संयुक्त राष्ट्र महासभा में आज प्रधानमंत्री के संबोधन से पहले, भारत तथा जी-४ समूह के अन्य तीन सदस्य देशों ने संयुक्त राष्ट्र सुरक्षा परिषद में तत्काल सुधार के लिए मिलकर काम करने का संकल्प लिया। न्यूयॉर्क में संयुक्त राष्ट्र महासभा अधिवेशन के दौरान मंत्रिस्तरीय बैठक के बाद संवाददाताओं से बातचीत में विदेश सचिव रंजन मथाई ने बताया कि जी-४ देशों का मानना है कि स्थायी और अस्थायी, दोनों वर्गों में सुरक्षा परिषद के सदस्यों की संख्या बढ़ाने की जरूरत है।

जी-४ देशों ने २१ वीं शताब्दी के लिए सुरक्षा परिषद में सदस्यों की संख्या बढ़ाते हुए साझा दृष्टिकोण को महत्व दिया। स्थाई और अस्थाई दोनों वर्गों में सदस्यों की संख्या बढ़ाते समय अंतरराष्ट्रीय शांति और सुरक्षा में उस देश के योगदान पर विचार किया जाना चाहिए तथा दोनों वर्गों में विकासशील देशों का प्रतिनिधित्व बढ़ाने की आवश्यकता है।
जी-४ में अन्य तीन देश ब्राजील, जर्मनी और जापान हैं। बैठक में विदेशमंत्री एस.एम.कृष्णा और समूह के अन्य देशों के विदेश मंत्रियों ने हिस्सा लिया।

चीन ने भी सुरक्षा परिषद में सुधारों का समर्थन किया है। हमारे संवाददाता से बातचीत में चीन के विदेश मंत्री यांग जाइची ने कहा कि चीन चाहता है कि विकासशील देश सुरक्षा परिषद में बड़ी भूमिका निभाएं । सुरक्षा परिषद में भारत की सदस्यता के समर्थन के बारे में पूछे जाने पर उन्होंने कहा कि भारत एक बड़ा देश है और चीन इस मुद्दे पर बात करेगा।
ईरान और श्रीलंका के राष्ट्रपतियों तथा जापान के प्रधानमंत्री के साथ डॉक्टर मनमोहन सिंह की द्विपक्षीय बैठकों के बारे में विदेश सचिव ने बताया कि बैठक के दौरान परस्पर हित के विभिन्न मुद्दों पर चर्चा की गई।
श्री मथाई ने कहा कि भारत और जापान असैन्य परमाणु सहयोग पर बातचीत जारी रखेंगे।

ये देखने के बाद कि सभी देश सुरक्षा समीक्षा कर रहे हैं, हम परमाणु सहयोग पर बातचीत जारी रखने पर सहमत हैं। सुरक्षा परिषद में सुधार पर जी-४ देशों के बीच परामर्श जारी रखे जाने पर सहमति हुई।
उन्होंने कहा कि जापान की सहायता से माल ढुलाई के लिए बन रहे विशेष मार्गों और अन्य बुनियादी परियोजनाओं पर  भी चर्चा की गई। श्री मथाई ने कहा कि संयुक्त आर्थिक मंच की बैठक बुलाने का फैसला भी लिया गया। एक सवाल के जवाब में उन्होंने बताया कि ईरान-पाकिस्तान-भारत गैस पाईपलाइन परियोजना पर कोई बात नहीं हुई लेकिन विकास परियोजनाओं पर व्यापक चर्चा हुई। उन्होंने कहा कि श्रीलंका में विस्थापित तमिलों के पुनर्वास की प्रक्रिया के मुद्दे पर भी बातचीत की गई। अमरीका के साथ भारत की बैठक के बारे में विदेश सचिव ने बताया कि विदेश मंत्री एस.एम.कृष्णा और अमरीका की विदेश मंत्री हिलेरी क्लिंटन के बीच बैठक तय की जा रही है।

फलस्तीनी राष्ट्रपति महमूद अब्बास ने संयुक्त राष्ट्र महासचिव बान की मून के सामने संयुक्त राष्ट्र में पूर्ण सदस्यता का औपचारिक आवेदन रख दिया है। अमरीका के जबरदस्त विरोध के बावजूद यह आवेदन दिया गया। आखिरी क्षण तक फलस्तीन को आवेदन न करने के लिये मनाया जाता रहा। संयुक्त राष्ट्र महासभा को संबोधित करते हुए महमूद अब्बास ने संयुक्त राष्ट्र महासचिव से आग्रह किया कि उनका आवेदन सुरक्षा परिषद को भेज दिया जाये। उन्होने सदस्य देशों से फलस्तीन को पूर्ण सदस्यता देने के पक्ष में वोट देने की अपील की।
फलस्तीन के राष्ट्रपति ने कहा कि फलस्तीनी मुद्दे को सदस्य देशों का समर्थन मिलना सत्य, स्वतंत्रता, न्याय और कानून की जीत होगी।
न्यूयार्क में संयुक्त राष्ट्र अधिवेशन के समाचार देने गए हमारे संवाददाता ने बताया है कि अनेक प्रतिनिधियों ने महमूद अब्बास के भाषण का जोरदार स्वागत किया। भारत साफ कह चुका है कि वह संयुक्त राष्ट्र में फलस्तीन को पूर्ण सदस्यता देने के प्रस्ताव के पक्ष में मतदान करेगा।

कांग्रेस के वयोवृद्ध नेता और पूर्व केन्द्रीय मंत्री वसंत साठे का कल रात गुड़गांव में निधन हो गया। वे ८६ वर्ष के थे। कल देर शाम उनके सीने में दर्द की शिकायत के बाद एक निजी अस्पताल ले जाया गया जहां उन्हें मृत घोषित कर दिया गया। पेशे से वकील श्री साठे इंदिरा गांधी मंत्रिमंडल में केन्द्रीय सूचना और प्रसारण मंत्री रहे। उन्होंने १९७२ में महाराष्ट्र के अकोला से लोकसभा में सांसद के रूप में राजनीतिक जीवन की शुरूआत की थी। बाद में, १९८० से १९९१ तक उन्होंने वर्धा संसदीय क्षेत्र का प्रतिनिधित्व किया।
स्वर्गीय साठे की इच्छा के अनुसार उनका शव नई दिल्ली के अखिल भारतीय आयुर्विज्ञान संस्थान-एम्स को दान किया जाएगा।
राष्ट्रपति प्रतिभा देवीसिंह पाटिल, प्रधानमंत्री मनमोहन सिंह और कांग्रेस अध्यक्ष सोनिया गांधी सहित विभिन्न नेताओं ने उनके निधन पर शोक व्यक्त किया है।

जाने-माने गजल गायक जगजीत सिंह को ब्रेन हैमरेज के बाद मुंबई के एक अस्पताल में भर्ती कराया गया है। उनके एक पारिवारिक मित्र ने बताया कि श्री सिंह के दिमाग से खून का थक्का हटाने के लिए बांद्रा के लीलावती अस्पताल में ऑपरेशन किया गया। उन्होंने बताया कि श्री जगजीत सिंह अब खतरे से बाहर हैं और उन्हें अगले २४ घंटे तक गहन चिकित्सा कक्ष में रखा जाएगा।

