  • जापान में फुकुशिमा परमाणु संयंत्र के रिएक्टर में फिर आग लगी, उत्तर पूर्व जापान में एक बार फिर भूंकप के झटके। भारतीय दूतावास के अधिकारी २५ हजार भारतीयों के प्रतिनिधियों से मिले। हर संभव सहायता का आश्वासन।
  • टू-जी स्पेक्ट्रम मामले में सीबीआई इस महीने के अंत तक पूर्व संचार मंत्री ए राजा तथा दो अन्य के खिलाफ आरोप-पत्र दाखिल करेगी। मामले की सुनवाई के लिए अलग अदालत गठित करने की अधिसूचना २९ मार्च तक जारी होगी।

जापान में शुक्रवार के भीषण भूकम्प के बाद भी रह रहकर झटके महसूस किये जा रहे हैं। अमरीकी भूगर्भ सर्वेक्षण के अनुसार स्थानीय समय के अनुसार आज दिन में एक बजे मुख्य हांेंशु द्वीप के तट के पास तोक्यो से ९५ किलोमीटर पूर्वोत्तर में छह की तीव्रता का भूकम्प आया। कल भी दो बार तोक्यो में छह और छह से अधिक तीव्रता के भूकम्प के झटकों में इमारतें झूलती रहीं।
उधर, फुकुशिमा के पहले परमाणु संयंत्र के चौथे रिएक्टर में आज बड़े सवेरे आग लगने की खबर आई। इस संयंत्र की संचालक तोक्यो इलैक्ट्रिक पावर कंपनी टेपको के प्रवक्ता ने बताया कि आग बुझाने की कोशिश की जा रही है। कल भी संयंत्र में धमाके और आग लगने से छत में दरार आ गई थी। इसी संयंत्र के दूसरे रिएक्टर के परमाणु ईंधन कंटेनर को नुकसान होने की भी खबर है। टेपको के अधिकारियों ने बताया था कि दूसरे रिएक्टर का कूलिंग पम्प खराब हो जाने के कारण ईंधन छड़ें बाहर दिखने लगी हैं।
अंतर्राष्ट्रीय परमाणु ऊर्जा एजेंसी का भी कहना है कि पहले और तीसरे रिएक्टर में धमाके के बाद ईंधन कंटेनर सुरक्षित रहा, लेकिन १४ मार्च को दूसरे रिएक्टर में धमाका होने से कंटेनर को नुकसान होने की आशंका है। तीनों धमाके हाइड्रोजन गैस के दबाव से हुए। एजेंसी ने फुकुशिमा के पहले परमाणु बिजलीघर की स्थिति पर चिन्ता व्यक्त की है। इस बिजलीघर के पहले, दूसरे और तीसरे रिएक्टर को ठंडा रखने के लिए समुद्र का पानी भरा जा रहा है। इस पूरे बिजलीघर को बिजली की सप्लाई फिर देने की कोशिश भी जारी है। एन एच के में कार्यरत सुश्री लोचनी अस्थाना ने ये रिपोर्ट भेजी है।

फुकुशिमा परमाणु बिजली घर के रिएक्टर नम्बर दो में आज रेडियोधर्मिता का स्तर बढ़ जाने से कुछ समय के लिए वहां से हटाना पड़ा। जापान के समयानुसार १० बजकर चालीस मिनट पर संयंत्र के मुख्य द्वार पर रेडिएशन १० मिलीसिवर्स तक पहुंच गया था लेकिन २० मिनट में ही यह दो दशमलव सात मिलीसिवर्ड प्रतिघंटा पर आ गया। रिएक्टर के दबाव नियंत्रण प्रणाली यानी सप्रेक्षण पूल को नुकसान पहुंचा है। परमाणु संयंत्र में पैदा हुई इन नई समस्याओं के बावजूद टोकियो का शेयर बाजार आज संभला और सभी शेयरों में मजबूती आई। बैंकॉक जापान तीन दिन से लगातार बाजार में पैसा लगा रहा है। आज बाजार बंद होने तक निक्केई औसत का सूचकांक एक बार फिर नौ हजार से ऊपर पहुंच गया। उधर, सुनामीग्रस्त इलाकों में सोलह लाख मकानों में अभी तक पानी नहीं है सरकार ने करीब तीन सौ ट्रक पानी इन इलाकों के लिए भेजा है। कुदरत के इस कहर में ३ हजार ७०० से अधिक लोगों के मारे जाने की पुष्टि की जा चुकी है जबकि नौ हजार से अधिक लापता हैं। इस कहर में बचे लोगों को आबकारी ठंड का सामना करना पड़ रहा है।क्योंकि तापमान जमाव बिन्दु तक जा पहुंचा है। कई इलाकों में कल रात से बर्फबारी हो रही है। इसलिए आश्रयस्थलों में शरण लिए लोगों के स्वास्थ्य को लेकर नई चिंता पैदा हो रही है।
इस बीच, भारत से त्सुनामी पीड़ितों की मदद के लिए भेजी गई सहायता की पहली खेप आज तोक्यो पहुंच रही है। प्रधानमंत्री ने २५ हजार कम्बल भेजने की घोषणा की थी। नई दिल्ली में जापानी दूतावास के प्रवक्ता के अनुसार जापान के प्रधानमंत्री ने भारत के सहयोग की सराहना की है।
जापान के सम्राट अकिहितो ने शुक्रवार के भूकम्प और विनाशकारी त्सुनामी के बाद देश में उत्पन्न संकट पर गहरी चिन्ता व्यक्त की है। सम्राट ने परम्परा से हटकर टेलीविजन पर प्रसारित संदेश में कहा कि वे जनता के लिए प्रार्थना कर रहे हैं। इस त्रासदी पर सम्राट ने पहली बार सार्वजनिक रूप से प्रतिक्रिया दी है।
उधर तोक्यो में भारतीय राजदूत आलोक प्रसाद ने आज जापान में रह रहे २५ हजार भारतीयों के प्रतिनिधियों के साथ विचार विमर्श किया। राजदूत ने इन प्रतिनिधियों से पूछा कि उनकी आगे क्या योजना है और वे सरकार से किस तरह की मदद चाहते हैं। विदेशमंत्री एस एम कृष्णा और विदेश सचिव निरूपमा राव ने तोक्यो में भारतीय राजदूत से बात की है और बताया है कि जापान में सभी भारतीय सुरक्षित हैं। श्री कृष्णा ने कहा कि उनकी मदद के लिए एक हैल्पलाइन शुरू की गई है। रविवार को त्सुनामी से तबाह तानीदा में तीस भारतीयों को एक होटल में रखा गया।
भारत की प्रमुख आईटी कंपनियों, इनफोसिस, टीसीएस और विप्रो ने जापान में अपने कर्मचारियों से कहा है कि वे चाहें तो भारत लौट सकते हैं इधर, नई दिल्ली में सरकार ने कहा है कि जापान में विकिरण से भारत को किसी तरह का खतरा नहीं है। संसदीय कार्य राज्यमंत्री अश्विनी कुमार ने संसद के बाहर पत्रकारों को बताया कि भारत का समुद्री तट जापान से छह सात हजार किलोमीटर दूर है और इस समय फुकुशिमा से निकले विकिरण का भारत पर असर होने की आशंका बहुत कम है।

