छत्तीसगढ़ सरकार ने सुकमा के जिला कलेक्टर एलेक्स पॉल मेनन के अपहरण से उत्पन्न स्थिति से निपटने के लिए मंत्रिमंडल की एक उप समिति का गठन किया है। चार सदस्यों की यह समिति माओवादियों द्वारा अपहृत श्री मेनन को सुरक्षित छुड़वाने के सभी पहलुओं पर विचार करेगी। इस समिति में राज्य के गृहमंत्री ननकीराम कंवर, लोक निर्माण मंत्री ब्रजमोहन अग्रवाल, अनुसूचित जाति, जनजाति कल्याण मंत्री केदार कश्यप और जल संसाधन मंत्री राम बिचार नेताम शामिल हैं।
कल रात  मुख्यमंत्री रमण सिंह की अध्यक्षता में यह फैसला किया गया। इस बीच माओवादियों ने सुकमा के जिला कलेक्टर श्री मेनन को छोड़ने के बदले अपने आठ साथियों की रिहाई और नक्सलरोधी अभियान ग्रीन हंट रोकने की मांग की है। रायपुर में कल नक्सलरोधी कार्रवाई के अपर पुलिस महानिदेशक रामनिवास ने बताया कि यह मांग मीडिया को भेजे एक ऑडियो संदेश में अज्ञात नक्सली नेता ने की है। श्री रामनिवास ने बताया कि कोई भी माओवादी गुट अभी सरकार के सम्पर्क में नहीं है। नक्सलियों ने अपनी मांग पूरी करने के लिए २५ अप्रैल तक की समय सीमा रखी है। उन्होंने कहा कि ऑडियो टेप की प्रामाणिकता की पुष्टि की जा रही है। श्री रामनिवास ने बताया कि श्री मेनन के अपहरण के संबंध में पुलिस को कुछ अहम सुराग मिले हैं। श्री मेनन सुरक्षित बताये जाते हैं। उनका शनिवार को माओवादियों ने अपहरण कर लिया था। इस बीच सामाजिक कार्यकर्ता स्वामी अग्निवेश ने कलेक्टर अपहरण मामले में नक्सलियों और सरकार के बीच मध्यस्थता करने की इच्छा जाहिर की है। स्वामी अग्निवेश ने कहा है कि वे सरकार या नक्सलियों की किसी पहल का इंतजार कर रहे हैं।छत्तीसगढ़ के मुख्यमंत्री रमण सिंह और विपक्षी दल कांग्रेस ने सुकमा के कलेक्टर श्री मेनन को तुरंत छोड़ने की अपील की है। श्री मेनन की पत्नी श्रीमती आशा ने नक्सलियों से अपील की है कि वे उनके पति को तुरंत छोड़ दें, क्योंकि वे दमे के मरीज हैं, और उनके पास पर्याप्त दवाएं नहीं हैं। आई ए एस अधिकारियों की ऐसोसिएशन ने कल रायपुर में बैठक की और माओवादियों से श्री मेनन को छोड़ने की अपील की। हमारे संवाददाता ने खबर दी है कि स्थानीय लोगों ने भी कल शांति मार्च का आयोजन किया और श्री मेनन को छोड़ने की अपील की। शांति मार्च में स्कूली बच्चों सहित बड़ी संख्या में लोग शामिल हुए।

सुकमा जिला कलेक्टर की रिहाई के लिए माओवादियों द्वारा रखी गई मांगों के बारे में मीडिया रिपोर्ट के परिप्रेक्ष्य में राज्य सरकार द्वारा मंत्रिमंडलीय उपसमिति के गठन के निर्णय को काफी अहम माना जा रहा है। हालांकि नक्सलियों की शर्तों के बारे में राज्य सरकार के पास अभी तक अधिकृत रूप से कोई जानकारी नहीं होने की बातें कही जा रही हैं। फिर भी इन मांगों के बारे में मीडिया के जरिये आ रही जानकारी को भी पूर्ण रूप से नकारा नहीं जा सकता। उम्मीद है कि आने वाले चौबीस घंटों में स्थिति और भी स्पष्ट हो जायेगी ताकी जिलाधीश श्री मेनन की सकुशल रिहाई का रास्ता साफ हो सके।रायपुर से गिरीश चंद्र दास

ओड़िशा में सरकार ने अपहृत बीजू जनता दल विधायक झिना हिकाका को सुरक्षित छुड़वाने के लिए १३ कैदियों पर मुकदमा वापस लेने की कार्रवाई शुरू कर दी है। राज्य के गृह सचिव यू एन बेहरा ने कल भुवनेश्वर में बताया कि विधायक को बंधक बनाने वाली सी पी आई माओवादियों की आंध्र प्रदेश-ओड़िशा सीमा विशेष क्षेत्रीय समिति २९ माओवादी कैदियों पर मामले वापस लेने की मांग कर रही है।

प्रवर्तन निदेशालय ने टू-जी स्पेक्ट्रम आवंटन में कथित वित्तीय गड़बड़ियों की जांच के सिलसिले में डीएमके सांसद कनीमोझी को २६ अप्रैल को पेश होने को कहा है। प्रवर्तन निदेशालय के सूत्रों ने बताया कि उनसे खुद पेश होने या प्रतिनिधि भेजकर वित्तीय दस्तावेज जमा कराने और बयान दर्ज कराने को कहा गया है। सीबीआई ने कलंईग्नार टीवी को घुमा-फिराकर दो सौ करोड़ रुपये दिये जाने के सिलसिले में कनीमोझी और अन्य व्यक्तियों को आरोपी ठहराया है। कलंईग्नार टीवी में कनिमोझी और क्लंईग्नार टीवी के प्रबंध निदेशक शरद कुमार की २०-२० फीसदी की हिस्सेदारी है। प्रर्वतन निदेशालय टू-जी मामले में कुछ अन्य वित्तीय लेनदेन की भी जांच कर रहा है।

राष्ट्रीय सलाहकार परिषद ने ११ करोड़ गैर-अधिसूचित, खानाबदोश जनजाति समुदायों के लोगों की सामाजिक-आर्थिक हालत में सुधार लाने के लिए एक अलग समन्वित बुनियादी ढांचागत विकास कार्यक्रम तथा अधिकारप्राप्त अंतरमंत्रीय कार्य दल बनाने की सिफारिश की है। श्रीमती सोनिया गांधी की अध्यक्षता वाली परिषद ने सामाजिक-आर्थिक जातिगत जनगणना और विशिष्ट पहचान पत्र परियोजनाओं में उन पर विशेष ध्यान देने की जरूरत बताई है। समन्वित आधारभूत ढांचा विकास कार्यक्रम से इन समुदायों के लोगों के लिए उनकी बस्तियों में सड़क, स्कूल, बिजली, पेयजल और सामुदायिक केन्द्र जैसी बुनियादी सुविधाएं उपलब्ध हो पाएंगी।

वित्तमंत्री प्रणब मुखर्जी ने आशा व्यक्त की है कि संसद में गतिरोध की तमाम आशंकाओं के बावजूद इस वर्ष वित्तीय सुधारों से संबंधित प्रमुख विधेयक पास हो जाएंगे। समाचार एजेंसी रॉयटर से भेंट में श्री मुखर्जी ने कहा कि भारत में आर्थिक सुधार की प्रक्रिया स्वाभाविक रूप से जारी है। उन्होंने कहा कि सुधार की प्रक्रिया में कोई रुकावट नहीं है। वाशिंगटन में अंतर्राष्ट्रीय मुद्राकोष और विश्व बैंक की प्रमुख बैठकों में शामिल होने के बाद वे समाचार एजेंसी रॉयटर से बातचीत कर रहे थे। प्रमुख आर्थिक सुधार विधेयकों के सवाल पर श्री मुखर्जी ने कहा कि तीन विधेयकों-पेंशन कोष नियमन कानून, बीमा कानून और बैंकिंग संशोधन विधेयक पारित होने की संभावना है।

स्वास्थ्य विभाग कार्यकर्ताओं के निष्ठापूर्ण उद्यम से ओडिशा में शिशु मृत्युदर तेजी से घट रहा है। हाल ही में हाल ही में हुई नमूना पंजीकरण सर्वेक्षण के मुताबिक मध्यप्रदेश के बाद उड़ीसा को सर्वोच्च गिरावट वाले राज्य का दर्जा मिला है। अब तक ६२०० से ज्यादा चिकित्सा कर्मियों को सरल प्रसव और लालन-पालन के बारे में प्रशिक्षण दिया गया है। इनके अलावा गर्भवती महिला को चिकित्सालय तक पहुंचाने के लिए ३४३ जननी एक्सप्रेस का प्रारंभ किया गया है। ऐसा उद्यम जारी रहा तो ओडिशा अवश्य ही शिशु और मातृ मृत्यु दर रोकने में शीघ्र ही मिलेनियम डेवलपमेंट गोल प्राप्त करने में सक्षम हो जायेगा।तपनकुमार महाराणा, आकाशवाणी समाचार, संबलपुर

फ्रांस में राष्ट्रपति पद के लिए चुनाव का पहला दौर सोशलिस्ट उम्मीदवार फ्रांसुआ होलान्द ने जीत लिया है। उन्हें २८ प्रतिशत वोट मिले, जबकि वर्तमान मध्य-दक्षिण पंथी राष्ट्रपति निकोला सारकोजी को २६ प्रतिशत मत मिले। एक अन्य उम्मीदवार मैरीन ली पेन लगभग १९ प्रतिशत वोट लेकर तीसरे स्थान पर रही। चुनाव का दूसरा दौर अगले महीने की छह तारीख को होगा, जिसमें होलॉन्द और सारकोजी आमने-सामने होंगे। पहले दौर के चुनाव के बाद ऐसा लगता है कि श्री होलॉन्द चुनाव का दूसरा दौर भी जीत जाएंगे। अगर वे चुनाव जीत जाते हैं तो फ्रांसुवां मितरां के बाद वे पहले वामपंथीे राष्ट्रपति होंगे। ।

