काले धन की समस्या से निपटने की दिशा में भारत ने एक और कदम उठाते हुए फ्रांस और जर्मनी जैसी आर्थिक ताकतों के साथ एक बहुपक्षीय समझौते पर हस्ताक्षर किए हैं ताकि कर चोरी और कर देने से बचने पर अंकुश लगाया जा सके।
कर संबंधी मामलों पर परस्पर प्रशासनिक सहायता संधि, ३१ अन्य देशों का एक बहुपक्षीय समझौता है जो करदाताओं के अधिकारों का सम्मान करते हुए अंतरराष्ट्रीय सहयोग को बढ़ाता है।
समझौते पर शीर्ष वैश्विक वित्तीय संस्था-र्आर्थिक सहयोग और विकास संगठन के तत्वाधान में हाल ही में हस्ताक्षर किए गए।
र्आर्थिक सहयोग और विकास संगठन ने जारी बयान में कहा है कि समझौते में शामिल होकर भारत और हस्ताक्षर करने वाले ३१ अन्य देशों ने कड़ा संदेश दे दिया है कि व्यक्ति और बहुराष्ट्रीय उद्यम सही कर राशि का, उचित समय और सही जगह पर भुगतान करें।

उत्तराखंड में विधानसभा चुनाव प्रचार जोरों पर है। प्रचार कल शाम समाप्त होगा। कांग्रेस और भाजपा सहित सभी प्रमुख पार्टियों के स्टार प्रचारक मतदाताओं को लुभाने में लगे हुए हैं। हमारे संवाददाता ने बताया है कि पूर्व मुख्यमंत्री और कांग्रेस नेता एन डी तिवारी और भाजपा नेता भगत सिंह कोश्यारी कुमाऊं क्षेत्र में पार्टी के उम्मीदवारों के लिए प्रचार कर रहे हैं।

'राज्य की विकास समेत विभिन्न मुद्दों पर एक दूसरे की आलोचना के बीच राज्यविधान सभा की सत्तर सीटों के लिए प्रचार के दौरान आरोप-प्रत्यारोप का दौर जारी है। कुमाऊ मण्डल के भावर में स्थित हलद्वानी और रामनगर विधानसभायी क्षेत्रों में विकास के साथ ही स्थानी मुद्दे हावी हैं। यहां कुल २८ उम्मीदवार चुनाव मैदान में हैं। जो मतदाताओं को अपने पक्ष में करने के लिए उनसे सीधे सम्पर्क साध रहे हैं, लेकिन चुनाव को लेकर कुछ स्थानों पर मतदाताओं में कोई खास उत्साह नहीं दिखाई पड़ रहा है। आकाशवाणी समाचार के लिए राघवेश पाण्डे, रामनगर नैनीताल।'

पंजाब में निगरानी दल ने विभिन्न स्थानों से ३२ करोड़ रूपये से ज्यादा धनराशि जब्त की है। इसके अलावा भारी मात्रा में अवैध शराब, अफीम, हेरोइन, स्मैक और अन्य नशीले पदार्थ भी पकड़े गए हैं। नौ सौ निन्यानवें संवेदनशील इलाकों सहित राज्य भर में कड़ी सुरक्षा व्यवस्था की गई है। मतदाताओं में सुरक्षा के प्रति विश्वास पैदा करने के लिए राज्य के विभिन्न स्थानों में पंजाब पुलिस और अर्धसैनिक बलों के जवान लैग मार्च कर रहे हैं। हमारे संवाददाता ने खबर दी है कि राज्य में चुनाव प्रचार जोरों पर है।

'चुनाव प्रचार के केवल दो दिन हैं। कल शाम खुला चुनाव प्रचार बदं हो जाएगा। सभी पार्टियों के बड़े चुनाव प्रचार जिनमें राष्ट्रीय नेता फिल्म व टीवी स्टार शामिल हैं। राज्य में विभिन्न स्थानों पर चुनाव रैलियों को संबोधित कर रहे हैं। राज्य में सत्ताधारी श्रीरोमणि अकाली दल भारतीय जनता पार्टी गठबंधन मतदाताओं से अपनी पिछले पांच वर्षों की काजदारी पर वोट मांग रहा है। गठबंधन के नेताओं का कहना है कि उनके द्वारा किए गए विकास कार्यों पर उन्हों समर्थन मिलेगा। वहीं कांग्रेस का कहना है कि केवल केन्द्र से मिली ग्रांड से विकास हुआ है। तीसरा मोर्चा दोनों ही प्रमुख पार्टियों की विफलताओं को बताकर नये वादे कर रहा है। एक बात खुलकर सभी दलों के नेता मान रहे हैं कि अब मतदाता जागरूक हैं। जसविंदर सिंह रंधावा आकाशवाणी समाचार चण्डीगढ़।'

उत्तर प्रदेश में विधानसभा चुनाव के दूसरे चरण के लिए नाम वापस लेने की आज आखिरी तारीख है। इस चरण में पूर्वी उत्तर प्रदेश के नौ जिलों के ५९ निर्वाचन क्षेत्रों में ११ फरवरी को मतदान होगा।

पांचवे चरण के लिए नामांकन प्रक्रिया कल शुरू होगी। इसमें आगरा, अलीगढ, कानपुर, झांसी और चित्रकूट धाम डिवीजनों के १३ जिलों के ४९ निर्वाचन क्षेत्रों में २३ फरवरी को मतदान होगा।

हमारे संवाददाता ने बताया है कि तीसरे चरण के नामांकन भरने के काम में तेजी आई है।

'तीसरे चरण के चुनाव के लिए नामांकन की गतिविधियां चरम पर हैं। इस चरण के लिए नामांकन दाखिल करने की अवधि समाप्त हो रही है। अभी तक दस जिलों के छप्पन विधानसभा क्षेत्रों के लिए चार सौ ३८ उम्मीदवारों ने नामांकन पत्र दाखिल किए हैं। चौथे चरण के लिए समाजवादी पार्टी और भारतीय जनतापार्टी के दो-दो उम्मीदवारों सहित कुल १४ नामांकन पत्र भरे गए हैं। निर्वाचन आयोग ने दूसरे और तीसरे चरण के चुनाव वाले जिलों में भी विभिन्न राज्यों के पन्द्रह वर्ष पुलिस अधिकारियों को प्रेक्षक के रूप में तैनात किया है। संवेदनशीलता को देखते हुए गोरखपुर, आजमगढ़, देवरिया, इलाहाबाद, वाराणसी, जौनपुन, चंदौली, मिर्जापुर, सोनभद्र और संत रविदास नगर भदौई के लिए एक-एक पुलिस दस्तों की तैनाती की है। राज्य में पहली बार चुनाव में सुरक्षा व्यवस्था पर निगाह रखने के लिए पुलिस प्रेक्षक तैनात किए गए हैं। सुनील शुक्ल आकाशवाणी समाचार लखनऊ।'

