रक्षा मंत्री ए. के. एंटनी ने कहा है कि जम्मू-कश्मीर में सशस्त्र सेना विशेषाधिकार अधिनियम-ए एफ एस पी ए को आंशिक रूप से हटाना, संवेदनशील मुद्दा है और इस पर बड़ी समझदारी की आवश्यकता है। उन्होंने कहा कि इसके बारे में फैसले के लिए कोई समय-सीमा तय नहीं की जा सकती। एक रक्षा समारोह के अवसर पर कल नई दिल्ली में श्री एंटनी ने कहा कि इस बारे में राज्य के मुख्यमंत्री उमर अब्दुल्ला के साथ उनकी बातचीत जारी रहेगी।

यह बहुत संवेदनशील मुद्दा है। इसे समझदारी से हल किया जाना चाहिए। मैं इस मुद्दे पर कोई सार्वजनिक चर्चा या विवाद नहीं चाहता। जम्मू-कश्मिर के मुख्यमंत्री के साथ स्पष्ट और उपयोगी बातचीत हुई है, लेकिन अभी इस मुद्दे पर और बातचीत की आवश्यकता है।
श्री एंटनी ने बताया कि राज्य में सुरक्षा स्थिति सुधरी है, लेकिन घुसपैठ अभी-भी जारी है।
श्री अब्दुल्ला ने कहा कि अलगाववादी इस अधिनियम को हटाने के पक्ष में नहीं हैं, क्योंकि इससे उन्हें दोनों तरफ का फायदा मिल रहा है।

हमारा मकसद है कि कुछ इलाकों से आम फोर्सेस स्पेशल पावर एक्ट को हटा दिया जाए। उसके साथ-साथ जो फौज ने ख्+ादशात जाहिर किए हैं, उनमें कोई ऐसी सिचुएशन पैदा करें, जिससे दोनों खुश हो सकें। वो चाहते नहीं है कि हट जाए। यही तो सबसे बेहतर तरीका है कि न हटे क्योंकि दोनों तरफ से उनको फायदा है। नहीं हटेगा तो कहेंगे हटा नहीं, हटेगा तो आपको डरायेंगे। जिन इलाकों में हम हटाने की बात कर रहे हैं वहां तो आज भी फोज नहीं है।
श्री अब्दुल्ला ने कहा कि इस मामले पर आम सहमति बनाने के लिए वे सुरक्षा संबंधी मंत्रिमंडलीय समिति के सदस्यों से भी मिल रहे हैं।

कांग्रेस के शीर्ष नेताओं ने कल जम्मू-कश्मीर से सशस्त्र सेना विशेषाधिकार अधिनियम-ए एफ एस पी ए को आंशिक रूप से हटाने के बारे में विचार-विमर्श किया। पार्टी सूत्रों के अनुसार, कोर-ग्रुप की इस बैठक में तेलंगाना मुद्दे पर भी चर्चा हुई। कांग्रेस अध्यक्ष सोनिया गांधी ने इस बैठक की अध्यक्षता की, जिसमें प्रधानमंत्री मनमोहन सिंह तथा पार्टी के अन्य वरिष्ठ नेता उपस्थित थे।

पश्चिम बंगाल की मुख्यमंत्री ममता बनर्जी ने संघर्ष विराम के मुद्दे पर माओवादियों के पत्र को खारिज करते हुए कहा है कि उग्रवादियों के खिलाफ संयुक्त कार्रवाई जारी रहेगी। पुरूलिया में बलरामपुर में पार्टी के दो कार्यकर्ताओं की हत्या की निन्दा करते हुए सुश्री बनर्जी ने एक क्षेत्रीय समाचार चैनल को बताया कि माओवादियों से सहानुभूति रखने वाले लोगों के खिलाफ भी कार्रवाई शुरू की जाएगी।

सरकार ने कहा है कि लोकपाल विधेयक के मामले पर गौर कर रही संसदीय स्थायी समिति इस महीने के अंत तक अपनी सिफारिशें सौंप देगी और इस बारे में जल्द से जल्द फैसला लिया जाएगा, ताकि इस विधेयक को संसद के शीतकालीन सत्र में पेश किया जा सके। व्यापार मेले में जल मंडप का उद्घाटन करने के बाद एक समारोह में संसदीय कार्य मंत्री पवन कुमार बंसल ने भ्रष्टाचार से कारगर ढंग से निपटने के लिए एक मजबूत लोकपाल विधेयक लाने की सरकार की प्रतिबद्धता दोहराई।

गृहमंत्री पी चिदम्बरम्‌ छत्तीसगढ़ और महाराष्ट्र में नक्सल विरोधी कार्रवाई और विकास कार्यों का जायजा लेने के लिए आज रायपुर और मुंबई जा रहे हैं। वे रायपुर में छत्तीसगढ़ के मुख्यमंत्री रमण सिंह और वरिष्ठ प्रशासनिक तथा पुलिस अधिकारियों के साथ माओवादियों के खिलाफ संयुक्त कार्रवाई और विकास कार्यों को तेजी से लागू करने पर विचार-विमर्श करेंगे।

प्रदेश में नक्सलवाद की स्थिति को लेकर महज+ दो दिन के अंतराल में दो-दो केन्द्रीय मंत्रियों की छत्तीसगढ़ दौरे को काफी अहम माना जा रहा है। हाल ही केन्द्रीय ग्रामीण विकास मंत्री श्री जयराम रमेश प्रदेश के नक्सल प्रभावित बक्सर संभाग के चार जिलों का दौरा करने के बाद स्वीकार किया कि वहां ग्रामीण विकास कार्यक्रमों का संचालन में कई दिक्कतें हैं, साथ ही उन कठिनाईयों का सामना करने के लिए कई उपाय भी सुझायें हैं। दूसरी ओर केन्द्रीय गृह मंत्री श्री पी चिदम्बरम की आज की प्रदेश प्रभास के दौरान पुलिस द्वारा अपनाये गए नक्सल रणनीति की समीक्षा होगी। रायपुर से गिरीश चंद्रदास।

