वित्त मंत्री प्रणव मुखर्जी ने विदेशी निवेश संवर्धन बोर्ड द्वारा एयरसेल-मैक्सिस के बीच दूरसंचार सौदे की मंजूरी में देरी किए जाने के आरोपों का खंडन किया है। संसद के दोनों सदनों में बयान देते हुए कल उन्होंने कहा कि बोर्ड के रिकार्ड की जांच की गई है और पाया गया है कि इसके आवेदन पर सामान्य अवधि में कार्रवाई हुई है।श्री मुखर्जी ने कहा कि ऐसे आरोप लगाए गए हैं कि तत्कालीन वित्त मंत्री पी. चिदम्बरम ने कुछ लोगों को फायदा पहुंचाने के लिए एयरसेल लिमिटेड में ७३ दशमलव नौ-नौ प्रतिशत इक्विटी हासिल करने के मारीशस की ग्लोबल कम्युनिकेशन सर्विसेज होल्डिंग्स लिमिटेड कंपनी के प्रस्ताव को मंजूरी देने में देरी की।श्री मुखर्जी ने कहा कि सम्बन्धित मंत्रालयों और विभागों ने इस पर अपनी टिप्पणियां देने में चार से छह सप्ताह का सामान्य समय लिया। इसमें कोई देरी नहीं की गई।

२० मार्च और २० अक्टूबर २००६ के दोनों पत्रों की विषयवस्तु के संबंध में किसी गलतफहमी के लिए कोई जगह नहीं है। दोनों ही मामलों में मंजूरी देने में किसी तरह की कोई देरी नहीं हुई।
इससे पहले, गृह मंत्री पी. चिदम्बरम ने स्पष्ट रूप से कहा कि किसी भी दूरसंचार कंपनी में कभी भी उनके परिवार के किसी सदस्य की प्रत्यक्ष या परोक्ष, किसी प्रकार की हिस्सेदारी नहीं रही।

लोकसभा में सभी दलों के सदस्यों ने प्रधानमंत्री डॉ. मनमोहन सिंह से गंगा नदी को बचाने और उसे प्रदूषण मुक्त करने के लिए तत्काल जरूरी उपाय करने की अपील की है। इन सांसदों ने कहा कि पवित्र गंगा नदी क्षेत्र की जीवन रेखा है और देश की सांस्कृतिक और आध्यात्मिक चेतना की सशक्त प्रतीक है। कल सदन में चर्चा की शुरूआत करते हुए समाजवादी पार्टी के रेवती रमन सिंह ने गंगा नदी पर बने सभी बांध हटाने और नदी को भावी   पीढ़ियों के लिए संरक्षित रखने की मांग की। कांग्रेस के सतपाल महाराज ने कहा कि गंगा की मुख्य सहायक नदी भागीरथी सूखती जा रही है।

भ्रष्टाचार से निपटने के लिए गठित मंत्रि समूह ने सरकार से कहा है कि वह चुनाव खर्च वहन करने के बारे में विचार करे। विधि और न्यायमंत्री सलमान खुर्शीद ने कल लोकसभा में एक लिखित उत्तर में बताया कि मंत्री समूह ने सरकारी खर्च से चुनाव कराने से संबंधित कुछ प्रस्तावों पर विचार किया है लेकिन राजनीतिक दलों के बीच आम सहमति से इस पर अंतिम फैसला लिया जाएगा। श्री खुर्शीद ने कहा कि यह मुद्दा जटिल है, इसलिए इस प्रस्ताव पर अमल के लिए कोई समय सीमा तय नहीं की जा सकती।

एयर इंडिया के निदेशक मंडल ने कम्पनी की वित्तीय पुर्नसंरचना योजना के लिए इस की परिसंपत्तियों की ब्रिकी से प्रतिवर्ष औसतन पांच सौ करोड़ रूपए के हिसाब से अगले दस साल में पांच हजार करोड़ रूपए जुटाने की योजना को मंजूरी दे दी है। नयी दिल्ली में कल एयर इंडिया के निदेशक मंडल की बैठक में यह फैसला किया गया।  निदेशक मंडल ने सरकार द्वारा प्रत्याभूत सात हजार चार सौ करोड़ रूपए के अपरिवर्तनीय ऋण पत्र भी जारी करने को अपनी सहमति दे दी है, जिससे  बैंको द्वारा प्राप्त कार्यशील पूंजी की आंशिक अदायगी हो सके।पायलटों की जारी हड़ताल की समीक्षा करते हुए निदेशक मंडल ने प्रबंधन द्वारा हड़ताली पायलटों की सेवा समाप्त करने के कदम को सही ठहराया।

इस बीच, नागरिक उड्डयन मंत्री अजित सिंह ने फिर कहा है कि सरकार एयर इंडिया के हड़ताली पायलटों से सभी मुद्दों पर बातचीत को तैयार है लेकिन इससे पहले उन्हें हड़ताल वापस लेनी होगी।

व्यक्तिगत रूप से सभी के लिए बातचीत के दरवाजे खुले हुए हैं। लेकिन अगर वे यूनियन के प्रतिनिधि या सदस्य के रूप में बातचीत करने आते हैं तो पहले उन्हें हड़ताल वापस लेनी होगी। इसके बाद हम बातचीत के लिए तैयार हैं।
श्री अजित सिंह ने कहा कि पायलटों के संघ की मान्यता रद्द की जा चुकी है, इसलिए वे संघ के प्रतिनिधियों से बातचीत नहीं कर सकते।

केन्द्र ने राज्यों से अनाज की खरीद के प्रबंधन की प्रक्रिया शुरू करने को कहा है। अनाज भंडारण की समस्या पर कल राज्यसभा में संक्षिप्त बहस का जवाब देते हुए खाद्य और सार्वजनिक वितरण मंत्री प्रो. के.वी. थॉमस ने बताया कि राज्यों को भंडारण के लिए छोटे और मंझोले गोदाम बनाने की सलाह दी गई है। अनाज भंडारण के लिए जगह की कमी पर सदस्यों की चिंता पर  सहमति व्यक्त करते हुए प्रो. थॉमस ने कहा कि भारतीय खाद्य निगम और राज्यों की एजेंसियों की भंडारण क्षमता को मिलाकर इस समय ४५५ लाख टन भंडारण की क्षमता मौजूद है। उन्होंने भरोसा दिलाया कि २०१३ के अंत तक नए गोदाम बनाकर १५१ लाख टन की अतिरिक्त क्षमता जुटाई जाएगी।

दिल्ली की एक अदालत, पूर्व दूर संचार मंत्री ए राजा की जमानत की  अर्जी पर आज फैसला सुना सकती है। टू जी स्पैक्ट्रम आवंटन मामले में उन्हें पिछले साल दो फरवरी को गिरफ्तार किया गया था। विशेष जज ओ पी सैनी ने सीबीआई और राजा के वकील की दलीलें सुनने के बाद ११ मई को अपना आदेश सुरक्षित रखा था।टू जी मामले में ११ अन्य आरोपियों को पहले ही उच्चतम न्यायालय, दिल्ली उच्च न्यायालय और सीबीआई अदालत से जमानत मिल चुकी है।

कर्नाटक के पूर्व मुख्यमंत्री बी एस येदियुरप्पा ने भारतीय जनता पार्टी छोड़ने का अपना फैसला स्थगित कर दिया है। कल बंगलूर में उन्होंने बताया कि वरिष्ठ पार्टी नेता अरूण जेटली की अपील पर उन्होंने अपना फैसला टाल दिया है। हमारे संवाददाता के अनुसार श्री येदियुरप्पा ने अपने समर्थक विधायकों की समस्याओं पर विचार के लिए विधायक दल की बैठक बुलाने की मांग की।

बीजेपी से बाहर आने की बात केवल बात बनकर रह गई। येदियुरप्पा विधायकों की बैठक बुलाने की मांग कर रहे हैं, सदानन्द गौड़ा को मुख्यमंत्री पद से हटाने का यह एक अकेला मार्ग है। बीजेपी छोड़ने के विचार को मतदाताओं के आगे रखने का विचार येदियुरप्पा केवल इसलिए कर रहे हैं ताकि राष्ट्रीय नेता उनकी शर्तों पर गौर करने तक उन्हें कुछ समय मिल सके। सुधीन्द्र आकाशवाणी समाचार बंगलूर।

टेलिविजन चैनल अब एक घंटे के कार्यक्रम में १२ मिनट से अधिक विज्ञापन नहीं दिखा पाएंगे। दूरसंचार नियामक प्राधिकरण-ट्राई के नवीनतम निर्देशों में यह बात कही गई है। कल जारी एक बयान में ट्राई ने बताया कि सेवा गुणवत्ता के मानकों से संबंधित २०१२ के विनियमों में टेलिविजन चैनलों के लिए विज्ञापन प्रसारण की समय सीमा एक घंटे में १२ मिनट तक सीमित कर दी गई है। किसी एक घंटे में १२ मिनट से कम विज्ञापन समय की भरपाई अगले किसी घंटे में नहीं की जा सकती। ट्राई का कहना है कि विज्ञापन के लिए एक के बाद एक दो विरामों के बीच की अवधि १५ मिनट से कम नहीं होनी चाहिए और फिल्मों के मामले में यह अंतराल कम से कम आधा घंटा होना चाहिए। ट्राई के यह निर्देश किसी खेल प्रतियोगिता के सीधे प्रसारण के स्थिति में लागू नहीं होंगे।

ट्राई ने भारत संचार निगम लिमिटेड -बीएसएनएल को अप्रैल, २००२ से पहले दिये गए ग्रामीण वायरलाइन टेलीफोन कनेक्शन जारी रखने के लिए २ हजार ७५० करोड़ रुपये की वित्तीय सहायता देने की सिफारिश की है। कल नई दिल्ली में ट्राई ने बताया कि बीएसएनएल को पहले साल में डेढ़ हजार करोड़ रुपये और दूसरे साल में एक हजार दो सौ पचास करोड़ रुपये की सहायता दी जाए। बीएसएनएल ने प्रति वर्ष २ हजार ५८० करोड़ रुपये की सहायता का अनुरोध किया था। ट्राई ने दूरसंचार विभाग के अनुरोध पर ये सिफारिशें की हैं।