तमिलनाडु की मुख्यमंत्री जयललिता ने सात महीने में मंत्रिमण्डल में कल पांचवां फेरबदल किया। जयललिता ने दो मंत्रियों को हटाकर, दो नये मंत्रियों को शामिल किया है। स्कूली शिक्षा मंत्री एस एस कृष्णामूर्ति और राजस्व मंत्री एस पी वेलूमणि को बाहर कर एन आर शिवपति और एन सुब्रहमण्यम को मंत्रिमण्डल में शामिल किया गया है। दोनों आज शपथ लेंगे।

ओडिशा में कोरापुट जिले के बंधुगांव वन क्षेत्र में सुरक्षा बलों के साथ हुई मुठभेड़ में कल दो माओवादी मारे गये। मृतकों में से एक की पहचान प्रतिबंधित माओवादी सी पी आई के एरिया कमांडर के रूप में हुई है। सुरक्षा बलों ने माओवादियों के छिपे होने की खुफिया रिपोर्ट के बाद तलाशी अभियान शुरू किया था।

विश्वविद्यालय अनुदान आयोग ने महिला शिक्षा को बढ़ावा देने के लिए बारहवीं पंचवर्षीय योजना में महिलाओं के लिए बीस विशेष विश्वविद्यालय और केंद्रीय विश्वविद्यालयों के तहत आठ सौ महाविद्यालय खोलने का प्रस्ताव किया है। शिक्षा का स्तर सुधारने के अलावा इस क्षेत्र में समानता लाने के लिए ऐसा किया गया है। आयोग ने इस योजना में शिक्षा के लिए आबंटन छियालीस हजार छह सौ बत्तीस करोड़ रुपये से चार गुना बढ़ाकर एक लाख चौरासी हजार सात सौ चालीस करोड़ रुपये करने की मांग की है।

केरल के राज्यपाल एम ओ एच फारूक का कल रात चेन्नई में निधन हो गया। वे ७५ वर्ष के थे। उन्होंने पिछले वर्ष अगस्त में केरल के राज्यपाल का पदभार संभाला था। श्री फारूक केन्द्रीय मंत्री, लोकसभा सांसद और सउदी अरब में भारतीय राजदूत रहे। श्री फारूक का पार्थिव शरीर कल रात पुद्दुचेरी लाया गया। उन्हें आज शाम दफनाया जाएगा।
केरल सरकार ने उनके निधन पर सात दिन के राजकीय शोक की घोषणा की है।
राष्ट्रपति प्रतिभा देवीसिंह पाटील ने श्री फारूक के निधन पर संवेदना व्यक्त की है।

प्रख्यात पंजाबी लेखक करतार सिंह दुग्गल का कल शाम नई दिल्ली में निधन हो गया। वे ९४ वर्ष के थे। वे आकाशवाणी के निदेशक भी रहे। श्री दुग्गल ने पंजाबी, उर्दू, हिन्दी और अंगे्रजी में उपन्यास, लघु कथाएं और नाटक लिखे हैं। उन्हें साहित्य अकादमी और पद्मभूषण पुरस्कारों से भी सम्मानित गया।
प्रधानमंत्री डॉक्टर मनमोहन सिंह ने श्री दुग्गल के निधन पर शोक व्यक्त करते हुए कहा कि विश्व ने एक प्रतिष्ठित और बहुमुखी प्रतिभा का धनी व्यक्तित्व खो दिया है।

जी-४ देशों-ब्राजील, जर्मनी, भारत और जापान ने संयुुक्त राष्ट्र सुरक्षा परिषद में सुधारों पर जोर दिया है। इन देशों ने कहा है कि परिषद में स्थायी और अस्थायी सदस्यों की सख्यां बढ़ायी जाए, जिससे विकासशील देशों का प्रतिनिधित्व बढ़ सके।
संयुक्त सुरक्षा परिषद में सुधारों के बारे में देशों के बीच बातचीत के अनौपचारिक पूर्ण सत्र में जारी संयुक्त बयान में कहा गया है कि ब्राजील, जर्मनी, भारत और जापान सुरक्षा परिषद का विस्तार चाहते हैं ताकि २१वीं सदी की भूराजनैतिक वास्तविकताओं पर बेहतर तरीके से विचार किया जा सके।

नवभारत टाइम्स की पहली खबर है-मालामाल इंडियन, पत्र लिखता है कि भारत की इकनोमिक पावर और यंग इंडिया के टेलेंट की पूरी दुनिया कायल है, अब भारतीय पैसा कमाने में भी किसी से कम नहीं है। एक स्टडी के अनुसार भारतीयों की बदौलत दुबई मिडिल ईस्ट में नम्बर वन और सबसे ज्यादा खरबपति वाला पांचवा शहर है मुंबई।

Taking another step towards combating blackmoney, India has signed a multi-lateral agreement with economic powers like France and Germany to check both tax evasion and avoidance.
The agreement, convention on mutual administrative assistance in tax matters, is a multilateral agreement of 31 other nations which promotes international co-operation while respecting the rights of taxpayers.
It was signed under the aegis of the Organisation for Economic Cooperation and Development , OECD, a top global financial body, at its headquarters in Paris recently.
A Finance Ministry official said the agreement was signed by Joint Secretary in the foreign tax division of the Finance Ministry Sanjay K Mishra along with OECD Deputy Secretary General Rintaro Tamakio.

