उत्तराखंड में कांग्रेस के नेतृत्व में सरकार का गठन लगभग तय है। राज्यपाल श्रीमती मार्गरेट अल्वा ने कहा कि कल राजभवन में आए तीन निर्दलीय विधायकों और उत्तराखंड क्रांति दल -पी-के एक विधायक के समर्थन से कांग्रेस को बहुमत मिल गया है। सत्तर सदस्यों के सदन में कांग्रेस को ३६ सदस्यों का समर्थन प्राप्त है।हमारे संवाददाता ने बताया है कि पार्टी ने राज्य में सरकार बनाने के लिए कल दावा पेश किया था।

प्राप्त सूचना के अनुसार केन्द्रीय पर्यवेक्षक गुलाम नवी आजाद नवनिर्वाचित पार्टी विधायकों के साथ ही शीर्ष नेताओं से बातचीत करेंगे और विधायक दल के नेता के लिए उनके राय जानेंगे। जिसके आधार पर कांग्रेस अध्यक्ष सोनिया गांधी अंतिम फैसला लेंगी जिससे यह तय हो सकेगा कि आखिर इस पर्वतीय राज्य का नया मुख्यमंत्री कौन होगा। इस बीच पार्टी सूत्रों का कहना है कि श्री आजाद कांग्रेस को समर्थन दे रहे निर्दलीयों और उक्रांद पी के विधायक से भी मिल सकते हैं। राघवेश पाण्डेय, आकाशवाणी समाचार, देहरादून।

उत्तर प्रदेश में समाजवादी पार्टी के नवनिर्वाचित विधायकों की आज लखनऊ में पार्टी मुख्यालय में बैठक हो रही ह,ै जिसमें पार्टी विधायक दल का नेता चुना जाएगा। हमारे लखनऊ संवाददाता ने बताया है कि पार्टी के सभी सांसदों, विधायकों और पदाधिकारियों से बैठक में भाग लेने के लिए कहा गया है। 

पार्टी के संसदीय बोर्ड की बैठक में मुख्यमंत्री पद के लिए मुलायम सिंह यादव के नाम पर निर्णय लिया गया था। लेकिन बोर्ड के कुछ सदस्यों ने पार्टी के प्रदेश अध्यक्ष अखिलेश यादव का नाम भी मुख्यमंत्री पद के लिए प्रसारित किया था। पार्टी अध्यक्ष मुलायम सिंह यादव स्वयं अगले मुख्यमंत्री के नाम पर चुप्पी साधे हुए हैं। अखिलेश यादव जो अभी तक यह कहते रहे है कि मुलायम सिंह यादव ही मुख्यमंत्री होंगे, ने कहा है कि इस बारे में अंतिम निर्णय विधायकों की बैठक में होगा। सुनील शुक्ल, आकाशवाणी समाचार, लखनऊ।

इस बीच, राज्यपाल बी. एल. जोशी ने विधानसभा  भंग कर दी है, ताकि नई विधानसभा का गठन हो सके।मणिपुर में कांग्रेस पार्टी के केंद्रीय प्रेक्षकों ने पार्टी के नवनिर्वाचित सदस्यों से बातचीत करने के बाद अपनी रिपोर्ट हाईकमान को सौंप दी है। सदस्यों ने विधायक दल का नेता चुनने का फैसला पार्टी हाईकमान पर छोड़ दिया है।पंजाब में शिरोमणि अकाली दल और भारतीय जनता पार्टी का गठबंधन बुधवार को नई सरकार बनाएगा। हमारे संवाददाता ने बताया है कि गठबंधन के नेताओं ने श्री प्रकाश सिंह बादल के नेतृत्व में कल राज्यपाल से मुलाकात की और सरकार बनाने का दावा पेश किया।

भारतीय रिजर्व बैंक ने ऋण नीति की समीक्षा और आम बजट से पहले नकद आरक्षी अनुपात यानी सी.आर.आर. में दशमलव सात-पांच प्रतिशत की कटौती की है। सी.आर.आर. की नई दर अब साढ़े पांच प्रतिशत से घटकर चार दशमलव सात-पांच प्रतिशत हो गई है जो आज से लागू होगी। बैंक अपनी कुल जमा राशि का एक तय प्रतिशत रिजर्व बैंक के पास जमा कराते हैं जिसे सी.आर.आर. कहते हैं। सी.आर.आर. में इस कटौती से बैंकों के पास ४८ हजार करोड़ रूपये अतिरिक्त आयेंगे। इस साल रिजर्व बैंक ने सी.आर.आर. में दूसरी बार कटौती की है।

वित्त मंत्रालय से सम्बद्ध स्थायी संसदीय समिति ने आयकर सीमा मौजूदा एक लाख अस्सी हजार से बढ़ाकर तीन लाख रूपये करने की सिफारिश की है। पूर्व वित्त मंत्री और भाजपा के वरिष्ठ नेता यशवंत सिन्हा की अध्यक्षता वाली समिति ने कल अपनी रिपोर्ट सौंपी। समिति ने महिलाओं के लिए आयकर में छूट की सीमा बढ़ाने की भी सिफारिश की है।

मध्यप्रदेश में इंदौर में सीबीआई की एक विशेष अदालत ने सीबीआई को राज्य के भाजपा उपाध्यक्ष धु्रव नारायण सिंह के पॉलीग्राफ टेस्ट की इजाजत दे दी है। सीबीआई ने भोपाल की आर टी आई कार्यकर्ता शहला मसूद की हत्या के सिलसिले में विधायक श्री सिंह के पॉलीग्राफ टेस्ट की इजाजत मांगी थी।धु्रव नारायण सिंह भोपाल मध्य क्षेत्र से विधायक है। इससे पहले सीबीआई ने अपने भोपाल कार्यालय में सिंह से लगभग ६ घंटे तक पूछताछ की थी। जांच एजेंसी ने उनके भोपाल स्थित आधिकारिक निवास पर भी छापा मारा था।

बिहार में सुरक्षा बलों ने नक्सल प्रभावित गया जिले में तीन माओवादियों को गिरतार किया है। पुलिस ने सुराग मिलने पर डेल्हा पुलिस थाने के अंतर्गत एक गांव में छापा मारा और माओवादियों को गिरतार किया। हमारे संवाददाता ने बताया है कि माओवादियों की धरपकड़ के लिए गया, ओरंगाबाद, रोहतास और नवादा जिलों में पुलिस गश्त बढ़ा दी गई है।

