 वित्तमंत्री प्रणब मुखर्जी ने देश के प्रमुख उद्योगपतियों से भारतीय अर्थव्यवस्था में फिर तेजी लाने के लिए सरकार को सुझाव देने को कहा है। कल नई दिल्ली में प्रमुख उद्योगपतियों के साथ बैठक में श्री मुखर्जी ने कहा कि आर्थिक सुधार जारी रहेंगे।

 सरकार और उद्योग जगत मिल कर मुश्किलें हल कर लेंगे ९० के दशक की शुरूआत में जो विकास का सफर शुरू हुआ था जिसके हम विश्व की उभरती हुई अर्थवस्थाओं में सबसे तेजी से विकासशील देशों में शामिल हुए वह जारी रहेगा।
 उन्होंने कहा कि वैश्विक माहौल की अनिश्चितता और घरेलू कर्ज के मंहगे होने से, कुछ हद तक,  कारोबार की धारणा मंद पड़ी, लेकिन अर्थव्यवस्था बुनियादी तौर पर मजबूत है। उन्होंने कहा कि नीतियों में गतिशीलता और संस्थागत प्रक्रिया में कमी की आलोचना, तथ्यों की जगह अनुमानों पर ज्यादा आधारित है।
 उद्योगपतियों ने विचार विमर्श पर संतोष व्यक्त करते हुए कहा कि आर्थिक विकास को बल देने के लिए वे भरपूर सहयोग करेंगे।
 इंफोसिस के पूर्व अध्यक्ष नारायण मूर्ति ने भी उद्योग जगत के बारे में यही भावना व्यक्त की।

 मैं कहूंगा कि हम सब ने बहुत अच्छा और बहुत सकारात्मक मेहसूस किया है। हम महसूस करते हैं कि सरकार और उद्योग जगत के बीच का भी सहयोग है।

 संसद के मॉनसून अधिवेशन के दूसरे दिन आज दोनों सदनों में कार्यवाही शुरू होगी। दिवंगत सदस्यों को श्रद्धांजलि देने के साथ ही कल दोनों सदनों की बैठक आज तक के लिए स्थगित कर दी गई थी। राज्यसभा में बहुजन समाज पार्टी के सदस्य नये केंद्रीय भूमि अधिग्रहण विधेयक की मांग को लेकर अध्यक्ष के आसन के पास पहुंच गए।
 प्रधानमंत्री डॉ. मनमोहन सिंह ने संसद के बाहर संवाददाताओं से कहा कि उनकी हार्दिक इच्छा है कि अधिवेशन सुचारू रूप से चले और संसद में राष्ट्रीय महत्व के सभी मामलों पर चर्चा हो। डॉ. सिंह ने कहा कि सरकार विपक्ष की ओर से उठाये जाने वाले किसी भी मसले पर चर्चा के लिए तैयार है। उन्होंने राष्ट्र के समक्ष मौजूद प्रमुख समस्याओं से सामूहिक रूप से निपटने के लिए विपक्ष सहित संसद के सभी वर्गों से एकजुट हो जाने की अपील की। लोकसभा अध्यक्ष मीरा कुमार ने कहा कि उन्हें सदन में सुचारू रूप से कामकाज होने की उम्मीद है, क्योंकि सभी नेताओं ने उन्हें इस बारे में आश्वस्त किया है।

   मानव संसाधन विकास मंत्रालय से संबद्ध स्थायी संसदीय समिति ने, विभिन्न तकनीकी और चिकित्सा संस्थानों की ओर से वसूली जा रही कैपिटेशन फी को गंभीरता से लेते हुए, इन संस्थानों पर जुर्माना लगाने की सिफारिश की है।
 तकनीकी शिक्षा संस्थानों तथा चिकित्सा शिक्षा संस्थानों से जुड़ी अनैतिक गतिविधियों पर रोक लगाने और विश्वविद्यालय विधेयक २०१० से संबद्ध अपनी रिपोर्ट में, समिति ने अधिकतम और न्यूनतम जुर्माना तय करने का जिम्मा सरकार पर छोड़ दिया है।

 इलाहाबाद उच्च न्यायालय ने,  २००५ से, भूमि अधिग्रहण के सभी मामलों की सी बी आई से जांच कराने की याचिका पर, केंद्र और राज्य सरकारों तथा ग्रेटर नोएडा और यमुना एक्सप्रेस वे प्राधिकरण को नोटिस जारी किये हैं। न्यायालय ने, सभी से, १६ अगस्त तक हलफनामा दायर करने को कहा है।
 न्यायमूर्ति अमिताभ लाला और न्यायमूर्ति सुरेंद्र सिंह की खंडपीठ ने  याचिका की सुनवाई करते हुए यह आदेश दिया। अगली सुनवाई २४ अगस्त को होगी।

 उत्तर प्रदेश में सिंचाई विभाग के एक चीफ इंजीनियर, एक सुप्रिटेंडिंग इंजीनियर और एक एक्जीक्यूटिव इंजीनियर सहित पांच इंजीनियरों को बाढ़ नियंत्रण से जुड़े कार्यों में कोताही बरतने के आरोप में निलंबित कर दिया गया है।
 हमारे लखनऊ संवाददाता ने आधिकारिक सूत्रों के हवाले से खबर दी है कि मुख्यमंत्री ने बांधों और तटबंधों की सुरक्षा के प्रति इन इंजीनियरों के कथित गैर जिम्मेदाराना रवैये की वजह से उन्हें निलंबित कर दिया है। इन सभी को गोंडा जिले के एल्गिन चारसारी बांध में दरार के लिए सरसरी तौर पर दोषी पाया गया है।

 मध्य प्रदेश के रायसेन जिले के बरेली क्षेत्र में कल एक निजी बस के बरना नदी में गिरने से कम से कम १६ लोगों की मौत हो गई। हमारे भोपाल संवाददाता ने खबर दी है कि २२ लोगों को बचा लिया गया है।

