राष्ट्रमंडल ने लोकतांत्रिक मूल्यों और कानून का उल्लंघन करने वाले सदस्य देशों की सरकारों के खिलाफ हस्तक्षेप के नये नियमों को मंजूरी दी है। ऑस्ट्रेलिया के विदेश मंत्री केविन रड ने पर्थ में राष्ट्रमंडल शासनाध्यक्ष सम्मेलन के पहले सत्र में एक रिपोर्ट पेश की। इस रिपोर्ट में लोकतांित्रक मूल्यों का उल्लंघन कर रहे फिजी जैसे देशों से निपटने के उपायों पर चर्चा की गई है। ऑस्ट्रेलिया की प्रधानमंत्री जूलिया गिलार्ड ने बताया कि राष्ट्रमंडल मंत्री स्तरीय कार्रवाई दल के सभी ३५ सुधार प्रस्तावों को मंजूरी दे दी गई है। उन्होंने पत्रकारों को बताया कि इन सुधारों का उद्देश्य राष्ट्रमंडल में रास्ता भटकने वाले देशों के खिलाफ कार्रवाई का अधिकार देना है, ताकि संगठन से गुट से निष्कासित करने की नौबत आने से पहले ही सुधार की कार्रवाई हो सके। महारानी एलिजाबेथ ने कल पर्थ कन्वेन्शन सेन्टर में एक भव्य समारोह में राष्ट्रमंडल शिखर सम्मेलन चोगम का उद्घाटन किया था। राष्ट्रमंडल के महासचिव कमलेश शर्मा ने पत्रकारों को बताया कि चोगम का अगला सममेलन कोलम्बो में होगा। इस बीच, पर्थ में सैकड़ों प्रदर्शनकारियों ने चोगम के सुरक्षा घेरे के बाहर धरना दिया। वे युद्ध और कंपनियों का विरोध कर रहे हैं। भारत का प्रतिनिधित्व उपराष्ट्रपति मोहम्मद हामिद अंसारी कर रहे हैं। श्री अंसारी ने सेशल्स के राष्ट्रपति जेम्स मिशेल के साथ द्विपक्षीय बैठक की। विदेश सचिव रंजन मथाई ने बताया कि दोनों पक्षों ने समुद्री डकैती, आतंकवाद और आपसी सहयोग की समीक्षा की।

समुद्री डकैती से निपटने के बारे में व्यापक चर्चा हुई। यह दिलचस्प बात है कि जब बैठक चल रही थी तभी ऑस्ट्रेलिया के विदेश मंत्री और अन्य वरिष्ठ अधिकारियों की समुद्री डकैती रोकने पर एक अन्य बैठक हुई। इसमें ऑस्ट्रेलिया के विदेश मंत्री और रक्षा मंत्री दोनों मौजूद थे।
हमारे संवाददाता ने राष्ट्रमंडल देशों के बीच सहयोग को महत्वपूर्ण बताया है।

राष्ट्रमंडल के चौवन देश आर्थिक, सांस्कृतिक और भोगोलिक दृष्टि से एक दूसरे से काफी भिन्न हैं। फिर ऐसा क्या है कि जो इनको एक धागे में बांधे रखता है। शुरूआत में सामान्य बिन्दु बंटे रहा होगा मगर अब वो इस प्रजातांत्रिक संस्थान और न्याय इन सब का मूल मंत्र हैं और इन्ही कारणों से फिजी और जिम्बांवे संगठन से बाहर हैं। अगर राष्ट्रमंडल कानून के पालन आर्थिक विकास और जनतंत्र को और मजबूत करने में इस ग्रुप के विकासशील देशों की मदद सके तो यह संगत और ज्यादा कामयाब और सबके लिए फायदेमंद हो सकेगी और दोस्ती ज्याद टिकाऊ होगी। आकाशवाणी समाचार के लिए पर्थ ऑस्टेलिया से मैं मोहम्मद नसीम।

मालदीव ने भारत को आश्वासन दिया कि वह ऐसा कुछ भी नही होने देगा, जिससे भारत की सुरक्षा को खतरा पैदा हो। उसने कहा कि मालदीव जरूरत के समय भारत से मिलने वाली सहायता को काफी महत्व देता है।  पर्थ में भारत के संवाददाताओं से विशेष बातचीत में मालदीव के राष्ट्रपति मोहम्मद नशीद ने कहा कि मालदीव को भारत जैसा मित्र कभी नहीं मिलेगा।

मैं सभी भारतीयों को भरोसा दिलाता हूं कि मालदीव हमेशा भारत का मित्र रहेगा। मालदीव को भारत से अच्छा मित्र नहीं मिल सकता। भारत ने मुश्किल समय में हमेशा मालदीव का साथ दिया है और भारत आगे भी हमें मुश्किल समय में सहयोग देता रहेगा।
भारत-पाकिस्तान संबंधों के बारे में मालदीव के राष्ट्रपति ने कहा कि यह संतोष की बात है कि दोनों देश अब अधिक रचनात्मक बातचीत कर रहे हैं। उन्होंने आशा व्यक्त की कि आगामी सार्क शिखर सम्मेलन काफी सफल रहेगा। मालदीव के राष्ट्रपति ने भारत की प्रशंसा करते हुए कहा कि बड़ा देश होने के बावजूद भारत, मालदीव जैसे छोटे देशों को तरज+ीह देता है। श्री नशीद ने जलवायु परिवर्तन से उत्पन्न चुनौतियों से निपटने में भारत के प्रयासों की सराहना की।

राज्यपालों का दो दिन का सम्मेलन आज से नई दिल्ली में शुरू हो रहा है। इसमें कानून और व्यवस्था, विशेष रूप से वामपंथी उग्रवाद से निपटने के बारे में विचार किया जाएगा। सम्मेलन की अध्यक्षता राष्ट्रपति प्रतिभा देवीसिंह पाटील करेंगी। राज्यपाल सम्मेलन में अंतर्राष्ट्रीय सीमा से लगे राज्यों में सीमा सुरक्षा पर भी चर्चा होगी। इसके अलावा राज्यपालों की भूमिका और शैक्षणिक संस्थाओं में वातावरण रैगिंग मुक्त रखने जैसे मुद्दों की समीक्षा की जाएगी। सम्मेलन में प्रधानमंत्री डॉ० मनमोहन सिंह, गृह, वित्त और रक्षा मंत्री भी शामिल होंगे।

राष्ट्रपति प्रतिभा देवी सिंह पाटिल ने केबल सेवाओं का २०१४ तक  डिजिटीकरण अनिवार्य किए जाने-संबंधी अध्यादेश को मंजूरी दे दी है। सूचना एवं प्रसारण मंत्रालय के अधिकारियों ने कल नई दिल्ली में बताया कि इस अध्यादेश से भारतीय टेलीविजन में एनालॉग युग समाप्त हो जाएगा। इस बदलाव का मतलब है कि सभी उपभोक्ताओं को सेटटॉप बॉक्स लेना होगा ,चाहे वे फ्री टू एयर या पे चैनल लें। वे अलग-अलग भुगतान के आधार पर अपने पसंदीदा चैनल अच्छी तरह देख सकेंगे और साथ ही साथ उन्हें डिजिटल केबल पर इंटरनेट एवं टेलीफोन की सुविधा उपलब्ध हो सकती है।

