  • जापान के फुकुशिमा में सात दशमलव एक तीव्रता का भूकंप। त्सुनामी चेतावनी जारी।

 जापान में फुकुशिमा परमाणु बिजली संयंत्र क्षेत्र में भूकम्प आया है, जिसे रिक्टर पैमाने ७ दशमलव एक मापा गया। एनएचके टेलीविजन ने खबर दी है कि इस भूकम्प का केन्द्र फुकुशिमा प्रिफेक्चर में इवाकी के निकट परमाणु संयंत्र से १४ मील दक्षिण में था। प्रशांत महासागर के तट पर त्सुनामी की चेतावनी जारी की गई है। दो रिएक्टर बंद कर दिए गए हैं। तोक्यो में भूकम्प के बाद के झटके महसूस किए गए। फुकुशिमा परमाणु संयंत्र से लोगों को हटाने का काम शुरू हो गया है, क्योंकि वहां भारी नुकसान होने की आशंका है।

 असम में विधानसभा चुनाव के दूसरे और अंतिम चरण में आज ६४ निर्वाचन क्षेत्रों में सामान्य से तेज मतदान हो रहा है। अब से कुछ देर पहले ५० से ५५ प्रतिशत मतदान की खबर है। राज्य के मुख्य अतिरिक्त चुनाव अधिकारी मुकेश साहू ने हमारे गुवाहाटी संवाददाता को बताया कि रंगिया और मोरीगांव में दो मतदान केन्द्रों में छिटपुट घटनाओं को छोड़कर मतदान कुल मिलाकर  शांतिपूर्वक चल रहा है। आज सुबह सात बजे १२ हजार ५८९ मतदान केन्द्रों में कड़ी सुरक्षा के बीच मतदान शुरु हुआ, जो दिन में तीन बजे तक चलेगा। दूसरे चरण में करीब ९६ लाख मतदाता ४९६ उम्मीदवारों के चुनावी भाग्य का फैसला करेंगे।

कुछ छुटपुट घटनाओं को छोड़कर लगभग सभी निर्वाचन क्षेत्र में मतदान का कार्य कुल मिलाकर शांतिपूर्ण ढंग से जारी है। रोंगिया चुनाव क्षेत्र के उड्याना एलपीएस स्कूल मतदान केंद्र पर पुलिस और भीड़ के बीच झड़प की खबर है, जहां स्थिति नियंत्रण में लाने के लिए पुलिस को हवा में गोलियां चलानी पड़ी। उधर गवालपाड़ा क्षेत्र के जलेश्वर चुनाव क्षेत्र में दो राजनीतिक दलों के बीच हुई झड़प के बाद ही स्थिति नियंत्रण लाने के लिए पुलिस को गोली चलानी पड़ी। मोरी गांव चुनाव क्षेत्र से भी इसी तरह की घटना की खबर मिली है। दक्षिणी सालमारा चुनाव क्षेत्र में एक पीठापीन अधिकारी को मतदान में पक्षपात करने के आरोप में चुनाव अधिकारियों द्वारा हटा दिया गया है। उधर, हिंसा प्रभावित बोडोलैंड सीमांत परिषद के जिलों से शांतिपूर्ण और सुचारू मतदान की खबर है, जहां अलगांवादियों की धमकी के बावजूद मतदाता बड़ी संख्या में अपने मताधिकार का प्रयोग करने घरों से बाहर आए है। गुहावटी से रमणीकांत शर्मा के साथ दिल्ली से मैं रजतसेन गुप्ता।
 प्रमुख उम्मीदवारों में नौ मौजूदा मंत्री, दो पूर्व मुख्यमंत्री - प्रफुल्ल कुमार मोहंता और भूमिधर बर्मन तथा असम गण परिषद के अध्यक्ष चन्द्रमोहन पटवारी शामिल हैं। सत्तारूढ़ कांग्रेस ने सभी ६४ निर्वाचन क्षेत्रों में उम्मीदवार खड़े किए हैं।
 भाजपा ५८ और असम गण परिषद ५३ सीटों पर चुनाव लड़ रही है। ए आई यू डी एफ ने ५९ और बोड़ोलैंड पीपुल्स फ्रंट ने २६ उम्मीदवार खड़े किए हैं। ११० निर्दलीय उम्मीदवार भी चुनाव मैदान में हैं। स्वतंत्र और निष्पक्ष मतदान के लिए संवेदनशील इलाकों में केन्द्रीय अर्द्धसैनिक बलों के ६० हजार से अधिक जवान तैनात किए गए हैं। भूटान और बंगलादेश से लगती सीमा पर कड़ी चौकसी बरती जा रही है ताकि कोई असामाजिक तत्व राज्य में चोरी छिपे प्रवेश न कर सके।

 पश्चिम बंगाल में दक्षिणी दिनाजपुर जिले के बालुर घाट निर्वाचन क्षेत्र पर १९५२ से १९७७ तक कभी कांग्रेस और कभी आरएसपी का कब्ज+ा रहा, लेकिन १९७७ से इस सीट पर लगातार आरएसपी के विश्वनाथ चौधरी विजयी रहे हैं, जो राज्य मंत्रिमंडल में मंत्री है। हमारे संवाददाता ने खबर दी है कि इस बार श्री चौधरी का मुकाबला तृणमूल कांग्रेस के शंकर चक्रवर्ती से है।

पश्चिम बंगाल विधानसभा निर्वाचन के पहले चरण में ही बालुरघाअ में मतदान होंगे। १५१ गु्रप बनाए गए हैं, ताकि वोटदाता अपने मतदान का प्रयोग कर सके। कुल मिलाकर मतदाताओं की संख्या है एक लाख उन्चास हजार से भी कुछ ज्यादा, जिनमें से सडसठ हजार पांच सौ से कुछ अधिक हैं महिला वोटर। बालुरघाट से -- महंतों के साथ मैं सुदीप बेनर्जी, आकाशवाणी समाचार, कोलकाता।

 पुदुच्चेरी में विधानसभा चुनाव के लिए प्रचार अब से कुछ घंटों के बाद समाप्त हो रहा है। सभी राजनीतिक दल जोर शोर से प्रचार में जुटे हैं।

