प्रवर्तन निदेशालय ने उत्तरप्रदेश में राष्ट्रीय ग्रामीण स्वास्थ्य मिशन पर अमल में वित्तीय अनियमित्ताओं के आरोप में पूर्व परिवार कल्याण मंत्री बाबू सिंह कुशवाहा और अन्य लोगों पर काले धन का उपयोग रोकने संबंधी कानून के तहत चौदह अलग-अलग मामले दर्ज किए हैं। एजेंसी ने अपनी सूचना रिपोर्ट में उत्तर प्रदेश के वरिष्ठ आई ए एस अधिकारी और स्वास्थ्य विभाग के पूर्व प्रधान सचिव प्रदीप शुक्ला सहित कई भूतपूर्व अधिकारियों और व्यक्तियों के नाम लिए हैं। एजेंसी ने केन्द्रीय स्वास्थ्य मंत्रालय की तरफ से उत्तर प्रदेश सरकार को राष्ट्रीय ग्रामीण स्वास्थ्य मिशन के अन्तर्गत आवंटित दस हजार करोड़ रूपये के उपयोग के वित्तीय रिकॉर्ड जांचने के बाद ये मामले दर्ज किए हैं। हमारे संवाददाता ने खबर दी है कि सी बी आई ने अब तक दाखिल किसी भी आरोप-पत्र में बाबू सिंह कुशवाहा और विधायक रामप्रताप जायसवाल का नाम नहीं लिया है।

एनआरएचएम घोटाले में सीबीआई अब तक अलग-अलग तीन आरोप पत्र दाखिल कर चुकी है। इनमें से दो गाजियाबाद, जबकि एक अन्य लखनऊ स्थित सीबीआई विशेष अदालत में दाखिल किया गया है। इन आरोप पत्रों में १५ लोगों को शामिल किया गया है। जिनमें राज्य के तत्कालीन स्वास्थ्य महानिदेशक डॉ. एस. पी. राम, राज्य लघु औद्योगिक निगम के तत्कालीन प्रर्वतन निदेशक अभय कुमार वाजपयी, जल निगम के पांच वरिष्ठ अधिकारी सार्वजनिक उपक्रम इरकोन के तत्कालीन प्रबंध निदेशक के अलावा दवाओं और उपकरणों के आपूर्तिकर्ता शामिल हैं। उधर प्रर्वतन निदेशालय ने भी आरोपियों के खिलाफ अलग से मुकदमा पंजीकृत है। मनीलाडरिंग की जांच शुरू कर दी है। सुनील शुक्ल आकाशवाणी समाचार लखनऊ।

दूरसंचार कम्पनी वोडाफोन ने वर्ष २००१ से २००३ के दौरान अतिरिक्त टू जी स्पेक्ट्रम दिए जाने में कथित अनियमितताओं के संबंध में प्रवर्तन निदेशालय के सम्मन का जवाब देने के लिए और समय मांगा है। +कम्पनी के प्रतिनिधियों ने कल नई दिल्ली में प्रवर्तन निदेशालय के अधिकारियों से भेंट की और उसके द्वारा मांगी गई जानकारी देने के लिए और समय मांगा। वोडा फोन से वर्ष २००३ से कम्पनी की हिस्सेदारी पद्धति, इसके निदेशकों के नाम और पते तथा इस अवधि के दौरान कम्पनी में हुए प्रत्यक्ष विदेशी निवेश के बारे में जानकारी मांगी गई है।

उच्चतम न्यायालय ने कहा है वह अदालती कार्यवाही की खबरें देने के मामले में मीडिया के लिए दिशा-निर्देश तैयार करने के वास्ते संसद को कुछ सुझाव देने को तैयार है। अदालत ने यह बात इस दलील के संदर्भ में कही कि प्रैस की स्वतंत्रता पर संसदीय विधान के ज+रिए ही अंकुश लगाया जा सकता है। प्रधान न्यायाधीश एस.एच. कापड़िया की अध्यक्षता में एक पीठ ने बताया कि वरिष्ठ वकीलों से सुझाव मांगे जा रहे हैं। इससे पहले वरिष्ठ वकील राम जेठमलानी ने तर्क दिया था कि अब वकीलों, न्यायाधीशों और संपादकों को आपस में चर्चा करके कुछ दिशा-निर्देश तैयार करने चाहियें और उन्हें मंजूरी के लिए संसद के पास भेजना चाहिए।

प्रधानमंत्री ने कहा है कि भारत जैसे विविधतापूर्ण देश में आम सहमति बनाना ही एकमात्र रास्ता है। कल राष्ट्रपति भवन में वीरता पुरस्कार वितरण समारोह के अवसर पर अलग से संवाददाताओं से बातचीत में डॉक्टर मनमोहन सिंह ने कहा कि आतंकवाद और उग्रवाद ऐसे मुद्दे हैं, जिनसे प्रभावी तरीके से निपटने के लिए केंद्र और राज्य सरकारों को मिलकर काम करना होगा।

हमारे जैसे विविध और जटिल देश में आम सहमति बनाना ही आगे बढ़ने की राह है। केन्द्र और राज्यों को एक साथ मिलकर काम करना होगा। हमारी सोच अलग-अलग नहीं बल्कि एक जैसी है। आतंकवाद और उग्रवाद से हमें मिलकर प्रभावी तौर पर निपटना होगा।

गृहमंत्री पी. चिदंबरम ने विश्वास व्यक्त किया है कि राष्ट्रीय आतंकवाद निरोधक केंद्र से संबंधित मुद्दों का समाधान कर लिया जाएगा। कल नई दिल्ली में उन्होंने कहा कि केंद्र, राज्यों की सभी चिंताओं का समाधान करना चाहता है।

केन्द्र के सहयोग के बिना राज्य अकेले आतंकवाद, उग्रवाद और नक्सलवाद से नहीं निपट सकते। हमने भी यह कभी नहीं कहा कि केन्द्र राज्यों को शामिल किये बिना अकेले इन समस्याओं से निपट सकता है। ये तो सभी मानते हैं कि प्रत्यक्ष और अप्रत्यक्ष रूप से अधिकतर मामलों में हम सब एक साथ हैं।
श्री चिदम्बरम ने आशा व्यक्त की कि आतंकवाद निरोधक केंद्र बनाने के बारे में केंद्र और कुछ राज्यों के बीच मतभेद, अगले महीने की पांच तारीख को होने वाली मुख्यमंत्रियों की बैठक में दूर कर लिए जाएंगे। उन्होंने कहा कि अगर राज्य सरकारें अधिक जिम्मेदारी उठाना चाहती हैं तथा अपने यहां माओवादियों से निपटने के लिए और सुरक्षाबल गठित करना चाहती हैं तो केंद्रीय अर्द्धसैन्य और पुलिस बल हटाये जा सकते हैं।

ओड़ीशा सरकार ने कहा है कि अगर माओवादी बीजू जनता दल के अपहृत विधायक झिना हिकाका को आज शाम पांच बजे तक छोड़ दें तो पच्चीस कैदियों में से कुछ के मुकदमे वापस लेने पर गंभीरता से विचार किया जाएगा। राज्य सरकार के रूख में यह नरमी माओवादी अपहृताओं के ऑडियो संदेश के जवाब में आई है। आन्ध्र-ओड़ीशा सीमा विशेष क्षेत्रीय समिति ने मांग की थी कि उसने जिन उनतीस कैदियों के नाम लिए हैं, उन पर लगे सभी आरोप वापिस लिए जाएं। माओवादियों ने धमकी दी थी कि अगर सरकार ने आज शाम तक उनकी मांगों पर रूख स्पष्ट नहीं किया तो कड़ी कार्रवाई की जाएगी।

