निर्वाचन आयोग ने केन्द्रीय कानून मंत्री सलमान खुर्शीद द्वारा आचार संहिता के उल्लंधन के मामले पर अब और कार्रवाई न करने का फैसला किया है। आयोग ने कल बताया कि उत्तर प्रदेश विधानसभा चुनाव प्रचार के दौरान दिये गये वक्तव्य पर श्री खुर्शीद ने खेद प्रकट कर दिया है।
श्री खुर्शीद द्वारा इस संबंध में आयोग को दिये गये पत्र के बाद इस मामले की समी+क्षा की गई। पत्र में श्री खुर्शीद ने स्वतंत्र और निष्पक्ष चुनाव कराने के लिये आयोग के प्रयासों के लिये खुद को भी प्रतिबद्ध बताया । इसके अलावा प्रचार के दौरान अन्य राजनीतिक दलों और चुनाव अधिकारियों को इस तरह की स्थिति फिर न आने देने के लिये बेहद सावधान रहने की सलाह दी गई है।

उत्तर प्रदेश विधानसभा चुनाव के चौथे चरण के मतदान के लिए प्रचार कल शाम समाप्त हो जाएगा। इस चरण में ११ से अधिक जिलों के ५६ निर्वाचन क्षेत्रों में मतदान होगा। रविवार को होने वाले इस मतदान में कुल नौ सौ छियासठ उम्मीदवार है।
आज शाम तक चुनाव के सातवें और अंतिम चरण के लिए नाम वापिस लिये जा सकते हैं। इस चरण में तीन मार्च को साठ निर्वाचन क्षेत्रों में मतदान होगा। तीसरे चरण के लिए कल ५६ विधानसभा निर्वाचन क्षेत्रों में ५७ प्रतिशत मतदान हुआ। ब्यौरा हमारे संवाददाता से -

इस चरण में एक करोड़ से ज्यादा मतदाताओं ने अपने मताधिकार का प्रयोग किया है। नक्सली गतिविधियों से प्रभावित चंदौली और मिर्जापुर में सर्वाधिक ६२ प्रतिशत मतदान हुआ है। इसी तरह मतदान वाले क्षेत्रों विधानसभा क्षेत्रों में से इलाहाबाद के प्रतापपुर में सर्वाधिक ६८ प्रतिशत मतदान हुआ है। जबकि सबसे कम ४८ मतदान इलाहाबाद उत्तरी और इलाहाबाद दक्षिणी विधानसभा क्षेत्रों में हुआ है। इस बीच कांगे्रस और समाजवादी पार्टी ने अपने दो पूर्व विधायकों को चुनाव के दौरान पार्टी विरोधी गतिविधियों में शामिल होने में पार्टी से निकाल दिया है। सुनील शुक्ल आकाशवाणी समाचार मिर्जापुर।

महाराष्ट्र में मुंबई सहित दस नगर निगमों के चुनाव के लिये आज वोट डाले जा रहे हैं। इनमे ठाणे, उल्हासनगर, पुणे, पिम्परी -चिन्चवाड़, सोलापुर, नासिक, अकोला, अमरावती और नागपुर नगर निगम शामिल हैं। जहां दो करोड़ दो लाख मतदाता एक हजार दो सौ चवालीस उम्मीदवारों के चुनावी भाग्य का फैसला करेंगे।
पुलिस और सुरक्षाबलों ने मतदान के लिये सभी सुरक्षा प्रबंध कर लिये हैं। मुंबई पुलिस आयुक्त अरूप पटनायक ने बताया कि मतदान के लिये अकेले मुंबई शहर मे २० हजार से अधिक पुलिसकर्मी तैनात किये हैं।

सरकार ने एक समान दूरसंचार लाइसेंस शुल्क नीति की घोषणा की है। नई दिल्ली में पत्रकारों से बातचीत में दूरसंचार मंत्री कपिल सिब्बल ने कहा कि भविष्य में एकीकृत लाइसेंस ही जारी किये जाएंगे और हर शहर में दूरसंचार स्पेक्ट्रम ऑपरेटरों को अलग से आवंटित किये जाएंगे। समान लाइसेंस शुल्क, दूरसंचार कंपनी के समायोजित सकल राजस्व के आठ प्रतिशत के बराबर होगा। श्री सिब्बल ने कहा कि नई दूरसंचार नीति अगले वित्त वर्ष से लागू होगी। उन्होंने कहा कि दूरसंचार नियामक प्राधिकरण -ट्राई मौजूदा लाइसेंस धारकों को एकीकृत लाइसेंस व्यवस्था की तरफ ले जाने के तरीकों की घोषणा करेगा।  श्री सिब्बल ने बताया कि एकीकृत लाइसेंस अपनाने के लिए प्रवेश शुल्क देना होगा। लाइसेंस खत्म हो जाने के बाद दस साल के लिए नवीनीकरण किया जाएगा। दूरसंचार मंत्री ने कहा कि दूरसंचार क्षेत्र में ३५ प्रतिशत बाजार हिस्सेदारी वाली कंपनियों के विलय और अधिग्रहण की अनुमति आसान और त्वरित प्रक्रिया के अंतर्गत  दी जाएगी।

स्पेक्ट्रम के सुचारू प्रबंधन के लिए भारतीय दूरसंचार नियामक प्राधिकरण ट्राई नियमित रूप से स्पेक्ट्रम ऑडिट करेगा। प्राधिकरण उपलब्ध स्पेक्ट्रम के इस्तेमाल की समीक्षा भी करेगा। दोनों स्थिति में प्राधिकरण सरकार को अपनी सिफारिशें देगा। सरकार उच्चतम न्यायालय के फैसले से पड़ने वाले असर की जाचं कर रही है।  प्राधिकरण की सिफारिशें मिलने के बाद आगे कदम उठाए जाएंगे।

मालदीव के अपदस्थ राष्ट्रपति मोहम्मद नाशीद ने कल कहा कि वह अपने देश में राजनीतिक संकट के प्रति भारत के रूख से अब और अधिक संतुष्ट हैं। भारत ने विदेश सचिव को माले भेजकर तनाव कम करने में मदद के प्रयास तेज किए हैं। माले में भारतीय उच्चायोग में विदेश सचिव रंजन मथाई के साथ लगभग एक घंटे की मुलाकात के बाद श्री नशीद ने कहा कि बातचीत काफी संतोषजनक रही। श्री मथाई ने राष्ट्रपति मोहम्मद वहीद हसन से भी कल शाम उनके निवास पर मुलाकात की। वे आज भी वहां गण्यमान्य लोगों से मिलेंगे।
पिछले सप्ताह प्रधानमंत्री मनमोहन सिंह ने अपने विशेष दूत एम गणपति को माले भेजा था।

भारत ने कहा है कि नई दिल्ली में सोमवार को इजराइली राजनयिक की कार में हुए बम धमाके का कारण भारत और ईरान के व्यापारिक संबंधों पर कोई असर नहीं पड़ेगा। वाणिज्यमंत्री आनंद शर्मा ने कल शाम इस्लामाबाद में संवाददाताओं को बताया कि भारतीय व्यापार प्रतिनिधिमंडल ईरान के साथ व्यापार और निवेश बढ़ाने के लिए तेहरान का दौरा करेगा। उन्होंने कहा कि आतंकवाद और व्यापार दो अलग-अलग मुद्दे हैं।इजराइल ने दिल्ली में हुए हमले के लिए ईरान को जिम्मेदार बताया है।

