कल लोकसभा में वित्त मंत्री प्रणब मुखर्जी द्वारा प्रस्तुत किए गए केन्द्रीय आम बजट पर मिलीजुली प्रतिक्रिया हुई है। प्रधानमंत्री डॉक्टर मनमोहन सिंह ने कहा है कि बजट प्रस्तावों से अर्थव्यवस्था के तेज और समावेशी विकास का मार्ग प्रशस्त होगा। उन्होंने कहा कि सब्सिडी को सकल घरेलू उत्पाद के दो प्रतिशत तक सीमित करना बहुत महत्वपूर्ण है। सरकार को पेट्रोलियम तथा अन्य संबंधित उत्पादों की कीमतों में तालमेल बैठाना होगा। यह पूछे जाने पर कि क्या सब्सिडी में कटौती को यूपीए के सहयोगी दलों का समर्थन है, डाक्टर सिंह ने कहा कि सरकार स्थायी आर्थिक विकास के मामले में सभी सहयोगी दलों को विश्वास में लेकर चलती हैं।

देश के सामने आर्थिक विकास की गति को तेज करने की चुनौती है इसके साथ ही हमें यह भी देखना है कि कीमतों में बढ़ोतरी की दर को कम करने के प्रति अपने दायित्व में भी हम न चूकें। मुझे विश्वास है कि वित्तमंत्री ने उन दोनों विषयों को बड़े अच्छी तरीके से सुलझाया है।
अनेक केन्द्रीय मंत्रियों ने भी बजट प्रस्ताव की सराहना की है। पूर्व वित्तमंत्री और मौजूदा गृहमंत्री पी चिदम्बरम ने कहा कि श्री प्रणब मुखर्जी ने राजकोष को सुदृढ़ करने, आर्थिक मंदी से उबरने और विकास की बुनियाद रखी है।
रक्षामंत्री ए के एंटनी ने कहा कि रक्षा क्षेत्र के लिए किए गए आवंटन से वे प्रसन्न हैं।
कांग्रेस ने कहा है कि कम अवधि के फसल ऋण पर ब्याज की सब्सिडी जारी रखने के प्रस्ताव से ग्रामीण अर्थव्यवस्था को मजबूती मिलेगी। पार्टी प्रवक्ता मनीष तिवारी ने कहा है कि सरकार ने इन क्षेत्रों पर विशेष बल दिया है जिनसे देश की अर्थव्यवस्था उंची वृद्धि के मार्ग पर बढ़ेगी।

अनुदानों के बारे में फैसला बहुत ही सामयिक है और इससे वित्तीय समावेश की प्रक्रिया को बल मिलेगा। उत्तरी भारत में जो हरित क्रांति की कोशिशें की गईं, धान की पैदावार में ७० लाख टन का इजाफा उसी का नतीजा है।
भारतीय जनता पार्टी के वरिष्ठ नेता और पूर्व वित्त मंत्री यशंवत सिन्हा ने बजट को निराशाजनक बताया है।

सब्सिडीज+ में जो कमी करनी चाहिए थी, स्टेब्लिश एक्सपेंडिचर में जो कमी करनी चाहिए थी वोस्टफुल एक्सपेंडिचर में जो कमी करनी चाहिए थी जो इस बजट से संदेश जाता कि देश के सामने एक संकट है आर्थिक संकट उस संकट का मुकाबला करने के लिए ये-ये कदम उठाने के लिए हम बाध्य हैं उसका कहीं कोई प्रमाण इस बजट में नहीं मिलता है।
मार्क्सवादी कम्युनिस्ट पार्टी के नेता सीताराम येचुरी ने बजट को गरीब विरोधी और अमीरों का हितैषी बताया है।
बहुजन समाज पार्टी नेता विजय बहादुर सिंह ने बजट को शहरी लोगों का हितैषी बताया। उन्होंने कहा कि इससे कीमतों में बढोतरी होगी।
भारतीय वाणिज्य और उद्योग मंडल परिसंघ - फिक्की ने राजकोषीय घाटा पांच दशमलव नौ प्रतिशत से घटाकर पांच दशमलव एक प्रतिशत पर लाने का लक्ष्य निर्धारित करने के लिए वित्तमंत्री की सराहना की है। हालांकि फिक्की के अध्यक्ष आर. वी. कनोरिया ने कहा कि बजट से आर्थिक विकास को बढ़ावा नहीं मिलेगा।

इससे अर्थव्यवस्था के विकास में तेजी नहीं आने वाली है। ऐसा लगता है कि वित्तमंत्री ने कर प्रणाली से हटकर की जाने वाली व्यवस्था के स्थान पर राजस्व बढ़ाकर और करारोपण के जरिए राजकोष में मजबूती लाने की नीति अपनाई है।
भारतीय उद्योग परिसंघ मंडल, वाणिज्य और उद्योग मंडल तथा अन्य औद्योगिक निकायों ने अप्रत्यक्ष करों में लाभ के जरिए उद्योग के लिए कोई प्रमुख प्रोत्साहन न दिये जाने के लिए बजट प्रस्तावों पर निराशा व्यक्त की है।

