राष्ट्रीय विकास परिषद् ने १२ वीं पंचवर्षीय योजना के लिए नौ प्रतिशत विकास दर का लक्ष्य तय किया है। कल परिषद की बैठक में प्रधानमंत्री मनमोहन सिंह ने राजनीतिक दलों से यह सुनिश्चित करने को कहा कि कम अवधि के लिये दीर्घकालिक लक्ष्यों पर विपरीत असर न पड़ने दें। प्रधानमंत्री ने कहा कि योजना आयोग २०१२-२०१७ की बारहवीं योजना का मसौदा तैयार करते हुए गैर यूपीए शासित राज्यों के  सुझावों पर गौर करेगा। प्रधानमंत्री ने कहा कि कुछ मुद्दों पर राय अलग-अलग है, लेकिन कुल मिलाकर सहमति बनी है कि बारहवीं योजना को अंतिम रूप देने के लिए दृष्टिकोण पत्र के उद्देश्यों और चुनौतियों को आधार बनाया जाना चाहिए। प्रधानमंत्री ने अपने समापन भाषण में जोर देकर कहा कि गरीब राज्यों को अधिक सहायता देने का मतलब यह नहीं कि केन्द्र, उन्नत राज्यों के साथ भेदभाव कर रहा है।

कुछ राज्यों ने ये मुद्दा उठाया है कि किसी भी राज्य के साथ भेदभाव नहीं होना चाहिए। मैं इससे सहमत नहीं हो सकता, मैं भरोसा दिलाना चाहता हूं कि केन्द्र सभी राज्यों को सहायता प्रदान करने के लिए निष्पक्ष और पारदर्शी  तरीका अपनाने के लिए कृतसंकल्प है।
योजना आयोग के उपाध्यक्ष मोनटेक सिंह  अहलुवालिया ने बताया कि १२वीं योजना में ९ प्रतिशत विकास दर का लक्ष्य रखा जाएगा हालांकि ११वीं योजना में अनुमानित विकास आठ दशमलव दो प्रतिशत रहा है।

पश्चिम बंगाल में कल शाम दार्जीलिंग के निकट बिजनबाड़ी में एक पुल ढहने से ३१ लोगों की मृत्यु हो गई और ५० से अधिक घायल हो गये। कई लोग लापता भी हैं। जि+ले के वरिष्ठ अधिकारी राहत और बचाव कार्य की निगरानी के लिए घटनास्थल पर मौजूद है। हमारे ंसवाददाता के अनुसार राज्य सरकार घायलों के इलाज का खर्च वहन करेगी।

रंजित नदी पर बना लकड़ी की पुल उस समय अचानक  टूट गया, जब लोग गोरखा जनमुक्ति मोर्चा द्वारा आयोजित एक सांस्कृतिक कार्यक्रम में हिस्सा लेने के लिए विजनबाड़ी में  इकट्ठा हुए थे। आपदा प्रबंधन की टीम  स्थानीय प्रशासन के साथ मिलकर  लोगों को नदी में ढूंढने के काम में  देर रात तक लगी रही। धायलों को सिलीगुड़ी के पूर्वी बंगाल मेडिकल कॉलेज में भर्ती कराया गया है। मुख्यमंत्री ममता बनर्जी रेल मंत्री दिनेश द्विवेदी और केन्द्रीय राज्यमंत्री सुदीप बंधोपाध्याय घायलों को देखने सिलीगुड़ी पहुंच रहे हैं। कोलकाता से अरिजीत चक्रवर्ती की रिपोर्ट  के साथ मैं राजेश पाण्डेय  आकाशवाणी समाचार के लिए।

छत्तीसगढ़ में कल शाम बिलासपुर रेलवे स्टेशन के एक रेलवे क्रॉसिंग पर १२ लोगों की एक रेलगाड़ी से कुचलकर मौत हो गई और १० घायल हो गये। बिलासपुर में रेलवे के पुलिस महानिरीक्षक आर के देवांगन ने बताया कि साथ-साथ की दो रेललाइनों पर दो रेलगाड़ियां आ रही थी और उस समय रेलवे क्रॉसिंग के फाटक बंद थे। उन्होंने बताया कि २० से अधिक लोग मालगाड़ी से बचने के लिए दूसरी पटरी पर चले गये लेकिन उस रेल पटरी पर आ रही दूसरी रेलगाड़ी की चपेट में आ गये। श्री देवांगन ने बताया कि रायपुर और बिलासपुर से राहत दल घटनास्थल पर पहुंच गये हैं।
छत्तीसगढ़ सरकार ने दुर्घटना में मारे गये लोगों के निकट संबंधी को ५०-५० हजार रुपये की अनुग्रह राशि देने की घोषणा की है।

उत्तर प्रदेश में आगामी विधानसभा चुनाव के लिए कांग्रेस और अजीत सिंह के नेतृत्व वाले राष्ट्रीय लोकदल के बीच चुनावी गठजोड़ की बातचीत अंतिम चरण में है। हमारे संवाददाता ने खबर दी है कि दोनों पार्टियाँ राज्य के पश्चिमी जिलों में सीटों के तालमेल की कोशिश कर रही हैं। कांग्रेस महासचिव दिग्विजय सिंह सहित पार्टी के कई वरिष्ठ नेताओं ने दिल्ली में अजीत सिंह से मुलाकात कर दोनों दलों के बीच गठबंधन की संभावनाओं पर चर्चा की।
उधर अजीत सिंह ने इस बात की पुष्टि की है कि विधानसभा चुनाव के लिए कांग्रेस के साथ सीटों के बंटवारे पर बातचीत हो रही है।

कर्नाटक उच्च न्यायालय राज्य के पूर्व मुख्यमंत्री बी एस येदियुरप्पा की जमानत अर्जी पर कल सुनवाई करेगा। कल बंगलूरू में लोकायुक्त अदालत ने उनकी हिरासत की अवधि तीन नवम्बर तक बढ़ा दी। न्यायाधीश एन के सुधीन्द्र राव ने पूर्व मंत्री और विधायक कृष्णैया शेट्टी की  हिरासत की अवधि भी बढ़ा दी। न्यायालय ने भूमि को गैर-अधिसूचित किये जाने में अनियमितताओं से जुड़े दो मामलों में येदियुरप्पा और कृष्णैया शेट्टी को न्यायिक हिरासत में भेज दिया था।

१७० से अधिक देश पुराने कम्प्यूटरों और इलैक्ट्रोनिक्स सामान समेत ख़तरनाक कचरे की डंपिंग विकासशील देशों में करने पर अंतर्राष्ट्रीय प्रतिबंध जल्द स्वीकार करने पर सहमत हो गए हैं। एक पर्यावरण संगठन बेसल एक्शन नेटवर्क ने इस समझौते पर ज+ोर दिया था और इसमे स्विट्जरलैंड और इंडोनेशिया ने मध्यस्थता की।
नेटवर्क के कार्यकारी निदेशक जिम पुकेट ने कोलंबिया में कार्टाटिना में कहा कि इस समझौते से यह सुनिश्चित किया जा सकेगा कि पुराने कम्प्यूटरों और  एस्बेस्टोस यानी सीमेंट की चादरों से लदे पुराने जहाज+ों जैसे विषैले औद्योगिक कचरे अब विकासशील देशों में न फेंके जाएं।
कार्टाटिना में संयुक्त राष्ट्र पर्यावरण सम्मेलन के प्रतिनिधि इस बात पर सहमत हो गए कि १९८९ की बेसल संधि में संशोधन की १७ और देशों द्वारा पुष्टि किये जाने के साथ ही यह प्रतिबंध लागू हो जाना चाहिए।