भारत और पाकिस्तान आपसी व्यापार को बढ़ावा देने के लिए कारोबारियों को वीजा देने की व्यवस्था सरल करने पर राजी हो गए है। पाकिस्तान ने भारत को यह भी भरोसा  दिलाया है कि वह इस महीने  के अंत तक आयात के लिए प्रतिबंधित वस्तुओं की सूची छोटी कर देगा और यह सूची इस साल के अंत तक खत्म कर दी जाएगी जिससे भारत को व्यापार में सर्वाधिक वरीयता वाले देश का दर्जा देने का रास्ता खुल जाएगा। भारतीय रिजर्व बैंक और स्टेट बैंक ऑफ पाकिस्तान के बीच एक दूसरे के देश में आपसी आधार पर बैंकों की दो शाखाएं खोलने की अनुमति देने पर सहमति हुई है। दोनों देशों ने अपने आर्थिक संबंध सुधारने के लिए तीन महत्वपूर्ण समझौतों पर भी हस्ताक्षर किए हैं। कल शाम इस्लामाबाद में सीमा शुल्क,  मानकों को आपसी मान्यता और व्यापार संबंधी शिकायतों के समाधान में सहयोग के समझौतों पर हस्ताक्षर किए गये । ये समझौते वाणिज्य, उद्योग और कपड़ा मंत्री आनंद शर्मा तथा पाकिस्तान के वाणिज्य और व्यापार मंत्री मकदूम अमीन फईम की उपस्थिति में हुए। श्री आनंद शर्मा की अगुवाई में १२० लोगों का व्यापार प्रतिनिधिमंडल पाकिस्तान के दौरे पर है।
श्री आनंद शर्मा ने इस्लामाबाद में संवाददाताओं को बताया कि उन्होंने वीजा नियम उदार बनाने के मुद्दे पर गृहमंत्री से चर्चा की है। उन्हाने कहा कि दोनों देश व्यापार संबंध मजबूत करने के लिए प्रतिबद्ध है।

हम फिर से भरोसा दिलाना चाहते है कि हम पाकिस्तान के साथ अपने आर्थिक संबंध प्रगाढ़ बनाने के लिए गंभीरता और निष्ठा से काम कर रहे हैं। दोनों देशों के बीच संबंधो को आगे बढ़ाने की प्रक्रिया पर दुनिया भर के देशों की नज+र है।
श्री शर्मा ने बताया कि दोनों देशों के कारोबारियों की आवाजाही सुगम बनाने के लिए पाकिस्तान के साथ १९७४ में किये गये वीजा समझौते में संशोधन किया जाएगा और इसके लिए दोनों देशों ने संयुक्त कार्यदल बनाया है। संशोधित समझौते का मसौदा तैयार हो चुका है और दोनों देश इस पर सहमत है तथा जल्दी ही इस पर हस्ताक्षर किए जाएंगे।
बातचीत के बाद जारी संयुक्त वक्तव्य में कहा गया है कि पाकिस्तान इस महीने प्रतिबंधों वाली सकारात्मक सूची की बजाय आयात में प्रतिबंधित सूची की व्यवस्था अपना लेगा। लेकिन प्रतिबंधित सूची  खत्म करने की समय सीमा बाद में घोषित की जाएगी। इसका मतलब है कि पाकिस्तान प्रतिबंधित सूची में शामिल कुछ वस्तुओं को छोड़कर भारत के सभी तरह के माल के आयात की जल्दी ही अनुमति दे देगा। प्रतिबंधित सूची में करीब सात सौ वस्तुएं शामिल होने की उम्मीद है।

ईरान के तेल मंत्रालय ने मीडिया में आई इन खबरों को ग़लत बताया है कि उसने यूरोपीय संध के तेल प्रतिबंध की जवाबी कार्रवाई के तौर पर यूरोप के छह देशों के लिए तेल का निर्यात रोक दिया है। ऐसी ख़बरें आई थीं कि ईरान ने नीदरलैंड, ग्रीस, फ्रांस, पुर्तगाल, स्पेन और इटली के लिए तेल निर्यात पर रोक लगाने की घोषणा की है। ईरान के तेल मंत्रालय के प्रवक्ता ने बताया कि ऐसे किसी फैसले की घोषणा ईरान की सर्वोच्च राष्ट्रीय सुरक्षा परिषद करेगी।

मध्य अमरीकी देश होण्डूरॉस में कोमायागुआ की एक जेल में भीषण आग लगने से साढ़े तीन सौ ज्यादा कैदी मारे गए हैं। कैदियों के सेल से उनके जले हुए शव मिले है। सुरक्षा मंत्री पोम्पेयो बोनेला ने संवाददाताओं को बताया कि साढ़े तीन सौ से ज्यादा कैदी मारे गए हैं। उन्होंने कहा कि ये आंकड़ा केवल अनुमान है और पूरी जांच करने के बाद इस अग्निकांड में मरने वालों की सही संख्या का पता लग सकेगा।
आग इतनी भीषण थी कि इसे बुझाने में तीन घंटे का समय लगा। आग के सही कारणों का अभी पता नहीं लगा है लेकिन माना जा रहा है कि ये दुर्घटना शॉर्ट सर्किट से हुई।

संयुक्त राष्ट्र महासभा में आज सीरिया पर एक नए प्रस्ताव पर मतदान होगा जिसमें राष्ट्रपति बशर अल असद से आम नागरिकों पर घातक हमले बंद करने को कहा गया है। इस महीने की चार तारीख को भी सीरिया के संकट पर सुरक्षा परिषद का एक प्रस्ताव लाया गया था, लेकिन रूस और चीन ने इस प्रस्ताव को असंतुलित बताते हुए वीटो कर दिया था। रूस और चीन नए प्रस्ताव का भी विरोध कर सकते हैं लेकिन १९३ देशों वाली सयुक्त राष्ट्र महासभा में इसे वीटो नहीं किया जा सकता। कूटनीतिज्ञों का कहना है कि नए प्रस्ताव का पारित होना लगभग तय है।
हमारे संवाददाता का कहना है कि सीरिया में नए संविधान पर इस महीने की २६ तारीख को मतदान होगा।

सीरिया में नये संविधान को लेकर होने वाले जनमत संग्रह से देश में पहली बार बाथ पार्टी का एकाधिकार खत्म होगा। जानकारों की राय में इससे मुस्लिम ब्रदर हुड कुर्दिस्तान ब्लॉक की पार्टियां चुनाव में हिस्सा नहीं ले पाएंगी। राष्ट्रपति का कार्यकाल दो बार सात-सात साल के लिए होगा। नये संविधान को लेकर जनमत संग्रह २६ फरवरी को पीपुल्स असेम्बली की सहमति के बाद होगा। सीरिया सरकार ने इसे राष्ट्रपति असद के सुधारवादी नीति बताया है, जबकि विपक्ष ने इसे खारिज कर दिया है। अतुल तिवारी आकाशवाणी समाचार।

