बोफोर्स रिश्वत मामले में इटली के व्यवसायी ओत्तावियो क्वात्रोची पर मुकदमा बंद करने की सी.बी.आई. की दलील मान ली गयी है। दिल्ली के चीफ मेट्रोपोलिटन मजिस्टे्रट विनोद यादव ने इस मामले में सी बी आई की अर्जी को मंजूरी दे दी। श्री यादव ने कहा कि अगर इस मामले को किसी तार्किक निष्कर्ष तक पहुंचाना संभव नहीं तो इसे बंद करना बेहतर होगा। उन्होंने कहा कि यह फैसला देते समय इस मामले की जांच पर खर्च की गयी भारी रकम भी उनके दिमाग में थी।
क्वा+त्रोची लगभग बीस साल पुराने इस मामले में भारत में किसी अदालत में पेश नहीं हुआ। सीबीआई ने अक्तूबर 2009 में भी क्वात्रोची पर यह मामला बंद करने की अनुमति मांगी थी। सी बी आई ने इस तर्क के पक्ष में कई कारण गिनवाये थे।
सरकार ने क्वात्रोची के खिलाफ मामला बंद करने के अदालत के फैसला का स्वागत किया है।

लेकिन भारतीय जनता पार्टी ने सी बी आई के कथित दरूपयोग के लिये यूपीए सरकार की आलोचना की।

प्रवर्तन निदेशालय ने कई करोड़ के अवैध निवेश और हवाला सौदों के मामले मे झारखंड के पूर्व मुख्यमंत्री मधु कोड़ा के खिलाफ आज रांची की एक विशेष अदालत में चार्जशीट दायर की।
सरकारी सूत्रों के अनुसार इस चार्ज शीट में कई भारतीय शहरों, तटवर्ती स्थानों और विनोद तथा विकास सिन्हा जैसे उनके निकट सहयोगियों के बारे मे निदेशालय की जांच का ब्यौरा शामिल है।
कोड़ा और उसके सहयोगियों के खिलाफ कथित अवैध निवेश के बारे में आयकर विभाग, सीबीआई और झारखंड सर्तकता ब्यूरो द्वारा जांच की जा रही है।

उच्चतम न्यायालय ने अयोध्या में विवादित ढांचा गिराए जाने के मामले में आज भाजपा नेता लालकृष्ण आडवाणी और मुरली मनोहर जोशी, शिवसेना प्रमुख बाल ठाकरे और अन्य को नोटिस जारी किये हैं। न्यायालय की एक खंडपीठ ने आपराधिक षड़यंत्र में शामिल होने के आरोपों को बहाल करने की सीबीआई की याचिका पर इन नेताओं से चार सप्ताह के भीतर अपना पक्ष रखने को कहा है।

कांगे्रस के वरिष्ठ नेता और पूर्व केंद्रीय मंत्री अर्जुन सिंह का देहांत हो गया हैं । वे 81 वर्ष के थे। वे कुछ समय से बीमार थे। उन्हें कुछ दिन पहले नई दिल्ली के अखिल भारतीय आयुर्विज्ञान संस्थान में भर्ती कराया गया था। आज शाम लगभग साढे पांच बजे उन्हें सांस लेने में कठिनाई हुई।
श्री अर्जुन सिंह ने केंद्र और राज्यों में विभिन्न पदों पर काम किया। 1980 के दशक में वे कांगे्रस के उपाध्यक्ष भी रहे। वे मध्य प्रदेश के मुख्यमंत्री और केंद्र में मानव संसाधन विकास मंत्री रहे। पंजाब में आतंकवाद के जोर के दिनों में वे राज्यपाल के पद पर थे। पंजाब में राजीव लोंगोवाल समझौता करवाने में उनकी प्रमुख भूमिका रही।
पांच नवम्बर 1930 को जन्मे श्री अर्जुन सिंह एक मंजे हुए राजनीतिक नेता थे। वे 1985 से 1996 तक लोक सभा के सदस्य रहे। राज्य सभा के लिये वे 2006 में चुने गये। मध्य प्रदेश के मुख्यमंत्री का पद उन्होंने दो बार संभाला। वे बहुत देर कांगे्रस कार्यकारिणी के सदस्य रहे। नरसिम्हा राव के मंत्रिमंडल और डाक्टर मनमोहन सिंह की पहली सरकार में वे मंत्री भी रहे। जिन दिनों कांगे्रस केंद्र में सत्ता में नहीं थी, उन दिनों उन्होंने नारायण दत्त तिवारी के साथ मिलकर इंदिरा कांगे्रस तिवारी भी बनाई। सन 2000 में उन्हें सर्वश्रेष्ठ सांसद का पुरस्कार भी मिला। पंजाब में आतंकवाद के जोर के दिनों में वे राज्यपाल के पद पर थे। पंजाब में अकाली नेता संत हरचंदसिंह लोंगोवाल के साथ प्रधानमंत्री राजीव गांधी के समझौते को अंतिम रूप देने में श्री अर्जुन सिंह की महत्वपूर्ण भूमिका रही।