दिल्ली के तीनों नवगठित नगर निगमों की कुल २७२ सीटों के चुनावो में भारतीय जनता पार्टी ने १३८ सीटें जीती है। कांग्रेस को ७८ सीटें मिली हैं, जबकि बहुजन समाज पार्टी ने १५ और निर्दलीय सहित अन्य ने ४१ सीटें हासिल की।
राज्य चुनाव आयुक्त राकेश मेहता ने कल नई दिल्ली में चुनाव परिणामों की घोषणा करते हुए चुनावों में बड़ी संख्या में मतदान करने के लिए राजधानी वासियों की प्रशंसा की।

वित्त मंत्री प्रणब मुखर्जी ने कहा है कि भारतीय रिजर्व बैंक द्वारा ऋण देने की दर में आधा प्रतिशत कटौती करने के फैसले से निवेश को बढावा मिलेगा। उन्होंने आश्वासन दिया कि सरकार भी आर्थिक वृद्धि को बढावा देने और मूल्य वृद्धि को नियंत्रित करने के लिये अतिरिक्त कदम उठायेगी। कल नई दिल्ली में श्रीे मुखर्जी ने कहा कि पिछले महीनों में कमजोर हो गई आर्थिक वृद्धि में अब सुधार होगा।

भारतीय रिज+र्व बैंक ने बैंकों को सलाह दी है कि वे ग्राहकों को ऐसे बुनियादी बचत खाते की सुविधा दें जिसमें न्यूनतम राशि रखने की शर्त न हो। लेकिन कुछ न्यूनतम सामान्य सुविधाएं हों। रिज+र्व बैंक ने अपने ऋण नीति वक्तव्य में इस खाते का और ब्यौरा नहीं दिया है।इस समय खाते के स्वरूप के अनुसार बचत खातों में न्यूनतम पांच सौ रूपये से लेकर पच्चीस हजार रूपये तक की राशि जमा रखना अनिवार्य है। अधिकतर निजी और विदेशी बैंकों में यह न्यूनतम राशि और भी ज्यादा है।
रिजर्व बैंक ने बैंकों को यह भी सलाह दी है कि अपने सभी ग्राहकों को अनूठा ग्राहक पहचान कोड नम्बर देने के प्रयास शुरू करें।

The Prime Minister Dr. Manmohan Singh has called for joint and coordinated efforts by the Centre and States to tackle the challenges of terrorism, whatever its origin, whether internal or external. Inaugurating the annual conference of Chief Ministers on internal security in New Delhi yesterday, Dr. Singh said, there is no question that the burden of the fight against terrorism falls largely on the states machinery. He said, the Centre is ready to work with the states to put into place strong and effective institutional mechanisms to tackle this problem.
"Today, terrorist groups are nimble, more lethal than ever before and increasingly networked across frontiers. Accurate and timely intelligence is a prime necessity if we are to defeat terrorism, preventing it and countering it."
The Prime Minister warned that threats from terrorism, left wing extremism, religious fundamentalism and ethnic violence persist in the country. Dr. Singh said, the proposed National Counter Terrorism Centre will be discussed on the May 5th in a separate meeting as suggested by some Chief Ministers.

Counting of votes for 272 wards of three newly constituted Municipal Corporations of Delhi is underway. Elections to these wards were held on Sunday in which 55 percent polling was recorded. The Delhi State Election Commission has set up 33 counting Centres across the city for which elaborate security arrangements have been made. It will decide the fate of over 2,400 candidates who contested the elections. For the first time, 50 per cent seats are reserved for women in each Municipal Corporation.
Meanwhile, in Maharashtra, the Indian National Congress has emerged as the single largest party in the maiden elections conducted to the elevated civic body of the Chandrapur Municipal Corporation. Out of a total of 66 seats, the Congress has bagged 26 while the Bharatiya Janata Party has won 18.

Union Rural Development Minister, Jairam Ramesh has said that the Comptroller and Auditor General, CAG will audit all rural development expenditures in the country from the year 2007 to 2011. Talking to reporters in New Delhi yesterday, Mr. Ramesh said that the performance audit of the Mahatma Gandhi National Rural Employment Guarantee Act, the MGNREGA for all the states will be placed before Parliament by the end of the winter session this year. The Minister said, audit of the Indira Aawas Yojana will also be taken up next year and that the audit system will be extended to other schemes gradually.

The Patna High Court has acquitted all 23 persons, in the Bathani Tola massacre, due to lack of evidence. Earlier, the Additional district and sessions Court, Bhojpur had sentenced three persons to death and life imprisonment to 20 for the 1996 massacare at Bathani Tola in Bhojpur district of Bihar. The convicted persons had challenged this judgment in the High Court. Our correspondent reports that 21 people, mainly women and children, were massacred in the carnage.

In Andhra Pradesh, the police have completely lifted the curfew imposed at Madannapet and Saidabad areas of the old city of Hyderabad following improvement in the situation. However, Section 144 of the Indian Penal Code has been put in force in these areas prohibiting gathering of five or more persons at any place. These restrictions will be in place for four more days. Following clashes between two groups, curfew was clamped in these two areas on the 8th of this month.

In Odisha, both the state government and maoists have failed to come to terms over the release of abducted ruling Biju Janata Dal MLA, Jhina Hikaka. The Andhra-Odisha Border Special Zonal Committee of CPI (Maoist), who are holding the legislator, has given a deadline till tomorrow for the release of 29 prisoners. The state government has also rejected the demand of the Maoists to withdraw all cases against the 29 prisoners. It has only advised filing of bail petitions for 17 members of the Chasi Mulia Adivasi Sangha and 8 members of the CPI (Maoist), a move already rejected by the Maoist organisation.

The Reserve Bank of India, the RBI has stated that growth is likely to improve moderately in 2012-13. However, the inflation path could remain around the current levels. The bank, in its Macro-economic and Monetary Development Report for 2011-2012, yesterday said that the path of inflation in financial year 2012-13 could be sticky with high oil prices, large suppressed inflation, exchange rate pass-through, the impact of indirect tax hikes, wage pressures and structural impediments to the supply response. The RBI also said that the focus of monetary policy needs to be shifted to arrest declining growth while keeping inflation under control. The RBI will announce its annual credit policy today.

Dr. Jim Yong Kim will be new President of the World Bank. According to a World Bank statement, Dr. Kim will succeed Robert Zoellick and will serve a five-year term beginning from the 1st of July. Dr. Kim is a Korean-American health expert and is President of Dartmouth College in the U.S state of New Hampshire. US Treasury Secretary Timothy Geithner in a statement said that Dr. Kim's deep development background coupled with his dedication to forging consensus will help breathe new life into the World Bank's efforts to secure fast economic growth that is widely shared.

India warned the UK that its IT majors may relocate their business to other European countries, if the British government insists on tough visa rules which affect Indian IT professionals. The issue came up for discussion during the meeting of commerce and industry Minister Anand Sharma with UK secretary of state for business, innovation and skills Vince Cable and the Chancellor of the Exchequer George Osborne. However, Osborne assured Mr. Sharma that the British government has decided not to make any changes in 'intra-company transfers' for the next two years.

