 केन्द्रीय ग्रामीण विकास मंत्री जयराम रमेश ने कहा है कि प्रस्तावित राष्ट्रीय भूमि अधिग्रहण और पुनर्वास तथा पुनर्स्थापना विधियेक २०११ के अंतर्गत ज+मीन के अधिग्रहण से पहले उसके सामाजिक प्रभाव का मूल्यांकन किया जाएगा। कल ओडिशा में बरहामपुर में उन्होंने कहा कि यह मूल्यांकन संबंधित कंपनी या सरकार नहीं बल्कि पंचायत करेगी। उन्होंने यह भी बताया कि सरकार इस विधेयक को संसद के चालू सत्र में पेश करने की कोशिश कर रही है।
 श्री रमेश ने कहा कि सरकार का भूमि अधिग्रहण से प्रत्यक्ष और अप्रत्यक्ष रूप से प्रभावित लोगों को रोजगार के लिए सहायता देने का प्रस्ताव है।
 राज्य सरकारों को प्रस्तावित कानून में निर्धारित फायदों के अलावा अतिरिक्त सुविधाएं देने की अनुमति होगी।

 केन्द्र ने छत्तीसगढ़ जैसे राज्यों में नक्सल विरोधी कार्रवाइयों में लगे विशेष पुलिस अधिकारियों-एस पी ओ पर प्रतिबंध लगाने के उच्चतम न्यायालय के आदेश पर फिर से विचार की मांग की है। न्यायालय में दायर याचिका में गृह मंत्रालय ने पांच जुलाई के आदेश की दो महत्वपूर्ण बातों की समीक्षा की मांग की है। गृह मंत्रालय ने कहा है कि एस पी ओ पर प्रतिबंध लगाना संविधान की भावना के अनुरूप नहीं है।
 उच्चतम न्यायालय के आदेश में कहा गया था कि केन्द्र माओवादी गुटों के खिलाफ कार्रवाइयों में एस पी ओ की भर्ती के लिए प्रत्यक्ष या परोक्ष रूप से धन का इस्तेमाल न करें और छत्तीसगढ़ पुलिस कानून-२००७ में दिए गए कार्यों को छोड़कर एस पी ओ द्वारा नियमित पुलिस अधिकारियों के कार्यों का कराया जाना असंवैधानिक है।
 सूत्रों ने बताया है कि गृह मंत्रालय ने कहा है कि पुलिस का कार्य कार्यपालिका के क्षेत्राधिकार में आता है और न्यायपालिका इसमें हस्तक्षेप नहीं कर सकती।

 गुजरात सरकार ने कथित अनुचित आचरण के लिए वरिष्ठ आई पी एस अधिकारी राहुल शर्मा के खिलाफ आरोप पत्र तैयार किया है।  वह एक हफ्‌ते के अंदर मोदी सरकार की नाराजगी झेलने वाले दूसरे आई पी एस अधिकारी हैं। इससे पहले संजीव भट्ट को निलंबित किया जा चुका है, जिन्होंने २००२ के दंगों में मुख्यमंत्री नरेंद्र मोदी की कथित भूमिका को लेकर उच्चतम न्यायालय में हलफनामा दायर किया था। राहुल शर्मा को यह आरोपपत्र कल दिया गया।

डीआईजी रैंक के पुलिस अधिकारी राहुल शर्मा को पहले कारण बताओ नोटिस २७ जनवरी और अंतिम नोटिस २८ जुलाई को दी गई थी जिसका १५ दिनों में जवाब देना था। १९९२ बैंच के इस आईपीएस अधिकारी के खिलाफ अखिल भारतीय सेवा नियम १९६९ के नियम तीन एक्ट के अंतर्गत अनुचित आचरण का आरोप लगाया गया है, जिसमें नरोडा गांव, नोडा पाटिया और गुलबर्ग सोसायटी के दंगों के मामलों में जांच अधिकारी को फोन-कॉल के ब्यौरे वाली सीडी मुहैया नही कराना शामिल है। योगेश पांडया आकाशवाणी समाचार अहमदाबाद।

 योजना आयोग के सदस्य के कस्तूरीरंगन ने कहा है कि देश में अनुसंधान और विकास से संबंधित बुनियादी ढांचे को अंतर्राष्ट्रीय मानकों के अनुरूप बनाने के लिए सार्वजनिक और निजी स्रोतों से और ज्यादा धन लगाने की जरूरत है। कल आई आई टी दिल्ली के ४२वें दीक्षांत समारोह में श्री कस्तूरीरंगन ने कहा कि अनुसंधान और विकास के क्षेत्र में सार्वजनिक और निजी स्रोतों से मिलने वाली धन राशि सीमित है और उसे बढ़ाने की जरूरत हैं। उन्होंने कहा कि अनुसंधान और विकास पर भारत अपने सकल घरेलू उत्पाद का शून्य दशमलव नौ आठ प्रतिशत खर्च करता है जबकि चीन और कोरिया जैसे उभरते देश इस पर सकल घरेलू उत्पाद का २ प्रतिशत खर्च करते हैं।

 आंध्रप्रदेश में पुलिस सब-इंस्पेक्टरों के पदों के लिए लिखित परीक्षा आज भी होगी। कल एक हजार दो सौ तिरानबे पदों के लिए १८ हजार से ज्यादा उम्मीदवारों ने परीक्षा दी। यह परीक्षा इसलिए महत्वपूर्ण हो गई है क्योंकि परीक्षा हैदराबाद को भर्ती के लिए मुक्त क्षेत्र न रखने के फैसले के एक दिन बाद हुई है। राष्ट्रपति के फैसले के बाद अब केवल छठे क्षेत्र के उम्मीदवार इस क्षेत्र में भर्ती के लिए पात्र हैं। छठे क्षेत्र में हैदराबाद, मेडक, महबूब नगर, रंगारेड्डी, नलगोंडा और निजामाबाद के छह जिले आते हैं। ये तेलंगाना क्षेत्र के हैं।
 राष्ट्रपति प्रतिभा देवी सिंह पाटील ६५वें स्वतंत्रता दिवस की पूर्व संध्या पर आज राष्ट्र को सम्बोधित करेंगी। उनके भाषण का आकाशवाणी के सभी केन्द्रों पर शाम सात बजे से हिन्दी में और उसके बाद अंगे्रजी में प्रसारण किया जायेगा। इसके अलावा आकाशवाणी रात साढ़े नौ बजे से इस संबोधन का क्षेत्रीय चैनलों पर प्रसारण करेगा। राष्ट्रपति के संबोधन को शाम सात बजे से दूरदर्शन के भी सभी केन्द्रों से प्रसारित किया जायेगा।