वित्त मंत्रालय ने उर्वरक, मिट्टी के तेल और रसोई गैस के उपभोक्ताओं को सीधे सब्सिडी देने के लिए ई-भुगतान प्रणाली विकसित की है। नई दिल्ली में जारी विज्ञप्ति में वित्त मंत्रालय ने कहा है कि इससे पारदर्शिता आएगी और उपभोक्ताओं को सब्सिडी देने वाली केंद्रीय इकाइयों को सीधे भुगतान करने में विलम्ब नहीं होगा। सरकारी ई-पेमेन्ट गेटवे के माध्यम से सहायता राशि के सीधे भुगतान की प्रणाली लेखा महानियंत्रक ने विकसित की है। वित्तमंत्री प्रणब मुखर्जी सोमवार को इसका उद्घाटन करेंगे। सरकारी ई-पेमेन्ट गेटवे ऐसा पोर्टल है जो भुगतान और लेखा कार्यालयों से लाभार्थियों के खाते में ऑनलाइन सुरक्षित भुगतान कर सकेगा।

असम सरकार ने कारबी अंगलोंग के उग्रवादी गुट युनाइटेड पीपल्स डेमोक्रेटिक सोलिडेरिटी-यूपीडीएस के साथ शांति समझौते के मसौदे को मंजूरी दे दी है। राज्य सरकार के प्रवक्ता और शिक्षामंत्री डॉ. हेमन्त बिस्व शर्मा ने कल शाम दिसपुर में पत्रकारों को बताया कि मंत्रिमंडल ने केंद्र सरकार द्वारा तैयार शांति समझौते को मामूली फेरबदल के बाद मंजूर कर लिया है। डॉ. शर्मा ने बताया कि केंद्र की अंतिम मंजूरी के बाद प्रतिबन्धित गुट के साथ इस समझौते पर हस्ताक्षर किये जाएंगे। केंद्र सरकार ने पिछले सोमवार को वार्ता के अंतिम दौर के विफल होने के बाद इस सप्ताह राज्य सरकार की मंजूरी के लिए शांति समझौते का प्रारूप भेजा था।

उत्तर प्रदेश सरकार ने राज्य में फर्जी विश्वविद्यालयों की जांच के लिए विशेष जांच दल का गठन किया है। आधिकारिक प्रवक्ता ने लखनऊ में बताया कि दल से तीन महीने के भीतर जांच पूरी करने को कहा गया है। राजधानी लखनऊ, कानपुर, इलाहाबाद, मथुरा, गौतम बुद्धनगर, प्रतापगढ़ और अलीगढ़ जिलों सहित कई स्थानों पर कथित रूप से फर्जी विश्वविद्यालय चल रहे हैं। सरकार ने इन फर्जी विश्वविद्यालयों की धोखाधड़ी के शिकार लोगों से भी जांच में सहयोग की अपील की है।

केंद्रीय रिजर्व पुलिस बल-सीआरपीएफ के महानिदेशक के. विजय कुमार ने कहा है कि जब तक बल को संरक्षण उपलब्ध रहता है, तब तक सशस्त्र बल विशेषाधिकार अधिनियम हटाये जाने से कोई फर्क नहीं पड़ेगा। कल शाम नई दिल्ली में उन्होंने कहा कि सीआरपीएफ को आपराधिक दण्ड प्रक्रिया संहिता के तहत कानूनी कार्रवाई से संरक्षण दिया गया है, लेकिन इसके लिए गृहमंत्रालय में सक्षम अधिकारी की स्वीकृति आवश्यक है। श्री कुमार ने बताया कि विशेषाधिकार अधिनियम हटाने या न हटाने का फैसला गृहमंत्रालय को करना है।

पेरू के मध्य तटवर्ती हिस्से में कल रिक्टर पैमाने पर छह दशमलव नौ तीव्रता का भूकंप आया। जानमाल के नुकसान की तत्काल कोई खबर नहीं है। अमरीकी भूगर्भ सर्वेक्षण केन्द्र के अनुसार यह भूकंप अंतर्राष्ट्रीय समय के अनुसार १८ बजकर ५४ मिनट पर लीमा से २८८ किलोमीटर दूर दक्षिण-पूर्व में आया। इसका केन्द्र इक्का शहर से ५१ किलोमीटर दक्षिण-पश्चिम समुद्र में ३५ किलोमीटर नीचे था।

थाइलैंड में बाढ़ के कारण हजारों लोग सुरक्षित स्थानों पर शरण लेने के लिए बैंकॉक से बाहर जा रहे हैं। बाढ़ का पानी धीरे-धीरे शहर में घुस रहा है। बैंकॉक निवासी वहां से निकलने के लिए हवाई अड्डों, रेलवे स्टेशनों और बस अड्डों में जमा हो रहे हैं, जबकि बाकि लोग अपनी गाड़ियो से अन्य स्थानों के लिए रवाना हो रहे हैं।

The Commonwealth has approved a set of rules under which the grouping of 54 countries may intervene against governments which violate democratic values and the rule of law. Australian Foreign Minister Kevin Rudd presented a report to the first session of the Commonwealth Heads of Government Meeting, CHOGM in Perth on ways to deal with countries like Fiji who are veering towards breach of democratic values. Australian Prime Minister Julia Gillard said all 35 reform proposals of the Commonwealth Ministerial Action Group report have been adopted. She described it as CHOGM's first concrete action. Gillard told reporters that the purpose of these reform proposals is to enable the Commonwealth to act when a country is veering off course rather than waiting until a country has gone to a grossly unacceptable stage where leaders are left with the only option of suspension or expulsion of the country. Earlier, Queen Elizabeth opened the CHOGM at an impressive ceremony at the Perth convention centre. Commonwealth Secretary General Kamalesh Sharma informed the reporters that Colombo will host the next CHOGM. Our correspondent has filed this report:
"The 54 nations of the Commonwealth form an economically disparate, culturally diverse and geographically extensive group. But what is it which is binding them? The historic links to Britain might have been a common link to begin with. The values and institutions of democracy and justice. These are the crucial connections that bind these nations, and exclude the suspended countries of Zimbabwe and Fiji. And this is also the key to future relevance for the Commonwealth. But not all the members have made the most of this institutional legacy. If the energies of the Commonwealth can be harnessed to support democracy and the rule of law, underpinning economic growth, among the many developing nation members in the Pacific, Asia, Africa and South America, then the continuing fellowship will have a strong purpose and a lasting benefit. But everyone here in Perth talks of India. Talk to leaders or journalists from all over the world, they are all praise for India, the world's most populous democracy for strengthening democratic institutions and despite enormous challenges, India continues to lift people out of poverty as it modernizes its economy and asserts itself as an international power. Maldives has assured India that it will never allow anything which may threaten India's security. It said that it values the assistance provided to it whenever it needed. Talking exclusively to select group of journalists from India, Maldivian President Mohamed Nasheed said his country will not let down a friend like India and it will always bank upon New Delhi in the hour of need. He was responding to a question on the reported Chinese exploration in the Indian Ocean and its efforts to have a foothold in the Maldives.
I can assure Indians that Maldives will always be India's friend and we believe that we cannot have a better friend than India. It should be an irrelevant thought to Indian people , that Maldives might do anything to threaten Indian security, that won't happen.