सीबीआई ने आज उच्चतम न्यायालय को बतया कि वह टू जी स्पैक्ट्रम आवंटन के मामले में पूर्व दूरसंचार मंत्री ए राजा और दो कंपनियों के खिलाफ ३१ मार्च तक आरोप पत्र दाखिल करेगी। न्यायमूर्ति जी एस सिंघवी और ए के गांगुली की पीठ के सामने बंद लिफाफे में पेश की गई स्थिति रिपोर्ट में सीबीआई ने इस घोटाले की जांच के दौरान मिले कुछ नये तथ्यों की जानकारी दी है। सीबीआई की ओर से वरिष्ठ वकील के के वेणुगोपाल ने कहा कि मुख्य आरोपपत्र ३१ मार्च तक दाखिल कर दिया जाएगा। कई अन्य लोगों और कंपनियों के खिलाफ आरोपपत्र बाद में दाखिल किये जाएंगे। श्री वेणुगोपाल ने न्यायालय को बताया कि एक दूरसंचार कंपनी के मुख्य कार्यकारी अधिकारी सहित अनेक व्यक्तियों से पूछताछ की गई है और इस मामले में अवैध धन का पता लगाने के लिए कुछ देशों को भी अनुरोध पत्र भेजे गये हैं। मॉरीशस के मामले में भी कुछ प्रगति हुई है। रिपोर्ट देखने के बाद न्यायालय ने सीबीआई को निर्देश दिया कि आयकर विभाग ने कॉरपोरेट लॉबिस्ट नीरा राडिया के जो फोन टेप किये हैं, उस बातचीत का पूरा आलेख २९ मार्च को अगली सुनवाई के दौरान पेश किया जाए। केन्द्र सरकार ने पीठ को सूचित किया कि दिल्ली उच्च न्यायालय के मुख्य न्यायाधीश ने पत्र भेजकर सूचित किया है कि वे टू जी स्पैक्ट्रम मुकदमे की सुनवाई के लिए अलग अदालत के गठन पर सहमत हैं। महाधिवक्ता गुलाम ई वाहनवटी ने सूचित किया कि केन्द्र सरकार २९ मार्च को या उससे पहले उपयुक्त अधिसूचना जारी कर देगी, ताकि न्यायालय सीबीआई के आरोपपत्र का संज्ञान ले सके।

सरकार ने जाट नेताओं से कहा है कि वे केन्द्र सरकार की नौकरियों में आरक्षण के मुद्दे पर अपना आंदोलन स्थगित कर दें। केन्द्रीय गृह मंत्री पी चिदम्बरम और सामाजिक न्याय मंत्री मुकुल वासनिक ने आज सुबह पंजाब, हरियाणा, उत्तर प्रदेश, जम्मू-कश्मीर और महाराष्ट्र के आंदोलनकारी जाट नेताओं से बातचीत की। जाट प्रतिनिधिमंडल के मुख्य नेता यशपाल मलिक ने कहा कि सरकार ने उनकी मांगों पर विचार करने के लिए तीन दिन का समय मांगा है क्योंकि उन्हें इस मुद्दे पर विधि मंत्रालय से विचार विमर्श करना होगा। अपना आंदोलन स्थगित करने के बारे में उन्होंने कहा कि आज शाम या कल उनकी कोर समिति की बैठक में इस बारे में फैसला किया जाएगा। उधर, उत्तर प्रदेश के काफुरपुर स्टेशन में रेल पटरियों पर आज १२वें दिन भी जाट आंदोलन जारी है। दिल्ली-मुरादाबाद सेक्शन की कई रेलगाड़ियां अब भी रद्द है। उत्तर रेलवे के अनुसार अनेक रेलगाड़ियां परिवर्तित मार्गो से चलाई जा रही है। मुरादाबाद, हिसार, फिरोजपुर, अलवर, भिवानी सैक्शनों पर रेल यात्री कठिनाईयों का सामना कर रहे हैं। उत्तर रेलवे ने नई दिल्ली, लखनऊ, मुरादाबाद और वाराणसी स्टेशनों पर हैल्प लाइन शुरू की है।

बिहार के गया जिले में माओवादियों ने दो अलग-अलग स्थानों पर एक सरकारी स्कूल की इमारत और एक मोबाइल टावर के नियंत्रण कक्ष में विस्फोट किया। पुलिस के अनुसार ५० से अधिक सशस्त्र माओवादियों ने बांके बाजार थाना क्षेत्र के तहत खजुराही गांव में कल देर रात डायनामाइट से विस्फोट करके स्कूल की इमारत को उड़ा दिया। नक्सलवादियों ने इमामगंज थाना क्षेत्र में लखुआ गांव में बीएसएनएल के टावर के नियंत्रण कक्ष में भी आग लगा दी। नक्सलवादियों को पकड़ने के लिए इस इलाके में तलाशी अभियान शुरू किया गया है।

पश्चिम बंगाल विधानसभा चुनाव में तृणमूल कांग्रेस और कांग्रेस के बीच सीटों के बंटवारे पर अभी कोई फैसला नहीं हो सका है। श्री प्रणब मुखर्जी और सुश्री ममता बैनर्जी ने कल रात कोलकाता में इस बारे में बातचीत की थी। लेकिन कोई नतीजा नहीं निकला। बाद में श्री मुखर्जी ने बताया कि गतिरोध दूर करने के लिए दुबारा बातचीत होगी। लेकिन सुश्री ममता बैनर्जी ने कुछ भी कहने से इन्कार कर दिया। समझा जाता है कि दोनों पक्षों के बीच गठबंधन पर तो सहमति हो चुकी है, लेकिन कुछ सीटों पर अभी मतभेद हैं।