 पाकिस्तान की संघीय जाँच एजेंसी एफ.आई.ए. का कहना है कि मुम्बई आतंकी हमले के एक अभियुक्त की आवाज का नमूना हमले पर नजर रख रहे उस आदमी की आवाज से मेल खाता है जिसने इस घटना में शामिल आतंकवादियों को निर्देश दिये थे। आतंकवाद निरोधक अदालत में गवाही देते हुए एफ.आई.ए. के इंस्पेक्टर निसार अहमद जादून ने कराची में लश्करे तैयबा के शिविरों पर मारे गए छापों का विवरण दिया जहां मुम्बई आतंकी हमलावरों ने प्रशिक्षण लिया था। जादून ने बताया कि प्रतिबंधित लश्करे तैयबा ने कराची में तीन प्रशिक्षण शिविर लगाए थे जिनपर एफ.आई.ए. ने मुम्बई हमलों के बाद छापे मारे थे। अभियोजन पक्ष ने पांच और गवाह पेश करना चाहता है। मामले की सुनवाई २७ अगस्त को होगी जिसमें इन गवाहों को पेश किया जा सकता है।

 ब्रिटेन में पिछले सप्ताह हुए दंगों के सिलसिले में ७०० से ज्यादा लोगों पर हिंसा और लूटपाट का आरोप लगाया गया है। लंदन पुलिस ने कहा है कि १७०० से ज्यादा लोगों को गिरफ्तार किया गया है। जिनमें से ७०० पर  आरोप लगाये गये हैं। आरोपों का सामना करने वाले लोगों में से दो तिहाई को हिरासत में भेज दिया गया है। गृहमंत्री थेरेसा ने बताया कि प्रशासन कोई कसर नहीं छोड़ेगा और १६००० पुलिस अधिकारी इस सप्ताह के आखिर तक लंदन और अन्य शहरों में मुस्तैद रहेंगे।
 ब्रिटेन के प्रधानमंत्री डेविड केमरन ने न्यायालय में जल्द सुनवाई के प्रति सरकार की ओर से समर्थन व्यक्त किया है। श्री केमरन ने लूटपाट करने वालो और उनके परिजनों को कम किराये वाले सरकारी घरों से निकालने का प्रस्ताव पेश किया है।

 देश के विभिन्न हिस्सों में बारिश के कारण हुए हादसों में ३० लोगों की मौत हो गई है। पश्चिम बंगाल में १४, पंजाब में १३ और उत्तर प्रदेश में तीन लोगों को इन हादसों में अपनी जान गंवानी पड़ी।
 पिछले कुछ दिनों से लगातार बारिश की वजह से पश्चिम बंगाल के १५ जिले बाढ़ की चपेट में हैं। राज्य के मुख्य सचिव समर घोष ने बताया कि १७१ ब्लॉक और ५२ नगरपालिका क्षेत्रों में रहने वाले करीब १६ लाख लोग बाढ़ से प्रभावित हैं। राज्य सरकार ने हावड़ा जिले के उदयनारायणपुर, अमता-एक और अमता-दो ब्लॉक को बाढ़ से सबसे ज्+यादा प्रभावित क्षेत्र घोषित किया है।
 पंजाब में बारिश के कारण हुए हादसों में मरने वाले १३ लोगों में से आठ की मौत लुधियाना में हुई। हमारे संवाददाता ने खबर है कि भारी बारिश के कारण पंजाब और हिमाचल प्रदेश में रेल सेवाओं पर असर पड़ा है।

कृषि विश्वविद्यालय लुधियाना के अनुसार अकेले लुधियाना शहर में २४ घंटों में  ४०० मिलीमीटर से अधिक वर्षा हुई जिससे शहर के बहुत सारे इलाकों में बाढ़ जैसी स्थिति बन गई और बहुत सी ऐसी घटनाएं हुई जिनमे कई लोगों ने अपनी जान गंवाई। शहर में बहुत से स्थानों पर सड़के धंस गई हैं जिस कारण यातायात और बिजली सप्लाई बाधित हुई है। राज्य में फसलें वहीं प्रभावित हुई हैं जहां नहरों में बाढ पड़ी है। कृषि माहिरों को कहना है कि खरीफ की फसलों के लिए यह वर्षा लाभदायक साबित हो। आकाशवाणी समाचार के लिए चंडीगढ़ से जितेन्द्र सिंह रंधावा।
 उत्तर प्रदेश में भारी बारिश के कारण हुई दुर्घटनाओं में तीन लोगों की मौत हो गई। दो व्यक्तियों की गाजीपुर में डूबने से जबकि एक व्यक्ति की कानपुर में दीवार ढहने से मौत हो गई। गंगा, शारदा और घाघरा कई स्थानों पर खतरे के निशान से ऊपर बह रही है।

 स्कूल फीस पर पी टी ए की हामी ग़लत- इस समाचार को नवभारत टाइम्स ने अपने पहले पृष्ठ पर जगह दी है। इसमें कहा गया है-दिल्ली हाई कोर्ट ने उस प्रावधान को अवैध कहा है, जिसके तहत प्राइवेट स्कूल 'पेरेन्टस-टीचर्स एसोसिएशन' की सहमति से ही फीस बढ़ा सकते हैं। इसी समाचार को राष्ट्रीय सहारा और पंजाब केसरी ने भी वरीयता दी है।

The Union Rural Development Minister Jairam Ramesh has said that Social Impact Assessment will be done before acquisition of any land under the proposed National Land Acquisition and Rehabilitation and Resettlement Bill, 2011. Talking to reporters at Berhampur in Orissa yesterday, Mr. Ramesh said, the assessment will be conducted not by the concerned company or government, but by the Panchayat. He said, the government is trying to introduce the Bill in the current session of Parliament. Mr. Ramesh also said, the government proposes to provide livelihood support to the land losers and also the persons affected by the land acquisition. He said, the state governments will be allowed to provide extra benefits over and above those stipulated in the proposed Act.

Mr. Jairam Ramesh will have a review meeting after a short while from now with the officials of the district administration at Phulbani. He will review the stance of various central programs in the naxal affected Phulbani district. The Centre has sought review of Supreme Court order banning Special Police Officers operating in the anti-naxal operations in states like Chhattisgarh. In a petition filed in the court, the Home Ministry has asked for recall of two crucial clauses of the July 5th order banning them. The Home Ministry had said that banning the Special Police officers - SPOs is against the spirit of the Constitution. Para 75 (ii) of the apex court's order had asked the Centre to cease and desist from using any of its funds in supporting, directly or indirectly for the recruitment of SPOs for the purposes of engaging in any form of counter-insurgency activities against Maoist groups. Para 76 of the order held the appointment of SPOs to perform any of the duties of regular police officers, other than those specified in Chhattisgarh Police Act, 2007 as unconstitutional. Sources said, the Home Ministry has pointed out that under the Constitution, policing is exclusively in the domain of the executive and judiciary cannot not interfere in it.

The Gujarat Government has charge sheeted senior IPS officer Rahul Sharma for alleged misconduct. He is the second IPS officer to face the ire of the Modi Government in a week after suspension of Sanjeev Bhatt, who had filed an affidavit in Supreme Court on alleged role of Chief Minister Narendra Modi in 2002 riots. A DIG rank officer, Rahul Sharma was charge sheeted for not submitting the original CDs containing mobile phone call records related to the 2002 communal riots. State Government spokesperson Jaynarayan Vyas told the media persons in Gandhinagar that the copy of charge sheet was served to Rahul Sharma yesterday after his notice period ended on Friday.