In Uttar Pradesh, today is the last date for withdrawal of nominations for the second phase of Assembly elections. 59 constituencies spread over 9 districts of eastern UP will go to the polls on the 11th of next month in this phase.
Our correspondent reports that the nomination process for the fifth phase of elections will begin tomorrow.
Nomination process for phase three elections is in full swing as a day is left for filling nominations. Tomorrow is last date for nomination for this phase. A total of 438 candidates have filed their nominations in 56 assembly segments spread over 10 districts till now. The Commission has also deployed 15 senior police officers from different states as police observer for all districts going for poll in phase two and three. First time police observers have been deployed separately in the state for Assembly elections to look after security arrangements. The Bharatiya Janata Party will be releasing its election manifesto. Espousing the cause of women's education, the 12th Plan document of the University Grants Commission, UGC, has proposed 20 exclusive universities for them and 800 constituent colleges under the Central universities. This is to ensure equity in access to quality education.  The UGC has also sought a four-fold hike in allocation during the Five Year Plan period from 46,632 crore rupees to 1,84,740 crore rupees to achieve its proposed initiatives. These include upgrading of autonomous colleges with potential of excellence, enhancing intake capacity of institutes of higher education and development of 'college cluster universities'.

In the fifth cabinet reshuffle in seven months since returning to power, Tamil Nadu Chief Minister J Jayalalithaa has sacked two Ministers and inducted an equal number.  The axe fell on School Education Minister S S Krishnamoorthy and Revenue Minister S P Velumani barely a week after their portfolios were changed. N R Sivapathy and N Subramanian have made it to the cabinet.
A Raj Bhavan communique said last night that Tamil Nadu Governor K Rosaiah has accepted the "advice" of Jayalalithaa to drop the two ministers. It said, the new inductees will be sworn in today.

In Odisha, two Maoists were killed during an encounter with security forces last evening in a forest area of Bandhugaon in Koraput district. One of the dead Maoists has been identified as Jhanjibati Area Commander of the banned CPI (Maoists). The encounter took place during a combing operation by security forces after getting intelligence reports on the whereabouts of the Maoists.

 The G-4 countries -- Brazil, Germany, India and Japan have made a strong pitch for reforms in the UN Security Council (UNSC). These countries said, they want nothing more or nothing less than an expansion in the Council's permanent and non-permanent members that gives increased representation to developing nations.
In a joint introductory statement at the informal plenary of the intergovernmental negotiations on UNSC reforms, they said Brazil, Germany, India and Japan are bound together by a common vision of an enlarged Security Council that better reflects the geopolitical realities of the 21st Century.

British Foreign Secretary William Hague has said that the 21st century will be shaped by India more than anybody else and therefore, the country should occupy the top table in global decision making. He said, India is making a mark in the global economy and it stands as a beacon of success in the region. Mr Hague was inaugurating the King's India Institute, in London, dedicated to providing a unique programme of postgraduate training on contemporary India in its global context. He said, the rise of India and other countries is good for them and the world.

In Egypt, activists have given a call for a mass rally today after spending the night in Cairo’s Tahrir Square on the first anniversary of the uprising that ousted President Hosni Mubarak. Around 27 pro-democracy groups have called for the rally named the “Second Friday of Anger” to press for democratic change. They are demanding the immediate exit of military rulers and handing over of power to the newly elected parliament.

The US Defence Secretary, Leon Panetta has outlined big cuts in the United States military over the next ten years. He announced that it will cut almost one lakh troops as part of its plans for a "smaller, leaner" military. Unveiling restricting of the armed forces, Mr Panetta said the US will boost Special Forces and retain the ability to defeat any enemy on land. In five years, the Army will drop from a peak of 5.7 lakh to 4.9 lakh. He said, the military's budget will rise, although at a slower rate, to 567 billion dollars by 2017.

The British Defence Ministry will speed up the process to reduce its civilian staff to try to plug a shortfall in its budget. It has already planned to shed 32,000 civilian posts by 2020, of which 25,000 are to go by 2015. Ministers have accelerated the reduction in staff because of a shortfall in the ministry's budget, believed to be 2 to 3 billion pound.

Kerala Governor M O H Farook died in Chennai last night. He was 75. His body was brought to Puducherry where the burial will take place this evening. He was Chief Minister of Puducherry for three terms. President Pratibha Devisingh Patil has condoled the death of Mr Farook. More from our correspondent:
"As the youngest chief Minister of the country at the age of 29 M O H Farooq served in that position thrice. In his long political life he was Union Minister and Member of Lok Sabha as well. Farooq was undergoing treatment for kidney ailment. Kerala Government has declared a seven day official mourning as a mark of respect to the departed soul. State government offices and educational institutions will remain closed today. Chief Minister Oommen Chandy and his cabinet colleagues have proceeded to Puducherry to attend the cremation. Eminent Punjabi writer Kartar Singh Duggal died in New Delhi last evening of old-age related ailments. He was 94. The writer, who had also served as a Director in All India Radio, was admitted to the All India Institute of Medical Sciences on Monday. Duggal was a winner of the Sahitya Akademi and Padma Bhushan awards.
Condoling the death of Duggal, Prime Minister Manmohan Singh said, the world has lost one of its most versatile and distinguished personalities.

इस बीच, राज्य में निर्वाचन आयोग ने मतदाताओं को शराब बांटने के आरोप मे जालंधर सैन्ट्रल से कांग्रेसी उम्मीदवार के खिलाफ कार्रवाई की है। उनके खिलाफ धारा १७१-ई के अंतर्गत कार्रवाई की गई है। पंजाब की विशेष मुख्य निर्वाचन अधिकारी ऊषा आर शर्मा ने बताया कि निर्वाचन आयोग उम्मीदवारों की गतिविधियों पर कड़ी नजर रखे हुए है और राज्य में शराब के अवैध इस्तेमाल को रोकने के लिए सभी संभव उपाय किये जा रहे हैं। उन्होंने कहा कि मुख्य निर्वाचन अधिकारी को आदर्श आचार संहिता के उल्लंघन की दो हजार ५५० शिकायतें मिली हैं। सरकारी कर्मचारियों के खिलाफ इस प्रकार की शिकायतों पर ध्यान दिया जा रहा है। चुनाव अभियान के दौरान इस प्रकार की शिकायतों के मद्देनजर मुख्य निर्वाचन अधिकारी ने लुधियाना में खदूर के गर्वनमेंट हाईस्कूल की प्रधानाध्यापिका का स्थानांतरण कर दिया गया है। लुधियाना के ही स्वास्थ्य विभाग के एक अधिकारी का भी इन्हीं कारणों से स्थानांतरण कर दिया गया था। श्रीमती शर्मा ने बताया कि स्वतंत्र और निष्पक्ष चुनाव के लिए सभी तैयारियां पूरी कर ली गई हैं। पूरे राज्य में चुनाव प्रचार या राजनीतिक प्रतिद्वंदिता से संबंधित हिंसा के बीस मामले दर्ज किये गये हैं। धारा १०७ के तहत आठ हजार ९८२ लोगों के खिलाफ गैर जमानती वारंट जारी किये जा चुके हैं।

