सरकार को उम्मीद है कि नागरिकों को समयबद्ध सेवाएं देने का विधेयक संसद के शीतकालीन सत्र में पास हो जाएगा। अधिवेशन इस महीने की २२ तारीख से शुरू हो रहा है। आकाशवाणी के साथ विशेष भेंटवार्ता में प्रधानमंत्री कार्यालय में राज्यमंत्री वी. नारायणसामी ने बताया कि निचले स्तर पर भ्रष्टाचार रोकने के लिए लाए जा रहे इस विधेयक का मसौदा आम जनता और सभी सम्बद्ध पक्षों की राय जानने के लिए सार्वजनिक कर दिया गया है।


देश की जनता को समयबद्ध रूप से सेवायें सुनिश्चित करने के लिए यह विधेयक तैयार किया गया है। देश की जनता भ्रष्टाचार से मुक्ति चाहती और अनेक समाजिक संगठन इस दिशा में काम कर रहें हैं। समाज के सभी वर्गों की चिंताओं और भावनाओं के अनुरूप यह विधेयक तैयार किया गया है।''

प्रस्तावित विधेयक में प्रावधान है कि किसी भी सरकारी कार्यालय को १५ दिन के भीतर नागरिकों की मांग का जवाब देना होगा, वरना संबंधित विभाग के खिलाफ कार्रवाई होगी।

यह विधेयक ज+मीन स्तर पर लागू किया जाएगा और आम आदमी को मिलने वाली सेवायें सुनिश्चित करेगा। हमारी सरकार आम आदमी की सरकार है, इसलिए लोगों को सेवाएं देने के लिए नागरिक चार्टर तैयार किया जा रहा है। ''
श्री सामी ने बताया कि भ्रष्टाचार से व्यापक रूप से निपटने के लिए पांच सूत्री रणनीति तैयार की गई है। उन्होंने बताया कि उच्च स्तर पर भ्रष्टाचार रोकने के लिए लोकपाल विधेयक भी संसद के आगामी सत्र में पेश किया जाएगा। इसके अलावा न्यायपालिका में भ्रष्टाचार से निपटने और चुनाव सुधारों पर भी विधेयक तैयार किए गए हैं।
तमिलनाडु मे कुडनकुलम परमाणु बिजली संयंत्र की सुरक्षा के बारे में श्री सामी ने लोगों को भरोसा दिलाया कि चिंता की कोई बात नहीं है।

तमिलनाडु में कुडनकुलम परमाणु संयंत्र से जुड़े सुरक्षा के मुद्दों पर केंद्र की १५ सदस्यों की समिति की आज तिरूनेलवेली में राज्य सरकार के छह सदस्यों की विशेषज्ञ समिति के साथ बैठक होगी। हमारी संवाददाता ने बताया है कि बैठक में कुडनकुलम परमाणु बिजली संयंत्र स्थापित करने में आ रही समस्या का समाधान ढूंढा जाएगा। एक रिपोर्ट

केन्द्र सरकार की समिति में विकिरण सुरक्षा केंसर तथा मछली पालन विभागों के विशेषज्ञ शामिल हैं। राज्य सरकार की विशेषज्ञ समिति का नेतृत्व तिरूनेलवेली के जिला कलैक्टर आर. सेल्वाराज कर रहें हैं। इस समिति में तूतीकोरिन के बिशप योनअम्बरोज+ और विरोधियों की अ ोर से पुष्पारायण शामिल हैं। इस बीच, पूर्व राष्ट्रपति डॉक्टर ए. पी. जे. अब्दुल कलाम ने संयंत्र स्थल का दौरा करने के बाद राज्य सरकार को अपनी रिपोर्ट दी है। उन्होंने कुडनकुलम में बुनियादी सुविधाओं के विकास के लिए दो सौ करोड़ रूपए की विशेष योजना शुरू करने की सिफारिश की है। ''

मणिपुर में इंफाल-दीमापुर और इंफाल-जिरीबाम राष्ट्रीय राजमार्गों पर अनिश्चितकालीन आर्थिक नाकेबंदी के कारण आवश्यक वस्तुओं की भारी किल्लत पैदा हो गई है। अलग जिले सदर हिल्स की मांग कर रही समिति ने ९३ दिन के बाद अपना आर्थिक नाकेबंदी आंदोलन १३ अक्टूबर को रोक दिया था, लेकिन यूनाइटेड नगा काउंसिल ने अपनी हड़ताल खत्म करने से मना कर दिया है और मणिपुर में नगाओं के लिए वैकल्पिक व्यवस्था की मांग की है। इस आर्थिक नाकेबंदी से आम लोगों को भारी परेशानियां हो+ रही है।

अमरीका ने कहा है कि भारत को सर्वाधिक वरीयता वाले देश का दर्जा देने के पाकिस्तान के फैसले से दोनों देशों के बीच व्यापार बढ़ाने और आपसी संबंध सुधारने में मदद मिलेगी। अमरीका के अंतर्राष्ट्रीय व्यापार के सहायक मंत्री फ्रेंसिस्को सान्चेज ने कल नई दिल्ली में भारतीय उद्योग परिसंघ के कार्यक्रम में यह बात कही।
भारत ने १९९६ में ही पाकिस्तान को सर्वाधिक वरीयता वाले देश का दर्जा दे दिया था, लेकिन पाकिस्तान अपने व्यापारिक संगठनों तथा मजहबी और कट्टरवादी राजनीतिक पार्टियों के विरोध के कारण भारत को यह दर्जा देने से परहेज करता रहा है।
सान्चेज ने कहा कि अमरीका और भारत के बीच स्वच्छ तकनीक के विकास में सहयोग के लिए सवा सौ करोड़ रूपए की लागत से संयुक्त विकास और अनुसंधान केंद्र बनाया गया है। श्री सान्चेज के नेतृत्व में स्वच्छ तकनीक से जुड़ी अमरीका की १५ प्रमुख कंपनियों के मुख्य कार्यकारी अधिकारियों का प्रतिनिधिमंडल इन दिनों भारत में है।
भारतीय उद्योगपतियों के साथ मुलाकात के अलावा श्री सान्चेज आज वाणिज्य सचिव राहुल खुल्लर के साथ भारत-अमरीका वाणिज्यिक वार्ता की संयुक्त रूप से अध्यक्षता करेंगे।

स्विट्जरलैंड ने संकेत दिया है कि वह भारत के साथ दोनों देशों के बीच दोहरे कराधान के समझौते के अंतर्गत स्विस बैंक में भारतीय नागरिकों के खातों की जानकारी देने में सहयोग के लिए तैयार है। भारत में स्विट्जरलैंड के राजदूत फिलिप वेल्टी ने कल नई दिल्ली में संवाददाताओं को यह जानकारी उस समय दी जब उनसे पूछा गया कि क्या स्विट्जरलैंड के अधिकारी जिनेवा के एचएसबीसी बैंक में जमा भारतीयों के कथित सात सौ बैंक खातों के बारे में और जानकारी देंगे । वेल्टी ने कहा कि दोनों देशों के बीच हुए समझौते के अनुसार समझौते में परिभाषित मामलों पर दोनों देशों को सूचना जारी करने का अधिकार है।

ईरान के राष्ट्रपति महमूद अहमदीनेजाद ने अपने देश पर किसी भी सैन्य हमले के खिलाफ चेतावनी दी है और कहा है कि ईरान का परमाणु कार्यक्रम केवल शांतिपूर्ण उद्देश्यों के लिए है। अहमदीनेजाद की यह टिप्पणी मिस्र के एक अखबार में छपी है। यह टिप्पणी इस्राइली राष्ट्रपति शिमोन पेरेज के उस वक्तव्य के बाद आई, जिसमें पेरेज ने कहा था कि जैसे-जैसे ईरान परमाणु हथियार विकसित करने के क़रीब पहुंच रहा है उसके खिलाफ सैन्य कार्रवाई की संभावना बढ़ती जा रही है। पेरेज ने बाद में इस्राइली दैनिक हेयोम के साथ बातचीत में कहा कि ईरान के मामले में कूटनीतिक विकल्पों की बजाय सैन्य हमले के विकल्प की संभावना ज्यादा है। ईरान के परमाणु कार्यक्रम पर अंतर्राष्ट्रीय परमाणु ऊर्जा एजेंसी की रिपोर्ट जारी होने का समय नजदीक आने के साथ ही दोनों देशों के बीच आरोप-प्रत्यारोप का सिलसिला बढ़ गया है। इस रिपोर्ट के आज जारी होने की संभावना है। पश्चिमी कूटनीतिज्ञों का कहना है कि रिपोर्ट में ईरान के कथित मिसाइल कार्यक्रम के बारे में कुछ जानकारी मिल सकती है। संयुक्त राष्ट्र के अनेक प्रतिबंधों के बावजूद ईरान ने अपनी यूरेनियम संवर्द्धन गतिविधियां रोकने से मना कर दिया है।

