 राज्यसभा ने कलकत्ता उच्च न्यायालय के न्यायाधीश न्यायमूर्ति सौमित्र सेन को उनके पद से हटाने संबंधी महाभियोग प्रस्ताव पारित कर दिया है। देश के इतिहास में ऐसा पहली बार हुआ है। सौमित्र सेन को धन के दुरूपयोग और गलत जानकारी देने के आरोप में यह प्रस्ताव लाया गया था। इसे मार्क्सवादी कम्युनिस्ट पार्टी के सीताराम येचुरी ने पेश किया था। सदन के सभापति मोहम्मद हामिद अंसारी ने महाभियोग पर मतदान के परिणाम की घोषणा की।

 प्रस्ताव के पक्ष में १८९ और विरोध में १७ मत पड़े हैं। यह प्रस्ताव सदन के कुल सदस्यों के बहुमत और उपस्थित सदस्यों के दो-तिहाई बहुमत से पारित किया गया है।
 इस प्रस्ताव पर दो दिन चली बहस में विभिन्न पार्टियों के सदस्यों ने न्यायिक सुधारों और न्याय प्रणाली के काम-काज में पारदर्शिता लाने के लिए एक न्यायिक आयोग के गठन की भी मांग की।
 न्यायाधीश सेन पर १९९० के दशक में करीब २४ लाख रूपये का दुरूपयोग का आरोप था।

 कांगे्रस ने कहा है कि न्यायाधीश सौमित्र सेन को पद से हटाने के महाभियोग प्रस्ताव पर राज्यसभा के सदस्यों द्वारा व्यक्त किये गये विभिन्न  विचारों से इस प्रस्ताव को भारी बहुमत से पारित करने में मदद मिली है। संसदीय कार्य राज्यमंत्री राजीव शुक्ल ने कहा कि अब यह प्रस्ताव लोकसभा में लाया जायेगा।
 भाजपा ने कहा है कि महाभियोग प्रस्ताव के पारित होने से कड़ा संदेश गया है। मार्क्सवादी कम्युनिस्ट पार्टी ने महाभियोग प्रस्ताव पारित किये जाने को राज्यसभा की गौरवपूर्ण उपलब्धि बताया है।

 लोकसभा ने भारतीय चिकित्सा परिषद संशोधन विधेयक २०११ पास कर दिया है। इसमें बेहतर चिकित्सा सुविधाएं प्रदान कराने का प्रावधान किया गया है।
  स्वास्थ्य मंत्री गुलाम नबी आजाद ने विधेयक पर चर्चा का जवाब देते हुए कहा कि सरकार अगले पांच वर्षों में मेडिकल पोस्ट गे्रजुएट के लिए पन्द्रह हजार सीटें बढ़ायेगी। उन्होंने कहा कि सरकार ने निजी क्षेत्रों को मेडिकल कालेजों की स्थापना के लिए प्रोत्साहन देने की नीतियां बनाई हैं। श्री आजाद ने कहा कि ग्रामीण क्षेत्रों में डॉक्टरों को काम करने के लिए प्रोत्साहित करने के वास्ते प्रभावी उपाय किये गये हैं।

 सरकार लोकपाल की नियुक्ति के बारे में कानून बनाने के प्रस्ताव पर गंभीरता से विचार कर रही है। इस विधेयक में उच्च पदों पर बैठे कुछ लोगों के खिलाफ भ्रष्टाचार की शिकायतों से निपटने के लिए लोकपाल की नियुक्ति के बारे में प्रावधान होंगे। यह विधेयक चार अगस्त को लोकसभा में पेश किया गया था।

 बेनामी लेनदेन पर कठोर नियंत्रण सुनिश्चित करने के लिए एक व्यापक विधेयक कल लोकसभा में पेश किया गया। बेनामी सम्पत्तियों की जब्ती और इसके लिए कारावास के प्रावधानों वाले बेनामी कारोबार (निषेध) विधेयक २०११ को कल वित्तमंत्री प्रणब मुखर्जी ने लोकसभा में पेश किया। यह बेनामी कारोबार (निषेध) अधिनियम १९८८ का स्थान लेगा।

 मध्यप्रदेश सरकार ने सूचना का अधिकार कार्यकर्ता शेहला मसूद की हत्या मामले की सीबीआई जांच की सिफारिश करने का फैसला किया है। मुख्यमंत्री शिवराज सिंह चौहान ने गृह विभाग के अधिकारियों को इस संबंध में आदेश जारी कर दिए हैं। मसूद, मंगलवार को अपनी कार में मृत पाई गई थीं। सामाजिक कार्यकर्ताओं, राजनीतिक दलों और अन्य लोगों ने भी इस हत्या की सीबीआई से जांच कराने की मांग की है।

 छह अगस्त को समाप्त के सप्ताह दौरान महंगाई दर नौ दशमलव शून्य तीन प्रतिशत रह गई। इसके पहले हफते में यह नौ दशमलव नौ शून्य प्रतिशत थी। वाणिज्य मंत्रालय के आंकड़ों के अनुसार सब्जियों और प्रोटीन युक्त खाद्य वस्तुओं के दामों में कमी के कारण महंगाई कम हुई।
 वित्तमंत्री प्रणब मुखर्जी ने आशा व्यक्त की है कि आने वाले महीनों में महंगाई सामान्य रहेगी और पांच दशमलव पांच प्रतिशत तक आ जाएगी।

 मुझे विश्वास है कि बेहतर मॉनसून और कृषि उत्पादों की आपूर्ति पर लगे प्रतिबंधों को खत्म करने के लिए उठाए गए कदमों से खाद्य पदार्थों की मुद्रास्फीति और नीचे आयेगी।

 गुजरात उच्च न्यायालय ने नरेन्द्र मोदी सरकार को एक नोटिस जारी कर इस बारे में स्पष्टीकरण मांगा है कि राज्य में लोकायुक्त की नियुक्ति क्यों नहीं की गई है। न्यायमूर्ति आकिल कुरैशी और न्यायमूर्ति सोनिया गोकानी की पीठ ने राज्य के मुख्य सचिव को नोटिस जारी किया है, जिसमें लोकायुक्त की नियुक्ति के बारे में ताजा स्थिति के ब्यौरे पर शपथ पत्र दाखिल करने को कहा गया है।

 अमरीका, फ्रांस, जर्मनी और ब्रिटेन के नेताओं ने मांग की है कि सीरिया के राष्ट्रपति बशर-अल-असद को विरोध प्रदर्शनों के हिंसक तरीके से दमन को देखते हुए पद छोड़ देना चाहिए। अमरीका और उसके सहयोगी देशों ने सीरिया के राष्ट्रपति से पद छोड़ने के लिए पहली बार खुले शब्दों में मांग की है।
 इस बीच, सीरिया सरकार के प्रवक्ता ने आरोप लगाया है कि पश्चिमी देशों की सरकारें सीरिया में तनाव बढ़ा रही है। प्रवक्ता ने कहा कि अचरज की बात यह है कि सीरिया को सुधार कार्यक्रम लागू करने में सहयोग देने की पेशकश के स्थान पर पश्चिमी देश और अमरीकी राष्ट्रपति बराक ओबामा सीरिया में हिंसा भड़का रहे हैं।
 संयुक्त राष्ट्र में सीरिया के राजदूत बशर जाफरी ने कहा है कि सीरिया के सुरक्षा बलों ने सभी अभियानों पर रोक लगा दी है।

 संयुक्त राष्ट्र सुरक्षा परिषद में आज सीरिया संकट पर चर्चा होगी। संयुक्तराष्ट्र में भारत के स्थायी प्रतिनिधि हरदीप सिंह पुरी ने कहा है कि सुरक्षा परिषद, सीरिया संकट के बारे में संयुक्त राष्ट्र मानवाधिकार प्रमुख से पूरी जानकारी लेने के बाद उपयुक्त निर्णय लेगी।  भारत १५ सदस्यीय सुरक्षा परिषद का अध्यक्ष है।

 अमरीकी सीनेटर जॉन मैककेन ने कहा है कि भारत , अमरीका का एक महत्वपूर्ण सामरिक साझेदार है और वह दक्षिण एशिया क्षेत्र में शांति और सुरक्षा बनाये रखने में एक बड़ी भूमिका अदा कर सकता है। कल नई दिल्ली में श्री मैककेन ने कहा कि वे कश्मीर में स्थिति में हुए सुधार से प्रभावित हुए हैं।

 कश्मीर में जो मैंने देखा है उससे मैं बहुत उत्साहित हूं। ऐसा माना जा रहा है कि दुनिया के सबसे सुन्दर स्थलों में शामिल कश्मीर में सुरक्षा बहाल हो रही है, जिससे बच्चे स्कूल जा रहे हैं, व्यवसाय और पर्यटन में बढ़ौत्तरी हो रही है, लोग सामान्य जीवन व्यतीत कर रहे हैं। मैं आशा करता हूं कि सकारात्मक विकास खासकर आर्थिक प्रगति तेजी से जारी रहेगी।

 उत्तर प्रदेश में मुरादाबाद जिले में बाढ़ की स्थिति गंभीर हो गई है। वहां रामगंगा नदी उफान पर है और इससे दिल्ली से लखनऊ को जोड़ने वाले राष्ट्रीय राजमार्ग संख्या २४ पर यातायात बाधित हुआ है। यह राजमार्ग मुरादाबाद और रामपुर के बीच पिछले तीन दिनों से बंद हैं।