जम्मू कश्मीर में कर्यूग्रस्त रजौरी कस्बे से किसी अप्रिय घटना की खबर नहीं है। राजौरी के उपायुक्त जी ए ख्वाजा ने बताया कि स्थिति की लगातार समीक्षा की जा रही है और अगर माहौल शांतिपूर्ण रहा तो कर्यू में ढील दी जा सकती है। इस घटना के सिलसिले में १३ लोगों को हिरासत में लेकर उनसे पूछताछ की जा रही है। एक धार्मिक जुलूस पर कुछ अज्ञात लोगों द्वारा पथराव किये जाने से पैदा हुए तनाव के बाद कस्बे में कयू लगा दिया गया था।

सरकार ने वर्ष २०१६ तक पर्यटन क्षेत्र में बारह प्रतिशत वृद्धि हासिल करने का लक्ष्य रखा है। इससे देश में रोजगार के ढाई करोड़ से अधिक अतिरिक्त अवसर पैदा हो सकेंगे। यह जानकारी पर्यटन मंत्री सुबोधकांत सहाय ने बर्लिन के पर्यटन मेले में भारतीय मंडप का उद्घाटन करते हुए दी। श्री सहाय ने कहा कि पर्यटन क्षेत्र के विकास से जुड़े मुद्दों के समाधान में मदद के लिए एक अंतर मंत्रालय समन्वय समिति बनाई गई है। उन्होंने कहा कि पर्यटन आर्थिक विकास का बड़ा साधन है और भारत में इस क्षेत्र में भारी संभावनाएं हैं। पर्यटन मंत्री ने बताया कि वर्ष २०१० के दौरान देश में विदेशी पर्यटकों की संख्या में ग्यारह दशमलव आठ प्रतिशत की वृद्धि हुई।

कपास के निर्यात पर प्रतिबंध लगाने के मुद्दे पर मंत्रिसमूह की बैठक आज भी जारी रहेगी। वित्तमंत्री प्रणब मुखर्जी की अध्यक्षता में हुई मंत्रिसमूह की बैठक में कृषि मंत्री शरद पवार और आनंद शर्मा ने भाग लिया जिनके पास कपड़ा मंत्रालय का प्रभार भी है। श्री आनंद शर्मा ने बताया कि कल की बातचीत किसी नतीजे पर नहीं पहुंच सकी और अभी और चर्चा की जरूरत है। वाणिज्य मंत्रालय ने इस महीने की पांच तारीख को कपास के निर्यात पर प्रतिबंध लगा दिया था। कृषि मंत्री शरद पवार को इस फैसले पर कुछ आपत्तियां हैं।इससे पहले कपड़ा मंत्रालय ने कहा था कि कपास की घरेलू खपत के रूझान और उपलब्धता को ध्यान में रखते हुए निर्यात पर प्रतिबंध लगाया गया। प्रतिबंध के कारणों का खुलासा करते हुए मंत्रालय ने कहा कि कपास की निर्यात के लिए निर्धारित मात्रा से दस लाख अधिक गांठें निर्यात की जा चुकीं हैं जिससे घरेलू उपलब्धता में कमी आ रही है।

हरियाणा में गिरतार आंदोलनकारियों को रिहा करने की मांग प्रशासन से नामंजूर  होने के बाद जाट आंदोलनकारियों ने विरोध तेज कर दिया है। हिसार से शुरू हुआ यह आंदोलन अब आसपास के जिलों में भी फैल गया है। कई स्थानों पर रेल और सड़क यातायात में बाधा डाली गई है। हिसार-दिल्ली राष्ट्रीय राजमार्ग भी बंद है। रामायण गांव में प्रदर्शनकारियों का धरना जारी है। आंदोलन के दौरान पुलिस कार्रवाई में मारे गए व्यक्ति का शव भी उन्ही के पास है। आंदोलनकारियों की मांग है कि हिरासत में लिये गये उनके साथियों को रिहा किया जाये। यह आंदोलन  अन्य पिछड़ा वर्ग श्रेणी में जाटों के लिए आरक्षण की मांग को लेकर चल रहा है ।हरियाणा के मुख्यमंत्री श्री भूपेन्द्र सिंह हुड्डा ने आंदोलनकारियों से  मृतक व्यक्ति का अंतिम संस्कार करने और बातचीत के लिए आगे आने की अपील की है।

पाकिस्तान सरकार ने सबसे बड़े इस्लामी उग्रवादी संगठन अहले सुन्नाह वल जमात पर प्रतिबंध लगा दिया है। ये संगठन पहले सिपाहे सहाबा के नाम से पाकिस्तान में सक्रिय था। इस संगठन के सदस्यों पर शिया समुदाय के सैकड़ों लोगों और अन्य अल्पसंख्यकों की हत्या करने तथा सुरक्षा प्रतिष्ठानों और विदेशी दूतावासों को नुकसान पहुंचाने के आरोप हैं।

सीरिया का संकट हल करने की कोशिश में संयुक्त राष्ट्र के विशेष दूत कोफी अन्नान आज दमिश्क पहुंच रहे हैं। उन्होंने सभी पक्षों से लड़ाई बंद करने और संकट का राजनीतिक हल निकालने का आह्‌वान किया है लेकिन विपक्ष ने असद सरकार के साथ बातचीत  की अपील नामंजूर कर दी है। विपक्ष का कहना है कि श्री अन्नान की सीरिया यात्रा से पहले कल सुरक्षा बलों की गोलीबारी में साठ से अधिक लोग मारे गए।