A 12-member multi-party Parliamentary delegation reached the Sri Lankan capital Colombo last night for an on-ground assessment of the resettlement of war affected Tamil civilians and the political process in the war-torn areas. The delegation led by the Leader of Opposition in the Lok Sabha, Sushma Swaraj, will be touring the island nation till Saturday. Our correspondent has filed this report;

 सीबीआई ने टाट्रा ट्रकों के मामलों में दिल्ली और राष्ट्रीय राजधानी क्षेत्र में छापे मारे हैं।  खबर है कि इन छापों में कुछ अहम कागजात बरामद किए गए हैं। आज सवेरे सेना के दो सेवानिवृत्त अधिकारियों और वैक्ट्रा ग्रुप के एक वरिष्ठ कार्यकारी अधिकारी के निवास पर छापे मारे गए। सीबीआई ने  सरकारी कम्पनी भारत अर्थ मूवर्स लिमिटेड-बीईएमएल के जरिये सेना को टाट्रा ट्रक सप्लाई करने में अनियमितताओं के आरोपों के सिलसिले में आज सवेरे एक मामला दर्ज किया। सीबीआई, थलसेना अध्यक्ष जनरल वी के सिंह के इन आरोपों की भी जांच कर रही है कि उन्हें इस कंपनी की तरफ से एक व्यक्ति ने रिश्वत देने की पेशकश की। इस मामले में वैक्ट्रा ग्रुप के अध्यक्ष रवि ऋषि को भी पूछताछ के लिए बुलाया गया था। सरकार ने रक्षा उत्पादन सचिव से कहा है कि कांग्रेस नेता डी हनुमनथप्पा की शिकायत में उठाए गए विभिन्न मुद्दों की भी छानबीन की जाए।

 गाजियाबाद में विशेष अदालत ने नूपुर तलवार के खिलाफ गैर जमानती वारंट की वैधता ३० अप्रैल तक बढ़ा दी है। अदालत द्वारा पहले जारी वारंट की अवधि आज समाप्त हो रही थी। आरुषि हत्या मामले की जांच कर रही सीबीआई के अनुरोध पर ऐसा किया गया है।

 उच्चतम न्यायालय ने बिना मान्यता प्राप्त पंजीकृत राजनीतिक दलों को चुनाव चिन्ह आवंटित करने के निर्वाचन आयोग के निर्धारित मानदंडों को सही ठहराया है। न्यायमूर्ति अल्तमश कबीर, न्यायमूर्ति एस. एस. निज्जर और न्यायमूर्ति चेलामेश्वर की पीठ ने बहुमत से ये फैसला दिया। न्यायमूर्ति चेलामेश्वर ने निर्वाचन आयोग के चुनाव चिन्ह संबंधी आदेश के खिलाफ फैसला दिया । न्यायालय ने राज्यों की राजनीतिक पार्टियों की याचिकाओं पर यह आदेश दिया है। इन याचिकाओं में निर्वाचन आयोग के चुनाव चिन्ह संबंधी आदेश को चुनौती दी गई थी। निर्वाचन आयोग के आदेश के अनुसार स्थायी चुनाव चिन्ह उन राजनीतिक दलों को दिया जाता है, जो विधानसभा चुनावों में कम से कम पांच प्रतिशत वोट प्राप्त करतीं हैं या कम से कम दो विधानसभा सीटें या एक ससंदीय सीट जीतती हैं। प्रजा राज्यम पार्टी, बहुजन विकास अगाड़ी और डीएमडीके सहित कई राजनीतिक दलों ने उनके पहले आवंटित चुनाव चिन्हों को बदलने के निर्वाचन आयोग के फैसले के खिलाफ २००८ में उच्चतम न्यायालय में याचिकाएं दायर की थीं।

 भारतीय दूरसंचार नियामक प्राधिकरण ने मोबाइल फोन के जरिए लोगों को उनके बैंक खातों में लेनदेन की तुरंत सूचना देने के लिए नए नियम जारी किये हैं। मोबाइल फोन कंपनियों को, बैंकों को ऐसी सुविधाएं देनी होंगी जिनसे वे अपने खाताधारियों को दस सैकिंड के अंदर उनके खाते में लेनदेन की सूचना दे सकें। इसके लिए एसएमएस या इसी तरह की अन्य व्यवस्था का उपयोग किया जा सकता है।
 इन नियमों के तहत यह भी व्यवस्था की गई है कि अगर किसी को एसएमएस के जरिए ये सूचना नहीं मिलती तो मोबाइल फोन कंपनी की किसी अन्य सेवा के माध्यम से सूचना पहुंचाई जाए। लोग अपने खातों में जमा कराए गए चैक, निकाले गए पैसे या खाते में बकाया राशि के बारे में जानकारी भी इन सेवाओं के जरिए ले सकेंगे।
 भारतीय दूर संचार नियामक प्राधिकरण इस बात पर निगरानी रखेगा कि आम जनता को इस प्रकार की सेवाएं लगातार और सही तरीके से मिलती रहें।

  भारत आज अग्नि-५ मिसाइल का परीक्षण कर रहा है।  यह  प्रक्षेपास्त्र पांच हजार किलोमीटर तक मार कर सकता है। यह परीक्षण आज तीसरे पहर ओडीशा के पास व्हीलर द्वीप में धामरा से किया जाएगा। अगर ये परीक्षण सफल रहा तो, भारत भी अमरीका, रूस, फ्रांस और चीन जैसे देशों में शामिल हो जाएगा, जिनके पास अन्तर महाद्वीप बैलेस्टिक मिसाइल हैं। इस मिसाइल से भारत समूचे एशिया और यूरोप के बहुत से हिस्सों को निशाना बना सकेगा।
     १७ मीटर लंबे इस प्रक्षेपास्त्र को, पूरे पांच हजार किलोमीटर की दूरी तक छोड़+े जाने की संभावना है।  रक्षा अनुसंधान और विकास संगठन के वैज्ञानिक इस पर अंत तक नजर रखेंगे। इस बात का अध्ययन किया जाएगा कि इस का निशाना कितना स्टीक है।
 रक्षा अनुसधांन और विकास संगठन अगले एक वर्ष में इस मिसाइल के और परीक्षण भी करेगा।  पिछले वर्ष नवम्बर में साढे तीन हजार किलोमीटर तक मार करने वाली अग्नि-४ मिसाइल का सफल परीक्षण किया गया था।

 ओड़िशा सरकार ने आशा व्यक्त की है कि माओवादी बीजू जनता दल के विधायक झिना हिकाका को आज छोड़ देंगे। राज्य सरकार ने वायदा किया है कि अगर श्री हिकाका को आज शाम तक छोड़  जाता है तो कुछ कैदियों के खिलाफ दर्ज मामले वापस लेने पर विचार किया जा सकता है। लेकिन माओवादियों की आंध्र-ओड़िशा बोर्डर स्पेशल जोनल कमेटी इस बात पर अड़ी हुई है कि जेल में बंद सभी २९ कैदियों को रिहा किया जाए। माओवादियों ने अपनी मांगें पूरी करने के लिए सरकार को आज शाम पांच बजे तक का समय दिया है।

 जालंधर के निकट रविवार की रात गिरी इमारत के नीचे दबकर मरने वालों की संख्या बढ़कर आठ हो गई हैं। मलबे से दो और शव निकाले गये हैं। एक  व्यक्ति को जिंदा निकाला गया है।  हमारे संवाददाता ने खबर दी है कि बचाए गए व्यक्तियों की  संख्या ६१ हो गई है। बचाव कार्य जारी हैं।

