मणिपुर में सदर हिल जिला मांग समिति ने राष्ट्रीय राजमार्गों पर अनिश्चितकाल की आर्थिक नाकेबंदी कल रात समाप्त कर दी।
यह फैसला कल रात मुख्यमंत्री ओकराम इबोबी सिंह के निवास पर लम्बी बातचीत में जिले के दर्जे की मांग कर रही समिति और मणिपुर सरकार के बीच समझौता होने के बाद लिया गया।

अरुणाचल प्रदेश में जारबॉम गामलिन ने मुख्यमंत्री पद से त्याग पत्र दे दिया है, ताकि नए मुख्यमंत्री के चयन का रास्ता साफ हो सके। उन्होंने कल ईटानगर में राजभवन में राज्यपाल अवकाश प्राप्त जनरल जे.जे. सिंह को अपना त्याग पत्र सौंपा। राज्यपाल ने श्री गामलिन का इस्तीफा स्वीकार करते हुए उन्हें नई सरकार बनने तक कार्यवाहक मुख्यमंत्री के रूप में काम करते रहने को कहा। विश्वस्त सूत्रों के अनुसार आज नया मुख्यमंत्री चुन लिया जायेगा। हालांकि अभी तक यह स्पष्ट नहीं है कि कॉंग्रेस विधायक दल का नया नेता कौन होगा।
कॉंग्रेस के ४२ में से ४० विधायकों ने एक प्रस्ताव पर हस्ताक्षर कर नए नेता को चुनने का अधिकार कांग्रेस अध्यक्ष सोनिया गांधी को दिया।

दिल्ली सरकार ने राजधानी में संपत्तियों से संबंधित सर्किल दरों में वृद्धि करने का फैसला किया है। यह फैसला दिल्ली की मुख्यमंत्री शीला दीक्षित की अध्यक्षता में हुई एक मंत्रिमंडलीय बैठक में लिया गया। बैठक के बाद श्रीमती दीक्षित ने कहा कि नयी संशोधित सर्किल दरें अधिसूचना जारी होने के बाद प्रभावी हो जायेंगी। उन्होंने बताया कि ए श्रेणी की संपत्तियों की दरों में २५० प्रतिशत तक की वृद्धि की गयी है जिससे इस श्रेणी की दर मौजूदा ८६ हजार प्रति वर्ग मीटर से बढकर अब २ लाख १५ हजार रूपए हो गयी है।

सरकार ने कहा है कि तेलंगाना मुद्दे पर फैसले की दिशा में प्रगति ईद-उल-अजहा त्यौहार के बाद ही होगी। गृहमंत्री पी. चिदम्बरम ने कल नई दिल्ली में कहा कि कांगे्रस महासचिव, आंध्र प्रदेश के प्रभारी और केंद्रीय स्वास्थ्य मंत्री गुलाम नबी आजाद ने राज्य के विभिन्न गुटों को जानकारी दे दी है कि त्यौहार का मौसम होने के कारण इस मुद्दे पर प्रगति नहीं होगी।
सशस्त्र सेना विशेष अधिकार कानून- ए एफ एस पी ए का जिक्र करते हुए गृहमंत्री ने कहा कि कांगे्रस पार्टी की यह दलील समझ में आती है कि जम्मू कश्मीर के कुछ हिस्सों से इसे हटाने के बारे में और विचार-विमर्श होना चाहिए। जम्मू कश्मीर सरकार ने राज्य के कुछ हिस्सों से ए एफ एस पी ए हटाने का संकेत दिया था। श्री चिदंबरम ने कहा कि पिछले वर्ष सितम्बर में सुरक्षा के बारे में मंत्रिमंडलीय समिति ने जो फैसले लिए थे यह उनमें से एक है।

गृहमंत्री ने कहा कि जांच एजेंसियां हाल ही में दिल्ली उच्च न्यायालय में हुए बम विस्फोट के संबंध में तीन लोगों की तलाश कर रही हैं।

तीन लोगों को गिरतार किया गया है। उन्होंने तीन और लोगों की तरफ इशारा किया है। हमने उन तीन लोगों के बारे में जानकारी पाने के लिए ईनाम रखा है। सभी एजेंसियां उन तीनों की तलाश कर रही है। जब उन तीनों की गिरतारी और पूछ-ताछ होगी और उनके बयान रिकॉर्ड किये जाएंगे, तभी यह कहा जा सकता है कि मामला सुलझा है या नहीं।

मणिपुर में नाकेबंदी के असर से निपटने के बारे में श्री चिदम्बरम ने कहा कि आवश्यक वस्तुओं की ढुलाई के लिए हर हते राज्य में औसतन ग्यारह सौ ट्रक भेजे जा रहे हैं।

आंध्र प्रदेश आज कड़ी सुरक्षा के बीच अपना ५६ वां स्थापना दिवस मना रहा है। इस अवसर पर मुख्यमंत्री एन किरण कुमार रेड्डी हैदराबाद में राष्ट्रीय ध्वज फहरायेंगे, जबकि जिला मुख्यालयों में जिला कलेक्टर ध्वज फहरायेंगे। इस अवसर पर अनेक कार्यक्रमों का आयोजन किया गया है।
मुख्यमंत्री इस अवसर पर एक रुपए प्रति किलो की दर से चावल देने की योजना की शुरूआत करेंगे, जिससे गरीबी रेखा से नीचे के दो करोड़ २६ लाख परिवारों को लाभ होगा।
राज्यपाल और मुख्यमंत्री ने राज्य के लोगों को बधाई दी है। अलग तेलंगाना राज्य के कुछ समर्थकों ने इन आयोजनों के बहिष्कार का आग्रह किया है, इसलिए सुरक्षा के कड़े प्रबंध किए गए हैं।

केरल के खाद्य और नागरिक आपूर्ति मंत्री टी.एम. जैकब का अंतिम संस्कार आज किया जाएगा। उन्हें एर्नाकुलम जिले में काकूर सेंट मैरी जैकोबाइट चर्च में दफनाया जाएगा। श्री जैकब का रविवार को निधन हो गया था। उनका पार्थिव शरीर कल रात उनके पैतृक कस्बे पीरावोम लाया गया। उसे सेंट जोसफ हायर सेकेंड्री स्कूल में रखा गया है ताकि लोग श्रद्धांजलि दे सकें।

संयुक्त राष्ट्र शैक्षिक, वैज्ञानिक और सांस्कृतिक संगठन यानी यूनेस्को ने फलस्तीन को पूर्ण सदस्यता देने के पक्ष में मतदान किया। कल १०७ देशों ने फलस्तीन के आवेदन के पक्ष में और १४ ने विरोध में मत दिया, जबकि ५२ सदस्य अनुपस्थित रहे। फलस्तीनी अधिकारियों ने इसे ऐतिहासिक उपलब्धि बताया, जबकि इस्राइल ने इसे शांति के रास्ते में एक और रोड़ा करार दिया है। इस्राइल और अमरीका ने इसका कड़ा विरोध किया है।
इसके बाद अमरीका ने यूनेस्को के लिए वित्तीय अंशदान रोकने की घोषणा की है। विदेश विभाग की प्रवक्ता विक्टोरिया न्यूलैंड ने पत्रकारों से कहा कि यूनेस्को में फलस्तीन को राष्ट्र के रूप में सदस्यता मिलने से कानूनी अड़चन खड़ी हो गई है, जिसके कारण अमरीका को अपना अंशदान रोकना पड़ेगा।
इससे पहले, व्हाइट हाउस ने यूनेस्को के इस फैसले को अधकचरा बताया था।