माइकल जैक्सन के डाक्टर कोनराड मरे को लासएंजिलिस की एक ज्यूूरी ने जैक्सन की गैर इरादतन हत्या का दोषी पाया है। सात पुरूषों और पांच महिलाओं की ज्यूरी ने दो दिन की चर्चा के बाद डाक्टर मरे को दोषी पाया। माइकल जैक्सन की मौत २५ जून २००९ को एक शक्तिशाली एनस्थीनिया--प्रोपोफोल अधिक मात्रा में दिये जाने के कारण हुई थी।
५८ वर्षीय डाक्टर मरे को इस मामले में चार साल की सजा हो सकती है और उनका डाक्टरी का लायसेंस छीना जा सकता है। डॉ. मरे को २९ नवम्बर को सजा सुनायी जायेगी।

२२वां लालबहादुर शास्त्री अंडर-२१ महिला हॉकी प्रतियोगिता आज से नई दिल्ली के मेजर ध्यानचंद नेशनल स्टेडियम में शुरू हो रही है। बारह नवंबर तक चलने वाली इस प्रतियोगिता में भारत, ऑस्ट्रेलिया, जर्मनी और न्यूजीलैंड की टीमें भाग ले रही है। आज प्रारंभिक मैचों में जर्मनी का सामना ऑस्ट्रेलिया से और भारत का न्यूजीलैंड से होगा। इस प्रतियोगिता में कुल आठ मैच खेले जाएंगे।

भारत ने अगले साल मार्च तक अंटार्कटिका में तीसरा स्थायी केंद्र शुरू करने की पूरी तैयारी कर ली है। इस केंद्र का नाम भारती होगा। भारत ने दक्षिण धु्रवीय क्षेत्र में २० साल पहले अपना पहला स्थायी अनुसंधान केंद्र खोला था। भारती का कामकाज शुरू होने के बाद भारत उन चुनिंदा देशों में शामिल हो जाएगा, जिनके अंटार्कटिका में एक से अधिक स्थायी केंद्र हैं।

The government is hopeful that the bill providing for time bound delivery of services to citizens will be passed in the winter session of Parliament. The session begins from the 22nd of this month. In an interview to AIR, the Minister of State in the Prime Minister’s Office V. Narayansamy said that the draft of the bill has been unveiled to get a response from all stakeholders to deal with corruption at the lower level.

"To ensure time bound delivery of services to the people of the country, this Bill has been envisaged. It's a very basic bill which is the main concern of the large sections of the society including NGOs, then the civil society and also the various organisations - that the grassroot level corruption is to be eliminated. Therefore the Bill has been brought."

The draft makes it mandatory for any authority to respond to the demands of citizens within 15 days or face action. Narayansamy said a five fold strategy has been prepared to deal with the menace of corruption comprehensively.

The minister said, the Lokpal bill dealing with corruption at the higher levels will be introduced in the coming session. Mr. Narayansamy hoped that the standing committee will submit its report on the bill early next month and it will be passed in Parliament. Apart from this, he said a bill has been prepared to deal with corruption in the judiciary.

In Tamil Nadu, a fifteen member committee constituted by the Centre on the Kudankulam nuclear power plant issue will meet the six member expert panel formed by the state government at Tirunelveli today. More from our correspondent:

"The central government’s panel includes experts from radiation safety, oncology and fisheries departments. The State Government’s expert committee led by Tirunelveli District collector R Selvaraj consists of Tuticorin Bishop Yvon Ambrose, Pushparayan from the protesters side. Meanwhile, former President Dr APJ Abdul Kalam after visiting the nuclear site had submitted a report to the state government. Allaying the fears of the locals, he had suggested a Rs 200 crore special development scheme called Koodankulam PURA. This includes better roads, multispeciality hospital, job opportunities for locals and subsidized loans. K. Devi Padmanabhan, AIR News, Tiruchirapalli."

In Kerala, four flights scheduled to land at the Cochin International Airport last night were diverted to other airports in the region following heavy thunder showers. The Sharjah-Kochi Air India Express and the Delhi-Kochi Air India flights were diverted to Thiruvananthapuram, while the Go Air Chennai-Kochi flight was diverted to Bangalore. The Kolkatta-Chennai-Kochi Jet Airways flight was diverted to Madurai. All the flights returned to the Cochin International Airport later.

Manipur is reeling under acute shortage of essential commodities following the indefinite economic blockade along the two life-lines- the Imphal-Dimapur and the Imphal-Jiribam National Highways. The Sadar Hills Districthood Demand Committee, SHDDC suspended its economic blockade after 93 days on the 31st of the last month. However, the United Naga Council refuses to call off its blockade demanding an alternative arrangement for the Nagas in Manipur. The blockade has caused immense hardship in the life of the common men. More from our correspondent:

"The economic blockade entered the 100th day today. However, there is no sign of lifting the blockade so far. Since the supply lines are choked, stock position of essential commodities including petroleum products in the main market Imphal is fast depleting. Petrol pumps have stopped selling petroleum products. It is now difficult to get petrol oil even at a cost of 200 rupees per litre in the black market. LPG cylinders are not available in the black market. In view of the sufferings of the common people the state government is making special arrangement to bring essential commodities by providing adequate security to the transporters. Iran’s President Mahmoud Ahmadinejad has warned against a military attack on Iran and insisted the Tehran’s atomic program was for peaceful purposes only. His remarks published in an Egyptian newspaper, have come barely a day after Israeli President Shimon Peres warned in a television interview that an attack on Iran is becoming more and more likely. Later on Shimon Peres was quoted as saying to Israel Hayom daily that the possibility of a military attack against Iran is now closer to being applied than the application of a diplomatic option. The war of words has gathered momentum in the wake of the release of International Atomic Energy Agency Report on Iran’s nuclear ambitions which is expected later today.

Michael Jackson's personal physician, Dr Conrad Murray, has been found guilty of involuntary manslaughter of the star by a jury in Los Angeles. A panel of seven men and five women took two days of deliberation to reach a verdict. Michael Jackson died on the 25 June 2009 from an overdose of the powerful anaesthetic propofol and Murray, 58, could now receive a maximum prison term of four years and lose his licence to practise medicine.

The United States has said that Pakistan's decision to grant the Most Favoured Nation - MFN status to India will help in enhancing trade and improving relations between the two countries. US Under Secretary for International Trade Francisco Sanchez said this at a CII event in New Delhi yesterday. India had granted Pakistan MFN status way back in 1996, but Islamabad had refrained from reciprocating due to opposition from some trade lobbies and religious and hardline political parties.

The US State Department says Assistant Secretary of State, Robert O. Blake, will lead the US delegation to the 2011 South Asian Association for Regional Cooperation - SAARC summit in the Maldives. The summit will be held on Thursday and Friday in Addu City. A statement issued yesterday said Blake's nearly week-long trip to the Maldives will include bilateral meetings with government officials from South Asia and fellow observer nations.

India is all set to commission the third permanent station, named as 'Bharti', in Antarctica by March next year. The first permanent research station in the South Polar region was set up by India twenty years ago. After 'Bharti' becomes operational, India will join the league of select nations that have multiple operation stations in the region. The National Centre for Antarctic and Ocean Research - NCAOR Director Rasik Ravindra stated that the new station is located almost 3,000 km away from the existing 'Maitri' station which has been serving the nation since its inception in 1988-89.

Switzerland has indicated it is ready to cooperate with India on sharing information related to Swiss bank accounts held by Indians within the framework of amended double taxation treaty between the two countries. The Swiss Ambassador to India Philippe Welti told reporters in New Delhi yesterday. He was responding to a query on whether Swiss authorities would provide information on 700 bank accounts allegedly held by Indians in the HSBC Bank, Geneva. The Ambassador said as per the treaty, both the governments are entitled to release data in cases defined in the treaty.