केरल में सत्तारूढ़ लेफ्‌ट डेमाक्रेटिक फ्रंट-एलडीएफ द्वारा विधानसभा चुनावों के लिए आज अपने उम्मीदवारों की सूची को अंतिम रूप देने की उम्मीद है। विपक्ष के नेता ओमान चांडी और केरल प्रदेश कांग्रेस कमेटी के अध्यक्ष रमेश चेनिताला पार्टी उम्मीदवारों के नामों को अंतिम रूप देने के लिए आज दिल्ली में कांग्रेस हाईकमान के साथ बैठक कर रहे हैं। हमारे संवाददाता का कहना है कि सत्तारूढ़ एलडीएफ के कई मंत्रियों के नाम हटाये जा सकते हैं। राजनीतिक पार्टियों के बीच सीटों के बटवारे को लेकर चली बातचीत खत्म होने के बाद पार्टियों को उम्मीदवारों की सूची को जल्द से जल्द अंतिम रूप देना है और चुनाव अभियान में जुट जाना है। सूत्रों ने बताया है कि मार्क्सवादी कम्युनिस्ट पार्टी और भारतीय कम्युनिस्ट पार्टी दोनों ही अपने कुछ मंत्रियों को मैदान में उतारने को इच्छुक नहीं है। भारतीय जनता पार्टी की चालीस उम्मीदवारों की पहले से जारी सूची के अलावा सत्तर और उम्मीदवारों की सूची को राज्य इकाई ने मंजूरी दे दी है। इस बीच मुख्य चुनाव आयुक्त एस वाई कुरैशी और आयोग के अन्य सदस्य चुनाव तैयारियों का जायजा लेने के लिए दो दिन की यात्रा पर कल केरल पहुंच रहे हैं।

तमिलनाडु में चुनावी सरगर्मियां तेज होने लगी हैं। निर्वाचन क्षेत्रों का पुनर्निर्धारण करने के बाद ये पहले विधानसभा चुनाव हैं। पिछले चुनाव में अधिकतर निर्वाचन क्षेत्रों में त्रिकोणीय मुकाबला था, लेकिन इस बार दोनों द्रविड दलों के बीच मुख्य रूप से मुकाबला होगा। भारतीय जनता पार्टी और बहुजन समाज पार्टी ने अकेले चुनाव लड़ने का फैसला किया है। लेकिन राज्य में इन दलों का आधार न होने के कारण इनका असर ज्यादा नहीं होगा। एमडीएमके और ऑल इंडिया अन्ना डीएमके के बीच बातचीत का फैसला न होने के कारण ऑल इंडिया अन्ना डीएमके ने आगे की रणनीति तय करने के लिए शनिवार को उच्च स्तरीय कमेटी की बैठक बुलाई है। एमडीएमके को छोड़कर अन्य सभी दलों ने अपनी सीटों के बटवारे का फैसला कर लिया है। डीएमके पार्टी के नेतृत्व वाले गठबंधन में ६३ सीटों पर कांग्रेस, ३० पर पीएमके, १० पर वीसीके और तीन सीटों पर इंडियन मुस्लिम लीग के उम्मीदवार खड़े होंगे। एक-एक सीट एमएमके और पीएमके के लिए छोड़ी गई है जो डीएमके के चुनाव चिन्ह पर चुनाव लड़ेंगे। डीएमके ११९ सीटों पर उम्मीदवार खड़े करेगी।

पुदुचेरी में विधानसभा चुनाव के लिए अधिसूचना जारी होने में अब कुछ ही दिन रह गए हैं, कांग्रेस और ऑल इंडिया अन्ना डीएमके के नेतृत्व वाले प्रमुख गठबंधन अपने सहयोगी दलों के साथ सीटों के बटवारे के बारे में अभी कोई फैसला नहीं कर पाए हैं। हालांकि प्रमुख राजनीतिक दलों के नेताओं के बीच बातचीत के कई दौर हो चुके हैं। लेकिन सत्तारूढ़ कांग्रेस के कोर ग्रुप ने डीएमके की समिति के साथ बातचीत की लेकिन सीटों के बटवारे के बारे में कोई सहमति नहीं हुई है। ऑल इंडिया अन्ना डीएमके के नेतृत्व वाले मोर्चे में पार्टी महासचिव जयललिता के प्रतिनिधियों ने पूर्व मुख्यमंत्री और नवगठित ऑल इंडिया एन आर कांग्रेस के प्रमुख एन रंगास्वामी से मुलाकात की। सूत्रों के अनुसार बातचीत का ब्यौरा सुश्री जयललिता को दे दिया गया है जो इस बारे में अंतिम फैसला करेंगी। इस बीच, मुख्यमंत्री वैद्यलिंगम सहित प्रमुख नेताओं ने अपने सभावित निर्वाचन क्षेत्रों में प्रचार अभियान शुरू कर दिया है।

असम के मुख्यमंत्री तरूण गोगोई ने आज जोरहाट जिले में तीताबोर विधानसभा निर्वाचन क्षेत्र से कांग्रेस उम्मीदवार के रूप में नामांकन पत्र दाखिल किए। श्री गोगोई लगातार तीसरी बार यहां से चुनाव लड़ेंगे। गुवाहाटी में प्राप्त खबरों के अनुसार विभिन्न दलों के बड़ी संख्या में उम्मीदवारों ने अपने नामांकन पत्र दाखिल किए। राज्य में विधानसभा चुनाव के पहले चरण के लिए नामांकन भरने का कल आखिरी दिन है। इस चरण में बराकघाटी के तीन जिलों और दो पर्वतीय जिलों करबी आंगलांग और उत्तरी कछार सहित कुल १३ जिलों में ४ अप्रैल को वोट डाले जाएंगे।

अभी अभी खबर मिली है कि पूर्व दूरसंचार मंत्री ए राजा के सहायक सादिक बाचा ने चेन्नई में कथित रूप से आत्महत्या कर ली है। अस्पताल सूत्रों के अनुसार बाचा मृत अवस्था में अस्पताल पहुंचाया गया। सीबीआई ने टू जी स्पेक्ट्रम घोटाले के सिलसिले में उसके कार्यालय और आवास पर छापे मारे थे।