लीबिया में अंतरिम प्रशासन ने इलेक्ट्रिकल इंजीनियरिंग विशेषज्ञ अब्दल रहीम अल किब को अंतरिम सरकार का प्रधानमंत्री चुना है। समाचार एजेंसी ए एफ पी के अनुसार त्रिपोली निवासी श्री किब को राष्ट्रीय अंतरिम परिषद् के सदस्यों ने खुलेआम मतदान में चुना है। उन्हें ५१ में से २६ वोट मिले और उन्होंने चार अन्य उम्मीदवारों को हराया।
श्री किब अगले कुछ दिनों में नया मंत्रिमंडल गठित करने वाले हैं। नई अंतरिम सरकार चुनाव होने तक लीबिया का प्रशासन चलायेगी।
इस बीच, लीबिया में नैटो की कार्रवाई आधी रात से समाप्त हो गई है। हमारे संवाददाता ने खबर दी है कि नैटो के प्रमुख एन्डर्स फॉग रासमूसेन ने त्रिपोली पहुंचने के बाद मिशन को सफल बताया।

करीब सात महीने पहले नैटो ने लीबिया में गद्दाफी सरकार को हटाने के लिए हवाई अभियान ऑपरेशन यूनीफाइड प्रोटेक्टर शुरू किया। कतर और संयुक्त अरब अमारात ने अभियान में हिस्सा लिया। गद्दाफी समर्थक सेनाओं के ठिकानों पर नैटो के लड़ाकू विमानों ने जबरदस्त बमबारी की, साथ ही आगे बढ़ते बाग़ियों को सुरक्षा कवच मुहैया कराया। हालांकि नैटो के हवाई अभियान पर आयी लागत पर उन्हीं देशों में सवाल उठाये गए, मगर गद्दाफी सरकार के पतन के साथ ही यह मुद्दा नेपथ्य में चला गया। अतुल तिवारी आकाशवाणी समाचार।

अफगानिस्तान के बारे में एक क्षेत्रीय सम्मेलन कल तुर्की में इस्ताम्बूल में श्ुारू होगा, जिसमें विदेश मंत्री एस एम कृष्णा के साथ अमरीका फ्रास तथा जर्मनी के विदेश मंत्री शामिल होंगे। सम्मेलन में चीन, रूस, मध्य एशियाई देशों, सउदी अरब, संयुक्त राष्ट्र और यूरोपीय संघ के प्रतिनिधि भी भाग लेंगे।
भारत पहली बार इस अंतरराष्ट्रीय सम्मेलन में हिस्सा ले रहा है। विदेश मंत्री एस. एम. कृष्णा सम्मेलन में अफगानिस्तान में स्थिरता में भारत की बढ़ती साझेदारी पर प्रमुख रूप से चर्चा करेंगे।
हमारे संवाददाता ने खबर है कि सम्मेलन में सुलह-सफाई की प्रक्रिया के भविष्य पर विशेष रूप से चर्चा होगी।

जल संसाधन मंत्री पवन कुमार बंसल ने कल नई दिल्ली में केंद्रीय जल आयोग की ÷÷वॉटर क्वालिटी हॉट स्पॉट्स इन रिवर्स ऑफ इंडिया'' रिपोर्ट जारी की। इस अवसर पर श्री बंसल ने बिना सफाई किए गंदे पानी को नदियों में जाने से रोकने की जरूरत पर बल दिया। उन्होंने कहा कि इस रिपोर्ट से भविष्य में प्रदूषण के गहन अध्ययन में अन्य लोगों को मदद मिलेगी। श्री बंसल ने कहा कि इस रिपोर्ट को राज्यों के मुख्यमंत्रियों और प्रदूषण नियंत्रण बोर्डो को भेजा जाएगा, जिससे नदियों को प्रदूषित होने से रोकने के लिए आवश्यक कदम उठाए जा सकेंगे।

दुनिया के शेयर बाजारों में बैंकों के शेयरों में भारी गिरावट दर्ज की गई है। माना जा रहा है कि यह गिरावट बैंकों पर यूरोजोन में जारी आर्थिक संकट के असर के कारण आ रही है। इंग्लैण्ड में दो बैंकों - रॉयल बैंक आफ स्काटलैण्ड और लॉयड्स के शेयरों में सात प्रतिशत की गिरावट आई है। इन दोनों बैंकों में सरकार के शेयर हैं। बैंक आफ अमरीका के शेयरों के भाव में भी कमी देखी गई।
उधर, अमरीका का एक इनवेस्टमेंट फण्ड, एम एफ ग्लोबल दिवालिया घोषित होने के कगार पर है।

In Manipur, the indefinite economic blockade along the National Highway by the Sadar Hills Districthood Demand Committee has been temporarily called off. This follows an agreement between the District-hood Demand Committee and the Manipur Government after a marathon meeting at the residence of the Chief Minister Okram Ibobi Singh last night. Our correspondent has filed this report:

"After a tough negotiation both the government and the Sadar Hills Districthood Demand Committee have agreed to upgrade the Sadar Hills area into a district only after getting the report of the District Reorganization Committee headed by the state Chief Secretary D S Poonia. The Government has also agreed to create three more sub-divisions in the Sadar Hills area in addition to the existing three within this month. The Government also further agreed to withdraw all cases pending against the agitating leaders. People heaved a sigh of relief with the suspension of the economic blockade after 92 days. Arunachal Pradesh Chief Minister Jarbon Gamlin has resigned. Mr Gamlin submitted his resignation to Governor General (Retd.) J.J. Singh at the Raj Bhawan in Itanagar yesterday. After accepting his resignation, the Governor asked Jarbon Gamlin to continue as the care-taker Chief Minister till a new government is formed.

Property prices in the national capital will go up as the Delhi Government has increased circle rates in various colonies in the range of 15 to 250 per cent. The decision to this effect was taken at a Cabinet meeting chaired by Delhi Chief Minister Shiela Dikshit yesterday. Briefing reporters in New Delhi, Mrs Dikshit said the new rates will come into force only after issuance of notification in this regard. Mrs Dikshit said that the government is keen to make property rates more realistic and close to market rates in order to eliminate the role of black money in property transactions. The circle rate of properties is the system in which the government fixes the minimum or maximum rate of the land depending on the category of colonies it falls in and no transaction is allowed below the minimum rate fixed by the government in any area of the city.

The government has said that a movement towards a decision on the Telangana issue will take place after the Eid-ul-Zuha festival. Talking to reporters in New Delhi yesterday, Home Minister P Chidambaram said the Congress General Secretary incharge of Andhra Pradesh and Union Health Minister Ghulam Nabi Azad have conveyed to different groups in the state that since the festival season is going on, there has been no movement on the issue. Regarding the Armed Forces Special Powers Act, Mr Chidambaram said, the Congress party's plea to hold more consultations on revoking the AFSPA in some parts of Jammu and Kashmir is perfectly understandable. The Jammu and Kashmir government had, earlier, hinted on revoking the AFSPA. Mr Chidambaram said this is part of the Cabinet Committee on Security decision taken in September last year.

The Supreme Court has sought the Union government's response on a plea for a CBI probe into the mysterious death of National Conference leader Mohd. Yusuf Shah Haji. A bench of the apex court also issued the notice to the Jammu and Kashmir government seeking their replies within two weeks.

The Centre has assured the Jharkhand government that there will be no dearth of funds to expedite work on the plan outlined for the Saranda forest area in the state. Rural Development Minister Jairam Ramesh said the Centre will construct concrete roads in the Maoist infested Saranda forest area with the assistance of the Central Reserve Police Force, the CRPF. Mr Ramesh was talking to reporters after a meeting with Jharkhand Chief Minister Arjun Munda in New Delhi yesterday. He said, programmes like the Mahatma Gandhi National Rural Employment Guarantee Scheme, and other flagship programmes will also be implemented in the area. Mr Ramesh said, a strategy has been finalized for the development of Maoist affected areas of the country.

Water Resources Minister Pawan Kumar Bansal released the Central Water Commisson report on Water Quality Hot-spots in Rivers of India in New Delhi yesterday. Speaking on the occasion, Mr Bansal underlined the need to protect rivers from the addition of untreated sewage to them regularly. He said the report will serve as a foundation for other in-depth pollution studies by the Central Water Commission in future. He said the report will be sent to the State Chief Ministers and the Pollution Control Boards of the states to take necessary steps for the prevention of pollution of rivers.