Uttarakhand seems to be set for formation of a Congress led government. After three indepedents and one Uttarakhand Kranti Dal member were paraded at the Raj Bhavan yesterday the Governor Mrs. Margret Alva said that the party enjoys majority support.
 "They have 36 people with them and so besides being the largest party. They have got to support required to form the Government which is 36."
With the support of these four members, the Congress has the required 36 members in the 70 member House. Our correspondent reports that Union Mininster and Central Party Observer Ghulam Nabi Azad is reaching Dehradun today to consult with newly elected members of the Congress and for finalising the name of the Congress Legislature Party leader. The party yesterday staked claim for formation of a new government.
"As per reports of the meeting with newly elected MLAs and senior party leaders in the state, AICC Observer Mr. Azad will submit their report to Congress President Sh. Sonia Gandhi for a final decision on the issue of who will be the new Chief Minister of this hill state. Sources say that party observer may meet to UKD-P leaders and Independent MLAs who are in support of Congress. In Uttar Pradesh, a meeting of newly elected MLAs of the Samajwadi Party is being held this morning at the party headquarters in Lucknow to elect the leader of the legislature party. More from our correspondent;
"All MPs, MLCs and party office bearers have also been called to attend the meeting. Parliamentary Board of the party has approved the name of Mulayam Singh Yadav as next chief Minister but some members of the board have also moved the name of state unit president of the party Akhilesh Yadav for the post. Party President Mulayam Singh Yadav himself yet has not clear the suspense over the next Chief Minister of the state while talking to media persons. State president Akhilesh Yadav, who had consistently been in favour of Mulayam Singh Yadav becoming the chief minister, has added to the suspense saying a decision in this regard would be taken in the meeting of legislatures. In Manipur, Central observers of the Congress party who talked to the newly elected members of the party have already submitted their report to the Party high command. The members have left it to party high command to decide on the Legislature party leadership issue.      
In Punjab, the new Shiromani Akali Dal- BJP combine government will assume office on Wednesday. They will be sworn-in at Mohali near Chandigarh. The members of the combine under the leadership of Prakash Singh Badal yesterday met the Governor and staked claim to form the government. More from our correspondent;

In Goa, the new Government led by Manohar Parikar was sworn-in yesterday. Soon after the swearing in ceremony. the Cabinet met and  unanimously decided to convene the budget session of the assembly on the 19th of this month.

In Haryana, Jat protestors have intensified their stir after the administration rejected their demand to release the agitating protesters. The protest, which began at Hissar, has spread to adjoining districts with many of them blocking rail and road traffic at several places. The Hissar Delhi National high way is also blocked. At Ramayan village, the protesters continued their Dharna. They have kept the  body of the deceased, killed in police action during the stir. The agitators are demanding release of protestors and reservation for jats in the OBC category. Deputy Commissioner Hisar, Dr. Amit Kumar Agarwal has warned the anti-social elements not to damage any public or private property.

In Madhya Pradesh, a special CBI court at Indore granted permission to the CBI to conduct polygraph test on BJP legislator and state BJP vice president Dhruv Narayan Singh in connection with the murder of Bhopal ’s RTI activist Shehla Masood. Dhurv Narayan Singh represents the Bhopal Central constituency in the state assembly. The CBI had earlier quizzed Dhruv Narayan Singh for nearly six hours at its Bhopal office.The investigative agency had also raided his official residence at Bhopal.

In Jammu and Kashmir, no untoward incident has been reported from the curfew bound town of Rajouri. Deputy Commissioner Rajouri, G.A. Khwaja said, the situation is being constantly reviewed and that curfew may be relaxed later today if the situation remains peaceful. Curfew was imposed following tension after some unidentified persons pelted stones on a religious procession. 13 persons have been detained in connection with the incident for questioning.

The Reserve Bank of India yesterday cut the Cash Reserve Ratio, CRR, by 0.75 percentage points, from 5.5 percent, to 4.75 percent, in order to ease tight liquidity in the banking system. The Cash Reserve Ratio is the percentage of their deposits that banks are required to hold in the form of cash with the apex bank. The move, which comes into effect from tomorrow, will inject around 48,000 crore rupees into the economy. The RBI's move comes less than a week ahead of its mid-quarter policy review on March 15. We spoke to Economist D K Joshi on the RBI move.
"RBI announced cut in CRR primarily because the liquidity in the situation was very tight. Given the fact the advance tax collection at due on 15th of March that would have left to further out flow of cash out of the system. It want's to maintain comfortable liquidity in the system before the Budget."

The Parliamentary Standing Committee on finance has recommended raising of the Income Tax limit to three lakh rupees from the present one lakh 80 thousand rupees. The committee headed by former Finance Minister and Senior BJP Leader Yashwant Sinha submitted its report yesterday.  The panel gave its report on the Direct Taxes Code Bill recommending a higher exemption limit for women.

The Government has set a target of achieving 12 percent growth in the tourism sector by 2016. The growth will help generate 25 million additional jobs in the country. This was stated by Tourism Minister, Subodh Kant Sahai while inaugurating the Indian Pavilion in the tourism fair in Berlin. Mr. Sahai said, an Inter Ministerial Coordination Committee has been set up for speedy growth of the  tourism sector.

The meeting of Group of Ministers, GoM to review ban on Cotton export is expected to continue its discussions today. GOM had detailed deliberations yesterday. Commerce and Industry Minister Anand Sharma said that talks remained inconclusive and further discussion is required. The Commerce Ministry  banned cotton exports on 5th of this month. The Agriculture Minister Sharad Pawar had reservations over the decision. Earlier this week, the Textile Ministry had said, the ban was imposed after taking into account the trend of domestic consumption and depletion of domestic availability.

In an initiative to provide facility to passengers to plan their journey in advance, the Railways has decided to allow passengers book their train tickets 120 days before from the existing 90 days. The facility will come into effect from today. There will also be no change in case of the limit of 360 days for foreign tourist.

In a fresh bid to resolve the crisis in Syria, the UN Special Envoy Kofi Annan arrives in Damascus today. He has called upon all sides to stop fighting immediately and work for a political solution in the country. More from our West Asia correspondent;
"Kofi Annan, accompanied by his Deputy Nassir Al Kidwa, will try to prevail upon the Assad regime to stop the crackdown on civilians. His calls for political solution through a dialogue has been rejected by the Syrian opposition, which called for nationwide protests. The opposition says, it will only buy more time to Assad regime to cover up its crackdown. High on the agenda of Annan’s visit is to secure unhindered access to the international aid agencies in the violence hit areas. UN and other aid agencies have said, it is high time to provide relief and aid to the civilians trapped in the besieged cities. The activists of the group have been convicted for killing hundreds of members of the Shiite community and other minorities across Pakistan as well as other tightening security installations and foreign embassies. The Ahle Sunnah Wal Jamaat was first banned in 2002 by the then Pakistani President, Gen. Pervez Musharraf.

