संसद का मॉनसून सत्र आज से शुरू हो गया है। आज पहले दिन दोनों सदनों की बैठक, पिछले अधिवेशन के बाद दिवंगत हुए नेताओं को श्रद्धांजलि देने के बाद कल तक के लिए स्थगित कर दी गई।लोकसभा में आज हरियाणा के पूर्व मुख्यमंत्री और मौजूदा संसद के सदस्य भजन लाल को श्रद्धांजलि अर्पित की गई। लोकसभा के पांच अन्य सांसदों को भी श्रद्धांजलि अर्पित की गई। दिवंगत नेताओं के सम्मान में सदस्य कुछ देर मौन खड़े रहे। हाल की रेल दुर्घटनाओं, मुम्बई बम विस्फोटों और नॉर्वे में आतंकवादी हमले में मारे गये लोगों को भी श्रद्धांजलि दी गई। बाद में सदन की कार्यवाही दिनभर के लिए स्थगित कर दी गई।
राज्यसभा में दिवंगत सदस्यों को श्रद्धांजलि अर्पित करने के बाद बहुजन समाज पार्टी के सदस्यों ने एक नया केन्द्रीय भूमि अधिग्रहण विधेयक लाने की जोरदार मांग की।

सरकार ने मुकदमों की सुनवाई में तेजी लाने के लिए राष्ट्रीय न्याय प्रदाय और कानूनी सुधार मिशन के गठन की मंजूरी दे दी है। इसका मुख्य उद्देश्य न्यायिक प्रणाली में ढांचागत परिवर्तन और कामकाज के मानक स्थापित कर की उसकी जवाबदेही बढ़ाना है। कानून और न्याय मंत्री सलमान खुर्शीद ने आज राज्यसभा में एक लिखित उत्तर में यह जानकारी दी।-----
प्रधानमंत्री ने सभी राजनीतिक दलों से अपील की है कि वे देश के सामने मौजूद चुनौतियों का मिलकर सामना करें। डॉक्टर मनमोहन सिंह ने राजनीतिक दलों द्वारा संसद में उठाये जाने वाले मुद्दों पर पूरी बहस कराये जाने का वचन दिया है। संसद के बाहर पत्रकारों से प्रधानमंत्री ने कहा कि उनकी हार्दिक इच्छा है कि संसद का मौजूदा अधिवेशन सुचारू चले और राष्ट्रीय महत्व के सभी मुद्दों पर संसद में बहस हो। उन्होंने कहा कि विपक्ष जो भी मुद्दे उठाना चाहता है, सरकार उस पर पूरी बहस के लिए तैयार है।-----
केंद्र ने कहा है कि पिछले महीने मुंबई में हुए तीन विस्फोटों में जेहादी या भगवा आतंकी गुटों का हाथ होने की संभावना से इंकार नहीं किया जा सकता और सरकार सभी पहलुओं से इसकी जांच कर रही है। गृहमंत्री पी. चिदंबरम ने कहा कि कल उन्हें महाराष्ट्र के मुख्यमंत्री पृथ्वीराज चव्हाण ने सूचित किया था कि जांचकर्ताओं से प्राप्त जानकारी से पता चलता है कि जांच में कुछ प्रगति हुई है। श्री चिदंबरम आज नई दिल्ली में संवाददाताओं से बातचीत कर रहे थे। गृहमंत्री ने कहा कि वे महाराष्ट्र के आतंकवाद निरोधक दस्ते द्वारा की जा रही जांच के बारे में राज्य सरकार से लगातार संपर्क में है और राष्ट्रीय जांच एजेंसी शुरू से ही इस जांच में सहयोग दे रही है।-----
प्रधानमंत्री कार्यालय ने स्पष्ट किया है कि 2008 में प्रधानमंत्री मनमोहन सिंह के निजी सचिव की फाइल नोटिंग का स्पेक्ट्रम के लाइसेंस के आरोपों से कोई सम्बन्ध नहीं है। प्रधानमंत्री कार्यालय ने कहा है कि सम्बन्धित फाइल मौजूदा ऑपरेटरों और नये उद्यमियों को समान अवसर देने से सम्बन्धित थी। एक विज्ञप्ति में प्रधानमंत्री कार्यालय ने कहा कि बिना इस बात की जांच किए कि किस संदर्भ में यह नोटिंग की गई है, उसके गलत मतलब निकाले जा रहे हैं।-----
उच्चतम न्यायालय ने टू-जी स्पेक्ट्रम मामले में आरोपित फिल्म निर्माता करीम मोरानी को स्वास्थ्य के आधार पर अंतरिम जमानत देने से इंकार कर दिया। न्यायालय की पीठ ने कहा कि मोरानी को अगर तिहाड़ जेल के अधिकारी इलाज की समुचित व्यवस्था उपलब्ध नहीं कराते तो वह विशेष अदालत में जा सकता है। मोरानी ने दिल्ली उच्च न्यायालय के आदेश को चुनौती देते हुए उच्चतम न्यायालय में याचिका दायर की थी।-----
कांग्रेस ने दिल्ली के चांदनी चौक संसदीय क्षेत्र में जन लोकपाल विधेयक पर हुए सर्वेक्षण के नतीजों को खारिज कर दिया है। पार्टी प्रवक्ता मनीष तिवारी ने बताया कि सिविल सोसायटी कार्यकर्ताओं का एक वर्ग संविधान के खिलाफ नहीं जा सकता। उन्होंने कहा कि लोकपाल विधेयक के संसद में पेश होने के बाद वो सदन की संपत्ति बन जाएगा और सदस्य ही इस विधेयक के बारे में अंतिम फैसला करेंगे।उधर, भारतीय जनता पार्टी ने अन्ना हजारे के नेतृत्व वाली सिविल सोसायटी के कार्यकर्ताओं द्वारा किये गए सर्वे को उचित ठहराया है।
इससे पहले, नई दिल्ली में संवाददाताओं को सम्बोधित करते हुए अन्ना हजारे ने प्रधानमंत्री को लोकपाल विधेयक के दायरे से बाहर रखने के प्रस्ताव को दुर्भाग्यपूर्ण बताया।

