तृणमूल कांग्रेस अध्यक्ष और पश्चिम बंगाल की मुख्यमंत्री ममता बैनर्जी ने प्रधानमंत्री डॉक्टर मनमोहन सिंह को सूचित कर दिया है कि उनकी पार्टी खुदरा व्यापार क्षेत्र में विदेशी प्रत्यक्ष निवेश के मुद्दे पर सरकार गिराने के पक्ष में नहीं है। उन्होंने कहा कि उनके लिए खुदरा क्षेत्र में विदेशी प्रत्यक्ष निवेश को अनुमति दिए जाने का समर्थन कर पाना संभव नहीं है। हुगली में संवाददाताओं से बातचीत में उन्होंने कहा कि प्रधानमंत्री ने इस मुद्दे पर पार्टी के फैसले पर पुनर्विचार करने के लिए उनसे टेलीफोन पर बात की थी लेकिन उन्होंने प्रधानमंत्री से अनुरोध किया कि वे केंद्र के निर्णय पर पुनर्विचार करें। सुश्री बैनर्जी ने कहा कि इस मुद्दे पर पार्टी का दृष्टिकोण साफ है और यह पहले से ही पार्टी के घोषणापत्र में शामिल है।

संसद के दोनों सदनों की कार्यवाही मल्टीब्रांड खुदरा व्यापार क्षेत्र में ५१ प्रतिशत प्रत्यक्ष विदेशी निवेश की अनुमति देने के मुद्दे पर कल भी बाधित रही। लोकसभा और राज्यसभा की कार्यवाही पहले एक घंटे के लिए और बाद में छह दिसम्बर तक के लिए स्थगित कर दी गई। अब दोनों सदनों की बैठकें सात दिसम्बर को होंगी। पिछले सप्ताह चार दिन तक संसद में मंहगाई, काला धन और अलग तेलंगाना राज्य की मांग जैसे अन्य मुद्दे छाए रहे। पांच दिसंबर को दोनों सदनों की बैठक स्थगित किए जाने के कारण अब लोकसभा और राज्यसभा की बैठकें २२ दिसम्बर को होंगी लेकिन उस दिन प्रश्नकाल नहीं होगा।

प्रधानमंत्री डॉक्टर मनमोहन सिंह और यू पी ए अध्यक्ष श्रीमती सोनिया गांधी एक दिन के दौरे पर आज इम्फाल जा रहे हैं। केन्द्रीय कानून मंत्री सलमान खुर्शीद के भी उनके साथ जाने की संभावना है। प्रधानमंत्री और श्रीमती सोनिया गांधी इम्फाल में विधानसभा के नये भवन, उच्च न्यायालय भवन, सिटी कन्वैन्शन सेंटर, मणिपुर फिल्म विकास निगम ऑडिटोरियम और अंतर्राज्यीय बस टर्मिनस का उद्घाटन करेंगे। दोपहर बाद प्रधानमंत्री और श्रीमती सोनिया गांधी इम्फाल में कांगला में जनसभा को सम्बोधित करेंगे।

 सी बी आई ने राजस्थान के बर्खास्त मंत्री महिपाल मदेरणा और कांगे्रस के एक विधायक के भाई को भंवरी देवी अपहरण मामले में गिरफतार किया है। इस मामले में नाम आने के बाद मदेरणा को अशोक गहलोत मंत्रिमंडल से सोलह अक्तूबर को हटा दिया गया था। विधायक मलखान सिंह के भाई परसराम बिश्नोई को एक और दौर की पूछताछ के बाद हिरासत में लिया गया। हमारे संवाददाता ने खबर दी है कि यह गिरफतारी सी बी आई द्वारा जोधपुर की अदालत में पहला आरोप पत्र दाखिल करने के बाद हुई है।

बिहार के राज्यपाल देवानंद कुंअर ने राज्य विधानसभा के मौजूदा शीतकालीन सत्र में राज्य लोकायुक्त विधेयक-२०११ पेश किए जाने को मंजूरी दे दी है। नए लोकायुक्त विधेयक के दायरे में मुख्यमंत्री, पूर्व मुख्यमंत्रियों और मंत्रियों को शामिल किए जाने का प्रस्ताव है। विधानसभा अध्यक्ष और विधान परिषद के सभापति के साथ साथ विधायकों और पूर्व विधायकों को भी इसके दायरे में लाया जाएगा। मुख्यमंत्री नीतिश कुमार ने कहा कि भ्रष्टाचार खत्म करने के लिए लोकायुक्त विधेयक को और मजबूत तथा असरदार बनाया गया है।

 केरल उच्च न्यायालय ने राज्य सरकार को यह बताने के निर्देश दिये हैं कि मुल्लैपेरियार बांध से पानी इदुक्की बांध तक पहुंचने और वहां से चेरूथोनी बांध के दरवाजे खोलने के बाद समुद्र तक पहुंचने में कितनी देर लगती है।उच्च न्यायालय की खंडपीठ ने चेरूथोनी बांध के दरवाजों से एक घंटे में निकलने वाले पानी की मात्रा के बारे में भी ब्यौरा मांगा है। मामले की अगली  सुनवाई मंगलवार को होगी।इससे पहले राज्य सरकार ने उच्च न्यायालय को बताया कि उसने आपदा प्रबंधक योजना तैयार कर ली हैं और विभिन्न विभागों को निर्देश जारी कर दिये हैं। सरकार ने यह भी बताया  कि आपदा की स्थिति में सुरक्षित स्थानों पर पहुंचाने के लिए ४५० परिवारों की पहचान भी कर ली गयी है। पांच नियंत्रण कक्ष भी खोले गये हैं।

इस बीच, केरल के मुख्यमंत्री उम्मन चांडी ने मुल्लैपेरियार बांध के मुद्दे पर केरल और तमिलनाडु के बीच विवाद के समाधान के लिए प्रधानमंत्री से हस्तक्षेप करने का आग्रह किया है। प्रधानमंत्री मनमोहन सिंह और जल संसाधन मंत्री पवन कुमार बंसल से कल नई दिल्ली में मुलाकात के बाद श्री चांडी ने कहा कि उनकी सरकार एक सौ सोलह साल पुराने इस बांध की जगह नया बांध बनाने के लिए केंद्र से अनुमति चाहती है।

राष्ट्रपति प्रतिभा देवीसिंह पाटील ने देश में पर्यावरण के अनुकूल गांव विकसित करने की आवश्यकता पर बल दिया है। पुणे में महाराष्ट्र सरकार की पर्यावरण अनुकूल ग्राम समृद्धि योजना के पुरस्कार वितरण समारोह के अवसर पर उन्होंने कहा कि देश की ६० प्रतिशत से अधिक आबादी गांवों में रहती है। इसे देखते हुए उपलब्ध संसाधनों को फिर से इस्तेमाल योग्य बनाए जाने पर पूरा ध्यान दिया जाना चाहिए। इस अवसर पर राज्य के चालीस गांवों को पुरस्कार दिए गए। महाराष्ट्र के मुख्यमंत्री पृथ्वीराज चव्हाण और अन्य गण्यमान्य व्यक्ति समारोह में मौजूद थे।

आज भोपाल गैस त्रासदी की २७वीं बरसी है। दो दिसंबर १९८४ की रात में यूनियन कार्बाइड कारखाने में गैस रिसाव होने से तीन हजार से अधिक लोगों की मौत हो गई थी और हजारों लोग जीवनभर के लिए विकलांग हो गए थे। हमारे संवाददाता ने खबर दी है कि इस मौके पर आज विभिन्न संगठनों द्वारा रैलियों, प्रदर्शनों, गोष्ठियों और प्रदर्शनियों का आयोजन किया जा रहा है।
भोपाल के बर्कतुल्ला भवन आज सुबह साढ़े दस बजे सर्वधर्म प्रार्थना सभा का आयोजन किया जाएगा। इसमें राज्यपाल, रामनरेश यादव सहित अनेक गणमान्य नागरिक उपस्थित रहेंगे। कई गैर सरकारी संगठन यूनियन कार्बाइट के खिलाफ रैलियों, आम सभाओं और मशाल जुलूस का आयोजन करेंगे। केन्द्र सरकार ने करीब ४८ हजार गैस पीड़ितों के लिए ७४० करोड़ रुपये अतिरिक्त मुआवजा मंजूर किया है। जिसमें से ६२० करोड़ रुपये ३९ हजार गैस पीड़ितों को वितरित कर दिये गये हैं। शारिकनूर आकाशवाणी समाचार भोपाल।

