राष्ट्रमंडल देशों के शासनाध्यक्षों का शिखर सम्मेलन-चोगम आज ऑस्ट्रेलिया के पर्थ शहर में शुरू हो गया है।
शिखर सम्मेलन पर्थ कन्वेंशन सेंटर में आयोजित किया गया है, जहां कड़े सुरक्षा इंतजाम किये गये हैं।
५४ सदस्य देशों के ज्यादातर नेता शिखर सम्मेलन में भाग लेने के लिए पहुंच चुके हैं। यह सम्मेलन ऐसे समय पर हो रहा है, जब अमरीका और यूरोप के देशों में आर्थिक मंदी का संकट दिखाई दे रहा है। उपराष्ट्रपति मोहम्मद हामिद अंसारी भारत का प्रतिनिधित्व करने के लिए पर्थ पहुंच चुके हैं।
विदेशमंत्री एस.एम.कृष्णा और विदेश सचिव रंजन मथाई भी भारतीय प्रतिनिधिमंडल में हैं। ऑस्ट्रेलिया की प्रधानमंत्री जूलिया गिलार्ड ने राष्ट्रमंडल देशों के नेताओं से आग्रह किया है कि वे खाद्य सुरक्षा, आर्थिक स्थिरता और जलवायु परिवर्तन जैसे विश्व के महत्वपूर्ण मुद्दों पर मिलकर काम करें।
हमारे संवाददाता ने पर्थ से खबर दी है कि इस शिखर सम्मेलन का विरोध करने के लिए प्रदर्शनकारी भी पर्थ पहुंचने लगे हैं। ऑस्ट्रेलियाई पुलिस ने चेतावनी दी है कि हिंसा कतई बर्दाश्त नहीं की जाएगी।
ऑस्ट्रेलिया के डाक विभाग ने चोगम के अवसर पर एक नया डाक टिकट जारी किया है। ऑस्ट्रेलिया के पूर्व प्रधानमंत्री और विपक्ष के नेता टोनी एबोट ने कल उपराष्ट्रपति हामिद अंसारी से मुलाकात की। श्री एबोट ने भारत को यूरेनीयम बेचने का समर्थन किया।

भारत और जापान आज से तोक्यो में नीतिगत मामलों पर अपनी पांचवीं बैठक करेंगे। दो दिन की इस बैठक में समुद्री लुटेरों और आंतंकवाद का मिलकर मुकाबला करने से लेकर जलवायु परिवर्तन और पूर्व एशिया संगठन के उभरते ढांचे जैसे मुद्दों पर आपसी सहयोग बढ़ाने के बारे में विचार-विमर्श किया जाएगा। इस बैठक में भारत असैन्य परमाणु सहयोग की संभावनाओं पर विचार-विमर्श करने की कोशिश करेगा। बैठक में भारतीय पक्ष का नेतृत्व विदेशमंत्री एस.एम. कृष्णा और जापानी पक्ष का नेतृत्व विदेशमंत्री कोइचिरो गेम्बा करेंगे।
हमारे संवाददाता का कहना है कि इस अवसर पर दोनों देशों के बीच कुछ समझौते किए जाने की भी संभावना है।

भारत और जापान के विदेश मंत्रियों के बीच वार्ता के दौरान अनेक महत्वपूर्ण समझौतों पर हस्ताक्षर होने की संभावना है। तोक्यो ने भारत में लाखों डॉलर से बनने वाले दिल्ली मुंबई औद्योगिक विकास कॉरिडोर को सहायता देने की अपनी वचनबद्धता दोहरायी है। सुनामी की मार झेलने के बावजूद जापान भारत के विकास के लिए आर्थिक सहायता जारी रखने पर विचार कर रहा है। यह सामरिक वार्ता भारत और जापान के बीच अगले माह १७ और १८ को होने वाले पूर्वी एशिया सम्मेलन से पहले हो रही है। विजय रैना के साथ प्रेम कुकरेती आकाशवाणी समाचार दिल्ली।

 अमरीकी विदेश मंत्री हिलेरी क्लिंटन ने कहा है कि ओबामा प्रशासन मुम्बई आतंकी हमले के लिए जिम्मेदार लश्कर-ए-तैयबा के खिलाफ कार्रवाई करने के लिए पाकिस्तान पर लगातार दबाव बना रहा है। हिलेरी क्लिंटन ने वाशिंगटन में अफगानिस्तान एवं पाकिस्तान पर कांग्रेस की एक सुनवाई के दौरान यह बात कही।
 वह अमरीकी कांग्रेस के प्रभावशाली सांसद ऐड रॉयस के सवालों का जवाब दे रही थीं। श्री रॉयस अमरीकी प्रतिनिधि सभा में भारत की चिंता करने वाले लोगों के समूह के सह अध्यक्ष भी हैं।
क्लिंटन ने कहा कि भारत पाकिस्तान के साथ संबंध सुधारने के प्रयास कर रहा है और इस मुद्दे पर किसी भी अमरीकी नीति के साथ तालमेल रखा जाना चाहिए।

जनजातीय लोगों की समस्याएं सुलझाने के लिए एक नई राष्ट्रीय नीति लाई जा रही है। आकाशवाणी से विशेष भेंट में केंद्रीय जनजातीय मंत्री वी.किशोर चंद्रदेव ने बताया कि आदिवासियों को उनके सामान का उचित मूल्य दिलाने के लिए कई उपाय किए जा रहे हैं।

राष्ट्रीय जनजातीय नीति आदिवासियों के मुद्दों पर केन्द्रित और व्यापक होनी चाहिए। इससे जनजातीय लोगों की समस्याओं का समाधान होना चाहिए। इससे यह पता चलना चाहिए कि इन आदिवासियों की समस्याओं से कैसे निपटे। मैं इस मामले को देख रहा हूं। मुझे उम्मीद है कि मैं जल्दी ही एक ऐसी राष्ट्रीय जनजातीय नीति बना सकूंगा जिसे सभी स्वीकार करें।
 श्री देव ने बताया कि देश के जनजातीय लोगों के हितों की रक्षा के लिए वन अधिकार कानून लागू किया गया। सरकार दस करोड़ से ज्यादा जनजातीय लोगों की आजीविका में सुधार के प्रति वचनबद्ध है।

 सरकार द्वारा गठित एक समिति ने झारखंड के नक्सल प्रभावित सारंडा वन क्षेत्र में ५६ आदिवासी गांवों तक पंहुच बनाने के लिए कई उपाय किए जाने की सिफारिश की है। ग्रामीण विकास मंत्री जयराम रमेश ने इस जिले में मंत्रालय के कार्यक्रमों की प्रगति का जायजा लेने के लिए इस समिति का गठन किया था। समिति में ग्रामीण विकास मंत्रालय, विश्वबैंक और झारखंड सरकार के नौ सदस्यों हैं। समिति ने ३६ हजार पांच सौ की आबादी वाले सात हजार आदिवासी घरों तक पहुंच बनाने के लिए कुछ लघु और मध्यम अवधि की योजनाओं का सुझाव दिया है। लघु अवधि की योजनाएं छह महीने में और मध्यम अवधि की योजनाएं दो साल में पूरी की जाएंगी।
ग्रामीण विकास मंत्रालय सारंडा वन क्षेत्र में सारंडा कार्य योजना को लागू करना चाहता है। यह क्षेत्र पिछले कई वर्षों से नक्सलवाद से प्रभावित है।

केंद्रीय ग्रामीण विकास मंत्री जयराम रमेश ने कहा है कि उनके मंत्रालय ने नियंत्रक और महालेखा परीक्षक-कैग से अनुरोध किया है कि वे वार्षिक आधार पर ग्रामीण विकास के सभी खर्चों की लेखा परीक्षा करे। उन्होंने कहा कि इस प्रस्तावित लेखा परीक्षा का ब्यौरा अगले हफ्ते घोषित किया जाएगा।

हम देश भर में एक लाख करोड़ रूपये खर्च कर रहे हैं। लोगों को यह जानने का पूरा अधिकार है कि खर्चों में जबावदेही और पादर्शिता जरूरी हो। इस दिशा में पहला कदम ग्रामीण विकास संबंधी सभी खर्चों को केग के तहत लाने का है। मैंने केग से कहा  है कि असम सहित ग्यारह राज्यों में मनरेगा के प्रदर्शन का ऑडिट करें।

असम में आज सात जिलों में खसरे के उन्मूलन के लिए विशेष टीकाकरण अभियान शुरू किया जा रहा है। राज्य का राष्ट्रीय ग्रामीण स्वास्थ्य मिशन, विश्व स्वास्थ्य संगठन और यूनिसेफ के साथ मिलकर यह अभियान चलाएगा। इस कार्यक्रम का उद्देश्य नौ महीने से दस वर्ष तक की उम्र के बच्चों को टीका लगाना है। इस चरण के दौरान सात जिलों के १२ लाख से अधिक बच्चों को टीके लगाए जायेंगे। दूसरा टीकाकरण अभियान छह जिलों में ११ नवम्बर से शुरू होगा।