मणिपुर के उखरूल जिले के कोनकोन क्षेत्र में कल शाम उग्रवादियों ने सुरक्षा बलों के काफिले पर घात लगाकर हमला किया, जिसमें दो सुरक्षाकर्मी मारे गए। अधिकारियों के अनुसार केन्द्रीय रिज+र्व पुलिस बल की १७५वीं बटालियन के जवान इस जिले में अपने मतदान केन्द्रों पर जा रहे थे, जब उन पर हमला किया गया। एक अन्य घटना में कल रात इम्फाल पूर्व के यारालपट में पुलिस के साथ मुठभेड़ में एक उग्रवादी मारा गया।
आज सुबह इम्फाल पश्चिम में थंगमेइबंद निर्वाचन क्षेत्र में एक डॉक्टर के निवास पर उग्रवादियों ने विस्फोट किया, जिसमें एक व्यक्ति घायल हो गया। सगोलबंद क्षेत्र में भी आज एक विस्फोट हुआ। उग्रवादियों ने अब तक उम्मीवारों और कार्यकर्ताओं पर एक सौ से अधिक हमले किए हैं। राज्य में विधानसभा चुनाव के लिए कल मतदान होना है।

पुद्दुचेरी में सैंकड़ों लोग केरल के राज्यपाल और पुद्दुचेरी के पूर्व मुख्यमंत्री एम ओ एच फारूक को श्रद्धांजलि अर्पित कर रहे हैं। कल रात चेन्नई में श्री फारूक का निधन हो गया था। आज तड़के उनका पार्थिव शरीर पुद्दुचेरी लाया गया जहां शाम को उन्हें दफनाया जायेगा।
उपराज्यपाल इकबाल सिंह, मुख्यमंत्री एन० रंगास्वामी, केरल के मुख्यमंत्री उम्मनचांडी और कांग्रेस के वरिष्ठ नेताओं ने श्री फारूक के निवास स्थान पर लाकर उनके पार्थिव शरीर पर फूलमालाएं चढ़ाईं।

खाद्य मुद्रास्फीति की दर लगातार चौथे सप्ताह भी श्ूान्य से नीचे है। सब्जियां सस्ती होने के कारण १४ जनवरी को समाप्त सप्ताह में यह दर शून्य से नीचे एक दशमलव शून्य तीन प्रतिशत रही। पिछले सप्ताह ये दर शून्य से नीचे दशमलव चार दो प्रतिशत थी और २०११ में इसी सप्ताह में १७ प्रतिशत से ऊपर थी। आज जारी सरकारी आंकड़ों के अनुसार वार्षिक आधार पर प्याज की कीमतें ७९ दशमलव एक प्रतिशत गिरी। जबकि आलू के दाम २२ दशमलव चार छह प्रतिशत कम हुए। गेंहू की कीमतों में तीन दशमलव तीन सात प्रतिशत गिरावट आई। सब्जियां कुल मिलाकर पिछले वर्ष की इसी अवधि की तुलना में ४७ दशमलव शून्य छह प्रतिशत सस्ती हुई लेकिन प्रोटीन वाली चीजें और महंगी हुईं।

प्रधानमंत्री डॉ० मनमोहनसिंह ने आज एक विशेषज्ञ समिति गठित की है, जो चीनी क्षेत्र से नियंत्रण हटाने संबंधी मुद्दों पर विचार करेगी। प्रधानमंत्री की आर्थिक सलाहकार परिषद के अध्यक्ष सी रंगराजन इस समिति के भी अध्यक्ष होंगे। एक सरकारी वक्तव्य के अनुसार यह समिति चीनी क्षेत्र से नियंत्रण हटाने से सम्बद्ध सभी मुद्दों पर गौर करेगी। उससे कहा गया है कि जल्दी से जल्दी अपना काम खत्म करके रिपोर्ट प्रधानमंत्री को सौंप दे। समिति को ये अधिकार दिया गया है कि वह विभिन्न विशेषज्ञों और विद्वानों को विशेष आमंत्रित सदस्य के रूप में नियुक्त कर सकती है। उपभोक्ता कार्य,खाद्य और सार्वजनिक वितरण मंत्रालय समिति को आवश्यक सहायता देगा।

केन्द्र सरकार ने लक्षित सार्वजनिक वितरण प्रणाली के तहत ओड़ीशा, असम और पश्चिम बंगाल के लिए रियायती दर पर अतिरिक्त अनाज आवंटित किया है। सरकारी विज्ञप्ति के अनुसार ओड़ीशा को कंधमाल जिले में गरीबी की रेखा से ऊपर के १७ हजार परिवारों को बांटने के लिए करीब तीन अरब टन चावल दिया है।

सीबीआई की विशेष अदालत ने २१ दिसम्बर को टू जी घोटाले की जांच के बाद सीबीआई की चार्जशीट का संज्ञान लेने के बाद इन चारों के अलावा विकास सर्राफ और तीन कंपनियों को सम्मन भेजे थे।
किन्तु आरोपित कंपनियों, लूप टेलीकॉम प्राइवेट लिमिटेड, लूप मोबाइल इंडिया लिमिटेड और एस्सार टेलीहोल्डिंग्स के प्रतिनिधि समन के मुताबिक आज अदालत में पेश हुए।