भारत ने श्रीलंका के उत्तरी औेर पूर्वी प्रांतों के विस्थापित लोगों के लिए ४९ हजार मकानों की मरम्मत और पुनर्निर्माण की भारतीय आवास परियोजना के अगले चरण को मंजूरी दे दी है। भारतीय उच्चायोग  के बयान में कहा गया है कि यह परियोजना भारत सरकार की पूरी सहायता के अंतर्गत होगी और परियोजना की पूरी लागत लगभग २६ करोड़ अमरीकी डालर होगी।

पाकिस्तान के प्रधानमंत्री यूसुफ रज+ा गिलानी ने कहा है कि पाकिस्तानी सैनिकों को अब नेटो सेना के किसी भी हमले का पूरी ताकत से मुकाबला करने के निर्देश दिए गए हैं। पाकिस्तान की दो सैन्य चौकियों पर नेटो के दो हवाई हमलों के बाद श्री गिलानी ने अमरीका के साथ सहयोग की व्यापक समीक्षा करने की बात कही है। नेटो के हवाई हमलों में कुछ पाकिस्तानी सैनिक मारे गए थे। इस्लामाबाद में नेटो हवाई हमलों पर चर्चा के लिए राष्ट्रीय सुरक्षा से सम्बद्ध संसदीय समिति की विशेष बैठक में श्री गिलानी ने यह बात कही। उन्होंने कहा कि इन हवाई हमलों से नेटो ने पाकिस्तान की सीमाओं का गंभीर उल्लंघन किया है। श्री गिलानी ने अमरीका के नेतृत्व में आतंकवाद के खिलाफ लड़ाई से जुड़ीं पाकिस्तान की नीति में संभावित परिवर्तन का संकेत दिया।

उधर, पाकिस्तान पर किये गए ड्रोन हमले के विरोध में लंदन में अमरीकी दूतावास के बाहर हुए प्रदर्शन के दौरान कल २२ लोगों को गिरफ्‌तार कर लिया गया।

 इराक में अमरीकी सैनिकों की वापसी की तारीख नज+दीक आती जा रही है और इसे देखते हुए अमरीकी सेना ने प्रमुख सैन्य ठिकाने इराकी अधिकारियों को सौंप दिए हैं। हमारे संवाददाता ने खबर दी है कि अमरीकी सैनिक इस महीने के अंत तक इराक से वापस चले जाएंगे।इराक से अमरीकी सैनिकों की तैयारी जोर शोर से जारी है। इसी कड़ी में अमरीकी सेना ने कल बगदाद के पास अपने बड़े सैनिक अड्डे विक्ट्री को इराकी अधिकारियों को सौंप दिया। सन्‌ २००३ में इराक में अमरीकी सेनाओं के अतिक्रमण के बाद से विक्ट्री सैनिक अड्डा अमरीकी फौजी दस्ते के कमान सेन्टर बना हुआ था। सद्दाम हुसैन सरकार से जब इस अमरीकी सैनाओं ने अपने कब्जे में लिया था, तो उस वक्त इसकी क्षमता करीब ४२ हजार सैनिकों और बीस हजार सहायक दस्तों को रखने की थी। अतुल तिवारी आकाशवाणी समाचार।

 मिस्र के चुनाव आयोग के प्रमुख अब्दुल मोएज+ इब्राहिम ने कहा है कि संसदीय चुनाव के पहले दौर में कुल ६२ प्रतिशत मतदाताओं ने वोट डाले। काहिरा में संवाददाता सम्मेलन में श्री इब्राहिम ने व्यक्तिगत मुकाबलों के कुछ नतीजों की जानकारी दी लेकिन कहा कि किसी भी उम्मीदवार को स्पष्ट बहुमत न मिलने के कारण अगले सप्ताह फिर वोट डाले जाएंगे।अब तक मिले नतीजों में इस्लामी गुट--मुस्लिम ब्रदरहुड को सबसे आगे माना जा रहा है लेकिन अभी तस्वीर साफ नहीं है।

मल्टी ब्रांड खुदरा कारोबार में प्रत्यक्ष विदेशी निवेश के मुद्दे पर संसद में जारी गतिरोध और चौतरफा बयानबाजी आज भी अखबारों की अहम सुर्खी है। अमर उजाला ने वाणिज्यमंत्री आनंद शर्मा से विशेष बातचीत को सुर्खी दी है-चुनाव के डर से क्या फैसले लेना छोड़ दें। उन्होंने इस प्रस्ताव को जायज ठहराया है। हिंदुस्तान ने वित्तमंत्री के सुझाव को प्रमुखता दी है कि खुदरा व्यापार में विदेशी निवेश का फैसला राज्यों को ही करने दें। पत्र ने इसी संदर्भ में मलेशिया के पूर्व प्रधानमंत्री महाथिर बिन मोहम्मद की टिप्पणी छापी है कि सरकार कड़े फैसले नहीं ले पाती क्योंकि उदार लोकतंत्र फैसले लेने में दिक्कत पैदा करता है। नवभारत टाइम्स के अनुसार-दिल्ली के कुछ किसान रिटेल सैक्टर में एफडीआई को सही कदम मान रहे हैं। उन्हें अपनी फसल की अच्छी कीमत मिलने की उम्मीद है। पश्चिम बंगाल की मुख्यमंत्री के साथ प्रधानमंत्री की बातचीत पर दैनिक भास्कर की सुर्खी है-मन से नहीं मानीं ममता। इसी संदर्भ में नई दुनिया की ख़बर है-आर्थिक मुद्दों पर भाजपा में अमरीका समर्थक लॉबी पस्त।

The Trinamool Congress Chief and West Bengal Bengal Chief Minister Ms. Mamata Banerjee has informed the Prime Minister Dr. Manmohan Singh that her party does not want the government to be toppled on the FDI issue. She said, at the same time, it is not possible for her to support FDI entry into retail. She told reporters in Hugli district in West Bengal that the Prime Minister telephoned her for re-consideration of her party's decision on the issue but she requested him to re consider the center's decision. Ms. Banarjee said that her party's stand on this issue is clear and has already been declared in the manifesto.

Proceedings in both Houses of Parliament were again disrupted yesterday on the issue of allowing 51 per cent Foreign Direct Investment in the multi-brand retail sector. The Lok Sabha and the Rajya Sabha which were first adjourned for one hour were finally adjourned to meet again on the 7th of this month. Other issues like price rise, black money and demand for a separate Telangana state rocked Parliament last week for four days. The sittings on Monday have been cancelled. The sacked Rajasthan Minister Mahipal Maderna has been arrested by the CBI along with the brother of a ruling Congress MLA in the Bhanwari Devi abduction case. Maderna,  who was sacked from the Ashok Gehlot cabinet on October the 16th after his name cropped up in the case, and Parasram Bishnoi, brother of ruling party MLA Malkhan Singh, were taken into custody yesterday after another round of questioning. The former Minister of Rajasthan Mahipal Maderna is at last behind the bars. CBI has claimed that he is involved in the abduction and killing of ANM Bhanwari Devi. Maderna was first called for interrogation in Jodhpur circuit house and was later arrested. The brother of Congress MLA from Luni Parasram has also been arrested. The CBI also filed charge sheet against Shahbuddin, Sohanlal and Balia in the CBI special court. All of them are already in the custody of CBI for their involvement in Bhanwari Devi abduction case. In view of the serious stand taken by Rajasthan High Court and investigation done by CBI so far, it is expected that the curtain from this much controversial case will be lifted soon. The President Mrs. Pratibha Devisingh Patil has stressed the need for development of environment friendly eco- villages in the country. Speaking in Pune on the occasion of  the prize distribution ceremony of the  Environment balanced rural enrichment scheme of  the Maharashtra Government, she said more than 60 percent of  the population lives in rural area and a thrust should be given on recycling and reusing of available recourses. She pointed out the importance of unconventional energy methods and cautioned against the ill effects of global warming and climate change. Forty villages in the state received prizes on this occasion. Chief Minister of Maharashtra Pruthivraj Chavan and other dignitaries were present.