The Finance Ministry has developed a government e-payment system for direct credit of subsidies to consumers of fertiliser, kerosene and cooking gas. In a statement issued in New Delhi, the Finance Ministry said that this system will bring transparency and expedite direct payments from central paying units relating to subsidies to the users and consumers. The 'Government e-payment system' for direct credit of dues from the central government into the account of beneficiaries using digitally signed electronic advice through the 'Government e-Payment Gateway' has been developed by the Controller General of Accounts, Department of Expenditure. The statement said, Finance Minister Pranab Mukherjee will inaugurate the new system on Monday.

President Prathibha Devi Singh Patil has given her nod to an ordinance, which will make digitisation of cable services mandatory by 2014. Ministry of Information and Broadcasting officials said in New Delhi that the ordinance is set to bring the analog era in the Indian television to an end. The shift will mean all customers must have a set top box whether they want to receive free-to-air or pay channels.

Inter-State law and order issues with special focus on left wing extremism will be at the centre of discussions in the two day Governors conference beginning in New Delhi today. The two-day Conference to be presided over by the President Pratibha Devisingh Patil, will also take up the issues including border security in states sharing international frontiers, role of Governors and ensuring ragging free educational environment and review the measures taken in this direction. Prime Minister Dr Manmohan Singh and Home, Finance and Defence Ministers are among other participants to join the deliberations. Governors from all states and Lt Governors from Union Territories are expected to take part in the conference.

The Director General of Central Reserve Police Force, CRPF has said that as long as protection is available to the force, withdrawal of Armed Force Special Powers Act, AFSPA, is not an issue. Talking to media persons in New Delhi last evening, K. Vijay Kumar said that the force has been given protection under CRPC for legal prosecution only after sanction from the competent authority in the Ministry of Home Affairs. He said, the mandate is with the Home Ministry to decide whether AFSPA is withdrawn or not.

Assam Cabinet has approved the draft peace accord between the government and the banned outfit United People’s Democratic Solidarity, UPDS of Karbi Anglong. This was disclosed by State Education Minister Himanta Biswa Sharma in Dispur last evening. He said the Cabinet has approved the peace accord framed by the Central government with minor amendment. Dr. Sharma said, the accord will be signed with the UPDS after it is finally adopted by the Centre.

Uttar Pradesh government has set up a Special Investigation Team, SIT to probe fake universities in the state. An official spokes person said in Lucknow that the SIT has been asked to complete the probe within three months. These alleged fake universities are functioning in several districts including state capital Lucknow, Allahabad, Kanpur, Mathura, Gautam Buddha Nagar, Pratapgarh and Aligarh. The government has also appealed to all those who have been cheated by these fake universities to help the SIT in the probe.

In Peru, a 6.9-magnitude earthquake struck along the coast of central part of the country yesterday. Peruvian officials said, they have no immediate reports of damage of casualties, and the Pacific Tsunami Warning Center did not issue a widespread tsunami warning. US Geological Survey said that the epicenter was 51 kilometers southwest of the city of Ica, at a depth of 35 kilometers.

In Thailand, thousands of people are fleeing out of Bangkok, attempting to escape floodwaters that are slowly swallowing the city. Bangkok residents are flocking to airports as well as train and bus stations, while others are trying to drive their way out.  राष्ट्रपति प्रतिभा देवी सिंह पाटील ने राज्यों से आतंकवादी गतिविधियों को बिल्कुल भी सहन न करने के लिए कारगर व्यवस्था बनाने की अपील की है। उन्होंने कहा कि केन्द्र और राज्य सरकारों को देश की सुरक्षा मजबूत करने के लिए मिलकर काम करना होगा। आज नई दिल्ली में राज्यपालों के दो दिन के सम्मेलन का उद्घाटन करते हुए श्रीमती पाटील ने कहा कि अंतर्राष्ट्रीय सीमाओं से लगते राज्यों और नक्सलवाद और माओवाद का सामना कर रहे राज्यों की सुरक्षा चिंताओं पर व्यापक विचार विमर्श होना चाहिए। राष्ट्रपति ने कहा कि संविधान में राज्यपालों पर अनुसूचित क्षेत्रों और अनुसूचित जनजातीयों के प्रशासन की विशेष जिम्मेदारी सौंपी गई है। उन्होंने राज्यों के संवैधानिक प्रमुखों से माओवादी हिंसा से प्रभावित अनुसूचित क्षेत्रों में संवेदनशील और सहानुभूतिपूर्ण प्रशासन की अपील की।राष्ट्रपति ने कहा भ्रष्टाचार को जड़ से उखाड़ फेंकना जरूरी है क्योंकि इससे आम आदमी को नुकसान पहुंचता है।  इसके लिए बहु-आयामी नीति अपनाए जाने की जरूरत है जिसमें भ्रष्टाचार को रोकने के साथ-साथ, इसमें शामिल लोगों को सजा देने की भी व्यवस्था हो। श्रीमती पाटील ने कहा कि भारत की आर्थिक और तकनीकी ताकत को अब दुनिया भर में माना जाने लगा है। उन्होंने कहा कि वैश्विक आर्थिक मंदी और देश में मुद्रास्फीति के दबाव के बावजूद हमारी अर्थव्यवस्था का आधार मजबूत बना हुआ है। उन्होंने कहा कि हमारा देश कृषि प्रधान है लेकिन  किसानों की स्थिति में सुधार नहीं हुआ है। श्रीमती पाटील ने कहा कि ग्रामीण भारत को देश की समृद्धि के प्रमुख आधार के रूप में देखा जाना चाहिए और ग्रामीणों को आर्थिक और सामाजिक रूप से सशक्त करना चाहिए। राष्ट्रपति ने तेजी से सामाजिक-आर्थिक विकास और महिलाओं के सशक्तिकरण की आवश्यकता पर भी जोर दिया। राष्ट्रीय महिला कोष के पुनर्गठन के लिए भी कदम उठाए गए हैं।
राष्ट्रपति ने कहा कि अब राष्ट्रीय महिला कोष, गैर सरकारी संगठनों और महिला स्व-सहायता समूहों को एक ही जगह पर सभी सेवाएं उपलब्ध कराने के साधन के रूप में काम करेगा।

 कर्नाटक में, लोकायुक्त पुलिस ने आज उद्योग मंत्री मुरूगेश निरानी के खिलाफ एफआईआर दर्ज की। यह एफआईआर उद्योगों के लिए अधिग्रहण की गई जमीन की अधिसूचना रद्द करने में कथित अनियमितताओं के सिलसिले में दर्ज की गई है। लोकायुक्त अदालत के निर्देश के बाद दायर एफआईआर में श्री निरानी के भाई एच आर निरानी सहित आठ लोगों को सह-अभियुक्त बनाया गया है। लोकायुक्त पुलिस अधीक्षक शिवकुमार के अनुसार उद्योगपति आलम पाशा की शिकायत पर एफआईआर दर्ज की गई है। आलम पाशा ने श्री निरानी पर देवनहल्ली के निकट २० एकड़ और तुमकुर के निकट दबासपेट में सौ एकड़ जमीन के अधिग्रहण की अधिसूचना रद्द करने का आरोप लगा है। कर्नाटक में डीवी सदानंद गौड़ा के नेतृत्व वाली भाजपा सरकार में श्री निरानी ऐसे दूसरे मंत्री हैं जिनके खिलाफ लोकायुक्त पुलिस ने एफआईआर दर्ज कराई है। इस पहले गृह और परिवहन मंत्री आर अशोका पर अपने निजी लाभ के लिए सरकारी जमीन की अधिसूचना रद्द करने के आरोप में एफआईआर दर्ज की गई थी। लोकायुक्त पुलिस ने अशोका, पूर्व मुख्यमंत्री बी एस येदियुरप्पा और दो अन्य के खिलाफ २१ अक्टूबर को एफआईआर दर्ज की थी।