संसद में पेश वित्तमंत्री प्रणब मुखर्जी के बजट में सरकार पर सब्सिडी का बोझ कम करने और आर्थिक सुधारों की गति तेज करने का प्रस्ताव किया गया है। वर्ष-२०१२-१३ के लिए बजट पेश करते हुए उन्होंने अगले वित्त वर्ष में सब्सिडी का बोझ सकल घरेलू उत्पाद यानी जीडीपी के दो प्रतिशत तक करने का प्रस्ताव किया जो कि अभी ढाई प्रतिशत है।
बुनियादी ढांचा क्षेत्र को भी बजट में प्रमुख स्थान दिया गया है। वित्तमंत्री प्रणब मुखर्जी ने जिन अनेक प्रस्तावों की घोषणा की उनमें वित्तीय संस्थानों को ६० हजार करोड़ रुपये के करमुक्त बॉड जारी करने की अनुमति शामिल है।
काले धन की समस्या से निपटने के लिए भी वित्तमंत्री ने अनेक प्रस्ताव किये हैं। उन्होंने संसद के मौजूदा सत्र में ही काले धन पर श्वेत पत्र जारी करने का प्रस्ताव रखा है। उन्होंने भारत निर्माण, महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी योजना-मनरेगा और राष्ट्रीय ग्रामीण स्वास्थ्य मिशन जैसे सामाजिक क्षेत्र के कार्यक्रमों पर योजना व्यय में १८ प्रतिशत वृद्धि का प्रस्ताव रखा है।
वित्तमंत्री ने कहा कि कृषि प्राथमिकता वाला क्षेत्र रहेगा। उन्होंने कृषि ऋण का लक्ष्य बढ़ाकर पांच लाख ७५ हजार करोड़ रुपये करने की घोषणा की।
श्री मुखर्जी ने व्यक्तिगत करदाताओं के लिए आयकर छूट की सीमा
१ लाख ८० हजार रुपये से बढ़ाकर २ लाख रुपये कर दी है। इससे करदाताओं को २ हजार रुपये तक की राहत मिलेगी। उन्होंने १० लाख रुपये तक की आय को  २० प्रतिशत आय कर के दायरे में रखने का प्रस्ताव रखा है। अभी यह सीमा ८ लाख रुपये है।
परोक्ष करों के मामले में बजट में प्रतिबंधित सूची में शामिल सेवाओं को छोड़कर अन्य सेवाओं पर सेवा कर १० प्रतिशत से बढ़ाकर १२ प्रतिशत करने का प्रस्ताव किया गया है। इस सूची में निजी क्षेत्र से स्पर्धा वाली कुछ विशिष्ट सेवाओं को छोड़कर सरकार और स्थानीय निकायों द्वारा दी जाने वाली सेवाओं की १७ मदें शामिल हैं।
एलसीडी, एलईडी टीवी, मोबाइल फोन के मेमोरी कार्ड, रद्दी कागज पर सीमा शुल्क से पूरी छूट दी गई है।
स्वास्थ्य और पौष्टिक आहार को बढ़ावा देने के लिए बजट में एचआईवी एड्स और गुर्दे के कैंसर जैसी अन्य बीमारियों के इलाज के टीकों और ६ जीवन रक्षक दवाओं पर भी पांच प्रतिशत की रियायती दर से सीमा शुल्क लगाया जाएगा।
बजट में गैर कृषि उत्पादों पर जारी १० प्रतिशत के अधिकतम सीमा शुल्क में कोई बदलाव नहीं किया गया है।
संकट का सामना कर रहे बुनियादी ढांचा, विनिर्माण और अन्य क्षेत्रों को राहत पहुंचाने के लिए बजट में विदेशी कर्ज पर ब्याज के भुगतान पर कर अदायगी में भी राहत दी है।
बीमार विमानन क्षेत्र की सहायता के लिए विमानों के पुर्जों और परीक्षण उपकरणों को पूरी तरह से सीमा शुल्क से मुक्त कर दिया गया है।
बड़े शहरों में कम आय वाले वर्गों की आवास योजनाओं को प्रोत्साहन देने के लिए बजट में विदेशी वाणिज्य संस्थाओं से कर्ज लेने की मंजूरी देने का प्रस्ताव है।
सामाजिक क्षेत्र की सभी योजनाओं के लिए आवंटन बढ़ा दिया गया है।
बजट में राजकोषीय घाटे को सकल घरेलू उत्पाद के मौजूदा पांच दशमलव ९ प्रतिशत के मुकाबले ५ दशमलव एक प्रतिशत तक लाने का प्रस्ताव है।
श्री मुखर्जी ने कहा है कि सेवा और वस्तुकर जीएसटी इस वर्ष अगस्त में लागू किया जाएगा।

उत्तर प्रदेश में लोकायुक्त न्यायमूर्ति एन के मेहरोत्रा ने नवनियुक्त मुख्यमंत्री अखिलेश यादव से सिफारिश की है कि मायावती सरकार में मंत्री नसीमुद्दीन सिद्दीकी और उनकी पत्नी विधान परिषद की सदस्या हुस्ना सिद्दिकी पर बड़े पैमाने पर संपत्ति अर्जित करने और भ्रष्टाचार में शामिल होने के आरोपों की जांच कराई जाए। उन्होंने कहा कि यह जांच केंद्रीय जांच ब्यूरो और प्रवर्तन निदेशालय से कराई जानी चाहिए। ब्यौरा हमारे संवाददाता से।

