 केन्द्र सरकार ने देश भर के परमाणु संयत्रों, तेल शोधक कारखानों और सैन्य अड्डों सहित सभी महत्वपूर्ण प्रतिष्ठानों की सुरक्षा की समीक्षा करने को कहा है। पाकिस्तान में पिछले हफ्ते एक नौसैनिक अड्डे पर हमले के मद्देनजर केन्द्रीय गृह मंत्रालय ने उच्च स्तरीय बैठक के बाद ये आदेश जारी किया।
 गुप्तचर ब्यूरो और स्थानीय सुरक्षा प्रमुखों का संयुक्त दल सभी महत्वपूर्ण प्रतिष्ठानों की सुरक्षा के स्तर का सर्वेक्षण और आकलन करेगा। इस दौरान सभी परमाणु संयंत्रों, इसरो प्रतिष्ठानों, तेल शोधक कारखानों और हवाई अड्डों की सुरक्षा की समीक्षा की जाएगी।
 एक अधिकारी ने बताया कि सभी राज्यों और सुरक्षा बलों को महत्वपूर्ण प्रतिष्ठानों और सैन्य शिविरों के आस-पास सतर्कता बढ़ाने तथा शांति भंग करने की आतंकवादियों की किसी भी कोशिश को नाकाम करने को कहा गया है। किसी भी विध्वंसकारी कोशिश को नाकाम करने के लिए सार्वजनिक और धार्मिक स्थानों पर अतिरिक्त सुरक्षा बल तैनात किये जाएंगे।

 सरकार ने काले धन का पता लगाने और आर्थिक अपराधियों के खिलाफ कार्रवाई के लिए एक अलग आयकर निदेशालय का गठन किया है। वित्त मंत्रालय की विज्ञप्ति के अनुसार एक नया आपराधिक जांच आयकर निदेशालय गठित किया है जो प्रत्यक्ष कर कानून के तहत दंडनीय और वित्तीय गड़बड़ी वाली आपराधिक गतिविधियों की छानबीन करेगा। यह निदेशालय ऐसे व्यक्तियों और लेन-देन के बारे में जानकारी जुटायेगा जिन पर, सीमा पार, अंतर्राज्यीय या अंतर्राष्ट्रीय स्तर पर  प्रभाव डालने वाली ऐसी आपराधिक गतिविधियों में शामिल होने का संदेह है जो राष्ट्रीय सुरक्षा के लिए खतरनाक हो सकती हैं।
 यह निदेशालय ऐसी आपराधिक गतिविधियों में लगे धन के स्रोत और उसके उपयोग की छानबीन भी करेगा। नया निदेशालय तत्काल प्रभाव से काम करने लगेगा और इसे सक्षम न्यायाधिकार वाली किसी भी अदालत में दायर मुकदमे के लिए विशेष वकीलों और अन्य विशेषज्ञों की सेवायें लेने का अधिकार दिया गया है।

 असम में कल देर रात कामरूप जिले में एक बस दुर्घटना में कम से कम २१ लोगों की मृत्यु हो गई है। मृतकों में सात महिलायें और तीन बच्चे हैं।  बस में तैंतालीस यात्री थे। बारातियों से भरी यह बस गुवाहाटी में लोखड़ा से नलबाड़ी जिले में तिहू जा रही थी । हाजो के पास सोराबोरी में ड्राइवर नियंत्रण खो बैठा और बस गहरे खड्ड में जा गिरी। मृतकों की संख्या बढ़ने की आशंका है।

स्थानीय लोगों ने तालाब से अब तक २१ शव निकाल लिया है। राष्ट्रीय आपदा कार्रवाई बल के जवान सुबह घटनास्थल पर पहुंच गए तथा खोज और बचाव का काम जारी है। दुल्हन, उसकी बहन और परिवार के अन्य लोगों की मृत्यु हो चुकी है। अब तक केवल छह लोगों को बचाया जा सका है। पिछले कुछ वर्षों में इसी जगह पर यह तीसरी बड़ी दुर्घटना है। हाजोनलबारी राजमार्ग की खस्ता हालत इस दुर्घटना का मुख्य कारण बताया जा रहा है।

 योजना आयोग ने १२वीं पंचवर्षीय योजना के व्यापक उद्देश्य तय करते समय ज्यादा समग्र और टिकाऊ रवैया अपनाने का फैसला किया है, क्योंकि उसे अहसास हो चुका है कि विकास का कोई एक फार्मूला सभी राज्यों की जरूरतें पूरी नहीं कर सकता।
 योजना आयोग के उपाध्यक्ष मोन्टेक सिंह अहलुवालिया ने पटना में कहा कि आयोग ने नौ फीसदी औसत वृद्धि दर का लक्ष्य रखा है।
 श्री अहलुवालिया ने कहा कि बिहार और अन्य पिछड़े राज्यों ने विशेष दर्जा देने की मांग की है लेकिन योजना आयोग किसी को दर्जा नहीं दे सकता। उन्होंने कहा कि यह मामला राष्ट्रीय विकास परिषद के अधिकार क्षेत्र में आता है।

 केंद्रीय गृहसचिव जी के पिल्लई आज नई दिल्ली में राज्यों के मुख्य सचिवों और पुलिस महानिदेशकों की बैठक की अध्यक्षता करेंगे। इस बैठक में फोन टैपिंग से जुड़े मानकों पर चर्चा होगी। बैठक में मानव तस्करी और जाति आधारित गणना पर भी चर्चा हो सकती है। बैठक में राज्यों के गृहसचिव भी हिस्सा लेंगे, क्योंकि फोन टैप करने की अनुमति वही देते हैं।

 उत्तर प्रदेश के गाजियाबाद में सीबीआई की विशेष अदालत ने निठारी हत्याकांड में दो लड़कियों की हत्या से जुड़े मामले में मोहिन्दर सिंह पंढेर की जमानत याचिका पर फैसला सुरक्षित रखा है। पंढेर इन मामलों में मुख्य आरोपी है।
 हमारे लखनऊ संवाददाता ने खबर दी है कि अदालत आज फैसला सुना सकती है।
 तीन अन्य लड़कियों की हत्या के मामले में सीबीआई के विशेष न्यायाधीश दो दिन पहले ही पंढेर की जमानत याचिका खारिज कर चुके हैं। पंढेर दिसम्बर २००६ से ग़ाजियाबाद की डासना जेल में बंद है और उसने पहली बार पांच मामलों में जमानत याचिकाएं दाखिल की है।

 आज विश्व तम्बाकू निषेध दिवस है। इस दिन का उद्देश्य लोगों को किसी भी रूप में तम्बाकू का सेवन न करने के लिए प्रोत्साहित करना है। इस साल का विषय है। विश्व स्वास्थ्य संगठन तम्बाकू नियंत्रण व्यवस्था समझौता। इसमें तम्बाकू की मांग घटाने के लिए तस्वीर के साथ स्वास्थ्य चेतावनी जारी करने को कारगर रणनीति की तरह अपनाने की सिफारिश की गई है।

तम्बाकू निषेध दिवस के अवसर पर लोगों में तम्बाकू सेवन के दुष्परिणामों के बारे में जागरूकता लाने के लिए सरकारी और विभिन्न स्वास्थ्य संगठनों द्वारा देश भर में कई कार्यक्रम आयोजित किए गए हैं। एक रिर्पोट के अनुसार प्रतिवर्ष विश्वभर में पचास लाख से ज्यादा मौतें तम्बाकू सेवन से होती हैं। जिसमें भारत में आठ लाख लोग इसके शिकार होते हैं। तम्बाकू सेवन करने वालों लोगों को हतोत्साहित करने के लिए केन्द्रीय स्वास्थ्य मंत्रालय ने सिगरेट बिड़ी और गुटका के पैकेट पर नये फेफड़े और मुंह केंसर से संबंधित चित्र चेतावनी प्रकासित करने की अधिसूचना भी जारी कर दी है। जो इस वर्ष पहली दिसम्बर से लागू होगी।

 भारत और जर्मनी की सरकारों के बीच पहली परामर्श बैठक आज नई दिल्ली में शुरू होगी। इसमें पाकिस्तान और अफगानिस्तान में सुरक्षा की स्थिति सहित क्षेत्रीय स्थिति, संयुक्त राष्ट्र व्यवस्था में सुधार, रक्षा, सुरक्षा और व्यापार जैसे प्रमुख क्षेत्रों में आपसी संबंध बढ़ाने जैसे मुद्दों पर चर्चा होगी। बैठक की अध्यक्षता प्रधानमंत्री मनमोहन सिंह और जर्मन चांसलर एंगेला मार्केल करेंगे।