 गुजरात में, संजीव भट्ट मामले में लापता एक मुख्य गवाह आज साबरकांठा जिले में बालासीनोर में मिल गया। पुलिस सूत्रों ने कहा है कि गवाह श्रेयनी शाह ने उन्हें बताया है कि छह लोगों ने जमीन के सौदे के सिलसिले में उनके घर के बाहर से उनका अपहरण कर लिया था। अपहरणकर्ता उन्हें बालासीनोर ले गए और उन्हें मारपीटकर तथा लूटकर वहां छोड़ गए। सूत्रों ने कहा है कि शाह ने अपने भाई को बालासीनोर से फोन किया जो उन्हें अहमदाबाद वापस लेकर आए। संजीव भट्ट के खिलाफ दायर एफआईआर के अनुसार श्रेयनी शाह उस समय कांस्टेबल के डी पंत के साथ मौजूद थे जब भट्ट ने कथित रूप से उन्हें डरा धमकाकर जबरदस्ती झूठे हलफनामे पर हस्ताक्षर कराए थे। इस एफआईआर के आधार पर भट्ट को पिछले महीने गिरफ्‌तार किया गया था और बाद में जमानत पर रिहा कर दिया गया था।

 भारतीय जनता पार्टी के वरिष्ठ नेता लाल कृष्ण आडवाणी ने कहा है कि ऐसा कुछ नहीं किया जाना चाहिए, जिससे जम्मू-कश्मीर में सेना की स्थिति कमजोर हो। उन्होंने तिरूअनंतपुरम मे संवाददाताओं से कहा कि राज्य से सशस्त्र सेना विशेषाधिकार कानून वापस लेने की कुछ लोगों की मांग राज्य के हित में नहीं है। लेकिन मणिपुर में अगर वास्तविक स्थिति ठीक हो, तो कानून वापस लेने पर विचार किया जा सकता है।

 असम में पंचायत और ग्रामीण विकास विभाग ने महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी अधिनियम को लागू करने में उल्लेखनीय प्रगति की है। आधिकारिक सूत्रों ने बताया कि इस साल सितम्बर तक मनरेगा के तहत एक करोड़ २४ लाख मानव दिवसों का सृजन किया गया।

असम में महात्मा गांधी राष्ट्रीय ग्रामीण योजना अधिनियम के तहत इस वर्ष लगभग २८ लाख श्रमदिन की वृद्धि दर्ज की गई है। इस अधिनियम के तहत पिछले साल ९८ लाख श्रमदिन दर्ज किये गये थे। जबकि इस साल यह संख्या बढकर एक करोड़ २४ लाख तक पहुंच गई है। श्रमदिन की वृद्धि के साथ धान  की उपज में भी पिछले वर्ष की तुलना में इस साल ६२ प्रतिशत वृद्धि हुई है। असम सरकार ने इस अधिनियम के द्वारा  ग्रामीण लोगों की आर्थिक स्थिति में सुधार के लिए नींबू, कोको, और दूसरे उत्पादकशील खेती पर ज्यादा जोर दिया है। मानस प्रतिम शर्मा आकाशवाणी समाचार गुवाहाटी।

छत्तीसगढ़ में नक्सलियों के साथ मुठभेड़ में कम से कम दो पुलिसकर्मी घायल हो गए हैं। पुलिस सूत्रों के अनुसार यह मुठभेड़ बीजापुर जिले में मनकेली जंगल के निकट हुई, जब नक्सलियों ने तलाशी अभियान पर निकले एक पुलिस दल पर गोलियां चलाईं। घटना स्थल पर अतिरिक्त पुलिस बल भेजा गया है और घायल जवानों को इलाज के लिए विमान से जगदलपुर ले जाया जा रहा है।

 ऑस्टे्रलिया में पर्थ में चल रहे राष्ट्रमंडल शिखर सम्मेलन में नेताओं ने दुनिया से पोलियो मिटाने के प्रयास बढ़ाने का संकल्प व्यक्त किया है। ऑस्टे्रलिया की प्रधानमंत्री जूलिया गिलार्ड ने कहा है कि उनका देश इस पर अतिरिक्त पांच करोड़ डॉलर खर्च करेगा।  सदस्य देशों में लड़को और लड़कियों के बीच भेदभाव समाप्त करने और लड़कियों के अधिकारों के प्रति समर्थन भी व्यक्त किया गया। राष्ट्रमंडल नेताओं का कहना है कि विश्वभर में हर वर्ष कम से कम एक करोड़ लड़कियों की जबरन और जल्दी शादी कर दी जाती है, जिसकी वजह से उनकी शिक्षा वहीं समाप्त हो जाती है। जिन बीस देशों में छोटी उम्र में लड़कियों की शादी का सबसे अधिक चलन है, उनमें १२ राष्ट्रमंडल के सदस्य हैं। नेताओं का मानना है कि जब तक लड़कियों और महिलाओं का सशक्तीकरण नहीं होगा, तब तक राष्ट्रमंडल के लोकतांत्रिक और विकास   लक्ष्य प्राप्त नहीं किये जा सकेंगे।  कई नेताओं ने कहा कि राष्ट्रमंडल देशों के पास प्रतिबद्धताओं, नियमों और समझौतों की ऐसी मजबूत बुनियाद है, जिसके आधार पर लिंग भेद समाप्त करने की दिशा में काम किया जा सकता है। इस  के लिए लिंग समानता कार्य योजना-२००५-२०१५ भी मौजूद है। राष्ट्रमंडल प्रमुख महारानी एलिजाबेथ द्वितीय ने कहा कि इस वर्ष का विषय है-परिवर्तन का साधन-महिलाएं और हमें ऐसे प्रयास करने होंगे कि यह आगे भी जारी रहे। एक अन्य कार्यक्रम में ऑस्टे्रलिया के गवर्नर जनरल ने कहा कि राष्ट्रमंडल देशों में हर वर्ष लगभग ढाई करोड़ लड़कियां जन्म लेती हैं और उन्हें स्वास्थ्य, शिक्षा और रोजगार के पूरे अवसर मिलने चाहिए। शिखर सम्मेलन में इस आशय का एक पत्र भी वितरित किया गया है।

 बोसनिया में सरायेवो में हथगोलों और स्वचालित हथियार से लैस एक आतंकवादी ने अमरीकी दूतावास के बाहर गोलियां चलाईं। पुलिस ने करीब आधे घंटे की कार्रवाई में उसे गिरफ्‌तार कर लिया। इस हमले में आतंकवादी और एक पुलिस कर्मी घायल हो गया। दूतावास या उसके किसी कर्मचारी को कोई नुकसान नहीं पहुंचा है। सरायेवो के मेयर अलीजा बेहमेन ने कहा है कि यह आतंकवादी एक ट्राम से वहां उतरा और उसने अमरीकी दूतावास पर गोलियां चलानी शुरू कर दी।