  तमिलनाडु में चुनाव प्रचार आज शाम समाप्त होने वाला है और अब वहां पार्टियों के झण्डे लिए साइकिलों और मोटरसाइकिलों की रैलियां नहीं दिखाई दे रही। उम्मीदवार उन्नत किस्म के वाहनों में अपने अपने चुनाव क्षेत्रों का दौरा करके मतदाताओं को रिझाने की कोशिश में लगे हैं। हमारे संवाददाता ने खबर दी है कि तमिलनाडु के चुनावों की अहमियत इसी बात से आंकी जा सकती है कि राजनीतिक पार्टियों ने इस बार राष्ट्रीय नेताओं और फिल्मी सितारों को भी प्रचार अभियान में उतारा। प्रधानमंत्री डॉ० मनमोहन सिंह, कांग्रेस नेता सोनिया गांधी और राहुल गांधी, वरिष्ठ वामपंथी नेता प्रकाश करात और ए० बी० बर्द्धन, भाजपा के लाल कृष्ण आडवाणी, सुषमा स्वराज और नरेन्द्र मोदी तथा बहुजन समाज पार्टी की अध्यक्ष मायावती ने चुनाव प्रचार में भाग लिया।

तमाम दूसरे मुदें के बीच यह सारी राजनीतिक लड़ाई एम करूणानिधि और जयललिता के बीच सीमट कर रह गई है। हालांकि इस दौरान भ्रष्टाचार, महंगाई बिजली कटौती जैसे मुद्दे छाए रहे। फिलहाल थका देने वाले चुनाव प्रचार के आज शाम खत्म होने पर राजनीतिक दलों के नेताओं को भी राहत मिली है। लेकिन १३ अप्रैल के मतदान के बाद भी यह रहस्य बरकरार रहेगा कि राज्य में सत्ता कौन संभालेंगा। संयज घोष के साथ संजय प्रताप सिंह, आकाशवाणी समाचार, चेन्नई।

 वरिष्ठ भाजपा नेता सुषमा स्वराज ने चुनाव आयोग से आग्रह किया है कि तमिलनाडु में मतदाताओं को पैसे बांटने पर रोक लगनी चाहिए क्योंकि राज्य में बुधवार को वोट डाले जाने हैं। चेन्नई में पत्रकारों से बातचीत में उन्होंने कहा कि राज्य के लोगों को अपनी सूझबूझ से वोट डालना चाहिए और राजनीतिक दलों के लुभावे में नहीं आना चाहिए। उन्होंने बताया कि प्रचार अभियान में मूल्य वृद्धि और भ्रष्टाचार प्रमुख मुद्दे रहे।

इस बीच चुनाव आयोग ने मतदाताओं को राजनीतिक दलों द्वारा नकदी और उपहार देने की घटनाओं को गम्भीरता से लिया है। मुख्य चुनाव अधिकारी प्रवीण कुमार ने कहा है कि अगर ऐसी घटनाएं जारी रही तो आयोग को मजबूरन उपयुक्त कार्रवाई करनी पड़ेगी।

  रक्षामंत्री ए० के० एन्टनी ने कहा है कि आदर्श हाउसिंग घोटाले की सीबीआई जांच में दोषी पाये जाने वालों के खिलाफ कड़ी कार्रवाई की जायेगी। तिरूअनन्तपुरम में चुनाव सम्बन्धी प्रैस सम्मेलन में श्री एन्टनी ने कहा कि यूपीए सरकार भ्रष्टाचार से निपटने के लिए कृतसंकल्प है। चुनाव प्रचार में सभी तरह के पारम्परिक और उच्च टैक्नोलोजी वाले तरीके अपनाये जा रहे हैं। हमारे संवाददाता ने खबर दी है कि चुनाव प्रचार के अंतिम घंटों में विभिन्न दलों के नेता और उम्मीदवार धुआदार चुनावी रैलियां कर रहे हैं।

मतदाताओं को रिझाने के लिए नुक्कड़ नाटक और अन्य परंपरागत संचार माध्यमों का सहारा भी लिया जा रहा है। हालांकि राज्य में परंपरागत रूप से वैचारिक प्रतिस्पर्धा वाले मतदाताओं के लिए कोई प्रचार का कोई खास मायने नहीं है। लेकिन आम मतदाता खासकर युवा और ग्रामीण वोटरों को लुभाने के लिए यूडीएफ और एलडीएफ हर मुमकिन उपाय कर रहे हैं। उधर भाजपा, बसपा और कई केंद्रीय - उम्मीदवार भी विधानसभा में अपनी उपस्थिति बनाने के लिए कोई कोर कसर  नहीं छोड़ रहे हैं। इस बीच चुनाव प्रचार के दौरान सभी दलों के -- ने चुनावी सभाएं की, क्योंकि विकास और भ्रष्टाचार मुख्य मुद्दा था। प्रदेश में १४ जिलों के १४० सीटों के लिए कुल ९७१ उम्मीदवार मैदानम है। रामकृष्ण पिल्लई के साथ राघवेश पांडे, आकाशवाणी समाचार, तिरूअनंतपुरम।

आन्ध्रप्रदेश में कड़प्पा संसदीय और पुलिवेंदुला विधानसभा निर्वाचन क्षेत्रों में अगले महीने की ८ तारीख को उपचुनाव होगा। आज जारी अधिसूचना के अनुसार इस महीने की १८ तारीख तक नामांकन-पत्र भरे जा सकेंगे। मतगणना १३ मई को होगी।

  प्रवर्तन निदेशालय ने टू जी स्पेक्ट्रम आवंटन मामले में सीबीआई के आरोपपत्र में नामित सभी व्यक्तियों के खिलाफ मनी लॉंडरिंग निरोधक कानून के तहत सम्मन जारी कर दिये हैं। सूत्रों के हवाले से हमारे संवाददाता ने खबर दी है कि जेल में बंद पूर्व दूरसंचार मंत्री ए० राजा, डी बी रियेलटी ग्रुप के पूर्व प्रबन्ध निदेशक और शाहिद बलवा तथा अन्य लोगों से पूछताछ की अनुमति के लिए भी  निदेशालय जल्दी ही दिल्ली की एक अदालत में अर्जी देगा। प्रवर्तन निदेशालय ने इन लोगों से अपने धन के स्रोतों, आय और सम्पत्तियों का ब्यौरा भी मांगा है।
 राजा और पूर्व दूरसंचार सचिव सिद्धार्थ बेहुरा समेत आठ अन्य लोगों तथा तीन दूरसंचार कम्पनियों को दो अप्रैल को टू जी स्पेक्ट्रम आवंटन मामले में दोषी पाया गया था। इस बारे में सी बी आई के पहले आरोपपत्र के अनुसार सरकारी खजाने को ३० हजार ९८४ करोड़ रूपये का नुकसान हुआ है।