मणिपुर की राजधानी इम्फाल में आज तीसरे पहर हुए बम विस्फोट में पांच लोग मारे गए और सात गंभीर रूप से घायल हो गए। हमारे संवाददाता ने बताया है कि यह विस्फोट बहुत ही शक्तिशाली था।आज का विस्फोट पिछले चौबीस घंटों में यह शहर में दूसरा विस्फोट था। पुलिस प्रशासन भी अपराधियों को पकड़ने के लिए व्यापक अभियान चला रही है। शहर में सभी थानों को सतर्क कर दिया गया है और लोगों की तलाशी का काम भी तेज कर दिया गया है। राज्यपाल ने इस घटना की कड़ी निंदा करते हुए राज्य सरकार से अपराध के जिम्मेदार लोगों के खिलाफ कड़ी कार्रवाई करने को कहा है। राज्य मुख्यमंत्री दुर्घटना की स्थिति का जायजा लेने तुरंत विस्फोट स्थल पर पहुंचे। इम्फाल से अरिबम इबोम्चा शर्मा के साथ मैं हरिसंधू।

मध्य प्रदेश में रायसेन जिले के बरेली क्षेत्र में आज एक बस के बर्ना नदी में गिर जाने से 18 लोगों की मृत्यु हो गई। नदी के पुल से गुजर रही इस बस का टायर फट गया जिससे बस अनियंत्रित होकर नदी में जा गिरी। रायसेन के पुलिस अधीक्षक ने बताया कि अभी तक 18 शव मिल गए हैं और दो लोगों को बचा लिया गया है। मृतकों की संख्या ज्यादा भी हो सकती है। बस में करीब चालीस लोग सवार थे।मुरैना जिले के प्रतापगढ़ क्षेत्र में एक अन्य दुर्घटना में आज सवेरे एक टै्रक्टर ट्राली के सोन नदी में बह जाने से सात लोगों की मृत्यु हो गई। करीब 22 लोगों को बचा लिया गया।