ट्यूनीशिया में जन विद्रोह के बाद एक ऐतिहासिक घटनाक्रम के तहत २१७ सदस्यों की संविधान सभा के १९९ सदस्य चुनने के लिए आज मतदान हो रहा है। हमारे संवाददाता ने बताया है कि ट्यूनीशिया के अंतरिम राष्ट्रपति फूएद मेबाज+ा ने कहा कि चुनाव के बाद वे अपना पद छोड़ देंगे।

लीबिया में अंतरिम परिषद के नेताओं ने विद्रोह को औपचारिक रूप से समाप्त करने के लिए आज की तारीख तय की है। इस विद्रोह से देश के पूर्व तानाशाह मुअम्मर गद्दाफी की ४२ वर्षों से चल रही हुकूमत खत्म हो गई। कई महीनों की भीषण लड़ाई के बाद विद्रोह के औपचारिक रूप से ख़त्म हो जाने पर देश में चुनाव कराने, नया संविधान तैयार करने और नई सरकार बनाने का रास्ता खुलेगा। अंतरिम परिषद के अधिकारियों ने बताया कि मुख्य समारोह प्रमुंख पूर्वी शहर बेंगाजी में आयोजित किया जाएगा।

तुर्की के सैनिकों ने इराकी सीमा के पास स्थित एक घाटी में घेराबंदी करके करीब ४९ कुर्द विद्रोहियों को मार गिराया है। तुर्की सेना ने अपनी वेबसाइट पर जारी बयान में कहा कि इराकी सीमा से लगे कुकुरका नगर के पास कज+ान घाटी में पिछले दो दिनों से जारी अभियान में ये विद्रोही मारे गए। हालांकि विद्रोहियों ने अभी इसकी कोई पुष्टि नहीं की है।

प्रतिष्ठित भारतीय प्रबंध संस्थानों और अन्य बिजनेस स्कूलों में दाखिले के लिए साझा प्रवेश परीक्षा कैट कल शुरू हुई। इस परीक्षा में पांच हजार छह सौ ९० उम्मीदवार शामिल हैं। कम्प्यूटर आधारित यह परीक्षा सुचारू रूप से हुई। लगभग दो लाख पांच हजार उम्मीदवारों ने इस परीक्षा के लिए पंजीकरण कराया है। इसके परिणाम अगले वर्ष ११ जनवरी को घोषित किए जाएंगे।

पूर्व राष्ट्रपति और प्रख्यात वैज्ञानिक डॉक्टर ए पी जे अब्दुल कलाम ने कहा है कि पूर्वोतर क्षेत्र के कानून के छात्रों को एक ऐसी परिकल्पना साकार करनी चाहिए जिससे क्षेत्र की अद्वितीय संस्कृति और जैव विविधता के संरक्षण के साथ-साथ पंचायत स्तर से ही न्याय प्रणाली लागू की जा सके। श्री कलाम ने कल असम में गुवाहाटी में राष्ट्रीय विधि विद्यालय और न्यायिक अकादमी के छात्रों को संबोधित करते हुए कहा कि पूर्वोतर क्षेत्र के लिए एक विशेष कानूनी तंत्र विकसित किया जाना चाहिए और इस बारे में समुचित संशोधन किये जाने चाहिए ताकि लोगों के लिए न्याय सुनिश्चित किया जा सके।

The National Development Council, NDC has fixed 9 per cent growth target for the 12th Plan with Prime Minister Manmohan Singh asking political parties to ensure that long-term goals do not become hostage to short-term interests. After the day-long deliberations during which non-UPA states attacked the union government over various issues, the Prime Minister said, the Commission will take note of their suggestions while drafting the 12th Plan from 2012 to 2017.
"Some states have raised concern that there should be no discriminatory treatment against any state. I wish to assure you that the centre is determined to treat all states of the union fairly or transparently."
The Prime Minister said, there are different views on some issues, but there is a broad agreement that the objectives laid out in the Approach Paper and the challenges identified therein should be the basis of finalising the 12th Plan. In his concluding remarks, Dr Singh asserted that the Centre is determined to treat all states in a fair and transparent manner in providing assitance. He said providng more support to the poorer states does not mean that the centre is discriminating against the advanced ones. The Prime Minister appealed to various stakeholders to reverse the mood of negativism and said elected governments can deliver only if the political process works to allow governments to function in a manner where the needs of long term development do not become hostage to short term concerns. Planning Commission Deputy Chairman Montek Singh Ahluwalia later told reporters that the 12th Plan would target a growth rate of 9 per cent, up from 8.2 per cent estimated during the 11th Plan.

In West Bengal, at least 31 people died and over 50 were injured when an old suspension bridge collapsed at Bijonbari under Darjeeling Sadar sub division last night. The toll is likely to increase as the condition of some of the injured is reported to be critical. The accident occured when a large number of people were crossing the old suspension bridge after witnessing three programmes in the area last night. Our correspondent has filed this report:

"The wooden bridge over the Rangeet river suddenly collapsed when hundreds of people were on it. Disaster Management Team, Civil Defence jointly conducted search operation in Rangeet river till late last night with flood light. But the darkness poised the problem the operation. The critically injured persons have been admitted into North Bengal Medical College and Hospital in Siliguri. The Chief Minister Ms. Mamata Banerjee, Railway Minister Mr. Dinesh Trivedi and Union Minister of State for Health Mr. Sudeep Bandopadhyay are reaching Siliguri today to see the injured persons in the hospital. In Chhattisgarh, at least 12 persons were killed and ten others injured when a train ran over them at the rail crossing of Bilaspur railway station last evening. IG (Railway) R K Devangan said that the gates of the crossing were closed as two trains were approaching the spot on parallel tracks. He said a group of over 20 people stepped onto the track to avoid a goods train that was coming on an adjacent track but were run over by the other train. The IG said, rescue teams from Raipur and Bilaspur have been dispatched to the spot. The Chhattisgarh government has announced an ex-gratia of 50,000 rupees each to the next of the kin of those killed in the accident.

The Karnataka High Court will take up tomorrow the bail plea of former Chief Minister, B S Yeddyurappa. His judicial custody was extended till the 3rd of next month by the Lokayuktha court in Bengaluru yesterday. Judge N K Sudhindra Rao also extended the custody of former Minister and MLA, Krishnaiah Setty. The court had remanded Yeddyurappa and Krishnaiah Setty to judicial custody in two cases of irregularities in denotification of land.