इजरायल को छोड़कर जर्मनी पहली बार किसी दूसरे गैर-यूरोपीय देश के साथ केन्द्रीय मंत्रिमंडल स्तर की वार्ता कर एक नये राजनैतिक संबंध की ओर संकेत कर रहा है। दोनों देशों के बीच आर्थिक संबंधों को और मजबूत करने के लिए चांसलर मार्केल अपने मंत्रिमंडलीय सहयोगियों जिसमें रक्षा मंत्री भी शामिल हैं, के साथ-साथ जर्मनी की नामी-गिरामी कंपनियों के प्रमुखों के विशाल प्रतिनिधिमंडल को साथ ला रहे हैं। विशेषज्ञों के अनुसार दोनों देशों के बीच अंतर्राष्ट्रीय मुद्राकोष के नये प्रबंध निदेशक और भारतीय वायुसेना के लिए युद्धक विमान खरीद के मुद्दे पर भी बातचीत हो सकती है।

 पाकिस्तान सरकार ने लाहौर उच्च न्यायालय को सूचित किया है कि वह २००८ में मुुंबई में हुये आतंकी हमलों के सिलसिले में अमरीका में दायर मुकदमे में जमात-उद-दावा के मुखिया हाफिज मोहम्मद सईद की वकालत नहीं कर सकती। यह मुकदमा इन हमलों में मारे गए दो यहूदियों के रिश्तेदारों ने दायर किया है।
 इन हमलों में कुल १६६ लोगों की जान गई थी। अमरीकी अदालत ने सईद के साथ-साथ आईएसआई के वर्तमान और पूर्व अध्यक्ष और कई अन्य लोगों को सम्मन भेजे हैं जिनके नाम मुकदमे में शामिल हैं।

 भारत और पाकिस्तान सियाचिन से जुड़े मामलों पर आज दूसरे दिन भी चर्चा करेंगे। दोनों देशों के रक्षा सचिवों के बीच १२वें दौर की बैठक कल नई दिल्ली में शुरू हुई थी।
 रक्षा मंत्रालय के अधिकारियों ने बताया कि बातचीत रचनात्मक माहौल में हुई। आज बातचीत के बाद दोनों पक्ष साझा बयान जारी कर सकते हैं।

 सीबीआई ने बताया है कि मॉरीशस उच्चतम न्यायालय ने अपने महाधिवक्ता को निर्देश दिया है कि टू-जी स्पैक्ट्रम घोटाले में धन के लेन-देन के बारे में मांगी गई सारी जानकारी प्रदान करे। भारतीय एजेंसियों ने एक अनुरोध पत्र के जरिये यह जानकारी मांगी है। हमारे संवाददाता ने सीबीआई सूत्रों के हवाले से खबर दी है कि भारतीय एजेंसियों ने अनुरोध पत्र में जिस तरीके से छानबीन करने की मांग की थी, उसकी अनुमति मॉरीशस उच्च न्यायालय ने दे दी है।

 पश्चिम बंगाल ने ३१वीं बार संतोष ट्रॉफी जीत ली है। गुवाहाटी में ६५वीं राष्ट्रीय फुटबॉल प्रतियोगिता के फाइनल में पश्चिम बंगाल ने मणिपुर को एक के मुकाबले दो गोल से हरा दिया।
 पश्चिम बंगाल की ओर से पहला गोल १७वें मिनट में ब्रान्को विनसेन्ट ने किया। दूसरे हाफ के दूसरे मिनट में बुदिराम ने दूसरा गोल किया।
 वर्ष २००२ के विजेता मणिपुर के लिए एक मात्र गोल ७५वें मिनट में नाबा चन्द्र सिंह ने किया।

  ६५वीं औबेदुल्ला खां कप हाकी प्रतियोगिता के फाइनल में आज शाम भोपाल में इंडियन ऑयल कॉर्पोरेशन का मुकाबला भारत पेट्रोलियम कॉर्पोरेशन लिमिटेड से होगा। पहले सेमी फाइनल  में इंडियन ऑयल कॉर्पोरेशन ने एयर इंडिया को जबकि दूसरे सेमी फाइनल में भारत पेट्रोलियम कॉर्पोरेशन लिमिटेड ने ओ एन जी सी को हराया।

 उधर, जनसत्ता की खबर है-अखबारों में छपवाए जाएंगे आयकर चोरों के नाम। दैनिक भास्कर काले धन पर टालमटोल शीर्षक से लिखता है कि सत्ताधारी गठबंधन के राजनीतिक प्रबंधक शायद इस बात से बेखबर हैं कि लोग अब भ्रष्टाचार के मुद्दे पर दिखावटी कदमों से तंग आ चुके हैं।

The Centre has ordered security audit of all vital installations, including nuclear stations, oil refineries and military bases, across the country. The order has been issued after a high-level meeting held by the Union Home Ministry following last week's terrorist attack on a naval base in neighbouring Pakistan. A joint-team of Intelligence Bureau and local security heads will survey and assess the level of security of the vital installations. All nuclear plants, Indian Space Research Organisation installations, oil refineries and airports will be covered in the audit.
An official said that all states and security forces have also been asked to intensify vigil around the vital installations and military camps and foil any attempt by militants to disturb peace. Additional forces will also be deployed in public and religious places to prevent any sabotage attempt.

The Government has announced the setting up of a criminal investigation wing in the income tax department to unearth black money. A new Directorate of Income Tax for Criminal Investigation, DCI will look into criminal matters having any financial implication. The directorate will seek and collect information about persons and transactions suspected to be involved in criminal activities having cross-border, inter-state or international ramifications, that pose a threat to national security. An official press release by the finance ministry said, it will also investigate the source and use of funds involved in such criminal activities. The Directorate which has come into force with immediate effect will have powers to hire the services of special prosecutors and other experts for pursuing a prosecution complaint filed in any court of competent jurisdiction.

In Assam, at least 24 people were killed when a bus carrying a marriage party plunged into a roadside pond after losing control at Sorabori near Hajo in Kamrup district late last night. The dead included seven women and three children. The ill-fated bus, with around 43 passengers, was proceeding to Tihu in Nalbari district from Lokhra in Guwahati when the incident took place. AIR Correspondent from Guwahati reports that the death toll may further go up as search operation is still on.
The local people have so far fished out 21 bodies from the pond. The search for more bodies is on. A group of National Disaster Response Force (NDRF) personnel have arrived on the spot this morning and taken up the job of fishing out the ill-fated bus and other members of the marriage party. The bride Naba Sharma and her sister’s entire family are reported to have among the dead. The figure of the death may go up as only six persons could be rescued so far from the bus. This was the third major road accident in the same spot within last few years. The dilapidated road condition of the Hajo-Nalbari highway is reportedly the main cause behind the accident.

Delhi High Court has reserved its order on the bail plea of DMK MP Kanimozhi and Kalaignar TV MD Sharad Kumar. Both of them are accused in the 2G scam. Justice Ajit Bharihoke, after hearing detailed arguments on the bail applications of the accused, said the order on their pleas would be pronounced later.

The CBI has said that the Supreme Court of Mauritius has directed the island nation's Attorney General to provide all information sought by it in the 2G scam money trail. Quoting CBI sources, our correspondent reports that the Supreme Court of Mauritius has allowed the investigation to be carried out in the manner specified in the letter Rogatory sent by the Indian agencies.

The Allahabad High Court has quashed the 170 hectare land acquisition of Gulistanpur village of greater Noida. About 170 hectare land was acquired in 2007-08 under planned industrial development of Greater Noida. The high court yesterday also ordered the Uttar Pradesh government to return the acquired land to the Gulistanpur farmers.

The Planning Commission has decided to adopt a more inclusive and sustainable approach while formulating the broad objectives of the 12th Five Year plan as it has realized that a single formula for development cannot cater to the needs of all states. Deputy Chairman Montek Singh Ahluwalia said in Patna that the plan panel is targeting a national average growth rate of 9 percent.

In Bihar, government doctors are on strike today in protest against killing of a doctor in Gopalganj jail by its inmates. In an emergency meeting, doctors have decided to boycott all government work for 24 hours from 6 am today to 6 am tomorrow. State Health Minister Ashwani Kumar Choubey appealed to the doctors not to resort to strike in public interest.

Discussion on the regional situation with a focus on security situation in Pakistan and Afghanistan, UN reforms, boost to bilateral ties in key areas of defence, security and trade will be the highlights of the Goverment consultations to be headed by Prime Minister Dr.Manmohan Singh and German Chancellor Angela Merkel. Ms Merkel is arriving in New Delhi today on a two day working visit to receive the Jawaharlal Nehru Award for international understanding for 2009. Our correspondent reports, a number of agreements are also likely to be signed in the field of science and technology and vocational training among other areas after the meeting of the two leaders.

Germany for the first time is engaging in a cabinet-level meeting with any non-European country, indicating a political signal to enhance the ties.In a bid to promote economic relations between the two countries, Merkel, apart from her senior cabinet members,including Defence Minister, will be accompanied by a delegation of CEOs of prominent German companies. Annual trade between Germany and India currently stands at 15 billion Euros. The nations have set the goal of raising that to 20 billion Euros by 2012. According to experts, there will be two important issues that are likely to feature during the discussions -- the selection of a new managing director for the International Monetary Fund and the deal for a new fighter aircraft for the Indian Air Force.