 उत्तराखंड और नेपाल के बेराजों और बांधों से लगातार पानी छोड़े जाने के कारण राज्य के तमाम पश्चिमी और पूर्वी जिलों में बाढ़ के हालात और खराब हो गए हैं। गंगा और रामगंगा की बाढ़ के कारण मुरादाबाद और बिजनौर के कई इलाके जल मग्न हैं। वहीं पश्चमी उत्तर प्रदेश से होकर गुजरने वाले राष्ट्रीय राजमार्गों और अन्य कई संपर्क मागोर्ं पर यातायात रूका हुआ है। इस बीच राज्य के राहत आयुक्त के अनुसार बाढ़ प्रभावित इलाकों में बाढ़ चौकियां बना दी गई है और तेजी के साथ राहत कार्य चलाए जा रहे हैं। संजय प्रताप सिंह आकाशवाणी समाचार इलाहाबाद।

 राष्ट्रीय आपदा प्रबंधन प्राधिकरण ने देश के विभिन्न राज्यों में राष्ट्रीय आपदा कार्रवाई बल की टीमें तैनात की है। सरकारी विज्ञप्ति के अनुसार असम में बाढ़ या किसी अन्य आपदा के मामले में तत्काल कार्रवाई करने और बचाव के लिए बल की छह टीम तैनात की गई है। बिहार में पांच और उत्तर प्रदेश में तीन टीम भेजी गई हैं। पश्चिम बंगाल और आंध्र प्रदेश में दो- दो टीमें तैनात की गई हैं। हरियाणा और केरल में एक-एक टीम तैनात की गई है।

 समाजसेवी अन्ना हजारे से जुड़ी खबरें आज के लगभग सभी अखबारों में अलग-अलग सुर्खियों से तस्वीरों के साथ छपी हैं।  जनसत्ता ने लिखा है - हजारे और पुलिस में रजामंदी, आज से दो सितम्बर तक रामलीला मैदान में होगी भूख हड़ताल।  
 देश के सात शहरों में कड़प्पा से सांसद वाई एस जगन मोहन रेडडी के परिसरों पर सीबीआई की छापामारी को   राष्ट्रीय सहारा, देशबन्धु, राजस्थान पत्रिका, हरि भूमि और आज समाज ने भी वरीयता दी है।

The Rajya Sabha yesterday adopted an impeachment motion to remove the Judge of Calcutta High Court, Justice Soumitra Sen from the post for misappropriation of funds and misrepresentation of facts. The motion moved by Sitaram Yechuri of the CPIM was adopted by more than two-third of the members present in the House. The Chairman of the House, Mohd. Hamid Ansari announced that 189 members voted in favour of the motion and 17 against.
"Subject to correction I's 189. No's 17, the I's have it the motion and the address are adopted by a majority of the total membership of the house and by a majority of not less than two-thirds of the members of the house present and voting."
Justice Sen is accused of misappropriating nearly 24 lakh rupees in the 1990s when he was a lawyer and was appointed receiver by the Calcutta High Court.

The Lok Sabha has passed the Indian Medical Council Amendment Bill 2011. The bill seeks to provide better health facilities in the country. Replying to the discussion yesterday, Health Minister Ghulam Nabhi Azad said the government will add 15 thousand Medical Post Graduation seats in the next five years. He said, the government has formulated policies to give incentives to the private sector to set up Medical colleges. Mr. Azad said, the government has taken effective measures to encourage medical practitioners to serve in rural areas.

The Madhya Pradesh government has decided to recommend a CBI inquiry into the death of Bhopal based RTI activist Shehla Masood. Chief Minister Shivraj Singh Chouhan issued directives to the Home department officials in this regard. Shehla Masood was found dead in her car on Tuesday. The district police are still clueless about the identity of killers and the motive behind the killing. Social activists, political parties and other sections have also demanded a CBI inquiry into the killing.

In an initiative to provide relief to Air India, the Petroleum Ministry has decided to grant two to three months credit to the national carrier for jet fuel instead of making daily payments. Civil Aviation Minister Vayalar Ravi said that the decision on providing fuel credit was taken by a Group of Ministers, headed by Finance Minister Pranab Mukherjee. He said, the latest financial and operational performance of the carrier was also reviewed in the meeting. The national carrier had been put on cash-and-carry mode by public sector oil companies since last December as it owes more than 2,000 crore rupees to them. Air India has been paying 16.5 crore rupees a day for lifting aviation turbine fuel -ATF for its day-to-day operations.

Finance Minister Pranab Mukherjee has expressed hope that the inflation will moderate in the coming months and will come down to 5.5 percent. Talking to reporters outside Parliament Mr. Mukherjee said that with good monsoon, the food inflation will also come down.
"Though food inflation has come down from February 2010 till 6th August 2011 substantially. In February 2010, it was 22% and it's 9%, but 9% food inflation is high and it will have to be further moderated and I do hope good monsoon and the steps taken to remove the supply constraints on agricultural product would help to moderate the food inflation."

The leaders of the United States, France, Germany and Britain have demanded that President Assad of Syria leave office following the violent suppression of street protests against his leadership. It is the first explicit call from the US and its allies for the Syrian leadership to step down. President Obama said, time has come for President Bashar al-Assad to step down. US Secretary of State Hillary Clinton also echoed similar sentiments.
"The transition to democracy in Syria has begun. It is time for Assad to get out of the way. As President Obama said no outside power can or should impose on its transition. It is up to the Syrian people to choose their own leaders."
In a joint statement, the leaders of Britain, France and Germany said, President Assad should leave power in the greater interests of Syria and the unity of the people. A Syrian Government spokesman accused the Western Governments of increasing tension in the country.
The 15-member Security Council, of which India is the current President, will hold a special session on Syria today to discuss the latest developments in the country.

Justice S.U. Khan of Allahabad High Court has been nominated as a new member of the three-Judge larger bench of Allahabad High Court. The larger bench was constituted recently to hear the land acquisition cases of Noida, Greater Noida and Noida Extension areas of Gautam Buddha Nagar district of Uttar Pradesh. Justice Khan's nomination comes after Justice R.K Agrawal on Wednesday, recused himself from the case.

The flood situation continued to remain grim in several parts of the country.
In Bihar, most of the rivers including Ganga are flowing above danger mark at several places. Central Water Commission says, Ganga is flowing above danger mark at Gandhi ghat in Patna, Hathidah, Bhagalpur and Kahalgaon.
In Assam, the overall flood situation in Dhemaji district has started to improve with no more rain in the catchment areas. According to official sources, the water level in most rivers in the district, originating from Arunachal Pradesh, is receding. More than one lakh, fifty thousand population in the district were affected in the current wave of the floods.
In Uttarakhand, normal life has been disrupted due to rain and landslide for the last five days. Meanwhile, rain continues in different parts of the state today. More from our Correspondent:
"Life in the entire Kumaon division particularly the hill district has been thrown out of gear on account of continuing incessant rains. As per reports most parts of the region has remained cut off on the 5th consecutive day today. The administration is trying to open alternative routes in the area. Meanwhile, in Nanital district two deaths have been reported inthe rain related incidents.

The Uttar Pradesh government has requisitioned the Centre for further deployment of National Disaster Relief Force at Moradabad and Gonda districts badly hit by flood. State Relief Commissioner K K Sinha has said that two columns each of NDRF would be deployed in these two districts along with boats for relief and rescue operations. More from our correspondent:
"Flood situation in different parts of western and eastern Uttar Pradesh is still grim. Continuous release of water from barrages and dams in Uttarakhand and Nepal led to rise water levels of Ganga, Ramganga and Ghghra rivers . Due to flood Delhi -Lucknow national highway and Delhi -Pauri are closed for traffic at Muradabad and in Bijnore .The state relief commissioner said that flood-relief outposts have been established in affected districts to carry out relief operations at war-footing. According to met department rain and thunder shower will continue in next forty hours across the state.

Yamuna continues to flow over the danger mark in Delhi with water level increasing to around 206 meters. According to the Flood Control department, the Haryana government has informed that it will not release additional water from its Hathinikund barrage. This will help stabilise the water level. According to Delhi government, people living in low lying areas have been shifted to safer places and provided with tented accommodation. They are also being provided free healthcare and essential items. A 24-hour flood control room has been set up in the Geeta Colony to keep a vigil on the water level.

The Gujarat High Court has issued a notice to the Narendra Modi government, asking it to explain why no Lokayukta had been appointed in the State. A Division Bench comprising Justices Akil Qureshi and Sonia Gokani, issued the notice to the Chief Secretary, asking him to file an affidavit detailing the latest status. The Court notice comes a day after the State Cabinet decided to set up a Judicial Enquiry Commission and named the retired Judge of the Supreme Court, M. B. The front pages of major newspapers this morning have carried stories related to the Lokpal bill. "Judiciary out of Lokpal? Team Anna softens stand" reads a Times of India headline, adding that Anna Hazare agreed to end his fast in 15 days. Hindustan Times reports that Santosh Hegde, former Karnataka Lokayukta and a part of Team Anna signalled a possible softening of stand on the inclusion of Prime Minister and judiciary in the ambit of Lokpal if the government agreed on other issues.
The Indian Express writes that the Supreme Court has ruled that OBC students are eligible for admission under the 27% reservation quota if they have scored not less than 10% of the minimum eligibility marks prescribed for the general category.