 सरकार ने राष्ट्रीय स्पैक्ट्रम अधिनियम का मसौदा तैयार करने के लिए एक समिति बनायी है। आज नई दिल्ली में संवाद्दाताओं से बातचीत में दूरसंचार मंत्री कपिल सिब्बल ने कहा कि अवकाश प्राप्त न्यायाधीश शिवराज वी पाटील समिति के अध्यक्ष होंगे। श्री सिब्बल ने बताया कि समिति, स्पैक्ट्रम आवंटन की नियामक और वैधानिक शर्तों पर गौर करेगी और स्पैक्ट्रम के इस्तेमाल की नियमित रूप से बाहरी ऑडिट और समीक्षा की जाएगी। उन्होंने कहा कि नई दूरंसचार नीति को इस वर्ष के अंत तक अंतिम रूप दे दिया जाएगा।

  उच्चतम न्यायालय ने देशद्रोह और माओवादियों से सम्बन्धों के आरोप में उम्रकैद की सजा पाये मानवाधिकार कार्यकर्ता विनायक सेन की जमानत याचिका पर सुनवाई शुक्रवार तक के लिए स्थगित कर दी है। छत्तीसगढ़ सरकार द्वारा अपने वकील को समझाने के वास्ते और समय मांगे जाने के बाद न्यायालय ने यह व्यवस्था दी। ६१ वर्षीय विनायक सेन ने अपनी जमानत याचिका रद्द करने के छत्तीसगढ उच्च न्यायालय के १० फरवरी के आदेश को चुनौती दी थी।

 सरकार संसद के मानसून सत्र में लोकपाल विधेयक लाने के लिए कृतसंकल्प है। आज नई दिल्ली में संवाद्दाताओं से बातचीत में दूरसंचार मंत्री और विधेयक का मसौदा तैयार करने संबंधी संयुक्त समिति के सदस्य कपिल सिब्बल ने कहा कि केन्द्र सरकार कारगर विधेयक का मसौदा तैयार करने के लिए प्रबुद्ध समाज के सदस्यों के साथ मिलकर काम करेगी। मसौदा समिति के एक अन्य सदस्य केन्द्रीय मंत्री सलमान खुर्शीद ने कहा कि लोकपाल विधेयक संयुक्त समिति की कार्रवाई की वीडियोग्राफी करने के बारे में समिति खुद ही फैसला करेगी।
 सरकारी अधिसूचना के अनुसार पांच केन्द्रीय मंत्रियों और प्रबुद्ध समाज के इतने ही सदस्यों की ये समिति तीस जून तक विधेयक का मसौदा तैयार कर लेगी।
 इससे सम्बद्ध एक अन्य घटनाक्रम में रक्षामंत्री ए.के. एंटनी ने मीडिया की इन खबरों को निराधार बताते हुए खारिज किया कि लोकपाल विधेयक का मसौदा तैयार करने की समिति में उन्हें इसलिए शामिल नहीं किया गया है, क्योंकि अन्ना हजारे को आदर्श हाऊसिंग सोसायटी घोटाले के मद्देनज+र उनके नाम पर आपत्ति थी।

  उच्चतम न्यायालय ने आन्ध्रप्रदेश में पोलावरम बांध का निर्माण रोकने सम्बन्धी ओडीशा सरकार की याचिका अस्वीकार कर कर दी है। न्यायालय ने परियोजना का निरीक्षण करने के लिए केन्द्रीय जल आयोग के पूर्व सदस्य एम० गोपालकृष्णन को नियुक्त किया है, जो केन्द्रीय जल आयोग के साथ मिलकर यह काम करेंगे। न्यायमूर्ति मुकुन्दकम शर्मा और न्यायमूर्ति ए० आर० दवे की खण्डपीठ ने कहा कि उन्हें यह निरीक्षण रिपोर्ट उच्चतम न्यायालय में सुनवाई की अगली तारीख १९ जुलाई तक भेजनी होगी।
 आन्ध्रप्रदेश सरकार के अनुसार इस परियोजना से ३० लाख लोगों को पीने का पानी मिलेगा,   ९६० मेगावाट बिजली तैयार की जा सकेगी और उद्योगों में इस्तेमाल के लिए दो हजार, ३५० करोड़ घनफुट पानी मिलने लगेगा।

 आयकर विभाग ने आज मुम्बई में लीलावती अस्पताल परिसर में कथित वित्तीय अनियमित्ताओं के सिलसिले में छापे मारे। बान्द्रा स्थित इस जाने-माने अस्पताल के वित्त, खरीद, बायो-मेडिकल और फार्मा विभागों में आज सुबह ये छापे मारे गए। आयकर अधिकारियों ने कई दस्तावेज बरामद किए। अस्पताल के इन चारों विभागों के कम्प्यूटरों को सील कर दिया और उनके डाटा की जांच के लिए हार्ड डिस्क को अपने कब्जे में कर लिया। आज के ये छापे उच्चतम न्यायालय द्वारा केन्द्र सरकार और रिज+र्व बैंक सहित विभिन्न सरकारी एजेंसियों को नोटिस जारी किए जाने के करीब पांच दिन बाद मारे गए हैं। ये नोटिस न्यायालय ने, अस्पताल के ट्रस्टियों  द्वारा पैसे को कथित रूप से अवैध तरीके से नियमित करने सहित वित्तीय अनियमित्ताओं की जांच की मांग करने वाली एक याचिका पर जारी किए।