The Prime Minister Dr. Manmohan Singh and  UPA Chairperson Mrs.Sonia Gandhi will arrive in Imphal  on a  day's visit to Manipur today. The Bihar Governor Devanand Konwar has given his assent to table the State Lokayukta Bill 2011 in the ongoing session of the assembly. The Chief Minister, former Chief Ministers and Ministers will come under the ambit of the New Lokayuta. The Speaker of the State Assembly and the Chairman of the Legislative Council besides legislators and former legislators will also come under its purview.  Chief Minister Nitish Kumar said the Lokayukta Bill has been made stronger and more effective to eliminate corruption.

Pakistan Prime Minister Yousuf Raza Gilani has said  that troops have been instructed to respond with full force to any further act of aggression by NATO forces.  He called for a comprehensive review of his country's cooperation with the United States following the two NATO air strikes on two military posts killing Pakistani soldiers. 
Gilani made the remarks while briefing a special meeting of the Parliamentary Committee on National Security in
Islamabad to discuss the NATO air strikes.  He said the dastardly attacks were a grave infringement of Pakistan's territorial frontiers by NATO and would compel Pakistan to revisit its national security scenario.

Twenty-two people were arrested yesterday after a demonstration outside the US Embassy in central London to protest the drone attacks in Pakistan. Twenty of them were held on suspicion of being members of the banned group Muslims Against Crusades, while two others were arrested over violent disorder and obstruction.

In Iraq as the withdrawal of the American troops approaches near, the US Military has handed over the Victory Military Base Complex to Iraqi authorities. Our correspondent reports that US troops are scheduled to leave Iraq by the end of this month.
The Victory Base Complex was the US command center for the Iraq war since the beginning of the US  invasion there. American troops had captured it from Saadam Hussein in 2003. The military base once housed around 42,000 military personnel and another 20,000 support staff. Over 13,000 US troops are still in Iraq .They would be leaving the country by the end of this month. Only five more bases are left to be handed over to Iraqi authorities by the US troops.  Atul Tiwary, AIR news.

New Delhi has approved the next phase of the Indian assisted Housing Project in Sri Lanka which includes repair and reconstruction of 49,000 houses for Internally Displaced Persons in the Northern and Eastern Provinces. A press statement from the Indian High Commission in Colombo said the Project will be under full grant assistance of the Government of India and its total cost would be approximately 260 million dollar. India continues with its commitment to help the war displaced Tamil civilians by providing 50,000 houses in the Northern and Eastern prvinces of Sri Lanka. The project will primarily be implemented under the owner-driven model wherein the beneficiaries will undertake the reconstruction or the repair of their houses with necessary technical assistance and support provided to them. In Assam, the militant outfit-Mar People’s Convention-Democratic (HPC-D) has declared a unilateral ceasefire paving the way for peace talks with the Government. The outfit’s self-styled publicity secretary Danid L. Hmar announced this before their cadres somewhere in a dense forest near the district headquarter of Halflong yesterday. He said the step has been taken in response to Union Home Minister P. Chidambaram and Assam Chief Minister Tarun Gogoi’s latest appeal to the militant outfits of the North-East to shun violence and to come for negotiations. पश्चिम बंगाल के सुकना भूमि घोटाले में गुवाहाटी में सेना की एक अदालत द्वारा पूर्व सैन्य सचिव लेफि्‌टनेंट जनरल अवधेश प्रकाश को तीन मामलों में दोषी पाए जाने के बाद सेवा से बर्खास्त कर दिया गया है। वे सेना के सबसे वरिष्ठ अधिकारी हैं जिन्हें कोर्ट मार्शल का सामना करना पड़ा। अदालत ने असैन्य अपराध के चौथे मामले में उन्हें संदेह का लाभ दे दिया।
अवधेश प्रकाश को सेना के कानून के अनुच्छेद ४५ और ५२ के तहत अपनी स्थिति का दुरूपयोग करने के लिए नरेंगी में सैन्य स्टेशन के ५१वें उप क्षेत्र में जनरल कोर्ट मार्शल द्वारा दोषी पाया गया।
पश्चिम बंगाल में सिलीगुड़ी के निकट सुकना मिलिट्री स्टेशन से लगी हुई जमीन को २००८ में एक शैक्षिक संस्था के निर्माण के लिए एक निजी भवन निर्माता को गैर-कानूनी तौर पर हस्तांतरित किया गया था। पिछले वर्ष के शुरू में सेना की एक जांच अदालत ने इस मामले में अवधेश प्रकाश को दोषी पाया। इसके बाद ही उनके खिलाफ कोर्ट मार्शल की कार्रवाई हुई।
इससे पहले इसी मामले में सेना ने एक वरिष्ठ अधिकारी और ३३वीं कोर के पूर्व कमांडर लेफि्‌टनेंट जनरल पी के रथ को भी सजा सुनाई थी। इसके तहत उन्हें अपनी वरिष्ठता में नुकसान उठाना पड़ा और उनकी पेंशन की कुछ राशि कम कर दी गई।

सीबीआई ने कर्नाटक के पूर्व मंत्री जी जर्नादन रेड्डी के स्वामित्व वाली ओबुलापुरम खनन कंपनी से जुड़े अवैध खनन के मामले में आज विशेष अदालत के सामने आरोप पत्र दायर किया। हैदराबाद क्षेत्र के संयुक्त निदेशक ने बताया कि आरोप पत्र जर्नादन रेड्डी और कंपनी के निदेशक तथा उनके रिश्तेदार वी.बी. श्रीनिवास रेड्डी और माइन्स एण्ड जियोलॉजी, आंध्र प्रदेश के पूर्वनिदेशक वी.डी. राजगोपाल के खिलाफ दायर की गई है।
रेड्डी बंधुओं को ०५ सितंबर को बेल्लारी में गिरफ्तार किया गया था और वे इस समय हैदराबाद की चंचलगुड़ा सेन्ट्रल जेल में हैं। बाद में गिरफ्तार राजगोपाल भी इसी जेल में हैं।
सीबीआई के आरोप पत्र में भारतीय प्रशासनिक सेवा की अधिकारी श्रीलक्ष्मी का नाम नहीं है, जिन्हें गिरफ्तार किया गया है। लेकिन जांच एजेंसी ने अदालत को बताया कि अतिरिक्त आरोप पत्र बाद में पेश किया जाएगा। आरोप पत्र के साथ सीबीआई ने छह सौ दस्तावेज सौंपे हैं।

प्रधानमंत्री मनमोहन सिंह और यू पी ए अध्यक्ष सोनिया गांधी ने मणिपुर में विधानसभा के नये भवन, उच्च न्यायालय, सिटी कन्वैन्शन सेंटर, मणिपुर फिल्म विकास निगम ऑडिटोरियम और अंतर्राज्यीय बस टर्मिनस का आज उद्घाटन किया। मणिपुर के राज्यपाल गुरूबचन जगत, मुख्यमंत्री ओकराम इबोबी सिंह और केन्द्रीय कानून मंत्री सलमान खुर्शीद भी प्रधानमंत्री और यूपीए अध्यक्ष के साथ थे। इससे पहले डॉ० सिंह और श्रीमती गांधी के मणिपुर की एक दिन की यात्रा पर इम्फाल पहुंचने पर तुलिहाल हवाई अड्डे पहुंचने पर राज्य के राज्यपाल और मुख्यमंत्री ने स्वागत किया। ये दोनों नेता आज ही इम्फाल में कांगला में जनसभा को सम्बोधित करेंगे। इस बीच, इम्फाल शहर और उसके आस-पास के इलाकों में सुरक्षा के अभूतपूर्व प्रबंध किये गए हैं।