प्रसिद्ध स्वतंत्रता सेनानी और पूर्व केन्द्रीय मंत्री बिभुदेन्द्र मिश्रा का कल ओडिशा के कटक में निधन हो गया। वे ९३ वर्ष के थे। नेता जी सुभाषचन्द्र बोस के सहयोगी रहे मिश्रा जी के एक पुत्र और पुत्री हैं। जवाहरलाल नेहरू की दूसरी कैबिनेट में कानून मंत्री रहे श्री मिश्रा ने १९४२ के भारत छोड़ो आन्दोलन में भाग लिया था। ओड़िया के जाने-माने साहित्यकार और अधिवक्ता श्री मिश्रा ने कुछ ओड़िया पत्रिकाओं का भी संपादन किया।

ईरान की एटमी ताकत सामने आने की खबरें आज हिंदी के कई अखबारों की सुर्खियों में हैं। हिंदुस्तान लिखता है-ईरान ने दिखाई आंख, परमाणु संयंत्र दुनिया के सामने लाकर पश्चिमी ताकतों को दी चुनौती।
दिल्ली में इस्राइली राजनयिक की कार में हुए धमाके की जांच-पड़ताल की खबरें भी अखबारों के पहले पन्ने पर हैं। अधिकतर अखबारों का कहना है-दिल्ली-बैंकॉक के बम एक जैसे। जनसत्ता ने लिखा है-सुराग मिले बिना ईरान पर आरोप लगाने से इनकार किया भारत ने।

नवभारत टाइम्स का कहना है दिल्ली से एनसीआर के तीन शहरों के लिए हाईस्पीड ट्रेन कोरीडोर बनाने के लिए धन जुटाने का फॉर्मूला एनसीआर प्लानिंग बोर्ड ने तैयार कर लिया है। ये गलियारे दिल्ली-पानीपत, दिल्ली-मेरठ और दिल्ली-अलवर के बीच बनने हैं और इन पर ५० हजार करोड़ के खर्च का अनुमान है।

The Election Commission of India has decided not to take any further action on the matter of violation of the Model Code of Conduct by Union Law Minister, Salman Khurshid. In a press release, the Commission said, it took note of the fact that Mr. Khurshid has regretted the statement made by him during the course of the election campaign in Uttar Pradesh after the Commission censured him. The Commission reviewed the matter in the light of the letter received yesterday from Mr. Khurshid.  The Commission also advised all contending political parties and poll officials to be extremely careful during campaigning to avoid a recurrence of any such situation in future.

In Uttar Pradesh, campaigning for the fourth phase of assembly elections will end tomorrow evening. 56 constituencies spread over 11 districts will go to poll in this phase.   A total of 966 candidates are in the fray and polling will be held on Sunday.
Our
Lucknow correspondent reports that the lines of electoral battle will be drawn for the last phase of elections this evening when withdrawal of nomination papers ends. 60 constituencies will go for polling in this phase on March 3.
Meanwhile, over 57 per cent voters  cast their votes in the third phase of polling held yesterday in 56 Assembly constituencies. Our correspondent reports that more than one crore voters exercised their voting rights. Over 62 percent polling took place in Naxal-affected districts of Chandauli and Mirzapur.
More than one crore voters have cast their votes in this phase. Significantly, above 62 percent polling has taken place in Naxal-affected districts of Chandauli and Mirzapur. Among the Assembly constituencies, maximum 68 percent polling has taken place in Handia segment in Allahabad district, 67 percent each in Sakaldiha in Chandauli and Marihan in Mirzapur and 65 percent in Pratappur in Allahabad. Lowest 48 percent polling was reported from Allahabad South and Allahabad North constituencies. In Maharashtra, polling has begun in 10 municipal corporations of the state, including Mumbai. The 10 civic bodies have an electorate of over 2 crore and will elect 1,244 candidates. In the 227-seat Mumbai corporation, the election is a fiercely fought affair. A triangular contest is on the cards between the Congress-NCP combine, the Shiv Sena-BJP-RPI alliance and the Raj Thackeray-led MNS.

The Government has announced a uniform telecom license fee policy. Briefing newsmen in New Delhi, Telecom Minister Kapil Sibal said yesterday that all future licenses would be unified and telecom spectrum in each city for operators, would be allotted separately. The uniform license fee will be up to eight per cent of the adjusted gross revenue of the telecom company. Mr. Sibal said, a new telecom policy will come into force from the next financial year. He said that telecom regulator, TRAI, will announce a migration path for existing license holders to the uniform license regime and will regularly undertake spectrum audits.
"For efficient management of spectrum TRAI will under take regular spectrum audits. TRAI will also carry on a review of the usage of spectrum available. In both cases TRAI may make recommendations to the government."
The Minister said, mergers and acquisitions in the telecom sector up to 35 per cent of market share will be allowed under a quick and simple process.
“If two licences merge then the  duration of the license of the resultant entity in respect of a service area will be equal to the higher of two periods on the date of merger."
The new telecom policy does away with the previous license policy of allocating spectrum to telecom companies in various telecom circles based on regions.

The Supreme Court has directed closure of all unauthorised sandalwood oil factories in the country and asked the Centre to formulate a suitable policy for conservation of sandalwood, particularly red sanders which is said to be endangered and available only in India.
A bench of justices K S Radhakrishnan and C K Prasad said in a judgement that power is also vested with the central government to delete from the schedule if the situation improves and a species is later found to be not endangered. The bench passed the direction on an application moved by an NGO before the court-appointed Central Empowered Committee for closure of all sandalwood oil industries particularly in Kerala.

India and Pakistan have agreed to ease the visa regime for businessmen to boost bilateral trade. Islamabad also assured New Delhi to move to a small negative list of imports from India by the end of this month. This negative list will be phased out
by the year end culminating in the most favoured nation status to
India. The two countries also agreed to allow the opening of two branches of their banks on a reciprocal basis for which an understanding has been reached between the Reserve bank of India and the State Bank of Pakistan.
New Delhi and Islamabad also signed three important pacts to improve economic ties.  The two countries signed agreements on cooperation in customs, mutual recognition of standards and for redressing trade grievances in the presence of Indian Commerce, Industry and Textiles Minister Anand Sharma and Pakistani Commerce and Trade Minister Makhdoom Amin Faheem in Islamabad last evening.

In Honduras, more than 350 people were killed in a prison fire in Comayagua. Officials said rescue teams found the charred bodies of inmates trapped in their cells by the inferno. Security Minister Pompeyo Bonilla told reporters at the prison that more than 350 are dead. He said the death figure is an approximation. The authorities are checking the figure so that an official and precise toll for this tragedy could be given.
The inferno broke out at around 0450 GMT yesterday and took about three hours to be brought under control.
Officials were unclear about the cause, at first believing that the blaze was sparked by a short circuit. But later they did not rule out that the fire might have been deliberately set by the inmates.
Meanwhile,
Honduras President Porforio Lobo has pledged a full and transparent investigation into the incident.