श्री चिदम्बरम मुंबई में महाराष्ट्र के मुख्यमंत्री पृथ्वीराज चव्हाण से भी इस पर बातचीत करेंगे। पिछले सप्ताह ओडीशा और झारखंड यात्रा के दौरान गृहमंत्री ने नक्सलियों के खिलाफ योजनाबद्ध ढंग से कार्रवाई न करने पर चिन्ता प्रकट की थी। उन्होंने इन राज्यों से कहा था कि योजनाबद्ध तरीके से विकास कार्य पूरे करने और माओवादियों के खिलाफ कार्रवाई करने पर ही इस संकट से सफलतापूर्वक निपटा जा सकता है। केन्द्र सरकार ने माओवादियों से निपटने के लिए राज्यों को अर्धसैनिक बलों की ७१ बटालियन उपलब्ध करायी हैं, जिनमें ७१ हजार सुरक्षाकर्मी हैं।

भारत और पाकिस्तान के वाणिज्य सचिवों ने कल दोनों देशों के बीच व्यापार संबंधों को पूरी तरह सामान्य बनाने पर बल दिया है। उन्होंने कहा है कि इसके लिए नॉन टैरिफ बैरियर हटाने और दक्षिण एशिया मुक्त व्यापार समझौते-साफ्टा को पूरी तरह लागू करना होगा। अपने उद्घाटन भाषण में वाणिज्य सचिव राहुल खुल्लर ने कहा कि भारत, साफ्टा के तहत पाकिस्तान के साथ तरजीही व्यापार समझौतों के लिए कार्यक्रम बनाने के लिए तैयार है। श्री खुल्लर ने कहा कि दोनों देशों में एक-दूसरे को वीजा देने पर व्यापक सहमति हो गई है, जिससे व्यापारियों को वीजा देने के प्रावधान उदार बन सकेंगे। उन्होंने आशा व्यक्त की कि इस साल दिसम्बर में होने वाली गृह सचिव स्तर की बैठक में इस समझौते को अंतिम रूप दे दिया जाएगा।
पाकिस्तान के वाणिज्य सचिव जफर महमूद ने कहा कि पाकिस्तान सरकार ने वाणिज्य मंत्रालय को भारत के साथ व्यापार संबंधों को पूरी तरह बहाल करने का आदेश दिया है।

मानव विकास में असम देश का तीसरा अग्रणी राज्य है। योजना आयोग के इस वर्ष के मानव विकास रिपोर्ट के अनुसार आय की दृष्टि से असम ने उच्च विकास दर हासिल की है।

आय सूचकांक में सबसे अधिक प्रगति की है। स्वास्थ्य सूचकांक के मामले में असम तीसरे नम्बर पर है। रिपोर्ट में कहा गया है कि वर्ष १९९९-२००० और २००७-२००८ की अवधि में प्रदेश में ३२ प्रतिशत प्रगति दर्ज की है। मानव विकास सूचकांक शिक्षा, स्वास्थ्य और प्रति व्यक्ति आय इन तीन मुख्य घटकों को दर्शाता है। रिपोर्ट में यह भी कहा गया है कि अगर असम में एक दशक के लिए प्रगति का मौजूदा दौर बरकरार रहा तो आने वाले समय में यह मानव विकास के मामले में दूसरे प्रदेशों से आगे होगा। मानस प्रतीम शर्मा आकासवाणी समाचार गुवाहाटी।

मध्य प्रदेश में अमर शहीद चंद्रशेखर आजाद के जन्म स्थान भाभरा का नाम बदल कर चंद्रशेखर आजाद नगर कर दिया गया है। केंद्रीय गृह मंत्रालय की मंजूरी के बाद कल अलीराजपुर जिले में एक समारोह में भाभरा का नाम बदला गया। मुख्यमंत्री शिवराज सिंह चौहान ने नौ जनवरी, २००७ को भाभरा का नया नाम चंद्रशेखर आजाद करने की घोषणा की थी।

किंगफिशर एयरलाइंस के बोर्ड की कल मुम्बई में लगभग दस घंटे की महत्वपूर्ण बैठक में कंपनी के वित्तीय परिणामों को अंतिम रूप दिया गया। भारी कर्जे से जूझ रही किंगफिशर एयरलाइंस को बैंकरों ने कंपनी में आठ सौ करोड़ रूपए की हिस्सा पूंजी लगाने को कहा है। एयरलाइंस आज २०११-१२ की दूसरी तिमाही के वित्तीय परिणाम दाखिल करेगी। बैंकरों ने किंगफिशर के प्रमोटरों से कहा है कि दूसरी बार ऋण पुनर्नियोजन के लिए उन्हें कंपनी में आठ सौ करोड़ रुपये की नई हिस्सेदारी की व्यवस्था करनी होगी।

अफगानिस्तान की राजधानी काबुल में कल परम्परागत लोया जिरगा यानी कबाइली महापंचायत होगी, जिसमें अमरीका के साथ अफगानिस्तान के लम्बी अवधि के सामरिक समझौते पर चर्चा की जाएगी। मौजूदा और पूर्व सांसदों, कबाइली नेताओं, प्रांतीय परिषद के सदस्यों, उद्योग और व्यापार जगत के प्रमुखों समेत समाज के विभिन्न क्षेत्रों के लगभग दो हजार प्रतिनिधि चार दिन के लोया जिरगा में भाग लेंगे।

The Defence Minister Mr. A. K. Antony has said that partial removal of the Armed Forces Special Powers Act, AFSPA, in Jammu and Kashmir is a sensitive issue and has to be dealt in a mature and cool manner. He said, no time limit could be attached to it before a decision is reached. The Defence Minister asserted that his discussions with the Jammu and Kashmir Chief Minister Mr. Omar Abdullah will continue. Talking to newsmen on the sidelines of a defence function in New Delhi last evening, he said that though they had a frank and fruitful discussion on the issue, it remained inconclusive.