 मणिपुर में उग्रवादी संगठन यूनाइटेड ट्रायबल लिबरेशन आर्मी-अटला ने कार्रवाई स्थगित करने के लिए सरकार के साथ समझौता किया है। सेना की रेड शील्ड डिवीज+न के सफल शांति प्रयासों से यह संभव हुआ है। अटला के अध्यक्ष आईज+ील और महासचिव सेहजाओ के नेतृत्व में ४३ सदस्यों ने कल राज्य के मुख्यमंत्री ओकराम इबोबी सिंह से भेंट की। अटला ने हिंसा का मार्ग छोड़ने की घोषणा के साथ बड़ी मात्रा में हथियार और गोली-बारूद भी अधिकारियों को सौंप दिया है।

 तमिलनाडु में तटवर्ती ंजिलों में भारी बारिश हुई है। रामनाथपुरम में १६ जबकि कुड्डालूर और तूतीकोरीन में ९ सेंटीमीटर वर्षा रिकार्ड की गई। सभी बांधों और जलाशयों में धीरे-धीरे जलस्तर बढ़ रहा है। तिरूनलवेली जिले में सुप्रसिद्ध कुतरालम झरना कल की भारी बारिश और बाढ़ के कारण बंद कर दिया गया है। मौसम विभाग ने कुछ और दिन भी बारिश जारी रहने की संभावना व्यक्त की है।

 भारतीय वायुसेना ने आठ दिन के अभियान के बाद हिमाचल प्रदेश की बर्फीली पहाड़ियों में दुर्घटनाग्रस्त हुए लड़ाकू विमान मिग २९ का मलबा ढूंढ़ लिया है्र लेकिन अब तक पायलट के बारे में कुछ पता नहीं चल पाया है। यह विमान १९ अक्तूबर को दुर्घटनाग्रस्त हो गया था। पश्चिमी एयर कमान के प्रवक्ता ने नई दिल्ली में बताया कि बर्फ की खुदाई के बाद मलवे से विमान के कई पुर्जे बरामद कर लिये गये हैं।

 हरियाणा में हिसार से करीब ६५ किलोमीटर दूर धाना गांव के पास हुई एक सड़क दुर्घटना में ९ लोगों की मौत हो गयी और ३१ अन्य घायल हो गये। यह दुर्घटना उस समय हुई जब दिल्ली से जा रही एक टाटा सूमो टायर फट जाने की वज+ह से संतुलन खो बैठी और दूध के टैंकर से जा टकराई।

 उत्तर प्रदेश में आजमगढ़ में कल रात एक दुर्घटना में कम से कम आठ लोगों की मौत हो गई और १२ घायल हो गए। यह दुर्घटना उस समय हुई जब तेजी से आ रहा एक वाहन कोदिया बाजार गांव में एक कार्यक्रम में इकट्ठे हुए लोगों पर चढ गया।

 इराक की राजधानी बगदाद में दो बम विस्फोटों में कम से कम १८ लोग मारे गए हैं और ३६ घायल हो गए हैं। सरकारी सूत्रों ने बताया कि पहला धमाका उत्तरी बगदाद के शिया बहुल जिला यूर में हुआ। दूसरा धमाका कुछ समय बाद हुआ जब घायलों को वहां से निकाला जा रहा था। बगदाद में हाल के दिनों में आतंकवादियों के हमले फिर शुरू हो गए हैं। वहां तैनात अमरीकी सैनिक इस वर्ष के अंत तक इराक छोड़ने की तैयारी कर रहे हैं। इन बम धमाकों की अभी तक किसी भी गुट ने जिम्मेदारी नहीं ली है।

The Commonwealth Heads of Government Meeting, CHOGM has opened in the Australian city of Perth. Issues like economic stability, food security and climate change are likely to dominate the agenda of the summit. Vice President Mohammad Hamid Ansari is representing India at the meeting. External Affairs Minister SM Krishna and Foreign Secretary Ranjan Mathai will also be part of Indian Delegation.

India and Japan will hold their fifth strategic dialogue in Tokyo from today. The two-day dialogue will explore ways to deepen bilateral cooperation on a number of issues ranging from jointly combating piracy and terrorism to climate change and evolving an East Asia architecture. New Delhi is expected to discuss the prospects of civil nuclear cooperation that took a hit after the Fukushima disaster earlier this year. The Indian side at the talks will be led by External Affairs Minister SM Krishna and Japan by his counterpart Koichiro Gemba. Here is more from our correspondent:
"Several agreements are expected to be finalized during the talks between S.M. Krishna and his counterpart. Tokyo may also renew its commitment to the multi-billion dollar Delhi-Mumbai Industrial Corridor project. It is likely to announce its official development assistance for New Delhi, despite devastating tsunami that hit Japan earlier this year. Maritime security is expected to be at the centre of discussions apart from seeking Tokyo's support for New Delhi's membership of top multilateral nuclear regimes including Nuclear Suppliers Group. India-Japan strategic dialogue takes place barely weeks before the the East Asia Summit on 17th & 18th of next month that will focus on evolving an inclusive regional architecture in which the two countries have high stakes. The Government will bring a new National Tribal Policy to address the problems of the tribal population across the country. In an exclusive interview to All India Radio, the Tribal Affairs Minister V Kishore Chandra Deo said that a series of measures are being taken to ensure remunerative prices for their produce.
"The tribal policy should be focussed, it should be comprehensive, should address directly the problems of tribals and give an indication of how we propose to deal with it. I am already in the process of looking at it and I hope I will be able to put in place an accepted national trible policy very soon."
The Minister said that the Forest Rights Act was implemented to protect marginal and tribal communities of the country and the government is committed to improving the livelihood of more than a 100 million tribal people.

A Government appointed panel has recommended a slew of measures to reach out to 56 tribal villages in the Naxal-hit Saranda area of Jharkhand. The team appointed by the Rural Development Minister Jairam Ramesh to study the implementation of various programmes of the ministry in the area suggested short term and medium term interventions to reach out to the 7000 tribal households with a population of 36,500. Short term interventions should be completed within six months, while medium term ones are to be completed within two years. The report prepared by the nine-member team comprising officials from the Rural Development Ministry, the World Bank and the Jharkhand government said, the ministry is keen on implementing a focussed development plan called the Saranda Action Plan in the Saranda forest through the Jharkhand government. The Action Plan proposes the implementation of various programmes including the distribution of solar lamps, bicycles, transistors and musical instruments to all families living in the forests.

The Rural Development Minister Jairam Ramesh has said that his Ministry has approached the Comptroller and Auditor General of India to audit all rural development expenditures annually. Mr Ramesh told reporters in Guwahati that this is absolutely essential for ensuring transparency.
"We are spending hundred thousand crores all over the country. The people have every right to demand accountability and transperancy in this expenditure and the first step that is to be taken is to bring all rural development expenditure under CAG's purview. In addition, I have asked the CAG to conduct performance audit of NAREGA in 11 states of the country, including Assam."

In Jharkhand, the police have destroyed a Maoist bunker in Dundwar Sinduria jungles under Pratap Pur police station of Chatra district. They recovered electronic detonators, gun and items used for manufacturing bombs and several other objectionable materials from the hide out.

The Indian Air Force has located the wreckage of the MiG-29 fighter aircraft on snow-clad mountains in Himachal Pradesh after an eight-day operation. But the fate of the pilot is still unknown. The fighter aircraft crashed on the 19th of October. A Western Air Command spokesperson said in Delhi that the IAF task force confirmed locating the crash site at 15,000 feet above Chokhang village in Lahaul area and said that several components of the aircraft have been recovered after digging under the snow and the rubble.

In Iraq, at least 18 people have been killed in twin bomb blasts in the capital, Baghdad. Officials said, the first blast occurred in Ur, a mainly Shia district of northern Baghdad. The second went off as rescuers were evacuating the wounded. At least 36 people are said to have been injured and no group has claimed responsibility for the blasts.

In Saudi Arabia, Interior Minister Sultan Nayef bin Abdel-Aziz Al Saud has been named heir to the Saudi throne. He will be the new Prime Minister holding the portfolio of the Interior Ministry as well. The move comes after the end of the mourning period of the previous crown prince on last week on Sunday.

The Obama Administration is pressing Pakistan persistently to take action against the LeT that is responsible for the Mumbai terror attacks. US Secretary of State Hillary Clinton said this in Washington at a Congressional hearing on Afghanistan and Pakistan. Clinton was responding to a question from influential Congressman Ed Royce, who is also the co-chair of the India Caucus in the House of Representatives. Clinton also said that India is trying to improve ties with Pakistan and any US policy on the issue has to be coordinated with the country.

