लोकपाल के मुद्दे पर आम सहमति बनाने के लिए आज सर्वदलीय बैठक होगी। प्रधानमंत्री डॉ. मनमोहन सिंह ने इस मुद्दे पर कल संयुक्त प्रगतिशील गठबंधन के नेताओं के साथ विचार विमर्श किया। बैठक के बाद गृहमंत्री पी. चिदम्बरम ने पत्रकारों को बताया कि गठबंधन के नेताओं में लोकपाल के मुद्दे पर व्यापक सहमति बनी है। उन्होंने बताया कि बैठक में लोकपाल के मुद्दे पर संसद की स्थाई समिति की रिपोर्ट और सर्वदलीय बैठक के बारे में विचार विमर्श किया गया।

दलों ने लोकपाल पर संसद की स्थायी समिति की रिपोर्ट पर विचार-विमर्श किया और सर्वदलीय बैठक का निर्णय लिया। सभी सदस्यों ने अपने विचार व्यक्त किये और आशा व्यक्त की कि सर्वदलीय बैठक के नतीजे अच्छे होंगे और लोकपाल बिल के संशोधनों के अंतिम निष्कर्ष पर पहुंचा जा सकेगा।''
बैठक में कांग्रेस अध्यक्ष सोनिया गांधी, कानून मंत्री सलमान खुर्शीद, कानून और न्याय पर संसद की स्थाई समिति के अध्यक्ष अभिषेक मनु सिंघवी और प्रधानमंत्री कार्यालय में राज्य मंत्री वी. नारायणसामी मौजूद थे। राष्ट्रवादी कांग्रेस पार्टी के नेता शरद पवार, द्रमुक नेता टी.आर. बालू और अन्य नेता भी बैठक में शामिल हुए।
इससे पहले प्रधानमंत्री ने इस मुद्दे पर पार्टी की रणनीति में और अधिक तालमेल बैठाने के लिए यूपीए अध्यक्ष श्रीमती सोनिया गांधी और वरिष्ठ मंत्रियों के साथ विचार-विमर्श किया। सरकार ने घोषणा की है कि वह इस विधेयक को इस महीने की बीस तारीख को संसद में लायेगी।
मुख्य विपक्ष दल भारतीय जनता पार्टी के प्रवक्ता एस एस अहलुवालिया ने कहा कि अगर प्रधानमंत्री को विधेयक के दायरे में नहीं रखा गया तो उनकी पार्टी इसका विरोध करेगी।

ऑल पार्टी मीटिंग लोकपाल विधेयक पर बुलाई गई है जिसमें हमने जो अपना एक डिसेंट नोट दिया है। स्टेंडिंग कमेटी में उसी का दवाब बनाये रखेंगे उस मीटिंग में और अगर हमारी बातें नहीं मानी जाती तो हम सोच समझकर कैसे संशोधन लाने हैं और पार्टियों के लोगों से बात करके वैसा करेंगे। यही विचार हुआा है।''
 मार्क्सवादी कम्युनिस्ट पार्टी के वरिष्ठ नेता सीताराम येचुरी ने कहा कि सी बी आई का भ्रष्टाचार रोधी विभाग प्रस्तावित लोकपाल के अधिकार क्षेत्र में होना चाहिए।

सरकार ने जनता के काम में पारदर्शिता सुनिश्चित करने और भ्रष्टाचार रोकने के लिए तीन विधेयकों के मसौदों को मंजूरी दे दी है। ये विधेयक हैं-न्यायिक जवाबदेही विधेयक, गड़बड़ी की शिकायत करने वालों यानी व्हिसिल ब्लोअर्स संरक्षण विधेयक और सिटीजन चार्टर विधेयक। यह फैसला कल नई दिल्ली में प्रधानमंत्री डॉक्टर मनमोहन सिंह की अध्यक्षता में हुई मंत्रिमंडल की बैठक में लिया गया। खाद्य सुरक्षा विधेयक के मसौदे पर फैसला अगले हते तक के लिए टाल दिया गया है।
हमारे संवाददाता ने बताया है कि न्यायिक जवाबदेही विधेयक में न्यायिक मानक निर्धारित करने के साथ-साथ न्यायाधीशों की जवाबदेही का प्रावधान किया गया है। सरकार ने कार्मिक और कानून तथा न्याय विभाग की संसदीय स्थायी समिति की यह सिफारिश मान ली है कि न्यायाधीशों पर संवैधानिक संस्थाओं अथवा व्यक्तियों पर अवांछित टिप्पणी करने से रोक लगाई जाए। सिटीजन चार्टर विधेयक में लोकसेवा के बारे में नागरिकों के  अधिकार सुनिश्चित करने की बात कही गई है।
इसमें शिकायतों के निवारण के लिए केन्द्रीय लोक शिकायत निवारण आयोग गठित करने की भी सिफारिश की गई है। जनहित में मामले उजागर करने और ऐसा करने वाले व्यक्तियों को  संरक्षण देने संबंधी विधेयक यानी व्हिसिल ब्लोअर विधेयक का उद्देश्य सूचना का अधिकार और अन्य क्षेत्रों में काम करने वाले समाजसेवियों की सुरक्षा से संबंधित है।
मंत्रिमंडल में राष्ट्रीय खाद्य सुरक्षा विधेयक पर भी चर्चा हुई, लेकिन प्राप्त खबरों से पता चला है कि यूपीए के कुछ सहयोगी दल विधेयक के कुछ पहलुओं पर और चर्चा करना चाहते हैं।

वित्तमंत्री प्रणब मुखर्जी ने राजनीतिक दलों से अर्थव्यवस्था में विश्वास पैदा करने के लिए संसद और अन्य संस्थाओं की कार्यवाही सुनिश्चित करने का आग्रह किया है। राज्यसभा में कल विनियोग विधेयक पर चर्चा का उत्तर देते हुए श्री मुखर्जी ने कहा कि देश की अर्थ व्यवस्था में संकट से उबरने की क्षमता और लचीलापन मौजूदा है। उन्होंने कहा कि सरकार आर्थिक सुधारों के बारे में व्यापक आम सहमति बनाने का प्रयास करेगी।

जैसी भी समस्या हो, इस देश के राजनीतिक प्रतिष्ठानों की सामूहिक जिम्मेदारी से इसका समाधान हो सकता है। और इसके लिए जरूरी है कि वे आमने-सामने बैठें, कोई तरीका निकालें ताकि महत्वपूर्ण निर्णय लिए जा सकें।''
 संसद की कार्यवाही में बार-बार व्यवधानों पर निराशा व्यक्त करते हुए वित्तमंत्री ने कहा कि अर्थ व्यवस्था को पटरी पर लाने के लिए यह    दिखाना जरूरी है कि संसद और अन्य संस्थाएं बिना किसी बाधा के काम कर रही हैं।

लोकसभा ने १९९५ के केबल टेलीविजन नेटवर्क नियमन अधिनियम में और संशोधन के लिए एक विधेयक को कल सर्वसम्मति से पारित कर दिया। यह विधेयक २५ अक्तूबर २०११ को जारी अध्यादेश का स्थान लेगा। विधेयक पर बहस का उत्तर देते हुए सूचना और प्रसारण मंत्री अम्बिका सोनी ने कहा कि इस कानून से केबल टी वी के व्यवसथा के संचालन में पारदर्शिता आएगी। केबल टी वी के ग्राहकों को अब और अधिक अपने पसंदीदा चैनल देखने को मिलेंगे। श्रीमती सोनी ने कहा कि विधेयक में आपत्तिजनक सामग्री के प्रसारण पर रोक लगाने का प्रावधान भी किया गया है।

मनरेगा सहित ८८ हजार करोड़ रूपये के सभी ग्रामीण विकास कार्यक्रम अब नियंत्रक एवं महालेखा परीक्षक के ऑडिट के तहत आएंगे। ग्रामीण विकास मंत्री जयराम रमेश ने कल राज्यसभा में बताया कि बारह राज्यों मंें ग्रामीण विकास योजनाओं का ऑडिट किया जाएगा और इसके लिए कुछ राज्यों में विशेष महालेखापरीक्षकों की नियुक्ति की गई है।

उच्चतम न्यायालय ने मुल्लपेरियार बांध विवाद पर तमिलनाडु और केरल से अपने बयानों में संयम बरतने को कहा है। संतुलन और संवेदनशीलता बनाये रखने का आग्रह करते हुए न्यायालय ने इस बात पर चिंता व्यक्त की कि वे आग बुझाने की बजाय उसे हवा दे रहे हैं। न्यायमूर्ति डी के जैन की अध्यक्षता में पांच न्यायाधीशों की पीठ ने तमिलनाडु से ये सुनिश्चित करने को कहा कि बांध में पानी १३६ फुट से ऊपर नहीं जा सके। न्यायालय ने पानी का स्तर १२० फुट तक सीमित करने की केरल की दलील को स्वीकार करने से इन्कार कर दिया। पीठ ने संभावित तोड़फोड़ से बांध की सुरक्षा के लिए केन्द्रीय औद्योगिक सुरक्षाबल की तैनाती की तमिलनाडु की मांग पर केन्द्र से अपना रुख स्पष्ट करने को भी कहा।

प्रधानमंत्री डॉ. मनमोहन सिंह भारत और रूस के बीच होने वाले वार्षिक शिखर सम्मेलन में शामिल होने के लिए कल मॉस्को जा रहे हैं। उनके साथ एक उच्चस्तरीय प्रतिनिधिमंडल भी जा रहा है। प्रधानमंत्री १६ दिसम्बर को  रूस के राष्ट्रपति दिमित्री मेदवेदेव के साथ वैश्विक मुद्दों पर बातचीत करेंगे।  हमारे संवाददाता ने खबर दी है कि डॉ. सिंह मॉस्को में प्रधानमंत्री व्लादिमीर पुतिन के साथ भी बातचीत करेंगे।