This being a very very sensitive issue, let us handle it in a very very mature and cool manner. So, I don't want to enter into a public controversy or public debate on this very sensitive issue. I had a very frank and very friendly discussion with the Chief Minister of Jammu & Kashmir. Discussion was very fruitful but it is inconclusive. We will continue the discussions.
In reply to a query on the status of the security situation in the State, Mr. Antony said it has improved but infiltrations are still continuing.

Security situation in Jammu and Kashmir is much better. But concerning the attempt to infiltration from across the border continuing, how to be careful 24X7.
Mr. Abdullah had met the Prime Minister Dr. Manmohan Singh, the Home Minister Mr. P. Chidambaram, and Finance Minister Mr. Pranab Mukherjee in New Delhi yesterday on the issue. Speaking to reporters after meeting P Chidambaram, Mr. Abdullah said he is trying to work out a middle path to address the concerns of Army and the aspirations of the people.

The Defence Minister Mr. A.K. Antony has asked public sector units, PSUs, to invest more money in defence research and development to reverse over-dependence on military imports. Addressing a function to give excellence awards to Defence PSUs and Ordnance Factories in New Delhi yesterday the Minister said to achieve this objective, the Defence PSUs and Ordnance Factories must develop and encourage in-house capabilities. He added that modernisation must be accompanied by even greater transparency and accountability.

The Government has said that the Parliamentary Standing Committee looking into the Lokpal issue, will submit its recommendations by the end of this month and that a decision will be taken on the matter at the earliest, so as to introduce it during the forthcoming winter session of Parliament. Addressing a function after inaugurating the water pavilion at in the trade fair yesterday, the Parliamentary Affairs Minister Pawan Kumar Bansal renewed the government's commitment to bring in a strong Lokpal bill to deal with the menace of corruption effectively.

I am seeing this for the first time that the Parliamentary Standing Committee on Lokpal is working speedily. And I think that the Committee will submit its report by the end of this month and the Govt will take a decision over it at the earliest so that it can be introduced during the forthcoming Winter session of Parliament for discussion.
Mr. Bansal, who is also holding the chage of water resources said that a new national water policy will be ready by the 31st of March next year.

The Supreme Court expressed reservation in looking into the safety aspect of all nuclear plants. The Apex Court said it would not go into the safety aspect of the nuclear plants in the country and that all such concerns could be addressed to respective High Courts. Responding to a Public Interest Litigation, a bench headed by Chief Justice S H Kapadia, however, said that it was not averse to go into the issue of setting up an independent regulatory body to conduct safety reassessment of all existing and proposed nuclear facilities. The Public Interest Litigation, sought the court's direction for halting construction of all proposed nuclear power plants in the country till their proper security assessment is done by an independent body.

A crucial board meeting of Kingfisher airlines has finalised the financial results of the cash-strapped carrier which has been asked by its lenders to infuse 800 crore rupees worth of fresh equity.
The airlines would today file its financial results for the second quarter of 2011-12 approved by the board which met for over 10 hours in Mumbai yesterday. The meeting is understood to have discussed various options for restructuring existing debt.

West Bengal Chief Minister Mamata Banerjee dismissed the Maoist letter on their ceasefire withdrawal and said joint-operations would be intensified against the ultras. Ms Banerjee told this to a regional news channel, condemning the killing of two party workers at Balarampur in Purulia, yesterday.
Ms Banerjee also launched a tirade against the Maoists sympathisers operating from Kolkata.

India said it is ready to prepare a road map with Pakistan for preferential trading agreements under the South Asain Preferential Trading Agreement, SAFTA process. In his opening remarks at the sixth round of talks with Pakistani counterpart Zafar Mahmood, Commerce Secretary Rahul Khullar said in New Delhi yesterday that the ongoing talks will achieve a clarity on such arrangements and hoped that they would be in place at the earliest.

We started the process we moved forward and we made rapid strides. I think now leave us to get our work done in the next couple of days. All in all , I think both of us are extremely optimistic that this will move forward with the same tempo as our last talks.
Mr. Khullar said the two countries have reached a broader agreement on granting reciprocal visas which will liberlise visa provisions for businessmen.
Speaking on the occasion, the Pakistan Commerce Secretary Zafar Mahmood said that the two sides are keen to take forward the dialogue process as it is the beginning of the second round of composite dialogue. The two-day talks between India and Pakistan began in New Delhi yesterday.

Preparations are on for holding the traditional Loya Jirga or the Grand Assembly in the Afghan capital Kabul tomorrow to discuss Afghanistan’s long term strategic agreement with the United States and peace and reconciliation witin insurgents. More than 2,000 representatives from different walks of life, including all sitting parliamentarians and some former MPs, are likely take part in this four day event.
Meanwhile some opposition leaders of Afghanistan have called for the boycott of the proposed Loya Jirga calling it as illegal and unconstitutional.