इलाहाबाद उच्च न्यायालय की पूर्ण पीठ ने नोएडा, ग्रेटर नोएडा और नोएडा एक्सटेंशन के विकास के लिए गौतम बुद्ध नगर जिले के कुछ गांवों में भूमि अधिग्रहण को रद्द करने और किसानों को अधिक मुआवज+ा देने का अपना फैसला बरकरार रखा है।
न्यायाधीश अशोक भूषण, एस यू खान और वी के शुक्ला की पीठ ने नोएडा प्राधिकरण , ग्रेटर नोएडा प्राधिकरण और कई किसानों की पुनर्विचार याचिकाओं को खारिज करने के बाद यह आदेश दिया।

भारत ने साफ किया है कि २६ नवम्बर के मुम्बई हमलों के बाद सीमावर्ती इलाकों में युद्धकालीन ठिकानों पर तैनात सैनिकों की संख्या में कमी करने की कोई योजना नहीं है। एक पाकिस्तानी अखबार में छपी खबर का खंडन करते हुए रक्षा मंत्रालय के प्रवक्ता सीतांशु कार ने नई दिल्ली में बताया कि इस्लामाबाद के एक्सप्रेस ट्रिब्यून में पिछली १४ मई को प्रकाशित यह खबर बिल्कुल ग़लत है कि भारत युद्धकालीन मोर्चों से सैनिक हटाकर शांति  कालीन मोर्चों पर ले जाएगा।

खाड़ी सहयोग परिषद ने सदस्य देशों के बीच राजनीतिक आर्थिक और सैनिक संबंध मजबूत करने के प्रयास जारी रखने का फैसला किया है। हमारे संवाददाता ने खबर दी है कि छह सदस्यों के इस संगठन ने बहरीन के साथ संबंध मजबूत करने तथा मोरक्को और जॉर्डन को वित्तीय सहायता देने की वचनबद्धता दोहराई।

रियाद में खाड़ी सहयोग परिषद के शिखर सम्मेलन में छह अरब देशों ने खाड़ी परिसंघ बनाने के प्रस्ताव पर व्यापक चर्चा जारी रखने को मंजूरी दे दी है। बैठक के बाद पत्रकार सम्मेलन में सऊदी अरब के विदेश मंत्री प्रिंस सऊद-अल-फैजल ने कहा कि प्रस्तावित खाड़ी परिसंघ में दो या तीन नहीं बल्कि सभी छह देशों को शामिल करने का उद्देश्य है। खाड़ी परिसंघ का प्रस्ताव दिसम्बर में सऊदी अरब के शाह अब्दुल्ला बिन अब्दुल अजीज ने इस क्षेत्र में सुरक्षा और स्थिरता बनाए रखने के लिए किया था। अतुल तिवारी, आकाशवाणी समाचार।

बिहार में जहानाबाद जिले में जहरीला सत्तू खाने से दस लोगों की मृत्यु हो गई है जबकि चार गंभीर रूप से बीमार हो गए हैं। जिले के सदर अस्पताल में बीमार व्यक्तियों का ईलाज चल रहा है। मृतकों की पहचान कर ली गई है। सत्तू बेचने वाला दुकानदार फरार है। राज्य सरकार ने मृतकों के परिजनों को दो लाख रूपये का मुआवजा देने की घोषणा की है।

The Finance Minister Mr. Pranab Mukherjee has denied any delay by the Foreign Investment Promotion Board (FIPB) in granting clearance to the telecom deal between Aircel-Maxis. Making a statement in both houses of Parliament yesterday, Mr. Mukherjee also said, the records of the FIPB have been perused and it has been found that the application was processed in the normal course of time.
There is no scope for any misunderstanding or misinterpretation on the contents of the two letters of approval dated 20-03-2006 and 20-10-2006. In both cases there was no delay in granting the approval.
Mr Mukherjee said, allegations have been made that the then Finance Minister P. Chidambaram had delayed the proposal of Global Communication Services Holdings Limited, Mauritius to acquire 73.99 per cent equity in Aircel Limited in order to benefit certain persons. He said the ministries and departments concerned took the normal time of four to six weeks to offer their comments. Mr. Mukherjee also said, there is no scope for any misunderstanding or misinterpretation of the contents of both the letters of approval issued in 2006.
Earlier, Home Minister P. Chidambaram categorically denied that any member of his family owned any share in any telecom company at any point of time directly or indirectly.

Lok Sabha Members of all political parties have appealed to the Prime Minister Dr. Manmohan Singh to take urgent measures to save river Ganga and to make it pollution free at the earliest. They also said that the holy river is the life source of the region and also a powerful symbol of cultural and spiritual renewal.
Initiating the debate in the Lok Sabha yesterday, Rewati Raman Singh of the Samajwadi Party demanded dismantling of all dams on the Ganga to save it and preserve it for future generations. He cautioned that any construction in the eco-zone could be devastating in case of any natural calamity like earthquake and and flash flood. Congress member Satpal Maharaj said, one of the Ganga's main tributary the Bhagirathi was running dry.

The Centre has asked the states to initiate a process for managing the procurement of food grains. Replying to a short duration discussion on the problem of storage of food grains in the Rajya Sabha yesterday, the Minister of State for Food and Public Distribution, Prof. K V Thomas said the states have also been advised to have smaller and medium size godowns for storage purposes.
Sharing the concern of members over the space shortage, Prof. Thomas said at present the covered storage capacity of the Food Corporation of India and state agencies together is 455 lakh tonnes. In this context, he assured that the construction of godowns, with an additional capacity of 151 lakh tonnes, will be completed by 2013.

The Government will conduct an enquiry into the role of NCERT officials, who approved the inclusion of offending material in the text book of political science of Class IX to XII. Replying to a discussion in the Lok Sabha on an objectionable cartoon on B.R Ambedkar in an NCERT text book, HRD Minister Kapil Sibal said, the government has also decided to take effective steps to ensure that such instances do not recur in future.
Mr. Sibal said, the HRD Ministry got information about the said cartoon in April this year and had sought an explanation from the NCERT. He said, the cartoon was subsequently withdrawn and its distribution has been put on hold. Mr. Sibal said, the text books were called for and it was found that a large number of cartoons were inappropriate.
The Government fully appreciates these concerns and will take effective steps to ensure that henceforth text books taken to account the concern and sensibility of individuals and communities to ensure that only educationally appropriate material are included in text book.

Health Minister Ghulam Nabi Azad has said that the government has taken several steps to strengthen the Medical Education scenario in the country. Addressing the Parliamentary Consultative Committee meeting of his ministry in New Delhi yesterday, Mr. Azad said, in last three years alone, the number of PG seats increased by more than nine thousand. He said 46 new medical colleges have also been set up during the year 2009-12.

Civil Aviation Minister Ajit Singh has said that the government is willing to discuss every issue but reiterated that striking pilots should withdraw their strike first. Talking to reporters in New Delhi yesterday, Mr. Singh called the strike irrational. He also said that he cannot meet them as the union has been de-recognised.
As a individual anybody can come and talk to me. But if they are coming as union members and representatives to discuss something that have said that you withdraw the strike first and than we are willing to talk on any issue.

Air India's Board has approved a plan to monetise 5,000 crore rupees over 10 years to support its Financial Restructuring Plan. The decision to this effect was taken in the Board's meeting held in New Delhi yesterday.
In its statement, Air India said that it is considering appointing top real estate consultants with wide experience in operating in India and abroad to help monetise its assets, spread all across the country and abroad. It plans to make the appointment by the end of June.

 In Karnataka, former Chief Minister B S Yeddyurappa has deferred his decision to quit the BJP. Addressing a press conference in Bengaluru yesterday, Yeddyurappa said, he has postponed his decision owing to an appeal made by senior BJP leader Arun Jaitley. He demanded for a  Legislative party meeting to discuss the problems faced by legislators loyal to him.
Yeddyurappa claimed the support of 70 legislators and 15 MPs and asked the BJP national leaders to decide whether the party wants him or not. He accused BJP General Secretary Ananth Kumar, State party President K S Eeshwarappa and Chief Minister Sadanand Gowda of a conspiracy to tarnish his image and expel him from the party. He also blamed them for the present crisis.

In a statement yesterday, TRAI said that as per the Standards of Quality of Service Regulation 2012, any shortfall of advertisement duration in any clock hour cannot be carried over.
TRAI has also specified in its statement that the minimum time gap between any two consecutive advertisement breaks should not be less than 15 minutes, while in case of movies, this time gap should be a minimum of 30 minutes. These conditions shall not apply to the live broadcast of a sporting event.

The TRAI has recommended a financial support of 2,750 crore rupees to BSNL to sustain its rural wireline connections, installed before April, 2002. TRAI said in New Delhi yesterday that the amount of support may be 1,500 crore rupees for the first year and 1,250 Crore rupees for the second year. BSNL had requested a support of 2,580 crore rupees per year.

A Delhi court is likely to pronounce its verdict on the bail plea of former Telecom Minister A Raja today in the 2G spectrum allocation case. He was arrested on February 2nd last year and is facing trial in the case. Special CBI Judge OP Saini had on May 11 in reserved his order on Raja's bail plea after hearing arguments from the CBI and counsel for the DMK MP. Raja has sought bail on the ground of parity with other 13 co-accused who have already secured it from the Supreme Court, Delhi High Court and the trial court.