ओड़ीशा के उत्तरी क्षेत्र के बड़े हिस्से में बाढ़ का प्रकोप जारी है। पिछले दो दिन से हो रही मूसलाधार वर्षा से ब्राह्मणी, बैतरणी, बुद्धबलंगा और सुबर्णरेखा नदियों का जलस्तर बढ़ गया है, जिससे क्योंझर, मयूरभंज, बालेश्वर, जाजपुर, भद्रक और केंद्रपाड़ा जिलों में कई इलाके पानी में डूब गये हैं। बाढ़ प्रभावित क्षेत्रों में हजारों लोगों ने घर के छतों या पेड़ों पर शरण ली हुई है और राहत और भोजन सामग्री का इंतज+ार कर रहे हैं।

झारखंड में पिछले तीन दिनों से हो रही भारी वर्षा से सामान्य जनजीवन प्रभावित है। राजधानी रांची में इस साल अब तक दो हजार चार सौ आठ मिलीमीटर वर्षा हुई जो कि एक रिकार्ड है। हमारे संवाददाता ने खबर दी है कि राज्य की सभी प्रमुख नदियां उफान पर हैं जिससे कई सड़कें, पुल और रिहाइशी इलाके पानी में डूब गये हैं।

आज सुबह राजधानी रांची समेत राज्य के कुछ हिस्सों में बारिश थोड़ी रूक चुकी है। पर मौसम विभाग के अनुसार अगले १२ घंटों तक बारिश लगातार होती रहेगी। इससे राज्य भर की नदियां उफान पर हैं जिससे कई हिस्सों में सड़क यातायात ठप हो चुका है। चतरा, गुमला, लोहरदगा गिरीडीह, रामगढ़, बोकारो और रांची में कई मकान भारी बारिश से ढह चुके हैं। राज्य भर में जनजीवन इस मूसलाधार बारिश से पैदा हुई मुसीबतों से जूझ रहा है। आकाशवाणी समाचार के लिए रांची से मैं राजेश सिन्हा।

भूकंपग्रस्त सिक्किम में राहत और बचाव कार्य जोरों पर है। उत्तरी सिक्किम के भूकंप प्रभावित इलाकों में खाद्य सामग्री के दस हजार से अधिक पैकेट विमान से गिराये गये। मुख्य सचिव करमा ग्यास्तों ने संवाददाताओं को बताया कि समूचे राज्य में सौ से अधिक राहत शिविर लगाये गये हैं। सेना के सूत्रों ने बताया कि तीस्ता बिजली परियोजना के लिये काम कर रही एक निजी कंपनी के २२ इंजीनियरों और तकनीशियनों को तुंग से निकाल लिया गया है। इनकी बस पिछले पांच दिन से इस इलाके में फंसी हुई थी।
भूकंप में नष्ट हुई इमारतों के मलबे से कल ११ और शव निकाले गए। इसके साथ ही भूकंप में मरने वालों की संख्या बढ़कर ९२ हो गई है।

आंध्र प्रदेश में तेलंगाना संयुक्त संघर्ष समिति के आह्‌वान पर ४८ घंटे के रेल रोको आंदोलन के कारण बीती आधी रात से तेलंगाना क्षेत्र से शुरू होने वाली या वहां से गुजरने वाली ज्यादातर रेलगाड़ियां रद्द कर दी गई हैं। दक्षिण-मध्य रेलवे ने क्षेत्र से गुजरने वाली लंबी दूरी की गाड़ियों समेत सैकड़ों रेलगाड़ियों को या तो आंशिक रूप से रद्द कर दिया है या उनके मार्ग बदल दिये हैं।
इस बीच, हैदराबाद में तेलंगाना संयुक्त संघर्ष समिति की हड़ताल के समर्थन में ऑटो ड्राइवर्स यूनियन ने भी बीती आधी रात से ४८ घंटे की हड़ताल कर दी है।
दूसरी तरफ राज्य सरकार ने जन-जीवन पर हड़ताल का असर कम करने की कोशिशें तेज कर दी हैं और राज्य परिवहन विभाग कें कर्मचारियों को आज बातचीत के लिए बुलाया है।

जम्मू-कश्मीर में बम निरोधक दस्ते ने एक संदिग्ध विस्फोटक उपकरण-आईईडी को समय पर निष्क्रिय कर जम्मू शहर के बाहरी इलाके में कल रात एक बड़ा हादसा टाल दिया। विस्फोटक की सूचना एक नागरिक ने दी थी। इसमें दो टाइमर घड़ियां, छह कैपेसिटर और पांच सौ ग्राम विस्फोटक सामग्री के दो पैकेट थे।

यमन में राष्ट्रपति अली अब्दुल्ला सालेह की वापसी के साथ ही देश में विस्फोटों और गोलीबारी में तेरह लोग मारे गये हैं। सालेह, जानलेवा हमले के बाद सऊदी अरब में स्वास्थ्य लाभ कर रहे थे और तीन महीने के बाद यमन लौटे हैं। राष्ट्रपति अपने निजी विमान से यमन पहुंचे और उन्होंने युद्धविराम की अपील करते हुए कहा कि बातचीत से ही खून-खराबा बंद हो सकता है।

Ahead of Prime Minister's address to the UN General Assembly today, India and three other members of G-4 countries have pledged to work together to bring about urgent reforms in the UN Security Council. Briefing reporters after a Ministerial meeting on the margins of the UN General Assembly in New York, Foreign Secretary Ranjan Mathai said, G-4 countries called for enlarging the Security Council in both permanent and non-permanent categories.
The G-4 countries reiterated their common vision of an enlarged security council for the 21st century, expansion in both permanent and non-permanent categories of membership taking into consideration the contribution made by the countries to maintainence of international peace and security as well as the need for increase representation of developing countries in both categories. The Minister noted that inter-governmental negotiations are continuing in this session.
The other countries in the group are Brazil, Germany and Japan. Mr Mathai said, the Ministers of the grouping welcomed the decision by the General Assembly to continue the process of inter-governmental negotiations for reforms. The meeting was attended by External Affairs Minister SM Krishna and Foreign ministers of the three other countries in the grouping.
In a related development, China came in support of reforms in the Security Council. Talking to our correspondent Chinese Foreign Minister Yang Jiechie said that Beijing wants developing nations to play a bigger role in the Security Council. When asked about China’s support to India’s candidature in the Security Council, he said India is a big country and china will talk to them.
Giving details of the bilateral meetings held by the Prime Minister with the Presidents of Iran, Sri Lanka and the Prime Minister of Japan, the Foreign Secretary said the entire gamut of bilateral issues came up for review.
Mr Mathai said, India and Japan will continue discussions on the civil nuclear co-operation. He said that dedicated freight corridor and other infrastructural projects aided by Japan were discussed. Mr Mathai said Japan favoured that G-4 nations should continue consultations on expansion of the UN Security Council.
The two Prime Ministers reviewed bilateral relations. They agreed to continue discussions on nuclear cooperation after noting that all countries are conducting safety views. The discussions also took in the reform of the Security Council and it is agreed that the G-4 consultations should continue.
On talks with the Iranian President, Mr Mathai said the situation in the region, West Asia and North Africa came up for review. The Situation in Afghanistan was also discussed. In reply to a question, he said India supports an Afghan led inclusive process.
The two leaders also discussed the bilateral relations including major projects. They reviewed the situation in the region including Afghanistan and they also discussed development in West Asia and North Africa.

President of the Palestinian National Authority Mahmoud Abbas yesterday submitted a formal application to the UN Secretary General for a full membership in the world body. It has been done despite strong opposition by the United States. Addressing the UN General Assembly in New York, Mahmoud Abbas made a strong plea to the Secretary General to expedite transmittal of their request to the Security council. He urged member countries to vote in favour of the full membership.
On India’s stand on the Palestinian bid for membership of the United Nations India’s representative at the UN Hardeep Puri categorically stated that New Delhi will extend unflinching support to the Palestinian aspiration.