 बारना नदी पर बने पुल से गुजरते वक्त अचानक बस का एक टायर फंस गया जिसके चलते वह अनियंत्रित होकर नदी में गिर गई। देर रात तक बचाव कार्य जारी था। दुर्घटना में गंभीर रूप से घायल हुए पांच लोगों को भोपाल रेफर किया गया है। यह बस भोपाल से जबलपुर जा रही थी। वहीं एक अन्य हादसे में कल मुरैना जिले के पहाड़ गढ़ में एक ट्रेक्टर ट्रॉली के टोन नदी में बह जाने से सात लोगों की मौत हो गई। मुख्यमंत्री शिवराज सिंह चौहान ने दोनों दुर्घटनाओं पर शौक जताते हुए मृतकों के परिजनों को पचास-पचास हजारे रूपये की अनुग्रह राशि देने की घोषणा की है। शारिक नूर आकाशवाणी समाचार भोपाल।

 असम में कोकराझार जिले के सेस्सापानी में क्षतिग्रस्त पटरियों की मरम्मत के बाद गुवाहाटी से बंगाल और बिहार के लिए रेल सेवा बहाल कर दी गई है। कल सेस्सापानी में एक मालगाड़ी के ११ डिब्बे पटरी से उतर जाने के कारण गुवाहाटी आने जाने वाली सभी रेलगाड़ियों का आवागमन रोक दिया गया था।

 मणिपुर सरकार ने इम्फाल में कल हुए बम विस्फोट में मारे गए लोगों के निकट संबंधियों को मुआवजा देने की घोषणा की है। विस्फोट में मरने वाले प्रत्येक व्यक्ति के करीबी रिश्तेदारों को एक-एक लाख रूपये, स्थायी रूप से विकलांग होने वालों को ७५-७५ हजार रूपये, गंभीर रूप से घायल होने वाले को पचास-पचास हजार रूपये और मामूली रूप से घायल होने वाले को दस-दस हजार रूपये दिए जाएंगे। बम विस्फोट करने वालों की तलाश जारी है।
 राज्यपाल गुरबचन जगत और मुख्यमंत्री ओकराम इबोबी सिंह ने इस हमले की निंदा करते हुए जनता को विश्वास दिलाया है कि दोषियों के खिलाफ कड़ी कार्रवाई की जाएगी। अब तक किसी भी गुट ने हमले की जिम्मेदारी नहीं ली है। इस घटना में पांच नागरिक मारे गए थे और सात घायल हो गए थे।

 मध्य प्रदेश में भोपाल की एक विशेष अदालत ने डम्पर खरीद मामले में कल मुख्यमंत्री शिवराज सिंह चौहान, उनकी पत्नी साधना सिंह और कुछ अन्य लोगों को क्लीन चिट दे दी। न्यायालय ने इस मामले में लोकायुक्त विशेष पुलिस प्रतिष्ठान की समापन रिपोर्ट स्वीकार कर ली।

 अमरीकी संसद के निचले सदन प्रतिनिधि सभा ने कर्ज लेने की सीमा बढ़ाने संबंधी प्रस्ताव को मंजूरी दे दी है। अब यह प्रस्ताव सीनेट में जायेगा। मंगलवार को श्री ओबामा के हस्ताक्षर के बाद यह कानून का रूप ले लेगा। इसका उद्देश्य , कर्ज लेने की, अमरीका की  लगभग चौदह खरब डॉलर की सीमा को बढ़ाना है।
 डेमोके्रटिक और रिपब्लिकन, दोनों ही पार्टियां पिछले कई दिनों से कर्ज बढ़ाने की सीमा और खर्च घटाने को लेकर बहस कर रहीं थी। दोनों पक्षों में सहमति रविवार को बनी। अमरीका के इस गतिरोध को लेकर अन्तर्राष्ट्रीय वित्तीय संस्थाओं और वैश्विक बाजारों में भारी चिन्ता थी।

 पाकिस्तान के कराची शहर में जातीय और साम्प्रदायिक हिंसा में २७ लोग मारे गए हैं। सबसे ज्यादा हिंसा सुरजानी टाउन में हुई जहां अज्ञात बंदूकधारियों ने मकानों और दुकानों को आग लगा दी और अंधाधुंध गोलियां चला कर कई लोगों को मार डाला। पुलिस ने बताया कि हिंसा जल्द ही  सुरजानी टाउन और अन्य इलाकों  में फैल गई। कई लोगों को अपने  घरों से निकालना पड़ा।

 सीरिया में सेना के टैंकों ने कल  दूसरे दिन भी विभिन्न शहरों में सरकार विरोधी प्रदर्शनकारियों पर जबरदस्त कार्रवाई की । हमा शहर में प्रत्यक्षदर्शियों के अनुसार टैंकों ने रिहायशी इलाकों में भी गोले बरयाए। एक अस्पताल को भी नुकसान पहुंचा।

Finance Minister Pranab Mukherjee has asked the Indian industry to give specific suggestions to the government for re-energising the Indian economy. Speaking at the meeting with top industrialists in New Delhi yesterday, Mr. Mukherjee said, the journey on the road of reforms will continue.

Collectively government and industries will overcome the problems and the journey to the higher growth trajectory which will begin with the introduction of reforms in early nineties and which are brought us to forefront one of the fastest growing economy amongst the emerging economies of the world. We will continue the journey.
Mr Mukherjee said, weakening of business sentiment is partly due to an uncertain global environment and party due to rising cost of domestic credit, but the fundamentals of the economy remain strong. He said, the cynicism regarding lack of movement on policies and institutional process is based more on perception than facts. Corporate leaders expressed satisfaction at the interaction. They said, it will go a long way in building the momentum needed to catalyze economic growth. They pointed out that if there was a trust deficit it had been dispelled. Infosys founder N R Narayan Murthy expressed satisfaction over the outcome of the meeting.

Both the Houses were adjourned for the day yesterday after paying tributes to the members who passed away during inter-session period. Talking to reporters outside Parliament, the Prime Minister said, it was his sincere desire that the session runs smoothly and Parliament discusses all issues of national importance. He appealed to all segments of Parliament including the Opposition to unite on this occasion to tackle collectively major problems that the nation is faced with.

The Parliamentary Standing Committee on HRD has taken a serious view of capitation fee charged by various technical and medical institutions and recommended imposition of penalty on them. In its report on Prohibition of Unfair Practices in Technical Education Institutions, Medical Educational Institutions and Universities Bill, 2010, the committee, however, left it to the government to fix maximum and minimum penalty for violations in this regard. The report was tabled in Parliament yesterday. The Committee also felt the need for having more medical institutions in the country as it felt that the practice of charging capitation fee is directly related to the shortage of seats in medical institutions.