The United Nations General Assembly will today vote  on a new resolution calling on Syrian President Bashar Al-Assad to put a stop to deadly attacks on civilians. The move comes after Russia and China vetoed a Security Council resolution on the Syrian crisis in Syria on the 4th of this month. They said it was unbalanced.  Russia and China are expected to oppose the new text but it cannot be vetoed in the 193-nation General Assembly. Diplomats said the measure was almost sure to be passed. The new constitution will pave the way for the first time a multi party system in Syria. But new parties could not be based on a religion or regional interests. It implies the outlawed Muslim Brotherhood or autonomy-seeking Kurdish parties may not be allowed to contest the elections. The President to be elected for two terms each of seven years. The new constitution would be put to People’s Assembly for its nod and then referendum will take place on 26th February. India said its trade relations with Iran would not be affected by Monday's bombing of an Israeli diplomat's car in New Delhi and that an Indian business delegation will go ahead with a visit to Tehran to promote trade and investment. Commerce Minister Anand Sharma told reporters in Islamabad last evening that  terrorism and trade are separate issues and perpetrators of the bomb attack were yet to be identified. Sharma said let the identity of the perpetrators be established and let them be brought to justice.

 केन्द्र ने केरल के पलक्कड़ में रेल डिब्बे बनाने का नया कारखाना लगाने को मंजूरी दे दी है। इस फैक्ट्री में हर वर्ष चार सौ डिब्बे बनाए जाएंगे। इस संयुक्त उद्यम में  रेलवे की हिस्सेदारी २६ प्रतिशत होगी। इस परियोजना पर साढ़े पांच अरब रूपये खर्च होंगे, जिसमें ज+मीन की लागत शामिल नहीं है। आज नई दिल्ली में प्रधानमंत्री मनमोहन सिंह की अध्यक्षता में केन्द्रीय मंत्रिमंडल की बैठक में यह फैसला किया गया। इस फैक्ट्री से भारतीय रेल को एल्युमीनियम के अत्याधुनिक डिब्बे प्राप्त होंगे। इस परियोजना पर २०१२-१३ में काम शुरू होगा और ३६ महीने के अन्दर इसे पूरा कर लिया जाएगा।

 उत्तरप्रदेश में विधानसभा चुनाव के चौथे चरण में ग्यारह जिलों के ५६ निर्वाचन क्षेत्रों में रविवार को वोट डाले जाएंगे। इन क्षेत्रों में चुनाव प्रचार चरम पर है। इस चरण् में राजधानी लखनऊ के अलावा हरदोई, उन्नाव, रायबरेली, छत्रपति साहूजी महाराज नगर, फरूखाबाद, कन्नौज, बांदा, चित्रकूट, फतेहपुर और प्रतापगढ़ में मतदान होगा। एक करोड़ ७२  लाख मतदाता  नौ सौ छियासठ उम्मीदवारों के चुनावी भाग्य का फैसला करेंगे। चौथे चरण के लिए चुनाव प्रचार कल शाम समाप्त हो जाएगा।

 निर्वाचन आयोग ने गोवा के पर्यटन विभाग को चार मुख्य शहरों पणजी, मडगांव, पोंडा और महाप्सा में कार्निवाल आयोजित करने की अनुमति दे दी है। यह वार्षिक आयोजन १८ फरवरी से २१ फरवरी तक होगा। इसे देखने के लिए देश-विदेश से हर साल हजारों पर्यटक गोवा पहुंचते हैं। पिछले वर्षों की भांति इस साल भी कार्निवल की शुरुआत पणजी में झांकियों की परेड से होगी और समापन महाप्सा की परेड से होगा।
 गोवा में मुख्य कार्यकारी अधिकारी एन एस नावटी ने कहा है कि आयोग ने तीन शर्तों के साथ आयोजन की अनुमति दी है। ये शर्तें हैं - आयोजन समिति में सरकारी अधिकारी हों, कार्निवाल की वीडियोग्राफी की जाए और किसी झांकी पर कोई राजनीतिक प्रतीक या नारा न हो। श्री नावटी ने कहा कि आयोजकों को शर्तों का पालन सुनिश्चित करना चाहिए।
 अपने पत्र में निर्वाचन आयोग ने राज्य के अधिकारियों को निर्देश दिया है कि चुनाव डयूटी करने वाले अधिकारी इस उत्सव समिति में शामिल न हों। उसने आयोजन समिति के गठन के लिए कुछ दिशा निर्देश भी दिये हैं।

 उच्चतम न्यायालय ने केन्द्र से इस बात का जवाब मांगा है कि क्या टाटा समूह के प्रमुख रतन टाटा के साथ विवादास्पद राडिया टेपों के लीक होने की जांच रिपोर्ट उन्हें बताई जा सकती है। न्यायमूर्ति जी.एस. सिंघवी और न्यायमूर्ति एस.जे. मुखोपाध्याय की पीठ ने रतन टाटा की याचिका पर सरकार से जवाब देने को कहा है। टाटा ने जांच रिपोर्ट की एक प्रति मांगी है। इस रिपोर्ट में मीडिया को जारी टेपों के साथ छेड़छाड़ की बात कही गई है।
 न्यायालय ने सरकार को अपना जवाब देने के लिए तीन हते का समय दिया है और मामले की अगली सुनवाई के लिए २७ मार्च की तारीख तय की है।
 इससे पहले सरकार ने इस आधार पर रिपोर्ट देने से इंकार कर दिया था कि इस बात की जांच अब भी चल रही है कि आयकर विभाग द्वारा टैेप की गई राडिया की बातचीत के टेप कैसे लीक हुए । केन्द्र ने ३१ जनवरी को न्यायालय की पीठ के सामने बन्द लिफाफे में यह रिपोर्ट पेश की थी।

 सेन्ट्रल बैंक ऑफ इंडिया ने रक्षाकर्मियों के वेतन पैकेज को बढ़ावा देने के लिए वायुशक्ति नाम की एक विशेष योजना शुरू की है। इस योजना से देश भर में सेवारत और सेवानिवृत्त वायु सैनिकों को उच्चस्तरीय बैंकिंग सुविधाएं मुहैया हो सकेंगी। रक्षा मंत्रालय की एक विज्ञप्ति में कहा गया है कि नई दिल्ली के वायु भवन के प्रशासन प्रभारी एयर मार्शल जे. एन. वर्मा ने इस योजना की शुरूआत की। इस अवसर पर श्री वर्मा ने वायु सैनिकों के लिए विशेष रूप से बनाई गई योजना के लिए बैंक के प्रयास की सराहना करते हुए आशा व्यक्त की कि सेवारत कर्मियों के अलावा सेवानिवृत्त सैनिकों को भी इस योजना का लाभ मिलेगा।

 केन्द्रीय जांच ब्यूरो-सीबीआई ने केरल में इलैक्ट्रॉनिक सामान की तस्करी के सिलसिले में तीन कस्टम अधिकारियों को गिरतार किया है। सिंगापुर से लाया गया यह सामान कोच्चि अन्तर्राष्ट्रीय हवाई अड्डे पहुंचा था। गिरतार किये गये लोगों में एक कस्टम सुपरिटेंडेंड और दो अन्य अधिकारी शामिल हैं। सीबीआई सूत्रों ने बताया कि पिछले वर्ष भी कस्टम अधिकारियों की मिलीभगत से कई करोड़ रुपये के इलैक्ट्रॉनिक सामान की तस्करी का पता चला था।