श्री अर्जुन सिंह के देहांत पर मध्य प्रदेश में कल अवकाश रहेगा। राज्य में तीन दिन के शोक की घोषणा की गयी है। मुख्यमंत्री शिवराज सिंह चौहान ने श्री अर्जुन सिंह को श्रद्धांजलि देते हुए उन्हें एक योग्य प्रशासक बताया।

राष्ट्रपति प्रतिभा देवीसिंह पाटिल ने श्री अर्जुन सिंह के निधन पर गहरा दुख प्रकट किया है। अपने शोक संदेश में उन्होंने श्री अर्जुन सिंह को एक अनुभवी व्यक्तित्व बताया और कहा कि राष्ट्र ने एक श्रेष्ठ नेता खो दिया है।

रेल मंत्री ममता बनर्जी ने भी श्री अर्जुन सिंह के निधन पर गहरा शोक व्यक्त किया है।

कांगे्रस अध्यक्ष सोनिया गांधी ने श्री अर्जुन सिंह के देहांत पर गहरा शोक प्रकट किया है और कहा कि सोनिया गांधी ने कांगे्रस पार्टी और देश के लिये उनके योगदान हमेशा याद रखा जाएगा।

श्रीमती सोनिया गांधी ने आज कांग्रेस कार्यकारिणी समिति और कांग्र्रेस सचिवालय का पुनर्गठन किया है। उन्होंने कांग्रेस कार्यकारिणी से सर्वश्री मोहसिना किदवई, मल्लिकार्जुन खड़गे, वी किशोर चन्द्र देव और जी वैंकट स्वामी जैसे दिग्गजों को हटाया और कुछ नये चेहरों को उसमें शामिल किया है। तीन महीने पहले श्रीमती सोनिया गांधी को फेरबदल करने का अधिकार दिया गया था।

प्रधानमंत्री मनमोहन सिंह ने कहा है कि भारत, पाकिस्तान के साथ कश्मीर सहित सभी मुद्दों को हल करना चाहता है। उन्होंने कहा कि सभी समस्याओं के बावजूद दोनों पक्षों ने बातचीत की प्रक्रिया फिर शुरू करने का फैसला किया है। आज जम्मू में शेर-ए-कश्मीर विज्ञान और टैक्नोलोजी कृषि विश्वविद्यालय के तीसरे दीक्षान्त समारोह में डॉक्टर मनमोहन सिंह ने कहा वे उन सभी मुद्दों पर बातचीत करने को तैयार हैं जो राज्य की शान्ति, प्रतिष्ठा और कल्याण के लिए जरूरी हैं।

हुर्रियत क्रांफ्रेंस के उदारवादी गुट ने प्रधानमंत्री मनमोहन ंिसंह के पाकिस्तान के साथ खुले दिमाग से बातचीत करने के जम्मू में दिये गये बयान का स्वागत किया है।

प्रधानमंत्री मनमोहन सिंह ने आज जम्मू के बाहरी इलाके नगरौटा में जगती उपनगर का उद्घाटन किया। हमारे संवाददाता ने बताया है कि प्रधानमंत्री ने बारह कश्मीरी पंडित परिवारों को आवंटन पत्र सौंपे।