The government has approved the setting up of a National Mission for Justice Delivery and Legal Reforms to expedite the disposal of court cases. One of its major goals is to enhance accountability of the judicial system through structural changes and by setting performance standards. This was disclosed by Law Minister Salman Khurshid in a written reply in the Rajya Sabha yesterday. He said inadequacy of infrastructure in subordinate courts has been one of the bottlenecks in the speedy delivery of justice. Hence the Centre has granted an increase of five-fold for infrastructure development to the States in this financial year.

In Madhya Pradesh, at least 16 persons were killed and 15 others are missing after a private bus fell into the swollen Barna river in Raisen district yesterday. The bus, carrying 60 passengers, fell off the bridge about 100 km from Raisen. More from our correspondent:

The ill-fated bus went out of control crossing a bridge over Barna river after one of its tyres suddenly burst. Rescue operation was on till late night. Five of the seriously injured have been referred to Bhopal . This bus was going to Jabalpur from Bhopal . In another accident, seven people were killed when a tractor trolley washed away in Son river in Pahargarh area of Morena district yesterday. Expressing grief of both the accidnet, Chief minister Shivraj Singh Chouhan has announced an exgratia of 50 thousand rupees each to the families of the victims. Shariq Noor, AIR News, Bhopal.

In Manipur, five people were killed and several injured in a bomb blast in Imphal yesterday. The IED was planted in a scooter at the crowded Sangakpham Bazar. All police stations in Imphal have been put on high alert.

The Congress has dismissed the results of a survey done by the civil society members on Jan Lokpal Bill in Chandni Chowk Parliamentary constituency in the Capital. Party spokesman Manish Tiwari told reporters that a section of civil society activists cannot subvert the constitution. He said, once the Bill is introduced in Parliament, it will become the property of the house and Members will take a final call on the Bill. The BJP, on the other hand, justified the survey conducted by the Civil Society activists led by Anna Hazare. Briefing the media, party leader Arun Jaitley said that in a democracy everyone has a right to conduct referendum on important issues. Earlier, addressing a press conference in New Delhi, Anna Hazare termed the justification for keeping the Prime Minister's post outside the purview of the proposed Lokpal Bill as unfortunate.

The US House of Representatives has passed a last-minute deal to avoid a federal debt default. The bill was approved by 269 votes to 161. The legislation must now be passed by the US Congress's upper chamber, the Senate, and approved by President Barack Obama to become law. The package would raise the debt ceiling by up to 2.4 trillion dollars - from 14.3 trillion dollars - and make budget savings worth a similar amount over 10 years. A new bipartisan commission would allocate 1.5 trillion dollars of those savings. After weeks of negotiations, the budget plan was struck between the White House and party leaders on Sunday. The Senate is to vote on the bill today.

After a gap of 19 years, India yesterday assumed the rotating presidency of the UN Security Council for this month, a period it intends to utilise to establish its credentials for a permanent membership by creating a more enduring presence for itself. A temporary member of the Council, India last held the monthly presidency in December 1992. August, being a vacation period, is expected to be a more relaxed one. New Delhi's envoy to the UN Hardeep Puri said India will handle the responsibility with political maturity to supervise the work of the Council.

India has asked Syrian government to exercise restraint, abjure violence and expedite the implementation of political reforms. This was conveyed by External Affairs Minister SM Krishna during a meeting with visiting Syrian Vice Foreign Minister Faisal Mekdad who briefed him about the prevailing situation in Syria. An MEA release in New Delhi said that Mekdad also gave details of national dialogue between the Syrian government and the opposition groups as well as, other issues related to public protests in Syria. Mr Krishna expressed concern over the recent escalation of violence.

In Pakistan, at least 27 people were killed in Karachi following sectarian and ethnic violence. The worst hit place was Surjani Town where unidentified gunmen set on fire houses and shops and resorted to indiscriminate firing killing several persons. The provincial Interior Minister Manzoor Wasan after meeting with leaders of the leading political parties, including Mutthaida Qaumi Movement and Awami National Party told reporters that peace would be restored in two months.

India lost the second cricket Test by a massive 319 runs to England at Trent Bridge. Chasing a daunting 478 for victory, India were bowled out for 158 runs in their second innings. Team India should blame themselves for the drubbing as they allowed the hosts to wriggle out of a tight situation on the opening day and then frittered away a good position while batting in the first innings. From then, the visitors could never really get back into the game. Only Sachin Tendulkar provided some resistance with a gritty 56 that came of 86 deliveries, while most of the other batsmen succumbed tamely on a Trent Bridge track which still appeared good for batting. संसद के दोनों सदनों की कार्यवाही विपक्षी सदस्यों के शोर-शराबे के कारण आज कई बार बाधा आने के बाद दिन भर के लिए स्थगित कर दी गई। दोनों सदनों में ही विपक्षी सदस्यों ने विभिन्न मुद्दों को लेकर शोर-शराबा किया और विपक्षी भाजपा समाजवादी पार्टी और बहुजन समाज पार्टी के सदस्य अपनी मांगों पर जोर देने के लिए सदन के बीचोंबीच आ गये।
लोकसभा की कार्रवाई पहले १२ बजे तक, फिर दो बजे तक और फिर पूरे दिन के लिए स्थगित कर दी गई। सदन में समाजवादी पार्टी के सदस्यों ने उत्तरप्रदेश की मायावती सरकार को बर्खास्त करने की मांग की, जबकि दूसरी तरफ बहुजन समाज पार्टी के सदस्य नये भूमि अधिग्रहण कानून को लागू करने की मांग कर रहे थे। पहले स्थगन के बाद कार्रवाई फिर शुरू होने पर शिवसेना के सदस्य भी शोर-शराबे में शामिल हो गये। वे मुम्बई आतंकी हमलों के जिम्मेदार लोगों की तुरन्त गिरफ्‌तारी की मांग कर रहे थे।
राज्यसभा में भाजपा के सदस्य प्रश्नकाल स्थगित करके महंगाई के मुद्दे पर वोटिंग वाले नियम के तहत बहस की मांग कर रहे थे। राज्यसभा की कार्रवाई पहले १२ बजे तक, फिर दो बजे तक और फिर दिन भर के लिए स्थगित कर दी गई। हर स्थगन के बाद बैठक शुरू होने पर ये सदस्य अपनी मांग को लेकर हल्ला करते रहे। कुछ विपक्षी सदस्य भ्रष्टाचार का मुद्दा भी उठाना चाहते थे।