At a Press Conference after the meeting, Saudi Arabia's Foreign Minister Prince Saud al-Faisal told that the aim is for all GCC countries to join, not just two or three of them. टू जी स्पेक्ट्रम मामले में १५ महीने से ज्यादा समय तक जेल में रहने के बाद पूर्व दूरसंचार मंत्री ए० राजा को दिल्ली की एक अदालत ने आज जमानत दे दी। विशेष सी बी आई जज ओ० पी० सैनी ने कहा कि जमानत याचिका मंजूर कर ली गई है। अदालत ने डी  एम के सांसद राजा की जमानत २० लाख रूपये के जती  मुचलके और इतनी ही राशि की दो जमानतों पर मंजूर कर ली। अदालत ने राजा को जमानत देते समय शर्त लगाई कि वह पूर्व अनुमति के बिना तमिलनाडु नहीं जायेंगे और  न ही दूरसंचार विभाग के कार्यालय में जायेंगे। १४ पृष्ठों के जमानत आदेश में न्यायालय ने कहा कि जमानत की अवधि में राजा किसी गवाह पर दबाव डालने की कोशिश नहीं करेंगे। पूर्व संचार मंत्री को पिछले साल दो फरवरी को जेल भेजा गया था।

दिल्ली उच्च न्यायालय ने २०१० के राष्ट्रमंडल खेलों के लिए टाइमिंग, स्कोरिंग और नतीजे दर्शाने वाले उपकरणों के ठेकों में कथित अनियमितताओं के लिए गिरफ्‌तार ए० के० रेड्डी की जमानत याचिका खारिज कर दी है। न्यायमूर्ति मुक्ता गुप्ता ने अभियोजन पक्ष के इस तर्क को स्वीकार करते हुए रेड्डी की जमानत याचिका खारिज कर दी कि उसने पूछताछ के दौरान सहयोग नही किया और सुनवाई अदालत उसे घोषित अपराधी करार दे चुकी है। रेड्डी ने समानता के आधार पर जमानत मांगी थी और अनुरोध किया था कि जिस तरह मुख्य अभियुक्त सुरेश कलमाड़ी और आयोजन समिति के महानिदेशक वी० के० वर्मा को जमानत पर छोड़ा गया है, उसी तरह उसे भी जमानत दी जानी चाहिए।

नागर विमानन मंत्री अजीत सिंह ने कहा है कि बीमारी का बहाना बनाकर काम पर न आने वाले हड़ताली पायलटों के खिलाफ कड़ी कार्रवाई की जाएगी। नागर विमानन मंत्रालय द्वारा जारी चिकित्सा रिपोर्ट में बताया गया है कि एयर इंडिया के अधिकतर कथित रूप से बीमार पायलट डॉक्टरों को घरों पर नहीं मिले और न ही वे कंपनी के अधिकृत डॉक्टरों के पास पहुंचे हैं। एयर इंडिया के पायलट ड्रीम लाइनर के प्रशिक्षण कार्यक्रम में फेरबदल का विरोध करते हुए अपने प्रमोशन से जुड़े कुछ मुद्दे भी उठा रहे हैं। एयर इंडिया के लगभग २०० पायलटों की हडताल का आज आठवां दिन है। हड़ताल के कारण आज दिल्ली और मुंबई से दस अंतर्राष्ट्रीय उड़ानें अब तक रद्द की जा चुकी हैं। एयर इंडिया के प्रवक्ता ने बताया कि आपात योजना के तहत एयर इंडिया ने दिल्ली-टोरंटो, दिल्ली-न्यूयॉर्क की उड़ानें चलायीं। उन्होंने आशा व्यक्त की कि जल्द ही कुछ और राष्ट्रीय और अंतर्राष्ट्रीय उड़ानें भी संचालित की जा सकेंगी। हमारे संवाददाता ने बताया है कि पायलटों की हड़ताल के कारण विमान यात्रियों को भारी कठिनाइयों का सामना करना पड रहा है। विशेष रूप से गर्मी की छुट्टियों के कारण यात्रियों की भीड़ बढ़ गई है।

सरकार ने कहा है कि देश में महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारन्टी योजना के प्रभावी क्रियान्वयन के बाद रोजगार की खोज में श्रमिकों के पलायन में कमी आई है। ग्रामीण विकास मंत्री जयराम रमेश ने आज राज्यसभा में प्रश्नकाल के दौरान पूरक सवालों के जवाब में बताया कि यह योजना मांग पर आधारित कार्यक्रम है, जिसके तहत ग्रामीण इलाकों के लोगों को पक्के तौर पर रोजगार उपलब्घ कराया जाता है। इसका प्राथमिक उद्देश्य हर परिवार को अकुशल, शारीरिक श्रम के लिए वर्ष में एक सौ दिन के रोजगार की गारन्टी देना है। उन्होंने बताया कि केन्द्र ने फैसला किया है कि नक्सल प्रभावित सभी ७८ क्षेत्रों और उन स्थानों के श्रमिकों को नकद भुगतान किया जायेगा जहां कोई बैंक या डाकघर नहीं है। ग्रामीण विकास मंत्री ने कहा कि ऐसी कोई खबर नहीं हैं कि मजदूरी की कम दरों के कारण इस योजना के तहत काम मांगने वालों की संख्या घटी है। उन्होंने बताया कि २०११-१२ में इस योजना में कुल ३७ हजार, तीन सौ तीन करोड़ रूपये से ज्यादा की राशि खर्च की गई।

श्री जयराम रमेश ने आज राज्य सभा में एक सवाल के जवाब में बताया कि महात्मा गांधी ग्रामीण रोजगार गारन्टी अधिनियम -मनरेगा की सभी राज्यों में हुई प्रगति का आकलन इस वर्ष नवम्बर में संसद के समक्ष प्रस्तुत किया जायेगा। उन्होंने कहा कि उनके मंत्रालय को अक्टूबर के अंत तक मसौदा रिपोर्ट मिल जायेगी क्योंकि सभी राज्यों में आकलन का काम चल रहा है। मनरेगा की प्रगति का यह आकलन २००७ से २०११ की अवधि का होगा। श्री रमेश ने बताया कि इस रोजगार गारन्टी योजना पर ग्रामीण विकास मंत्रालय हर वर्ष करीब ४० हजार करोड़ रूपये खर्च करता है। उन्होंने यह भी बताया कि इस वर्ष से हर ग्राम पंचायत को चार्टर्ड अकाउन्टेंट का प्रमाण पत्र अनिवार्य रूप से देना होगा। यह चार्टर्ड अकाउन्टेंट नियंत्रक और महालेखा परीक्षक द्वारा बनाये गए जिला स्तर के पैनल से होना चाहिए।

वित्तमंत्री प्रणव मुखर्जी ने कहा है कि प्र्रत्यक्षकर संहिता विधेयक संसद के मानसून सत्र में लाया जायेगा। आज राज्यसभा में वित्त विधेयक २०१२ के साथ विनियोग संख्या तीन विधेयक २०१२ पेश करते हुए यह जानकारी दी। वित्त मंत्री ने ब्राण्ड वाले और बिना ब्राण्ड वाले आभूषणों पर इस वर्ष १७ मार्च से लगाया उत्पाद शुल्क वापस लेने की बात कही। उन्होंने कहा कि सरकार ने सदन के भीतर और बाहर लोगों की भावनाओं को ध्यान में रखते हुए यह शुल्क हटा लेने का फैसला किया है। वित्तमंत्र. ने स्पष्ट किया कि सरकार उस प्रावधान को भी हटा लेगी, जिसके तहत यह साबित करने की जिम्मेदारी करदाता पर थी कि किसी तरह की कर चोरी नहीं हुई है। उन्होंने बताया कि अब यह जिम्मा कर अधिकारियों का होगा। वित्त मंत्री ने कहा कि सरकार सम्पत्ति बिक्री मामले में स्रोत पर कर लगाने की व्यवस्था भी हटा लेगाी। उन्होंने कहा कि केन्द्रीय प्रत्यक्ष कर बोर्ड से कहा गया है कि वित्त विधेयक पारित होने के बाद पूरी स्थिति स्पष्ट करने के लिए परिपत्र जारी कर दे। विधेयक को लोकसभा पहले ही पारित कर चुकी है।

वित्त मंत्री प्रणव मुखर्जी ने आज राज्यसभा में एक लिखित उत्तर में बताया कि बीमा नियामक और विकास प्राधिकरण - इरडा ने बीमा कम्पनियों से कहा है कि वरिष्ठ नागरिकों की स्वास्थ्य बीमा शिकायतों की सुनवाई के लिए वे अलग व्यवस्था स्थापित करें। उन्होंने कहा कि प्राधिकरण ने राष्ट्रीय आवास बैंक के पूर्व अध्यक्ष के० एस० शास्त्री की अध्यक्षता में वरिष्ठ नागरिकों के लिए स्वास्थ्य बीमा समिति गठित की थी, जिसने २००७ में प्राधिकरण को रिपोर्ट दे दी थी। श्री मुखर्जी ने यह भी बताया कि इरडा ने बीमा कम्पनियों को निर्देश दिया है कि वे स्वास्थ्य पॉलिसियों के हस्तांतरण की अनुमति दें ताकि पॉलिसीधारक एक बीमा कम्पनी से दूसरी बीमा कम्पनी में पॉलिसी ट्रांसफर करा सके और इसके लिए उसे पिछली जमा राशि का कोई नुकसान भी न हो।  वित्त मंत्री ने बताया कि बीमा कम्पनियों से पॉलिसी धारकों को जल्दी पॉलिसी लेने और लगातार नवीकरण कराते रहने पर लाभ देने की विशेष व्यवस्था होनी चाहिए।

सरकार ने कहा है कि राष्ट्रीय पर्यावरण आकलन और निगरानी प्राधिकरण के गठन के प्रस्ताव को अभी अन्तिम रूप नहीं दिया गया है। राज्यसभा में सवालों के जवाब में पर्यावरण और वन मंत्री जयन्ती नटराजन ने कहा कि पहले इस प्राधिकरण का नाम राष्ट्रीय पर्यावरण संरक्षण प्राधिकरण था। एक अन्य प्रश्न के उत्तर में उन्होंने बताया कि केन्द्रीय प्रदूषण नियंत्रण बोर्ड और पूर्वोत्तर क्षेत्र के राज्य प्रदूषण नियंत्रण बोर्डों ने उल्लंघन की दोषी औद्योगिक यूनिटों के खिलाफ कार्रवाई की है।