बिहार सरकार ने राज्य में वित्तीय जालसाजी के मामलों से निपटने के लिए एक विशेष आर्थिक अपराध एकांश बनाया है। हमारे पटना संवाददाता ने बताया है कि यह एकांश मुख्य रूप से बैंकों में गंभीर अपराधों, साइबर अपराधों, सार्वजनिक कोषों में गड़बड़ी और कालाबाजारी के अपराधों से निपटने के लिए किया गया है। यह जाली मुद्रा, नशीले पदार्थों के अवैध कारोबार और बहुमूल्य मूर्तियों वगैरह से जुड़े अपराधों की जांच पड़ताल भी करेगा।
इस विशेष आर्थिक अपराध एकांश का कार्यक्षेत्र राज्य प्रशासन की दो भ्रष्टाचार निरोधक शाखाओं-सतर्कता जांच ब्यूरो और विशेष जांच ब्यूरो के अतिरिक्त होगा।
पुलिस महानिदेशक ने बताया कि शुरू में इस एकांश को पटना में स्थापित किया जाएगा। बाद में इसका अन्य जिलों में विस्तार किया जाएगा।
विशेष एकांश महानिदेशक स्तर के एक पुलिस अधिकारी के अधीन होगा। इसमें ऐसे अन्य पुलिस अधिकारी तैनात किये जाएंगे, जो इंस्पेक्टर श्रेणी से नीचे नहीं होंगे। मामलों को जल्दी निपटाने और आरोपियों पर मुकदमें चलाने में विधि अधिकारी पुलिस अधिकारियों की मदद करेंगे।

बिहार के राज्यपाल देवानंद कुअंर ने विधानसभा के वर्तमान शीतकालीन सत्र में राज्य लोकायुक्त विधेयक-२०११ पेश किए जाने को मंजूरी दे दी है। नए लोकायुक्त विधेयक के दायरे में मुख्यमंत्री, पूर्व मुख्यमंत्रियों और मंत्रियों को शामिल किए जाने का प्रस्ताव है। विधानसभा अध्यक्ष और विधान परिषद के सभापति के साथ -साथ वर्तमान और पूर्व विधायकों को भी इसके अंतर्गत लाया जाएगा। मुख्यमंत्री नीतिश कुमार ने कहा है कि भ्रष्टाचार खत्म करने के लिए लोकायुक्त विधेयक को और मजबूत तथा असरदार बनाया गया है।

आंध्रप्रदेश विधानसभा ने राज्य सरकार के प्रति अविश्वास प्रस्ताव बहस के लिए स्वीकार कर लिया है। विपक्ष के नेता चन्द्रबाबू नायडू ने अविश्वास प्रस्ताव पेश किया जिसका विपक्ष के ७६ सदस्यों ने समर्थन किया। तेलुगुदेशम पार्टी के अध्यक्ष चन्द्रबाबू नायडू ने अविश्वास प्रस्ताव रखते हुए आरोप लगाया कि सरकार राज्य में किसानों की समस्याओं का समाधान करने में असफल रही है।
इससे पहले, तेलंगाना मुद्दे और सरकार के खिलाफ अविश्वास प्रस्ताव के कारण सदन की कार्यवाही में कुछ समय के लिए बाधा आई थी।

खुदरा कारोबार क्षेत्र को प्रत्यक्ष विदेशी निवेश-एफडीआई के लिए खोलने के मुद्दे पर विचार -विमर्श के उद्देश्य से वाणिज्य और उद्योग मंत्री आनन्द शर्मा ने आज नई दिल्ली में कृषक संगठनों के प्रतिनिधियों से मुलाकात की। उन्होंने कल इसी मुद्दे पर विभिन्न व्यापार संगठनों के प्रतिनिधियों से बातचीत की थी। सरकारी सूत्रों के अनुसार मंत्रालय राज्यों के मुख्य सचिवों को चिट्ठी लिखेगा जिसमें मल्टी ब्रांड खुदरा व्यापार में ५१ प्रतिशत एफडीआई की अनुमति के मंत्रिमंडल के फैसले के औचित्य के बारे में स्पष्टीकरण दिया जाएगा। इस फैसले का सरकार के कुछ सहयोगियों, विपक्षी दलों, व्यापारियों और कुछ कृषक संगठनों ने विरोध किया है। संसद की बैठकों में भी पिछले शुक्रवार से इस मुद्दे पर लगातार बाधा आई है।

भोपाल गैस त्रासदी की आज २७वीं बरसी है। १९८४ में दो और तीन दिसंबर की रात में हुई इस गैस त्रासदी में तीन हजार से ज्यादा लोगों की जानें गई थीं और बचने वालों में से हजारों लोग भयंकर रोगों के शिकार हो गए। हमारे संवाददाता ने खबर दी है कि इस मौके पर भोपाल में अनेक संगठन रैलियां, प्रदर्शन, सेमिनार और प्रदर्शनियां आयोजित कर रहे हैं।
भोपाल के बर्कतुल्ला भवन में आज सर्वधर्म प्रार्थना सभा का आयोजन किया गया। सभा में राज्यपाल रामनरेश यादव और मुख्यमंत्री शिवराज सिंह चौहान भी शामिल हुए। कई गैर सरकारी संगठनों द्वारा यूनियन कार्बाइट के खिलाफ रैलियों, आम सभाओं, पुतला दहन और मशाल जुलसों का अयोजन किया जा रहा है। उन संगठनों ने सरकार से सर्वोच्च न्यायालय में भोपाल गैस त्रासदी के दौरान हुई मौतों और इससे प्रभावितों की सही संख्या प्रस्तुत करने की मांग करते हुए रेले रोकने का प्रयास भी किया। शारिक नूर, आकाश्वाणी समाचार, भोपाल।

भोपाल के ऐशबाग रेलवे क्रोसिंग पर रेलगाड़ियों को रोकने की कोशिश कर रहे गैस पीड़ितों को तितर-बितर करने के लिए पुलिस ने बल प्रयोग किया और आंसू गैस के गोले छोड़े। स्थिति उस समय तनावपूर्ण हो गई जब कुछ असामाजिक तत्वों ने पथराव शुरू कर दिया। प्रदर्शनकारी दो घंटे से ज्यादा समय तक रेलपट्टरियों पर रहे जिससे रेल सेवाएं बाधित हुईं। ये प्रदर्शनकारी मांग कर रहे थे कि सरकार को उच्चतम न्यायालय को गैस त्रासदी में मारे गए और घायल हुए लोगों की सही संख्या बतानी चाहिए।

आज अंतर्राष्ट्रीय विकलांग दिवस है। इसका उद्देश्य विकलांग व्यक्तियों के अधिकारों, गरिमा और कल्याण के बारे में जागरूकता पैदा करना है। इस साल का विषय है-सभी के वास्ते बेहतर विश्व के लिए एकजुट होकर विकास में शारीरिक रूप से अक्षम व्यक्तियों सहित सबकी भागीदारी। इस मौके पर आज कई कार्यक्रम आयोजित किए गए हैं। हमारे संवाददाता ने बताया है कि इस अवसर पर राजनीतिक, सामाजिक, आर्थिक और सांस्कृतिक जीवन के सभी क्षेत्रों में उनके समायोजन के महत्व पर भी जोर दिया जाता है।
२००१ की जनगणना के अनुसार भारत में विकलांगों की संख्या दो करोड़ से ज्यादा हैं। इन विकलांगों में केवल ३४ प्रतिशत व्यक्तियों के पास ही रोजगार है। नेशनल फेडरेशन ऑफ ब्लाइंड के महा सचिव डॉ. एस.के. रूंगटा ने सरकार से विकलांगों के विकास के रोज+गार के बेहतर अवसर और उचित सुविधाएं उपलब्ध कराने का आग्रह किया है।


आज की तारीख में जो स्थिति है, वो यह है कि निजी क्षेत्र में रोजगार के अवसर प्रगढ है और सरकारी क्षेत्र में आरक्षण के माध्यम से अवसर मिलने चाहिए, वो भी नहीं मिले है, इसलिए सरकार को जल्द से जल्द कदम उठाकर यह सुनिश्चित करना चाहिए कि सारा बैक लॉग पूरा किया जाए।

