 प्रधानमंत्री डॉ मनमोहन सिंह ने मुख्य सतर्कता आयुक्त के पद पर श्री पी जे थॉमस की नियुक्ति को निर्णय की चूक बताते हुए उसकी पूरी जिम्मेदारी ली। लोकसभा में वक्तव्य देते हुए प्रधानमंत्री ने कहा कि उच्चतम न्यायालय ने जनहित याचिका पर श्री थॉमस की नियुक्ति रद्द कर दी है और सरकार नये मुख्य सतर्कता आयुक्त की नियुक्ति करते समय न्यायालय के दिशा निर्देशों का पालन करेगी। उन्होंने श्री थॉमस की नियुक्ति का ब्यौरा सदन में दिया और स्पष्ट किया कि विपक्ष की नेता सुषमा स्वराज ने आपत्ति की थी।

 वित्त मंत्री प्रणब मुखर्जी ने आज डीएमके प्रमुख एम करूणानिधि से फोन पर आग्रह किया है कि वे यूपीए सरकार से अपने मंत्री हटाने के फैसले पर फिर विचार करें। कल रात डीएमके संसदीय दल के नेता टी आर बालू से बात करने के बाद श्री मुखर्जी ने आज तमिलनाडु के मुख्यमंत्री को फोन करके अनुरोध किया कि संसद के बजट सत्र के बीच में उनकी पार्टी को मंत्रिमंडल से नहीं हटना चाहिए।
 इससे पहले श्री मुखर्जी संसद भवन में कांग्रेस अध्यक्ष सोनिया गांधी से मिले थे। सूत्रों के अनुसार श्री करूणानिधि ने वित्त मंत्री से कहा कि कांग्रेस को सिर्फ ६० विधानसभा सीटों पर चुनाव लड़ने के समझौते का पालन करना चाहिए और इससे अधिक सीटें नहीं मांगनी चाहिए।
 श्री मुखर्जी ने डीएमके के मंत्री दयानिधि मारन के साथ भी बातचीत की थी उस समय कांग्रेस अध्यक्ष सोनिया गांधी के राजनीतिक सचिव अहमद पटेल और केन्द्रीय मंत्री गुलाम नबी आजाद भी मौजूद थे।
 डीएमके पार्टी के मंत्रियों ने मंत्रिमंडल से इस्तीफे देने का फैसला टाल दिया है।
 इस बीच, कांग्रेस के जानकार सूत्रों ने नई दिल्ली में बताया कि पार्टी के सभी विकल्प खुले हैं। तमिलनाडु के प्रभारी कांग्रेस महासचिव गुलाम नबी आजाद ने आशा व्यक्त की कि नतीजा अच्छा ही होगा।
 हमारे संवाददाता ने बताया है कि डीएमके ने सीट बटवारा वार्ता भंग होने के बाद शनिवार को केन्द्रीय मंत्रिमंडल से अपने मंत्री हटाने का फैसला किया था। पार्टी अध्यक्ष एम करूणानिधि ने कल अपने पार्टी नेताओं के साथ बातचीत के बाद संकेत दिया था कि वामपंथी दल उनके गठजोड़ में शामिल हो सकते हैं। श्री करूणानिधि ने कहा था कि ६० सीटों पर सहमति के बाद ६३ सीटों की कांग्रेस की मांग डीएमके के फैसले का एक कारण है। केन्द्रीय मंत्रिमंडल में पार्टी के छह मंत्री हैं। उसके कुल १८ सांसद हैं।

 उत्तरप्रदेश में कानून और व्यवस्था की स्थिति को लेकर समाजवादी पार्टी के सदस्यों ने आज लोकसभा की कार्यवाही में बाधा डाली। सदस्यों ने उत्तरप्रदेश सरकार के खिलाफ नारे लगाये और सदन के बीचोंबीच आ गये। ये सदस्य मायावती सरकार की बर्खास्तगी की मांग कर रहे थे। अध्यक्ष के बार बार अनुरोध के बावजूद इन सदस्यों ने सदन की कार्यवाही में बाधा डाली और इस कारण सदन की कार्यवाही तीन बार स्थगित करनी पड़ी।
 इससे पहले, सदन की कार्यवाही २० मिनट के लिए और बाद में १२ बजे तक स्थगित की गई थी। दिवंगत सांसद अर्जुन सिंह को श्रद्धांजलि अर्पित करने के बाद समाजवादी पार्टी के कुछ सदस्य सदन के बीचोंबीच आ गये और इस मामले में उत्तरप्रदेश सरकार के इस्तीफे की मांग करने लगे। इन सदस्यों ने नारे लगाते हुए उत्तरप्रदेश में कानून और व्यवस्था की स्थिति की शिकायत की। उन्होंने आरोप लगाया कि समाजवादी पार्टी के सदस्यों के आने जाने पर रोक लगाई जा रही है और राज्य में कर्फयू जैसी स्थिति उत्पन्न हो गई है।

   उत्तर प्रदेश में आज समाजवादी पार्टी ने बीएसपी सरकार के कथित कुशासन के खिलाफ विरोध प्रदर्शन और धरने आयोजित किए हैं। स्थानीय प्रशासन द्वारा लगाई गई निषेधाज्ञा के उल्लंघन के कारण समाजवादी पार्टी के सांसदों और विधायकों सहित कई नेताओं को विभिन्न जिलों में गिरफ्‌तार कर लिया गया है।
 हमारे लखनऊ संवाददाता ने खबर दी है कि पार्टी प्रमुख मुलायम सिंह यादव ने लोकसभा अध्यक्ष को भेजे एक हस्तलिखित पत्र में आरोप लगाया है कि उन्हें और उनके पुत्र और सांसद अखिलेश यादव को घर में नजरबंद किया गया है। उन्होंने यह भी आरोप लगाया कि लखनऊ में उनके निवास स्थान पर बड़ी संख्या में पुलिस वालों को तैनात किया गया है और अवरोध खड़े किए गए हैं, ताकि वे और उनके पुत्र अखिलेश लोकसभा की कार्यवाही में भाग लेने के लिए दिल्ली न जा सकें। श्री यादव ने अपने पत्र में लोकसभा अध्यक्ष से अनुरोध किया है कि वे विशेषाधिकार हनन के उनके नोटिस को स्वीकार करें, लेकिन लखनऊ में जिला प्रशासन ने उनके आरोपों का खंडन किया है।