In a historic move, the United Nations Educational, Scientific and Cultural Organization - UNESCO has voted for grant of full membership of the organization to Palestine. Voting took place yesterday with 107 votes in favour, 14 against and 52 abstentions. Palestinian authorities hailed it as a landmark achievement. Israel has called it another stumbling block towards reaching peace. The Palestinian bid for full membership of UNESCO has come amidst stiff opposition from Israel and the United States. The United States has announced that it will stop financial contribution to UNESCO after this move. State Department spokesperson, Victoria Nuland told reporters that Palestinian membership as a state in UNESCO triggers long-standing legislative restrictions which will compel the United States to refrain from making contributions to UNESCO.

Libya's interim rulers have elected academic Abdel Rahim Al-Keeb to head a transitional government. Keeb, a native of Tripoli, was elected Prime Minister in a public vote carried out by members of the National Transitional Council. The little-known academic who specialises in electrical engineering beat four other candidates, winning 26 out of 51 votes. Mr Keeb is expected to appoint a new cabinet in the coming days. The new interim government will run Libya until elections are held. Meanwhile, NATO operations in Libya came to a close midnight last night. केन्द्रीय मंत्रिमंडल ने आज लघु, छोटे और मध्यम उद्योगों का बढ़ावा देने के लिए सरकारी खरीद नीति को मंजूरी दी। इस नीति के अनुसार सरकारी एजेन्सियां २० प्रतिशत सामान इन उद्योगों से खरीदेंगी। मंत्रिमंडल की बैठक के बाद सूचना और प्रसारण मंत्री अम्बिका सोनी ने पत्रकारों को बताया कि सभी केन्द्रीय मंत्रालय, विभाग और सरकारी कम्पनियां इन उद्योगों से जो वस्तुएं खरीदेंगी, उनकी अधिसूचना जारी की जायेगी। इन नीति के अन्य पहलुओं की जानकारी देते हुए लघु, छोटे और मध्यम उद्योगों के मंत्री वीरभद्र सिंह ने बताया कि चार प्रतिशत वस्तुएं उन उद्योगों से खरीदी जायेंगी जिनके मालिक अनुसूचित जाति या अनुसूचित जनजाति से हैं। लेकिन उन्होंने यह भी स्पष्ट किया कि इन वस्तुओं की क्वालिटी बेहतर और कीमत कम होनी चाहिए।

जितना भी गर्वमेंट एजेंन्सिज प्रोक्यूर कर रही हैं, सेन्टर गर्वमेंट की मिनिस्ट्रिज डिपार्टमेंट्स एंड पब्लिक सेक्टर अंडरटेकिंगस वो अपनी टोटल +प्रोक्यूरमेंट का २० परसेंट जो है, इस सेक्टर से प्रोक्यूर करेंगी और उस २० परसेंट में से २० परसेंट यानि चार परसेंट ऑफ द टोटल जो है वो शेड्यूल कास्ट, शेड्यूल ट्राइब्स की जो कंपनीज हैं, उनसे प्रोक्यूर किया जाएगा। बाकी जहां तक क्वालिटी का सवाल है, २० परसेंट माल आएगा, मगर क्वालिटी में कोई कम्प्रोमाइज नहीं होगा। कीमतों में कोई कम्प्रोमाइज नहीं होगा।
मंत्रिमंडल ने राष्ट्रीय शिक्षा मिशन के तहत देश की ५७० से अधिक विश्वविद्यालय स्तर की संस्थाओं के साथ साथ निजी विश्वविद्यालयों, २५ हजार कॉलेजों और दो हजार पॉलिटेक्नीक संस्थाओं को एकसाथ जोड़ने के प्रस्ताव को भी मंजूरी दे दी। इनमें तालमेल स्थापित करने के लिए सूचना तथा संचार टैक्नोलोजी और नेशनल नॉलेज नेटवर्क का उपयोग किया जायेगा। इन संस्थाओं में ऑप्टीकल फाइबर के जरिये सम्पर्क जोड़ने का अध्ययन करने की जिम्मेदारी एन आई सी को सौंपी गई है। श्रीमती सोनी ने बताया कि देशभर में कॉलेज और विश्वविद्यालय स्तर के छात्रों को बेहतर दर्जे की ई-एजुकेशन देना इस योजना का उद्देश्य है।
मंत्रिमंडल में एक अन्य फैसले में प्रसार भारती संशोधन विधेयक २०१० के अनुरूप काम करने के सूचना और प्रसारण मंत्रालय के प्रस्ताव को भी मंजूरी दे दी। यह विधेयक अभी राज्यसभा के विचाराधीन है। इसके अनुसार २३ नवम्बर १९९७ से ५ मई २००७ के बीच भर्ती किये गये कर्मचारियों को उनकी अवकाश प्राप्ति तक प्रसार भारती में प्रतिनियुक्ति पर माना जायेगा।

अरूणाचल-प्रदेश में श्री नाबाम तुकी को सातवें मुख्यमंत्री के रूप में शपथ दिलाई गई हैं। राज्यपाल अवकाशप्राप्त लेफ्टिनेंट जनरल जे० जे० सिंह ने ईटानगर में उन्हें पद और गोपनीयता की शपथ दिलाई।

इससे पहले, मुख्यमंत्री जारबोम गामलिन ने राज्यपाल को अपना त्यागपत्र सौंप दिया।

उत्तरप्रदेश में लोकायुक्त ने राज्य के ऊर्जा मंत्री रामवीर उपाध्याय, उनकी सांसद पत्नी सीमा उपाध्याय और उनके परिवार के तीन अन्य सदस्यों के खिलाफ अपार सम्पत्ति जमा करने और पुलिस अधिकारी को धमकाने के नये आरोपों की जांच शुरू की है। हमारे संवाददाता ने खबर दी है कि उर्जामंत्री के खिलाफ निजी कंपनियों से बिजली की खरीद में हेराफेरी करने के आरोप में पहले से ही जांच चल रही है। भारतीय जनता पार्टी के राष्ट्रीय सचिव किरीट सोमाया ने इस बारे में उनके खिलाफ शिकायत दर्ज की थी।

बिहार सरकार, महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार कार्यक्रम-मनरेगा पर निगरानी रखने के लिए लोकपाल नियुक्त कर रही है। यह कार्रवाई मनरेगा में हो रहे घोटालों की रोकथाम के लिए की जा रही है। बिहार के ग्रामीण विकास मंत्री नितीश मिश्रा ने बताया कि बिहार के १२ जिलों में लोकपाल नियुक्त किये जा रहे हैं। मुख्यमंत्री नितीश कुमार नवम्बर के महीने में राज्य के सभी जिलों में लोकपाल नियुक्त करने की घोषणा कर चुके हैं।
हमारे संवाददाता ने खबर दी है कि केन्द्रीय ग्रामीण विकास मंत्रालय को कई राज्यों में मनरेगा लागू करने में कई गम्भीर घोटालों की शिकायतें मिली हैं।

लोकपाल के लिए जिनका चयन किया गया है। उनके नामों को आम लोगों की जानकारी के लिए वेबसाइट पर डाल दिया गया है। राज्य सरकार ने लोगों से अनुरोध किया है कि यदि प्रस्तावित लोकपाल के व्यक्तित्व और चरित्र के बारे में कोई आपत्तिजनक जानकारी हो, तो उसे अवश्य सूचित करें, ताकि साफ सुथरी छवि वाले व्यक्ति को ही लोकपाल के पद पर तैनाती की जा सकें। इस बीच मुख्यमंत्री नितीश कुमार ने कहा है कि मुख्यमंत्री के पद को भी लोकपाल के दायरे में लाया जाएगा। श्री कुमार ने कहा है कि लोकपाल विधेयक को विधानसभा के शीतकालीन सत्र में पेश किया जाएगा। आकाशवाणी समाचार के लिए पटना से कृष्ण कुमार लाल।

मद्रास उच्च न्यायालय ने तमिलनाडु में भूमि पर कब्जों की शिकायतों से निपटने के लिए २५ विशेष अदालतें बनाने का फैसला किया है। ये अदालतें विभिन्न चरणों में बनाई जायेंगी। शुरू में विशेष अदालतें तिरूनेलवेल्ली, कृष्णागिरि, सेलम, इरोड और तिरूपुर में स्थापित की जायेंगी जहां ऐसे सबसे अधिक मामले दर्ज हैं।

