पंजाब और उत्तराखंड में विधानसभा चुनाव के लिए प्रचार कल समाप्त हो गया। इन राज्यों में सोमवार को मतदान होगा। निर्वाचन आयोग ने स्वतंत्र और निष्पक्ष मतदान के लिए व्यापक प्रबंध किये हैं।
   
राज्य के पांच चुनाव क्षेत्रों लम्बी, भूलथ, पटियाला, मजिठा और गिदरवाहा को अति संवेदनशील करार दिया गया है। इन पांचों क्षेत्रों और ३२ संवेदनशील क्षेत्रों में मतदान के दौरान पुलिस गस्त करती रहेगी। राज्य के ११ जिलों के दो सौ मतदान केन्द्रों पर वेबकास्टिंग का प्रबंध किया गया है। इस वेबकास्टिंग के जरिए चुनाव अधिकारी और सुरक्षा अधिकारी मतदान देख सकेंगे और कड़ी नजर रख सकेंगे। ईवीएम में नेत्रहीन मतदाताओं के लिए विशेष प्रबंध किया गया है। राज्य के ८२ हजार से अधिक सर्विस मतदाताओं के लिए भी विशेष प्रबंध किये गए हैं। जसविंदर सिंह रंधावा आकाशवाणी समाचार चंडीगढ़।
उत्तराखंड में राज्य निर्वाचन कार्यालय के अनुसार दूर-दराज के मतदान केन्द्रों के लिए दो हजार मतदान दल रवाना किये गए हैं।

प्रदेश में करीब ६४ लाख मतदाता नौ हजार आठ सौ छह मतदान केन्द्रों पर कल अपने मताधिकार का उपयोग करेंगे। राज्य की सत्तर विधानसभा सीटों के लिए करीब पचास महिलाओं सहित कुल सात सौ ८८ उम्मीदवार चुनाव मैदान में हैं। प्रमुख राजनीति दल कांग्रेस, भारतीय जनता पार्टी और बहुजन समाज पार्टी ने सभी सीटों पर अपने उम्मीदवार खड़े किये हैं। इसके अलावा करीब ढाई सौ निर्दलीय उम्मीदवार भी अपना भाग्य आजमा रहे हैं। इस बीच, करीब तीन हजार संवेदनशील और अति-संवेदनशील मतदान केन्द्रों पर सुरक्षा के कड़े इन्तज+ाम किये गए हैं। राघवेश पांडेय आकाशवाणी समाचार देहरादून।''

मणिपुर में विधानसभा चुनाव में कल अस्सी प्रतिशत से अधिक मतदान हुआ। एक मतदान केन्द्र में उग्रवादियों के हमले में चार मतदानकर्मियों सहित सात लोगों की मौत हो गई। निर्वाचन उप आयुक्त आलोक शुक्ला ने नई दिल्ली में बताया कि एक मतदान केन्द्र में गोलीबारी और छह अन्य में इलैक्ट्रोनिक वोटिंग मशीनों को नुकसान की घटनाओं के अलावा अन्य स्थानों में मतदान शांतिपूर्ण रहा। पहाड़ी इलाके में स्थित चंदेल आरक्षित निर्वाचन क्षेत्र में अधिकतम ९५ प्रतिशत मतदान हुआ।

 उत्तर प्रदेश में पहले चरण के मतदान के लिए अब केवल दस दिन बचे हैं और चुनाव प्रचार चरम पर पहुंच गया है। राजनीतिक दलों के नेता मतदाताओं को अपने पक्ष में करने के लिए हर संभव कोशिश कर रहे हैं। विधानसभा चुनाव के पांचवें चरण के लिए अधिसूचना जारी कर दी गई है, जबकि तीसरे चरण के मतदान की सीटों के लिए पर्चे भरने का काम कल समाप्त हो गया। तीसरे चरण के तहत १५ फरवरी को विधानसभा की ५६ सीटों पर वोट डाले जाएंगे।

राज्य में तीसरे चरण के लिए हुए नामांकन पत्रों की जांच कल फैजाबाद, इलाहाबाद, वाराणसी और विंध्याचल मंडलों के दस जि+ले में की जाएगी। इन जिलों के ५६ विधानसभा क्षेत्रों के लिए कुल एक हजार एक सौ ३५ उम्मीदवारों ने पर्चे दाखिल किये हैं। राज्य में पहले तीन चरणों के चुनाव वाले जिलों में प्रचार अभियान काफी तेज हो गया है। इन इलाकों में विभिन्न दलों के प्रमुख नेता प्रचार के लिए पहुंचने लगे हैं। निर्वाचन आयोग ने सिद्धार्थ नगर के जिला अधिकारी और पुलिस अधीक्षक का तबादला कर दिया है। प्रदेश के भारतीय पुलिस सेवा के अधिकारियों के संगठन ने मन्डलायुक्त के विरुद्ध आयोग को ज्ञापन भी दिया है। फरूखाबाद जिले के पुलिस अधक्षीक को हटा दिया गया है, जबकि पंचशील नगर और सिद्धार्थ नगर जिलों के जिला अधिकारियों को आपस में बदल दिया गया है। सुनील शुक्ल आकाशवाणी समाचार लखनऊ।''

निर्वाचन आयोग ने संबंधित जिलों के रिटर्निंग अधिकारियों से उन ग्यारह  उम्मीदवारों के खिलाफ शिकायत दर्ज करने के निर्देश दिए हैं जिन्हें एक इलेक्ट्रोनिक चैनल ने चुनाव खर्च के लिए कंपनियों से रकम मांगते हुए दिखाया था। इन उम्मीदवारों में अलग-अलग प्रमुख राजनीतिक दलों के नेता शामिल हैं। हमारे लखनऊ संवाददाता ने खबर दी है कि आयोग ने इस संबंध में गाजियाबाद, प्रबुद्ध नगर, बिजनौर, पीलीभीत, मुरादाबाद, सहारनपुर और ज्योतिबाफुले नगर के जिला चुनाव अधिकारियों से रिपोर्ट मांगी है।