प्रधानमंत्री डाक्टर मनमोहन सिंह के जम्मू दौरे के दौरान जिस तरह से उन्होंने अलागववादियों से बातचीत हेतु नये सिरे से अपील करने के साथ साथ पाकिस्तान के साथ जम्मू कश्मीर सहित सभी विवादित मसलों के हल के लिए वचन बद्धता को फिर से दोहराया उससे उम्मीद की जा सकती है कि इससे जम्मू कश्मीर में शांति प्रक्रिया को ओर बल मिलेगा। डाक्टर रंगाराजन कमेटी की तरफ से जम्मू-कश्मीर में रोजगार के नये अवसर पैदा करने के लिए की गई सिफारिशों में ऐसे कुछ को शीघ्र ही लागू किये जाने संबंधी प्रधानमंत्री की घोषणा से राज्य के पढ़े लिखे बेरोजगार नौजवानों को रोजगार हासिल करने के लिए निश्चय ही उम्मीद की एक नई किरण दिखाई दी है। इसके अलावा जम्मू सांभा और कुथफा जि+लों को राष्ट्रीय खाद्य सुरक्षा मिशन के तहत लाये जाने के बारे में प्रधानमंत्री की घोषणा के साथ ही जम्मू संभा के किसानों में एक नई उम्मीद पैदा हुई हैं।

जम्मू में ही प्रधानमंत्री ने कहा है कि वे केन्द्रीय सर्तकता आयुक्त पी जे थॉमस की नियुक्ति को अवैध ठहराये जाने के उच्चतम न्यायालय के फैसले का स्वागत करते है।

टू-जी स्पेक्ट्रम मामले की जांच करने वाली संयुक्त संसदीय समिति का अध्यक्ष कांगे्रस के वरिष्ठ नेता पी सी चाको को बनाया गया है। 65 वर्षीय श्री चाको केरल में त्रिशूर लोक सभा निर्वाचन क्षेत्र से सांसद हैं।
इस समिति में लोक सभा से बीस और राज्य सभा से दस सदस्य लिये गये हैं। समिति के गठन का प्रस्ताव संसद के दोनों सदनों में पांस किया गया। इससे सरकार और विपक्ष के बीच तीन महीने से चला आ रहा गतिरोध समाप्त हो गया।
संसद के दोनों सदनों द्वारा हाल ही में इस मामलें में प्रस्ताव पारित कर, जेपीसी के गठन को मंजूरी दी गई थी। संयुक्त संसदीय समिति 1998 से 2009 के बीच दिये गये टेलीकॉम के लिए दिये गए लाइसेंसों और स्प्रैक्ट्रम के आवंटन के मामले में सरकार के फैसलों और नीतियों के अनुपालन को लेकर यदि कोई गड़बड़ी हुई हो तो उसकी जांच करेगी। विश्लेषकों को आशा है कि समिति अपनी सिफारिशों में से जुड़े सभी मसलों को शामिल करेगी ताकि भविष्य में स्पै्रक्ट्रम और लाईसेंसों के आबंटन को एक लेकर एक सही और पारदर्शी प्रणाली स्थापित की जा सके।

उच्चतम न्यायालय ने आज एक जनहित याचिका पर केंद्र और सभी राज्यों को नोटिस जारी किया है। इसमें कहा गया है कि प्रशासनिक अधिकारियों की नियुक्ति और तबादले से जुड़े मामलों के लिए वैधानिक प्रशासनिक सेवा बोर्ड बनाये जायें।

प्रवर्तन निदेशालय ने पुणे के कारोबारी हसन अली खान के लिए ''लुकआउट सर्कुलर'' जारी किया है। कल ही उच्चतम न्यायालय ने सरकार की इस बात के लिए आलोचना की थी कि वह काला धन रखने वालों के खिलाफ कार्रवाई नहीं कर रही।

सरकारी सूत्रों के हवाले से बताया गया है कि यह सर्कुलर सभी हवाई अड्डों के नाम जारी किया गया है, ताकि यह सुनिश्चित किया जा सके कि हसन अली खान देश से बाहर न जाये।