राज्यसभा की कार्रवाई दिन में तीन बजे तक के लिए स्थगित कर दी गई है। गुजरात मुद्दे पर शोरशराबा चलते रहने के कारण सदन की कार्रवाई आज चौथी बार रोकनी पड़ी है। जैसे ही प्रश्नकाल की कार्रवाई शुरू हुई, उत्तेजित विपक्षी सदस्य नारे लगाते हुए सदन के बीचो बीच पहुंच गये। सभापति ने कहा कि उन्हें मजबूरन कहना पड़ रहा है कि सदस्यों के इस असाधारण व्यवहार से पता चलता है कि भारत में लोकतंत्र किस ढंग से चल रहा है। उत्तेजित सदस्य चाहते थे कि गुजरात सरकार तथा स्वदेशी और विदेशी कम्पनियों के बीच हुए समझौता ज्ञापनों के बारे मे ंजारी आयकर विभाग के नोटिस पर स्पष्टीकरण के लिए वित्तमंत्री को सदन में आना चाहिये।
लोकसभा में कार्रवाई दिन में साढ़े १२ बजे तक स्थगित करनी पड़ी, क्योंकि कर्नाटक में भ्रष्टाचार की कथित खबरों के बारे में पूर्व प्रधानमंत्री एच.डी.देवगोड़ा की टिप्पणी पर भाजपा ने कड़ी आपत्ति जताई। भाजपा, समाजवादी और राष्ट्रीय जनता दल के सदस्यों के बीच काफी नोंक-झोंक हुई। बाद में भाजपा सदस्य नारे लगाते हुए सदन के बीचो-बीच चले गये। इस पर अध्यक्ष मीरा कुमार ने सदन कार्रवाई स्थगित कर दी।

कांग्रेस ने आरोप लगाया है कि आयकर विभाग की ओर से गुजरात सरकार को लिखे पत्र के मुद्दे को भारतीय जनता पार्टी राजनीतिक रंग दे रही है। पार्टी के सांसद राजीव शुक्ला ने संसद के बाहर पत्रकारों को बताया कि इस वर्ष जनवरी में हुए वाइब्रेंट गुजरात ग्लोबल इन्वेस्टमेंट मीट में हुए समझौतों ज्ञापनों के बारे में सूचना एकत्रित करना नियमित कार्रवाई है।

भारत ने पाकिस्तान से फिर आग्रह किया है कि वह अपने यहां से चल रही आतंकवादी गतिविधियां खत्म कराए। लोकसभा में विदेश मंत्रालय की अनुदान मांगों पर बहस का जवाब देते हुए विदेशमंत्री एस एम कृष्णा ने कहा कि सीमा पार से जारी आतंकवाद से भारत चिन्तित है। उनका कहना था कि जिन देशों ने अपनी धरती पर आतंकवाद को पनपने दिया, वे अब पछता रहे होंगे, भले ही वे ये स्वीकार करने को तैयार न हों। नेपाल के मामले में उनका कहना था कि देश की सुरक्षा का उसके साथ सीधा संबंध है और भारत हर उस देश में लोकतांत्रिक व्यवस्था चाहता है, जहां जनता इसकी मांग करती हो। विदेशमंत्री ने बताया कि बंगलादेश में शेख हसीना की सरकार के साथ संबंध सुधरे हैं, जिससे दोनों देशों को लाभ मिला है। श्री कृष्णा ने कहा कि भारत को संयुक्त राष्ट्र सुरक्षा परिषद की स्थाई सदस्यता दिलाने के लिए अंतर्राष्ट्रीय समर्थन बढ़ रहा है।

बहरीन में सुरक्षाबलों ने मनामा के पर्ल-स्कवायर में प्रदर्शनकारियों के खिलाफ जोरदार कार्रवाई शुरू की है। हमारे संवाददाता ने बताया है कि राजनीतिक असंतोष समाप्त करने के उद्देश्य से वहां कल तीन महीने के लिए आपातकाल लगाने की घोषणा की गई है।

एक महीने से ज्यादा समय के सरकार विरोधी प्रदर्शनों के बाद बहरीन ने तीन महीनों के आपातकाल की घोषणा की, जबकि सरकार की मदद के लिए सउदी नेतृत्व में खाड़ी सहयोग परिषद की सेनाएं देश में पहुंच गयी हैं। इसका विरोध करते हुए ई्ररान द्वारा अस्वीकार्य बताने और ईरानी संसद द्वारा बहरीन में विद्रोह के समर्थन के बाद ईरान और बहरीन के बीच बढ़ते राजनयिक तनाव के बीच बहरीन ने अपने तेहरान में स्थित राजदूत को वापस बुला लिया है। बहरीन के राजनीतिक संकट को विश्लेषक क्षेत्र में खाड़ी के अरब देशों और शिया बहुमत वाले ईरान के बीच बढ़ते तनाव के प्रमाण के रूप में देख रहे हैं। जानकारों का विचार है कि खाड़ी शासक विशेषकर सउदी अरब को यह भय है कि बहरीन में शासक वर्ग का पता क्षेत्र में नई क्रांति को जन्म देने के साथ उसके अपने पूर्वी भाग में शिया अल्पसंख्यकों को विरोध के लिए प्रेरित कर सकता है। खबर है कि राजधानी मनामा के दक्षिण में शिया लोगों के एक गांव में कल शाम हुई झड़प में दो सौ से ज्यादा लोग जख्मी हुए हैं।

अयोध्या में आज रंग भरी एकादशी के साथ होली का त्यौहार शुरू हो गया है।अयोध्या के प्रसिद्ध हनुमानगढ़ी से मंदिर का एतिहासिक निशान लेकर नागा साधुओं की एक टोली बाजे-गाजे के साथ नाचते गाते और करतब दिखाते निकली। होली के रंग में रंगा समूचा माहौल जहां धार्मिकता का परिवेश ओढे था, वहीं मानव-मानव के बीच प्रेम के रूप में होली के त्यौहार को स्थापित कर रहा था। इसके बाद नागा साधुओं ने अयोध्या की पंच कोसी परिक्रमा भी की। कहते हैं, होली को अग्नि में न जलने का वरदान मिला था पर होलिका ने भक्त प्रहलाद को जलाने की कोशिश की, तो वह खुद ही जल गयी, जबकि प्रहलाद का बाल बांका न हुआ और हुई असत्य पर सत्य की विजय। इसी खुशी में हनुमान जी सहित सभी देवताओं ने फाल्गुन एकादशी को रंग भरी होली खेली, तभी से यह परम्परा चली आ रही है।