सूचना और प्रसारण मंत्री अंबिका सोनी ने आज लोकसभा में कहा कि  अश्लील विज्ञापनों और सामग्री पर रोक लगाने के लिए मीडिया को खुद भी प्रयास करने चाहिए। टेलीविजन चैनलों पर महिलाओं के लिए अपमानजनक  विज्ञापनों पर सदस्यों की चिंता के जवाब में श्रीमती सोनी ने कहा कि मीडिया के बारे में मंत्रियों के समूह में एजेंडा तैयार होने के बाद सर्वदलील बैठक बुलाई जा सकती है। उन्होंने कहा कि सूचना और प्रसारण मंत्रालय ने टीवी चैनलो के लिए दिशा-निर्देश और सलाह जारी की है और इसमें लगभग ८५ प्रतिशत सफलता मिली है। श्रीमती सोनी ने कहा कि कई लोगों ने अपने विज्ञापनों में जरूरी बदलाव कर दिया है, जबकि कुछ इस सिलसिले में बातचीत कर रहे हैं। उन्होंने कहा कि कुछ मामले अदालतों में भी विचाराधीन हैं।श्रीमती सोनी ने कहा कि मंत्रालय की हिदायतों की बार-बार अनदेखी को गंभीरता से लिया जाएगा और टीवी चैनलों के लाइसेंस का नवीकरण करते समय इस बात को ध्यान में रखा जाएगा।
जो टीवी चैनल बार-बार उल्लंघन करेगा या अश्लील विज्ञापन दिखायेगा। हम लोगों के पास यह ताकत है कि हम उनको टेलीविजन केबल नेटवर्क से हटा दें। सूचना और प्रसारण मंत्री ने कहा कि इस काम के लिए एक अन्तर्मंत्रालय समिति का भी गठन किया गया है। भारतीय प्रेस परिषद ने पत्र-पत्रिकाओं की सामग्री और विज्ञापनों के लिए आचार संहिता जारी की है। लोकसभा में विपक्ष की नेता सुषमा स्वराज ने भी इस मुद्दे पर सर्वदलीय बैठक बुलाने की मांग की।
हमारे लिए यह बहुत दुख की बात है कि एक तरफ महिलाएं अपने संघर्ष और योग्यता के बल पर उन क्षेत्रों को भेद रही हैं जो उनके लिए आज तक वर्जनात्मक क्षेत्र थे। वो पर्वतारोही बन रही है। वो अंतरिक्ष में जा रही हैं। और दूसरी तरफ विज्ञापन वालों ने उनको केवल उपभोग की वस्तु बनाकर रख दिया है। इसलिए मेरा आपके माध्यम से निवेदन है एक सर्वदलीय बैठक बुलाइये।  ये सदन आपको ताकत भी देगा और उपाय भी बतायेगा। जिससे इस समस्या का सार्थक समाधान आप निकाल सके।

अनुसूचित जाति और जनजाति आयोग के अध्यक्ष पी.एल. पूनिया ने टी वी चैनलों पर दिखाये जाने वाले विज्ञापनों में अश्लील सामग्री पर कड़ी आपत्ति की है। संसद के बाहर पत्रकारों से बातचीत में उन्होंने कहा कि अश्लीलता की शिकायतों पर चार सदस्यीय अन्तर मंत्रालय समिति कार्रवाई करेगी।
आजकल बिजनेस सबसे ज्यादा हावी है। मैं जिस कमेटी में हूं उसमें जो कम्पलेंट आती हैं उसके बेसिस में उनकी सुनवाई होती है। और उसमें निर्णय लेते है, उनको डायरेक्शन देते हैं।  और मैं सोचता हूं कि अगली जो बैठक होगी उस बैठक में यह अवश्य उठाउंगा कि अपनी तरफ से कोई ऐसा मेकेनिज्म हो स्वयं देखते रहे और देखने के बाद जो आपत्तिजनक हो उसको कमेटी में रखे और उसके खिलाफ कार्रवाई कराये।

केन्द्र ने राज्यों और केन्द्र शासित प्रदेशों को सलाह जारी कर मलेरिया, डेंगू, चिकुनगुनिया और मस्तिष्क ज्वर जैसी बीमारियों की रोकथाम के प्रयास और तेज करने का निर्देश दिया है। राज्यसभा में आज स्वास्थ्य और परिवार कल्याण मंत्री गुलाम नबी आजाद ने एक लिखित उत्तर में कहा कि मॉनसून की वर्षा शुरू होने से पहले ही मच्छर से होने वाली इन संक्रामक बीमारियों की रोकथाम की उचित तैयारियां करने के लिए ये निर्देश जारी किये गये हैं। उन्होंने कहा कि राज्य सरकारों ने कार्यक्रम क्रियान्वयन योजना के तहत चुनिंदा क्षेत्रों में बीमारियों की रोकथाम के लिए विशेष कार्य योजनाएं तैयार कीं हैं।

सरकार ने सार्वजनिक खरीद में पारदर्शिता सुनिश्चित करने सम्बन्धी विधेयक लोकसभा में पेश कर दिया है। सार्वजनिक खरीद विधेयक २०१२ वित्त मंत्री प्रणव मुखर्जी ने कल सदन में रखा था। इसमें साठ लाख रूपये से अधिक के सरकारी ठेके देने की प्रक्रिया नियमित करने की व्यवस्था है। विधेयक का उद्देश्य बोली लगाने वालों के प्रति निष्पक्ष तथा समान व्यवहार सुनिश्चित करना और स्पर्द्धा की भावना बढ़ाना है ताकि कार्यकुशलता बढ़ाने के साथ साथ किफायत भी हो सके। इसमें ठेको के लिए बोली लगाने वालों से घूस मांगने या लेने के दोषी सरकारी कर्मचारियों को छह महीने से पॉंच साल तक की कैद की सजा देने की व्यवस्था है। केन्द्रीय मंत्रिमंडल ने विधेयक के मसौदे का बृहस्पतिवार को अनुमोदन कर दिया था। हमारे संवाददाता ने बताया है कि यह विधेयक केन्द्र सरकार और केन्द्रीय प्रतिष्ठानों द्वारा की जाने वाली सभी खरीदों पर लागू होगा।

उर्वरकों के संतुलित प्रयोग को बढावा देने के लिए सरकार २००८-०९ से मिट्टी की स्थिति और उर्वरता के प्रबंधन की राष्ट्रीय परियोजना चला रही है। लोकसभा में प्रश्नों का उत्तर देते हुए कृषि मंत्री शरद पवार ने कहा कि परियोजना के तहत मिट्टी के परीक्षण के लिए मोबाइल प्रयोगशाला चलाने और उर्वरकों की गुणवत्ता सुनिश्चित करने पर ध्यान दिया जा रहा है। श्री पवार ने कहा कि जैव उर्वरकों के इस्तेमाल को बढ़ावा दिये जाने की जरूरत है। उन्होंने ेकहा कि सरकार कृषि की पैदावार बढाने के लिए कई तरह के उपाय कर रही है। श्री पवार ने कहा कि जैव उर्वरकों के इस्तेमाल को लेकर किसानों के रूख में निश्चित रूप से बदलाव आया है। कृषि मंत्री ने कहा कि किसानों को मिट्टी की स्थिति के कार्ड जारी किये जाने से उन्हें मिट्टी का परीक्षण कराने की सुविधा मिल सकेगी।

लोकसभा की कार्यवाही आज दो बजे तक स्थगित की गई, क्योंकि विपक्षी सदस्य सदन में नागर विमानन मंत्री की अनुपस्थिति पर विरोध प्रकट कर रहे थे। सदस्यों ने यह भी आरोप लगाया कि उन्होंने कुछ घोषणाएं संसद के बाहर कर दी हैं। यह मामला तब उठा जब सदन में नागर विमानन क्षेत्र में व्यापक नीति परिवर्तन पर चर्चा चल रही थी। वामपंथी सदस्य बासुदेव आचार्य और गुरूदास दासगुप्ता ने यह मामला उठाया। अन्य विपक्षी दलों के सदस्यों ने भी विरोध प्रदर्शन किया, जिसके कारण सदन की कार्यवाही दो बजे तक स्थगित करनी पड़ी।

सरकार ने सूचना अधिकार कानून के तहत सूचना प्राप्त करने के आवेदन-पत्र प्राप्त करने के लिए एक कॉल सैंटर  और वेबसाइट खोलने का फैसला किया है। कार्मिक विभाग ने इन  कॉल सैंटरों और आई टी संस्थाओं से प्रस्ताव मांगे हैं। कार्मिक मंत्रालय के अनुसार प्रस्ताव दस जुलाई तक भेजे जा सकते हैं। प्रस्ताव में इन कॉल सैंटरों को चलाने के लिए सभी अत्याधुनिक सुविधाएं उपलब्ध करानी होंगी।

मध्यप्रदेश में महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी योजना के तहत काम करने वाले मजदूरों के पारिश्रमिक का  इलैक्ट्रॉनिक भुगतान करने की तेयारी तेजी से चल रही है। इलैक्ट्रॉनिक भुगतान की यह योजना सबसे पहले विदिशा जिले में शुरू की जाएगी। हमारे संवादददाता ने खबर दी है कि बाद में यह योजना अन्य जिलों में भी लागू की जाएगी।
                                 
इस योजना के अंतर्गत मजदूरों के खातों में सीधे भुगतान के लिए इलैक्ट्रॉनिक फंड मैनेजमेंट सिस्टम के माध्यम से इलैक्ट्रॉनिक माप पुस्तिका में मजदूरों के कामों का विवरण रखा जायेगा। इसके अलावा मजदूरों के कार्यों का मूल्यांकन भी इसी सिस्टम के माध्यम से किया जायेगा। इसके बाद मजदूरी की राशि इलैक्ट्रॉनिक ट्रांसफर के माध्यम से मजदूरों के खातों में जमा करा दी जायेगी। इससे न केवल समय की बचत होगी बल्कि पारदर्शिता के साथ ही मजदूरों को जल्द से जल्द  भुगतान मिल सकेगा। सत्येंद्र शरण, आकाशवाणी समाचार, भोपाल।