 संसद के दोनों सदनों ने आज राज्यसभा के वर्तमान सांसद और वरिष्ठ कांग्रेस नेता अर्जुन सिंह को श्रद्धाजलि दी। उनका इस महीने की ४ तारीख को नई दिल्ली में देहान्त हो गया था। लोकसभा अध्यक्ष श्रीमती मीरा कुमार ने अन्य सदस्यों के साथ श्री अर्जुन सिंह को श्रद्धांजलि देने के बाद दिवंगत आत्मा के सम्मान में मौन रखा। राज्यसभा में सभापति मोहम्मद हामिद अंसारी के साथ अन्य सदस्यों ने श्रद्धांजलि अर्पित की और मौन रखने के बाद सदन को दिनभर के लिए स्थगित कर दिया गया।

 मध्यप्रदेश विधानसभा में भी आज राज्य के पूर्व मुख्यमंत्री अर्जुन सिंह को श्रद्धांजलि दी गई। मुख्यमंत्री शिवराज सिंह चौहान और सदन में विपक्ष के नेता राकेश सिंह चौधरी ने राज्य के लिए की गई अर्जुन सिंह की सेवाओं को याद किया। सदन में उनके सम्मान में दो मिनट का मौन रखा गया और कार्यवाही कल तक स्थगित कर दी गई।

   सरकार ने २०११-२०१२ के बजट में स्वास्थ्य के क्षेत्र के लिए आबंटन में २० प्रतिशत की वृद्धि का प्रस्ताव किया है। पिछले सोमवार को संसद में पेश किए गए बजट में आगामी वित्त वर्ष के दौरान इस क्षेत्र के लिए २६ हजार ७६० करोड़ रूपये देने का प्रस्ताव है। इसमें कहा गया है कि गरीबों और अधिक गरीबों के लिए राष्ट्रीय स्वास्थ्य बीमा योजना बुनियादी स्वास्थ्य सुविधाएं उपलब्ध कराने के मामले में प्रभावशाली रही है। यह योजना अब मनरेगा के लाभान्वितों, बीडी बनाने वालों और कुछ अन्य वर्गों को भी उपलब्ध कराने की व्यवस्था जा रही है। बजट के तहत खतरे वाले खनन कार्यों और सम्बद्ध उद्योगों के असंगठित श्रमिकों के लिए भी इस योजना को लागू करने का प्रस्ताव है।

 सरकार ने देश में इस वर्ष फरवरी तक राष्ट्रीय स्वास्थ्य बीमा योजना के तहत दो करोड़ ३१ लाख स्मार्ट कार्ड जारी किए हैं। श्रम और रोजगार मंत्री मल्लिकार्जुन खडगे ने एक प्रश्न के लिखित उत्तर में लोकसभा को बताया कि इस समय २५ राज्यों में यह योजना विभिन्न चरणों में चलाई जा रही है। २०१२-१३ तक गरीबी रेखा से नीचे के सभी श्रमिकों को इसका लाभ देने की कोशिश की जा रही है। इस योजना के तहत गरीबी रेखा से नीचे के परिवार को ३० हजार रूपए तक की स्वास्थ्य बीमा सुविधा का लाभ दिया जाता है। रोगी के परिवार को इतने खर्च तक कोई पैसा नहीं देना पड़ता है।

   सरकार ने कहा है कि हल्के वजन वाली १५५ एमएम होविट्जर तोपों का परीक्षण किया जा रहा है। इसके बाद ही अमरीका से इन तोपों को विदेशी सैन्य सामग्री की बिक्री व्यवस्था के जरिए खरीदा जाएगा। रक्षामंत्री ए के एंटनी ने आज लोकसभा में एक लिखित उत्तर में यह जानकारी दी। श्री एंटनी ने यह भी कहा कि फिलहाल हल्के वजन वाली होविट्जर तोपों और उनके सहायक उपकरणों को देश में ही बनाने का कोई प्रस्ताव नहीं है।

   उच्चतम न्यायालय ने आज इच्छा मृत्यु की अनुमति देने से इंकार कर दिया। न्यायालय ने ६० वर्षीय नर्स अरुणा रामचन्द्र शानबाग की ओर से दायर इच्छा मृत्यु याचिका खारिज कर दी। बलात्कार के बाद से सुश्री शानबाग पिछले ३७ वर्षों से मुम्बई के एक अस्पताल में कोमा में हैं।
 न्यायमूर्ति मारकंडेय काटजू और न्यायमूर्ति ज्ञानसुधा मिश्र की पीठ ने के.ई.एम. अस्पताल की नर्सों की ओर से किए गए अनुरोध को यह कहते हुए अस्वीकार कर दिया कि सचेतन इच्छामृत्यु गैर कानूनी है, लेकिन अति विशेष परिस्थितियों में अचेतन इच्छा मृत्यु की अनुमति दी जा सकती है।
 उच्चतम न्यायालय के अनुसार अरुणा के मामले में तथ्यों और परिस्थितियों को देखते हुए चिकित्सा संबंधी सबूत और अन्य सामग्री के आधार पर पीड़िता को इच्छा मृत्यु की इजाजत नहीं दी जा सकती, लेकिन पीठ ने यह भी कहा कि इस समय देश में इच्छा मृत्यु को लेकर कोई कानून नहीं है, इसलिए अचेतन इच्छा मृत्यु के सिद्धान्त के तहत अति विशेष परिस्थितियों में लाइलाज बीमार लोगों को इच्छा मृत्यु की अनुमति दी जा सकती है।
 पीठ ने स्पष्ट किया कि जब तक इस संबंध में संसद कोई कानून नहीं बनाती, तब तक सचेतन और अचेतन इच्छा मृत्यु के बारे में उसका फैसला लागू रहेगा।

 उच्चतम न्यायालय ने केन्द्र सरकार को निर्देश दिया है कि देश में एमबीबीएस और एमडी चिकित्सा पाठ्यक्रमों के लिए एक ही पात्रता और प्रवेश परीक्षा आयोजित की जाए। न्यायालय की पीठ ने इस आशय का आदेश जारी करते हुए कहा कि निजी चिकित्सा कॉलेजों को भी इसका पालन करना होगा। यह आदेश इसी शिक्षा सत्र से लागू किया जाएगा।
 भारतीय चिकित्सा परिषद ने इन पाठ्यक्रमों के लिए एक ही प्रवेश परीक्षा आयोजित करने की अनुमति मांगी थी।
 केन्द्र सरकार ने एमबीबीएस और स्नात्कोत्तर पाठ्यक्रमों के लिए संयुक्त प्रवेश परीक्षा कराने के बारे में पिछले वर्ष दिसंबर में अधिसूचना जारी की थी।