In Andhra Pradesh, almost all train services originating or passing through Telangana region have been cancelled since midnight due to the 48-hour long rail roko called by Telangana Joint Action Committee as part of the ongoing General Strike. The South Central railways have also diverted or partially cancelled hundreds of other train services including superfast and long distance train services passing through the region. The railway authorities have set up help lines for passenger information at 51 stations in the region with a central help line at Hyderabad with phone number 040-27829999.
Meanwhile, extending solidarity to the ongoing General Strike, most of the auto drivers unions in Hyderabad have begun a 48-hour long strike since last midnight.

Veteran Congress leader and former Union Minister Vasant Sathe died in Gurgaon last night. He was 86. Sathe complained of chest pain late in the evening and was rushed to a private hospital where Doctors declared him dead. A lawyer by training, Sathe was Union Minister for Information and Broadcasting in Indira Gandhi's cabinet. Sathe made his debut in the Lok Sabha from Akola, Maharashtra, in 1972 and later represented Wardha constituency from 1980 to 1991. Sathe authored seven books with the latest being 'Memoirs of a Rationalist' which was released in 2006. As per his wishes, Sathe's body will be donated to All India Institute of Medical Sciences in New Delhi.
President Pratibha Devisingh Patil, Prime Minister Manmohan Singh and Congress President Sonia Gandhi have condoled his death.

Large parts of northern Odisha continues to reel under flood. Incessant rain for the last two days has raised water level in the Brahmani, Baitarani, Budhabalanga and Subarnarekha rivers submerging large tracts of Keonjhar, Mayurbhanj, Balasore, Jajpur, Bhadrak and Kendrapara districts. Our correspondent reports that the state government has also decided to request the Centre to make more helicopters available for the relief operation.
Rising rivers Baitarani, Brahmani, Salandi and Budhabalanga have been creating havoc in northern and interior parts of Odisha. Flood waters of these rivers have entered hundreds of villages and marooned more than three lakh people fo the State. Jajpur town, a major city of Odisha, has been cut off from with an age-old bridge being washed away in flood water. The water resources department of the State Government has warned more flood waters in Brahmani, Baitarani and Subarnarekha today. Though State Government is claiming to have taking steps to tackle the flood situation, complaints of relief materials being not received by the marooned people have been pouring in from the affected areas. In Jharkhand, heavy rains since last three days have disrupted the normal life. Capital Ranchi has recorded 2408 milli meter of rainfall so far this year which is all time high so far. Relief and rescue work continues on war footing in earthquake devastated Sikkim. Over 10,000 food packets have been air-dropped in the quake-hit areas of north Sikkim as two major roads connecting the region remained blocked due to landslides after Sunday’s 6.8 magnitude earthquake. Home Ministry officials said that another 5000 food packets are being sent to Chungthan, Lachung and Lachen.
Death toll due to earthquake in Sikkim has gone up to 92 with rescue workers recovering 18 more bodies from the debris of collapsed buildings yesterday.

In Jammu and Kashmir, a major tragedy was averted at the outskirts of Jammu City last night with the timely recovery of a suspected Improvised Explosive Device (IED). The suspected IED fitted with two timer clocks and six capacitors and two packets of explosive powder of 500 grams was later defused by a Bomb Disposal Squad after it was spotted by a civilian. Police sources said, Military Hospital and family quarters of Army were some distance away where the suspected IED was found.

Renowned ghazal singer Jagjit Singh has been admitted to a hospital in Mumbai after he suffered a brain hemorrhage. Doctors at the Lilavati Hospital in suburban Bandra performed a life-saving surgery on him. A close family friend told reporters that the singer was operated upon for removal of a blood clot in his brain. He claimed that the singer is out of danger but will be kept under observation in the ICU for the next 24 hours.

Pakistan has warned the United States that it risks losing an ally if it continues to make statements against Islamabad. Foreign Minister Hina Rabbani Khar said in New York that Pakistan's views have been conveyed to the US.  भारत, ब्राजील, जर्मनी और जापान ने सुरक्षा परिषद का विस्तार करने के लिए मिलकर काम करने का अपना संकल्प दोहराया है। न्यूयॉर्क में संयुक्त राष्ट्र महासभा के अधिवेशन से इतर इन चारों देशों के ग्रुप की मंत्रिस्तरीय बैठक के बाद संवाददाताओं से बातचीत में विदेश सचिव रंजन मथाई ने कहा कि इस ग्रुप ने सुरक्षा परिषद के स्थायी और अस्थायी दोनों वर्गो में सदस्यों की संख्या बढ़ाने की मांग की।

जी-४ देशों ने २१ वीं शताब्दी के लिए सुरक्षा परिषद में सदस्यों की संख्या बढ़ाते हुए साझा दृष्टिकोण को महत्व दिया। स्थाई और अस्थाई दोनों वर्गों में सदस्यों की संख्या बढ़ाते समय अंतरराष्ट्रीय शांति और सुरक्षा में उस देश के योगदान पर विचार किया जाना चाहिए तथा दोनों वर्गों में विकासशील देशों का प्रतिनिधित्व बढ़ाए जाने की आवश्यकता है।
 इससे संबंधित एक अन्य घटनाक्रम में चीन ने सुरक्षा परिषद में सुधार का समर्थन किया है। हमारे संवाददाता से बातचीत में चीन के विदेश मंत्री यांग जाइची ने कहा कि चीन चाहता है कि विकासशील देश सुरक्षा परिषद में बड़ी भूमिका निभाएं। सुरक्षा परिषद की स्थायी सदस्यता के लिए भारत की उम्मीदवारी को समर्थन के बारे में पूछे जाने पर उन्होंने कहा कि भारत एक बड़ा देश है और चीन इस बारे में बात करेगा।
 विदेश सचिव रंजन मथाई ने कहा कि विदेश मंत्री एस. एम. कृष्णा और अमरीका की विदेश मंत्री हिलेरी क्ंिलंटन के बीच बातचीत की व्यवस्था की जा रही है। ये बैठक सोमवार को होने की उम्मीद है।
 श्री मथाई ने बताया कि ईरान और श्रीलंका के राष्ट्रपति और जापान के प्रधानमंत्री के साथ डॉक्टर मनमोहन सिंह ने द्विपक्षीय बैठकों में सभी आपसी मुद्दों पर चर्चा की। उन्होंने कहा कि भारत और जापान ने असैन्य परमाणु सहयोग पर चर्चा जारी रखने और आर्थिक सहयोग बढ़ाने का फैसला किया। ईरान के राष्ट्रपति के साथ डॉक्टर सिंह की बातचीत के बारे मे उन्होंने कहा कि इसमें इस क्षेत्र, पश्चिम एशिया और उत्तरी अफ्रीका की स्थिति की समीक्षा की गई। श्री मथाई ने कहा कि संयुक्त आर्थिक मंच की बैठक जल्द ही बुलाने का फैसला भी किया गया।
 संयुक्त राष्ट्र के सदस्यों से बढ़ते समर्थन के बीच आज शाम महासभा में प्रधानमंत्री डॉक्टर मनमोहन सिंह अपने संबोधन में सुरक्षा परिषद में व्यापक सुधारों की जोरदार अपील करेंगे। ऐसा मौजूदा परिस्थितियों के अनुसार सभी को  बराबरी का प्रतिनिधित्व देने के लिए जरूरी है। उम्मीद है कि डॉक्टर मनमोहन सिंह आतंकवाद से निपटने के लिए एक व्यापक अन्तर्राष्ट्रीय समझौते पर जोर देंगे। भारत कई दशकों से इस समस्या से जूझ रहा है।