नेशनल थर्मल पावर कॉर्पोरेशन एक हजार तीन सौ बीस मेगावाट उत्पादन क्षमता की संयुक्त बिजली परियोजना के लिए बंगलादेश पावर डेवलपमैंट बोर्ड के साथ समझौते पर आज हस्ताक्षर करेगा। केन्द्रीय विद्युत सचिव पी. उमाशंकर के नेतृत्व में पांच सदस्यों का दल समझौते पर हस्ताक्षर के लिए कल ढाका पहुंचा। कोयले से बिजली उत्पादन की इस परियोजना के समझौते पर बंगलादेश के वित्तमंत्री ए.एम.ए मुहित, प्रधानमंत्री के ऊर्जा सलाहकार तॉफिके इलाही चौधरी, आर्थिक सलाहकार डॉक्टर मुशीउर्रहमान और विद्युत राज्यमंत्री मोहम्मद इनामुल हक की मौजूदगी में हस्ताक्षर किये जाएंगे। भारत बंगलादेश संयुक्त संचालन समिति का गठन बंगलादेश की प्रधानमंत्री शेख हसीना की २०१० में भारत यात्रा के दौरान किया गया था जिसने खुलना के निकट तेरह सौ बीस मेगावाट की उत्पादन क्षमता के बिजली संयंत्र लगाने का फैसलं किया था।

यूरोप को कच्चे तेल की बिक्री पर तुरंत रोकने के विधेयक के मसौदे पर आज ईरान की संसद में बहस होगी और मतदान होगा। संसद की ऊर्जा समिति के उपाध्यक्ष नासिर सूडानी ने तेहरान में कहा कि ईरान से तेल की खरीद पर प्रतिबंध लगाने के यूरोपीय संघ के फैसले के जवाब में यह विधेयक तैयार किया गया है।

यूरोपीय संघ द्वारा ईरान से तेल की खरीद पर पाबंदी लगाने के जवाब में ईरान तुरंत प्रभाव से यूरोप को तेल के निर्यात पर पाबंदी लगाने की तैयारी कर रहा है। ईरान के सांसद एक बिल के जरिए यूरोप को तेल का निर्यात फौरन रोक देने पर चर्चा करेंगे। उनका मानना है कि ईरान के तेल का महज १८ फीसदी यूरोप को निर्यात होता है और निर्यात फौरन रोकने पर इसका असर यूरोप के देशों पर ज्यादा पड़ेगा। यूरोपीय संघ के फैसले के तहत ईरान से तेज की खरीद पर प्रतिबंध पूरी तरह से एक जुलाई से लागू होना है। इसका उद्देश्य ग्रीस और इटली सरीखे उन देशों की मदद करना है, जो तेल की आपूर्ति के लिए काफी हद तक ईरान पर निर्भर हैं। अतुल तिवारी आकाशवाणी समाचार। ''

इस बीच, संयुक्तराष्ट्र परमाणु निरीक्षकों का दल ईरान के परमाणु कार्यक्रम से संबंधित मसलों पर बातचीत के लिए तेहरान पहुंच रहा है। छह सदस्यों के दल के प्रमुख इंस्पैक्टर हरमन नेकार्ट्स ने तेहरान रवाना होने से पहले वियना हवाई अड्डे पर आशा व्यक्त की कि ईरान अपने परमाणु कार्यक्रम के सैन्य पहलुओं के बारे में अंतर्राष्ट्रीय परमाणु ऊर्जा एजेंसी को जानकारी देगा।

पेरू की राजधानी लीमा में कल नशे की लत दूर करने के एक गैर सरकारी केंद्र में भड़की भीषण आग से २६ लोगों की मृत्यु हो गई और बारह घायल हो गए। इस केंद्र के पहले तल पर एक मरीज के गद्दे में आग लगने से यह दुर्घटना हुई। तीन घायलों की हालत गंभीर है। कमरों के दरवाजे बंद होने के कारण  मौतें हुईं। कमरों में लगभग ४० मरीज नाश्ता कर रहे थे और वे बाहर नहीं निकल पाए।अ इस केंद्र को आधिकारिक तौर पर संचालित करने की इजाजत नहीं थी और इसे दो बार बंद करने के आदेश दिए जा चुके थे।

भारतीय पुरातत्व सर्वेक्षण के अनुसार ताजमहल की दक्षिण-पश्चिमी मीनार पिछले तीन दशकों में लगभग साढ़े तीन सेंटीमीटर झुक गई है। हालांकि इसकी ऊंचाई में खास परिवर्तन नहीं हुआ है। उच्चतम न्यायालय के निर्देश पर ताजमहल की नवीनतम सर्वेक्षण रिपोर्ट के बारे में दाखिल हलफनामे में यह बात सामने आई।

मणिपुर में ८२ प्रतिशत मतदान को आज कई अखबारों ने पहली खबर बनाया है। जनसत्ता लिखता है-शुरूआती अनुमान ७५ प्रतिशत था लेकिन सभी आंकड़े मिलने के बाद करीब ८२ प्रतिशत मतदान हुआ। हरि भूमि लिखता है-भारी संख्या में वोट डालने आये मतदाता।