उच्चतम न्यायालय ने आज फैसला दिया कि अन्य पिछडे+ वर्गो के छात्रों के लिए, केन्द्रीय विश्वविद्यालयों में दाखिले का न्यूनतम योग्यता प्रतिशत, सामान्य वर्ग के छात्रों से, अधिकतम दस प्रतिशत कम होना चाहिए। न्यायमूर्ति आर+. वी.+ रवीन्द्रन की अध्यक्षता वाली पीठ ने कहा कि अन्य पिछड़े वर्गो के छात्रों के लिए योग्यता का मापदंड, सामान्य वर्ग के पिछले छात्र के दाखिले के आधार पर नहीं तय किया जाना चाहिए।
लेकिन पीठ ने यह भी स्पष्ट किया कि इस शिक्षा सत्र में विश्वविद्यालयों में जो दाखिले हो चुके हैं, उन्हें न छेड़ा जाए। अदालत ने यह भी स्पष्ट किया कि जहां अन्य पिछडे वर्गो के पात्र छात्रों के अभाव में सीटें खाली हैं वे सामान्य वर्ग के छात्रों से भर दी जाएं।
उच्चतम न्यायालय ने जवाहर लाल नेहरू विश्वविद्यालय और दिल्ली विश्वविद्यालय सहित विभिन्न कॉलेजों में, इस निर्णय के आधार पर, अन्य पिछडे वर्गो के छात्रों के कोटे की सीटों पर प्रवेश की तारीख ३१ अगस्त तक बढ़ा दी।
न्यायालय ने यह स्पष्टीकरण आई आई टी मद्रास के एक पूर्व प्रोफेसर पी वी इन्द्रसेन की याचिका पर दिया है। उन्होंने विभिन्न शिक्षा संस्थाओं में अन्य पिछडे वर्गो के छात्रो का कोटा लागू करने में अनियमितताओं के मद्देनजर न्यायालय से निर्देश मांगे थे।

लोकसभा की कार्यवाही हरियाणा में एक ट्रस्ट के लिए भूमि अधिग्रहण के  मामले को लेकर शोरशराबे के कारण पहले १२ बजे तक और फिर दिन में दो बजे तक स्थगित कर दी गई। आज जैसे ही सदन की बैठक शुरू हुई भाजपा के सदस्यों ने प्रश्नकाल स्थगित करके इस मुद्दे पर चर्चा की मांग की। अध्यक्ष ने इन सदस्यों से कहा कि वे प्रश्नकाल के दौरान यह मुददा उठा सकते हैं। लेकिन उत्तेजित सदस्य सदन के बीचोबीच आ गए जिस पर सदन की कार्यवाही १२ बजे तक स्थगित कर दी गई। १२ बजे बैठक फिर शुरू होने पर स्थिति में कोई परिवर्तन दिखाई नहीं दिया और भाजपा के सदस्य नारेबाजी करते रहे। पीठासीन अधिेकारी के शांति बनाये रखने के बार बार अनुरोध के बावजूद शोरशराबा जारी रहा, जिस पर कार्यवाही दो बजे तक स्थगित कर दी गई।
राज्यसभा में भी समाजवादी पार्टी और बहुजन समाज पार्टी के सदस्यों ने बुन्देलखंड का मुददा उठाने की कोशिश की, जिस पर सदन की कार्यवाही कुछ देर के लिए १२ बजे तक स्थगित की गई। इन सदस्यों का आरोप था कि इस क्षेत्र के लिए केन्द्र द्वारा घोषित पैकेज में सभी केन्द्रीय योजनाओं को मिला दिया गया है। केन्द्र सरकार ने हाल में इस क्षेत्र के विकास के लिए ७२ करोड़ ६६ लाख रूपये के पैकेज की घोषणा की थी। १२ बजे के बाद सदन में सामान्य कामकाज शुरू हो गया।

सरकार ने भारतीय जनता पार्टी पर संसद की कार्यवाही में जानबूझ कर बाधा डालने का आरोप लगाया है। संसद के बाहर पत्रकारों से बातचीत में संसदीय कार्य राज्यमंत्री हरीश रावत ने कहा कि भारतीय जनता पार्टी नहीं चाहती कि संसद की कार्यवाही सुचारू रूप से चले। उन्होंने कहा कि भाजपा प्रश्नकाल को चलने नहीं देना चाहती और रोजाना गैर-जरूरी मुद्दे उठाकर संसद की कार्यवाही में बाधा डाल रही है।

सरकार भ्रष्टाचार निरोधक कानून के तहत आने वाले मामलों की सुनवाई के लिए ७१ अतिरिक्त अदालतें बना रही है। आज लोकसभा में एक लिखित उत्तर में विधिमंत्री सलमान खुर्शीद ने कहा कि भ्रष्टाचार के मामलों को तेजी से निपटाने के लिए ऐसी तीस अदालतें पहले ही काम कर रही हैं। राज्य सरकार ने भी ऐसे मामलों को निपटाने के लिए ४६ विशेष अदालतें बनाई हैं। श्री खुर्शीद ने कहा कि भ्रष्टाचार से संबंधित मामलों की सुनवाई के लिए विशेष फास्ट ट्रैक अदालतें बनाने का कोई प्रस्ताव नहीं है।

देश में गैस की आपूर्ति में सुधार करने के लिए सरकार ने कई कंपनियों को नई पाइपलाइनें बिछाने का अधिकार दिया है। रिलायन्स गैस ट्रांसपोर्टेशन इन्फा्रस्ट्रक्चर लिमिटेड को कृष्णा गोदावरी थाले से दक्षिणी राज्यों को जोड़ने वाली तीन पाइपलाइनें बिछाने का अधिकार दिया गया है। एक अन्य कंपनी पीएनजीआरबी को तीन अन्य पाइपलाइनें बिछाने का अधिकार दिया गया है जिनसे देश के विभिन्न क्षेत्रों को जोड़ा जायेगा। आज लोकसभा में एक लिखित उत्तर में पेट्रोलियम और प्राकृतिक गैस राज्य मंत्री आर पी एन सिंह ने कहा कि इन पाइपलाइनों से उन क्षेत्रों में प्राकृतिक गैस सप्लाई की जायेगी जहां अभी तक यह सुविधा उपलब्ध नहीं है।

राज्यसभा ने कोलकाता उच्च न्यायालय के न्यायाधीश सोमित्र सेन के खिलाफ महाभियोग की कार्यवाही आज आगे शुरू की। महाभियोग प्रस्ताव पर चर्चा समाप्त होने के बाद सदन में मत विभाजन होगा। अपना जोरदार बचाव करते हुए श्री सेन ने उन पर लगाये गए गलत आचरण और पैसे की हेराफेरी के आरोपों को उन्हें हटाने की पूर्व नियोजित साजिश का हिस्सा बताया। सदन में विपक्ष के नेता अरूण जेटली ने महाभियोग प्रस्ताव का समर्थन करते हुए कहा कि न्यायाधीश को उदाहरण पेश करना चाहिए न कि तकनीकी नुक्ते निकालकर  अपने आपको कानून के दंड से बचाना चाहिए।
महाभियोग प्रस्ताव मार्क्सवादी कम्युनिस्ट पार्टी के नेता सीतराम येचुरी ने रखा था। इस प्रस्ताव को दोनों सदनो ंमें मत  विभाजन से और दो-तिहाई बहुमत से पास करना होगा।

सरकार लोकपाल की नियुक्ति के लिए एक अलग विधेयक लाने के प्रस्ताव पर विचार कर रही है। राज्यसभा में आज एक लिखित उत्तर में यह जानकारी देते हुए प्रधानमंत्री कार्यालय में राज्यमंत्री वी नारायणसामी ने कहा कि सरकार ने इस महीने की चार तारीख को लोकसभा में लोकपाल विधेयक २०११ पेश किया है। उन्होंने बताया कि इस विधेयक में उच्च पदों पर बैठे लोकसेवकों के भ्रष्टाचार की शिकायतें निपटाने के लिए लोकपाल की व्यवस्था है। इसका अध्यक्ष न्यायपालिका से होगा, जो कि भारत का अवकाश प्राप्त प्रधान न्यायाधीश, या उच्चतम न्यायालय का न्यायाधीश हो सकता है।
प्रधानमंत्री की अध्यक्षता में गठित चयन समिति में लोकसभा अध्यक्ष, दोनों सदनों में विपक्ष के नेता, एक केन्द्रीय मंत्री, उच्चतम न्यायालय का एक न्यायाधीश, उच्च न्यायालय का एक मुख्य न्यायाधीश, एक जाने माने विधिवेत्ता और एक गणमान्य नागरिक होंगे।
श्री नारायणसामी ने बताया है कि सरकार ने राजनीतिक दलों से लोकपाल विधेयक के मसौदे पर विचार मांगें हैं।

प्रवर्तन निदेशालय ने टू जी स्पेक्ट्रम मामले के सिलसिले में करीब तीन सौ ८४ करोड़ रूपये के कथित विदेशी मुद्रा घोटाले के आरोप में दो लूप कंपनियो को कारण बताओ नोटिस जारी किये हैं। नई दिल्ली में प्रवर्तन निदेशालय के सूत्रो ंने बताया है कि निदेशालय ने इससे पहले लूप मोबाइल इंडिया लिमिटेड और लूप टेलीकॉम लिमिटेड पर विदेशी मुद्रा प्रबंधन कानून-फेमा के उल्लंघन के कई आरोप लगाये थे। प्रवर्तन निदेशालय इस घोटाले के सिलसिले में शीर्ष दूरसचांर कंपनियों के खिलाफ चार हजार तीन सौ करोड़ रूपये से अधिक की शिकायतें पहले ही दर्ज कर चुका है।