तमिलनाडु की मुख्यमंत्री जयललिता ने आय से अधिक सम्पत्ति के मामले में अगले मंगलवार को बंगलौर की अदालत में पेश होने के अदालत के निर्देश को उच्चतम न्यायालय में चुनौती दी है। सुश्री जयललिता ने अपनी याचिका में कहा है कि उच्चतम न्यायालय के निर्देश के अनुसार वे पिछले महीने दो बार बंगलौर की अदालत में पेश हो चुकी हैं और उन्हें फिर से नहीं बुलाया जा सकता। उन्होनें कहा है कि उच्चतम न्यायालय के आदेश के अनुसार उन्हें निचली अदालत में केवल एक बार व्यक्तिगत रूप से पेश होना था, इसलिए उन्हें अब अदालत में फिर पेश होने के लिए बाध्य नहीं किया जा सकता।
सुश्री जयललिता पर १९९१ से १९९६ के बीच कथित रूप से ६६ करोड़ रूपये से अधिक की सम्पत्ति जमा करने से संबंधित मामले की सुनवाई बंगलौर की अदालत में चल रही है। उच्चतम न्यायालय ने इस मुकदमे की कार्रवाई तमिलनाडु से बंगलौर में स्थान्तरित कर दी थी क्योंकि सुश्री जयललिता ने आशंका व्यक्त की थी कि तमिलनाडु में उन पर निष्पक्ष रूप से मुकदमा नहीं चलाया जायेगा।

सरकार ने कहा है कि वह भ्रष्टाचार से कारगर ढंग से निपटने के लिए मज+बूत लोकपाल लाने के लिए वचनबद्ध है। सूचना और प्रसारण मंत्री अम्बिका सोनी ने इस मुद्दे पर अन्ना हजारे के पत्र के बारे में कहा कि प्रधानमंत्री इस मुद्दे पर कई बार सरकार के इरादे स्पष्ट कर चुके हैं।

श्रीमती अम्बिका सोनी ने नई दिल्ली में संवाददाताओं से बातचीत में कहा कि यूपीए सरकार ने कालेधन के बारे में कई कदम उठाये हैं, जिनके परिणाम दिखाई देने लगे हैं। उन्होंने कहा कि भारत ने विदेशी बैंकों में जमा कालेधन के बारे में सूचना प्राप्त करने के लिए कई देशों के साथ समझौते किये हैं।

सरकार ने कहा है कि वह स्विस बैंकों में पैसा रखने वालों के नाम अदालत में बतायेगी। वित्तमंत्री प्रणव मुखर्जी ने आज नई दिल्ली में संवाददाताओं से बातचीत में कहा कि आयकर विभाग मुकदमे की सुनवाई के दौरान इन नामों की जानकारी देगा। उन्होंने कहा कि स्विटजरलैंड सरकार के साथ की गई संधि के अनुसार मुकदमे से पहले इन नामों का खुलासा नहीं किया जा सकता।
इस बीच, आयकर विभाग ने विदेशों से प्राप्त सूचना के आधार पर कालेधन के मामलों से संबंधित लोगों को नोटिस भेजने शुरू कर दिये हैं।

नागरिक उड्डयन मंत्री वायलार रवि ने कहा है कि केन्द्र सरकार एयरइंडिया के विमान चालकों की मांगों पर विचार कर रही है। एयरइंडिया के कई पायलटों ने हड़ताल पर जाने की धमकी दी है। श्री रवि ने नई दिल्ली में पत्रकारों को बताया कि बोइंग-७८७ ड्रीमलाइनर विमान उड़ाने के लिए पायलटों को प्रशिक्षण देने के मुद्दे पर बना गतिरोध दूर करने के सभी उपाय किये जा रहे हैं।
हमारे संवाददाता ने बताया है कि इंडियन पायलट्स गिल्ड आई पी जी के कुछ सदस्य बोइंग-७८७ विमान को उड़ाने का प्रशिक्षण इंडियन एयरलाइंस के पहले के पायलटों को भी देने का विरोध कर रहे हैं। कम्पनी ने ६४ पायलटों को प्रशिक्षण देने की बात कही है जिसमें से आधे एयर इंडिया के और आधे पिछली इंडियन एयरलाइंस से हैं। एयरइंडिया के पायलट इस फैसले का विरोध कर रहे हैं। उनका कहना है कि प्रशिक्षण के लिए सभी पायलट एयरइंडिया से ही लिये जायें।
उन्होंने एयरइंडिया के अध्यक्ष तथा प्रबन्ध निदेशक रोहित नन्दन को इस बारे में एक पत्र भी लिखा है।
२० से ज्यादा पायलटों के, बीमारी के कारण छुट्टी लेने से एयरइंडिया एक्सप्रैस की दस अन्तर्राष्ट्रीय उड़ानें रद्द कर दी गई हैं। लेकिन एयरइंडिया के प्रवक्ता ने बताया कि उड़ानें चलाने के लिए एक आपात योजना तैयार की गई है और स्थिति नियंत्रण में है। प्रवक्ता ने कहा कि यात्रियों को किसी भी असुविधा से बचाने के सभी एहतियाती उपाय कर लिये गये हैं।

मेघालय के मुख्यमंत्री मुकुल संगमा ने गारो नेशनल लिबरेशन आर्मी के उग्रवादियों द्वारा घात लगाकर किये गए हमले में पुलिस गश्ती दल के चार जवानों और एक ड्राइवर के मारे जाने की निंदा की है। उन्होंने मृतकों के परिजनों को साढे साढे सात लाख रूपये की तदर्थ सहायता देने की घोषणा की। कल शाम पूर्वी गारो पर्वतीय जिले के नेंगपाची क्षेत्र में करीब आठ-दस सशस्त्र उग्रवादियों ने घात लगाकर हमला किया था।

बिहार में माओवादियों ने जमुई जिले में बल्थर घाट के निकट एक निजी निर्माण कंपनी के करीब १५ कर्मचारियों का अपहरण कर लिया है। कल रात भरनार नदी पर पुल बनाने का काम कर रही इस कंपनी के कार्यालय में पचास से अधिक माओवादी घुस गए और बन्दूक की नोक पर इन लोगों को उठाकर ले गए।

ग्रीस के प्रधानमंत्री जॉर्ज पॉपेन्द्रू ने कहा है कि वे ऋण राहत के लिए यूरोपीय देशों द्वारा दिये गये पैकेज के बारे में जनमत संग्रह करायेंगे। उन्होंने कल शाम अपनी पार्टी के सांसदों से कहा कि उनके लिए ग्रीस की जनता की राय सर्वोच्च रहेगी। अगर जनता ने इस पैकेज के खिलाफ मत दिया तो पैकेज को स्वीकार नहीं किया जायेगा। यह जनमत संग्रह जनवरी में कराये जाने की सम्भावना है। तब तक इस पैकेज का ब्यौरा भी पूरी तरह सामने आ जायेगा। यूरोपीय संघ की राहत योजना पर श्री पॉपेन्द्रू के इस रूख से विश्व समुदाय को बहुत बड़ा आश्चर्य हुआ है। राजनीतिक विश्लेषकों का कहना है कि ग्रीस के प्रधानमंत्री, देशभर में हो रहे विरोध प्रदर्शनों के कारण दबाव में हैं। इन प्रदर्शनकारियों का कहना है कि इस राहत पैकेज से ग्रीस की प्रभुसत्ता और राष्ट्रीय स्वाभिमान से समझौता किया गया है। वे सरकार के बचत उपायों के साथ साथ यूरोप के केन्द्रीय बैंक और
अन्तर्राष्ट्रीय मुद्राकोष की शर्तों का भी विरोध कर रहे हैं। यूरोप में किये गये एक सर्वेक्षण के अनुसार यूरो ज+ोन के १७ देशों की हालत कमजोर हो रही है। वहां बेरोजगारी बहुत बढ़ गई है और २०१२ में इन देशों में विकास की संभावनाएं भी कम नजर आ रही हैं।