US lawmakers have lifted a hold on aid to the Palestinians which was suspended earlier this year in response to their bid for United Nations membership. Representative Ileana Ros-Lehtinen, head of the House Foreign Affairs Committee, says she will no longer block some 200 million dollars in aid used to fund the Palestinian police force and other development projects in the territories. In a letter sent to the US Foreign Aid Agency, Ros-Lehtinen said, the committee received assurances about the use of the funds and their importance to national security.

हरिद्वार में आज चंडीद्वीप इलाके में एक आश्रम में भगदड़ मच जाने से सोलह लोगों की मृत्यु हो गई और कई घायल हो गए।

कर्नाटक उच्च न्यायालय ने आज पूर्व मुख्यमंत्री बी. एस. येडियुरप्पा को भूमि अधिसूचना रद्द करने के मामले में जमानत दे दी है। उच्च न्यायालय के न्यायाधीश बी वी पिन्टो ने इस शर्त पर उन्हें जमानत दी है कि वे दस लाख रुपये का बांड, दो मुचलके और यह गारंटी देंगे कि मामले से संबंधित किसी सबूत के साथ कोई छेड़छाड़ नहीं करेंगे। लोकायुक्त की विशेष अदालत ने श्री येडियुरप्पा के खिलाफ दर्ज पांच शिकायतों में से दो में उनकी जमानत याचिका रद्द किये जाने के बाद उन्हें न्यायिक हिरासत में भेज दिया था। इन दोनों मामलों में उच्च न्यायालय से जमानत मिलने के बाद १५ अक्टूबर से न्यायिक हिरासत में रह रहे श्री येडियुरप्पा के रिहा होने का रास्ता साफ हो गया है।
श्री येडियुरप्पा, उनके पुत्रों और दामाद पर आरोप है कि उन्होंने अपने फायदे के लिए बंगलौर विकास प्राधिकरण की भूमि अधिसूचना रद्द की। उच्च न्यायालय आज उनकी अग्रिम जमानत याचिका पर भी सुनवाई कर रहा है। यह अग्रिम जमानत उन तीन शिकायतों से संबंधित है, जिन पर लोकायुक्त की विशेष अदालत में अभी विचार होना है।

केरल उच्च न्यायालय की खंडपीठ ने आज मार्क्सवादी कम्युनिस्ट पार्टी के नेता एम० वी० जयराजन को अदालत की अवमानना के एक मामले में छह महीने की कैद की सजा सुनाई। न्यायमूर्ति वी० राम कुमार और न्यायमूर्ति पी० क्यू० बरकत अली की खंडपीठ ने जयराजन पर दो हजार रूपये का जुर्माना भी लगाया। न्यायालय ने राज्य में नुक्कड़ सभाओं पर प्रतिबंध लगाने के उच्च न्यायालय के एक आदेश के सिलसिले में न्यायाधीशों ेके बारे में आपत्तिजनक टिप्पणियां करने के कारण जयराजन के खिलाफ कोर्ट की अवमानना की कार्रवाई शुरू की थी। न्यायालय का फैसला सुनाये जाने के तुरन्त बाद पुलिस ने जयराजन को हिरासत में ले लिया।

केरल उच्च न्यायालय में आज सवेरे चार अतिरिक्त न्यायाधीशों को शपथ दिलायी गई। इनमें न्यायमूर्ति वी.चितम्बरेश, न्यायमूर्ति ए.एम.शफीक, न्यायमूर्ति के.हरीलाल और न्यायमूर्ति के विनोद चन्द्रन शामिल हैं। केरल उच्च न्यायालय के कार्यवाहक मुख्य न्यायाधीश न्यायमूर्ति सी.एन.रामचन्द्रन नैयर ने नए न्यायाधीशों को शपथ दिलायी। इन चारों न्यायाधीशों के पदभार संभालने के साथ ही केरल उच्च न्यायालय में न्यायाधीशों की संख्या ३१ हो गई है। न्यायमूर्ति श्रीमती मंजुला चेल्लुर को कर्नाटक उच्च न्यायालय से केरल उच्च न्यायालय में स्थानांतरित किया गया है। वे कल पदभार संभालेंगी।

तमिलनाडु में कुडनकुलम परमाणु बिजली घर के मुद्दे के समाधान के लिए गठित केन्द्रीय समिति ने आज तिरूनलवेली में तमिलनाडु सरकार के विशेषज्ञ दल से मुलाकात की। हमारे संवाददाता ने खबर दी है कि इस बैठक से कुडनकुलम परमाणु बिजली घर की सुरक्षा को लेकर उठा विवाद हल होने की उम्मीद है। केन्द्रीय समिति की अध्यक्षता नूरूल इस्लाम विश्वविद्यालय के कुलपति डॉक्टर ए ई मुत्तुनायगम कर रहे हैं और इसमें अन्य लोगों के अलावा भाभा परमाणु अनुसंधान केन्द्र के निदेशक एस के मैथ्यू और परमाणु कचरा प्रबंधन गुट के अवकाश प्राप्त निदेशक के बालू शामिल हैं। राज्य सरकार के विशेषज्ञ समिति के अध्यक्ष तिरूनलवेली के जिलाधीश आर सेल्वाराज हैं। केन्द्रीय समिति ने राज्य के दल को परमाणु संयंत्र के सुरक्षा पहलुओं के बारे मे समझाया।

केन्द्रीय जहाजरानी मंत्री जी० के० वासन ने आज गुजरात के कांडला बन्दरगाह पर तीन जेट्टी के निर्माण की छह सौ करोड़ रूपये की परियोजना की आधारशिला रखी। हमारे संवाददाता ने खबर दी है कि तीन नई जेट्टी बन जाने के बाद कांडला बन्दरगाह में माल की आवाजाहीं और बढ़ जाएगी।

सरकार, जल्दी ही ऋण गारन्टी कोष शुरू करेगी। इससे कम आय वर्ग के लोगों को आवास ऋण प्राप्त करने में सहायता मिलेगी। एक सरकारी प्रैस विज्ञप्ति के अनुसार यह कोष राजीव आवास योजना के तहत बनाया जायेगा। इसका इस्तेमाल आर्थिक रूप से कमजोर वर्गों और समाज के कम आय वर्ग के लोगों को छोटे आवास ऋण दिलवाने में ऋण संस्थाओं के लिए गारन्टी के रूप में किया जायेगा। विज्ञप्ति में कहा गया है कि सरकार जमीन जायदाद क्षेत्र का कामकाज सुधारने और इसमें पारदर्शिता लाने के लिए एक नियामक व्यवस्था कायम करने के उद्देश्य से एक विधेयक लाने पर विचार कर रही है। लोगों को सस्ते मकान उपलब्ध कराने के लिए आवास और शहरी गरीबी उन्मूलन मंत्रालय इस काम में निजी क्षेत्र को शामिल करने के प्रयास भी कर रहा है। मंत्रालय, इसके अलावा आवास क्षेत्र में मंजूरी की प्रक्रिया को सुचारू बनाने, सार्वजनिक और निजी क्षेत्र की भागीदारी और नई निर्माण तकनीकों के इस्तेमाल को बढ़ावा देने जैसे मुद्दों पर भी विशेष ध्यान दे रहा है।

राष्ट्रीय ताप बिजली निगम-एन टी पी सी अगले दो-तीन महीनों में प्रतिवर्ष दो करोड़ टन तक आयातित कोयले की आपूर्ति के लिए निविदा आमंत्रित करने की सोच रहा है। नई दिल्ली में आज एक सम्मेलन के दौरान संवाददाताओं से बातचीत में एन टी पी सी के मुख्य प्रबन्ध निदेशक अरूप राय चौधरी ने कहा कि अगले १५ से २० वर्षों की अवधि के लिए आयातित कोयले की आपूर्ति के लिए निविदा मंगवाई जाएगी। कोयले की मात्रा प्रतिवर्ष दो करोड़ टन तक हो सकती है। अगले दो से तीन महीनों के बीच यह बोलियां आमंत्रित की जायेंगी।
हाल में विभिन्न कारणों से कोयले की भारी कमी हो गई थी जिससे एन टी पी सी के बिजलीघरों में बिजली उत्पादन पर असर पड़ा था। श्री रायचौधरी ने कहा कि कोयले का आयात इस समस्या का समाधान नहीं है क्योंकि वह बहुत महंगा पड़ता है। उन्होंने कहा कि देश में कोयले का उत्पादन बढ़ाने की जरूरत है।