अफगानिस्तान और अमरीका ने दोनों देच्चों के बीच ऐतिहासिक दीर्घकालीन सामरिक साझेदारी संधि के मसौदे को अंतिम रूप दे दिया है। अफगान राष्ट्रपति कार्यालय की ओर से काबुल में कल जारी विज्ञप्ति के अनुसार अफगानिस्तान के राष्ट्रीय सुरक्षा सलाहकार डाक्टर रंगीन दादफर स्पांटा और अमरीकी राजदूत रेयॉन क्रॉकर की अध्यक्षता में दोनों देच्चों के प्रतिनिधिमंडलों ने एक समारोह में इस दस्तावेज को अंतिम रूप दिया। हमारे संवाददाता ने खबर दी है कि प्रस्तावित संधि को ÷÷अफगानिस्तान और अमरीका के बीच सुदृढ़ सामरिक साझेदारी समझौता'' नाम दिया गया है।

अफगानिस्तान और अमरीका के बीच प्रस्तावित सामरिक भागीदारी संधि के मसौदे को अंतिम रूप दिया जाना, २०१४ में अफगानिस्तान से विदेशी सेनाओं की वापसी के बाद देश का भविष्य सुनिश्चित करने की दिशा में एक और कदम है। लेकिन यह इस बात को भी रेखांकित करता है कि अमरीका के नेतृत्व में दुनिया की पचास देशों की सेनाओं द्वारा छेड़ा गया युद्ध अभी किसी निर्णायक मोड़ पर नहीं पहुंच सका है। अफगानिस्तान अब भी आतंक के साये में जी रहा है। प्रस्तावित सामरिक साझेदारी संधि तभी सफल कहलायेगी जब अफगानिस्तान में आतंकवाद का अंत होगा और यहां के लोग बिना किसी बाहरी हस्तक्षेप के अमन चैन की जिंदगी जी सकेंगे। राजेंद्र उपाध्याय, आकाशवाणी समाचार, काबुल

नेपाल में तीन मुख्य राजनीतिक दल यूसीपीएन माओवादी, नेपाली कांग्रेस, सीपीएन-यूएमएल और मधेसी गठबंधन संयुक्त लोकतांत्रिक मधेसी मोर्चा, संविधान के मसौदे के विवादित मसलों का सर्वसम्मत हल तलाशने के लिए बातचीत जारी रखे हुए हैं। कल काठमांडू में इन पार्टियों की तीन चरण की बातचीत हुई। पार्टी नेताओं का कहना है कि ये बातचीत सकारात्मक रही। नेपाली कांग्रेस के नेता शेर बहादुर देउबा ने कहा है कि वे पांच साल के तय कार्यकाल के लिए संवैधानिक अदालत के गठन पर सिद्धांत रूप से सहमत हो गए हैं। माओवादी नेता पुष्प कमल दहल ने विश्वास व्यक्त किया है कि आज की बैठक में न्यायपालिका और नागरिकता से सम्बद्ध विवादित मसलों का हल निकल जाएगा।

म्यामां में आज से संसद का सत्र शुरू हो रहा है लेकिन लोकतंत्र समर्थक नेता आंग सान सू ची की पार्टी इसमें भाग नहीं लेगी क्योंकि उसे शपथ लेने की शब्दावली पर आपत्ति है। पार्टी के सांसदों का कहना है कि शपथ ग्रहण करते हुए वे संविधान की रक्षा की बजाय संविधान का आदर करने की शपथ लेना चाहते हैं। रक्षा शब्द का इस्तेमाल उन्हें अलोकतांत्रिक लगता है। नेशनल लीग फॉर डेमोक्रेसी ने वर्ष १९९० के बाद पहली बार चुनाव लड़ा है और उप चुनाव में उसके ४३ सांसद चुन कर आये हैं।

इराक के प्रधानमंत्री नूरी अल मलिकी ने कल तेहरान में ईरान के राष्ट्रपति महमूद अहमदीनेजाद से मुलाकात की। श्री मलिकी दोनों देशों के बीच संबंधों को बढ़ावा देने के लिए दो दिन की ईरान यात्रा पर हैं। समाचार एजेंसी इरना के अनुसार ईरान के राष्ट्रपति अहमदीनेजाद ने कहा कि अगर ईरान और इराक मजबूत हो जाएं तो इस क्षेत्र में अमरीका और इस्राइल के लिए कोई जगह नहीं बचेगी। श्री मलिकी ने कहा कि इस क़दम से क्षेत्र की स्थिरता और सुरक्षा को बढ़ावा मिलेगा। इराक के प्रधानमंत्री ने ईरानी संसद के अध्यक्ष अली लारीजानी के साथ भी बातचीत की। ईरान और इराक ने सीरिया संकट पर समान रुख अपनाया है।

हिंदुस्तान ने कुदरत के एक करिश्मे का जिक्र करते हुए लिखा है कि मार्च २०११ में जापान में आए विनाशकारी त्सुनामी के दौरान प्रशांत महासागर में बह गई एक फुटबॉल उसी महीने सही सलामत अलास्का के मिडिलटन तट निवासी युमी बेकस्टर को मिल गई है। इस पर मार्च २००५ की तारीख के साथ मिसाकी मुराकामी का नाम लिखा है।

Chhattisgarh government has set up a cabinet sub-committee to deal with the situation arising out of the abduction of Sukma district collector Alex Paul Menon by Maoists. The four member committee will look into all aspects of the issue that may lead to the safe and early release of Mr. Menon. The committee will have State Home Minister Nankiram Kanwar, Public Construction Minister Brij Mohan Agrawal, SC/ST Welfare Minister Kedar Kashyap and Water Resources Minister Ram Bichar Netam as its members. The decision to set up the committee was taken at an emergency meeting chaired by Chief Minister Raman Singh last night. The State government has also decided to call an all-party meeting soon to discuss the issues arising out of the abduction.
Meanwhile, Maoists have demanded the release of eight of their colleagues and a halt to anti-Naxal Operation Green Hunt in exchange of freedom for the Sukma collector. This was disclosed by Additional Director General of Police (anti-Naxal operations) Ram Nivas in
Raipur yesterday. He said, the demands were made by an unidentified Naxal leader in an audio message to media organisations. Mr Nivas, however, said that no Maoist group has got in touch with the state government yet. He said Naxals have also set an April 25 deadline to accept their demands.  Mr Nivas said, the authenticity of the audio tape is being verified. Mr Nivas said, police have received some vital clues and Menon, who was abducted on Saturday is safe.
Social activist Swami Agnivesh has expressed his willingness to mediate between the Naxals and the government to secure the release of the 32-year-old 2006-batch IAS officer. He said, he is waiting for the government or the Naxals to approach him.
Mr Menon's wife Asha in a fresh appeal said the Naxals should release her husband as he is an asthmatic patient and he was not carrying adequate medicines when abducted. The Association of IAS Officers in Chattisgarh held a meeting in
Raipur yesterday and appealed to the ultras to release the Collector unharmed. Locals in the area where Menon was kidnapped took out a peace march to demand his release.

In Bihar, six Maoists were arrested with arms and ammunition from two villages in Jamui district yesterday. Police said, acting on a tip off, they raided Amjhari village and arrested three Maoists and seized two rifles, two pistols and seven cartridges from them.  
In another raid three more Maoists were caught from a village under Charka Patthar police station. A pistol, four cartridges, 250 gram RDX and 11 detonators were seized from them.

Finance Minister Pranab Mukherjee has expressed confidence that  key financial sector reforms would be approved this year. In an interview to Reuters in Washington, Mr Mukherjee said that India's reforms are a continuing process which is following its natural path through different instances of government. He expressed hope that three important legislations - the pension funds and regulation amendment act, the insurance amendment act and the banking amendment act - will be passed either in the current session of parliament or in the next session of parliament.

As per the latest Sample Registration Survey, Odisha has recorded second highest drop after Madhya Pradesh, surpassing the national average of five points during the period. This could be possible after the State government has adopted a three-pronged strategy to control child mortality, focusing on reducing unwanted fertility, upgradation of health infrastructure and equipping the personnel with training. Over 6200 medical staffs have been trained for smooth deliveries and child care. In addition, 343 Janani Express have been launched in almost all blocks to carry pregnant women to hospital for safe institutional deliveries. The World Bank has sanctioned 32 crore rupees for Rural Electrification at Sagar Island in Sunderbans of West Bengal.  The project for house to house power connection will be inaugurated today at Rudra Nagar in Sagar Island.  Under the scheme 42 gram panchayats will be electrified.  The State Power Minister Mr. Manish Gupta will hand over consumer cards to 45 families of the area at the inauguration of the programme.  The entire project will be completed by next three years in which around 2 lakh 50 thousand people will be benefited.

In France, socialist Francois Hollande has won the first round of the presidential election. Estimates show, he got more than 28 per cent of votes against about 26 per cent  for centre-right incumbent President Nicolas Sarkozy in yesterday's poll. The two men will face each other in a second round on the 6th of next month. Far-right candidate Marine Le Pen came third with about 19 per cent  of the vote.
Polls suggest Hollande will comfortably win the second round. If elected, Hollande will be
France's first left-wing president since Francois Mitterrand, who completed two seven-year terms between 1981 and 1995. If Sarkozy loses he will become the first president not to win a second term since Valery Giscard d'Estaing in 1981.
The poll has been dominated by economic concerns. Wages, pensions, taxation, and unemployment have been topping the list of voters' concerns.

Afghanistan and the United States have finalized the draft of the historic long term strategic partnership agreement between the two countries. An Afghan President Office release said the two countries gave final shape to the document in Kabul yesterday. While the Afghan side was led by its National Security Advisor Rangin Dadfar Spanta, US Ambassador to Afghanistan, Ryan Crocker led the American delegation. The draft called “Enduring Strategic Partnership Agreement between Afghanistan and the United States” is now ready for signature by the Presidents of Afghanistan and the United States in the forthcoming Chicago summit.

Iran has decoded the information stored on the US surveillance drone RQ-170 brought down by them late last year. Iran has cracked the data aboard the US drone which it claimed was brought down by them. The data compiled by the Iranians  revealed that , the drone  RQ-170 had actually flown over Osama bin laden's compound in Pakistan two weeks before it crashed in Iran. He said the data was retrieved from soft wares and hard discs of the drone. The pilot less surveillance aircraft crashed because of a mechanical trouble. The U.S. response to the loss of the drone has been low key. Washington has requested the  return and  downplayed the level of the technical data the Iranians would be able to acquire. Opposition activists in Syria say around 20 people were killed yesterday by Syrian security forces around the city of Homs. Despite the deaths Homs is said to be relatively quiet compared to recent weeks. Two UN observers are now stationed in the city. The British based Syrian Observatory for Human Rights said four soldiers were also killed when their armored vehicle was blown up in a suburb of the capital Damascus.