सोशल मीडिया वेबसाइट ट्विटर ने घोषणा की है कि वो अलग-अलग देशों के अनुसार मिलने वाले संदेशों को चुन-चुन कर सेंसर करेगा। भारत के लिए यह अच्छी खबर हो सकती है क्योंकि उसने सोशल मीडिया वेबसाइट से आग्रह किया था कि वे आपत्तिजनक सामग्री हटा दें। गूगल, याहू, ट्विटर और फेसबुक जैसी अन्तर्राष्ट्रीय इंटरनेट कम्पनियों तथा भारत के बीच इस बात पर तकरार चल रही है कि वे अपने यहां आने वाली सामग्री को डालने से पहले जांच करें और आपत्तिजनक सामग्री हटा दें।
दिल्ली उच्च न्यायालय ने भी पिछले महीने २१ सोशल नेटवर्किंग वेबसाइट्स को निर्देश दिया था कि वे इस वर्ष ६ फरवरी तक अपमानजनक सामग्री हटा दें।

असम में सूचना का अधिकार कानून-आरटीआई के अन्तर्गत पिछले तीन वर्षों में आवेदन पत्रों की सख्या काफी बढ़ गई है। राज्य के सूचना आयुक्त मोहनचन्द्र मालाकार ने आकाशवाणी को बताया कि इस अवधि में आरटीआई के तहत दस हजार से अधिक आवेदकों ने विभिन्न सूचनाएं मांगी। हमारे संवाददाता ने बताया है कि राज्य में इस कानून के क्रियान्वयन में काफी प्रगति हुई है।

असम में आर टी आई अधिनियम को लागू करने में काफी सुधार दर्ज किया गया है। २०१० में दो हजार चार सौ पच्चीस आवेदनों की तुलना में पिछले साल इस संख्या में सात हजार, दो सौ तक वृद्धि हुई। सरकारी सूत्रों के मुताबिक जानकारी चाहने वालों के अधिकांश ग्रामीण क्षेत्रों से हैं। दूसरी ओर ग्रामीण विकास, शिक्षा और सार्वजनिक स्वास्थ्य, इंजीनियरिंग विभाग के लिए सबसे ज्यादा आवेदन पत्र मिले हैं। कामरूप, कछार, करीमगंज, हेलाकांडी और दरांग जिलों के लोग नागरिक अधिकारों के बारे में अधिक जानकारी रखते हैं। आयोग ने निर्धारित समय के अन्दर जानकारी देने में विफल रहे लोक सूचना अधिकारी पर तीन लाख रूपये का जुर्माना लगाया है। आर टी आई अधिनियम को अधिक कुशल बनाने के लिए आयोग ने प्रदेश और जिला स्तर निगरानी समिति की स्थापना और सभी लोक सूचना अधिकारियों के लिए पारिश्रमिक देने के प्रस्ताव भी लाये हैं। मानस प्रतिम सरमा आकाशवाणी समाचार गुआहाटी।

संयुक्त राष्ट्र सुरक्षा परिषद आज बाद में सीरिया के संकट पर विचार करेगी। संयुक्त राष्ट्र में फ्रांस के मिशन ने अपने ट्विटर पर इस बैठक की घोषणा की। इससे पहले कल सुरक्षा परिषद के पांच स्थाई सदस्यों ब्रिटेन, चीन, रूस, फ्रांस और अमरीका ने एक नये प्रस्ताव पर बातचीत की थी। सीरिया के संकट को खत्म करने के लिए अरब लीग की पहल के जोरदार समर्थन का यह नया प्रस्ताव ब्रिटेन, फ्रांस, जर्मनी और कई अरब देशों ने तैयार किया है। अरब लीग ने राष्ट्रपति बसर अल असद से कहा है कि वे सत्ता अपने एक सहायक को सौंपें ताकि सीरिया में चुनाव हो सकें। संयुक्त राष्ट्र का कहना है कि सीरिया में पिछले वर्ष मार्च में शुरू हुए विरोध प्रदर्शन के बाद से पांच हजार चार सौ से अधिक लोगों की मौत हो चुकी है।

In Manipur, all arrangements are being made for tomorrow’s polling for the 60-member state assembly elections in free and fair manner. Altogether 279 candidates including 14 women candidates are in the fray. State Joint Chief Electoral Officer N. Praveen Singh told AIR News this morning that mobile phone handsets with inbuilt cameras have been distributed to the concerned polling officials of all 2537 polling stations through the concerned Returning Officers.
He said that mobile cameras will not only take photographs of the voters inside the polling booths but also give a immediate feedback to the Election Commission about the poll percentage and untoward incidences if any from time to time. The Election Commission is also arranging for webcast monitoring of the voting process in as many as 60 selected polling stations of 34 Assembly Constituencies.
It will also be available for public viewing through website www.manipurelection.hadrontechs.com. Altogether 350 companies of the central paramilitary forces are being deployed in this election.

Our Gorakhpur correspondent reports that tomorrow is the last date of nomination for the third phase which is going to poll on the 15th of next month. Nomination is also on for 56 assembly segments for 4th phase that are going to polls on the 19th February. The process of nomination for 49 assembly constituency of fifth phase will begin from tomorrow with the issuance of notification.

Food inflation remained in the negative zone for the fourth week in a row, at minus 1.03 per cent for the week ended January 14, on account of cheaper vegetables. Food inflation, as measured by the Wholesale Price Index, had stood at minus 0.42 per cent in the previous week, and above 17 per cent in the corresponding week of 2011.
According to official data released, today, onion prices plummeted 79.1 per cent, year-on-year, for the week under review, while potato prices fell 22.46 per cent. Prices of wheat dropped 3.37 per cent. Overall, vegetables were 47.06 per cent cheaper during the week under review, from the same period last year. However, other food products, led by protein-based items, became more expensive on an annual basis.

The Centre has allocated additional foodgrains to Odisha, Assam and West Bengal at subsidized rates under the Targeted Public Distribution System. According to an official release, Odisha has been given additional allocation of nearly three thousand million tonnes of rice for distribution to over seventeen thousand above poverty line, APL families of Kandhamaal district.
West Bengal has been allocated one million tonnes rice for the drought affected people in the State. Assam has also been allocated additional foodgrains at subsidized rates.

In Chhattisgarh, one naxalite was killed in an encounter with the police in Raygarh district today. The encounter took place in the jungle near Dogripali under the Baramkela police station area.
The Police have also recovered some weapons from the site of the encounter which include one AK 47 rifle. Senior police officials have reached the spot to supervise the combing operation in the area.