 उत्तर प्रदेश में आज सुबह मेरठ की सैन्ट्रल जेल में हुई झड़पों में जेल कर्मियों सहित पंद्रह लोग घायल हो गए। कुछ कैदियों के जेल अधिकारियों को पीटने पर ये झड़पें हुईं।
 हमारे संवाददाता ने बताया है कि पिछले दो दिन से  बैरकों में तलाशी लेने और  प्रतिबंधित सामान जब्त करने  से कैदी गुस्से में थे। उनका कहना है कि तलाशी के दौरान अधिकारियों ने उन्हें प्रताड़ित किया।
 पुलिस और प्रशासन के वरिष्ठ अधिकारी मौके पर पहुंचे गए हैं। जेल तथा उसके आस-पास अतिरिक्त पुलिस बल तैनात किये गये हैं।
 घायलों को मेरठ के मेडिकल कॉलेज अस्पताल में भर्ती कराया गया है।

 मुम्बई में कल  रात विद्या विहार और कुर्ला रेलवे स्टेशनों के बीच एक सिग्नल  पैनल में आग लगने से उपनगरीय रेल लगभग एक घंटे देरी से चल रही है।
 मध्य रेलवे के प्रवक्ता के अनुसार आग पर तुरंत काबू पा लिया गया। सिग्नल पैनल को कुछ नुकसान हुआ है उसे ठीक किया जा रहा है। अगले दो तीन दिन में रेल सेवा पूरी तरह सामान्य हो जाएगी।
 मुम्बई की बस सेवा बैस्ट, यात्रियों की सुविधा के लिए एक सौ ३४  अतिरिक्त बसें चला रही हैं। रेल सेवा में रूकावट से प्रभावित मुम्बई विश्वविद्यालय के छात्रों को आज की परीक्षा में और समय दिया जाएगा।

 नई दिल्ली-गुवाहाटी-डिबू्रगढ़ टाऊन राजधानी एक्सप्रेस २२ अप्रैल से रोज चलेगी। इस समय यह गाड़ी रविवार को छोड़कर सप्ताह में छह दिन चलती है।
   इसी तरह डिब्रूगढ़ टाउन-गुवाहाटी-नई दिल्ली एक्सप्रेस २७ अप्रैल से रोज चलेगी। फिलहाल यह गाड़ी सोमवार और शुक्रवार को छोड़कर हफ्‌ते में पांच दिन चलती है।
      उत्तर-पूर्व सीमांत रेलवे की एक विज्ञप्ति में बताया गया है कि सभी राजधानी एक्सप्रेस रेलगाड़ियां डिब्रूगढ़ तक १८ डिब्बों के साथ चलेंगी। गुवाहाटी में कोई डिब्बा हटाया नहीं जाएगा।

 असम में तिनसुखिया बस अड्डे से पुलिस ने कल शाम खुफिया सूचना पर एक महिला सहित उल्फा के तीन आतंकवादी गिरतार किये हैं।  इन आतंकवादियों ने पुलिस को बताया कि वे गुवाहाटी में गड़बड़ी करने वाले थे।  इनसे दो बम, चार मोबाइल फोन, ग्यारह सिम कार्ड और कुछ आपत्तिजनक दस्तावेज भी मिले हैं।

 भारत ने परमाणु आपूर्तिकर्ता समूह और ऐसे ही अन्य परमाणु संगठनों की पूर्ण सदस्यता की मांग करते हुए कहा है कि उसे परमाणु अप्रसार पाबंदियों का निशाना नहीं बनाया जा सकता। विदेश सचिव रंजन मथाई ने विश्वास व्यक्त किया कि भारत इन निर्यात समूहों की हर शर्त पूरी कर सकता है। उसे परमाणु आपूर्तिकर्ता समूह-एन एस जी, मिसाइल टेक्नोलॉजी नियंत्रण व्यवस्था - एम टी सी आर, ऑस्ट्रेलिया ग्रुप और वासेनार अरेंजमेंट की पूर्ण सदस्यता प्रदान की जानी चाहिए। नई दिल्ली में आज एक सेमीनार में श्री मथाई ने कहा कि भारत इन व्यवस्थाओं द्वारा नियंत्रित अधिकतर वस्तुओं का निर्माण, विकास और आपूर्ति करने में सक्षम है।
 भारत ने फ्रांस, अमरीका, रूस, कनाडा, अर्जेंटीना, इंग्लैंड, नामिबिया, मंगोलिया और कज+ाकिस्तान के साथ असैन्य परमाणु सहयोग समझौतों पर हस्ताक्षर किये हैं। जापान के साथ भी ऐसे ही समझौते के लिए बातचीत की जा रही है।

खुदरा मुद्रास्फीति मार्च में बढ़कर नौ दशमलव चार-सात प्रतिशत हो गई। दूध, सब्जियों, खाद्य तेलों और प्रोटीन वाले पदार्थों के दाम बढ़ने से मुद्रास्फीति में यह बढ़ोतरी हुई। उपभोक्ता मूल्य सूचकांक पर आधारित खुदरा मुद्रा स्फीति फरवरी में आठ दशमलव आठ-तीन प्रतिशत थी।
 अनाज तथा अनाज उत्पादों के साथ-साथ अन्य वस्तुओं के दाम मार्च २०११ के मुकाबले दो दशमलव सात-आठ प्रतिशत बढ़े हैं।
 दूध और दुग्ध उत्पादों की कीमतें १५ दशमलव दो-दो प्रतिशत, तेल तथा चिकनाई वाली अन्य चीजों के भाव इस महीने में पिछले साल के मुकाबले १४ दशमलव दो प्रतिशत बढ़े।

 कंपनी मामलों के मंत्री वीरप्पा मोइली ने देश में निवेशकों के हितों के संरक्षण की आवश्यकता पर बल दिया है। नई दिल्ली में कल व्यापार और उद्योग परिसंघ के प्रतिनिधियों की बैठक में उन्होंने कहा कि सरकार इस सिलसिले में लोगों में जागरूकता लाने के लिए स्कूली पाठ्यक्रम में वित्तीय व्यवस्था का विषय शामिल करने के लिए रूपरेखा तैयार करेगी। श्री मोइली ने कहा कि उनका मंत्रालय इस बारे में अन्य मंत्रालयों और विभिन्न राज्यों के  शिक्षा बोर्डों से भी विचार विमर्श करेगा। श्री मोइली ने देश में एक मजबूत पूंजी बाजार की जरूरत पर भी जोर दिया।

 खाद्य और उपभोक्ता मामलों के मंत्री के वी थॉमस ने कहा है कि भारतीय अर्थव्यवस्था की मजबूती इस बात पर निर्भर करती है कि उसकी औद्योगिक इकाइयों के उत्पादों और सेवाओं का क्या स्तर है और वे कितने सफल हैं। वे आज नई दिल्ली में वर्ष २०१० के राजीव गांधी राष्ट्रीय गुणवत्ता पुरस्कार प्रदान कर रहे थे। देश के सूचना-टैक्नोलॉजी और दूरसंचार क्षेत्रों की सफलता की चर्चा करते हुए श्री थॉमस ने कहा कि भारत का दुनिया में अब प्रमुख स्थान है।