लोकायुक्त ने इस साल २२ फरवरी को तत्कालीन मायावती सरकार को पत्र लिखकर भ्रष्टाचार और काले धन को वैध बनाने के कानूनों के तहत सीबीआई और प्रवर्तन निदेशालय से जांच कराने को कहा था। उन्होंने नसीमुद्दीन सिद्दीकी और विधान परिषद सदस्य उनकी पत्नी हुस्ना सिद्दीकी को प्रारंभिक तौर पर आय से अधिक संपत्ति, काले धन को वैध बनाने का प्रयास और पद के दुरुपयोग संबंधी आरोपों के लिए दोषी पाया है। मायावती सरकार ने लोकायुक्त के पत्र के आधार पर सिद्दीकी के खिलाफ कार्रवाई करने से इंकार कर दिया था और कहा था कि उनके खिलाफ उठाये गये मामले मंत्री के रूप में किये गये उनके कार्यों से नहीं जुड़े हैं। लोकायुक्त ने नई सरकार को लिये अपने पत्र में मायावती सरकार के तर्कों को खारिज करते हुए जांच की बात दोहराई है। सुनील शुक्ल, आकाशवाणी समाचार, लखनऊ।

उत्तर प्रदेश में समाजवादी पार्टी ने लखनऊ में दो दिन पहले मुख्यमंत्री अखिलेश यादव के शपथग्रहण समारोह के दौरान हुये हंगामे में शामिल १२ नेताओं और कार्यकर्ताओं को निष्कासित कर दिया है। इनमें पार्टी की राज्य समिति के एक सदस्य शामिल हैं। पार्टी प्रवक्ता ने हमारे संवाददाता को बताया कि निष्कासित पार्टी कार्यकर्ता आगरा, इटावा, सुलतानपुर, मेरठ और गाजियाबाद जिलों के हैं।

२६ नवम्बर २००८ के मुम्बई आतंकी हमलो के बारे में गवाहों के बयान लेने के लिए पाकिस्तान से आया न्यायिक आयोग आज मुम्बई में इस मामले की जांच से जुडे लोगों के बयान लेगा । पाकिस्तानी आयोग दक्षिण मुम्बई के एस्प्लेनेड न्यायालय मामले के जांच अधिकारी रमेश महाले, नायर अस्पताल के डॉक्टर शैलेश मोहित और जे. जे. अस्पताल के फोरेन्सिक विभाग के चिकित्सा अधिकारी डॉक्टर गणेश नीतूकर के बयान दर्ज कर सकता है।
इस कार्यवाही को कैमरे में रिकॉर्ड किया जाएगा। न्यायिक आयोग ने २६ नवम्बर २००८ के मुम्बई आतंकी हमले के बारे में गवाहों के बयान लेने की प्रक्रिया कल शुरू की। विशेष सरकारी वकील उज्जवल निकम ने आकाशवाणी को बताया कि मुख्य मेट्रोपोलिटन मजिस्ट्रेट एस एस शिंदे ने गवाहों से जिरह करने की आयोग की मांग को नामंजूर कर दिया।

संयुक्त राष्ट्र के विशेष दूत कोफी अन्नान ने कहा है कि सीरिया की स्थिति को बहुत सावधानी से संभालने की जरूरत है, ताकि वहां हालात न बिगड़े और क्षेत्र में अस्थिरता पैदा न हो। श्री अन्नान ने कहा कि वहां की स्थिति इतनी संवेदनशील है कि एक भी गलत फैसला खतरनाक साबित हो सकता है।

एशिया कप क्रिकेट में कल बंगलादेश ने भारत को पांच विकेट से हरा दिया। ढाका के शेर-ए-बंगाल स्टेडियम में बांग्लादेश को जीत के लिए २९० रन बनाने थे। उसने ४९ ओवर और २ गेंदों में पांच विकेट पर २९३ रन बनाकर मैच जीत लिया।  ३१ गेंदों में ४९ रन बनाने वाले साकिब अल हसन को मैन आफ द मैच घोषित किया गया।
पहले बल्लेबाजी करते हुए भारत ने ५० ओवर में ५ विकेट पर २८९ रन बनाये। सचिन तेंदुलकर ११४ रन बनाकर सौ अंतर्राष्ट्रीय शतक बनाने वाले पहले क्रिकेट खिलाड़ी बन गए। इस अवसर पर उन्होंने कहा कि उनकी कोशिश हमेशा से टीम के लिए अच्छा योगदान देने की रही है।

सही मायनों में मेरा ध्यान सौवें शतक पर नहीं था। जब मैंने दक्षिण अफ्रीका के खिलाफ पिछले वर्ष विश्व कप में ९९वां शतक बनाया था उस समय तो इसकी चर्चा भी नहीं थी। लेकिन उसके बाद मीडिया ने इसे ज्+यादा तवज्जो दी और फिर तो लोग हर तरफ इसी की बात करने लगे। मेरे लिये यह मानसिक स्तर पर थोड़ा मुश्किल जरूर हुआ। हर किसी के अपने विचार हैं, लेकिन मेरे लिये शतक बनाने से ज्+यादा जरूरी था कि मैं टीम के लिए अच्छा योगदान दे सकूं और मैंने हमेशा से वही करने की कोशिश की।