अरूणाचल प्रदेश सरकार  छोटे और मझौले चाय उत्पादकों के लिए शेयरिंग ए कप ऑफ टी मिशन' नाम से एक पायलट परियोजना लागू कर रही है। राज्य में पहली बार यह योजना लागू की जा रही है। इस परियोजना के अन्तर्गत छोटे और मझौले चाय उत्पादकों को चाय की पौध विकसित करने के लिए वित्तीय सहायता दी जाएगी।

नेपाल सरकार ने कल हुई विमान दुर्घटना की जांच के लिए पांच सदस्यीय समिति गठित की है। मस्तांग जिले में जोमसोम हवाईअड्डे के पास कल अग्नि एयरलाइन्स के विमान के दुर्घटनाग्रस्त होने से तेरह भारतीयों सहित पन्द्रह लोगों की मौत हो गई थी। नेपाल के नागरिक विमानन प्राधिकरण के पूर्व महानिदेशक मेदिनी प्रसाद शर्मा इस हादसे की जांच करेंगे और नब्बे दिन में अपनी रिपोर्ट देंगे। दुर्घटना में मारे गए लोगों के शव काठमांडु अस्पताल में रखे गए हैं, जो पोस्टमॉर्टम और शिनाख्त के बाद उनके परिजनों को सौंप दिये जायेंगे।

श्रीलंका के राष्ट्रपति महिन्दा राजपक्षे ने पूर्व सेनाध्यक्ष शरत फोन्सेका को रिहा करने को मंजूरी दे दी है। कोलंबो में कल एक पुस्तक के विमोचन के दौरान आयोजित कार्यक्रम के बाद संवाददाताओं से बातचीत में उन्होंने यह बात कही। यह पुस्तक श्रीलंका में उग्रवाद के तीन दशक और उसके खात्मे के बारे में हैं। शरत फोन्सेका ने एलटीटीई के खिलाफ पांचवे ईल्म संघर्ष का नेतृत्व किया था। बाद में उन्होंने श्री महिन्दा राजपक्षे के खिलाफ विपक्ष के साझा उम्मीदवार के रूप में राष्ट्रपति का चुनाव भी लड़+ा था। चुनाव हारने के बाद उनका कोर्टमार्शल हुआ और उन्हें जेल भेज दिया गया, तब से वे जेल में सज काट रहे हैं। सैन्य और नागरिक अदालतों में मुकदमा चलाये जाने के बाद अगस्त २०१० में उनसे सैनिक पद छीन लिया गया था। इससे पहले, शरत फोन्सेका ने श्री राजपक्षे के साथ कुछ मुद्दों पर मतभेद के चलते नवम्बर २००९ में इस्तीफा दे दिया था।

सउदी अरब ने कहा है कि सीरिया में बढ़ती हिंसा के कारण वहां संयुक्त राष्ट्र के विशेष दूत कोफी अन्नान के शान्ति प्रयासों में लोगों का विश्वास कम हुआ है। सउदी विदेश मंत्री सऊद-अल-फैजल ने रियाद में खाड़ी सहयोग परिषद शिखर सम्मेलन से अलग आयोजित संवाददाता सम्मेलन में चिन्ता व्यक्त की कि सीरिया में हिंसा जारी है और शान्ति प्रयासों में खास प्रगति नहीं हुई है। संयुक्त राष्ट्र की मध्यस्थता में युद्धविराम १२ अप्रैल से लागू होना था लेकिन इसका पूरी तरह पालन नहीं किया जा रहा है। सीरिया प्रशासन ने आरोप लगाया है कि रोज+ हो रही हिंसक घटनाओं के लिए सशस्त्र गिरोह और अन्य देशों से समर्थन प्राप्त आतंकवादी जिम्मेदार हैं जबकि विपक्ष का कहना है कि असद सरकार के खिलाफ विद्रोह भड़कने के बाद से चल रही हिंसा की जिम्मेदार सरकार है। सउदी अरब और अन्य खाड़ी देशों ने भी विपक्ष की राय का समर्थन किया है लेकिन ईरान ने राष्ट्रपति बशर अल असद के पक्ष को सही ठहराया है।

युवा कार्य और खेल मंत्री अजय माकन ने क्रिकेट में मैच फिक्सिंग की घटनाओं को गंभीरता से लिया है। संसद के बाहर पत्रकारों से बातचीत में कहा कि मैच फिक्सिंग केवल क्रिकेट में ही नहीं, देश के अन्य खेलों में भी हो रही है। उन्होंने आशा व्यक्त की कि भारतीय क्रिकेट कंट्रोल बोर्ड मैच फिक्सिंग मामले की जड़ तक जाएगा और इसमें शामिल लोगों के खिलाफ कड़ी कार्रवाई की जाएगी।

बम्बई शेयर बाजार के शुरूआती कारोबार में आज सन्सेक्स तिरानवे अंक गिरकर १६ हजार १२३ पर खुला, लेकिन बाद में इसमें सुधार हुआ और अब से कुछ देर पहले यह  ८६ अंक की वृद्धि के साथ १६ हजार ३०१ पर था। पिछले पांच करोबारी सत्रों में सेन्सेक्स में करीब सात सौ अंक की गिरावट दर्ज हुई थी।
नेशनल स्टॉक एक्सचेंज का निफ्टी भी २६ अंक बढ़कर चार हजार ९३४ पर था।

टेलिविजन चैनल अब एक घंटे के कार्यक्रम में १२ मिनट से अधिक विज्ञापन नहीं दिखा पाएंगे। दूरसंचार नियामक प्राधिकरण-ट्राई के नवीनतम निर्देशों में यह बात कही गई है। कल जारी एक बयान में ट्राई ने बताया कि सेवा गुणवत्ता के मानकों से संबंधित २०१२ के विनियमों में टेलिविजन चैनलों के लिए विज्ञापन प्रसारण की समय सीमा एक घंटे में १२ मिनट तक सीमित कर दी गई है। किसी एक घंटे में १२ मिनट से कम विज्ञापन समय की भरपाई अगले किसी घंटे में नहीं की जा सकती। ट्राई का कहना है कि विज्ञापन के लिए एक के बाद एक दो अंतरालों के बीच की अवधि १५ मिनट से कम नहीं होनी चाहिए और फिल्मों के मामले में यह कम से कम आधा घंटा होना चाहिए। ट्राई के यह निर्देश किसी खेल प्रतियोगिता के सीधे प्रसारण के स्थिति में लागू नहीं होंगे।

Former Telecom Minister, A Raja was today granted bail by a Delhi court in the 2G spectrum case after serving over 15 months in jail. Special CBI Judge O P Saini said,the bail application is allowed. The court granted bail to the DMK MP on a personal bond of 20 lakh rupees and two sureties of the same amount. The court,  while granting bail,  imposed conditions on Raja that he will not visit Tamil Nadu without its prior permission and will not go to the office of the Department of Telecom DoT. The court, in its 14-page bail order, also said that Raja would not try to influence any witnesses while on bail. The former Telecom Minister was arrested on February 2, last year.

Government says, strict action will be taken against those striking pilots who have falsely reported sick and not joined work. Talking to reporters in New Delhi, the Civil Aviation Minister Ajit Singh today said that DGCA will take action against those who have falsely reported sick.

DGCA has rules and all that if they don't report for certain period of time then their health has to be thoroughly checked. So, DGCA will look into that, I don't know exactly how to works.
A medical summary issued by the Aviation Ministry stated that most of the Air India Pilots who called in sick were neither found at home by doctors sent by the Airlines nor  reported to doctors empanelled by the company. The Air India Pilots have not been reporting for duty in protest against rescheduling of training programme of dreamliner and issues related to their career progression. The agitation by over 200 Air India Pilots entered the 8th day today and ten international flights from Delhi and Mumbai have been cancelled so far. An Air India spokesman said that as part of the contingency plan, the carrier operated Delhi -Toronto, Delhi-New York routes and expressed hope that more national and international flights will operate in near future. Our correspondent reports that air travellers are facing a tough time with the summer vacations of many holiday makers running into rough weather.

The Lok Sabha was adjourned till 2 p.m. today following protests by the Opposition members on the absence of the Civil Aviation Minister in the House. The members also alleged that the Minister had made certain announcements outside Parliament. The issue came up when the House was discussing comprehensive policy changes in the Civil Aviation sector. Left Party leaders Basudev Acharia and Gurudas Dasgupta had raised the issue. The  opposition members from other parties also joined in the protest forcing the Chair to adjourn the House till 2 p.m.

The Government today said the migration of the labour force in search of employment has come down due to the effective implementation of the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) in the country. This was stated by the Minister for Rural Development Mr Jairam Ramesh while replying to supplementaries during the question hour in the Rajya Sabha. He said MGNREGS is a demand driven programme providing guaranteed employment to the people in the rural areas. He said the primary objective of the scheme is to enhance the livelihood security of the rural households by providing up to 100 days guaranteed employment in a year to every household for doing unskilled manual work on demand. He said the Centre has decided to pay wages in cash to the people engaged under the MGNREG scheme in all the 78 naxal-affected areas and places where there are no banks and post offices.

Information and Broadcasting Minister Ambika Soni said in the Lok Sabha today that self-regulation has been given a chance to succeed for controlling obscene and demeaning advertisements and content in the media. Replying to  concerns raised by the members on advertisements derogatory to women aired by television channels, the Minister said, an all-party meeting should be held after the Group of Ministers on Media prepares the agenda.  Mrs. Soni said, her ministry has issued advisories to the television channels and 85 per cent success has been reported. She said, while most of them recast the advertisements, some are engaged in dialogue. There are also instances where the matter has gone to courts.  Mrs. Soni said repeated violations of the advisories issued by her Ministry will be viewed  seriously as negative points at the time of renewal of licenses of television channels. The minister said an inter-ministerial committee has also been set up for the purpose.