प्रधानमंत्री ने उत्तरप्रदेश के गोरखपुर में जापानी इनसेफेलाइटिस बुखार से निपटने के तरीके सुझाने के लिए मंत्रियों का समूह गठित किया। आज नई दिल्ली में भारतीय चिकित्सा अनुसंधान परिषद के पुरस्कार वितरण समारोह के बाद, संवाददाताओं से बातचीत में स्वास्थ्य मंत्री गुलाम नबी आजाद ने यह जानकारी दी। उन्होंने कहा कि प्रधानमंत्री को लिखे एक पत्र में उन्होंने इस बीमारी से प्रभावित बच्चों के पुनर्वास का मुद्दा उठाया है।
मैंने प्रधानमंत्री जी को एक पत्र लिखा था कि इसमें खाली राज्य सरकार और स्वास्थ्य मंत्रालय के बस का काम नहीं है। क्योंकि ये वाटर ब्राउन डिजीज है, पानी में जो मिलावट है उससे फैलती है तो उसमें स्टेट गवर्मेंट, हेल्थ मिनिस्ट्री और वाटर रिसोर्स मिनिस्ट्री, ड्रिंकिंग वाटर मिनिस्ट्री, सोशल वेलफेयर मिनिस्ट्री, जो विकलांग हो गए हैं उनकी री-हैबिलीटेशन की बात आएगी। चाइल्ड, वूमेन इन चाइल्ड डिपार्टमेंट की मिनिस्ट्री इनका होना बहुत जरूरी है तो प्रधानमंत्री जी ने वो ग्रुप ऑफ मिनिस्टर्स की मीटिंग कॉन्सटीच्यूट की है तो मैं अपने दूसरे साथियों की एवेलेबलिटी देखूंगा जो इसमें मंत्री है तो इस हफ्‌ते के अंदर-अंदर हम उसकी मीटिंग करेंगे।
इससे पहले भारतीय चिकित्सा अनुसंधान परिषद की उपलब्धियों की सराहना करते हुए स्वास्थ्य मंत्री ने कहा कि इस परिषद के तहत आने वाले अनुसंधान संस्थानों ने देश में एच-१ एन-१ वायरस की जांच किट और वैक्सीन विकसित करके सराहनीय कार्य किया है।
संचार और सूचना टैक्नोलोजी मंत्री कपिल सिब्बल ने इस अवसर पर भारतीय चिकित्सा अनुसंधान परिषद के सौ वर्ष पूरे होने के उपलक्ष्य में विशेष डाक टिकट जारी करते हुए कहा कि उनका मंत्रालय चिकित्सा के क्षेत्र में हर तरह की तकनीकी सहायता उपलब्ध करायेगा।

सरकार, उपभोक्ताओं की शिकायतों को दूर करने के लिए करीब पांच लाख शिकायत निवारण अधिकारी नियुक्त करेगी ताकि निचले स्तरों पर भ्रष्टाचार का सफाया किया जा सके। नागरिक शिकायत निवारण अधिकार विधेयक के मसौदे में इसकी व्यवस्था है। कल रात आकाशवाणी के पब्लिक स्पीक कार्यक्रम में प्रधानमंत्री कार्यालय में राज्यमंत्री वी० नारायणसामी ने कहा कि इन अधिकारियों को उपभोक्ताओं की शिकायतें दर्ज करने के लिए उपयुक्त प्रशिक्षण दिया जायेगा। विधेयक के मसौदे के अनुसार उपभोक्ताओं की शिकायतों को १५ दिन के अन्दर दूर करना होगा। श्री नारायणसामी ने बताया कि अगर शिकायत निवारण अधिकारी, उपभोक्ताओं की शिकायतों को १५ दिन के अन्दर हल नहीं कर सके तो उपभोक्ता उच्च अधिकारियों के पास जा सकते हैं। इसके बाद एक महीने के अन्दर इन शिकायतों का हल निकालना होगा। विधेयक के मसौदे में उन अधिकारियों पर जुर्माना लगाने की व्यवस्था भी है, जो निर्धारित समय के अन्दर शिकायतें दूर नहीं करेंगे। श्री नारायणसामी ने बताया कि शिकायतें दर्ज करने की प्रक्रिया को सरल बनाने के लिए ऑनलाइन या एस एम एस के जरिेये शिकायतें दर्ज करने की व्यवस्था पर भी विचार किया जा रहा है। सरकार ने नागरिक शिकायत निवारण अधिकार विधेयक के मसौदे पर आम लोगों से सुझाव मांगे हैं। श्री नारायणसामी ने कहा कि उन्हें उम्मीद है कि संसद के शीतकालीन सत्र में यह विधेयक पास हो जायेगा।

मणिपुर में राज्य सरकार राष्ट्रीय राजमार्गों पर आर्थिक नाकेबन्दी जबरन हटवाने की तैयारी कर रही है। आज इस नाकेबन्दी का सौवां दिन है और राज्य में आवश्यक वस्तुओं की भारी किल्लत हो रही है। मणिपुर जाने वाले दो प्रमुख मार्गों इम्फाल-दीमापुर और इम्फाल-जिरीबाम राष्ट्रीय राजमार्गों पर अनिश्चितकाल की आर्थिक नाकेबन्दी की जा रही है। राज्य के लोगों के सामने आ रही परेशानियों को देखते हुए मुख्यमंत्री ओकराम इबोबी सिंह ने सभी आन्दोलनकारी गुटों से फिर अपील की है कि वे राज्य के राष्ट्रीय राजमार्गों पर किसी तरह की और गड़बड़ी पैदा न करें। उन्होंने इन गुटों को चेतावनी दी है कि सरकार की सहनशक्ति की सीमा पहले ही समाप्त हो गई है।

झारखंड के लातेहार जिले में आज तड़के कोन गांव में सुरक्षा बलों के अस्थाई शिविर पर माओवादियों के हमले में तीन पुलिसकर्मी घायल हो गये। माओवादियों ने आधी रात के बाद शिविर पर धावा बोला और मुठभेड़ सुबह चार बजे तक चलती रही। पुलिस अधीक्षक डी०बी० शर्मा ने हमारे संवाददाता को बताया कि समझा जाता है कि मुठभेड़ में कुछ माओवादियों को भी गोलियां लगी हैं। उन्होंने कहा कि दोनों तरफ से एक हजार से अधिक गोलियां दागी गईं।

उत्तर प्रदेश सरकार ने मौजूदा पिराई मौसम में गन्ने के न्यूनतम समर्थन मूल्य में ४० रूपये प्रति क्विंटल की वृद्धि करके इसे २५० रुपये प्रति क्विंटल कर दिया है। मुख्यमंत्री मायावती ने आज लखनऊ में संवाददाताओं को बताया कि अब राज्य में गन्ने की विभिन्न किस्मों का समर्थन मूल्य २३५ रुपये, २४० रुपये और २५० रुपये प्रति क्विंटल होगा। उन्होंने कहा कि इस फैसले से राज्य के ४० लाख से अधिक गन्ना किसानों को लाभ होगा।
पिछले पिराई मौसम में सरकार ने गन्ने का न्यूनतम समर्थन मूल्य २०५ से २१० रुपये प्रति क्ेिवंटल तय किया था। सुश्री मायावती ने कहा कि चीनी मिलों को निर्देश दिया है कि वे अगले तीन दिनों के अन्दर पिराई का काम शुरू कर दें।

पर्यटन मंत्रालय ने बारहवीं पंचवर्षीय योजना के दौरान रोजगार के दो करोड़ से अधिक अवसर पैदा करने का लक्ष्य तय किया है। पर्यटन मंत्री सुबोधकांत सहाय ने एक सम्मेलन में कहा कि सरकार पर्यटन को गरीबी हटाने का एक बड़ा जरिया बनाना चाहती है। उन्होंने कहा कि उनका मंत्रालय कम-कुशल और अर्ध-कुशल कामगारों के लिए रोजगार के अवसर जुटाने की कोशिश कर रहा है। हमारे संवाददाता ने खबर दी है कि प्रधानमंत्री डॉक्टर मनमोहन सिंह ने पर्यटन क्षेत्र पर असर डालने वाले मुद्दों की समीक्षा के लिए अन्तर मंत्रालय समन्वय समिति बनायी है। सचिव स्तरीय इस समिति की अध्यक्षता प्रधानमंत्री के प्रधान सचिव करेंगे और इसमें गृह, नागर विमानन, विदेश और शहरी विकास मंत्रालयों तथा योजना आयोग के प्रतिनिधि शामिल होंगे। यह समिति पर्यटन क्षेत्र के विकास के लिए प्रक्रियाओं को चुस्त करेगी।
विश्व भर में पर्यटन उद्योग रोजगार के सबसे अधिक अवसर उपलब्ध कराने वाला एक प्रमुख क्षेत्र है। भारत में यात्रा और पर्यटन क्षेत्र में हर दस लाख रुपये के निवेश सेरोजगार के ७८ अवसर पैदा होते हैं, जबकि विनिर्माण क्षेत्र में प्रति दस लाख रुपये के निवेश पर केवल ४५ नौकरियां मिलती हैं।