In Uttar Pradesh, talks between the Congress and the Ajit Singh led Rashtriya Lok Dal for poll adjustments for the coming Assembly elections are in the final stages. Our Lucknow correspondent reports that both the parties are trying for seat adjustments in the western districts. Although the Congress has already announced its candidates for a few constituencies in the western districts, it is ready to withdraw them after finalization of a poll alliance. Mr. Ajit Singh confirmed that his party is holding talks with the Congress on seat-sharing for the Assembly poll and will get to contest maximum number of seats from the region.

Over 170 countries have agreed to step up adoption of a global ban on dumping of hazardous wastes, including old computers and electronics in developing countries. The environmental group Basel Action Network had initiated the deal, which was brokered by Switzerland and Indonesia. Its Executive Director, Jim Puckett said in Cartagena, Colombia that the deal seeks to ensure that developing countries no longer become dumping grounds for toxic industrial waste such as old computers and obsolete ships laden with asbestos. Delegates at the UN environmental conference in Cartagena agreed that the ban should take effect as soon as 17 more countries ratify an amendment to the 1989 Basel Convention.

In a historic election after the public uprising, the Arab Spring, Tunisia votes to elect 199 members of the 217 member constituent Assembly today. The major contenders for power are Islamist Ennahda and the centrist and left wing parties like PDP. Tunisia's interim president Foued Mebazaa said he would step down after the elections. Turkish troops have killed at least 49 Kurdish rebels in a valley near the Iraqi border. The military said in Ankara that the rebels were killed in offensives in the past two days in the Kazan Valley region, near the town of Cukurca that borders Iraq. There is no confirmation of the deaths from the rebel group. On Wednesday, Turkey launched anti-rebel offensives involving around 10,000 troops both in south eastern Turkey and across the border in Iraq. The military operations began hours after 24 Turkish soldiers were killed in Cukurca by the rebels of the Kurdistan Workers' Party, or PKK.

Libya's National Transitional Council leaders will formally declare today the end of the uprising that toppled the country's former dictator, Moammar Gadhafi. The formal end of the revolution, after months of fierce fighting will clear the way for holding elections, write a new constitution and form a new government after 42 years of Gadhafi's rule. The National Transitional Council officials said the main ceremony will take place in the main eastern city Benghazi, that became the hub of the anti-government movement. The event will take place three days after Gadhafi was killed near his hometown, Sirte.

Bangladesh Finance Minister A.M.A Muhith has stressed the need for SAARC member states to give priority to five core areas of co-operation and regional integration which included security, connectivity and energy development. He made the remarks in Dhaka yesterday while addressing the opening session of the two day Fourth South Asia Economic Summit. Mr. Muhith said countries in the region need to also focus on food security to address the needs of the growing population. More from our correspondent:
"The Fourth South Asia Economic Summit is being organised in Dhaka ahead of the 17th SAARC summit to be held in Maldives in November. In addition to the plenary sessions, the conference involves nine parallel sessions focused on trade, investment, food security, flow of remittances, transport connectivity, energy security, management of water resources, impact of climate change and role of non state actors in development and democracy in South Asia. The Common Admission Test or CAT, for admission into the prestigious Indian Institutes of Management and other B-schools, kicked off yesterday with 5,690 candidates sitting for the test. Prometric, which has been conducting CAT online for the IIMs since 2009, said in a statement in New Delhi that the Computer-based examination went off smoothly. The cities in which the highest number of candidates are scheduled to take the online test till the 18th of next month are New Delhi, Bangaluru, Mumbai, Hyderabad and Pune. पश्चिम बंगाल के दार्जिलिंग सदर सब डिवीजन में बिजनबाड़ी में पुल गिरने से मरने वालों की संख्या ३४ हो गई है। १२० से अधिक घायलों को बिजनबाड़ी, दार्जिलिंग सदर अस्पताल, तथा नॉर्थ बंगाल मेडिकल कॉलेज  अस्पताल में दाखिल कराया गया है। सवेरे से ही सेना, पुलिस तथा कुछ अन्य संगठनों के बचाव दल तलाशी अभियान में लगे हुए हैं।
 पश्चिम बंगाल की मुख्यमंत्री ममता बैनर्जी ने इस घटना पर गहरा दुख व्यक्त किया है। उन्होंने कहा है कि घायलों के इलाज का सारा खर्च राज्य सरकार देगी। वे आज दुर्घटनास्थल पर जायेंगी और अस्पताल में घायलों का हालचाल पूछने भी जायेंगी। उनके साथ केन्द्रीय मंत्री दिनेश त्रिवेदी और सुदीप बन्दोपाध्याय भी जा रहे हैं। हमारे संवाददाता का कहना है कि कल रात इस इलाके में तीन कार्यक्रमों को देखने के बाद बड़ी संख्या में लोग वापस जाते हुए जब इस पुल से गुजर रहे थे तो यह पुराना सस्पेंशन ब्रिज टूट गया।

 दार्जिलिंग शहर से चालीस किलोमीटर दूर बिजनवाड़ी में एक ससपेंशन पुल लोगों की भीड़ के बोझ के कारण  ढह जाने से विभिन्न कार्यक्रम में भाग लेकर आ जा रहे करीब तीस लोगों की घटनास्थल पर ही मौत हो गई तथा चार अन्य लोगों की मौत विभिन्न अस्पतालों में हुई। कई घायल अन्य व्यक्ति विभिन्न अस्पतालों में भर्ती हैं। मुख्यमंत्री सुश्री ममता बैनर्जी ने उत्तर बंग विकास विभाग मंत्री गौतम देव एवं सिलीगुड़ी क्षेत्र के विधायक डॉ० जोधनाथ भट्टाचार्य को शीघ्र दार्जिलिंग जाने का निर्देश दिया है।  आकाशवाणी समाचार के लिए एस बी सोनवार, दार्जिलिंग से।

 राजस्थान में भवंरी देवी कांड के मुख्य आरोपी शहाबुद्दीन ने जोधपुर की अदालत में समर्पण कर दिया है। उस पर २५ हजार रूपये का इनाम था। शहाबुद्दीन ने मेट्रोपोलिटन मजिस्ट्रेट अलका गुप्ता की अदालत में आत्मसमर्पण किया। इस मामले में राजस्थान के पूर्व मंत्री महिपाल मदेरणा का हाथ भी बताया जाता है। दो अन्य आरोपी, सोहन लाल बिश्नोई और बलिया गिरफ्‌तार किये जा चुके हैं।
 आरोप है कि शहाबुद्दीन ने ही  भवंरी देवी को गायब किया। भवंरी देवी इस वर्ष पहली सितम्बर से लापता है ।