भारत, इंडानेशिया, ऑस्ट्रेलिया और अन्य देशों के साथ मिलकर हिन्द महासागर क्षेत्र के देशों के लिए त्सुनामी चेतावनी सेवा बुलेटिन शुरू करने पर विचार कर रहा है। लोकसभा में एक लिखित उत्तर में विज्ञान और टैक्नोलॉजी राज्यमंत्री अश्विनी कुमार ने कहा कि इस वर्ष अक्तूबर से इन देशों में त्सुनामी बुलेटिन शुरू किए जाएंगे। उन्होंने यह भी बताया कि अंडमान-निकोबार द्वीप समूह और इंडियन नेशनल सेंटर फॉर ओसिएन इन्फार्मेशन सर्विसेज के बीच त्सुनामी चेतावनी देने के लिए हॉटलाईन लगायी जाएगी।

समाजसेवी अण्णा हजारे की टीम और दिल्ली पुलिस के बीच आज सवेरे इस बात पर सहमति बन गई कि अण्णा नई दिल्ली के रामलीला मैदान में १५ दिन के लिए अनशन कर सकते हैं। यह सहमति दिल्ली के पुलिस आयुक्त बी+ के गुप्ता और अण्णा हजारे के समर्थको के बीच बातचीत के दौरान बनी। इससे पहले, पुलिस ने कहा था कि अनशन की अनुमति जे पी पार्क में तीन दिन के लिए दी जा सकती है और पार्क में पांच हजार से ज्यादा अण्णा समर्थक मौजूद न हों। पुलिस ने इसके साथ कुछ और प्रतिबंध भी लगाये थे। आज की सहमति के बाद ये सभी पांबदिंया नहीं रहेंगी। मंगलवार को अण्णा हजारे को छोड़ने के फैसले के बाद ४० घंटे से भी अधिक की बातचीत के नतीजे में यह सहमति सामने आई। रिहा किये जाने के आदेश के बावजूद अण्णा हजारे ने बाहर आने से मना कर दिया और जेल में ही अपना अनशन जारी रखा। अपने सहयोगियों के जरिये वह अधिकारियों से बातचीत भी कर रहे थे।
उधर, रामलीला मैदान को तैयार करने का काम चल रहा है। मैदान की सफाई की निगरानी दिल्ली नगर निगम के आयुक्त के एस मेहरा कर रहें हैं। उन्होंने एक उपायुक्त को इस काम पर लगा दिया है।
पुलिस भी मैदान की पूरी जांच कर रही है ताकि यह सुनिश्चित किया जा सके कि मैदान में कोई संदेहास्पद वस्तु न हो। कानून और व्यवस्था बनाये रखने के लिए वरिष्ठ अधिकारियो के साथ-साथ समुचित संख्या में पुलिसकर्मी तैनात किये गये हैं। इनमें कुछ हथियारबंद पुलिसकर्मी भी शामिल हैं।

टीम अण्णा ने दिल्ली पुलिस को यह लिखकर दिया है कि वे वर्तमान नियमों का पालन करेंगे और समर्थकों की भीड रामलीला मैदान की क्षमता से ज्यादा नहीं होगी। रामलीला मैदान में लगभग २५ हजार लोग आ सकते हैं। दिल्ली पुलिस के प्रवक्ता राजन भगत ने आकाशवाणी को बताया कि टीम अण्णा ने दो पृष्ठों के इस वचन पत्र में कहा है कि अगर किसी नियम का उल्लंघन हुआ तो उन पर कानून के अनुसार कार्रवाई की जा सकती है। अनशन की अनुमति दो सितम्बर तक दी गई है।
इस वचन-पत्र में यह भी कहा गया है कि सार्वजनिक संपत्ति को कोई नुकसान नहीं पहुंचाया जाएगा, भीड़ आसपास की सड़कों पर नहीं जाएगी, प्रदर्शनकारी यातायात पुलिस के साथ सहयोग करेंगे, लाउड स्पीकर का इस्तेमाल उच्चतम न्यायालय के निर्देश द्वारा निर्धारित समयसीमा यानी दस बजे के बाद नहीं होगा।
अन्य शर्तो में पीने के पानी, चिकित्सा सहायता, मोबाइल टॉयलेट और समुचित रोशनी का प्रबंध करना भी शामिल है। कोई व्यक्ति लाठी या कोई अन्य हथियार लेकर नहीं आएगा। कोई भड़काऊ नारे नहीं लगाये जाएंगे और न ही भडकाऊ भाषण दिये जाएंगे। किसी धार्मिक स्थल के २०० मीटर के दायरे में कोई उत्तेजक नारा नहीं लगाया जाएगा। सार्वजनिक सुरक्षा का ध्यान रखा जाएगा और पटाखे नहीं छोड़े जाएंगे।
अण्णा हजारे और उनके साथ अनशन करने वाले लोगों की चिकित्सा जांच सरकारी डॉक्टर दिन में तीन बार करेंगे। टीम अण्णा ने उच्चतम न्यायालय के १६ अप्रैल २००९ के आदेश में विरोध प्रदर्शन के लिए निर्धारित नियमों का पालन करने का भी वचन दिया है। ये वचन-पत्र दिल्ली पुलिस के मध्य जि+ले के डीसीपी को दिया गया है।

कांग्रेस महासचिव राहुल गांधी आज पुणे जिले में मावल में हाल में पुलिस फायरिंग में मारे गए किसानों के परिवारों से मिलने गए। उन्होंने अस्पताल जाकर घायलों से भी मुलाकात की। इस महीने की नौ तारीख को मावल ताल्लुक में औद्योगिक शहर पिम्परी-चिंचवाड़ को पावना बांध से पानी की आपूर्ति करने की बंद पाइपलाइन परियोजना के विरोध में प्रदर्शन कर रहे लोगों पर पुलिस द्वारा कथित रूप से गोली चलाने से तीन किसान मारे गए थे और कई धायल हो गए थे।

कोलकाता में सीआईडी, पश्चिमी मेदिनीपुर जिले मे पश्चिम बंगाल के पूर्व मंत्री सुशांत घोष के घर से मानव कंकाल मिलने के आरोपों की जांच कर रही है। सीआईडी के अधिकारियों के छापे के दौरान कुछ कारतूस और खुफिया कैमरा भी मिला था।
सीआईडी ने कल रात इस मामले में एक और व्यक्ति को गिरफ्तार किया। उसे आज अदालत में पेश किया जा रहा है।

असम में दो और भूमिगत गुटों के साथ जल्दी ही शांति वार्ता शुरू की जायेगी। असम के मुख्यमंत्री तरूण गोगोई ने कल दिसपुर में एक समारोह के दौरान संवाददाताओं से बातचीत में यह जानकारी दी। उन्होंने कहा कि इन गुटों में दीमा हालम दावगाह - ज्वैल गारलौसा गुट और नेशनल डेमोक्रेटिक फ्रट आफ बोड़ोलैंड रंजना डायमेरी गुट शामिल हैं। दीमा हलम दावागाह ज्वैल गारलौसा गुट के अध्यक्ष और इसके कमान्डर इन चीफ निरंजन हाजोई को अदालत ने जमानत पर रिहा किया था। श्री गोगोई ने कहा कि नेशनल डेमोक्रेटिक फ्रंट आफ बोड़ोलैंड के प्रमुख रंजन डायमेरी ने भी सरकार के साथ शंति वार्ता मे दिलचस्पी दिखाई है। मुख्यमंत्री ने कहा है कि सरकार इन गुटों के साथ बातचीत के लिए सभी प्रबंध कर रही है। उन्होंने कहा कि अल्फा के परेश बरूआ के साथ भी बातचीत के लिए दरवाजे खुले हैं।

असम में यूनाईटेड डेमोक्रेटिक पीपल्स फ्रंट के ४८ घंटे के राज्यव्यापी बंद के कारण आज दूसरे दिन भी नौ जिलों में जनजीवन प्रभावित है।

खाद्य पदार्थों की मुद्रास्फीति की दर छह अगस्त को समाप्त हुए सप्ताह के दौरान गिरकर नौ दशमलव शून्य तीन प्रतिशत रह गई। इसके पहले के हफते में यह नौ दशमलव नौ शून्य प्रतिशत थी। वाणिज्य मंत्रालय द्वारा आज जारी आंकड़ों के अनुसार सब्जियों और प्रोटीन युक्त खाद्य वस्तुओं के दामों में कमी के कारण ऐसा हुआ, लेकिन ईधन के मूल्यों में इस सप्ताह के दौरान १३ दशमलव एक तीन प्रतिशत वृद्धि दर्ज की गई।