अखिलेश सिंह यादव उत्तर प्रदेश के नये मुख्यमंत्री होंगे। उन्हें आज लखनऊ में पार्टी विधायक दल की बैठक में सर्वसम्मति से नेता चुना गया। समाजवादी पार्टी के वरिष्ठ नेता मोहम्मद आजम खान ने उनके नाम का प्रस्ताव रखा। इसका समर्थन एक अन्य वरिष्ठ नेता शिवपाल सिंह यादव ने किया।

पश्चिम बंगाल के वर्धमान जिले में आज तड़के आसग्राम के निकट एक बस के उलट जाने से सात लोग मारे गए और ७० घायल हो गए। यह बस एक बारात लेकर कोलकोल गांव से बीरपाड़ा जा रही थी। बताया जाता है कि तेज रफ्तार के कारण बस बेकाबू हो गई। ज्यादातर घायलों को वर्धमान मेडिकल कॉलेज अस्पताल में भर्ती कराया गया है। कुछ को आसग्राम अस्पताल भेजा गया है। छह घायलों की हालत नाजुक है।

हरियाणा में जाट आंदोलन आज २१वें दिन भी जारी है। आंदोलनकारियों ने पुलिस द्वारा गिरफ्‌तार किए गए प्रदर्शनकारियों को रिहा करने की उनकी मांग प्रशासन द्वारा नामंजूर किए जाने के बाद अपना विरोध प्रदर्शन और तेज कर दिया है। हिसार से शुरू हुआ विरोध आंदोलन आसपास के जिलों जींद, भिवानी और फतेहाबाद में भी फैल गया है। कई स्थानों पर प्रदर्शनकारी रेल और सड़क यातायात रोक रहे हैं। हिसार में आज सभी शिक्षा संस्थान बंद रहे। हिसार-दिल्ली राष्ट्रीय राजमार्ग और हिसार-भुना मार्ग सहित दिल्ली, राजस्थान और पंजाब की तरफ जाने वाली सभी सड़कों पर बाधाएं खड़ी की गई हैं। रामायण गांव के निकट रेल पटरियों पर करीब पांच सौ प्रदर्शनकारियों का धरना जारी है। आंदोलन के दौरान पुलिस कार्रवाई में मारे गए युवक का शव अभी प्रदर्शनकारियों ने   रखा हुआ है।
आंदोलनकारी गिरफ्‌तार प्रदर्शनकारियों की रिहाई और अन्य पिछड़ा वर्ग श्रेणी में जाटों के लिए आरक्षण की मांग कर रहे हैं। खाप के प्रवक्ता सूबे सिंह ने बताया कि आंदोलनकारियों ने कहा है कि वे मृतक युवक का अंतिम संस्कार तब तक नहीं करेंगे जब तक गिरफ्‌तार आंदोलनकारियों को रिहा नहीं कर दिया जाता। हिसार के उपायुकत डॉ अमित कुमार अग्रवाल ने असामाजिक तत्वों को चेतावनी दी है कि वे सरकारी और निजी संपत्ति को किसी भी तरह का नुकसान न पहुंचाएं। उन्होंने कहा कि गिरफ्‌तार जाट नेताओं की रिहाई की मांग को मानना मुश्किल है क्योंकि वे न्यायिक हिरासत में हैं।

जम्मू-कश्मीर के सीमावर्ती शहर राजौरी में कफ्‌र्यू आज तीसरे दिन भी जारी है। हालांकि शहर के किसी भी हिस्से से किसी अप्रिय घटना का समाचार नहीं है। राज्य के विधायी मामलों के मंत्री अली मोहम्मद सागर ने आज राज्य विधानसभा को सूचित किया कि राजौरी में स्थिति नियंत्रण में है। उन्होंने कहा कि अगर स्थिति शांतिपूर्ण रही तो कफ्‌र्यू में ढील दी जा सकती है। हमारे संवाददाता ने बताया है कि राजौरी की घटना को लेकर विधानसभा में हंगामा हुआ।

विधानसभा में पीपुल्स डेमोक्रेटिक पार्टी और भारतीय जनता पार्टी के सदस्यों ने राजौरी शहर में हालात खराब होने के लिए एक दूसरे को कसूरवार ठहराया। दोनों दलों के सदस्य एक दूसरे के विरोध में असेम्बली में कुछ देर तक नारे लगाते रहे, उसके बाद पीपुल्स डेमोक्रेटिक पार्टी के सदस्यों ने असेम्बली से वाक आउट किया। बाद में सदन में कई सदस्यों ने स्पीकर से आग्रह किया कि राजौरी शहर में खराब हालत को देखते हुए सरकार वरिष्ठ मंत्रियों की एक टीम को वहां हालात का जायजा लेने के लिए भेजे, जोकि दोनों समुदाय के लोगों से अपील करेगी कि हालात को सामान्य बनाने में मदद दे। इसके बाद स्पीकर ने सरकार को हिदायत जारी की कि मंत्रियों की एक टीम को राजौरी भेजा जाए। बाद में पत्रकारों से बातचीत करते हुए विपक्षी दल टीडीपी की नेता महबूबा मुफ्ती ने आरोप लगाया कि आने वाले म्यूनिसिपल इलेक्शन को देखते हुए नेशनल कांफ्रेंस और भारतीय जनता पार्टी राजौरी में जानबूझकर हालात को खराब कर रहे हैं। आकाशवाणी समाचार के लिए जम्मू से आर.के. रैना।

सीरिया के लिए संयुक्त राष्ट्र के विशेष दूत कोफी अन्नान आज दमिश्क  में सीरिया के राष्ट्रपति बशर-अल-असद के साथ बातचीत करेंगे। श्री अन्नान असद सरकार पर सीरिया में हिंसा की समाप्ति पर जोर डालेंगे। वे सीरिया के विदेशमंत्री वालिद-अल-मुअल्लम से भी मिलेंगे। काहिरा से दमिश्क रवाना होने से पहले श्री अन्नान ने संयुक्त राष्ट्र महासचिव बान की मून और अरब लीग प्रमुख नाबिल-अल-अरबी के साथ सीरिया संकट के समाधान के तरीकों पर चर्चा की। बान की मून ने कोफी अन्नान को तत्काल संघर्ष विराम लागू करने और सभी तरफ से हिंसा को रूकवाने का प्रयास करने को कहा। उन्होंने कहा कि अगर सभी पक्ष एक साथ हिंसा रोकने के लिए राजी नहीं होते, तो  पहले सीरिया  की सेना और उसके बाद विपक्ष की ओर से हिंसा रोक दी जानी चाहिए। संयुक्त राष्ट्र महासचिव ने सीरिया से अपना यह आग्रह भी दोहराया कि हिंसा से बुरी तरह प्रभावित इलाकों में सहायता एजेंन्सियों को जाने दिया जाए।