 मुख्य चुनाव आयुक्त एस वाई करैशी और दोनों चुनाव आयुक्त असम में चुनाव तैयारियों का जायजा लेने के लिए आज सुबह गुवाहाटी पहुंचे। राज्य में दो चरणों में ४ और ११ अप्रैल को मतदान होगा। पहले चरण के मतदान के लिए अधिसूचना १० मार्च को जारी की जाएगी। हमारे संवाददाता का कहना है कि राज्य के मुख्य सचिव और पुलिस महानिदेशक के साथ बैठक में चुनाव से जुड़े प्रमुख मुद्दों और स्थिति का जायजा लिया जाएगा।

चुनाव आयोग के तीनों सदस्य अलफा के परेश बरूआ गुट और कारबी आंगलोंग और उत्तरी कच्छार पर्वतीय जिले में कुछ नये भूमिगत गुटों की तरफ से गड़बड़ी फैलाने की ताजा धमकियों के मद्देनजर सुरक्षा उपायों की समीक्षा करेंगे। आयोग चुनाव दिशा निर्देशों पर अमल और आदर्श आचार संहिता के सख्ती से पालन के लिए उठाए गए कदमों की समीक्षा भी करेगा। गुवाहटी से रमणीकांत शर्मा की रिपोर्ट के साथ मैं अखिल मित्तल।
 इस बीच, विभिन्न राजनीतिक दलों के उम्मीदवार तय करने के लिए राजनीतिक गतिविधि तेज हो गई हैं। कांगे्रस ने ४० प्रतिशत टिकट नये चेहरों को देने का फैसला किया है। पार्टी १५ मार्च से पहले उम्मीदवारों की सूची जारी कर देना चाहती है।
 असम गण परिषद अपने उम्मीदवारों की दूसरी सूची आज तीसरे पहर जारी कर रही है, जबकि प्रदेश भारतीय जनता पार्टी में कथित रूप से कुछ ऐसे लोगों को टिकट दिए जाने पर असंतोष है, जिन्हें टिकट नहीं मिलना चाहिए।

 उत्तर प्रदेश में मुरादाबाद रेल खंड पर काफूरपुर स्टेशन के निकट रेल पटरियों पर जाट महासभा के आंदोलनकारियों के धरने की वजह से लखनऊ दिल्ली मार्ग पर रेल गाड़ियों की आवाजाही प्रभावित हुई है। आंदोलनकारियों से बातचीत का कोई नतीजा नहीं निकल सका। जाट आरक्षण संघर्ष समिति के नेता यशपाल मलिक ने कहा है कि केंद्र सरकार के अधिकारियों के साथ नई दिल्ली में कल बातचीत होगी। आंदोलनकारी सरकारी नौकरियों में अन्य पिछड़ा वर्ग कोटे के तहत आरक्षण की मांग कर रहे हैं।
 इस बीच, दो दर्जन से अधिक रेलगाड़ियां रद्द की गई हैं और लम्बी दूरी की लगभग ३० रेलगाड़ियों को बदले हुए मार्गों से चलाया जा रहा है।

 स्टेट ट्रेडिंग कार्पोरेशन घरेलू बाजार में बिक्री के लिए छह हजार टन पामोलीन तेल आयात के लिए निविदा मगा रहा है। कार्पोरेशन के अनुसार पामोलीन तेल इंडोनेशिया और मलेशिया या दोनों देशों से आयात किया जाना चाहिए।
 वित्त मंत्री प्रणब मुखर्जी ने अगले वित्त वर्ष के बजट प्रस्तावों में ५० हजार हेक्टेयर जमीन में पाम के पेड़ लगाने के लिए तीन सौ करोड़ रूपए रखे हैं ताकि अगले पांच वर्ष में पाम ऑयल का उत्पादन हर वर्ष करीब तीन लाख टन बढ़ सके।
 भारत की गिनती खाद तेलों के सबसे बड़े निर्यातकों में होती है। देश में कुल खपत का करीब ५० प्रतिशत उत्पादन ही होता है।

   सरकार ने सभी कंपनियों के विलय और अधिग्रहण की निगरानी का काम भारतीय स्पर्द्धा आयोग को सौंप दिया है ताकि इनके सौदों में और अधिक पारदर्शिता लाई जा सके। कॉरपोरेट मामलों के मंत्रालय ने प्रतिस्पर्द्धा कानून २००२ के तहत इस नियमन की अधिसूचना जारी कर दी है, जो एक जून २०११ से प्रभावी होगी। इस तारीख के बाद से कानून के तहत निर्धारित शर्तों को पूरा करने वाले प्रत्येक विलय, अधिग्रहण और एकीकरण के लिए पहले भारतीय स्पर्द्धा आयोग को सूचित करना जरुरी होगा।

   लीबिया में विद्रोहियों द्वारा कर्नल मुआम्मार गद्दाफी के प्रति वफादार सैनिकों के जवाबी हमले को रोकने की कोशिश की जा रही है। विद्रोहियों का कहना है कि एक बड़ी मुठभेड़ के बाद उन्होंने त्रिपोली के पश्चिम में जाविया से सरकारी सैनिकों को पीछे खदेड़ दिया। उधर, पूर्वी क्षेत्र में खदेड़े जाने से पहले सरकारी सैनिक टैंकों और तोपखाने का इस्तेमाल करते हुए मिसराता में लौट आए थे। विद्रोहियों ने शनिवार को तटवर्ती नगर बिन जावाद पर कब्जा कर लिया था, लेकिन फिर उन्हें पीछे हटना पड़ा।
 इस बीच, संयुक्त राष्ट्र ने कहा है कि कर्नल गद्दाफी की सरकार मानवीय सहायता का आकलन करने वाले दल को त्रिपोली जाने की अनुमति देने पर राजी हो गई है। संयुक्त राष्ट्र ने जोर्डन के पूर्व विदेश मंत्री अब्देलिल्लाह अल-खातिब को लीबिया के लिए अपना विशेष दूत नियुक्त किया है। विश्व संस्था ने घायलों की मदद के लिए अपने प्रतिनिधियों को तत्काल मिसराता में प्रवेश करने की अनुमति देने की मांग की है।
 रविवार को जो मुठभेड़ हुई थीं, उनमें से कुछ घमासान मुठभड़े त्रिपोली से २०० किलोमीटर पूर्व में मिसराता में होने की खबर है। रायटर ने एक प्रत्यक्षदर्शी के हवाले से कहा है कि पांच घंटे बाद गद्दाफी समर्थक सैनिक शहर से पीछे हट गए, लेकिन तब तक कम से कम १८ लोग मारे जा चुके थे।