 दिल्ली पुलिस का कहना है कि इस्राइली दूतावास की गाड़ी में हाल में हुए   विस्फोट की जांच अभी शुरूआती स्तर पर है और धीरे-धीरे इसमें तेजी आ रही है। नई दिल्ली में एक कार्यक्रम के दौरान संवाददाताओं से बातचीत में दिल्ली पुलिस आयुक्त बी. के. गुप्ता ने कहा कि इस मामले को सुलझाने के लिए अन्य सुरक्षा एजेंसियां भी पुलिस के विशेष सेल के साथ तालमेल बनाये हुए है। उन्होंने कहा कि केन्द्रीय फारेंसिक विज्ञान प्रयोगशाला की टीम वाहन में धमाके के लिए इस्तेमाल किये गये विस्फोटक की जांच कर रही है और जल्द ही इसका पता चल जाएगा।

 भारतीय वायुसेना में कल एमआई-१७ वी-५ हेलीकॉप्टर शामिल किये जायेंगे। इनके शामिल हो जाने से वायुसेना की क्षमता में भारी वृद्धि होगी जिससे वह देश में असामान्य मौसम, खतरनाक पर्यावरण और दुर्गम स्थानों से उत्पन्न चुनौतियों से निपट सकेगी।  ये हेलीकॉप्टर सशस्त्र हेलीकाप्टरों की श्रेणी के हैं। इनके इंजन एक दम नये तरीके के तथा अधिक शक्तिशाली हैं जिनकी वजह से इनकी हमला करने की शक्ति बड़ी प्रभावशाली है।

 गृह राज्यमंत्री मुल्लापल्ली रामचन्द्रन ने दिल्ली के इंदिरा गांधी अन्तर्राष्ट्रीय हवाई अड्डे के आव्रजन अधिकारियों से कहा है कि वे देश की सुरक्षा सुनिश्चित करते हुए विदेशी यात्रियों  और पर्यटकों को विश्व स्तर की सेवाएं उपलब्ध कराएं। नई दिल्ली में जारी सरकारी विज्ञप्ति के अनुसार श्री रामचन्द्रन ने इन अधिकारियों से मानव तस्करी और आपराधिक कार्यों में लगे लोगों पर पूरी नज+र रखने को भी कहा है।

 भारत ने स्पष्ट किया है कि वह अमरीका और ईरान के बीच तनाव के बावजूद ईरान से कच्चे तेल का आयात जारी रखेगा। पेट्रोलियम मंत्रालय के एक वरिष्ठ अधिकारी ने नई दिल्ली में बताया कि सरकार स्थिति पर लगातार नजर रखे हुए है। हमारे संवाददाता ने खबर दी है कि ईरान भारत को तेल सप्लाई करने वाला  दूसरा सबसे बड़ा देश है, जो कि देश के लिए बहुत अधिक महत्वपूर्ण है। ईरान के साथ आपसी व्यापार और निवेश को और बढ़ाने के लिए भारत इस महीने के आखिर तक एक बड़ा शिष्टमंडल ईरान भेजने पर भी विचार कर रहा है।

 भारत और पाकिस्तान आपसी व्यापार को बढ़ावा देने के लिए कारोबारियों को वीजा देने की व्यवस्था सरल करने पर राजी हो गए है। पाकिस्तान ने भारत को यह भी भरोसा  दिलाया है कि वह इस महीने  के अंत तक आयात के लिए प्रतिबंधित वस्तुओं की सूची छोटी कर देगा और यह सूची इस साल के अंत तक खत्म कर दी जाएगी जिससे भारत को व्यापार में सर्वाधिक वरीयता वाले देश का दर्जा देने का रास्ता खुल जाएगा। भारतीय रिजर्व बैंक और स्टेट बैंक ऑफ पाकिस्तान के बीच एक दूसरे के देश में आपसी आधार पर बैंकों की दो शाखाएं खोलने की अनुमति देने पर सहमति हुई है। दोनों देशों ने अपने आर्थिक संबंध सुधारने के लिए तीन महत्वपूर्ण समझौतों पर भी हस्ताक्षर किए हैं। कल शाम इस्लामाबाद में सीमा शुल्क,  मानकों को आपसी मान्यता और व्यापार संबंधी शिकायतों के समाधान में सहयोग के समझौतों पर हस्ताक्षर किए गये।
  ये समझौते वाणिज्य, उद्योग और कपड़ा मंत्री आनंद शर्मा तथा पाकिस्तान के वाणिज्य और व्यापार मंत्री मकदूम अमीन फईम की उपस्थिति में हुए। श्री आनंद शर्मा की अगुवाई में १२० सदस्यों का व्यापार प्रतिनिधिमंडल पाकिस्तान के दौरे पर है।
 श्री आनंद शर्मा ने इस्लामाबाद में संवाददाताओं को बताया कि उन्होंने वीजा नियम उदार बनाने के मुद्दे पर गृहमंत्री से चर्चा की है। उन्हाने कहा कि दोनों देश व्यापार संबंध मजबूत करने के लिए प्रतिबद्ध है।

 पाकिस्तान के उत्तरी वजीरीस्तान में अमरीकी ड्रोन हमले में छह आतंकवादी मारे गए हैं।  एक हते पहले एक अन्य ड्रोन हमले में पाकिस्तान में अलकायदा का शीर्ष नेता बदर मंसूर मारा गया था जो जम्मू-कश्मीर में भी आतंकवादी गतिविधियों में लिप्त था।
 ड्रोन हमला उत्तरी वजीरीस्तान के मुख्य शहर मीरानशाह से १२ किलोमीटर दूर स्पालगाई इलाके में हुआ। हमले में सात अन्य लोग घायल हुए। सुरक्षा अधिकारियों ने एक टेलीविजन समाचार चैनल के सामने  इस हमले की पुष्टि की जिसमें स्थानीय तालिबान गुट के सदस्यों को निशाना बनाया गया था।
 उत्तरी वजीरीस्तान में कमान्डर हाफिज+ गुल बहादुर के नेतृत्व वाले आतंकवादी गुट का वर्चस्व है। इस गुट के लड़ाके अफगानिस्तान की सीमा पर विदेशी सैनिको को निशाना बनाते हैं।

 संयुक्त राष्ट्र महासभा में आज सीरिया के बारे में एक नये प्रस्ताव पर मतदान होगा, जिसमें आम लोगों पर हो रहे हमले को रोकने के लिए सीरियाई सरकार से उचित कदम उठाने की बात कही गई है। सूत्रों के अनुसार इस प्रस्ताव के भारी बहुमत से पारित होने की संभावना है। हमारे पश्चिम एशिया संवाददाता ने बताया है कि सुरक्षा परिषद में चार फरवरी को रूस और चीन ने दूसरी बार भी इस प्रस्ताव को वीटो कर दिया था।
   