     बीमा नियामक और विकास प्राधिकरण इरदा ने कहा है कि जीवन बीमा कम्पनियों को पूंजी बाजार से धन उगाहने की अनुमति देने से संबंधित दिशा निर्देशों को इस महीने के अंत तक अंतिम रूप दे दिया जाएगा। प्राधिकरण के अध्यक्ष जे हरिनारायण ने आज नई दिल्ली में बीमा के बारे में फिक्की राष्ट्रीय सम्मेलन के अवसर पर संवाददाताओ को यह जानकारी दी।
 हमारे संवाददाता ने खबर दी है कि शेयर बाजार में बीमा कम्पनियों को सूचीबद्ध किए जाने की अनुमति देने के बारे में सेबी और इरदा के बीच करीब तीन वषोर्ं बातचीत चल रही है। मौजूदा सेबी कानून के तहत दस वर्ष तक कारोबार करने के बाद ही कम्पनियों को शेयर बाजार में प्रवेश की अनुमति दी जाती है। प्राधिकरण उन्हीं कम्पनियों को पब्लिक शेयर जारी करने की अनुमति दे सकती है जो कम से कम दस साल कारोबार कर चुकी होंगी और लगातार तीन वर्षों तक मुनाफे में रह चुकी होंगी।

  ब्राजील, रूस, भारत, चीन और दक्षिण अफ्रीका के समूह ब्रिक्स का शिखर सम्मेलन इस महीने की १४ तारीख को चीन के दक्षिणी प्रान्त हेनान के सान्या में होगा। इसकी अध्यक्षता चीन के राष्ट्रपति हू चिन्ताओ करेंगे और इसमें ब्राजील के राष्ट्रपति दिल्मा रूसेफ, रूस के राष्ट्रपति दमित्रि मेदवेदेव भारत के प्रधानमंत्री मनमोहन सिंह और दक्षिण अफ्रीका के राष्ट्रपति जैकब जुमा हिस्सा लेंगे।

 भारत ने पश्चिमी अफ्रीकी देश आइवरी कोस्ट की घटनाओं पर चिंता व्यक्त की है और कहा है कि वहां स्थिति दिन-ब-दिन बिगड़ रही है। भारत ने आशा व्यक्त की है कि आइवरी कोस्ट में आपस में लड़ रहे विरोधी गुटों के बीच कोई समझौता हो जाएगा। संयुक्त राष्ट्र में भारत के राजदूत हरदीप सिंह पुरी ने वाशिंगटन में कहा कि संयुक्त राष्ट्र सुरक्षा परिषद स्थिति पर नज+र रख रही है।

 विश्व बैंक की एक रिपोर्ट में कहा गया है कि केवल उच्च आर्थिक विकास दर से गरीबी और बेरोजगारी दूर नहीं हो सकती, जिसके कारण विवाद और हिंसा बढ़ रही है। विश्व बैंक की कल जारी विकास रिपोर्ट में कहा गया है कि राजनीतिक और आपराधिक हिंसा को समाप्त करने के लिए उच्च सकल घरेलू उत्पाद दर की बजाय नौकरियों, सुरक्षा और सभी को न्याय दिलाने पर जोर दिया जाना चाहिए।

 बम्बई शेयर बाजार के संवेदी सूचकांक में आज शुरुआती कारोबार में १४० अंकों की गिरावट आई। अब से कुछ देर पहले यह १७६ अंक गिरकर १९  हजार २७५ पर था। नेशनल स्टॉक एक्सचेंज का निफ्‌टी भी २७ अंकों की गिरावट के साथ खुला और अब से कुछ देर पहले ५१ अंक गिरकर ५ हजार ७९० पर था।
 अंतर बैंक विदेशी मुद्रा बाजार में रुपया आज सुबह डॉलर के मुकाबले नौ पैसे कमजोर हुआ। एक डॉलर की कीमत ४४ रुपये १६ पैसे बोलीे गई।

 इस वर्ष फरवरी में औद्योगिक विकास दर कम होकर तीन दशमलव छह प्रतिशत रही जो पिछले वर्ष १५ दशमलव एक प्रतिशत थी। ये कमी मुख्य रूप से विनिर्माण और खनन क्षेत्रों के खराब प्रदर्शन के कारण आई, लेकिन १७ में से १५ औद्योगिक ग्रुपों में फरवरी के दौरान अच्छी विकास दर रही। पूंजीगत वस्तुओं के क्षेत्र में इस दौरान १८ दशमलव ४ प्रतिशत वृद्धि हुई।

     गुजरात के नवसारी कृषि विश्वविद्यालय ने केले के रेशों से अच्छे किस्म के कागज बनाने की विधि का पता लगाया है। इस विधि से नोट तैयार करने के लिए ऐसा कागज बनाया जा सकता है जो सौ साल तक खराब नहीं होगा। विश्वविद्यालय के श्री बी एन कोलाम्बे ने कहा है कि केन्द्रीय कपास प्रौद्योगिकी अनुसंधान संस्थान में इसका परीक्षण किया जा चुका है।

     यूरोपीय संघ के देशों को पशुपालन, वाहनो, उद्योगों और कचरा उपचार संयंत्रों+ से हो रहे नाइट्रोजन प्रदूषण की रोकथाम पर प्रतिवर्ष  २८० अरब डॉलर  खर्च करने पड़ते है।  २०० विशेषज्ञों की अध्ययन रिपोर्ट में कहा गया है कि नाइट्रोजन क्रिया से वायु प्रदूषण और ईधनों से जलवायु प्रदूषण बढ़ता हैं जिससे आम लोगों का जीवन काल ६ महीने कम हो जाता है ।  रिपोर्ट मे यह भी कहा गया है कि पशुपालन, नाइट्रोजन  प्रदूषण के बड़े कारणो में से एक है। रिपोर्ट में पशुपालन के तौर-तरीकों में बदलाव लाने और वाहनों तथा उद्योग पर नियंत्रण रखने के सुझााव दिये गये हैं।

विश्व में गर्भावस्था और प्रसव के दौरान हर रोज एक हजार महिलाएं अपनी जान गांव देती है। भारत उन पांच देशों में से एक है। जहां मातृत्व मृत्यु दर सबसे ज्यादा है। एक वजह ये भी है कि अभी तक गांवों में परिवार घर पर ही प्रसव करना चाहते है। सरकार ने गांवों में एक हजार जनसंख्या के पीछे एक आशा की नियुक्ति की भी योजना बनाई जैसा कि प्रदेश की डेरीमच्छा गांव की एक आशा ने बताया कि उनका काम, ये देखना कि कहां गर्भवस्था में परेशानी आ सकती है प्रसव के बाद उनके स्वास्थ्य की जांच सुनिश्चित करना है।  सरकार द्वारा उठाए गए कदमों में मध्यप्रदेश, राजस्थान, बिहार और उड़ीसा समेत कुछ कुछ अन्य राज्यों में अस्पतालों और डॉक्टरों की निगरानी में प्रसव कराने की दर में काफी बढ़ोतरी हुई है।

In Assam, moderate to heavy polling is reported in the second and final phase of Assembly elections for 64 Assembly constituencies today. An estimated 50  to 55 per cent voters exercised their franchise when reports last came in. Additional Chief Electoral Officer of the State Mukesh Sahu told AIR Guwahati Correspondent that barring a few minor incidents in some voting centres at Rangiya, Morigaon and Jaleswar, polling was by and large peaceful. Polling began in 12,589 voting centres amidst tight security at 7.00 this morning and will end at 3 this afternoon.