   बहरीन में प्रदर्शनकारियों ने राजधानी के पर्ल चौक पर डेरा डाला हुआ है और वे देश में बड़े पैमाने पर राजनीतिक सुधारों की मांग कर रहे हैं।
 मिस्र में नए प्रधानमंत्री एसाम शराफ ने कार्यवाहक मंत्रिमंडल की घोषणा की है। इसका उद्देश्य देश में सुधार लाने और निष्पक्ष चुनाव कराने में मदद करना है। इस बीच, खबरों में कहा गया है कि काहिरा में आंतरिक मामलों के मंत्रालय के बाहर आयोजित रैली को ताकत के बल पर भंग कर दिया गया।
 हजारों प्रदर्शनकारियों ने कल लेबनान की राजधानी बेरूत में रैली आयोजित की। पिछले सप्ताह के बाद से यह दूसरा प्रदर्शन था, जिसमें मांग की गई कि देश में १९४३ से सत्ता में भागीदारी के लिए किए गए समझौते की जो व्यवस्था चली आई है, उसे खत्म किया जाए। यह समझौता १८ धार्मिक समूहों के बी च संतुलन बनाए रखने के लिए किया गया था। इसके अनुसार देश में राष्ट्रपति के पद पर मेरोनाइट ईसाइयों का प्रतिनिधि काम करता है। सुन्नी मुसलमानों का प्रतिनिधि प्रधानमंत्री होता है और संसद का अध्यक्ष शिया मुसलमान होता है। अन्य सरकारी नौकरियों में भी ऐसे ही धार्मिक आधार पर नौकरियां दी जाती हैं।
 उधर, सउदी अरब में सभी विरोध प्रदर्शनों और रैलियों पर पाबंदी लगा दी गई है। इससे पहले आंतरिक मामलों के मंत्रालय ने चेतावनी देते हुए आदेश जारी किया था कि प्रदर्शन करना इस्लामी कानून का उल्लंघन हैं।

बहरीन में सरकार विरोधी आंदोलन चौथे हफ्ते में प्रवेश कर गया। लेकिन प्रदर्शनकारियों और सरकार के बीच सीधे संपर्क के कोई संकेत नहीं दिखाई देते। हालांकि बातचीत करने के उद्देश्य से कई रियायतों की घोषणा भी की है। सुरक्षा बलों और सरकार समर्थकों से लोहा लेते हुए यमनी प्रदर्शनकारी ३२ सालों से शासन रथ राष्ट्रपति के खिलाफ लगातार प्रदर्शन कर रहे हैं। कुछ अन्य देश जैसे जोर्डन और ओमान में भी छुटपुट प्रदर्शन हुए हैं, जिन्होंने कई राजनीतिक और आर्थिक कदम भी उठाए हैं। लेकिन यह प्रदर्शनकारियों को पूरी तरह शांत करने में सफल नहीं रहे हैं, क्योंकि प्रदर्शनकारी इस राजनीतिक और आर्थिक सुधारों से कम किसी बात पर मानने को राजी नहीं दिखाई देते।

   सोमालिया के समुद्री डाकुओं ने सात महीने से भी अधिक समय से जिन भारतीय नाविकों को बंधक बना रखा है, सरकार उनकी सुरक्षित रिहाई के लिए सभी संभव उपाय सुनिश्चित कर रही है। विदेश मंत्री एस एम कृष्णा ने नई दिल्ली में मिस्र के दूत खालिद अल बाकली से भेंट करके सोमालिया के समुद्री डाकुओं द्वारा एक जहाज का अपहरण करने की हाल की घटना पर विचार विमर्श किया। इस जहाज में औरों के अलावा छह भारतीय नाविक भी थे। खबर है कि सोमालिया के इन समुद्री डाकुओं ने छह भारतीयों की रिहाई के लिए ४० लाख अमरीकी डॉलर की मांग की है जिसे पूरा करने के लिए सप्ताह भर का समय दिया है।

 बम्बई शेयर बाजार में आज शुरूआती कारोबार में २६२ अंक से अधिक की गिरावट आई। अब से कुछ देर पहले यह २४१ अंक की गिरावट के साथ १८ हजार २६० पर था। जानकारों का मानना है कि राजनीतिक चिन्ताओं और एशियाई बाजारों में कमजोरी के असर से फण्ड बिकवाली कर रहे हैं।
 एशियाई बाजारों में जापान का निक्केई सुबह के कारोबार में शून्य दशमलव छह दो प्रतिशत नीचे रहा, जबकि अमरीका का डाउजोन्स पिछले शुक्रवार की तुलना में शून्य दशमलव सात दो प्रतिशत नीचे रहा।
 अमरीकी डॉलर के मुकाबले रूपया १५ पैसे कमजोर हुआ और शुरूआती कारोबार में उसका भाव प्रति डॉलर ४५ रूपये १३ पैसे रहा।

 क्रिकेट विश्वकप में इस समय ग्रुप ए में नई दिल्ली के फिरोजशाह कोटला मैदान में कनाडा और केन्या के बीच मुकाबला चल रहा है। टॉस जीतकर पहले बल्लेबाजी करते हुए केन्या ने ताजा समाचार मिलने तक ४ ओवर में १ विकेट पर ७ रन बना लिए थे। हमारे संवाददाता के अनुसार मैच जीतने के लिए दोनों टीम को खराब बल्लेबाजी की समस्या से उबरना होगा।

Prime Minister Dr Manmohan Singh today owned the responsibility for the appointment of P J Thomas as the Chief Vigilance Commissioner, CVC, describing it as an error of judgement. Making a statement in the Lok Sabha, Dr Singh said that the Supreme Court has quashed the appointment of Mr Thomas on public interest litigation and assured the House that government will adhere to the guidelines and directions given by the Apex Court in the appointment of the next CVC.
The Prime Minister gave the House the details of the appointment of Mr Thomas and made it clear that the Leader of the Opposition Ms Sushma Swaraj had given a dissenting note. Dissatisfied with the Prime Minister's statement's, member belonging to Left parties staged a protest walk out.

Samajwadi Party members today disrupted proceedings in the Lok Sabha on the alleged deterioration in law and order in Uttar Pradesh. The agitated members of the party continued to raised slogans against Uttar Pradesh government trooping into the well of the house. They sought dismissal of the Mayawati government. Despite repeated pleas by the Speaker to restore order in the house, they continued to disrupt the proceedings leading to the third disruption in the house. Earlier, the House was first adjourned for 20 minutes and later till 12. After making an obituary reference to Arjun Singh, some Samajbadi party members trooped into the well of the House demanding dismissal of the Uttar Pradesh government on the issue. Shouting slogans SP members complained against the law and order situation in Uttar Pradesh. They alleged the movement of the SP members is being restricted and a curfew-like situation prevails in the state. Responding to this the Leader of the House and Finance Minister, Mr. Pranab Mukherjee said that he has asked the Home Minister to ascertain the facts. Mr Mukherjee said the government will inform the house after getting the facts by this evening.