वरिष्ठ पत्रकार ज्योर्तिमय-डे की गोली मारकर हत्या किए जाने के लगभग छह महीने बाद मुंबई पुलिस ने आज दस आरोपियों पर चार्जशीट दाखिल की। ये अभियोग पत्र महाराष्ट्र संगठित अपराध नियंत्रण कानून-मकोका के तहत विशेष अदालत में दायर किया गया। इसमें अपराध जगत के सरगना छोटा राजन और उसके सहायक नयन सिंह को भगौडा घोषित किया गया है। चार्जशीट तीन हजार ५५ पृष्ठों की है इसके अंतर्गत अपराध में आरोपियों की भूमिका को पारिभाषित किया गया है।
वरिष्ठ पत्रकार ज्योर्तिमय-डे की ११ जून को मुंबई के एक उपनगरीय इलाके में गोली मारकर हत्या की गई थी। मुंबई अपराध शाखा ने इस मामले में अब तक ११ लोगों को गिरफ्‌तार किया है।
हाल में गिरफ्‌तार की गई आरोपी और पत्रकार जिग्ना वोरा की भूमिका के बारे में एक पूरक अभियोग पत्र में विस्तार से बताया जाएगा। ये अभियोग पत्र अपराध शाखा की जांच पूरी हो जाने के बाद दाखिल किया जाएगा। वोरा की पुलिस हिरासत इस महीने की पांच तारीख को समाप्त होने वाली है।

असम सरकार ने पड़ोसी देश भूटान से व्यापार बढ़ाने के उद्देश्य से दारंगा में सीमा व्यापार केन्द्र खोलने का फैसला किया है। इस परियोजना पर १८ करोड़ रूपये की लागत आएगी। इस आशय का प्रस्ताव केन्द्र की मंजूरी के लिए भेजा गया है। इस काम के लिए असम ने भूटान के साथ लगी २६२ किलोमीटर सीमा पर बाड़ नहीं लगा रखी है। बिजली, सीमेंट, इमारती लकड़ी और लकड़ी का सामान, हथकरघा, हस्तशिल्प, खनिज, पैट्रोलियम पदार्थ, मशीनरी, खाद्य सामग्री, फल और सब्जियों के मामले में असम भूटान का एक बड़ा व्यापारिक साझीदार माना जाता है।
भारत और भूटान के बीच २३ अरब ३० करोड़ रूपये का आयात होता है जो देश के कुल आयात का ८० प्रतिशत है। भूटान से २० अरब ५ करोड़ रूपये का निर्यात होता है जो कुल निर्यात का चौरानवें प्रतिशत है।

असम सरकार ने रबी के मौसम में दोहरी फसल लेने के लिए कई उपाय किये हैं। हमारे संवाददाता ने बताया है कि इसके लिए किसानों को बीज दिए जा रहे हैं।
मिशन डबल फसल के तहत आलू, सरसो, टमाटर, हाइब्रिड बैंगन और धान के बीज किसानों को दिया जा रहा है, जिससे इससे रबी मौसम के अंदर लगभग १२० क्विंटल अधिक फसल मिलने की उम्मीद हैं। अभी प्रदेश के सिर्फ १२ लाख हेक्टेयर भूमि पर जो कुल फसल भूमि के ४२ प्रतिशत है, एक से ज्यादा फसल होते है। बाकी १६ लाख ५ हजार हेक्टेयर जमीन पर साल में एक ही फसल बोए जाते है। इस मिशन के तहत राष्ट्रीय विकास योजना, राष्ट्रीय कृषि विक्टर परियोजना के साथ दूसरे योजना को एकीकृत किया गया है। मानस प्रतीम शर्मा, आकाशवाणी समाचार, गुवाहाटी।

अमरीका ने पिछले सप्ताह नेटो सेना के हवाई हमले में २४ पाकिस्तानी सैनिकों के मारे जाने पर पाकिस्तान से माफी मांगने से इंकार किया है। अमरीका ने कहा है कि वह पाकिस्तान की संप्रभुता का सम्मान करता है लेकिन घटना की जांच चल रही है, ऐसे समय माफी मांगना संभव नहीं है। अमेरिकी विदेश मंत्रालय के प्रवक्ता ने वाशिंगटन में संवाददाताओं से कहा कि इस प्रकरण

संयुक्त राष्ट्र ने चेतावनी दी है कि विश्व में एक और आर्थिक मंदी की आशंका है, क्योंकि वैश्विक आर्थिक वृद्धि दर २०१२ में और कम होगी। इससे भारत और चीन जैसी उभरती सशक्त आर्थिक व्यवस्थाएं भी इससे प्रभावित होंगी। हालांकि पिछली बार मंदी के दौरान उन्होंने स्थिति से उभरने में अहम भूमिका निभाई थी। संयुक्त राष्ट्र विश्व आर्थिक स्थिति और सम्भावनाएं-२०१२ रिपोर्ट के अनुसार अगले साल वैश्विक वृद्धि दर दो दशमलव छह प्रतिशत रहेगी, जबकि २०१० में यह चार प्रतिशत थी। रिपोर्ट में वर्ष २०१२ को वैश्विक अर्थव्यवस्था के लिए बनाने या बिगाड़ने वाला वर्ष बताया गया है। रिपोर्ट में कहा गया है कि वैश्विक आर्थिक संकट से एकदम कम और असमान सुधार के दो वर्ष के दौर के बाद विश्व अर्थव्यवस्था अब फिर बड़ी मंदी की तरफ फिसल रही है।

  Former Military Secretary Lt Gen Avadesh Prakash has been dismissed from service after being found guilty on three counts by an army court in Guwahati in the Sukna land scam in West Bengal. He is the senior-most Army officer to face court martial. However, the court gave him benefit of doubt on the fourth count of committing a civil offence. Prakash was held guilty of misusing his position under the Army Act.  The court martial was conducted after Prakash was indicted by an army court of inquiry early last year for his role in the illegal transfer of land adjacent to the Sukna military station near Siliguri in West Bengal to a private realtor for constructing an educational institution in 2008. The army had earlier punished another senior officer and former 33 Corps Commander Lt. Gen. P.K. Rath in the same case and had awarded punishment involving loss of seniority and some part of his pension.

 The CBI today filed a charge sheet in a special court in the illegal mining case involving Obulapuram Mining Company, OMC, owned by former Karnataka minister Gali Janardhan Reddy. CBI Joint Director  Hyderabad Zone   said that  the charge sheet was filed against Janardhana Reddy, his brother-in-law B V Srinivas Reddy, also the Managing Director of the mining company and against former Director of Mines and Geology Andhra Pradesh V D Rajagopal and OMC. The Reddys, who were arrested on 5th September from Bellary in Karnataka are presently in judicial custody and lodged in the Chanchalguda Central Prison in Hyderabad along with Rajagopal, who was arrested subsequently.

 The Bihar Government has constituted a special Economic Offences Unit ( EOU) to deal with financial frauds across the state.  AIR Patna correspondent reports that the EOU has been created to deal with offences mainly pertaining to serious frauds in banks, cyber crimes, misappropriation of public funds and black marketing. The special unit will also investigate into counterfeiting of currency, drug trafficking and crimes related to antiquities. The EOU will function in addition to the two anti- corruption wings of the state administration- the Vigilance Investigation Bureau and the Special Investigation Bureau. Director General of Police told AIR that initially the special wing will be set at Patna and then it will be extended to districts.

 Bihar Governor Devanand Konwar has given his assent to table the State Lokayukta Bill 2011, in the ongoing Winter Session of the Assembly. The Chief Minister, former Chief Ministers and Ministers will come under the ambit of New Lokayuta Bill. The Speaker of the State Assembly and the Chairman of the Legislative Council besides legislators and former legislators will also come under its purview. Chief Minister Nitish Kumar said the Lokayukta Bill had been made stronger and effective to eliminate corruption.

 Nearly six months after senior journalist J Dey was shot dead, Mumbai police today filed a charge sheet in the special Maharashtra Control of Organised Crime Act (MCOCA) Court against 10 accused. Underworld don Chhota Rajan and his aide Nayan Singh have been mentioned as absconding accused in the charge sheet. The charge sheet runs into 3055 pages and it defines the roles played by the accused in the crime. Veteran journalist Jyotirmoy Dey was shot dead in suburban Mumbai on June 11. The Mumbai Crime Branch have arrested 11 people so far in the case. Meanwhile, the role of recently arrested accused, journalist Jigna Vora, will be elaborated in a supplementary charge sheet that will be filed later, once the Crime Branch’s investigations are concluded. Vora’s police custody ends on 5th of this month.

 The Andhra Pradesh Assembly has admitted for discussion a no confidence motion against the state government. Opposition leader Chandrababu Naidu a short while ago moved the no-trust motion and 76 opposition members supported it. Alleging that the state Government has failed to resolve the problems of farmers in the state. Earlier Telangana issue and 'No Trust' Motion against the Government stalled the proceedings briefly.