अपने तीन दिवसीय रूस दौरे पर आ रहे भारतीय प्रधानमंत्री डॉक्टर मनमोहन सिंह के स्वागत की तैयारियां मॉस्को में जोरों शोरों से चल रहीं हैं। इस दौरे के दौरान सात से नौ महत्वपूर्ण समझौतो ंपर हस्ताक्षर किये जा  सकते हैं जिनमें सैन्य सुरक्षा, परमाणु सहयोग, आतंकवाद और पर्यावरण के क्षेत्र में सहयोग इत्यादि शामिल हैं। कड़ाके की ठंड और शून्य से भी कम तापमान के बीच प्रधानमंत्री के इस दौरे से  दोनों देशों के मध्य द्विपक्षीय रिश्तों में गर्माहट बढ़ने की उम्मीद की जा रही है। आकाशवाणी समाचार के लिए मॉस्को से मैं आर. के. रैना। ''

मिस्र में संसद के ४९८ सदस्यों के चुनाव के लिए आज दूसरे दौर का मतदान आज शुरू होगा। दो दिन की मतदान प्रक्रिया २७ में से ९ जिलों-गिजा, सोहाग, असवान, शर्किया, इस्माइलीया और स्वेज में चलेगी। हमारे संवाददाता ने बताया है कि इस दौर में १८० संसदीय सीटों के लिए तीन हजार तीन सौ उम्मीदवार मैदान में हैं।

मिस्र के ंचुनावों के दूसरे दौर में चार इस्लामिक पाटियां एक बार फिर अपनी बढत कायम करने के लिए फिर मैदान में हैं। इसमें मुस्लिम ब्रदरहुड की फ्रीडम एंड जस्टिज पार्टी, सलाफियों की अलनूर पार्टी, रिकन्ट्रेक्शन एंड रिडवेल्पमेंट पार्टी  और वसद पार्टी शामिल हैं। फ्रीडम एंड जस्टिज पार्टी ने १७५ सीटों पर अपने उम्मीदवार खडे किये हैं। सुधारवादी और उनके धडे में शामिल इजीपिशियन सोशल डेमोक्रेटिक पार्टी, फ्री इजीपिशियन पार्टी और वामपंथी तगामू पार्टी व्यक्तिगत सूची की ३० फीसदी सीटों पर अपने उम्मीदवार खडे कर रही है। इस दौर मे कई युवा उम्मीदवार मैदान में है जिन्होंने  मुबारक सरकार को हटाने में अहम भूमिका निभाई। अतुल तिवारी आकाशवाणी समाचार।''

ओबामा प्रशासन ने कहा है कि उसने पाकिस्तान को दी जाने वाली असैनिक सहायता में कोई कटौती नहीं की है।
विदेश विभाग की प्रवक्ता विक्टोरिया न्यूलैंड ने संवाददाता सम्मेलन में बताया कि अमरीका और पाकिस्तान मिलकर काम करते रहेंगे, खासतौर से उन क्षेत्रों में जहां दोनों देशों को खतरे का सामना करना पर रहा है। इससे पहले अमरीकी संसद की एक समिति के सदस्यों ने पाकिस्तान को ७० करोड़ अमरीकी डॉलर की सहायता रोकने पर सहमति व्यक्त की थी।

राजधानी दिल्ली का मौलाना आजाद दंत विज्ञान संस्थान देश का पहला दंत महाविद्यालय बन गया है, जिसे भारतीय गुणवत्ता परिषद से प्रमाण पत्र मिला है। पन्द्रहवें दंत स्वास्थ्य उत्सव के उद्घाटन समारोह में यह प्रमाण पत्र प्रदान किया गया। इस अवसर पर दिल्ली की मुख्यमंत्री शीला दीक्षित ने कहा कि उनकी सरकार, अपने सभी अस्पतालों में चिकित्सा गुणवत्ता को बढ़ायेगी ताकि उनको भी ऐसे प्रमाण पत्र मिल सकें। उन्होंने कहा कि अस्पतालों के विकास कार्य में धन की कमी आड़े नहीं आने दी जाएगी।

झारखंड में नक्सल प्रभावित क्षेत्रों में ७५ पुलिस थानों की इमारतों का निर्माण शीघ्र करवाया जाएगा। पुलिस सूत्रों ने बताया कि स्वीकृत योजना के अनुसार प्रत्येक पुलिस थाने में इमारत की लागत दो करोड़ रुपये आएगी। लागत की ८० प्रतिशत राशि केन्द्र सरकार और शेष बीस प्रतिशत राज्य सरकार खर्च करेगी।

महाराष्ट्र में भारतीय जनता पार्टी के एक सदस्य नाना पाटोले को एक वर्ष के लिए विधानसभा से निलंबित कर दिया गया। उन्होंने कल विधानसभा के बाहर   धान की बालियां जलाई थी। विधानसभा मामलों के मंत्री श्री हर्षवर्धन पाटिल ने इस आशय का प्रस्ताव रखते हुए कहा कि अगर इससे आग फैल जाती तो समस्या खड़ी हो सकती थी।

The government has convened an all-party meeting in New Delhi today to evolve a consensus on the Lokpal issue. The Prime Minister Dr Manmohan Singh discussed the issue with the United Progressive Alliance leaders yesterday. Briefing media persons after the meeting, Home Minister P. Chidambaram said, the UPA leaders arrived at a broad consensus on the Lokpal issue.

Parties discussed the report of the standing committee on the Lokpal Bill and the approach to the all party meeting. All the members expressed their views and we hope that all parties meeting will be productive and they can reach conclusion which will help us draft the amendments to the Lokpal Bill.
Congress President Sonia Gandhi, Law Minister Salman Khurshid, chairman of the Parliamentary Standing Committee on Law and Justice Abhishek Manu Singhvi and Minister of State in the Prime Minister's Office V. Narayanasamy were present at the meet. Nationalist Congress Party leader Sharad Pawar, DMK leader TR Baalu and other leaders also attended the meeting. The Congress has said that it is working to evolve a consensus on the Lokpal. Briefing reporters in New Delhi, party spokesperson Abhishek Manu Singhvi said that it is Parliament which will take the final decision on the issue.

It is time that all political parties, both within the UPA and outside, sit together and try to evolve a political consensus.
Earlier in the day, the Prime Minister exchanged views with the UPA Chairperson, Sonia Gandhi and his senior Cabinet colleagues to fine-tune the strategy of the party on the issue. The Government has announced that it will bring the Bill for approval in Parliament on the 20th of this month. The Parliamentary Standing Committee that looked into the draft Bill, has made several recommendations. The Opposition has been pressing for bringing in its ambit the Prime Minister and lower bureaucracy. BJP Spokesperson SS Ahluwalia said that it will oppose the bill if the Prime Minister is not brought under its purview.

We will pressurize on our dissent note in the meeting, which we have given to the Standing Committee. If they will not agree with our views then we will discuss with member of other parties how to bring amendments in the bill.

The Cabinet has cleared three draft legislation to combat the menace of corruption and ensure transparency in public dealings. These include the Judicial Accountability Bill, the Whistle blowers' Bill and the Citizens' Charter Bill. The decision was taken in the Cabinet meeting chaired by the Prime minister Dr.Manmohan Singh in New Delhi last evening. The Judicial Accountability Bill seeks to lay down judicial standards and provide for accountability of judges. The Citizen's Charter seeks to ensure the citizen's Right to Service and set up a grievance redressal mechanism. It envisages the setting up of a Central Public Grievance Redressal Commission. The Whistle blowers Bill or the Public Interest Disclosure and Protection to Persons Making the Disclosures Bill seeks to protect RTI and other activists. The Cabinet, however, deferred the draft Food Security Bill as some UPA allies wanted to discuss some aspects of the bill further. This will now be brought up at a meeting next week.

Concerned over the slow down, Finance Minister Pranab Mukherjee has said that political parties should demonstrate that Parliament and other institutions function so that confidence will return in the economy. In the backdrop of negative growth, revealed by the industrial production figures, he said the economy has the capacity and resilience to overcome the crisis.

"Once the institution starts functioning, Parliament starts functioning. it will have its impact from the government when Parliament starts functioning, It will inspire confidence in the mind of the people, when institutions are fully operationalized, that is the strength of the democracy then you will find that there will be confidence in the whole system and that will get reflected in various economic activity."
Replying to a discussion in the Rajya Sabha on the Appropriation Bill, he said, the government will make efforts to build broad consensus on reforms as the economy has the resilience to overcome the problem. Denying a perception that there is paralysis in the decision making process, Mr Mukherjee said, the government has taken a number of decisions which include a national manufacturing policy, incentives for small industries and a package for debt-ridden handloom weavers. The Minister also said that the Congress party has a limited mandate making consensus building imperative.

All rural development programmes totaling 88,000 crore rupees, including the flagship Mahatma Gandhi NREGA, will come under the audit of the Comptroller and Auditor General. Rural Development Minister Jairam Ramesh told the Rajya Sabha that the performance audits of the rural development schemes will be carried out in 12 states and special Auditor generals have also been appointed for some states. The Minister was replying to a query on whether the Centre has any mechanism to deal with cases where funds are misused in the states.

About 2.09 crore bogus ration cards have been deleted from the list of beneficiaries under the subsidised foodgrain scheme so far. Food Minister KV Thomas told the Lok Sabha that the deletion followed a nine-point action plan evolved by the Centre in consultation with the state governments to streamline the functioning of the Targeted Public Distribution System. Mr. Thomas said instructions have been given to all States and Union Territories from time to time to issue warning to the bogus card holders through advertisements in the newspapers to surrender the bogus ration cards.