The government today said that over 2.31 crore smart cards have been issued under the Rashtriya Swasthya Bima Yojana in the country till February this year. In a written reply, in the Lok Sabha the Minister of Labour and Employment, Mr Mallikarjun Kharge informed the Lok Sabha that the scheme is presently being implemented in 25 states. He said that the scheme is being implemented in a phased manner and efforts are being made to cover all BPL workers by 2012-13. He said that the benefits under the scheme include smart card based cashless health insurance cover of 30 thousand rupees to a BPL family.

The government today said the hybrid electric vehicles are environmentally benign and provide an alternative to oil for transportation sector. In a written reply in the Lok Sabha, Commerce and Industry Minister Anand Sharma said the Ministry of New and Renewable energy has been implementing a broad based research, design and development and demonstration programme of battery operated vehicles. He said, hybrid cars have both an internal combustion engine with sufficient battery capacity to store the electricity generated from the engine.

State-owned trading firm State Trading Corporation ,STC, has invited bids to import 6,000 tonnes of Palmolein oil for sale in the domestic market. The bids will close on Thursday and a decision on awarding the contract would be taken on the same day. STC said on its website, the consignment is to be delivered at the Mumbai port and the import of palmolein should be from either Indonesia or Malaysia or both of them.
Finance Minister Pranab Mukherjee, while presenting the Union Budget 2011-12 had proposed an allocation of 300 crore rupees to bring 60,000 hectares land under palm plantation so as to increase palm oil production by about 3 lakh tonnes annually in five years.

Finance Minister Pranab Mukherjee today called DMK Chief M Karunanidhi over phone and urged him to reconsider the party's decision to withdraw its ministers from the UPA Government. Mr. Mukherjee, who had spoken to DMK Parliamentary Party Leader T R Baalu last night, called the Tamil Nadu Chief Minister and requested that his party should not pull out of the government when it is in the midst of the Budget Session.
Earlier, Mr. Mukherjee, who had a meeting with DMK Minister Dayanidhi Maran,  met Congress Chief Sonia Gandhi in Parliament House. Sources said Karunanidhi told Mukherjee that the Congress should abide by the agreement by which Congress will contest only 60 seats and not ask for more. During the meeting between Maran and Mukherjee, Political Secretary to Sonia Gandhi Ahmed Patel and Union Minister Ghulam Nabi Azad were also present.
Meanwhile, the DMK  ministers have postponed their resignations over seat sharing in the forthcoming Tamil Nadu Assembly elections.
Meanwhile, highly-placed Congress sources said in New Delhi that the party was keeping all options open. AIR correspondent reports, after seat-sharing talks between the two parties collapsed, the DMK announced on Saturday its decision to withdraw its ministers from the Manmohan Singh cabinet. The DMK yesterday seemingly hardened its stand even not ruling out Left parties joining its alliance. After an informal meeting with his party leaders, Karunanidhi had hinted about the possibility of Left parties joining the alliance. To a question, Karunanidhi had said the Congress' demand for 63 seats over the agreed number of 60 was one of the reasons for the DMK's decision. The DMK has six ministers and 18 MPs, allowing it to be an influential member of the coalition government at the Centre.

In Assam, the Chief Election Commissioner S.Y.Quraishi along-with two Election Commissioners  arrived in Guwahati this morning to review the poll preparedness. The State is going to poll on 4th and 11th of the next month in two phases. The notification for the first phase of polls will be issued on 10th of this month. Official sources said the full Election Commission is meeting the representatives of various political parties besides the district election officers and the Superintendents of Police. The Commission will also meet the Chief Secretary and the Director General of Police of the State to take overall stock of the situation and poll-related priority issues during their day-long deliberations.
In today’s deliberations, the three-member Election Commission will review the security matters in view of fresh threat of disturbance coming from the Paresh Baruah faction of the banned outfit ULFA and some newly-formed underground groups in the two hill districts of Karbi Anglong and North Cachar. Other issues like- seizure of illegal arms by surrendered militants and those staying in designated camps, and execution of non-bailable warrants are to be taken note of prominently. As of date, around 10,000 criminals with non-bailable warrants are roaming in the State without arrest by the police. The Commission will also monitor the implementation of election guidelines and review the steps taken for strict adherence to the model code of conduct and complaint monitoring and other arrangements for holding a free and fair election in the State. Meanwhile, hectic political activities are on in the State to finalize the list of candidates of different parties. This time, the ruling Congress has decided to offer around 40 per cent party tickets to the new faces. The party’s list of contesting candidates is likely to be released before 15th of this month. The Asom Gana Parishad is also releasing its second list of candidates this afternoon. On the other hand, in the State BJP camp, internal rift surfaced over allocation of tickets allegedly to some non-deserving candidates.

In Kerala, the two day crucial meeting of the CPIM state committee began today to decide about the possibility of Chief Minister S Achuthanandan leading the party in the forthcoming assembly election. Party General Secretary Prakash Karat, politburo member S Ramachandran Pillai are likely to join the meeting later today. Achuthanandan has already expressed willingness to be in the fray. However, final decision has to be taken by the state unit of CPIM which is quite likely by Thursday. Inner party meetings of LDF constituents are also underway. The Supreme Court today dismissed the plea for mercy killing on behalf of a 60-year-old nurse, Aruna Ramachandra Shanbaug. The nurse has been living in a vegetative state for the last 37 years in a Mumbai hospital after a brutal sexual assault. A bench of justices Markandey Katju and Gyan Sudha Mishra dismissed the plea filed on behalf of the KEM hospital nurses , saying that while active euthanasia was illegal,  passive euthanasia can be permissible in exceptional circumstances. The apex court said that as per the facts and circumstances of Aruna's case, medical evidence and other material suggest that the victim need not be subjected to euthanasia. The bench, however, said since there is no law presently in the country on euthanasia, mercy killing of terminally ill patients under passive euthanasia doctrine can be resorted to in exceptional cases.  The bench clarified that until Parliament enacts a law, its judgement on active and passive euthanasia will be in force.

Government is ensuring  all possible help in seeking safe release of the sailors held captive by Somali pirates for more than seven months. The External Affairs Minister Mr.S M Krishna met Egyptian Ambassador Khaled el Bakly in New Delhi and discussed the recent incident of Somali pirates hijacking a ship which had among others six Indian sailors on board. Mr. Bakly has agreed to coordinate with the ship owner who is an Egyptian. The Panama-flagged vessel, MV Suez, was captured by the pirates on August 2 last year. The ship's crew includes four Pakistanis, six Indians, four Sri Lankans and 11 Egyptians.  The Somali pirates have reportedly demanded 4 million US Dollars for release of the six Indians and given a week-long deadline for meeting their demand, which is to expire shortly. The families of captives have been demanding immediate and resolute action by the Centre in the matter.