आज के लगभग सभी अखबारों ने लोकसभा में कल पेश केन्द्रीय बजट और सचिन तेंदुलकर के सौवें शतक को मिलाजुलाकर सुर्खियां दी हैं। हिन्दुस्तान के अनुसार-सचिन हिट, जनता बोल्ड। अमर उजाला लिखता है- दिल लिया दर्द दिया। नवभारत टाइम्स की सुर्खी है- बजट सो-सो, सचिन के सौ-सौ।
केन्द्रीय बजट पर जनसत्ता की सुर्खी है- सुधारों की दिशा में बढ़े प्रणव। बिजनेस भास्कर ने इसे प्रणव का बैलेंसिंग एक्ट बताया है।
बजट के शोर में सचिन तेंदुलकर की शानदार उपलब्धि भी पूरे जोरशोर से अखबारों में मौजूद है। इकनॉमिक टाइम्स का आखिरी पन्ना बजट के बीच उस हीरो के नाम किया गया है, जिसका शगल ही रिकॉर्ड बनाना है।

The Union budget presented by the Finance Minister Mr. Pranab Mukherjee yesterday in the Lok Sabha has evoked mixed reaction. While the Congress described it as growth oriented, the oppositions termed the budget anti-poor. The Prime Minister Dr. Manmohan Singh said the budget proposals  will pave the way for a faster and inclusive growth of the economy.

"The challenge before the country is to accelerate the tempo of Economic Growth.  At the same time to ensure that we do not slip on our obligations, to moderate the price rise and I do believe both these tasks the Finance Minister has tackled and tackled well."
Several Union Ministers have hailed the budget proposals.  Former Finance Minister and Home Minister P. Chidambaram said Mr. Pranab Mukherjee has laid the foundation for fiscal consolidation, recovery and growth. The Defence Minister Mr. A.K. Antony said he was happy with the allocation for the defence sector. 
Various political parties have reacted to the budget proposals on party lines. 
The Congress Party Spokesman Manish Tiwary said the government has endeavoured to emphasize on those areas which can return the country's economy towards the high growth path.

"The decision to  target subsidies is something which is indeed very timely and it would enable the process of  fiscal consolidation.  Tying of  the funding of the Delhi-Mumbai industrial corridor would give a much needed fillip to the manufacturing sector.  The decision to increase compensation for in case of a fatality in  BPL family specially of bread winner by almost 100 per cent reflects the sensitivity of the government."
Talking to reporters in
New Delhi, Senior BJP leader and former Finance Minister, Mr Yashwant Sinha said the country is facing challenges of revenue deficit, fiscal deficit and inflation. He said the common man will be over-burdened by the imposition of indirect taxes.

"It is a budget which has incurred with the existing arrangements here and there and it has only ended up imposing a huge burden on the Aam Admi of
India."
Sitaram Yechury of the
CPIM described the budget as pro-rich and anti-poor.  He said the common man already reeling under a high rate of inflation will face more problems. CPI leader Gurudas Dasgupta termed the budget directionless and one which would not help in turning around the economy.

"A clerical staff of the Finance Minister would have produced a budget . His announcement of a black money paper is without any significance. There has been no massive investment to create employment, therefore, this budget will be completely ineffective to turn around the economy that we see at the moment."
BSP leader Vijay Bahadur Singh described the budget as urban oriented leading to a hike in prices.
The Federation of Indian Chamber of Commerce and Industry, FICCI,  has praised the Finance Minister for targeting overall  fiscal deficits from  the present 5.9 per cent to 5.1 percent. Speaking to media, FICCI President Mr. R V Kanoria however  said  that the Budget is not going to stimulate economic growth.

"It is not going to stimulate growth in the economy. The Finance Minister seems to have adopted a policy of fiscal consolidation through raising revenue and raising revenue through the taxation mechanism rather than through mechanisms outside the taxation system."
The Confederation of Indian Industry,  the Bengal Chamber of Commerce and Industry and other industrial bodies have expressed their dismay at the budget proposals.  They regretted the absence of any major sops for industry in terms of benefit in indirect taxes.

The general budget presented by the Finance Minister Mr. Pranab Mukherjee yesterday in parliament has proposed to cut down  the government's subsidy burden and to expedite the pace of economic reforms.  To check the menace of black money, the Finance Minister proposed several measures including Income Tax return assessment up to 16 years with regard to assets held abroad and tax deduction at source on transfer of immovable property and gold purchase. He also proposed to increase the plan expenditure of 18 percent for spending on social sector schemes like, Bharat Nirman,  the Mahatma Gandhi National Rural Employment Guarantee Act and  the National Rural Health Mission. Mr. Mukherjee announced relief to individual taxpayers.

"I propose to enhance the exemption limit for  General category of individual tax payer from 1 Lakh 80,000 to Rs. 2 Lakh.  I also propose to raise the upper limit of the 20% tax slab from 8 Lakh to 10 Lakh.   The proposed personal Income Tax slab are :-Income upto Rs. 2 lakh-Nil:Income  above Rs. 2 lakh and upto 5 Lakh- 10%, Income above Rs. 5 lakh and upto 10 lakh-20%, above  Rs. 10 lakh-30%"
Other highlights of the budget include  hiked monthly pension for BPL widows.  Gold, large cars, utility vehicles, readymade garments are to be made and to be dearer. Silver is to cost less.