बम्बई शेयर बाजार के शुरूआती कारोबार में आज सेन्सेक्स में ७६ अंक से अधिक की बढ़त रही लेकिन बाद में इसमें गिरावट आनी शुरू हो गयी। अब से कुछ देर पहले सेन्सेक्स २९७ अंक की गिरावट के साथ १६ हजार ५४४ पर था।
नेशनल स्टॉक एक्सचेंज का निफ्टी भी ९२ अंक गिरकर ४ हजार ९६३ पर आ गया।
एशियाई बाजारों में गिरावट का रूख रहा। जापान के निक्केई में शून्य दशमलव चार-दो प्रतिशत और हांगकांग के हैंगसेंग में शून्य दशमलव एक दो प्रतिशत की गिरावट आई।
अन्तरबैंक विदेशी मुद्राबाजार में डॉलर के मुकाबले रूपया २९ पैसे कमजोर हुआ। एक डॉलर की कीमत ४५ रूपये ७० पैसे बोली गयी।
उधर एशियाई बाजारों में कच्चे तेल के भाव गिरे। सितम्बर की डिलीवरी के लिए न्यूयॉर्क का लाइट स्वीट क्रूड ३३ सेंट सस्ता होकर ८७ डॉलर २५ सेंट प्रति बैरल हो गया। अक्तूबर की डिलीवरी के लिए लंदन के ब्रेंट नॉर्थ सी क्रूड की कीमत में भी ३० सेंट की गिरावट आयी और एक बैरल ११० डॉलर ३० सेंट का हो गया।

उत्तरप्रदेश में कई नदिया उफान पर हैं जिससे कई और गांव बाढ़ की चपेट में आ गए हैं। हमारे गोरखपुर संवाददाता ने खबर दी है कि मुरादाबाद में रामगंगा खतरे के निशान से करीब एक मीटर उपर बह रही है जबकि लखीमपुर में पलियाकलां में शारदा नदी खतरे के निशान को पार कर गई है। करीब दौ सौ और गांवों में बाढ़ का पानी भर गया है।

उत्तराखंड में भारी वर्षा से दो सौ से अधिक मकानों को नुकसान पहुंचा है। हमारे संवाददाता के अनुसार सड़क मार्ग अवरूद्ध होने के कारण कुमाऊं डिवीजन के पिथौरागढ़, चम्पावत, अलमोड़ा और गढ़वाल डिवीजन के कई स्थान आज चौथे दिन भी राज्य के अन्य हिस्सों से कटे रहे।

प्रदेश के विभिन्न राजमार्गो के साथ ही चार धाम यात्रा रूट पर बड़ी संख्या में तीर्थ यात्रियों के फंसे होने की खबर है। जगह जगह रास्ते बंद होने से फल, सब्जी, घरेलू गैस के साथ ही अन्य आवश्यक सामानों की आपूर्ति पर्वतीय इलाकों में पिछले चार दिनों से बंद है। इसके अलावा कई स्थानों पर बिजली, पानी का भी संकट पैदा हो गया है। राज्य सरकार ने चार धाम यात्रा पर आने वाले तीर्थयात्रियों को खराब मौसम को देखते हुए यात्रा पर फिलहाल न आने की सलाह दी है। राघवेश पांडेय, आकाशवाणी समाचार, देहरादून।

असम कें धेमाजी जिले में पिछले १२ घंटे से लगातार हो रही वर्षा से बाढ़ की स्थिति और बदतर हो+ गयी है। जिला प्रशासन ने सोमवार को गई नदी की बाढ़ में बह गए तीन और लोगों के शव बरामद किए हैं। पुलिस लापता लोगों की तलाश जारी रखे हुए हैं। हमारे संवाददाता ने बताया है कि हाल ही में बाढ़ से मरने वालों की संख्या १३ हो गई है। कल रात डिहरी गांव में एक बच्चा बाढ़ में बह गया।

असम के धेमाजी, सोनितपुर, जोरहाट और धुबरी जिले के ३२७ गांव के लगभग ढाई लाख आबादी बाढ़ से प्रभावित हुए है। हालांकि तीन जिलों की स्थिति में काफी सुधार हुई है। धेमाजी जिले में स्थिति लगातार चौथे दिन भी गंभीर बनी हुई है। धेमाजी में अब तक एक लाख  ५५ हजार लोग बाढ़ की चपेट में हैं। लेकिन बाढ़ प्रभावित लोगों के लिए बड़े राहत के साथ समाराजन में आज सुबह से सड़क यातायात बहाल कर दिया गया है। इसके अलावा सिसी-बोरगांव टोकोबारी में दो आंगन पुल का निर्माण युद्धस्तर पर चल रहे हैं। इसका निर्माण शनिवार तक पूरा होने की उम्मीद है। मानस प्रतिम शर्मा, आकाशवाणी समाचार, गुवाहाटी।

पाकिस्तान के शहर कराची में पिछले दो दिन से जारी हिंसा में मरने वालों की संख्या ३८ हो गई है। कल आधी रात से ही गोलीबारी और हिंसक घटनाओं में और २२ लोगों की जान गई है। मृतकों में पाकिस्तान की नेशनल असैंबली के एक पूर्व सदस्य वजा करीमदाद भी शामिल हैं। उन्हें लियारिया में एक रेस्टोरेंट में गोली मार दी गई। ६३ साल के वजा करीमदाद अपने मित्रों के साथ इफ्तार के लिए आये थे। उन पर अज्ञात बन्दूकधारियों ने गोलियां चलाईं। इस गोलीबारी में चार लोग मारे गये और तीन घायल हो गये।
कराची के भीमपुरा इलाके में हथगोलों से किये गये पांच हमलों में चार लोग मारे गये और सात घायल हो गये। मरने वालों में एक लड़की भी शामिल है। इस साल कराची में हिंसा में आठ सौ से ज्यादा लोग मारे जा चुके हैं।

नेपाल में विभिन्न परिवहन संगठनों की राष्ट्रव्यापी हड़ताल के कारण सार्वजनिक परिवहन सेवाएं बंद हैं। आम जनजीवन अस्तव्यस्त हो गया है, क्योंकि सार्वजनिक परिवहन सेवाएं और लम्बी दूरी की टैक्सी सेवाएं नहीं चल रही हैं। परिवहन संगठनों ने सरकार के सामने ४१ मांगों की सूची रखी है, जिनमें किराए में वृद्धि, सरकारी संगठनों को टैक्सी खरीदने के लिए कस्टम शुल्क में छूट देने और एक अलग परिवहन मंत्रालय बनाने की मांगें शामिल हैं। मंगलवार को वार्ता के विफल हो जाने के बाद हड़ताल का आह्‌वान किया गया था। सरकार ने हड़ताली संगठनों से हड़ताल वापिस लेने का अनुरोध किया है, क्योंकि आज दोपहर एक और दौर की बातचीत होने वाली है।

The Supreme Court today held that the minimum eligibility percentage for admission in central universities for OBC category should be at most 10 per cent less than that of general category students. The bench headed by Justice R V Raveendran ruled that the eligibility criteria for OBC category students should not be decided on the basis of admission given to the last candidate in general category. The apex court however, clarified that there would be no disturbances in the admissions which have already been done by the universities for this academic session.  The ruling also made it clear that where the seats are vacant for lack of eligible OBC candidates, they would be filled by general category. The Supreme Court has extended admission date in colleges including JNU and Delhi University till August 31 to fill OBC quota seats on the basis of its judgement.
The court's clarification came while hearing a petition filed by P V Indersan, a former professor of IIT Madras, seeking its direction in the light of discrepancies in implementation of OBC quota in different educational institutions.

CBI teams today launched raids on the residences and offices of YSR Congress Party President and Kadapa M.P. Y.S. Jagan Mohan Reddy in five cities including Hyderabad, Chennai, Bangalore, Mumbai and Kolkata simultaneously. Our correspondent reports, CBI officials searched the residence of Nimmagadda Prasad, owner of Matrix company, which made huge investments in Jagan’s companies.
The CBI had earlier filed an FIR against YSR Congress chief Jagan Mohan Reddy in connection with a disproportionate assets case. The investigation agency had also filed a petition in a special court in Hyderabad seeking its permission to conduct searches at his premises. The Andhra Pradesh High Court on the 10th of this month had directed the CBI to conduct a thorough investigation into the investment in the companies owned by Jaganmohan Reddy.

The Enforcement Directorate, ED, has issued show cause notices to two Loop telecom firms for alleged violation of foreign exchange laws to the tune of about 384 crore rupees in connection with the 2G scam. Official sources said in New Delhi today, that the Directorate had earlier slapped various charges of Foreign Exchange Regulation and Maintenance Act (FEMA) violations on Loop Mobile India Ltd and Loop Telecom Ltd.. The adjudicating authority has now accepted the complaints filed by the investigators of the case. The Adjudicating Authority in this case is the Special Director of ED based in the national capital. The ED has already filed complaints to the tune of over 4,300 crore rupees against top telecom firms allegedly involved in the scam.

The Lok Sabha has been adjourned till 2 P.M. following uproar over the land acquisition for a trust in Haryana. The House was first adjourned till noon. When it met after the first adjournment, there was no change in the situation with the opposition BJP members raising the issue amidst slogan shouting. Even after repeated pleas by the Presiding Officer, the noisy scenes continued leading to the adjournment. Earlier, in the morning the BJP members wanted suspension of question hour to raise the issue.
The Rajya Sabha also witnessed a brief adjournment till 12 noon after SP and BSP members raised the Bundelkhand issue. They alleged that all central schemes have been clubbed in the package announced by the Centre for the region. A 72.66 crore rupees package was announced recently by the Centre for the development of the region. The Rajya sabha later resumed functioning as the house reassembled after 12 noon.

The government is setting up 71 additional courts to try cases under Prevention of corruption Act. In a written reply to the Lok Sabha today, the Law Minister Mr. Salman Khurshid said that 30 such courts are already functioning to Fast Track the trial of corruption cases. The State governments have also set up 46 special courts to dispose off such cases. The Minister said that there is no proposal to set-up Fast Track Courts exclusively for hearing cases related to corruption.