India and Pakistan are discussing issues relating to Siachen Glacier for the second day today. The 12th round of Defence Secretary level talks kicked off in New Delhi yesterday. Today is World no Tobacco day. The objective of the day is to encourage tobacco users to abstain from consumption of all forms of tobacco. This year the theme of the day is WHO Framework Convention on Tobacco Control which recommends pictorial health warnings as an effective strategy for reduction of demand of tobacco. A series of functions have been organised across the country by Government and several health organizations to create awareness among the people about the ill effects of tobacco consumption. Consumption of tobacco in any form causes several diseases including lungs and oral cancer due to which several people lost their lives. According to a report, globally over 50 lakh people die annually due to tobacco related illness with India having a major share contributing 8 lakh deaths. To dissuade tobacco users from its consumption,Union Health Ministry has also notified new sets of strong pictorial warnings having lungs and oral cancer for smoking and smokeless chewing products which will be effective from 1st of December this year.

West Bengal have won the Santosh Trophy for the 31st time. In the final of the 65th National Football Championship in Guwahati, the defending champions defeated Manipur by two goals to one.
The scorers for the winners were Branko Vincent in the 17th minute and Budiram in the second minute of the second half.
For Manipur, who lifted the title in 2002, Naba Chandra Singh netted in the 75th minute.

Indian Oil Corporation (IOC) will take on Bharat Petroleum Corporation Limited (BPCL) in the final of the 65th All India Obaidullah Khan Gold Cup Hockey tournament in Bhopal this evening. Indian Oil crushed defending champion Air India 6-0 in the first semi-final on Sunday night while BPCL defeated ONGC 2-1 by a golden goal in the second semi-final. Indian Oil Corporation stormed into the final of the All India Obaidullah Khan Gold Cup Hockey tournament by routing star studded Air India 6-0.  प्रधानमंत्री ने बुनियादी ढांचे,उच्च टेक्नोलॉजी, ऊर्जा और विज्ञान जैसे क्षेत्रों में जर्मनी के साथ सहयोग बढ़ाने की भारत की इच्छा दोहराई है। नई दिल्ली में आज जर्मनी की चांसलर एंगिला मर्केल के साथ वार्ता के बाद  संयुक्त संवाददाता सम्मेलन को संबोधित करते हुए डॉक्टर मनमोहन सिंह ने आशा व्यक्त की कि दोनों देश २०१२ तक २० अरब यूरो का व्यापार लक्ष्य हासिल कर लेंगे।

हमारा द्विपक्षीय व्यापार पिछले वर्ष १५ अरब यूरो से अधिक था, जो बढ़कर वर्ष २०१२ तक २० अरब यूरो हो जाएगा। हमने इच्छा व्यक्त की है जर्मनी भारत में ज्यादा से ज्यादा निवेश करे। खासकर ढांचागत विकास, उच्च तकनीक, ऊर्जा और बुनियादी विज्ञान के क्षेत्र में।
 भारत और जर्मनी ने शिष्टमंडल स्तर की वार्ता के बाद स्वास्थ्य, व्यावसायिक शिक्षा, विज्ञान और प्रौद्योगिकी तथा परमाणु भौतिकी के क्षेत्रों में चार समझौतों पर हस्ताक्षर किये।
 प्रधानमंत्री मनमोहन सिंह ने कहा कि भारत में जर्मनी के उद्यमियों के लिए स्थिर और निवेश के अनुकूल एक बड़ा बाजार उपलब्ध है। आतंकवाद को गंभीर वैश्विक चुनौती बताते हुए उन्होंने इस बुराई से निपटने के लिए सामूहिक प्रयासों की जरूरत पर जोर दिया। प्रधानमंत्री ने कहा कि द्विपक्षीय वार्ता में पाकिस्तान और अफगानिस्तान की सुरक्षा स्थिति के अलावा पश्चिम एशिया, उत्तरी अफ्रीका और लीबिया की स्थिति पर भी विचार-विमर्श किया गया।

अफगानिस्तान और पाकिस्तान के ताजा घटनाक्रमों पर हमने समीक्षा की है और इस बारे में लगातार चर्चा करते रहेंगे। दोनों देशों को आतंकवाद को एक गंभीर चुनौती के रूप में लेने की जरूरत है और हर मोर्चे पर इससे लड़ने की जरूरत है।
 संयुक्त राष्ट्र सुधार के मुद्दे पर डॉक्टर मनमोहन सिंह ने कहा कि यह  संगठन फिलहाल विश्व की मौजूदा स्थिति के अनुरूप नहीं है और इसके दिन प्रतिदिन के कामकाज में इसकी झलक नहीं मिलती।

भारत और जर्मनी ने कहा है कि संयुक्त राष्ट्र सुरक्षा परिषद का सांगठिक ढांचा काफी पुराना है और आज के जमीनी हकीकत के संदर्भ में इसमें सुधार की तत्काल आवश्यकता है। आतंकवाद पर गंभीर चिंता जताते हुए दोनों देशों ने कहा है कि इस पर समग्र कार्रवाई होनी चाहिए। दोनों देशों में जहां अफगानिस्तान में सरकार और तालिबान के बीच चल रही समझौता वार्ता का समर्थन किया, वहीं पाकिस्ता, उत्तरी अफ्रीका और लीबिया के हालात पर चिंता व्यक्त की। अंतर्राष्ट्रीय मुद्रा कोष के प्रबंध निदेशक के मसले पर प्रधानमंत्री डॉक्टर मनमोहन सिंह ने कहा कि बिना किसी भेदभाव के सबसे योग्य व्यक्ति को बिठाना चाहिए। आकाशवाणी समाचार के लिए मैं मणिकांत ठाकुर।
 एक सवाल के जवाब में डॉक्टर मनमोहन सिंह ने कहा कि भारत २०२० तक बीस हजार मेगावॉट परमाणु बिजली का उत्पादन करने का प्रयास कर रहा है। उन्होंने स्पष्ट किया कि इसके लिए विश्वस्तरीय सुरक्षा मानकों का पालन किया जाएगा। प्रधानमंत्री ने कहा कि ऊर्जा की बढ़ती मांग को पूरा करने के लिए सौर ऊर्जा सहित स्वच्छ ऊर्जा के अन्य संसाधनों का अधिक से अधिक इस्तेमाल करने की कोशिश की जाएगी।

 कृषि क्षेत्र में उल्लेखनीय वृद्धि के कारण २०१०-२०११ वित्त वर्ष में देश की आर्थिक वृद्धि दर साढ़े आठ प्रतिशत रही, जो २००९-२०१० में आठ प्रतिशत थी। समूचे २०१०-२०११ वित्त वर्ष में कृषि और इससे संबंधित क्षेत्रों की विकास दर छह दशमलव छह प्रतिशत रही, जबकि इससे एक वर्ष पहले ये मात्र शून्य दशमलव चार प्रतिशत थी। लेकिन विनिर्माण क्षेत्र की वृद्धि दर २०१०-२०११ में कम होकर आठ दशमलव तीन प्रतिशत रह गई, जो इससे पहले के वर्ष में आठ दशमलव आठ प्रतिशत थी।
   विनिर्माण क्षेत्र के खराब प्रदर्शन के कारण २०१०-२०११ की चौथी तिमाही में सकल घरेलू उत्पाद वृद्धि दर सात दशमलव आठ प्रतिशत रह गई, जो इससे पहले के वर्ष की इसी अवधि में नौ दशमलव चार प्रतिशत थी।
 ३१ मार्च २०११ को समाप्त हुई तिमाही के दौरान विनिर्माण क्षेत्र की वृद्धि दर पांच दशमलव पांच प्रतिशत रही, जो २००९-२०१० की इसी तिमाही में १५ दशमलव दो प्रतिशत थी। लेकिन कृषि उत्पादन में बहुत सुधार हुआ और वृद्धि दर सात दशमलव पांच प्रतिशत रही, जो एक वर्ष पहले इसी अवधि में एक दशमलव एक प्रतिशत थी।
  इस बीच, २०१०-२०११ की पहली तिमाही के सकल घरेलू उत्पाद की वृद्धि दर के आंकड़ों में संशोधन करके इसे नौ दशमलव तीन प्रतिशत किया गया है, जबकि इससे पहले आठ दशमलव नौ प्रतिशत का अनुमान लगाया गया था। तीसरी तिमाही के सकल घरेलू उत्पाद के आंकड़ों में भी संशोधन करके इसे आठ दशमलव दो प्रतिशत से बढ़ाकर आठ दशमलव तीन प्रतिशत कर दिया गया है।