 Commerce and Industry Minister Anand Sharma met the representatives of the farmers associations in New Delhi today to discuss the opening up of Foreign Direct Investment in retail sector. The Minister held a meeting with representatives of various trade organisations over the issue yesterday.  According to official sources the Ministry will also be writing to state chief secretaries explaining the rationale behind the Cabinet's decision to allow 51 percent FDI in multi brand retail.

 Sowing of major crops like wheat and rice  has picked up in various parts of the country. Data released by the Agriculture Ministry shows over 171 lakh hectare area have been brought under the cultivation of wheat which is 1.73 lakh hectare more than  last year during the same period. Higher coverage  of wheat has been reported from Madhya Pradesh, Rajasthan and Haryana. However, sowing of rice is in progress in States like Andhra Pradesh, Karnataka and Odisha. 1.11 lakh hectare ares have been covered under rice cultivation as against 1.29 lakh hectare during the corresponding period of last year. Pulses have been sown in over 114 lakh hectare so far which is 2.69 lakh hectare higher than last year’s acreage.

 Assam Government has decided to set up a border trade centre along Bhutan boundary at Darranga aiming at enhancing business with the neighbouring country. The cost of the project has been estimated at 18 crore rupees. The project proposal has already been submitted to the Centre for its approval. The State shares around 262 kilometres unfenced borders with Bhutan. Assam is considered to be a major trade partner of the neighbouring country in terms of electricity, cement, timber and wood products, handloom, handicrafts, minerals, petroleum products, machinery, food items, fruits and vegetables. According to official sources, imports from India to Bhutan off late touched 23.3 billion rupees which constituted 80 per cent of country’s total imports. Bhutan’s exports to India amounted to 20.5 billion rupees and constituted 94 per cent of its total exports.

 Assam government has taken initiative to implement Mission Double Cropping across the state from the current Rabi season. Official sources said that the aim of the mission is to enhance cropping intensity from the existing rate of 142 percent. The cropping will be implemented in phase manners. A report...

Under the Mission Double cropping, seeds of potato, mustard, tomato, hybrid brinjal and summer paddy are being distributed among farmers. It is expected to result is an additional yield of around 120 quintals by the end of current Rabi season. At present only 12 lakh hectares of land, which is 42 per cent of total crop land of the state, witness double-cropping. The mission would integrate other projects such as National Agriculture Extension Project, Rashtriya Krishi Vikash Yojna, among others. A state -level monitoring committee has been formed for proper implementation of the mission. District level committees are also likely to be constituted for effective monitoring.  At least 10 people are feared trapped under the debris after a four-storey building collapsed at Uttam Nagar area in the national capital today. According to Delhi Police, so far no casualty has been reported. Fire brigade and police personnel have rushed to the spot and search operations are on in full swing.  Northern Railways has decided to restore the services of passenger and Inter City Express  trains originating from Delhi in view of the improvement in fog related conditions.  International Day for Persons with Disabilities is being  observed today to spread awareness about the rights, dignity and well-being of persons with disabilities. It also aims at highlighting the importance of integrating disabled persons into all aspects of political, social, economic and cultural life. This year the theme is, 'Together for a better world for all- including persons with disabilities in development'. According to the 2001 Census, there were more than two crore people with disabilities in India who constituted nearly two per cent of the total population. And only 34 per cent of them are employed.  Bhopal is observing the 27th anniversary of internationally known Bhopal gas leak tragedy. It was on the intervening night of 2nd and 3rd December of 1984 when the tragedy had struck claiming more than three thousand human lives and maiming thousands of survivors. More from our Correspondent:
An all religion prayer meeting was held at Bhopal ’s Barkatullah Bhawan this morning. The Governor Ramnaresh Yadav and Chief Minister Shivraj Singh Chouhan were present on the occasion. Several non government organizations are organizing rallies, public meetings, effigy burning and torch marches against the Union Carbide. Some organizations tried to stop trains also demanding the government to present in the Supreme Court the correct figures about the deaths and injuries caused during the tragedy. Some other organizations held demonstrations in the city demanding that Dow’s name be removed from the sponsorship of London Olympics. Police used force and lobbed tear gas to disperse the gas victims who were trying to stop trains at Bhopal ’s Aishbagh Railway crossing. Protestors remained on the railway tracks for more than two hours, affecting normal rail services.

 The Obama Administration has ruled out any apology to Islamabad  for the last week's predawn NATO air strike on two check posts along the Afghan border in northwestern part of the state that killed 24 Pakistani soldiers. State Department spokesman Mark Toner told reporters in Washington that it respects Pakistan's sovereignty but at this point of time when the probe into NATO predawn air strike is yet to complete, it is not possible to tender  an apology. Mr. Toner also reiterated US' commitment to have a strong relationship with Pakistan. US views this as a tragedy for the Pakistani people, he said, adding the US has expressed its sympathies and condolences to them. He pointed out that Secretary of State Hillary Clinton was among the first to reach out to her Pakistani counterpart on the wee hours of the day of incident. Toner hoped Islamabad would have its presence at the meeting which is being attended by some 85 countries and 15 international organisations.

      Twenty-two people were arrested  after a demonstration outside the US Embassy in central London yesterday who were  protesting  against drone attacks in Pakistan. Twenty of them were held on suspicion of being members of banned group Muslims Against Crusades, while two others were arrested over violent disorder and obstruction. Those who took part in the protest said they were members of a group called United Ummah. The Muslims Against Crusades group was banned in the United Kingdom in November.

 The five fast-growing emerging economies, BRICS, today agreed to enhance local-level collaborations and join hands to tackle urbanization challenges. A cooperation declaration issued at the 1st BRICS Friendship Cities and Local Governments Cooperation Forum meeting in Sanya of South China's Hainan province said delegates at the forum agreed to strengthen dialogue and cooperation in the fields of provincial and local partnerships, including infrastructure, human settlements, green economy, education and culture. The five-country bloc also decided to make the forum an annual event as a supporting activity of the BRICS. According to the declaration, the second forum will be convened in India next year.

 The United Nations has warned that the world is on the brink of another recession, projecting that global economic growth will slow down further in 2012. It said even emerging powerhouses like India and China, which led the recovery last time, will get bogged down. The UN 'World Economic Situation and Prospects 2012' report has cut the global growth forecast for next year to 2.6 per cent from 4 per cent in 2010. It has called 2012 a make-or-break year for the global economy, which will face a muddle through scenario and continue to grow at a slow pace.

 The UN Security Council has adopted a resolution extending the mandate of the United Nations Support Mission in Libya (UNSMIL) for another three months. The 15-member Security Council yesterday unanimously voted to adopt the resolution, drafted by the United Kingdom and the United States to extend UNSMIL until March 16, 2012.

 The United Nations' top human rights body has accused Syria over gross and systematic violations during the suppression of anti-government protests. The Human Rights Council passed a resolution demanding an immediate end to the violence, the release of all political prisoners and the suspension of members of security forces suspected of abuses. The British Ambassador to the UN, Peter Gooderham says the matter could end up in the hands of the International Criminal Court.