सरकार पहले ही स्पष्ट कर चुकी है कि वह किसी भी मुद्दे पर बहस के लिए तैयार है। सरकार ने विपक्ष से संसद का कामकाज सुचारू रूप से चलने देने का अनुरोध भी किया है।

भारतीय जनता पार्टी ने अपना पक्ष स्पष्ट करते हुए कहा कि प्रधानमंत्री को भी लोकपाल विधेयक के दायरे में लाया जाना चाहिए। संसद के बाहर पत्रकारों से बातचीत में पार्टी के वरिष्ठ नेता वैंकयानायडू ने कहा कि संसद में विधेयक पेश होने के बाद ही उनकी पार्टी आगे की कार्यवाही तय करेगी। पार्टी ने प्रश्नकाल स्थगित कर मंहगाई पर भी चर्चा करने की मांग की है।

आज हमने मांग किया कोशचन ऑवर को स्थगित करके सवाल उठाया और पूछा प्रधानमंत्री जी से मंहगाई के लिए कौन जिम्मेदार है इसके लिए जवाब क्या है तो उन्होंने हमें मौका नहीं दिया और रूलिंग पार्टी वाले प्रोटैस्ट करना शुरू कर दिया। क्या रूलिंग पार्टी वाले उनको मंहगाई बड़ा इशू नहीं है क्या। इसलिए हम चाहते हैं सदन में मंहगाई के बारे में तुरन्त चर्चा होना चाहिए।

भारतीय चिकित्सा परिषद ने २०११-१२ शिक्षा वर्ष में २१ नये और ३३ मौजूदा मेडिकल कॉलेजों में एमबीबीएस की चार हजार ५४२ सीटें बढ़ाई हैं। राज्यसभा में एक लिखित उत्तर में स्वास्थ्य और परिवार कल्याण मंत्री गुलाम नबी आजाद ने बताया कि मेडिकल कॉलेजों में स्नातकोत्तर सीटों की संख्या बढ़ाने के लिए केन्द्र सरकार ने कई कदम उठाए हैं। उन्होंने कहा कि इनके परिणामस्वरूप पिछले दो शिक्षा सत्रों में मेडिकल कॉलेजों के विभिन्न विषयों में छह हजार चार सौ स्नातकोत्तर सीटें बढ़ीं है।
श्री आजाद ने बताया कि केन्द्र की वित्तिय सहायता से राज्य सरकारों के मेडिकल कॉलेजों में नये स्नातकोत्तर पाठ्यक्रम शुरू करने और सीटें बढ़ाने की योजना के तहत करीब चार हजार स्नातकोत्तर सीटें और बढ़ाई जाएंगी।

केन्द्र ने कहा है कि भूमि अधिग्रहण विधेयक को जल्दी ही अन्तिम रूप दे दिया जायेगा। ग्रामीण विकास राज्यमंत्री शिशिर कुमार अधिकारी ने आज राज्यसभा में लिखित उत्तर में बताया कि उनका विभाग समन्वित भूमि अधिग्रहण और पुनर्वास विधेयक २०११ का फिर से मसौदा तैयार करने में लगा है। यह नया विधेयक भूमि अधिग्रहण अधिनियम १८९४ की जगह लेगा।

सरकार ने केन्द्रीय प्रत्यक्ष कर बोर्ड के अध्यक्ष की अध्यक्षता में एक समिति बनाई है, जो देश में काला धन जमा करने, और विदेशों में गैर कानूनी ढंग से इसे भेजने की समस्या पर काबू पाने के लिए कानून मजबूत करने के उपाय सुझाएगी। वित्त राज्यमंत्री एस एस पलानिमनिक्कम ने राज्यसभा में एक लिखित उत्तर में बताया कि ये समिति गैरकानूनी ढंग से काला धन जमा करने की समस्या से निपटने के लिए मौजूदा कानूनी और प्रशासनिक व्यवस्था की जांच करेगी।

सरकार को स्विटजरलैण्ड के बैंकों में भारतीयों के कुछ खातों के बारे में जानकारी मिली है। वित्तमंत्री प्रणब मुखर्जी ने आज राज्यसभा में एक लिखित उत्तर में बताया कि देश में ये काला धन वापस लाने के लिए सरकार ने पांच सूत्री नीति बनाई है। इसमें कालेधन के खिलाफ अंतर्राष्ट्रीय अभियान में शामिल होना, उपयुक्त कानूनी ढांचा तैयार करना, अवैध पैसे से निपटने के लिए व्यवस्था कायम करना और उन्हें कारगर तरीके से लागू करना शामिल है। उन्होंने कहा कि भारत विभिन्न अंतर्राष्ट्रीय मंचों पर ये मुद्दा उठाता रहा है। उन्होंने कहा कि मौजूदा कानून और प्रस्तावित प्रत्यक्ष कर संहिता में कर चोरी के खिलाफ विभिन्न उपायों को शामिल किया गया है। उन्होंने सदन को सूचित किया कि दस विदेशी आयकर इकाइयां भी स्थापित की गई हैं, जिसमें पूरी तरह से कम्प्यूट्रीकृत सूचना आदान-प्रदान व्यवस्था है। वित्तमंत्री ने कहा कि किसी विदेशी बैंक में पैसा जमा होने के बारे में जब भी कोई सूचना मिलती है, तो पहले उसकी पुष्टि की जाती है फिर इस धनराशि पर कर लगाने के लिए कानून के अनुसार कार्रवाई की जाती है।

सरकार ने आतंकवादियों को मिल रहे धन से निपटने के लिए गृह मंत्रालय ने विशेष सैल बनाया है। लोकसभा में एक लिखित उत्तर में गृह राज्यमंत्री जितेन्द्र सिंह ने बताया कि उनके मंत्रालय ने राष्ट्रीय जांच एजेंसी में भी आतंकवादियों को मिलने वाले धन और जाली नोटों की समस्या से निपटने के लिए एक सैल बनाया है। श्री सिंह ने सदन को सूचित किया कि प्रवर्तन निदेशालय ने मनी लाण्ड्रिंग रोकने के कानून के तहत २३ मामले दर्ज किये हैं।