प्रधानमंत्री डॉक्टर मनमोहन सिंह दक्षिण एशियाई क्षेत्रीय सहयोग संगठन सार्क के १७वें शिखर सम्मेलन में भाग लेने के लिए कल मालदीव रवाना होंगे। हमारे संवाददाता ने खबर दी है कि दो दिन की यह शिखर बैठक इस महीने की १० तारीख को अद्दु द्वीप में शुरू होगी। इसमें सार्क के आठ सदस्य देशों के बीच क्षेत्रीय सहयोग बढ़ाने पर विशेष रूप से चर्चा होगी।

ईरान के परमाणु ऊर्जा कार्यक्रम के बारे में अंतर्राष्ट्रीय परमाणु ऊर्जा एजेंसी की रिपोर्ट आज जारी होने की संभावना है। हमारे पश्चिम एशिया संवाददाता ने खबर दी है कि ताजा दस्तावेज+ खुफिया एजेंसी की रिपोर्ट है जिससे बम बनाने और उसे लक्ष्य तक पहुंचाने के लिए मिसाइल विकसित करने के ईरान के कथित प्रयासों के बारे में पता लग सकता है।
इससे पहले एजेंसी की रिपोर्ट में यूरेनियम और प्लूटोनियम तैयार करने की ईरान की कोशिशों का जिक्र था। जिसका उपयोग बिजली पैदा करने या परमाणु बम बनाने में हो सकता है। खबर है कि रूस और चीन ने अंतर्राष्ट्रीय परमाणु ऊर्जा एजेंसी के प्रमुख यूकिया अमानो से राजनयिक विरोध जाहिर किया है कि वे रिपोर्ट का ब्योरा आम न करें।
रिपोर्ट आने से पहले ईरान और इस्राइल के बीच बयानबाजी जारी है। ईरान के राष्ट्रपति महमूद अहमदीनिजाद ने मिस्र के एक अखबार से बातचीत में ईरान पर किसी सैन्य हमले के खिलाफ चेतावनी दी है।
उनका कहना है कि ईरान का परमाणु कार्यक्रम केवल शांतिपूर्ण उद्देश्यों के लिए है। दूसरी तरफ इस्राइल के एक अखबार के साथ बातचीत में वहां के राष्ट्रपति शिमोन पेरेज+ ने कहा है कि ईरान के साथ अब राजनयिक बातचीत के बजाय सैनिक हमले की संभावना अधिक है। ईरान के विदेश मंत्री अली अकबर सालेही ने कहा है कि परमाणु एजेंसी की रिपोर्ट की जो भी बातें सामने आईं हैं, उनसे लगता है कि वे राजनीति से प्रेरित हैं और सच नहीं हैं। उन्होंने यह भी आरोप लगाया कि अंतर्राष्ट्रीय परमाणु ऊर्जा एजेंसी विदेशी ताकतों के दबाव में काम कर रही है।

और अब एक खबर स्वास्थ्य जगत से- शहरों में रहने वाले प्रत्येक पांच वयस्क भारतीयों में से एक मधुमेह और उच्च रक्तचाप से पीड़ित है। देश के सबसे बड़े क्लीनिक-आधारित सर्वेक्षण से यह आंकड़े सामने आये हैं। भारत की दो सबसे बड़ी बीमारियों के इस सर्वेक्षण एस आई टी ई-साइट की रिपोर्ट कल मुंबई में जारी की गई। रिपोर्ट में कहा गया है कि अकेले महाराष्ट्र में हर तीन लोगों में से एक मधुमेह और उच्च रक्तचाप से पीड़ित है। पूरे देश में भी स्थिति गंभीर है। चिकित्सा विशेषज्ञों ने इन दोनों बीमारियों से पीड़ित लोगों की संख्या पर गहरा आश्चर्य व्यक्त किया है। उनका यह भी कहना है कि आंकड़ों से पता चलता है कि मधुमेह और उच्च रक्तचाप कितने अधिक अनियंत्रित हो चुके हैं। विशेषज्ञों ने इसके लिए मोटापे, मांसाहार और व्यायाम की कमी को जिम्मेदार बताया है।

दादासाहेब फाल्के पुरस्कार और पदम भूषण से सम्मानित, प्रख्यात गायक और संगीतकार भूपेन हजारिका का अंतिम संस्कार गुवाहाटी विश्वविद्यालय परिसर में झालुकाबाड़ी में पूरे राजकीय सम्मान के साथ कल किया जाएगा। ८६ वर्षीय श्री हजारिका का शनिवार को मुम्बई के कोकिलाबेन धीरूभाई अम्बानी मैमोरियल अस्पताल में देहांत हो गया था। हमारे गुवाहाटी संवाददाता ने खबर दी है कि जनता के लाडले इस कलाकार के अंतिम दर्शनों के लिए पूरा गुवाहाटी शहर उमड़ पड़ा है।

In Haridwar, sixteen persons were killed and several others injured when a stampede broke out at an ashram in Chandidweep area. Officials said, the stampede broke out when a large number of followers tried to enter the gate of the Shantikunj Ashram to take part in a 'yagya' as part of the centenary celebrations of the ashram founder Pandit Shreeram Sharma.

Principle Secretary, Home, Utpal Kumar Singh most of the people being old were suffocated and due to smoke emanating from Yagnas. The District Magistrate and District Police Chief have rushed to the spot to take stock of the situation.

Former Karnataka Chief Minister B S Yeddyurappa was granted bail by the High court today in the land denotification case. High Court Judge B V Pinto allowed bail today on the condition that Yeddyurappa should furnish a bond of 10 lakh rupees, two sureties and an undertaking that he will not tamper with any evidence related to the case. Yeddyurappa was sent to Judicial custody after the Lokayuktha Special court, rejected his bail plea in two of the five complaints against him. The High Court has now granted bail in both the cases enabling the release of Yeddyurappa who is under Judicial custody since October 15.

Yeddyurappa, his sons and Son-in-law are facing charges that Bangalore Development Authority land was denotified to benefit them. The High Court is also hearing a plea for Anticipatory bail today. The Anticipatory bail is sought in the remaining three complaints which are yet to appear before the Lokayuktha Special court.

A Division Bench of the Kerala High Court today sentenced CPI(M) leader M V Jayarajan to six months imprisonment in connection with a contempt of court case against him. The Division Bench comprising Justice V Ramkumar and Justice PQ Barkat Ali also imposed a fine of two thousand rupees on him. The court had suo moto initiated contempt of court proceedings against the CPI-M leader for making derogatory remarks against the judges in connection with a High Court order banning road side public meetings across the state. Jayarajan was taken into custody by the police, shortly after the judgement was pronounced.

In Jharkhand, three policemen were injured when Maoists attacked their make-shift camp at Cone village in Latehar district in the wee hours today. The ultras attacked the camp of the securitymen well past midnight triggering an encounter which continued till 4 am. Superintendent of Police D B Sharma told reporters that some of the Maoists are also believed to have suffered bullet wounds in the encounter. He said, more than a thousand bullets were fired in the exchange of fire between the two sides.

The judges sworn in are Justice V Chithambaresh, Justice A M Shaffique, Justice K Harilal and Justice K Vinod Chandran. All four of them were elevated to the Bench from the Bar. The Acting Chief Justice of the Kerala High Court Justice C N Ramachandran Nair administered the oath to the new judges at the Chief Justice's Court this morning. With four more judges assuming charge, the strength of the judges at the Kerala High Court has gone up to 31. Justice Mrs Manjula Chellur, judge of the Karnataka High Court who has been transferred to the Kerala High Court will take over charge tomorrow.