 बम्बई शेयर बाजार के संवेदी सूचकांक में आज शुरूआती कारोबार में १३८ अंकों की वृद्धि हुई।  अब से कुछ देर पहले ये १७ हजार ४११ .पर था। नेशनल स्टॉक एक्सचेंज का निटी भी अब से कुछ देर पहले १५ अंक बढ़कर .पांच हजार ३०७ पर था।
 एशिया के बाजारों में भी आज वृद्धि का रूख है। हांगकांग के हेंगसेंग में सुबह के कारोबार में शून्य दशमलव नौ चार प्रतिशत और जापान के निक्केई में एक दशमलव छह सात प्रतिशत की बढोतरी दर्ज की गई। अमरीका का डाउजोन्स कल डेढ प्रतिशत की वृद्धि के साथ बंद हुआ था।
 एशियाई कारोबार में तेल के दामों का आज मिला जुला रूख है। न्यूयॉर्क के मई के आपूर्ति वाले तेल के दामों में तीन सेंट की वृद्धि हुई और ये १०४ डॉलर २३ सेंट प्रति बैरल हो गया। ब्रैंट नार्थ सी तेल के दाम ११ सैंट गिरे और ११८ डॉलर ६७ सैंट प्रति बैरल हो गये।

 सरकार सार्वजनिक क्षेत्र की महारत्न और नवरत्न कंपनियों को कार्य संचालन में और स्वतत्रंता देने  पर गंभीरता से विचार करेगी। नई दिल्ली में इन कंपनियों के मुख्य प्रबंध निदेशकों की बैठक के बाद संवाददाताओं से बातचीत में भारी उद्योग और सार्वजनिक उद्यम मंत्री प्रफुल्ल पटेल ने कहा कि फिलहाल कोई समीक्षा तंत्र मौजूद नहीं हैं। लेकिन इन उद्यमों को वैश्विक प्रतिस्पर्धा में बनाये रखने के लिए इन्हें कार्य संबंधी ढील देना जरूरी है। श्री पटेल ने कहा कि इन कंपनियों के कामकाज से जुड़े विभिन्न मुद्दों पर गौर किया जाएगा और इन्हें सफल बनाने के लिए हरसंभव उपाय किये जाएंगे। श्री पटेल ने कहा कि इन कंपनियों के शीर्ष अधिकारियो के साथ यह पहली बैठक थी। उन्होंने आश्वासन दिया कि उनकी विभिन्न मांगों पर प्राथमिकता के आधार पर विचार किया जाएगा।

 असम के मुख्यमंत्री तरूण गोगोई ने पडौसी म्यामां के साथ व्यापार और सांस्कृतिक संबंध बढ़ाने की आवश्यकता पर बल दिया है। कल नई दिल्ली में फिक्की के विदेश नीति मंच की बैठक को संबोधित करते हुए श्री गोगोई ने कहा है कि यह विशेष रूप से पूर्वोत्तर में उग्रवाद से निपटने के लिए बहुत जरूरी है। प्रतिबंधित उल्फा सहित पूर्वोत्तर क्षेत्र के विद्रोही गुटों के म्यामां से सक्रिय होने की खबरों की चर्चा करते हुए श्री गोगोई ने कहा कि स्थिति से निपटने का एकमात्र तरीका म्यामां के साथ भारत के संबंधों को सुधारना है। उन्होने म्यामां के साथ ऐतिहासिक स्टिल वेल मार्ग सहित पारंपरिक व्यापार मार्गो को खोलने पर जोर दिया। श्री गोगोई ने कहा कि भारतीय व्यावसायिक  म्यामां में बदलते हुए राजनीतिक परिदृश्य में वहां के समृद्ध प्राकृतिक संसाधनों से लाभ उठा सकते हैं।

 असम सरकार ने राष्ट्रीय माध्यमिक शिक्षा अभियान के तहत २०१७ तक नौवीं और दसवीं कक्षा में लड़कियों के दाखिले का शत प्रतिशत लक्ष्य प्राप्त करने के लिए कई उपाय शुरू किए हैं।  इस समय असम में ५२ प्रतिशत दाखिले होते हैं। राष्ट्रीय  औसत ४६ प्रतिशत है।

लड़कियों के सौ प्रतिशत नामांकन के लक्ष्य को पूरा करने के लिए प्रदेश के शैक्षिक रूप से पिछड़े ८१ ब्लॉकों में होस्टल बनाये जाएगे। यह उन छात्राओं के लिए फायदेमंद होगें, जो लम्बी दूरियां तय करके स्कूल आती हैं। इसके अलावा लड़कियों के लिए टॉयलेट और खेलकूद के लिए भी अलग कमरे के निर्माण किया जाएगा। साथ ही प्रदेश के धूबरी, धेमाजी, हेलकनदी और कोकराझार जिलें में गरीबी रेखा से नीचे रहने वाले एक हजार मेधावी लड़कियों के लिए दो दिन की परामर्श शिविर का आयोजन किया जा रहा है। लड़कियों को आने वाले दिनों में बेहतर शिक्षा सुविधा मुहैय्‌्‌या किया जा सकेगा। मानस प्रतिम शर्मा, आकाशवाणी समाचार, गुवाहाटी।

  अखिल भारतीय पुलिस निशानेबाजी प्रतियोगिता कल इन्दौर में सीमा सुरक्षा बल की रेवती शूटिंग रेंज पर शुरू हुई। हमारे संवाददाता ने बताया है कि इस प्रतियोगिता में अर्द्धसैनिक बलों के ७०० से अधिक शूटर्स हिस्सा ले रहे हैं।

 भारत के संसदीय शिष्टमंडल ने आज कोलंबो में मैनिक फार्म शिविर का दौरा किया। इस शिविर में वे लोग रहे रहे हैं जिनका अब तक पुनर्वास नहीं हो सका है। शिविरों में रह रहे विस्थापित लोगों से बातचीत के दौरान लापता परिजनों की तलाश, राशन की कमी और आजीविका से जुडे कई मुद्दों पर चर्चा की गई। 
  सुबह सुषमा स्वराज के नेतृत्व में संसदीय प्रतिनिधिमंडल ने बाबुनियां स्थित मैनिक फार्म राहत शिविरों में रह रहे युद्ध विस्थापित नागरिकों के साथ सीधी बातचीत की और उनकी समस्याओं को सुना। वहां रह रहे लोगों ने जल्द से जल्द अपने घरों के लौटने की बात कहीं। कुछ लोगों ने युद्ध के दौरान गुम हुये रिश्तेदारों के बारे में भी गुहार लगाई और उनको ढूंढने में मदद की मांग की। प्रतिनिधिमंडल ने पुनियाकुलम के एक पुर्नवासी गांव का भी दौरा किया और वहां के लोगों से मुलाकात कर उनकी समस्याओं को भी सुना। आकाशवाणी समाचार के लिए मैनिक फार्म से कंचन प्रसाद।

 मिस्र में निर्वाचन आयोग ने राष्ट्रपति पद के तीन प्रमुख उम्मीदवारों के नामांकन रद्द कर दिये हैं। मिस्र की सरकारी समाचार एजेंसी ने बताया है कि निर्वाचन आयोग ने २३ पंजीकृत उम्मीदवारों में से १० के चुनाव लड़ने पर पाबंदी लगा दी है। हमारे संवाददाता के अनुसार निर्वाचन आयोग का यह फैसला अंतिम है और इसे चुनौती नहीं दी जा सकती।