अमेरिकी दूतावास ने कहा है कि पिछले वर्ष के मुकाबले १८ प्रतिशत  अधिक भारतीय छात्रों ने वीजा के लिए आवेदन किया है। २०१० में ३९ हजार ९५८ आवेदन मिले थे, जबकि २०११ में ४६ हजार ९८२ छात्रों ने वीजा के लिए आवेदन प्राप्त हुए। छात्रों की वीजा की बढ़ती मांग को देखते हुए अमेरिकी दूतावास ने अमरीकी परामर्श केन्द्रों के शिक्षा कोष में बढ़ोतरी की है जो सेमिनार और इंटरनेट के जरिये छात्रों को परामर्श देते हैं।

ृ अफगानिस्तान की राजधानी काबुल में आज सवेरे नेटो सेना के काफिले पर हुए आत्मघाती बम हमले में एक नागरिक की मौत हो गई और तीन घायल हो गए। पुलिस ने कहा है कि आत्मघाती हमलावर ने दारूलमन स्क्वायर में नेटो सेना के काफिले को निशाना बनाया। सुरक्षा बलों ने क्षेत्र को घेर लिया है। एक अन्य घटना में पाकिस्तान से लगे कुनार सूबे में एक महिला आत्मघाती बम हमलावर ने आज सवेरे पुलिस कार्यालय के बाहर अपने आपको उड़ा दिया। आधिकारिक सूत्रों के अनुसार पुलिस कार्यालय के बाहर तैनात गार्ड ने महिला को संदिग्ध अवस्था में देखकर उस पर गोलियां चलाई, तभी महिला आत्मघाती बम फट गया। जानमाल के नुकसान की कोई खबर नहीं है।

 दिल्ली के निकट ग्रेटर नोएडा में भारत की पहली फॉर्मूला-वन ग्रां प्री रेस का रोमांचक क्वालीफाइंग सत्र शुरू हो गया है। हमारे संवाददाता ने खबर दी है कि एक घन्टे के इस सत्र को तीन हिस्सों में बांटा गया है, जिनमें विभिन्न ड्राइवर निश्चित अविध में अधिक से अधिक लैप पूरी करने की कोशिश करेंगे।

 सिक्किम में आज सुबह करीब सवा छह बजे उत्तरी जिले में भूकंप के हल्के झटके महसूस किए गए। पासिंगडांग में एक पुल से गिर जाने के कारण एक व्यक्ति की मौत हो गई। इस भूकंप का केन्द्र गंगटोक से ३४ किलोमीटर उत्तर में था। इसे रिक्टर पैमाने पर तीन दशमलव पांच मापा गया।
 इस बीच, उत्तरी जिले में मंगन-चुंगथांग मार्ग पर थींग में छह सौ मीटर लंबी  सुरंग बनाई जाएगी जिस पर करीब २५ करोड़ रूपया खर्च होंगे।

थिंग में सुरंग का भरना इस लिहाज से महत्वपूर्ण हो जाता है कि पिछले  महीने के भंयकर भूकंप के चलते बड़े पैमाने पर चटटाने खिसकने से मंग-चिंगथाग सड़क थिंंग के  आगे पूरी तरह से बंद पड़  गई थी। सुरंग की वजह से गुलदुंगनमार तथा यूभंग घाटी जैसे पर्यटन स्थलों पर खासकर बरसात में चटटानें खिसकने के बावजूद गाडियों का आना जाना बेरोक टोक जारी रहेगा। सीमा सड़क संगठन तथा सिक्किम विद्युत विकास निगम द्वारा  संयुक्त रूप से अगले वर्ष दिसम्बर तक पूरा किये जानी वाली यह सुरंग  भविष्य में दो किलोमीटर तक बढाई जा सकती है। इससे जिला मुख्यालय मंगल के उत्तर में चुंगथान, लाचुंग, लाचेन तथा गुलथंगमार के सारे इलाके में बारह महीने तक गाडियों का आना जाना संभव हो सकेगा। विनय राज तिवारी आकाशवाणी समाचार गंगटोक।

President Pratibha Devisingh Patil today called upon the States to create an effective deterrence to achieve zero tolerance of terrorist activities. She said that Centre and State governments have to work hand in hand to fortify the security architecture of the country. Inaugurating a two day conference of Governors in New Delhi, Mrs. Patil asserted that deliberations should be done on security concerns of the States which share international borders and also for those states which are facing Naxalism and Left Wing Extremism. The President said, the Constitution had cast a specific and special responsibility on the Governors in the administration of Scheduled areas and scheduled tribes. Stressing that the menace of corruption must be rooted out as it hurts the common man, the President said that the remedy lies in a multi pronged strategy combining preventive and punitive measures. Mrs. Patil said that India's economic and technological prowess has been universally recognized and despite the global economic meltdown and domestic inflationary pressures, the fundamentals of country's economy continue to remain strong. She said, the plight of farmers of the country which is predominantly an agriculture country has not improved. The President said that rural India should be seen as a growth engine for the prosperity of the country and people living in rural India have to be economically and socially empowered. Mrs. Patil said that National Mission for empowerment of women has been already launched for implementation of women centric programmes. The President said that now the Rashtriya Mahila Kosh will work as a single window facilitator for Non Government Organisations and women self help groups.

In Karnataka, Lokayukta Police today registered an FIR against Industries Minister Murugesh Nirani in connection with the alleged irregularities in denotification of lands acquired for industrial purposes. Eight others, including Nirani's brother H R Nirani, have also been named as accused in the FIR registered following a direction from the Lokayukta court. According to Lokayukta Superintendent of Police, Shivakumar the FIR has been registered on a complaint by industrialist Alam Pasha who accused Nirani of denotifying 20 acres near Devanahalli and 100 acres near Dabaspet near Tumkur. Nirani is the second minister in the BJP Ministry led by Chief Minister D V Sadananda Gowda, against whom Lokayukta police has registered an FIR after Home and Transport Minister R Ashoka, who also faces allegations of securing denotification of government land for personal gain. Lokayukta Police filed the FIR against Ashoka, former Chief minister B S Yeddyurappa and two others on October 21 on a complaint against them.

In Gujarat, a missing key witness in the Sanjiv Bhatt case was today found at Balasinor in Sabarkantha district. Police sources said, the witness Shreani Shah told them that he was kidnapped by six persons from near his house in connection with a land deal that he was brokering. They took him to Balasinor and robbed him of valuables and beat him before leaving him. The sources said, Shah telehoned his brother from Balasinore who then brought him back to Ahmedabad. Shah was present with constable K D Pant when Bhatt had allegedly threatened Pant and forced him to sign false affidavit as per Pant's FIR, based on which Bhatt was arrested last month and later released on bail.

Senior BJP leader L K Advani has said that nothing should be done that weakens the position of armed forces in Jammu & Kashmir. Addressing a press conference in Thiruvananthapuram today he said the demand from certain quarters to withdraw the Armed Forces Special Powers Act from J&K will not be in the interest of the state. However, he added that in Manipur if the ground realities are positive withdrawal of the Act can be considered. We have more from our correspondent.