 राजस्व विभाग ने सेवा कर के ब्यौरों की फिर से जांच करने का फैसला किया है ताकि ऐसी नौ लाख इकाईयों का पता लगाया जा सके, जिन्होंने सर्विस टैक्स रिटर्न भरना बंद कर दिया है। २६ दिसंबर को कर जमा करने की आखिरी तारीख  के बाद, इन इकाईयों की जांच शुरू हो सकती है। इस वर्ष से सेवा-कर का ब्यौरा इंटरनेट के माध्यम से जमा करना अनिवार्य किया गया है।
 पहले इस कर का बयौरा दफ्तर जाकर जमा कराना पड़ता था, मगर अब इंटरनेट के जरिए ब्यौरा देना अनिवार्य होने के कारण चूक करने वालों की पहचान आसानी से की जा सकती है।
 चालू वित्त वर्ष के  बजट में, सेवा कर के तौर पर ८२ हजार करोड़ रूपये उगाहने का लक्ष्य रखा गया था। अब इसमें दस फीसदी का और इजाफा किया गया है।
 हमारे संवाददाता ने बताया है कि देश में पंजीकृत सेवा कर दाताओं  की संख्या १५ लाख ह,ै लेकिन केवल छह लाख ही सेवा कर का ब्यौरा दे रहे हैं। लगभग १२० प्रकार की सेवाओं पर दस प्रतिशत की दर से कर लिया जाता है। इनमें बैंकिंग, होटल और टेलीफोन सेवा भी शामिल हैं। वस्तुं और सेवा कर को भी शामिल करने के कारण सेवा कर का दायरा और बढ़ जायेगा।

 असम  २०१०-११ में  देश का सबसे बड़ा चावल उत्पादक राज्य रहा है। केन्द्रीय कृषि मंत्रालय के अनुसार असम को सौ में ९३ अंक मिले हैं। राज्य में २०१०-११ के दौरान लगभग ५१ लाख मीट्रिक टन चावल का उत्पादन हुआ। जो इससे पिछले साल की तुलना में लगभग साढे १५ प्रतिशत अधिक है।
 हमारे संवाददाता का कहना है कि राज्य में दूसरे अनाजों की पैदावार भी काफी बढ़ी है।

राष्ट्रीय कृषि विकास योजना, राष्ट्रीय खाद्य  सुरक्षा मिशन जैसे योजनाओं के सही परिकलन के साथ मशीन शिक्षायें, मशीनीकरण कार्यक्रम और उर्वरक के सही प्रयोग से असम में चावल के उत्पादन में वृद्धि आई है। प्रदेश के कृषि विभाग ने दो लाख ८५ हजार शेलो ट्यूबवेल्स और २२ हजार लो लिफ्‌ट पंप सेट की स्थापना की है। इससे छह लाख पंद्रह हजार हेक्टेयर जमीन पर सिंचाई की सुविधा मुहैया कराया गया। चावल के साथ असम में दूसरे अनाज के उत्पादन में भी वृद्धि हुई है। २०१०-२०११ वर्ष में ५४ लाख मीट्रिक टन अनाज का उत्पादन दर्ज किया गया है। जो पिछले वर्ष की तुलना में १५ प्रतिशत अधिक है। मानस प्रतिम शर्मा, आकाशवाणी समाचार, गुवाहाटी।

 लीबिया में अंतरिम परिषद के नेताओं ने विद्रोह को औपचारिक रूप से समाप्त करने के लिए आज की तारीख तय की है। इस विद्रोह से देश के पूर्व तानाशाह मुअम्मर गद्दाफी की ४२ वर्षों से चल रही हुकूमत खत्म हो गई। कई महीनों की भीषण लड़ाई के बाद विद्रोह के औपचारिक रूप से ख़त्म हो जाने पर देश में चुनाव कराने, नया संविधान तैयार करने और नई सरकार बनाने का रास्ता खुलेगा। अंतरिम परिषद के अधिकारियों ने बताया कि मुख्य समारोह प्रमुंख पूर्वी शहर बेंगाजी में आयोजित किया जाएगा। यह शहर सरकार विरोधी आंदोलन का केन्द्र बन गया था। यह समारोह गद्दाफी की उनके गृह नगर सिरते में हत्या किये जाने के तीन दिन बाद होगा।
 मुअम्मर गद्दाफी को पकड़ने वाली सेना के कमांडर ओमरान अल ओवैब ने गद्दाफी की मौत के घटनाक्रम का ब्यौरा देते हुए कहा कि यह बताना मुश्किल है उनकी मौत की वजह बनी गोली किसने चलाई।
 इस बीच, गद्दाफी के पोस्टमार्टम के बारे में अनिश्चितता बनी हुई है। गद्दाफी और उनके बेटे मुतस्सिम के शव मिसराता में मांस रखने वाली एक सुरक्षित जगह पर रखे गये हैं।

 ट्यूनीशिया में आज २१७ सीटों वाली एसेम्बली के लिए चुनाव हो रहे हैं। देश में ७० लाख से अधिक मतदाता हैं। नई एसेम्बली अंतरिम सरकार की नियुक्ति करेगी और एक वर्ष के भीतर नया संविधान तैयार करेगी। चुनाव में सौ से अधिक दल हिस्सा ले रहे हैं। कई निर्दलीय भी मैदान में हैं। सैकड़ों विदेशी प्रेक्षक इन चुनावों पर नजर रखे हुए हैं।

 पाकिस्तानी सेना ने संघर्ष विराम का उल्लंघन करते  हुए कल रात जम्मू कश्मीर के पुंछ जिले से लगी नियंत्रण रेखा के पास भारतीय चौकियों पर गोलीबारी की। आतंकवादियों की घुसपैठ रोकने की भारतीय सैनिकों की कार्रवाई के दौरान, पाकिस्तानी सेना ने गोली चलाई। सेना के प्रवक्ता कर्नल अरोड़ा के अनुसार पाकिस्तानी सैनिकों की गोलीबारी के बावजूद, घुसपैठ की यह कोशिश नाकाम कर दी गई। दोनों तरफ से करीब एक घंटे तक गोलीबारी हुई। जानमाल के नुकसान की कोई खबर नहीं है। पिछले एक महीने में पाकिस्तानी सेना द्वारा संघर्ष विराम का यह दूसरा उल्लंघन है।

    जम्मू-श्रीनगर राष्ट्रीय राजमार्ग पर एक  बस के खड्ड में गिरने के कारण कम से कम सात लोग मारे गए और २५ घायल हो गए।   अनंतनाग से जम्मू आ रही ये बस, जम्मू से ४० किलोमीटर दूर, नंदी में एक गहरे खड्ड में जा गिरी। तीन लोगों की मौके पर ही मौत हो गयी। चार घायलों ने  गर्वनमेंट मेडिकल कॉलेज अस्पताल में दम तोड़ दिया।

यूरोप के वित्तीय संकट से निपटने के उपायों पर विचार के लिए, आज यूरोपीय संघ के सभी २७ देशों के नेताओं की  ब्रसेल्स में बैठक हो रही है। ब्रिटेन के प्रधानमंत्री भी इस बैठक में शामिल हो रहे हैं। बैठक से पहले, जर्मनी की चांसलर एंगेला मर्कल ने कहा कि उन्हें पूरा विश्वास है कि सभी नेता, यूरो को बचाने के लिए बुधवार तक कोई न कोई योजना बना लेंगे। ब्रिटेन के वित्तमंत्री जार्ज ऑसबोर्न ने कहा कि उनका देश इस संकट के समाधान के लिए पूरा जोर लगाएगा। वित्तमंत्रियों के बीच हुए अंतरिम समझौते के अनुसार कर्जदार देशों को संभावित घाटे से बचाने के लिए यूरोपीय बैंकों को १०० अरब से अधिक यूरो की नई पूंजी जुटाने की अनुमति दी जानी चाहिए। आज, उन देशों की भी विशेष बैठक होगी जहां यूरो मुद्रा का चलन है। बुधवार को एक  बैठक और होगी।