In Myanmar, the party of pro-democracy leader Aung San Suu Kyi will not attend  re-opening of the country’s Parliament today because of a row over the oath of office for MPs. Suu Kyi was among 43 MPs elected from her National League for Democracy, NLD, party in by-elections this month. They want to swear to respect, rather than safeguard the constitution, which they say is undemocratic. The constitution was drawn up by Myanmar's former military Junta. Myanmar has begun political and economic reforms in the past year, since a civilian-led government ended nearly 50 years of direct military rule.

In Nepal, the three main political parties, UCPN ( Maoist), Nepali Congress, CPN-UML and the Madhesi Alliance, Samyukta Loktantantrik Madhesi Morcha are to continue talks on finding a common stand on the disputed issues in the constitution drafting. The parties which held three rounds of talks yesterday in Kathmandu with leaders saying that it ended on a positive note. Nepali Congress leader Sher Bahadur Deuba said, they have agreed in principle on the formation of a Constitutional court with a fixed five year term. Maoist Chairman Pushpa Kamal Dahal expressed his belief that they will be able to resolve the dispute over the judiciary and citizenship in today’s meeting.

In the IPL Cricket, Kolkata Knight Riders beat Deccan Chargers by five wickets at Barabati Stadium in Cuttack last night. In the rain affected match, Deccan Chargers made 126 runs with the loss of seven wickets. Chasing a victory target of 127 runs,  Kolkata Knight Riders overhauled the target with six balls to spare. With this win Kolkata Knight Riders jumped to third place in the points table. It was Deccan's fifth defeat in a row and they are yet to win a contest in this edition of the league. छत्तीसगढ़ सरकार, सुकमा के जिला कलेक्टर के माओवादियों द्वारा अपहरण से सम्बन्धित मुद्दों पर विचार करने के लिए आज शाम राजधानी रायपुर में सर्वदलीय बैठक कर रही है। कल रात मुख्यमंत्री रमन सिंह की अध्यक्षता में हुई आपात बैठक में यह फैसला किया गया। आज सुबह रायपुर में संवाददाताओं से बातचीत में मुख्यमंत्री ने कहा कि सरकार सर्वदलीय बैठक में आने वाले सुझावों पर कार्यवाही करेगी। उन्होंने कहा कि अपहृत जिला कलेक्टर का पता लगाने और उन्हें सुरक्षित  छुड़ाने के लिए समूचे सरकारी तंत्र को लगाया गया है। उन्होंने कहा कि राज्य सरकार इस बारे में केन्द्र के साथ साथ ओडीशा और आन्ध्रप्रेदश की सरकारों के साथ भी लगातार सम्पर्क में है। उन्होंने सभी अधिकारियों और जन प्रतिनिधियों को राज्य में ग्राम सुराज अभियान के सप्ताह भर के दूसरे चरण के दौरान गांवों का दौरा करते समय समुचित एहतियात बरतने का निर्देश दिया है। सुकमा जिले में माझीपाड़ा में ऐसी ही एक बैठक में कलेक्टर एलेक्स पॉल मैनन का पिछले शनिवार को माओवादियों ने अपहरण कर लिया था।
इस बीच, पड़ोसी दंतेवाड़ा जिले के कलेक्टर की सुरक्षा बढ़ा दी गई है। इसी तरह नक्सल प्रभावित बस्तर डिवीजन के सभी थानों को अत्याधिक चौकस रहने को कहा गया है। नक्सल विरोधी कार्रवाइयों के अतिरिक्त महानिदेशक ने संवाददाताओं को बताया कि पुलिस इस बारे में विभिन्न सूत्रों से प्राप्त खुफिया सूचनाओं का विश्लेषण कर रही है।

आज शाम राजधानी रायपुर में होने वाली सर्वदलीय बैठक पर सबकी नजरें इसलिए टिकी है कि शायद उस बैठक में माओवादियों द्वारा कलेक्टर के बदले मीडिया रिपोर्ट के जरिये की गई मांगों के बारे में भी विस्तृत विचार विमर्श हो और कोई ठोस रणनीति निकलकर सामने आये। वहीं राज्य के आदिम जाति, जनजातीय कल्याण मंत्री और मंत्रिमंडलीय उपसमिति के सदस्य और राज्य के गृह सचिव एन.के. ओसवाल सुकमा जिले के गश्त पर है ताकि वे ताजा स्थिति की समीक्षा कर सकें। रायपुर से गिरिशचन्द्र दास।

इधर, केन्द्र सुकमा के कलेक्टर के अपहरण के बारे में छत्तीसगढ़ सरकार के साथ लगातार सम्पर्क में है और इस संकट को हल करने के लिए हर संभव सहायता दे रहा है। नई दिल्ली में संवाददाताओं से बातचीत में गृह सचिव आर के सिंह ने कहा कि उनका मंत्रालय राज्य सरकार के साथ सम्पर्क में है। हम लोग लगातार राज्य सरकार के सम्पर्क में है और जो भी सहायता चाहिए, वह दी जाती रही है और दी जाएगी। नक्सलवादियों ने ३२ वर्षीय आई ए एस अधिकारी एलेक्स पॉल मैनन का शनिवार को अपहरण कर लिया था। उस समय वे सरकार के विशेष ग्राम सुराज अभियान के तहत एक बैठक कर रहे थे। माओवादियों ने कल अपनी मांगों को मनवाने के लिए २५ अप्रैल तक की समयसीमा निर्धारित की थी। उनकी मांगों में नक्सलवादियों के खिलाफ पुलिस की सभी कार्रवाईयों को तुरन्त रोकने और आठ नक्सलवादियों की रिहाई की मांग शामिल है।

उच्चतम न्यायालय ने केन्द्र सरकार को निर्देश दिया है कि लेफ्टिनेंट जनरल विक्रम सिंह को नया थलसेना अध्यक्ष नियुक्त करने से संबंधित फाइल अदालत में पेश की जाए। न्यायमूर्ति आर एम लोढ़ा और एच एल गोखले की पीठ ने लेफ्टिनेंट जनरल विक्रम सिंह की थलसेना अध्यक्ष के रूप में नियुक्ति को चुनौती देने वाली एक जनहित याचिका की सुनवाई करते समय इस बारे में गोपनीय दस्तावेजों को देखने का फैसला किया है। पीठ ने कहा है कि वह सभी कागजात दोपहरबाद दो बजे देखेगी। पीठ ने इस याचिका की सुनवाई बंद कमरे में करने से इंकार कर दिया। याचिकाकर्ता का कहना था कि यह एक नाजुक मामला है और इस पर खुली अदालत में बहस नहीं होनी चाहिए। लेकिन पीठ ने कहा कि याचिका में लगाये गए आरोप मीडिया के जरिये पहले ही लोगों के सामने पूरी तरह आ चुके हैं। यह जनहित याचिका सेना और प्रशासन के कुछ वरिष्ठ तथा अवकाश प्राप्त अधिकारियों ने दायर की है। इनमें नौसेना के पूर्व अध्यक्ष एडमिरल लक्ष्मी नारायण रामदास और पूर्व मुख्य निर्वाचन आयुक्त एन गोपालस्वामी भी शामिल हैं।

सरकार ने आज कहा कि वह राष्ट्रपति पद के लिए एक सर्वसम्मत उम्मीदवार तय करने की कोशिश कर रही है। स्वास्थ्य मंत्री गुलाम नबी आजाद ने आज नई दिल्ली में कुछ मंत्रियों के साथ संवाददाता सम्मेलन में उम्मीद जाहिर की कि सर्वसम्मति बन जायेगी। संसदीय कार्यमंत्री पवन कुमार बंसल ने विश्वास व्यक्त किया कि संसद के दोनों सदनों की कार्यवाही सुचारू रूप से चलेगी। उन्होंने कहा कि कइ महत्वपूर्ण विधेयकों पर चर्चा होनी है। श्री बंसल ने बताया कि संसद को लगभग चालीस विधेयक पास करने हैं। इनमें से २३ स्थाई समिति के पास पड़े हैं। श्री बंसल ने कहा कि दस विधेयक तैयार हैं और सरकार उन्हें जल्दी से जल्दी विचार के लिए प्रस्तुत करना चाहती है।

मानव संसाधन विकास मंत्री कपिल सिब्बल ने बताया कि केन्द्रीय शिक्षा आरक्षण विधेयक सहित, उच्च शिक्षा के बारे में दो महत्वपूर्ण विधेयको पर भी विचार किया जाना है। श्री सिब्बल ने कहा कि पिछले आठ साल में यूपीए सरकार ने किसी सोशल मीडिया को सैंसर नहीं किया है।

कृषि मंत्री शरद पवार ने कहा है कि राष्ट्रपति पद के लिए एक सर्वसम्मत उम्मीदवार तय करने के लिए आपस में बातचीत करने की जरूरत है। श्री पवार ने आज नई दिल्ली में एक समारोह से अलग पत्रकारों से कहा कि यूपीए और एनडीए की वर्तमान संख्या को देखते हुए, राष्ट्रपति पद के उम्मीदवार के बारे में फैसला करने के लिए विभिन्न दलों के बीच विचार विमर्श किया जाना चाहिए। उन्होंने आशा व्यक्त की कि विभिन्न दलों के वरिष्ठ नेताओं के बीच यह बातचीत जल्दी शुरू होगी।

बिहार में फ्रांस के दस नागरिकों को माओवादियों के साथ कथित सम्बन्धों के कारण स्वदेश भेज दिया गया है। यह फैसला राज्य सरकार ने किया। फ्रांस वापस भेजे गए लोगों में छह महिलाएं भी शामिल हैं। इन्हें माओवादियों के गहरे असर वाले इलाकों में देखा गया। वे किसानों की बैठकें आयोजित कर रहे थे। केन्द्रीय गृह सचिव आर० के० सिंह ने पटना में संवाददाताओं को फोन पर बताया कि इन लोगों ने अपनी वीज+ा शर्तों का उल्लंघन किया। ये सभी एक गैर सरकारी संगठन-एन जी ओ - के साथ काम कर रहे थे। विश्वास किया जाता है कि इस एन जी ओ के माओवादियों के प्रमुख संगठनों के साथ सम्बन्ध हैं। इन दस में से नौ लोग पर्यटक वीज+ा पर भारत आये थे।