In Tsunami-hit Japan, a fresh fire broke out at a reactor at the Fukushima No 1 nuclear power plant early today. Smoke was bellowing out  from the roof of the number-four reactor at the plant. A Tokyo Electric Power (TEPCO) spokesman said efforts are on to contain the fire. A fire and an explosion had hit the same reactor yesterday, causing a crack in the roof.  Damage has also been reported to part of the container shielding the number-two reactor at Fukushima 250 kilometres northeast of Tokyo. TEPCO officials had said earlier, that fuel rods at the number-two reactor were almost fully exposed after a cooling pump there temporarily failed.  The UN atomic watchdog the IAEA has said that  the primary containment vessel of one of the reactors at the quake-hit Fukushima nuclear plant in Japan may have been affected  by an explosion there. The International Atomic Energy Agency said that, after explosions at both units 1 and 3, the primary containment vessels of both units are reported to be intact.  The IAEA said, all three explosions were due to an accumulation of hydrogen gas.
The IAEA said, it remains concerned over the status of the Fukushima Daiichi nuclear power plant, where sea water injections to cool the reactors in units 1, 2 and 3 are continuing. Attempts to return power to the entire Daiichi site are also continuing. The US Nuclear Regulatory Commission said, it has sent nine additional experts to Tokyo to provide assistance as requested by the Japanese government. The first members of the team left the US Monday evening and were due to arrive in Tokyo this afternoon. Meanwhile, the first tranche of relief offered by India to tsunami-hit Japan is set to reach Tokyo today.  Prime Minister Manmohan Singh had announced that India will despatch 25,000 blankets to Japan as part of its initial contribution to the relief efforts in the quake-and-tsunami hit Tohuku district. A Japanese embassy statement said in New Delhi that Prime Minister Naoto Kan has appreciated the cooperation offered by India.
Meanwhile, aftershocks continue and a new earthquake of 6.0 magnitude rattled northeast Japan today. Scores of strong aftershocks have followed the 9.0 magnitude Friday's earthquake that caused a devastating tsunami. The US Geological Survey said the new aftershock struck today near the coast of Honshu in northeast Japan 95 kilometres from the capital, Tokyo. Two aftershocks had swayed buildings in Tokyo yesterday. The quakes were measured at 6.0 and 6.2 magnitude.

The Indian Embassy in quake-hit Japan today met representatives of the 25,000-strong Indian community there to ascertain their views about their plans and assistance needed by them in the wake of last Friday's disaster. Official sources said, the Indian Ambassador in Japan Alok Prasad had an interaction with the community representatives to know about their future plans and how the government could help them. External Affairs Minister S M Krishna and Foreign Secretary Nirupama Rao had spoken to Prasad and said all Indian national were safe as per the available information. Mr. Krishna had said the embassy will do whatever is possible to help the Indians and a helpline has been set up there for assistance.
On Sunday, 30 Indians in Tanida, one of the tsunami-hit areas in Japan, had been shifted to a hotel. The Indian community is concentrated in and around Tokyo. With Japan facing the danger of nuclear radiation, IT majors TCS, Infosys and Wipro have offered their employees there, the option of coming back home while allowing local workers to shift to safer locations.

Meanwhile,Venezuelan President Hugo Chavez says he is suspending his country's plans to develop nuclear energy in the light of continuing problems at a Japanese nuclear complex.  In a televised speech, President Chavez said events in Japan after Friday's earthquake and subsequent tsunami show the risks associated with nuclear development.  He said he has no doubt that the disaster will strongly alter plans to develop nuclear energy elsewhere in the world. Venezuela had signed a deal with Russia last year to build the South American country's first nuclear power plant.

The CBI today told the Supreme court that it will file a charge sheet against former telecom minister A Raja and two companies by the 31st of this month for their  involvement in the 2G spectrum allocation case. In its latest status report filed in a sealed envelope before a bench of justices G S Singhvi and A K Ganguly, the CBI submitted that many new facts have come out during the probe into the scam. Senior advocate K K Venugopal, appearing for the investigating agency, said, the main charge sheet will be filed against A Raja and two companies by March 31. This is only the beginning and many people and companies would also be chargesheeted later on. Venugopal told the court that many people, including the CEO of a telecom company, have been examined by the agency and Letters Rogatory have been sent to some countries for probing the money trail. He said some progress had been made in case of Mauritius. After going through the status report, the court directed the investigating agency to place before it trans of corporate lobbyist Niira Radia's telephonic conversation tapped by the IT department on the next date of hearing on March 29. The Centre informed the bench that it has got the letter from Chief Justice of Delhi High Court who has agreed to set up an exclusive court for holding trial in the 2G case.
Attorney General Ghulam E Vahanvati informed the court that appropriate notification would be issued by the Centre on or before March 29 so that charge sheet filed by CBI could be taken cognisance of this court.

The Rajya Sabha has been adjourned till 2 P.M. with the Opposition BJP taking serious exception to an order issued by Income Tax department to Gujarat government seeking information on MoUs signed by the state. The issue led to the adjournment of the House for the third time amidst heated exchange of words between opposition and treasury benches. As the Rajya Sabha met for the day, the Leader of Opposition, Mr Arun Jaitley took up the issue. He alleged that  the communication issued on 17th of last month sought details from the state government on the number of investors, both private and foreign companies. He described it as a huge assault on the country's federal character. The Leader of Opposition demanded action against the concerned officer for dereliction of duties.
The Lok Sabha was also adjourned till 12.30 P.M. as BJP took strong exception to the reported comments being made by former Prime Minister H.D. Deve Gowda about alleged reports of corruption in Karnataka. There were heated exchange of words between BJP, SP and RJD members. Congress today charged BJP of politicizing the issue of a letter written to the Gujarat Government by the Income Tax Department. Talking to reporters outside Parliament, Party MP Rajiv Shukla said that it was a routine exercise to collect information on the MoUs signed under the Vibrant Gujarat Global Investment Meet held in January this year. He said it was not a notice or enquiry. He added that Finance Minister Mr Pranab Mukherjee may make a statement in the house after he comes back to Delhi.