 संयुक्त राष्ट्र महासचिव बान की मून ने फलस्तीन का संयुक्त राष्ट्र की पूर्ण सदस्यता का औपचारिक आवेदन विचार के लिए सुरक्षा परिषद को भेज दिया है। फलस्तीन के राष्ट्रपति महमूद अब्बास ने पूर्ण सदस्यता का यह आवेदन दिया था। श्री बान ने कहा कि उन्होंने यह आवेदन संयुक्त राष्ट्र चार्टर के प्रावधानों के अनुसार लेबनान के राजूदत नवाफ़ सलाम को भेज दिया है, जो इस महीने के लिए सुरक्षा परिषद के अध्यक्ष हैं। फलस्तीन को इस समय संयुक्त राष्ट में प्रेक्षक का दर्जा प्राप्त है। श्री नवाफ सलाम ने कहा वे फलस्तीन के आवेदन पर विचार करने के लिए सोमवार को सुरक्षा परिषद के सदस्यों की बैठक बुलाएंगे।

 दूसरी महामंदी की आशंकाओं के बीच वित्तमंत्री प्रणब मुखर्जी ने कहा है कि स्थिति से निपटने के लिए कुछ ठोस कदम उठाने होंगे, क्योंकि ऐसी स्थितियों से जूझने के लिए कोई बना बनाया फार्मूला नहीं होता। वाशिंगटन में भारतीय पत्रकारों से बातचीत में श्री मुखर्जी ने कहा कि विश्व के विभिन्न भागों में यह समस्या अलग-अलग रूपों में प्रकट हुई है। श्री मुखर्जी अंतर्राष्ट्रीय मुद्राकोष और विश्व बैंक की वार्षिक बैठकों में भाग लेने के लिए वाशिंग्टन गए हुए हैं। उन्होंने कहा कि २००८ के आर्थिक संकट के बाद विकसित देशों में अब तक आम धारणा यही है कि मंदी से उबरने की गति आशा के अनुकूल नहीं रही है। वित्तमंत्री ने कहा कि कुछ उभरती अर्थव्यवस्था वाले देशों में सुधार की गति तेज रही है। चीन और भारत  तथा लातिन अमरीकी देश इसके उदाहरण हैं। उन्होंने कहा अगले महीने पेरिस में ग्रुप-२० के देशों के वित्तमंत्री इन मुद्दों पर विचार करेंगे। इसके बाद नवम्बर में कांस में इन देशों की शिखर बैठक होगी।

 पाकिस्तान पर दबाव बनाते हुए अमरीका ने पाकिस्तानी प्रशासन, विशेषकर आईएसआई से कहा है कि वह तालिबान के हक्कानी नैटवर्क से अपना संबंध तोड़ ले। अमरीका ने हक्कानी गुट के खिलाफ तत्काल कड़ी कार्रवाई करने को भी कहा है। व्हाइट हाउस के प्रेस सेके्रटरी जे. कारने ने कल बताया कि अमरीकी प्रशासन का मानना है कि हक्कानी गुट ने ही काबुल में अमरीकी दूतावास और अंतर्राष्ट्रीय सुरक्षा सहायता बल मुख्यालय तथा अन्य स्थानों पर हमले किये, जिनमें न केवल अफगान, बल्कि अमरीकी सैनिक भी हताहत हुए। उन्होंने कहा कि अमरीका को मालूम है कि पाकिस्तान में हक्कानी गुट को पनाह मिली हुई है और पाकिस्तान उसके खिलाफ कोई कार्रवाई नहीं कर रहा है।

आंध्र प्रदेश में तेलंगाना संयुक्त संघर्ष समिति के आह्‌वान पर ४८ घंटे के रेल रोको आंदोलन के कारण आधी रात से तेलंगाना क्षेत्र से रवाना होने वाली या वहां से गुजरने वाली अधिकतर रेलगाड़ियां रद्द कर दी गई हैं। रेलवे सम्पत्ति की सुरक्षा के लिए रेलवे पुलिस और राज्य पुलिस के सैंकड़ों कर्मियों को तैनात किया गया है। हमारी संवाददाता ने बताया है कि प्रदर्शनकारी कई स्थानों पर रेल पटरियों पर बैठकर विरोध प्रदर्शन कर रहे हैं।

 भूकम्प प्रभावित सिक्किम में स्थिति सामान्य होने लगी है। पुनर्वास और मरम्मत कार्य तेजी से चलाएं जा रहे हैं। गंगतोक को सिलिगुड़ी से जोड़ने वाले और सिक्किम की जीवन रेखा राष्ट्रीय राजमार्ग संख्या ३१ ए पर यातायात सामान्य हो गया है। सीमा सड़क संगठन बुरी तरह प्रभावित उत्तरी जिले में सड़कों को सुचारू बनाने में सफल रहा है, लेकिन उत्तरी जिले के मुख्यालय मंगन से चुंगथांग को जोड़ने वाली सड़क तुंग से आगे बुरी तरह क्षतिग्रस्त है। कई स्थानों पर यह बह गई है। चुंगथांग में भारत संचार निगम लिमिटेड की लैंडलाइन फोन सेवा आज बहाल कर दी गई। हमारे संवाददाता ने बताया है कि राहत और बचाव कार्य तेजी से चल रहा है।

राष्ट्रीय आपदा प्रतिक्रिया बल एनडीआरएफ की सात टीमें शिपग्यार, बिहा, ब्रिंगबंग रमाम, लिंग्ज्या, जंगू, चुंगथान और लाचुंग में खोज तथा बचाव का काम कर रही है। सिक्किम में तैनात सेना के करीब साढ़े पांच हजार जवान भी राहत तथा बचाव के काम में जुटे है। सैनिक अस्पतालों में करीब एक हजार नागरिकों का ईलाज किया जा चुका है, जबकि सेना के हेलीकॉप्टरों के जरिए बाहर निकाले गए २८ नागरिकों का सेना के अस्पतालों में ईलाज चल रहा है। उत्तर जिले के सुदूर हिस्से में अब तक कोई दस हजार खाने के पैकेज हेलीकॉप्टर के जरिए गिराए जा चुके हैं, जबकि पांच हजार और पैकेज तैयार है। सेना और वायु सेना के १५ हेलीकॉप्टर राहत और बचाव के खोज के काम में लगे हुए हैं, जो अब तक कुल डेढ़ सौ उड़ाने पूरी कर चुके है। भारत-तिब्बत सीमा पुलिस के भी करीब साढ़े आठ सौ जवान बचाव के काम में लगे हुए हैं और बचाए गए गांव वालों के लिए वे राहत शिविर भी चला रहे हैं। विनय राज तिवारी, आकाशवाणी समाचार, गंगतोक।

 ओडीशा में बाढ़ की स्थिति गंभीर बनी हुई है। अनेक नदियां खतरे के निशान से ऊपर बह रही हैं। उत्तरी ओड़ीशा में भद्रक और जाजपुर में वैतरणी, बालेश्वर में सुवर्णरेखा और मयूरभंज जिले में बुढ़ा बलंगा खतरे के निशान से ऊपर बह रही हैं। हमारे कटक संवाददाता ने बताया है कि जाजपुर जिला सबसे ज्यादा बाढ़ग्रस्त है।