प्रधानमंत्री डा० मनमोहन सिंह ने कहा है कि देश को गरीबी, स्वास्थ्य और पर्यावरण की समस्याएं हल करने के लिए रचनात्मकता और नये खोज कार्यो की जरूरत है। आज नई दिल्ली में नैशनल इनोवेशन कांऊसिंल की पहली रिपोर्ट जारी करने के बाद डॉक्टर मनमोहन सिंह ने कहा कि हमारे देश में नये खोज कार्य गरीबों की समस्याएं हल करने के लिए पर्याप्त नहीं है। इस मामले में अधिकतर सम्पन्न लोगों की आवश्यकताओं पर ही ध्यान दिया गया है।
प्रधानमंत्री ने कहा कि रूक रूककर परिवर्तन लाने की बजाय क्रान्तिकारी ढंग से परिवर्तन लाने में नये आविष्कार अहम्‌ भूमिका निभा सकते हैं। उन्होंने कहा कि केन्द्र सरकार नई खोजों को बढ़ावा देने के लिए उपयुक्त वातावरण बनाने को लेकर प्रतिबद्ध है। डा० सिंह ने कहा है कि देश के आगे बढ़ने और विकास की प्रक्रिया में नई खोज को महत्वपूर्ण भूमिका निभानी है। उन्होंने कहा कि आज देश के सामने विभिन्न प्रकार की ही नहीं बल्कि अपने ढंग की अनोखी चुनौतियां भी हैं।

प्रधानमंत्री ने कहा कि सरकार ने पहले ही स्पष्ट कर दिया है कि अगले दशक को खोज के दशक के रूप में मनाया जायेगा। डा० मनमोहन सिंह ने बताया कि प्रसार भारती ने स्थानीय स्तर पर किये गये आविष्कारों और इन्हें करने वाली स्थानीय प्रतिभाओं का प्रचार-प्रसार करने का फैसला किया है। प्रधानमंत्री ने श्री सैम पित्रौदा की अध्यक्षता में नेशनल इनोवेशन कांऊसिल के प्रयासों की सराहना की और इंडिया इनोवेटिव पोर्टल का शुभारंभ किया।
इस अवसर पर वित्तमंत्री प्रणव मुखर्जी ने इंडिया इनोवेशन फंड के लिए सरकार द्वारा सौ करोड़ रूपये उपलब्ध कराये जाने की घोषणा की। इस कोष से कम लागत वाले खोज कार्यों के लिए धनराशि प्रदान की जायेगी।
श्री मुखर्जी ने कहा कि देश के विकास की गति बनाये रखने में खोज कार्यों की महत्वपूर्ण भूमिका है। उन्होंने यह भी कहा कि खोज कार्य के लिए निजी क्षेत्र को प्रोत्साहन देने के उद्देश्य से नया दृष्टिकोण अपनाने की आवश्यकता है।

नेशनल इनोवेशन कांऊसिंल यानी राष्ट्रीय खोज परिषद के अध्यक्ष सैम पित्रौदा ने कहा है कि भारत के समावेशी खोज कोष की स्थापना के जरिय निचले स्तर पर खोज कार्यों के लिए वित्तीय व्यवस्था का आधार तैयार करना इस संगठन की सर्वोच्च प्राथमिकता है। प्रधानमंत्री द्वारा परिषद की रिपोर्ट जारी करने के बाद श्री पित्रौदा संवाददाताओं से बातचीत कर रहे थे। उन्होंने बताया कि अपनी स्थापना के पहले वर्ष में परिषद ने कई मोर्चों पर पहल की है। उसने राज्यों में खोज परिषदें स्थापित करने की सुविधा मुहैया कराके नये खोज कार्यों का संस्थागत ढांचा तैयार किया है। श्री पित्रौदा ने कहा कि राष्ट्रीय खोज परिषद ने शिक्षा के जरिये खोज कार्य की संस्कृति को बढ़ावा देने पर ध्यान केन्द्रित किया है। उन्होंने बताया कि राष्ट्रीय ज्ञान नेटवर्क के जरिये आगे जाकर सभी कॉलेजों को एक-दूसरे से सम्बद्ध कर दिया जायेगा। श्री पित्रौदा ने कहा कि सरकार, उद्योगों और समाज के बीच पारस्परिक सहयोग की व्यवस्था करने की तत्काल आवश्यकता है ताकि खोज कार्यों के जरिये दीर्घकालीन परिवर्तन लाया जा सके।

भारत ने आज ओड़ीशा तट के पास व्हीलर द्वीप से अग्नि-दो बैलिस्टिक मिसाइल के नये संस्करण का सफल परीक्षण किया। यह मिसाइल परमाणु क्षमता रखती है और तीन हजार किलोमीटर की दूरी तक प्रहार कर सकती है। सतह से सतह पर मध्यम दूरी तक मार करने वाली इस मिसाइल को आज सवेरे नौ बजे व्हीलर द्वीप के परीक्षण केन्द्र से मोबाइल लॉन्चर के ज+रिये छोड़ा गया। रक्षा सूत्रों ने बताया कि ठोस ईंधन से चलने वाली अग्नि-दो प्राइम में दो स्तरीय हथियार प्रणाली है। २० मीटर लम्बी इस मिसाइल का कुल वज+न १७ टन है और यह एक टन तक भार ले जा सकती है। प्रक्षेपण को सफल बताते हुए रक्षा सूत्रों ने कहा कि मिसाइल के वास्तविक कामकाज की जानकारी तभी मिल सकेगी, जब विभिन्न केन्द्रों और नौसैनिक जहाजों से पूरे आंकड़े मिल जायें और उनका विश्लेषण हो जाये।
अग्नि-दो प्राइम का पहला परीक्षण १० दिसम्बर २०१० को किया गया था, लेकिन नियंत्रण प्रणाली में तकनीकी समस्या के कारण असफल रहा था।