We have a body of advertisers, representing the industry and those who create these advertisement to co-operate with us. We are set up inter ministerial committee with the, Women of Child Development, with Consumer Affairs, with Home Ministry, with Law Ministry. These are all mechanism which we have set up out side the format of the purview of law, legal record how to best stop these adds.
As for the print media, the Press Council of India has issued a Code of Conduct for content and advertisement. The Leader of the Opposition Sushma Swaraj also demanded an All-Party Meeting on the issue.

The Centre has issued advisory to all the states and union territories to intensify surveillance on vector-borne diseases like Malaria, Dengue, Chikngunya and Japanese Encephalitis. Giving this information in a written reply in the Rajya Sabha today, Health and Family Welfare Minister, Ghulam Nabi Azad said the advisory was given with a view to improving preparedness for effective prevention and control of vector-borne diseases before the onset of the monsoon. He said the state governments have prepared area-specific action plans for vector borne diseases as part of the disease control component of Programme Implementation Plan (PIP).

Finance Minister Pranab Mukherjee today said Direct Tax Code, DTC Bill will be introduced in the Monsoon session of Parliament. He stated this while introducing the Appropriation No-3 Bill 2012 along with the Finance Bill 2012 in the Rajya Sabha. The Finance Minister announced the  roll back of the excise levy on all branded and unbranded jewellery with effect from 17th of March this year. He said the government has decided to withdraw it considering the sentiments of the people both within and outside the House. The Finance Minister clarified that the government will remove a provision which puts the onus on the tax payer to prove that there has been no tax avoidance. He said now the onus would be on the tax officials.

Certain provisions relating to General Anti Avoidance Rules have also been proposed in the finance bill 2012. In the light of the recommendation of this standing committee on GAAR provision in DTC bill 2010. I have proposed an amendment to the GAAR provision. I remove the all onus entirely from the tax payers to revenue department before any action can be initiated under GAAR including an independent member in the GAAR approving pannel to ensure objectivity and transparencies.
The Finance Minister said that government has also removed the tax deducted at source on sale of property. He said, said the Central Board of Direct Taxes have been asked to issue a circular to clearly state the position after the passage of the finance bill. The Lok Sabha has already passed the Bill.

Government has introduced a Bill in the Lok Sabha to ensure transparency in public procurement. The bill titled "Public Procurement Bill-2012" was introduced in the House by the Finance Minister Pranab Mukherjee yesterday. It seeks to regulate award of government contracts of over fifty lakh rupees. The objective of the Bill is to ensure fair and equitable treatment of bidders promoting competition, enhancing efficiency and economy and maintaining integrity and public confidence in the procurement process. The Bill also provides a jail term ranging from six months to five years for public servants found guilty of demanding and accepting bribes from bidders of government contracts. The Union Cabinet approved draft of the Bill on Thursday last. Our correspondent adds this will become an over reaching legislation governing public procurement by the central government and central PSUs.

Government has decided to set up a call centre with a portal for receiving RTI applications. The Department of Personnel has invited proposals from call centres and IT agencies for setting up of such a call centre. According to Ministry of Personnel, complete proposals can be sent to them by 10th of July, 2012. The proposal provides for operating and maintaining an RTI call centre that will facilitate voice calls, SMSs and inter-voice response system managed calls.

Recovering smartly from early losses, the Sensex at the Bombay Stock Exchange stood 136 points, or 0.8 percent in positive territory, at 16,352 in afternoon deals, a short while ago. Earlier in the morning, however, the Sensex had opened 93 points, or 0.6 per cent in the negative zone, at 16,123, on continued selling by foreign funds, amid concerns about rising inflation, and negative global cues. The 30-share Sensex has lost lost nearly 700 points in the previous five trading sessions. Other Asian markets in Japan, China, South Korea, Singapore and Hong Kong were trading mixed, today,  amid worries about a possible Greek exit from the euro zone, despite the region's finance leaders declaring that they weren't considering that possibility. The US Dow Jones Industrial Average had lost 1 per cent in yesterday's trade.

The rupee today recovered by 19 paise to 53.77 rupees against the US dollar in early trade after dipping to 54.13 rupees at the outset. The rupee recovered largely on the back of selling of the American currency by some banks and exporters. The rupee had lost 33 paise to close at an all-time low of 53.96 rupees against the dollar in yesterday's trade after inflation rising to 7.23 per cent in April dampened investor sentiment.

In Nepal, the government has formed a five member committee to investigate the plane crash in which fifteen people were killed including thirteen Indians. The crash of the private airlines Agni had taken near Jomsom airport in Mustang district. The Committee headed by former Director- General of Civil Aviation Authority of Nepal, Medini Prasad Sharma has been given ninety days to file the report on the investigation. The  bodies of the deceased are in Kathmandu’s Teaching hospital which will be handed over to the families after the postmortem and identification.

UN Secretary-General Ban Ki Moon has expressed concern at the rising tensions and disruption of daily life in parts of Nepal linked to the debate over the future federal system. The Secretary General’s Spokesperson today said that Mr Ban Ki Moon is concerned at the failure of political leaders to forge a consensus on their outstanding differences in the constitution-making process.  Stating  that with time fast running out before the 28 May deadline for the Constituent Assembly to complete its work, it is imperative for the political parties of Nepal to rise above their differences and reach a consensus.  He said that having taken  important historical steps since 2005, the political parties cannot afford to disappoint the Nepali people. He has called on the Government to meaningfully address the escalating tensions and respond to the situation in accordance with national and international law. The French President elect, Mr.Francois Hollande, will be sworn in as the country's  President  today.  He  will attend an inauguration ceremony at the Elysee Palace with outgoing President Nicolas Sarkozy.  Soon after his inauguration he will name his cabinet.    In the afternoon, Mr. Hollande  will fly to Germany for dinner with Chancellor Merkel.  The trip underscores the importance of the German-French relationship in Europe at a tumultuous time.     Mr Hollande has criticised the German-led focus on austerity as the way out of the crisis.

Saudi Arabia has said that the confidence in UN Special envoy Kofi Annan’s  peace efforts in Syria is diminishing due to ongoing violence in the country.  Addressing a press conference on the sidelines of Gulf Cooperation Council, GCC  Summit in Riyadh, the Saudi Foreign Minister Saud al-Faisal expressed concern that the bloodshed continues in Syria and nothing has been accomplished A U.N. mediated ceasefire was supposed to come into effect on April 12 but it hasn’t been fully complied with. Syrian regime blames the daily violence on armed gangs and terrorists supported by other countries. The opposition has held the ruling regime responsible for the bloodshed since the uprising against the Assad regime began over a year ago. Saudi Arabia and other Arab Gulf countries have voiced support for the Syrian opposition, while Iran has stood by the regime of President Bashar al-Assad.

Sri Lankan President Mahinda Rajapaksa, has given  green signal to  release former Sri Lankan Army Commander, Sarath Fonseka. He was talking to the reporters on the sidelines of a function, organised to launch a book on the three decades of militancy and its end in columbo yesterday. The former army chief Sarath Foneska  led the Eelam war IV against the LTTE . He also contested the Presidential election as the common opposition candidate against Mahinda Rajapaksa. Later he was jailed and court martialled after loosing out to the President Mahinda Rajapaksa. Since then, he has been serving a prison sentence. He was convicted by both military and civil courts, and stripped of his military ranks in August 2010. Before that, Sarath Fonseka had resigned in Nov 2009  following a fall out with President Rajapaksa over certain issues.

The Delhi High Court today dismissed the bail plea of A K Reddy, arrested for alleged irregularities in a contract for timing, scoring and result equipment for the 2010 Commonwealth Games.  Justice Mukta Gupta rejected Reddy's bail plea while accepting the prosecution's argument that he had failed to cooperate during the investigation and had been declared as a proclaimed offender by a trial court.    
Reddy had sought bail on the ground of parity, pleading that as the main accused, Suresh Kalmadi and Organising Committee Director General V K Verma, were freed on bail he is also entitled to the same relief.

Finance minister Pranab Mukherjee today said the Insurance Regulatory and Development Authority, IRDA has asked the insurance companies to establish separate grievance channel to address health insurance complaints from senior citizens. In a written reply to the Rajya Sabha, Mr Mukherjee said IRDA had constituted a committee on Health Insurance for senior citizens under the chairmanship of K S Sastry, former chairman of National Housing Bank. Mr Mukherjee informed the House that the committee has submitted its report to IRDA in 2007.

In Madhya Pradesh the preparations for electronic payment of wages to the labourers for Mahatma Gandhi Rashtriya Gramin Rozgar Guarantee Yojna are in full swing. Vidisha district of the state has been selected as a pilot project for electronic payment of wages. Our correspondent reports that the scheme will be implemented in other districts also.