हाल ही में राज्य के लगभग १९ जिलों में आई बाढ़ के प्रकोप थमने से पहले भी फिर एक बार राज्य के उत्तरी प्रांत में बाढ़ का कहर पैदा हो गया है। राज्य के वैतरणी, ब्राह्‌मणी और बूढ़ा बलान नदियों में आई बाढ़ के कारण भद्रक, जाजपुर, केंद्रापड़ा, क्योन्झर, बालेश्वर जिले में जनजीवन बड़े पैमाने पर प्रभावित हुआ है। इस बार आई बाढ़ में राज्य की जाजपुर जिला सबसे अधिक प्रभावित हुआ है। जिले को जोड़ने वाला पूल टूट जाने से जाजपुर आम दुनिया से अलग हो गया है। उधर प्रभावित लोगों को सहायता के लिए राज्य सरकार की ओर से राहत और बचाव कार्य को जोरदार कर दिया गया है। बाढ़ प्रभावित लोगों को सात दिन के लिए रिलीफ किये जाने के लिए राज्य सरकार इसी बीच ऐलान कर दी है, जो लोग आज भी पानी के घेरे में है उनके बचाव और राहत के लिए हेलीकॉप्टर सेवा शुरू कर दी गई है। इस बार आई बाढ़ में राज्य के लगभग २५ ब्लॉक से ८२९ गांव प्रभावित हुआ है। बाढ़ आने के २४ घंटे के बाद भी लोगों को सरकारी सहायता नहीं मिलने का शिकायत भी जगह जगह से आ रही हैं। आकाशवाणी समाचार के लिए रामेश्वर नायक।

 उधर, झारखंड में तीन दिन से लगातार हो रही भारी वर्षा से जनजीवन अस्तव्यस्त है। हालांकि रांची सहित कुछ इलाकों में बारिश थमी है। मौसम विभाग ने शाम तक और वर्षा होने की संभावना व्यक्त की है। हमारे रांची संवाददाता ने बताया है कि राज्य की सभी बड़ी नदियां उफान पर हैं।

पूरे झारखंड में पिछले तीन दिनों से लगातार बारिश हो रही है। यह सब ओड़ीशा के तट पर बंगाल की खाड़ी में बने कम दबाव के कारण हो रहा है। और इसका केंद्र लगातार उत्तर पश्चिम दिशा की तरफ बढ़ रहा है। इसके अलावा मानसून के बादल भी राज्य पर लगातार बारिश कर रहे हैं। राज्य की सभी बड़ी नदियां दामोदर, स्वर्ण रेखा, हडकई, वेतरणी, कोयल तथा संजय उफान पर है। ओडीशा तथा छत्तीसगढ़ की तरफ जाने वाले यात्री फंसे पडे हैं, क्योंकि इन राज्यों के संपर्क पुलों के उपर से पानी बह रहा है। राजेश सिन्हा, आकाशवाणी समाचार, रांची।

 इधर, दिल्ली में मौसम साफ है। आज  अधिकतम तापमान ३३ डिग्री सैलसियस और न्यूनतम तापमान २३ डिग्री सैलसियस रहने का अनुमान व्यक्त किया गया है।
 इस बीच, देश के उत्तर-पश्चिमी हिस्सों सहित पंजाब, हरियाणा, राजस्थान और गुजरात से मॉनसून की वापसी शुरू हो गयी हैं। हालांकि पूर्वी और पूर्वोत्तर क्षेत्रों में अब भी वर्षा जारी है। मौसम विभाग ने अनुमान व्यक्त किया है कि इस सप्ताह के अंत तक उत्तर और उत्तर-पश्चिमी हिस्सों से मॉनसून की पूरी तरह वापसी हो जाएगी। देश में इस मौसम में सामान्य से चार प्रतिशत अधिक वर्षा हुई।

 उत्तर प्रदेश में दिमागी बुखार से मृतकों की बढ़ती संख्या को देखते हुए राज्य सरकार ने स्वच्छता तथा मच्छर नियंत्रण के उपायों पर जोर दिया है। राज्य के मुख्य सचिव अनूप कुमार मिश्र ने आज गोरखपुर में बी आर डी मेडिकल कॉलेज और जिला अस्पताल का दौरा कर स्थिति का जायजा लिया। इस क्षेत्र में दिमागी बुखार से अब तक ३२९ लोगों की मृत्यु हो चुकी है। पिछले २४ घंटे में ही सात लोग मर गए। हमारे गोरखपुर संवाददाता ने बताया है कि वाराणसी, इलाहाबाद और लखनऊ में भी दिमागी बुखार, डेंगू और मलेरिया के मामले सामने आए हैं।

अस्पतालों का दृश्य बड़ा ही हृदयविदारक है। एक तरफ तो मरीजों के परिजन उनकी मृत्यु पर विलाप कर रहे हैं। दूसरी ओर नए मरीज भर्ती के लिए आ रहे हैं। प्रदेश के मुख्य सचिव अनुप मिश्रा ने आज मेडिकल कॉलेज और जिला अस्पताल का भ्रमण करके स्थिति की समीक्षा की और मरीजों के परिजनों को भरोसा दिलाया कि ईलाज में संसाधनों की कमी नहीं होने पाएगी। फिलहाल जगह की कमी की वजह से एक ही बिस्तर पर दो-तीन बच्चों का ईलाज किया जा रहा है। नवजात शिशु कक्ष और शिशु विशेष देखभाल की ईकाईयों में भी मरीज भरे हुए हैं। इसे देखते हुए सौ बिस्तर वाला एक अतिरिक्त वार्ड इनफेलाइटेस के मरीजों के लिए खोला गया है। सलमान हैदर आकाशवाणी समाचार, गौरखपुर।

 उत्तराखंड में स्वास्थ्य विभाग ने डेंगू के मामलों को बढ़ने से रोकने के लिए एक त्वरित कार्रवाई बल का गठन किया है। खबरों के अनुसार डेंगू के कारण राज्य में छः लोगों की मौत हुई है। स्वास्थ्य विभाग के अनुसार राज्य में एक सौ से अधिक डेंगू के मामले दर्ज किए गए हैं।

 अमरीकी अंतरिक्ष एजेंसी नासा ने कहा है कि उसका छह टन वजन का बेकार उपग्रह आज सुबह पृथ्वी के वातावरण में जलकर टुकड़े-टुकड़े हो गया। लेकिन यह कहां गिरा है, इस बारे में अभी कोई जानकारी नहीं है। समझा जाता है कि इसके अधिकतर टुकड़े जल गए हैं।
 अमरीका का बाह्‌य वातावरण अनुसंधान उपग्रह- यू.ए.आर.एस. अपनी कक्षा से भटककर अनियंत्रित हो गया था। इसे १९९१ में छोड़ा गया था।  निचली कक्षा में आने के बाद नासा ने वर्ष २००५ में इससे काम लेना बंद कर दिया था और इसकी कार्य अवधि २० वर्ष कम हो गई थी।

India, Brazil, Germany and Japan renewed their vision of an enlarged Security Council for the 21st century. Briefing reporters after a Ministerial level meeting of G 4 countries on the margins of the UN Session in New York, Foreign Secretary Ranjan Mathai said, the grouping called for enlarging the Security Council in both permanent and non-permanent categories.