Punjab and Uttarakhand will go to polls tomorrow to elect new Assemblies. Campaigning in both states ended yesterday. The Election Commission has made elaborate arrangements to ensure free and fair polls. In Punjab, more than one crore 76 lakhs voters will exercise their franchise to elect their representatives in 117 constituencies. 1078 candidates are in the fray including 93 women. 32 constituencies have been identified as sensitive and five as hyper sensitive. In Punjab, for peaceful polling, special security arrangements have been made. About two lakh personnel of Punjab Police, Punjab Armed Police and Para Military Forces have been deployed all over the state. Special Police patroling has been ordered in five super sensitive constituency of Lambi, Bholath, Patiala, Majitha and Gidderwaha and in 32 sensitive constituencies. Special attention is also being given in 999 vulnerable identified areas. To keep a check on polling, web casting will be done at 200 places in 11 districts and Security officers and Election officials will watch live polling through web casting. J. S. In Uttrakhand, Chief Electoral Officer Radha Raturi said that all arrangements have been made for free and fair polls in all 70 constituencies. 2,000 polling parties have already left for remote polling stations. Our correspondent reports that polling will start from 8 am across the state amid tight security.
About sixty four lakh voters will cast their vote at nine thousand eight hundred six polling stations across the state tomorrow. There are a total of seven hundred eighty eight candidates including about fifty women candidates, who are in the fray. Major political parties Congress, Bhartiya Janta Party and Bahujan Samaj Party have fielded their candidates in all constituencies. Besides this, two hundred fifty independents candidates are also contesting in the state. Tight security arrangements have been made at about three thousand sensitive and hyper sensitive polling stations. In Uttar Pradesh, the Election Commission has directed concerned District Returning Officers to lodge complaints against 11 persons, including aspiring candidates of different major political parties who have been shown by an electronic channel in a sting operation seeking money from corporate to meet their election expenditure. The Commission appealed to all political parties whose functionaries have been named in the sting operation to inquire into the matter and advise them to refrain from such activities. The Commission has sought reports from District Election Officers of Ghaziabad, Prabuddha Nagar, Bijnore, Pilibhit, Moradabad, Saharanpur and Jyotiba Phule Nagar in this regard. The Commission has also asked the Income Department officials to probe into the matter and take action under provisions for bribery. Scrutiny of papers will be taking place tomorrow for phase three elections in the 10 districts of Faizabad, Allahabad, Varanasi and Vindhyachal Dham divisions. A total of 1,135 candidates have filed their nominations in 56 Assembly constituencies. State Congress president Rita Bahuguna Joshi has filed her papers from Lucknow. Uma Bharti and former BSP minister Badshah Singh have filed their nominations as BJP nominee from different seats in the Mahoba district. In Manipur, over 80 percent polling was recorded in the Assembly elections held yesterday. Chandel reserved constituency in the hills recorded over 95 percent polling. This was disclosed by Deputy Election Commissioner Alok Shukla in New Delhi last evening. 7 people including 4 polling personnel were killed in a militant attack on a polling station.

The Indian Air Force contingent has been adjudged the best marching contingent among the three services at the Republic Day parade. An official release said, the Border Security Force contingent was awarded the prize for the best marching contingent among the paramilitary forces and other auxiliary marching contingents. India and Bangladesh will sign an agreement today to set up a 1,320 megawatt coal based power project jointly at Khulna in Bangladesh. A five-member high-level delegation of senior officials of the National Thermal Power Corporation led by Union Power Secretary P. As Bangladesh gears up to enhance its electricity generation capabilities, the power sector has become one of the key areas of bilateral co-operation between Dhaka and New Delhi. NTPC has already completed feasibility study for setting up the first India Bangladesh joint venture thermal power plant on a 50:50 equity basis. The joint venture coal based power plant will be set up with two-units of 660 mw each and is likely to cost about US$ 1.8 billion. The discussions during the visit are also likely to focus on the progress made on various aspects related to the setting up of an interconnecting grid between the two countries to enable Bangladesh to import 250 Megawatts of power from India. India and the European Union are making steady progress towards concluding the ambitious bilateral trade opening pact on goods, services and investment. This was disclosed by Commerce and Industry Minister Anand Sharma during a panel discussion at the World Economic Forum, WEF meeting in Davos, Switzerland yesterday. He said, it will have a positive impact not just for India and the EU, but for others also, as it will help keeping the global economy robust. The Iranian Parliament will debate and vote on a draft bill today to stop crude oil sales to Europe. Nasser Soudani, the deputy chairman of Iranian Parliament’s Energy Committee said in Teheran that a draft bill in this regard has been finalized. Earlier, the Deputy Chairman of Iranian Parliament's National Security and Foreign Policy Committee, Hossein Ibrahimi had reiterated that the Parliament will approve the bill. In response to European Union’s decision to ban the purchase of oil from Iran, Tehran is gearing up to pass a bill in Parliament to stop the oil exports to EU immediately. Iranian MP's have been insisting that the all export ban should come into effect before the 1st of July. They claim the 27 nation EU bloc would be hurt more by the decision than Iran. Experts say the move is aimed at denying the EU a 6-month waiver till 1st of July about the embargo on Iranian oil. The Arab League has suspended its Observer mission amidst reports of sudden spurt in the killings in Syria. According to reports, over 200 people have been killed in the growing violence over the past three days. The opposition Syrian National Council, SNC said, it will present evidence of killings to the United Nations Security Council. SNC spokesman Samir al-Nashar told reporters in Istanbul, a delegation will travel to New York today. The Security Council will take up the discussions on the draft European-Arab proposal on Syria tomorrow after seeking inputs from experts.

In Egypt, the protesters on Friday devised a unique way to voice their anger against country’s three mobile phone service providers. Protestors switched off their mobile phones during peak hours and many of them did it for 12 hours. The reason being these companies had cut off communications on the "Day of Rage" a year ago on 28th January, 2011 at the behest of Mubarak regime. The move was in response to a call given by opposition activists to punish the three mobile phone service providers in a novel way. According to the activists, most of the protesters killed during 18 days of nationwide demonstrations against Mubarak were slain on the "Day of Rage". In an apparent bid to minimise possible losses, the telecoms providers offered clients to make calls at cheap rates.

In the Australian Open Tennis tournament at Melbourne, the Indo-Russian pair of Leander Paes and Elena Vesnina will today lock horns with the Romanian-American combine of Horia Tecau and Bethanie Mattek-Sands in the title clash in Mixed Doubles. The fifth seeded Indo-Russian duo had defeated the Italian pair of Daniele Bracciali and Roberta Vinci, 5-7, 6-2, 10-7 to reach the final. उत्तरप्रदेश में विधानसभा चुनाव के प्रथम चरण के लिए प्रचार जोरशोर से चल रहा है। हमारे संवाददाता ने बताया है कि विभिन्न राजनीतिक दलों के नेता मतदाताओं को अपने पक्ष में करने के लिए जगह-जगह रैलियां कर रहे हैं।

पंजाब और उत्तराखंड में कल होने वाले विधानसभा चुनाव के लिए पूरी तैयारियां कर ली गई हैं।
पंजाब विधानसभा की सभी ११७ सीटों के लिए सुबह आठ बजे से शाम पांच बजे तक मतदान होगा। राज्य के एक करोड़ ७६ लाख ८३ हजार से अधिक मतदाताओं के लिए १९ हजार ७२४ मतदान केन्द्र बनाए गए हैं। मतदान के लिए १९ हजार आठ सौ ४१ इलेक्ट्रॉनिक वोटिंग मशीनें लगाई जाएंगी। मतदाताओं की सुविधा के लिए कल राज्य में सार्वजनिक अवकाश घोषित कर दिया गया है।

