 68,500 Indians in Germany most of whom are working as professionals or self-employed.

The Vietnamese President invited Indian business and technical expertise in sectors like healthcare, oil & gas, manufacturing, agro-industry, pharmaceuticals, automotive, IT, shipping and ports, electrical consumer appliances, education and road infrastructure. He said that Vietnam implemented a 10year long modernization policy which has thrown open the need for products and services worth millions of dollars and India with its expertise can take advantage of it. In Bhutan, the royal wedding of King Jigme Khesar Namgyel Wangchuk to Queen Jetsun Pema took place today at the the historic Punakah dzong, eighty- five kilometeres from the capital Thimphu. The wedding between the 31 year old Monarch and 21 year old Queen educated in India and United Kingdom started at this morning with prayers in the Dzong , led by the Chief abbot , Je Khenpo, the spiritual head of Bhutan.
The King arrived for the ceremony at 8 am and the bride at 8.30, followed by the purification ceremony. The crowning of the bride by the King during the royal wedding blessing proclaimed her to be the Queen. The traditional ceremony performed by the Je Khenpo has been much awaited by the seventy thousand people of this Himalayan kingdom. Braving the early morning chill, children and people were seen lining up on the roads and gathering to take part in the celebrations.
The wedding has been more an affair for the people of Bhutan, with the international community represented by twenty-four Ambassadors accredited to Bhutan representing their countries. India’s Ambassador to Bhutan Pawan Kumar Verma is offically representing the country.
The Royal family joined the public of Punakha in the celebrations following official wedding ceremony.

 Chief Information Commissioner Satyanand Mishra does not think that sharing of information in any way limits decision making abilities of public servants. In an exclusive interview to AIR on the eve of the 6th Annual Convention of the Central Information Commission, Mr. Mishra said that there is no need for amending the Act but change may be made in the system within the government.  He said RTI and good governance are complementary to each other.

The change does not lie in amending or abridging the frontiers of the Right to Information Act. It lies in changing the systems with in the government so that we can live with the RTI Act and also make good decision. These are not mutually,; exclusive proposition, these are in fact complimentary. In fact when the RTI Act was made in its very preamble the law makers said that these laws are being made to provide a practical  regime of administration which will give a transparent and accountable government. So I don't see any contradiction between RTI Act and good governance.
Mr.Mishra said that the Convention would highlight the fact that there is no attempt to reduce the scope of RTI and no one  should have  misgivings about it.

 The convention wishes to really establish and show to the people that there is a complete commitment and solidarity among all the actors for implementing the Right to Information Act. There is no attempt to really abridge or reduce the scope of the RTI Act,. So in this convention we want to highlight that the people should have no misgiving about the RTI Act, it is going to stay. It is only going to become stronger as CIC and all the Information Commissions of the state, We are absolutely  backing it and I have a feeling that Central government is equally committed.

In Tamilnadu, the revenue authorities carried out an exercise to test communication channels in the coastal districts as part of a mock tsunami drill across several countries in the Indian Ocean region. Kodiakarai Naval detachment conducted the mock tsunami drill at Vedaranyam in Nagapattinam district. Another operation was executed at Tuticorin as per the directive of Coast Guard, Regional Headquarters, Chennai. The drill declared as a table top exercise seeks to place a contingency plan in the event of a disaster of a higher magnitude and take back lessons to the table to reassess and reduce the gaps in preparedness.  A report from our Correspondent:
 Two hours after the mock alert was issued by Tsunami warning Centre Hyderabad small number of People were alerted in Nagapattinam and Tuticorin. As the model code of conduct was in place, the exercise was done at a smaller level. The naval authorities demonstrated the use of life jackets and ascertained the availability of food rations,captive power and functionality of generators, life jackets and medical kits were also ascertained. The fishermen were also instructed to push the boat into the sea during Tsunami.. A very high frequency communication device of the Navy was also demonstrated. Nagapattinam district was one of the worst affected districts in December 2004 Tsunami. JOY, CHENNAI,   
Andaman is located in a high seismic zone, and so the mock tsunami exercise held her assumed more significance.