The Supreme Court has asked Tamil Nadu and Kerala to maintain restraint on their statements on the Mullaperiyar dam row. Urging for sanity and sensitivity, the court lamented that they were adding fuel to the fire instead of dousing it. A five-Judge Constitution Bench, headed by Justice DK Jain, asked Tamil Nadu to ensure that the water level in the dam does not exceed 136 feet but declined to entertain Kerala's plea for reducing the level to 120 feet. US Deputy Secretary of State William Burns has stressed the need for a level playing field for foreign and domestic companies in the country's civil nuclear industry. During his visit, Burns held wide-ranging talks with Foreign Secretary Ranjan Mathai and also stressed the importance of continuing the implementation of the US-India civil-nuclear deal. The Prime Minister, Dr. Manmohan Singh will leave for Moscow tomorrow on a two-day visit to Russia. He will hold an annual summit with Russian President Dmitry Mededev on Friday. In Egypt, the second round of Parliamentary polls will take place today and tomorrow. The two-day poll process will cover nine of Egypt’s 27 districts including Giza, Sohag, Aswan, Sharqiya, Ismailia and Suez. UPA allies forging a consensus on the Lokpal issue at a meeting yesterday and the Cabinet clearing three major anti graft legislation dominate the front pages of all the papers. The papers also report that the government has put on hold the Food Security bill due to differences within the UPA allies.
Ahead of the all party meeting on the Lokpal issue to be held today, the papers highlight UP Chief Minister Ms Mayawati's views on the issue. "Maya wants PM and CBI under Lokpal" reports the Mail Today. The Indian Express writes "Bring PM, Group C,D staff, CBI, under Lokpal".
Most papers take note of how a combined opposition challenged the government's efforts to get some bills passed in the Rajya Sabha. विपक्षी भाजपा ने आरोप लगाया है कि सरकार विदेशी बैंकों में जमा कालाधन स्वदेश लाने में विफल रही है, जबकि सत्ताधारी कांग्रेस ने भाजपा पर आरोप लगाया है कि उसने नियमों को सरल बनाया, जिससे देश से विदेश धन ले जाना आसान हो गया है। आज लोकसभा में इस मुद्दे पर ध्यानाकर्षण प्रस्ताव पर बहस शुरू करते हुए भाजपा के वरिष्ठ नेता लालकृष्ण आडवाणी ने कालेधन पर श्वेतपत्र जारी करने की मांग की। उन्होंने सभी सदस्यों से आग्रह किया कि वे लिखित रूप में दें कि विदेशी बैंकों में उनके कालेधन नही है।  भाजपा के सांसदों ने इस बारे में राष्ट्रपति को लिखित रूप में दिया है। श्री आडवाणी ने कालेधन से निपटने के लिए कारगर कानून बनाने की भी वकालत की। उन्होंने कहा कि आतंकवादी गतिविधियों के लिए हवाले  के जरिये कालाधन मुह्‌हैया किया जा रहा है। श्री आडवाणी ने उन लोगों के नाम सार्वजनिक करने का अनुरोध किया, जिनके नाम विदेशी बैंकों में काला धन रखने की सूची में शामिल है।
विपक्ष के आरोपों को खारिज करते हुए कांग्रेस के मनीष तिवारी ने आरोप लगाया कि यह एनडीए सरकार ही थी, जिसने मोरिशस के साथ समझौते को उदार बनाया, जिससे अन्य देशों में भारत से धन ले जाना आसान हो गया। सदन में उपस्थित तत्कालीन वित्तमंत्री यशवंत सिन्हा के स्पष्टीकरण के बावजूद श्री तिवारी ने एनडीए के सदस्यों से लिखित रूप में घोषणा करने की मांग की कि उनका स्वदेश या विदेश के किसी भी बैंक में कालाधन नही है। उन्होंने कहा कि कालाधन समानांतर अर्थव्यवस्था के रूप में उभरा है और इससे निपटने के लिए कारगर कदम उठाने की जरूरत है।
बहस में भाग लेते हुए समाजवादी पार्टी के मुलायम सिंह यादव ने सरकार से विदेशी बैंकों में जमा कालाधन स्वदेश लाने के लिए कारगर कदम उठाने का आग्रह किया। उन्होंने कहा कि अगर कालाधन स्वदेश लाया जाता है, तों यह देश के पचास करोड़ लोगों को खिलाने के लिए पर्याप्त होगा।

प्रधानमंत्री मनमोहन सिंह ने आज लोकसभा को बताया कि सरकार सीमा विवाद का शांतिपूर्ण समाधान के लिए चीन के साथ बातचीत कर रही है और इस दिशा में २००५ में कुछ प्र्रगति भी हुई। उन्होंने कहा कि भारत-चीन सीमा पर कुल मिलाकर शांति है। प्रश्नों का जवाब देते हुए डॉक्टर मनमोहन सिंह ने कहा कि यह नीति एनडीए सरकार ने शुरू की थी। उन्होंने कहा कि भारत दोनों देशों के विशेष प्रतिनिधियों के बीच १५वें दौर की बातचीत की रूपरेखा तैयार कर रहा है। डॉक्टर मनमोहन सिंह ने कहा कि सरकार इस विचार से सहमत नहीं है कि चीन भारत पर हमला करेगा। उन्होंने बताया कि घुसपैठ की कुछ घटनाएं हुई है, क्योंकि वास्तविक नियंत्रण रेखा को लेकर दोनों देशों के विचार में कुछ अन्तर है। लेकिन दोनों पक्ष एरिया कमांडर स्तर पर इसे सुलझा लेते है। प्रधानमंत्री ने कहा है कि वे इस बात से सहमत नही है कि कुछ ऐसे दस्तावेज है, जिससे पता चलता है कि चीन ने ब्रह्‌मपुत्र नदी का पानी मोड़ा है। उन्होंने कहा कि दोनों देशों के बीच संबंध काफी संवेदनशील है और भारत इसे बहुत सावधानी से लेता है। प्रधानमंत्री ने कहा है कि उनकी सरकार एनडीए की नीतियों को आगे बढ़ा रही है।
पूरक प्रश्न का जवाब देते हुए विदेश राज्य मंत्री ई+ अहमद ने कहा कि सभी मुद्दों के हल के लिए चीन के साथ वार्ता जारी रहेगी।
मुख्य प्रश्न के लिखित उत्तर में विदेश मंत्री एस.एम कृष्णा ने बताया कि दोनों देश विशेष प्रतिनिधि स्तर के अगले दौर की वार्ता के लिए किसी सुविधाजनक तारीख तय के लिए काम कर रहे है। उन्होंने सदन को बताया कि दलाईलामा द्वारा भारत में विश्व बौद्ध सम्मेलन के आयोजन पर आपत्ति करते हुए चीन चाहता है कि ढलाईलामा को इसमें भाग लेने से रोका जाए या इसे रद्द कर दिया जाए। उन्होंने कहा कि नई दिल्ली ने पेचिंग को सूचित कर दिया है कि यह एक धार्मिक सम्मेलन है और भारत ऐसे मामलों में हस्तक्षेप नहीं करता। उन्होंने कहा कि इस तरह के मामलों से दोनों देशों के बीच वार्ता पर कोई प्रभाव नहीं पड़ेगा।

लोकपाल के मुद्दे पर आम सहमति बनाने के लिए आज सर्वदलीय बैठक होगी। प्रधानमंत्री डॉ. मनमोहन सिंह ने इस मुद्दे पर कल संयुक्त प्रगतिशील गठबंधन के नेताओं के साथ विचार विमर्श किया। बैठक के बाद गृहमंत्री पी. चिदम्बरम ने मीडिया को बताया कि गठबंधन के नेताओं में लोकपाल के मुद्दे पर व्यापक सहमति बनी है। उन्होंने बताया कि बैठक में लोकपाल के मुद्दे पर संसद की स्थाई समिति की रिपोर्ट और सर्वदलीय बैठक कराने के बारे में विचार विमर्श किया गया। गृहमंत्री ने विश्वास व्यक्त किया कि सर्वदलीय बैठक उपयोगी साबित होगी और लोकपाल विधेयक के मसौदे में संशोधनों के बारे में निष्कर्षों तक पहुंच कर इसे संसद के समक्ष रखा जा सकेगा। इससे पहले प्रधानमंत्री ने इस मुद्दे पर पार्टी की रणनीति में और अधिक तालमेल बैठाने के लिए यूपीए अध्यक्ष सोनिया गांधी और वरिष्ठ मंत्रियों के साथ विचार-विमर्श किया। सरकार ने घोषणा की है कि वह इस विधेयक को मंजूरी के लिए इस महीने की बीस तारीख को संसद में लायेगी।

कांग्रेस ने आज कहा कि वह सभी पार्टियों को मान्य लोकपाल विधेयक पर मसौदा तैयार करने के लिए काम कर रही है, जिसमें अच्छी प्रगति हुई है। संसद के बाहर संवाददाताओं से बातचीत करते हुए पार्टी सांसद सत्यव्रत चतुर्वेदी ने कहा कि कारगर लोकपाल विधेयक बनाना संसद की जिम्मेदारी है। कांग्रेस के प्रवक्ता राशीद अल्वी ने कहा है कि टीम अन्ना को लोकपाल मुद्दे पर कठोर भाषा का इस्तेमाल नही करना चाहिए। उन्होनें कहा कि कांग्रेस ने उनके किसी भी सदस्य के खिलाफ आपत्तिजनक शब्दों का इस्तेमाल नहीं किया है।