Under this scheme, the details of works done by the labourers in MNERGA , would be maintained in electronic measurement book through the electronic fund management system to facilitate direct payment in their accounts. Besides this , the work valuation of labourers will also be done by this system. After this exercise the amount of the wages will be deposited directly in the bank accounts of the labourers, through electronic transfer. पूर्व दूरसंचार मंत्री ए० राजा को टू जी स्पेक्ट्रम मामले में १५ महीने से ज्यादा समय तक जेल में रहने के बाद दिल्ली की एक अदालत ने आज जमानत दे दी और वे जेल से बाहर आ गए। विशेष सी बी आई जज ओ० पी० सैनी ने डी  एम के सांसद राजा की जमानत याचिका २० लाख रूपये के निजी मुचलके और इतनी ही राशि की दो ज+मानतों पर मंजूर कर ली। अदालत ने राजा को जमानत देते समय शर्त लगाई कि वह पूर्व अनुमति के बिना तमिलनाडु नहीं जायेंगे और  न ही दूरसंचार विभाग के कार्यालय में जायेंगे। १४ पृष्ठों के जमानत आदेश में न्यायालय ने कहा कि जमानत की अवधि में राजा किसी गवाह पर दबाव डालने की कोशिश नहीं करेंगे। पूर्व संचार मंत्री को पिछले साल दो फरवरी को जेल भेजा गया था। कांग्रेस ने कहा है कि इस मामले में कानून के अनुसार फैसला होगा। नई दिल्ली में  पार्टी प्रवक्ता राशिद अल्वी ने कहा कि पार्टी इस मामले पर कोई टिप्पणी नहीं करना चाहती, क्योंकि ये न्यायालय के विचाराधीन है।

भारतीय जनता पार्टी ने कहा है कि श्री ए. राजा की जमानत मंजूर किये जाने का मतलब यह नहीं है कि यह मामला समाप्त हो गया है। पार्टी प्रवक्ता शाहनवाज हुसैन ने कहा कि इस मामले के अन्य आरोपी अब भी बाहर हैं और उनके खिलाफ कार्रवाई होनी चाहिए।

टू-जी स्पेक्ट्रम में एक पूर्व मंत्री को बेल मिली है, लेकिन टू-जी स्पेक्ट्रम के महाराजा अभी भी बाहर घूम रहे हैं। जब तक अंतिम मुकाम तक हम मामले को नहीं पहुचाएंगे। तब तक भारतीय जनता पार्टी चैन से नहीं बैठेगी।

भारतीय क्रिकेट कंट्रोल बोर्ड बीसीसीआई ने कड़ी कार्रवाई करते हुए इंडियन प्रीमियर लीग आई पी एल के पांच खिलाड़ियों को स्पॉट फिक्सिंग के आरोप के बाद १५ दिन के लिए निलंबित कर दिया है। आई पी एल की संचालन परिषद ने डेक्कन चार्जर्स के अभिनव बाली और टी पी सुधीन्द्र, पुणे वॉरियर्स के मोहनीश मिश्रा और किंग्स इलेवन पंजाब के शलभ श्रीवास्तव तथा अमित यादव को निलंबित किया।
इस बीच आई पी एल के अध्यक्ष राजीव शुक्ला ने बताया कि रवि सवानी की अध्यक्षता में जांच समिति गठित कर दी गई है। उन्होंने बताया कि समिति की रिपोर्ट मिलने पर अगला कदम उठाया जाएगा।

बीसीसीआई अध्यक्ष ने प्रारंभिक जांच कराने का फैसला किया है जिसके लिए श्री रवि सवानी को कमिश्नर नियुक्त किया गया है। वे आईसीसी की भ्रष्टाचार-निरोधक इकाई के प्रमुख हैं। वे प्रारंभिक जांचकर अपनी रिपोर्ट अनुशासन समिति को समुचित जांच के लिए सौपेंगे।

युवा कार्य और खेल मंत्री अजय माकन ने क्रिकेट में मैच फिक्सिंग की घटनाओं को गंभीरता से लिया है। श्री माकन ने कहा कि मैच फिक्सिंग केवल क्रिकेट में ही नहीं, देश के अन्य खेलों में भी हो रही है।

जब केवल विकेट ही नहीं दूसरे खेलों में बल्कि वहां दूसरे खेलों में भी अक्सर देखा गया है कि इस प्रकार की शिकायतें न केवल भारत में बल्कि विश्वभर में ये शिकायतें सुनने को मिलती है, और इसी वजह से मैं समझता हूॅं कि यह एक चुनौती भी है और साथ में ओैपरचौनोवटी भी है। बीसीआई इसकी तह तक जाए और तह तक जाकर खोज करें और इस समस्या का निवारण भी करें।

दिल्ली उच्च न्यायालय ने २०१० के राष्ट्रमंडल खेलों के लिए टाइमिंग, स्कोरिंग और नतीजे दर्शाने वाले उपकरणों के ठेकों में कथित अनियमितताओं के लिए गिरफ्‌तार ए० के० रेड्डी की जमानत याचिका खारिज कर दी है। न्यायमूर्ति मुक्ता गुप्ता ने अभियोजन पक्ष के इस तर्क को स्वीकार करते हुए रेड्डी की जमानत याचिका खारिज कर दी कि रेड्डी ने पूछताछ के दौरान सहयोग नही ंकिया और सुनवाई अदालत उसे घोषित अपराधी करार दे चुकी है।

एयर इंडिया ने पायलटों की हड़ताल के कारण यात्रियों  को असुविधा से बचाने के लिए आपात योजना लागू की है। एयर इंडिया के प्रवक्ता ने आकाशवाणी को बताया कि इस आपात योजना के तहत दिल्ली से पांच स्थानों के लिए अंतर्राष्ट्रीय उड़ाने चलाई हैं। ये स्थान हैं-टोरोंटो, न्यूयॉर्क, फ्रेंकफ्रर्ट, लंदन और शिकागो। प्रवक्ता ने कहा कि निकट भविष्य में और घरेलू तथा अंतर्राष्ट्रीय उड़ाने चलाई जाएंगी।
प्रवक्ता ने बताया कि एयर इंडिया की टिकटों की बुकिंग इस महीने की १८ तारीख तक बंद कर दी गई है। एयर इंडिया के दो सौ से अधिक पायलट ड्रीम लाइनर विमान के प्रशिक्षण कार्यक्रम में फेरबदल के विरोध में और पदोन्नति से संबंधित मुद्दों को लेकर आठ दिन से हड़ताल पर हैं।
सरकार ने कहा है कि बीमारी का बहाना बनाकर काम पर न आने वाले पायलटों के खिलाफ कडी कार्रवाई की जाएगी। नागर विमानन मंत्रालय द्वारा जारी चिकित्सा रिपोर्ट में बताया गया है कि एयर इंडिया के कथित रूप से बीमार अधिकतर पायलट डॉक्टरों को घर पर नहीं मिले और ना ही वे कंपनी के अधिकृत डॉक्टरों के पास पहुंचे। नागर विमानन मंत्री अजित सिंह ने कहा है कि नागर विमानन महानिदेशलय इन पायलटों पर कार्रवाई करेगा। एयर इंडिया अब तक ७१ हड़ताली पायलटों को बर्खास्त कर चुका है।

श्री अजित सिंह ने लोकसभा को बताया कि सरकार एयर इंडिया के संकट को समाप्त करने के लिए हर प्रयास करेगी। इस बारे में बहस का जवाब देते हुए उन्होंने कहा कि सरकार ने एयर इंडिया को आर्थिक संकट से उबारने के लिए तीस हजार करोड़ रुपये के पैकेज को मंजूरी दी है। उन्होंने कहा कि एयर इंडिया के कर्मचारियों के लिए मानव संसाधन नीति संबंधी न्यायमूर्ति धर्माधिकारी समिति की रिपोर्ट, सभी वर्गों को विश्वास में लेने के बाद लागू की जाएगी।  हड़ताल समाप्त करने की अपील करते हुए श्री अजित सिंह ने कहा कि सरकार उनके खिलाफ बदले की भावना से कार्रवाई नहीं करेगी।

लोक सभा ने आज कर्नाटक में अनुसूचित जनजातियों की सूची में संशोधन का विधेयक पास कर दिया।  इसमें मेदरा समुदाय को  अनुसूचित जनजातियों की सूची में शामिल कर अनुसूचित जनजाति संबंधी आदेश- १९५० में संशोधन का प्रावधान है। विधेयक पर बहस में ४२ से अधिक सदस्यों ने भाग लिया और उन्होंने कई जातियों को अनुसूचित जनजाति सूची में शामिल करने की मांग की। अनुसूचित जनजाति मामलों के मंत्री किशोर चंद्र देव ने कहा कि संघीय व्यवस्था के कारण केंद्र के लिए खुद किसी जाति को सूची में शामिल करना या हटाना संभव नहीं है।

नियंत्रक तथा महालेखा परीक्षक- कैग ने विवादास्पद एंट्रिक्स-देवास सौदे में अंतरिक्ष विभाग और खासतौर से इसके पूर्व सचिव जी माधवन नायर की कड़ी आलोचना की है। कैग की रिपोर्ट में आरोप लगाया गया है कि एक निजी कंपनी को फायदा पहुंचाने के लिए कई नियमों तथा नीतियों का उल्लंघन किया गया और तथ्यों को छिपाया गया। आज संसद में पेश की गयी। इस रिपोर्ट में कहा गया है कि एंट्रिक्स-देवास सौदा सरकार की कार्य प्रणाणी की विफलता का एक अनूठा उदाहरण है,जिसमें कुछ सेवारत तथा अवकाश प्राप्त अधिकारियों ने एक निजी कंपनी को बढ़ावा दिया ।
कैग ने कहा है कि श्री नायर के पास विभिन्न पद होने के कारण हितों का टकराव हुआ।
श्री माधवन नायर की भूमिका पर रिपोर्ट ने कहा है कि भारतीय अंतरिक्ष अनुसंधान संगठन-इसरो के अध्यक्ष के रूप में उन्होंने मेसर्स फोर्ज एडवाइजर्स के प्रस्तावों की जांच के लिए शंकर समिति की नियुक्ति की और अंतरिक्ष विभाग के सचिव के रूप में जो नोट केंद्रीय मंत्रिमंडल को सौंपा, उसमें कई महत्वपूर्ण तथ्यों को छिपाया गया था।

कैग ने एक अन्य रिपोर्ट में कहा है कि सुरक्षा संबंधी कामों को रेलों द्वारा कम प्राथमिकता दी जा रही है। संसद में आज पेश की गई इस रिपोर्ट में कहा गया है कि भारी मात्रा में धन उपलब्ध होने के बावजूद मात्र २०११ में बड़ी संख्या में सड़क ओवर ब्रिज और अंडर ब्रिज संबंधी कार्य अधूरे पड़े थे। कैग ने मंजूरी प्राप्त कार्यों को जल्दी निपटाने और उपलब्घ धन का कारगर ढंग से उपयोग करने के लिए राज्य सरकारों को बेहतर तालमेल का सुझाव दिया है।