 योजना आयोग ने कहा है कि चालू वित्त वर्ष में सकल घरेलू उत्पाद विकास दर आठ से साढ़े आठ प्रतिशत के आसपास रहने की उम्मीद है। आज नई दिल्ली में संवाददाताओं से बातचीत में योजना आयोग के उपाध्यक्ष मोनटेक सिंह आहलूवालिया ने कहा कि मुख्य चिंता की बात हर तिमाही की विकास दर है, क्योंकि पिछले वित्त वर्ष की आखिरी तिमाही में वृद्धि दर में कुछ कमी हुई है। वे २०१०-२०११ की आखिरी तिमाही की वृद्धि दर के आज जारी आंकड़ों पर टिप्पणी कर रहे थे। श्री आहलूवालिया ने कहा कि निजी और सार्वजनिक क्षेत्र की भागीदारी से और परियोजनाएं शुरु किए जाने की जरुरत है और हमें इसे बढ़ावा देना चाहिए। उन्होंने कहा कि आगामी महीनों में मुद्रास्फीति में कमी हो सकती है।

 भारतीय रिजर्व बैंक ने बैंकों और ऋण देने वाली संस्थाओं को दो हजार से अधिक की जनसंख्या वाले गांवों में बुनियादी बैंकिंग सुविधाएं प्रदान करने को कहा है। हमारे संवाददाता से बातचीत में रिजर्व बैंक की प्रवक्ता अल्पना किलावाला ने कहा कि दो हजार की जनसंख्या वाले ऐसे गांवों में, जहां अब तक किसी बैंक की कोई शाखा नहीं है, अगले वर्ष मार्च तक लोगों को बैंकिंग सुविधा प्रदान की जाएगी। प्रवक्ता ने स्पष्ट किया कि कोई भी बैंक ऐसे क्षेत्रों में अपनी शाखा खोल सकता है और ज+रूरत के अनुसार अपनी बैंकिंग सेवाओं का विस्तार कर सकता है।
 हमारे संवाददाता के अनुसार चिन्हित ७३ हजार गांवों में से लगभग २९ हजार गांवों को इस योजना के दायरे में लाया जाएगा।

 केन्द्र सरकार ने देश भर के परमाणु संयत्रों, तेल शोधक कारखानों और सैन्य अड्डों सहित सभी महत्वपूर्ण प्रतिष्ठानों की सुरक्षा की समीक्षा करने को कहा है। पाकिस्तान में पिछले हफ्ते एक नौसैनिक अड्डे पर हमले के मद्देनजर केन्द्रीय गृह मंत्रालय ने उच्च स्तरीय बैठक के बाद ये आदेश जारी किया।
 गुप्तचर ब्यूरो और स्थानीय सुरक्षा प्रमुखों का संयुक्त दल सभी महत्वपूर्ण प्रतिष्ठानों की सुरक्षा के स्तर का सर्वेक्षण और आकलन करेगा। इस दौरान सभी परमाणु संयंत्रों, इसरो प्रतिष्ठानों, तेल शोधक कारखानों और हवाई अड्डों की सुरक्षा की समीक्षा की जाएगी।
 एक अधिकारी ने बताया कि सभी राज्यों और सुरक्षा बलों को महत्वपूर्ण प्रतिष्ठानों और सैन्य शिविरों के आस-पास सतर्कता बढ़ाने तथा शांति भंग करने की आतंकवादियों की किसी भी कोशिश को नाकाम करने को कहा गया है। किसी भी विध्वंसकारी कोशिश को नाकाम करने के लिए सार्वजनिक और धार्मिक स्थानों पर अतिरिक्त सुरक्षा बल तैनात किये जाएंगे।

 असम के कामरूप जिले में कल देर रात एक सड़क दुर्घटना में कम से कम २९ लोगों की मृत्यु हो गई। कामरूप जि+ले में हाजो के निकट सोराबोरी में  दुर्घटनाग्रस्त हुई इस बस में ४३ बाराती सवार थे। मृतकों में दुल्हा, बस चालक और सात महिलाएं और तीन बच्चे शामिल हैं। यह दुर्घटना उस समय हुई जब लकड़ी के एक पुराने पुल से गुजर रही बस स्पीड ब्रेकर को पार करते हुए गहरे तलाब में गिर गई। राष्ट्रीय आपदा कार्रवाई बल के गोताखोरों ने स्थानीय लोगों की मदद से शवों को निकालने का काम शुरू कर दिया है। मृतकों की संख्या बढ़ने की आशंका है। हमारे ंसवाददाता ने खबर दी है कि स्थानीय लोगों की मदद से जीवित निकाले गये छह लोगों को नलबाड़ी के सिविल अस्पताल में भर्ती कराया गया है।
 गोलाघाट जिले के बोंगांव में हुई एक अन्य दुर्घटना में पांच लोगों की मृत्यु हो गई। तेज+ रफ्तार से जा रहे एक तेल टैंकर के गड्ढे में गिरने और उसमें आग लगने से हुए हादसे में ये लोग मारे गये। दुर्घटना स्थल पर एकत्र हुई भीड़ के १४ लोग टैंकर में हुए धमाके और तेल रिसाव से घायल हो गये।
 राज्य के मुख्यमंत्री तरूण गोगोई ने इन दोनों दुर्घटनाओं की उच्चस्तरीय जांच के आदेश दिये हैं। उन्होंने मृतकों के निकट परिजन को एक-एक लाख रुपये की अनुग्रह राशि और घायलों के इलाज के लिए ५० हजार रुपये देने की घोषणा की है।

 बिहार में सरकारी अस्पतालों में डॉक्टरों की हड़ताल के कारण चिकित्सा सेवाएं प्रभावित हैं। ये डॉक्टर, गोपालगंज जेल के कैदियों द्वारा एक डॉक्टर की हत्या किए जाने के विरोध में आज हड़ताल पर हैं। हमारे पटना संवाददाता ने खबर दी है कि डॉक्टरों की आपात बैठक में सुबह छह बजे से २४ घंटे के लिए सभी सरकारी कार्यों का बहिष्कार करने का फैसला किया गया। राज्य के स्वास्थ्य मंत्री अश्विनी कुमार चौबे ने डॉक्टरों से जनहित में हड़ताल न करने की अपील की है। श्री चौबे ने ये भी कहा कि सरकार राज्य विधानसभा के मॉनसून सत्र में निश्चित तौर पर चिकित्सकों की सुरक्षा संबंधी विधेयक लाएगी।
 इस बीच, गोपालगंज जेल के सात कैदियों के खिलाफ एफ आई आर दर्ज की गई है। राज्य के गृह सचिव आमिर सुभानी ने आकाशवाणी को बताया कि इस जघन्य अपराध में शामिल कैदियों पर तेजी से मुकदमा चलाया जाएगा। इसके अलावा डॉक्टर को सुरक्षा उपलब्ध न कराने के लिए सम्बद्ध जेल अधिकारियों के खिलाफ भी कार्रवाई की जाएगी। गृह सचिव ने कहा है कि वे इस घटना के बारे में मुख्यमंत्री को विस्तृत रिपोर्ट भेजेंगे।
 हमारे संवाददाता ने खबर दी है कि इंडियन मेडिकल एसोसिएशन की राज्य इकाई ने राज्य में चिकित्सकों को सुरक्षा उपलब्ध कराने संबंधी विधेयक तुरंत पेश किए जाने और गोपालगंज जेल में मारे गए डॉक्टर भूदेव सिंह के परिजनों को दो करोड़ रूपये का मुआवजा दिए जाने सहित अपनी मांगों को मनवाने के लिए सात दिन का समय दिया है। इंडियन मेडिकल एसोसिएशन ये मांग भी कर रही है कि दोषी कैदियों पर तेजी से मुकदमा चलाया जाए और डॉक्टर सिंह के परिवार को पूरी पेंशन दी जाए।

 उत्तर प्रदेश के चंदौली जिले में भूमि अधिग्रहण का विरोध कर रहे किसानों ने अपना आंदोलन एक महीने के लिए स्थगित कर दिया है। जिला प्रशासन द्वारा राज्य सरकार को इस जिले में भूमि अधिग्रहण की अधिसूचना वापस लेने की सिफारिश किए जाने के बाद किसानों ने अपना आंदोलन स्थगित किया है। हमारे लखनऊ संवाददाता ने खबर दी है कि आज सुबह जिला मजिस्ट्रेट ने कटेसर गांव में करीब १२१ हेक्टेयर जमीन के अधिग्रहण की अधिसूचना वापस लेने संबंधी अपनी सिफारिश की प्रति किसानों को सौंपी।