Devastating flood plays havoc in Thailand. Parts of the Thai capital Bangkok and the suburbs are flooded as residents made their way through waist-deep water in makeshift boats. Central Bangkok is still dry, but people were piling up sandbags outside their homes and businesses. Many supermarkets were empty. Those that remained open were rationing bottled water and other essentials.
Several countries, including the United States and Britain, have advised citizens to avoid all but essential travel to parts of Thailand. The domestic Don Muang airport, Bangkok's second largest, has been shut down.

The Latest government statistics says that in India 15 suicides take place every hour and 69.2 per cent of the suicide victims are married while 30.8 per cent un-married. The report, released by Home Minister P Chidambaram, elaborated that social and economic causes have led most of the males to commit suicide, whereas emotional and personal causes have mainly driven females to end their lives. The report on Accidental Deaths and Suicides in India-2010 was brought out by the National Crime Records Bureau, NCRB in New Delhi yesterday.

India will today witness its first ever Formula One Grand Prix at the Buddh International Circuit in Greater Noida, near the national capital Delhi. This 17th race of the 2011 season will kick off with two practice sessions today, followed by the final practice session and ‘Qualifying’ tomorrow. The race will take place on Sunday. Even though, the German Sebastian Vettel and his team Red Bull Racing has been crowned the World Drivers’ title and the World Constructors’ title for this second consecutive time, this race is sure to attract many people, for whom this will be a completely new and lasting experience.  मद्रास उच्च न्यायालय ने आज राजीव गांधी हत्या मामले में मृत्यु दण्ड पाने वाले तीनों अपराधियों की अपील याचिकाओं पर सुनवाई अगले महीने की २९ तारीख तक स्थगित कर दी है। इसमें मुरूगन, पेरारीवालन और संथन ने मृत्यु दण्ड को आजीवन कारावास में बदलने की अपील की थी। केन्द्र ने इस अपील के खिलाफ हलफनामे में कहा है कि राष्ट्रपति द्वारा उनकी दया याचिका नामंजूर किये जाने के बाद उच्चतम न्यायालय के फैसले का पालन किया जाए।
 केन्द्र ने दलील दी है कि राष्ट्रपति द्वारा एक बार दया याचिका नामंजूर किये जाने के बाद नियमानुसार सम्बन्धित अपराधियों की मौत की सजा पर अमल किया जाना चाहिए।
 अतिरिक्त महाधिवक्ता एम. रवीन्द्रन ने न्यायालय के समक्ष दलील दी कि मद्रास उच्च न्यायालय से अपील याचिका के स्थानांतरण से सम्बन्धित मामला उच्चतम न्यायालय के समक्ष लम्बित है और इस पर फैसला स्थगित कर दिया जाए। इस अपील को स्वीकार करते हुए खण्डपीठ ने अगली सुनवाई की तिथि २९ नवंबर तय कर दी।
 ३० अगस्त को मद्रास न्यायालय ने सम्बन्धित तीनों अपराधियों के मृत्यु दण्ड को आजीवन कारावास में बदलने की अपील को स्वीकार करते हुए मृत्यु दण्ड के क्रियान्वयन पर आठ हफ्तों तक के लिए रोक लगा दी थी और केन्द्र तथा राज्य को नोटिस जारी किये थे। अगस्त में राष्ट्रपति द्वारा रहम की अपील नामंजूर किये जाने के बाद विल्लौर करागार अधिकारियों द्वारा अपराधियों के मृत्यु दण्ड पर अमल के लिए ०९ सितंबर की तिथि तय की थी। इसी के बाद तीनों अपराधियों द्वारा मृत्युदण्ड की सजा को आजीवन कारावास में बदलने की अपील दाखिल की गई थी।

 कर्नाटक के पूर्व मुख्यमंत्री बी.एस. येड्डियुरप्पा की जमानत की अर्जी पर आज दोपहर कर्नाटक उच्च न्यायालय में सुनवाई होगी। जमानत की यह अर्जी निचली अदालत के उस फैसले के खिलाफ है, जिसके अंतर्गत भूमि अधिसूचना के मामले में उनकी जमानत की अर्जी रद्द कर दी गई थी। येड्डियुरप्पा १५ अक्तूबर से न्यायिक हिरासत में है। भूमि अधिसूचना के एक अन्य मामले में येड्डियुरप्पा की अग्रिम जमानत याचिका पर उच्च न्यायालय ने अगले महीने तक सुनवाई स्थगित कर दी थी।
 भूमि अधिसूचना के मामले में कथित अनियमितताओं के लिए येड्डियुरप्पा उनके पुत्रों, दामाद तथा अन्य लोगों के खिलाफ पांच शिकायतें दर्ज की गई थीं। लोकायुक्त ने दो मामलों में जमानत की अर्जी नामंजूर कर दी थी। हमारे बंगलूरू संवाददाता ने बताया है कि बाकी के तीन मामलों में समन जारी किए जाने की संभावना को देखते हुए येड्डियुरप्पा ने उच्च न्यायालय से अग्रिम जमानत देने का आग्रह किया है।

 सरकार द्वारा गठित एक समिति ने झारखंड के नक्सल प्रभावित सारंडा इलाके में ५६ आदिवासी गांव तक पंहुच बनाने के लिए कई उपाय किए जाने की सिफारिश की है। ग्रामीण विकास मंत्री जयराम रमेश ने इस जिले में मंत्रालय के कार्यक्रमों की प्रगति का जायजा लेने के लिए समिति का गठन किया था। इस समिति में ग्रामीण विकास मंत्रालय, विश्वबैंक और झारखंड सरकार के नौ सदस्यों हैं। समिति ने ३६ हजार पांच सौ की आबादी वाले सात हजार आदिवासी घरों तक पहुंच बनाने के लिए कुछ लघु और मध्यम अवधि की योजनाओं का सुझाव दिया है। लघु अवधि की योजनाएं छह महीने में और मध्यम अवधि की योजनाएं दो साल में पूरी की जाएंगी।
 ग्रामीण विकास मंत्रालय सारंडा वन क्षेत्र में सारंडा कार्य योजना को लागू करना चाहता है। यह क्षेत्र पिछले कई वर्षों से नक्सलवाद से प्रभावित है।
 रिपोर्ट के अनुसार इस इलाके में देश का २५ प्रतिशत लोह अयस्क का भंडार है। राज्य में १२ से ज्यादा खनन कंपनियां ५० खानों में खनन कार्य कर रही है। केंद्र सरकार की सारंडा कार्य योजना का इन वन क्षेत्रों में विभिन्न महत्त्वकांक्षंी कार्यक्रम लागू करने का प्रस्ताव है। इस योजना में वन क्षेत्रों में रह रहे सभी परिवारों को सौर लाल्टेन, साइकिल, रेडियो और संगीत यंत्र वितरित किया जाना शामिल है।

 मणिपुर में सार्वजनिक निर्माण मंत्री के. रंजीत सिंह को कल रात पुलिस ने कांगपोकपी से सुरक्षित छुड़ा लिया है। सदर हिल्स डिस्ट्रिक डिमांड कमेटी की महिला कार्यकर्ताओं ने कल उन्हें और उनके दल को उस जगह लगभग पांच घंटे तक बंदी बना रखा था। श्री सिंह नवनिर्मित सेनापति मीनी-सेक्रेटेरिएट भवन के निरीक्षण के बाद इम्फाल वापस आ रहे थे।
 इस घटना के मद्देनजर मणिपुर पुलिस कमांडो के ३५ दलों ने इम्फाल वेस्ट के वरिष्ठ पुलिस अधीक्षक के नेतृत्व में घटना स्थल पर पहुंच कर स्थिति पर काबू पा लिया। सार्वजनिक निर्माण मंत्री को सुरक्षित निकालते समय महिला कार्यकर्ताओं को तितर-बितर करने के लिए पुलिस को गैस के गोले भी छोड़ने पड़े। हमारे संवाददाता ने खबर दी है कि आंदोलनकारियों ने पुलिस दल पर पथराव भी किया। घटना के दौरान श्री सिंह के बुलेट प्रूफ वाहन पर एक गोली भी लगी।

 भारतीय रिजर्व बैंक ने ऋण दरों के समस्त पहलुओं पर विचार-विमर्श के लिए कार्यसमिति गठित करने का निर्णय लिया है। यह समिति ऋण दरों की व्यवस्था सम्बन्धी सिद्धांतों के बारे में सिफारिश करेगी। समिति द्वारा पुराने और नये ऋणधारकों के लिए अलग-अलग दरों के निर्धारण का सुझाव भी दे सकती है। हमारे संवाददाता के साथ बातचीत में बैंक के प्रवक्ता ने कहा कि बैंक ग्राहक सेवाओं को बेहतर बनाने के उद्देश्य से यह कदम उठाया जा रहा है। भारतीय रिजर्व बैंक ने बैंकों द्वारा फ्लोटिंग ऋण दर की अवधि के दौरान दरों में संशोधन कर ऋणधारकों के ऋण दरों में बार-बार बढ़ोतरी किये जाने पर भी चिंता व्यक्त की है। भारतीय रिजर्व बैंक के गवर्नर डी. सुब्बाराव ने वर्ष २०११-१२  के लिए दूसरी तिमाही वित्तीय नीति समीक्षा में स्पष्ट कर दिया है कि विनियमन माहौल में ऋण दरों के निर्धारण में पारदर्शिता का बहुत बड़ा महत्व है।