दक्षिण यमन में अलकायदा के गढ़- जार पर सेना की गोलाबारी और निकटवर्ती इलाकों में जेहादियों तथा सैनिकों के बीच हुई झड़पों में कम से कम ५३ लोग मारे गये हैं। मरने वालों में २५ इस्लामी उग्रवादी हैं जिनमें से १३ जार पर हुए हवाई हमलों में मारे गये जबकि १२ की मौत अशांत अबियान सूबे के लोदर कस्बे में झड़पों में हुई। प्रत्यक्षदर्शियों और सैन्य सूत्रों के अनुसार जार पर हवाई हमलों में १२ नागरिक भी गलती से मारे गये। यमन की सेनाओं ने अबियान में अलकायदा के कब्जे वाले कस्बों और शहरों पर फिर से कब्जा करने के लिए कई तरफ से हमला शुरू किया है।

पांच दिनों से जारी गिरावट का सिलसिला तोड़ते हुए मुंबई शेयर बाजार का सेंसेक्स ११२ अंक बढ़कर १६ हजार ३२८ पर बंद हुआ। नेशनल स्टॉक एक्सचेंज का निफ्‌टी ३५ अंक बढ़कर ४ हजार ९४३ पर बंद हुआ। रूपया डालर के मुकाबले १७ पैसे मजबूत हुआ। एक डालर की कीमत ५३ रूपये ७९ पैसे दर्ज हुई। सोना दिल्ली में २६० रूपये लुढ़ककर  २८ हजार ५४० रूपये प्रति दसग्राम पर आ गया। चांदी ३०० रूपये सस्ती होकर ५३ हजार १०० रूपये प्रति किलो पर आ गई। अमेरिका में कच्चे तेल की वायदा कीमत ३१ सेंट कम होकर ९४ डालर ४७ सेंट प्रति बैरल हो गई। ब्रेंटकू्रड का मूल्य ११२ डालर प्रति बैरल के नीचे दर्ज हुआ।

Former Telecom Minister, A Raja was today granted bail by a Delhi court in the 2G spectrum case after serving over 15 months in jail. Special CBI Judge O P Saini said,the bail application is allowed. The court granted bail to the DMK MP on a personal bond of 20 lakh rupees and two sureties of the same amount. The court,  while granting bail,  imposed conditions on Raja that he will not visit Tamil Nadu without its prior permission and will not go to the office of the Department of Telecom DoT. The court, in its 14-page bail order, also said that Raja would not try to influence any witnesses while on bail. The former Telecom Minister was arrested on February 2, last year.
A Raja walked out of Tihar jail this evening. the 49-year-old Lok Sabha MP was received by DMK MP from Kanyakumari J Halen Davidson.
The BJP today said that the grant of bail to the former Telecom Minister A. Raja by a CBI court who is facing trail in connection with the alleged 2G spectrum allocation scam, does not mean that the case is over. Briefing reporters in New Delhi, party spokesman Shahnawaz Hussain said that the other accused of this case are still out and they should be booked.
One minister got bail in 2G specturm case, but the Maharaja of 2G specturm is still roaming out. Getting bail does not mean that UPA has been bail out. The case is still open.
Reacting to the bail to the former Telecom Minister A. Raja in connection with the 2G spectrum allocation scam, the Congress today said that the party respects the verdicts of the court and it refrains from commenting on the issue which is sub-judice. Talking to reporters in New Delhi, while replying to a question, party spokesman Rashid Alvi said that the law will take its own course in this case.

The Board of Control for Cricket in India, BCCI has suspended all five players allegedly involved in a spot fixing case in Indian Premier League, IPL matches. Talking to reporters in New Delhi today, IPL chairman Rajiv Shukla said the players have been suspended from all cricket activities with immediate effect and will remain under suspension till the inquiry is completed. Mr. Shukla said that the IPL Governing Council met on teleconference today and has recommended to BCCI President N. Srinivasan for strict action against those players who were found guilty and suspicious on a sting operation by a private news channel. The five suspended players are T P Sudhindra, Mohnish Mishra, Abhinav Bali, Amit Yadav and Shalabh Srivastava.

Air India has implemented its contigency plan to avoid inconvinience to the passengers due to Pilots' strike. Air India spokesman told AIR that as part of the contingency plan, the National carrier operated international flights to 5 destinations from Delhi. These destinations are Toronto, New York, Frankfurt, London and Chicago. He said that more national and international flights will be operated in near future.
The spokeman informed that booking of Air India flights has been cancelled till the18th of this month. Over 200 Air India Pilots have not been reporting for duty in protest against rescheduling of training programme of dreamliner and issues related to their career progression.
Air India Pilots' strike continued for the eighth day today.
The Government today said action will be taken against Air India pilots who have falsely reported sick and not resumed work. A medical summary issued by the Civil Aviation Ministry in New Delhi today said most of the Air India pilots, who called in sick, were neither found at home by doctors sent by the airline nor did they report to the doctors empanelled by the carrier. Their mobile phones were also unreachable. Civil Aviation Minister Ajit Singh said the Directorate General of Civil Aviation will take action against them.
The airline has already sacked 71 striking pilots, who have been protesting against rescheduling of training programme of Dreamliner and issues related to their career progression.

in south Yemen, At least 53 people were killed today as the army pounded the Al-Qaeda stronghold of Jaar and clashes between jihadists and troops backed by local militias raged nearby. Twenty-five Islamist militants were among the dead, 13 killed in air raids on Jaar and 12 in battles raging around Loder, another town in restive Abyan province, local and tribal sources said. According to witnesses and military sources, twelve civilians were also mistakenly killed,  in the air raids on Jaar, while two soldiers and five armed residents died in Loder.
Yemeni forces at the weekend launched a multi-pronged assault aimed at recapturing Al-Qaeda-held towns and cities across Abyan, including its capital Zinjibar.

Pakistan High Commissioner Shahid Malik today met Home Secretary R K Singh in New Delhi and discussed with him various aspects of the proposed India-Pakistan Home Secretary-level talks. The bilateral talks are scheduled to be held in Islamabad on the 24th and 25th of this month. The Indian delegation, led by the Home Secretary, will also press for action from Pakistan to bring the Mumbai terror attack perpetrators, including JuD Chief Hafiz Saeed, to justice, and speedy trial in a Pakistani court of seven 26/11 accused like Zakiur Rehman Lakhvi.
An accord for a liberalised visa regime is expected to be inked during the meeting.

Talking to AIR, India’s Ambassador to UAE, M.K.Lokesh said that the idea is to address the grievances of the expatriate Indian community regarding consular, community and other matters. This will also help in reaching out to the large expatriate Indian community in the UAE.
Nearly 1.75 million plus expatriate Indians are living in UAE, out of which nearly 1.3 million are in Dubai. Problems being faced by the NRIs vary from simple passport ,visa issues to children’s education, labour issues flights to India and community related issues. On 3rd June,any of these issues can be brought to the notice of the Indian embassy or Indian consulate officials. Any Indian national who wants to meet the Ambassador in Abu Dhabi or the Consul General in Dubai regarding his grievance can do so without prior appointment during the specified time. Snapping five straight days of losses, the Sensex at the Bombay Stock exchange rose 112 points, or 0.7 percent, to 16,328, on renewed buying by funds, amid positive European markets, today. The Nifty gained 35 points, or 0.7 percent, to 4,943. Key stock indices in Japan, China, Hong Kong, Singapore and South Korea ended mixed.The rupee strengthened 17 paise, to 53.79 against the dollar. Gold tumbled 260 rupees, to 28,540 rupees per ten grams in Delhi. The Direct Taxes Code, DTC Bill, which seeks to overhaul the 50 year-old Income-tax laws, will be brought in Parliament in the monsoon session. Finance Minister Pranab Mukherjee stated this in the Rajya Sabha today as he moved the Appropriation No-3 Bill 2012 alongwith Finance Bill, 2012 for consideration and passing. It has already been approved by the Lok Sabha.

The Government today said it will soon establish some more tiger reserves in the country to conserve tigers. This was stated by Union Minister for Environment and Forest Jayanti Natrajan while inaugurating a International conference on Tiger conservation in New Delhi today. Mrs. Natrajan said that India is committed to increasing the number of tigers and conserving them.
Expressing concern over poaching, illegal trade and man- animal conflict in the tiger range states, the Minister stressed the need to deploy more number of special tiger protection forces in the country. She highlighted the need for enlisting local people support, which is crucial for tiger conservation to succeed.

The Government has approved a package of around 14 thousand crore rupees to revamp the cooperative credit structure in the country. Addressing a national conference on cooperative in New Delhi today, Agriculture Minister, Sharad Pawar said the government has also enacted a law to ensure democratic, autonomous and professional function of the cooperatives. He said it has approved the National Policy on cooperatives aiming at providing necessary support and encouragement. Highlighting the role of cooperative in country's agriculture sector, the minister said it has significantly contributed in achieving the record food grain production of about 252 million metric tons during 2011-12 in the country.

The country has a good network of bio-fertiliser production units with an installed capacity of more than 1.25 lakh tonnes per annum, which is adequate to meet the present demand of the country. Minister of State for Agriculture and Food Processing Industries Harish Rawat stated this in a written reply in the Lok Sabha today. Mr. Rawat said the government is providing financial assistance for setting up new bio-fertiliser production units and strengthening the existing ones.

State-owned oil companies slashed jet fuel prices by 273 rupees per kilolitre in the third straight reduction in rates since April. The price of aviation turbine fuel, ATF in Delhi was reduced by around 272 rupees per kilo litre to around 67,046 rupees per kilo litre with effect from midnight tonight. The reduction comes on back of around 311 rupees a kilo litre cut in rates effected from May and around 169 rupees per kilolitre price reduction from April 16.