चंदोली के जिला अधिकारी ने आज आंदोलित किसानों को राज्य सरकार को भेजे गए अपने पत्र की प्रति सौंपी। उन्होंने सरकार से जिले के कटेसर गांव में १२१ हेक्टेयर जमीन के अधिग्रहण संबंधी अधिसूचना को निरस्त करने का अनुरोध किया है। उधर, किसानों ने कहा है कि यदि सरकार ने निर्धारित समय सीमा के भीतर कार्रवाई नहीं की, तो वह अपना आंदोलन फिर से शुरू कर देंगे। कटेसर और कोदापुर गांव के किसान वाराणसी विकास प्राधिकरण की नई काशी योजना के लिए अधिकृत की जा रही जमीन के विरोध में पिछले एक सप्ताह से आंदोलन पर थे। किसानों और अधिकारियों के बीच बातचीत कल विफल हो गई थी। इस बीच, संसदीय लोक लेखा समिति के प्रमुख और वाराणसी के सांसद डॉक्टर मुरली मनोहर जोशी भूमि अधिग्रहण तत्काल बंद करने की मांग की है। सुनील शुक्त, आकाशवाणी समाचार, लखनऊ।

 बिहार के रोहतास जिले के परचा गांव में एक सरकारी स्कूल में आज संदिग्ध माओवादियों ने बम विस्फोट किया। पुलिस अधीक्षक मनु महाराज ने बताया कि आज सुबह हथियारों से लैस पचास से अधिक माओवादियों ने स्कूल पर धावा बोला और स्कूल भवन में डयनामाइट से विस्फोट किया। इमारत के सात कमरों में से तीन आंशिक रूप से क्षतिग्रस्त हुए हैं। पुलिस अधीक्षक ने बताया कि माओवादी इस नक्सल प्रभावित क्षेत्र के स्कूल भवन का सुरक्षाकर्मियों
द्वारा इस्तेमाल किये जाने का विरोध कर रहे थे। अपराधियों को पकड़ने के लिए पूरे क्षेत्र में सघन तलाशी अभियान चलाया जा रहा है।

 महिला और बाल विकास मंत्रालय ने आबादी के विभिन्न वर्गों में पोषण आहार में कमी की समस्या का पता लगाने के लिए एक कार्यबल का गठन किया है जो महिलाओं और बच्चों में कुपोषण को रोकने के उपाय सुझाएगा। अधिकारियों के अनुसार इस कार्य बल में मंत्रालय में संयुक्त सचिव-इंटीग्रेटेड चाइल्ड डेवलपमेंट सर्विसेज इसके सदस्य सचिव होंगे। यह दल ३१ अगस्त तक अपनी रिपोर्ट सौंप देगा। कुपोषण के शिकार बच्चों और लड़कियों और महिलाओं में लाल रक्त कण की कमी के कारण एनीमिया जैसी समस्याओं को कम करने के लिए ग्यारहवीं पंचवर्षीय योजना के दौरान रखे गए लक्ष्य ं में प्रगति की यह दल समीक्षा करेगा। यह दल पोषण संबंधी नीतियों और कार्यक्रमों को और अधिक प्रभावी बनाने के उपाय भी सुझाएगा। खासतौर पर ऐसे दो सौ जिलों में जहां पोषण के तत्व और स्वास्थ्य मानकों में कमी पाई गई है वहां यह दल मांॅ और बच्चों में कुपोषण रोकने के नवीन उपाय सुझाएगा।

 विश्व बैंक कर्नाटक में सड़क नेटवर्क के विकास में तेजी लाने के लिए ३५ करोड़ अमरीकी डॉलर का ऋण कम ब्याज पर उपलब्ध कराएगा। विश्व बैंक ने अपनी एक विज्ञप्ति में कहा कि भारत सरकार और विश्व बैंक ने द्वितीय कर्नाटक राजमार्ग विकास परियोजना के अन्तर्गत कर्नाटक के प्रमुख सड़क नेटवर्क विकास को तेज करने के लिए ३५ करोड़ अमरीकी डॉलर के ऋण समझौते पर हस्ताक्षर किए। कर्नाटक के मुख्यमंत्री श्री बी एस येदियुरप्पा की उपस्थिति में इस समझौते पर हस्ताक्षर किए गए। इस परियोजना के तहत एक हजार २३१ किलोमीटर की सड़क को दो लेन के राजमार्ग के रूप में उन्नत बनाया जाएगा। इससे पहले प्रथम कर्नाटक राजमार्ग विकास परियोजना के अन्तर्गत  ३६ करोड़ अमरीकी डॉलर के ऋण से वर्ष-२००१ से २००७ के बीच राज्य में दो हजार ३८५ किलोमीटर राजमार्ग और जिलों की प्रमुख सड़कों को उन्नत बनाया गया था।

 एशियाई बाजारों में आज कच्चे तेल के दामों में वृद्धि हुई। जुलाई की डिलीवरी के लिए न्यूयॉर्क का लाइट स्वीट क्रूड ३५ सेंट महंगा होकर सौ  डॉलर ९४ सेंट प्रति बैरल हो गया। लंदन के ब्रेंट नॉर्थ सी क्रूड की कीमत में भी ५८ सेंट की वृद्धि हुई और एक बैरल ११५ डॉलर २६ सेंट का हो गया।

  पाकिस्तान के पूर्व क्रिकेट कप्तान और ऑल राउंड खिलाड़ी शाहिद अफरीदी ने अंतर्राष्ट्रीय क्रिकेट से सन्यास लेने का फैसला किया है। अफरीदी ने कल देर रात कराची में यह घोषणा की। उन्होंने एक दिवसीय मैचों की टीम के कप्तान पद से उन्हें हटाए जाने के पाकिस्तान क्रिकेट कंट्रोल बोर्ड के फैसले के विरोध में यह कदम उठाया है। अफरीदी ने पिछले वर्ष ऑस्ट्रेलिया से पहला टैस्ट मैच हारने के बाद टैस्ट क्रिकेट से पहले ही सन्यास ले लिया था। सूत्रों के अनुसार पाकिस्तान क्रिकेट बोर्ड से मतभेदों के कारण अफरीदी ने ये फैसला किया है। अफरीदी ने कहा है कि क्रिकेट बोर्ड के तहत काम करना उनके लिए मुश्किल हो गया है, क्योंकि बोर्ड वरिष्ठ खिलाड़ियों का कोई सम्मान नहीं करता। लेकिन अफरीदी ने कहा कि वे घरेलू और लीग मैच खेलते रहेंगे।

 नाइजीरिया में राष्ट्रपति गुडलक जोनाथन के पदभार संभालने के कुछ ही घंटे बाद देश के उत्तरी हिस्से में एक सैनिक छावनी के बाजार में हुए तीन बम विस्फोटों में कम से कम १० लोगों की मौत हो गई और ९ अन्य घायल हो गए। उत्तरी बाउची प्रांत के पुलिस आयुक्त मोहम्मद अब्दुल कादिर इनदाबावा ने बताया कि विस्फोट शदावांका सैनिक छावनी के मैमी बाजार में सैनिकों के बार में हुआ। पुलिस का कहना है कि इन विस्फोटों में ९ लोग घायल भी हैं और मामले की जांच चल रही है। नाइजीरिया में चुनाव बाद हुई हिंसा में देश के उत्तरी हिस्से में आठ सौ से अधिक लोग मारे गए हैं।

 श्रीलंका की राजधानी कोलम्बो में आज एक सैन्य गोष्ठी आरंभ  हुई जो आतंकवाद को परास्त करने में श्रीलंका के अनुभवों पर आधारित है। तीन दिन की इस गोष्ठी में ४१ देश भाग ले रहे हैं। एल टी टी ई पर श्रीलंका सेना की विजय के दो वर्ष बाद श्रीलंका सेना ने आतंकवाद पर काबू पाने के अपने सैन्य अनुभवों का अंतरराष्ट्रीय समुदाय को बताने के लिए इसका आयोजन किया है।
 श्रीलंका के रक्षा सचिव गोताभया राजपक्षे ने युद्ध कौशल, रणनीति और मानवीय पक्षों के समूचे परिदृश्य को प्रस्तुत किया। उन्होंने आतंकवाद पर काबू पाने के लक्ष्य पर सफलता हासिल करने के लिए राजनीतिक इच्छाशक्ति पर भी प्रकाश डाला।
 पिछले महीने संयुक्त राष्ट्र विशेषज्ञ पैनल की जारी रिपोर्ट में सिफारिश की गई थी कि एल टी टी ई के साथ युद्ध के अंतिम चरण में कथित युद्ध अपराधों की जाचं के लिए स्वतंत्र अंतरराष्ट्रीय जांच की जानी चाहिए।

The Prime Minister has reiterated India's desire for collaboration with Germany in areas of infrastructure, high technology, energy and applied sciences.  Addressing a joint Press conference after bilateral talks with German chancellor Angela Merkel in New Delhi, Dr. Manmohan Singh expressed the hope that both the sides will achieve the trade target of 20 billion euros by the year 2012.  
India and Germany after the delegation level talks, signed four agreements in the areas of Health, Vocational Education, Science and Technology and Nuclear Physics. Prime minister Dr Singh said,  India offers a stable and friendly investment climate and a large market for German entrepreneurs.   
Referring to the issue of terrorism as a serious Global challenge, Dr. Manmohan Singh called for fighting the menace in a collective manner.  He said, the security situation in Pakistan and Afghanistan, besides the situation in West Asia and North Africa and Libya also came up for discussion.  
On the issue of UN Reforms, the Prime Minister said that the world body is not reflecting the current global realities and the new concerns have to be reflected in its day-to-day functioning.  Dr. Singh supported German Chancellor's views on inclusion of both the countries in the expanded UN Security Council. In her remarks, Merkel asserted Germany's full support to India's infrastructure development particularly in the areas of railways and urban development. She said that her country will extend all help to India in the development of nuclear energy to address global concerns on climate change. In response to a question, Dr Singh said that India plans to produce 20,000 megawatt of nuclear power by 2020 and made it clear that world class safety standards will be followed. He also said that efforts will be made to tap solar and other forms of clean energy to meet the growing demands.