प्रधानमंत्री ने कहा है कि सरकार मजदूरों के कल्याण के लिये श्रम कानून को सुचारू बनाने के वास्ते कई उपायों पर काम कर रही है। उन्होंने स्वीकार किया कि उद्योगों और कारोबार को बढ़ावा देने के लिए श्रम कानून के कई प्रावधानों में सुधार की जरूरत है। डाक्टर मनमोहन सिंह ने कहा कि सरकार उन पहलुओं पर आगे बढ़ेगी , जिनमें सुधार के लिए आम सहमति बन चुकी है और यह सुनिश्चित करेगी कि मजदूरों के हित सुरक्षित रहें। प्रधानमंत्री आज नई दिल्ली में श्रम पुरस्कार प्रदान कर रहे थे। उन्होंने यह भी कहा कि सरकार, उद्योगपतियों और श्रमिकों के बीच अच्छे संबंध बनाने के लिए हर संभव उपाय करने के प्रति वचनब+द्ध है।

हमारी सरकार ने असंगठित क्षेत्र के कामगारों के हित के लिए कई कदम उठाए है। राष्ट्रीय स्वास्थ्य बीमा योजना से ढाई करोड़ कामगारों को पहले से ही फायदा मिल रहा है और हमारी योजना है कि इस महत्वाकांक्षी योजना का लाभ और भी श्रेणियों के कामगारों तक पहुंचे। असंठित क्षेत्र के कामगारों के विकास के लिए चलाई जा रही योजनाओं के वित्तपोषण के लिए एक राष्ट्रीय कोष की भी स्थापना की गई है।
मालिकों और मजदूरों के बीच विवाद की घटनाओं पर चिंता व्यक्त करते हुए प्रधानमंत्री ने कहा कि औद्योगिक विकास के लिए श्रमिकों और प्रबंधन के बीच मधुर संबंध बहुत जरूरी हैं। उन्होंने सतत आर्थिक विकास पर जोर देते हुए कहा कि युवाओं में कौशल विकास पर पूरा ध्यान देने की जरूरत है।

हम इस तथ्य से भली भांति अवगत है कि कई अन्य देंशों की तुलना में हमारे यहां युवाओं की कुल आबादी में अच्छी संख्या है, और युवाओं की इस बड़ी आबादी का कौशल विकास अनिवार्य शर्तो में से एक है। पिछले सात सालों की हमारी नीतियों में शिक्षा और कौशल विकास का महत्व परिलक्षित हुआ है।
प्रधानमंत्री ने इससे पहले श्रम पुरस्कार प्रदान किये । उन्होंने वर्ष २००८ का श्रम रत्न पुरस्कार , भारत इलेक्ट्रोनिक लिमिटेड के श्री नागराज को प्रदान किया । वर्ष २००८, २००९ और २०१० के लिए श्रम भूषण , श्रम वीर, श्रम वीरंगना, श्रम श्री और श्रम देवी पुरस्कार निजी और सार्वजनिक क्षेत्र के १८९ श्रमिकों को दिये गये।

केन्द्रीय मंत्रिमंडल ने तीन साल तक मुनाफा कमाने वाले केंद्र सरकार के उद्यमों द्वारा विदेश से खरीदे जाने वाले कच्चे माल के बारे में एक नई नीति को मंजूरी दी है। आज नई दिल्ली में मंत्रिमंडल की बैठक के बाद सूचना और प्रसारण मंत्री अंबिका सोनी ने बताया कि इस नीति से नवरत्न कम्पनियां सरकारी मंजूरी के बिना इस प्रकार का कच्चा माल खरीदने में तीस अरब रुपये तक खर्च कर सकेंगी। अभी तक यह सीमा दस अरब रुपये थी। उन्होंने कहा कि इस नीति से विदेशों से कोयला, लौह-अयस्क तथा अन्य कच्चा माल खरीदने में मदद मिलेगी। श्रीमती सोनी ने कहा कि मंत्रिमंडल सचिव की अध्यक्षता में सचिवों की एक समिति बनाई जा रही है जो विभिन्न प्रस्तावों की जांच करेगी। एक अन्य फैसले में मंत्रिमंडल ने कानून में कुछ संशोधनों को मंजूरी दी है जिससे बैंकों को मकान तथा कम्पनी ऋणों के वितरण में आसानी होने के साथ-साथ ऋणों के डूबने के खतरे से निपटने में भी मदद मिलेगी। श्रीमती सोनी ने कहा कि मंत्रिमंडल ने इंडिया इन्फ्रास्ट्रक्चर कम्पनी लिमिटेड को भारतीय रिजर्ब बैंक की नियामक निगरानी में लाने को भी मंजूरी दे दी है। उन्होंने कहा कि इससे इस कम्पनी की अधिकृत पूंजी २० अरब रुपये से बढ़कर ५० अरब रुपये हो जायेगी। वित्त मंत्री की मंजूरी से इस राशि को ८० अरब रुपये तक बढ़ाया जा सकता है।