झारखंड में कांग्रेस विधायक ददई दुबे ने आरोप लगाया है कि २०१० के राज्यसभा चुनाव में हर विधायक को २५-२५ लाख रूपये दिये गए थे। यह पैसा कांग्रेस के उम्मीदवार धीरज साहू ने दिया था। वे चुनाव जीत गए थे। श्री दुबे ने आज रांची में विधानसभा परिसर में पत्रकारों को बताया कि एक सच्चा कांग्रेसी होने के नाते उन्होंने पैसा लेने से इंकार कर दिया था। उन्होंने पार्टी में इस बात पर विरोध भी प्रकट किया था।

केन्द्र ने महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारन्टी योजना को लागू करने में कथित अनियमितताओं की जांच के लिए विभिन्न राज्यों में दो सौ अस्सी विशेष टीमें भेजी हैं। ग्रामीण विकास मंत्रालय ने एक आरटीआई आवेदन के जवाब में यह जानकारी दी है। हमारे संवाददाता ने बताया है कि यह दल मध्यप्रदेश, उत्तरप्रदेश, बिहार, पश्चिम बंगाल, छत्तीसगढ़, झारखंड, राजस्थान, पंजाब, ओड़िशा, कर्नाटक, महाराष्ट्र और गुजरात जैसे राज्यों में भेजे गए हैं। बताया जाता है कि इस योजना को लागू करने के दौरान पैसा जेब में डाला गया, उसका गलत तरीके से इस्तेमाल किया गया और जाली जॉबकार्ड और रजिस्टर बनाये गए। नियमों के अनुसार इस योजना में हेराफेरी की जांच की जिम्मेदारी राज्य सरकारों की है लेकिन बड़े पैमाने पर भ्रष्टाचार का शक होने पर ग्रामीण विकास मंत्रालय, राष्ट्रीय स्तर पर, अधिकारियों के विशेष दल भी जांच के लिए भेजता है। इन दलों में प्रशासन और सेना के पूर्व अधिकारी शामिल होते हैं।महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार योजना २००५ में शुरू की गई थी। बेहद गरीब लोगों को कम से कम सौ दिन के रोजगार की गारन्टी देना इस योजना का मकसद है।

राष्ट्रपति प्रतिभा देवीसिंह पाटील ने कहा है कि देश स्वाधीनता सेनानी वीर कुंवर सिंह के योगदान को कभी नहीं भुला सकती। वीर कुंवर सिंह १८५७ में देश की पहली आजादी की लड़ाई के एक नायक थे। श्रीमती पाटील आज एक सौ ५५ वें विजयोत्सव के अवसर पर वीर कुंवर सिंह प्रतिष्ठान द्वारा आयोजित एक समारोह में बोल रहीं थीं।

ये वीर योद्धा जो होते है वो किसी समय या काल से बंधे हुए नहीं होते है। उन्होंने जो देश के लिए किया। ये चिरस्व स्मरणीय है। उन्हें कभी भी कोई भूल नहीं सकता। इतने सालों के बाद भी आज की पीढ़ी उनको याद कर रही है और आगे भी हजारों साल उनको याद किया जाएगा।

श्रीमती पाटील ने कहा कि युवा पीढ़ी वीर कुंवर सिंह के बलिदान से प्रेरणा लेगी। हमारे संवाददाता ने बताया है कि १८५७ में अंग्रेज फौज के साथ लड़ाई में वीर कुंवर सिंह ने भारतीय सैनिकों की टुकड़ी का कुशल नेतृत्व किया था।

उत्तरप्रदेश के कानपुर जिले के एक मकान में आज विस्फोट होने से एक महिला की मृत्यु हो गई। पुलिस के अनुसार यह विस्फोट करनालगंज थाने के इलाके में हुआ। विस्फोट के कारण का पता नहीं चला है, लेकिन आतंकवाद निरोधक दस्ते - एटीएस और फोरेन्सिक विशेषज्ञों की टीम घटनास्थल पर गई है। विस्फोट से इस मकान को बुरी तरह नुकसान पहुंचा है। एक और महिला घायल भी हुई है। पुलिस के वरिष्ठ अधिकारी दुर्घटनास्थल पर गए हैं।

न्यायमूर्ति रंजन गोगोई को आज उच्चतम न्यायालय के न्यायाधीश के रूप में शपथ दिलाई गई। प्रधान न्यायाधीश एस० एच० कापड़िया ने पंजाब और हरियाणा उच्च न्यायालय के पूर्व मुख्य न्यायाधीश न्यायमूर्ति गोगोई को पद की शपथ दिलाई। इन्हें मिलाकर अब उच्चतम न्यायालय के न्यायाधीशों की संख्या २७ हो गई है। न्यायमूर्ति गोगोई पिछले वर्ष १२ फरवरी को पंजाब और हरियाणा उच्च न्यायालय के मुख्य न्यायाधीश बने थे।

देश में २०११-१२ फसल वर्ष में अनाज के उत्पादन के अनुमान में २० लाख टन से अधिक वृद्धि करके इसे २५ करोड़, २५ लाख, ६० हजार टन किया गया है, जो अब तक का रिकॉर्ड है। गेहूं और अनाज के जबर्दस्त उत्पादन के कारण ऐसा हुआ है।  २०११-१२ के लिए आज कृषि मंत्री शरद पवार द्वारा जारी तीसरे अनुमानों के अनुसार चावल के उत्पादन के अनुमान में वृद्धि करके इसे दस करोड़, ३४ लाख, १० हजार टन किया गया है, जो कि एक रिकॉर्ड होगा। पहले १० करोड़, २७ लाख, ५० हजार टन चावल की पैदावार का अनुमान लगाया गया था। गेहूं के उत्पादन के अनुमान में भी वृद्धि की गई है। इसे पहले के आठ करोड़, ८३ लाख, १० हजार टन से बढ़ाकर नौ करोड़, दो लाख, बीस हजार टन कर दिया गया है। लेकिन मोटे अनाज के उत्पादन के  अनुमानों में कमी की गई है। इन्हें चार करोड़, २० लाख टन से घटाकर चार करोड, १९ लाख, १० हजार टन किया गया है। दालों के उत्पादन का अनुमान भी एक करोड़, ७२ लाख, ८० हजार टन से घटाकर एक करोड़, ७० लाख, २० हजार टन किया गया है।

बम्बई शेयर बाजार के शुरूआती कारोबार में आज सेन्सेक्स में ३७ अंकों की बढ़त रही, लेकिन बाद में इसमें गिरावट आनी शुरू हो गई और  अब से कुछ देर पहले यह १९६ अंक  घटकर १७  हजार १७६ पर था। नेशनल स्टॉक एक्सचेंज का निफ्‌टी भी ६९ अंक की गिरावट के साथ ५ हजार २२१ पर था। एशिया के अन्य बाजारों में आज मिलाजुला रूख है। जापान का निक्केई सुबह के कारोबार में शून्य दशमलव चार-शून्य प्रतिशत बढ़ा, जबकि हांगकांग के हेंगसेंग में शून्य दशमलव तीन-तीन प्रतिशत की गिरावट आई। रूपये की कीमत में आज शुरूआती कारोबार में डॉलर के मुकाबले तीन पैसे की मामूली वृद्धि दर्ज की गई। अर्न्तबैंक विदेशी मुद्रा बाजार में एक डॉलर की कीमत ५२ रूपये १० पैसे हो गई।

श्रीलंका के किसी एथलीट ने पहली बार ओलम्पिक खेलों की मैराथन दौड़ के लिए क्वालीफाई किया है। श्रीलंका के अनिरूद्ध इन्द्रजीत कूरे लंदन में होने वाले ओलम्पिक खेलों के लिए क्वालीफाई कर गये हैं। उन्होंने कल लंदन में आयोजित क्वालिफाइंग मैराथन दौड़ में दो घंट,१७ मिनट, ५० सेकेन्ड का समय लेकर २३वां स्थान प्राप्त किया।

शारजाह की एक अदालत २००९ में १७ भारतीयों के साथ झगड़े में घायल दो पाकिस्तान भाईयों द्वारा दायर मुआवजे के मामले पर सात मई को सुनवाई करेगी। इससे पहले अदालत ने अपनी मेडिकल टीम से इस बारे में रिपोर्ट मांगी थी, जिसमें कहा गया है कि एक भाई का एक हाथ स्थायी रूप से ३० प्रतिशत बेकार हो गया है और दूसरा हाथ १० प्रतिशत बेकार हुआ है। १५ फरवरी को पिछली सुनवाई के दौरान अदालत ने अपनी मेडिकल समिति से जांच कराने और अगली सुनवाई के दिन रिपोर्ट के साथ आने का ओदश दिया था। भारतीय नागरिकों के वकील बिंदू चेतर ने आकाशवाणी को बताया कि जज मुआवजे के दावे पर फैसला करने से पहले रिपोर्ट की जांच करेंगे और बचाव पक्ष की दलीलें सुनेंगे।

अमरीका के नौसेना संचालन के प्रमुख एडमिरल जोनार्थन ग्रीनर्ट पांच दिन के सरकारी दौरे पर भारत आए हैं। वे नई दिल्ली में दोनों देशों की नौसेना के बीच संयुक्त प्रशिक्षण और सहयोग मजबूत करने के लिए भारत के नौसेना अधिकारियों के साथ विभिन्न मुद्दों पर चर्चा करेंगे। इसके अलावा वे रक्षा मंत्रालय के वरिष्ठ अधिकारियों से भेंट भी करेंगे। हमारे संवाददाता का कहना है कि यह यात्रा दोनों देशों की नौसेना के बीच बंगाल की खाड़ी में १० दिन के मालाबार सीरिज अभ्यास के सम्पन्न होने के एक हफ्ते के बाद हो रही है।

मिस्र की प्राकृतिक गैस कंपनी द्वारा इस्राइल को गैस के निर्यात के अनुबंध को रद्द कर देने के कारण इस्राइल को गैस की सप्लाई में फिर अड़चन आ गई है। उधर, इस्राइल ने कहा है कि यह फैसला दोनों देशों के बीच १९७९ में हुए कैम्प डेविड शांति समझौते का उल्लंघन है। हमारे संवाददाता ने बताया है कि गैस पाइप लाइन का संचालन ईस्ट मेडिटेरेरियन गैस कंपनी करती है, जिसमें अमरीका, मिस्र और इस्राइल की कंपनियों की हिस्सेदारी है।