लीबिया की राजधानी त्रिपोली में सुरक्षाबलों ने शुक्रवार की नमाज+ के बाद सड़कों पर एकत्र सैंकड़ों प्रदर्शनकारियों पर आंसू गैस के गोले छोड़े। एक प्रत्यक्षदर्शी के अनुसार प्रदर्शनकारियों ने कर्नल गद्दाफी से जुड़े लीबियाई वज को जलाया। त्रिपोली से मिली एक खबर के अनुसार स्थिति तनावपूर्ण है और सादे कपड़ों में एजेंट हर जगह फैले हैं। एक खबर में बताया गया है कि देश के पूर्व पश्चिमी हिस्सों में विद्रोहियों और कर्नल गद्दाफी के बफादार सैनिकों के बीच लड़ाई जारी है।

यमन और इराक में आज सरकार-विरोधी प्रदर्शन हो रहे हैं जबकि मिस्र में भारी संख्या में प्रदर्शनकारी तहरीर चौक में जमा हुए जहां प्रधानमंत्री एस्साम शराफ ने प्रदर्शनकारियों को संबोधित किया।
पश्चिम एशिया के विभिन्न देशों में आज प्रदर्शन हुए है। यमन में प्रदर्शन का ताता लगा हुआ है जहां प्रदर्शनकारी 32 सालों से शासनरत्त राष्ट्रपति साले के इस्तीफे की मांग कर रहे हैं। इराकी प्रदर्शनकारियों ने अपनी चुनी हुई सरकार के खिलाफ बेहतर प्रशासन, भ्रष्टाचार के खातमे और बेहतर वेतन की मांग को लेकर प्रदर्शन किया। इधर बेहरीन में प्रदर्शनकारी अब भी राजधानी मनामा के पर्ल चौक पर डेरा डाले बैठे है, जहां सरकार और विपक्ष के बीच बातचीत शीघ्र शुरू होने की संभावना वलवती हो उठी है।

पाकिस्तान में नौशहरा में एक मस्जिद में बम फटने से आठ लोगों की मौत हो गई है और तीस घायल हो गए हैं। यह विस्फोट पेशावर से लगभग पंद्रह किलोमीटर दूर अकबरपुरा में सूफी बाबा आख्+ाून पुंजो की दरगाह में हुआ। अभी तक किसी संगठन ने इस विस्फोट की जिम्मेदारी नहीं ली है।

क्रिकेट विश्वकप में आज एकतरफा मुकाबलों में वेस्टइंडीज+ ने बंग्लादेश को और न्यूजीलैंड ने जिम्बाम्वे को पराजित किया।

A Delhi court has allowed a CBI plea seeking withdrawal of prosecution against Italian businessman Ottavio Quattrocchi in the  Bofors payoff case. Chief Metropolitan Magistrate Vinod Yadav said that  the application of the CBI is allowed. He said if the logical conclusion of a case is not possible then it is better to leave the issue. He said that the heavy amount of money wasted on the investigation into the case was on his mind while writing the judgement. Quattrocchi has never appeared before any court in India in the 2 decade old case. The CBI had sought permission of the court to withdraw the case against Quattrocch in October 2009 saying his  continued prosecution is unjustified in the light of various factors including the agency's failed attempts to get him extradited first from Malaysia in 2003 and then from Argentina in 2007. A charge sheet was filed against Quattrocchi for allegedly receiving a payoff for brokering the Bofors gun deal. Government has welcomed the Delhi Court's decision.  Minority Affairs Minister Salman Khursheed said that people should respect the court's decision. Adding that that the issue has already been dragged long enough, he urged all concerned to trust the judicial system of the country. BJP, however, accused the UPA Government of rampant misuse of CBI. BJP Spokesperson Ravi Shankar Prasad alleged that the CBI filed the closure report under political pressure.

The Enforcement Directorate today filed a charge sheet against former Jharkhand Chief Minister Madhu Koda in the multi-crore illegal investment and hawala transactions case against him.