In Uttar Pradesh Lokayukta Justice NK Mehrotra has written to the newly elected chief minister Akhilesh Yadav recommending a probe into complaints against former Mayawati government Minister Naseemuddin Siddiqui and his MLC wife Husna Siddiqui for allegedly amassing assets and indulging in large scale corruption. More from our correspondent:

"The Lokayukta on February 22 had sent a report to then Chief Minister Mayawati, recommending an inquiry by the CBI and the Enforcement Directorate against both under the Prevention of Corruption Act and Prevention of Money Laundering Act. He had held Siddiqui and his MLC wife Husna, prima facie guilty of owning assets disproportionate to known sources of income, money laundering and misuse of their posts. Mayawati government had denied actions saying the allegations against Siddiqui were not related to any action arising out of any decision taken by him as a minister. In his report to the new Chief Minister, the Lokayukta has explained and rejected the then government contentions. The Lokayukta had also sought a probe into all transactions made by Husna’s trust QF Educational Institute which, he claimed, was a dummy for money laundering. Sunil Shukla AIR, News

Meanwhile,   the Samajwadi Party has expelled 12 leaders and workers including a member of  the state committee of the party for creating ruckus during the oath-taking ceremony of Chief Minister Akhilesh Yadav at
Lucknow two days ago. Party has also expelled two leaders Ramesh Yadav and Nahar Singh Yadav from Ghaziabad for their alleged anti party activities.

The judicial commission from Pakistan which is recording statements of witnesses related to the 26/11 Mumbai terror attacks case is expected to record statements of  the investigating officer in the case, Ramesh Mahale, Dr. Shailesh Mohit of Nair hospital and Dr. Ganesh Nitukar, medical officer of the forensic science department at JJ hospital in Mumbai today.
The panel will be recording the statements during the in - camera proceedings at the Esplanade court in south Mumbai.

UN Special envoy Kofi Annan said the situation in Syria needed to be handled very carefully to avoid an escalation that would destabilize the region. He was talking to reporters in Geneva after briefing the U.N. Security Council by video conferencing. More from our West Asia correspondent:

Syria, Kofi Annan, urged the Security Council to speak in a unified voice to end the violence which has brought Syria to the brink of civil war. Addressing via video link, Annan said his talks to stop the violence will continue with the Syrian regime. प्रधानमंत्री डॉक्टर मनमोहन सिंह ने कहा है कि श्रीलंका के अति विशिष्ट व्यक्तियों की तमिलनाडु की निजी यात्राओं के बारे में राज्य सरकार को जानकारी दी जाएगी। इस बारे में तमिलनाडु की मुख्यमंत्री जयललिता के पत्र के जवाब में डॉक्टर मनमोहन सिंह ने कहा कि संबंधित अधिकारियों को आवश्यक निर्देश दिए गए हैं कि वे इन यात्राओं के बारे में राज्य सरकार के विचारों को भी ध्यान में रखें और यात्राओं से संबंधित सूचनाएं उन्हें उपलब्ध कराएं।

वित्त मंत्री प्रणब मुखर्जी ने कहा है कि विश्व की आर्थिक स्थिति अब भी गंभीर बनी हुई है, क्योंकि यूरोजोन के ऋण संकट पर अभी काबू नहीं पाया जा सका है। इसका असर भारत पर भी पड़ सकता है। आकाशवाणी के साथ विशेष भेंटवार्ता में श्री मुखर्जी ने कहा कि पिछले वर्ष जब उन्होंने बजट तैयार किया था, तो चारों तरफ आशा की उम्मीद थी, अर्थव्यवस्थाओं में सुधार हो रहा था, लेकिन इस बार वैश्विक स्थिति में सुधार होना है। उन्होंने कहा कि उनके सामने सब्सिडी को कम करके सकल घरेलू उत्पाद के दो प्रतिशत तक लाने का लक्ष्य है, जो इस समय ढ़ाई प्रतिशत है।

मेरा विचार है कि सबसिडी को सकल घरेलू उत्पाद के दो प्रतिशत तक और फिर इसे और भी कम करके एक दशमलव सात -पांच प्रतिशत तक लाया जाये। यह मुश्किल काम है लेकिन वित्तीय उठा-पटक में सुधार के लिए यह जरूरी है।
वित्त मंत्री ने कहा कि उन्होंने अगले वित्त वर्ष के लिए राजकोषीय घाटा पांच दशमलव एक प्रतिशत रखने का अनुमान व्यक्त किया है, इस वर्ष यह पांच दशमलव नौ प्रतिशत तक पहुंच गया।

राज्यसभा के द्विवार्षिक चुनावों के लिए आज नामांकन पत्र दाखिल करने वाले आठ उम्मीदवारों में केंद्रीय मंत्री विलास राव देशमुख, तृणमूल कांग्रेस के मुकुल रॉय, भारतीय जनता पार्टी के विनय कटियार और समाजवादी पार्टी से अभिनेत्री जया बच्चन शामिल हैं। कांग्रेस प्रवक्ता अभिषेक मनु सिंघवी और तृणमूल कांग्रेस के उम्मीदवार कुणाल घोष, नदीमुल हक और विवेक गुप्ता ने भी पर्चे भर दिए हैं। ये तीनों पत्रकार हैं।

आंध्र प्रदेश में कल  विधानसभा के सात निर्वाचन क्षेत्रों के उपचुनावों के लिए व्यापक इंतजाम किये गये हैं। ये निर्वाचन क्षेत्र हैं- आदिलाबाद, कामारेड्डी, महबूबनगर, नगरकुरनूर, कोलापुर, घानपुर स्टेशन और कोवुर । मतदान सुबह आठ बजे शुरू होगा और शाम पांच बजे तक चलेगा।  ६७ उम्मीदवार चुनाव मैदान में हैं। कांग्रेस और तेलगुदेशम पार्टी सभी सातों सीटों पर चुनाव लड़ रही हैं। तेलंगाना राष्ट्र समिति ने पांच और सीपीएम  ने चार स्थानों पर अपने उम्मीदवार खड़े किये हैं। भारतीय जनता पार्टी ने एक और लोकसत्ता ने दो सीटों पर उम्मीदवार उतारे हैं।  निष्पक्ष और स्वतंत्र चुनाव कराने के लिए सभी उपाय किये गये हैं।