पंजाब में श्री गुरू ग्रन्थ साहेब विश्वविद्यालय के कुलपति जसबीर सिंह अहलूवालिया, फतेहगढ़ साहेब में अपने कार्यालय में गोली लगने से गंभीर रूप से घायल हो गए। उन्हें सिर और बांह में गोली लगी। उन्हें चंडीगढ़ के पी जी आई अस्पताल में भर्ती कराया गया है। श्री जसबीर सिंह अहलूवालिया की हालत नाजुक है और उन्हें आई सी यू में रखा गया है।-----
मुंबई के जुहू बीच पर फंसे पनामा के माल वाहक जहाज के मालिकों ने भारत को जहाज निकालने का आश्वासन दिया है। आज मुंबई में महानिदेशक जहाजरानी ने बताया कि एम.टी. पावित जहाज के मालिकों को कानूनी नोटिस जारी किया गया था, जिसके जवाब में, जहाज को बचाने की योजना की जानकारी दी गई है। मुंबई पुलिस ने भारतीय दंड संहिता की धारा 336 के तहत लापरवाही का मामला दर्ज किया है। महानिदेशालय ने स्पष्ट किया है कि मौसम और समुद्र की स्थिति को ध्यान में रखते हुए जहाज को हटाने के लिए काम किया जायेगा। इस जहाज पर दस मैट्रिक टन तेल होने की खबर है। इसी बीच मुंबई तट पर इस तरह जहाज आने की घटनाओं पर पर्यावरण विशेषज्ञों ने सवाल उठाये हैं। समुद्री जीवों की भी सुरक्षा की भी चिंता जताई है। उमेश उजगरे आकाशवाणी समाचार मुंबई।

पश्चिम बंगाल में मालदा के पास कल हुई रेल दुर्घटना के बाद बाधित रेल सेवाएं आज रात तक बहाल करने की कोशिश की जा रही है। पुलिस सूत्रों के अनुसार आज एक और शव मिलने से दुर्घटना में मरने वालों की संख्या दो हो गई है। पूर्वी रेलवे के सूत्रों ने बताया कि पूर्वी मंडल कोलकाता के रेलवे सुरक्षा आयुक्त दुर्घटना की जांच करेंगे।-----
प्रधानमंत्री की आर्थिक सलाहकार परिषद ने कहा है कि इस वित्त वर्ष में देश की आर्थिक विकास दर आठ दशमलव दो प्रतिशत रहेगी, जबकि पिछले वर्ष यह दर साढ़े आठ प्रतिशत थी। परिषद ने मार्च 2012 में मुद्रास्फीति की दर साढ़े छह प्रतिशत रहने का अनुमान लगाया है, जबकि पहले छह प्रतिशत का अनुमान लगाया गया था। प्रधानमंत्री की आर्थिक सलाहकार परिषद के अध्यक्ष डॉ0 सी0 रंगराजन ने आज नई दिल्ली में पत्रकारों को बताया कि जुलाई से अक्तूबर की अवधि में मुद्रास्फीति की दर नौ प्रतिशत तक जा सकती है।
निकट भविष्य में वैश्विक वित्तीय और आर्थिक स्थिति में सुधार आने की संभावना नहीं है। जिसका देश की अर्थव्यवस्था की बढ़ोतरी पर असर पर पड़ सकता है। मुद्रास्फीति की संशोधित दर मार्च 2012 में गिरकर छह दशमलव पांच प्रतिशत आ जायेगी।
डॉ0 रंगराजन ने कहा कि राजकोषीय घाटा चार दशमलव छह प्रतिशत से चार दशमलव सात प्रतिशत के बीच रहने की संभावना है। उन्होंने इसको नियंत्रण में रखने के लिए सरकार से कदम उठाने को कहा। उन्होंने कहा कि निकट भविष्य में नौ प्रतिशत की विकास दर हासिल करने के लिए देश में बचत और निवेश की दर को बढ़ाना होगा।

भारत के निर्यात में इस वर्ष जून में साढ़े छियालिस प्रतिशत की वृद्धि हुई और यह बढ़कर 29 अरब 21 करोड़ डालर तक पहुंच गया है। सरकारी आंकड़ों में बताया गया है कि जून महीने में आयात में भी 42 दशमलव चार प्रतिशत की वृद्धि हुई और यह बढ़कर 36 अरब 80 करोड़ डालर हो गए। इस अवधि के दौरान व्यापार घाटा कम होकर सात अरब साठ करोड़ डालर रह गया। अप्रैल-जून की तिमाही में कुल निर्यात 45 दशमलव सात प्रतिशत बढ़े और यह उन्यासी अरब डालर तक पहुंच गया।निर्यात में वृद्धि मुख्य रूप से पेट्रोलियम पदार्थों, सिले-सिलाए कपड़ों, इंजीनियरी सामान और दवाओं के क्षेत्र में बेहतर काम-काज की वजह से हुई। अमरीका में आर्थिक सुधार की धीमी रफ्तार और यूरोप में ऋण संकट के बावजूद निर्यात में वृद्धि जारी है। हालांकि भारत का 35 प्रतिशत निर्यात अमरीका और यूरोप को होता है।