संसद की स्थायी समिति लोकपाल विधेयक पर अपनी रिपोर्ट को अंतिम रूप देने में लगी है। समिति के इस महीने के अंत तक अपनी सिफारिशें पेश करने की संभावना है। समिति की अगले दौर की बैठक से पहले स्थायी समिति के अध्यक्ष अभिषेक मनु सिंघवी ने आज नई दिल्ली में पत्रकारों को इस बात की जानकारी दी। श्री सिंघवी ने कहा कि कई मुद्दों पर व्यापक विचार-विमर्श हुआ है और यह सही दिशा में चल रहा है। उन्होंने उम्मीद जतायी कि लंबित मामलों पर समिति में एक राय बन जाएगी।
संसदीय कार्य मंत्री पवन कुमार बंसल ने कल कहा था कि सरकार संसद के शीतकालीन सत्र में लोकपाल विधेयक लाएगी। उन्होंने इस बात को दोहराया कि केन्द्र भ्रष्टाचार के खात्मे के लिए मजबूत और सशक्त लोकपाल विधेयक लाने के लिए वचनबद्ध है।

केन्द्रीय गृहमंत्री पी० चिदम्बरम ने नक्सलवाद से निपटने के लिए छत्तीसगढ़ सरकार के उपायों की समीक्षा की। रायपुर में संवाददाताओं से बातचीत में उन्होंने नक्सलवाद से प्रभावित राज्यों को सभी सम्भव सहायता देने की केन्द्र की प्रतिबद्धता दोहराई। उन्होंने कहा कि छत्तीसगढ़ में इस वर्ष नक्सली हिंसा की घटनाओं में कमी आई है, फिर भी राज्य सरकार को सतर्क रहना चाहिए। श्री चिदम्बरम ने आशा व्यक्त की कि २०१२ तक राज्य पुलिस बल के आठ हजार से अधिक रिक्त स्थान भर दिये जायेंगे। राज्य सरकार से कहा गया है कि अगले वर्ष तक दो और इंडिया रिजर्व बटालियन स्थापित करे। उन्होंने कहा कि केन्द्र अब तक छत्तीसगढ़ को अर्द्ध्रसैनिक बलों की १३५ कम्पनियां भेज चुका है। इसके अलावा नक्सल प्रभावित इलाकों में ४५ थाने खोलने के लिए डेढ़ अरब रूपये भी जारी किये गये हैं। श्री चिदम्बरम ने कहा कि समन्वित कार्ययोजना के तहत इन इलाकों में विकास कार्यों के लिए राज्य सरकार को अब तक ५५ करोड़ रूपये दिये जा चुके हैं। उन्होंने कहा कि छत्तीसगढ़ सरकार ने अब तक ५९ प्रतिशत धनराशि का इस्तेमाल कर ७५ प्रतिशत काम पूरा कर लिया है।

चीन के विषय में श्री एन्टनी ने कहा कि उसके साथ अगले वर्ष नीतिगत वार्ता शुरू की जा सकती है। २००८ में सेना के एक उच्चाधिकारी को पेइचिंग का वीज+ा देने से चीन के इन्कार के बाद वार्ता रूक गई थी।

आज नई दिल्ली में पांचवे दक्षिण एशियाई सम्मेलन में रक्षामंत्री ए के एंटनी ने कहा कि भारत ने दक्षिण एशियाई क्षेत्र के देशों से आतंकवाद से प्रभावशाली ढंग से निपटने के लिए मिलकर और नये ढंग के उपाय करने की दिशा में काम करने का आह्‌वान किया हैे। उन्होंने कहा कि अंतर्राष्ट्रीय स्तर पर सम्पर्क बनाये रखने वाले ऐसे तत्व मौजूद हैं जिनका सरकारों से कोई लेना देना नहीं है। ये तत्व इस क्षेत्र के देशों के लिए गंभीर चुनौती हैं। श्री एंटनी ने इन देशों से कहा कि वे आतंकवाद के खिलाफ ठोस योजना बनायें क्योंकि इस क्षेत्र के देशों के सामने आमतौर पर एक जैसी चुनौतियां हैं। हमारे संवाददाता के अनुसार रक्षामंत्री ने इस बात पर जोर दिया कि दक्षिण एशियाई सहयोग सुरक्षा के अन्तर्गत सामान्य सुरक्षा से संबंधित मुददो ंपर विशेष ध्यान दिया जायेगा।
दक्षिण एशियाई देशों अफगानिस्तान, पाकिस्तान, बांग्लादेश, भूटान, मालद्वीवस, म्यामां, नेपाल और श्रीलंका से एक साझा सुरक्षा सहयोग संरचना विकसित करने का आह्‌वान करते हुए भारत ने जोर देते हुए कहा है कि आवश्यकता इस बात की भी है कि आतंकवाद के साथ-साथ सभी मुल्कों की तरक्की के लिए दूसरे मुद्दों पर भी ध्यान केन्द्रित किया जाए। सुरक्षा सहयोग संरचना को ठोस रूप देने के लिए विचारों के आदान-प्रदान की निरंतरता बनाये रखने की जरूरत होती है। इसी को ध्यान में रखकर भारत दक्षिण एशियाई देशों के साथ सतत्‌ द्विपक्षीय संवाद में विश्वास रखता है। आपसी मनमुटाव को सहयोग और वार्ता के जरिये सुलझाने पर जोर देते हुए श्री एंटनी ने कहा कि भारत इसे इतना महत्वपूर्ण मानता है कि अगर दूसरा देश सहयोग न करें तो भी भारत वार्ता के जरिये ही मुद्दों को सुलझाने की कोशिश करेगा। आकाशवाणी समाचार के लिए मैं मणिकांत ठाकुर।