पाकिस्तानी न्यायिक आयोग ने २६/११ के मुम्बई आतंकी हमलों के चार मुख्य गवाहों के बयान दर्ज करने की प्रक्रिया पूरी कर ली है। हमारे संवाददाता ने बताया है कि बयान, दक्षिण मुम्बई की एसप्लेनेड अदालत में रिकॉर्ड किए गए।

पाकिस्तान से आये हुए आठ सदस्यीय न्यायिका आयोग ने आज २६/११ आतंकवादी हमले के जांच अधिकारी का ब्यान दर्ज किया। अपने ब्यान वरिष्ठ पुलिस निरिक्षित रमेश महाले ने २६/११ के आतंकी हमले का एक मात्र जीवित आतंकी अजमल कसाब को किस तरह से गिरगांव चौपाटी में गिरतार किया गया इसकी जानकारी दी। जांच अधिकारी महाले ने आतंकवादी हमले के उस रात के घटनाक्रम का पूरा विवरण न्यायिक आयोग के सामने पेश किया और यह भी बताया कि कसाब ने मजिस्ट्रेट के सामने अपना पूरा जुर्म स्वीकार किया था।

बयान दर्ज करने का काम मुख्य मेट्रोपोलिटन मेजिस्ट्रेट एस.एस. शिन्दे के समक्ष, विशेष अभियोजक उज्जवल निकम की उपस्थिति में, बंद कमरे में हुआ। श्री निकम ने आकाशवाणी को बताया कि आयोग ने एक जांच अधिकारी और दो डॉक्टरों के बयान रिकॉर्ड किए, जिन्होंने मारे गए आतंकवादियों का पोस्टमार्टम किया था। इन बयानों को इस्लामाबाद में आतंकवाद विरोधी अदालत में सबूत के तौर पर रखा जाएगा। यह अदालत, २६/११ के मुम्बई आतंकी हमले के सिलसिले में लश्कर-ए-तैयबा के कमांडर ज+की-उर-रहमान लखवी और छह अन्य संदिग्धों के खिलाफ मामले की सुनवाई कर रही है।

सीरिया की राजधानी दमिश्क में दो विस्फोटों में कम से कम २७ लोग मारे गए हैं और ९७ घायल हुए हैं। मृतकों में नागरिक और सुरक्षाकर्मी भी शामिल हैं। सीरिया के टेलीविजन के अनुसार दो आत्मघाती हमलावरों ने पुलिस मुख्यालय और सेना के खुफिया केन्द्र के बाहर, अपने कार-बमों में विस्फोट कर दिया।   राष्ट्रपति बशर अल असद के खिलाफ शुरू हुए विद्रोह की पहली वर्षगांठ के ठीक दो दिन बाद ये विस्फोट हुए। पिछले चार महीनों में राजधानी में विस्फोट की यह चौथी घटना है। सीरिया सरकार ने हमले के लिए अलकायदा को जिम्मेदार ठहराया, लेकिन विपक्ष ने इस दावे को नकार दिया।

लीबिया ने कहा है कि वह मौरिटेनिया से, कर्नल गद्दाफी के खुफिया प्रमुख अब्दुल्लाह-अल-सेनुसी के प्रत्यर्पण के लिए कहेगा। मौरिटेनिया  के अधिकारियों द्वारा सेनुसी को राजधानी  नूआकशॉट में गिरफ्‌तार किये जाने की पुष्टि करने के बाद, लीबिया का यह बयान आया है। खबरों में कहा गया है कि अल-सेनुसी को नूआकशॉट हवाई अड्डे से उस समय गिरफ्‌तार किया गया जब वह मोरक्को से एक जाली पासपोर्ट के जरिए, मौरिटेनिया में घुस रहा था।
अल-सेनुसी, लीबिया पर चार दशक तक, कर्नल गद्दाफी के साथ, रहा। उस पर १९९६ में लीबिया की अबु सलीम जेल में नरसंहार का आरोप है, जिसमें एक हजार से अधिक कैदियों की हत्या कर दी गई थी। पिछले साल जून में अंतर्राष्ट्रीय अपराध अदालत - आई सी सी - ने गद्दाफी, उसके बेटे सैफ इस्लाम और अल-सेनुसी के वारंट जारी किये थे।

श्रीलंका के मानवाधिकार रिकार्ड के बारे में एक प्रस्ताव, संयुक्त राष्ट्र मानवाधिकार आयोग में अगले हफ्‌ते पेश किये जाने की उम्मीद है। अमरीका इस प्रस्ताव का समर्थन कर रहा है। श्रीलंका के सेना प्रमुख लेफि्‌टनेंट जनरल जगत जयसूर्या ने कहा है कि इसके पीछे इरादा, राष्ट्रपति महिदा राजपक्षे और उनके भाई तथा रक्षा सचिव गोटाभाया   राजपक्षे को फसाना है। श्री जयसूर्या ने कल सैनिकों को संबोधित करते हुए कहा कि प्रस्ताव एक चुनौती है जिसका श्रीलंका को सामना करना है।