 गुजरात में कल रात एक सड़क दुर्घटना में १९ लोग मारे गए और २१ अन्य घायल हुए हैं। मरने वालों में ११ महिलाएं और छः बच्चे शामिल हैं। हमारे संवाददाता के अनुसार दुर्घटना गोधरा के वेगनपुर गांव के पास एक टै्रक्टर ट्रॉली के एक ट्रक से टकरा जाने से हुई।

यह दुर्घटना पंचवाल जिले के गोधरा के निकट वेगनपुर गांव के पास घटी। पंचवाल जिले के सजूरा गांव के लोग गुजराती नव वर्ष के मौके पर दाकौर के रणखो रैजी मंदिर में दर्शन करके देर रात ट्रेक्टर ट्रॉली में वापस अपने गांव लौट रहे थे तभी यह हादसा हुआ। पुलिस के अनुसार देर रात सामने से रौंग साइड में आ रहे ट्रक की टक्कर से यह दुर्घटना हुई। मरने वालों में ११ महिलाएं और छह बच्चे शामिल हैं जबकि घायलों को इलाज के लिए वडोदरा हॉस्पीटल में दाखिल करवाया गया है। योगेश पंडया, आकाशवाणी समाचार, अहमदाबाद

 तमिलनाडु के मदुरई में तिरूमंगलम के पास भारतीय जनता पार्टी  के वरिष्ठ नेता लालकृष्ण आडवाणी की यात्रा के लिए निर्धारित मार्ग में आज एक पाइप-बम मिला। पुलिस सूत्रों ने बताया कि पांच फुट लंबा यह पाइप-बम आलमपत्ती में एक पुल के नीचे रखा हुआ था। पुलिस ने इस सिलसिले में नेहरू नामक एक व्यक्ति को हिरासत में लिया है और उससे पूछताछ की जा रही है। श्री आडवाणी को जैड-प्लस श्रेणी की सुरक्षा प्राप्त है। श्री आडवाणी  तिरूमंगलम होते हुए श्रीविलीपुथुर जा रहे थे, वहां उनका एक जनसभा को सम्बोधित करने का कार्यक्रम है।

 हिन्दी के वरिष्ठ साहित्यकार और ज्ञानपीठ पुरस्कार से सम्मानित श्रीलाल  शुक्ल का आज लखनऊ में निधन हो गया। ८६ वर्षीय श्री शुक्ल कुछ दिनों से एक निजी अस्पताल में भर्ती थे। राज्यपाल बी.एल जोशी ने हाल ही में उन्हें वर्ष २०१० का ज्ञानपीठ पुरस्कार अस्पताल में जाकर दिया था। श्री शुक्ल का अंतिम संस्कार आज दोपहर बाद लखनऊ में किया जा जाएगा। एक रिपोर्ट-
  
२५ से अधिक पुस्तकों के लेखक श्रीलाल शुक्ल का जन्म ३१ दिसंबर १९२५ को लखनऊ के पास अतरौली में हुआ था। यों तो श्रीलालजी ने प्रशासनिक सेवा में रहते हुए भी मकान, सूनी घाटी का सूरज, पहला पड़ाव और विश्रामपुर का संत जैसे उपन्यासों की रचना की। लेकिन रागदरबारी उपन्यास एक तरह से उनकी पहचान ही बन गया है। वर्षों पहले लिखे गए इस उपन्यास में आज भी एक ताजगी है। इसमें आजाद भारत की बदलती तस्वीर है। इसका अनुवाद अंग्रेजी सहित १५ भारतीय भाषाओं में हुआ। श्रीलालजी ने परसाई और शरद जोशी के साथ हिंदी व्यंग्य को एक नई दिशा दी। शरद जोशी सम्मान, मैथिली शरण गुप्त सम्मान, लोहिया सम्मान, व्यास सम्मान सहित श्रीलाल जी को २००८ में भारत सरकार ने पद्मभूषण से सम्मानित किया था। हाल ही में, उत्तर प्रदेश के उपराज्यपाल बी एल जोशी ने अस्पताल जाकर उन्हें ज्ञानपीठ पुरस्कार से सम्मानित किया था। इस अवसर पर आकाशवाणी से बातचीत में उन्होंने कहा था-

 उत्तरप्रदेश सरकार ने कहा है कि महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार कार्यक्रम-मनरेगा को लागू करने के मामले में भ्रष्ट अधिकारियों के खिलाफ सख्त कार्रवाई की गई है। आज लखनऊ में संवाददाताओं से बातचीत में राज्य के कैबिनेट सचिव शशांक शेखर ने कहा है कि मनरेगा योजना के क्रियान्वयन मामले में आरोपित तीन सौ से अधिक भ्रष्ट अधिकारियों और कर्मचारियों को निलंबित किया गया है। उन्नचास मामलों में कार्रवाई की गई है और कार्रवाई रिपोर्ट केन्द्र को सौंप दी गई है। उन्होंने बताया कि ७१ के खिलाफ एफ.आई.आर. दर्ज कराई गई है और अपराधियों से करीब ५४ लाख रुपये बरामद किये गए हैं तथा एक अरब ३१ करोड़ रुपये वसूल करने के लिए कार्रवाई की गई है।

 ट्यूनीशिया में उदारवादी इस्लामी पार्टी अन्नहदा, सरकार बनाने के प्रमुख दावेदार के रूप में उभरी है। नेशनल एसेंबली की २१७ सीटों में से इस पार्टी ने ९० सीटें जीती हैं। ३० सीटें जीतकर कांग्रेस फार द रिपब्लिक पार्टी - सीपीआर दूसरे नंबर पर आई है, जबकि वामपंथी एट्टाकाटोल को २१ सीटें मिली है। १९ सीटें जीतने वाली पापुलर पैटिशंस पार्टी ने वित्तीय अनियमितताओं के आरोप में छह सीटों के परिणाम रद्द किये जाने के चुनाव आयोग के फैसले के विरोध में नेशनल असेंबली से अपने छह सदस्यों को वापस बुलाने की घोषणा की है। अन्नहदा द्वारा सीपीआर और एट्टाकाटोल के साथ मिलकर गठबंधन सरकार बनाने की संभावना है।

 असम का विश्व प्रसिद्ध काजीरंगा अभयारण्य आज सुबह पर्यटकों के लिए फिर खोल दिया गया है। यह उद्यान अगले साल मार्च तक पर्यटकों के लिए खुला रहेगा। राज्य के वन मंत्री रकीबुल हुसैन ने राष्ट्रीय उद्यान में मिहीमुख में आयोजित एक समारोह में देश-विदेश से आए पर्यटकों की उपस्थिति में हाथी और जीप सफारी की शुरूआत की। आकाशवाणी संवाददाता ने बताया कि राज्य में कानून व्यवस्था की स्थिति में सुधार को देखते हुए इस साल बड़ी संख्या में पर्यटकों और शोधकर्ताओं के आने की उम्मीद है।
पिछले साल इस उद्यान में देश-विदेश के करीब एक लाख १२ हजार पर्यटक आए थे। विश्व विरासत स्थल के रूप में प्रसिद्ध काजीरंगा ने राष्ट्रीय उद्यान में दुनिया में भारतीय गेंडों की संख्या के ७० प्रतिशत से अधिक गेंडे मौजूद हैं। ताजा गणना के अनुसार मध्य असम में स्थित  आठ सौ पचास वर्ग किलोमीटर में फैले इस राष्ट्रीय उद्यान में एक सींग वाले दो हजार दो सौ से अधिक गेंडे मौजूद है।
काजीरंगा में बाघों की भी एक बड़ी संख्या मौजूद है और २००६ में इसे आरक्षित बाघ क्षेत्र घोषित किया गया था। इस उद्यान को भारतीय वन्य जीवन संरक्षण कानून के अंतर्गत अधिकतम सुरक्षा प्राप्त है। गुवाहाटी से रमणीकांत की रिपोर्ट के साथ मैं श्वेता, आकाशवाणी समाचार कक्ष दिल्ली से।

 देशभर में भैया दूज का त्यौहार पारंपरिक हर्षोल्लास के साथ मनाया जा रहा है। राजधानी दिल्ली में दिल्ली परिवहन निगम ने आज महिलाओं के लिए बसों में मुफ्‌त यात्रा सुविधा दी है। महिलाएं डी टी सी की बसों में शाम पांच बजे मुफ्त यात्रा कर सकेंगी। हालांकि यह व्यवस्था सिर्फ नान ए सी बसों में ही उपलब्ध रहेगी । दिल्ली मेट्रों ने यात्रियों की भीड़ को देखते हुए मेट्रो रेल के दो सौ अतिरिक्त फेरे लगाने की व्यवस्था की है। यात्रियों की सुविधा के लिए मेट्रो स्टेशनों पर अतिरिक्त टिकट काउंटर लगाये गए हैं।   इस पर्व को देखते हुए दिल्ली पुलिस ने राजधानी के सभी भीड़ भाड वाली जगहों, बस टर्मिनलों, मैट्रों स्टेशनों पर सुरक्षा बढा दी है।