सरकार ने निर्यात में मदद देने और भारतीय अर्थव्यवस्था पर अमरीका तथा यूरोप में विश्वव्यापी मंदी के असर को दूर करने के लिए नौ अरब रुपये से अधिक के एक पैकेज की घोषणा की है। २००९-२०१४ की विदेश व्यापार नीति के वार्षिक परिशिष्ट के तहत इन नये उपायों की घोषणा करते हुए वाणिज्य और उद्योग मंत्री आनन्द शर्मा ने कहा इनका उद्देश्य नये बाजार खोजना है। उन्होंने कहा कि लैटिन अमरीका, अफ्रीका और राष्ट्रकुल देशों के बाजारों पर जोर दिया जायेगा। इन बाजारों में निर्यात को बढ़ावा देने के लिए एक प्रतिशत का अतिरिक्त ड्यूटी क्रेडिट दिया जायेगा। इसके साथ ही इन देशों को किए जाने वाले निर्यात पर कुल क्रेडिट बढ़कर चार प्रतिशत हो जायेगा।

वाणिज्य और उद्योग मंत्री ने इंजीनियरिंग, औषधि और रसायन क्षेत्रों को विशेष सहायता उपलब्ध कराने की एक योजना की भी घोषणा की। इसके अन्तर्गत इन क्षेत्रों के पचास उत्पादों को इस वित्त वर्ष की अक्टूबर और मार्च की अवधि के दौरान विशेष बोनस मिलेगा। भारतीय निर्यात संगठन परिसंघ के अध्यक्ष आर० देवड़ा ने इन नये प्रोत्साहनों को निर्यात समुदाय के लिए दीपावली का उपहार बताते हुए कहा है कि इनसे निर्यात उद्योग को वैश्विक संकट से निपटने में मदद मिलेगी। आर्थिक विशेषज्ञ जयंतो राय चौधरी का कहना है कि इस पैकेज का उद्देश्य यह है कि अमरीका और यूरोप में आर्थिक मंदी का असर भारत पर न पड़े।

सरकार माफिया सरगना दाउद इब्राहिम के करीबी साथी इकबाल मिर्ची के इंग्लैंड से प्रत्यर्पण की प्रक्रिया शुरू कर रही है। विदेश मंत्रालय के प्रवक्ता विष्णु प्रकाश ने कहा कि वह भारत का एक भगोड़ा है इसलिए उसकी गिरफ्तारी के लिए जारी रेडकार्नर नोटिस वैध है। सी.बी.आई. ने मंगलवार को लंदन में मिर्ची की गिरफ्तारी की पुष्टि की है। जांच एजेंसी ने मुम्बई पुलिस से मिर्ची के खिलाफ मामलों के बारे में ब्यौरा मांगा है। सरकार ने १९९४ में उसे अपराधी घोषित कर दिया था।

उत्तर प्रदेश में एक और विधायक को दलबदल कानून के तहत अयोग्य करार दिया गया है। विधानसभा अध्यक्ष सुखदेव राजभर ने सत्ताधारी बहुजन समाज पार्टी के बागी विधायक श्रीभगवान शर्मा उर्फ गुड्डू पंडित को दलबदल के कारण अयोग्य घोषित कर दिया है। श्रीभगवान शर्मा हाल में बहुजन समाज पार्टी छोडकर समाजवादी पार्टी में शामिल हो गये थे।