पाकिस्तान की एक संसदीय समिति न,े सिंध सूबे में पुलिस और अन्य अधिकारियों को अल्पसंख्यक समुदाय की महिलाओं के अपहरण के मामले दर्ज करने और ऐसी  घटनाओं की जांच के लिए विशेष सैॅल खोलने को कहा है।
यह निर्देश कल राष्ट्रीय एसेंबली की मानवाधिकारों के बारे में स्थायी समिति ने दिये। ये निर्देश अल्पसंख्यक समुदाय की महिलाओं के अपहरण और धर्म परिवर्तन कराए जाने के मामलों का कुछ सांसदों द्वारा संज्ञान लिए जाने के बाद दिये गये हैं।

अफगानिस्तान के कंधार प्रांत में रविवार को घरों में घुसकर दो गांवों के १६ लोगों की हत्या के अभियुक्त अमरीकी सैनिक की पांच दिन बाद च्चिनाख्त कर ली गयी है। खबरों में उसका नाम अमरीकी सेना के स्टाफ सार्जेंट रॉबर्ट बेल्स बताया गया है। ३८ साल के बेल्स को कुवैत से विमान के जरिए अमरीका में कानसास में अधिकतम सुरक्षा वाली फोर्ट लीवेनवर्थ जेल में भेजा गया है। खबरों के अनुसार अभी उस पर अभियोग नहीं लगाये गये हैं। उसे दिसम्बर में अफगानिस्तान में तैनात किया गया था।

पश्चिम बंगाल के बांकुड़ा जिले में आज एक सड़क दुर्घटना में कम से कम ग्यारह लोगों की मौत हो गई और चार घायल हो गए। सराएंगा थाने के बरोगड़ा इलाके में ट्रैकर की एक ट्रक से टक्कर हो गई। ट्रैेकर पर सवार सभी लोगों की मौत हो गई। ये लोग बांकुड़ा से पश्चिमी मेदिनीपुर जिले में गोलतोरे जा रहे थे।

दिल्ली में पिछले महीने एक इस्राइली राजनयिक की कार पर बम फेंकने की घटना के मुख्य आरोपी माने जा रहे एक ईरानी नागरिक के प्रत्यर्पण के लिए दिल्ली पुलिस ने प्रयास तेज+ कर दिए हैं। दिल्ली पुलिस इंटरपोल की मदद ले रही है और इस व्यक्ति की गिरतारी के वारंट जारी करने के लिए अदालत का दरवाजा खटखटा रही है। पीटीआई ने सरकारी सूत्रों के हवाले से बताया है कि दिल्ली पुलिस की जांच टीम इंटरपोल की मदद के लिए सीबीआई से सहयोग मांगने जा रही है। बताया जाता है कि मसूद सदाकतज+ादे नाम का यह व्यक्ति इस समय मलेशिया पुलिस की हिरासत में है। वह बैंकॉक में विस्फोट करने वाले गिरोह का सरगना बताया जाता है।

Railway Minister Dinesh Trivedi says, he will not resign unless given in writing by Mamata Banerjee. He said, he has a Constitutional duty to pilot the Railway Budget he had presented in Parliament. He said, there will be a discussion on Monday and he has to answer the discussion on the railway budget.

Mr. Trivedi was talking to reporters after the party's chief whip Kalyan Banerjee had a telephonic talk with him. Mr. Banerjee told our Kolkata Correspondent that as a Parliamentary colleague, he advised Trivedi to resign to ensure an honourable exit.
The party leader Sudip Bandyopadhay said, nothing will be given in writing to Mr. Trivedi. Trinamool Congress Chief and West Bengal Chief Minister Mamta Banejee has re-iterated that she has written to the Prime Minister Dr. Manmohan Singh for replacement of Dinesh Trivedi as Rail Minister.
Meanwhile, five Railway Unions have written to Prime Minister Manmohan Singh expressing support for  Railway Minister Dinesh Trivedi, urging him not to allow the politicisation of the Indian Railways. The unions have, in their letter, threatened to agitate if there is a rollback in hike in passenger fares.

The Pakistani Judicial Commission today completed the process of recording statements of four key witnesses in the 26/11 Mumbai terror attacks at the Esplanade court in south Mumbai. The proceedings were held in-camera before the Chief Metropolitan Magistrate S S Shinde in the presence of Special Public Prosecutor Ujjwal Nikam who led the prosecution in the trial.  Speaking to AIR, Mr. Nikam said that the Commission recorded the statements of an investigating officer and the two doctors who had performed the post mortem of the slain terrorists. Nikam expressed confidence that these statements will help the Pakistani court to award punishment to the perpetrators of the crime.
This is for the first time that Pakistan and India have agreed to tender all legal assistance to each other.  And in view of their agreement, the Pakistani Court has send their delegation for recording the statements of four important witnesses. I am confident that the statements recorded by judicial commission will be used by Pakistani prosecuting agency to nail down the perpetrator of 26 November attack.
The recorded statements of the witnesses will be used as evidence before the anti-terrorism court in Islamabad which is hearing the case against Lashkar-e-Taiba commander Zaki-ur -Rehman Lakhvi and six other suspects in the 26/11 Mumbai terror attacks case. A report:     
The eight member judicial commission from Pakistan which arrived in Mumbai on Thursday, today recorded the statement of an investigating officer and the two doctors who performed post mortem on the nine slain terrorists. The commission recorded the statement of senior inspector Ramesh Mahale, who had investigated the terror attacks case. Mahale told the commission how Ajmal Kasab the lone surviving Pakistani terrorist was overpowered by police at Girgaum Chowpatty during the attacks. Mahale also spoke of incidents in which Kasab along with one of his accomplices had gone into a shooting spree killing scores of people besides injuring several others. Mahale also told the commission that Kasab had disclosed his role in the terror attacks voluntarily, and has also given a confession before a magistrate in Mumbai.Devapriyo, air news, Mumbai