Senior Trinamool Congress leader and Railway Minister Dinesh Trivedi today said that the meeting of his party MPs with the Prime Minister Dr. Manmohan Singh is to convey the concern over rising petrol prices. In Manipur, the state government is gearing up to forcibly open the economic blockade on the National Highways. The blockade entered its 100th day today and the state is reeling under acute shortage of essential commodities following the indefinite economic blockade along the two life-lines of Manipur, the Imphal-Dimapur and the Imphal-Jiribam National Highways.

In view of the hardships faced by the people of Manipur, state Chief Minister Okram Ibobi Singh has again appealed to all agitating groups not to further impose any form of disturbance along the National Highways of the state. He further cautioned them that the tolerance limit of the government has already crossed.

The Prime Minister has constituted a Group of Ministers, GoM, to suggest the ways to tackle Japenese Encephalitis at Gorakhpur in Uttar Pradesh. Talking to Media persons after an award ceremony of Indian Coucil of Medical Research, ICMR in New Delhi today, Health Minister Ghulam Nabi Azad said, a number of Ministries and Departments, at the Centre and State will have to be involved to tackle the disease. In a letter to the Prime Minister, Mr. Azad took up the issue of rehabilitation of the affected children. The first meeting of the GoM will be held soon to discuss the situation and suggest the ways and means and a new policy in this regard.

The Tourism Ministry has set an ambitious target of creating over twenty million jobs during the twelfth five year plan to increase the sector's growth. Speaking at a conference, Tourism Minister Subodh Kant Sahai said the government's plan is to create tourism as a poverty elimination sector. Mr Sahai said his ministry is working to create employment generation opportunities for low and semi-skilled workers. Our correspondent reports, that Prime Minister Dr Manmohan Singh has constituted an inter-ministerial coordination committee to look into the issues affecting the Tourism sector.

Principal secretary to the Prime Minister will chair the secretary level committee with representatives from Home Ministry, Civil Aviation Ministry, External Affairs Ministry, Urban Development Ministry and the Planning Commission. The committee will streamline the procedures to uplift the tourism sector.

Across the world, the tourism industry is one of the largest generators of employment. In India, the travel and tourism sector is estimated to create 78 jobs per ten lakh rupees of investment as compared to 45 jobs per ten lakh rupees in the manufacturing sector.

The Centre will soon launch a Credit Gurantee Fund to ease the access of home loans to the lower income groups. According to an official release, the fund will be provided under the Rajiv Awas Yojana. It will be used as guarantee to the lending agencies for small housing loans to the Economically Weaker Section and Lower Income group of society. The release stated that the Government is also working on a legislation to establish a regulatory oversight mechanism to enforce disclosure, fair practices and hence improve governance and transparency in the real estate sector. With an aim to improve affordable housing, the Housing and Urban Poverty Alleviation Ministry is working on involving the private sector in creation of affordable housing stock in the country. Streamlining of approval processes, encouragement of Public Private Partnerships and use of new construction technology in housing, are some of the important issues that are being addressed on priority basis by the Ministry.

Huge crowds gathered on the streets singing Dr. Hazarika’s epoch-making songs when the legendary singer’s mortal remains reached his native place from Mumbai yesterday.

State Chief Minister Tarun Gogoi has instructed the authorities to dispatch the ashes of Dr. Hazarika to the district Deputy Commissioners of the State to perform religious rites in holy waters of their respective areas. He also announced the setting up of a Bhupendra Bhavan at the cremation site at the Gauhati University campus. The proposed Bhavan will have an auditorium, archive centre, museum and research centre. The project would serve as the centre for all research initiatives centering on the works of the multifaceted genius. Dr. Hazarika, 86, breathed his last at Kokilaben Dhirubhai Ambani Memorial Hospital in Mumbai on Saturday following multi-organ failure.

One in every five Indian adults living in urban cities suffers from hypertension and diabetes. This was revealed in the findings of India's largest clinic based survey to assess the prevalence of diabetes and hypertension released in Mumbai on Monday. The study called ' Screening India's Twin Epidemic' (SITE) revealed that, in Maharashtra alone, one in three persons is struck by the twin diseases of hypertension and diabetes. It has stated that nationally, the health picture is grim because three out of every five Indians suffer from either diabetes or hypertension. Medical experts have expressed their shock over the figure of people in India suffering from the twin diseases.

NTPC plans to seek bids in next two to three months for long-term supply of imported coal of up to 20 million tonnes per annum. Speaking to reporters in New Delhi today on the sidelines of a conference, NTPC CMD Arup Roy Choudhury said the PSU will seek bids for supply of imported coal for a period of 15-20 years. The amount will be up to 20 million tonnes per year . He said bids wills be invited in the next two to three months.

Recently, severe coal shortages due to multiple factors had hurt power generation at various NTPC plants. Mr Choudhury noted that imported coal would not be the solution for the country due to its cost. He said that domestic coal production needs to be increased.

उत्तराखंड में, हरिद्वार के चंडीद्वीप इलाके में आज सवेरे शांतिकुंज आश्रम में मची भगदड़ में सोलह व्यक्ति मारे गए और ४६ घायल हो गए। अधिकारियों के अनुसार बड़ी संख्या में श्रद्धालुओं ने आश्रम के संस्थापक पंडित श्रीराम शर्मा के जन्मशती समारोहों के सिलसिले में एक यज्ञ में भाग लेने के लिए प्रवेश द्वार से घुसने की कोशिश की।

जिलाधिकारी डी सेंथिल पाडेयन के अनुसार गर्मी और यज्ञ के धुंए के कारण दम घुटने से श्रद्धालुओं के मारे जाने की बात फिलहाल सामने आ रही है। लेकिन वास्तविकता की जानकारी पूरी जांच के बाद ही मिल पायेगी। उन्होंने बताया कि मृतकों में १४ महिलायें और दो पुरुष हैं। इस बीच राज्य सरकार ने कल के राज्य स्थापना दिवस के अवसर पर आयोजित सभी सांस्कृतिक कार्यक्रमों का रद्द  करने का निर्णय लिया है। उधर राज्यपाल श्रीमती मारगेट अलवा ने  हादसे पर शोक व्यक्त किया है। राघवेश पांडेय आकाशवाणी समाचार देहरादून।

कर्नाटक के पूर्व मुख्यमंत्री बी. एस. येडियुरप्पा को, उच्च न्यायालय से जमानत मिलने के बाद, आज जेल से रिहा कर दिया गया। वे भूमि अधिग्रहण मामले में सिराजिन बाशा द्वारा दायर पांच शिकायतों में से दो के सिलसिले में पिछली १५ अक्टूबर से न्यायिक हिरासत में थे। उच्च न्यायालय ने उन्हें दोनों मामलों में जमानत दे दी।

लोकायुक्त न्यायालय के नतीजे को रद्द करते हुए उच्च न्यायालय के न्यायाधीश वी वी पिंटो ने अपने फैसले में कहा है कि भूमि अधिसूचन का अधिकार सरकार के पास उपलब्ध है और इस कारण येडियुरप्पा को जमानत देने से रोका नहीं जा सकता। उनका आदेश यह भी कहता है कि लोकायुक्त न्यायालय में येडियुरप्पा के खिलाफ हाजिर किये गये दस्तावेजों को किसी भी सक्षम अधिकारी ने प्रमाणित नहीं किया है। येडियुरप्पा को जमानत मिलने पर मुख्यमंत्री डीवी सदानन्द डौड़ा मंत्रीमंडल के सदस्यों और पार्टी राज्याध्यक्ष ईश्वरप्पा ने स्वागत किया है। कांग्रेस राज्याध्यक्ष परमेश्वर ने उल्लेख किया है कि जमानत मिलने से येडियुरप्पा में लगे इल्जाम साफ नहीं हो जाते। उन्होंने ये भी बताया कि जमानत का मामला अब सुप्रीम कोर्ट जायेगा। सुधीन्द्र आकाशवाणी समाचार बंगलौर।

बंगलौर की विशेष अदालत ने तमिलनाडु की मुख्यमंत्री जयललिता को आय से अधिक सम्पत्ति मामले में २२ नवम्बर को अदालत में हाजि+र होने का निर्देश दिया है। उन्हें अपना बयान पूरा करने के लिए पेश होने को कहा गया है। जयललिता इस मामले में अपना बयान रिकार्ड कराने के लिए २० और २१ अक्टूबर को भी अदालत में पेश हुई थी। जयललिता ने अदालत से आज कार्रवाई स्थगित करने की मांग की थी, जिसे अदालत ने स्वीकार कर लिया।