मिस्र में मई में होने वाले राष्ट्रपति चुनाव के लिए नामांकन पत्र भरने का काम आज शुरू हो रहा है।  आठ अप्रैल तक पर्चे दाखिल किये जा सकते हैं। हमारे संवाददाता ने बताया है कि सेना के चार पूर्व जनरल, एक पूर्व प्रधानमंत्री, एक पूर्व विदेश मंत्री तथा मुस्लिम ब्रदरहुड संगठन का एक पूर्व नेता अभी तक इस चुनाव के लिए मैदान में उतरने का इरादा जाहिर कर चुके हैं।

अमरीका, रूस, संयुक्त राष्ट्र और यूरोपीय संघ, इस्राइल और फलस्तीनियों के बीच रूकी हुई शांति प्रक्रिया पर चर्चा के लिए सोमवार को बैठक करेंगे। संयुक्त राष्ट्र के विशेष सुरक्षा सत्र से पहले संयुक्त राष्ट्र महासचिव बान की मून, अमरीकी विदेश मंत्री हिलेरी क्लिंटन और रूसी विदेश मंत्री सरगेई लावरोव संयुक्त राष्ट्र मुख्यालय में मिलेंगे।
फलस्तीनी राष्ट्रपति महमूद अब्बास ने मांग की है कि इस्राइल को १९६७ की सीमा की स्थिति में लौटना होगा और पश्चिमी तट तथा गज+ा पट्टी में इस्राइल बस्तियों को रोकना होगा। इस्राइली प्रधानमंत्री बेनजामीन नेतनयाहू ने इस मांग को नामंजूर करते हुए कहा है कि इस्राइल की बस्तियां बसाने की गतिविधियों पर रोक लगाने का कोई सवाल ही नहीं उठता।

खबर है कि उत्तरी यमन में एक हवाई हमले में अलकायदा के कम से कम दस आतंकवादी मारे गए हैं। कल देर रात यमन की राजधानी साना से करीब १३० किलोमीटर दक्षिण बायदा शहर के नजदीक अलकायदा के ठिकानों पर हमले किए गए। अभी यह स्पष्ट नहीं है कि ये हमले यमन के विमानों ने किए या अमरीकी विमानों ने।

भारत में कूड़ा बीनने वालों की मदद करने वाली संस्था 'चिंतन' को अमरीकी विदेश मंत्रालय ने 'इनोवेशन अवार्ड' से सम्मानित किया है। पहली बार यह पुरस्कार 'चिंतन' को कूड़ा-कर्कट उठाने वाले लोगों को संगठित करने और उनके जरिए पर्यावरण की रक्षा करने के लिए दिया गया है।

रेल यात्री अब अपने रेल टिकट ९० दिन की बजाय १२० दिन पहले बुक करा सकेंगे। यह व्यवस्था आज से लागू हो गई है। इससे यात्रियों को अपनी यात्रा का कार्यक्रम समय पर बनाने में सुविधा मिलेगी।
रेलवे की विज्ञप्ति के अनुसार दिन में चलने वाली कुछ एक्सप्रेस रेलगाड़ियों में यह सुविधा नहीं होगी। विदेशी पर्यटकों के लिए अग्रिम बुकिंग की ३६० दिन की सीमा में कोई परिवर्तन नहीं किया गया है।

Mr. Akhilesh Singh Yadav is to be the new Chief Minister of Uttar Pradesh. He was elected unanimously as leader of the Samajwadi Legislature Party in Lucknow this morning. His name was proposed by senior party leader Mohammed Azam Khan and was seconded by another senior party leader Shivpal Singh Yadav.
The swearing in ceremony will take place on March 15th. Akhilesh Yadav, 38, will be the youngest Chief Minister of Uttar Pradesh. He spearheaded the election campaign in the state. Addressing a press conference later, Mr. Akhilesh Yadav said, he would be calling on the Governor soon to stake claim for forming the government. He said, his government will fulfill all the promises made to the people in the election manifesto.
Born on July 1, 1973, Akhilesh studied at the Military School in Dholpur in Rajasthan and then acquired a degree in Civil Environment Engineering from the Mysore University. He finished Masters in Environmental Engineering from Australia. AIR correspondent has filed this report;

Hectic political activities are on in the Uttarakhand to finalise the name of Congress Legislature party leader. Central observer and Union Health Minister Ghulam Nabi Azad arrived in Dehradun and is holding talks with the newly-elected MLAs of the party. More from AIR Correspondent;

In West Bengal, seven persons were killed and 70 others injured when a bus overturned near Ausgram in Burdwan district in the early hours today. The bus carrying members of a marriage party from Kolkol village to Birpara, overturned when the driver lost control over the speeding vehicle at around 3.30 AM. Most of the injured have been admitted to Burdwan Medical College Hospital while some have been admitted to Ausgram hospital. The condition of six of the injured was serious.

The meeting of Group of Ministers, GoM meeting to review the ban on the export of Cotton is expected to continue its discussions today. The GOM had detailed deliberations yesterday. Commerce and Industry Minister Anand Sharma said that talks remained inconclusive and further discussion is required.
The Commerce Ministry banned cotton exports on the 5th of this month. Agriculture Minister Sharad Pawar had reservations over the decision. The meeting of the Group of Ministers (GoM), headed by Finance Minister Pranab Mukherjee, was attended by Agriculture Minister Sharad Pawar, and Anand Sharma, who also holds the Textiles portfolio.
Earlier this week, the Textile Ministry had said the ban was imposed after taking into account the trend of domestic consumption and depletion of domestic availability. Explaining the reasons behind export ban, the ministry said that the country had already shipped 10 lakh bales more than the exportable surplus, reducing the domestic availability.