सरकार ने कहा है कि भारत के परमाणु ऊर्जा संयंत्र निर्धारित अंतर्राष्ट्रीय मानकों की तुलना में कहीं ज्यादा सुरक्षित है। प्रधानमंत्री कार्यालय में राज्य मंत्री वी नारायणसामी ने आज लोकसभा में पूरक प्रश्नों का उत्तर देते हुए कहा कि देश के सभी परमाणु संयंत्रों में आग से सुरक्षा के ९० प्रतिशत उपाय पूरे किए गए हैं। उन्होंने कहा कि भारत के परमाणु ऊर्जा संयंत्र, परमाणु ऊर्जा नियामक बोर्ड के मानकों का पालन करते हैं। श्री नारायणसामी ने स्पष्ट किया कि इस बारे में अन्य देशों की तुलना में भारत में अधिक कड़े नियम मौजूद हैं। उन्होंने कहा कि परमाणु सुरक्षा नियामक प्राधिकरणों को वैघानिक दर्जा दिए जाने के बारे में एक विधेयक लाया गया है और प्रत्येक को इसे ध्यान से देखना चाहिए।

राज्यसभा में आज प्रश्नकाल के दौरान उस समय भारी हंगामा हुआ, जब भारतीय जनता पार्टी के सदस्यों ने गृहमंत्री पी. चिदम्बरम को लेकर भारी शोरगुल किया। श्री चिदम्बरम पूरक प्रश्नों का जवाब दे रहे थे। उत्तेजित सदस्यों ने टूजी स्पैक्ट्रम आवंटन में श्री चिदम्बरम के कथित रूप से शामिल होने के विरोध में उनके जवाब में बाधा डालने की कोशिश की। वे स्पैक्ट्रम मुद्दे पर श्री चिदम्बरम के त्याग पत्र की मांग कर रहे थे। भारी शोरगुल के कारण गृहमंत्री का जवाब सुना नहीं जा सका। भाजपा के एक सदस्य जब सदन के बीचोबीच आ गए तो पार्टी के एक वरिष्ठ सदस्य ने उन्हें वापस ले जाकर सीट पर बैठाया।

अनुसूचित जाति और अनुसूचित जनजाति से सम्बद्ध विभिन्न पार्टियों के सांसदों ने लोकपाल और अन्य समितियों में उनको आरक्षण की मांग को लेकर आज संसद भवन परिसर में धरना दिया। उन्होंने अपनी मांगों के समर्थन में प्रधानमंत्री डॉक्टर मनमोहन सिंह को एक ज्ञापन भी दिया। उन्होंने अनुसूचित जाति और अनुसूचित जनजाति के लिए निजी शिक्षण संस्थाओं में आरक्षण देने संबंधी विधेयक लाने की भी मांग की।

देश में ६५ प्रमुख शहरों में शहरी गरीबों और झुग्गीवासियों के लिए दस लाख से भी अधिक आवास बनाए जाएंगे। राज्यसभा में प्रश्नकाल के दौरान आवास और शहरी गरीबी उन्मूलन मंत्री कुमारी शैलजा ने बताया कि सरकार ने इस वर्ष राजीव आवास योजना की शुरूआत की है जिसका लक्ष्य झुग्गी मुक्त भारत का निर्माण करना है। उन्होंने कहा कि राजीव आवास योजना के पहले चरण के लिए ५० अरब रूपए मंजूर किए गए हैं। इस योजना के तहत तीन लाख ६० हजार मकान बनाए गए हैं और दो लाख से अधिक मकान लिए गए हैं।

सरकार ने कहा है कि ४४ डीम्ड विश्वविधालयों की मान्यता रद्द होनी चाहिए। इस उद्देश्य के लिए गठित समीक्षा समिति ने इसकी सिफारिश की है। आज लोकसभा में पूरक प्रश्नों का जवाब देते हुए मानव संसाधन विकास मंत्री कपिल सिब्बल ने कहा कि यह मामला उच्चतम न्यायालय में लंबित है और न्यायालय का फैसला आने के बाद इस पर अंतिम निर्णय लिया जाएगा।

प्रधानमंत्री ने कहा है कि १२वीं पंचवर्षीय योजना के दौरान सकल घरेलू उत्पाद की नौ फीसदी विकास दर हासिल करने के लिए देश में ऊर्जा की आवश्यकता में बढ़ोत्तरी स्वाभाविक ही है। डॉ० मनमोहन सिंह आज नई दिल्ली में ऊर्जा संरक्षण दिवस समारोह को संबोधित कर रहे थे।

भारत को अगर गरीबी, भूख और बीमारियों की चुनौतियों से निपटना है और अपने नागरिकों के जीवन स्तर को बेहतर बनाना है तो उसे लंबे समय तक उंची विकास दर बनाई रखनी होगी। इसीलिए हमने बारहवीं पंचवर्षीय योजना में ९ प्रतिशत सकल घरेलू उत्पादन का महत्वाकांक्षी लक्ष्य रखा है।
प्रधानमंत्री ने कहा कि देश अपनी ऊर्जा जरूरतें पूरी करने के लिए बड़े पैमाने पर आयात पर निर्भर है इसलिए ऊर्जा बचाने के प्रयास दोगुने करने की जरूरत है। उन्होंने ताप बिजलीघरों में ऊर्जा बचत पर विशेष ध्यान दिए जाने का आह्‌वान किया। प्रधानमंत्री ने कहा कि सरकार स्वच्छ ऊर्जा का उत्पादन बढ़ाने के लिए कृत संकल्प है। उन्होंने कहा कि २०२० तक राष्ट्रीय सौर ऊर्जा मिशन से २० हजार मेगावाट सौर बिजली पैदा होने लगेगी। प्रधानमंत्री ने कहा कि राष्ट्रीय ऊर्जा बचत मिशन से हर वर्ष दो करोड़ ३० लाख टन तेल, कोयले, गैस और अन्य पेट्रोलियम उत्पादों की बचत हो सकेगी। इससे ग्रीन हाऊस गैसों के उत्सर्जन में भी कमी आएगी।
बिजली बचाने के प्रयासों की सराहना करते हुए प्रधानमंत्री ने कहा कि उपकरणों, इमारतों और उद्योगों में ऊर्जा की बचत बढ़ाने के प्रयास किए जा रहे हैं। उन्होंने कहा कि उपभोक्ताओं और औद्योगिक इकाईयों की कुल ऊर्जा खपत के ३५ प्रतिशत ऊर्जा बचत का लक्ष्य रखा गया है।

देश में पहली अप्रैल २०१० से लेकर ३१ मार्च २०११ तक की अवधि के दौरान हिरासत में एक हजार ५७४ मौतों का मामला दर्ज किया गया है। मानवाधिकार आयोग ने एक हजार ४२६ लोगों की मौत न्यायिक हिरासत में, १४६ की पुलिस हिरासत में और दो लोगों की रक्षा और अर्धसैनिक बल की हिरासत में मौत होने की बात कही है। गृह मंत्री पी चिदम्बरम ने राज्यसभा में प्रश्नकाल के दौरान यह जानकारी दी। उन्होंने कहा कि आपराधिक प्रक्रिया संहिता में संशोधन किया गया है ताकि पुलिस हिरासत में मौत या व्यक्ति के लापता होने या बलात्कार के मामले में अनिवार्य न्यायिक जांच कराई जा सके।

असम में कार्बी-आंगलांग के भूमिगत संगठन युनाइटेड पीपुल्स डेमोक्रेटिक सोलीडेरिटी के ५६८ सदस्यों ने आज डीफू स्टेडियम में आयोजित समारोह में हिंसा का रास्ता छोड़कर अपने हथियार समर्पित कर दिये। इनमें २२ महिलाएं भी थी। इस मौके पर कार्बी पीपुल्स लिबरेशन टाइगर के ५ उग्रवादियों ने भी हथियार सौंपे।

महाराष्ट्र के अमरावती में एक वाहन के १३ फुट गहरे सूखे नाले में गिर जाने से उसमें सवार १३ आदिवासियों की मौत हो गई और १२ अन्य घायल हो गए। पुलिस ने बताया कि ये लोग मेलघाट स्थित खड़ीमाल गांव से काम की तलाश में अश्ती वन जा रहे थे। गंभीर रूप से घायल हुए तीन लोगों को जिले के सरकारी अस्पताल में भर्ती कराया गया है जबकि अन्य को अचलपुर उपमंडल अस्पताल भेजा गया है। वाहन को नाले से निकाल लिया गया है। दुर्घटना में मारे गए लोगों के शव मिल गए हैं। वाहन का चालक फरार है।

पश्चिम बंगाल में दक्षिणी चौबीस परगना जिले में मोगरा हाट में आज जहरीली शराब पीने से दस लोगों की मृत्यु हो गई और कई बीमार हो गए। पुलिस अधीक्षक लक्ष्मीनारायण मीणा ने बताया कि संग्रामपुर गांव के दस लोगों की आज सुबह चार देसी शराब की दुकान से जहरीली शराब पीने के बाद मृत्यु हुई। इस घटना पर गुस्साई भीड़ ने इस इलाके की शराब की दुकानों में तोड़-फोड़ कर दी। बीमार लोगों को अस्पताल में भर्ती कराया गया है।

सिक्किम के उत्तरी जिले में कल रात डिकचू के पास एक सड़क दुर्घटना में सात पर्यटकों की मौत हो गई। पर्यटकों को ले जा रही बस के फिसलकर खड्ड में गिर जाने से ये दुर्घटना हुई। बस यूंगथांग से गंगटोक आ रही थी। बस में चालक सहित ११ लोग सवार थे।

मणिपुर के इम्फाल में आज दोपहर एक शक्तिशाली बम विस्फोट से कम से कम तीन लोग घायल हो गए हैं। हमारे संवाददाता ने खबर दी है कि यह विस्फोट दिन के एक बजकर २० मिनट के आसपास इम्फाल के खोवाथोंग में राज्य लोक निर्माण विभाग की इमारत की दूसरी मंजिल पर हुआ। पुलिस ने दोषियों की धर+पकड़ के लिए तलाशी अभियान शुरू कर दिया है।