 सीरिया में संयुक्त राष्ट्र के प्रेक्षकों ने युद्ध विराम की प्रगति और  कोफी अन्नान की शांति योजना पर अमल का जायजा लेने के लिए दारा शहर का दौरा किया है। छह सदस्यीय विशेष दल के   अध्यक्ष कर्नल अहमद हिमिची ने कल कहा कि वो धीरे-धीरे अपनी कार्रवाई करेंगे। यह दल सीरिया में तीस सदस्यों वाले विशेष दल के दौरे की तैयारी कर रहा है। इस बीच, सीरिया की विपक्षी नेशनल काउंसिल ने संयुक्त राष्ट्र प्रेक्षकों से इदलिब और होम्स का तुरंत दौरा करने को कहा है। इन शहरों में नागरिकों पर बहुत से हमले हुए हैं। उन्होंने कहा कि हिंसा जारी है और इसमें कोई कमी नहीं आयी है। खाड़ी सहयोग परिषद के देशों ने सीरिया में श्री अन्नान की शांति योजना को अपना पूरा समर्थन दिया है। मंगलवार को दोहा में हुई बैठक में कोफी अन्नान ने सीरिया में शांति योजना की स्थिति पर रिपोर्ट पेश की। सीरिया के विदेश मंत्री वालिद-अल-मोअल्लिम सीरिया में युद्ध विराम की प्रगति पर चर्चा के लिए आज पेईचिंग गए हैं। संयुक्त राष्ट्र महासचिव बान की मून आज सीरिया में ढाई सौ सदस्यीय प्रेक्षक दल की नियुक्ति के लिए नियम और शतेर्ं संयुक्त राष्ट्र सुरक्षा परिषद की मंजूरी के लिए रख सकते हैं। प्रेक्षकों की संख्या में बढोत्तरी और उनसे संबंधित नियम और शर्तों को सीरिया सरकार की सहमति मिलना आवश्यक है।

 उत्तर कोरिया ने कहा है कि वह इस वर्ष फरवरी में अमरीका के साथ हुए समझौते से बंधा नहीं है। इसमें उसने परमाणु और मिसाइल परीक्षण करने पर रोक लगाने पर सहमति जताई थी। उत्तर कोरिया ने खाद्य सहायता के बदले अमरीका के साथ यह समझौता किया था। संयुक्त राष्ट्र सुरक्षा परिषद ने उत्तर कोरिया के हाल के नाकाम रॉकेट लांच की निदां की थी। इस परीक्षण को मिसाइल टेक्नोलॉजी के परीक्षण के तौर पर देखा गया था। उत्तर कोरिया ने संयुक्त राष्ट्र की आलोचना को खारिज कर दिया है। अमरीका के साथ हुए खाद्य सहायता समझौते के तहत उसने पिछले महीने संयुक्त राष्ट्र परमाणु निगरानी एजेंसी के निरीक्षकों को भी अपने देश में आमंत्रित किया था। लेकिन उत्तर कोरिया के रॉकेट परीक्षण के बाद इस समझौते में अड़चन आ गई और अमरीका ने उसके साथ खाद्य सहायता वार्ता रोक दी।

The CBI is carrying out searches in Delhi and NCR in connection with the TATRA case. Reports say some important documents have been recovered.  The investigating agency carried our searches at the residences of two retired Army Officers and a senior Executive of the VECTRA Group. CBI in the morning registered a case for alleged irregularities in supply of TATRA trucks to the Army through state owned BEML. The investigation agency is probing the Army Chief Gen. V.K. Singh's allegation of having been offered bribe. The investigation agency had earlier called Chairman of VECTRA Group Ravi Rishi for questioning in connection with the irregularities in the supply of TATRA trucks. The government had asked the Secretary, Defence Production to look into various issues raised in the complaint by Congress leader D. Hanumanthappa.

The Supreme Court today upheld the criteria of the Election Commission, EC  for granting symbols to unrecognised registered political parties. A three-judge bench comprising justice Altamas Kabir, S S Nijjar and Jasti Chelameswar upheld the panel's symbol order by a two to one majority. Justice Chelameswar wrote the dissenting order against the EC's symbol order. The court passed the order on a batch of petitions filed by state political parties challenging the symbol order of the EC. According to the EC's order, permanent symbol is granted to those political parties which have garnered atleast five per cent votes in assembly elections or have managed to win two assembly seats or one seat in parliamentary elections from the state. Several parties including, then Praja Rajyam Party, Bahujan Vikas Aghadi and Desiya Murpokku Dravida Kazhagam had approached the apex court in 2008 against the EC's decision to change their symbol from what was allotted to them previously.

India is all set to join the elite club of nations having Inter Continental Ballistic Missiles (ICBM) with the scheduled test launching of the 5,000 km-range Agni-5 missile from the Integrated Test Range (ITR) of Dhamra on Wheeler Island off Odisha coast this afternoon. The test-firing of the Agni-5 will catapult India to a hyper-exclusive club of the United States of America, Russia, France and China. India will also have the capability of targeting all of Asia and large parts of Europe . The solid fuel powered 17-meter long missile is likely to be test-fired over the full-range of 5,000 km and the same will be monitored by DRDO scientists from launch to the point of impact in order to study its accuracy. 
The DRDO plans to conduct more such tests of the missile over the next one year after studying and analyzing the parameters achieved in each subsequent trial. On the timeline fixed for fully developing Agni-5, highly placed sources said another one year of testing will be involved. In November last year, DRDO had successfully test fired the 3,500 km range Agni-4 missile giving muscle to
India's deterrent capability against the military adversaries.

The Odisha government is hopeful that Maoists will set free BJD MLA Jhina Hikaka today. The state government has promised to consider dropping charges against some prisoners if the MLA is released by this evening. However, Andhra Odisha Border Special Zonal Committee of CPI (Maoist) is adamant that in exchange all the 29 ultras  should be released. The Maoists have given a deadline  to meet their demand by 5 this evening.

In Assam, three ULFA militants, including a woman cadre, have been arrested by police from Tinsukia bus stand last evening. Acting on intelligence inputs, police arrested the ultras with two bombs. The militants told police that they were planning to carry out subversive activities in Guwahati. Police also recovered four mobile phone sets with 11 sim cards and some incriminating documents from the arrested militants.

The death toll in Sunday night's building collapse near Jalandhar has gone up to eight. Two more bodies have been extricated from the rubble. One more person has also been rescued alive taking the total number of such people to 61. Our Jalandhar correspondent reports that some more persons are feared dead and rescue operation is on.
"Rescuers are using all possible methods and techniques to save maximum number of lives. On the other hand, near and dear ones of those who have not been taken out as yet are anxiously waiting outside and praying for their safety. Some of those who are recuperating in two hospitals are trying to overcome the trauma they had gone through. In Uttar Pradesh at least 15 persons including jail guards were injured in a clash in Meerut central jail campus this morning. The clash began after some prisoners started beating the jail officials.    Our Lucknow correspondent reports that jail inmates were agitated over intensive searches conducted by the jail authorities during the last two days in the barracks and seizing of prohibited items from them. They have alleged that authorities had harassed them during the searches. 
Senior police and civil authorities have reached the spot and extra police force has been deployed in and around the Choudhary Charan Singh Jail. The Injured are admitted at Medical College hospital Meerut.

The government will seriously examine the issue of giving more operational flexibility to the Maharatna and Navaratna Central Public Sector Enterprises, CPSEs. Briefing media persons in New Delhi today after the meeting with the CMDs of these CPSEs , Heavy Industry and Public Enterprises Minister Praful Patel said that at present there is no review mechanism and admitted that  some operational flexibility has to be brought in place to make these CPSEs more competitive in the global environment.  The Minister said that various issues relating to the working of CPSEs will be looked at and the needful will be done to make suffocation free environment.
Mr Patel  said this was the first meeting on the issue and demands of CPSEs will be considered on a priority basis.