In Haryana, Jat stir continued on the 21st day today. The protestors have intensified their stir after the administration rejected their demand to release the protesters arrested by police. The protest which began in Hisar, has spread to the adjoining districts of Jind, Bhiwani and Fatehabad with many of them blocking rail and road traffic at several places. In Jammu and Kashmir, the indefinite curfew clamped in the border town of Rajouri, continues for the third day today even as there has been no report of any untoward incident from any part of the town. Curfew was imposed in Rajouri town following eruption of tension when some unidentified persons pelted stones on a religious procession forcing police and para-military to resort to tear-gas and lathi-charge to separate the two groups.
Meanwhile, J&K Minister for Parliamentary Affairs, Ali Mohd. Sagar today informed the Legislative Assembly that the situation is well under control in Rajouri town and added that relaxation in curfew may be given if situation remains peaceful. More from AIR correspondent:

The first Indo-Myanmar car rally is beginning in Guwahati this evening. State Industry Minister Pradyut Bordoloi will flag off the rally which will leave for Yangon tomorrow morning via Dimapur, Kohima and Imphal. The rally is jointly organised by the North-East Federation on International Trade and Assam Speed and Adventure Club.
The theme of the event is "Mapping connectivity in the perspective of North-East and Myanmar: Focusing on building bilateral relations". Above 70 cars will take part in the rally from all over the country. The organisers said, a few foreigners are also likely to participate in Imphal. The car rally will reach Yangon on 17th March and return to Guwahati the next day.

UN Special Envoy for Syria, Kofi Annan will hold talks with the Syrian President Bashar Al Assad in Damascus today. He arrives from Cairo to press the Assad regime to end the violence in Syria. He will also meet the Syrian Foreign Minister Walid Al Muallam. Before leaving for Damascus, Annan held talks with UN Secretary General Ban Ki Moon and Arab League Chief Nabil Al Arabi to find a way out to resolve the crisis in Syria.
Ban Ki Moon told Kofi Annan to ensure an immediate ceasefire and violence from all the sides must stop immediately. He said, in case the ceasefire is not agreed upon simultaneously, Syrian Government troops should stop first, followed by the opposition. The UN Secretary General also reiterated the calls for Syria to allow aid agencies access to the worst hit areas.
Meanwhile, UN Humanitarian Agency Chief Valerie Amos visited Syrian refugees on Turkish-Syrian border on Friday. She held talks with Turkish Foreign Minister Ahmet Davotuglu. Later talking to newsmen in Ankara, Amos said she had sought unhindered access for the relief and aid agencies in the worst-hit areas, but the Syrian Government had asked for more time. On the eve of Annan’s visit, the Syrian Local Co-ordination Committee said, 77 persons were killed by the security forces.

Afghan Defence Minister General Abdul Rahim Wardak has described the signing of Memorandum of Understanding for the transfer of Bagram prison from the US control to Afghan authorities, as a very significant achievement. In a statement after the signing of the MoU document in Kabul yesterday, General Wardak said that negations on other issues, will also continue.
Gen. John R. Allen, Commander of the International Security Assistance Force and US Forces in Afghanistan, has said that by signing the MoU, Afghanistan and the US have not only agreed to the transfer of the Bagram prison, but it also exemplifies their commitment to a strategic partnership. The agreement provides for the transfer of Bagram prison and the Afghan prisoners to Afghan authorities within six month.
With the signing of the deal, the impasse on a long term strategic partnership agreement between Afghanistan and the US, has also ended. Transfer of Bagram prison to Afghan authorities and stopping night raids by the NATO soldiers on Afghan homes are the two main conditions put forward by Afghanistan before signing the agreement.

In Libya, thousands of people took to streets in the capital Tripoli and Bengazi in a show of opposition to moves from the oil-producing East to declare autonomy from Central rule. At Friday prayers in Benghazi and Tripoli, clerics warned the autonomy plan could lead to the break up of Libya. Later crowds packed into squares in both cities, to express their opposition to the idea.
A group of civic leaders in the eastern city of Bengazhi had earlier stated that they would run their own affairs, defying the government in Tripoli which is already struggling to assert its authority after the ouster of the Gaddafi regime last year.

The Indian cricket team led by Mahendra Singh Dhoni reached Dhaka today to participate in the Asia Cup 2012 Tournament beginning from tomorrow. India, Sri Lanka, Pakistan and Hosts Bangladesh are participating in the 11th edition of the Asia Cup Tournament.
The inaugural match will be played between Bangladesh and Pakistan on Sunday at the Sher -E Bangla stadium at Mirpur in Dhaka which is the venue for all the matches of the tournament.
Defending Champions India will take on Sri Lanka on March 13th, Bangladesh on March 16th and arch rivals Pakistan on March 18th in the group stage matches. The finals between the top two teams from the group stage will be played on March 22nd. समाजवादी पार्टी के नेता अखिलेश यादव को उत्तर प्रदेश के नये मुख्यमंत्री के रूप में बृहस्पतिवार को शपथ दिलाई जाएगी। उन्हें आज सुबह लखनऊ में पार्टी विधायक दल की बैठक में सर्वसम्मति से नेता चुना गया। पार्टी के वरिष्ठ नेता मोहम्मद आज+म खान ने उनके नाम का प्रस्ताव रखा, जिसका समर्थन शिवपाल सिंह यादव ने किया।
बाद में अखिलेश यादव ने राजभवन में राज्यपाल से मुलाकात की और नई सरकार बनाने का औपचारिक दावा पेश किया। उनके साथ पार्टी के वरिष्ठ नेता मो० आजम खान, शिवपाल सिंह यादव और अम्बिका चौधरी भी थे। ३८ वर्षीय अखिलेश यादव उत्तर प्रदेश के सबसे युवा मुख्यमंत्री होंगे।
नेता चुने जाने के बाद, एक संवाददाता सम्मेलन में श्री अखिलेश यादव ने कहा कि उनकी सरकार की प्राथमिकता राज्य को प्रगति के रास्ते पर ले जाना और देश के अन्य प्रगतिशील राज्यों के मुकाबले में खड़ा करना होगी। उन्होंने कहा कि उनकी सरकार चुनाव घोषणा पत्र में जनता से किए गए सभी वायदों को पूरा करेगी।

समाजवादी पार्टी की पूरी जिम्मेवादी है कि कानून व्यवस्था को ठीक रखना। अभी निर्देश भी दिये हैं और पूरी कानून व्यवस्था को तरह ठीक रखने का लगातार काम होगा। उद्देश्य और पहला लक्ष्य यह है कि जनता ने जिस उम्मीद से समाजवादी पार्टी को बहुमत दिया है उनकी उम्मीद पूरी की जाये।
श्री यादव ने यह भी कहा कि उनकी सरकार बदले की भावना से काम नहीं करेगी।