At least 30 people lost their lives in rain related incidents in different parts of the country. While 14 people died in West Bengal, 13 lost their lives in Punjab. Rain related incidents claimed 3 lives in Uttar Pradesh yesterday. Flood has affected 15 districts of West Bengal following continuous rain for the past few days. State Chief Secretary Samar Ghosh said, the deluge has hit a population of 16 lakh in 171 blocks and 52 municipalities. Several long distance trains were left stranded in both up and down sections since last evening following subsidence of tracks caused by rain between Malda and Farakka stations under Eastern Railway. Railway officials said, both Sealdah or Howrah-bound trains as well as those headed towards New Jalpaiguri were stopped at various stations under Malda division as repair and restoration work got underway. Among the 13 killed in rain related incidents inPunjab, 8 died in Ludhiana alone. Heavy rain has affected train services in Punjaband neighbouring Himachal Pradesh. Our correspondent reports that train services on Pathankot-Joginder Nagar route has been suspended following collapse of a railway bridge near Pathankot.
Three persons died in heavy downpours in Uttar Pradesh even as rivers Ganga, Sharda and Ghagra continued to flow above the danger mark at several places. The Police said, while two persons drowned in Ghazipur, one died due to wall collapse inKanpur. More from our correspondent:
"Several villages in Doab area of Ballia are severly hit by the flood of Ganga, Ghaghra and Tamsa rivers. Around two hundred families of the affected areas in Ballia and Ghazipur have been shifted to safer places. The city areas in Varanasi are also facing the wrath of flood as the sewers in low lying areas have started overflowing. Pakistan's Federal Investigation Agency, FIA, says the voice sample of one of the accused in 26/11 Mumbai attack case matches with that of a handler who directed the terrorists involved in the assault. Deposing before anti-terrorism court Judge Shahid Rafique, the FIA Inspector Nisar Ahmed Jadoon also provided details of raids conducted on Lashkar-e-Taiba camps in Karachi where the attackers had undergone training before the 2008 attacks. Jadoon, a witness in the case, told the judge that the banned LeT had set up three training camps in Karachi that were raided by an FIA team after the Mumbai attacks. Defence lawyer, however, questioned how the prosecution matched the voice as the FIA does not have voice samples of the seven suspects. Pakistani laws do not allow authorities to obtain voice samples without the permission of suspects.

More than 700 people have been charged with violence and looting that shookBritain last week. London police said, more than 1,700 arrests were made out of which 700 have been charged. Two-thirds of those charged have been remanded to custody. Home Secretary Theresa May said authorities will not take chances and 16,000 police officers will remain deployed in London and other cities to keep vigil over the weekend.

The CID officials raided the house of former West Bengal Minister Sushanto Ghosh at Chandrakona in West Midnapur district yesterday. Ghosh was arrested by the CID on charges of recovery of skeletons of some Trinamul Congress supporters near his ancestral house in the district. The CID officials are interrogating Ghosh in Kolkata. His wife also was questioned by the CID. Some cartridges were recovered during the search operations at his house.

Lottery king Santiago Martin, who controls a vast lottery empire across the country, was arrested yesterday along with his relative in connection with a land grabbing case in Salem. Police said, Martin was arrested in Chennai by a police team from Salem following a complaint by one Balaji who has accused him of grabbing his 2,000-square feet land worth two crore rupees.

The Delhi High Court has refused to stay its single-judge bench order upholding the Centre's decision to forfeit the properties of fugitive underworld don Dawood Ibrahim's mother Amina Bi and his sister Hasina Ibrahim Parker. Refusing to grant any interim stay on the government's order, a division bench comprising Chief Justice Dipak Misra and Justice Sanjiv Khanna fixed August 16 to hear their plea.

In Kashmir valley, security has been further tightened following grenade attacks on two CRPF camps in interior Srinagar city last evening. Militants had lobbed a grenade on a CRPF camp in Khanyar area at 8.30 P.M. last evening. However, there was no casualty. Within ten minutes of the attack, grenade was lobbed on another CRPF camp in a nearby hotel in the area which too missed the intended target.

Almost all the newspapers today have prominently highlighted India losing the third Cricket test abjectly to England in Birmingham, the ongoing Test series as also its position as the world's number one Test Team.
On the India Cricket story, the banner headline in the Hindustan Times reads, "Indiasurrender No.1 Test spot - It could get worse, before it gets better". The story has been authored by former Australian cricketer and captain, Ian Chappel. Similarly, the Tribune's cover page story reads, "Dhoni and Company lose match, series, ranking and face - India's 20 month reign on top ends". The Asian Age's prominent cover page photo feature on the subject is headlined "SERIAL LOSERS - India fall from No.1".
Many papers have covered the Gujarat government's chargesheeting of IPS officers for misconduct, in the context of the 2002 Communal riots. The Hindu writes "Gujarat chargesheets IPS officer for misconduct - charged under All India Service Rules 1969".  हिन्दी फिल्मों के सुप्रसिद्ध अभिनेता शम्मी कपूर का आज सवेरे मुंबई में देहांत हो गया। वे ७९ वर्ष के थे। उन्हें पिछले सप्ताह ब्रीच कैंडी अस्पताल में गुर्दे की पुरानी तकलीफ के कारण दाखिल कराया गया था। वे वेन्टिलेटर पर थे। उनका अंतिम संस्कार कल किया जाएगा।

 लम्बे, छरहरे हरी आंखों वाले शमशेर राज कपूर आज सवेरे संवा पांच बजे हमसे आंखें मूंद गएं। पृथ्वीराज कपूर के दूसरे बेटे और राज कपूर और शशी कपूर के मंझले भाई शमशेर राज कपूर को हिंदी फिल्म जगत और करोड़ों दर्शक शम्मी कपूर के नाम से जानते थे। २१ अक्तूबर, १९३१ को मुंबई में जन्मे शम्मी कपूर की प्राथमिक शिक्षा कोलकाता में हुई, लेकिन वे मुंबई में डॉन बास्को जैसे स्कूल में भी पढ़े।
 उनका फिल्मी जीवन १९५३ में जीवन ज्योति से शुरू हुआ, लेकिन पृथ्वी थिएटर्स से जुड़ते हुए उन्होंने सिने जगत में प्रवेश १९४८ में एक जूनियर कलाकार की हैसियत से किया, जब उन्हें केवल १५० रूपये महीना तनख्वाह मिलती थी। १९६१ में फिल्म जंगली से उनकी याहू छवि बनी। वे सायरा बानो और शर्मिला टेगौर जैसी कई अभिनेत्रियों के साथ उनकी पहली फिल्मों में नायक बने। बागी हीरो की छवि वाले शम्मी कपूर का अभिनय और नृत्य का एक अलग अंदाज था।  फिल्म तीसरी मंजिल में इस गीत पर उनका नृत्य आज भी जीवंत है।