उत्तराखण्ड में विधानसभा चुनाव के कल होने वाले मतदान के लिए निर्वाचन आयोग ने व्यापक प्रबंध किये हैं। विधानसभा की ७० सीटों के लिए कल सुबह आठ बजे मतदान शुरू होगा। राज्य की मुख्य निर्वाचन अधिकारी राधा रतुड़ी के अनुसार अर्द्धसैन्य बलों की ७५ टुकड़ियां, दस हजार होमगार्ड और राज्य पुलिस के दस हजार कर्मी स्वतंत्र और निष्पक्ष चुनाव कराने के लिए तैनात किये गये हैं। हमारे संवाददाता ने बताया है कि कई सैक्टर मजिस्ट्रेट और जोनल मजिस्ट्रेट भी तैनात किये गये हैं।

बिहार सरकार ने केन्द्रीय जल आयोग के निर्देश पर, गंडक नहर से उत्तरप्रदेश को पानी देना शुरू कर दिया है। राज्य सरकार १० मार्च तक पानी देना जारी रखेगी, ताकि उत्तरप्रदेश के पूर्वी इलाकों में रबी फसल की सिंचाई हो सके।
बिहार के जल संसाधन मंत्री विजय कुमार चौधरी ने आकाशवाणी को बताया कि इस वर्ष जून तक गंडक बैराज से पानी न छोड़ने का फैसला नेपाल और उत्तरप्रदेश से परामर्श और केन्द्र सरकार की मंजूरी के बाद ही लिया गया था। श्री चौधरी ने कहा कि इस निर्णय का उद्देश्य गंडक नहर प्रणाली का जीर्णोद्धार करना और नेपाल लाभ योजना के तहत नहर का निर्माण करना था।

राष्ट्रीय ताप विद्युत निगम - एन टी पी सी ने एक हजार, तीन सौ बीस मेगावाट बिजली संयंत्र की स्थापना के लिए आज बंगलादेश बिजली विकास बोर्ड- बी आर डी पी के साथ एक समझौते पर हस्ताक्षर किये। एन टी पी सी के अध्यक्ष और प्रबन्ध निदेशक अरूप रॉय चौधरी और बी आर डी पी के अध्यक्ष ए० एस० एम० आलमगीर ने आज ढाका में इस समझौते पर दस्तख्त किये। कोयला आधारित इस संयुक्त परियोजना के तहत ६६० मेगावाट के दो संयंत्र बंगलादेश के खुलना डिवीजन में रामपाल में स्थापित किये जायेंगे।
बंगलादेश के वित्तमंत्री ए० एम० ए० मुहिथ ने बताया कि बंगलादेश अपनी बिजली उत्पादन प्रक्रिया में विविधता लाना चाहता है और यह परियोजना इसी प्रयास का हिस्सा है।

भारत, शिकागो विश्वविद्यालय में भारतीय अध्ययन के लिए विवेकानन्द पीठ स्थापित करने के लिए १५ लाख डॉलर का अनुदान देगा। इस सिलसिले में शिकागो विश्वविद्यालय की डीन मारथा रॉठ और संस्कृति मंत्रालय के संयुक्त सचिव संजीव मित्तल ने वित्त मंत्री प्रणव मुखर्जी की उपस्थिति में सहमति पत्र पर हस्ताक्षर किये। ये अनुदान स्वामी विवेकानन्द की डेढ़ सौ वीं जयन्ती के उपलक्ष्य में दिया जा रहा है। इस अवसर पर विश्वविद्यालय के छात्रों ने नृत्य और संगीत का कार्यक्रम प्रस्तुत किया।

ईरान के विवादास्पद परमाणु ऊर्जा कार्यक्रम पर बातचीत के लिए संयुक्त राष्ट्र का उच्च स्तरीय निरीक्षण दल तीन दिन के दौरे पर ईरान की राजधानी तेहरान पहुंच गया है। संयुक्त राष्ट्र के प्रमुख परमाणु निरीक्षक हरमन नेकार्ट्स ने कहा कि यह बातचीत काफी पहले शुरू हो जानी चाहिए थी। अन्तर्राष्ट्रीय परमाणु ऊर्जा एजेन्सी का छह सदस्यों का दल तीन दिन तक व्यापक मुद्दों पर चर्चा करेगा।

अन्तर्राष्ट्रीय परमाणु ऊर्जा आयोग के निरीक्षक और ईरान के दौरे पर यह पता लगाने के कोशिश करेगी कि क्या उसका परमाणु कार्यक्रम सैनिक उद्देश्य के लिए है या नहीं। हालांकि ईरान ने कहा है कि वह सभी मुद्दों पर बातचीत के लिए राजी है, मगर इस बात का खुलासा नहीं हुआ है कि परमाणु निरीक्षकों को ईरान के सभी परमाणु संयंत्रों पर ले जाया जाएगा। एजेंसी के प्रमुख निरीक्षक हरमन नेकार्ट्स का कहना है कि उम्मीद है कि ईरान सभी पहलुओं पर सहयोग करेगा, जिससे कोई नतीजा समाने आये। जानकारों की राय में ईरान बातचीत के हक में तो है, मगर परमाणु कार्यक्रम में लगाम कसने के खिलाफ। ईरान का कहना है कि उसका यूरेनियम सम्वर्द्धन कार्यक्रम रोकने का कोई भी इरादा नहीं है। अतुल तिवारी, आकाशवाणी समाचार।

मिस्र में संसद के ऊपरी सदन शूरा काउंसिल के लिए पहले दौर का दो दिन का मतदान आज शुरू हुआ। इस चरण में ९० सीटों का फैसला होना है, जिसके लिए उम्मीदवारों का निर्णायक चयन सात फरवरी को होगा। ९० अन्य सीटों के लिए १४ और १५ फरवरी को मतदान होगा और जीतने वाले उम्मीदवार का निर्णय २२ फरवरी को किया जायेगा। शेष ९० सीटों पर मिस्र के अगले राष्ट्रपति द्वारा नियुक्ति की जायेगी। सैनिक शासन द्वारा निर्धारित कार्यक्रम के अनुसार मिस्र में अगले राष्ट्रपति की नियुक्ति जून में की जानी है।