The Vice President Mohd. Hamid Ansari and to Prime Minister Dr. Manmohan Singh have condoled the passing away of Kerala Governor M.O.H Farook. In his condolence message, the Vice President said that Mr. Farook was a veteran public leader who participated in the liberation of Puducherry and played an important role in both the Central and State governments in the service of the nation and the people of Puducherry.
In his message, the Prime Minister said that Farook upheld the highest traditions of public service during his long and distinguished career. Expressing his deep sympathies and condolence to the bereaved family, the Prime Minister said that in the passing away of Farook, the country has lost a veteran politician and leader of the people.
The Puducherry cabinet met this morning and a condolence resolution was passed, where in the contribution of Mr Farook in the development pf Puducheery was recalled. A public holiday has been declared today and Puducherry will observer a three day state mourning. The Funeral of the late leader will take palce this evening. Leaders cutting across party lines have condoled the death of Mr. Farook, who was also Union Minister, a three thime member of parliament and had served as Ambassador to Soudi Arabia.

The UN Security Council will discuss the crisis in Syria later today. The unexpected meeting was announced by France's UN mission on its Twitter account after representatives of the council's five permanent members -- Britain, China, France, Russia and the United States -- held talks yesterday on the new resolution.
The resolution giving strong backing to the Arab League's initiative to end the Syria crisis has been drawn up by Britain, France, Germany and a number of Arab nations. The Arab League has called on President Bashar al-Assad to hand over powers to a deputy so that elections can be held in Syria where the UN says more than 5,400 people have died since protests started in March last year.

The United States and South Korea said today that they would start two major annual joint military exercises from today which would continue until March 9th. Separately, a joint air, ground and naval field training exercise known as Foal Eagle will be held from the 1st of March to 30th April. Seoul and Washington, say the drills are defensive and routine but the North habitually terms them a rehearsal for invasion. North Korea has denounced the exercises as war mongering.

Unidentified attackers in Pakistan fired several rocket propelled grenades at the country's top military academy in the city of Abbottabad. Local police said the attack damaged a wall but there were no casualties. Officials said the assailants fired nine rockets in a pre-dawn attack today and three of them hit the outer wall of Pakistan Military Academy. Police have launched a hunt for the attackers.

Italy has agreed to a strategic partnership aimed at supporting Afghanistan after combat forces withdraw from the country in 2014. Italian Prime Minister Mario Monti assured Afghan President Hamid Karzai that Italy will not abandon Afghanistan, as the two leaders signed the long-term agreement yesterday in Rome. The deal calls for Italy to assist Afghanistan in political, security, economic and counter-narcotics issues after 2014.

The Sensex at the Bombay Stock Exchange climbed 176 points, or 1 per cent, to 17,254 in early trade, today, on continued buying by funds and retail investors. Later, the Sensex pared some of its initial gains, but still stood a good 105 points, or 0.6 percent in positive territory, at 17,182, a short while ago. The Sensex had gained over 338 points in the past three trading sessions.
Other regional markets in Japan, Hong Kong, Singapore, Indonesia and South Korea were trading mixed, today. Over on Wall Street, the Dow Jones Industrial Average had ended 0.2 percent lower, overnight.

In Manipur, two security personnel were killed when militants ambushed their convoy at Konkon area in Ukhrul district last evening. Official reports said the CRPF personnel belonging to the 175th battalion was on their way to polling stations in the district when they were attacked. In another incident, a combined police team killed one militant in an encounter at Yaralpat in Imphal East last night.
Meanwhile, one person was injured when militants triggered a blast at the residence of a doctor in Thangmeiband assembly constituency in Imphal West this morning. Another blast occurred at Sagolband area in Imphal West today. So far, militants have carried out more than a hundred attacks on candidates and workers in the run up to the state assembly polls falling tomorrow.

Twitter has announced that it can now selectively censor tweets on a country-by-country basis, a move which may augur well for India which urged social media websites to remove offensive contents.
The proposed move came amid a legal clash between India and global Internet giants, including Google, Yahoo, Twitter and Facebook, over pre-screening user contents and removal of offensive materials from their websites. A Delhi court had last month asked 21 social networking websites to remove derogatory contents by February 6 this year.

The promoters of Essar group Anshuman and Ravi Ruia and promoters of Loop Telecom I P Khaitan and Kiran Khaitan today failed to appear before a Delhi court trying the 2G spectrum case.
Their lawyers claimed they have not been duly served with the summons. The Special CBI Judge had earlier on December 21, issued summons to the Essar Group promoters Anshuman and Ravi Ruia, Loop Telecom promoters I P Khaitan and Kiran Khaitan, Vikash Saraf and three firms after taking cognisance of the CBI charge sheet arising out of the probe in the 2G scam.
However, representatives of the accused firms, Loop Telecom Pvt Ltd, Loop Mobile India Ltd and Essar Teleholdings today appeared in pursuance to the summons.

The agreement, convention on mutual administrative assistance in tax matters, is a multilateral agreement of 31 other nations which promotes international co-operation while respecting the rights of taxpayers. The agreement has been signed under the aegis of the Organisation for Economic Cooperation and Development (OECD), at its headquarters in Paris recently.
An OECD statement said, by joining the agreement, India and other 31 signatories sent a strong signal that these countries are acting together to ensure that individuals and multinational enterprises pay the right amount of tax, at the right time and in the right place.