 १९६८ में उन्हें फिल्म ब्रह्‌मचारी के लिए सर्वश्रेष्ठ अभिनेता का फिल्म फेयर पुरस्कार मिला। चरित्र अभिनेता के रूप में उन्होंने प्रेम रोग, हीरो, परवरिश और बेताब जैसी फिल्में दी। १९८२ में विधाता के लिए उन्हें सर्वश्रेष्ठ सहअभिनेता का फिल्म फेयर पुरस्कार मिला। जंगली, जानवर, पिं्रस, कश्मीर की कली, तुमसा नहीं देखा, अंदाज में अभिनेता के तौर पर अपना सिक्का जमाने वाले शम्मी कपूर ने निर्देशक के तौर पर मनोरंजन और बंडलबाज फिल्में भी दी। बॉक्स ऑफिस पर भले ही इन फिल्मों ने धूम न मचाई हो, लेकिन शम्मी कपूर के ब्रेंड का ह्‌यूमर और टच इन दोनों फिल्मों में भरपूर दिखाई दिया। १९९५ में फिल्म फेयर का लाइफ टाइम अचिवमेंट पुरस्कार पाने वाले शम्मी कपूर जितने अच्छे कलाकार थे, उतने ही अच्छे इंसान थे। उनकी उनकी अदाकारी और उनकी मानवता दोनों को भुला पाना बहुत मुश्किल होगा।

 कल स्वाधीनता दिवस आयोजनों को देखते देशभर में सुरक्षा के व्यापक इंतजाम किए गए हैं। दिल्ली पुलिस के प्रवक्ता ने आकाशवाणी को बताया कि दिल्ली और इसके आसपास के इलाकों में बड़ी संख्या में पुलिस और अर्धसैनिक बलों के जवान तैनात किए गए हैं। ऐतिहासिक लालकिले के आसपास सुरक्षा के खास बंदोबस्त किए गए हैं, जहां प्रधानमंत्री डॉक्टर मनमोहन सिंह तिरंगा फहराएंगे और राष्ट्र को संबोधित करेंगे। लालकिले के आसपास लगभग ४० क्लोज सर्किट टीवी कैमरे लगाए गए हैं और ऊंची जगहों पर राष्ट्रीय सुरक्षा गार्ड के त्वरित कार्रवाई दल तैनात किये जा रहे हैं। हवाई सुरक्षा के लिए हैलीकॉप्टरों की सेवा ली जाएगी और अन्य उपाय भी किए जाएंगे। संसद परिसर, अंतर्राष्ट्रीय हवाई अड्डे, रेलवे स्टेशनों, अंतर-राज्यीय बस अड्डों और मेट्रो स्टेशनों पर कड़ी चौकसी बरती जाएगी। दिल्ली पुलिस ने राज्य की सीमा पर जांच बढ़ा दी है और उपद्रवियों पर नज+र रखने के लिए विशेष सुरक्षाकर्मी भी तैनात किए जा सकते हैं।

 कांग्रेस ने सामाजिक कार्यकर्ता अण्णा हजारे पर भ्रष्टाचार के मामले में दोहरे मानदंड अपनाने का आरोप लगाया है। पार्टी प्रवक्ता मनीष तिवारी ने नई दिल्ली में संवाददाताओं से कहा कि अण्णा हजारे खुद भ्रष्टाचार के कई मामलों में लिप्त है, उन्हें इस बारे में देश को जवाब देना चाहिए। श्री तिवारी ने कहा कि अण्णा हजारे के खिलाफ भ्रष्टाचार के आरोपों की जांच उच्चतम न्यायालय के एक अवकाशप्राप्त न्यायाधीश की अध्यक्षता वाले एक आयोग ने की थी।

 कलकत्ता उच्च न्यायालय के न्यायाधीश सौमित्र सेन पर महाभियोग की कार्रवाई राज्यसभा में बुधवार से शुरू होगी। सौमित्र सेन को एक विशेष समिति ने भ्रष्टाचार के आरोपो में दोषी पाया है। मार्क्सवादी सीताराम येचुरी, सौमित्र सेन के खिलाफ महाभियोग का प्रस्ताव सदन में रखेंगे। एक न्यायाधीश के विरूद्ध पहले महाभियोग की कार्रवाई चलाने के लिए राज्यसभा एक न्यायालय में परिवर्तित हो जाएगी। कलकत्ता उच्च न्यायालय के यह विवादास्पद न्यायाधीश या उनकी ओर से कोई वकील सभापति के आसन के सामने राज्य सभा के प्रवेश द्वार के पास बनाए गए बार के सामने प्रस्तुत होंगे। उन्हें या उनके वकील को अपना पक्ष प्रस्तुत करने के लिए ९० मिनट दिए जाएंगे। देश के इतिहास में सौमित्र सेन ऐसे दूसरे न्यायाधीश है, जिन पर महाभियोग की कार्रवाई की जाएगी। पहली कार्रावाई उच्चतम न्यायालय के न्यायाधीश वी.रामास्वामी के खिलाफ १९९३ में लोकसभा में चलाई गई थी,लेकिन सदस्यों की संख्या के अभाव में यह कार्रवाई खारिज हो गई थी। संवैधानिक प्रावधानों के अनुसार अगर संसद का कोई सदन उच्चतम न्यायालय या उच्च न्यायालय के किसी न्यायाधीश के खिलाफ प्रमाणित कदाचार और अक्षमता पर दो-तिहाई बहुमत द्वारा मोहर लगा दे, तो राष्ट्रपति उस न्यायाधीश को हटा सकते हैं।

 हिमाचल प्रदेश में लाहौल स्पीति जिले में केलौंग से करीब २० किलोमीटर दूर एक मिनी बस के गहरी खाई में गिर जाने से १५ लोग मारे गए हैं और सात घायल हो गए हैं। हमारी संवाददाता के अनुसार दुर्घटना के कारणो का अभी पता नहीं चला है।

 ओडीशा में आज सवेरे मलकानगिरी जिले के एक जंगल में सुरक्षाबलों और माओवादियों के बीच गोलीबारी हुई। पुलिस ने दावा किया है कि कुछ नक्सलवादी घायल हुए हैं। पुलिस सूत्रों के अनुसार बड़ी संख्या में नक्सलवादियों के एकत्र होने के बारे में सूचना मिलने पर सुरक्षाबलों ने मलकानगिरी से लगभग ६० किलोमीटर दूर केलीमेला थाने के अंतर्गत पडीगता जंगल में छापेमारी की। नक्सलवादियों ने अपने छिपने के ठिकाने से सुरक्षाबलों पर गोलियां चलाई। सुरक्षाबलों की जवाबी कार्रवाई पर नक्सलवादी घने जंगल में भाग गए। सूत्रों के अनुसार नौ लोगों को पूछताछ के लिए हिरासत में लिया गया है। माओवादियों की धर पकड़ के लिए व्यापक तलाशी अभियान शुरू कर दिया गया है।