भारत के निर्यात में इस वर्ष सितम्बर में वार्षिक आधार पर ३६ प्रतिशत से अधिक की वृद्धि हुई और यह २४ अरब अस्सी करोड़ डॉलर हो गया। अमरीका और यूरोप में आर्थिक मंदी के बावजूद निर्यात में यह वृद्धि हुई हैं। पिछले वर्ष इसी अवधि में १८ अरब २० करोड़ डालर का निर्यात हुआ था। सरकारी विज्ञप्ति के अनुसार सितम्बर में भारत के आयात में भी पिछले वर्ष की इसी अवधि के मुकाबले १७ दशमलव दो प्रतिशत की वृद्धि हुई। इससे व्यापार घाटा नौ अरब ७० करोड़ डॉलर का रहा।
हमारे संवाददाता ने खबर दी है कि अगस्त में निर्यात में ४४ दशमलव दो प्रतिशत वृद्धि दर्ज की गई थी। सितम्बर में यह ३६ प्रतिशत पर आ गई। रही, लेकिन अमरीका के आर्थिक संकट और यूरोप के ऋण संकट को देखते हुए इसे काफी अच्छा माना जा रहा है। अमरीका और यूरोप भारतीय निर्यात के सबसे बड़े बाजार हैं। वाणिज्य सचिव राहुल खुल्लर ने कहा है कि चालू वित्तवर्ष में भारत का निर्यात दो खरब नब्बे अरब से तीन खरब तक पहुंच सकता है।

बम्बई शेयर बाजार में आज गिरावट का रूख है। शुरूआती कारोबार में सेन्सेक्स में करीब १०३ अंक की गिरावट आई। विश्व के बाजारों में कमजोर रूख के कारण बाजार में यह गिरावट आई है। अब से कुछ देर पहले यह २५८ अंक की गिरावट के साथ १७ हजार ४४७ पर था।
नेशनल स्टॉक एक्सचेंज का निफ्टी भी ७८ अंक गिरकर ५ हजार २४८ पर आ गया।
एशियाइ के अन्य शेयर बाजारों, जापान, हांगकांग, इंडोनेशिया और सिंगापुर में शून्य दशमलव नौ प्रतिशत से एक दशमलव आठ प्रतिशत तक की गिरावट दर्ज की गई।
अन्तरबैंक विदेशी मुद्राबाजार में डॉलर के मुकाबले रूपया २५ पैसे कमजोर हुआ। एक डॉलर की कीमत ४८ रूपये ९४ पैसे बोली गई।

पंजाब में दूसरी विश्व कप कबड्डी प्रतियोगिता आज शाम बठिंडा में शुरू हो रही है। इस टूर्नामेंट में दुनिया भर की चौदह टीमें भाग ले रहे हैं। भारतीय टीम के कप्तान सुखबीर सिंह सरवन होंगे। महिलाओं का पहला विश्व कबड्डी कप भी इस टूर्नामेंट के साथ ही हो रहा है। इस में भारत सहित चार देशों की टीमें भाग लेंगी। अन्य टीमें अमरीका, इंग्लैंड और तुर्कमीनिस्तान की हैं।

ऑस्ट्रेलिया में तीन देशों के हॉकी टूर्नामेंट के निदेशक द्वारा भारतीय टीम के पांच सदस्यों पर पाबन्दी लगाने के खिलाफ टीम के प्रबन्धकों ने अन्तर्राष्ट्रीय हॉकी परिसंघ में अपील दायर की है। हॉकी इंडिया के महासचिव नरेन्द्र बतरा ने बताया कि उन्होंने चीफ कोच माइकल नॉब्स और टीम मैनेजर को पाबन्दी के खिलाफ अपील करने को कहा है। श्री बतरा का कहना था कि भारतीय टीम के सदस्यों पर प्रतिबन्ध लगाने का फैसला दुर्भावनापूर्ण है।

सूर्य उपासना का पर्व छठ बिहार झारखण्ड और उत्तरप्रदेश के पूर्वी भागों में आज धार्मिक हर्षोंल्लास से मनाया जा रहा है। हमारे पटना संवाददाता ने खबर दी है कि चारों ओर छठ पर्व की धूम है और भजनों तथा गीत-संगीत से वातावरण गूंज रहा है। इस अवसर पर श्रद्धालु ३६ घंटे का निर्जल व्रत रखकर सूर्य भगवान की उपासना करते हैं। सभी व्रती घुटने तक पानी में खडे+ रहकर आज शाम अस्त होते सूर्य को अर्य अर्पित करेंगे। इसके बाद कल सूर्योदय के समय अर्य देने के साथ छठ पर्व सम्पन्न हो जाएगा। ऐसी मान्यता है कि भगवान सूर्य श्रद्धा-भक्ति के साथ छठ का व्रत करने वालों की मनोकामना पूरी करते हैं।
इस बीच पटना और आसपास के जिलों में नदियों और जलाशयों के तटों पर श्रद्धालुओं की भारी भीड़ को देखते हुए कड़े सुरक्षा प्रबंध किए गए हैं।
इधर राष्ट्रीय राजधानी दिल्ली में छठ पूजा के अवसर पर नदी और तालाबों को आर्कषक ढंग से सजाया गया है। नदी तटों और घाटों पर व्यापक सुरक्षा प्रबंध किए गए हैं। पुलिस ने यमुना नदी के आसपास विभिन्न घाटों पर लोगों की भारी भीड़ को देखते हुए यातायात सुचारू बनाये रखने के लिए जरूरी निर्देश जारी किए हैं। विशेष रूप से पूर्वी घाट, वजीराबाद, रामघाट, सूर घाट, श्याम घाट, कुदसिया और गीता घाटों पर बड़ी संख्या में लोगों के पहुंचने की उम्मीद है। इसके अलावा कालंदी कुंज और यमुना के पूर्वी तथा पश्चिमी तटों पर भी सुरक्षा के कड़े प्रबंध किए गए हैं।

The Cabinet today approved the public procurement policy to boost micro, small and medium enterprises. The policy aims at purchasing 20 percent of their products By Government agencies. Briefing reporters after the Cabient meeting, the Information and Broadcasting Minister Mrs. Ambika Soni said that all central ministries, departments and public sector undertakings to use the products prepared by these industries will be notified. Giving the salient features of the policy, the Minister for Micro, Small and Medium Enterprises Mr. Veerbhadra Singh said four percent of the goods purchased will come from the enterprises owned by scheduled castes and scheduled tribe enterpreneurs. Briefing reporters, Secretary Uday Varma however, made it clear that the products have to compete on the price front and quality.
They would have to complete with every body else so, if there is a product is if x which is produces by large industry and also produced by small industries both would have to really complete for the price. There is no price preference for consultation.
The Cabinet gave its nod to the proposal for seeking directions to achieve convergence and synergy under the centrally sponsored scheme National Mission on Education. It will be brought about through information and communication technology and national knowledge network. Briefing reporters the Information and Broadcasting Minister Mrs. Ambika Soni said that the proposal paves the way for providing 572 university level institutions including private universities besides providing connectivity to over 25 thousand colleges and two thousand polytechnics. She said that NIC has been entrusted to conduct a feasibility study for connecting the colleges and polytechnics on optical fiber.
The Union Cabinet among other decision to gave an approval for the proposal for seeking directions for achieving converges and synergy under the centrally sponsor plan scheme namely national mission on education through information and communication technology and national knowledge network and other issues . The approval was further given for sifting the technology from copper wire base connectivity to optical fiber cable base connectivity in respect of already connected universities.
In yet another decision, the Cabinet approved the proposal of the Ministry of Information and Broadcasting for pursuing the Prasar Bharati Amendment Bill , 2010 pending in the Rajya Sabha for its enactment. It also approved the action taken on the recommendations made by the Standing Committee on Information Technology in the 18th Report on Prasar Bharati Amendment Bill, 2010. The official Amendments to the Bill will be moved in the Rajya Sabha. It makes the status of employees recruited between 23rd of November, 1997 till 5th May, 2007 on deemed deputation to the Corporation till their retirement.