देश के करीब ढाई सौ शहरों में वर्ष २०१७ के अंत तक राजीव आवास योजना लागू हो जाएगी। देश को तंग बस्तियों से मुक्त करने के सरकार के लक्ष्य को ध्यान में रखकर इस वर्ष जून में ये योजना लागू की गई थी। राज्य सरकारें केन्द्र से सलाह करके शहरों का चयन करेंगी। उन्हें २००१ की जनगणना के अनुसार तीन लाख से अधिक की आबादी वाले सभी शहरों को इसमें शामिल करना होगा। आज लोकसभा में एक लिखित उत्तर में ये जानकारी देते हुए आवास और शहरी गरीबी उन्मूलन मंत्री कुमारी शैलजा ने कहा कि ये योजना तंग बस्तियों में रहने वालों और शहरों के गरीबों के लाभ के लिए बनाई गई है।

वित्त मंत्रालय ने चालू वित्त वर्ष के लिए करीब ३४ हजार ७२४ करोड़ रूपये के अतिरिक्त खर्च की स्वीकृति मांगी है। वित्तमंत्री प्रणव मुखर्जी ने आज लोकसभा में यह पूरक मांगें मंजूरी के लिए रखी। उन्होंने कहा कि इस कुल अतिरिक्त व्यय में से ९ हजार करोड़ रूपये से ज्यादा नकद खर्च होंगे। श्री मुखर्जी ने बताया कि इससे चालू वित्त वर्ष के बजट अनुमानों में दर्शाये वित्तीय घाटे पर कोई प्रतिकूल असर नहीं पड़ेगा।

देश में चालू मौसम में चीनी का उत्पादन करीब दो करोड़, ४२ लाख टन होने का अनुमान है। कृषि राज्यमंत्री हरीश रावत ने लोकसभा में आज लिखित उत्तर में यह जानकारी दी। उन्होंने बताया कि केन्द्र ने चीनी मिलों द्वारा खरीदे गये गन्ने के भुगतान की दर १३९ रूपये प्रति क्विंटल तय की है। २०११-१२ के आगामी चीनी मौसम के लिए यह दर १४५ रूपये प्रति क्विंटल रखी गई है।

लोकसभा को सूचित किया गया कि प्रसार भारती के बारे में गठित मंत्री समूह ने सरकार और प्रसार भारती के सम्बन्धों की जांच कर ली है। सूचना और प्रसारण राज्य मंत्री सी० एम० जटुआ ने एक सवाल के लिखित उत्तर में बताया कि केन्द्र का केबिनेट की स्वीकृति के बाद प्रसार भारती अधिनियम १९९० में संशोधन का विधेयक संसद में लाने का प्रस्ताव है। इसकी कोई समयसीमा तय नहीं की गई है। श्री जटुआ ने बताया कि मंत्रीसमूह ने प्रसार भारती के मुख्य कार्यकारी अधिकारी और प्रसार भारती बोर्ड के सम्बन्धों और इसके संचालन की वर्तमान व्यवस्था तथा उसे सशक्त बनाने के बारे में भी अध्ययन किया गया है। मंत्री समूह ने प्रसार भारती अधिनियम १९९० के प्रावधानों की व्यापक समीक्षा की है और इसमें कई संशोधन सुझाये हैं। अन्य बातों के अलावा मंत्री समूह ने बोर्ड के स्वरूप और उसके अध्यक्ष तथा अन्य सदस्यों की पात्रता के मानदण्ड और कार्यकाल के बारे में सिफारिशें की हैं।

कर्नाटक में भारतीय जनता पार्टी विधायक दल के नेता के चुनाव पर गतिरोध जारी है। अवैध खनन के बारे में लोकायुक्त की रिपोर्ट में दोषी ठहराये जाने पर श्री बी० एस० येडियुरप्पा के इस्तीफे के बाद भाजपा के राष्ट्रीय नेताओं ने नये नेता के बारे में सहमति कराने के वास्ते बंगलौर में कई बैठकें की हैं। पार्टी की राज्य इकाई के अध्यक्ष के० एस० ईश्वरप्पा ने हमारे संवाददाता को बताया कि श्री अरूण जेटली और श्री राजनाथ सिंह नये नेता का नाम तय करने के लिए आज शाम बंगलौर पहुंचेंगे। श्री ईश्वरप्पा ने आशा व्यक्त कि विधायक दल की बैठक कल होगी।
बंगलौर में आयोजित राष्ट्रपति पुलिस पदक वितरण समारोह से इतर बातचीत में राज्यपाल एच० आर० भारद्वाज ने कहा कि वे सरकार को अपना नया नेता चुनने के लिए पर्याप्त समय देंगे और ऐसा कुछ नहीं करेंगे जिससे उनपर सरकार तोड़ने का आरोप लगे। लोकायुक्त की रिपोर्ट के बारे में राज्यपाल ने विश्वास व्यक्त किया कि रिपोर्ट में लगाये आरोपों को सिद्ध करने का लोकायुक्त के पास पर्याप्त आधार होगा। उन्होंने यह भी कहा कि सरकार को पेश की गई लोकायुक्त रिपोर्ट पर संज्ञान लेना नये मुख्यमंत्री पर छोड़ दिया गया है।

तिरूअनन्तपुरम के श्रीपदमनाभ स्वामी मन्दिर के खजाने के मूल्यांकन के लिए उच्चतम न्यायालय द्वारा नियुक्त विशेषज्ञ समिति ने मन्दिर की सम्पत्ति का वैज्ञानिक ढंग से आकलन करने की व्यापक कार्य योजना तैयार की है। विभिन्न संगठनों के विशेषज्ञों की दो समितियों ने उच्चतम न्यायालय के पिछले महीने के निर्देश के अनुसार आकलन प्रक्रिया कल शुरू कर दी। ये समितियॉं अब तक खोले गये पांच तहखानों की जांच कर चुकी हैं। लेकिन छठे तहखाने को खोलने के बारे में समिति को अभी फैसला करना है। वीडियोग्राफी और फोटोग्राफी से पहले ही सम्पत्तियों का पता लग चुका है। समिति की अगली बैठक अगले सप्ताह के मध्य में होगी।