 ग्रामीण विकास मंत्री जयराम रमेश ने आज कहा कि ग्राम विकास योजनाओं को सही तरीके से लागू कर माओवाद की समस्या से निपटा जा सकता है। ओड़िशा में जनजातीय बहुल और माओवाद-पीड़ित कंधमाल जि+ले का दौरा करने के बाद संवाददाओं से बातचीत में उन्होंने कहा कि मनरेगा, प्रधानमंत्री ग्राम सड़क योजना और इंदिरा आवास योजना के सफल कार्यान्वयन से सरकार  और जनजातीय लोगों के बीच नये संबंध कायम हो सकते हैं। हमारे संवाददाता के अनुसार श्री जयराम रमेश ने बताया कि मनरेगा और प्रधानमंत्री ग्राम सड़क योजना के जरिए काफी काम किया जा रहा है।

 एक संसदीय पैनल ने किसानों को उनकी फसल का बेहतर मूल्य दिलाने के लिए अनाज निर्यात शुरू करने की पुरज+ोर सिफारिश की है। अनाज की भारी मात्रा में लगातार हो रही बर्बादी पर गंभीर चिंता व्यक्त करते हुए पैनल ने कहा है कि चावल और गेहूं तीन वर्षों से भी ज्यादा समय से गोदामों में पड़े हैं। पैनल ने सिफारिश की है कि ऐसे अनाजों को बर्बाद होने देने की बजाय, गरीबी रेखा से नीचे के लोगों को मामूली कीमत पर अथवा नाममात्र कीमत पर या फिर मुफ्त में बांट देना चाहिए।

 उत्तर प्रदेश में बाढ़ की स्थिति लगातार गंभीर बनी हुई है। नदियां उफान पर हैं। राज्य के पूर्वी हिस्से बाढ़ से सबसे ज्यादा प्रभावित हैं और लगातार वर्षा के कारण जनजीवन पर असर पड़ा है। राज्य के कई अन्य हिस्सों में भी भारी वर्षा हुई है। खबरों के अनुसार पिछले चौबीस घंटों में वर्षा से जुड़े हादसों में नौ लोग मारे गए हैं। राज्य के मौसम विभाग के निदेशक जे. पी. गुप्ता के हवाले से हमारे संवाददाता ने खबर दी है कि राज्य के पूर्वी और पश्चिमी हिस्सों में  अगले बारह घंटों में कहीं हल्की और कहीं भारी वर्षा हो सकती है।

Hindi Cinema's flamboyant and versatile actor Shammi Kapoor, who held sway over Cinegoers with his scintillating performances in 'Junglee' and 'Kashmir Ki Kali', died in Mumbai this morning. He was 79. Shammi Kapoor was admitted to Breach Candy hospital last week and was on ventilator support. He died of chronic renal failure. The funeral will be held in Mumbai tomorrow.
The actor, who made his debut in 1953 film 'Jeevan Jyoti' went on to become Hindi Cinema's top actor and mesmerised the audiences for more than 35 years in over 100 films.

Shammi Kapoor was hailed as one of the finest actors that Hindi cinema has ever produced. Extremely versatile as an actor, he was the leading star of Hindi cinema during the late 1950s as well as 60s. He debuted in Bollywood in 1953 with the film Jeevan Jyoti, and went on to deliver hits like Tumsa Nahin Dekha, Dil Deke Dekho, Junglee, Dil Tera Diwana, Professor, China Town, Rajkumar, Kashmir Ki Kali, Janwar, Teesri Manzil, An Evening in Paris,Bramhachari, Andaz and Vidhaata. He was first nominated for Filmfare best actor award for his film "Professor" in 1962. However, he was awarded the Filmfare Best Actor Award in 1968 for his performance in Brahmachari and Filmfare Award for Best Supporting Actor for Vidhaata in 1982. Besides various other awards, he received Filmfare Lifetime achievement award in 1995, Zee Cine Award for Life time achievement in 1999 and Star Screen Lifetime achievement award in 2001. The Prime Minister Dr.Manmohan Singh has condoled the death of noted film personality Shammi Kapoor. In his condolence message, Dr.Singh said that he was sad to learn about his demise. He described Kapoor an accomplished actor who entertained millions and millions of fans in India and abroad.
Bollywood thespian Amitabh Bachchan was the first to break the news of his death on twitter early today. Describing Mr Kapoor as full of optimism and happy spirit, Mr Bachchan said with his death, zest for life of the industry is lost. Elaborate security apparatus has been put in place throughout the country ahead of the Independence Day celebrations tomorrow. In the national capital, a Delhi police spokesman told AIR that a large number of police and paramilitary personnel have been deployed in and around the city. Special security arrangements have been made around the historic Red Fort from where Prime Minister Dr. Manmohan Singh will unfurl the tricolour and address the Nation. Around 40 CCTVs are being installed around the Red Fort to ensure incident-free celebrations. Sharpshooters of the NSG will be deployed on the high-rises near the venue and specialized units like Quick Reaction Teams are being deployed. Besides patrolling of the skies by helicopters, an air defence mechanism will also be put in place around the venue to keep an eye on miscreants. An intense vigil will also be maintained on key installations like Parliament complex, international airport, railway stations, inter-state bus terminals and Metro stations. The Rajya Sabha is scheduled to take up on Wednesday the impeachment motion against Justice Soumitra Sen of the Calcutta High Court. He has been held guilty on corruption charges by a specially constituted committee. CPI(M) leader Sitaram Yechury will set the ball rolling in the House by moving the impeachment motion against the judge. The Upper House will be converted into a court for its first impeachment proceedings against a judge controversial judge of the Calcutta High Court or his representative will appear before the bar that will be raised at the entrance of the House facing the Chair. Justice Sen or his representative will be given 90 minutes to present his case. Justice Sen will be the second judge in the country's history against whom impeachment proceedings will be initiated .The first such case involved impeachment of Justice V Ramaswami of the Supreme Court in May 1993 which fell in the Lok Sabha for lack of numbers. In Himachal Pradesh, at least 15 people are killed and seven injured when a mini bus rolled down into a deep gorge, 20 kilometers from Keylong in tribal district of Lahaul-spiti. The injured have been admitted to the civil hospital Keylong. Efforts are on to retrieve the bodies from the 150 metres deep gorge. Our correspondent reports that the cause of the accident is yet to be ascertained.

In a release, the Met department has predicted heavy rainfall over central and north western regions in the next couple of days. Coming to the aid of Air India, the Civil Aviation Ministry has sought uninterrupted supply of jet fuel to the cash-strapped carrier. Official sources said, days after a meeting, Civil Aviation Minister Vayalar Ravi had with his Petroleum counterpart S Jaipal Reddy, Civil Aviation Secretary Nasim Zaidi sent a note to this effect to the Petroleum Ministry. The Ministry said that oil supplies should not be disrupted in case of delay of a day or two by Air India in making daily payments, as the airline could face problems releasing funds on a day-to-day basis due to cash crunch.