The Prime Minister, Dr. Manmohan Singh has said that information regarding private visits of Sri Lankan VVIP’s to Tamil Nadu will be shared with the state government. In an exclusive interview to All India Radio, Mr. Mukherjee said, last year when he prepared the budget, he had a glimmer of hope all around. The economies were recovering. But this time, the global scenario is yet to improve.
This year when I had to present the Budget, I had to keep in mind, though there has been recoveries in US, but it is still fragile.  Eurozone crisis, if not has deepened, at least, which has not been contained.  There has been some problem in Japan also as the result of that nuclear accident and earth quake. Therefore,  as I Finance Minister, it was my job to ensure that let me correct the basic fundamentals of economy, where corrections are needed.
Mr. Mukherjee said, the task ahead of him is to bring subsidy down to 2 per cent ofGDP and subsequently to 1.75 per cent. The subsidy remains at 2.5 per cent of GDPcurrently. The Finance Minister said, he has pegged the fiscal deficit for the next year at 5.1 per cent which has gone upto 5.9 per cent this year.

In Syria, the death toll in the twin bomb blasts in Damascus today has gone up to 27 while 97 persons have been reported injured. Those killed include both civilians and security personnel. Syrian Television said two suicide bombers blew up their car bombs outside a police headquarters and a military intelligence Centre.
The synchronized bombings occurred just two days after the first anniversary of the uprising against the rule of President Bashar al-Assad. Dozens of people have been killed in similar attacks in Damascus and Aleppo since last December. The Syrian regime has blamed the attacks on the al-Qaeda.
However, the Opposition has rejected the claims and held the regime responsible for orchestrating the attacks to justify its crackdown on the rebellion.

Libya says, it will ask Mauritania to extradite Abdullah al-Senussi, intelligence chief of the regime of Libya's former leader Muammar Gaddafi, after the authorities confirmed that he had been arrested in Mauritania's capital of Nouakchott. A government spokesperson today said that the Libyan authorities are preparing to make a request for al-Senussi's extradition. Reports today said, al-Senussi  had been arrested   at the Nouakchott airport  where he was entering the country with a forged Malian passport from Morocco.
Al-Senussi, together with Gaddafi who ruled Libya for four decades, was allegedly held responsible for the notorious massacre in Libya's Abu Salim prison in 1996 when over 1,000 prisoners were killed.

A Pakistani Parliamentary panel has directed the police and other authorities in southern Sindh province to register cases on the kidnapping of minority community women and to create a special cell to investigate such incidents. The directive were issued yesterday by the Standing Committee on Human Rights of the National Assembly.
The Supreme Court had recently directed authorities to produce three women of the Minority community who were allegedly kidnapped and forcibly converted to Islam, on March 26.

In Kerala, a record voter turnout of 85.6 per cent was reported in the Piravom by-election when polling closed at 5 pm this evening. The previous highest voter turn out of 85.45 per cent in the constituency, was in 1987. The by-poll followed the death of Kerala Congress J leader T M Jacob. The result of today's by-poll will be declared on Wednesday.
Meanwhile, elaborate arrangements have been made for by-polls to be held tomorrow in seven Assembly constituencies in Andhra Pradesh. The constituencies are Adilabad, Kamareddy, Mahaboobnagar, Nagarkurnool, Kollapur, Station Ghanpur and Kovur. About 13 lakh 81 thousand voters are eligible to exercise their franchise.

The National Human Rights Commission, NHRC, has issued notices to the District Magistrate and the Superintendent of Police of Sitapur district of Uttar Pradesh for the alleged beating of two persons in police custody. It resulted in the death of one person and serious injuries to the other.

Puducherry Government has paid three lakh rupees as monetary relief to the wife of under trial prisoner Silvaraj alias Silva who died in Central Prison at Kalapet. This follows the recommendation of the National Human Rights Commission.

The day-long Jammu bandh called by the Vishwa Hindu Parishad, passed off peacefully today.  The bandh was called for protesting  against the alleged failure of the district administration in taking action against miscreants who had attacked a religious procession in Rajouri town. Shops in Jammu remained closed and the flow of traffic came to a virtual standstill. The Bandh was also observed in Udhampur, samba, Reasi and border towns of Sunderbani and Noushera in Rajouri district.
Meanwhile, the situation in Rajouri town is fast returning to normal with the administration completely lifting curfew. This follows intervention by a Group of Ministers which arrived in  Rajouri yesterday and talked to a cross section of the people for defusing the tension.

In West Bengal, at least 11 persons were killed and 4 others injured in a road accident  in Bankura district this afternoon.  The accident occurred when a trekker collided with a truck near Barogarra under Saraenga police station. According to official sources, all the victims were passengers of the trekker.

In the semi-finals, the second seeded Indo-Russian pair had defeated the Czech pair of Andrea Hlavackova and Lucie Hradecka, 5-7, 7-5, 10-3.

She will shuttle it out against Minatsu Mitani of Japan for a place in the finals.