New Delhi today renewed its call to Islamabad to eliminate cross border terrorism emanating from Pakistani soil. Replying to the debate on the demands for grants for his ministry in the Loksabha,  the External Affairs Minister Mr. S.M. The Minister said those who allowed terrorism to grow on their soil must be repenting now, though they may not say so.  India will raise the issue of detention of Fishermen in Pakistani jails during forthcoming Home Secretary level talks between India and Pakistan on 28th and 29th March at New Delhi. In a written reply in the Lok Sabha today the Minister of External Affairs Mr. S.M. Krishna said that India has released 20 Pakistani fishermen this year, but Pakistan has not reciprocated the gesture as 243 Indian fishermen are still lodged in Pakistani jails.

The Government today asked the Jat leaders to suspend their agitation on the issue of reservation in Central Government jobs. The Home Minister P Chidambarm and Social Justice Minister Mukul Wasnik held talks with the agitating Jat leaders from Punjab, Haryana, Uttar Pradesh, Jammu and Kashmir and Maharashtra this morning. The main leader of the Jat delegation Yashpal Malik said that government has sought three days time to look into their demands as they have to consult the Law Ministry on the issue. In Bahrain, reports say that security forces have launched a crackdown on protestors at the Pearl Square in Manama, a day after the imposition of three-month state of emergency yesterday to quell political unrest. Earlier Saudi-led GCC military force arrived in Bahrain on Monday to help the rulers. Reports quoting medical sources said that more than 200 people were injured in clashes last evening in a Shiite village south of the Bahraini capital.
After more than a month of anti government demonstrations, Bahrain has declared three-months of emergency in the country to quell the unrest. Saudi led GCC forces have also reached kingdom to help Bahraini rulers to control the uprising. Meanwhile, the diplomatic tension between Iran and Bahrain has escalated after Bahrain has recalled its ambassador in Tehran following Iranian Foreign Ministry’s objection to the presence of foreign forces and terming it unacceptable. Iranian Parliament also expressed its support for the uprising in Bahrain. Bahrain’s political crisis is increasingly viewed as an extension of the region's rivalries between the Gulf Arab states and Shia Majority Iran. Analysts say that Gulf rulers, particularly Saudi Arabia, fear that the collapse of Bahrain's monarchy could encourage further revolts across the region and embolden the Saudi Shiite minority in the Eastern part of country.

Concerned over increasing acts of sectarian violence by all groups in Bahrain, US Secretary of State Hillary Clinton has called for calm and restraint by all sides in the country. Mr.Clinton said at a news conference in Cairo that the use of force and violence from any source will only worsen the situation and create a much more difficult environment to arrive at a political solution.  She said, America's advice to all sides, is that they must take steps now to negotiate toward a political resolution. Ms. Clinton also spoke to her Saudi counterpart over phone to discuss the current situation in Bahrain as Saudi Arabia has sent troops to Bahrain.

Government today said that number of patients suffering from HIV-AIDS have decreased by fifty percent in the last decade. There are over two million AIDS patients in the country as compared to that of five million, ten years ago. Talking to reporters in New Delhi today the Union Health and Family Welfare Minister Ghulam Nabi Azad said that under the infectious diseases control programme, the government has been able to avert more than three million deaths due to communicable diseases. He added that the country has also achieved 68 percent reduction in mortality deaths in the past ten years. Reitrating the government's commitment to provide health facilities to every citizen of the country, Mr Azad said that over 250 million US dollars will be spent in the coming two years to establish premier Health Institutions in the under developed regions of the country. Expressing concern over the shortage of Doctors in the country, he said that over ten thousand seats will be added in post graduate medical courses in coming three years. He added that government will spend over thirty million US dollars to  create additional infrastructure in the existing state owned medical institutes in order to increase the student intake. He also said that government is planning to fix  Hospital bills by defining the upper and lower limit of the medical charges according to the infrastructure possessed by the institutes.

In Bihar, armed Maoists blasted a state-run school building and a control room of a mobile tower at two different places in Gaya district. Police said, over fifty ultras triggered the dynamite blast at Khajurahi village under Banke Bazar police station to blow up the school building late last night. The naxalites also burnt the control room of the BSNL tower at Lakhua village under Imamganj thana. Raids were on in the area to nab the ultras.

The Kerala High Court today observed that prima facie the Election Commission has no power to interfere with the State Government order to supply rice for 2 rupees per Kilogram.  The observation was made by a Division Bench headed by Chief Justice J Chelameswar on a petition filed by Rajaji Mathew Thomas, MLA from Ollur assembly constituency challenging the decision of the Election Commission to stop the implementation of the Government order to supply rice at Rs.2 per Kg. The bench also directed the Election Commssion to file a statement by March 18th. The bench observed that it appears that the Government order was issued earlier to the coming into force of the model code of conduct.   The Court  said benefits of larger interest cannot be restrained by the model code of conduct.

The Assam Chief Minister Mr. Tarun Gogoi today submitted his nomination papers at his home constituency-Titabor in Jorhat district as an Indian National Congress nominee. Seat sharing talks between the Congress and the Opposition Trinamul Congress  for the fortchcoming assembly polls in West Bengal remained inconclusive.  Congress leader Mr. Pranab Mukherjee and Trinamul Congress Chief Ms. Mamta Banerjee met in Kolkatta last night to settle the issue.  The meeting which lasted for over an hour did not yield any positive result.  After the meeting, Mr. Mukherjee said that both the parties will sit again to resolve the stalemate.  However, Ms. Banerjee refused to comment.  AIR Kolkatta Correspondent reports that Mr. Mukherjee and Mr. Shakeel Ahmed, AICC observers, incharge for West Bengal and Mr. Janardan Poojari have left for Delhi along with Mr. Mukherjee this morning.  It is learnt that both the sides have reached  a pre-consensus on formation of the alliance but few seats are still creating hurdles to resolve the matter.  The Congress is sticking to its demand for 67 to 68 seats from the Trinamul Congress.  Both the sides are likely to discuss  the matter once again over phone.

Russia's Mission Control says the Soyuz TMA-M spacecraft has undocked from the International Space Station and is returning to earth.  The Mission Control said the capsule and its crew of three, Russian cosmonauts and a US astronaut  are expected to land in Kazakhastan later today. Russian officials said the trio carried out several spaces walks and more than 40 scientific experiments, during their five months in orbit.