Railways has decided to gradually opt for liquefied natural gas ( LNG ) on a large scale as part of its effort to reduce diesel consumption, green house gas emissions and ensure major operational savings. The Indian Railways and the Indian Oil Corporation (IOC) have signed a MoU to explore the potential of LNG in a substantial manner in locomotives, factories and workshops. Our correspondent quoting official sources reports, the induction of LNG in railways is likely to be in a phase-wise manner.
Railways is currently dependent on refined petroleum products such as high speed diesel for locomotives and furnace oil in workshops and factories. At the moment, the Railways uses approximately 250 crore liters of high speed diesel for locomotives annually. The agreement between Railways and IOC is expected to open up new possibilities and act as a catalyst in the Indian industry towards adoption of LNG as a primary fuel. Railways have undertaken a series of steps to reduce green house gas emissions as part of its green initiatives. It has already embarked upon a project to use CNG in its fleet of diesel multiple units. In addition, Railways have also begun work on the largest project in India to introduce bio diesel in the transportation sector.

The government will soon set up National Automotive Board, NAB. It will act as a think-tank for the government and will promote research and development activities. NAB will have a larger role in developing skills for the growing automobile sector, especially for the growth of hybrid and electric vehicles in the country. According to official sources, NAB will have members from the Department of Heavy Industry, Planning Commission and from various ministries, including road transport and highways, science and technology, environment and forests. Illegal mining activities witnessed a sharp spike in the country in the last year. Over 82,000 cases were detected by law enforcement agencies during 2010, almost double the 41,578 cases unearthed in 2009. In a written reply to the Rajya Sabha, Mines Minister Dinsha Patel said the rate of illegal mining appears to be accelerating, as government agencies detected as many as 24,405 cases in the first three months of 2011. Mr Patel said that in 2010, the highest number of illegal mining cases were reported in Maharashtra. Illegal mining activities in Karnataka, which is under the Supreme Court scanner, have also risen about 3 times.

The government has raised the export price of onion by 45 dollar per tonne to 275 dollar a tonne in order to check prices which have doubled in the last one month in the retail market. In a notification, the Directorate General of Foreign Trade (DGFT) said, the Minimum Export Price of two superior varieties, Krishnapuram onions and Bangalore Rose onions, have been increased by 50 dollar per tonne to 400 dollar per tonne. These two South Indian varieties were spared from the hike last time in July. A senior government official said, the onion MEP has been raised to discourage exports and boost the domestic supply. The decision comes in the backdrop of rising onion prices, which were stable during the April-June period and had even fallen to 10 rupees per kg level in the retail markets. Traders said, onion which was selling at 10 rupees a kg a month back, soared to 15 per kg last week before touching 20 rupees a kg in Delhi and the NCR.

In Odisha, security forces and Maoists exchanged fire in a forest in Malkangiri district this morning. Police claimed that some of the Naxalites sustained injuries. Superintendent of Police Anirudh Singh said, acting on a tip-off about the presence of a large number of rebels, security personnel conducted raids in Padigata forest under Kelimela police station, around 60 kms from Malkangiri. When the ultras opened fire from their hide-out, the security personnel retaliated, leading to the exchange of fire. He said, the Maoists fled the scene and disappeared into the dense forest after a brief encounter. Sources said, about nine persons have been detained for questioning. A massive combing operation has been launched by police and the elite anti-naxal Special Operation Group (SOG) in the entire area in an effort to nab the ultras.

Talking to reporters during a visit to the tribal-dominated and Maoist-hit Kandhamal district in Orissa, he said, it will improve the living standard of the people living in villages. He said, proper and successful implementation of welfare schemes like MGNREGA, PMGSY, IAY would be able to build a new relation between the government and tribal people. Mr. Ramesh said, though a lot of work is being done through MGNREGA and PMGSY, there still exists a gap between administration and people. He asked the administration to move closer to the masses.

राष्ट्रपति ने इस बात पर दुख व्यक्त किया कि भ्रष्टाचार देश के राजनीतिक, आर्थिक, सांस्कृतिक और सामाजिक जीवन को प्रभावित कर रहा है। उन्होंने इस समस्या पर स्थायी रूप से रोक लगाने के लिए सभी स्तरों पर पारदर्शी और जवाबदेह प्रणाली स्थापित करने का आह्‌वान किया। भ्रष्टाचार को कैंसर बताते हुए श्रीमती पाटील ने कहा कि इस बुराई को समाप्त करने के लिये संसद, न्यायपालिका और समाज को साथ मिलकर काम करना होगा। राष्ट्रपति ने भ्रष्टाचार से निपटने के लिए दंडात्मक कार्रवाई को प्रभावी ढंग से लागू करने की आवश्यकता पर जोर दिया।

भ्रष्टाचार कैंसर है जो हमारे देश के राजनैतिक, आर्थिक, सांस्कृति तथा सामाजिक जीवन पर असर डाल रहा है। इसे समाप्त करना जरूरी है। सरकार, संसद, न्यायपालिका तथा संपूर्ण समाज को इस पर चिंतन करना होगा और इसके समाधान के लिए ऐसे उपाय ढूंढ़ने होंगे जो व्यवहार्य, अपनाने योग्य और स्थाई हों

मूल्यवृद्धि पर चिंता व्यक्त करते हुए श्रीमती पाटील ने कहा कि मुद्रास्फीति के असर को कम करने के लिये तौर-तरीके खोजे जाने चाहिए, ताकि विकास के लाभ बेकार न जायें। उन्होंने कहा कि देश ने पिछले साल 8 दशमलव 6 प्रतिशत की विकास दर प्राप्त करते हुए आर्थिक रूप से अच्छी प्रगति की है। श्रीमती पाटील ने सतत विकास के लिए खामियों को दूर करने पर बल दिया।

देश ने पिछले वर्ष 8.6 प्रतिशत की विकास दर प्राप्त करते हुए आर्थिक दृष्टि से अच्छी प्रगति की है। हम सभी के कल्याण और समावेशी विकास के लक्ष्य को लेकर आगे बढ़ने के लिए कृतसंकल्प हैं। भविष्य से हमें बहुत उम्मीद, बहुत संभावना, बहुत भरोसा तथा बहुत आशाएं हैं।

गरीबी, भूख, बीमारी और निरक्षरता को समाप्त करने के काम में सरकारी और स्वयंसेवी एजेन्सी की भूमिका की चर्चा करते हुए राष्ट्रपति ने कहा कि गरीबी दूर करने के कार्यक्रम, सामाजिक कल्याण की योजनाएं और खाद्य सुरक्षा सुनिश्चित करने की वचनबद्धता सरकार के समावेशी कार्यक्रम का प्रमुख अंग हैं। उन्होंने कहा कि इस संबंध में सरकार के प्रयासों में स्वयंसेवी एजेन्सियों, गैर-सरकारी संगठनों और नागरिकों के सहयोग की आवश्यकता है और उन्हें सरकार द्वारा विकास में भागीदार बनाया जाना चाहिए।