 केरल में कोच्चि अंतर्राष्ट्रीय हवाई अड्डे से दो लोगों को लगभग दस लाख रूपये की भारतीय और विदेशी मुद्रा के साथ हिरासत में लिया गया है। कोच्चि के ये दोनों यात्री कोलंबो की उड़ान पकड़ने वाले थे। बरामद राशि बैग में छिपाकर रखी गई थी। कोलंबों से जाली भारतीय नोट लाये जाने की खुफिया रिपोर्टों के मद्देनजर सुरक्षा अधिकारी चौकसी बनाए हुए हैं।

  बैंकाक से दुबई जा रहे एमिरेट्स एयरलाइंस के एक यात्री विमान को आज तड़के लगभग पौने चार बजे तकनीकी कारणों से  हैदराबाद हवाई अड्डे पर आपात स्थिति में उतारना पड़ा। एयरलाइंस  के प्रवक्ता के अनुसार  इस ए-३८० विमान के सभी यात्री सुरक्षित हैं और उन्हें हवाई अड्डे पर ही ठहराया गया है। ज्यादातर यात्री विदेशी हैं। इस घटना के कारणों की जांच की जा रही है।

 केन्द्र ने, खनिज संपदा से समृद्ध राज्यों में, खनन से संबंधित रियायतों  के आवेदनों को मंजूरी  देने  में देरी पर चिंता व्यक्त की है और सभी आवेदन जल्दी निपटाने को कहा है। एक सरकारी विज्ञप्ति में कहा गया है कि ११ राज्यों में खानों की लीज की करीब ३१ हजार, और लाइसेंस की लगभग साढ़े १५ हजार अर्जियों सहित ४६ हजार आठ सौ से अधिक आवेदनों पर पिछले तीन-चार साल से कोई कार्रवाई नहीं की गयी है। आंध्र प्रदेश, गुजरात,  झारखंड, कर्नाटक, मध्य प्रदेश और ओडिशा में यह स्थिति और गंभीर है। नियमों के अनुसार, ऐसे आवेदन छह से १२ महीने के भीतर निपटाये जाने चाहिएं।

 केन्द्रीय अक्षय ऊर्जा मंत्री फारूख अब्दुल्ला ंने कहा है कि सरकार देश में सौर ऊर्जा परियोजनाओं में तेजी ला रही है। डॉ० अब्दुल्ला ने नई दिल्ली में संवाददाताओं से कहा कि केन्द्र ने २०२० तक २० गीगावाट सौर ऊर्जा के उत्पादन की क्षमता स्थापित करने का लक्ष्य रखा है। उन्होंने कहा कि सरकार सभी मोबाइल फोन टावरों पर डीजल पावर जनरेटर की जगह सौर पैनल स्थापित करना चाहती है।

 चीन के शोध कर्ताओं ने चेतावनी दी है कि तिब्बती पठार के ग्लेशियर, पृथ्वी का तापमान बढ़ने के कारण, अधिक तेजी से पिघल रहे हैं। ये ग्लेशियर, चीन और भारतीय उपमहाद्वीप की अधिकांश नदियों के स्त्रोत हैं। लेकिन इस चेतावनी में तिब्बत से निकलने वाली ब्रहमपुत्र और सतलुज नदियों का कोई उल्लेख नहीं है।

    ओडिशा की चिल्का झील में प्रवासी पक्षियों का आना शुरू हो गया है। ११ सौ वर्ग किलोमीटर में फैली इस झील के नालबाना द्वीप में  बड़ी    संख्या में कई तरह के पक्षी देखे गए हैं।  झील के दूसरे हिस्सों में अभी ऐसे पक्षी नजर नहीं आए हैं।

In West Bengal, the death toll in last night’s suspension bridge collapsed at Bijanbari under Darjeeling sadar sub division in the district, has risen to 34. Over 120 injured in the incident have been admitted in Bijanbari, Darjeeling sadar hospital and in North Bengal medical College and hospital in Siliguri. According to Sub Divisional officer, Darjeeling Sadar Sub division, Tamal Das, the last minute search and rescue operation with the help of the Army police and some other organisations, is on since this morning. The Rescue operation was carried the whole night. He said, there was no report of any missing person in the incident.
West Bengal Chief Minister Mamata Banerjee has expressed shock over the accident and said, the state government will bear the cost of treatment of the injured. She will be visiting today the accident site and the hospitals where the injured are undergoing treatment . Union Ministers Dinesh Trivedi and Sudip Bandopadhaya will accompany her. A Report:

"A suspension bridge packed with a festive crowd caved in 40 Km from Darjeeling town at Bijanbari last night killing at least 30 people on the spot and injuring several persons. The bridge connecting Bijanbari with Chungthung was constructed by
Darjeeling Zilla Parishad in 1972. There was large crowed who had gathered to witness the cultural programme and Diwali Mela and also the foundation laying ceremony of Bijanbari degree college building at new place in the area. In a major development, Shahbuddin, the key suspect in the Bhanwari Devi missing case has surrendered before a Jodhpur court. Shahbuddin, carrying a reward of 25,000 rupees on his head, surrendered before Metropolitan Magistrate (Economic Offences) Alka Gupta who is dealing with the CBI cases in the absence of the CBI Magistrate. A history-sheeter, Shahbuddin is the main accused in the case in which former Rajasthan minister Mahipal Maderna is allegedly involved. Two accused, Sohan Lal Bishnoi and Balia, have already been arrested and are in judicial custody. Shahbuddin was alleged to be the executor of the offence and was being searched after Bhanwari Devi went missing on September one.

The Revenue Department has decided to cross check service tax returns in order to locate 9 lakh entities that have stopped filing returns. E -filing has been made mandatory from this year and the exercise of cross checking is likely to start after December 26, the last date for e-filing.
According to official sources, earlier the returns were filed manually. But due to mandatory e-filing the defaulters can be easily located. The Budget target for service tax collection was 82,000 crore rupees for the fiscal, but now it has been increased by 10 per cent. Our correspondent adds that according to data, there are 15 lakh registered service tax payers in the country, however, only six lakh service tax payers are filing returns. The tax, at a rate of 10 per cent, is imposed on about 120 services, like banking, hotel and telephony. However, with the implementation of Goods and Services Tax the scope of service tax will be widened.

In Jammu and Kashmir, at least seven persons were killed and 25 injured when a passenger bus rolled down into a gorge on the Jammu-Srinagar national highway today. According to official sources the bus which was coming to Jammu from Anantnag skidded off the road and rolled down into a deep gorge at Nandi, 40 km from Jammu. While three people died on the spot, four others succumbed to their injuries in Government Medical College, Hospital where the injured were shifted. Condition of some of the injured is stated to be critical. Rescue operations are still going on at the site of the accident. Death toll may rise. Further details are awaited.