केन्द्रीय मंत्री और केन्द्रीय पर्यवेक्षक गुलाम नबी आजाद ने कहा है कि उत्तराखंड में कांग्रेस विधायक दल का नेता एक दो दिन में चुन लिया जायेगा। वे आज देहरादून में नवनिर्वाचित विधायकों की बैठक के बाद संवाददाताओं से बातचीत कर रहे थे।

कांगे्रस विधायक दल के नेता पद के लिए दावेदारों की संख्या ज्यादा होने की वजह से पार्टी को नेता के चुनाव में मुश्कत करनी पड़ रही है। कांग्र्रेस के नवनिर्वाचित २५ विधायकों से श्री आजाद के साथ प्रदेश पार्टी प्रभारी श्री चौधरी विरेन्द्र सिंह ने बारी-बारी से बातचीत की और उनकी राय जानी।

कांग्र्रेस के विधायक से उनसे सबसे अलग-अलग चौधरी विरेन्द्र सिंह जी और हमारी बात हुई और उन्होंने अपनी बात बताई, उस बात को हम कांग्रेस प्रसिडेंट श्रीमति सोनिया गांधी जी को बताये, जो भी हमारे  और विधायकों के बीच में बात हुई है और उसके बाद निर्णय होगा, जहां तक जिन चार इंडिपेंडेंट एमएलएज+ का समर्थन  मिला है उन्होनें तो पहले से ही बता दिया है कि जो भी हाईकमान फैसला करेगी वो उनको मंजूर होगा।

त्रिपुरा में फिर बर्ड लू फैल रहा है। भोपाल की उच्च सुरक्षा पशु रोग प्रयोगशाला ने अगरतला के बाहर स्थित गांधी ग्राम में सरकारी पोल्ट्रीफार्म से लिये गये पक्षियों के नमूनों में एच फाईव एन वन वायरस की मौजूदगी की पुष्टि की है।
जनवरी में आई सी ए आर फार्म में बर्ड लू की खबरों के बाद पक्षियों को मारने का अभियान शुरू किया गया था जो पिछले महीने ही समाप्त हुआ है। त्रिपुरा के पशु संसाधन विकास विभाग के निदेशक ने कहा है कि सरकारी पोल्ट्रीफोर्म में निगरानी शुरू कर दी गई है और जल्द ही पक्षियों को नष्ट करने की कार्रवाई शुरू की जायेगी।

सरकार ने फैसला किया है कि टू-जी स्पेक्ट्रम आवंटन के मामले पर राष्ट्रपति द्वारा उच्चतम न्यायालय से राय मांगने के संबंध में सोलिसीटर जनरल कैबिनेट को जानकारी देंगे। यह फैसला प्रधानमंत्री मनमोहन सिंह की अध्यक्षता में आज नई दिल्ली में हुई मंत्रिमंडल की बैठक में लिया गया। इस संबंध में कोई फैसला सोलिसीटर जनरल की कैबिनेट को जानकारी देने के बाद ही किया जायेगा। उच्चतम न्यायालय ने कहा है कि देश के सभी प्राकृतिक संसाधनों का आवंटन नीलामी के जरिए होना चाहिए। सरकार संविधान के अनुच्छेद १४३ के तहत जनहित के महत्वपूर्ण मुद्दों पर शीर्ष न्यायालय से विस्तार से जानकारी मांग सकती है।

हरियाणा में आज झज्झर जिले के दुलिना गांव के नजदीक कुछ अज्ञात लोगों द्वारा पुलिस की एक वैन पर गोलियां चलाने से तीन कैदी मारे गये और दो पुलिसकर्मी घायल हो गये। बंदूकधारियों ने पुलिस के वाहन को टक्कर मारकर रोका और फिर उस पर गोलियां बरसानी शुरू कर दी। इस वैन में कैदियों को झज्झर की एक अदालत में पेश करने के बाद वापस भोंडसी जेल ले जाया जा रहा था।

सीरिया के राष्ट्रपति बशर-अल-असद ने तब तक किसी प्रकार की राजनीतिक वार्ता करने से इंकार किया है जब तक देश में कथित आतंकी गुट अपनी गतिविधियां बंद नहीं करते। सीरिया के लिए विशेष शांतिदूत, संयुक्त राष्ट्र के पूर्व महासचिव कोफी अन्नान से दमिश्क में बातचीत के बाद उन्होंने यह बयान दिया। श्री अन्नान से लगभग दो घंटे उनकी बातचीत हुई। सीरियाई नेता ने सरकारी समाचार एजेंसी को बताया कि उन्होंने श्री कोफी अन्नान से वायदा किया है कि वे शांति की सभी कोशिशों को समर्थन देंगे लेकिन साथ ही उन्होंने आगाह किया कि अगर आतंकवादियों की गतिविधियां जारी रहीं तो बातचीत विफल हो जायेगी।
श्री कोफी अन्नान ने श्री असद से बातचीत के बाद किसी प्रकार की टिप्पणी करने से इंकार कर दिया। समझा जाता है कि उन्होंने दोनों पक्षों से पूरी तरह संघर्ष विराम लागू करने का प्रस्ताव रखा।
इस बीच पश्चिम उत्तर प्रांत इदलिब में सेना और विद्रोहियों के बीच भीषण लड़ाई छिड़ गई है। मानवाधिकार संगठनों के अनुसार आज हुई ंिहंसा में ३१ लोग मारे गये हैं।

यमन में दक्षिण पूर्वी प्रांत अल बैदा में कल रात अमरीकी ड्रॉन हमले में अलकायदा के कम से कम २० आतंकवादी मारे गये। स्थानीय सुरक्षा अधिकारियों ने बताया कि दो अमरीकी ड्रॉन ने अल बैदा में अलज+ाहिर जिले के जाबरा इलाके में अलकायदा के कई ठिकानों पर मिसाइलें दागीं। बताया जा रहा है कि मृतकों में अलकायदा के कुछ नेता भी शामिल हैं। प्रत्यक्षदर्शियों का कहना है कि हमले लगभग दो घण्टे तक जारी रहे और कुछ का कहना है कि आज भी हमले हुए हैं।