Robust farm sector growth helped lift the country's economic growth, as measured by the Gross Domestic Product, to  a healthy 8.5 per cent in the 2010-11 fiscal, compared to 8 per cent growth recorded in 2009-10. During the entire 2010-11 fiscal, the agriculture and allied sectors grew by a strong 6.6 per cent, against just 0.4 per cent growth in the earlier fiscal. But  manufacturing sector growth slowed to 8.3 per cent, from 8.8 per cent in 2009-10. However, poor performance  by the manufacturing sector pulled down GDP growth to 7.8 per cent in the fourth quarter ending March 2011, as against 9.4 per cent in the same quarter last year. During the quarter ending March 31 2011, growth in the manufacturing sector slowed to 5.5 per cent, from 15.2 per cent in the same quarter of 2009-10. However, farm output growth improved to a strong 7.5 per cent, compared to 1.1 per cent.
Meanwhile, the GDP growth figure for the first quarter of the 2010-11 fiscal has been revised upward to 9.3 per cent, against the earlier estimate of 8.9 per cent. And the third quarter GDP growth has been revised up to 8.3 per cent, from 8.2 per cent.

The Plan panel today said Gross Domestic Product (GDP) growth rate during the current fiscal is likely to be around 8 to 8.5 per cent. Speaking to reporters in New Delhi, Planning Commission Deputy Chairman Montek Singh Ahluwalia said the real concern is that quarter-on-quarter growth rate for last quarter (of 2010-11) has come down a little bit. He was commenting on data released by the government today which showed the growth rate during the January-March 2011 quarter slowing down to 7.8 per cent, mainly on account
of moderation in growth of manufacturing and mining sectors. Mr Ahluwalia said there is a need for more Public- Private Partnership projects and promoting those should be our objective. The Plan panel chief also said that the coming months could see a moderation in the inflationary pressure.

In Assam, at least 29 people died when a bus, carrying a marriage party, plunged into a deep pond while negotiating a speed-breaker in front of a dilapidated wooden bridge at Sorabori near Hajo in Kamrup district late last night. The dead included the bridegroom, the driver besides seven women and three children. The ill-fated bus, with around 43 passengers, was proceeding to Tihu in Nalbari district from Lokhra in Guwahati when the incident took place.  The divers of the National Disaster Response Force (NDRF) with the help of the local people have taken up diving operation to recover the remaining bodies from the pond. Our correspondent reports that the number of deaths may go up further as search operation is still continuing. The ill-fated bus has since been taken out of the pond. Six persons, who were rescued by the local people, have been admitted to nearby Mukunda Kakoti Nalbari Civil Hospital.
In another incident, five persons were charred to death when a speeding oil-carrying tanker caught fire after it skidded off the road and fell into a gorge at Bongaon in Golaghat district early this morning. 14 persons who came to the accident site to witness the incident were reportedly injured due to a burst in the tanker and oil spill. Meanwhile, the State Chief Minister Mr. Tarun Gogoi has directed the Kamrup and the Golaghat District authorities to conduct high-level inquiries into both the accidents. He has also announced an ex-gratia of one lakh rupees to the next kin of those killed and fifty thousand rupees to the injured.

In Uttar Pradesh, the farmers protesting over land acquisition in Chandauli district have postponed their agitation for a month. This follows the recommendation by the district administration to the state government for denotification of land acquisition in the district. More from our correspondent.
          Chandauli District Magistrate this morning handed over a copy of his recommendation to the agitated farmers send to the state government for denotification of about 121 hectares of land in Katesar village earmarked for the first phase of the New Kashi project of Varanasi Development Authority. Agitated farmers have said if state government does not take any decision on this issue within stipulated time period they will resume their agitation. Farmers of Katesar and Kodopur villages of the district were on dharna since 24th of this month against land acquisition. More than 1500 farmers are affected by the acquisition. A talk with district administration failed yesterday on the issue. The notification under the Land Acquisition Act, for acquiring land in Katesar village was done in the month of June last year and no compensation had been distributed so far. In Bihar, health services in government hospitals have been paralysed following the strike by Doctors. The Doctors today went on strike in protest against the killing of a Doctor by the inmates in Gopalganj jail.  An emergency meeting of doctors decided to boycott all government work for 24 hours from 6 am today. State Health Minister Ashwani Kumar Choubey has appealed to the doctors not to resort to strike in public interest. Mr. Choubey also reiterated that the government would certainly bring the Medical Professionals Protection Bill in the Monsoon Session of the State Assembly. Meanwhile, an FIR has been lodged against seven inmates of the Gopalganj Jail.  State Home Secretary Amir Subhani told AIR that speedy trial would be conducted against the inmates booked for causing the ghastly incident. Besides, action would also be taken against the jail officials concerned for failing to provide security to the deceased Doctor. The Home Secretary said that he would submit his detailed report on the incident to the Chief Minister.
Our correspondent reports, that the state unit of Indian Medical Association has given seven days ultimatum to meet its demands including immediate introduction of legislation to protect medical professionals of the state and compensation of 2 crore rupees to the dependent of the deceased doctor Bhudev Singh. The IMA also demanded speedy trial of the accused inmates and full pension of Dr. Singh to his family members.

In Bihar, suspected Maoists today bombed a state-run-school at Parchha village in Bihar's Rohtas district. Superintendent of Police Manu Maharaj said, more than 50 heavily-armed Maoists raided the school early this morning and triggered dynamite blast to blow up the school building. Three of the seven rooms of the school were partially damaged. He said, the Maoists were opposed to the use of the school for keeping security personnel from time to time in Naxal-hit areas. A combing operation has been launched in the area to nab them.

RBI has allowed other banks and lenders  besides the designated ones to operate in villages with a population of over 2,000. Under its ambitious financial inclusion programme, the central bank has designated various banks to provide basic banking facilities in the villages. Speaking to our correspondent , RBI spokesperson Alpana Killawala said as envisaged by the government, banks have to open their branches in the un- banked villages with a population of over 2000 by March next year. These villages have already been identified for financial inclusion. The spokes person clarified that now any other bank can also operate in these areas and extend banking services based on the available business potential.
Our correspondent reports that out of 73 thousand villages identified, about 29 thousand have been covered till the 31st of March this year as financial inclusion is considered a key determinant of sustainable and inclusive growth, essential for building an equitable society.

Anti Tobacco day is being observed today across the globe, including India, highlighting the health risks associated with the use of tobacco and advocating for effective policies to reduce its consumption. According to World Health Organisations' statistics, tobacco use is the second leading cause of death globally after hypertension and is currently responsible for killing one in 10 adults worldwide.
          Of over six million deaths caused due to tobacco consumption world over, one million occur in India alone. According to the latest report of the Indian Council of Medical Research, smoking and chewing tobacco is the cause of  50 percent of all cancer in men and 25 percent in women. Almost 40 percent of tuberculosis deaths in India are caused due to consumption of tobacco. One in every third adult in the country use some form of tobacco. WHO states that almost 6 lakh people, more than  quarter of them children, will lose their lives this year due to exposure to the second hand smoke. Smokers and other tobacco users therefore not only put their own life at risk but also of those around them. The government will soon finalize a policy on the disposal of surplus coal to stop its wastage. Talking to media in New Delhi today Coal Minister Sriprakash Jaiswal said that surplus coal includes by products and rejects from captive coal blocks.  He said 208 coal blocks with the capacity of 50 billion tonnes production have been allocated to the public and private sector companies. The minister said to bring more transparency in the allocation of captive coal blocks, the ministry has constituted a committee to take stakeholders' view on bidding process. Mr. Jaiswal said that coal is very important to suppliment our energy requirement and a Group of Ministers constituted by the  Prime minister is looking after the all issues and problems of coal sectors. He said the coal production during  2010-11 was  533.12 million tonnes which is a little bit more against 532.04 million tonnes in 2009-10.