Mr. Nabam Tuki was sworn in as the 7th Chief Minister of Arunachal Pradesh. The Governor Lieutenant General (Retd.) J.J. Singh administered the oath of office and secrecy to him at Itanagar this afternoon. Earlier, Chief Minister Jarbom Gamlin tendered his resignation to the Governor paving the way for a new incumbent for the post. The Bihar government has started process for appointment of Lokpals in the state to oversee the discrepancies in MNREGA wage distribution system in the state. This step is being taken to curb embezzlement in the implementation of MNREGA funds in the state. Rural Development Minister of the State Nitish Mishra told AIR that the government has shortlisted Lokpals in twelve districts of the state. More from our correspondent.
"The names of proposed Lokpals have been put on the website for public scruitiny about their antecedents and integrity. After such public scruitiny the spotless proposed Lokpals will be appointed. Chief Minister Nitish Kumar has already announced of appointing Lokpasl in all the districts of the state within this month. Recently many serious violations and cases of deliberate embezzlement of funds have been coming to the notice of the union ministry of Rural development from various states in implementing the MNREGA funds. The Madras High Court has decided to create 25 special courts in a phased manner in Tamilnadu to deal with the land grab complaints. A press release by the Registrar General’s office of the High Court said, the High Court’s Administrative committee headed by the Chief Justice M.Y.Iqbal has accepted the reasons for constitution of special courts. An intensive combing operation has been launched in the forest to rescue the kidnapped persons.

Tamil Nadu Chief Minister J Jayalalithaa today moved the Supreme Court challenging the Bangalore trial court's order directing her to appear before it again on the 8th of November in a disproportionate assets case. Challenging the order, the AIADMK chief alleged in her petition that as per the apex court's direction she had already appeared before the court on tge 20th to and 21st of October and she cannot be summoned again.She pleaded that as per the apex court's order she was supposed to personally appear before the trial court only once and she cannot be forced to appear before it again. The trial of the disproportionate assets case, allegedly involving accumulation of assets worth over 66 crore rupees by Jayalalithaa between 1991 and 1996 is going on in a Bangalore court. The case proceedings were shifted out of Tamil Nadu by the apex court after she feared she might be denied a fair trial in the state.

In Chhattisgarh, two policemen were injured in a shoot-out between the police and Naxalites in the Dantewada district yesterday. According to sources, Naxalites attacked the ‘Salwa Judum’ rehabilitation camp at Konta and the encounter continued for about two hours. The injured have been admitted to hospital. Police have launched a search operation in the area.

Anna Hazare has written a letter to Prime Minister Manmohan Singh, saying that he would resume his hunger strike if the government fails to pass an effective Jan Lokpal Bill in the Winter Session of Parliament. His close aide Datta Awari told PTI over phone from Ralegan Siddhi that in the letter, Hazare has reminded the Prime Minister that he had called off his indefinite hunger strike, which he began on August 16 at Ramlila Maidan, following a written assurance from Dr. Singh. Government says it is committed to bring in a strong Lokpal to deal effectively with the menace of corruption. Talking to reporters in New Delhi today on the Anna Hazare's letter on the issue, the Information and Broadcasting Minister Mrs. Ambika Soni said that the Prime Minister has many a times made government's intentions clear on this issue. She said that the measures initiated by the UPA government on the black money issue have started showing results. Mrs. Soni said India has already entered in agreements with several countries to get information about the money stashed in the foreign banks.

Civil Aviation Minister Vyalar Ravi has said that the Centre is looking into the demands of Air India pilots who have threatened to go on strike. Talking to reporters in New Delhi today, the Minister said that the management is taking all possible measures to resolve the crisis over the training programme for pilots to fly the Boeing 787 Dreamliners which will be inducted in the national carrier.
Our correspondent reports that, some Air India pilots belonging to the Indian Pilots Guild, IPG, are opposing the management's decision to meet the flight crew requirement of Boeing 787 by taking pilots from erstwhile Air India and erstwhile Indian Airlines on a one is to one basis. According the management's decision, half of the 64 slots for training on Boeing 787 Dreamliners are allotted to erstwhile Indian Airlines Pilots and half to erstwhile Air India pilots. The pilots of erstwhile Air India are however demanding all training slots to be reseved exclusively for them. They have also written a letter to the Chairman and Managing Director of Air India Rohit Nandan saying that the decision is unfair. Ten international flights of the Air India Express have been cancelled with more than twenty pilots reporting sick. An Air India Spokesman however said that a contingency plan is in place and the situation is under control. He said that flight operations will not be affected and all precautions are being taken to avoid any inconvenience to the passengers.

India has said that lack of funding is becoming a major impediment to the success and sustainability of peacebuilding initiatives across the world. Speaking at the UN Security Council on 'Post-conflict Peacebuilding', Minister of State for External Affairs E Ahamed said that, countries across the world should also work to enhance human resource, technical and managerial assistance for better peacebuilding missions. Noting that peacebuilding is a cooperative and coordinated venture, the Minister said peacebuiling strategies need to be harmonised within the UN system. The international community should also ensure assistance for capacity building to national authorities. Mr. Ahamed said India will continue to make its capacities available to societies emerging from post-conflict situations and will partner the UN in its peacebuilding endeavours.

Greek Prime minister George Papandreou has announced that he will hold a referendum on the European debt relief package for Greece. Mr. Papandreou told the ruling Socialist party members in Parliament last evening, that the command of the Greek people will bind them and if the Greek people do not want it, the plan will not be adopted. The referundum is likely to he held in January gaining more time for the details of the European debt relief package to unfold. Papandreou's announcement came as a big surprise to the global community after the EU Plan was agreed upon. Political analysts say, the Greek Prime minister was facing tremendous pressure after countrywide demonstrations by protestors claiming that the EU debt package has compromised the soverignity and national pride to the lenders. India's exports grew by over 36 per cent on an annual basis to 24.8 billion dollars in September, 2011, demonstrating impressive year-on-year expansion despite a slowdown in the US and Europe. सरकार ने आज सरकारी खरीद नीति का अनुमोदन कर दिया है इसके तहत सरकारी विभाग और सार्वजनिक क्षेत्र के उपक्रम सामान की खरीदारी में लघु और बहुत छोटे उद्यमियों को तरजीह देंगे। मंत्रिमंडल द्वारा मंजूर इस नीति में इन क्षेत्रों से वार्षिक २० प्रतिशत सामान की खरीददारी करने का लक्ष्य रखा गया है। २० प्रतिशत में से चार प्रतिशत की खरीदारी अनुसूचित जाति और अनुसूचित जनजाति से संबंधित उद्यमियों से करनी होगी। मंत्रिमंडल की बैठक के बाद संवाददाताओं से बातचीत में सूचना और प्रसारण मंत्री अंबिका सोनी ने इस निर्णय को दिशासूचक बताया है। उनका यह भी कहना था कि यह निर्णय कांगे्रस घोषणा पत्र के अनुकूल है। फैसले का विश्लेषण करते हुए लघु, छोटे और मझौले उद्योग मंत्री वीरभद्र सिंह ने कहा कि नई नीति की घोषणा से सार्वजनिक क्षेत्र के प्रतिष्ठान इन उद्यमों से ३५ हजार करोड़ रूपये तक के सामान खरीद सकेंगे। इसमें से सात हजार करोड़ रूपये की वस्तुएं अनुसूचित जाति और जनजाति के उद्यमियों से खरीदी जायेंगी।