Clashes between public and police have been reported in Udiana L.P.School voting centre in Rangiya constituency. Police had to resort to fire in the air to control an irate mob involved in damaging police vehicles. At Jaleswar constituency in Goalpara district, police had to open fire to control the situation when two political groups involved in clashes. Similar incident has also been reported in Morigaon constituency. Several persons reportedly injured in the incidents. In South Salmara constituency, one presiding officer had to be removed by the election authority following complaints of partiality. In the insurgency-hit Bodoland Territorial Council districts, the polling is reported to be going on smoothly and peacefully. In today’s polling, over 96 lakh voters in 14 lower and central Assam districts will decide the electoral fortune of 496 candidates, including 47 women. Political stalwarts whose electoral fortune will be sealed in EVMs include nine sitting Ministers, two former Chief Ministers- Prafulla Kumar Mahanta and Dr. Bhumidhar Barman besides the president of main opposition party the Asom Gana Parishad Chandra Mohan Patowary. The ruling Congress has put up candidates in all the 64 constituencies. BJP and Asom Gana Parishad are contesting 58 and 53 seats respectively. AIUDF and Bodoland Peoples Front have also fielded their candidates in 59 and 26 seats respectively. There are altogether 110 Independents in the fray.

In West Bengal, the Balurghat constituency in South Dinajpur district is comprised of the hilly block bordering Bangladesh with three Panchayat areas of Balurghat and one municipal area.  From 1952 to 1977,  this seat has gone sometimes to the Congress and sometime to the RSP but from 1977 it has been won by Vishwanath Choudhary of the RSP who is also a Minister in the state cabinet.  Our correspondent reports that Choudhary this time will lock horn with Shankar Chakraborty of the Trinamool Congress.
             
Balurghat goes to the polls in the first phase of the assembly election this time. 151 booths have been set up for the electorate to cast their franchise. The total number of voters is over one lakh 49 thousand and out of this little over 67 thousand 500 are female voters. In the last assembly elections the polling percentage was 88.16 per cent when Mr. Vishwanath Choudhary won that election by over eight thousand votes. But in the last Lok Sabha elections the defeated candidate had a lead of over three thousand votes in this assembly segment. In Tamil Nadu, the missing cycle and bike rallies with fluttering flags made a rare appearance today as curtains come down on campaigning this evening. Government has set up a committee for drafting a National Spectrum Act. Speaking to reporters in New Delhi, Telecom minister Kapil Sibal said the committee will be headed by retired Judge Shivraj V Patil. Mr. Sibal said the committee will look into the regulatory and statutory conditionalities in the spectrum allocation and there will be regular external audit and review of usage of spectrum. The minister said, the New Telecom Policy will be finalized by the year end.

The Supreme Court has refused Odisha Government's plea to stay Polavaram Dam construction by Andhra Pradesh.  It also appointed former Central Water Commission (CWC) member M Gopalakrishnan to inspect the project along with CWC and submit separate reports to it.        A bench of Justices Mukundakam Sharma and A R Dave said Gopalakrishnan would inspect the dam along with present CWC members and submit their reports to the apex court by July 19, the next date of hearing. The apex court also allowed technical experts from Odisha, Andhra Pradesh, Maharashtra, Karnataka and Chhattisgarh to be present at the site when the CWC team conducts the inspection. The bench's remark came in response to a plea by senior counsel Raju Ramachandran, appearing for Odisha, who insisted that the work should be stopped pending submission of the expert panel's report. The bench also said that the reports of Gopalakrishnan and the CWC would be considered by the court without prejudice to the suits filed by Odisha.  According to Andhra Pradesh government, the project will provide drinking water to three million people, produce 960 MW of power and give 23,500 million cubic feet of water for industrial use.

The President has called upon Public Sector Enterprises -PSEs to partner with agriculture sector so that farmer community can be made  stakeholders in rural development and prosperity. Mrs. Pratibha Devisingh Patil, was launching the public sector flag at a function in  New Delhi today. She said PSEs should come  up with a new viable model of engaging with farmer community taking into account local conditions to  create confidence  in them.
Mrs. Patil said that in a new global economic order of rising competition, there is need for higher standard of performance and continuous up gradation. Heavy Industries Minister, Praful Patel lauded the role of public sector in bringing social change and prosperity. He said that more operational freedom will be given to the PSE's so that they can work more efficiently. On this occasion SCOPE meritorious awards were given by the President to 17 public sector undertakings.

Prime Minister Dr. Manmohan Singh  is leaving on a five day visit to China and Kazakhistan tomorrow.  During his visit Dr. Manmohan Singh will participate in the BRICSs Summit and hold summit level talks with Kazhak President.  On the sidelines of the Summit, Dr. Singh will hold bilateral meeting with the Chinese President Hu Jiantao .  A host of issues are expected to come up during the talks.  Spokesman of the External Affairs Ministry said that the two countries had decided to discuss stapled visa issue, which figured during Chinese premier's visit to India last December. The Supreme Court today adjourned till Friday the bail plea of human rights activist Binayak Sen who has been sentenced to life imprisonment for sedition and links with Maoists. The ruling came after the Chhattisgarh government sought time to brief its lawyer. Sen, 61, had challenged the February 10 order of the Chhattisgarh High Court rejecting his bail plea. Sen is at present lodged in a jail in Chhattisgarh capital Raipur after he was sentenced by a trial court in December 24, 2010 for sedition and for his links with Maoist ideologue Narayan Sanyal and Kolkata-based businessman Piyush Guha. Both of them have also been awarded life terms.