Samajwadi Party Leader Akhilesh Yadav will be sworn in as the new Chief Minister of Uttar Pradesh on Thursday. He was  elected as leader of the Samajwadi legislative party  in Lucknow today by the the newly elected MLAs of the party. His name was proposed by senior party leader Mohammed Azam Khan and was seconded by Shivpal Singh Yadav.
Later, Akhilesh Yadav met the Governor and formally staked his claim to form the next government in Uttar Pradesh.
Addressing a press conference after his election as the leader of the Samajwadi Legislative party, Akhilesh Yadav said, the priority of his Government will be to lead Uttar Pradesh towards progress and to enable the state to catch up with other progressive states of the country. Three times Lok Sabha member designate chief minister was never member of state legislature and had started his political carrier winning Lok Sabha by election from Ferozabad. He was made President of state unit of Samajwadi Party in 2009 replacing Shivpal Singh Yadav.  Political observers have said that due to hectic campaigning conducted by Akhilesh Yadav party was able to attract youths in large number towards party. Expressing his gratitude to the party leaders, designate Chief Minister Akhilesh Yadav said that people of the state have given great responsibility to the party giving absolute mandate and hopes and inspirations of the common men must be fulfilled.
Maintaining law and order in the state is the maina responsibility of Samajwadi Party. The Party's goal is to fulfill the promises made to the people. Nobody goes to see the erected statues in the park, but it will be better if the remaining space would be utilised for establishing medical colleges or some educational institutions.

Union Minister and central observer Ghulam Nabi Azad has said that the new leader of the Congress legislative party will be chosen in a day or two. He was talking to the media shortly after meeting the newly elected MLAs on the leader of Congress Legislature Party in Dehradun today. Bird Flu has again hit Agartala. The High Security Animal Disease Laboratory, Bhopal has confirmed the presence of H5N1 strain of Avian Influenza in the birds of the government’s poultry farm at Gandhigram at the outskirts of Agartala. AIR correspondent has filed this report:
Around 2500 chickens reported to have died in the government farm in last many days and due to this unnatural death of Chickens blood samples were sent to the High Security Animal Disease Laboratory Bhopal.According to the Director of Tripura Animal Resource Development Department last night the report from HSADL was received which confirmed Bird Flu. He further said that monitoring has already been put in place in the farm and in the adjoining areas and culling is expected to start soon. As part of the procedure all the Chickens in an around the radius of 3 kilometer of the outbreak will be culled. Tripura reported Bird Flu in January of this Year from the ICAR farm, the culling and the mopping operation ended last month only. Sudipta Kar Air News Agartala.

In Kerala, naval divers on board INS Nireekshak recovered one more body from the fishing boat, which sank after it was hit by a merchant vessel off the coast of Alappuzha early this month.
AIR correspondent reports that the mishap claimed the lives of five fishermen, while two managed to escape.
Naval divers on board INS Nireekshak recovered the body from the fishing boat, lying  at a depth of about 50 meters on the seabed. This was the second body recovered from the fishing boat, which  sank  after it was hit by a merchant vessel on the first of this month.  The divers on board the naval vessel were lowered in a diving cage in pairs to the seabed, where they managed to cut through the fishing nets enveloping the boat to recover the body. Barely two days after a young IPS officer was killed allegedly by the mining mafia in Madhya Pradesh, a police team was today fired upon by some men suspected to be involved in illegal sand mining in Panna district. Police said that according to preliminary reports the team escaped unhurt.

The  Defence Research and Development Organisation is developing static and moving censors to build a strong defence against possible chemical, biological, radiological and nuclear radiation attacks. The Syrian President Bashar al-Assad has rejected any political dialogue as long as what he called terrorist groups were operating in the country. He made his comments after talks in Damascus with Kofi Annan, the former UN Secretary General, acting as a special peace envoy. Kofi Annan sat down with President Assad for around two hours. Few details have emerged but the Syrian leader told the state news agency that he promised international envoy Kofi Annan that he will back any honest peace bid but warned the dialogue will fail if terrorist groups remained.

Meanwhile Russian Foreign Minister Sergei Lavrov has called for an immediate halt to the violence in Syria. Addressing a meeting with the  Arab League Foreign Ministers and five permanent members of the Security Council in Cairo , he said Russia will work with all parties demanding reform in the country.

In Yemen, at least 20 al-Qaida militants were killed in US drone strikes last night  in the southeast restive province of al-Bayda.   A local security official  today said two U.S. drones fired several missiles on a number of al-Qaida hideouts in Jabra area of al-Zahir district in the province, killing  al-Qaida members.  Earlier this week, its militants launched a string of suicide attacks against the government troops in the southern province of Abyan, killing at least 200 soldiers and capturing 73 others.

In Afghanistan , at least two policemen have been killed while  Insurgents attacked a police checkpoint in the eastern Nangarhar province of the country.  In retaliatory firing, three insurgents were also killed. No group has so far claimed responsibility for the attack.

Two Palestinians were killed early this morning in a new Israeli air strike on the northern Gaza Strip town of Beit Lahia.  Gaza emergency spokesman Adham Abu Selmeya said   Israeli warplanes struck a house in the town, killing two people and wounding four others including three children.   Abu Selmeya said with today's incident,  a total of 10 Palestinians were killed in  Israeli raid  in the Palestinian area since yesterday afternoon  and   more than 14  people were injured, five of them  critically.

As Japan will mark the first anniversary of the 9 magnitude  earth quake that hit the nation a year ago tomorrow, Government papers revealed that the Cabinet was warned of the possibility of a meltdown at Fukushima after the tsunami.
       
Kyodo News Agency says, one unidentified person  had cautioned of a meltdown at the Fukushima nuclear reactor at government meetings held about four hours after the giant earthquake unleashed a tsunami. Three nuclear reactors at the Fukushima Daiichi plant suffered meltdowns.
The Fukushima plant, 220 kms Northeast of the capital Tokyo spewed radiation after its cooling systems were knocked out by tidal waves leaving thousands of people dead or missing. Wiser a year later, Japanese government is organising evacuation drills across the country to prepare for future quakes and tsunami.

In Tripura, encounter between security forces and Militants lead to the death of 1 militant. According to police sources the encounter took place at Ashapara area of kanchanpur subdivision of North Tripura. The Police recovered 2 country made guns from the spot.