भारत और जापान के बीच व्यापक आर्थिक भागीदारी समझौता आज से लागू हो गया है। वाणिज्य सचिव राहुल खुल्लर ने आज नई दिल्ली में बताया कि इससे भारत और जापान के बीच व्यापार में वृद्धि होगी। उन्होंने कहा कि ये पूर्वी एशिया में आसियान, चीन, जापान, ऑस्ट्रेलिया और न्यूजीलैण्ड के साथ व्यापक आर्थिक भागीदारी की शुरूआत है। इस समझौते से भारत और जापान के बीच मौजूदा 12 अरब डॉलर के व्यापार के 2014 तक 25 अरब डॉलर तक पहुंच जाने की उम्मीद है।-----
वित्त मंत्री प्रणब मुखर्जी ने कहा है कि केन्द्र पश्चिम बंगाल की नई सरकार को वाममोर्चा सरकारों से विरासत में मिली आर्थिक समस्याओं से निपटने के लिए वित्तीय पैकेज देने के बारे में विचार कर रहा है। उन्होंने कहा कि एक पैकेज तैयार किया जा रहा है, जिससे राज्य को जरूरी सहायता दी जा सके। श्री मुखर्जी ने कहा कि ऐसी व्यवस्था तय की जा रही है, जिससे यह सहायता राज्य को निरंतर रूप से जारी रह सके। पश्चिम बंगाल के वित्त मंत्री अमित मित्रा कल नई दिल्ली में वित्त मंत्री से राज्य की आर्थिक स्थिति को पटरी पर लाने के तौर-तरीकों के बारे में बातचीत करेंगे।-----

Both the Houses of Parliament were adjourned for the day today after paying tributes to the members who passed away during inter-session period. In the Lok Sabha, tributes were paid to former Haryana Chief Minister Bhajan Lal, who was also a sitting member of the House. Tributes were also paid to other five former members. Members also joined the Speaker in expressing grief and sorrow of the recent tragic rail accidents in the country, Mumbai blasts and terror attacks in Norway. In Rajya Sabha, BSP members trooped into the well of the House demanding a new central land acquisition bill after the obituary references by the Chairman. The Prime Minister introduced all the newly inducted Cabinet members in both the Houses.

The government has approved the setting up of a National Mission for Justice Delivery and Legal Reforms to expedite the disposal of court cases. One of its major goals is to enhance accountability of the judicial system through structural changes and by setting performance standards. This information was given by the Minister of Law and Justice, Mr. Salman Khurshid in a written reply in the Rajya Sabha today. He said inadequacy of infrastructure in subordinate courts has been one of the bottlenecks in the speedy delivery of justice. Hence the Centre has granted an increase of five-fold for infrastructure development to the States in this financial year. The amount has been raised to five hundred crore rupees as against one hundred crore rupees till now. Mr. Khurshid said that the government has accepted the recommendation of the 13th Finance Commission to provide a grant of five thousand crore rupees to the States to improve their justice delivery system in the next five years.

In Manipur, five civilians have been killed and many injured in a bomb blast in Imphal this afternoon. Our Correspondent reports the IED was planted in a scooter at the crowded Sangakpham Bazar. The intensity of the blast was so powerful that the dead bodies were torn into pieces. A team of senior police officials rushed to the spot to take stock of the situation. Chief Minister Okram Ibobi Singh visited the hospital immediately after the incident and inquired about the condition of the injured persons. Meanwhile, all police stations in Imphal have been put on high alert as this is the second blast in the city during the past 24 hours. Last night, a powerful bomb exploded at Singjamei Bazar. Meanwhile in a press conference in New Delhi, the Union Home Minister expressed disappointment and hoped that Manipur Police will be able to apprehend the culprits.

The Centre today said, it was not ruling out the possibility of the involvement of jihadi or saffron terror groups in last month's triple blasts in Mumbai and looking into all angles. Home Minister P. Chidambaram said Maharashtra Chief Minister Prithviraj Chavan informed him yesterday that the inputs received from the investigators suggested that there was progress in the probe.
In response to a question, the Minister said, there is currently no cause for security alarm in the national capital in view of the preparations for the Independence Day but Assam has been alerted to increase vigil. In another query, the Home Minister expressed hope that there will be some progress in the Telengana issue. Replying to questions on BJP Charges on Prime Minister, Mr. Chidambaram that the Government will reply on 2G and other issues in Parliament.