वित्त मंत्री प्रणव मुखर्जी ने कहा है कि पश्चिम बंगाल में वित्तीय संकट से निपटने के लिए केन्द्र विशेष पैकेज तैयार कर रहा है। पश्चिम बंगाल के वित्त मंत्री अमित मित्रा के साथ बैठक से पहले आज नई दिल्ली में पत्रकारों से बातचीत में श्री मुखर्जी ने कहा कि ऋणग्रस्त राज्य की स्थिति सुधारने के लिए पर्याप्त सहायता पैकेज तैयार करने के वास्ते सभी मुद्दों पर चर्चा की जायेगी। उन्होंने यह भी बताया कि जब योजना आयोग ने विकास कार्यों के लिए राज्य को २० हजार करोड़ रूपये से ज्यादा की मंजूरी देकर एक बड़ा संकेत पहले ही दे दिया है। वित्त मंत्री ने बताया कि केन्द, सुनिश्चित करेगा कि राज्य फिर कर्ज के जाल में न फंस जाये।

केन्द्रीय स्वास्थ्य और परिवार कल्याण मंत्री गुलाम नबी आजाद ने कहा है कि देश में टीकाकरण कार्यक्रम के विस्तार और उसकी गुणवत्ता में सुधार की दृष्टि से सरकार ने अनेक नई पहल की हैं। श्री आजाद, आज नई दिल्ली में टीकाकरण को व्यापक रूप से लागू करने के उपायों पर दक्षिण पूर्व एशिया क्षेत्र की मंत्री स्तरीय बैठक में बोल रहे थे। दो दिन के इस सम्मेलन में बंगलादेश, भूटान, श्रीलंका, मालदीव, म्यामां और नेपाल के स्वास्थ्य मंत्री हिस्सा ले रहे हैं। उन्होंने बताया कि स्वास्थ्य व्यवस्था को मजबूत बनाने के लिए राज्यों को उनके बजट के अलावा १५ अरब डॉलर और उपलब्ध कराये गये हैं।

राजस्थान में बीकानेर जिले में नाल वायुसेना अड्डे के पास मिग-२१ लड़ाकू विमान उड़ान भरते ही दुर्घटनाग्रस्त हो गया। रक्षा प्रवक्ता ने कहा है कि पायलट विमान से तो निकल पाया लेकिन घायल होने की वजह से उसकी मृत्यु हो गयी। मिग-२१, टाईप-९६ लड़ाकू विमान नियमित अभ्यास पर था और बीकानेर से १५ किलोमीटर दूर वायुसेना अड्डे के पास गिर गया। इस वर्ष मिग विमान की यह दूसरी दुर्धटना है।

बिहार में बांका जिले के डबुआ जंगल में माओवादियों ने कल रात दो व्यक्तियों की गोली मारकर हत्या कर दी। पुलिस महानिदेशक ने बताया कि मृतकों में लेखू यादव और उनका भतीजा मनोज शामिल है। माओवादियों की धरपकड के लिये छापेमारी जारी है।

मध्यप्रदेश में रायसेन बस दुर्घटना में दो और शवों के मिलने से मरने वालों की संख्या १८ हो गयी है। बचाव कार्य जारी हैं। कल १६ शव बरामद हुए थे। २२ लोगों को बचा लिया गया था। रायसेन जिले के बरेली क्षेत्र में भोपाल से जबलपुर जा रही एक निजी बस बरना नदी में गिर गयी थी। राज्य सरकार ने दुर्घटना की मजिस्ट्रेट से जांच कराने के आदेश दिए हैं।

असम में सुरक्षा कारणों से आज मानस रैनो पैसेंजर ट्रेन सहित १६ गाड़ियां रद्द कर दी गई हैं। पूर्वोत्तर सीमान्त रेलवे के एक अधिकारी ने बताया है कि बोडोलैण्ड क्षेत्रीय परिषद क्षेत्र में एक भूमिगत संगठन के वार्ता समर्थक गुट द्वारा रेल और राजमार्ग रोकने के दौरान किसी तोड़फोड़ की आशंका को देखते हुए ऐसा किया गया है।
इस बीच, कोकराझार जिले में सीसापानी में क्षतिग्रस्त रेल पटरियों की मरम्मत के बाद कल तीसरे पहर गुवाहाटी के लिए रेल सेवाएं फिर शुरू हो गईं। सीसापानी में एक मालगाड़ी के ११ डिब्बे पटरी से उतर जाने के बाद गुवाहाटी से आने जाने वाली सभी रेल सेवाएं स्थगित थीं।

ओड़िशा में बिजली गिरने और गरज के साथ वर्षा होने से कम से कम १७ लोगों की मृत्यु हो गई और कई लोग घायल हो गये। सरकारी सूत्रों के अनुसार चार लोगों की गंजाम जिले में, तीन की खुरदा में, दो-दो लोगों की देवगढ़ और जाजपुर में तथा एक-एक व्यक्ति की सुन्दरगढ़, आंगुल, बालेश्वर, मयूरभंज, बारगढ़ और केन्द्रपाड़ा जिले में मृत्यु हुई। कल तीसरे पहर से देर रात तक भारी वर्षा और गरज के साथ छींटे पड़ते रहे, जिससे कई मकानों और कच्चे घरों को नुकसान पहुंचा। ओडिशा के मुख्यमंत्री नवीन पटनायक ने मृतकों के परिजनों को ५०-५० हजार रूपये का मुआवजा देने की घोषणा की है।

उत्तराखंड में चट्टानें खिसकने के कारण रेल सेवाएं प्रभावित हुई हैं। रेलवे अधिकारियों के अनुसार हरिद्वार और देहरादून के बीच लगभग दो घंटे तक रेल सेवाएं बाधित रही। रूद्रप्रयाग जिले में जंगल चट्टी के पास तीर्थयात्रियों के लिए बने पैदल मार्ग को नुकसान पहुंचने से केदारनाथ तीर्थस्थल का अन्य स्थानों से सम्पर्क टूट गया।