In Madhya Pradesh, a special train the Red Ribbon Express is spreading awareness on HIV, AIDS and National Rural Health Mission in different parts of the state. Our correspondent reports that the train, which entered the state on Wednesday, will have halts at nine railway stations.
The Red Ribbon Express is stationed in Sagar today. It will have also halts at Katangikhurd, Katni, Madan Mahal, Amla, Itarsi, Laxminagar, Nagda and Ratlam in the state. In Assam, the number of applications under the Right to Information Act, RTI, has increased considerably in the last three years. Talking to AIR, state Information Commissioner Mohan Chandra Malakar said that over 10 thousand applicants sought information during the period. More from our correspondent;
Assam has recorded a mark improvement in the implementation of RTI act. A total of 7200 applications have been filed in the last year in comparison to 2425 in 2010.Official data revealed that most of the information seekers are from the rural areas. Rural development, education and public health engineering department received the large number of applications in the last couple of years. Kamrup, Cachar, Karimganj, Hailakandi and Darrang district are especially aware of the rights of citizen. The Commission also imposed fine of rs 3 lakh to Public Information Officers who failed to provide information within stipulated time. The State Information Commission recommends to set up monitoring committee at state and district level and also to provide token honorarium to all Public Information Officers to make the mechanism more efficient. सरकार ने चालीस करोड़ लोगों को आधार नम्बर जारी करने के लिए अतिरिक्त ५७ अरब ९१ करोड़ रुपये मंजूर किए हैं। गृहमंत्री पी. चिदम्बरम ने मंत्रिमंडल की बैठक के बाद संवाददाताओं को बताया कि भारतीय विशिष्ट पहचान प्राधिकरण ने पहले ही बीस करोड़ लोगों को आधार संख्या जारी कर दिया है। उन्होंने आशा व्यक्त की कि आधार संख्या जारी करने का काम अगले वर्ष जून तक पूरा कर लिया जाएगा। उन्होंने कहा कि जिन राज्यों में प्राधिकरण ने आधार नम्बर देने की प्रक्रिया पूरी कर ली है, वहां ये मान्य होंगे और शेष १६ राज्यों और केन्द्रशासित प्रदेशों में राष्ट्रीय जनसंख्या रजिस्टर मान्य होगा।

अधिकतर मामलों में दोहराव और लागत की समस्या से निजात पा लिया गया है, फिर भी इस संभावना से इंकार नहीं किया जा सकता कि कुछ मामलों आधार पहचान और जनसंख्या रजिस्ट्रर में दोहराव हो सकता है। लेकिन इसके लाभ को देखते हुए यह जायज है। इससे एक व्यापक एनपीआर डाटा-बेस और आधार डाटा-बेस तैयार होगा।
श्री चिदम्बरम ने कहा कि देश में हरेक व्यक्ति का बायो-मीट्रिक पहचान और आधार नम्बर होगा।

प्रधानमंत्री डॉ० मनमोहनसिंह ने आज एक विशेषज्ञ समिति गठित की है, जो चीनी पर से नियंत्रण हटाने संबंधी मुद्दों पर विचार करेगी। प्रधानमंत्री की आर्थिक सलाहकार परिषद के अध्यक्ष सी रंगराजन इस समिति के भी अध्यक्ष होंगे। एक सरकारी वक्तव्य के अनुसार यह समिति चीनी पर से नियंत्रण हटाने से सम्बद्ध सभी मुद्दों पर गौर करेगी। उससे कहा गया है कि जल्दी से जल्दी अपना काम खत्म करके रिपोर्ट प्रधानमंत्री को सौंप दे। समिति को ये अधिकार दिया गया है कि वह विभिन्न विशेषज्ञों और विद्वानों को विशेष आमंत्रित सदस्य के रूप में नियुक्त कर सकती है। उपभोक्ता कार्य,खाद्य और सार्वजनिक वितरण मंत्रालय समिति को आवश्यक सहायता देगा।
समिति के अन्य सदस्यों में वित्त मंत्रालय के मुख्य आर्थिक सलाहकार, कौशिक बसु और खाद्य तथा कृषि विभाग के सचिव शामिल हैं।

उच्चतम न्यायालय ने आज झारखंड के पूर्व मंत्री एनोस एक्का की जमानत याचिका पर सी बी आई को नोटिस जारी किया। एक्का आय से अधिक सम्पत्ति अर्जित करने के मामले में दो वर्ष से अधिक समय से जेल में हैं। न्यायालय की एक खण्डपीठ ने एक्का के खिलाफ मामले की स्थिति पर सी बी आई से जवाब मांगा है।

केन्द्रीय सतर्कता आयोग-सी वी सी ने विभिन्न विभागों के ८१ अधिकारियों के खिलाफ अवैध गतिविधियों में कथित रूप से शामिल होने के लिए भारी दण्ड की सिफारिश की है। एक सरकारी विज्ञप्ति में कहा गया है कि सबसे ज्यादा ३६ अधिकारी सार्वजनिक क्षेत्र के हैं। इनमें सिंडीकेट बैंक के दस, पंजाब नेशनल बैंक के नौ और स्टेट बैंक ऑफ मैसूर के पांच अधिकारी शामिल हैं। इनके अलावा वैस्टर्न कोलफील्ड्स लिमिटेड के दस, भारतीय कृषि अनुसंधान परिषद् के आठ, रेल मंत्रालय के सात, दिल्ली विकास प्राधिकरण और दिल्ली नगर निगम के तीन-तीन अधिकारी हैं।

मुम्बई शेयर बाजार में आज लगातार छठे दिन तेजी का दौर रहा और सेंसेक्स शून्य दशमलव नौ प्रतिशत की बढत से १५७ अंक उछलकर १७ हजार २३४ के स्तर पर बंद हुआ। नेशनल स्टाक एक्सचेंज का निफटी भी शून्य दशमलव नौ प्रतिशत की बढत से ४६ अंक बढकर पांच हजार दो सौ पांच के स्तर पर बंद हुआ।
मुद्रा बाजार में रूपये की कीमत में आज ७७ पैसे की बढत रही और लगभग १२ सप्ताह के ऊचे स्तर ४९ रूपये ३२ पैसे प्रति डॉलर के स्तर पर दर्ज हुआ।
दिल्ली सर्राफा बाजार में आज सोना स्टेंडर्ड ५३५ रूपये की बढत से २८ हजार ३०५ रूपये प्रति दस गा्रम के स्तर पर बंद हुआ। चांदी भी एक हजार ७७० रूपये की बढत से ५६ हजार ९७० रूपये प्रति किलोग्राम के स्तर पर दर्ज हुई।
अमरीका में कच्चे तेल के वायदा भाव २१ सेंट की बढत से ९९ डालर ९१ सेंट प्रतिबैरल दर्ज हुए जबकि बे्रंट कू्रड के भाव १११ डालर के स्तर को पार कर गये।