 पहली नवंबर को छठ पूजा के अवसर पर यात्रियों की भीड़भाड़  से निपटने के लिए रेलवे विभाग ने दिल्ली से पटना के लिए विशेष गाड़ी चलाने की व्यवस्था की है। उत्तरी रेलवे के प्रवक्ता के अनुसार अगले महीने की १४ तारीख तक इस तरह की नौ रेलगाड़ियां ७४ फेरियां लगाएंगी। पटना को जाने वाली विशेष रेलगाड़ी नई दिल्ली, पुरानी दिल्ली और सराय रोहिल्ला रेलवे स्टेशनों से रवाना की जाएंगी। रेलवे ने इस दौरान लुधियाना-सहरसा-अम्बाला के बीच अनारक्षित एक्सप्रेस, नई दिल्ली-लखनऊ-नई दिल्ली शताब्दी विशेष और लखनऊ-दिल्ली-लखनऊ एक्सप्रेस विशेष रेलगाड़ी भी चलाने का फैसला किया है। वापसी में पटना-नई दिल्ली अनारक्षित विशेष रेलगाड़ी पांच फेरी लगाएगी। इन रेलगाड़ियों में १६ सामान्य सैकेंण्ड क्लास और सिलिपर क्लास तथा मालवाहन के दो कोच भी होंगे। ये गाड़ियां गाजियाबाद, कानपुर, इलाहाबाद, मुगलसराय, बक्सर, आरा और दानापुर स्टेशनों पर रूकेंगी।

 सिक्किम सरकार ने केन्द्र और भूकंप विज्ञान के क्षेत्र में कार्यरत सभी संस्थाओं से पुनर्निर्माण में सहायता उपलब्ध कराने की अपील की है। हमारे संवाददाता के अनुसार राज्य सरकार ने हिमालया और पूर्वोत्तर क्षेत्र में भूकंप स्थिति के अध्ययन के लिए भूकंपीय अध्ययन केन्द्र स्थापित करने का भी सुझाव दिया है।

राज्य सरकार ने राज्य के लिए एक स्थायी आपदा राहत कार्य योजना का प्रस्ताव किया है जिसमें प्रयाप्त संख्या में सेना, सीमा सड़क संगठन, एनडीआरएफ, इंटेक और अन्य केन्द्रीय तकनीकी एजेंसियों के वरिष्ठ अधिकारी शामिल हों और जिसकी अध्यक्षता राज्य सरकार का ही कोई वरिष्ठ अधिकारी करे। राष्ट्रीय आपदा प्रबंधन प्राधिकरण के टोही दल ने ऐसे अनेक उपायों का पता लगाया है जिनसे भविष्य में किस तरह की आपदाओं से कारगर तरीके से निपटने में सिक्किम को काफी मदद मिलेगी। राज्य सरकार ने प्राधिकरण से सिक्किम में राज्य आपदा प्रबंधन संस्थान खोलने का आग्रह किया है। विनयराज तिवारी, आकाशवाणी समाचार, गंगटोक

 असम में खसरे के उन्मूलन के लिए सात जिलों में आज विशेष टीकाकरण अभियान शुरू हुआ। राज्य के राष्ट्रीय ग्रामीण स्वास्थ्य मिशन, विश्व स्वास्थ्य संगठन और युनिसेफ के साथ मिलकर यह अभियान चलाया जा रहा है।  इस कार्यक्रम का उद्देश्य नौ महीने से दस वर्ष तक की उम्र के बच्चों को टीका लगाना है। इस चरण में सात जिलों के १२ लाख से अधिक बच्चों को टीके लगाए जायेंगे। दूसरा टीकाकरण अभियान छह जिलों में ११ नवम्बर से शुरू होगा।

The Commonwealth Heads of Governments meeting (CHOGM) is on in the Australian city of Perth. Queen Elizabeth opened the summit at the Perth Convention centre on the banks of River Swan. Later, leaders from 54 countries discussed issues centering around the theme of the summit 'Building National Resilience, Building Global Resilience' focussing on strengthening the Commonwealth, to enable it to more effectively assist member nations in dealing with challenges as - individual states, members of the Commonwealth, and part of the global community. Economic and social development, food and energy security, and the adverse effects of climate change are likely to dominate the discussions. The Re-election of Commonwealth Secretary General Kamlesh Sharma whose tenure ends next year will also be deliberated upon by the leaders. The Madras High Court today adjourned to the 29th of next month, the hearing on the petitions of death row convicts in the Rajiv Gandhi assassination case seeking commutation of capital punishment. On August 30, the court had stayed for eight weeks the execution of Murugan, Santhan and Perarivalan admitting their pleas for commuting their death sentence to life term. The stay came as a major relief for the three convicts as their execution was then fixed for September 9 after President Pratibha Patil turned down their mercy pleas. The Supreme Court had on September 15 issued notices to the Centre, the Tamil Nadu government and the three convicts on a plea for transferring the case out of Madras High Court. The three, lodged in Vellore jail, were convicted and sentenced to death in the case relating to the assassination of Rajiv Gandhi during an election rally at Sriperumpudur on May 21, 1991 by an LTTE suicide bomber.

Former Karnataka Chief Minister B S Yeddyurappa’s bail plea in two cases will come up in the Karnataka High Court this afternoon. The bail plea is against the Lower court order which had rejected his bail in a land denotification case. Yeddyurappa is under Judicial Custody since fifteenth of this month. In another case of land denotification, the anticipatory bail sought by Yeddyurappa was adjourned by the High court to third of next month. The court asked the counsel for the complainant to file their objections on that day. Five complaints were filed against Yeddyurappa, his sons, son-in-law and others for alleged irregularities in land denotification. The Lokayuktha Court, adjudicating the case had rejected bail in two cases. Our correspondent reports that, since there is a likelihood of summons being issued in the remaining three cases, Yeddyurappa has sought anticipatory bail from the High Court.

The Reserve Bank of India, has decided to set up a Working Group to look into the whole gamut of pricing of loans. The working group will make its recommendations on the principles governing proper, transparent and non-discriminationary pricing of credit. The panel is also expected to look into different rates for old and new loan customers. Speaking to our correspondent, the Apex bank's spokesperson said these measure are being taken to further improve customer services. The apex bank has expressed its concern over the instances where the spread charged to a customer has been revised upward frequently during the tenure of floating rate loans. RBI Governor D Subbarao, in his Second Quarter Review of Monetary Policy 2011-12, had clearly stated that in a deregulated environment, transparency in pricing assumes greater significance.

Over 17 crore farmers have been covered under the National Agriculture Insurance Scheme (NAIS) in the last ten years. Official sources said that claims worth 21,459 crore rupees have been settled under the scheme benefiting about five crore farmers. Sources said the scheme at present is being implemented in 25 States and two Union Territories. The highest number of about 2 crore 80 lakh farmers have been covered under the NAIS in Maharashtra. A New scheme on an experimental basis has been started on pilot basis in 30 districts. The New Scheme is known as Modified National Agriculture Insurance Scheme, MNAIS. One of the major improvements in the MNAIS is actuarial premium besides coverage of prevented sowing or planting risk and coverage of post harvest losses due to cyclone in the coastal areas. The main objective of the crop insurance scheme is to protect farmers against crop losses suffered on account of natural calamities, such as drought, flood, hailstorm, cyclone pests and diseases.

In Kerala, the assembly witnessed uproarious scenes today on the issue of alleged derogatory remarks by Forest Minister K B Ganesh Kumar against opposition leader V S Achuthanandan in a public function. The LDF opposition demanded the resignation of the minister for his remarks against V S Achuthanandan. Describing the remarks as highly unfortunate, Chief Minister Oommen Chandy expressed regret on behalf of the government. However, the agitated opposition continued slogan shouting and almost trooped into the well of the house. Despite pandemonium the speaker rushed through the proceedings and adjourned the house for the day. Later, at a press conference, the minister K B Ganesh Kumar expressed regret for his remarks.

In Tamil Nadu, a crude pipe-bomb was recovered from the outskirts of Madurai city today, the route which was to be taken by BJP leader L K Advani on the second leg of his yatra against corruption. Police sources said the five-foot pipe bomb, connected with wires was recovered under a bridge at Alampatti near Tirumangalam. One person identified as Nehru was detained and was being questioned. Advani, who has the highest "Z-plus" category security, was on his way to Srivilliputhur via Tirumangalam, where he is scheduled to address a public meeting.