इस मामले के तीन अन्य आरोपी शशिकला नटराजन, डी. सुधाकरण और इलावरसी भी आज अदालत में पेश हुए।

केरल उच्च न्यायालय की खंडपीठ ने आज मार्क्सवादी कम्युनिस्ट पार्टी के नेता एम० वी० जयराजन को अदालत की अवमानना के एक मामले में छह महीने कैद की सजा सुनाई। न्यायालय ने राज्य में नुक्कड़ सभाओं पर प्रतिबंध लगाने के उच्च न्यायालय के एक आदेश के सिलसिले में न्यायाधीशों के बारे में आपत्तिजनक टिप्पणियां करने के कारण जयराजन के खिलाफ  कोर्ट की अवमानना की कार्रवाई शुरू की थी।

तमिलनाडु में कुडनकुलम परमाणु संयंत्र की सुरक्षा के बारे में उठाए गये पचास प्रश्नों पर विशेषज्ञों की केन्द्रीय समिति, विचार करेगी। समिति के सदस्य डॉक्टर ए ई मुत्तुनायगम ने आज तिरूनेलवेली में केन्द्रीय सरकार और राज्य सरकार की समिति की बैठक के बाद बताया कि स्थानीय लोगों की आशंकाएं दूर की जायेगी और विचार-विमर्श के बाद उनके सभी सवालों के जवाब दिए जायेंगे। आंदोलनकारियों का प्रतिनिधित्व कर रहे, राज्य समिति के सदस्य श्री पुष्परायन ने बताया कि बैठक में परमाणु कचरे के निपटान और बिजली उत्पादन के बारे में सवाल उठाये गये।

इस बीच तमिलनाडु कांग्रेस समिति के अध्यक्ष के वी थंगबालू ने कहा है कि कुडनकुलम परमाणु ऊर्जा संयंत्र राज्य के लोगों के लिए एक वरदान है। उन्होंने स्थानीय लोगों से अपील की कि वे इसका समर्थन करें और इस मुद्दे का राजनीतिकरण न करें।

भारतीय चिकित्सा अनुसंधान परिषद को मधुमेह की जांच के लिए सस्ती स्ट्रिप तैयार करने का काम सौंपा गया है। केन्द्रीय स्वास्थ्य मंत्री गुलाम नबी आजाद ने आज नई दिल्ली में बताया कि ये स्ट्रिप फिलहाल आयात की जा रही हैं । उन्होंने कहा कि हमारे वैज्ञानिक स्वदेशी स्ट्रिप तैयार कर सकते हैं।

परिषद की उपलब्धियों की सराहना करते हुए स्वास्थ्य मंत्री ने कहा कि इसके तहत काम करने वाले अनुसंधान संस्थानों ने एच-१ एन-१ वायरस के लिए स्वदेशी जांच किट और टीका तैयार करने में उल्लेखनीय  उपलब्धि हासिल की है।

श्री आजाद ने बताया कि प्रधानमंत्री ने उत्तर प्रदेश में गोरखपुर में जापानी इनसेफिलाइटिस बीमारी से निपटने के सुझाव देने के लिए मंत्रियों का एक दल बनाया है।

उन्होंने कहा कि मंत्रियों के इस दल  की पहली बैठक जल्दी ही होगी, जिसमें इस बीमारी से पैदा हुए हालातों से निपटने के उपायों पर विचार किया जाएगा।

मैंने प्रधानमंत्री जी को एक पत्र लिखा था कि इसमें खाली राज्य सरकार और स्वास्थ्य मंत्रालय के बस का काम नहीं है। क्योंकि ये वाटर ब्राउड डिजीज है, तो उसमें स्टेट गवर्मेंट, हेल्थ मिनिस्ट्री और वाटर रिसोर्स मिनिस्ट्री ड्रिंकिंग वाटर मिनिस्ट्री, सोशल वेलफेयर मिनिस्ट्री, जो विकलांग हो गए हैं उनकी री-हैबिलीटेशन की बात आएगी। चाइल्ड, वूमेन इन चाइल्ड डिपार्टमेंट की मिनिस्ट्री इनका होना बहुत जरूरी है तो प्रधानमंत्री जी ने वो ग्रुप ऑफ मिनिस्टर्स की मीटिंग कॉन्सटीच्यूट की है।

तृणमूल कांग्रेस ने कहा है कि प्रधानमंत्री ने पेट्रोल के बढ़े हुए दाम वापस लेने के बारे में कोई आश्वासन नहीं दिया है। तृणमूल कांग्रेस के सांसद सुदीप बंदोपाध्याय ने यह बात आज नई दिल्ली में बताई। तृणमूल कांग्रेस के सांसदों का शिष्टमंडल पेट्रोल के दाम   बढ़ाए जाने के मुद्दे पर प्रधानमंत्री से मिलने गया था। श्री बंदोपाध्याय ने बताया कि डा० मनमोहन सिंह ने स्पष्ट किया कि मुख्य तौर पर अंतरराष्ट्रीय बाजार में तेल की कीमतें चढ़ने के कारण पेटोल के दाम बढ़ाने पड़े हैं।

उत्तरप्रदेश सरकार ने गन्ने की कीमतें चालीस रुपये क्विंटल  बढ़ा दी हैं। २०११-१२ के पिराई मौसम के  लिए अच्छी किस्म के गन्ने का दाम ढाई सौ रुपये प्रति क्विंटल होगा। गन्ने की औसत किस्म की कीमत दो सौ चालीस रुपये तय की गई है। हल्की क्वालिटी के गन्ने का दाम दो सौ पैंतीस रुपये प्रति क्विंटल रखा गया है। यह फैसला मुख्यमंत्री मायावती की अध्यक्षता में राज्य मंत्रिमंडल की बैठक में किया गया। सुश्री मायावती ने कहा कि इस फैसले से राज्य के चालीस लाख से अधिक गन्ना किसानों को लाभ मिलेगा।

डॉक्टर भूपेन हज+ारिका का अंतिम संस्कार अब कल सवेरे किया जाएगा। राज्य सरकार की विज्ञप्ति के अनुसार गुवाहाटी के जजेज+ फील्ड में उनके पार्थिव शरीर के अंतिम दर्शनों के लिए उमड़ रही भारी भीड़ को देखते हुए उनका अंतिम संस्कार आज शाम की बजाय कल सवेरे करने का फैसला किया गया है। कल सवेरे छह बजे उनकी अंतिम यात्रा शुरू होगी। असम सरकार ने कामरूप मेट्रो और कामरूप ग्रामीण जिलों में दोपहर १२ बजे तक अवकाश की घोषणा की है। दोनों जिलों में स्कूल - कॉलेज भी बंद रहेंगे। गुवाहाटी विश्वविद्यालय परिसर में झालुकबाड़ी में पूरे राजकीय सम्मान के साथ उनका अंतिम संस्कार किया जाएगा।

प्रधानमंत्री डाक्टर मनमोहन सिंह १७वें सार्क शिखर सम्मेलन के लिए कल सवेरे मालदीव जा रहे हैें। वे सार्क  नेताओं के साथ आपसी बातचीत भी करेंगे। दो दिन का शिखर सम्मेलन मालदीव के अद्दू  शहर में बृहस्पतिवार को शुरू होगा।

In Uttarakhand, sixteen persons were killed and about 46 others were injured in a stampede at an ashram in Chandidweep area of Haridwar district during a religious ceremony today. Chief Minister B.C. Khanduri expressing his condolence to the aggrieved families, announced an ex-gratia relief of two lakh rupees each to the next of kin of the deceased. Our Correspondent reports that the Chief Minister ordered a Magisterial probe into the circumstances leading to the stampede.

"The cause of mishap seems to be suffocation in the area leading to stampede but exact cause will only come out after an inquiry. Meanwhile, the state government has cancelled all cultural programmes scheduled on the occasion of Uttarakhand foundation day in memory of the 14 women and two men killed in the stampede. Prime Minister Dr. Manmohan Singh has expressed grief over the loss of lives in Haridwar. He has announced an ex-gratia of one lakh rupees to the next of kin of the deceased. The Prime Minister also sanctioned 50,000 rupees for those seriously injured. Congress President Sonia Gandhi has expressed her deep shock and sorrow over the tragic incident.