The Directorate filed the charge sheet at a special court in Ranchi.  Official sources said that the charge sheet included details of the agency's probe in a number of Indian cities, offshore destinations and the role of his close associates like Binod and Vikash Sinha.Koda, who was arrested in November  2009, is at present lodged in the Birsa Munda jail in Ranchi.

The Supreme Court today issued notices to  BJP leaders L K Advani and Murli Manohar Joshi, Shiv Sena supremo Bal Thackeray and others in Babri Masjid demolition case. A bench of the apex court asked them to spell out their stands on a CBI plea for restoration of charges of hatching a criminal conspiracy to demolish the Babri Masjid in 1992 against them. While issuing notices to them, the court asked them to file their replies within four weeks. The CBI had moved the apex court challenging Allahabad High Court's May 20, 2010 order, dismissing the CBI plea for revival of criminal conspiracy charges against top BJP and Sangh Parivar leaders.

Veteran Congress leader and former Union Minister Arjun Singh is dead. He was 81. Ailing for some time he was admitted to All India Institute of Medical Sciences in New Delhi and  complained of breathing problem this evening.

            

Madhya Pradesh government has announced a three day state mourning and a public holiday. The President Mrs. Pratibha Devisingh Patil has condoled the death of the Veteran Congress Leader Arjun Singh. In her condolence message, the President said that  Arjun Singh was an experienced personality. Congress President Sonia Gandhi  recalled his contribution to the development of Congress Party and nation.

The Congress Working Committee and the AICC secretariat were today reconstituted by Party President  Sonia Gandhi. She dropped veterans like  Mohsina Kidwai,Malikarjun Kharge,V Kishore Chandra Deo  and G Venkatswami, and inducted some new faces in the highest policy making body of the party.  Those retained in the CWC besides Rahul Gandhi are senior ministers Pranab Mukherjee, A K  Antony, Ghulam  Nabi Azad, Ambika Soni and senior leaders Motilal Vora, Digvijay Singh, Janardan Dwivedi.Oscar Fernandes has been promoted to CWC and made a General Secretary. Senior leader Ahmed Patel, who retains his position as political secretary to Congress President, will continue to be part of the CWC, which will now have 19 members including Sonia Gandhi and Prime Minister Manmohan Singh. Home Minister P Chidambaram, who is a member of the elite Core Group, has been made a Permanent Invitee for the CWC. Dropped from the CWC Mohsina Kidwai finds a place in the CWC as permanent invitees. Satyavrat Chaturvedi,has been removed as a permanent invitee. Besides the incumbents, Rahul Gandhi, Digvijay Singh, B K Hariprasad, Ghulma Nabi Azad, Janardan Dwivedi and Mukul Wasnik have been retained while Birender Singh, Madhusudan Mistry and Oscar Fernandes are the new General Secretaries.

Senior Congress member P C Chacko was today made the Chairman of the JPC on the 2G spectrum issue.  Parliamentary Affairs Minister Pawan Kumar Bansal told reporters that Chacko he has been appointed by the speaker Miera Kumar.  The 65 year old veteran represents Thrissur in Kerala in the Lok Sabha. AIR correspondent reports that the announcement of JPC  with 20-members from the Lok Sabha and 10 from the Rajya Sabha,eneded the  deadlock in Parliament between the government and the opposition.

Born on November 5, 1930 the seasoned politician has been member of Lok Sabha from 1985 to 1996. He was elected to Rajya Sabha in 2006 and held the post of Chief Minister of Madhya Pradesh twice. The veteran Congress leader was the Member of the Highest Policy making body of the party for a long time and served as Union Minister in Narasimha Rao and Manmohan Singh's first government. He along with N. D. Tiwari formed India Indira Congress-Tiwari when Congress was not in power and was also awarded best Parliamentarian award in 2000. Working for  Rajiv-Longowal accord is considered his major contribution as Governor of Punjab when militancy was at its peak in the State.