झारखंड में नक्सल प्रभावित क्षेत्रों में ७५ पुलिस थानों की इमारतों का निर्माण शीघ्र करवाया जाएगा। हमारे रांची संवाददाता ने बताया कि स्वीकृत योजनाओं में प्रत्येक पुलिस थाने में इमारत की लागत दो करोड़ रुपये आएगी जिसमें ८० प्रतिशत राशि केन्द्र सरकार और शेष बीस प्रतिशत राज्य सरकार खर्च करेगी।

मध्यप्रदेश में राज्य मंत्रिमंडल ने आंगनवाड़ी कार्यकर्ता और सहायकों का पारिश्रमिक बढ़ाकर दोगुना करने का फैसला किया है। हमारे संवाददाता ने खबर दी है कि पारिश्रमिक के बढ़ जाने से राज्य सरकार पर २२ करोड़ ४० लाख रूपये का अतिरिक्त भार पड़ेगा।

आंगनवाड़ी कार्यकर्ताओं को अब डेढ हजार रूपये की जगह तीन हजार रूपये मासिक मानदेय दिया जायेगा। वहीं आंगनवाड़ी सहायिकाओं को साढे सात सौ रूपये की बजाय डेढ हजार रूपये मासिक मानदेय मिलेगा। राज्य में डेढ लाख से अधिक आंगनवाडी कार्यकर्तायें और सहकायिकायें हैं। मंत्रिमंडल ने आंगनवाड़ी कार्यकर्ताओं और सहकायिकाओं को हर वर्ष दो-दो साड़ियां देने का फैसला भी किया है। इसके लिए दो सौ रूपये प्रति साड़ी के मान से उनके बैंक खातों में राशि जमा की जायेगी। राज्य सरकार ने आंगनवाडियों के बच्चांें को पांच साल तक रेडी टू ईट भोजन देने संबंधी एक प्रस्ताव को भी मंजूरी दे दी है। शारिक नूर, आकाशवाणी समाचार, भोपाल।

अन्तरबैंक विदेशी मुद्राबाजार में डॉलर के मुकाबले रूपया आज ५७ पैसे कमजोर होकर अब तक के सबसे निचले स्तर पर आ गया। बैंकों और आयातकों की डालर की मांग के कारण रूपये की कीमत में गिरावट का दौर आज भी जारी रहा। शुरुआती कारोबार में रूपये की कीमत में ५२ पैसे की गिरावट आई बाद में इसमें और गिरावट आती गई और एक डॉलर ५३ रूपये ८० का हो गया।
बम्बई शेयर बाजार में आज उतार-चढ़ाव का रूख है। शुरूआती कारोबार में सेन्सेक्स में ६५ अंक से अधिक की गिरावट आई। बाद में इसमें कुछ सुधार हुआ और अब से कुछ देर पहले यह ८० अंकों की गिरावट के साथ १५ हजार ९२१ पर था। नेशनल स्टॉक एक्सचेंज का निफ्टी भी २८ अंक गिरकर ४ हजार  ७७२ पर था।
उधर एशियाई बाजारों में कच्चे की भाव गिरे। जनवरी की डिलीवरी के लिए न्यूयॉर्क का लाइट स्वीट क्रूड ३१ सेंट सस्ता होकर ९९ डॉलर ८३ सेंट प्रति बैरल हो गया।

वित्तमंत्री प्रणब मुखर्जी ने कहा है कि अन्तर्राष्ट्रीय बाजार में रूपये के दाम में गिरावट का मुख्य कारण विदेशों से मांग की कमी है। उन्होंने कहा कि स्थिति में सुधार के लिए सरकार कारगर उपाय कर रही है। श्री मुखर्जी ने कहा कि अर्थव्यवस्था में  वर्तमान मंदी अस्थायी है और  भारत जल्द ही तेजी से विकास करने लगेगा। वे आज नई दिल्ली में आर्थिक नीतियों पर एक सम्मेलन को संबोधित कर रहे थे। उन्होंने कहा कि देश की अर्थव्यवस्था कई विकसित देशों की अर्थव्यवस्था से अच्छी स्थिति में है।

भारतीय अर्थव्यवस्था कई मामले में अन्य देशों की अर्थव्यवस्था से कहीं बेहतर स्थिति में है और वैश्विक आर्थिक मंदी का सामना करने में ज्यादा सक्षम है। हमारी स्थिति इसलिए बेहतर है क्योंकि हमारी अर्थव्यवस्था घरेलू मांग पर आधारित है।
श्री मुखर्जी ने कहा कि समाज के कमजोर वर्गों को ध्यान में रखते हुए सरकार अर्थव्यवस्था के समग्र विकास के लिए सभी संभव उपाय कर रही हैं। वित्तमंत्री के आर्थिक सलाहकार कौशिक बसु ने कहा कि आने वाले सप्ताहों में खाद्य मुद्रा स्फीति में और गिरावट आ सकती है। उन्होंने कहा कि विकास की गति को बढ़ाने के लिए सरकार को कुछ फैसले लेने चाहिए।

आलू और प्याज जैसी आवश्यक खाद्य वस्तुओं की कीमतों में कमी से इस वर्ष नवंबर में मुद्रास्फीति की दर गिरकर ९ दशमलव एक एक प्रतिशत पर आ गई। इस वर्ष अक्टूबर महीने में यह ९ दशमलव सात तीन प्रतिशत थी जबकि पिछले वर्ष नवंबर में यह ८ दशमलव दो प्रतिशत पर थी।
आज जारी आंकड़ों के अनुसार खाद्य पदार्थों की मुद्रास्फीति इस वर्ष नवंबर में ८ दशमलव पांच चार प्रतिशत पर आ गई जबकि पिछले वर्ष इसी अवधि में ये १० दशमलव एक चार प्रतिशत थी। निर्मित उत्पादों की मुद्रास्फीति नवंबर महीने में सात दशमलव सात प्रतिशत रही जबकि पिछले वर्ष नवंबर में यह पांच दशमलव शून्य दो प्रतिशत थी। सब्जियों की महंगाई दर इस वर्ष नवंबर में १२ प्रतिशत रही हालांकि प्याज के दामों में ३४ प्रतिशत से अधिक की गिरावट आई।

बारह तेल उत्पादक और निर्यातक देशों के तेल मंत्रियों की आज वियना में बैठक हो रही है जिसमें अगले वर्ष के लिए तेल उत्पादन के बारे में फैसला किया जाएगा। संकेत हैं कि ओपेक देश २४ दशमलव आठ आठ मिलियन बैरल प्रति दिन के मौजूदा स्तर को बनाए रखेगे। तेल निर्यातक समूह ने आर्थिक मंदी को देखते हुए निर्यात में कमी का आकलन किया है।

तेल उत्पादक देशों के समूह ओपेक की १६०वीं बैठक आर्थिक मंदी, यूरो जोन संकट, ईरान पर बढते दबाव और लीबिया से तेल का निर्यात शुरू होने के साये में हो रही है। अपनी ताजा रिपोर्ट में ओपेक ने अगले वर्ष के लिए तेल की विश्वव्यापी मांग को घटाकर ८८ दशमलव ८७ मिलियन बैरल  प्रतिदिन कर दिया है।  रिपोर्ट के अनुसार आर्थिक मंदी का साया भारत पर भी पड सकता है जो तेल का एक बड़ा ग्राहक है। तेल के उत्पादन के सालाना कोटे को मौजूदा सत्र बनाये रखने की वकालत सउदी अरब और कुवैत ने की है। दोनों ही देशों ने लीबिया संघर्ष के दौरान अपने यहां तेल का उत्पादन बढा दिया था।  पिछले तीन सालों से ओपक देश करीब २५ मिलियन बैरल तेल का उत्पादन प्रतिदिन कर रहे हैं। उम्मीद है कि बैठक में मौजूदा स्तर पर सहमति बन सकती है। अतुल तिवारी आकाशवाणी समाचार।

राष्ट्रीय राजधानी में चल रही शीत लहर के कारण दिल्ली सरकार ने सभी स्कूलों को २६ दिसम्बर से १५ जनवरी तक बंद रखने का आदेश दिया है। दिल्ली के शिक्षा मंत्री अरविन्दर सिंह लवली ने ये घोषणा करते हुए बताया कि दिल्ली में सरकारी स्कूलों और सरकार से मान्यता प्राप्त स्कूलों में १५ जनवरी तक छुट्टी रहेगी।
श्री लवली ने बताया कि यह निर्णय बडी संख्या में अभिभावकों और विभिन्न स्कूलों के अनुरोध पर लिया गया है।ं

Opposition BJP today alleged that the government has failed in bringing back black money stashed in foreign banks, while the Ruling Congress charged the BJP of relaxing the rules that made taking money outside the country easy. Initiating a debate on black money through an adjournment motion on the issue, Senior BJP leader L.K. Advani called for bringing a White Paper on black money.
He urged all members of Parliament to give an undertaking that they have no foreign bank account having black money. BJP members of Parliament have already given an undertaking to the President to this effect. Mr. Advani strongly advocated for making an effective Law to deal with black money issue, He said this has been used as a Hawala channel for financing terror activities. He urged the government to make public the names of the people whose names figure in the list of having black money in foreign banks.
Refuting the Opposition charges Mr. Manish Tewari of the congress alleged that it was NDA government that relaxed the
Mauritius route leading to outflow of money to other countries. Despite clarifications by the then Finance Minister Yashwant Sinha in the House, Mr. Tewari urged the NDA members to give undertakings that will make it clear that they have no black money in any domestic or foreign banks. He said that black money has emerged as a parallel economy and effective steps need to be taken to deal with it. Mr. Tewari gave the details of the measures taken by the government to eradicate this menace.
Participating in the debate Mr. Mulayam Singh Yadav of Samajwadi Party urged the government to take effective steps to bring back black money in foreign banks back to India. He said if the money is brought back, it will be able to feed 50 crore people in the country.