जम्मू कश्मीर के मुख्यमंत्री उमर अब्दुल्ला ने आज नई दिल्ली में सेना प्रमुख जनरल वी० के० सिंह के साथ बैठक में सशस्त्र बल विशेषाधिकार अधिनियम-ए एफ एस पी ए और सुरक्षा सम्बन्धी मुद्दों पर चर्चा की। यह बैठक केन्द्रीय नेतृत्व के साथ उनकी मुलाकातों के सिलसिले की अन्तिम बैठक थी। इससे पहले वे प्रधानमंत्री मनमोहन सिंह और कांग्रेस अध्यक्ष सोनिया गांधी सहित अनेक लोगों से मिले।
मुख्यमंत्री उमर अब्दुल्ला राज्य के उन हिस्सों से ए एफ एस पी ए को आंशिक रूप से हटाये जाने की वकालत करते रहे हैं, जहां हिंसा कम हो चुकी है। उन्होंने कल कहा था कि उनके दिल्ली प्रवास का मुख्य उद्देश्य इस विषय में किसी कारगर समाधान तक पहुंचना है। वे कल गृहमंत्री पी० चिदम्बरम से मिले थे।

केन्द्र सरकार द्वारा नियुक्त विशेषज्ञ समिति आज कुडनकुलम परमाणु बिजलीघर देखने जायेगी। नूर-उल-इस्लाम विश्वविद्यालय के कुलपति डॉक्टर ए० ई० मुत्थुनायगम की अध्यक्षता वाली १५ सदस्यीय समिति बिजली घर के तीन दिन के निरीक्षण के बाद तमिलनाडु सरकार की समिति द्वारा उठाये गये ५० सवालों के जवाब देगी। तमिलनाडु समिति ने पिछले मंगलवार को तिरूनेलवेल्ली में दोनों समितियों की बैठक में ये सवाल उठाये थे।

विदेश मंत्री एस० एम० कृष्णा ने भारत को यूरेनियम बेचने के बारे में फिर से विचार करने के ऑस्ट्रेलिया के फैसले का स्वागत किया है। बंगलोर में आज एक कार्यक्रम से अलग संवाददाताओं से बातचीत में श्री कृष्णा ने कहा कि ऑस्ट्रेलिया के साथ भारत के सम्बन्ध महत्वपूर्ण हैं और सभी क्षेत्रों में आगे बढ़ रहे हैं। उन्होंने कहा कि आपसी सहयोग में ऊर्जा भी एक महत्वपूर्ण क्षेत्र है। सरकारी विज्ञप्ति के अनुसार श्री कृष्णा ने परमाणु अप्रसार में भारत की बे-दाग छवि का उल्लेख करते हुए कहा कि ऑस्ट्रेलिया हमारी बढ़ती ऊर्जा आवश्यकताओं को समझता है।

मध्यप्रदेश में पांच सरकारी मेडीकल कॉलेजों के जूनियर डॉक्टर अनिश्चितकालीन हड़ताल पर चले गए हैं। इन्दौर, जबलपुर और ग्वालियर के जूनियर डॉक्टर कल हड़ताल पर गए थे जबकि भोपाल और रीवां के जूनियर डॉक्टर आज हड़ताल में शामिल हुए। हमारे संवाददाता ने खबर दी है कि राज्य सरकार ने हड़ताल से निपटने के लिए एस्मा लागू कर दिया है।

जूनियर डॉक्टर अपने वजीफे में बढ़ोतरी ग्रामीण क्षेत्रों में कार्य करने की अवधि दो साल से घटाकर एक वर्ष करने और डॉक्टर प्रोटेक्शन एक्ट लागू करने की मांग कर रहे है। उनका आरोप है कि पिछले एक साल से राज्य सरकार उन्हें कोरे आश्वासन दे रही है और कोई ठोस कदम नहीं उठा रही है। वहीं राज्य सरकार ने जूनियर डॉक्टरों की हड़ताल पर सख्त रूख अपनाया है। एस्मा लागू करने के साथ ही इंदौर में पांच जूनियर डॉक्टरों के खिलाफ एफआईआर दर्ज की गई है। इंदौर के महात्मा गांधी मेडिकल कॉलेज के तीन सौ जूनियर डॉक्टरों द्वारा टीम को अपने इस्तीफे सौंपने की खबर है। हड़तालका मेडिकल कॉलेजों से जुड़े सरकारी अस्पतालों पर असर पड़ने लगा है। शारिक नूर, आकाशवाणी समाचार, भोपाल।

मायावती सरकार उत्तरप्रदेश को पूर्वांचल, बुंदेलखंड, अवध और पश्चिम नाम के चार नए राज्यों में बांटने का प्रस्ताव करेगी। मुख्यमंत्री सुश्री मायावती की अध्यक्षता में लखनऊ में हुई राज्य मंत्रिमंडल की बैठक में यह फैसला लिया गया। सुश्री मायावती ने पत्रकारों को बताया कि इस बारे में २१ नवम्बर से शुरू होने वाले विधानसभा के शीतकालीन सत्र में प्रस्ताव लाया जाएगा और फिर उसे केन्द्र को भेजा जाएगा। उन्होंने आरोप लगाया कि पूर्ववर्ती सरकारें राज्य के पिछड़ेपन के लिए जिम्मेदार हैं।

समाजवादी पार्टी प्रवक्ता राजेंद्र चौधरी ने कहा है कि मायावती सरकार का यह फैसला उत्तरप्रदेश की राजनीतिक हैसियत को कमजोर करने के लिए षड़यंत्र का एक हिस्सा है। मुख्यमंत्री के इस्तीफे की मांग करते हुए उन्होंने कहा कि उनमें उत्तरप्रदेश जैसे राज्य में शासन करने की क्षमता नहीं है। श्री चौधरी ने कहा कि उनकी पार्टी विधानसभा में इस प्रस्ताव का विरोध करेगी।
अजीत सिंह के नेतृत्व वाले राष्ट्रीय लोक दल के प्रवक्ता अनिल दुबे ने कहा है कि उनकी पार्टी विधानसभा में उत्तरप्रदेश सरकार के प्रस्ताव का समर्थन करेगी।
भारतीय जनता पार्टी ने उत्तरप्रदेश सरकार के इस फैसले को चुनावी हथकंडा बताया है। पार्टी के राष्ट्रीय उपाध्यक्ष कलराज मिश्र ने कहा कि राज्य को बांटने के ऐसे फैसले जल्दी में नही ंलिए जाने चाहियें।