In Sikkim, fresh tremors of low intensity were felt in the North district at around quarter past six this morning. One person was killed when he slipped off a vibrating suspension bridge at Passingdang in the district. The epicenter of the tremors, measuring 3.5 on the Richter scale, was located some 34 kms north of Gangtok. On the other hand, a six hundred metre long tunnel is to be constructed at Theeng on the Mangan-Chungthang Road in North district at an estimated cost of around twenty five crore rupees. " The construction of the tunnel at Theeng assumes much significance given the fact that the large scale landslides triggered by the last month’s devastating earthquake had rendered the entire Mangan-Chungthang road beyond Theeng completely inaccessible. This will help avoid frequent landslides hampering the smooth flow of vehicular traffic ,particularly during the Monsoon, to popular tourist destinations of Gurudongmar and Yumthang valley. The tunnel ,to be completed jointly by the Border Roads Organisation and the Sikkim Power Development Corporation by December next year, may be extended to a length of about two kilometers in future. In Assam, the Panchayat and Rural Development department has achieved progress in the implementation of Mahatma Gandhi National Rural Employment Guarantee Act MG NREGA. Official sources said that, as many as 1.24 crore man-days were generated under MGNREGA up to September this year. It may be recalled that the department launched social auditing programme in Gram Panchayats on 2nd October to ensure transparency and check corruption in Panchayati Raj Institutions. Assam has recorded an increase of around 28 lakh man -days in the year 2011 under Mahatma Gandhi National Rural Employment Guarantee Act. With the total of 98 lakh man-days were generated last year, this year the figure has increased to 1 crore 24 lakh. With the increase of man-days, the utilization of fund has also been increased to 62 percent in comparison to previous year. Assam government has given emphasize on the cultivation of Nimbu, Cocoa and other items under the act to provide better stabilization of the economic stature of the rural population. The number of farmers covered under the National Agriculture Insurance Scheme, NAIS has increased from over 105 lakhs in 2000-01 to over 1700 lakh in 2010-11. According to the Agriculture Ministry's release, Maharastra has the maximum number of farmers with insurance cover followed by Andhra Pradesh, Madhya Pradesh, Uttar Pradesh and Rajasthan. At present the scheme is being implemented in 25 States and two union territories. The main objective of the scheme is to protect farmers against crop losses suffered on account of natural calamities, such as drought, flood, hailstorm, cyclone pests and diseases. The scheme is available to all farmers irrespective of their size of land holding.

Pakistan has said, India had played a major role in supporting its successful bid to become a non-permanent member of the UN Security Council. Pakistan's Ambassador to the UN Abdullah Hussain Haroon told reporters at the Karachi airport that many of the countries that Pakistan had considered as friends were no longer its friends. In Bosnia, a terrorist armed with hand grenades and an automatic weapon opened fire outside the US Embassy. Police arrested him after a 30 minute standoff. The gunman and a policeman were wounded in the terrorist attack. However, the embassy said none of its employees were hurt. Sarajevo mayor Alija Behmen said that the man got off a tram with a Kalashnikov and started shooting at the American Embassy.

Commonwealth leaders meeting in the Australian city of Perth have vowed to increase their efforts to eradicate Polio worldwide. Australian Prime Minister, Julia Gillard, said her country would spend an extra fifty million dollars on the global fight against the disease. The leaders also expressed their support for gender equality and girls" rights in member states. They said, early and forced marriage affects at least 10 million girls worldwide each year; for most it spells the end of their education. Of the 20 countries with the highest prevalence of child brides, 12 are in the Commonwealth. The leaders felt that none of the association's democratic or development goals can be achieved without first empowering its girls and women, who represent more than half of the Commonwealth's two billion people. Various leaders from accross the Commonwealth said, early and forced marriage is one of the most significant barriers to girls education, maternal health, female economic empowerment and the realisation of basic, fundamental human rights. The laeders felt that the Commonwealth has a strong foundation of commitments, conventions and treaties on which to act towards gender equality. There is already a Plan in place to tackle the issue which is called "Plan of Action for Gender Equality 2005-2015".

Arab League foreign ministers taskforce on Syria has expressed concern over the developments in Syria. In a message to Syrian President Bashar Al Assad, the six member Arab ministerial committee denounced the violence and expressed its hope that the Syrian government will take the necessary measures to protect the people. The ministerial taskforce led by Qatar consists of foreign ministers of Egypt, Algeria, Oman, Sudan and Arab League Chief Nabil al-Arabi had met Syrian President in Damascus on Wednesday. It would hold talks with Syrian officials on Sunday in Qatar to arrive at a solution to the Syrian crisis.

Palestinian President Mahmoud Abbas has said the Arab world made an error in rejecting the United Nations' 1947 plan to partition Palestine into a Palestinian and a Jewish state. However he added it doesn’t mean that Israel would continue to punish the Palestinians. In a rare interview to Israeli media on Channel 2 TV, Mahmoud Abbas disclosed that PLO and Isreal were about to reach a peace agreement in 2008 before the then Israeli leader Ehud Olmert had to quit on allegations of corruption. According to the proposal, Israel would withdraw from 93.5 percent of the West Bank while the Palestinians would let Israel retain 1.9 percent of the West Bank.

The Chief Prosecutor of the International Criminal Court, ICC has said that the slain ex-Libyan leader Colonel Muammar Gaddafi's son, Saif al-Islam, has denied charges of crimes against humanity during Libya's civil war. Saif al-Islam says he is innocent. Chief Prosecutor, Luis Moreno-Ocampo, said talks with Saif al-Islam had been held through intermediaries. The ICC says, Gaddafi's son would get a fair trial. Saif al-Islam, aged 39, has been in hiding for months. Meanwhile, NATO will formally cease its operations in Libya on Monday, exactly seven months after the military alliance assumed full control of the campaign. NATO Secretary General Anders Rasmussen said that NATO's decision-making body, the North Atlantic Council, formalized a preliminary decision reached one week ago to end the mission on Monday. It comes a day after the UN Security Council voted to cancel its mandate that established the mission. The NATO chief hailed the Libya mission as one of the most successful in NATO history, which helped Libyan rebels topple the Gaddafi regime, captured and killed the former Libyan leader.

World Bank has said, it is committed to supporting Egypt during its transition to democracy. During her first visit to Egypt, Vice President of the bank for West Asia and North Africa, Inger Andersen reiterated that the bank is ready to support Egypt in developing a modern, transparent and competitive economy as a model in the region. Andersen met Prime Minister Essam Sharaf. Egypt is struggling with an economic slowdown after the uprising that toppled President Hosni Mubarak in February. The IMF regional outlook for West Asia and North Africa has projected a growth rate of 1.9 percent for the country in 2011. Egyptian Finance Minister Hazem Beblawi has said that Egypt is in need of more funds for infrastructure projects to increase its economic capacity.

The US Embassy has said that visa applications by Indian students have increased by 18 per cent over the last year. Student visa applications increased from 39,958 applications in 2010 to 46982 in 2011. Over one lakh Indian students are currently studying at universities across the US. To meet the surging demand for student visas, the US mission has increased funding for the Education USA Advising Centres at the US-India Educational Foundation (USIEF), which provides educational seminars and advising opportunities both in person and via the Internet.