विश्वविद्यालय अनुदान आयोग एक योजना तैयार कर रहा है, जिसके तहत मौजूदा उच्च शिक्षण संस्थाओं की क्षमता बढ़ाने के प्रयास किये जाएंगे। सर्वशिक्षा अभियान की तर्ज पर तैयार किये राष्ट्रीय उच्च शिक्षा अभियान का उद्देश्य देश में उच्च शिक्षा में प्रवेश लेने वाले छात्रों की संख्या बढ़ाना है। सरकारी सूत्रों के अनुसार आयोग कॉलेजों में शिफ्‌टों में पढ़ाई तथा विश्वविद्यालय के विभागों में सायंकालीन स्नातकोत्तर डिग्री और डिप्लोमा कोर्स शुरु करने पर जोर देगा।

केन्द्रीय सतर्कता आयोग ने स्कूल के पाठ्यक्रम में भ्रष्टाचार के खिलाफ पाठ शामिल करने की सिफारिश की है। इसका उद्देश्य बच्चों में ईमानदारी, सत्यनिष्ठा और सदाचार की भावना फैलाना है, ताकि बच्चे भ्रष्टाचार के दुष्प्रभाव के बारे में जागरूक हो सकें। सूत्रों के अनुसार आयोग ने इस मामले में केन्द्रीय मानव संसाधन विकास मंत्रालय के अधिकारियों से परामर्श किया है और इस बारे में सैद्धान्तिक रूप से सहमति हो गई है। इसे चरणबद्ध तरीके से जल्दी ही केन्द्रीय माध्यमिक शिक्षा बोर्ड से सम्बद्ध स्कूलों में लागू किया जाएगा।

बिहार में भारतीय कम्युनिस्ट पार्टी-माओवादी के एक वांछित कमाण्डर को पुलिस ने रोहतास जिले में एक गांव से गिरफ्‌तार किया है। पुलिस अधीक्षक मनु महाराज ने बताया कि सुराग मिलने पर पुलिस ने गांव पर धावा बोला और अरविन्द राम उर्फ कौशलजी नाम के इस माओवादी को गिरफ्‌तार किया। उन्होंने बताया कि यह आतंकवादी नक्सली जिले का एरिया कमाण्डर है। इसकी एक दर्जन से अधिक आपराधिक मामलों में तलाश थी।

Our Correspondent reports that so far, 29 candidates have filed their papers for 49 assembly constituencies that are going to poll on 23rd of next month. BJP leader Uma Bharti filed her nomination from Charkhari and the expelled minister from ruling BSP Badshah Singh from Mahoba as a BJP candidate. 4th February is the last date for filing of nomination for the 5th phase.
The scrutiny of nomination for third phase will take place tomorrow while the election in this phase will be held on the 15th of next month. The nomination process has already completed for first and second phases of election.
The Election commission has removed the district magistrate and police chief of Siddharthanagar district. The commission has also sought a report from DIG and Commissioner of Basti division on dispute between commissioner and SP of Siddharthanagar. More from our Correspondent:-

In Baharaich, a total of one hundred and seven candidates including 9 women are in fray. Political prestige of Congress, BSP, SP and BJP is on stake in this district. Delimitation process has also affected the district as two old assembly constituencies have lost their identity and three new have been emerged. The election commission has made elaborate arrangements in Uttarakhand to ensure peaceful polling tomorrow. The polling for 70 Assembly seats will start at 8 in the morning amid tight security. More from our Correspondent:-
About 64 lakh voters would exercise their right to franchise at nine thousand eight hundred six polling stations tomorrow. There are seven hundred eighty eight candidates in fray which include 50 women candidates. All the polling parties have been dispatched to their destinations today. State Election Office has declared one thousand seven hundred ninety four polling stations as sensitive and one thousand two hundred fifty two as hyper sensitive. In Punjab, the fate of 1078 candidates including 93 women in 117 constituencies will be sealed in electronic voting machines tomorrow in a single-phase polling. The voting will start from 8AM amd end at 5PM.
There are nineteen thousand seven hundred twenty-four polling stations for one crore 76 lakhs 83 thousand voters. Nineteen thousand eight hundred forty-one Electronic Voting Machines, EVMs, will be pressed into service.
A Public holiday has been declared tomorrow in the State to facilitate the voters. Polling teams will reach at their polling stations by this evening along with polling materials and EVMs. Our correspondent reports, One lakh 25 thousand poll officials will be on duty during the polling.
Atmosphere is very peaceful in the state as door to door canvassing is going on after the end of open campaign at 5 pm last evening. By and large canvassing remains peaceful. In an effort to check the use of black money, liquor and narcotics and drugs were also seized in these days. Over 100 government officials were shifted and 25 were suspended for their negligence of duty and violation of model code of conduct. Bihar government today began releasing water to Uttar Pradesh through the Gandak Canal System following a directive to this effect from the Central Water Commission. AIR Patna correspondent reports that the state government will continue to release water up to March 10 to provide irrigation for Rabi crop in the eastern region of the Uttar Pradesh.
Meanwhile, Bihar Water Resources Minister Vijay Kumar Chaudhar told AIR that the decision to stop release of water from the Gandak barrage till June this year was taken after approval of the central government in consultation with Nepal and Uttar Pradesh. It was aimed at facilitating renovation of the Gandak Canal System and construction of the canal under the Nepal benefit scheme.

In Bihar, a wanted commander of proscribed CPI(Maoist) was arrested by police from Chutia village in Rohtas district. Superintendent of Police (SP) Manu Maharaj said, acting on a tip off, the police raided the village and nabbed the ultra identified as Arvind Ram alias Kaushalji. He said, a native of Navadih village, Ram is the CPI(Maoist) area commander of Tilouthu-Nauhatta region of the naxal-infested district. Ram is wanted in connection with over a dozen criminal cases.