In Karnataka, former Chief Minister B S Yeddyurappa was released from jail after he was granted bail in the High court today. Facing charges of land denotification, Yeddyurappa was under Judicial custody since the 15th of last month in two of the five cases filed by Sirajin Basha. The High Court has now given bail in both these cases enabling his release from jail. The High Court Judge B V Pinto allowed bail today on the condition that Yeddyurappa should furnish a bond of 10 lakh rupees, two sureties and an undertaking that he will not tamper with any evidence related to the case. Yeddyurappa, his sons and son-in-law are facing charges that the Bangalore Development Authority land was denotified to benefit them. In the remaining three cases, the High Court is hearing a plea for anticipatory bail. Judge H Bilappa heard the submissions made by the counsel for Yeddyurappa and adjourned the case till tomorrow.

"Turning down the verdict of Lokayuktha Court, High Court Judge B V Pinto has observed in his judgement that Section 48 of the Land Acquisition Act provides for denotification of land by the government. He also noted in his judgement that the Lokayuktha court should not have taken into consideration the documents furnished by the complainants, which had not been verified or subjected to scrutiny. BJP leaders welcomed the court order. However the Congress State President G Parameshwar noted that Yeddyurappa has got bail as per the provisions of the law but this does not exonerate him from charges. He also informed that complainants are planning to appeal before Supreme Court against the High Court order giving bail to Yeddyurappa. Sudhindra /AIR News /Bangalore."

The Special Court at Bangalore today directed the Tamil Nadu Chief Minister Ms. J. Jayalalithaa to appear before it on the 22nd of this month in the disproportionate assets case. Ms. Jayalalithaa has been directed to appear for completing recording of her deposition at the Parappana Agrahara Jail complex in the 66 crore rupees disproportionate assets case against her. Justice B.M. Mallikarjunaiah accepted Ms. Jayalalithaa’s plea for postponing today’s proceedings and fixed November 22 for the next hearing. The Senior Counsel for Ms. Jayalalithaa, B.Kumar moved an application seeking deferment of the hearing to another date in accordance with the Supreme Court’s directive last week. Three other accused in the case, Mrs. Sasikala Natarajan, D. Sudhakaran and Ms. Ilavarasi were present in the Court today. Ms.Jayalalithaa had appeared before the Court on October 20 and 21 to record her statements in the case.

The CBI was today directed by a Delhi court to provide a certified copy of a file relating to 2G spectrum allocation to Janata Party chief Subramanian Swamy who alleged the document would prove the alleged complicity of the then Finance Minister P Chidambaram in the scam. Swamy, in an application filed before the court, said the file, relating to the Unified Access Services Licences policy regarding the sale of equity, was seized by the CBI on October 22, 2009, during the investigation.

The Expert Committee appointed by the Central government has said that the fears of the local people will be allayed on the safety aspects of Koodankulam Nuclear Power plant in Tamil Nadu. More from our Correspondent:

The central committee led by Noor-ul-Islam University Vice chancellor Dr A E Muthunayagam met the State committee led by Tirunelveli district collector R Selvaraj today. He said that the Central committee will respond to the questions after deliberations among its members. Pushparayan one of the State committee member representing the protesters said that questions on nuclear waste disposal and generation of electricity were raised in the meeting. It was decided that the two panels will meet again after ten days. Tamil Nadu Congress Committee president K V Thankabalu has said that this power plant is a boon for the state of Tamil Nadu. The Indian Council of Medical Research, ICMR has been entrusted to develop cheaper strips for testing diabetes. Speaking to media persons in New Delhi today at a function to mark the Centenary of ICMR, Health Minister Ghulam Nabi Azad said, at present, these strips for sugar testing are being imported and each strip costs around 30 rupees. He said that Diabetes is highly prevalent in the country and our scientists are capable of developing the strips indigenously. Lauding the achievements of ICMR, the Health Minister said, Research Institutes under the ICMR have also done commendable work in indigenously developing testing kits and vaccine for H1N1 virus. Mr. Azad informed that the Prime Minister has constituted a Group of Ministers, GoM, to suggest the ways to tackle Japanese Encephalitis at Gorakhpur in Uttar Pradesh. He said, a number of Ministries and Departments, at the Centre and State, will have to be involved to tackle the disease.

"I had written to the Prime Minister that state government and Health ministry alone can not fight this disease because it's a water borne disease. State government, Health Ministry, Water Resources Ministry, Drinking Water Ministry, and Social Welfare Ministry will work together to tackle the problem of rehabilitation of the handicapped. The PM has constituted a Group of Ministers, which will be meeting within a week."

The Trinamool Congress says that no assurance was given by the Prime Minister on the roll back of petrol price hike. Trinamool leader, Sudeep Bandyopadhyay was talking to reporters in New Delhi after its MPs met the Prime Minister to discuss the price hike issue. He said that the Prime Minister explained them the reasons for the hike in petrol prices, mainly its rise in the international market. He said that the party gave a memorandum to the Prime Minister seeking withdrawal of price hike. In Kolkata, the West Bengal Chief Minister and Trinamool Supremo, Ms. Mamta Banerjee met the Finance Minister, Mr. Pranab Mukherjee. Finance Minister of West Bengal, Amit Mitra was also present in the meeting.

The Prime Minister Dr. Manmohan Singh is leaving tomorrow morning for the Maldives for the 17th SAARC Summit. He will be holding bilateral talks with the South Asian leaders on the sidelines of the Summit. The two day long meeting will start at Addu in the southern most Maldives, on Thursday. Nepal’s Prime Minister Baburam Bhattarai expanded his Cabinet by inducting seven new Ministers. Mr. Bhattarai administered the oath of office and secrecy to the new Ministers in the presence of President Dr. Ram Baran Yadav at the President’s office in Shital Niwas in Kathmandu today. The seven Ministers include six from his own party, Unified Communist party of Nepal (Maoist) and one from Nepal Sadbhawana-Anandidevi. He also inducted eighteen Ministers of State.

Exports grew by 10.8 per cent to 19.9 billion US dollars in October this year. This is the lowest in the last two years. According to preliminary data released today, pushed by expensive crude oils and vegetable oils, imports grew at a faster rate of 21.7 per cent to 39.5 billion dollars leaving a trade deficit of 19.6 billion dollars. Experts believe this is the impact of the Euro Zone Crisis. However, the cumulative growth of exports from April-October period, exports aggregated to 179.8 billion dollars showing a handsome growth of 46 per cent, thanks to a sterling trend witnessed in the previous months of the current fiscal.

In Uttar Pradesh, the Government has announced the cane procurement prices for crushing season 2011-12 today. The cane procurement price has been hiked by 40 rupees per quintal. The price for good variety cane will now be 250 rupees per quintal while 240 rupees will be given for average variety of cane. The lower grade cane procurement price is fixed at 235 rupees per quintal for this crushing season.

Dr Kim In-Kyu has been elected as the new President of Asia- Pacific Broadcasting Union, ABU, while Naoji Ono was elected Vice President. This was announced at two day 48th General Assembly of the ABU which concluded in New Delhi today. Dr Kim assumes the position after serving as ABU Vice President and his term will last till the end of 2014. After the election, they called on the Information and Broadcasting Minister and apprised her of the activities of ABU.

Tendulkar -33 and Dravid 30 were at the crease at stumps. The Men out were Sehwag-55 and Gambhir 22. Earlier, West Indies, starting with a lead of 95 runs in the first innings, were all out for 180 today, giving India the target of 276. After resuming their second innings on the overnight score of 21 for 2, the visitors lost 5 wickets in the opening session today for just 88 runs.

With 8 wickets in hand and two days play still to go and only 124 runs for victory, the hosts appear to be in better position to wrest the match.

To keep the 2nd World Cup Kabaddi Tournament dope free, the five member Dope Control Committee working in coordination with National Anti Doping Agency (NADA) has so far taken 84 samples of various players from different countries. Out of which, 12 have been found positive. Most of the dope positive cases are from Pool-A teams.

Meanwhile, in today's first match, Afghanistan has defeated Nepal by a close margin of 48-41. This is the first win for Afghanistan whereas Nepal has lost all its matches played till today. In the second match at Patiala, India beat United Kingdom 58-22. The third match will be played between Australia and Germany.