In Libya, rebels are trying to hold back an intensified counter-offensive by forces loyal to Col Muammar Gaddafi.Rebels said they repelled government forces from Zawiya, west of Tripoli, after intense fighting. Further east, government troops fought their way into Misrata using tanks and artillery, before being forced back.Helicopter gunships strafed the coastal town of Bin Jawad, prompting a retreat by rebels who had captured it on Saturday.   Meanwhile, the UN says Col Gaddafi's government has agreed to allow a humanitarian assessment team to visit Tripoli. The UN has appointed former Jordanian foreign minister Abdelilah al-Khatib as its special envoy to Libya. The UN has also demanded immediate access to Misrata to help the injured. Some of Sunday's heaviest fighting was reported in Misrata, 200km east of Tripoli.  Reuters reports at least 18 people were killed before the pro-Gaddafi forces were pushed out of the city five hours later.

In Bahrain, protesters are camping at the capital's Pearl Square calling for sweeping political reforms in the country. Thousands of demonstrators formed human chain yesterday in front of Manama's Al-Qudaibiya Palace, where Bahrain's cabinet meets. AIR West Asia correspondent reports, protestors want 2002 constitution be scrapped, which they say gave too much power to the monarchy.

Demonstrations in Bahrain entered in to fourth week and there is no sign of talks between government and opposition despite several concessions announced by King, which include release of political prisoners, and financial concessions. Facing security forces and government supporters, Yemeni protestors are regularly demonstrating against their president who is in power for more than 32 years. Some other countries including Jordan and Oman, which faced protest movements, have taken political and economic steps to deal with the crisis. But these have been proved insufficient so far as protestors seem determined to compromise no less than sweeping political and economic reforms.

President Hamid Karzai has told the US commander of foreign troops in Afghanistan that his apology for the deaths of nine children in an air strike is not enough.  Mr Karzai said at a cabinet meeting attended by Gen David Petraeus that the people of Afghanistan want Mr. Petraeus to stop the killings of civilians. तमिलनाडु में विधानसभा चुनाव के लिए सीटों के बटवारे को लेकर कांगे्रस और डीएमके के बीच गतिरोध के चलते, समाजवादी पार्टी ने फिर कहा है कि वह केंद्र में कांगे्रस के नेतृत्व वाली यूपीए सरकार को बिना शर्त समर्थन जारी रखेगी। पार्टी का कहना है कि वह मध्यावधि चुनाव के पक्ष में नहीं है। केंद्रीय मंत्रिमंडल से अपने मंत्रियों को हटाने के डीएमके पार्टी के फैसले के बाद तमिलनाडु की राजनीतिक स्थिति पर कांगे्रस में विचार विमर्श जारी है। समाजवादी पार्टी के अध्यक्ष मुलायम सिंह यादव ने आशा व्यक्त की है कि कांगे्रस ,डीएमके के साथ अपने मतभेद सुलझा लेगी।
मामला बहुत गंभीर नहीं है। यह मामला कांग्रेस पार्टी की सरकार और उनका मतभेद है। कुछ मुद्दों को लेकर कुछ पदों को लेकर ये कोई लड़ाई कोई खास नहीं है। हमारे समाजवादी पार्टी के महामंत्री का कल ही बयान आ गया है। समाजवादी पार्टी सरकार का समर्थन करेगी।
हमारे संवाददाता ने सूत्रों के हवाले से खबर दी है कि कांगे्रस को भी उम्मीद है कि डीएमके के साथ सभी विवादित मुद्दो का समाधान कर लिया जाएगा। कांगे्रस ने कहा है कि उसे केंद्रीय मंत्रिमंडल से मंत्रियों को हटाने के फैसले के बारे में डीएमके की ओर से कोई सूचना नहीं मिली है। उधर डीएमके ने कहा है कि उसके मंत्री कल मंत्रिमंडल से इस्तीफा दे देंगे। पार्टी संसदीय दल के नेता टी आर बालू ने चेन्नई में कहा कि उनकी पार्टी के छह मंत्री सीधे प्रधानमंत्री को इस्तीफा सौंपेंगे।
इस बीच, डीएमके की नई सहयोगी पार्टी कोंगूनाडू मुनेत्र पेरवई-के एम पी ने मोर्चे को समर्थन देने की बात आज फिर दोहराई।
डीएमके के लोकसभा में 18 सदस्य हैं और केंद्रीय मंत्रिमंडल में उसके छह मंत्री हैं। यूपीए सरकार को समाजवादी पार्टी, बहुजन समाज पार्टी और राष्ट्रीय जनता दल का बाहर से समर्थन प्राप्त है। लोकसभा में इन दलों के 47 सदस्य हैं।

निर्वाचन आयोग ने राजस्व गुप्तचर विभाग और अन्य एजेंसियों को बैंकों से पैसे निकालने के संदिग्ध मामलों और देश के अन्दर और बाहर से आने वाले जाली नोटों पर नजर रखने के लिए कहा है। आगामी विधानसभा चुनावों में धन बल के इस्तेमाल को रोकना इस उद्देश्य है । निर्वाचन आयोग ने इस बारे में लगभग छह एजेंसियों के अलावा, सभी मान्यता प्राप्त राष्ट्रीय और क्षेत्रीय राजनीतिक दलों को पत्र लिखकर चुनाव के दौरान नकद लेन-देन न करने और बड़ी मात्रा में नकद पैसे नहीं ले जाने का सुझाव दिया है।
आयोग के दो पृष्ठों के पत्र में कहा गया है कि चुनाव की पवित्रता बनाए रखने खासकर चुनाव प्रक्रिया में पारदर्शिता के लिए राजनीतिक दलों को अपने उम्मीदवारों के चुनाव खर्च में आत्म संयम बरतना चाहिए और नकद लेन-देन से बचना चाहिए।