India has asserted that it has the mechanism to deal with issues of corruption and is robust enough to brave the impact of the global financial crisis on the domestic economy. Speaking to reporters on the sidelines of the World Economic Forum annual meeting in Davos, Commerce and Industry Minister Anand Sharma said, India is a rule-governed Republic and it has all the mechanism in place to tackle any kind of problems. He said, at a time when the developed countries are facing problems and eurozone crisis has become the main focus of participants at the World Economic Forum's showcase event, India is all set to clock a growth of about 7-7.5 per cent in fiscal 2011-12. Admitting that global events will have an impact on India also, Mr. Sharma said the country had successfully moved out of the 2008 global crisis and would do so again.

India's National Thermal Power Corporation, NTPC, today signed an agreement with Bangladesh Power Development Board, BPDP, for setting up a joint venture 1320 MW thermal power plant. Chairman and Managing Director of NTPC Arup Roy Choudhary and BPDP Chairman A.S.M. Alamgir Kabir signed the agreement in Dhaka today on behalf of their organisations. The joint venture coal-based power plant will comprise of two units of 660 MW each and will be set up at Rampal in Khulna Division of Bangladesh.
Addressing the gathering after the signing ceremony, Bangladesh Finance Minister A.M.A. Muhith said that the joint venture thermal power plant is one of the projects which is part of Bangladesh's efforts to diversify its energy production process. Union Power Secretary Uma Shankar who is leading the NTPC delegation described it as a historic moment as the project is the first joint venture power plant in Bangladesh. He said that the project will be completed by 2016.

India will provide a 1.5 million dollar grant to the prestigious University of Chicago to establish a Vivekananda Chair for Indian studies. A Memorandum of Understanding was signed in this regard between Dean of University of Chicago Martha Roth and Joint Secretary in the Ministry of Culture Sanjiv Mittal in presence of Finance Minister Pranab Mukherjee. The grant is a part of initiatives to mark the 150th birth anniversary of the 19th century luminary.

US Defence Secretary Leon Panetta has said he is very concerned about a Pakistani doctor arrested for providing intelligence for the US raid that killed Osama Bin Laden last year. Dr Shikal Afridi is accused of running a CIA-run programme in Abbottabad where Bin Laden was killed.
Last October, a Pakistani commission investigating the raid recommended that Dr Afridi should be tried for high treason. Mr Panetta told the CBS TV network the arrest had been a real mistake. He added, Dr Afridi provided very helpful information for the raid. He was arrested shortly after the operation, carried out by US special forces in the Pakistani city of Abbottabad on 2 May last year.

A high level team of UN nuclear inspectors has arrived in Teheran to hold talks with the Iranian authorities in Teheran on issues related to Iran’s nuclear program. The visiting Chief U.N. nuclear inspector Herman Nackaerts said, the talks were long overdue.

The visit of IAEA team comes at a time when sanctions and oil export embargo loom large on Iran over its nuclear program. Egyptians vote in the first round of elections for the Shura Council or the upper house of parliament today and tomorrow. 90 seats are at stake in this round while the run off elections for this round will be held on 7th  February. Another 90 seats will go to polls on 14th and 15th February with the run offs on 22nd February. The remaining 90 will be appointed by Egypt's next President, due to be elected in June according to the timetable set by the military rulers. The Shura council is an advisory body with limited powers unlike the Peoples Assembly or the lower house of the parliament. It cannot block legislation in the lower house. However, its members must be consulted before lower house MPs pass any bill. Members of both the houses of parliament will appoint the committee to draft the new constitution.

Greece has rejected a German proposal to appoint a European Union commissioner with the power to veto Greek budgets. German officials suggested the commissioner, appointed by the other eurozone finance ministers, would ensure Greek government revenue was spent on paying off the country's huge debts. But Greek officials have reacted angrily to the proposal, with a government spokesman saying only Greece should have control over tax and spending.

The country's education minister and former EU commissioner, Anna Diamantopoulou, rejected the notion as the product of a sick imagination. Greece is failing to meet targets set by international creditors in return for bailout money. The proposal emerged ahead of a meeting of EU leaders in Brussels tomorrow and focused on a new fiscal pact.

The Nigerian military has shot dead 11 members of Islamist militant group Boko Haram in the north-eastern city of Maiduguri. An army spokesman said the militants were killed during a shootout in the capital of Borno state. But Boko Haram denied there was any gunbattle and said its members had been picked from their homes by the army's joint task force and killed.

The UDF government in Kerala will be launching a unique programme next week to provide employment opportunities to educated youth of the state by providing them special training for skill development. A report;

The Syrian government has condemned a decision by the Arab League to suspend its monitoring mission inside Syria. Syria said it was surprised that the mission had been suspended and that it was a matter of regret. A Syrian official told the state channel, Syria TV that this will have a negative impact and put pressure on Security Council deliberations with the aim of calling for foreign intervention and encouraging armed groups to increase violence.
The Arab League said the move was prompted by a dramatic increase in violence in recent days. Arab League Secretary-General Nabil Elarabi said given the critical deterioration of the situation in Syria and the continued use of violence, it has been decided to immediately stop the work of the Arab League's mission to Syria

उत्तराखंड और पंजाब विधानसभा के लिए कल होने वाले मतदान की तैयारियां पूरी हो चुकी हैं। दोनों राज्यों में कल सुबह आठ बजे से वोट डाले जाएंगे। पंजाब में एक सौ सत्रह विधानसभा सीटों के लिए एक हजार अठहत्तर उम्मीदवार अपना भाग्य आजमा रहे हैं। इनमें ९३ महिलाएं भी हैं। मतदान संपन्न कराने के लिए एक लाख पच्चीस हजार कर्मचारी तैनात किए गए हैं। पटियाला, गिद्दड़बाहा, लंबी, भुलत्थ और मजीठा के पांच निर्वाचन क्षेत्रों को अति- ंवेदनशील घोषित किया गया हैं। बत्तीस चुनाव क्षेत्रों को संवेदनशील क्षेत्र माना गया है। हमारे संवाददाता की रिपोर्टः-

निर्वाचन आयोग ने गोवा के मुख्य सचिव को आदेश दिया है कि राज्य के पशुधन विकास विभाग के संचालक सिद्धि विनायक नायक को निलंबित कर दिया जाए । आयोग ने इस महीने की ३१ तारीख तक इस आदेश पर की गई कार्रवाई की रिपोर्ट मांगी है। सरकारी सूत्रों ने पणजी में बताया कि श्री नायक को राज्य में आदर्श आचार संहिता के लागू रहते एक सौ चालीस उम्मीदवारों को नियुक्ति पत्र देने का दोषी पाया गया था। गोवा में तीन मार्च को मतदान होगा।