काहिरा में इजिप्शन नेचुरल गैस होल्डिंग कम्पनी यानी ईगैस के प्रमुख मोहम्मद शोएब ने बताया कि गैस की सप्लाई के सौदे के कॉन्टे्रक्ट का उल्लंघन हुआ है, जिसके चलते इसे रद्द किया जा रहा है।  उन्होंने इस्राइल पर आरोप लगाया कि उसने चार महीनों से गैस की सप्लाई की एवज में भुगतान नहीं किया है। मगर, इस्राइली विदेश मंत्रालय के प्रवक्ता इगल पालमोर ने आरोपों का खंडन किया और कहा है कि गैस की उचित कीमत इस्राइल भुगतान कर रहा है। मिस्र सरकार की ओर से इस बारे में कोई आधिकारिक बयान अब तक सामने नहीं आया है। आलोचकों को कहना है कि गैस की कीमत काफी कम है और सौदे में मुबारक सरकार के दौरान अरबों रूपयों का घपला हुआ। ये ही नहीं खुद मिस्र भी बिजली की किल्लत झेल रहा है और एक साल में अब तक १४ बार विद्रोहियों ने गैस पाईप में भी विस्फोट किये है। अतुल तिवारी, आकाशवाणी समाचार

अफगानिस्तान और अमरीका ने अफगानिस्तान से २०१४ तक पश्चिमी देशों के सैनिकों के वापसी के बाद आपसी संबंधों में साझेदारी संधि के मसौदे को अंतिम रूप दिया है। अब मसौदे पर अमरीका और अफगानिस्तान के राष्ट्रपतियों के अलावा दोनों देशों की संसद चर्चा करेगी। अफगानिस्तान के राष्ट्रपति के कार्यालय से जारी बयान में कहा गया है कि मसौदे पर कल काबुल में अफगानिस्तान के राष्ट्रीय सुरक्षा सलाहकार रंगीन दादफर स्पांटा और अमरीकी दूत रेयॉन क्रॉकर ने हस्ताक्षर किए। राष्ट्रपति बराक ओबामा अगले महीने शिकागों में नाटो के शिखर सम्मेलन से पहले संधि पर हस्ताक्षर कर सकते हैं। अफगनिस्तान के राष्ट्रपति हामिद करज+ई ने कहा है कि वे अमरीका से लिखित आश्वासन चाहते है कि पश्चिमी देशों के सैनिकों के वापसी के बाद उनके देश को हर साल दो अरब डॉलर की सहायता मुहैया कराई जाएगी। उधर अमरीका के अधिकारियों ने कहा है कि वह अफगानिस्तान को हर साल लगभग चार अरब डॉलर तक की सहायता दे सकते हैं।

नेपाल में आज लोकतंत्र की बहाली की छठी वर्षगांठ मनाई जा रही है। आज ही के दिन २००६ में जन आंदोलन के दबाव में नेपाल नरेश ज्ञानेंद्र ने गद्दी छोड़ी थी और भंग की गई प्रतिनिधि सभा को फिर से बहाल किया गया था। आज सरकार ने सार्वजनिक छुट्टी की घोषणा की है। हालांकि सरकार ने इस अवसर पर कोई औपचारिक कार्यक्रम की योजना नहीं बनाई है, लेकिन विभिन्न राजीनिक दल और संगठन कई कार्यक्रम आयोजित कर रहे हैं।

अफगानिस्तान के पूर्वी भाग में कल एक बम विस्फोट में नैटो के दो सैनिक मारे गये हैं। काबुल में नैटो सेनाओं की संयुक्त कमान की प्रेस विज्ञप्ति में बताया गया है कि ये सैनिक, छिपा कर रखे गये देसी बम के विस्फोट में मारे गये। विज्ञप्ति में सैनिकों की राष्ट्रीयता और विस्फोट की जगह का ब्यौरा नहीं दिया गया है। अपनी नीति के तहत नैटो, सदस्य देच्चों द्वारा अपने सैनिकों की मौत की घोषणा किये जाने तक विस्तृत ब्यौरा नहीं देता है।

दुबई पुलिस ने संतरों के बक्सों में छिपाकर रखे गई ५२ किलोग्राम हीरोइन पकड़कर पाकिस्तानियों के मादक पदार्थ तस्करी नेटवर्क का पर्दाफाश किया है। इस सिलसिले में चार पाकिस्तानी तस्कर गिरफ्तार किए गए हैं, लेकिन इनकी सरगना, जो एक महिला है, फरार है। दुबई के अधिकारियों ने बताया है कि वे लोग पाकिस्तान के मादक पदार्थों के तस्करों पर एक साल से नजर रखे हुए थे।

भारत, श्रीलंका और मालदीव के तटरक्षक बलों के दस्ते मालदीव की राजधानी माले के पास समुद्र में अभ्यास कर रहे हैं। पांच दिन के इस अभ्यास को दोस्ती इलेवन नाम दिया गया है। इस अभ्यास का उद्देश्य तीनों देशों के तटरक्षक बलों के बीच सहयोग तथा संचालन क्षमता बढाना है। भारतीय तटरक्षक बल के पोत संकल्प और सुभद्रा इस अभ्यास में हिस्सा ले रहे हैं।

The Chhattisgarh government is  holding an all-party meeting in the capital Raipur this evening to discuss issues related to the abduction of the Sukma district Collector by the Maoists . This was decided in an emergency meeting chaired by the chief minister Dr.Raman Singh last night . Briefing reporters in Raipur this morning the chief minister said that the government will act on the suggestions that come to the fore in the all-party meet . He said that the entire government machinery has been pressed into service to find possible ways to trace and secure the release of the abducted Collector.
 Dr. Singh said that the state  government is in constant touch with the Centre as well as the government of Orissa and Andhra Pradesh in this connection . He has also instructed all the officials and people’s representatives to observe adequate precautions while visiting the villages under the week-long second phase of the ‘gram-suraj abhiyan’ in the state .
It was in one such interactive village meet in Majhipara in the Sukma district that the Collector Mr. Alex Paul Menon was kidnapped at gun-point by the Maoists last Saturday. Meanwhile, the security of the adjacent Dantewada district Collector  has been increased following naxal threat to his life. Similarly all the police stations across the naxal affected Bastar division have been put on high alert.
The ADG, naxal operations told press persons that the police is analyzing the intelligence inputs received from different sources in this matter. More from our correspondent;

The Centre today said it was in constant touch with the Chhattisgarh government on the abduction of the Sukma Collector and providing all necessary help to resolve the crisis. Speaking to reporters in New Delhi, Home secretary R K Singh said his ministry is in regular touch with the state government.
" Government, State Government and we are regularly in touch and whatever support we are asking for is being given."
The Maoists yesterday set a deadline of April 25 to fulfill their demands that include immediate halt of all police action against them and release of eight fellow comrades.

The Bihar government has deported ten French nationals for their alleged links with Maoists.   A decision to this effect was taken by the state government. They  include six women who were detained by police in Nawada district of the state. These nationals  were found moving in naxal hotbeds and holding farmers meetings.  Talking over the phone to  some media persons in Patna, Union Home Secretary R.K.Singh said that the French nationals have violated visa conditions and all of them were working for an NGO believed to have links with frontal organisations of maoists. 
Of the 10 French nationals 9 had come to India on tourist visa, while one had an employment permit to work in Bhopal.  Deputy Inspector General of Police Paras Nath said they had come early this month and were camping in Bihar after visiting south India. The Bihar police has also said that intelligence reports has said  that the French nationals allegedly had Maoist links.

The Supreme Court today directed the Centre to place before it the file pertaining to the appointment of Lt. Gen. Bikram Singh as the next Army Chief. A bench of justices R M Lodha and H L Gokhale decided to go through the confidential document while hearing a PIL challenging the appointment of Bikram Singh and asked the government to place the file before it at 2 PM. The bench refused to hold an in-camera proceeding in the case as pleaded by the petitioners, who alleged that it's a sensitive issue, which should not be discussed in the open court.
The bench turned down the petitioners' plea, saying all the allegations leveled in the petition have already become well-known through media reports. The bench was hearing a PIL filed by retired officers and bureaucrats, including former Naval Chief Admiral Laxminarayan Ramdas and former Chief Election Commissioner N Gopalaswamy, challenging the appointment of Bikram Singh as the next Army Chief.

The Government has set up National Crop Forecast Centre, NCFC, to provide in season crop forecasts and assessment of drought situation. Inaugurating the Centre in New Delhi today, Agriculture minister Mr Sharad Pawar said that the centre will be responsible for preparing multiple in season crop forecasts using state of the art techniques and methodologies for selected major crops. Mr Pawar said the centre would work towards inclusion of additional crops in crop forecasts and sub-districts level moderate to high resolution  drought assessment in the entire country.

The government today said that it is trying for a consensus candidate for the forthcoming Presidential elections. Addressing a press conference by the group of ministers in New Delhi, Health minister Ghulam Nabi Azad said the government is consulting  different political parties on this issue. He expressed confidence that a consensus will be evolved.
Parliamentary Affairs Minister Pawan Kumar Bansal  expressed confidence that both the Houses will function smoothly. He said many important bills  have to be taken up during the session. Agriculture minister Sharad Pawar today said that there is a need to hold dialogue before deciding on an agreed candidate for the post of the new President. Taking to reporters on the sidelines of a function in New Delhi, Mr Pawar said that given the present strength of both the UPA and NDA, there is need for a high level dialogue among parties before  any decision is taken. He expressed the hope that the dialogue process among the political leadership will begin soon on the issue.

Justice Ranjan Gogoi was today sworn in as a Supreme Court Judge. Chief Justice of India S H Kapadia administered  the oath of office to Justice Gogoi, the former Chief Justice of Punjab and Haryana High Court. Justice Gogoi's swearing in has raised the strength of the apex court to 27 against the approved strength of 31. Justice Gogoi had taken charge as the Punjab and Haryana High Court Chief Justice on February 12, last year. He  joined the judiciary on February 28, 2001 when he was made a permanent judge of the Gauhati High Court.