The Sikkim Government has sought help for rebuilding efforts from the Centre as well as from all institutions across the country working in the field of seismology. Our correspondent reports that the state Government. suggested the setting up of a Centre for Seismic Studies in the state, to cater to the Himalayan and the North Eastern region.
Coming out of the shock of the 18th September’s devastating earthquake, Sikkim now plans to emerge as a model State in the country in terms of earthquake forecasting, effective disaster management and charting out earthquake resilient development formats. The State government has proposed evolving a permanent Disaster Relief Plan of Action for the State with appropriate senior level representatives of Army, Border Roads Organization, NDRF, INTACH and other Central Technical Agencies under the Chairmanship of a Senior Officer of the State Government. The National Disaster Management Authority’s Post-Earthquake- Reconnaissance Team has identified several initiatives that will help Sikkim effectively manage such disasters in future. In Manipur, Works Minister K Ranjit Singh was rescued by Manipur Police last night from Kangpokpi. He was kept under virtual siege there along with his team yesterday for about five hours by women activists of the Sadar Hills District Demand Committee. Mr. Singh was stopped by the women activists at Kangpokpi on his way back to Imphal after inspection of the newly constructed Senapati Mini-Secretariat building. Altogether 35 teams of Manipur Police Commandos led by the Senior SP of Imphal West rushed to the spot and managed to control the situation. The police team had to fire tear gas shells to disperse the womenfolk and open fire in the air while escorting the Minister out of the place. Famous scholar of Hindi literature Srilal Shukla died in Lucknow today. He was 86. The cremation will take place in Lucknow this evening. Our correspondent reports that born in Lucknow the former administrative officer Srilal Shukla was know for his satire. He was also a recipient of honours including the Padmashri, Sahitya Akedemy and Vyas Samman. He had written several books including Rag Darbari. In his works he highlighted the falling moral values in Indian society in the post independence era. He was jointly honoured with the Jnanpith award along with famous Hindi writer Amarkant for the year 2009.

A Government appointed panel has recommended a number of measures to reach out to 56 tribal villages in the Naxal-hit Saranda forest area in Jharkhand. The team appointed by Rural Development Minister Jairam Ramesh to study the implementation of various ministry programmes in the district suggested short term and medium term interventions to reach out to the 7000 tribal households with population of 36,500. Short term interventions should be completed before six months while the medium term ones are to be completed before two years. The report prepared by the nine-member team comprising officials from the Rural Development Ministry, the World Bank and the Jharkhand Government said ministry is keen on implementing a focussed development plan called Saranda Action Plan in Saranda forest through the Jharkhand Government as the tribal inhabitants have been victims of long years of official apathy and isolation from the development process due to the presence of Maoists. According to the report, the area has 25 per cent of the known iron ore deposits in the country and the reserves are exploited by more than 12 mining companies with 50 mines. The Union Government's Saranda Action Plan proposes to implement various ambitious programmes including distribution of solar lamps, bicycles, transistors and musical instruments to all the families living in the forests.

In Gujarat, at least 19 people were killed and 21 others injured in a road accident late last night. The accident occurred near Veganpur village of Godhara, when a tractor trolley carrying passengers collided with a truck coming from the wrong side. Quoting State Police Control, our Correspondent reports that 16 people were killed on the spot while 3 later succumbed to their injuries.
The deceased were returning back after completing darshan of Ranchhodrayjee temple at Dakor on the occasion of Gujarati new year day. The Met Department has predicted isolated heavy rain in Tamil Nadu and Puducherry during the next 48 hours. Widespread rains throughout the coastal districts of Tamil Nadu have brought enough inflow to the reservoirs in the State. Ramanathapuram recorded the highest amount of 16 cms rainfall yesterday followed by Cuddalore and Tuticorin with 9 cm each. The popular Kutralam water falls in Tirunelveli district was closed due to heavy rains in the western ghat region. Forecast say that a low pressure area off the west coast over the south east coast off Arabian sea may also intensify bringing more rainfall.

The Uttar Pradesh government today said that it has taken stringent actions against officials found indulging in corrupt practices in the implementation of the Mahatma Gandhi National Rural Employment program. Talking to media persons at Lucknow the State Cabinet Secretary Shashank Shekhar Singh said that more than 300 officers and employees have been suspended for their alleged involvement in the corrupt practices in the implementation of MNREGA scheme. He said action have been taken on 49 matters and action taken reports have already been submitted to the centre. He said that 71 FIRs have been lodged and about 54 lakhs rupees recovered from culprits and actions have been taken for recovery of 131 crore rupees. Union Rural Development Minister Jairam Ramesh had earlier written a letter to the UP Chief Minister Mayawati indicating embezzlement of funds meant for the Mahatma Gandhi National Rural Employment Scheme in the state.

Lifting by rising global markets, the Sensex at the Bombay Stock Exchange zoomed 619 points, or 3.6 per cent, to 17,908 within the first five minutes of trade, this morning, on heavy buying by foreign funds, as the euro-zone debt crisis eased. Later, after paring some of its initial gains, the Sensex still stood a hefty 457 points, or 2.7 percent in positive territory, at 17,746, in afternoon trade, a short while ago. The 30-share Sensex has already rallied more than 500 points in the last three trading sessions. Stocks rallied across the globe, with the markets in Japan, China, Hong Kong, Indonesia, Singapore, South Korea and Taiwan adding between 0.5 percent and 1.9 percent, today, as an agreement by European leaders to help contain the euro zone's debt crisis improved sentiment. Over on Wall Street, the Dow Jones Industrial Average had surged 3 percent, overnight, on encouraging euro zone news, and on news that the US economy grew at 2.5 percent in the July to September quarter.

Tunisia, moderate Islamic party Ennahda has emerged as the front runner to form a new Government. Ennahda has bagged 90 out of 217 seats for the National Assembly. The Congress for the Republic party came second with 30 seats while left wing Ettakatol got 21 seats. Popular Petitions Party which bagged 19 seats has announced it will withdraw its members from the National Assembly in protest against Election Commission’s decision to cancel the results of six seats on charges of financial impropriety. Ennahda is likely to form a coalition Government with secularist groups, the Congress for the Republic and Ettakatol. Tunisia’s tryst with democracy began when a small town fruit seller Mohamed Bouazizi set himself on fire in protest against poverty and police repression. It led to massive public uprising and ouster of 23 year old reign of President Ben Ali. The revolution in the former French colony then inspired people’s movement in the region which led to the exit of long standing rulers in Egypt and Libya. The transition to democracy in Tunisia, a former French colony, has been much more peaceful . Reforms are underway in other countries of the region. The United States military has begun flying pilotless drones from a base in Ethiopia as it steps up the fight against Islamist militants in neighbouring Somalia. The BBC reports, the drones which can carry missiles and satellite-guided bombs are being launched from a base in the southern Ethiopian city of Arba Minch. Officials however said, the drones are flying unarmed because their use is considered sensitive by the Ethiopian government and their role is surveillance of the militant group, Al-Shabab, based in neighbouring Somalia.

In Philippines, at least 27 Islamic militants have been killed and more than 60 others wounded as they engaged in days of gun battle against government security forces in the southern province of Zamboanga Sibugay. Soldiers have resumed the operation against renegade leader Waning Abdulsalam of the Moro Islamic Liberation Front (MILF) along with his 100 armed followers, who was wanted for a series of kidnapping and extortion. Media reports said, President Benigno Aquino III refused to heed the calls to declare an all-out war against the MILF as he maintained to continue with the peace process with the Muslim rebels. But he vowed all-out justice for the slain soldiers and policemen by conducting selective offensive operations against those who allegedly perpetrated the attacks.

The United States held a meeting with a Haqqani network representative at the instance of the Inter-Services Intelligence (ISI) of Pakistan. The US Secretary of State Hillary Clinton told lawmakers at a Congressional hearing that that it was not a negotiation. Ms. Clinton told a hearing on Afghanistan and Pakistan convened by the House Committee on Foreign Affairs yesterday that, the ISI had asked the US to meet with a representative of the Haqqani Network. She said the meeting was done in part, because she thinks the Pakistanis hope to be able to move the Haqqani Network towards some kind of peace negotiation. Ms. Clinton also said in response to a question from Congressman Steve Chabot that the answer was an attack on the US embassy. She emphasised that the negotiations that would be part of any Afghan-led peace process would have to include the Quetta Shura and would have to include some recognition by the Quetta Shura which is still led by Mullah Omar.

In Afghanistan, the police have cleared the building of insurgents and IEDs from where they attacked a U.S.-run civilian-cum-military base with rocket propelled grenades and guns in Kandhar yesterday. One Afghan interpreter was killed and five NATO service members were wounded in the attack. An American civilian contractor and two Afghan security guards also suffered injuries. The Southern Command of the International Security Assistance Force said, the Afghan Police with the help of the ISAF Soldiers, repelled a coordinated Taliban attack on the US Camp. The insurgents fired multiple rocket propelled grenades and small arms fire from a building near the camp at about 2:30 p.m.