Afghan Chamber of Commerce and Industries (ACCI) has warned that Afghanistan will stop making trade deals with Pakistan if transit problems linger on. Deputy Head of ACCI Khan Jan Alokozai said Afghan neighbours aim to make trouble and disconnect them from the international markets so that they use their own products.

जापान सरकार ने कहा है कि भूकंप प्रभावित फुकुशीमा परमाणु संयंत्र से रेडियोधर्मी विकिरण खतरनाक स्तर तक पहुंच गया है। यह चेतावनी उस समय आई जब संयंत्र में तीसरा विस्फोट हुआ। इससे पहली बार रिएक्टर की सुरक्षा कवच प्रणाली को नुकसान पहुंचा है। अगर यह टूट जाती है तो और भी खतरनाक रेडियोधर्मी पदार्थों के विकरण की आशंका है। अधिकारियों ने खतरे का दायरा बढ़ाते हुए 30 किलोमीटर तक रहने वालों को इलाका खाली कर देने को कहा है। ऐसा लगता है कि पहली बार फुकुशिमा दाईची रियेक्टरों में से एक की सुरक्षा कवच प्रणाली टूटी है।
इस बीच, भारत जापान से मंगाये जाने वाले खाद्य पदार्थों पर निगाह रखे हुए हैं। फूड सेफटी ऐंड स्टेडर्स अथॉरिटी ऑफ इंडिया के अध्यक्ष आई. पी सुवर्थन ने नई दिल्ली में कहा कि स्थिति पर पूरी नज+र रखी जा रही है। उन्होंने कहा कि अगर जापान से मंगाये जाने वाले खाद्य पदार्थों पर रेडिएशन का खतरा पाया जाता है तो इसे रोकने का फैसला किया जायेगा।

जापान में भूंकप से वहां के परमाणु संयंत्रों पर आये संकट के मद्देनजर, परमाणु उर्जा नियामक बोर्ड ने कहा है कि वह भारत के सभी परमाणु विद्युत संयंत्रों पर सुरक्षा और आपातका उपायों की फिर से व्यापक जांच करेगा। बोर्ड ने आज मुम्बई में बताया कि भारत में सभी परमाणु संयंत्रों के लिए आपात स्थिति से निपटने की व्यवस्था है और उनकी समय-समय पर परख की जाती है। बोर्ड के सचिव आर. भट्टाचार्य ने कहा कि बोर्ड जापान के फुकूशिमा परमाणु संयंत्र की स्थिति पर लगातार नजर रखें हुए हैं। उन्होंने कहा कि भारत के 20 रियेक्टरों में से केवल तारापुर परमाणु विद्युत केन्द्र की ईकाई एक और दो के ब्वॉयलिंग वॉटर रियेक्टर फुकुशिमा के एक संयंत्र की तरह के हैं।

टू-जी स्पेक्ट्रम घोटाला मामले में इकतीस और कंपनियां प्रवर्तन निदेशालय - की जांच के दायरे में आ गईं है। निदेशालय ने आज उच्च्तम न्यायालय में बताया कि घोटाले से जुड़े करोड़ों रूपये के विदेशी लेनदेन के तार कम से कम छह देशों से जुड़े हुए हैं।
प्रवर्तन निदेशालय ने आज इस मामले में ताजा स्थिति स्पष्ट करते हुए एक सीलबंद लिफाफा न्यायालय में पेश किया। अपनी रिपोर्ट में निदेशालय ने कहा है कि वह धन स्रोत के बारे में पता लगाने के लिए विदेशी अधिकारियों की भी मदद ले रहा है।
प्रवर्तन निदेशालय की ओर से पेश वकील के. के. वेणुगोपाल ने बताया कि अब तक 31 कंपनियों को सम्मन भेजे गए जिसमें से 26 कंपनियों के बयान भी दर्ज कर लिए गए हैं। उन्होंने बताया कि इस घोटालें में कुछ हवाला कारोबारी भी शामिल हैं। उनके ठिकानों पर छापे मारे गए और पूछताछ की गई।
श्री वेणुगोपाल ने अपनी रिपोर्ट में किसी व्यक्ति या कंपनी के नाम का खुलासा नहीं किया है। लेकिन कुछ लोगों के बारे में ब्यौरा दिया है। रिपोर्ट देखने के बाद अदालत ने कहा कि पहली नजर में कानून के उल्लंघन का मामला दिखा रहा है।

आदर्श हाउसिंग घोटाले की जांच के सिलसिले में सी बी आई ने आज वरिष्ठ आई ए एस अधिकारी और मुम्बई नगर निगम के पूर्व आयुक्त जयराज पाठक के मुंबई, दिल्ली और पुणे स्थित परिसरों पर छापे मारे।
छापेमारी में घौटाले से जुड़े कुछ खास कागजात प्राप्त हुए है। वरिष्ठ सीबीआई अधिकारी ने बताया कि आज कुल छह जगहों पर छापे मारे गये। जिसमें मुम्बई में तीन, दिल्ली में दो और पुणे में एक जगह पर तलाशी ली गई। फातक और उनके परिजनों के कुछ खास बैंक लोकरों की भी तलाशी ली गई। गौरतलब बात यह है कि आदर्श मामले में सीबीआई ने 29 जनवरी 13 लोगों के खिलाफ एफआईआर दर्ज की थी। जिनमें पूर्व मुख्यमंत्री अशोक चव्हाण का नाम भी शामिल है।

राष्ट्रमंडल खेलों की आयोजन समिति के निलम्बित अध्यक्ष सुरेश कलमाड़ी से सीबीआई ने आज दूसरी बार खेलों के आयोजन में कथित घोटाले के सम्बन्ध में पूछताछ की। सीबीआई ने पिछले साल दिसम्बर में उनसे पूछताछ की थी और दिल्ली, मुम्बई तथा पुणे में उनके आवास तथा कार्यालयों की तलाशी ली गई थी। कलमाड़ी के तीन निकट सहयोगी, आयोजन समिति के पूर्व महासचिव ललित भनोट, पूर्व निदेशक वी0 के0 वर्मा और उनके निजी सहयोगी शेखर देवरूखकर खेलों के दौरान हुई कथित अनियमितताओं के सिलसिले में पहले ही जेल में बंद हैं।