Insurance sector regulator IRDA has  said, guidelines to allow life insurance companies to raise funds from the capital market will be finalized by the end of this month. IRDA Chairman J Harinarayan told this to reporters on the sidelines of FICCI National Conference on Insurance in New Delhi today. Our correspondent reports, discussions for allowing listing of insurance companies on the Bourses have been going on between capital market regulator SEBI and the Insurance Regulatory and Development Authority (IRDA) for nearly three years now. Under the current SEBI law, companies can get listed on the Bourses after they finish 10 years of operations. The IRDA is likely to allow public float by only those companies, which are in the business for at least 10 years and have a track record of three successive years of profit.

The income tax department today conducted searches at the premises of Lilavati Hospital in Mumbai in connection with the alleged financial irregularities on part of the hospital. Searches were carried out this morning in the finance, purchase, bio-medical and pharma departments of the well-known hospital, located in suburban Bandra. I-T officials have recovered various documents, sealed the computers installed in all four departments of hospitals and seized the hard disks to examine the information stored in them. Today’s raids by the I-T department come nearly five days after the Supreme Court issued notices to various government agencies including the Centre and RBI on a petition seeking investigation into alleged money laundering by the trustees of the hospital.

Extending it losses for the fifth consecutive session, the Sensex at the Bombay Stock Exchange opened 140 points lower, at 19,311, on continued selling by foreign funds and retail investors, amid subdued Asian Bourses. Later, after falling more than 180 points on disappointing industrial  output data for February, the Sensex recovered partially, to stand 152 points, or 0.8 percent in negative territory, at 19,299, in afternoon deals, a short while ago. The benchmark index has already lost 250 points in the last four trading sessions.  Other Asian markets in Japan, Hong Kong, South Korea, Singapore and Taiwan were down by between 0.2 percent and 0.6 percent, as investors continued to fret about high crude oil prices.

Industrial growth slowed to 3.6 per cent in February, 2011, compared to 15.1 per cent expansion last year.
The slowdown is mainly due to poor performance of manufacturing and mining sectors. However, overall 15 out of 17 industry groups achieved positive growth in the second month of 2011. The capital goods sector contracted by 18.4 per cent in the month under review. The sector had posted a robust growth of 46.7 per cent in February, 2010. Intermediate goods, mining growth and Electricity generation output also fell in February,2011 compared to last year.

Government is committed to introduce the Lokpal Bill in the Monsoon session of Parliament. Talking to reporters in New Delhi today, Telecom Minister and a member of the joint drafting committee on the bill, Kapil Sibal said that the Centre will work in tandem with the members of civil society to draft an effective bill. Another member , Union Minister Salman Khurshid has said decision to videograph the proceedings of the Joint Committee on Lokpal Bill as sought by Gandhian Anna Hazare has to taken by the drafting panel itself. He was responding to a question on the demand by Hazare to videograph and make public proceedings of the Committee to ensure transparency in the drafting process. He said the draft Lok Pal Bill was a high priority and it will be ready very soon. As per the Gazette Notification, the Committee -comprising five Union Ministers and as many civil society members - will finalize the draft latest by June 30. In a related incident, the Defence Minister Mr. A K Antony today rejected as baseless reports in a section of media that he had been excluded as government nominee from the panel for drafting Lok Pal bill as  anti-corruption crusader Anna Hazare had reservations over him in view of Adarsh Housing scam.

Enforcement Directorate(ED)  has issued summons under the Prevention of Money Laundering Act (PMLA) against all the persons named by the CBI in the charge sheet in the 2G spectrum allocation case. Our correspondent quoting  sources reports,  that ED will also move a Delhi court soon seeking permission to question jailed former telecom minister A Raja, former MD of DB Realty group Shahid Balwa and others. The ED has also asked these people to provide documents related to their funding, income and properties. On the 2nd of April Raja and eight others including former telecom secretary Siddharth Behura and three telecom companies were indicted in the 2G spectrum allocation scam in which the CBI filed its first charge sheet pegging the loss to the exchequer at  30,984 crore rupees. The companies named in the charge sheet filed in a Delhi court included Reliance Telecom, Unitech Wireless and Swan Telecom. A supplementary charge sheet is also to be filed later this month in the case that is being monitored by the Supreme Court.

The condition of Sathya Sai Baba, who is undergoing treatment for multi-organ dysfunction, continues to be stable. A medical bulletin issued at Puttaparthi said, there is a slow overall improvement in the functioning of all organs. Director of Satya Sai Institute of Higher Medical Sciences A N Safaya said, Sai Baba's liver is also showing improvement in functioning. He has been undergoing treatment for the last 15 days at the super-speciality hospital in Puttaparthi. Dr Safaya said, Baba  continues to be on ventilator and intermittent dialysis.

Nitrogen pollution from farms, vehicles, industry and waste treatment is costing the EU up to 280 billion dollars a year. A study by 200 European experts says,  reactive nitrogen contributes to air pollution, fuels climate change and is estimated to shorten the life of the average resident by six months. Today is the Safe motherhood Day . AIR correspondent says that implementation of Janani Surukhsha Yojana and appointment of ASHAS in villages has helped in promoting institutional deliveries with the objective to reduce maternal mortality rate.
More than 1000 women die every day in pregnancy or during child birth across the globe and India is among the top five countries that have the worst maternal mortality rate that is 450 in one lakh. One of the reasons is that many families in the villages still prefer deliveries at home It was in this scenario that Centre launched Janani surukhsha Yojana to promote institutional  deliveries and under which both cash incentive and antenatal care is provided . The government has also appointed one ASHA each for a population of 1000 in village . Their role is to assist ANM in early registration, identification of complicated pregnancies, providing at least three antenatal care, do post delivery visits; organizing appropriate referral and arrange for transport for pregnant mother in case needed.(BYTE SEEMA)The efforts have helped in increasing institutional deliveries substantively in Madhya Pradesh , Rajasthan , Bihar , Orissa and some other states. A 7.1 magnitude earthquake has rocked the Fukushima nuclear power plant area in Japan. The NHK Television reports that the epicenter of the quake was 14 miles south of the nuclear plant near Iwaki in Fukushima Prefecture. A Tsunami warning has been issued all along the Pacific Ocean.  Two reactors have been shut down.   The aftershocks of the quake felt across Tokyo.  The evacuation begins from Fukushima nuclear plant as major damage is expected. Earlier, Sirens wailed and people bowed their heads and wept along Japan's devastated northeast coast  today  as they marked a month since the tsunami that killed up to 25,000 people and unleashed a persistent nuclear crisis. With thousands of bodies yet to be found, a tsunami-flooded nuclear power plant still spewing radiation and more than 150,000 people living in shelters, there was little time for reflection on Japan's worst disaster since World War II.