In Uttar Pradesh, One woman was killed in a blast in a house in Kanpur district today. According to the police, the blast occurred in a house located under karnalgnaj police station area. The exact cause of the blast is still not known but the Anti terrorist squad and a forensic team are on the spot to look for clue. The blast damaged the house badly and another woman was also injured in this incident. Senior police officers also inspected the blast site.

The Centre has sent 280 special teams to various states to investigate alleged irregularities in the implementation of Mahatma Gandhi National Rural Employment Guarantee or (MNREGA) scheme . The  Rural Development Ministry said this in reply to an RTI query. Our correspondent reports, the teams had been sent to Madhya Pradesh, Uttar Pradesh, Bihar, West Bengal, Chhattisgarh, Jharkhand, Rajasthan, Punjab, Odisha, Karnataka, Maharashtra and Gujarat.
The charges being probed by them include siphoning of funds, misappropriation and misutilisation of money allotted for the scheme and preparation of fake job cards and muster rolls. As per norms, investigation of graft under MNREGA rests with the State governments concerned.
However, the Ministry sends its special teams of National Level Monitors , which constitute retired civil servants and ex-servicemen, in cases where it suspects large scale corruption. MNREGA was launched in 2005 to guarantee employment of minimum 100 days to people living below the poverty line.

A Sharjah Court will resume hearing on the 7th of May a civil case filed by two Pakistani brothers seeking compensation for injuries following a brawl with 17 Indians in 2009. The Court has received the report from its medical panel which says one of the two Pakistani brothers had sustained 30 percent permanent disability in one arm and 10 percent permanent disability in the other arm.
During its last hearing on the 15th  of February, the Sharjah Civil Court had asked the petitioners to undergo medical examination by its  panel and submit the report before the next date of hearing. The lawyer for the 17 Indians, Bindu Chettur told AIR that the judge would look into the medical report  and the defence arguments before pronouncing its judgement in the compensation claim. The petitioners have sought compensation worth  20 lakhs rupees saying they have lost their livelihood in a bootleggers group fight in January 2009.

US Chief of Naval Operations Admiral Jonathan Greenert is on a five day official visit to India. He will discuss a range of issues with his counterparts to strengthen joint training and mutual cooperation between the two navies and meet the top brass of the Defence Ministry in New Delhi. The supply of gas from Egypt to Israel has once again run into rough weather as the Egyptian Natural Gas Holding Company has terminated its contract to ship gas to Israel. Telaviv says the decision undermines the 1979 Camp David peace agreement between the two countries. The gas pipeline is operated by the East Mediterranean Gas Company, EMG,  a consortium of American, Egyptian and Israeli companies. More from our West Asia Correspondent;
"The Chairman of Egyptian Natural Gas Holding Company EGAS, Mohamed Shoeib, told in Cairo that EGAS is terminating the contract due to violation of the gas supply agreement. He said the decision was made after a thorough legal review by local and international legal experts. Shoeib alleged that Israel has not paid for its gas in four months. Israeli Foreign Ministry spokesman Yigal Palmor denied the charges and said Israel has been paying fair prices .There hasn’t been any offcial comments from Egyptian Government. Experts say the current row is more of commercial nature. Under the 2005 deal, the Cairo-based East Mediterranean Gas Co. sells 1.7 billion cubic meters of natural gas to the Israeli company at $1.50 British Thermal Units. Critics allege that Israel got the gas for bargain prices and Mubarak regime cronies made millions of dollars from the deal. Myanmar's opening session of Parliament began today without Nobel Peace Prize laureate Aung San Suu Kyi, whose National League for Democracy party had won the by-elections earlier this month. Suu Kyi and her party are boycotting the legislature over a disagreement on the wording of the oath of office. Suu Kyi's National League for Democracy party had wanted phrasing in the lawmakers' oath changed from "safeguard the constitution" to "respect the constitution.
The party had decided that it would not attend the assembly session until the issue is resolved. Opposition lawmaker Ohn Kyaing yesterday confirmed the opposition's refusal to attend but believed that the issue would be overcome quickly because there was support within President Thein Sein's administration to change the oath.

The Sensex at the Bombay Stock Exchange, which opened in the green and erased its gains in late morning deals, was trading 169 points in the negative territory at 17,205 in afternoon trade, when reports last came in. The 30-share barometer had risen by 37 points, or 0.21 per cent, to 17,411 in opening trade today on selective buying by funds and retailers.
In a similar fashion, the wide-based National Stock Exchange index Nifty was trading 64 points in the red at 5,227 points. In the Asian region, Japan's Nikkei rose by 0.40 per cent, while Hong Kong's Hang Seng index was being quoted 0.33 per cent lower in early trade. The US Dow Jones Industrial Average ended 0.50 per cent higher in the previous session on Friday.

In Tennis, Spain's World Number 2 Rafael Nadal has won the Monte Carlo Masters title by defeating top seeded Serb Novak Djokovic, 6-3, 6-1 in the title clash of the Men's Singles category, played yesterday at Monaco. This was not only Nadal's eighth consecutive Monte Carlo Masters title, but the victory has also marked the end of his seven-match losing streak in the finals to Djokovic, whose last victory over Nadal came in a six-hour long Australian Open final.

The President Pratibha Devisingh Patil  today said the country will never forget the contribution of freedom fighter Veer Kunwar Singh. Participating  in a function organized by the Veer Kunwar Singh Foundation on the occasion of the 155th Vijayotsav, Ms Patil lauded   Veer Kunwar Singh,  one of the leaders of the Indian rebellion of 1857. The Sri Lankan Coast Guard is participating in a joint sea exercise with the Indian and Maldivian Coast Guards in the seas off Male. According to the Sri Lankan Navy website, offshore Patrol Vessel, SLNS Sagara today sailed for the Maldives to take part in the five day exercise ‘Dosti - XI’.
The aim of the exercise is to strengthen bonds of friendship and enhancing mutual operational capability and cooperation. The exercise will focus on Maritime Search and Rescue, Marine Pollution Response and Boarding Operations. Due to its geo-strategic significance, it is important for the Coast Guards of the three countries to ensure the safety and security of the Indian Ocean for all sea-farers.
Indian Coast Guard Ships “Sankalp” and “Subhadra” will take part in the exercise, while Maldivian Coast Guard Ships “Huravee”, “Ghazee” and “Shaheed Ali” of the Maldivian National Defence Force (MNDF) will represent the Maldivian Coast Guard.

Afghanistan and the United States have finalized the initial draft of a strategic partnership agreement outlining their relationship following the 2014 withdrawal of Western combat troops from Afghanistan.  No details have been released about the content of the draft agreement, which will now be reviewed by the U.S. and Afghan presidents, the U.S. Congress and the Afghan parliament. 
A statement from Afghan President's office says the draft agreement was initialed yesterday by Afghan National Security Advisor Rangin Dadfar Spanta and U.S. Ambassador Ryan Crocker  in KabulU.S. officials say President Barack Obama expects to sign the document before a NATO summit in Chicago next month. 
President Karzai has said he wanted a written commitment of 2 billion dollars a year from the United States after the withdrawal. U.S. officials said they could pay up to about 4 billion dollars a year to fund the Afghan forces.

The UAE Cabinet has urged Iran to resolve the row over three islands of the Emirates to promote stability in the region. The Cabinet met in Abu Dhabi yesterday  and called upon Teheran to resolve the issue either by bilateral negotiations or through the International Court of Justice.  The UAE Foreign Minister Shaikh Abdullah Bin Zayed Al Nahyan had earier said that Iran should listen to the reason and come to the table for talks over the issue of the Abu Mousa and Greater and Lesser Tunbs islands.
The Foreign Minister said the Iranian president's visit will not change historical and legal facts proving the UAE's sovereignty over its three islands. The three islands were taken over by Iran in 1971 when the British left the Emirates after its independence.

The Dubai police has busted a Pakistani drug ring. They seized nearly 52 kg of heroin concealed in orange boxes destined for Dubai.  Four Pakistani nationals have been arrested in the case, however the key conspirator, a woman is yet to be traced. The Director General of the counter-drugs department in Dubai, Major General Abdul Jalil Mohammed Al Asmawi said the Pakistani drug ring was under surveillance for almost a year and was nabbed as it tried to smuggle the heroin concealed in 2,600 orange crates into the emirates.

छत्तीसगढ़ में अगवा किए गए सुकमा जिला कलेक्टर की रिहाई के मुद्दे पर राजधानी रायपुर में सर्वदलीय बैठक जारी है। यह बैठक आज शाम देर से शुरू हुई। बैठक की अध्यक्षता मुख्यमंत्री रमन सिंह कर रहे हैं।
इस बीच, छत्तीसगढ़ सरकार ने कहा है कि श्री मेनन की सुरक्षित रिहाई को सुनिश्चित बनाने के लिए उसने सभी विकल्प खुुले रखे हैं। सुकमा में आज अनुसूचित जाति और जनजाति कल्याण मंत्री केदार कश्यप ने कहा कि नवगठित कैबिनेट उप समिति इस मामले में पल-पल मिल रही सभी सूचनाओं का विश्लेषण कर रही है। श्री कश्यप इस समिति के सदस्य भी हैं। उन्होंने कहा कि सरकार श्री मेनन की सुरक्षित रिहाई के बारे में गंभीर है। उन्होंने जोर दिया कि राज्य की निर्वाचित सरकार सार्थक फैसला लेने के लिए सभी विकल्पों का अधिकार रखती है। श्री कश्यप ने शीर्ष अधिकारियों के साथ सुकमा जिले का आज दौरा किया और स्थिति का जायजा लिया। वे जिला कलेक्टर की पत्नी श्रीमती आशा पॉल मेनन से भी मिले और इस मामले में उन्हें हर तरह की सहायता का आश्वासन दिया।
इस बीच, अतिरिक्त पुलिस महानिदेशक रामनिवास ने आज शाम आकाशवाणी को इस मामले में किए जा रहे उपायों के बारे में जानकारी दी।