संयुक्त राष्ट्र महासभा में सीरिया के संकट पर प्रस्ताव का मसौदा सउदी अरब और कतार ने तैयार किया है। प्रस्ताव में सीरिया में शांति बहाली और खून खराबा रोकने के लिए अरब लीग की योजना को समर्थन दिया गया है। सीरिया में सीरिया के लोगों द्वारा लोकतांत्रिक तरीके से सत्ता में बदलाव की पहल का समर्थन किया गया है। हालांकि इसमें राष्ट्रपति बशर-अल अशद का नाम लिये बगैर उनके सत्ता छोड़ने का जिक्र नहीं है। प्रस्ताव में संयुक्त राष्ट्र के विशेष दूत को सीरिया में बहाल करने की मांग की गई है, जबकि अरब देशों और संयुक्त राष्ट्र के मिलेजुले शांति रक्षक मिशन का हवाला तक नहीं है। प्रस्ताव में शांतिपूर्ण बातचीत के जरिये ताजा राजनीतिक संकट के हल की वकालत की गई है। अतुल तिवारी, आकाशवाणी समाचार।

 मध्य अमरीकी देश होंडुरास में कल कोमायागुआ की एक जेल में आग लगने से कम से कम ३५० कैदियों की मौत हो गई। एक शताब्दी से भी अधिक समय में यह दुनिया में इस तरह की पहली भयानक दुर्घटना है। जेल से प्राप्त मीडिया की खबरों में बताया गया है कि आसपास अफरा तफरी और परेशानी का माहौल है। कोमायागुआ में सैंकड़ों लोग जेल के बाहर खड़े है और अपने रिश्तेदारों के बारे में जानने के लिए उत्सुक हैं। मानवाधिकार कार्यकर्ताओं ने आरोप लगाया है कि जेल में बहुत अधिक भीड़ और बुरे हालातों की वजह से इतनी अधिक मौतें हुई हैं।

 मैडागास्कर के पूर्वी तटवर्ती इलाके में आए तूफान में कम से कम १६ लोगों की मौत हो गई है। बचाव अधिकारियों के अनुसार मरने वालों की संख्या बढ़ सकती है। उनका कहना है कि तूफान से लगभग साठ लोग घायल हुए हैं और करीब ग्यारह हजार व्यक्ति बेघर हो गये हैं।

 चीन के हनान प्रांत में आज तड़के एक कोयला खदान में हुई दुर्घटना में १५ खनिकों की मौत हो गई और तीन घायल हुए हैं। हनान प्रांत के कोयला खदान प्रशासन के अनुसार दुर्धटना लियांग शहर के नयांग क्षेत्र में इन खनिकों को लेकर जा रही एक ट्राम कार के पटरी से उतर जाने के कारण हुई।

  मानवाधिकार समूह एमनेस्टी इंटरनेशनल का कहना है कि हथियार बंद मलिशिया समूह के लोग लीबिया के बड़े हिस्सों में सुरक्षा और स्थिरता के लिए खतरा पैदा कर रहे है। उसका कहना है कि पश्चिमी लीबिया में लोगों के साथ निदर्यता, मुकदमा चलाये बिना उन्हें फांसी पर लटकाना और बिना किसी आरोप के उन्हें हिरासत में लेना आम बात हो गई है। एमनेस्टी इंटरनेशनल के अनुसार जिन विद्रोहियों ने मुअम्मर गद्दाफी को सत्ता से हटाया उनके बचे कुचे सदस्य यह सब कार्रवाइयां कर रहे है। जिनके खिलाफ कार्रवाई की जाती है, उन पर पिछले शासन के प्रति वफादार होने का संदेह किया जाता है, लेकिन अश्वेत अफ्रीकियों और प्रवासियों पर भी हमले हो रहे है।

 भारत ने आज इटली के राजदूत से उस घटना के लिए कड़ा विरोध दर्ज किया जिसमें कोल्लम तट पर इटली के जहाज के सुरक्षाकर्मियो ंने समुद्री डाकू होने के संदेह में कुछ मछुआरों को गोली मार दी थी। दो मछुआरों के शव आज कोल्लम में तटरक्षक बल और समुद्री सुरक्षा कार्यालय में लाये गए जिन्हें इटली के जहाज के सुरक्षाकर्मियों ने कथित रूप से गोली मार दी थी। राज्य सरकार ने मारे गए मछुआरो ंके परिजनों को अनुग्रह राशि की घोषणा की है। जिला प्रशासन ने प्रत्येक मृतक के निकट परिजन को दस हजार रूपये की आपात राहत राशि देने की घोषणा की है। सूत्रों के अनुसार नौका में ११ मछुआरो सवार थे। गोलीबारी में दो लोग मारे गए। ये मछुआरे तमिलनाडु के कन्याकुमारी जिले के कोलाचल क्षेत्र के थे और पिछले कुछ वर्षों से केरल में रह रहे थे।

 अंतर्राष्ट्रीय ओलम्पिक समिति आईओसी ने १९८४ की भोपाल गैस त्रासदी के पीड़ितों के प्रति भारतीय ओलम्पिक संघ की चिंता को उचित बताया है लेकिन उसका कहना है कि सन्‌ २००० तक डो केमिकल्स की यूनियन कारबाइड की मिल्कियत में कोई भागीदारी नहीं थी। भारतीय ओलम्पिक संघ के कार्यवाहक अध्यक्ष विजय कुमार मल्होत्रा को भेजे गए एक पत्र में आईओसी प्रमुख जैक्स रोज ने यह बात कही। उनके अनुसार आईओसी यह मानती है कि १९८४ की भोपाल गैस त्रासदी भारत और विश्व के लिए एक भयानक दुर्घटना थी। उन्होंने आगे कहा कि ओलम्पिक अभियान को पीड़ितों के परिवारों की तकलीफों के प्रति सहानुभूति है और यह दुख की बात है कि इन लोगों को अब तक कष्ट सहन करने पड़ रहे हैं।
 भारतीय ओलम्पिक संघ ने लंदन ओलम्पिक्स के प्रायोजकों में डो केमिकल्स के शामिल होने का बार-बार विरोध किया है। ऐसा बदनाम हो चुकी यूनियन कारबाइड में इस कंपनी की मिल्कियत की वजह से किया गया, क्योंकि यूनियन कार्बाइड भारत में सबसे बड़ी औद्योगिक दुर्घटना के लिए जिम्मेदार है।

 कर्नाटक में, पिछलें दिनों विधानसभा की कार्रवाई के दौरान अश्लील वीडियो क्लिप देख रहे मंत्रियों ने विधानसभा अध्यक्ष को कारण बताओ नोटिस का जवाब दे दिया है। इन मंत्रियों ने अपने जवाब विधानसभा सचिव ओमप्रकाश को आज सौंपे। संवाददाताओं से बातचीत में अध्यक्ष के. जी. बोप्पैया ने कहा कि भारतीय जनता पार्टी के इन विधायकों के अश्लील वीडियो देखने के मामले की जांच के लिए सदन के सात सदस्यों की एक समिति की घोषणा आज शाम तक कर दी जाएगी। उन्होने बताया कि समिति में एक अध्यक्ष और छह सदस्य होंगे, जिनमें चार भारतीय जनता पार्टी के, दो कांग्रेस के और एक सदस्य जनता दल एस का होगा। जब उनसे पूछा गया कि विपक्षी सदस्यों ने समिति में शामिल होने से इंकार कर दिया है, तो अध्यक्ष ने कहा कि उन्होंने अपील की है, लेकिन अगर वे नहीं माने तो वे मज+बूर हैं। विधानसभा अध्यक्ष ने कहा कि मामले की जांच पर विपक्ष के रवैये के बावजूद सदन की समिति का गठन किया जाएगा।