The alleged ring leader of a group of US soldiers, accused of killing civilians in
Afghanistan and keeping body parts as trophies, has gone on trial. Staff Sargeant Calvin Gibbs, who has been tried by an American military court, pleaded not guilty to all charges, including three murders. A 6.9 magnitude earthquake struck off the coast of southern part of Peru. The quake shook buildings in Lima and 16 people have been injured due to the calamity near the city of Ica. Officials said there were no deaths or major damages, though at least two adobe brick homes were knocked down.
The US Geological Survey said the quake, initially reported to have a magnitude of 7, was centered under the sea 50 km southwest of Ica.

An exciting and spectacular qualifying session of the Formula one Indian Grand Prix race at Greater Noida kicked off a shortwhile ago. Our correspondent covering the event reports that the qualifying session of one hour duration is split into three distinct parts, each with multiple drivers on track simultaneously running as many laps as time permits.
For years F1 qualifying was a one-hour session with all Cars running simultaneously and the fastest driver taking pole position and the second fastest taking second position. Since there was a limit on laps and tires, the fastest cars would not go on the track at all until the last minute, and then take the top position. In 2003, the FIA made qualifying system a two hours single lap shootout , where each driver had a single timed lap alone. That was eventually reduced to one hour, but still it failed to excite, except when the strongest driver made mistakes. In 2006, F1 came up with an exciting system. It had one flaw-the first 10 minutes or so of the last session were spent with cars doing nothing but turn laps to burn off fuel, before the real competition began in the last few minutes. In Chhattisgarh, at least two police men have been injured in an encounter with the Naxalites . According to police sources, the encounter took place near Mankeli forest in the Bijapur district this morning when the Naxalites opened fire at a police team which was out on a search operation. Additional police forces have been rushed to the spot for support and for airlifting the injured jawans to Jagadalpur for treatment. The encounter was continuing when the reports last came in.

अरुणाचल प्रदेश में एक सस्पेंशन ब्रिज टूट जाने से पचास से अधिक लोगों के मारे जाने की आशंका है। पुलिस के अनुसार यह घटना पूर्वी कामेन्ग जिले में सेप्पा में हुई।
पुलिस अधीक्षक कीमे आया ने राजधानी ईटानगर में बताया कि शिकार पर निकले कुछ ग्रामीण आज शाम साढ़े पांच बजे के आसपास इस पुल से गुजर रहे थे। पूरा पुल टूट जाने से इससे गुजर रहे सभी लोग नीचे नदी में जा गिरे। दो व्यक्ति तैरकर बाहर आ गए। नदी की तेज धारा के कारण बचाव कार्य में बाधा आ रही है।

राष्ट्रपति प्रतिभा देवीसिंह पाटिल ने राज्यों से आतंकवादी गतिविधियों को कतई सहन न करने के लिए कारगर व्यवस्था कायम करने की अपील की है। उन्होंने कहा कि देश की सुरक्षा को मजबूत बनाने के लिए केन्द्र और राज्य सरकारों को मिलकर काम करना होगा। आज नई दिल्ली में राज्यपालों के दो दिन के सम्मेलन का उद्घाटन करते हुए श्रीमती पाटिल ने देश की बाहरी और आंतरिक सुरक्षा पर सबसे अधिक ध्यान देने पर जोर दिया और कहा कि आतंकवाद के कारण देश को अनेक चुनौतियों का सामना करना पड़ रहा है। इसमें वामपंथी उग्रवाद भी शामिल है।

श्रीमती पाटील ने कहा कि भारत की आर्थिक और तकनीकी ताकत को अब दुनिया भर में माना जाने लगा है। उन्होंने कहा कि वैश्विक आर्थिक मंदी और देश में मुद्रास्फीति के दबाव के बावजूद हमारी अर्थव्यवस्था का आधार मजबूत बना हुआ है।

कर्नाटक में लोकायुक्त पुलिस ने उद्योग मंत्री मुरूगेश निरानी के खिलाफ लगाए गए आरोपों की जांच शुरू कर दी है। इस मामले में आज लोकायुक्त पुलिस ने एक एफआईआर दर्ज करायी। जमीन अधिग्रहण की सूचना को गैर-कानूनी तरीके से रद्द किए जाने के मामले में आलम पाशा की निजी शिकायत पर पिछले सोमवार को लोकायुक्त की विशेष अदालत द्वारा दिए गए आदेश के बाद यह कदम उठाया गया। हमारे संवाददाता ने खबर दी है कि भाजपा नेता श्री आडवाणी की भ्रष्टाचार के खिलाफ यात्रा राज्य में उस समय पहुंच रही है। जब राज्य सरकार के कई मंत्रियों पर भ्रष्टाचार के आरोप लगे हैं।

भारतीय जनता पार्टी के वरिष्ठ नेता लालकृष्ण आडवाणी के पूर्व सहायक सुधीन्द्र कुलकर्णी ने, वोट के बदले नोट मामले में, निचली अदालत में जमानत की अर्जी नामंजूर होने के खिलाफ, दिल्ली उच्च न्यायालय में अपील की है। कुलकर्णी भी इस मामले में आरोपी हैं। कुलकर्णी के साथ-साथ भाजपा के पूर्व सांसद फग्गन सिंह कुलस्ते और महावीर सिंह भगोरा ने भी निचली अदालत के फैसले को, उच्च न्यायालय में चुनौती दी है। निचली अदालत ने पिछले हते शुक्रवार को तीनों की जमानत नामंजूर कर दी थीं।

राष्ट्रमंडल शासनाध्यक्षों की बैठक में मानव अधिकारों पर एक आयुक्त नियुक्त करने के मामले पर और विचार करने का फैसला किया गया है। आस्ट्रेलिया के शहर पर्थ में प्रधानमंत्री जूलिया गिलार्ड और राष्ट्रमंडल महासचिव कमलेश शर्मा ने संवाददाताओं को बताया कि इस विषय पर सदस्यों देशों के अलग-अलग विचारों के कारण इस बारे में और विचार-विमर्श की जरूरत है। उन्होंने कहा कि विशिष्ट व्यक्तियों के दल - ई पी जी - ने राष्ट्रमंडल में सुधारों पर रिपोर्ट में केवल यह सुझाव दिया है कि मानव अधिकारों के लिए एक आयुक्त होना चाहिए, लेकिन उसकी नियुक्ति के तौर-तरीकों पर कुछ नहंीं कहा। उन्होंने कहा कि रिपोर्ट में १०६ सिफारिशें की गई हैं।

भारत और जापान, परमाणु ऊर्जा समझौते से संबद्ध वार्ता बहाल करने पर सहमत हो गए हैं। मार्च में फुकुशिमा परमाणु बिजलीघर दुर्घटना के बाद से ये वार्ता स्थगित है। भारत के विदेश मंत्री एस एम कृष्णा ने आज तोक्यो में जापान के विदेश मंत्री कोईचिरो गेम्बा से मुलाकात की। श्री गेम्बा ने संवाददाताओं को बताया कि समझौते को अंतिम रूप देने के लिए अधिकारी स्तर की वार्ता शुरू की जाएगी। समझौता होने पर, जापान भारत को परमाणु ऊर्जा संबंधी तकनीक दे सकेगा। भारत में परमाणु बिजलीघरों की योजना को देखते हुए यह ये बहुत महत्वपूर्ण कदम होगा।