बीटिंग रिट्रीट के साथ ही चार दिन के गणतंत्र दिवस समारोह आज शाम समाप्त हो गये। नई दिल्ली में विजय चौक पर आयोजित इस भव्य समारोह में सेना के तीनों अंगों के ३९ बैण्डों ने शानदार संगीत और कदमताल का प्रदर्शन किया।
पुराने जमाने में युद्ध की समाप्ति के बाद सेनाओं के छावनी में लौटते समय बजाई जाने वाली संगीत धुनों के प्रतीक के रूप में मनाए जाने वाला यह समारोह गणतंत्र दिवस समारोह का एक प्रमुख आकर्षण होता है। एक घण्टे के इस कार्यक्रम ने दर्शकों को मंत्र मुग्ध कर दिया।
इस वर्ष के कार्यक्रम का प्रमुख आकर्षण, भारतीय धुनें थी। सत्ताईस धुनों में से चौदह धुनों की रचना भारतीय संगीतकारों ने की थी। बिगुल और ड्रम वादकों ने इकबाल की रचना ÷सारे जहां से अच्छा' पर मोहक संगीत प्रस्तुत किया। बीटिंग रिट्रीट कार्यक्रम में सेना के विभिन्न रेजीमेंटों के १४ सैनिक बैण्ड, १७ पाइप और ड्रम बैण्ड और १४ बिगुल वादकों सहित नौसेना और वायुसेना के चार बैण्डों ने भी भाग लिया।

सीरिया की राजधानी दमिश्क के आसपास के इलाकों से , विद्रोहियों का कब्जा हटाने के लिए सेना के दस्ते भेजे गए हैं। सूत्रों के अनुसार टैंक, विद्रोहियों के कब्जे वाले पूर्वी और उत्तरी इलाकों पर गोलाबारी कर रहे हैं। दर्जनों लोगों के मारे जाने की खबर है। इसे दस महीने पहले विद्रोह भड़कने के बाद से, राजधानी के आसपास सबसे हिंसक लड़ाई कहा जा रहा है। दो हजार से ज्यादा सैनिक और पचास टैंक इस हमले में शामिल हैं। यह इलाका मध्य दमिश्क से केवल लगभग पांच किलोमीटर दूर है। करीब ३० किलोमीटर दूर, उत्तरी पहाड़ी शहर रनकोस से भी ऐसी ही खबरें मिल रही हैं। हिंसा इसलिए भी बढ़ रही है, क्योंकि अरब लीग ने एक महीना पुराना निगरानी मिशन स्थगित कर दिया है। अरब लीग का कहना है कि हाल के दिनों में हिंसा में हुई वृद्धि के बाद यह कदम उठाया गया है।

वित्त मंत्री प्रणव मुखर्जी ने अमरीकी निवेशकों को भारत के बुनियादी ढांचे के क्षेत्र में निवेश करने का न्यौता दिया है। संभावनाओं की चर्चा करते हुए श्री मुखर्जी ने कहा कि अमेरिकी निवेशकों के लिए इस क्षेत्र की कंपनियों के दीर्घकालिक बांड में निवेश के आकर्षक अवसर उपलब्ध हैं। निवेशक, इन्फ्रास्ट्रक्चर डेट फंड के माध्यम से इन बांडों में निवेश कर सकते हैं। इन्फ्रा डेट फंड की यूनिटों के माध्यम से निवेशित धन ढांचागत क्षेत्र की कंपनियों के डेट बांड में लगाया जाता है। अनुमान है कि बुनियादी ढांचे के क्षेत्र में १२वीं योजना में एक हजार अरब डॉलर के निवेश की जरूरत होगी। श्री मुखर्जी अमरीका में शिकागो में फार्च्यून ५०० कंपनियों के अधिकारियों के साथ निवेश की संभावनाओं पर बैठक कर रहे थे। उन्होंने कहा कि भारत ने बिजली, दूरसंचार, बंदरगाह, हवाई अड्डा, पेट्रोलियम और प्राकृतिक गैस जैसे क्षेत्रों में एक पारदर्शी और स्थिर नियामक व्यवस्था स्थापित की है।

राष्ट्रीय ताप विद्युत निगम -एन टी पी सी- बंगलादेश के खुलना डिवीजन में रामपाल में एक हजार, तीन सौ बीस मेगावाट का एक बिजलीघर लगाएगा। एन टी पी सी ने आज बंगलादेश बिजली विकास बोर्ड - बी आर डी बी - के साथ इस बारे में एक समझौता किया। कोयले से चलने वाली इस परियोजना की स्थापना के लिए एन टी पी सी के अध्यक्ष और प्रबन्ध निदेशक अरूप रॉयचौधरी और बी आर डी बी के अध्यक्ष ए० एस० एम० आलमगीर ने आज ढाका में इस समझौते पर दस्तखत किये।

भारत ने कहा है कि देश में भ्रष्टाचार से निपटने के लिए उपयुक्त तंत्र है और देश वैश्विक आर्थिक संकट के घरेलू अर्थव्यवस्था पर प्रभाव से निपटने में सक्षम है। वाणिज्य और उद्योग मंत्री आनंद शर्मा ने दावोस में विश्व आर्थिक मंच के वार्षिक सम्मेलन के दौरान संवाददाताओं से कहा कि भारत में लोकतांत्रिक शासन व्यवस्था है और यहां हर समस्या से निपटने के साधन हैं। श्री शर्मा ने कहा कि विकसित देशों की समस्याओं और यूरोपीय आर्थिक संकट के बावजूद २०११-१२ में भारत में विकास दर सात से साढ़े सात प्रतिशत के बीच बनी रहेगी।

बिहार सरकार ने केन्द्रीय जल आयोग के निर्देश पर, गंडक नहर से उत्तरप्रदेश को पानी देना शुरू कर दिया है। राज्य सरकार १० मार्च तक पानी देना जारी रखेगी, ताकि उत्तरप्रदेश के पूर्वी इलाकों में रबी फसल की सिंचाई हो सके।