Violating the ceasefire again, Pakistani troops resorted to firing on Indian forward posts along the Line of Control in Jammu and Kashmir's Poonch district after the army detected an infiltration bid by terrorists. According to Army spokesman Col. Arora, a group of infiltrators supported by cover firing from across the Line of Control, tried to sneak into the Indian territory late last night but the alert Army troops thwarted the attempt of Pakistani troops to push infiltrators into this side. On seeing the suspicious movement the Army also retaliated to push back the infiltrators. The exchange of fire continued for about an hour. No loss of life was reported in the exchange of fire. This is the second ceasefire violation by Pakistani troops in the last one month.

The Centre has expressed concern over several pending applications for mineral concessions in mineral-rich States. It has asked the concerned State governments to expedite their disposal. An official release says, a huge 46,885 applications including about 31,000 for Mining Lease and about 15,500 for Prospecting license are pending for the last three-four years at 11-mineral bearing States. The situation of backlog is particularly worrisome in Andhra Pradesh, Gujarat, Jharkhand, Karnataka, Madhya Pradesh and Odisha. A majority of 46,885 including 452 Reconnaissance Permits are pending in these States. Mining Lease is granted for undertaking operations for extracting minerals while Prospecting License is granted for undertaking operations for purpose of exploring.

A Dubai-bound Emirates Airlines flight from Bangkok, with 481 passengers on board, made an emergency landing at Hyderabad airport in the early hours today due to some technical reasons. According to an airline spokesperson, the A380 Emirates flight landed safely at the Hyderabad International Airport at 3.40 am hours. The spokesperson said, all the passengers, mostly foreign nationals, were deboarded immediately from the aircraft and have been provided accommodation at the airport. The reasons for the plane making an emergency landing are also being looked into.

Over 170 countries have agreed to step up adoption of a global ban on dumping of hazardous wastes, including old computers and electronics in developing countries. The environmental group Basel Action Network had initiated the deal, which was brokered by Switzerland and Indonesia. Its Executive Director, Jim Puckett said in Cartagena, Colombia that the deal seeks to ensure that developing countries no longer become dumping grounds for toxic industrial waste such as old computers and obsolete ships laden with asbestos. Delegates at the UN environmental conference in Cartagena agreed that the ban should take effect as soon as 17 more countries ratify an amendment to the 1989 Basel Convention.

American Secretary of State, Hillary Clinton has warned Tajikistan and Uzbekistan against restrictions on religious freedom. Chinese researchers have warned that glaciers in southwest Qinghai-Tibetan Plateau, a key source of major rivers in the country and those in the Indian subcontinent, are melting "faster than ever" under the influence of global warming. There is however no mention about the possible affects on Brahmaputra and Sutluj rivers which also emanate from Tibet. Results from the study show that a large area of the glaciers has melted in the 2,400-square-kilometre region. A senior engineer with the provincial surveying and mapping bureau, said about 5.3 per cent, or 70 square kilometres, of the glaciers in Yangtze headwaters had melted away over the past three decades. The cluster of some 80 glaciers around the Aemye Ma-chhen Range, the source of the Yellow River headwaters, is shrinking especially fast.

Assam has been ranked 1st in rice production in 2010-11 by the Union Agriculture Ministry. A statement released by the state Agriculture department said that the State scored 93 points out of one hundred to get the first rank. The department also said that the state has produced around 51 lakh Metric ton rice in 2010-2011 which is 15.4 percent higher than the year-ago period. भारतीय सेना का एक हैलीकॉप्टर, जो आज पाक अधिकृत कश्मीर में प्रवेश कर गया था और उसे पाकिस्तानी सेना ने उतरने को मजबूर कर दिया था, अब उसे छोड़ दिया गया है। हैलीकॉप्टर सभी सैन्य अधिकारियों सहित भारत वापस आ गया है। सेना के जनसम्पर्क अधिकारी ने नई दिल्ली में हैलीकॉप्टर के वापस आने की पुष्टि की और कहा कि आज शाम छह बजे हैलीकॉप्टर जम्मू-कश्मीर के करगिल क्षेत्र में वापस आ गया। विदेश मंत्रालय ने पाकिस्तान के विदेश मंत्रालय को इस मामले को जल्दी सुलझाने के लिए धन्यवाद दिया है।
इससे पहले, हैलीकॉप्टर में सवार चार लोगों को पाकिस्तानी सेना ने अपने कब्जे में ले लिया था। पाकिस्तानी सेना का आरोप था कि हैलीकॉप्टर ने उनके क्षेत्र का उल्लंघन किया है।

सरकार ने पोलियो के किसी ताजा मामले को सार्वजनिक स्वास्थ्य आपात मामले के रूप में लेने का फैसला किया है ताकि देश में जल्द से जल्द पोलियो पूरी तरह समाप्त किया जा सके। केन्द्र ने पोलियो वाले क्षेत्रों में बच्चों को पोलियो से बचाने के लिए तैयार रहने की आपात योजना बनाई है। विश्व पोलियो दिवस के अवसर पर स्वास्थ्य और परिवार कल्याण मंत्री गुलाम नबी आजाद ने कहा है कि नवजात बच्चों और दूसरे स्थानों से आने वाले लोगों सहित पोलियो से प्रभावित होने वाले लोगों में पोलियो वायरस का संचार रोकने और पोलियो मामले की रोकथाम के लिए कोशिशें और तेज की जाएंगी। इण्टरनेशनल मानिटिरिंग बोर्ड ऑफ द ग्लोबल पोलियो इराडिकेशन इनिसिएटिव ने अपनी ताजा रिपोर्ट में कहा है कि भारत ने पोलियो उन्मूलन में निरंतर प्रगति की है।

महाराष्ट्र में कुपोषण की समस्या से निपटने के लिए राज्य के स्वास्थ्य विभाग ने ÷राजमाता जिजा कुपोषण मुक्त ग्राम अभियान' शुरू किया है। इसके तहत कुपोषण से मुक्त होने वाले गांवों को नकद पुरस्कार दिए जाएंगे। हाल में राज्य में कुपोषण मामले में तेजी आने के बाद राज्यव्यापी अभियान शुरू किया गया है। देश में पहली बार इस तरह की योजना शुरू की गई है।

पश्चिम बंगाल की मुख्यमंत्री ममता बनर्जी ने दार्जिलिंग जिले के बिजनबाड़ी में पुल गिरने की घटना में मारे गए लोगों के परिजनों को दो-दो लाख रुपये और गंभीर रूप से घायलों को पचास-पचास हजार रुपये मुआवजे के रूप में देने की घोषणा की है। सरकारी सूत्रों के अनुसार शनिवार रात को हुई इस दुर्घटना में मृतकों की संख्या बढ़कर ३३ हो गई है।

सरकार खाद्य पदार्थों की महंगाई कम करने के लिए कदम उठा रही है। राजस्व अधिकारियों के साथ कोलकाता में एक समीक्षा बैठक के बाद वित्त मंत्री प्रणब मुखर्जी ने कहा कि खाद्य पदार्थों की महंगाई का दहाई के अंकों में पहुंचना बहुत चिंता का विषय है। उन्होंने कहा कि आपूर्ति की स्थिति को सुधारने के लिए कुछ उपाय किए गए हैं। मांग की स्थिति को लेकर भी भारतीय रिजर्व बैंक ने उचित कदम उठाए हैं।