अरब लीग ने पांच सौ प्रेक्षकों का एक प्रतिनिधिमंडल सीरिया भेजने का फैसला किया है जो वहां लीग की मध्यस्था वाली शांति योजना को लागू किये जाने के काम का निरीक्षण करेगा।
सीरिया सरकार पर प्रदर्शनकारियों के खिलाफ हिंसक कार्रवाई तेजी से खत्म करने के लिए अंतर्राष्ट्रीय दबाव बढ़ता जा रहा है। हमारे पश्चिम एशिया संवाददाता के अनुसार जॉर्डन के शाह अब्दुल्ला ने कहा है कि सीरिया के राष्ट्रपति बशर अल असद को पद छोड़ देना चाहिए। इस्लामी सहयोग संगठन ने चेतावनी दी है कि अगर असद सरकार सुधारों को लागू करने और हिंसा समाप्त करने के आह्‌वान का पालन नहीं करती तो सीरिया का संकट अंतर्राष्ट्रीय रूप ले सकता है।

अरब लीग सीरिया में हालात का जायजा लेने के लिए पर्यवेक्षकों का एक दल भेजने को राजी हो गया है। पांच सौ सदस्यों वाली इस टीम में मानवाधिकार संगठन, मीडिया और सैनिक पर्यवेक्षक शामिल रहेंगे। सीरिया ने पर्यवेक्षकों की टीम भेजने पर रजामंदी जतायी है। अरब लीग और सीरिया यह सुनिश्चित करेंगे कि बिना किसी रोक टोक के यह टीम वहां जाएं, लोगों से मिले और अपनी रिपोर्ट पेश करें। मगर पर्यवेक्षकों का यह दल कब जायेगा? इसका फैसला अरब लीग के विदेश मंत्रियों की कल रब्बाक में होने वाली बैठक में तैयार होगा। साथ ही इस बैठक में सीरिया के उस प्रस्ताव पर चर्चा होगी कि वहां के हालात पर अरब नेताओं का शिखर सम्मेलन बुलाया जाएं। अतुल तिवारी, आकाशवाणी समाचार, दुबई।

अन्तरबैंक विदेशी मुद्रा बाजार में डॉलर के मुकाबले रूपया ४० पैसे कमजोर हुआ। एक डॉलर की कीमत ५० रूपये ७० पैसे हो गयी।
उधर बम्बई शेयर बाजार के शुरूआती कारोबार में सेन्सेक्स में ८३ अंक की गिरावट रही। दोपहर के कारोबार में सेन्सेक्स में उतार-चढ़ाव जारी रहा लेकिन बाद में सेन्सेक्स में गिरावट आनी शुरू हो गयी अब से कुछ देर पहले यह २०२ अंक की गिरावट के साथ १६ हजार ९१६ पर था।
नेशनल स्टॉक एक्सचेंज का निफ्टी भी ७५ अंक गिरकर ५ हजार ७६ पर था।

Speaking in New Delhi after releasing the first report of the National Innovation Council, Dr Manmohan Singh said the innovations in our country are not enough to solve the problems of the poor. He said the innovations have focussed mostly on the needs of the rich.

The Chairman of the National Innovation Council Sam Pitroda today said NIC's top priority is to develop a framework to finance innovation for the bottom of the pyramid. Speaking to reporters after Prime minister released report to the people of the NIC, Mr Pitroda said in the first year of its existence, NIC has taken initiatives on many fronts including creating an institutional framework for innovations in government by facilitating the setting up of state innovation councils. He said the National Knowledge Network would ultimately connect all colleges.

India today successfully test-fired an advanced variant of nuclear-capable Agni-II ballistic missile with a strike range of 3,000 km. The surface-to-surface intermediate range missile was test-fired from a mobile launcher at 0900 hours from the Integrated Test Range at Wheeler Island. Off the Odisha Coast Defence sources said, Agni-II Prime, the new missile is a two- stage weapon system powered by solid propellant. It is 20 metres long with a launch weight of 17 tonnes and can carry a payload of one tonne. Describing the test-firing as successful, defence sources said the missile’s exact performances will be known after all the data is collected and analysed from different telemetry and tracking stations as well as naval ships positioned near the terminal point. The first developmental trial of Agni-II Prime, conducted on December 10, 2010, had failed due to a technical problem in the control system.

The Defence Minister, Mr. A.K.Antony has said that boosting bilateral relations with Pakistan through comprehensive talks is a good beginning but miracles are not expected. The Defence Minister was talking to news persons in New Delhi this morning on the side of 5th South Asia conference.
About China, Mr. Antony said that strategic dialogues may start next year. The dialogue was discontinued in 2008 following the denial of a visa to the Chief of the Northern Command to visit Beijing. The Defence Minister, however, expressed concern about the robust infrastructure coming up on the Chinese side at the Line of Actual Control.