अफगानिस्तान की राजधानी काबुल में आज एक कार बम विस्फोट में कम से कम १७ लोग मारे गये। मरने वालों में कम से कम १३ विदेशी सैनिक, तीन स्थानीय नागरिक, और एक पुलिसकर्मी हैं।
सरकारी सूत्रों ने बताया है कि एक आत्मघाती हमलावर ने शहर के दक्षिण-पश्चिम उपनगर दारूल अमन स्क्वायर में विदेशी सैनिकों को लेकर जा रही बस को निशाना बनाया।
नाटो के संयुक्त कमान द्वारा जारी प्रेस विज्ञप्ति में कहा गया है कि हमले में १३ लोगों की मौत हुई है। मीडिया की खबरों के अनुसार तालिबान ने इस हमले की जिम्मेदारी ली है।
एक अन्य घटना में पाकिस्तान से लगे कुनार प्रांत में एक महिला आत्मघाती हमलावर ने असदाबाद शहर में राष्ट्रीय सुरक्षा निदेशालय के बाहर अपने आप को उड़ा दिया।

हरियाणा में गुड़गांव में मेटालिका बैंड के कार्यक्रम के चार आयोजकों को धोखाधड़ी के आरोप में आज गिरतार कर लिया गया। कार्यक्रम आयोजक कम्पनी डीएनए नेटवर्क के चार सदस्यों को कल निर्धारित कार्यक्रम रद्द होने के अगले दिन ही गिरतार कर लिया गया। मेटालिका बैंड का भारत में यह पहला कार्यक्रम था।

In Arunachal Pradesh, at least 50 people are feared killed in a suspension bridge collapse over the Kameng river this evening. The tragedy occurred at Seppa in East Kameng district. Superintendent of Police Kime Aya said in Itanagar, that the villagers, who had set out to hunt, were crossing the bridge at around 5:30 pm when it gave way. The entire bridge collapsed with all those on it falling into the river. Two persons managed to swim to safety. The SP said the swift current in the river is hindering rescue operations.

In Afghanistan, at least 17 people were killed in a car bomb attack in the capital Kabul today. Those killed include 13 foreign soldiers of the US led International Security Assistance Force service ISAF, three civilians and one Afghan policeman. Official sources said the suicide bomber targeted a bus carrying them in Darulaman Square in the south-western suburb of the city. The bus was badly damaged in the explosion. One witness told a news Agency that it was a huge explosion and at least ten bodies of foreign forces were taken out and evacuated by two helicopters. According to media reports the Taliban has claimed responsibility for the attack.

Deputy Chairman of the Planing commission Montek Singh Ahluwalia says, India will be supportive of any reasonable multilateral efforts to further tackle the soverign debt crisis in the Eurozone. Welcoming the recent Eurozone plan to stabilize debt ridden Greece, he said the Eurozone crisis is a global problem and it has the potential to impact India as well as other countries. Briefing the media in New Delhi on Prime Minister Manmohan Singh's visit to the 6th two day G20 Summit next week at Cannes in France, Ahluwalia said, debt reduction alone is not enough and Greece will also need an additional package from the International Monetary Fund and the European Union which will have to be negotiated.

The Commonwealth has called for coordinated and timely emergency relief efforts to deal with the immediate food crisis. The Declaration adopted at the end of CHOGM at Perth today said Food Security Principals should have a regional and global approach. Calling for preventing a food crisis from occurring it said the efforts should aim at mitigating their impact and building resilience. Reaffirming everyone's right to have access to safe, sufficient and nutritious food, the declaration urges the members to improve market access for food producers, including small holders and women through trade liberalisation by removing tariff and non-tariff barriers. Common Wealth Heads of Government meeting at Perth has decided to go in for further discussions on the issue of appointing a Commissioner for Human Rights. At a joint press briefing with Australian Prime Minister Jullia Gillard, Commonwealth Secretary General Kamalesh Sharma said there is a variety of views on the issue among the member countries and further consultations are required. He said that the report by the Eminent Persons' Group on the reforms in the Commonwealth only suggests that there should be a Commissioner for Human Rights but is silent on the modalities of it. He said there are 106 recommendations. Our correspondent reports from Perth that the leaders from the Commonwealth which consists of 54 countries met at a retreat to chalk out their response to a series of proposals they had commissioned.

President Pratibha Devisingh Patil has called upon States to create an effective mechanism for achieving zero tolerance against terrorism. She urged both, the Centre and States to work hand in hand to fortify the security architecture of the country. Inaugurating a two day conference of Governors in New Delhi today, the President emphasised the need for utmost attention to the external and internal security of the country as it is facing the multiple challenges of terrorism.
"The President identified some important areas for immediate attention. Terrorism and left wing extremism are areas of grave concern and need to be dealt with resolutely as she put it. Enacting an international law for dealing with terror, strengthening friendship with the neighboring countries and talks with some rebel groups in the north east are some of the measures towards achieving this objective. Mrs.Patil made a strong case for routing out the menace of corruption. A series of measures are already in place to deal with it. These include introduction of effective Lokpal Bill in parliament and proposed legislation to deal with corrupt practices in Private Sector. A law to ensure transparency in Public procurements is also being worked out and discretionary powers of ministers have already been done away with. In Karnataka, the Lokayukta police has began investigation into allegations made against the Industries Minister Murugesh Nirani. An FIR was filed today in this regard by the Lokayuktha Police. This follows the Special Lokayukta court order last Monday to investigate charges of illegal denotification of land against him in a private complain by Alam Pasha. Pasha has alleged that Murugesh Nirani, in connivance with his brother H. R. Nirani and others, floated companies for the purpose of grabbing land to make pecuniary gains of crores of rupees. He also alleged that at the behest of Nirani, these companies raised a loan of 500 crore rupees without following due procedure.

Arunachal Pradesh Chief Minister Jarbom Gamlin and his party rival PCC Chief Nabam Tuki today offered to resign from their posts. Party spokesperson Abhishek Singhvi said no decision on the resignation offer has yet been taken but said the Congress president Sonia Gandhi will soon take a view on the issue. The Uttarakhand Cabinet has cleared the state Lokayukta Bill, 2011. The bill brings in the posts of Chief Minister, all ministers, MLAs and government servants, including IAS officers within the ambit of the proposed Lokpal, with a provision of life imprisonment or more severe punishment. While the lower judiciary will be covered under the Lokayukta, judges of the Uttarakhand High Court will not be under the purview of the Lokayukta.

The new formula one world champion Sebastian Vettel of Red Bull today scorched his way to the pole position while five drivers have been imposed penalty for different breaches in the inaugural Indian Grand Prix qualifying session at Budh International Circuit in Greater Noida. This was Vettel's 28th pole of his career and 13th this season, putting him just one behind Nigel Mansell's single season record of 14 pole positions, set in 1992. Reports from Syria say there has been more heavy gun fire in the central city of Homs, as security forces continue efforts to crush an anti-government uprising. On Friday, Syrian activists said nearly 40 people were killed by government troops. Arab League Foreign Ministers have called on Syria's President Bashar al Assad to halt the killing of civilians. Their tough call came after heavy violence in Syria's two most troubled cities of Homs and Hama. Opposition supporters said government forces surrounded mosques in both cities using live fire to prevent protesters gathering after Friday prayers. Nine Thai soldiers have been detained in connection with deadly attack on two cargo ships in the Mekong River earlier this month.