तुर्की में आए भयंकर भूकंप में वान शहर तबाह हो गया है। शुरूआती खबरों में एक हजार से ज्यादा लोगों के मारे जाने की आशंका जाहिर की गई है। उप प्रधानमंत्री बेसिर अताले के मुताबिक शहर की ४५ से ज्यादा इमारतें ढह गई हैं। सरकारी सूत्रों के मुताबिक सात दशमलव तीन तीव्रता वाले इस भूकंप से बड़ी तबाही हुई है। फिलहाल मरने वालों की सही तादाद जारी नहीं की गई है। लेकिन अर्थक्वेक रिसर्च इंस्टीट्यूट ने फिलहाल एक हजार लोगों के मरने की आशंका जताई है। भूकंप भारतीय समय के मुताबिक करीब चार बजे वान शहर से लगभग १९ किलोमीटर दूर आया। इसका केन्द्र ईरान सीमा से लगते तबनली कस्बे में जमीन से छह किलोमीटर नीचे था। १५ मिनट बाद पांच दशमलव छह तीव्रता वाला एक और जबर्दस्त झटका आया।
राहत और बचाव कार्य शुरू हो गए हैं। प्रधानमंत्री अर्दोगान भी वान पहुंच रहे हैं।

अफगानिस्तान के आंतरिक मामलों के मंत्री बिस्मिल्ला खान आज अफगानिस्तान के परवान प्रांत में बाल-बाल बच गए। उन पर जानलेवा हमला करने की कोशिश की गई। आंतरिक मंत्रालय के प्रवक्ता सिद्दिक सिद्दिकी ने इस बात की पुष्टि की है कि श्री खान की हत्या करने की कोशिश नाकाम रही। सूत्रों के अनुसार, हमला उस समय हुआ, जब श्री खान का काफिला काबुल के पास परवान में नमाज के लिए रूका। तभी एक आत्मघाती हमलावर एक पुल के नीचे से निकल कर काफिले की तरफ बढ़ा। मंत्री के अंगरक्षकों ने हमलावर को देख लिया और इससे पहले कि वह अपनी छाती पर बंधे बम का विस्फोट कर पाता, अंगरक्षकों ने उसे मार डाला।

रूस ने शंघाई सहयोग संगठन-एससीओ की सदस्यता के लिए अफगानिस्तान का समर्थन किया है। ये बात रूस के, अफगानिस्तान में विशेष दूत जमीर केबेलो ने कल काबुल में राष्ट्रपति हामिद करजई के साथ बैठक में बताई। अफगानिस्तान के राष्ट्रपति कार्यालय द्वारा जारी एक प्रैस विज्ञप्ति में कहा गया है कि उन्होंने मध्य एशिया से दक्षिण एशिया तक बिजली की ट्रांसमिशन लाइन के निर्माण और अगले महीने होने वाले इस्ताम्बुल सम्मेलन के बारे में विचार-विमर्श किया।

पाकिस्तान के पूर्व प्रधानमंत्री जुल्फिकार अली भुट्टो की बेगम नुसरत भुट्टों का आज दुबई में बीमारी के बाद देहान्त हो गया। वे ८२ वर्ष की थी। उनका जन्म २३ मार्च १९२९ को ईरान में हुआ था। उन्होंने श्री भुट्टो से १९५१ में विवाह किया था। वे पाकिस्तान के पूर्व प्रधानमंत्री दिवंगत बेनजीर भुट्टो की मॉं थी।

कश्मीर घाटी में पहला हिमपात हुआ है और मैदानी इलाकों में रूक-रूक कर वर्षा हो रही है। हमारे संवाददाता ने खबर दी है कि इससे तापमान में दस डिग्री सेल्सियस तक की गिरावट आ गई है।

श्रीनगर और घाटी के अन्य मैदानी इलाकों में पिछले दो दिन में भारी वर्षा हुई जबकि पहाड़ी इलाकों में मौसम का पहला हिमपात हुआ। घाटी में दिन के तापमान में दिन के तापमान में १० डिग्री सेल्सियस की कमी हुई। लोग गर्म कपड़े पहनने और गर्मी के अन्य उपाय करने पर बाधित हुए। गुलमर्ग जैसे पर्यटक स्थलों पर पर्यटकों ने हिमपात का लाभ उठाया। इस समय की वर्षा और हिमपात को घाटी में रबी की फसलों के लिए लाभदायक माना जा रहा है।

असम २०१०-११ में देश का सबसे बड़ा चावल उत्पादक राज्य रहा है। केन्द्रीय कृषि मंत्रालय के अनुसार असम को सौ में ९३ अंक मिले हैं। राज्य में २०१०-११ के दौरान लगभग ५१ लाख मीट्रिक टन चावल का उत्पादन हुआ। जो इससे पिछले साल की तुलना में लगभग साढे १५ प्रतिशत अधिक है।
हमारे संवाददाता का कहना है कि राज्य में दूसरे अनाजों की पैदावार भी काफी बढ़ी है।
राष्ट्रीय कृषि विकास योजना, राष्ट्रीय खाद्य सुरक्षा मिशन जैसे योजनाओं के सही परिकलन के साथ मशीन शिक्षायें, मशीनीकरण कार्यक्रम और उर्वरक के सही प्रयोग से असम में चावल के उत्पादन में वृद्धि आई है। प्रदेश के कृषि विभाग ने दो लाख ८५ हजार शेलो ट्यूबवेल्स और २२ हजार लो लिफ्‌ट पंप सेट की स्थापना की है। इससे छह लाख पंद्रह हजार हेक्टेयर जमीन पर सिंचाई की सुविधा मुहैया कराया गया। चावल के साथ असम में दूसरे अनाज के उत्पादन में भी वृद्धि हुई है।

The Indian Army chopper that strayed into Pakistan-occupied Kashmir and was forced to land by the Pakistan military, has been released along with its occupants and has returned to India. The Army's public relations officer in New Delhi confirmed this and said, it returned to Kargil in Jammu and Kashmir around 6 this evening. The External Affairs Ministry has thanked the Pakistan foreign ministry for sorting out the issue in a short time. Earlier, the four-member crew were taken into military custody after the Pakistan Army alleged that the chopper had violated its airspace in the Kargil sector. In New Delhi, Indian Army sources said bad weather could be a reason behind the Cheetah helicopter's entry into PoK in the GULTARI sector. The detained Indian Army personnel included a colonel, two majors and a junior commissioned officer. The Cheetah helicopter belonging to the Army's Aviation Corps was on a routine administration and maintenance flight . The helicopter was moving from Leh to Bimbat, to rectify another Cheetah helicopter which had landed there due to a technical snag. The incident took place at approx 1320 hrs today.