The Prime Minister's Economic Advisory Council (PMEAC) today said the country's economic growth this financial year will be at 8.2 per cent. It is lower than the 8.5 per cent achieved last year. The PMEAC also revised the March 2012 inflation projection to 6.5 per cent from 6 per cent estimated earlier. Talking to reporters in New Delhi, PMEAC Chairman Dr. C.Rangarajan said that inflation will continue to be around 9 per cent in July-October period and come down only by November.
Dr. Rangarajan said the fiscal defict is expected to be in between 4.6 to 4.7 per cent. He said the country's growth is likely to be impacted as the global financial and economic situation was unlikely to improve in the near future. On Reserve Bank of India's steps to tame inflation, Mr Rangarajan said, tight monetary pollicy measures are needed to contain inflation which was at 9.44 per cent in June. He said that current account deficit is projected at 54 billion dollars this fiscal, which is 2.7 per cent of GDP. The capital flows are projected at 72 billion dollars, while FDI flows are likelt to be at 35 billion dollars this fiscal. While asking the government to ramp up its revenue collection, Dr. Rangarajan suggested to minimise public expenditure. Agriculture is expected to grow at 3 per cent and monsoon conditions are expected to be near normal. Industry is likely to post a 7.1 per cent growth and services sector to grow at 10 per cent. <><><>
India's exports were up 46.5 per cent and reached 29.21 billion dollar in June this year. Government data said, imports grew by 42.4 per cent to 36.8 billion dollar in June. The trade deficit narrowed to 7.6 billion dollar in the same period. It was close to 15% in the month of May. The cumulative exports for April-June quarter grew 45.7 per cent to 79 billion dollars. The exports growth was mainly due to better performance of petroleum products, ready-made garments, engineering and pharmaceuticals sectors. The growth in exports is high despite slow economic recovery in the US and debt crisis in the European economies which together account for 35 per cent of India's exports.

The comprehensive economic partnership agreement between India and Japan came into force from today. Talking to the media in New Delhi on the occasion, Commerce Secretary Rahul Khullar said the pact will help improve commerce between India and Japan. He said it is the start of a comprehensive economic partnership for East Asia, which covers Asean, China, Korea, Japan, India, Australia and New Zealand. The agreement is expected to boost trade between the countries to 25 billion dollars by 2014.

Union Finance Minister Pranab Mukherjee said today that the Centre is working out a financial package for West Bengal to tide over the huge problems the new government has inherited from the Left Front administration. He said, a package is being worked out through which necessary support can be provided to the state. Mr. Mukherjee said the mechanism of providing assistance was being worked in a sustainable manner.

The Nifty rose 35 points, or 0.6 percent, to 5,517. The rupee appreciated 11 paise, to 44.08 against the dollar. Gold lost 140 rupees, to 23,480 rupees per ten grams in Delhi. The Prime Minister's Office(PMO) has clarified that a file noting in 2008 by the private secretary of Prime Minister Dr. Manmohan Singh had nothing to do with the grant of licence or spectrum charges. The PMO said the file in question was for creating a level playing field between existing operators and new entrants. The PMO said in a press release yesterday, that unwarranted inferences had been drawn from the noting without factoring in the context in which the directions were conveyed.

In Mumbai, after receiving a statutory notice, the operators of the Panama flagged MT Pevit ship, which was grounded off Juhu beach in Mumbai on Sunday, has assured the Directorate General of Shipping of a salvage plan. In a release issued in Mumbai today, the Director General of shipping said that the owners, managers of the grounded ship MT Pavit who were put on statutory notice under Section 356J of the MS Act, 1958 have informed the DG shipping about the arrangements to carry out the salvage plan. Union Human Resource Development Minister Kapil Sibal has said that there is a need for closer relationship between the Indian and Australian education systems. He said, a suitable legal framework would be put in place soon in India for this purpose.
Speaking to reporters today on the ocassion of the first meeting of Australia- India Education Council at New Delhi, Mr. Sibal said that India has large resources of trained professionals from which Australia can benifit.
His Australian counterpart Chris Evans, said that Australia has taken some specific steps to curb violence against Indian students.

Asian Games Gold medalist Ronjan Sodhi has captured the top slot in world rankings for Double Trap shooting. He is currently the only Indian shooter to be ranked World No 1 in the International Shooting Sport Federation(ISSF) rankings.
Ronjan, who was earlier ranked second to American Joshua Richmond, trailing by three points, attained the summit by virtue of his Bronze medal at the World Cup earlier this month at , Slovenia. Ronjan’s consistency in the last one year has assured the World No.1 spot for the Punjab shooter in Double Trap. The ace shooter is also the reigning World Cup Final champion, where his impeccable score of 192/200 fetched him a Gold medal last year.