The Prime Minister Dr. Manmohan Singh today informed the Lok Sabha that his government is engaging China to find peaceful ways of resolving the border dispute and some progress has been achieved in 2005. He said that by and large India-China borders remain peaceful. Responding to questions in the Lok Sabha today Dr. Manmohan Singh said New Delhi is working out with Beijing to have the 15th round of dialogue between the special representatives of India and China. He said that the government does not share the view that China will attack India.
The Prime Minister made it clear that he did not share the views that there is any evidence to show that China has diverted waters of Brahamputra river. He said, relations between India and China are very sensitive and New Delhi is dealing with care.
In reply to supplementary, the Minister of State for External Affairs, Mr. E. Ahmad said that talks will continue with the Chinese side to resolve all issues. Responding to the main question, the External Affairs Minister Mr. S.M. Krishna in a written reply said that India and China are exploring mutually convenient dates for the next round of talks between the special representatives of the two countries. He informed the House that China while expressing concern over Dalai Lama organizing global Buddist congregation in India wanted either to prevent him from participating in the conference or cancel it. He said that New Delhi informed Beijing that the government will not interfere in the conference which is a religious convention and such an event will not have any impact on government to government interaction.

The government has convened an all-party meeting in New Delhi today to evolve a consensus on the Lokpal issue. The Prime Minister Dr. Manmohan Singh discussed the issue with the United Progressive Alliance leaders yesterday. Briefing media persons after the meeting, Home Minister P. Chidambaram said, the UPA leaders arrived at a broad consensus on the Lokpal issue.
Congress President Sonia Gandhi, Law Minister Salman Khurshid, chairman of the Parliamentary Standing Committee on Law and Justice Abhishek Manu Singhvi and Minister of State in the Prime Minister's Office V. Narayanasamy were present at the meet. Nationalist Congress Party leader Sharad Pawar, DMK leader TR Baalu and other leaders also attended the meeting. The Congress has said that it is working to evolve a consensus on the Lokpal. Briefing reporters in New Delhi, party spokesperson Abhishek Manu Singhvi said that it is Parliament which will take the final decision on the issue.

The Congress today said that it is moving forward on the Lokpal draft which is acceptable to all the political parties. Talking to reporters outside Parliament, party MP Satyavrat Chaturvedi said that it is the responsibility of the Parliament to formulate a strong Lokpal Bill.
Congress spokesperson Rashid Alvi said that Team Anna should refrain from using harsh language on the Lokpal issue. He added that the Congress has never used derogatory words against any of their members.

The Prime Minister today asserted that for achieving nine percent GDP growth in the 12th Five Year Plan, the energy needs of the country are bound to increase. Addressing a function in New Delhi to mark the National Energy Conservation Day, he said since the country relies on imports for a large component of its energy requirement, it is vital to redouble the efforts to enhance energy efficiency. He called for special focus on energy efficiency of thermal power plants. Dr. Manmohan Singh said that the government is committed to increase the proportion of clean energy.
The Prime Minister said that the National Mission on enhanced energy efficiency will lead to annual fuel savings of equivalent to 23 million tones of oil, coal, gas and other petroleum products.
The Prime Minister complementing energy efficiency initiatives, also said efforts are afoot to promote energy efficiency in appliances, buildings and industry. Dr. Singh said the focus is on energy savings by consumers and industrial units accounting for 35 percent of the total energy consumption. He added efforts are being made to improve energy efficiency in residential lighting and agricultural pumping as well.

The Rajya Sabha witnessed noisy scenes during the question hour today with the BJP members shouting slogans against Home Minister Mr. P Chidambaram during his replies to the supplementaries. The agitating members tried to disrupt the replies by Mr. Chidambaram protesting against his alleged involvement in the 2G spectrum allocation. They have been demanding his resignation on the issue. The reply by the Home Minister was not audible in the din. One of the BJP members, who trooped into the well of the House was escorted to his seat by a senior party member.

A total of 1,574 custodial deaths have been registered during the last one year from the 1st of April 2010 to 31st of March 2011. The National Human Rights Commission (NHRC) has registered the custodial deaths of 1426 people in judicial custody, 146 in police custody and two people in defence and paramilitary custody. This information was given by the Home Minister Mr P Chidambaram during the question hour in the Rajya Sabha today. He said the Criminal Procedure Code has been amended to provide that in cases of death or disappearance of a person or rape of a woman while in custody of the police, there shall be a mandatory judicial inquiry.

Government says India's Nuclear Power Plants are more safer than the prescribed international standards. Responding to supplementaries in the Lok Sabha today, the Minister of State in the Prime Minister's Office V. Narayanasamy said that 90 percent fire safety measures have been fulfilled in all the nuclear plants. He said that Indian nuclear power plants follow the standards of the atomic energy regulatory board. The Minister elaborated that in fact more stringent norms are in place in India than in the other parts of the world.

Government today said that 44 Deemed Universities should be derecognized. A recommendation to this effect was made by the Review Committee constituted for the purpose. Responding to supplementaries in the Lok Sabha today Human Resources Minister, Mr. Kapil Sibal said that the matter is pending before the Supreme Court and final decision will be taken after the Court verdict. He added in case Supreme Court affords the decision of the Review Committee ratified by the government, all efforts will be made to protect the career of the students. The Minister said that the primary purpose of the review of the deemed universities was to assess academic quality and justification for their existence.

The government is planning to bring in a bill in Parliament to check sexual assault on women. This was stated by the Home Minister Mr P Chidambaram while replying to supplementaries during question hour in the Rajya Sabha today. In his written reply to the main question, the minister said that it is not true that crimes against Christians and other minorities are rising in the country, particularly in Karnataka, Odisha, Madhya Pradesh and Gujarat. In fact, he said the number of communal incidents in these states has gone down from 204 in 2010 to 170 in 2011.

In its place, the Minister of Corporate Affairs, Mr. Veerappa Moily introduced an amended Bill incorporating the recommendations of the Parliamentary Standing Committee on Finance. The rupee lost 57 paise to a fresh all-time low of 53 rupees 80 paise against dollar in early trade today amid persistent dollar demand from banks and importers in view of sustained foreign capital outflows.
The rupee resumed lower at 53 rupees 54 paise per dollar on the Interbank Foreign Exchange, as against its previous close of 53 rupees 23 paise, and declined further to a record low of 53 rupees 80 paise against the American currency before quoting at 53 rupees 61 paise per dollar in morning deals.
Forex dealers said, persistent dollar demand from banks and importers amid a continued pullout of capital by foreign funds mainly affected the rupee value against the dollar.

Union Finance Minister Pranab Mukherjee says lack of external demand is the major reason behind the declining value of the Indian rupee in the international market and the government is taking effective measures to improve the condition. He said that India will be soon on the growth trajectory as the present downturn in the economy is a temporary phase. The Finance Minister said this while addressing a seminar on economic policies in New Delhi today. Mr. Mukherjee said that Indian economy is in a much better position than many developed economies of the world. He said, Indian ecvonomy has recovered with growth averageing of over 8 percent.
Mr. Mukherjee said the government is focusing on the inclusive growth of the country with focus on the marginalized sections. This, he said is being achieved through heavy spending in Public welfare schemes like National Rural Health Misssion and MNREGA apart from education.
The Economic advisor to the Finance Ministry Kaushik Basu said that Food inflation will drop below 3 percent in coming weeks. He said the government must take some decisions to improve the growth trends.

Moderating prices of essential food items like onions, potatoes, and milk pulled down inflation to 9.11 per cent in November, this year. Inflation, as measured by the Wholesale Price Index, had stood at 9.73 per cent in October this year, and at 8.2 per cent in November last year.
As per the data released, today, inflation in food articles dipped to 8.54 per cent in November, this year, from 10.14 per cent in November last year. Inflation in the manufactured products segment was 7.7 per cent in November 2011, against 5.02 per cent in November 2010.

In view of the prevailing cold wave, in the National Capital , the Delhi Government has ordered all schools in the city to remain closed from the 26th of this month till January 15th. Making the announcement, Delhi Education Minister Arvinder Singh Lovely said all unaided recognised schools and public schools under the Directorate of Education, all Municipal Corporation of Delhi schools, New Delhi Municipal Council schools and Delhi Cantonment Board schools will be covered by the order.
Mr. Lovely said the decision was taken after he received a large number of requests of parents and various schools demanding that the schools be directed to close down in view of the extreme weather condition. He added that the Directorate of education has already issued a circular to this effect.<<<<>>>

लोकसभा ने आज कालेधन पर भारतीय जनता पार्टी नेता लाल कृष्ण आडवाणी का स्थगन प्रस्ताव ध्वनिमत से नामंजूर कर दिया। स्थगन प्रस्ताव पर हुई बहस के जवाब में वित्त मंत्री प्रणब मुखर्जी ने कहा कि सरकार विदेशों में अवैध रूप से जमा कालेधन का पता लगाना चाहती है, लेकिन यह फैसला संसद को करना है कि इससे कैसे निपटा जाए। उन्होंने सदन को बताया कि ६६ हजार करोड़ रूपये के कालेधन का पता लगाया गया है। विदेशों में जमा कालेधन को वापस लाने के मामले में ढिलाई के विपक्ष के आरोपों को खारिज करते हुए श्री मुखर्जी ने कहा कि कालेधन का पता लगाने के लिए पांच सूत्री रणनीति अपनायी जा रही है। वित्तीय अध्ययनों में विशेषज्ञता वाले तीन राष्ट्रीय संस्थानों से विदेशों में जमा कालेधन का स्वतंत्र रूप से आकलन करने को कहा गया है।