उधर, सुकमा के अपहृत जिला कलेक्टर का पता लगाने के लिए   छत्तीसगढ़ सरकार ओड़ीशा सरकार के सम्पर्क में है। आज भुवनेश्वर में ओड़ीशा के गृह सचिव यू. एन. बेहरा ने पत्रकारों से कहा कि दोनों सरकारें श्री एलेक्स पाल मेनन का पता लगाने के लिए खुफिया सूचनाओं का आदान-प्रदान कर रही हैं । श्री मेनन अभी माओवादियों के कब्जे में हैं। हालांकि गृह सचिव ने कहा कि अगवा किए गए ओड़ीशा के विधायक झिना हिकाका और श्री मेनन के बीच कोर्ई सम्बंध नहीं है।
इस बीच, मानवाधिकार कार्यकर्ता और पीयूसीएल के राष्ट्रीय उपाध्यक्ष विनायक सेन ने आज  माओवादियों से अपील की कि वे सुकमा जिला कलेक्टर को तत्काल बिना शर्त रिहा कर दें। छत्तीसगढ़ के जनजातीय क्षेत्र में लम्बे समय तक कार्यरत श्री सेन ने माओवादियों से श्री मेनन को कोई नुकसान नहीं पहुंचाने और उन्हें सभी चिकित्सा सुविधाएं देने की भी अपील की है।

तमिलनाडु की मुख्यमंत्री जे० जयललिता ने केन्द्र सरकार से पुरजोर अपील की है कि वह छत्तीसगढ़ में अगवा किए गए जिला कलेक्टर मेनन की शीघ्र और सुरक्षित रिहाई सुनिश्चित करे। प्रधानमंत्री को लिखे एक पत्र में सुश्री जयललिता ने कहा कि तिरूनेलवेली के लोग और श्री एलेक्स के माता-पिता इस बात से चिन्तित हैं कि जिला कलेक्टर का स्वास्थ्य ठीक नहीं है। उन्होंने आशा व्यक्त की है कि केन्द्रीय गृह मंत्रालय उनकी रिहाई के लिए जरूरी कदम उठायेगा।

बिहार में फ्रांस के दस नागरिकों को माओवादियों के साथ कथित सम्बन्धों के कारण स्वदेश भेज दिया गया है। यह फैसला राज्य सरकार ने किया। फ्रांस वापस भेजे गए लोगों में छह महिलाएं भी शामिल हैं। इन्हें माओवादियों के गहरे असर वाले इलाकों में देखा गया। वे किसानों की बैठकें आयोजित कर रहे थे।

कांग्रेस नेता अभिषेक मनु सिंघवी ने विधि, न्याय, कार्मिक और शिकायत से सम्बद्ध संसद की स्थायी समिति के अध्यक्ष पद से इस्तीफा दे दिया है। मीडिया को जारी एक बयान में श्री सिंघवी ने कहा कि उनके बारे में जारी कथित सीडी को देखते हुए संसद की कार्यवाही को बाधित होने से बचाने के लिए उन्होंने यह फैसला किया है। उन्होंने साफ कहा कि सीडी प्रकरण में कथित बातचीत को लेकर बेबुनियाद अफवाहें फैलाई जा रही हैं।
इस बीच, कांग्रेस महासचिव और पार्टी के मीडिया प्रभारी जनार्दन द्विवेदी ने श्री सिंघवी के संसद की स्थायी समिति के अध्यक्ष और पार्टी प्रवक्ता के पद से इस्तीफा देने की पुष्टि की है।

मीडिया को इस बारे में एक ईमेल किया है और उसमें उन्होंने यह कहा है कि मैं नहीं चाहता कि इस मामले की वजह से संसद में कोई गतिरोध पैदा हो। या पार्टी को किसी तरह की असुविधा हो इसलिए उन्होंने स्टैंडिंग कमेटी से इस्तीफा दिया है जो भी स्थिति सामने आई उस पर अभिषेक सिंघवी ने यह कदम उठाया मैं समझता हूं कि उचित कदम उठाया है।

उच्चतम न्यायालय ने लेटिनेंट जनरल विक्रम सिंह की थल  सेनाध्यक्ष के रूप में नियुक्ति को चुनौती देने वाली जनहित याचिका खारिज कर दी है। न्यायमूर्ति आर.एम. लोढा और न्यायमूर्ति एच.एल. गोखले की खंडपीठ ने कहा कि इसके खारिज हो जाने से लेटिनेंट जनरल सिंह के खिलाफ कोई लंबित मामला प्रभावित नहीं होगा। इससे पहले न्यायालय ने केंद्र से अगले सेना प्रमुख की नियुक्ति संबंधी फाइल उसके समक्ष पेश करने का आदेश दिया था।

उच्चतम न्यायालय ने बम्बई उच्च न्यायालय के उस आदेश पर रोक लगाने से इंकार कर दिया है, जिसमें उसने मुम्बई बंदरगाह पर एक भारतीय जहाज से टकराने वाले साइप्रस के जहाज को रिहा करने की बात कही है। दोनों जहाजों की इस टक्कर से भारत को एक हजार ५८ करोड़ रुपये का नुकसान हुआ है। न्यायमूर्ति एच. एल. दत्तूू और न्यायमूर्ति सी. के. प्रसाद की खण्डपीठ ने कहा कि इस पर कानून अपना काम करेगा और इस स्थिति में किसी तरह का अंतरिम आदेश नहीं दिया जा सकता।

केन्द्र सरकार के इस तर्क से कि- इस दुर्घटना से भारत सरकार का नुकसान हुआ है और जहाज को क्षति पहुंची है, वह देश में अपने किस्म की अकेली घटना है, उच्चतम न्यायालय सहमत नहीं हुआ।
मुम्बई बंदरगाह पर पिछले साल ३१ जनवरी को इन दोनों जहाजों में टक्कर हुई थी। टक्कर उस समय हुई जब साइप्रस का झंडा लगा एमवी नॉर्डलेक  जहाज बंदरगाह से जा रहा था और भारत का आई.एन.एस. विन्ध्यागिरी जहाज बंदरगाह में प्रवेश कर रहा था।
इटली के जहाज के रक्षकों द्वारा भारतीय मछुआरों की मौत के बारे में उच्चतम न्यायालय ने इटली सरकार के दोषी नागरिकों के खिलाफ आपराधिक मामले वापस लेने की प्रार्थना पर केन्द्र और केरल सरकार से दो हते में उनके जवाब तलब किए। न्यायमूर्ति अल्तमस कबीर, न्यायमूर्ति एस.एस. निज्झर और न्यायमूर्ति रंजन गोगोई की  पीठ ने मामले की सुनवाई ८ मई तक के लिए टाल दी। इटली की सरकार ने धारा-३२ के तहत दायर याचिका में दलील दी है कि इस मामले में केरल सरकार को अपराधिक मामले दर्ज कराने का कोई कानूनी अधिकार नहीं है, क्योंकि यह मामला अंतर्राष्ट्रीय कानूनों से जुड़ा हुआ है और भारत ने यू.एन. चार्टर पर हस्ताक्षर किए हैं।

सरकार ने कहा है कि वह लोकपाल और लोकायुक्त विधेयक पर आम सहमति बनाने की कोशिश कर रही है और इसे चर्चा के लिए संसद में पेश किया जाएगा। आज नई दिल्ली में मंत्रियों के दल द्वारा बुलाए गए संवाददाता सम्मेलन में प्रधानमंत्री कार्यालय में राज्यमंत्री वी.नारायणसामी ने बताया कि लोकसभा यह विधेयक पारित कर चुकी है और राज्यसभा में यह विचाराधीन है।

उन्होंने लगभग एक सौ उनचास संशोधन प्रस्तुत किए हैं और सरकार इन पर विचार कर चुकी है। विभिन्न राजनीतिक नेताओं से चर्चा के बाद इस विधेयक के बारे में मतभेद कम हुए हैं और अब केवल पांच-छह मुद्दों पर सहमति नहीं है। सरकार इन्हें सुलझाने और बड़े मुद्दों पर आम सहमति बनाने के लिए विभिन्न राजनीतिक दलों के नेताओं के साथ विचार-विमर्श कर रही है। हम इस विधेयक को संसद में पेश करने का प्रयास कर रहे हैं यह सरकार की प्राथमिकता है।
संसदीय कार्यमंत्री पवन कुमार बंसल ने आशा व्यक्त की कि संसद के दोनों सदनों की कार्यवाही सुचारू रूप से चलेगी। उन्होंने कहा कि इस सत्र में कई महत्वपूर्ण विधेयकों पर विचार किया जाना है। लगभग चालीस विधेयक पास किए जाने हैं, जिनमें तेईस संसद की विभिन्न समितियों के पास हैं। श्री बंसल ने बताया कि दस विधेयक तैयार हैं। सरकार उन्हें जल्द सूचीबद्ध करना चाहती है। उन्होंने बताया कि अनुदान मांगों पर चर्चा बृहस्पतिवार से शुरू होगी।
श्री बंसल ने बताया कि वित्त विधेयक पारित होने के बाद बीमा संशोधन विधेयक, पेंशन नियामक विधेयक और बैंकिंग संशोधन विधेयको को चर्चा के लिए प्रस्तुत किया जा सकता है।

तीन विधेयक, बीमा संशोधन विधेयक, पेंशन नियामक विधेयक और बैंकिंग संशोधन विधेयकों को संसद की स्थायी समिति देख चुकी है। वित्तमंत्रालय हमें बतायेगा कि वह इसमें क्या संशोधन चाहता है। वित्त विधेयक पारित होने के के तुरंत बाद इन्हें चर्चा के लिए प्रस्तुत किया जा सकता है।
स्वास्थ्य मंत्री गुलामनबी आजाद ने एक सवाल के जवाब में विश्वास व्यक्त किया कि राष्ट्रपति चुनाव के उम्मीदवार पर आम सहमति बन जाएगी। उन्होंने बताया कि सरकार इस बारे में विभिन्न दलों से विचार कर रही है।

जो भी राष्ट्रपति बनेगा तो सभी के सहयोग से सहमति से बनेगा और जब भी कोई इस तरह का मौका आता है डेमोक्रेसी में हर एक गु्रप को हर एक लीडर को अपनी-अपनी ओपिनियन है राय है वो देने का हक बनता है।
मानव संसाधन विकासमंत्री कपिल सिब्बल ने बताया कि केंद्रीय शिक्षा आरक्षण विधेयक सहित उच्च शिक्षा के बारे में दो महत्वपूर्ण विधेयकों पर इस सत्र के दौरान विचार किया जाएगा।