The G-4 countries reiterated their common vision of an enlarged security council for the 21st century, expansion in both permanent and non-permanent categories of membership taking into consideration the contribution made by the countries to maintenance of international peace and security as well as the need for increase representation of developing countries in both categories. Amidst growing support from the members of the United Nations, the Prime Minister Dr. Manmohan Singh is expected to make a strong pitch for a comprehensive reform of the UN Security Council in his speech at the General Assembly later in the day. This is to create an equitable system that is reflective of current realities. Dr Singh is likely to push for a Comprehensive Convention on International Terrorism to tackle the scourge that India has been suffering for decades. Situation in Libya, West Asia, support for the Palestinian bid for membership of the UN may figure in his speech. Our Correspondent reports, the Prime Minister is addressing the General Assembly for the first time since India became a Non Permanent member of the Security Council after 19 years.

As Prime Minister of a key emerging economy that is playing a constructive role in contributing to global economic recovery, Dr Manmohan Singh is expected to reaffirm India's commitment at the UN to continue working with other countries on furthering global economic and financial stability as well as to foster, strong sustainable and balanced economic growth. Even as Europe and America are struggling to tackle the economic slow down, the world looks with awe on India’s growth story. In a related development, China came in support of reforms in the Security Council. Talking to our Correspondent, Chinese Foreign Minister Yang Jiechie said that Bejing wants developing nations to play a bigger role in the Security Council. When asked about China’s support to India’s candidature in the Security Council, he said, India is a big country and china will talk to them. Foreign Secretary Mathai said that a meeting between External Affairs Minister S.M.Krishna and US Secretary of State, Hillary Clinton is being worked out. The meeting is likely to take place on Monday. He said, the entire gamut of bilateral issues came up for review when Prime Minister had bilateral meetings with the Presidents of Iran, Sri Lanka and the Prime Minister of Japan. He said, India and Japan resolved to continue discussions on the civil nuclear co-operation and to intensify economic co-operation. On talks with the Iranian President, he said, the situation in the region, West Asia and North Africa came up for review. Mr. Mathai said, it was also decided to convene a meeting of Joint economic forum soon. In his meeting with Sri Lankan President Mahinda Rajapaksha, the resettlement and rehabilitation process of displaced Tamils in Sri Lanka was also discussed. Devolution of power to the ethnic minority featured in the talks between the two leaders. Giving details on the BRICS Foreign Ministers meeting, Mr. Mathai said, preparations for the forthcoming meeting of the grouping in New Delhi in March next, were also reviewed. Climate change also figured prominently in the deliberations with the stress that developing countries must have access to modern technology and funds for mitigation.

Secretary-General Ban Ki-moon has sent Palestine’s application to become a United Nations Member State to the Security Council for its consideration. He received the bid from Palestinian Authority President Mahmoud Abbas earlier today. Mr. Ban said, he sent the application to Ambassador Nawaf Salam of Lebanon, which holds the Council Presidency this month, in line with the provisions of the UN Charter. Palestine currently has observer status at the UN. Mr. Salam said, he would convene Council Members on Monday to hold consultations on the Palestinian application. Any application for the UN membership is considered by the Council, which decides whether or not to recommend admission to the 193-member General Assembly, which then has to adopt a resolution for the admission of a Member State. Members of the Middle East diplomatic Quartet - comprising the UN, the European Union, Russia and the United States - met yesterday in New York and took note of the application. In a statement issued after their meeting, they reiterated appeals to the Israelis and Palestinians to resume direct bilateral negotiations without delays or preconditions. Earlier, in his address to the Assembly’s annual general debate, Mr. Abbas said, the application for full membership of the UN is on the basis of the so-called 4th June, 1967 borders. Mr. Abbas said that Israeli Government policies were responsible for the continued failure of the successive international attempts to salvage the peace process.

Amid fears of a second recession, Finance Minister Pranab Mukherjee has said that "concrete steps" will have to be taken to deal with the situation as there is no ready-made formula to address the problems. In an interaction with the Indian journalists in Washington yesterday, Mr. Mukherjee said, the crisis has manifested in different forms in different parts of the world. Mr. Mukherjee is in Washington to attend the annual meetings of the International Monetary Fund, IMF, and the World Bank. He said, the general tendency in the advanced world is that the expected level of recovery has not taken place, though the process of recovery began after the 2008 crisis. But it was fragile, uneven and very poor, not of very high order. The Finance Minister said, in some of the emerging market economies, the recovery was quick. First was of course China, followed by India, Latin America, some of the African countries, including South Africa. But there, the problems are high rate of commodity and fuel prices, inflation pressure, effecting the growth and also destabilising the fiscal consolidation process. Mr. Mukherjee said, volatility in stock and commodity prices has led to erratic capital inflows. He added that G-20 Finance Ministers will discuss the issues at their meeting in Paris in October ahead of the leaders' summit at Cannes in November.

In Andhra Pradesh, normal life in Telangana region has been hit today following cancellation of almost all train services in the region in the wake of two-day rail roko protest called by Telangana Joint Action Committee. More from our Correspondent:

The transport services in the Telangan region have come to a grinding halt as the two-day Rail Roko agitation that began this morning further added to the problems of common man who is already facing the brunt of the ongoing protest by the state owned Road Transport corporation employees. Following a Rail Roko call given by the Telangana Joint Action Committee, agitators are holding protest demonstrations since morning on the rail tracks at several places in the region. The rail transport between Telangana and two other regions of the state has almost been crippled besides snapping the link between Hyderabad and other parts of the country. Earlier, the South Central Railways cancelled hundreds of train services originating or passing through Telangana region as a precautionary measure following which the passengers had to face severe hardships. Meanwhile, in a solidarity measure, Auto Riksha Drivers’ unions in Hyderabad have joined the ongoing general Strike that is underway for the past 12 days in the region. In Odisha, flood situation is still grim as many rivers are flowing above danger mark. In North Odisha, Baitarani in Bhadrak and Jajpur, Subarnarekha in Baleswar and Budabalanga in Mayurbhanj district are flowing above the danger marks. Jajpur district is the worst affected as it remains cut off from rest of the State. Air dropping of food items is being carried out for the people of maroon villages. National Disaster response force and fire service personnel have been pressed into service to conduct rescue and relief operations. Our correspondent reports that a central team is scheduled to visit the state on Monday to assess the loses and damages in the floods.

Rescue and relief and rescue operation are on in the affected areas of Jajpur, Keonjhar, Baleswar, Bhadrak district. Thousand of people are still reported to be marooned. The state government has announced seven days relief for the second phase flood affected people. A high level meeting chaired by the state chief minister has decided to put helicopter in service to carry out relief and rescue works in the affected. Normal life in many parts of Jharkhand has been disrupted following heavy rain for last three days. There is however some respite now in some areas, including capital Ranchi. As the situation is limping back to normalcy in the earthquake ravaged Sikkim, the attention now is shifting towards restoration work gradually. While the national highway no. 31 A, the sole lifeline to Sikkim connecting Gangtok to Siliguri, remains open for normal traffic, the BRO has succeeded to a large extent in restoring the vehicular traffic along the roads in the worst affected North district as well as in other parts of the state. Seven teams of National Disaster Response Force are deployed for search and rescue operations at Shipgyar, Biha , Bringbang Ramam, Lingzya, Dzongu , Chungthan and Lachung. Over 5500 Army personnel located in Sikkim have been pressed into relief and rescue operations.Some one thousand civilians have been treated at Military hospitals while 28 civilians, evacuated by Army helicopters are currently under treatment at Military Hospitals. Approximately 10,000 food packets have been air-dropped so far in the northern part of North District. Another 5000 food packets are ready for dropping at Chungthan, Lachung and Lachen. Fifteen Army and Air Force helicopters have been pressed into relief and reconnaissance work and 150 sorties have been carried out by them so far. The Uttar Pradesh government has ordered the authorities to make rigourous efforts for sanitation and control of mosquitoes in view of mounting brain fever death toll, The state’s Chief Secretary Anup Kumar Mishra today visited BRD Medical College and District Hospital in Gorakhpur and took stock of the situation. The toll due to encephalitis has mounted to 329 in the region this year as seven more patients have succumbed to deadly disease in past twenty four hours. Piling up pressure on Pakistan, the US has asked its authorities, particularly ISI, to sever ties with the Haqqani network of Taliban. It demanded strong and immediate action against the outfit, even as it insisted there is no permanent breach in bilateral relations and lines of communication are open. White House Press Secretary Jay Carney told reporters last evening that the Obama administration believes and knows that the Haqqani network was responsible for the attacks on the US embassy in Kabul and the International Security Assistance Force, ISAF headquarters, and a number of other recent attacks that caused death and injury not only to Afghans but to American soldiers. He said, the US knows that the Haqqani network operates from safe havens in Pakistan and that the government of Pakistan has not taken action against these safe havens. Carney said, top US officials including Secretary of State, Hillary Clinton and Chairman of the Joint Chiefs of Staff, Admiral Mike Mullen, would continue to have conversations with the Pakistani leadership on this issue.