Mclaren Mercedes driver Lewis Hamilton was the fastest in the opening practice session of the inaugural Formula One Indian Grand Prix in Greater Noida today. The 2008 world champion clocked 1 min 26.836 sec with his final run as he went past Red Bull's newly re-crowned world champion Sebastian Vettel and his teammate Mark Webber of Australia. Another McLaren driver Jenson Button finished fourth followed by the seven-time title winner Michael Schumacher in his Mercedes. However, Ferrari's Fernando Alonso became the major casualty in the opening session after he suffered a power-drive failure on the dusty track of the Buddh International Circuit and had to stop his car on a service road. In Assam, the world-famous Kaziranga National Park has been opened for the tourists this morning. The Park will remain open for tourists till March next year. The Forest Minister Rockybul Hussain formally launched the elephant and jeep safaris in the presence of tourists coming from home and abroad at a function at Mihimukh in the National Park. Our Correspondent reports that this year a sizeable number of tourists and researchers are likely to visit the famous park following improvement of the law and order situation in the State.

राष्ट्रमंडल ने आज कई नियमों को मंजूरी दी, जिनके तहत ५४ देशों का यह संगठन लोकतांत्रिक मूल्यों और कानून के शासन के उल्लंघन करने वाली सरकारों के खिलाफ हस्तक्षेप कर सकता है। पर्थ में राष्ट्रमंडल देशों के शासनाध्यक्षों की बैठक के पहले सत्र में आस्ट्रेलिया के विदेश मंत्री केविन रड ने फिजी की तरह लोकतांत्रिक मूल्यों के उल्लंघन करने वाले देशों के खिलाफ जरूरी उपायों पर रिपोर्ट पेश की।
आस्ट्रेलिया की प्रधानमंत्री जूलिया गिलार्ड ने बताया कि राष्ट्रमंडल मंत्रिस्तरीय कार्रवाई गु्रप के सभी प्रस्ताव स्वीकार कर लिये गये हैं। नये नियम मंजूर किए जाने के तुरन्त बाद उन्होंने कहा कि इन सुधार प्रस्तावों का उद्देश्य यह है कि जब कोई देश अपने रास्ते से भटक रहा हो तो राष्ट्रमंडल, उसी समय तुरन्त कार्रवाई करे और स्थिति बेहद खराब होने का इंतजार न करें। उन्होंने कहा कि ऐसे हालात नहीं बनने देने चाहिएं कि राष्ट्रमंडल नेताओं के पास उस देश को निलंबित या निष्कासित करने के अलावा कोई विकल्प ही न बचे।
इससे पहले महारानी ऐल्जिाबेथ ने एक भव्य समारोह में चोगम बैठक का शुभारंभ किया। उन्होंने अपने भाषण में नेताओं से और सुधार करने को कहा जो आज की आकांक्षाओं को पूरा करे, राष्ट्रमंडल की जरूरतों के अनुरूप हो तथा भविष्य की परिस्थितियों का भी सही ढंग से सामना करे। सैनिक विद्रोह के बाद राष्ट्रमंडल से निलम्बित फिजी के भविष्य पर चर्चा नेताओं की पर्यटन स्थल पर होन वाली बैठक में होगी। राष्ट्रमंडल के महासचिव कमलेश शर्मा ने संवाददाताओं को बताया कि चोगम की अगली बैठक कोलम्बो में ही होगी।
इस बीच, युद्ध और बड़ी कंपनियों के विरोध में सम्मेलन स्थल के पास सैकड़ों प्रदर्शनकारी धरना दे रहे हैं। सम्मेलन में भारत का प्रतिनिधित्व कर रहे उप राष्ट्रपति मोहम्मद हामिद अंसारी ने बाद में सेशिल्ज के राष्ट्रपति जेम्स माइकल के साथ आपसी हित के मुद्दों पर बातचीत की। विदेश सचिव रंजन मथाई ने बताया कि दोनों नेताओं की बैठक में समुद्री डकैती, आतंकवाद और समुद्री क्षेत्र में सहयोग जैसे विषयों पर विशेष रूप से चर्चा हुई। श्री माइकल ने उच्च टेक्नॉलोजी सहित विभिन्न क्षेत्रों में भारत के सहयोग की सराहना की।

सरकार, भारतीय रिजर्ब बैंक की राय मिलने के बाद ही एयर इंडिया के वित्तीय पुनर्गठन के बारे में अंतिम फैसला करेगी। आज नई दिल्ली में मंत्री दल की बैठक के बाद नागरिक उड्डयन मंत्री वायलार रवि ने बताया कि सरकार द्वारा बनाई गई अधिकारियों की समिति की सिफारिशों पर विचार-विमर्श किया गया और बातचीत जारी रहेगी।
अधिकारियों की समिति ने एयर इंडिया को लाभ कमाने वाली कम्पनी बनाने के लिए कई उपायों की सिफारिश की है। इनमें ७० अरब रुपये के बेल आउट पैकेज और ४४ हजार करोड़ रुपये के ऋण का कुछ हिस्सा माफ करना शामिल है। हमारे संवाददाता ने बताया है कि नागरिक उड्डयन मंत्रालय एयर इंडिया को अगले दस साल में पूरी तरह से सक्षम बनाने के लिए २८ हजार करोड़ रूपये के पैकेज मांग की मांग कर रहा है। सरकार पहले ही दो किस्तों में दो हजार करोड़ रूपये दे चुकी है।

दुनियाभर में आर्थिक अनिश्चितता के बावजूद देश में विदेशी प्रत्यक्ष निवेश में ५० प्रतिशत तक की वृद्धि हुई है। यह इस वर्ष जनवरी से अगस्त के बीच २० अरब ७६ करोड़ डॉलर हो गया। पिछले वर्ष इसी अवधि में प्रत्यक्ष विदेशी निवेश १३ अरब ८५ करोड़ डॉलर था। उद्योग मंत्रालय के ताजा आंकड़ों के अनुसार दूरसंचार, आवास और रियल एस्टेट, निर्माण तथा बिजली क्षेत्र में इस वर्ष के पहले आठ महीनों में अधिकतम प्रत्यक्ष विदेशी निवेश हुआ है।

भारतीय रिजर्व बैंक ने ऋण दरों के बारे में सभी पहलुओं पर विचार के लिए कार्य दल बनाने का निर्णय किया है। यह दल ऋण दरों को व्यवस्थित करने के बारे में सुझाव देगा। यह दल पुराने और नये ऋणधारकों के लिए अलग-अलग दरें रखने का सुझाव भी दे सकता है। रिजर्व बैंक ने बैंकों द्वारा लोटिंग ऋण की अवधि के दौरान ब्याज दरों में बार-बार बढ़ोतरी किये जाने पर भी चिंता व्यक्त की है।

यूरोपीय ऋण संकट में थोड़ी नर्मी आने का असर आज बॉम्बे स्टॉक एक्सचेज पर पड़ा और सेंसेक्स ५१६ अंक की बढत के साथ तीन महीने के अधिकतम स्तर १७ हजार ८०५ पर बंद हुआ। पिछले दो महीने में एक दिन में आई सेंसेक्स में यह सबसे बड़ी तेजी है। नेशनल स्टॉक एक्सचेंज का निटी भी १५९ अंक की बढत के साथ पांच हजार ३६१ पर बंद हुआ। रूपया आज डॉलर के मुकाबले ७४ पैसे मजबूत हुआ। एक डॉलर की कीमत रही ४८ रूपये ७७ पैसे। सोने की कीमतें आज ११० रूपये की बढ़त के साथ प्रति दस ग्राम २८ हजार रूपये पर पहुंच गयीं। चांदी की कीमतें दो हजार ३०० रूपये की बढ़त के साथ प्रति किलो ५८ हजार तीन सौ रूपये पर पहुंच गयीं।

मद्रास उच्च न्यायालय ने राजीव गांधी हत्या मामले में मृत्यु दण्ड पाने वाले तीनों अपराधियों की याचिकाओं पर सुनवाई अगले महीने की २९ तारीख तक स्थगित कर दी है। इसमें मुरूगन, पेरारीवालन और संथन ने मृत्यु दण्ड को आजीवन कारावास में बदलने की अपील की थी। केन्द्र ने इस अपील के खिलाफ हलफनामे में कहा है कि राष्ट्रपति द्वारा इनकी दया याचिका नामंजूर किये जाने के बाद उच्चतम न्यायालय के फैसले का पालन किया जाना चाहिए और इनकी मौत की सजा पर अमल किया जाना चाहिए।

कर्नाटक उच्च न्यायालय ने पूर्व मुख्यमंत्री बी एस येदियुरप्पा की जमानत याचिका पर सुनवाई सोमवार तक स्थगित कर दी है। निचली अदालत द्वारा भूमि अधिसूचना रद्द करने के दो मामलों में श्री येदियुरप्पा की जमानत खारिज किए जाने के बाद उन्होंने उच्च न्यायालय में याचिका दायर की है। शिकायतकर्ता सिराजीन बाशा ने भूमि की अधिसूचना रद्द करने में अनियमितताओं को लेकर श्री येदियुरप्पा, उनके पुत्रों और दामाद के खिलाफ पांच शिकायतें दायर की हैं।