भारतीय दूरसंचार नियामक प्राधिकरण-ट्राई ने स्पेक्ट्रम की नीलामी के लिए न्यूनतम या आधार मूल्य, तीन हजार छह सौ बाईस करोड़ अट्ठारह लाख रुपये निर्धारित किया है। टू-जी स्पेक्ट्रम मामले में एक सौ बाईस लाइसेंस रद्द करने के उच्चतम न्यायालय के फैसले के मद्देनज+र यह नीलामी की जानी है। नीलामी के लिए तय की गई यह न्यूनतम राशि, २००८ में पूर्व दूरसंचार मंत्री ए. राजा द्वारा यूनिटेक वायरलैस और स्वान टेलीकॉम जैसी कंपनियों को आबंटित दूरसंचार लाइसेंस और स्पेक्ट्रम की कीमत से लगभग दस गुना अधिक है। ट्राई ने यह भी सुझाव दिया है कि नीलामी में वे कंपनियां शामिल नहीं होंगी, जिनके पास निर्धारित सीमा से अधिक स्पेक्ट्रम हैं।

लगातार दूसरे सत्र गिरते हुए मुंबई शेयर बाजार का सेंसेक्स २७७ अंक फिसलकर १७ हजार ९७ पर बंद हुआ। विदेशी बाजारों में मंदी के बीच फंडों ने भारी बिकवाली की। नेच्चनल स्टाक एक्सचेंज का निफ्‌टी ९० कम होकर पांच हजार २०१ पर बंद हुआ। रूपया डालर के मुकाबले ४२ पैसे कमजोर हुआ, एक डालर की कीमत ५२ रूपए पचास पैसे दर्ज हुई। जो पिछले साढ़े तीन महीने के दौरान रुपये का सबसे निचला स्तर है। सोने का मूल्य दिल्ली में ३० रूपए बढ़कर २९ हजार ९७ रूपए प्रति दस ग्राम हो गया। चांदी ७५ रूपए महंगी होकर ५६ हजार ५७५ रूपए प्रति किलो दर्ज हुई।

In Chhattisgarh, the all-party meeting to discuss the issues related to the abduction of the Sukma district Collector is in progress in the capital Raipur. The meeting which has begun late this evening, is being chaired by the Chief Minister Dr. Raman Singh.
The State Government has said that it has kept all the options open to ensure the safe release of Mr. Menon. Stating this in Sukma today, the Scheduled Tribes and Scheduled Castes Welfare Minister, Kedar Kashyap who is also a member of the newly constituted Cabinet Sub-Committee on internal security, said that the Committee has been analysing all the information in this case as it trickles in, moment by moment.  He also met the wife of the Collector, Mrs. Asha Paul Menon and assured her of all help in this matter.
Meanwhile the Centre today said it is in constant touch with the Chhattisgarh Government on the abduction of the Sukma Collector and providing all necessary help to resolve the crisis. Speaking to reporters in New Delhi, Home secretary R K Singh said said whatever support is needed by the state administration is being given.

The Chhattisgarh government is also in touch with the Odisha government to trace out abducted Sukma district collector.  Odisha Home Secretary, U.N. Behra today told mediapersons at Bhubaneswar that both the neighbouring states are sharing intelligence information to find the Sukma District collector who is in the captivity of the Maoists. He said, the Odisha government is putting all its efforts to free the abducted MLA who is in the captivity of the Maoists since one month.
Meanwhile, Human Rights activist and Vice President of the national executive of People's Union of Civil Liberties (PUCL), Binayak Sen today appealed to the CPI (Maoists) to unconditionally release abudcted Sukma District Collector.

10 French nationals have been deported from Bihar for their alleged links with Maoists.  A decision to this effect was taken by the state government. The deported include six women who were detained by police in Nawada district of the state. These nationals were found moving in naxal hotbeds and holding farmers meeting.  Talking over phone to  some media men in Patna, Union Home Secretary R.K.Singh said that the French nationals have violated visa conditions and all of them were working for an NGO believed to have links with frontal organisations of maoists. Out of 10 French nationals 9 had come to India on tourist visa, one had an employment permit to work in Bhopal.  They have been sent to Delhi.

Congress leader and Rajya Sabha Member Abhishek Manu Singhvi has stepped down from the post of the Chairman of Parliamenatary Standing Committee on Law, Justice, Personnel and Grievances. In a statement issued to the media, Mr. Singhvi said, he has decided to resign to prevent even the slightest possible Parliamentary disruption regarding the purported CDs being circulated about him.
Mr. Singhvi also said, he is a disciplined party soldier and does not think it fit to subject the party to any inconvenience on this account. He categorically stated that canards and base allegations are being spread about alleged inappropriate conversation in the CD.

Congress General Secretary and Media Incharge, Janardhan Diwedi has confirmed that Abhishek Manu Singhvi has resigned from the Chairmanship of the Parliamentary Standing Committee and has also decided to stay away from Party briefings.  Answering a question, he said that Mr. Singhvi has resigned himself.
It does not make much difference if he has done of his own and party has accepted it.  This means the same thing if it was decided between him and the party or his party had asked Shri Shighvi to resign, result is the same but anyway it is good that he himself had offered it.

The government today said that it is trying for consensus on the Lokpal and Lokayukta Bill and will bring it for consideration before Parliament. In a  press conference by the Group of Ministers in New Delhi, Minister of State in the Prime Minister's Office, V Narayansamy said, the Lokpal Bill has already been passed by the Lok Sabha and it is under consideration of the Rajya Sabha.
Now about 149 amendments have been given by them and all these things are being considered by the government.  After discussion with the various political leaders, the difference of opinion has been narrow down to 5-6 issues, we are engaging with the various political leaders and we are trying to bring in  consensus on major issues and trying to bring the bill before the parliament, it is the Government's priority.
Parliamentary Affairs Minister Pawan Kumar Bansal  expressed confidence that both the Houses will function smoothly. He said, many important Bills have to be taken up during the session. Mr. Bansal informed that there are about 40 Bills to be passed by Parliament, out of these 23 Bills are with different Standing Committees of Parliament.
Three bills the insurance amendment bill pension fund regulatory bill and the banking amendment bill.  The bills have been through standing committee,  the finance ministry has to intimate us otherwise as to what amendment they are wanting to bring in.  But since the Finance Minister has said that they would like to bring in this bill, these are likely to be taken up immediately after the finance bill is passed.
Health Minister Ghulam Nabi Azad expressed confidence that a consensus will be evolved  on a candidate for the forthcoming Presidential elections. He said, the government is consulting different political parties on the issue.

The Central Bureau of Investigation, CBI has blamed Congress leader Sajjan Kumar for 1984 anti-sikh riots. Giving its arguments to Delhi High Court during the hearing of 1984 anti sikh riots case involving Sajjan Kumar, the CBI said that he was on the site of crime and incited rioters. The CBI said, it was part of a high-profile conspiracy as the riots were not a spontaneous reaction but a well organised operation.

The Supreme Court has dismissed the PIL challenging appointment of Lt. General Bikram Singh as the next Army Chief. The Court did not find any justifiable ground to entertain the petition. The apex court also said that dismissal of the PIL shall not affect any pending proceedings against Lt. Gen. Singh. The Bench of Justices R.M. Lodha and H.L. Gokhale also observed that the Government had gone through all allegations against Lt. Gen. Singh before clearing his appointment.
Earlier, the Supreme Court had directed the Centre to place before it the file pertaining to the appointment of Lt. Gen. Bikram Singh as the next Army Chief.

The Supreme Court today refused  to stay the Bombay High Court's order to release the Cyprus ship which had collided with an Indian naval ship near Mumbai port, causing extensive damage and a loss of 1,058 crore rupees. A two judge bench however said, it was keeping open a question of law on the issue and no interim order can be passed at this stage. The Centre's plea that the loss to the Indian government was phenomenal and the lost naval ship was only one of its kind in the country, failed to convince the apex court.
The two ships had collided at the Mumbai port on 31st January last year.
In the matter of Italian Ship's guards killing two Indian fishermen, the Supreme Court today sought response from the Centre and the Kerala Government on the Italian Government's plea to quash criminal cases filed against two of its naval personnel on board Italian vessel Enrica Lexie. A three-Judge Bench of Justices Altamas Kabir, S S Nijjar and Ranjan Gogoi sought replies within two weeks and posted the matter for further hearing on May 8.

Telecom Regulatory Authority of India, TRAI today set 3,622.18 crore rupees as the base or minimum price for pan-India spectrum in the auction of radio waves which is to be held following the Supreme Court cancelling 122 licenses. The minimum or base price set is around 10 times higher than the floor price at which the former Telecom Minister A Raja had allocated spectrum and telecom licenses to companies like Unitech Wireless and Swan in 2008.

Union Agriculture Minister Sharad pawar today said that there are no differences within the government on the export of cotton and sugar. Talking to reporters on the sidelines of a function in New Delhi, Mr Pawar said that the decision to export more sugar has been taken and all issues related to export of agricultural commodities are decided together in the government. Stating that there is no problem about rice and wheat exports, Mr Pawar said, government will discuss this subject in a meeting on the 30th of this month.

Falling for the second straight day, the Sensex at the Bombay Stock Exchange dropped 277 points, or 1.6 percent, to 17,097, on heavy selling by funds, amid falling global markets, today. The Nifty lost 90 points, or 1.7 percent, to 5,201. Stock markets in Japan, China, Hong Kong, South Korea and Singapore fell between 0.1% and 1.8%. The rupee weakened 42 paise, to a three and half month low of 52.50 against the dollar. Gold rose 30 rupees, to 29,097 rupees per ten grams in Delhi. All India Radio and Tunisian Radio today signed an agreement with a view to enhance mutual relation in the field of broadcasting. The agreement was signed in New Delhi between Additional Director General, AIR, Ms Aparna Vaishya and Director General of Ministry of External Affairs of Tunisia, Mr Faycal Goaia in the presence of Minister of State for External Affairs, E.Ahmed and his counterpart Hedi Ben Abbas.
    Speaking on the  occasion, Mr Ahmed said that the agreement will strengthen the bilateral co-operation between both the coutries.

The countdown has commenced for the launch of  PSLV-C19 launch vehicle carrying  India's first Radar Imaging Satellite called RISAT-1. The Satish Dhawan Space Centre at Sriharikota in Andhra Pradesh, started the 71 hour countdown at 6.47 am today. An Indian Space Research Organisation release says that the launch will be on the 26th of this month at 5.45 am.