हमारे देश के अल्प-विकसित क्षेत्रों के लिए कई विशेष आर्थिक पैकेज भी मौजूद हैं। कल्याणकारी कार्यक्रमों के द्वारा ऐसे व्यक्तियों को हकदारी मिलती है जो चुनिंदा तबकों से हैं। उनको इसका लाभ प्रदान करना हमारा दायित्व है और यह लाभ उन तक न पहुंचना, हमारी विफलता है।

विश्व अर्थव्यवस्था की वर्तमान अनिश्चितता की चर्चा करते हुए उन्होंने कहा कि इस समस्या से निपटने के लिये सभी देशों को तालमेल से काम करना होगा और इसके लिये देश को भी एहतियाती उपाय करने होंगे। उन्होंने विश्वास व्यक्त करते हुए कहा कि देश की आर्थिक बुनियाद मजबूत है और इसका विशाल घरेलू बाजार विकास की निरंतर वृद्धि को बनाये रखने में मदद कर सकता है।

अधिकांश ग्रामीण ंजनसंख्या के कृषि पर आश्रित होने की चर्चा करते हुए राष्ट्रपति ने इस बात पर खेद व्यक्त किया कि कृषि क्षेत्र अपनी पूर्ण क्षमता अभी तक हासिल नहीं कर सका है। उन्होंने कृषि पैदावार बढ़ाने के लिये टैक्नालॉजी के अधिक उपयोग पर जोर दिया। श्रीमती पाटील ने उद्येग जगत और छोटे तथा मझौले उद्यमों से भी परस्पर लाभ के लिये मिलकर काम करने के अवसरों का भरपूर इस्तेमाल करने को कहा। उन्होंने कृषि को अन्य क्षेत्रों से जोड़ने का आह्‌वान किया ताकि अन्य क्षेत्रों में भी सकारात्मक तेजी आ सके।


हमें कृषि में क्रांति के एक नए मॉडल की जरूरत हैं जिसमें खेती के काम के आरंभ होने के लेकर, फसल कटने तक तथा फसल की कटाई के बाद, उसे प्रसंस्करण तक सभी पहलुओं को शामिल किया जाए। ऋण, बीज तथा कीटनाशक उपलब्ध कराने वाली संस्थाओं को अधिक सक्रियता से तथा एक-दूसरे के साथ तालमेल से कार्य करना होगा। उत्पादकता बढ़ाने के लिए कृषि क्षेत्र में तकनीकी का अधिक उपयोग होना चाहिए।

छह साल से कम के बच्चों में लड़कियों के गिरते अनुपात पर चिंता व्यक्त करते हुए श्रीमती पाटील ने कहा कि इससे हमारे समाज में बालिकाओं के प्रति भेदभाव का पता चलता है। उन्होंने कहा कि दहेज, बाल-विवाह और महिला भू्रण हत्या जैसी बुराईयों पर मिलकर काम करना जरूरी है। इन बुराईयां का सामना 21वीं सदीं में भी करना पड़ रहा है। उन्होंने जोर देकर कहा कि महिलाओं के खिलाफ अपराधों से सख्ती से निपटा जाना चाहिए। महिला स्वसहायता समूहों की भूमिका की सराहना करते हुए श्रीमती पाटील ने सरकार से कहा कि महिलाओं को सशक्त बनाने के इस आंदोलन को सभी जगह फैलाने के ठोस उपाय किये जाने चाहिए।

हमने अपने देश में स्व-सहायता समूहों की सफलता देखी है। इनमें लगभग 80 प्रतिशत, सर्व-महिला समूह है। ये समूह निम्म आर्थिक स्थिति में कार्यरत हैं तथा छोटे पैमाने पर अपनी गतिविधियां चलाते हैं। इन समूहों ने महिलाओं को न केवल आर्थिक गतिविधियों के मौके उपलब्ध कराए हैं बल्कि उनमें आत्मविश्वास तथा आत्मनिर्भरता की भावना भी जगाई ै। सरकार को बढ़-चढ़कर इस आंदोलन को सभी जगह फैलाने के उपाय करने चाहिए।

चुनाव सुधारों के बारे में श्रीमती पाटील ने कहा कि चुनाव के लिये सरकार द्वारा फंड उपलब्ध कराने की मांग और चुनाव में अपराधियों के भाग लेने पर रोक लगाने की मांग पर तुरन्त ध्यान दिया जाना चाहिए, ताकि चुनाव प्रणाली में स्वच्छता आ सके और लोकतंत्र स्वस्थ रूप से काम कर सके।
हिन्दी फिल्मों के सुप्रसिद्ध अभिनेता शम्मी कपूर का आज सवेरे मुंबई में देहांत हो गया। वे 79 वर्ष के थे। उन्हें पिछले सप्ताह ब्रीच कैंडी अस्पताल में गुर्दे की पुरानी तकलीफ के कारण दाखिल कराया गया था। वे वेन्टिलेटर पर थे। उनका अंतिम संस्कार कल किया जाएगा।
राष्ट्रपति प्रतिभा देवी सिंह पाटील और प्रधानमंत्री मनमोहन सिंह ने जानी-मानी फिल्मी हस्ती शम्मी कपूर के निधन पर शोक व्यक्त किया है। अपने शोक संदेश में राष्ट्रपति ने कहा है कि श्री शम्मी कपूर एक ऐसे महान अभिनेता थे जिन्होंने अपने अभिनय से हिंदी सिनेमा में चार चांद लगाए। उनकी याद फिल्म दर्शकों में पीढ़ियों तक बनी रहेगी।
डॉक्टर मनमोहन सिंह ने शम्मी कपूर को एक ऐसा मंझा हुआ कलाकार बताया जिसने देश और विदेश में करोड़ों फिल्म प्रेमियों का मनोरंजन किया। श्रीमती अंबिका सोनी ने शम्मी कपूर को हिन्दी सिनेमा की एक महान शख्+सियत बताते हुए कहा कि मुंबई फिल्म उद्योग में उन्होंने एक विशेष मुकाम हासिल किया था।

हिंदी फिल्म जगत ने प्रसिद्ध अभिनेता शम्मी कपूर के निधन पर गहरा दुख जताया है। शम्मी कपूर की समकालीन अभिनेत्री शर्मिला टैगोर ने उन्हें एक जीवंत कलाकार और जिंदादिली से भरपूर व्यक्ति बताया। शर्मिला टैगोर ने अपने फिल्मी जीवन की शुरुआत शम्मी कपूर के साथ कश्मीर की कली फिल्म से की थी। गीतकार और लेखक जावेद अख्तर, फिल्मकाल महेश भट्ट, प्रसिद्ध कलाकार अमिताभ बच्चन, स्वर कोकिला लता मंगेशकर ने, तमिल सुपर स्टार रजनीकांत सहित कई कलाकारों ने इस महान कलाकार को श्रद्धांजलि अर्पित की।

The President Mrs Pratibha Devi Singh Patil today asserted there should be no effort consciously or otherwise to erode the authority or credibility of the institutions like Parliament. She called for channelising different shades of public opinion through elected representatives for formulation of necessary legislation. Addressing the Nation on the eve of the 65th Independence Day, Mrs Patil pointed out that any legislation passed by the Parliament is an outcome of collective thinking of members who represent people from all parts of the country and broad spectrum of political thought. Mrs Patil, however maintained that there can be discussions and debates among the people for public opinion to emerge, which is an essential input in a true democracy.