Union Home minister P. Chidambaram today reviewed the steps taken by the Chattisgarh government in tackling naxalism. Speaking to reporters in Raipur today he reaffirmed the Centre's commitment to give all support to the naxal affected states, in curbing Left Wing Extremism. He said that the state government must remain vigilant in fighting the menace eventhough the incidence of naxal violence has come down this year in Chhattisgarh. The Home minister hoped the Chhattisgarth government will fill up the more than 8 thousand vacancies in the state police force by 2012. He said the state government has been asked to raise two more India Reserve Battalions in 2012. He said, the Centre has already given 135 companies of central para military force to Chhattisgarh till now. He said in addition to this the centre has also sanctioned 150 crore rupees for the setting up of 45 police stations in the naxal affected areas of the state. Mr. Chidambaram said that under the Integrated Action Plan (IAP), Chhattisgarh government has so far been given 55 crore rupees for developmental activities in naxal hit areas. He said, 59 per cent of the funds and 75 of the works under the IAP has been completed by the Chhattisgarh government.

Union home minister P Chidambaram will hold a high level meeting with Maharashtra government in Mumbai this evening on the naxal menace in Gadchiroli and Gondia districts of Vidarbha. In West Bengal, the bodies of two Maoists killed in an encounter with joint forces last night were found in the deep forests of Ghatbera in Balarampur area of Purulia district today. IG, Western Range, Gangeswar Singh said the two were shot dead in yesterday's encounter which took place after the killing of two Trinamool Congress workers by the ultras. He said, the two joint force personnel injured in the encounter were being airlifted to Kolkata for treatment.
A Search is on in the forests to find if there were any more bodies as the Maoists were suspected to have fled to neighbouring Dalma Hills in Jharkhand after the hour long encounter. He said, additional forces have been rushed to Ghatbera, where a police camp already exists.

In Uttar Pradesh, the Mayawati government today decided to propose the division the state into four new states of Poorvanchal, Bundelkhand, Awadh and Pashchim. This was decided at a meeting of the State cabinet chaired by the Chief Minister Mayawati at Lucknow. Talking to media persons Mayawati said that the resolution in this regard will be moved in the State Legislature during the coming winter session on 21st of this month and after its passage it will be sent to the centre. Ms Mayawati alleged that the previous governments of Congress, BJP and Samajwadi Party have been responsible for the backwardness of the state.

Jammu and Kashmir Chief Minister Omar Abdullah had a meeting with Army chief General V K Singh this morning in New Delhi during which they discussed Armed Forces Special Powers Act (AFSPA) and security-related issues. The breakfast meeting with Gen Singh was the last among a series of interactions the Chief Minister had with central leaders including Prime Minister Manmohan Singh and Congress President Sonia Gandhi. After inspecting the Nuclear power plant for three days, the committee will be reply to the fifty questions raised by the Tamil Nadu committee. The Parliamentary Standing Committee looking into the Lokpal Bill is in the conclusive stage of finalizing its report. It is likely to submit its recommendations by the end of this month. This was stated by the Chairman of the Committee Abhishek Manu Singhvi while talking to reporters ahead of panel's another round of meeting in New Delhi today. The External Affairs Minister S M Krishna has welcomed the Australia's decision to undertake review of policy on Uranium sales to India. Talking to news persons on the side lines of a function in Bangalore today, Mr. Krishna said India's relations with Australia are important and they are growing across the board. He added that energy is one of the key areas of bilateral cooperation.
"We understand that Prime Minister Gillard proposes to seek a change in Policy about the sale of Uranium to India in recognition of our Energy need, our impacable non proliferation partnership between two countries. We welcome this very important initiative".
Earlier, Australian Prime Minister Julia Gillard made a strong pitch for uranium sale to India, saying that the time had come to lift the long-standing ban on its exports to the dynamic and democratic country. She said that India is the fourth biggest export markets of 16 billion dollars to Australia and it has enormous potential to grow.
Our correspondent adds that her remarks indicate a major shift in Australia's policy with regard to uranium sale to a country which is not a signatory to the nuclear non-proliferation treaty.

India today urged the nations of the South Asian region to draw up collective and innovative measures to effectively counter the menace of terrorism. Addressing the 5th South Asia conference in New Delhi, the Defence Minister, Mr. A.K.Antony said that non-state actors with cross-national- linkages pose critical challenges to countries in the region. Asking them to draw up a concrete action plan, Mr. Antony said, the region and the world in general face common challenges and the gamut of security issues is largely non-traditional and asymmetric. Our correspondent reports that the Defence Minister emphasised that south Asian Cooperative Security should mean focusing on issues related to soft security.
"Asking the South Asian nations like Afghanistan, Pakistan, Bangladesh, Bhutan, Maldives, Myanmar, Nepal and Sri Lanka to develop cooperative security architecutre, India has emphasised the need not only to combat terrorism but also soft security issues in the region. Such a security framework requires regular consultations and that's what India has set up regular mechanisms of dialogue and cooperation with SAAC countries at bilateral level. The Arab League has decided to send a 500 member delegation of observers to Syria to oversee the implementation of the League mediated peace plan in the country. The Observers will be from human rights groups, media and military personnel. Syrian Government has agreed to receive the fact finding mission. International pressure is mounting on Syrian Government to act quickly to end the crackdown on protestors. Our West Asia correspondent reports, Jordan's King Abdullah has said Syrian President Bashar Al Assad should step down. The Organisation of Islamic Cooperation, OIC has warned of a possible internationalisation of the Syrian crisis if the Assad regime does not comply with calls for reform and end the violence. In Ankara, the Turkish foreign minister Ahmet Davu toglu said those in the Middle East who cannot meet the demands of their people will have to go.

A Russian cargo ship with 11 people on board disappeared in the White Sea early today without sending any SOS. The Russian Emergency Situations Ministry in a press release said the the ship "Captain Kuznetsov" disappeared on its way to the Russian Arctic Sea port city of Ark Hangelsk without any load. The ship's crew communicated with the regional traffic control early today. Rescue ships have been sent to the area to launch a search operation.

Over in the US, the Dow Jones Industrial Average had lost 0.6 per cent, overnight.