जम्मू कश्मीर में विशिष्ट पहचान संख्या-आधार उपलब्ध कराने की परियाजना का कल शाम मुख्यमंत्री उमर अब्दुल्ला ने श्रीनगर में शुभारम्भ किया। इस देशव्यापी परियोजना की शुरूआत प्रधानमंत्री डॉक्टर मनमोहन सिंह ने पिछले वर्ष सितम्बर में की थी। जम्मू कश्मीर में इस परियोजना के तीन साल में पूरा हो जाने की उम्मीद है। इससे बुनियादी सुविधाओं को बेहतर ढंग से उपलब्ध कराने में मदद मिलेगी।

अफगानिस्तान के उत्तरी कुंदूज प्रांत में आत्मघाती बम विस्फोट में तीन लोग मारे गए और दस घायल हुए हैं। वरिष्ठ पुलिस अधिकारी ने कहा है कि तीन आत्मघाती हमलवारों ने आज सवेरे एक गेस्टहाऊस पर धावा बोला। एक आत्मघाती हमलावर ने गेस्ट हाऊस के बाहर अपनी गाड़ी को उड़ा दिया जिसमें तीन सुरक्षागार्ड्‌स मारे गए। दो हमलावरों ने गेस्ट हाऊस में घुसकर गोलियां चलानी शुरू कर दी। गोलीबारी में एक पुलिसकर्मी घायल हुआ है।

भारत ने सीरिया सरकार से संयम बरतने, हिंसा त्यागने और राजनीतिक सुधार लागू करने की दिशा में तेजी लाने को कहा है।
ये बात विदेश मंत्री एस एम कृष्णा ने भारत की यात्रा पर आए सीरिया के विदेश उप मंत्री फैसल मकदाद से कही। श्री मकदाद ने उन्हें सीरिया के मौजूदा हालात की जानकारी दी।

Both the Houses of Parliament have been adjourned till 2 PM as opposition wanted to take up issues of price rise and the situation in Uttar Pradesh for discussion after suspending the question hour. The Lok Sabha was first adjourned till 12 noon as BSP members wanted to take up the issue of the new and effective land acquisition bill. SP members were seeking dismissal of Mayawati government in Uttar Pradesh. The Shiv Sena members also joined them after the first adjournment seeking immediate arrest of people responsible for the Mumbai terror attacks.
In the Rajya Sabha, opposition members wanted to raise the issue of price rise after suspending question hour. They wanted a discussion under a Rule which entails voting. The scene was no different when the House reassembled at 12 noon as some opposition members also wanted to take up the corruption issue. This led to adjournment of the House for the second time.

The Finance ministry today sought gross additional spending of about 34,724 crore rupees for the current fiscal. The finance minister Mr Pranab Mukherjee presented the supplementary demands for grants in the Lok Sabha today. He said out of the total additional expenditure, the net cash outgo will be over 9,000 crores. Mr Mukherjee said it will not have any adverse impact on the fiscal deficit projected in the budget estimates for the current financial year.

Centre has said that the Draft of the Land Acquisition Bill is to be finalized shortly. In a written reply in the Rajya Sabha today, Minister of State for Rural Development Mr. Sisir Kumar Adhikari said that his department is in the midst of re-drafting the single integrated Land Acquisition and Rehabilitation and Resettlement Bill, 2011. The new Bill will replace Land Acquisition Act, 1894.

Sugar production in the country in the current season is estimated at about 242 lakh tonnes. This is adequate to meet the domestic demand of sugar during the year. This information was given by the Minister of State for Agriculture, Mr Harish Rawat in a written reply in the Lok Sabha today. He told the House that the Centre has fixed a fair and remunerative price of sugarcane to be paid by the sugar mills at rupees 139 per quintal.

Government has said that a Committee headed by the Chairman, CBDT has been constituted to examine ways to strengthen laws to curb generation of black-money in the country, its illegal transfer abroad and its recovery. In a written reply the Minister of State for Finance Mr. S.S. Palanimanickam informed the Rajya Sabha that the Committee shall examine the existing legal and administrative framework to deal with the menace of generation of black money through illegal means including. It will also look into declaring wealth generated illegally as national asset, enacting or amending laws to confiscate and recover such assets and providing for exemplary punishment against its perpetrators. The Minister informed that the Committee shall consult all stakeholders and submit its report within a period of six months. Mr. Palanimanickam informed that the Committee members include Member (Legislation and Computerisation), CBDT, Director, Enforcement Directorate, Director General (Currency), Director General, Directorate of Revenue Intelligence, Joint Secretary (Foreign Tax and Tax Research), CBDT, Joint Secretary, Ministry of Law, Director, Finance Intelligence Unit - India and Commissioner of Income Tax (investigation), CBDT.

The Government has constituted a separate cell in the home minister for combating funding of terrorism. In a written reply in the Lok Sabha, Minister of State for Home Affairs Jitendra Singh said the ministry has also constituted a terror funding and fake currency cell in the National Investigation Agency to focus on terror funding and fake currency cases. Mr Singh informed the House that Enforcement Directorate has registered 23 cases under the prevention of Money Laundering Act.

The Rajiv Awas Yojana is expected to cover about 250 cities, across the country by the end of 2017. The scheme was launched in pursuance of the Government's vision of creating a slum-free India in June this year. The States will select the cities in consultation with the Centre. The Medical Council of India has increased a total of 4542 MBBS seats in 21 new and 33 existing medical colleges during the academic year 2011-12. In a written reply, the Minister for Health and Family Welfare Mr. Ghulam Nabi Azad informed the Rajya Sabha that in order to increase the number of Postgraduate seats in medical colleges, Central Government has taken various initiatives including change in teacher-student ratio from 1:1 to 1:2. The Minister said, these initiatives have resulted in an increase of approximately 6400 additional Post Graduate seats in various disciplines in medical colleges during the last two academic years 2010-11 and 2011-12. Mr. Azad further informed that approximately 4000 more PG seats are envisaged to be increased, under the scheme for strengthening and up-gradation of State Government Medical Colleges for starting new PG disciplines and increasing PG seats by central funding.

In Karnataka, stalemate continues in the BJP over the selection of a new legislature party leader. Chief Minister B S Yeddyurappa had resigned after being indicted by the Lokayuktha report on illegal mining. BJP national leaders held a series of meetings in Bangalore to arrive at a consensus on the issue. State Party President K S Eeshwarappa told AIR that Arun Jaitley and Rajnath Singh are arriving again in Bangalore this evening to finalise Yeddyurappa's successor. He hoped that Legislative party meeting will be held tomorrow to elect the new leader. Governor H R Bharadwaj said he will give sufficient time for the Government to elect their new leader. Speaking on the sidelines of a President Police medal distribution function in Bangalore today, the Governor expressed confidence that the Lokayuktha is competent enough to prove the charges made in the report. He added that it is left to the new Chief Minister to take cognizance of the Lokayuktha report submitted to the Government.