Train Services on the suburban branch of Central Railway in Mumbai are running late by 1 hour following an outbreak of fire at a signalling panel between Vidyavihar and Kurla stations on the main line after midnight yesterday.
Central Railway spokesperson, VA Malegaonkar said in Mumbai today that the fire was brought under control immediately after midnight. However, it caused damage to signalling equipment delaying local train services by 45 minutes to 1 hour.  Work is in progress to repair the signalling panel and train services will be fully restored within the next two to three days.  The BEST in Mumbai is running 134 additional buses for the convenience of commuters. Mumbai University students affected by train disruptions will be given extra time for their exams today.

The North-East Frontier Railway has decided to run the New Delhi - Guwahati - Dibrugarh Town Rajdhani Express daily from the 22nd of this month. The train at present runs six days a week except Sunday. Similarly, the Dibrugarh Town - Guwahati - New Delhi Rajdhani Express, which now runs five days a week except on Monday and Friday, will also run everyday with effect from 27th of this month. An official press release says all the Rajdhani Express trains will now run with full composition of 18 coaches to Dibrugarh and there will be no detachment and shunting at Guwahati.

In Maharashtra, at least eight persons were killed and 10 others injured in a collision between a truck and jeep on the busy Nagpur-Jabalpur Road this morning. Police said, the incident took place at Amdi junction about 30 km from Nagpur. According to preliminary reports, the injured persons were rushed to the government medical college hospital for treatment.

A major Ammonia gas leakage was averted today in Agartala city.  Ammonia gas leakage was reported from Bhuthuria area of Agartala this morning in the Cold storage plant.  Fire service personnel rushed to the spot after the reported leakage and averted the major mishap. The Fire service personnel took an hour’s time to seal the leakage from the Cold Storage plant. No report of any contamination was reported from the spot an official of the Fire Service said.

India today said it cannot be the target of regime based restrictions and pitched for full membership of export control entities, including the Nuclear Suppliers Group.
Foreign Secretary Rajan Mathai expressed confidence that India can fulfil the requirement of these export control regimes and the logical conclusion for it is to get the full membership of the four multilateral regimes- Nuclear Suppliers Group (NSG), Missile Technology Control Regime (MTCR), Australia Group and the Wassenaar Arrangement. Speaking at a seminar in New Delhi, Mr Mathai said India has the ability to produce, manufacture or supply a vast majority of items that are controlled by these regimes.   
India has signed civil nuclear cooperation agreements with France, US, Russia, Canada, Argentina, UK, Namibia, Mongolia, and Kazakhstan. Negotiations are taking place with Japan on a bilateral Nuclear Cooperation Agreement.

The Telecom Regulatory Authority of India, TRAI, has issued the new regulations for mobile banking in order to ensure faster and reliable communication for banking through mobile phones. The Regulator said in New Delhi, mobile companies have to enable banks to complete a transaction within ten seconds under the new rules. Telecom companies have to give banks and customers the option to transact using SMS, Interactive Voice Response, IVR, or Unstructured Supplementary Service Data (USSD). USSD, is used by operators to inform pre-paid card users about their balance on a real-time basis. The service providers can also optionally facilitate the bank to use WAP or Sim Application Toolkit (STK).  
The regulations mandate that if the SMS sent by the bank is not delivered to the customer due to network or handset-related problems, then a USSD communication confirming the completion of the transaction should be sent.

The Indian Parliamentary delegation today visited Menik Farm camps and had a face to face interaction with the IDPs who are yet to be resettled. Most of the war displaced civilians wanted to go back early to their original places of inhabitation . Issues like cases of missing relatives, insufficient ration material and livelihood concerns were raised by the inmates. 
The Indian MPs had an inquired into concerns like freedom of movement , land issue pertaining to the IDPs and whether the war displaced will finally be settled at their original places of inhabitation or not.
Srilankan representative informed the delegation that most people in the camps belong to the place where the last battle was fought. According to her,   mining is taking place in those areas in full swing and she said that all the IDPs are being targeted to be settled by June this year.
"The interaction at the Menik Farm with war displaced civilians gave an opportunity to the members to have a first hand information and assessment pertaining to the resettlement process.

Meanwhile, the opposition Syrian National Council has called upon the UN Observers to immediately visit Idlib and Homs, the cities which have bore the brunt of attacks on civilians. They said the violence continues unabated. The GCC countries have reiterated full support to Annan’s peace plan in Syria. At a meeting in Doha on Tuesday, Kofi Annan presented a status report on the progress of peace plan in Syria. The Syrian Foreign Minister Walid Al Muallem flies to Beijing today to discuss the progress of ceasefire in Syria. UN Secretary General Ban Ki Moon is expected to present the terms and conditions for deployment of 250 member UN Observer mission in Syria for the approval of Security Council today.

Retail inflation rose to 9.47 per cent in March because of higher prices of milk, vegetables, protein-based items and edible oil products. Retail inflation, based on the Consumer Price Index, was 8.83 per cent in February as per the government data release in New Delhi today.
Among other items, prices of cereal and its products saw a rise of 2.78 per cent over the March 2011 level.
The prices of milk and products rose by 15.22 per cent, while oils and fats turned costlier by 14.20 per cent during the month, year-on-year basis.

Minister of State for Home Affairs Mr Jitendra Singh today flagged off the Indo-Tibetan Border Police (ITBP), Ganga Rafting expedition at ITBP headquarters in New Delhi. Flagging off the expedition, Mr Singh said that the aim of this expedition is to create awareness about clean water, preservation of ecosystem of the Ganga and preservation of flora and fauna in the river.
Speaking on the occasion Director General, ITBP Ranjit Sinha said the focus of the expedition is on creating a sense of adventure among youth and to promote adventure water sports. अग्नि-५ मिसाइल का परीक्षण, ओड़ीशा के व्हीलर द्वीप में घामरा के समन्वित परीक्षण रेंज में खराब मौसम के कारण, कल तक स्थगित कर दिया गया है। अब इस अन्तर महाद्वीपीय बैलेस्टिक मिसाइल का परीक्षण कल सवेरे किसी भी समय किया जा सकता है। इस परीक्षण के बाद भारत भी अमरीका, रूस, फ्रांस और चीन जैसे देशों में शामिल हो जाएगा, जिनके पास इस तरह की मिसाइल हैं। इस मिसाइल से भारत समूचे एशिया और यूरोप के बहुत से हिस्सों को निशाना बना सकेगा।
यह मिसाइल पांच हजार किलोमीटर तक मार कर सकती है। सत्रह मीटर लंबे इस प्रक्षेपास्त्र को, पूरे पांच हजार किलोमीटर की दूरी तक छोड़+े जाने की संभावना है।  रक्षा अनुसंधान और विकास संगठन के वैज्ञानिक इस पर अंत तक नजर रखेंगे। इस बात का अध्ययन किया जाएगा कि इसका निशाना कितना सटीक है।
अगले तीन वर्षो में इसे सामरिक बलों में शामिल करने से देश चीन के खिलाफ प्रतिरोधक क्षमता हासिल कर लेगा।
रक्षा अनुसधांन और विकास संगठन अगले एक वर्ष में इस मिसाइल के और परीक्षण भी करेगा।  पिछले वर्ष नवम्बर में साढे तीन हजार किलोमीटर तक मार करने वाली अग्नि-४ मिसाइल का सफल परीक्षण किया गया था।