असम में अगले महीने होने वाले विधानसभा चुनाव के लिये सीटों के तालमेल को लेकर विभिन्न राजनीतिक दलों के बीच बातचीत तेज हो गयी है। 62 सीटों के चुनाव के लिये पहले चरण के मतदान के वास्ते अधिसूचना इस महीने की दस तारीख यानि बृहस्पतिवार को जारी की जायेगी। असम गण परिषद चुनावी गठबंधन और सीटों के तालमेल के बारे में बोडोलैंड पीपुल्स प्रोगे्रसिव फ्रंट, युनाइटेड डेमोके्रटिड पीपुल्स फ्रंट, गण शक्ति और आटोनोमस स्टेट डिमांड कमेटी जैसे क्षेत्रीय दलों से बातचीत कर रही है। मार्क्सवादी कम्युनिस्ट पार्टी , भारतीय कम्युनिस्ट पार्टी और मार्क्सवादी लेनिनवादी कम्युनिस्ट पार्टी जैसे दलों से चुनावी तालमेल करेगी। सत्ताधारी कांगे्रस, भारतीय जनता पार्टी और आल इंडिया यूनाइटेड डेमोक्रेटिक फ्रंट ने किसी भी दल के साथ गठबंधन नहीं करने की घोषणा की है।
इस बीच मुख्य निर्वाचन आयुक्त एस वाई कुरैशी ,दो निर्वाचन आयुक्तों के साथ दो दिन के असम दौरे पर कल गुवाहाटी पहुंच रहे हैं। वे चुनाव तैयारियों की समीक्षा करेंगे।

केरल में 13 अपै्रल को होने वाले विधानसभा चुनाव के लिए सत्ताधारी वाम लोकतांत्रिक मोर्चा-एलडीएफ और विपक्षी संयुक्त लोकतांत्रिक मोर्चा-यूडीएफ अगले सप्ताह तक सीटों के बटवारे तथा उम्मीदवारों की सूची तैयार करने के काम में जुटे हुए हैं। विपक्षी नेता ओमन चांडी ने संकेत दिया है कि कांग्रेस द्वारा उम्मीदवारों के चयन में:युवाओं को प्राथमिकता देने की संभावना है। लेकिन कांग्रेस नेतृत्व वाले यूडीएफ में सीटों के बंटवारे के लिए आने वाले दिनो ंमें कई बैठकें करने की जरूरत है।

मार्क्सवादी कम्युनिस्ट पार्टी की केन्द्रीय समिति ने तमिलनाडु, पुडुचेरी और असम में विधानसभा चुनाव लड़ने के लिए तैयार की गई रणनीति को मंजूरी दे दी है। पार्टी ने असम विधानसभा चुनाव के लिए अपने 17 उम्मीदवारों की सूची भी जारी की है। पार्टी ने कहा कि पश्चिम बंगाल के मुख्यमंत्री बुद्धदेव भट्टाचार्य राज्य में चुनाव अभियान का नेतृत्व करेंगे।

हिंसाग्रस्त लीबिया में फंसे दो -तिहाई से अधिक भारतीयों को स्वदेश लाने का काम आज रात तक पूरा हो जाएगा। एयर इंडिया के विशेष विमान और रेड स्टार जलपोत दो हजार तीन सौ भारतीय त्रिपोली से आज सवेरे भारत पहुंचे। भारत सरकार ने कहा है कि बृहस्पतिवार तक सभी भारतीयों को लीबिया से बाहर निकाल लिया जाएगा। विदेश राज्यमंत्री प्रणीत कौर ने कहा कि लीबिया में भारतीयों की सम्पत्ति की सुरक्षा की जिम्मेदारी लीबिया सरकार की है। उन्होंने कहा कि इस बारे में जल्द ही लीबिया सरकार से बातचीत की जाएगी।

लीबिया के विभिन्न इलाकों से प्राप्त खबरों से यह पता नहीं चल पा रहा है कि विद्रोहियों और कर्नल गद्दाफी की वफादार सेना के बीच चल रहे संघर्ष में किसका पलड़ा भारी है। विद्रोहियों के कब्जे वाले रास लानुफ और सिर्ते के बीच के शहर बिन जावत में ताजा संघर्ष की खबर है। कर्नल गद्दाफी की सेना के इस दावे को गलत बताया जा रहा है कि उन्होंने रास लानुफ और मिसराता पर कब्जा कर लिया है। खबरों के अनुसार राजधानी त्रिपोली में अब भी गद्दाफी के सैकड़ों समर्थक मौजूद हैं।
प्रत्यक्षदर्शियों का कहना है कि ब्रिटेन की विशेष सेना के छह सैनिकों सहित आठ लोगों को लीबिया के विद्रोहियों ने अपने कब्जे में ले लिया है।

लीबिया में उड़ान वर्जित क्षेत्र घोषित करने की संभावना के प्रस्ताव पर फ्रांस के विदेश मंत्री एलियन जुप्पे , आज मिस्र में अरबलीग के महासचिव से बातचीत कर रहे हैं। श्री जुप्पे ने बताया कि लीबिया में कर्नल गददाफी की सेना द्वारा विद्रोहियों पर बमबारी रोकने के लिए उडान वर्जित क्षेत्र बनाने पर संयुक्तराष्ट्र सुरक्षा परिषद प्रस्ताव के लिये फ्रांस, ब्रिटेन के साथ मिलकर काम कर रहा है।

उधर, बहरीन में आज मनामा के अल-कुदैबिया महल के सामने हजारों प्रदर्शनकारियों ने मानव श्रृंखला बनाई।
बहरीन में सरकार विरोधी प्रदर्शन थमने का नाम नहीं ले रहे हैं जबकि यमन में प्रदर्शनकारी 32 सालों से शासनरत अपने राष्ट्रपति के खिलाफ लगातार सड़कों पर हैं। क्षेत्र की सरकारों ने समस्या से निपटने के लिए कुछ राजनैतिक और आर्थिक कदम जरूर उठाए हैं जो अब तक ना काफी साबित हुए हैं। जहां बहरीन सरकार ने राजनैतिक कैदियों को रिहा किया और 20 हजार लोगों को आंतरिक सुरक्षा मंत्रालय में नौकरी देने की घोषणा की है। वहीं ओमान में दो बार कैबिनेट में फेरबदल किए गए और युवकों को बेरोजगारी भत्ता देने की घोषणा की गई है। इधर सउदी अरब सरकार ने अपने यहां प्रदर्शनों को फैलने से रोकने के लिए सभी तरह से प्रदर्शनों को रोकने के लिए अवैधानिक करार दे दिया है।

भारत ने दुश्मन के प्रक्षेपास्त्रों को बीच आकाश में रोककर नष्ट करने वाली अत्याधुनिक मिसाइल ए ए डी का आज सफलतापूर्वक परीक्षण किया। हमारी संवाददाता ने बताया है कि ओडिशा के पास समुद्र में व्हीलर आईलैण्ड से किये गये इस परीक्षण के तहत छोड़ी गयी मिसाइल ने बालेश्वर में चांदीपुर से दागे गये एक पृथ्वी प्रक्षेपास्त्र को नष्ट कर दिया। भारत यह सुविधा रखने वाले देशों में शामिल हो गया है।

With the stand off between the Congress and DMK continuing, Samajwadi Party today reiterated its unconditional support to the Congress led UPA government. It says that the party is not in favour of a mid term election. SP Chief Mr. Mulayam Singh Yadav today expressed hope that the Congress party will be able to sort out its differences with the D.M.K.