जितना भी गर्वमेंट एजेंन्सिज प्रोक्यूर कर रही हैं, सेन्टर गर्वमेंट की मिनिस्ट्रिज डिपार्टमेंट्स एंड पब्लिक सेक्टर अंडरटेकिंगस वो अपनी टोटल +प्रोक्यूरमेंट का २० परसेंट जो है, इस सेक्टर से प्रोक्यूर करेंगी और उस २० परसेंट में से २० परसेंट यानि चार परसेंट ऑफ द टोटल जो है वो शेड्यूल कास्ट, शेड्यूल ट्राइब्स की जो कंपनीज हैं, उनसे प्रोक्यूर किया जाएगा।
मंत्रिमंडल ने केन्द्र द्वारा प्रायोजित राष्ट्रीय शिक्षा मिशन योजना के तहत शिक्षा संस्थाओं के बीच तालमेल के एक प्रस्ताव को भी हरी झंडी दे दी है। सूचना और संचार प्रोद्योगिकी तथा राष्ट्रीय ज्ञान नेटवर्क के माध्यम से इस कार्य को पूरा किया जायेगा।
श्रीमती सोनी ने बताया कि इस योजना का उद्देश्य देश के सभी कॉलेज छात्रों को एक दूसरे से जोड़ना और इलैक्ट्रोनिक के माध्यम से गुणात्मक ज्ञान उपलब्ध कराना है।

एक अन्य निर्णय में मंत्रिमंडल ने लोकप्रसारक संस्था प्रसार भारती से संबंधित नियम और कानून में संशोधन किए जाने के प्रस्ताव को भी मंजूरी दे दी है। इसमें स्पष्ट कर दिया गया है कि नवंबर १९९७ से अक्टूबर २००७ के बीच भर्ती लोगों को सेवानिवृत्ति तक डेपुटेशन पर समझा जायेगा।

उच्चतम न्यायालय ने आज कम्पनियों के पांच अधिकारियों की जमानत की अर्जी पर अपना फैसला सुरक्षित रखा। ये अधिकारी टू-जी स्पेक्ट्रम आवंटन घोटाले के सिलसिले में पिछले छह महीने से ज्यादा समय से जेल में हैं। न्यायमूर्ति जी. एस. सिंघवी और न्यायमूर्ति एच एल दातू की खंडपीठ ने कम्पनियों के अधिकारियों- युनिटेक वायरलेस के प्रबंध निदेशक संजय चन्द्रा, स्वान टेलीकॉम के निदेशक विनोद गोयनका और रिलायंस अनिल धीरू भाई अंबानी गु्रप के एक्जीक्यूटिव हरि नायर, गौतम दोशी और सुरेन्द्र पिपारा - की ओर से दी गई दलीलों को सुना। इन लोगों ने जमानत के लिए उच्चतम न्यायालय को अनुरोध किया था। इन अधिकारियों ने दिल्ली उच्च न्यायालय और निचली अदालत के आदेशों को चुनौती दी थी, जहां इनकी जमानत अर्जी नामंजूर कर दी गई थी। सीबीआई ने इनकी जमानत का विरोध किया था।

सरकार ने कहा है कि वह स्विस बैंकों में पैसा रखने वालों के नाम अदालत में बतायेगी। वित्तमंत्री प्रणव मुखर्जी ने आज नई दिल्ली में संवाददाताओं से बातचीत में कहा कि आयकर विभाग मुकदमे की सुनवाई के दौरान इन नामों की जानकारी देगा। उन्होंने कहा कि स्विटजरलैंड सरकार के साथ की गई संधि के अनुसार मुकदमे से पहले इन नामों का खुलासा नहीं किया जा सकता।
इस बीच, आयकर विभाग ने विदेशों से प्राप्त सूचना के आधार पर कालेधन के मामलों से संबंधित लोगों को नोटिस भेजने शुरू कर दिये हैं।

उधर, भारतीय जनता पार्टी ने आज मांग की कि सरकार उन सभी ७०० भारतीयों के नामों की घोषणा करे जिन पर आरोप है कि उनके जिनेवा के एक बैंक में गुप्त खाते हैं। पार्टी ने विदेशी बैंकों में रखे भारतीय लोगों के अवैध धन को स्वदेश लाने के लिए किए गए उपायों को सार्वजनिक करने की भी मांग की है। पार्टी ने इस प्रकार के कर चोरों के खिलाफ किये गए उपायों को भी उजागर करने की मांग की है।

अरूणाचल प्रदेश के नये मुख्यमंत्री नबम तुकी ने कहा है कि वे एक हते के भीतर अपने मंत्रिमंडल का विस्तार करेंगे। मुख्यमंत्री का पदभार संभालने के बाद उन्होंने मीडिया को बताया कि उनके मंत्रिमंडल के सदस्यों के नामों को अंतिम रूप देने में कुछ समय लगेगा। उन्होंने यह भी कहा कि वे एक या दो दिन में दिल्ली आयेंगे और अखिल भारतीय कांगे्रस कमेटी की अध्यक्ष सोनिया गांधी और अन्य कांगे्रस नेताओं से मिलेंगे। उन्होंने राज्य के सभी समुदायों से राज्य में शांति और सामान्य स्थिति लाने के लिए मिलकर काम करने को कहा। हमारे संवाददाता के अनुसार मुख्यमंत्री ने सभी समुदायों के सदस्यों की सुरक्षा सुनिश्चित करने का आश्वासन दिया।

कांगे्रस ने कहा है कि केन्द्र सरकार असम और अरूणाचल प्रदेश में माओवादियों की बढ़ती गतिविधियों पर काबू पाने के लिए कारगर उपाय कर रही है। पार्टी प्रवक्ता मनीष तिवारी ने आज नई दिल्ली में कहा कि यह चिन्ता की बात है और राज्य तथा केन्द्र सरकार दोनों को माओवाद को नियंत्रित करना चाहिए।

आन्ध्रप्रदेश सरकार ने आज राज्य में एक रुपये किलोग्राम की दर से चावल देने की योजना शुरू की। मुख्यमंत्री एन. किरण कुमार रेड्डी ने हैदराबाद में राज्य के स्थापना दिवस के अवसर पर एक विशेष कार्यक्रम में इस योजना की शुरूआत की। राज्य सरकार के इस नये प्रयास से आंध्रप्रदेश के लगभग ढाई करोड़ गरीबी रेखा से नीचे के परिवारों को लाभ मिलेगा। राज्य सरकार अब तक सार्वजनिक वितरण प्रणाली से दो रुपये प्रतिकिलो के भाव से चावल मुहैया कराती है।

चुनाव आयोग ने आज हरियाणा विधानसभा के दो निर्वाचन क्षेत्रों रति (अनुसूचित जाति) और आदमपुर में होने वाले उप-चुनाव की घोषणा कर दी है। हरियाणा की मुख्य चुनाव अधिकारी सुमिता मिश्रा ने आज चंडीगढ़ में बताया कि यह अधिसूचना ५ नवम्बर को जारी कर दी जाएगी और नामांकन की अंतिम तारिख १२ नवम्बर होगी। उप चुनाव ३० नवंबर को होगा।

लक्षद्वीप में पुलिस ने २१ लोगों को गिरतार कर लिया है। इनके झगड़े की वजह से कलपेनी द्वीप में १३० पर्यटक कई घंटों तक फंसे रहे। पिछले शनिवार को कुछ स्थानीय लोगों के बीच झगड़े की वजह से पर्यटकों को उस नाव पर चढ़ने से रोक दिया गया जिसने उन्हें उनके जहाज तक पहुंचाना था। इस वजह से लक्षद्वीप प्रशासन के तीन कर्मचारियों को भी निलंबित कर दिया गया है।

भारतीय दूरसंचार नियामक प्राधिकरण-ट्राई ने प्रति सिम प्रतिदिन एक सौ एस एम एस की सीमा बढाकर दो सौ कर दी है। ट्राई ने वाणिज्यिक और गैर वाणिज्यिक एस एम एस एक सौ से ज्यादा करने पर प्रतिबंध लगा दिया था। ट्राई को उपभोक्ता और सेवा प्रदाता से एक सौ से ज्यादा एस एम एस बढ़ाने का अनुरोध मिला था। ट्राई ने बताया कि प्रत्येक सिम से प्रतिदिन दो सौ एस एम एस करने वाली योजना आज से लागू हो जायेगी।