खाद्य मुद्रास्फीति की दर लगातार चौथे सप्ताह भी श्ूान्य से नीचे है। सब्जियां सस्ती होने के कारण १४ जनवरी को समाप्त सप्ताह में यह दर शून्य से नीचे एक दशमलव शून्य तीन प्रतिशत रही। पिछले सप्ताह ये दर शून्य से नीचे दशमलव चार दो प्रतिशत थी और २०११ में इसी सप्ताह में १७ प्रतिशत से ऊपर थी। आज जारी सरकारी आंकड़ों के अनुसार वार्षिक आधार पर प्याज की कीमतें ७९ दशमलव एक प्रतिशत गिरी। जबकि आलू के दाम २२ दशमलव चार छह प्रतिशत कम हुए।

दिल्ली उच्च न्यायालय ने नर्सरी में आयु से सम्बद्ध प्रवेश प्रक्रिया में हस्तक्षेप करने से इंकार कर दिया है। अदालत ने कहा है कि प्रारम्भिक शिक्षा सभी बच्चों के लिए आवश्यक है। इस फैसले के बाद तीन वर्ष से अधिक आयु के बच्चों को नर्सरी कक्षाओं में प्रवेश मिल सकेगा।

The government today cleared an additional amount of over 5791 crore rupees for 'Aadhar' scheme to enroll another 40 crore people under the scheme. Home Minister P Chidambaram told reporters after a Cabinet Committee meeting today on the Unique Identification Authority of India, UIDAI that 20 crore Aadhar numbers have already been allocated.
The Minister expressed hope that the entire exercise will be completed by June next year. He said, Aadhar Number would be applicable in the states where UIDAI had completed its exercise and the remaining states and Union Territories where the process was not complete, National Population Register number would be applicable.
Replying to a question, the Home Minister did not rule out little duplication or overlapping, considering the huge population in the country. He however said, most avoidable duplication and costs have been avoided. This duplication, he said, was alright considering the benefits. He said, every person in India will have a bio-metric and Aadhar number.

The Prime Minister Dr. Manmohan Singh today constituted an expert committee to examine issues related to decontrol of the sugar sector. The committee will be headed by Economic Advisory Council Chairman to the Prime Minister, Mr C Rangarajan.
According to an official statement, the committee will look into all the issues relating to de-regulation of the sugar sector and it has been requested to complete the task as early as possible and give its recommendations to the Prime Minister. The committee has been empowered to involve such experts, academics as required as special invitees.

In Manipur, all arrangements are complete for the smooth conduct of Assembly polls tomorrow. All the polling personnel have reached their destinations along with poll materials. Polling will start at seven in the morning and will continue till three in the afternoon. We have a report from our Imphal Correspondent.
Altogether 17 lakh and 40 thousand voters are eligible to exercise their franchise to elect 60 members of the state assembly. Women voters outnumber the male voters. Special arrangements are being made for women and physically challenged voters in all the polling stations. According to the State Chief Electoral Officer P.C. Lawmkunga, Income Tax officials have seized one crore and 80 lakh rupees so far across the state. He also disclosed that 30 small guns and a large number of ammunitions have also been recovered from various places during the security drive. In Uttarakhand, two choppers have been put on alert and special preparations have been made for smooth polling in higher reaches of the state. In Uttar Pradesh, the nomination process for the second phase of Assembly elections completed today as it was the last day of withdrawal of papers. Polling for this phase will be held on the 11th of February.
The Congress Party today released its vision document for the upcoming Uttar Pradesh Assembly elections. The document provides a clear agenda in key areas such as employment, agriculture, industrial development and infrastructure plan for Uttar Pradesh.

The second sail training ship of the Indian Navy, INS Sudarshani was commissioned at the Southern Naval Command in Kochi today. Flag Officer Commanding in Chief of the Southern Naval Command, Vice Admiral K N Sushil commissioned the vessel. The Ship, built by the Goa Shipyard, can sail up to 20 days with its complement of five officers, 31 sailors and 30 cadets.

The U.N. Security Council will hold its meeting in New York today to discuss the steps to be taken on the situation in Syria. The Council is expected to take up a fresh Western nations-Arab draft resolution to end the violence in the country.

According to reports, Morocco, one of the Security Council members would circulate the new draft resolution at the meeting. The draft resolution calls supports the Arab League's call for Syrian President Bashar al-Assad to hand over powers to the Vice President, set up a national unity government and prepare for elections within two months.

In Iraq, the death toll in suicide bombing this morning on a funeral procession in Zafaraniyah province has gone up to 32. More than 65 persons have been injured in the incident. In Southeastern Baghdad.
The incident took place this morning when a suicide bomber detonated an explosives-packed car near a funeral procession in the predominantly Shiite neighborhood of Zafaraniyah. No group has claimed responsibility for the attack.

The Nifty rose 46 points, or 0.9 percent, to 5,205. Stock markets in Hong Kong, South Korea and Singapore rose between 0.3 percent and 0.8 percent. The rupee appreciated 77 paise to close at a near 12-week high of 49.32 against the dollar. Gold surged 535 rupees, to 28,305 rupees per ten grams in Delhi. India's Leander Paes and his Russian partner Elina Vesnina today entered the final of the Mixed doubles of Australian Open Tennis Tournament in Melbourne today. They defeated Roberta Winsi and Deniel Bracili of Italy by 5-7, 6-2, 10-7. In the other Mixed Doubles semi final, the pair of Sania Mirza and Mahesh Bhupati, however, lost to Mattek Sands of USA and Horia Tecau of Romania, 6-3, 6-3.
Russian pair of Svetlana Kuznetsova and Vera Zvonareva has won the women's Doubles titles defeating Italian pair of Sara Errani and Roberta Vinci, 5-7, 6-4, 6-3. In Men's Singles defending champion Novak Djokovic entered the final of the tournament defeating Andy Murray 6-3, 3-6, 6-7, 6-1 and 7-5 in today's Semi final. The final will be played on Sunday between Novak Djokovic and Rafal Nadal.

India were 166 for six on the 4th day of the final cricket Test against Australia at Adelaide today. The hosts have set a daunting target of 500 before India. The visitors were left with an arduous task of batting out the entire fifth day to prevent the dominating Australians to sweep the series 4-0.
Sehwag scored 62 off 53-ball. Ishant Sharma at 2 and Wriddhiman Saha at 0 were holding fort when the stumps were drawn for the day. The Indians however were still trailing by 334 runs.