The Government has received information on some Swiss Bank deposits of Indian nationals. In a written reply, the Finance Minister Mr. Pranab Mukherjee today informed the House of elders that, to get back the black money to the country, a five pronged strategy has been formulated by the Government which includes joining the global crusade against black money, creating an appropriate legislative framework, setting up institutions for dealing with Illicit Funds, developing systems for implementation and imparting skills to the manpower for effective action. He said India has been raising the issue at international platforms like G 20, Global Forum on Transparency and Exchange of Information for Tax Purposes, Task Force on Financial Integrity and Economic Development, Financial Action Task Force, UN, OECD, etc. Mr. Mukherjee said various anti tax evasion measures have been legislated in the existing Act and proposed in the DTC. He informed the House that 10 Income Tax Overseas Units have also been created with dedicated computerized Exchange of Information system. The Finance Minister said, whenever information about money deposited in any foreign bank accounts is obtained, the same is first verified and then action is taken in accordance with the law to bring the undisclosed amount to taxation. He said, the information received under Double Taxation Avoidance Agreement (DTAA) is covered by the confidentiality provision of the DTAA.

Meghalaya Chief Minister Mukul Sangma has said that the government will introduce a universal health insurance scheme for those whose annual income is below five lakh rupees. The coverage would be one lakh rupees per year and two lakh rupees in the case of critical situation. Dr Sangma told reporters in Shillong that the objective of the scheme is to ensure that all categories of people get better medical treatment. The state has already implemented the Rashtriya Swasthya Bima Yojana, a Central health insurance scheme for BPL families. BPL families need to pay around 30 to 50 rupees as their share of premium for registration under the scheme. The Chief Minister said that the beneficiaries of the scheme will be issued with Smart Cards to avail of health insurance.

Finance Minister Pranab Mukherjee today said that the Centre is working out a special package for West Bengal to tide over its financial crisis. Briefing reporters in New Delhi ahead of his meeting with West Bengal Finance Minister Amit Mitra, Mr. Mukherjee said that he will discuss all the issues in the meeting to formulate a sustainable assistance package to accommodate the debt ridden state. He added that one major signal has already been given to West Bengal when the Planning Commission sanctioned over twenty thousand crore rupees for development works. In Jammu and Kashmir, the project for providing Unique Identification Number, Adhar, to the people was launched by Chief Minister Omar Abdulla in Srinagar last evening. The country-wide project was launched by Prime Minister Dr.Manmohan Singh in September last year. In Kerala, the expert committee appointed by the Supreme Court to evaluate the treasure trove of Sreepadmanabha Swamy temple in Thiruvananthapuram has evolved a detailed action plan to ensure scientific assessment of the temple wealth. The two committees of experts from different organizations began the evaluation process yesterday as per the apex court's direction last month. The committees, have already inspected all the five vaults which have been opened. However, the committee is yet to decide on the opening of the "B" vault of the temple and videography and photography of the already unearthed assets. The next meeting of the committee would be held by the middle of next week.

Concerned over reports that contaminated water is being supplied in the capital, the National Human Rights Commission- NHRC today asked Delhi Jal Board-DJB to explain what measures are being taken for supplying potable water. NHRC spokesman said that the commission has asked the DJB to submit reports within four weeks in this regard. Taking cognisance of reports about a survey by MCD that 67 major water pipelines had micro cracks and were being contaminated by sewage, the Commission issued notice to DJB Chairman.

In Madhya Pradesh, the death toll in yesterday's bus accident in Raisen district has risen to 18, as two more bodies were recovered today. Our Correspondent reports that rescue efforts are still continuing at the spot. Twenty two people were rescued so far. A private passenger bus had fallen into the Barna river in Bareli area of Raisen district yesterday. The bus had gone out of control after one of its tyre suddenly burst while crossing a bridge over Barna river. The state government has ordered a magisterial enquiry into the incident.

In Rajasthan, a MiG-21 fighter aircraft today crashed soon after taking off from Naal airfield in Bikaner district killing the pilot. A defence spokesperson said, the pilot ejected but died due to injuries sustained by him. The MiG-21 'Type-96' aircraft was on a routine sortie and crashed near the airfield, about 15 kms from Bikaner city. This is the second crash of a MiG series fighter aircraft this year.

"The chief minister Mayawati has instructed the authorities to repair the Elgin-Charsari embankment of the river Ghaghra on a war footing basis. The main embankment and its two safety rings were breached two days ago inundating 12 villages of Barabanki and 52 villages of Gonda district. The chief minister has ordered suspension of 5 engineers responsible for safety and maintenance of the embankment. India lost to Pakistan by a solitary goal in the opening match of the first-ever SAFF Under-16 football championship in Kathmandu yesterday. Pakistan's Mansoor Khan scored the only goal in the 20th minute. Trailing by a goal, India's Under-16 boys showed great temperament and character, dictating terms in the second half but failed to capitalise on the chances that came their way. The US House of Representatives has passed a last-minute deal to avoid a federal debt default. The bill was approved by 269 votes to 161. The legislation must now be passed by the US Congress's upper chamber, the Senate, and approved by President Barack Obama to become law. The package would raise the debt ceiling by up to $2.4 trillion - from $14.3tn - and make budget savings worth a similar amount over 10 years. A new bipartisan commission would allocate $1.5tn of those savings. Mr. Obama says, US lawmakers have reached an agreement to cut deficit and end US debt crisis.

The tripartite meeting among Pakistan, Afghanistan and the US is to be held in Islamabad today. Media reports say that the US President Obama’s Special Representative for Pakistan and Afghanistan Mark Grossman and Deputy Foreign Minister of Afghanistan Jawid Lodin would participate in the talks. Foreign Minister Hina Rabbani Khar would represent Pakistan in the meeting. Issues like US forces pullout from Afghanistan and dialogue with the Taliban would be discussed during the tripartite talks. The meeting is taking place at a time when the United States has begun withdrawal of its troops from Afghanistan.