उच्चतम न्यायालय ने भारत के पूर्व प्रधान न्यायाधीश के० जी० बालाकृष्णन को तमिलनाडु के तत्कालीन मुख्यमंत्री एम. करूणानिधि द्वारा चेन्नई में दो बेनामी भूखण्ड आवंटित किए जाने से सम्बन्धित आरोपों के बारे में राज्य सरकार से जवाब मांगा है।
न्यायालय की पीठ ने केरल सरकार से भी उस याचिका पर जवाब देने को कहा है जिसमें न्यायमूर्ति बालाकृष्णन की कथित अवैध सम्पत्तियों का विवरण मांगा गया है। राज्य सरकार ने इन सम्पत्तियों को जब्त कर लिया है। न्यायालय ने इस बारे में एक वकील की याचिका पर यह निर्देश दिया है।

उत्तर प्रदेश की मुख्यमंत्री मायावती द्वारा लगाये गये आरोपों को खारिज करते हुए, ग्रामीण विकास मंत्री जयराम रमेश ने कहा कि राज्य में महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी योजना-मनरेगा के कोष में हुई अनियमितता के कई मामले हैं। उन्होंने इसकी सीबीआई जांच की मांग की।
श्री रमेश का समर्थन करते हुए कांगे्रस ने मनरेगा के कोष के कथित दुरूपयोग के लिए मायावती के नेतृत्व वाली उत्तरप्रदेश सरकार की कड़ी आलोचना की है। पार्टी प्रवक्ता अभिषेक मनु सिंघवी ने कहा कि आरोपों को साबित करने के लिए लिखित सबूत हैं और उत्तरप्रदेश सरकार इन्हें खारिज नहीं कर सकती। श्री सिंघवी ने यह भी कहा कि उत्तर प्रदेश में सबसे अधिक अपराध होते हैं।
वर्ष २०१० की उपलब्ध रिपोर्ट के अनुसार उत्तर प्रदेश में अपराध दर सर्वाधिक है। देश में दर्ज किए गए सभी अपराधों के ३३ प्रतिशत से भी अधिक अपराध उत्तर प्रदेश में दर्ज होते हैं। इसी रिपोर्ट के प्रकाशित आंकड़ों के अनुसार हिंसात्मक अपराधों के संदर्भ में भी उत्तर प्रदेश सबसे ऊपर है।
इस बीच सुश्री मायावती ने प्रधानमंत्री को पत्र लिखकर कहा है कि मनरेगा के अमल में ग्रामीण विकास मंत्री जयराम रमेश द्वारा बताई गई अनियमितताएं राजनीति से प्रेरित हैं।
उधर, भाजपा प्रवक्ता राजीव प्रताप रूढ़ी ने कहा है कि मनरेगा के कोष के दुरूपयोग के लिए केन्द्र की यूपीए सरकार और उत्तरप्रदेश की बीएसपी सरकार, दोनों समान रूप से जिम्मेदार हैं।

प्रधानमंत्री ने जाने माने हिन्दी साहित्यकार श्रीलाल शुक्ल के निधन पर शोक व्यक्त किया है। अपने संदेश में डाक्टर मनमोहन सिंह ने श्री शुक्ल के परिवार के प्रति संवेदना व्यक्त की है और उनके निधन को साहित्य जगत के लिए बहुत बड़ा नुकसान बताया है।
श्रीलाल शुक्ल का आज सवेरे लंबी बीमारी के बाद लखनऊ में निधन हो गया था। वे ८६ वर्ष के थे। उन्होंने राग दरबारी और कई अन्य पुस्तकें लिखी थीं। श्री शुक्ल को साहित्य का सर्वश्रेष्ठ ज्ञानपीठ पुरस्कार प्रदान किया गया था। उन्हें व्यास सम्मान और पद्मभूषण भी दिया गया था।

The Commonwealth today approved a set of rules under which the grouping of 54 countries may intervene against governments which violate democratic values and the rule of law. Australian Foreign Minister Kevin Rudd presented a report to the first session of the Commonwealth Heads of Government Meeting (CHOGM) in Perth on ways to deal with countries veering toward breaches of democratic values, like in Fiji. Prime Minister Julia Gillard said all 35 reform proposals of the Commonwealth Ministerial Action Group report were adopted. She described it as CHOGM's first concrete action. Earlier, Queen Elizabeth opened the CHOGM at an impressive ceremony at the Perth convention centre. The Queen urged the leaders to bring in further reforms that respond boldly to the aspirations of present times. On the other hand, Perth's hundreds of protesters began a sit-in at the point from where the CHOGM security zone begins. They are protesting against war and corporates. Vice President Mohammad Hamid Ansari who is representing India at the grouping attended all the sessions. Later, he held a bilateral meeting with the President of Seychelles Mr. James Michel. Mr. Michel appreciated India's help in various fields specially high technology. Briefing newsmen, Foreign Secretary Mr. Ranjan Mathai said that the two sides reviewed bilateral cooperation specially in the field of fighting piracy.

Meanwhile the UP Chief Minister Mayawati today wrote a letter to the Prime Minister stating that irregularities cited by Union Minister Jairam Ramesh in implementation of MGNREGA in the state are politically motivated. Mr Ramesh had accused the Mayawati government of continuing inaction in instances of grave irregularities in the implementation of the MGNREGA. The BJP spokesperson Rajiv Pratap Rudy on the other hand said in New Delhi today that the UPA government at the Centre and the BSP government in Uttar Pradesh both are equally responsible for misuse of MGNREGA funds.

The Government will take a final decision on the financial restructuring of Air India only after receiving the opinion from the Reserve Bank of India. The final decision will be taken by the union cabinet later. The Civil Aviation Ministry has moved a proposal for additional equity infusion of 6,600 crore rupees for the ailing carrier to enable the airline clear its massive dues. The Government has already infused equity worth 2,000 crore rupees in the last two years. Talking to reporters in New Delhi after the meeting of the Group of Ministers today, the Civil Aviation Minister Vayalar Ravi said that they discussed the recommendations of the officers' committee set up by the government for the purpose. However, no final decision has yet been taken. Our correspondent quoting official sources reports that the Civil Aviation Ministry is seeking a 28,000 crore rupee package for Air India to put it on sound rails in the next ten years.

The Madras High Court today adjourned the hearing of the writ pleas filed by the three convicts in the Rajiv Gandhi assassination case to the 29th of next month. The writ petition filed by Murugan, Perarivalan and Santhan seeks to commute their death sentences. The Centre in its counter affidavit has said that the decision of the Supreme Court should be upheld following the rejection of their mercy pleas by the President. The Centre submitted that, once the President has rejected the mercy plea, the proper procedure is to proceed with the execution of the death sentences.

The Karnataka High Court today adjourned the bail plea case of former Chief Minister B S Yeddyurappa till Monday. The bail plea has been filed against the Lower court order which had rejected Yeddyurappa's bail in two cases of land de-notification. Since there is a likelihood of summons being issued in the remaining three cases, Yeddyurappa has also sought anticipatory bail from the High Court today. Justice H Billappa of the High Court adjourned the hearing of these cases to November 3rd, giving time to the complainant to file objections.

The Supreme Court has sought the Tamil Nadu Government's response over allegations that the former Chief Justice of India K G Balakrishnan was allotted two prime plots of land in Chennai under a benami transaction by then Chief Minister M Karunanidhi. A bench of the apex court also asked the Kerala Government to file a reply on the application seeking details of various alleged illegal assets of Justice Balakrishnan seized by the State Government.

Despite the uncertain economic environment globally, Foreign Direct Investment, FDI, in the country rose by 50 per cent to 20.76 billion US dollars from January to August this year. FDI was 13.85 billion US dollars during the same period last year. The Chhattisgarh government has decided to procure paddy from the farmers on support prices with effect from the 5th instead of the 15th of next month. This massive exercise will continue till the 15th of February next year. The state government has set a target of procuring about 55 Lakh metric tones of paddy this season. Earlier, the state government had decided to procure paddy from the 15th of next month which had attracted much flak from the main Opposition party Congress. The Congress alleged that the Raman Singh-led BJP government in the state had decided to procure paddy from the farmers from the 15th of November only to benefit the middlemen.

The Prime Minister Dr. Manmohan Singh has condoled the death of noted Hindi Writer Shrilal Shukla. In his condolence message Dr. Manmohan Singh described Shukla's death a great loss to the world of literature. Shrilal Shukla died in Lucknow this morning after prolonged illness. He was 86. Author of Raag Darbari and several other books, Shukla was presented country's highest literary honour the 'Jnanpith Award' on his hospital bed by the Uttar Pradesh Governor B. L. Joshi on the 18th of this month.