खाद्य पदार्थों की मुद्रास्फीति की दर में पहली अक्तूबर को समाप्त हुए सप्ताह के दौरान मामूली गिरावट आयी और यह नौ दषमलव तीन-दो प्रतिषत हो गई। इससे पहले के हफ्ते में यह नौ दषमलव चार-एक प्रतिषत थी। पिछले वर्ष इसी हफ्ते में खाद्य मुद्रास्फीति की दर १७ दषमलव एक-चार प्रतिषत दर्ज की गई थी।

The Rashtriya Swathya Bima Yojana is already benefiting about 25 million workers and we are in the process of covering more categories of workers under this ambitious scheme. A National Fund has been created to finance development schemes for the unorganized sector.
Dr. Singh emphasised that for sustained economic growth, it is necessary to provide sufficient attention to skill development of youth across the country.

Cabinet today approved a new policy for acquisition of raw material assets from abroad by central Public Sector Enterprises having a three year record of profit. Information and Broadcasting Minister Ambika Soni said after the cabinet meeting that the policy will pave the way for Navratna firms to invest up to 3,000 crore rupees in such assets without government approval. The present limit is 1,000 crore rupees. She said that the policy will facilitate the acquisition of coal, iron ore and other assets abroad.

The approval of this policy for acquisition of raw material assets abroad by the central public sector enterprises, is expected to significantly enhance the capability of these enterprises to acquire raw material assets abroad and thus protect long term economic interest of the country.
In another decision cabinet approved amendments to Laws to enable banks to effectively deal with the menace of bad loans besides encouraging them to disburse credit freely to home and corporate loan seekers. Mrs. Soni said Cabinet also gave its nod to bring Infrastructure Finance Company Limited under Regulatory Oversight of Reserve Bank of India. In another decision, the Government approved more devolution of powers to panchayats in the management of National Rural Drinking Water Programme, and carving out of a special fund to monitor quality of drinking water.

Government has announced a package of over 900 crore rupees to boost exports. It also aims at minimizing the impact of financial meltdown in US and European markets on Indian economy. Announcing a slew of measures in the annual supplement of the Foreign Trade Policy, 2009-2014 in New Delhi, Commerce and Industry Minister Anand Sharma said that the focus is to tap new markets. Special markets identified in Latin America, Africa and CIS Countries will remain in focus. To encourage exports for these markets, shipments will get an additional one per cent duty credit. With this the total credit on exports in these countries will go up to four percent.

The Minister also announced a scheme to provide special assistance for boosting exports in engineering, pharmaceuticals and chemical sectors. Fifty products in these sectors will get special bonus between October and March this fiscal. He also announced launching of the Niryat bandhu scheme with an aim to encourage new and young entrepreneurs in export business. Giving details of the growth in export sector, Mr. Sharma said that they are poised to reach 500 billion US dollars by 2014. The government today announced a package of sopes for exporters which would cost about 900 crores. It is also given interest subsidy to certain sector like Handicraft, Handlooms, small and medium enterprises. This is basically being given with through as our exports can go on. There is recession in the western markets which have been the main buyer 60% of the our exports go to the western countries USA, Europe, Japan and Gulf and these are the places which are hit by recessionary tendency. India is trying to boost export to non traditional markets.

Food inflation declined marginally, to 9.32 per cent for the week ended October 1st. Food inflation, as measured on the basis of the Wholesale Price Index had, stood at 9.41 per cent in the previous week. The rate of price rise in food items had stood at 17.14 per cent in the corresponding week of 2010. The fall in food inflation could be attributed to a moderation in the rate of price rise for some of the items on a week-on-week basis, even though they remained higher on an annual basis. The fall could also be attributed to the high inflation rate of 17 per cent in the corresponding year-ago period, a phenomenon dubbed as the 'high base effect' in economic parlance.

India will ask the G20 member countries to impress upon concerned nations, especially tax havens to facilitate uninterrupted exchange of information on black money and terror financing. The Union Finance Minister Pranab Mukherjee is expected to raise these issues at the two-day G-20 meeting of finance ministers and Central bank governors beginning in Paris tomorrow. New Delhi will also pitch for ensuring strong and balanced economic growth across regions, reforms of the international Monetary System and call for short and long term economic measures to restore market confidence.