पश्चिम बंगाल की मुख्यमंत्री ममता बनर्जी ने कहा है कि केंद्र ने फैसला किया है कि खुदरा क्षेत्र में सीधे विदेशी निवेश के विवादित फैसले को फिलहाल लागू नहीं किया जाएगा। आज कोलकाता में केंद्रीय वित्त मंत्री प्रणब मुखर्जी के साथ संबंधित मुद्दे पर बातचीत के बाद उन्होंने यह जानकारी दी। उनका कहना था कि वित्त मंत्री ने उन्हें कहा है कि सीधे विदेशी निवेश का फैसला फिलहाल सर्वानुमति बनने तक स्थगित कर दिया गया है। तृणमूल कांग्रेस ने इस फैसले का कड़ा विरोध किया था और इस मामले पर संसद में गतिरोध बना हुआ है।
सुश्री ममता बैनर्जी के इस वक्तव्य के बाद प्रणव मुखर्जी ने कहा कि सरकार अपने फैसले की घोषणा संसद में ही करेगी। उन्होंने कहा कि इस बारे में वे कोई भी घोषणा नहीं कर सकते क्योंकि संसद का सत्र चल रहा है।

भारतीय कम्युनिस्ट पार्टी ने सरकार से आग्रह किया है कि वह स्पष्ट रूप से बताए कि क्या वह खुदरा क्षेत्र में प्रत्यक्ष विदेशी निवेश पर अपने फैसले को रोकना चाहती है। इस बारे में पश्चिम बंगाल की मुख्यमंत्री ममता बनर्जी के बयान के बाद, भारतीय कम्युनिस्ट पार्टी के गुरदास दास गुप्ता ने कहा है कि इस मुद्दे पर औपचारिक घोषणा प्रधानमंत्री या मंत्री द्वारा की जानी चाहिए।
भारतीय जनता पार्टी ने भी सरकार से कहा है कि इस फैसले को रोकने की खबरों के संबंध में औपचारिक घोषणा करें। पार्टी प्रवक्ता रविशंकर प्रसाद ने कहा कि पार्टी इस मुद्दे पर सुश्री ममता बनर्जी की टिप्पणियों पर कोई प्रतिक्रिया व्यक्त नहीं करेगी।

कांग्रेस ने कहा है कि वह खुदरा व्यापार के क्षेत्र में विदेशी निवेश पर जारी गतिरोध को दूर करने के लिए सभी सार्थक उपायों का स्वागत करती है। अखिल भारतीय कांग्रेस समिति के महासचिव जनार्दन द्विवेदी ने कहा है कि ऐसी स्थिति में विभिन्न दलों के बीच व्यापक सहमति की जरूरत है।

प्रधानमंत्री ने मणिपुर के लोगों से अपील की है कि वे हिंसा का रास्ता छोड़ दें और संवैधानिक तरीके से अपनी मांगे रखें। डाक्टर मनमोहन सिंह ने आज इंफाल के कांगला में एक जनसभा में कहा कि ऐसा माहौल बनाया जाना चाहिए जिसमें राज्य के विकास की क्षमताओं और राज्य के लोगों की प्रतिभा का रचनात्मक उपयोग किया जा सके। डाक्टर मनमोहन सिंह ने कहा कि केन्द्र द्वारा नगा लोगों के लिए वृहद राज्य बनाने के बारे में कोई विचार नहीं किया जा रहा है और इस बारे में मीडिया में आ रही खबरें बेबुनियाद हैं। उन्होंने कहा कि मणिपुर की क्षेत्रीय अखंडता उनकी सरकार की पहली चिंता है।

केंद्र सरकार मणिपुर की क्षेत्रीय अखंडता के लिए प्रतिबद्व है क्योंकि यह देश का एक महत्वपूर्ण अंग है। मुझे बहुत खुशी है कि २००४ और २००६ में राज्य की मेरी यात्राओं के दौरान जिन परियोजनाओं की घोषणा की गई थी उनमें से ज्यादातर पूरी कर ली गई हैं।
रज्य को छह हजार करोड़ रुपये की वित्तीय सहायता के मुख्यमंत्री ओकराम इबोबी सिंह के अनुरोध पर प्रधानमंत्री ने कहा कि १२वीं पंचवर्षीय योजना में मणिपुर की विशेष जरूरतों का पूरा ध्यान रखा जाएगा। प्रधानमंत्री ने मणिपुर में बराक नदी पर प्रस्तावित तिपईमुख बांध परियोजना को पर्यावरण संबंधी मंजूरी देने की भी मंजूरी दी। इस परियोजना के लिए विश्व बैंक धन उपलब्ध कराएगा।

पश्चिम बंगाल के सुकना भूमि घोटाले में दोषी पाए जाने के बाद पूर्व सैन्य सचिव लेफि्‌टनेंट जनरल अवधेश प्रकाश को सेवा से बर्खास्त कर दिया गया है। गुवाहाटी में सेना की एक अदालत ने उन्हें तीन मामलों में दोषी पाया था। वे सेना के सबसे वरिष्ठ अधिकारी हैं, जिन्हें कोर्ट मार्शल का सामना करना पड़ा। अदालत ने असैन्य अपराध के चौथे मामले में उन्हें संदेह का लाभ दे दिया। सिलीगुड़ी के निकट सुकना मिलिट्री स्टेशन से लगी जमीन को २००८ में एक शैक्षिक संस्था के निर्माण के लिए एक निजी भवन निर्माता को गैर-कानूनी तौर पर हस्तांतरित किया गया था।

कर्नाटक के लोकायुक्त न्यायालय ने कथित खनन मामलों में राज्य के तीन पूर्व मुख्यमंत्रियों एस .एम. कृष्णा, धर्म सिंह और एच. डी. कुमारस्वामी तथा ११ प्रशासनिक अधिकारियों के खिलाफ जांच के आदेश दिए हैं। अदालत ने एक शिकायत पर लोकायुक्त अपर पुलिस महानिदेशक को अगले महीने की छह तारीख को जांच रिपोर्ट प्रस्तुत करने को कहा है।
समाजसेवी और गैर-सरकारी संस्था के क्षेत्रीय निदेशक टी. जे. अब्राहम ने मांग की है कि अवैध खनन की अनुमति देने और बदले में अवैध लाभ उठाकर राजस्व को घाटा पहुंचाने के लिए इन लोगों के खिलाफ कार्रवाई की जाए।

सीबीआई ने कर्नाटक के पूर्व मंत्री जी जर्नादन रेड्डी के स्वामित्व वाली ओबुलापुरम खनन कंपनी से जुड़े अवैध खनन के मामले में आज विशेष अदालत के सामने आरोप पत्र दायर किया। इसमें जर्नादन रेड्डी और कंपनी के निदेशक तथा उनके रिश्तेदार वी.बी. श्रीनिवास रेड्डी और माइन्स एण्ड जियोलॉजी, आंध्र प्रदेश के पूर्वनिदेशक वी.डी. राजगोपाल के नाम शामिल है।
हमारी संवाददाता ने बताया कि रेड्डी बंधुओं को पांच सितंबर को बेल्लारी में गिरतार किया गया था।

सीबीआई ने उच्चतम न्यायालय के आदेश के बाद हैदराबाद की विशेष अदालत में यह आरोप-पत्र दायर किया है। इसमें ओबलापुरम माइनिंग कंपनी पर आरोप लगाया गया है कि उसने आंध्रप्रदेश के अनंतपुर जिले में आबंटित खनन क्षेत्र के अलावा, अन्य क्षेत्रों में अवैध खनन किया। सीबीआई ने आरोप-पत्र के समर्थन में दो सौ प्रमाण और दस्तावेज भी सौंपे हैं। इस मामले में आंध्रप्रदेश के पूर्व खनन निदेशक राजगोपाल और निलंबित आईएएस अधिकारी, श्रीलक्ष्मी को भी अपने अधिकारों का गलत इस्तेमाल कर ओबलापुरम माइनिंग कंपनी को लाभ पहुंचाने के लिए पिछले महीने गिरतार किया गया था। श्रीलक्ष्मी को कल जमानत दे दी गई लेकिन बाकी तीन आरोपी अभी जेल में है। श्रीलक्ष्मी का नाम आरोप-पत्र में शामिल नहीं है। हैदराबाद से लक्ष्मी की रिपोर्ट के साथ अंजू सेठिया, आकाशवाणी समाचार।

दिल्ली की एक अदालत ने टू जी मामले में जनता पार्टी प्रमुख सुब्रह्‌मण्यम स्वामी की याचिका पर अपना आदेश बृहस्पतिवार तक सुरक्षित रखा है। श्री सुब्रह्‌मण्यम स्वामी ने याचिका में वरिष्ठ सी बी आई अधिकारियों और अन्य से पूछताछ की अनुमति मांगी है ताकि यह पता लगाया जा सके कि टू जी घोटाले में तत्कालीन वित्त मंत्री पी. चिदम्बरम की किसी तरह की भूमिका थी या नहीं।

असम में नेशनल डेमोक्रेटिक फ्रंट आफ बोडोलैंड के बत्तीस और अल्फा के एक उग्रवादी ने आज शोणितपुर जिले के तेजपुर में अधिकारियों के सामने हथियार डाल दिए। समर्पण करने वाले इन उग्रवादियों में पांच महिलाएं हैं। इन्होंने तीन, ए के-४७ राइफलें, २४ पिस्तौंलें, नौ हथगोले और आपत्तिजनक दस्तावेज सौंपे। जी ओ सी शक्ति गु्रप ने इन उग्रवादियों का समाज की मुख्यधारा में शामिल होने का स्वागत करते हुए इनसे अपील की कि वे राज्य में शांति और विकास की बहाली में अपना योगदान दें।