The Sensex at the Bombay Stock Exchange gained 105 points, or 0.6 per cent, to 18.337 in opening trade, today, on emergence of selective buying by investors, amid firm regional bourses. Later, after the release of the GDP data, the Sensex jumped as much as 254 points, or 1.4 percent, to 18,486 in afternoon trade, a short while ago. Other Asian markets in Japan, China, Hong Kong, Singapore, South Korea and Taiwan were up by between 0.7 percent and 2.3 percent, on speculation that European officials will sanction more assistance for Greece.

A three day military seminar on ‘Defeating Terrorism: the Sri Lankan Experience’ started today in Colombo with the participation of 41 countries. Two years after the military victory of the security forces over the LTTE, the Sri Lankan Army is all set to share its military experience with the international community in defeating terrorism.         Sri Lankan Defence Secretary Gotabhaya Rajapaksa gave an overall perspective of the war, tactics and dealing with humanitarian operations during the Eelam War IV. He also highlighted the predominance of political will in achieving the desired success. The UN Experts’ Panel Report , which was released last month has recommended a setting up of an independent international investigation in to the alleged war crimes committed during the last stage of the war with the LTTE.

In Japan, two workers from the stricken Fukushima nuclear plant have been contaminated by high levels of radioactive iodine. The operator of the plant Tokyo Electric Power Company (TEPCO), yesterday said the workers, reportedly men in their 30s and 40s, may have already been exposed to radiation levels higher than the recently increased official limit. TEPCO said, it had been measuring the internal exposure to radiation of all employees involved in emergency work at the Fukushima Daiichi plant that was crippled by the March 11 earthquake and tsunami. In a statement, TEPCO said the company notified the governmental atomic energy agency of the possible problem and the agency confirmed that the thyroid glands of two male employees showed high levels of radiation.

Indian Oil Corporation (IOC) stormed into the final of the All India Obaidullah Khan Gold Cup Hockey tournament by routing defending champion and star studded Air India 6-0 in the first semifinal last night. Ramandeep and Deepak Thakur scored two goals each for IOC. Air India got nine penalty corners but failed to convert them in goals. Ramandeep of IOC was declared player of the match. The second semifinal between BPCL and ONGC was decided by golden goal. Afridi made this announcement in Karachi late last night to protest against Pakistan Cricket Board's decision of removing him as the captain of the one-day team. प्रधानमंत्री ने कहा है कि सरकार, भ्रष्टाचार से निपटने के लिए सभी संभव उपाय कर रही है। प्रधानमंत्री ने योग गुरू बाबा रामदेव से अपील की है कि वे काले धन के मुद्दे को ले कर अपना प्रस्तावित अनशन वापस लें। डाक्टर मनमोहन सिंह ने बाबा रामदेव को पत्र लिख कर कहा है कि वे अपना प्रस्तावित आंदोलन रद्द कर दें। उन्होंने आज दिल्ली में एक समारोह से अलग कहा कि वित्तमंत्री ने काले धन के मुद्दे पर उनसे बातचीत की है और सरकार इससे निपटने के लिए गंभीरता से प्रयास कर रही है। मंत्रिमंडल विस्तार के बारे में पूछे जाने पर प्रधानमंत्री ने कहा कि समय मिलने पर वे इस पर विचार करेंगे।

उधर, योगगुरू बाबा रामदेव ने प्रधानमंत्री और भारत के प्रधान न्यायाधीश को लोकपाल के अधिकार क्षेत्र में लाने का विरोध किया है। सिहोर में एक संवाददाता सम्मेलन में उन्होंने कहा कि प्रधानमंत्री और प्रधान न्यायाधीश का पद अत्यंत गरिमापूर्ण है, इसलिए इसे लोकपाल विधेयक के दायरे से बाहर रखा जाना चाहिए।

सरकार ने कहा है कि लोकपाल विधेयक पर सर्व सहमति नहीं है, लेकिन इसे अंतिम रूप देने से पहले इस पर एक राय बनाने की कोशिशें जारी है। गृहमंत्री पी. चिदम्बरम ने नई दिल्ली में कहा कि इस विधेयक से जुड़े विभिन्न मुद्दों पर राज्यों की राय मांगी गई है। इनमें प्रधानमंत्री को प्रस्तावित लोकपाल विधेयक के दायरे में लाना शामिल है। उन्होंने बताया कि वित्त मंत्री प्रणब मुखर्जी ने इस बारे में मुख्य मंत्रियों को प+त्र लिखे है। श्री चिदम्बरम ने कहा कि संयुक्त मसौदा समिति इस मुद्दे पर सर्वसम्मति बनाने के लिए सही दिशा में आगे बढ़ रही है।
श्री चिदम्बरम ने बताया कि विधेयक को अंतिम रूप देने से पहले सभी राजनीतिक दलों से विचार विमर्श किया जाएगा।
मानव संसाधन विकास मंत्री कपिल सिब्बल ने कहा है कि भ्रष्टाचार से निपटने के लिए एक प्रभावी लोकपाल कानून बनाने की सरकार की मंशा पर किसी प्रकार का संदेह नहीं होना चाहिए।

हम केवल उम्मीद करते हैं कि प्रक्रिया आगे बढ़े और सख्त कानून बने और हम यह भी उम्मीद करते हैं कि इस प्रक्रिया में सभी १० सदस्य रचनात्मक भूमिका निभाएं परंतु यह उन पर है कि वे क्या फैसला लेते हैं। जहां तक सरकार का सवाल है हम संसद में बहुत सख्त लोकपाल विधेयक प्रस्तुत करने जा रहे हैं।
श्री सिब्बल ने राज्यों में लोकायुक्त की नियुक्ति के बारे में भी जानकारी दी।

यह चर्चा हो चुकी थी और कमेटी में ये फैसला हो चुका था। अगर आप लोक आयुक्त राज्य सरकारों में नियुक्त करना चाहते हैं। तो राज्यों सरकारों से हमें चर्चा करनी पड़ेगी और यह सभी लोगों ने माना दस के दस लोगों ने माना और चर्चा राज्य सरकारों से ही नहीं राजनीतिक दलों से भी करनी पड़ेगी। यदि आम सहमति से फैसला होगा।
काले धन के मुद्दे को लेकर, बाबा रामदेव के प्रस्तावित अनशन के बारे में पूछे जाने पर श्री सिब्बल ने कहा कि वित्तमंत्री और केन्द्रीय प्रत्यक्ष कर बोर्ड के वरिष्ठ अधिकारी उनके सम्पर्क में हैं। उन्होंने आशा व्यक्त की कि इस मुद्दे का शांतिपूर्ण हल निकाल लिया जायेगा।

संयुक्त राष्ट्र सुरक्षा परिषद के सुधारों के बारे में एक सवाल के जवाब में प्रधानमंत्री ने कहा कि इस मुद्दे पर भारत और जर्मनी का नजरिया एक ही है और दोनों की राय है कि इस संस्था में समकालीन विश्व की सच्चाईयां प्रतिविंबित होनी चाहिए। डॉ० मैरकल ने कहा कि जर्मनी भारत को बुनियादी विकास खासकर रेल और शहरी विकास के क्षेत्र में पूरा सहयोग देगा। उन्होंने कहा कि उनका देश भारत को जलवायु परिवर्तन के मुद्दे पर वैश्विक चिन्ताओं से निपटने में परमाणु ऊर्जा के विकास में भी पूरी मदद करेगा।

भारत और पाकिस्तान ने सियाचिन मुद्दे पर सार्थक और नतीजे वाली बातचीत जारी रखने पर सहमति जताई है। भारत और पाकिस्तान के बीच नई दिल्ली में कल हुई रक्षा सचिव स्तर की बारहवें दौर की वार्ता के आखिर में दोनों पक्षों ने जारी वार्ता प्रक्रिया का स्वागत किया। संयुक्त बयान के मुताबिक बातचीत खुले और सौहार्दपूर्ण वातावरण में सम्पंन हुई। सियाचिन मुद्दे पर दोनों ही पक्षों ने एक दूसरे के नजरिये को समझने की कोशिश की। उन्होंने यह भी स्वीकार किया कि नवम्बर २००३ से ही संघर्ष विराम की स्थिति जारी है। दोनों ही पक्ष इस्लामाबाद में फिर से किसी सुविधाजनक तारीख पर बातचीत करेंगे। दोनों पक्षों ने सियाचिन से जुड़े अन्य मुद्दों पर भी बातचीत की।