Erasing its early gains, the Sensex at the Bombay Stock Exchange declined 74 points, or 0.4 percent, to 16,884, on profit-booking, and amid weak European markets, today. The Nifty shed 22 points, or 0.4 percent, to 5,078. But stock markets in Japan, China, Hong Kong, and South Korea gained between 0.8 percent and 2.3 percent. The rupee depreciated 17 paise, to 49.13 against the dollar. Snapping a three-day rally, gold fell 180 rupees, to 27,010 rupees per ten grams in Delhi. Silver lost 500 rupees, to 54,100 rupees per kilo. And U.S. crude oil futures fell 1.34 dollars, to 84.23 dollars a barrel, while Brent crude stood above 110 dollars a barrel. Pradeep Kumar, AIR News

Intensifying economic, energy and strategic cooperation will be the focus of discussions between the Prime Minister Dr. Manmohan Singh and the visiting President of Myanmar U. Thein Sein in New Delhi tomorrow. The Myanmar President, who is on a four-day state visit to India, will also discuss security and defence cooperation besides counter terrorism measures. Myanmar has assured India that it will not allow its territory to be used by insurgents against India. New Delhi will help Myanmar in capacity building in its armed forces.

India and Germany have signed a comprehensive social security agreement. The agreement will relieve their workers from double taxation. It will also provide for cooperation in areas of labour market expansion and orderly migration. The pact was signed in Berlin by Overseas Indian Affairs Minister Vayalar Ravi and Germany's Federal Minister of Labour and Social Affairs Ursula von der Leyen.

The Supreme Court has slashed the amount of compensations to Uphaar theatre fire tragedy victims awarded by the Delhi High Court. A bench headed by Justice R V Raveendran reduced the amount of compensation from 18 to 10 lakh rupees to the families of deceased above 20 years of age and for the victims below 20 years, it was reduced to 7.5 lakh from 15 lakh rupees. The bench also drastically reduced the punitive damages to be paid by Uphaar Cinema owners, Ansal brothers to the Centre from 2.5 crore rupees to 25 lakh rupees.

Delhi Police today said that a big terror strike's attempt in the National Capital was foiled following the recovery of an explosive-laden car in Ambala. Talking to reporters in New Delhi, Deputy Commissioner of Police (Special Cell), Arun Kampani claimed that Lashker-e-Taiba, LeT and Babbar Khalsa International had joined hands to plot a terror strike in Delhi ahead of Festival season. He said the seizure of the car in Ambala last evening came following a trail of inputs provided by central intelligence agencies. Mr. Kampani said, inputs about the plan of terror strike in Delhi by an LeT module active in Jammu and Kashmir were recieved. He said that the explosives were meant for Babbar Khalsa and to be used in Delhi.

Minister of State in Prime Minister's Office V Narayansamy appealed the protestors at the Koondankolam Nuclear Plant should not block the entry of scientists and workers at the site. Talking to reporters in New Delhi, Mr. Narayansamy said that every one has right to protest but blocking the movement of people is not a gandhian way of protest. He said that the Prime Minister has already assured that the government will not compromise with the safety and livelihood of the people in the region.

In Bihar amidst tight security arrangements by-polls to Daraunda assembly seat passed off peacefully. Counting of votes will be on the 17th of this month. In Puducherry, an estimated 84 percent of the voters exercised their franchise in the by election to the Indira Nagar Assembly constituency. In Andhra Pradesh, the polling for the by-election held for Banswada Assembly seat passed off peacefully amidst massive security arrangements. Returning officer and the Nizamabad district collector Varaprasad said about 77.6 percent polling was recorded. In Haryana, the Hisar by-poll concluded peacefully amid tight security today. The voting machines are being carried to the strong rooms with escorts for counting.

Now sports news, Janhvi Gogoi of Railways Sports Promotion Board and Krishna Thapa of host Madhya Pradesh stormed into the semifinal round of the 12th Senior Women Boxing Championships being played in Bhopal. Janhvi Gogoi defeated Hema Yogesh of Kerala 25-4. Krishna Thapa beat Rebecca of Mizoram 19-15. Twenty bouts will be played in five different categories today while twenty bouts will be played tomorrow.