मध्यप्रदेश में भोपाल गैस त्रासदी की २७वीं बरसी पर ऐशबाग रेलवे क्रोसिंग पर रेलगाड़ियों को रोकने की कोशिश कर रहे गैस पीड़ितों को तितर-बितर करने के लिए पुलिस ने बल प्रयोग किया। इस दौरान कु असामाजिक तत्वों के पथराव में दो वरिष्ठ जिला अधिकारियों सहित कई लोग घायल हो गए। हमारे संवाददाता ने बताया कि प्रदर्शनकारियों ने गैस त्रासदी में मारे गए लोगों और घायलों की सही संख्या उच्चतम न्यायालय को बताये जाने की मांग को लेकर रेलवे क्रासिंग पर धरना दिया।

कई रेलों को निकटवर्ती रेलवे स्टेशनों पर रोका गया और कम से कम १४ रेलों के मार्ग परिवर्तित किए गए। पुलिस को प्रदर्शनकारियों को हटाने के लिए लाठी चार्ज करना पड़ा और हवा में गोलिया दागनी पड़ी। असामाजिक तत्वों ने आज पुलिस पर पथराव किया और कुछ वाहनों में आग लगा दी। रेल यातायात शाम को मुख्यमंत्री शिवराज सिंह चौहान के आश्वासन के बाद सामान्य हो सका कि वे प्रधानमंत्री डा. मनमोहन सिंह से गैस पीड़ितों की मांगे स्वीकार करने आ आग्रह करेंगे। गैस पीड़ितों के संगठनों का कहना है कि उन्होंने एक माह के लिए अपना आंदोलन स्थगित किया है। शारिक नूर, आकाशवाणी समाचार भोपाल।

West Bengal Chief Minister Mamata Banerjee says, the Centre has decided to put on hold the controversial decision on FDI in retail sector. She said this in Kolkatta today after she had spoken to Union Finance Minister Pranab Mukherjee on phone twice on the issue.
Mamta Banerjee said the Finance Minster told her that the FDI decision has been suspended until a consensus is evolved. Trinamool Congress has strongly opposed to the decision and the issue has led to a statemate in Parliament. Shortly after Mamata Banerjee's statement Pranab Mukherjee said any Government decision will only be announced in Parliament. He said he cannot announce anything because Parliament is in session. Congress said, it welcomes all meaningful steps to break the stalemate over FDI in retail.
Party AICC general secretary Janardhana Dwivedi said in New Delhi a broad consensus is required among different stakeholders in such a situation. CPI has urged the government to come out categorically whether it intends to put on hold its decision on fdi in retail. CPI leader Gurudas Dasgupta said that the formal announcement has to be made by the Prime Minister or a Minister of the government on the issue. BJP asked Government to come out with a formal announcement on the reports of putting the FDI issue on hold. Party spokesperson Ravi Shanker Prassad said it will not react to comments on the issue by West Bengal Chief Minister Mamata Banerjee.

Prime Minister Dr. Manmohan Singh has appealed today the people of Manipur to shun the path of violence and let their demands be articulated through Constitutional means. Speaking at a public meeting at Kangla in Imphal this afternoon Dr. Singh said that a conducive environment has to be created so that the tremendous developmental potential of Manipur and talents of Manipuris can be channelized into productive and creative pursuits. Dr. Manmohan Singh further said that there is no consultation for creation of Naga-Supra State Body by the Centre as reported in the media. He said that the territorial integrity of Manipur is at the prime concern of his government.
"The Central Government is committed to the territorial integrity of Manipur as it is a very important part of our Union. I am very happy that many of the projects that were announced during my visits to Manipur in 2004 and 2006 have been completed."
Regarding Manipur Chief Minister Okram Ibobi Singh’s request for granting a financial package of 6000 crores of rupees to the state, the Prime Minister said that the special needs of Manipur will be duly taken care of in the 12th Plan. Speaking on the occasion, UPA Chairperson Sonia Gandhi said that problems can only be resolved through dialogue. She said that abjuring the gun culture and joining the mainstream to strengthen the parliamentary democracy is the only better and brighter future of Manipur.
"Problems and issues can always be resolved through dialogue, through discussions. And it is my hope that the youth in particular will give up the culture of the guns and will embrace the mainstream and participate in parliamentary democracy."
Dr. Manmohan Singh and Mrs. Gandhi, earlier, inaugurated the newly constructed buildings of the Manipur Legislative Assembly, High Court, City Convention Centre, Manipur Film Development Corporation Auditorium and Inter-State Bus Terminus at Imphal today. The Prime Minister also announced environmental clearance to the proposed Tipaimukh dam project on the River Barak in Manipur. The project will be funded by the World Bank.

The CBI today filed the chargesheet in the illegal mining case involving former Karnataka Minister Janardhana Reddy. The investigating agency also charge sheeted Obulapuram Mining Company Managing Director Srinivasa Reddy and former Director of Mines V D Rajagopal in the case. They are on judicial remand now. The accused have been charged under the provisions of criminal conspiracy, cheating, theft, criminal trespass, breach of trust by public servant and forgery. Our correspondent reports that the suspended IAS officer Srilaxshmi does not figure in the chargesheet.
"Following the Supreme Court direction, the CBI today filed the chargesheet relating to the illegal mining case to the special court in Hyderabad . The Obulapuram Mining Company has been charged with illegal mining of iron ore in the areas other than allotted to it in Ananthpur district of the Andhra Pradesh. In Karnataka, a private complaint filed against three former Chief Ministers S M Krishna, Dharam Singh and H D Kumaraswamy and 11 bureaucrats was refered to Lokayuktha Additional Director General of Police by the Lokayuktha Court today for further investigation. The complainant T J Abraham, a social activist and regional Director of a city based NGO, has sought action against them for causing loss to the state Exchequer by allegedly allowing illegal mining and receiving illegal gratification during their tenure as Chief Minister. Lokayuktha Special Judge N K Sudhindra Rao refered the complaint to the Lokayuktha police today and asked it to submit its report by sixth of next month. He also asked the petitioner to submit second set of documents related to the case.

Former Military Secretary Lt Gen Avadesh Prakash has been dismissed from service after being found guilty on three counts by an army court in Guwahati in the Sukna land scam in West Bengal. He is the senior-most Army officer to face court martial. However, the court gave him benefit of doubt on the fourth count of committing a civil offence. Prakash was held guilty of misusing his position under the Army Act. The court martial was conducted after Prakash was indicted by an army court of inquiry early last year for his role in the illegal transfer of land adjacent to the Sukna military station near Siliguri in West Bengal to a private realtor for constructing an educational institution in 2008.

In Assam, 32 militants belonging to National Democratic Front of Bodoland and one of ULFA laid down arms before the authorities at Tezpur in Sonitpur district today. Five women cadres were among the surrendered militants. They surrendered three AK-47 rifles, 24 pistols, nine hand grenades and several incriminating documents before the G.O.C. Four Corps of the Army Lt. General Shakti Gurung and the Deputy Commissioner of Sonitpur district Tapan Chandra Sharma. Welcoming the militants to the mainstream of the society, G.O.C. Shakti Gurung appealed to them to contribute for restoration of peace and development in Assam.

Four people including three women, were killed and two others injured when a four-storeyed building collapsed today morning at Uttam Nagar area in the national capital. According to Delhi Fire Service official, the injured were rushed to the Deendayal Hospital for treatment. The 27th anniversary of Bhopal Gas Tragedy today was marked by violent protest by the gas victims in Bhopal. Police said, a number of people, including two senior district officials were injured in stone pelting. Our Correspondent reports that protestors disrupted train services for about seven hours in Bhopal.
"Several trains were stopped at adjoining railway stations and routes of at least 14 trains were diverted. Police resorted to lathi charge and fired bullets in the air to disperse the mob. With the presentation of awards in five different segments, the 42nd International Film Festival of India has come to an end with much fanfare at the Kala Academy in Panaji, today. The Golden Peacock Award for the Best Film was given to a Columbian Film ‘PORFIRIO’.