विमलेन्दु इस समय मैं झालुबाड़ी के मतदान केंद्र संख्या २०५ के पास खड़ा हूं। लोग उत्साहित होकर वोट डाल रहे हैं। मतदान शुरू होने के पहले ही जब मैंने कई मतदान केंद्रों का दौरा किया तो देखा की लोगों की लंबी-लंबी कतारें पहले से ही लगी हुई थी। बुजुर्ग और महिला मतदाताओं की संख्या काफी है उन युवाओं में विशेष उत्साह देखा जा रहा है। जो पहली बार वोट डालने के लिए आये हैं, विमलेन्दु।
सुरक्षा के क्या इंतजाम किए गए हैं ?

 पश्चिम बंगाल में विधानसभा के पांचवे चरण के चुनाव की अधिसूचना आज जारी की जाएगी। इस चरण में पश्चिम मेदिनीपुर के कुछ क्षेत्रों, पुरूलिया, बाकुरा और बर्धमान जिलों की ३८ सीटों के लिए सात मई को वोट डाले जाएंगे। इस बीच चौथे चरण के लिए दाखिल ४८८ नामांकन पत्रों की आज जांच की जाएगी। हमारे संवाददाता ने बताया है कि पहले चरण के चुनाव का प्रचार तेजी पकड़ रहा है। इस चरण में १८ अपै्रल को ५४ सीटों के लिए वोट डाले जाएंगे।

 निर्वाचन आयोग ने तमिलनाडु में डी एम के नेता एम के स्टालिन को आल इंडिया अन्ना डी एम के प्रमुख जयललिता पर व्यक्तिगत आरोप से जुड़े चुनाव संहिता के उल्लंघन के मामले में नोटिस जारी किया है। आल इंडिया अन्ना डी एम के ने ८ अप्रैल को निर्वाचन आयोग में शिकायत दर्ज की थी जिसमें आरोप था कि स्टालिन ने जयललिता के खिलाफ कुछ व्यक्तिगत टिप्पणियां की हैं।
 इस बीच, चेन्नई में मुख्य निर्वाचन अधिकारी प्रवीन कुमार ने निर्वाचन क्षेत्र में उन वाहनों और व्यक्तियों की आवाजाही पर प्रतिबंध लगा दिया गया है जो चुनाव क्षेत्र से संबंधित नहीं है। प्रेस विज्ञप्ति में श्री कुमार ने कहा है कि आज शाम पांच बजे से १३ अप्रैल तक चुनाव पूर्व सर्वेक्षणों पर तथा १३ अप्रैल से १० मई तक मतदान के बाद होने वाले सर्वेक्षणों पर रोक लगी रहेगी।

 सरकार ने टेलीफोन टैपिंग प्रावधानों की प्रभावशाली निगरानी और इसके सार्वजनिक होने से रोकने के संबंध में सुझाव देने के लिए १५ सदस्यीय अंतरमंत्रालय समूह का गठन किया है। कैबिनेट सचिव के पत्र के अनुसार रक्षा, दूरसंचार, सूचना प्रौद्योगिकी, राजस्व, कार्मिक और विधि विभागों के सचिव इस दल के सदस्य होंगे। केन्द्रीय गृह सचिव इस दल के अध्यक्ष होंगे। अंतरमंत्रालय दल में इंटेलीजेंस ब्यूरो, सी.बी.आई., मादक पदार्थ नियंत्रण ब्यूरो, राष्ट्रीय जांच एजेंसी, राजस्व गुप्तचर निदेशालय और प्रवर्तन निदेशालय के प्रमुख तथा केंद्रीय प्रत्यक्ष कर बोर्ड के सदस्य और रक्षा मंत्रालय के सिग्नल इंटेलीजेंस विभाग के अतिरिक्त महानिदेशक भी शामिल होंगे। यह दल फोन टैपिंग के बारे में समान प्रक्रिया और नियम बनाने का सुझाव देगा।

 प्रवर्तन निदेशालय ने टू जी स्पेक्ट्रम आवंटन मामले में सीबीआई के आरोप पत्र में दर्ज सभी लोगों के खिलाफ काले धन की रोकथाम से संबंधित कानून के अंतर्गत सम्मन जारी किये हैं। एजेंसी ने सरकारी सूत्रों के हवाले से खबर दी है कि जेल में बंद पूर्व दूरसंचार मंत्री ए. राजा, डीबी रीयल्टी ग्रुप के प्रबंध निदेशक शाहिद बलवा और अन्य लोगों से पूछताछ के लिए निदेशालय जल्दी ही दिल्ली की एक अदालत से अनुरोध करेगा।

 उच्चतम न्यायालय टू जी स्पेक्ट्रम आवंटन मामले में पूर्वसंचार मंत्री ए. राजा तथा अन्य लोगों की सुनवाई के लिए आज विशेष सरकारी वकील नियुक्त करने का आदेश देगा। न्यायमूर्ति जी एस सिंघवी और न्यायमूर्ति ए.के. गांगुली की पीठ टू जी घोटाले में शामिल लोगों के खिलाफ कानूनी कार्रवाई के लिए रोजाना सुनवाई करने के बारे में भी आदेश देगी। केंद्र की अपत्तियों को दरकिनार करते हुए उच्चतम न्यायालय ने ८ अप्रैल को कहा था कि वह वरिष्ठ वकील यू.यू. ललित को विशेष सरकारी वकील नियुक्त करने के बारे में आदेश देगी। केंद्र सरकार ने अदालत से अनुरोध किया था कि उसे किसी और वकील का नाम तय करने के लिए एक हफ्ते का समय दिया जाए।
 उच्चतम न्यायालय नागरिक अधिकार कार्यकर्ता बिनायक सेन की जमानत अर्जी पर भी सुनवाई करेगा। बिनायक सेन को देशद्रोह और नक्सलियों से सम्पर्क रखने आरोप में आजीवन कारावास की सजा सुनाई गई है।

 Polling is progressing smoothly for the second and final phase of Assembly elections in Assam. Voting is taking place in 64 constituencies spread over 14 districts in Lower Assam in this phase. The polling, which started at 7 am, will continue till 3 pm. Elaborate security arrangements have been made to ensure free and fair poll. Over 60 thousand personnel of Central paramilitary forces have been deployed. More than 50 per cent of 12,589 polling booths have been identified as sensitive. Strict vigil is being maintained along the border with Bhutan and Bangladesh to check infiltration of anti-social elements.  Election observers have been appointed in every constituency to oversee the entire polling process. In addition to this, three thousand micro observers have been deputed at polling centres. 2,500 video cameras will record the entire polling process in vulnerable areas.  Now we go over live to our correspondent KK Lal in Jhalukbari Assembly constituency in Kamrup district.