सरकार ने केन्द्र सरकार की नौकरियों में आरक्षण की मांग कर रहे उत्तर प्रदेश और हरियाणा के जाट नेताओं को बातचीत के लिए बुलाया है। सरकारी सूत्रों के मुताबिक गृह मंत्री पी. चिदम्बरम और सामाजिक न्याय मंत्री मुकुल वासनिक कल सरकार की ओर से जाट नेताओं से बातचीत करेंगे। इससे पहले संसदीय मामलों के राज्य मंत्री अश्विनी कुमार ने राज्य सभा में बताया कि सरकार जाट मुद्दे पर कल संसद में बयान देगी।

मालवाही समुद्री जहाजों पर सशस्त्र सुरक्षा गार्डों की तैनाती पर विचार कर रही है। समुद्री डाकुओं के हमले के समय इन सुरक्षाकर्मियों से मदद मिलेगी। इस बारे में कानून, रक्षा और जहाजरानी मंत्रालयों के बीच बातचीत के बाद फैसला किया जायेगा। नौसेना सूत्रों ने बताया कि भारत में समुद्री डाकुओं से निपटने के लिए कोई अलग से कानून नहीं है इन्हें हत्या का प्रयास और सरकारी संपत्ति को नुकसान पहुंचाने जैसी धाराओं के तहत गिरतार किया जाता है।सरकार समुद्री डाकुओं की समस्या से निपटने के लिए कड़े कानून भी बनाने जा रही है।

उच्चतम न्यायालय ने विशेष जांच दल - एस. आई. टी. से कहा है कि गोधरा के बाद दंगों के बाद जिन्दा जलाए गए। कांग्रेस के पूर्व सांसद एहसान जाफरी की पत्नी जाकिया जाफरी द्वारा दर्ज की गई शिकायत मामले में गुजरात के मुख्यमंत्री नरेन्द्र मोदी और 52 अन्य के मामले में आगे और जांच की जरूरत है या नहीं। न्यायमूर्ति डी. के. जैन, न्यायमूर्ति पी. सदाशिवम और न्यायमूर्ति अफताब आलम की पीठ ने एस आई टी से कहा है कि वह एस आई टी की रिपोर्ट पर कानूनी सलाहकार राजू रामचंद्रन की टिप्पणियों का जायजा लें और जांच को आगे बढ़ाये जाने के बारे में अपना उचित फैसला दे।
खंडपीठ ने कहा कि एसआईटी के अनुमानों और सबूतों में मेल नहीं है। खंडपीठ ने एसआईटी से 25 अप्रैल तक रिपोर्ट पेश करने को कहा।

सरकार ने खाद्य सुरक्षा सुनिश्चित करने के लिए कृषि योग्य भूमि का गैर कृषि कार्यों में इस्तेमाल रोकने के लिए कई कदम उठाए हैं। राज्य सभा में आज एक ध्यानाकर्षण नोटिस का जवाब देते हुए कृषि राज्य मंत्री अरूण यादव ने कहा कि राष्ट्रीय कृषक नीति 2007 में खेती योग्य भूमि का इस्तेमाल केवल कृषि कार्यों के लिए करने का प्रस्ताव है। जबकि राष्ट्रीय पुनर्वास और पुर्नस्थापना नीति 2007 में प्रावधान है कि परियोजना के अनुरूप न्यूनतम जमीन ली जा सकती है। विशेष आर्थिक क्षेत्र-सेज के संदर्भ में ज्यादा से ज्यादा पांच हजार हेक्टयर जमीन ली जा सकती है।
उन्होंने सदन को बताया कि हालांकि कृषि योग्य भूमि में थोड़ी कमी आई है लेकिन इससे अनाज उत्पादन पर कोई फर्क नहीं पड़ा है।

Japan today said, radiation from quake-stricken Fukushima Daiichi nuclear plant has reached harmful levels. The warning comes after the plant was rocked by a third blast, which has reportedly damaged one of the reactors' containment systems for the first time. Reactor 2 became the third to explode in four days at the Fukushima Daiichi plant. Authorities have extended the danger zone, warning residents within 30 kilometers to evacuate or stay indoors. The government later said that radiation levels at the plant's main gate had fallen sharply. According to BBC, a fire also briefly broke out at reactor 4, and is believed to have caused radioactive leaks. Chief Cabinet Secretary Yukio Edano said they are closely watching the remaining two reactors at plant, five and six, as they had begun overheating slightly.

Thirty-one firms have come under the scrutiny of the Enforcement Directorate which told the Supreme Court today that multicrore foreign transactions relating to the 2G spectrum scam have been traced to at least six countries. The agency placed the status report of its investigation in the scam in a sealed envelope before a bench comprising justices G S Singhvi and A K Ganguly in which it has mentioned that it is seeking the help of foreign authorities in tracking the source of money.
Meanwhile, all the four accused in the 2G spectrum scam, including former Telecom Minister A Raja, will now avail video conferencing facility to appear before a Delhi court to participate in its proceedings.

The Bombay Stock Exchange benchmark Sensex which recovered over 300 points in afternoon trade closed down by 272 points at 18168. It had lost over 486 points in opening trade. Brokers attributed the fall to the Japanese Nikkei tumbling by over 10 per cent amid fears of a meltdown at a nuclear power point. Overnight losses in the US market also dampened the sentiment. National Stock Exchange NIFTY also closed 82 points down at 5500.

The rupee ended lower by 19 paise to 45 rupees 25 against the US currency on renewed dollar demand from banks and importers despite a weak dollar overseas. Forex dealers said that the dollar fell against the yen in Sydney market after Japan's Prime Minister Naoto Kan warned of a radiation leak following the third explosion at a reactor in the nuclear plant at Fukushima of Japan following an earthquake and tsunami. Meanwhile, global crude oil was trading below 99 dollars a barrel in London today.

Chasing a challenging target of 273,  Ireland were 132 for 8 in 32 overs,  a short while ago. Earlier, put in to bat, the Proteas made 272 for seven in the stipulated 50 overs. More than 25,000 spectators turned out to watch the game at the refurbished Eden Gardens which is hosting its first 2011 World Cup tie. The venue had lost the hosting rights of the India-England encounter to Bangalore last month due to unpreparedness.

Libyan forces loyal to Col.Gaddafi today encircled the key town of Ajdabiyah  as they began the final push to wrest back the opposition strongholds of Benghazi and Tobruk. Libyan fighter jets flew behind the rebel lines to bomb Ajdabiyah as Gaddafi's tanks and patrol boats launched a barrage on the coastal areas.