 लोकसभा अध्यक्ष मीरा कुमार ने वैज्ञानिकों का आह्‌वान किया है कि वे देश को प्रगति के पथ पर ले जाने के लिए मार्गदर्शन के साथ स्वच्छ और नवीकरणीय ऊर्जा तथा प्रदूषण रहित विकास के लिए सरकार के प्रयासों में सहयोग करें। नई दिल्ली में आज २०१० के राष्ट्रीय भूगर्भ विज्ञान पुरस्कार प्रदान करने के बाद उन्होंने कहा कि पर्यावरण और भूमंडल के संतुलन को बढ़ती जनसंख्या, औद्योगिकीकरण और पृथ्वी के संसाधनों के मनमाने दोहन के कारण गंभीर खतरा उत्पन्न हो गया है।
 इस अवसर पर खनन राज्यमंत्री दिनशा पटेंल ने कहा कि खनन कार्य बहुत अधिक जोखिम भरे होते हैं और इसमें कामगारों की सुरक्षा के लिए कारगर उपाय सुनिश्चित किये जाने चाहिएं। श्री पटेल ने कहा कि कामगारों और खान के आसपास रहने वाले लोगों के स्वास्थ्य पर खनन के दुष्प्रभाव को कम करने के लिए भी जरूरी कार्रवाई की जानी चाहिए।

 बम्बई शेयर बाजार का सेन्सेक्स आज शुरूआती कारोबार में ५९ अंक की गिरावट के साथ १८ हजार १४३ पर खुला।  विदेशी संस्थागत निवेशकों और छोटे निवेशकों की लिवाली तथा एशियाई बाजारों के कमजोर रूख के कारण बाजार में यह गिरावट आई। अब से कुछ देर पहले यह ७८ अंक की गिरावट के साथ  १८ हजार १२३ पर था।
 नेशनल स्टॉक एक्सचेंज का निटी भी २२ अंक गिरकर ५ हजार ५०९ पर आ गया।
 एशिया के प्रमुख शेयर बाजारों में आज गिरावट का रूख रहा। हांगकांग के हैंगसैंग में शून्य दशमलव सात-चार प्रतिशत, जापान के निक्केई में शून्य दशमलव दो-छह प्रतिशत की गिरावट दर्ज हुई। अमेरिका का औद्योगिक सूचकांक डाऊ जोन्स भी कल शून्य दशमलव सात-छह प्रतिशत की गिरावट के साथ बन्द हुआ।

Centre has approved the setting up of a new Rail Coach Manufacturing unit at Palakkad in Kerala to manufacture 400 coaches per annum. It will be a Joint Venture in which Railways shall contribute 26 per cent of the equity. The estimated cost of project is 550 crore rupees excluding the cost of land. The decision was taken by the Union Cabinet chaired by the Prime Minister Dr. Manmohan Singh in New Delhi today. The new coach building plant will be set up at Palakkad in Kerala where land to the extent of about 239 acres is available for use which will be purchased by the Railways from the Government of Kerala. This will help Indian Railways in ensuring timely availability of passenger coaches to meet the increasing demands of passenger transportation. It shall also ensure induction of state of the art aluminium coaches on Indian Railways. The work on this project will commence during 2012-13 and will be completed within a period of 36 months.

India today clarified that it will continue to import crude oil from Iran irrespective of hostilities between Washington and Teheran. A senior official of Oil Ministry said that New Delhi is watching the emerging situation. Our correspondent reports, Iran, the second largest supplier of oil to India, is crucially important for the country. In a bid to strengthen bilateral trade and investment relations, India plans to send a huge delegation to Iran by the end of this month.

Campaigning has reached its peak for the fourth phase of assembly Elections in Uttar Pradesh. 56 assembly constituencies spread over 11 districts will go to polls in this phase on Sunday. "Election Commission of India has granted permission to Goa’s tourism department to organise Carnival in four main towns of the state namely - Panaji, Margao, Ponda and Mapusa, from February 18 to February 21. The Election Commission has granted permission on three conditions - that the committee should comprise government officials, the Carnival festivities be videographed and there would be no political symbol or slogan on any of the floats. The Election Commission, in a letter to the state officials, directed that officers entrusted with election duty prescribe certain guidelines for the formation of the organising committees. The organising committee members shall consist of only official members and official Chairman and they should not be associated or guided directly or indirectly by elected member. In Maharashtra, elections to 10 municipal corporations are in progress amidst tight security. More than 20, 000 security personnel have been deployed at sensitive polling booths across the state to ensure an incident free Election. There are 8326 polling booths in the state, out of which 207 are sensitive. Investigators are scanning international calls made to Iran, Pakistan and middle-eastern countries around the time of the attack on Israeli diplomat's car in New Delhi on Monday. Delhi Police also carried out overnight raids to trace the motorcyclist who stuck the bomb on the diplomat's car. Delhi Police Commissioner B K Gupta said they were also examining telephone calls made from New Delhi area in the past few days to ascertain whether there is any connection with the attack. He said Police were specifically looking into a few calls made to Iran, Lebanon and Pakistan from Khan Market area where Tal Yehoshua-Koren, the Israeli diplomat, had lunch with her husband, before she was attacked. However, they were yet to link these calls with the attack.

The Lieutenant Governor of Delhi Tejendra Khanna today called upon the Delhi Police to discharge their duties responsively and cautiously to maintain peace and security in the national capital. Speaking at the 65th Raising Day Parade Function of the Delhi Police, Mr. Khanna said that the strength of the police is over 80 thousand and they have to play a great role in this regard. India today summoned Italian envoy in New Delhi to lodge protest over killing of its fishermen by security guards of an Italian ship off Kollam coast on suspicion of being pirates. The bodies of two fishermen, who were shot dead allegedly by security guards of an Italian ship off Kollam coast on suspicion of being pirates, were brought to Kollam by Coast Guard and Marine Enforcement authorities. The preliminary assessment of the marine authorities is that armed guards aboard the ship might have fired at the fishing boat mistaking it for a vessel of pirates.

In Pakistan, six insurgents have been killed in a US drone attack in North Waziristan. The latest attack by unmanned spy plane came a week after a drone strike killed Badar Mansoor, a top leader of al-Qaeda in Pakistan who had earlier fought in Jammu and Kashmir. The drone carried out the attack in Spalgai area, 12 km from Miranshah, the main town in the region and seven others were injured in the missile strike. Security officials confirmed the attack to a TV news channels. Members of the local Taliban faction were the target of the attack.