In a bid to improve the gas supply in the country, the government has authorized several companies to lay down new pipelines. Reliance Gas Transportation Infrastructure Limited, RGTIL has been authorized to lay three pipelines to connect the Krishna Godavari Basin with the southern states. Another company PNGRB has also been authorized to lay three other pipelines to connect various regions in the country. In a written reply to the Lok Sabha today, the Minister of State for Petroleum and Natural Gas R.P.N. Singh said these pipelines will enable supply of natural gas to those areas which have no access to it at present.

The Government says with the commissioning of the plant of South Korean Steel major POSCO in Odisha, steel production in the country will increase manifold. The plant will produce 12 million tones of steel annually. In a reply to the Rajya Sabha, Minister of Steel Beni Prasad Verma said the government has set up a target of 200 million tones of steel production in the country by 2020. At present, India has the 5th position in the world in steel production. He informed that as per data maintained by the joint plant committee, during the fiscal year 2010-11 per capita consumption of total finished steel was 55 kilograms in the country.

The Lok Sabha was informed today that over 2783 Crore rupees of the MPs’ Local Area Development Fund or MPLADS fund was lying unspent with the district authorities as of 31st July this year. The government had increased the annual allocation of MPLADS fund from two crore rupees to five crore rupees from this financial year. Works under MPLADS should generally be completed within one year. The guidelines stipulate monitoring of the expenses at the district, state and Central levels. The Minister of Statistics and Programme Implementation, Mr. Srikant Jena said in a written reply that the funds have to be used for the purpose as envisaged under the scheme.

India now ranks third in terms of pharmaceutical production globally. In terms of value it is standing 14th in the world. This information was given by the Minister of Chemicals and Fertilizers, Mr. Srikant Jena in the Lok Sabha today. In a written reply, he said the Indian pharmaceutical industry recorded a growth rate of 11 percent in 2009-10. The government has been taking various measures to help the growth of the pharmaceutical sector. The excise duty on medicines was reduced from 16 percent to 4 percent. In some parts of the country, no taxes are levied on pharmaceutical products. He said, the industry has also been given benefits under the Income Tax Act.

New Delhi has expressed its readiness to play a larger role in the Shanghai Cooperation Organization (SCO). Replying to questions in the Rajya Sabha today, the Minister for External Affairs, Mr S M Krishna said India has received positive responses for its full membership in the Shanghai Cooperation Organization. He said India has been regularly attending the summit meetings at the ministerial level as an observer. The Minister informed the House that the recent Summit at Astana in June this year, formally opened the doors of the Shanghai Cooperation Organization to new members.

In Assam, peace talks with two more underground groups will begin soon. Chief Minister Tarun Gogoi said this while speaking to newsmen on the sidelines of a function at Dispur yesterday. He said the groups included Dima Halam Daogah (Jewel Garlosa) and the National Democratic Front of Bodoland (Ranjan Daimary). The chairman of the Dima Halam Daogah -Jewel Garlosa and its commander-in-chief Niranjan Hojai had been released on bail by the court three days ago. Mr. Gogoi said NDFB chairman Ranjan Daimary has also evinced interest for peace talks with the Government. The Chief Minister said the Government is making all arrangements for talks with these outfits. He said the door is also open for talks with the Paresh Baruah faction of the ULFA.Meanwhile, normal life continues to be paralyzed for the second day today in as many as nine districts following a 48 hour state-wide bandh called by the United Democratic People’s Front.

Social activist Anna Hazare's team and the Delhi police reached an agreement early this morning under which Delhi Police allowed Anna to carry out his hunger strike for a fortnight in the spacious Ramlila Maidan in New Delhi. The breakthrough came after top aides of Anna Hazare met Delhi Police Commissioner B K Gupta.  Earlier, the police had insisted that the fast would be allowed at JP Park, a smaller venue, only for three days with maximum of 5,000 protesters besides some other conditions. In today's agreement, these restrictions have been lifted. The agreement came more than 40 hours after Hazare's arrest on Tuesday and release the same night. However, he had refused to come out of jail, continued his fast and carried out negotiations from Tihar through his emissaries.
Meanwhile, hectic preparations are on at the Ramlila Maidan where the authorities have pulled out all stops to make the venue ready for Anna Hazare to hold his protest fast against corruption. The cleaning up mission is being monitored by Commissioner K S Mehra, who also deputed the area Deputy Commissioner to the Maidan to lead the operations.The Police also swung into action and conducted checks at the Maidan to ensure that no suspicious objects were there in the ground. A senior police official said adequate number of personnel, including armed, will be deployed at the Maidan to ensure law and order.

Team Anna has given a two-page undertaking to the police on their protest fast in Ramlila maidan, saying they would abide by existing rules and regulations and the crowd will not exceed the capacity of the ground, which is around 25,000 people. Delhi police spokesperson Rajan Bhagat told AIR that, in the undertaking, it has been said that if any clause of it was violated, they would be liable to be prosecuted under law. The permission for the fast has been given till the second of next month. In Uttar Pradesh, many more villages have come under the grip of floods as several rivers are in spate. The river Ghaghra is flowing above the danger mark at Elgin Bridge in Barabaki, Ayodhya and Ballia and maintaining a rising trend. Though the condition of 3 districts are stated to be improving , the situation in Dhemaji district is continued to be grim for the fourth consecutive day. In Uttarakhand, more than 200 houses have been damaged due to rain in several parts of the state. Pithoragarh, Champawat and Almora in Kumaon division and some other places in Garhwal region were cut off for the fourth consecutive day today due to blockage of roads. The Countries food inflation has declined to 9.03 per cent for the week ended  6th August , from 9.90 per cent a week earlier. Data released by the Commerce Ministry showed today that this happened on account of a decline in the prices of vegetables and protein-based foodstuff. However, fuel price index rose to 13.13 per cent for the week, due to higher prices of furnace oil, naphtha, light diesel oil, aviation turbine fuel, and bitumen.
And inflation in non-food articles, which include fibres, oil seeds and minerals, rose to 16.07 per cent from 15.05 per cent  in the previous week.

The rupee depreciated by 29 paise to a six-month low of 45 rupees 70 paise against the dollar in early trade. The rupee moved in a range between 45.47 and 45.70 rupees in morning deals. The domestic currency had lost 4 paise to close at 45.41 rupees against the international currency yesterday.

The Rajya Sabha has again taken up the Impeachment Motion against the Kolkata High Court Judge Somitra Sen. The House will vote on the Motion after the discussion is over. Strongly defending himself Mr. Sen alleged that the two allegations of misconduct and misappropriation funds against him were part of pre determined move to remove him. Supporting the Impeachment Motion, the leader of the Opposition in the House Mr. Arun Jaitley said that a Judge has to lead by example and cannot rely on technicalities and try to escape the rigors of law. Mr. Jailtley continued his argument when the debate resumed in the House this afternoon. The Impeachment motion was introduced by CPIM leader Sitaram Yechury which will have to be passed by a two third majority of those present and voting in both the Houses.

In Pakistan, the death toll in violence in Karachi has risen to 38 in two days as 22 more people were killed in firing and violent incidents since midnight Among the victims was a former member of the Pakistan national assembly Waja Karim Dad, who was shot dead at a restaurant in Lyaria. The sixty-three-year-old Waja was at the restaurant along with friends for Iftar when unknown gunmen opened fire on him killing four and injuring three others.In another incident, four people were killed, including a young girl, and seven others were injured in a series of five hand-grenade attacks in Bhempora area of the city.
In a shooting spree in the Methadar area, two persons were killed and four others injured. Reports said, a motorcycle and a rickshaw were also set on fire on Nepiar road.

In Afghanistan, 14 people have been killed in a bomb blast in western Herat province. According to police, the incident occurred when a mini bus in which they were travelling struck a road side bomb. 12 people have been injured in the blast.

Syrian President Bashar al-Assad has told UN chief Ban Ki-moon that military operations against the protesters have stopped. The UN said in a statement that Mr. Assad was responding to a demand from Mr. Ban during a phone call that all military operations and mass arrests must cease immediately. Mr. Assad has come under mounting international pressure to end his violent crackdown on demonstrators.
Meanwhile, the UN human rights chief will call for the international war crimes court to investigate Syria's deadly crackdown at a UN Security Council meeting today. The 15-nation council is to meet on the Syria crisis amid growing concern over President Bashar al-Assad's military assault on pro-democracy protests, which is said to have killed about 2,000 people in five months.