The stage is set for Assembly Elections in Uttarakhand and Punjab tomorrow. Polling in the two states will begin at 8 a.m.
In Uttarakhand, all arrangements have been completed for free and fair polling tomorrow. Polling will start at 8 in the morning and will continue till 5 pm, amid tight security. Our Correspondent has filed this report:
"The stage is all set for the polling in Uttarakhand to elect 70 members to the State Assembly even as tight security arrangements have been made to ensure free and fair polls. Around 64 lakh electorates including 30 lakh female voters will decide the political fate of 788 candidates through EVMs tomorrow. According to Chief Election Officer about 45,000 polling personnel have been engaged to conduct the smooth polling. Besides it, more than one thousand sector and zonal magistrates have also been deployed in the state. Meanwhile most of the candidates today remained busy in door-to-door canvassing. In Punjab, 1078 candidates are contesting for 117 seats. The Election Commission has made elaborate arrangements for conducting a peaceful poll in the two States.A Report;
"Polling staff have reached at their respective polling stations alongwith required material and electronic voting machines. Whole state has been divided into 1722 sectors and tomorrow a team of four officials will do patrolling in each sector during polling. A SMS based system has been prepared through which State Command Centre will get direct message from all over the state. To keep a check on anti-social elements, 374 nakas have been set up all over the state and 137 nakas on the state boundaries are there in each constituency a flying squad team will also operate in the state tomorrow. The Election Commission has directed Goa's Chief Secretary Sanjay Srivastava to suspend state's Director of Animal Husbandry, Siddhivinayak Naik and submit 'action taken report' to the Commission by the 31st of this month.
Official sources said in Panaji today that Mr. Naik has been found guilty of offering job letters to 140 candidates while election code of conduct is in force. Goa is going for Assembly polls on March 3 and a code of conduct is currently in place in the state.

Bihar Government today began releasing water to Uttar Pradesh through the Gandak Canal System following a directive to this effect from the Central Water Commission. 'Beating the Retreat' ceremony was held at Vijay Chowk in New Delhi today, marking the end of the four day Republic Day celebrations.
A total of 39 Bands from Army, Navy and Air Force took part in the spectacular music, band and march display as they enacted the age old ceremony of beating retreat after the day's battle.
The one hour display of bands kept the audience spellbound. The retreat saw participation of 14 military bands, 17 pipes and drum bands and 14 trumpeters from various regiments of the Army taking part along with four bands each of the Navy and Indian Air Force.
The President Mrs. Pratibha Devi Singh Patil, the Supreme Commander of the Armed Forces, was the Chief Guest. The Vice-President Hamid Ansari, Prime Minister Dr. Manmohan Singh, UPA Chairperson Mrs. Sonia Gandhi, three Service Chiefs and other dignitaries were present on the occasion.

Pitching for foreign investment in the infrastructure sector, Finance Minister Pranab Mukherjee today asked the US investors to access the Indian debt market through a mechanism of regulated entities with a sustained long-term interest rate. The infrastructure sector needs one trillion US Dollars of foreign investment in the 12th five-year plan.
Meeting leaders of Fortune 500 companies at Chicago in US, Mr. Mukherjee assured the US investors that India has an evolved a transparent and stable regulatory regime in sectors such as electricity, telecommunications, ports, airports, petroleum and natural gas, and a regulator for the coal sector is on the anvil. He told them that India has recently liberalised foreign participation in the debt-equity market by allowing foreign investors to invest in the Indian equity directly.

Pakistan Premier Yousuf Raza Gilani has described normalisation of Indo-Pak ties as a compelling necessity. During a meeting with Minister of State for Planning, Science and Technology and Earth Science, Dr. Ashwani Kumar at Davos in Switzerland on the sidelines of the World Economic Forum, Mr. Gilani said, his Interior Secretary will soon visit India to take forward the talks on outstanding issues between the two countries. Mr. Gilani also lauded his Indian counterpart Manmohan Singh, describing him as a "genuine person" who is keen to resolve all bilateral issues.

The Syrian army has moved to retake control of Damascus suburbs from rebel forces. Activists said more than 2,000 troops and 50 tanks had been involved the an attack early today on eastern suburbs of Damascus, barely 5km from the city centre. There were similar reports from the mountain town of Rankous, about 30km to the north.
The major escalation came as the Arab League suspended its month-old monitoring mission in the country. The Arab League said, the move was prompted by a dramatic increase in violence in recent days. Syrian government while condemning the move by the League, accused it of trying to increase pressure for foreign intervention.

Egyptians vote in the first round of elections for the Shura Council or the upper house of parliament today and tomorrow. 90 seats are at stake in this round while the run off elections for this round will be held on 7th February.
Another 90 seats will go to polls on 14th and 15th February with the run offs on 22nd February. The remaining 90 will be appointed by Egypt's next President, due to be elected in June according to the timetable set by the military rulers.

In Nepal, the opposition parties continued to obstruct the proceedings of the Parliament today. The Nepali Congress, CPN-UML and other fringe parties have been demanding that the government take back it’s decision to legalize the land transactions made by the Unified Communist party of Nepal -Maoist during the decade old conflict. For the sixth time, the proceedings of the Parliament in Kathmandu have been obstructed. The Speaker adjourned the House till Wednesday.

The 1320 MW coal based joint venture power plant will comprise two units of 660 MW each and will be set up at Rampal in Khulna division of Bangladesh.

In Bangladesh, four people have died and more than hundred injured in police firing and violent clashes between law enforcers and the activists of the BNP in Laxmipur and Chandpur today. A high level team of UN nuclear inspectors today arrived in Teheran to hold talks with the Iranian authorities in Teheran on issues related to Iran’s nuclear program. Chief U.N. nuclear inspector Herman Nackaerts is leading the six member IAEA team which will discuss a whole range of issues over the next three days.
"The visit of IAEA team comes at a time when sanctions and oil export embargo loom large on Iran . One of the key areas where the IAEA nuclear inspectors will focus is the PMDs or the possible military dimensions of Iran’s nuclear program. Iran says it is open for talks on all the issues,but it is not clear whether the IAEA team would be allowed to visit the nuclear sites. The Chief U.N. nuclear inspector Herman Nackaerts and his team are hopeful that Teheran will engage constructively with IAEA.