Bhutan King, Jigme Khesar Namgyel Wangchuck arrived New Delhi today on a nine-day state visit. During his visit, the king will hold talks  with the Prime Minister Dr. Manmohan Singh tomorrow. Several Union Ministers will also call on him to exchange views on issues of mutual interest. He will be accorded ceremonial reception at Rashtrapati Bhawan tomorrow. The King is accompanied by the Queen. This is the first visit abroad of the king after the Royal Wedding on 13 of this month. The couple will also go to Jaipur, Jodhpur and Udaipur during their stay.

In Turkey, an earthquake of 7.3 magnitude rocked eastern part of the state today. The head of a seismological institute in Istanbul Professor Mustafa Erdik,   told   at  a news conference that about  1,000 people  feared  dead in  the calamity Emergency workers battled to rescue people trapped in buildings in the city of Van and surrounding districts on the
banks of Lake Van, near Turkey's border with Iran.     Deputy Prime Minister Besir Atalay told reporters that  some 10 buildings collapsed in Van city and about 25-30 buildings were brought to the ground in the nearby district of Ercis. Prime Minister Tayyip Erdogan was travelling to Van and the cabinet was expected to discuss the quake at a meeting called for tomorrow morning. Turkey's Red Crescent said one of its local teams is helping to rescue people from a student residence in Ercis. It said it was sending tents, blankets and food to the region. More than 20 aftershocks shook the area, further unsettling residents who ran out on the streets when the initial strong quake struck. Television pictures showed rooms shaking and furniture falling to the ground as people ran from one  building. Turkish media said phone lines and electricity had been cut off. The quake's epicenter was at the village of, 20 km north of Van city.

The government will hold talks with the banned United Liberation Front of Assam, ULFA on Tuesday. The ULFA team, led by Arabinda Rajkhowa and representatives of Centre and Assam government, including Interlocutor P C Halder are also expected to deliberate on various aspects of the Suspension of Operations. The Suspension of Operation pact was signed by the representatives of central and Assam governments and ULFA in September this year. Under the pact assurances were given that that the outfit will not carry out any subversive activities till finding a political solution to the vexed insurgency problem and the security forces will also not take any action against the ULFA cadres. Pro talk ULFA leaders will discuss with government representatives various aspects of the group's charter of demands which sought amendment in the Constitution for finding meaningful ways to protect the rights and identity of the indigenous people of Assam. According to the source, surrender of arms and ammunition and total halt of operations by security forces against the pro-talk faction are some of the key issues which are expected to be discussed during the talks. In its 'charter of demands', the ULFA has also demanded change of rules and law and said a solution to their demands was not possible under the provisions of the existing Constitution. Before the formal talks on Tuesday, both sides are likely to hold informal talks to acquaint themselves with each others views. Our correspondent reports that the ULFA has entered into formal peace talks with the government after a 32-year-old violent insurgency movement.

The Government is taking steps to reduce food inflation. Talking to Newspersons in Kolkata on the sidelines of a review meeting with revenue officials Union Finance Minister Pranab Mukherjee has said rise in food inflation to double digit is a matter of grave concern. Finance Minister also said he would discuss with Prime Minister Manmohan Singh the plea by Chief Minister Mamata Banerjee for a financial package to bail West Bengal out of its economic woes, but "would not commit" anything right now.

The Government has decided to treat any fresh case of polio as a public health emergency in order to achieve complete polio eradication in the country at the earliest. The Centre has also prepared an Emergency Preparedness and Response Plan to intensify measures to build the immunity of children against polio in all high risk areas. On the eve of World Polio Day,  Health and Family Welfare Minister Ghulam Nabi Azad has said that efforts will be further intensified to stop any residual polio virus circulation and to prevent any polio case in the most vulnerable populations including the newborns and the migrants. The International Monitoring Board of the Global Polio Eradication Initiative in its latest report has also said that India stands alone as the country that has made consistent progress in polio eradication over a prolonged period of time. According to an official release, only one polio case has been detected so far this year in the country making it the longest polio-free period ever since the launch of the eradication drive. The only case of polio reported this year has been from Howrah district in West Bengal

Tunisians are turning out in large numbers, and expressing excitement and pride at the chance to choose among multiple political parties for the first time since independence in 1956. More than 100 parties are fielding candidates in today election. In previous polls, only ruling party candidates were allowed to run. This is the first vote of the Arab Spring, a little more than nine months after Tunisians overthrew longtime dictator Zine el Abidine Ben Ali. Voters are electing a 217-seat Constituent Assembly, to be given the tasks of naming an interim government and drawing up a new constitution for the North African country.

Afghan Interior Minister Bismulla Khan escapes an attempt on his life in Parwan province of Afghanistan today. According to the sources the attack happened when the Interior Minister’s convoy stopped for prayers in Parwan near Kabul and a suicide bomber hiding under a bridge approached the convoy. The bodyguards of the Interior Minister shot the attacker dead before he could detonate his suicide vest.

Afghanistan has described yesterday’s preparatory meeting for the Istanbul conference in Kabul a good step towards a better understanding among the countries of the region. Afghanistan Deputy Foreign Minister Mr. Jawed Ludin said peace and prosperity of Afghanistan is directly related to the peace and prosperity of the region and the Istanbul conference will provide an opportunity to make it a reality. Senior representatives of India, Iran, Pakistan, China, Kazakhstan, Kyrgyzstan, Turkey, Kurkmenistan, Uzbekistan and the UAE attended the morning session. Our Kabul correspondent reports that the Istanbul conference for security and co-operation in Afghanistan is scheduled for November 2 under the joint chairmanship of Afghanistan and Turkey.
The preparatory meeting of Istanbul Conference was held to create a joint vision on preparing a draft for regional cooperation in Afghanistan. The meeting also focussed on building a trust among the Central Asian and other neighboring countries of Afghanistan. As a regional partner, India has participated in almost all meetings on AfghanistanIndia has emerged as major stakeholder and the biggest donor of Afghanistan. In Libya, the formal ceremony to declare the full liberation of Libya by the ruling Transitional National Council has begun at Kish Square in Bengazi. Top brass of TNC including Chairman Mustafa Abdel Jalil, acting Prime Minister along with thousands of their supporters have gathered at the birth place of the rebellion against Gaddafi regime. A 200 member National Council will be elected over the next 8 months to write the constitution and appoint a new Prime Minister to form the Government. Back Home, The West Bengal Chief Minister Ms.Mamata Banerjee has announced a compensation of rupees two lakh to the next of kin of the deceased and rupees 50000 to the seriously injured in the bridge collapse  at Bijanbari in Darjeeling district on Saturday night. The official sources said that  the death toll in the mishap mounted to 33.  
The death toll in today’s bus accident in Jammu Division has risen to eight with a pregnant woman succumbing to her injuries in the hospital. The accident occurred on the Jammu-Srinagar National Highway this morning when a passenger bus from Anantnag to Jammu carrying labourers had skidded off the road and rolled down into a gorgeat Nandni about 40 kms from Jammu. The dead include five children and three women.

Inclement weather and snowfall on mountain peaks are hampering the search operation of the IAF to locate its MiG-29 fighter aircraft that crashed in Lahaul and Spiti mountains of Himachal Pradesh. The aircraft took off from Adampur Air Base near Jalandhar in Punjab on Tuesday. The search operation is still on.