राज्यसभा ने कलकत्ता उच्च न्यायालय के न्यायाधीश न्यायमूर्ति सौमित्र सेन को उनके पद से हटाने संबंधी महाभियोग प्रस्ताव पारित कर दिया है। देश के इतिहास में ऐसा पहली बार हुआ है। सौमित्र सेन को धन के दुरूपयोग और गलत जानकारी देने के आरोप में यह प्रस्ताव लाया गया था। इसे मार्क्सवादी कम्युनिस्ट पार्टी के सीताराम येचुरी ने पेश किया था। सदन के सभापति मोहम्मद हामिद अंसारी ने महाभियोग पर मतदान के परिणाम की घोषणा की।
प्रस्ताव के पक्ष में १८९ और विरोध में १७ मत पड़े हैं। यह प्रस्ताव सदन के कुल सदस्यों के बहुमत और उपस्थित सदस्यों के दो-तिहाई बहुमत से पारित किया गया है।
इस प्रस्ताव पर दो दिन चली बहस में विभिन्न पार्टियों के सदस्यों ने न्यायिक सुधारों और न्याय प्रणाली के काम-काज में पारदर्शिता लाने के लिए एक न्यायिक आयोग के गठन की भी मांग की।
न्यायाधीश सेन ने अपने बचाव में कहा कि वे वित्तीय अनियमितताओं के दोषी नहीं हैं और उन पर लगाए गए आरोप एक सोची समझी चाल है।
राज्यसभा के सभापति हामिद अंसारी द्वारा गठित एक विशेष समिति ने न्यायमूर्ति सेन के खिलाफ वित्तीय अनियमितताओं के आरोपों को सही पाया था। उन पर १९९० के दशक में करीब २४ लाख रूपये के दुरूपयोग का आरोप था। उस समय वे वकील थे और कलकत्ता उच्च न्यायालय ने उन्हें रिसीवर नियुक्त किया था। इससे पहले १९९३ में लोकसभा में उच्चतम न्यायालय के न्यायमूर्ति वी रामास्वामी के खिलाफ महाभियोग प्रस्ताव लाया गया था, लेकिन यह पारित नहीं हुआ था।

कांगे्रस ने कहा है कि न्यायाधीश सौमित्र सेन को पद से हटाने के महाभियोग प्रस्ताव पर राज्यसभा के सदस्यों द्वारा व्यक्त किये गये विभिन्न विचारों से इस प्रस्ताव को भारी बहुमत से पारित करने में मदद मिली है। संसद भवन के बाहर आज पत्रकारों से संसदीय कार्य राज्यमंत्री राजीव शुक्ल ने कहा कि अब यह प्रस्ताव लोकसभा में लाया जायेगा।
भाजपा ने कहा है कि महाभियोग प्रस्ताव के पारित होने से राष्ट्र को एक कड़ा संदेश गया है। मार्क्सवादी कम्युनिस्ट पार्टी ने महाभियोग प्रस्ताव को पारित किये जाने को राज्यसभा की एक गौरवपूर्ण उपलब्धि बताया है।

उच्चतम न्यायालय ने फैसला दिया है कि अन्य पिछडे+ वर्गो के छात्रों के लिए, केन्द्रीय विश्वविद्यालयों में दाखिले का न्यूनतम योग्यता प्रतिशत, सामान्य वर्ग के छात्रों से, अधिकतम दस प्रतिशत कम होना चाहिए। न्यायमूर्ति आर+. वी.+ रवीन्द्रन की अध्यक्षता वाली खंडपीठ ने कहा कि अन्य पिछड़े वर्गो के छात्रों के लिए योग्यता का मापदंड, सामान्य वर्ग की सूची में सबसे नीचे के छात्र के दाखिले के आधार पर नहीं तय किया जाना चाहिए।
लेकिन खंडपीठ ने यह भी स्पष्ट किया कि इस शिक्षा सत्र में विश्वविद्यालयों में जो दाखिले हो चुके हैं, उन्हें न छेड़ा जाए। अदालत ने यह भी स्पष्ट किया कि जहां अन्य पिछडे वर्गो के पात्र छात्रों के अभाव में सीटें खाली हैं वे सामान्य वर्ग के छात्रों से भर दी जाएं।

सी बी आई ने आंध्रप्रदेश में वाई एस आर कांग्रेस पार्टी के अध्यक्ष और सांसद वाई एस जगनमोहन रेड्डी के आवास और दफतरों पर छापे मारे हैं। सी बी आई अधिकारियों ने सात शहरों में छापे मारे हैं। हैदराबाद में जगनमोहन रेड्डी के साक्षी तेलगु दैनिक, साक्षी टीवी चैनल और भारती सीमेंट के कार्यालय में छापे मारे गये हैं। सी बी आई ने कहा है कि श्री जगनमोहन और अन्यों के खिलाफ विभिन्न धाराओं और भ्रष्टाचार निरोधी कानून के तहत मामले दर्ज किये गये हैं। ये छापे कल भी जारी रहेंगे। श्री जगनमोहन की कम्पनियों में निवेश करने वालों के आवासों पर भी छापामारी की गयी है।

समाजसेवी अण्णा हजारे की टीम और दिल्ली पुलिस के बीच आज इस बात पर सहमति बन गई कि अण्णा नई दिल्ली के रामलीला मैदान में १५ दिन के लिए अनशन कर सकते हैं। यह सहमति दिल्ली के पुलिस आयुक्त बी+ के गुप्ता और अण्णा हजारे के समर्थको के बीच बातचीत के दौरान बनी। मंगलवार को अण्णा हजारे को छोड़ने के फैसले के बाद ४० घंटे से भी अधिक की बातचीत के नतीजे में यह सहमति सामने आई।

कांग्रेस ने कहा है कि संसद की स्थायी समिति लोकपाल विधेयक के हर पहलू पर विचार करेगी। पार्टी प्रवक्ता रेणुका चौधरी ने नई दिल्ली में कहा कि सरकार सिविल सोसायटी की मांगों पर विचार कर चुकी है और अब स्थायी समिति द्वारा अपने सुझाव देने के बाद इस पर संसद में विस्तृत चर्चा की जायेगी।

सरकार भ्रष्टाचार निरोधक कानून के तहत आने वाले मामलों की सुनवाई के लिए ७१ अतिरिक्त अदालतें बना रही है। आज लोकसभा में एक लिखित उत्तर में विधिमंत्री सलमान खुर्शीद ने कहा कि भ्रष्टाचार के मामलों को तेजी से निपटाने के लिए ऐसी तीस अदालतें पहले ही काम कर रही हैं।

सरकार लोकपाल की नियुक्ति के बारे में विधेयक लाने के प्रस्ताव पर गंभीरता से विचार कर रही है। इस विधेयक में उच्च पदों पर बैठे कुछ लोगों के खिलाफ भ्रष्टाचार की शिकायतों से निपटने के लिए लोकपाल की नियुक्ति के बारे में प्रावधान होंगे। आज राज्यसभा में एक लिखित उत्तर में प्रधानमंत्री कार्यालय में राज्यमंत्री वी नारायणसामी ने यह जानकारी देते हुए कहा कि सरकार ने ४ अगस्त को लोकसभा में लोकपाल विधेयक-२०११ पेश किया था।

लोकसभा ने भारतीय चिकित्सा परिषद संशोधन विधेयक २०११ पास कर दिया है। इसमें देश में बेहतर चिकित्सा सुविधाएं प्रदान कराने का प्रावधान किया गया है।
स्वास्थ्य मंत्री गुलाम नबी आजाद ने इस पर चर्चा का जवाब देते हुए कहा कि सरकार अगले पांच वर्षों में मेडिकल पोस्ट गे्रजुएट के लिए पन्द्रह हजार सीटें बढ़ायेगी।

बाल अपराध न्याय संशोधन विधेयक-२०१० आज राज्य सभा में पेश किया गया। इसके अंतर्गत बच्चों की उचित देखभाल और संरक्षण की व्यवस्था है। विधेयक पेश करते हुए महिला तथा बाल विकास मंत्री कृष्णा तीरथ ने कहा कि इस विधेयक का उद्देश्य बच्चों के संतुलित विकास के लिये उचित वातावरण तैयार करना है।

खाद्य मुद्रास्फीति की दर छह अगस्त को समाप्त हुए सप्ताह के दौरान गिरकर नौ दशमलव शून्य तीन प्रतिशत रह गई। इसके पहले के हफते में यह नौ दशमलव नौ शून्य प्रतिशत थी। वाणिज्य मंत्रालय द्वारा आज जारी आंकड़ों के अनुसार सब्जियों और प्रोटीन युक्त खाद्य वस्तुओं के दामों में कमी के कारण ऐसा हुआ।
वित्तमंत्री प्रणब मुखर्जी ने आशा व्यक्त की है कि आने वाले महीनों में मुद्रास्फीति सामान्य रहेगी और पांच दशमलव पांच प्रतिशत तक आ जाएगी।
मुझे विश्वास है कि बेहतर मानसून और कृषि उत्पादों की आपूर्ति पर लगे प्रतिबंधों को खत्म करने के लिए उठाए गए कदमों से खाद्य पदार्थों की मुद्रास्फीति और नीचे आयेगी।

बाम्बे स्टॉक एक्सचेंज का सेंसेक्स ३७१ अंक लुढ़क कर लगभग १५ महीने के न्यूनतम स्तर १६ हजार ४७० पर बंद हुआ। वैश्विक आर्थिक मंदी से जुड़े डरों के चलते एशियाई और यूरोपीय बाजारों में गिरावट और ब्याज दरों से जुड़ी चिंताओं के बीच निवेशकों ने चौतरफा बिकवाली की। निफ्‌टी ११२ अंक गिरकर ४ हजार ९४४ हो गया।
रूपये में डॉलर के मुकाबले ३४ पैसे की भारी गिरावट आई। और एक डॉलर की कीमत ४५ रूपये ७५ पैसे दर्ज हुई।
सोना दिल्ली में १६० रूपये महंगा होकर २६ हजार ८४० रूपये प्रति दस ग्राम के ताजा उच्चतम स्तर पर जा पहुंचा। चांदी छह सौ रूपये के उछाल से ६१ हजार तीन सौ रूपये प्रति किलो दर्ज हुई।

निशानेबाज गगन नारंग को देश के सर्वोच्च खेल पुरस्कार राजीव गांधी खेल रत्न से सम्मानित किया जाएगा।