हमने अब आयकर विभाग में एक आपराधिक शाखा की स्थापना की है। जो लोग कर चोरी करते हैं वे भी बड़े चालाक हैं, वे जानते हैं कि कर चोरी के लिए उन्हें क्या करना है और कैसे करना है। इसलिए ये कर से बचने वालों, चोरी करने वालों और कराधान कानून लागू करने वालों के बीच यह एक लगातार चलने वाली जंग है।
वित्त मंत्री ने सदन को आश्वासन दिया कि विपक्ष की मांग के अनुसार सरकार इस मुद्दे पर एक श्वेत-पत्र लाएगी।
विदेशी बैंकों में अवैध खातों वाले भारतीयों के नाम बताने की सदस्यों की मांग के जवाब में उन्होंने कहा कि विदेशी बैंकों में खाताधारियों के नाम बताना संभव नहीं होगा, क्योंकि इनमें कारोबारी उद्देश्यों से धन जमा करने वाले खाताधारी भी हो सकते हैं। वित्त मंत्री ने स्पष्ट किया कि किसी भी सांसद का विदेशी बैंकों में अवैध खाता नहीं है।
इससे पहले, स्थगन प्रस्ताव पेश करते हुए श्री आडवाणी ने सरकार पर विदेशी बैंकों में जमा कालेधन को वापस लाने में नाकामी का आरोप लगाया।

विपक्ष के आरोपों को खारिज करते हुए कांग्रेस के मनीष तिवारी ने आरोप लगाया कि पूर्व एन डी ए सरकार ने ही दूसरे देशों में धन के प्रवाह को आसान बनाने के लिए मारीशस मार्ग में ढील दी थी। उन्होंने कहा कि कालाधन एक समानान्तर अर्थव्यवस्था के रूप में उभरा है और इससे निपटने के लिए कारगार उपायों की जरूरत है।

यूपीए की सरकार ने यह पहल की कि मार्च २०११ में उन्होंने स्टडी कमीशन की यह पता करने के लिए कि भारत के अन्दर और भारत के बाहर कितना ऐसा काला धन है कितनी बड़ी यह समानन्तर अर्थव्यवस्था है जिससे की इसका पता लगया जा सके। फिर उसके बाद कदम उठाये जा सकें उसको वापस लाने के लिए।
 बहस में भाग लेते हुए समाजवादी पार्टी के मुलायम सिंह यादव ने विदेशी बैंकों में जमा कालेधन को वापस लाने के लिए कारगर उपाय करने को कहा।

जितना विदेशी कर्जा है भारत सरकार पर उससे लगभग दुगना चोरी का धन है अगर वो वापस ले लिया जाये किसी तरह से तो पूरा का पूरा कर्जा खत्म हो जायेगा और ५० करोड़ जनता के बच्चों तक सब को खाना मिलने का अवसर हो जायेग और विकास होगा देश का। बहस में दूसरी पार्टियों और निर्दलीय सदस्यों ने भी हिस्सा लिया।

कांगे्रस ने कहा है कि सरकार विदेशों में जमा कालेधन को वापस लाने के लिए प्रतिबद्ध है। नई दिल्ली में आज पार्टी प्रवक्ता राशिद अल्वी ने कहा कि अवैध खातों का पता लगाने के लिए सरकार ने ८१ देशों के साथ समझौते पर हस्ताक्षर किये हैं। उन्होंने आरोप लगाया कि पूर्व एनडीए सरकार द्वारा आयकर विभाग के संबंध में लिये गये फैसलों से कालेधन को वापस लाने में रूकावट आ रही है।
  
दुर्भाग्यपूर्ण है कि एनडीए की सरकार ने सर्कुलर ७८९ फाइनेंस मनिस्टरी से एक सर्कुलर ७८९ अप्र्रैल २००० के अंदर जारी किया जिसके मुताबिक इंकमटैक्स डिपार्टमेंट से यह इक्तियार वापस ले लिया गया कि वो मोरिशिएस के अंदर या किसी भी ऐसी कंट्री के अंदर इस बात का इंवोस्टीगेशन नहीं कर सकते थे कि वो वहां के रेस्डिेंस हैं या नहीं हैं।

प्रधानमंत्री मनमोहन सिंह ने कहा है कि भ्रष्टाचार की बुराई से निपटने के लिए सरकार एक कारगर लोकपाल विधेयक लागू करने के लिए वचनबद्ध है। नई दिल्ली में आज शाम सर्वदलीय बैठक की शुरूआत में डॉक्टर मनमोहन सिंह ने कहा कि सरकार इस ऐतिहासिक विधेयक को संसद के मौजूदा सत्र में ही पारित कराने की इच्छुक है। उन्होंने कहा कि यह विधेयक आम सहमति पर आधारित होगा, लेकिन उन्होंने यह भी स्पष्ट किया कि लोकपाल विधेयक का मुद्दा दलगत राजनीति से ऊपर होना चाहिए। उन्होंने राजनीतिक दलों के नेताओं से यह बताने को कहा कि संसदीय स्थायी समिति की सिफारिशें संसद की भावना को किस हद तक व्यक्त करती हैं और विभिन्न प्रावधान किस हद तक व्यावहारिक और कारगर हैं।
संसद भवन के बाहर पत्रकारों से बातचीत में संसदीय कार्य मंत्री पवन कुमार बंसल ने कहा कि सरकार अगले सप्ताह चर्चा कराने तथा इसे पारित कराने के इरादे से इस विधेयक को संसद में लाने की कोशिश कर रही है।
कानून मंत्री सलमान खुर्शीद ने कहा कि सरकार सभी मुद्दों पर चर्चा करने के लिए तैयार है।
मंत्रिमंडल ने भ्रष्टाचार के खतरे से निपटने और सार्वजनिक सौदों में पारदर्शिता बरतने के लिए कल तीन मसौदा विधेयकों को मंजूरी दी। इनमें न्यायिक जवाबदेही, व्हिस्लब्लोअर और नागरिक चार्टर विधेयक शामिल हैं।

पश्चिम बंगाल के दक्षिण चौबीस परगना के संग्रामपुर इलाके में जहरीली शराब पीने से करीब ४० लोगों की मौत हो गई है और सौ से अधिक बीमार हो गए हैं। बीमारों को विभिन्न अस्पतालों में भर्ती करा दिया गया है। संग्रामपुर में लोगों ने अवैध शराब विक्रेताओं के खिलाफ विरोध-प्रदर्शन किए। उधर, विपक्षी वामपंथी मोर्चे के विधायकों ने राज्य विधानसभा में भी यह मुद्दा उठाया। राज्य सरकार ने मृतकों के निकटतम संबंधियों को दो-दो लाख रूपये की अनुग्रह राशि देने की घोषणा की है।

प्रधानमंत्री मनमोहन सिंह की कल से शुरू हो रही मास्को की तीन दिन की यात्रा के दौरान भारत और रूस द्वारा करीब आधा दर्जन से अधिक समझौतों पर हस्ताक्षर किए जाने की उम्मीद है। डॉक्टर मनमोहन सिंह वार्षिक भारत-रूस शिखर सम्मेलन में भाग लेने के लिए मास्को जा रहे हैं। वर्ष २००० में भारत-रूस सामरिक भागीदारी की घोषणा के बाद से यह १२वां भारत-रूस वार्षिक शिखर सम्मेलन है। हमारे संवाददाता ने खबर दी है कि सम्मेलन में रक्षा, अंतरिक्ष, परमाणु ऊर्जा, हाइड्रोकार्बन और विज्ञान तथा प्रौद्योगिकी के क्षेत्र में परस्पर सहयोग के मुद्दों पर विचार होने की उम्मीद है।

असम में भूमिगत कर्बी आंगलांग संगठन, यूनाइटेड पीपुल्स डेमोक्रेटिक सॉलीडेरिटी यानी यू पी डी एस के पांच सौ ६८ उग्रवादियों ने आज कर्बी आंगलांग जिले में अपने हथियार समर्पित किए। इनमें २२ महिलाएं शामिल हैं। कर्बी पीपुल्स लिब्रेशन टाइगर के पांच उग्रवादियों ने भी दीफू स्टेडियम में आयोजित समर्पण समारोह के दौरान अपने हथियार सौंपे। हमारे संवाददाता ने बताया है कि स्वयंभू अध्यक्ष लोंगसोडेर सेनार के नेतृत्व में उग्रवादियों ने असम पुलिस और सेना के अधिकारियों के समक्ष औपचारिक रूप से अपने हथियार समर्पित किए। यू पी डी एस ने भूमिगत संगठन के रूप में अपने संगठन को भंग करने और समाज की मुख्यधारा में शामिल होने की भी घोषणा की।

संसद ने जीवन बीमा निगम अधिनियम, १९५६ में संशोधन को मंजूरी दे दी है। मार्क्सवादी कम्युनिस्ट पार्टी के संशोधन को रद्द करते हुए राज्यसभा ने आज इस संशोधन विधेयक को मंजूरी दे दी। लोकसभा इसे पहले ही पारित कर चुकी है।

इस वर्ष नवंबर में मुद्रा स्फीति गिरावट के साथ ९ दशमलव एक-एक प्रतिशत के स्तर पर आ गई। अक्टूबर में यह ९ दशमलव सात-तीन प्रतिशत थी, जबकि एक वर्ष पहले नवंबर में यह आठ दशमलव २ प्रतिशत थी। मुद्रा स्फीति में गिरावट का प्रमुख कारण सब्जियों और दूध के दामों में कमी आना रहा।
आज जारी आंकडों के मुताबिक इस वर्ष नवंबर में खाद्य मुद्रा स्फीति ८ दशमलव पांच-चार प्रतिशत दर्ज हुई, जबकि एक वर्ष पहले यह १० दशमलव एक-चार प्रतिशत थी।