मुम्बई शेयर बाजार का सेंसेक्स २७१ अंकों के उछाल से ऊपर १८ हजार पाच सौ तीन पर जा पहुंचा। ये तेजी एशियाई और यूरोपीय बाजारों में मजबूती के चलते आई। नेशनल स्टॉक एक्सचेंज का निफ्‌टी ८७ अंक बढ़कर पाच हजार पाच सौ ६० हो गया। जापान, चीन, सिंगापुर, हांगकांग और दक्षिण कोरिया के बाजारों में शून्य दशमलव ६ से लेकर दो दशमलव ३ प्रतिशत तक की तेजी आई । रूपया डालर के मुकाबले २ पैसे मजबूत हुआ और एक डालर की कीमत ४५ रूपये ६ पैसे दर्ज हुई। सोना दिल्ली में ५० रूपये बढ़कर २२ हजार ८७० रूपये प्रति दसग्राम हो गया। और चांदी एक हजार ५० रूपये की उछाल से ५८ हजार तीन सौ रूपये प्रति किलो पर जा पहुंची। अमेरिका में कच्चे तेल की वायदा कीमत १ डालर ७५ सेंट बढ़कर १०२ डालर ३४ सेंट प्रति बैरल हो गई और प्रेंटकूड ११६ डालर प्रति बैरल से कुछ ऊपर दर्ज हुआ।

बिहार में राज्य सरकार ने गोपालगंज जेल में हुए डाक्टर हत्याकांड के मामले में जेल महानिरीक्षक रमेश लाल और जिला मजिस्ट्रेट पंकज कुमार पाल को हटा दिया है। श्री पंकज कुमार को नया जिला मजिस्ट्रेट और आनन्द किशोर को नया जेल महानिरीक्षक नियुक्त किया गया है। हमारे पटना संवाददाता ने खबर दी है कि राज्य के गृह सचिव ने घटना की रिपोर्ट आज मुख्यमंत्री नीतिश कुमार को सौंपी।

सरकार ने, सभी मंत्रालयों, विभागों और सार्वजनिक क्षेत्र की इकाईयों को विशेष सूचना अधिकार प्रकोष्ठ बनाने के निर्देश दिए हैं ताकि इससे सबंधित आवेदनों को सुचारू रूप से निपटाया जा सके। इस प्रकोष्ठ की स्थापना के लिए ३१ जुलाई की समय सीमा तय की गई है। यह भी फैसला किया गया है कि सूचना-अधिकार कानून के तहत आवेदनों का जल्द निपटारा करने के लिए कंम्पयूटर जैसे उपकरणों की खरीद और आवश्यक बुनियादी ढ़ांचा विकसित करने के लिए ५० हजार रुपए अनुदान दिया जाएगा।

उच्चतम न्यायालय ने देश द्रोह के मामले में सामाजिक कार्यकर्ता विनायक सेन के साथ दोषी ठहराये गये और उम्र कैद की सजा पाये पीयूष गुहा की जमानत मंजूर कर ली है। न्यायमूर्ति जी. एस. सिंघवी और न्यायमूर्ति सी. के. प्रसाद की अवकाशकालीन खंड पीठ ने गुहा को दो लाख रुपये की जमानत राशि और एक-एक लाख रुपये के दो मुचलकों पर रिहा करने के आदेश दिए।

The Prime Minister Dr Manmohan Singh today said  that the government is committed to tackle the issue of corruption by using all resources at its disposal. Dr Singh said the finance minister has briefed him on the black money issue and the government is  making serious efforts to deal with this menace.He appealed  to Yogaguru Baba Ramdev to call off his proposed fast on the black money issue. He said, he has  written to  Baba Ramdev not to go ahead with his proposed agitation. In a reply to a question on cabinet expansion, Dr Singh said he will apply his mind when he gets time.

Meanwhile, Yoga Guru Ramdev has opposed bringing Prime Minister and Chief Justice of India under the ambit of Lokpal.  Speaking at a press conference in Sehore, Ramdev said that the post of Prime Miniser and CJI are highly dignified and should not come under the Lokpal Bill.  At the same time, Ramdev said that he does not want to go into the controversial issue and involve himself in the public debate.

The Income Tax department today said it is ready to consider Yoga guru Ramdev's suggestions for unearthing unaccounted money. Central Board of Direct Taxes (CBDT) Chairman Sudhir Chandra, who had earlier briefed Ramdev on the steps being taken by the government to unearth black money said that Ramdevji's suggestions were constructive and constructive ideas should be considered by the government. The government has recently announced a series of steps including setting up of a criminal investigation wing in the income tax department to track and prosecute economic offenders. On setting up of the Directorate of Criminal Investigation (DCI), the outgoing CBDT chief said that DCI will also help in getting banking information and cross borders deals with countries and tax havens with which India is revising tax treaties.  The government has already announced a five-pronged strategy to tackle the menace of illicit funds, including joining global crusade against black money and creating appropriate legislative framework.

The Government says that there is no unanimity on the Lokpal Bill and efforts are on to arrive at a consensus before the finalization of the draft legislation. Talking to media in New Delhi today, the Home Minister Mr. P. Chidambaram sought the views of the States on various issues. This includes bringing the Prime Minister under the purview of the proposed Lokpal Bill.  He said the Finance Minister Pranab Mukherjee has written a letter to the Chief Ministers in this regard.
Mr. Chidambaram said that the joint drafting committee is on the right path to arrive at a consensus on the issue.
Speaking on the same issue, HR Minister Kapil Sibal said that no one should doubt the intentions of the government about enactment of strong lokpal bill to fight the menace of corruption.
 In reply to a question on the proposed hunger strike by Baba Ramdev on the black money issue, Mr. Chidambaram said that Finance Minister and senior officers of the Central Board of Direct Taxes are in touch with Swami Ramdev and expressed hope that the issue will be resolved.

India today called for fighting terrorism on all fronts and not selectively. The prime minister Dr. Manmohan Singh said this while reviewing the security situation in Pakistan and Afghanistan with the visiting German Chancellor Angela Merkel, who arrived in New Delhi this morning.  Both the leaders held wide-ranging talks on bilateral, regional and international issues of mutual interest. Addressing a joint press conference with Merkel after the talks, Dr. Singh said terrorism is a serious Global challenge, which has to be fought in a collective manner. He said, the security situation in Pakistan and Afghanistan, besides the situation in West Asia and North Africa and Libya also came up for discussion.
The Prime Minister reiterated India's desire for collaboration with Germany in areas of infrastructure, high technology, energy and applied sciences. 
Dr. Singh expressed hope that both the sides will achieve the trade target of 20 billion euros by 2012. In her remarks, Merkel asserted Germany's full support to India's infrastructure development particularly in the areas of railways and urban development. She said that her country will extend all help to India in the development of nuclear energy to address global concerns on climate change.

The President Mrs Pratibha Devi Singh Patil today presented the prestigious Jawahar Lal Nehru award for international understanding 2009 to German Chancellor Dr Angela Dorothea Merkel at an impressive function in the Ashoka Hall of Rashtrapati Bhavan this evening. Lauding Dr Merkel's contribution in promoting multi faceted relationship between the two countries, Mrs Patil welcomed the German initiative to organise the year of Germany in India in 2011-12 with the theme of infinite opportunities. Mrs Patil  said the developed and developing countries have to cooperate and collaborate in order to find solutions to the pressing problems of global warming and climate change.
In her acceptance speech, Dr Merkel said both the countries need to explore new areas to work together for the mutual benefit. She called for taking effective measures to deal with the countries giving safe heavens to terrorists. Dr Merkel announced that with the prize money of this award, she will start a scholarship programme in Germany for Indian students.

The government today made it mandatory for telecom operators to appoint only Indian nationals for maintaining networks. It also said any security breach would lead to  50 crore rupees penalty besides initiation of criminal proceedings.  Putting complete onus on operators for any security breach, the government said that Location Based Services must be introduced across the country within three years, a move that may result in additional cost for service providers.  According to preliminary estimates, introduction of this service may cost over  20,000 crore rupees to Indian operators. This may result in increase in mobile tariffs over a period of time. This has been opposed by foreign vendors saying it may set the trend worldwide to share the secrets of equipment.

A US Congressional report says, Pakistan is home to a large number of militant outfits of which one specifically targets India. Stating that  it gets the maximum support from the establishment, the latest report of independent Congressional Research Service said that perhaps the most notable among these outfits is the LeT, a US-designated terrorist group with longstanding ties to the ISI, and blamed for the 2008 Mumbai attacks that killed 166 persons.

India and Pakistan have agreed to continue the discussions on the Siachen issue in a meaningful and result oriented manner. At the end of  the 12th round of Defence Secretary level talks between India and Pakistan that began in New Delhi yesterday, both the sides welcomed the ongoing dialogue process. According to the joint statement, the discussions were held in a frank and cordial atmosphere, contributing to an enhanced understanding of each other’s position on Siachen during the two day talks. They also acknowledged that the ceasefire was holding since November 2003. Both sides presented their positions and suggestions towards  its resolution. The Pakistan side presented a non-paper on Siachen. They also agreed to meet again at a mutually convenient date in Islamabad. The Bihar Government today transferred Gopalganj District Magistrate Pankaj Kumar Pal and jail IG Ramesh Lal. Pankaj Kumar has been made new district Magistrate and Anand Kishore has been appointed as a new jail IG. According to official sources, acting on a specific information, Rashtriya Rifle troops and police late last night launched a joint search operation in Khariyali village of Doda district and came across a hideout which was being used by militant.