जम्मू कश्मीर में पीरपंचाल में सक्रिय चार खुंखार आतंकवादियों ने आज दक्षिण कश्मीर के कुलगाम जिले में अधिकारियों के सामने समर्पण कर दिया। पुलिस के एक प्रवक्ता के अनुसार ये हैं - मोहम्मद रफीक शेख उर्फ बशारत, बशीर अहमद उर्फ राशिद, मोहम्मद मकबिल उर्फ मजीद और मोहम्मद शफीक उर्फ हारुन रशीद। इन आतंकवादियों ने दो एके -४७ राइफलें, एक ग्रेनेड लांचर, एक वायरलैस सैट और बड़ी मात्रा में गोलाबारूद भी सौंपा है।

असम के धेमाजी जिले में पिछले १२ घंटों से लगातार वर्षा के कारण बाढ़ की स्थिति अब भी गंभीर बनी हुई है। जिला प्रशासन ने सोमवार को बाढ़ में बह गये आठ लोगों के शव निकाल लिये हैं और तीन की तलाश जारी है।

The Rajya Sabha created history today by adopting an impeachment motion to remove the Judge of Calcutta High Court, Justice Soumitra Sen from the post for misappropriation of funds and misrepresentation of facts. The motion moved by Sitaram Yechuri of the CPIM was adopted by more than two-third of the members present in the House. The  Chairman of the House, Mohd. Hamid Ansari announced that 189 members voted in favour of the motion and 17 against.
Subject to correction I's 189. No's 17, the I's have it the motion and the address are adopted by a majority of the total membership of the house and by a majority of not less than two-thirds of the members of the house present and voting.
Justice Sen is accused of misappropriating nearly 24 lakh rupees in the 1990s when he was a lawyer and was appointed receiver by the Calcutta High Court.

The Supreme Court today held that the minimum eligibility percentage for admission in central universities for OBC category should be at most 10 per cent less than that of general category students.
The bench headed by Justice R V Raveendran ruled that the eligibility criteria for OBC category students should not be decided by the basis of admission given to the last candidate in general category. The apex court however, clarified that there would be no disturbances in the admissions which have already been done by the universities for this academic session.  The ruling also made it clear that where the seats are vacant for lack of eligible OBC candidates, they would be filled by general category. The Supreme Court has extended admission dates in colleges including JNU and Delhi University till August 31 to fill OBC quota seats on the basis of its judgement. The court's clarification came while hearing a petition filed by a former professor of IIT Madras.

In Andhra Pradesh, the CBI officials today raided the residence and office premises of YSR Congress Party President YS Jagan Mohan Reddy in seven cities across the country. The CBI officials raided Shakshi Telugu Daily, Shakshi TV Channel and Bharti Cement offices in Hyderabad belonging to Jagan Mohan Reddy. The CBI in a press release stated that cases were registered against Jagan Mohan Reddy  and others under section 420, 477, 401 and  409 and anti corruption act.  CBI also said that the raids would continue   tomorrow. The CBI also raided the residences of the investors who invested in Jagan's business firms.

In J&K, four dreaded longest surviving militants active in Peer panchal range from Kulgam to Ramban today laid their arms before the authorities in Kulgam district of south Kashmir. According to a police spokesman, these include Mohammad Rafiq Shelikh alias Basharat, Divisional commander of Hizbul Mujahidin. In Assam, normal life continues to be paralyzed for the second day today in as many as nine districts following a forty-eight hour state-wide bandh call by United Democratic People’s Front. Our Correspondent reports that the bandh call received total response in four Bodoland Territorial Council districts of Kokrajhar, Udalguri, Baksa and Chirang.

The Country's food inflation has declined to 9.03 per cent for the week ended 6th August, from 9.90 per cent a week earlier. Data released by the Commerce Ministry today said this happened on account of decline in the prices of vegetables and protein-based foodstuff. However, inflation in non-food articles, which include fibres, oil seeds and minerals, rose to 16.07 per cent from 15.05 per cent in the previous week.

Finance Minister Pranab Mukherjee today expressed hope that the inflation will moderate in the coming months and will come down to 5.5 percent. Talking to reporters outside Parliament Mr. Mukherjee said that with the good monsoon, the food inflation will also come down.
Though food inflation has come down from February 2010 till 6th August 2011 substantially. In February 2010, it was 22% and today it's 9%, but 9% food inflation is high and it will have to be further moderated and I do hope good monsoon and the steps taken to remove the supply constraints on agricultural product would help moderate the food inflation.

The Sensex at the Bombay Stock Exchange dropped 371 points, or 2.2 percent, to a nearly 15-month low of 16,470, today. The Sensex fell on across-the-board selling by investors, on interest rate fears, and in line with tumbling Asian and European markets, on fears of a global economic slowdown. The Nifty declined 112  points, or 2.2 percent, to 4,944. Stock markets in Japan, China, Hong Kong and South Korea slumped between 1.3 percent and 1.7 percent. The rupee depreciated hefty 34 paise to a six and a half  month  low of 45.75 against the dollar. Gold rose 160 rupees, to a fresh all-time high of 26,840 rupees per ten grams in Delhi. Silver gained 600 rupees, to 61,300 rupees per kilo.  And U.S. crude oil futures fell 71 cents, to 86.87 dollars a barrel, while Brent crude dropped below 110 dollars a barrel.  Pradeep Kumar, AIR News

In Assam, the flood situation in Dhemaji district has further worsened due to incessant rain during the last 12 hours. The District administrations have recovered three bodies swept away on Monday in Gai River. Flood situation in Dhimaji district is is still critical. So far eight bodies have been recovered and operation to find out the other three bodies is going on.

In Uttarakhand, rain still continues at various parts of the state affecting normal life. More from our correspondent.
Almost all the National Highways were closed due to landslides at different places  as rain continued for second consecutive day today. As per reports, supply of essential commodities and petroleum products has been badly hit. Residents of Chamoli, Champawat, Pithoragarh and Almora are facing power crisis. Yamuna continues to flow above danger mark with water level increasing to around 206 meters. According to Flood Control department, Haryana government has informed that it will not release additional water from its Hathinikund barrage. This will help stabilise the water level. According to Delhi government, people living in low lying areas have been shifted to safer places and provided with tented accommodation. They are also being provided free healthcare and essential items. A 24-hour flood control room has been set up in the Geeta Colony, to keep a vigil on the water level.

Ace shooter Gagan Narang will be conferred the prestigious Rajiv Gandhi Khel Ratna Award by President Pratibha Patil on August 29.   The government officially announced the list of awardees today. The names of the sports persons to be conferred Arjuna, Dhyan Chand and Dronacharya Awards for the year 2011 were also announced today though the list of the recipients was already out last month. Among the nineteen sportspersons who have been chosen for the Arjuna Awards are: Zaheer Khan (Cricket), Rahul Banerjee (Archery), Preeja Sreedharan (Athletics), Jwala Gutta (Badminton), Suranjoy Singh (Boxing), Sunil Chhetri (Football), Rajpal Singh (Hockey) and Virdhawal Khade (Swimming).

Play in the fourth and final cricket test between India and England at the Oval in London has been interrupted by rain.  Earlier, electing to bat after winning the toss, England were  75 for no loss in their first innings, at Lunch on the opening day today.   Skipper Andrew Strauss on 38 and Alastair Cook on 34 were at the crease. England have already clinched the series by taking a three-nil lead.

Pakistani troops today opened fire and launched Rocket Propelled Grenades at Indian posts in Poonch district of Jammu and Kashmir,. According to a senior Army officer, Pakistani troops opened fire from two of their forward posts  along the Line of Control  in the wee hours . Indian troops retaliated which led to an exchange of fire that continued for an hour and a half. However, there was no loss of life or injury reported so far.

In Afghanistan, 14 people have been killed in a bomb blast, in western Herat province.  According to police, the incident occurred when a mini bus in which they were travelling struck a road side bomb.  12 people have been injured in the blast.

Libyan rebels  say they have seized the government's last functioning oil refinery in a city west of Tripoli, as they continue to push towards the capital in a bid to force leader Moammar Gadhafi from power. The rebels today said they were in control of the refinery in Zawiya, 50 kilometers west of the capital.  According to residents fleeing Zawiya, the opposition forces control most of the city.  Clashes also continued on the eastern front in the strategic city Brega, where rebels said 18 of their fighters were killed and at least 33 wounded on Tuesday. Opposition forces are attempting to dislodge pro-Gadhafi troops from the oil port and refinery, which has not operated for months. Meanwhile, the U.S. military has deployed two more armed Predator drones for surveillance operations over Libya, where opposition fighters remain heavily dependent on NATO air power.

President Barack Obama and the leaders of several major European countries  have  called for the resignation of the Syrian President Bashar Al-Assad. It is the first explicit call from the US and its allies for President Assad to step down although Washington previously said Syria would be better off without him. The United States has also ordered the freeze of all Syrian Government assets in the US and a ban on  oil imports from Syria.

In Pakistan, the death toll in Karachi has gone up to 42 in two days of   gang violence. Among the victims was a former MP of the ruling PPP. According to the police, the trouble, which started from Lyari and its adjoining areas in old Karachi yesterday, escalated after Waja Karim Dad, a former member of Pakistan National Assembly and four of his associates were gunned down while sitting at a restaurant to break their Ramzan fast last evening. Lyari and its adjoining areas have for months now been badly affected by gang wars between high-profile criminals and political parties accusing each other of patronizing these gangs.