मुंबई शेयर बाजार का संवेदी सूचकांक आज १२१ अंक लुढककर १६ हजार के स्तर से नीचे १५ हजार ८८१ पर बंद हुआ। नेशनल स्टाक एक्सचेंज का निफ्‌टी भी ३७ अंक लुढककर ४ हजार ७६३ के स्तर पर बंद हुआ। मुद्रा बाजार में रूपए में आज ४९ पैसे गिरावट आयी और एक डालर ५३ रूपए ७२ पैसे के स्तर पर बंद हुआ। दिल्ली सर्राफा बाजार में आज सोना स्टेन्डर्ड एक सौ रूपए की गिरावट से २८ हजार ९४० रूपए प्रति दस ग्राम के स्तर पर दर्ज हुआ। चांदी भी २०० रूपए की गिरावट से ५५ हजार ८०० रूपए प्रति किलोग्राम के स्तर पर दर्ज हुई।

The Lok Sabha today rejected the adjournment motion moved by the BJP on black money. The motion moved by senior BJP leader L.K. Advani was defeated by a voice vote. Replying to the debate, the Finance Minister, Mr. Pranab Mukherjee assured the House to bring a white paper on black money. Dismissing the opposition charges, Mr. Mukherjee said, it is for Parliament to decide on how to get rid of this menace. He informed the House that the government has achieved concrete success on the front of unearthing black money despite heavy odds.
"We have unearthed 66 thousand crore of rupees. We have established a criminal wing in the income tax department now. Those who are the tax evaders they are equally clever  persons. And they know what to do, how to operate. Therefore this is constant battle between the tax evaders and those who are implementing the tax law."
Mr Mukherjee, said a five-pronged strategy is in place to trace illegal money stashed abroad. The Finance Minister noted that three national institutes specializing in financial studies have been asked to independently assess the extent of black money parked in foreign banks and the government has completed formalities for getting information from banks in 60 countries including Switzerland. The information will be prospective and not retrospective, he clarified. In response to Members' demands to declare the names of Indians having illegal accounts in foreign banks, Mr. Mukherjee said, it is simply not possible.
"Between two sovereign countries I am sharing exchange of information with the conditions. The information which I have 36 thousand peaces of information, names from different countries. To satisfy the inquisitorial interest of the members of parliament I publish it. Tomorrow the same country will tell Mr. minister you have violated the international agreement, sorry we will not share any information with you. What should we do ,we shall have to find out that how to prevent it , how to bring it back. "
The reason is there may be genuine account holders as well who have parked their money in these banks for business purposes. Moving the adjournment motion earlier, the BJP leader, Mr. L.K. Advani alleged that the government has failed in bringing back black money stashed in foreign banks. He pleaded for stringent laws to curb the flow of illegal money through Hawala channels which is mostly being used to fund terrorist activities in the country. Mr. Advani demanded a white paper on the black money issue.
"Don't hide the names which you have received. We demand a white paper in which government should mention all the efforts made to bring the black money back."
Refuting the Opposition charges Mr. Manish Tewari of the congress alleged that it was the NDA government that relaxed the Mauritius route leading to outflow of money to other countries. He said that black money has emerged as a parallel economy and effective steps need to be taken to deal with it.
"The problem of  black money is linked to the economic models that we have adopted. It is linked to the taxation statutes that we have put in place, the taxation rates that we have followed."
Members of other political parties and Independents also participated in the debate.

The Prime Minister Dr. Manmohan Singh today asserted that government is committed to implement an effective Lokpal to deal with the menace of corruption. In his remarks at the beginning of an all party meeting in New Delhi this evening, Dr. Manmohan Singh said the government is also keen to pass the historic Bill in the current session of Parliament. He said a bill will be based on consensus. He, however, made it clear that the Lokpal Bill issue should be above party politics.  He wanted leaders of the political parties to indicate how far the recommendations of the Parliamentary Standing Committee meet the sense of Parliament and how far the various provisions are feasible and efficacious. The Prime Minister reminded the leaders about the full discussion that took place in Parliament before the draft Lokpal Bill was referred to the Standing Committee. He said that Parliament had agreed in principle on matters of Citizen's Charter, the inclusion of the lower bureaucracy under the Lokpal through an appropriate mechanism and the establishment of Lokayuktas in the states. Talking to reporters outside Parliament ahead of the meeting, Parliamentary Affairs Minister Pawan Kumar Bansal said that the government is making all efforts to bring the bill in Parliament for discussion and passage next week.

In Assam, 568 Karbi Anglong underground outfit-United People’s Democratic Solidarity (UPDS) militants, including 22 women cadres, laid down arms in Karbi Anglong district today. Five Karbi People’s Liberation Tiger (KPLT) militants also laid down their arms at the same function at Diphu stadium. Our correspondent reports, the militants, led by its self-styled chairman Longsoder Senar, formally laid down arms to the Assam Police and Army officers. The militants deposited huge quantity of arms and ammunition, including 85 AK- 47 rifles, 177 sophisticated weapons and 18,000 rounds of ammunition, 322 magazines, 18 nine m.m. pistols and 38 point 32 rifles at the mass surrender ceremony. The UPDS has also declared disbanding itself as an underground outfit and announced joining the mainstream of society.

Almost 40 people have died and more than hundred fell ill after consuming illicit liquor in the Sangrampur area of South 24 Parganas of West Bengal. A report by our correspondent:
"Although 40 deaths have been confirmed till now, the death toll is likely to go up further. The victims of the tragedy mostly belong to the poor labour class and rikshaw pullers. Their ticket to cheap entertainment after a hard day's work turned out to be their ticket to death. For those who are in hospitals the ordeal is a nightmare. How the illicit liquor shop operated in the Sangrampur area, right under the nose of the administration is a moot point. The state government has offered an exgratia of 2 lakh rupees for the dead, but for their kins who are left behind, the offer is too little, too late. Sudeep Banerjee, AIR News, Kolkata."

Prime Minister Dr Manmohan Singh accompanied by a high level delegation will leave for Moscow tomorrow to participate in the Indo-Russia Annual Summit 2011 on December 16th.
Briefing media persons on the eve of the visit, Foreign Secretary Mr Ranjan Mathai said that bilateral ties with Russia are a key pillar of India‘s foreign policy. India views Russia as a time-tested, trustworthy and reliable strategic partner. The Foreign Secretary informed that during the visit agreements will be signed in the areas of nuclear energy, health, science, defence and trade.
"Cooperation in the nuclear field is one of the key pillars. Russia played a key role in supporting the September 2008 NSG decision to exempt civil nuclear cooperation with India from its guidelines. Russia supports Indian membership in NSG and other existing global non proliferation regimes. "
The Foreign Secretary also informed that beside delegation level talks with Russian Prime Minister Vladimir Putin, Dr. Manmohan Singh will also have an interaction with Russian and Indian CEO's forum. The 12th annual summit will see a further consolidation of India and Russia's special and privileged strategic partnership.

Cheaper onion and potato have pulled inflation down to 9.11 per cent in November. Inflation, as measured by the Wholesale Price Index, stood at 9.73 per cent in October. It was 8.2 per cent in November last year.

"The Sensex at the Bombay Stock Exchange dropped 121 points, or 0.8 percent, to again close below the 16,000 mark, at 15,881, today, amid inflation concerns, a falling rupee, and weak global markets. The Nifty fell 37 points, or 0.8 percent, to 4,763. Stock markets in Japan, China, Hong Kong, South Korea and Singapore dropped between 0.3 percent and 0.9 percent. Continuing its fall, the rupee weakened 48 paise, to a fresh all-time closing low of 53.72 against the dollar. Gold declined 100 rupees, to 28,940 rupees per ten grams in Delhi. Silver lost 200 rupees, to  55,800 rupees per kilo. And U.S. crude oil futures dropped 80 cents, to 99.34 dollars a barrel, while Brent crude stood above 108 dollars a barrel. The National Human Right Commission, NHRC, today asked the Punjab Government to pay five lakhs rupees as monetary relief in a case of death in prison. According to an official release issued in New Delhi, the commission has asked the government to give the relief money to the next of kin of the deceased prisoner. The move has come in response of the Punjab Police information to the Commission that in the month of July 2009 the prisoner was beaten up by the jail warden and subsequently he died while undergoing treatment.

In Odisha, one person has been killed following a clash between anti-Posco steel plant activists and workers of coastal road construction company at Karthikhanda in Posco site, about 8 km from Paradip in Jagatsinghpur district today.  The clash took place after heated arguments between the anti-Posco activists and the road construction company's workers over the construction work. Tension is prevailing in the area following the clash.

OPEC has decided to maintain the oil output at 30 million barrels a day. After the first round of meeting of the oil ministers of the group in Vienna the group said that output targets for the 12 member nations for the next year would remain same as the current levels. The target includes Libya also which has begun exporting oil after the end of the war.

The speaker of Russia's State Duma or lower House of the parliament resigned today. In a statement, Mr. Boris Gryzlov today said he made a decision to give up his mandate. However, he said he would keep his membership in the ruling United Russia Party.

The Government today said shortage of coal is also one of the reasons responsible for slow down in Industrial growth. He added that mining scams in Karnataka also contributed to it. In an exclusive interview to All India Radio, Union Minister for Corporate Affairs Mr. Veerappa Moily said that the government is taking effective measures to deal with this problem. He said the government is also Working on a competition policy, which will help bring down inflation.
"Competition policy should have been there much in place. Of course we have the competition law now I had two national consultations, one in Bombay and another in Delhi to evolve a competition policy. Committee has been appointed, he has given a final report to the government. Now I have written and forwarded that report to the state chief ministers to have their interactions. I think by 31st of December they will be giving their reactions. That will also give a policy to ensure that their can be no barriers in creating a single uniform national market from the product."