In Yemen, troops loyal to President Ali Abdullah Saleh killed at least five anti-government protesters in an assault early today in the capital Sanaa. Witnesses said, soldiers launched the attack a little after midnight, opening fire with guns and shelling Change Square, the focus of anti-government activity since it was first occupied in January. Snipers also targeted the people in the square from buildings around the square. They said, an hour after the start of the attack, forces loyal to the President, tried to storm the square, which by then was coming under fire from all sides. Tents in the southern part of the square caught fire during the attack. These latest deaths brought the number of those killed to 25 since yesterday and to 120 since a fresh wave of violence hit the capital on Sunday. The attack came after the surprise return of the President yesterday from Saudi Arabia, where he had spent three months getting treatment for his injuries sustained during an attack on his palace on June 3. The official Saba news agency said, Saleh called on all Yemenis to overcome their pain and wounds for the sake of the nation and its dignity.

NASA says, a defunct 6-ton satellite has fallen from the sky. The agency posted on its official Twitter site that the spacecraft crashed through the atmosphere early today. The location was not immediately known. Most of it was believed to have burned up. The Upper Atmospheric Research Satellite UARS was NASA's biggest spacecraft to tumble out of orbit, uncontrolled, in 32 years. UARS was launched aboard space shuttle Discovery in 1991. NASA decommissioned the satellite in 2005, after moving it into a lower orbit that cut its life short by two decades. Bits of space junk re-enter the atmosphere virtually every day. No injuries have ever been reported from it.

प्रधानमंत्री डॉ० मनमोहन सिंह ने आतंकवाद, आर्थिक मंदी और अन्य महत्वपूर्ण वैश्विक मसलों से निपटने के लिए टकराव की नीति के बजाय सहयोगपूर्ण नीति अपनाए जाने की जोर दिया है।
आज न्यूयॉर्क में संयुक्त राष्ट्र महासभा को सम्बोधित करते हुए उन्होंने अंतर्राष्ट्रीय सुरक्षा के नए खतरों को देखते हुए सभी मोर्चों पर आतंकवाद के खिलाफ मजबूती से लड़ने का आह्‌वान किया। उन्होंने जोर देकर कहा कि आतंकवाद के ढांचे से निपटने के लिए अलग-अलग दृष्टिकोण नहीं अपनाया जा सकता। डॉ० मनमोहन सिंह ने कहा कि आतंकवाद अंतर्राष्ट्रीय सुरक्षा के लिए नया खतरा बन रहा है।

ऐसे समय जब दुनिया को और ज्यादा अंतर्राष्ट्रीय व्यापार की जरूरत है हिंद महासागर में बहुत से सम्पर्क रास्तों का घेराव कर लिया गया है। समुद्री लुटेरे बिना किसी खौफ के लुटपाट की वारदातें ऐसे स्थानों में कर रहे हैं जहां कोई अंतर्राष्ट्रीय जवाबदेही नहीं है।
अफगानिस्तान के बारे में डॉ० मनमोहन सिंह ने कहा कि हाल ही में वहां के पूर्व राष्ट्रपति बुरहानुद्दीन रब्बानी की हत्या शांति के दुश्मनों के इरादों का संकेत देती है। उन्होंने कहा कि भारत बेहतर भविष्य के निर्माण में अफगानिस्तान के लोगों की सहायता करने में अपनी भूमिका निभाएगा। प्रधानमंत्री ने कहा कि भारत, एशिया प्रशांत क्षेत्र में क्षेत्रीय सहयोग के एक समग्र और पारदर्शी ढांचे के पक्ष में है और विवादों का शांतिपूर्ण हल चाहता है।
अपने भाषण में आर्थिक मंदी पर काफी लंबी चर्चा करते हुए डॉ० सिंह ने कहा कि आर्थिक मंदी से उभरने के जो संकेत २००८ के संकट के बाद दिखाई पड़ने लगे थे, वे अभी तक पनप नहीं पाए हैं।

कई दृष्टियों से यह आर्थिक संकट और गहरा गया है। विश्व को वित्तीय सहायता प्रदान करने वाले देश अमरीका, यूरोप और जापान खुद आर्थिक मंदी झेल रहे हैं। इन देशों में आर्थिक मंदी से विश्व के वित्तीय और पूंजीगत बाजारों का विश्वास हिल रहा है। इन बड़ी अर्थव्यवस्थाओं में आर्थिक मंदी का विकासशील देशों पर प्रतिकूल असर पड़ेगा जिन्हें आर्थिक मंदी के अलावा मुद्रास्फीति के दबावों का भी सामना करना पड़ता है।
डॉ. मनमोहन सिंह स्पष्ट किया कि सुरक्षा परिषद में सुधार और इसका विस्तार जरूरी है तभी यह वर्तमान वास्तविकताओं का प्रतिनिधित्व कर पाएगी और अपनी विश्वसनीयता तथा प्रभावशीलता बढ़ा पाएगी।
डॉ० मनमोहन सिंह ने कहा कि अंतर्राष्ट्रीय वित्तीय संस्थानों की प्रशासन प्रणाली में तेजी से और कारगर ढंग से सुधार लाया जाना चाहिए। उन्होंने कहा कि संयुक्त राष्ट्र को वैश्विक आर्थिक मंदी को संरक्षणवाद या लोगों, सेवाओं और पूंजी के आने-जाने में बाधाएं उत्पन्न करने का कारण नहीं बनने देना चाहिए। प्रधानमंत्री ने परमाणु सुरक्षा पर दुनिया का ध्यान केंद्रित करने के संयुक्त राष्ट्र के प्रयासों की सराहना की।
उन्होंने कहा कि उनकी सरकार ने परमाणु संयंत्रों की सुरक्षा की पूरी समीक्षा की है। डॉ सिंह ने कहा कि सुरक्षा के स्तर को बेहतर बनाने के लिए भारत अंतर्राष्ट्रीय परमाणु ऊर्जा एजेंसी के तहत अंतर्राष्ट्रीय प्रयासों का समर्थन करता है।
पश्चिम एशिया और उत्तर अफ्रीका में उथल-पुथल का जिक्र करते हुए डॉ० मनमोहन सिंह ने कहा कि सभी देशों को अपनी नियति चुनने और अपना भविष्य तय करने का अधिकार है।
डॉ० मनमोहन सिंह ने कहा कि भारत प्रभुसत्ता सम्पन्न, स्वतंत्र, आर्थिक रूप से स्थिर फलस्तीन के लिए वहां के लोगों के संघर्ष का समर्थन करता है। उन्होंने कहा कि भारत इस देश की राजधानी पूर्वी येरूशलम के पक्ष में है। उन्होंने कहा कि भारत फलस्तीन को संयुक्त राष्ट्र के एक सदस्य के रूप में देखना चाहता है।
डॉ सिंह ने कहा कि संयुक्त राष्ट्र के अधिकार से जो कार्रवाई की जाती है उसमें संबंधित देशों की एकता, क्षेत्रीय अखंडता, प्रभुसत्ता और स्वतंत्रता का आदर किया जाना चाहिए।