India and Pakistan have agreed to ease visa restrictions for businessmen to boost bilateral trade. Islamabad also assured New Delhi to move to a small negative list of imports from India by the end of this month. This negative list will be phased out by the year end culminating in the most favoured nation status to India. The two countries also agreed to allow opening of two branches of their banks on reciprocal basis for which an understanding has been reached between Reserve bank of India and State Bank of Pakistan. New Delhi and Islamabad also signed three important pacts to improve their economic ties. The two countries signed agreements on cooperation in customs, mutual recognition of standards and for redressing trade grievances in the presence of Indian Commerce, Industry and Textiles Minister Anand Sharma and Pakistani Commerce and Trade Minister Makhdoom Amin Faheem in Islamabad last evening. Visiting Commerce and Industry Minister Anand Sharma, who is leading an over 120 people-strong business delegation, told reporters in Islamabad that he has discussed the issue of visa liberalisation with Home Minister. He said the two countries will completely revise the existing bilateral visa agreement that was signed in 1974 to facilitate travel by businessmen from both the countries.
"We are here to reassure you that we are serious and sincere in deepening our economic engagement with the state of Pakistan, the outcome that is being watched in every major capital of the world. That is how people view the engagement between India and Pakistan."

The third tri-lateral summit of the leaders of Afghanistan, Iran and Pakistan for enhancing regional cooperation in fighting terrorism and drug trafficking has began in Islamabad yesterday. A press release issued by the presidential palace in Kabul today says Afghan President Hamid Karzai is also scheduled to hold separate meetings with Pakistan President Asif Ali Zardari and Prime Minister Gilani to talk about a range of issues of mutual concern including enhanced political, economic as well as anti-terror cooperation between the two countries. President Karzai is also expected to meet with several Pakistani leaders including Nawaz Sharif, the President of Pakistan Muslim League.

The United Nations General Assembly will vote later this evening on a new resolution on Syria calling Syrian regime to stop the attacks on civilians in the country. The resolution is expected to be passed with a wide majority unlike the UN security Council where it was vetoed by Russia and China for the second time on 4th February. "The UN general Assembly resolution has been drawn up by the two gulf countries, Saudi Arabia and Qatar. It seeks support for Arab League’s peace plan to end the bloodshed in Syria. It calls for a political transition led by the Syrian people to a democratic, plural political system. It doesn’t call upon specifically the Syrian President to step down or hand over power. The resolution urges the UN to appoint a U.N. special envoy in Syria. But doesn’t talk about setting up of a Joint UN-Arab peacekeeping mission in Syria. In Nepal, the Parliamentary Committee on Natural Resources has directed the government to strengthen the quarantine, surveillance and monitoring mechanisms in border areas and conduct mass awareness programmes at the grassroots level on bird-flu. The committee asked the government to increase the budget for programmes designed to control Bird flu. Appearing before the Parliamentary Committee, in Kathmandu yesterday, Ram Krishna Khatiwada, Programme Director of the Veterinary Health Directorate said that more than 8500 chicken have been culled and about 3000 eggs destroyed in the bird-flu affected districts of Sunsari, Jhapa, Ilam and Panchthar.

The Sensex at the Bombay Stock Exchange declined 59 points, or 0.3 per cent, to 18,143 in opening trade, this morning, as funds and retail investors booked profits after recent gains, amid weak global bourses. Later, after losing almost 160 points at one stage, the Sensex trimmed its losses slightly, and stood 118 points, or 0.7 per cent in the negative zone, at 18,085 in afternoon deals, a short while ago. The 30-share Sensex had gained over 450 points in the past three trading sessions. Other stocks markets in Japan, China, Taiwan, South Korea, Hong Kong, Indonesia and Singapore were down by between 0.3 percent and 1.8 percent, today, after European officials delayed a decision on a second bailout package for Greece. The US Dow Jones Industrial Average had lost 0.8 per cent, overnight.

The Supreme Court has sought response from the Centre on whether it could share the probe report on leakage of controversial Radia tapes with Tata Group Chairman Ratan Tata. A bench of justices G S Singhvi and S J Mukhopadhyay today asked the government to file its response on Tata's plea, seeking a copy of the report on the probe, which pointed out tampering of the tapes released to the media. The apex court granted three weeks time to the government to file its reply and posted the matter for further hearing on the 27th of next month. Earlier, the government had expressed reluctance in sharing the report on the ground that the investigation was still in progress to find out how the tapes of Radia's conversations, tapped by Income Tax Department, got leaked. The Centre had filed the report in a sealed envelop before the bench on January 31.

The International Olympic Committee, IOC, has appreciated Indian Olympic Association's,IOA, concern for the victims of 1984 Bhopal Tragedy but maintained that Dow Chemicals had no ownership stakes in Union Carbide till 2000. In a letter to IOA acting President Vijay Kumar Malhotra, IOC chief Jacques Rogge has said that IOC recognizes that the Bhopal tragedy in 1984 was horrific event for India and the world. He further said, the Olympic Movement sympathizes with the grief of the victims' families and regrets the ongoing suffering people face in the region.

Minister of State for Home, Mullappally Ramachandran has asked the immigration officials at the Indira Gandhi International airport in Delhi to provide world class services to International passengers and tourist while ensuring national security. According to an official release issued in New Delhi, Mr. Mullappally also called for zero tolerance for human trafficking and criminal gangs engaged in the activity.

In Madhya Pradesh, after successful experiment of reintroducing tigers, the Panna Tiger Reserve has added another feather in its cap. Our correspondent reports that a five year old orphaned semi-wild tigress T-4 has given birth to two cubs in the Panna Tiger Reserve. More from our correspondent:
"According to field director of the Panna Tiger Reserve R S Murthy, this is for the first time in the world that a semi-wild tigress shifted to the wild has adjusted to new environs and begotten cubs. This tigress, born in Kanha Tiger Reserve in 2006, with her sister shifted to Panna in March 2011. Earlier, two other translocated wild tigresses had also given birth to eight cubs at Panna, of which six had survived. That was also for the first time in the country that translocated tigresses had given birth to cubs in the forest. Now Panna Tiger Reserve, which had come to lime light due to extinction of tigers, has 13 big cats, including eight cubs. Shariq Noor, AIR News, Bhopal."

The Central Bank of India launched a special scheme CENT VAYUSHAKTI for promoting a Defence salary package. The scheme is envisaged to provide high end range of banking facilities to the serving and retired Air Force personnel across the country. A Ministry of Defence release said that the scheme was launched by Air Marshal JN Burma, Air Officer-in-Charge Administration at Vayu Bhavan in New Delhi. Speaking on the occasion, Mr. Burma appreciated the efforts of the Bank in designing a Air Force personnel friendly scheme and expected that the serving as well as retired personnel will be benefited with this scheme.

Scientists claim to have found evidence that gene therapy can also alter shape of cells. Gene therapy is the method to help injured brain cells survive and re-grow. An international team, led by Prof Alan Harvey at the University of Western Australia has published its findings in the latest edition of the 'PLoS One' journal. Prof Harvey said that previous work has shown that when growth-promoting genes are introduced into injured brain cells for long periods of time (up to nine months), the cells' capacity for survival and regeneration is increased. He added that now it is shown that these same neurons have also changed shape in response to persistent over-expression of the growth factors.