Expressing anguish that corruption is affecting nation’s political, economic, cultural and social life, Mrs Patil called for a transparent and accountable system at all levels to curb the menace in a sustainable manner. Terming it as cancer, she exhorted the government, Parliament, Judiciary and society to come together to eliminate it. President Patil underlined the need for the effective enforcement of punitive action to deal with corruption.
Expressing concern over price rise, Mrs Patil said that efforts must be made to find ways and means to soften the impact of inflation, so that the benefits of growth are not blunted. Noting that the country has performed well economically with a growth rate of 8.6 percent last year, Mrs. Patil sought for plugging the loopholes for an even growth.
About the current uncertainty in world economy, she exuded confidence that the country's economic fundamentals are strong and its large domestic market can help it maintain steady growth rates.
Mrs.Patil called for greater use of technology and knowledge support to enhance agricultural productivity. She also called for integration of agriculture with other sectors for generating positive impulses in other sectors as well.

The nation celebrates the 65th Independence Day tomorrow. Prime Minister, Dr. Manmohan Singh will unfurl the national flag at the ramparts of Red Fort in the morning which will be followed by his address to the nation. Elaborate security arrangements have been made through out the country. In Delhi, ground to air security apparatus has been put in place. About 20,000 police personnel have been deployed and specialised units like Quick Reaction Teams have also been pressed into service.
The Union Home Ministry has issued a country-wide alert asking states to tighten security at sensitive locations and installations to thwart any attempt of terror strike. Our correspondent reports that elaborate traffic arrangements have been planned on the occasion to facilitate the movement of VIP vehicle and general public to reach the place of function and also to ensure safe and smooth flow of traffic in other parts of the city. Delhi Traffic Police has advised the general public to follow alternative route as certain roads near the Red Fort will be closed to traffic from 5.00 a.m to 9.00 a.m. Railway service will also remain suspended on Shahdara to Delhi Junction line from 6.00 a.m to 8.30 a.m. Delhi Metro service will remain normal but parking facilities will not be available at Metro Stations up to 2 pm.
All India Radio, Delhi will broadcast a running commentary in Hindi & English on flag hoisting ceremony and Prime Minister's address to the nation from 7.05 hrs. Accordingly the time schedule of news bulletins originating from Delhi has been re-cast. Samachar Prabhat will be broadcast at 8.10 hrs. Followed by morning news at 8.25 hrs. In case the running commentary goes beyond 8.10 hrs. these will be broadcast after the commentary is over. Hindi News magazine programme scheduled at 7.30 hrs. on FM Gold stands cancelled.

930 police personnel have been decorated with gallantry and other service medals on the occasion of Independence Day this year. Government today announced President's Police Medal for gallantry to seven, Police Medal for gallantry to 95, President's Police Medal for distinguished service to 93 and Police Medal for meritorious service to 735 personnel. The maximum number of 26 gallantry medals have been earned by the CRPF it is closely followed by Manipur Police with 24 gallantry medals.

Government today termed the proposed protest by Anna Hazare as unjustified, undemocratic, unconstitutional and a challenge to Parliament. Briefing reporters in New Delhi, Union Minister Kapil Sibal defended the Delhi Police's decision on granting three days of permission to team Anna to carry on his protest. The Police had yesterday granted conditional approval to Anna to observe fast. Referring to allegations by the members of civil society that they were being denied their fundamental right to protest, Mr Sibal said that the right does not provide for holding protest anywhere anytime. Mr Sibal added that the Lokpal Bill is now under the consideration of the Parliamentary Standing Committee.
Union Minister Ambika Soni termed Anna Hazare's remark against the Prime Minister as derogatory. She said that no one has ever raised questions over the Prime Minister in his personal capacity.

Everyone has always said that Dr. Manmohan Singh is as a person, a man of integrity, honesty and a good person. What kind of language is this, I have not been able to understand. In the last 64 years, no one has tried to attack any Prime Minister personally and his him below the belt.
Refuting the corruption charges leveled by Congress against him, Anna Hazare said that he will prolong the agitation till his name is cleared. Talking to reporters in New Delhi today Anna Hazare asserted that government should launch an enquiry into the charges against him. Earlier, the Congress spokesman, Manish Tiwari had alleged that Anna Hazare is involved in several corruption cases and the charges against him were probed by a commission of enquiry headed by a retired Supreme Court Judge.

The Defence Minister Mr. AK Antony has warned that a few cases of corruption in the Armed Forces have dented its image in the public eye. He reminded the Armed Forces that it was the responsibility of each one of them to perform their tasks with complete devotion, fairness, honesty and truthfulness. In his broadcast over All India Radio on the eve of the 65th Independence Day, Antony said all of them have to uphold the trust placed by the Nation in the Armed Forces.
The Defence Minister said the most modern weapon systems and equipment would be made available to the forces. He, however, cautioned them to exercise restraint powerful and respect human rights.

Hindi Cinema's flamboyant and versatile actor Shammi Kapoor, who held sway over Cinegoers with his scintillating performances in 'Junglee' and 'Kashmir Ki Kali', died in Mumbai this morning. 79 year old Shammi Kapoor was admitted to Breach Candy hospital last week and was on ventilator support. The funeral will be held in Mumbai tomorrow.

The Central Bureau of Investigation, CBI has started investigation into the death of Swami Nigamananda. The 36-year-old seer had died in Dehradun on 13th June after fasting for nearly four months in protest against illegal mining on the Ganga riverbed. Our Corerspondent reports that the Uttarakhand government had requested for a CBI probe after coming under strong pressure from local religious leaders, who had alleged foul play in the death of Nigamananda.

In Afghanistan, at least 16 people are dead and 29 injured after six sucide bombers stormed the provincial governor's compound in Parwan. Powerful explosions followed by bursts of gunfire were heard in the provincial capital, Charikar, north-west of Kabul. Taliban have claimed responsibility for the attack.

In Pakistan, at least 25 people have been killed when a bus fell into a ravine near the city of Hub, some 20 kilometres northwest of Karachi. Local media reports said over 35 were injured in the accident in the mountainous Veesaab area this morning. The bus was carrying about 80 pilgrimas.

Eleven people were killed and 23 wounded when a bomb hit a two storey hotel building at Jaffarabad in the south-western province of Balochistan. Scuffles have broken out in the north-eastern Chinese city of Dalian between police and protesters demanding the relocation of a chemical plant. State run media say thousands of residents took part in the demonstration.