भारत ने, ओडिशा तट के बालासोर के पास चांदीपुर परीक्षण रेन्ज से आज हाइपरसोनिक शौर्य मिसाइल का सफल परीक्षण किया। यह मिसाइल एक टन तक की युद्ध सामग्री के साथ ध्वनि की रतार से छह से सात गुना अधिक रतार पर उड़ान भर सकती है। यह पनडुब्बी-अरिहंत में लगायी गयी मिसाइल के-१५ की तरह ही जमीन पर कार्य करने वाली मिसाइल है। के-१५ को तैयार करने का काम पहले से ही चल रहा है।
आज का परीक्षण इस मिसाइल का दूसरा परीक्षण है। पहले १२ नवम्बर २००८ को इसका सफलतापूर्वक परीक्षण किया गया था। बहुत जल्द ही इस मिसाइल को भारतीय सेना में शामिल किया जाएगा। यह मिसाइल साढ़े सात सौ किलोमीटर की दूरी तक मार कर सकती है।

ओड़िशा में बीजू जनता दल के विधायक जगबंधु माझी और उनके निजी सुरक्षा अधिकारी की आज संदिग्ध माओवादियों ने गोली मार कर हत्या कर दी। खबरों के अनुसार श्री मांझी की हत्या उस समय की गई जब वे नवरंगपुर जिले के रायघर पुलिस थाने के तहत गोना हाटपदार में एक सार्वजनिक सभा को सम्बोधित करने के बाद जमीन के पट्टे बांट रहे थे। गोली चलाने के बाद हमलावर घटनास्थल से भाग गए। श्री माझी पर इससे पहले भी जानलेवा हमला हुआ था। मुख्यमंत्री नवीन पटनायक ने इस घटना की कड़ी निंदा की है और अपराध शाखा से मामले की छानबीन करने को कहा है।

आंध्र प्रदेश में तेलंगाना क्षेत्र में ४८ घंटे के रेल रोको आंदोलन का पहला दिन आज शांतिपूर्ण रहा। तेलंगाना संयुक्त कार्रवाई समिति ने अलग तेलंगाना राज्य बनाए जाने की मांग को लेकर दो दिन के इस आंदोलन का आह्‌वान किया था।
दो सौ तीस रेलगाड़ियों को रद्द करने और कई स्थानों पर रेल पटरियों पर आंदोलनकारियों के प्रदर्शन से पूरे क्षेत्र में रेल सेवा ठप्प हो गई है। आंदोलनकारियों ने कई स्थानों पर रेल पटरियों पर प्रदर्शन किया। क्षेत्र से आने-जाने वाली सभी रेलगाड़ियों के रद्द होने से यात्रियों को काफी मुश्किल का सामना करना पड़ रहा है। विजयवाड़ा और गुंटूर जैसे इलाकों में भी सैकड़ों यात्री फंसे हुए हैं।
हैदराबाद में सभी स्थानीय रेलगाड़ियां भी दो दिन के लिए रद्द कर दी गई हैं। हैदराबाद में ऑटो रिक्शा ड्राइवर भी आम हड़ताल में शामिल हो गए हैं, जो पिछले १२ दिन से चल रही है।

कांग्रेस ने टू-जी स्पैक्ट्रम आबंटन घोटाले में गृह मंत्री पी० चिदम्बरम के शामिल होने के भाजपा के आरोप को निराधार और दुर्भाग्यपूर्ण बताया है। पार्टी महासचिव दिग्विजय सिंह ने आज नई दिल्ली में बताया कि वित्त मंत्री के रूप में श्री चिदम्बरम के खिलाफ कोई आरोप होने का सवाल ही नहीं पैदा होता।

Prime Minister Dr Manmohan Singh today strongly advocated adopting a co-operative rather than a confrontationist approach in dealing with the challenges of terrorism, economic slowdown and other important global issues.
Addressing the UN General Assembly in New York, Dr Manmohan Singh called for unrelenting fight against terrorism on all fronts as new threats to international security have emerged. He asserted there cannot be selective approaches in dealing with terrorist groups or the infrastructure of terrorism.
Dwelling at length on the dangers posed by terrorism, the Prime Minister said acts of piracy are being carried out with impunity from lands that are beyond the writ of any functioning state or international accountability.
He said at a time when the world needs more international commerce, the sea lanes of communication across the Indian Ocean are under siege.
Terrorism continues to rear its ugly head and take a grievous toll of innocent lives. New threats to international security have emerged. Devoting substantial part of his speech on the economic slow down, Dr Singh said the recovery which were visible after 2008 crisis have yet to blossom. He said in many respects the crisis has deepened even further.
The traditional engines of the global economy such as the United States, Europe and Japan, which are also the sources of global economic and financial stability, are faced with continued economic slowdown. Recessionary trends in these countries are affecting confidence in world financial and capital markets.
Dr Singh said economic slow down in major economies is bound to have a negative impact on developing countries which also have to bear the additional burden of inflationary pressures.
Building a strong case for urgent reforms in the Security council, Dr Manmohan Singh said United Nations has to be sensitive to the aspirations of everyone - for this the world body and its principal organs, the General Assembly and the Security Council, must be revitalized and reformed.
He made it clear that the reform and expansion of the Security Council are essential to reflect contemporary reality and enhance its credibility and effectiveness. He called for pursuing the reform agenda of the Security Council and said it must be pursued with renewed vigour and urgently enacted.
Dr. Singh also said the reform of governance systems of international financial institutions ought to be pursued with speed and efficiency.
He said United Nations should not allow the global economic slowdown to become a trigger for building walls around ourselves through protectionism or erecting barriers to movement of people, services and capital.

Referring to the upheavals in West Asia and North Africa, Dr Manmohan singh said societies cannot be reordered from outside through military force. He said people in all countries have the right to choose their own destiny and decide their own future.
He said the Palestinian question still remains unresolved and a source of great instability and violence.
India is steadfast in its support for the Palestinian people's struggle for a sovereign, independent, viable and united state of Palestine with East Jerusalem as its capital, living within secure and recognizable borders side by side and at peace with Israel. Back home, in Odisha, BJD MLA Jagabandhu Majhi and his Personal Security Officer have been shot dead by suspected Maoists. According to reports, the Umerkote MLA of Biju Janata Dal was attending a public meeting and distributing land records in Nowarangpur district when he was shot dead by some assailants.

India has sucessfully test-fired hypersonic missile - Shourya. The state of the art nuclear capable missile was test fired at 2.30 this afternnon from the launch complex of Integrated Test Range at Chandipore near Balasore off the Odisha coast. The hypersonic missile can carry conventional warheads upto 1 tonne and can fly at six to seven times the speed of sound at low altitudes. It is the land-variant of underwater-launched missile K-15 being fitted into nuclear-powered submarine Arihant. K-15 is already under production.