AIR correspondent quoting party sources reports that Congress is hopeful of resolving the issue with the DMK. The Party maintains that it has not received any communication from the DMK about the decision to pullout Ministers from the centre. The DMK on the other hand says that its Ministers in the UPA will submit their resignations tomorrow. The DMK's organising secretary of South Tamilnadu and the son of the DMK supremo Mr. M. Karunanidhi said that there is no expectation for a patch up with Congress. He was speaking to reporters at the DMK headquarters a short while ago.

The DMK has 18 members in the Lok Sabha with six ministers in the Union Cabinet. The UPA enjoys the outside support of SP, BSP and RJD, which together have an effective strength of 47 members in the Lok Sabha.

In Chennai, former Union Minister and the DMK Parlaimentary Party leader T.R.Baalu said that the six ministers from the party would tender resignations to the Prime Minister directly.

Political guesses keep fluctuating in the state politics around the DMK-Congress combine.One has to wait till tomorrow for the finalisation of the present tie up. Election Commission has asked Enforcement agencies like DRI to keep a close vigil on suspicious cash withdrawals and fake currency emanating both from inside and outside the country. The aim is to curb use of money power during the forthcoming assembly polls. Besides writing to almost six enforcement agencies, the Commission has also written to all recognized national and state political parties advising them to avoid transactions in cash and ask their affiliates not to carry huge cash during polls. The two-page letter says, in order to maintain purity of elections and in particular to bring transparency in the process of elections, it is advised that political parties exercise self restraint in election expenditure of their candidates and also avoid transactions in cash.

In Assam, hectic parleys are on among different political parties for seat adjustment for the two-phased Assembly polls scheduled to be held on 4th and 11th of the next month. The notification for the first phase of polling in 62 Assembly constituencies will be issued on 10th of this month. India today successfully test-fired sophisticated advanced air defence interceptor missile from the Wheeler Island off Odisha coast. The interceptor missile also destroyed Prithvi missile fired from Integrated Test Range at Chandipore in Balasore in the Bay of Bengal. The test was conducted to observe the operational effectiveness of the indigenously developed high-speed interceptor missile.
The successful test firing of advanced air defence interceptor missile has added one more feather to the advanced missile programme of India. The Prithvi missile was test-fired at 0935 hrs from launch complex number 3 of ITR in Chandipore, while the interceptor was fired at 0938 hrs, about 3 minutes later. India has a Ballistic Missile Defence (BMD) system capable of tracking and destroying hostile missiles both inside and outside the earth’s atmosphere. The success of the AAD test will boost India’s chances of joining the US, Russia and Israel in the very exclusive BMD club. Indigenously developed by DRDO, the AAD is a single stage anti-ballistic solid propellant powered missile. It is 7.5 metres long. Defence sources said, the endo-atmospheric is considered as similar to the American PAC-3 system in terms of range and altitude of interception.

The mortal remains of senior Congress leader and former chief minister of Madhya Pradesh Arjun Singh were consigned to flames with full state honour in his home town Churhat in Madhya Pradesh this afternoon. State governor Rameshwar Thakur, Chief Minister Shivraj Singh Chouhan, Chattisgarh Chief Minister Raman Singh, various Union Ministers, and senior leaders of different political parties attended the funeral ceremony.

In Nepal the funeral rites of former Prime Minister of Nepal Krishna Prasad Bhattarai were performed with full state honor at Aryaghat, Pashpinath temple at Kathmandu this evening. Thousands of people thronged the cremation site to bid farewell, to the founder member of the Nepali Congress and a two-time prime minister. He died at the age of 87 in Kathmandu on Friday night.

A London newspaper says Libyan rebels have detained up to eight British Special Forces soldiers in the east of the country.  The Sunday Times says the soldiers have been escorting a British diplomat to meet opposition leaders.  The paper says the rebels were furious that the British had turned up uninvited as any suggestion of foreign help would be a propaganda gift for Col. Gaddafi.

Government says, all Indians, stranded in Libya will be evacuated by Thursday. However, there is no cut-off date for this. Minister of state for external affairs Praneet Kaur says, protecting properties of Indians in Libya is the duty of the host country and India will take up the matter with the Libyan government at an appropriate time.

Meanwhile evacuation process of more than two third of the Indian's from strife torn Libya will be completed tonight. 2300 Indians reached India this morning in three special AI flights, besides the Red Star One ferry from Misurata.

The French Foreign Minister Alian Juppe is meeting the Secretary General of the Arab League in Egypt today to discuss proposals for a possible No Fly Zone over Libya. Mr. Juppe said France was working with Britain to get a Security Council resolution to create an Air Exclusion Zone to stop Col. Gaddafi's forces bombing the rebels.

In New York, Libya's Deputy Ambassador to the United Nataions, Mr. Ibrahim Dabbashi, again called for the establishment of a No Fly Zone.

Meanwhile, there are conflicting reports from different parts of Libya as to who is gaining the upper hand in the confrontation between rebels and forces loyal to Col. Gaddafi.  Fresh clashes are reported in Bin Jawad, a town between the opposition held oil port of  Ras Lanuf and the city of Sirte, controlled by the government. According to reports hundreds of pro-Gaddafi supporters are out on the streets of capital Tripoli .  Many are firing guns in the air and celebrating what the Government has told them of significant military victories over rebels in the east of the country. In Afghanistan, at least 12 civilians including five children were killed in a roadside bomb killed in southeastern Paktika province today, while 11 militants were killed by NATO-led forces in southern Helmand province.

The protest came five days after nine Afghan boys were gunned down by two attack helicopters as they collected firewood in eastern Kunar province.

More than sixty trains on Delhi- Moradabad rail route is severely affected today due to on going agitation by Jat Mahasabha.  Spokesperson of Northern Railway Manish Tiwari told AIR News that the Railway track has been blocked by agitators at Kafurpur station on Jyotibaphule Nagar since last evening. The agitators are demanding reservation in central government jobs under OBC quota. The agitation has also affected the western Uttar Pradesh since large numbers of people from this area have been participating in the protest.

According to Northern railway around 20 trains from Delhi to Western Uttar Pradesh were cancelled today while more than 50 long distance trains have been diverted.

The Railway spokesperson said that ten trains scheduled for tomorrow have also been cancelled.

In West Bengal, the 176th Birth Anniversary of Rama Krishna Param Hansa is being celebrated in a befitting manner.  Special programmes have been organised at the Belur Math, the headquarter of Rama Krishna Math and Mission to mark the day.  The day is also being observed at Kamarpukur, the birth place of Rama Krishna and other centres of the mission.