The Prime Minister says, he respects the judgement of the Supreme Court on setting aside the appointment of Central Vigilance Commissioner PJ Thomas. Talking to newspersons in Jammu, Dr.Manmohan Singh said it is necessary to ensure that such things don't happen again. Dismissing any coalition compulsion on the question, he said  he takes the responsibility and he will speak on the issue in Parliament. The Prime Minister asked the separatists to come forward and talk to interlocutors appointed by the Centre on Jammu and Kashmir.  In reply to a question, the Prime Minister said that if the situation improves considerably in the Kashmir valley, there is no reason why Disturbed Areas Act cannot be removed from the peaceful areas of the State. He reiterated his government’s commitment of zero tolerance to human rights violations. Earlier,  addressing the third convocation  ceremony of Sher-e-Kashmir Agriculture University of Sciences and Technology at Jammu, the Prime Minister said that India wants to resolve all outstanding issues includingKashmir  with Pakistan. He said despite all the problems both the sides decided to resume the dialogue process. Dr.Singh said that the activities of extremist groups in Pakistan is a matter of concern for India and once again urged Pakistan to bring the culprits of Mumbai carnage to book. Moderate faction of Hurriyat Conference has welcomed Prime Minister Manmohan Singh's statement that India will enter into talks with Pakistan with an open mind. But they said any condition on a dialogue with people of Jammu and Kashmir is unnecessary.

In Pakistan, 8 people were killed and 30 others injured in a bomb blast in a mosque at Nowshera today. The  blast targeted the mosque inside Sufi shrine - Akhun Punjo Baba mazar  in Akbarpura area of Nowshera, about 15 km from Peshawar. Scores of people were offering Friday prayers at the mosque while hundreds had gathered to take food from a 'langar' or community kitchen.

Security forces in the Libyan Capital, Tripoli have fired tear gas on hundreds of protestors who took to the streets after Friday prayers.  The demonstrations come despite heavy military presence in the suburb of Tajura, scene of previous challenges to the authority of Col. Gaddafi.  An eye witness said demonstrators had burnt the official Libyan flag associated with Col. Gaddafi. say there has been further fighting both in the east and west of the country. Washington has authorised the use of US military aircraft to help repatriate migrant workers stranded in neighbouring countries after fleeing Libya.

Protests continue in several West Asian countries. People in several countries across West Asia region held demonstrations today. Yemen has been rocked by weeks of daily protests against President Saleh who is in power for more than 32 years. Iraqi protests have concentrated on demands for improved government services, better pay and end to corruption in the country. Egyptian protestors once again gathered in large numbers at Tahrir Square where country’s new prime minister addressed them and assured demonstrators about his constructive approach in nation building. Protestors in Bahrain are camping at capital’s main square where dialogue between ruling establishment and opposition parties is likely to begin after opposition accepted the invitation for talks.

Back Home. The Enforcement Directorate has issued Look out Circular - against Hasan Ali, accused of stashing black money abroad. This comes a day after Supreme Court criticised the Government for not acting against black money hoarders Khan, who is alleged to have stashed around 8 billion US dollar in foreign banks, had been earlier served a notice for a tax demand for about 50,000 crore rupees in 2009.

The Supreme Court today issued notices to the Centre and all  states on a Public Interest Litigation for setting up of high-powered statutory Civil Services Boards to decide transfers and postings of civil servants. The petitioner said this will help rid the bureaucracy of political interference, corruption and inaction.

The CBI today registered a case of fraud and criminal conspiracy against suspended Prasar Bharti CEO B S Lalli and Chairman and Managing Director of Delhi-based Zoom Communications Wasim Dehlvi. The case has been registered for alleged irregularities in broadcasting rights contract of Commonwealth Games which resulted in a loss of  100 crore rupees to exchequer. CBI also raided their premises  in the national capital and carried out detailed searches.

In ICC Cricket World Cup matches today,  New Zealand and  West Indies recorded easy victories against their respective rivals.  In a Group 'A'  game at the Sardar Patel Stadium in Motera, Ahmedabad,  the Kiwis trounced Zimbabwe by 10 wickets with more than 16 overs to spare. In the Group 'B' fixture at the Sher-e-Bangla Stadium in Mirpur,  the West Indies beat co-hosts Bangladesh by nine wickets.