 Sunil, this time I am standing at the booth number 212 in Jhalukbari assembly constituency. The weather is clear and there is bright sun shine . Polling started an hour before and people are exercising their right of franchise without fear. Before polling started I had visited several polling booths and found long queues of voters standing to vote. This time elderly and women electorates are seen greater in number.  (Sunil), “I am at present in a polling centre at the Raghunath Chaudhury High school at Birkuchi area in the largest Assembly segment of Dispur in the outskirts of the Guwahati city. People in large numbers are queuing up in front of this polling centre before the voting began at 7.00 this morning. Polling is going on peacefully under adequate security cover and comfortable sunny weather. People are showing ‘voter slips’ and
approved alternate documents for their identification at the polling stations .

 Campaigning for Assembly elections in Kerala, Tamil Nadu and Puducherry ends today. Single phase polling will be held in these states on Wednesday. In Kerala, political parties are making their last ditch efforts to woo the voters. Our correspondent has filed this report:
As few hours are left for the final effort for political parties, intense campaigning to woo each voter is underway. Of course, as in the past the main tussle is between Congress led UDF and CPIM led LDF. However, BJP in its earnest effort to open account in Kerala assembly has been equally strong in campaigning. Contrary to 2006 assembly poll, multiplicity of electronic media provided an altogether different manifestation to campaigning and political tussle in God's own country.  The Election Commisson has issued a notice to DMK leader M.K. Stalin for personally attacking AIADMK Chief Jayalalitha, for violation of model Code of Conduct.  The commission has asked Mr. Stalin to submit his response by this evening. AIADMK had on 8th April  filed a complaint with the Election Commission against Mr Stalin who had allegedly made some remarks  against Jayalalithaa. Meanwhile, the Chief Electoral Officer has passed restrictions on movement of vehicles and persons who do not belong to the constituency. A report from our correspondent:
  The Chief Electoral Officer Mr Praveen Kumar has passed restrictions on movement of vehicles and persons who do not belong to the constituency. In a press release, Mr Kumar has said that Opinion polls will be banned from five pm today till the 13th of april and the exit polls from the date of polling to 10th of May. He has also passed strict orders on the handling of evm by presiding officers to use the close button after polling is over.  In West Bengal, notification for the 5th phase of Assembly elections in the state has been issued.  38 constiuencies in West Midnapore, Purulia, Bankura and Burdhaman districts will go to polls on the 7th of next month in this phase. Our correspondent reports that campaigning for first phase of elections has gained momentum as few days are left for poll.  The first phase of polls will take place in 54 seats covering six north Bengal districts on the 18th of this month.
  Most of the prominent leaders of all major political parties are now touring North Bengal districts to woo voters.  The Trinamool Congress Chief Mamta Banerjee yesterday addressed a number of election rallies at different parts of Malda in North Bengal. The BJP leaders Mr. Vinay Katihar took part in the election campaign for his party nominees in the district.  The Chief Minister Mr. Budhadeb Bhattacharjee also joined election rallies at his own constituency where he asserted that if Left Front is voted to power the industry will be set up on much debated land in Singur.  The Government has set up a 15-member Inter Ministerial Group for recommending effective monitoring of provisions of telephone tapping and curtailing its leakage to the public at large. According to a Cabinet Secretary note, the group includes secretaries of Defence, DoT, IT, Revenue, Personnel and Legal Affairs as among the members. The Union Home Secretary will chair the group. The group will  draw up uniform processes and procedures including Standard Operating Procedures for usage of tapped phones and destruction of non-relevant information. The  Inter Ministerial Group will also draw up regulation and prevention of misuse of off-the-air interception using GSM and CDMA phones.

 The Supreme Court will pass an order today on the appointment of a special public prosecutor for holding the trial of former telecom minister A Raja and others in the 2G spectrum allocation case. A bench of justices G S Singhvi and A K Ganguly will also pass direction for holding the trial in the case on day-to-day basis without any adjournments to bring to justice all persons involved in the scam. High profile politicians, top corporate bigwigs, bureaucrats and telecom firms have come under scrutiny in the case. Brushing aside the Centre's objections, the apex court had on April 8 said, it would pass an order for the appointment of senior advocate U U Lalit as special public prosecutor. The Supreme Court will also hear the bail plea  of civil rights activist Binayak Sen, who has been sentenced to life imprisonment on charges of sedition and links with Naxalites today. A bench of justices H S Bedi and C K Prasad had on March 11th agreed to hear Sen's plea and had sought the response of the Chhattisgarh government within four weeks.

 South African President Jacob Zuma says Libyan leader Muammar Gaddafi has accepted the African Union's road map for a cease-fire with rebels.  Zuma and other African leaders travelled to Tripoli to meet Gaddafi yesterday and will be in the rebel stronghold of Benghazi today to meet leaders of the opposition.  The African Union's road map calls for an immediate cease-fire, opening channels of humanitarian aid and talks between the rebels and the government. Meanwhile, pro-Gaddafi troops shelled rebel positions in Ajdabiya for control of the gateway to the opposition stronghold of Benghazi. News Channel Al Jazeera  reported that the rebels have been outflanked by pro-Gaddafi forces.

A news item in The Times of India reveals that India is one of the few countries in the world that have not ratified a United Nations convention against corruption, even though it signed it 6 years ago.  The paper points out that acceding to the convention could make it easier for the government to bring back the billions of dollars stashed illegally abroad.
A fallout of what has been termed as "Radia Effect" is that the Centre has constituted a 15-member inter ministerial group to make phone tapping leakproof, writes The Tribune.
Hindustan Times has prominently reported the Securities and Exchange Board of India's request to the government to allow it to tap phones to monitor stock market investments and prevent manipulation of share prices.