प्रधानमंत्री मनमोहन सिंह कल फ्रांस के शहर कान के लिए रवाना होगें। वे वहां औद्योगिक दृष्टि से उन्नत और उभरती अर्थव्यस्थाओं के बीस देशों के समूह जी-ट्वेन्टी के शिखर सम्मेलन में भाग लेंगे। दो दिन के शिखर सम्मेलन में वे भारत के प्रतिनिधिमंडल का नेतृत्व करेंगे। योजना आयोग के उपाध्यक्ष मोंटेक ंिसह अहलुवालिया भी उनके साथ जायेंगे। यूरो ज+ोन में कर्ज का संकट शिखर सम्मेलन का मुख्य मुद्दा होगा। अन्तर्राष्ट्रीय मुद्रा-प्रणाली, वित्तीय नियम, वैश्विक प्रशासन और विकास के लिए वित्त अन्य ऐसे विषय है, जिन पर शिखर सम्मेलन में चर्चा होगी। भ्रष्टाचार, कर चोरी, जलवायु, ऊर्जा और खाद्य सुरक्षा भी अन्य ऐसे विषय हैं, जिन पर विचार-विमर्श हो सकता है। भारत ने पहले ही स्पष्ट कर दिया है कि वह यूरो जोन में स्थिरता लाने के लिए किसी भी तर्कसंगत प्रयास का समर्थन करेगा।

The policy cleared by the Cabinet, sets an annual target of 20 per cent procurement from these sectors. Within this limit, four per cent of the orders should be placed to the SC/ST entrepreneurs. Briefing reporters after the Cabinet meeting, Information and Broadcasting Minister Ambika Soni described the decision as path-breaking. It was also in line with the Congress manifesto. Elaborating the decision, Micro, Small and Medium Enterprises (MSME) Minister Virbhadra Singh said, with the announcement of the new policy, PSUs are expected to buy goods worth 35,000 crore rupees from the MSEs, of which a business of 7,000 crore rupees would go to the SCs/STs. Information and Broadcasting Secretary Mr. Uday Verma said, the procurement policy would be voluntary in nature for three years and made mandatory after that. He also made it clear that the products have to compete on the price front and quality.
"They would have to compete with every body else. So, if there is a product which is produced by a large industry and also produced by small industries, both would have to really compete for the price.
The Cabinet gave its nod to the proposal to achieve convergence and synergy under the Centrally sponsored scheme National Mission on Education.
"The Union Cabinet gave an approval for the proposal for seeking directions for achieving convergence and synergy under the centrally sponsor plan scheme namely national mission on education through information and communication technology and national knowledge network and other issues . The approval was further given for shifting the technology from copper wire base connectivity to optical fiber cable base connectivity in respect of already connected universities."
Briefing reporters, Mrs. Ambika Soni said that the proposal paves the way for e-connectivity for 572 University level institutions including private Universities besides to over 25 thousand Colleges and two thousand polytechnics. She said that NIC has been entrusted to conduct a feasibility study for connecting the Colleges and Polytechnics on optical fiber. In yet another decision, the Cabinet approved amendments to the law governing the public broadcaster, Prasar Bharati, making it clear that recruitments done between November 1997 and October 2007, will be considered as deemed deputation till retirement.

The Supreme Court today reserved its order on the bail plea of five corporate honchos who are in jail for over six months for their alleged involvement in the 2G spectrum allocation scam. A Bench of Justices G. S. Singhvi and H. L. Dattu heard the arguments on the plea of corporate executives - Unitech Wireless' MD Sanjay Chandra, Swan Telecom's Director Vinod Goenka and Reliance Anil Dhirubhai Ambani group's executives Hari Nair, Gautam Doshi and Surendra Pipara - who have approached the apex court for bail. They have moved the apex court challenging Delhi High Court and trial court orders turning down their bail pleas. CBI opposed their bail plea saying that they can approach the trial court for the relief.

Government today said that it will reveal the names of the Swiss bank account holders in the court. Talking to reporters in New Delhi today, Finance Minister Pranab Mukherjee said that Income Tax department will reveal the names of the account holders during the prosecution. He added that the treaty signed with Swiss Government, prohibits revelation of names before the prosecution.
"As and when investigation starts, prosecution takes place, matter comes to the court then as per the existing treaty terms we can review the name only then in the case of prosecution by the Income Tax department."
The Income Tax Department has started sending notices to persons involved in black money cases on the basis of information received from abroad. BJP today demanded that the government come out with the names of 700 Indians allegedly having secret accounts in a bank in Geneva. BJP spokesperson Nirmal Sitharaman alleged that government has no will to handle corruption and black money issues.

Congress today said that the Centre is taking effective steps to control the spread of Maoist activities in Assam and Arunanchal Pradesh. Briefing reporters in New Delhi, Party Spokesman Manish Tiwari said, it is a cause of concern and it is incumbent on the State and Central Government to control Maoists. Replying to questions on the Lokpal Bill, Mr Tiwari expressed hope that the Standing Committee on the Bill will complete the discussions soon. In Bihar, an intensive combing operation is continuing in the forest areas of Jamui district of the state to rescue the kidnapped persons. Bihar-Jharkhand border along the district, has been sealed and a massive manhunt is on to nab the Maoists. Maoists have kidnapped about 15 employees of a private construction company near Balthar Ghat in Jamui. Superintendent of Police, R N Singh said, over 50 ultras stormed into the office of the firm engaged in construction of a bridge over river Bharnar last night and took them away at gun point.

Andhra Pradesh Government today launched one rupee a kilo rice scheme in the state. Chief Minister N. Kiran Kumar Reddy launched the scheme at a special programme held in Hyderabad on the occasion of the 56th State Formation Day. About 2.26 Below Poverty Line families in the state will benefit due to the new initiative of the state government. With the new initiative, the subsidy burden over the state Government will go up by 600 crore rupees to a total of 2600 crore rupees.

The Nabam Tuki government in Arunachal Pradesh is all set to carry out its first expansion within one week. Disclosing this to the media after taking over as Chief Minister this evening, Tuki said, the final decision will be taken after meeting AICC Chief Sonia Gandhi and other Central Congress leaders in New Delhi . He called upon all the communities of the state to shed petty politics and work together to bring back peace and normalcy in the state. Telecom Regulatory Authority of India, TRAI, has extended the 100 sms per day limit to 200 sms per day, per sim. Earlier, TRAI had restricted the number of commercial non-commercial sms that can be sent from a sim, to 100. TRAI received representations from some of the service providers and consumers to increase the limit of 100 sms per day, per sim. TRAI has decided that the New cap of 200 sms per day, per sim will be effective from today onwards.

Air India today said that it has not received any formal intimation about its pilots going on strike. Civil Aviation Minister Vyalar Ravi said, the Centre is looking into the demands of Air India pilots. Talking to reporters in New Delhi today, the Minister said that the management is taking all possible measures to resolve the crisis in the wake of their call for a strike. Air India officials told AIR that there are some differences between the pilots from erstwhile Indian Airlines and Air India about the training programme for pilots to fly the Boeing 787 Dreamliners. The new planes are being inducted in the national carrier next month. The Minister said, discussions are continuing with the pilots.

In Lakshadweep, police arrested 21 persons following an altercation that left nearly 130 tourists stranded for a few hours in Kalpeni island. The tourists were prevented from boarding a boat to reach their passenger vessel following the altercation with the locals last Saturday. Three officials of the Lakshadweep Administration have been placed under suspension in this connection.

India's exports grew by over 36 per cent on an annual basis to 24.8 billion dollars in September, 2011, demonstrating impressive year-on-year expansion despite a slowdown in the US and Europe. Last year in September, the country's outbound shipments were valued at 18.2 billion dollars. According to an official press release, India's imports also registered growth in September, rising by 17.2 per cent in comparison to the corresponding period of the previous year leaving a trade deficit of 9.7 billion dollars.

Pakistan cricketers Salman Butt and Mohammad Asif have been found guilty of their part in a "spot-fixing" scam. Former Pak cricket team captain Butt and bowler Asif had denied conspiracy to cheat and conspiracy to accept corrupt payments. But a jury at London's Crown Court found Butt guilty of both charges and Asif guilty of conspiring to cheat. The Court heard the players, along with fast bowler Mohammad Amir who has already pleaded guilty to the charges. The two players plotted to deliberately bowl no-balls during a Lord's Test match against England last summer. The Judge, Justice Cooke, extended bail for them until their sentencing later this week.