ओड़ीशा सरकार ने बीजू जनता दल विधायक झिना हिकाका के अपहरण के मामले में आज तेरह कैदियों के खिलाफ मुकदमे वापस लेने की कार्रवाई शुरू करने का फैसला किया। राज्य के गृह सचिव उपेन्द्र नाथ बेहरा ने भुवनेश्वर में संवाददाताओं को बताया कि अगर अपहरणकर्ता विधायक को तुरंत रिहा करते हैं तो सरकार अन्य उपयुक्त मामलों के मुकदमे वापस लेने पर भी विचार करेगी।  सरकार अपनी इस नई घोषणा के बाद माओवादियों के जवाब का इंतजार कर रही है, हालांकि सीपीआई-माओवादी की आंध्र ओड़ीशा सीमा विशेष क्षेत्रीय समिति की कामरेड अरूणा ने अपने ताजा संदेश में स्पष्ट किया है कि माओवादियों को राज्य सरकार के आश्वासनों पर भरोसा नहीं है। उन्होंने यह भी कहा कि माओवादी अपनी मांगे पूरी करने की समय सीमा और नहीं बढ़ायेंगें।
इस बीच, माओवादियों ने फैसला किया है कि वे उन्हें तब तक नहीं छोड़ेंगे जब तक २९ कैदियों को रिहा नहीं किया जाता। विधायक की रिहाई के बदले अपनी मांगे पूरी करने के लिए माओवादियों द्वारा सरकार को दी गई समय सीमा आज शाम पांच बजे खत्म हो गई। सीपीआई माओवादी की आंध्र ओड़ीशा सीमा विशेष क्षेत्रीय समिति की कामरेड अरूणा ने कहा है कि विधायक तब तक माओवादियों के कब्जे में रहेंगे जब तक सीपीआई-माओवादी की शाखा-चासीमुलिया आदिवासी संघ तथा सीपीआई माओवादी के २९ कैदियों को छोड़ नहीं दिया जाता और उन पर मामले वापस नहीं ले लिये जाते।

इस बीच, सेना के एक अवकाशप्राप्त अधिकारी ने ओड़ीशा में विधायक की रिहाई के बदले में माओवादियों को जेल से छुड़ाने की मांग मानने से सरकार को रोकने के लिए उच्चतम न्यायालय का दरवाजा खटखटाया है। अवकाशप्राप्त मेजर जनरल गंगुरदीप बक्शी ने न्यायालय में याचिका दायर कर कहा है कि राज्य सरकार को नक्सलियों को छोड़ने से रोका जाना चाहिए क्योंकि इन्हें सुरक्षा बलों ने अपनी जान जोखिम में डालकर  पकड़ा है। मामले की सुनवाई कल होगी।

गृह मंत्री पी  चिदम्बरम ने नई दिल्ली में समलखा शिविर में राष्ट्रीय सुरक्षा गार्ड -एनएसजी, की अपहरणरोधी इकाई के लिए एक समेकित ढांचे की आज आधारशिला रखी। यह समेकित ढांचा एनएसजी के आधुनिकीकरण और विकास परियोजना के हिस्से के तौर पर बनाया जा रहा है। मंत्रालय ने इस परियोजना के लिए ४७ करोड़ से अधिक की राशि मंजूर की है।

केन्द्रीय अन्वेषण ब्यूरो-सीबीआई, टाट्रा ट्रकों के मामलों में दिल्ली और राष्ट्रीय राजधानी क्षेत्र में छापे मार रही है। खबर है कि इन छापों में कुछ महत्वपूर्ण कागजात बरामद किए गए हैं। सेना के दो सेवानिवृत्त अधिकारियों और वैक्ट्रा ग्रुप के एक वरिष्ठ कार्यकारी अधिकारी के निवास पर छापे मारे गए हैं। सीबीआई ने  सरकारी कम्पनी भारत अर्थमूवर्स लिमिटेड-बीईएमएल के जरिये सेना को टाट्रा ट्रक सप्लाई करने में अनियमितताओं के आरोपों के सिलसिले में आज एक मामला दर्ज किया। सीबीआई, थलसेना अध्यक्ष जनरल वी के सिंह के इन आरोपों की भी जांच कर रही है कि उन्हें इस कंपनी की तरफ से एक व्यक्ति ने रिश्वत की पेशकश की।

पश्चिम बंगाल में इस महीने की आठ तारीख को नोनाडांगा में झुग्गी झोपड़ी हटाओं अभियान के दौरान गिरतार किए गये वैज्ञानिक पार्थसारथी रे को आज जमानत पर रिहा कर दिया गया। श्री रे ने एक संवाददाता सम्मेलन में कहा कि उन्हें गलत आरोप में फंसाया गया। उन्होंने बताया कि उनके साथ अन्य ६८ लोगों को गिरतार कर लालबाजार पुलिस मुख्यालय लाया गया था।
श्री रे ने कहा कि नोनाडांगा में चार अपै्रल को पुलिस द्वारा   झुुग्गी-झोपड़ी हटाओ अभियान के खिलाफ भाग लेने का उन पर आरोप लगाया गया, जबकि वे उस दिन वहां से ७० किलोमीटर दूरी पर नदिया जिले के कल्याणी में भारतीय विज्ञान शिक्षा तथा अनुसंधान संस्थान के शिक्षकों की बैठक में शामिल थे।

उच्चतम न्यायालय ने गैर-मान्यता प्राप्त पंजीकृत राजनीतिक दलों को चुनाव चिन्ह आवंटित करने के निर्वाचन आयोग के निर्धारित मानदंडों को सही ठहराया है। न्यायालय ने राज्यों की राजनीतिक पार्टियों की याचिकाओं पर यह आदेश दिया है। इन याचिकाओं में निर्वाचन आयोग के चुनाव चिन्ह संबंधी आदेश को चुनौती दी गई थी। निर्वाचन आयोग के आदेश के अनुसार स्थायी चुनाव चिन्ह उन राजनीतिक दलों को दिया जाता है, जो विधानसभा चुनावों में कम से कम पांच प्रतिशत वोट प्राप्त करतीं हैं या कम से कम दो विधानसभा सीटें या एक ससंदीय सीट जीतती हैं।

पश्चिम बंगाल में आज दक्षिण चौबीस परगना जिले में बसंती में सत्ताधारी तृणमूल कांग्रेस और विपक्षी आर.एस.पी. के समर्थकों के बीच झड़पों में गोली लगने से १० लोग घायल हो गए। सरकारी सूत्रों के अनुसार भूमि के कब्जे को लेकर कल रात दोनों पक्षों के बीच झड़पें शुरू हुई जो आज सवेरे तक चलती रहीं। तीन घायलों की हालत गंभीर है।

असम में ग्वालपाड़ा जिले के कृष्णई थाने के बोरमहारा से सुरक्षाबलों ने गारो नेशनल लिबरेशन आर्मी-जी एन एल ए, के चार कुख्यात उग्रवादियों को आज गिरतार किया। एक विशेष सूचना पर सेना और पुलिस ने संयुक्त अभियान चला कर उस समय इन्हें गिरतार किया, जब वे एक घर में बैठक कर असम-मेघालय सीमा पर उग्रवादी गतिविधियों को अंजाम देने की योजना बना रहे थे।

नागपुर-जबलपुर मार्ग पर आज एक दुर्घटना में ट्रक और जीप के टकरा जाने से आठ लोग मारे गए और दस घायल हो गए। पुलिस से प्राप्त सूचना के अनुसार यह दुर्घटना नागपुर से लगभग तीस किलोमीटर दूर रामटेक के पास अमड़ी जंक्शन पर हुई। घायलों को इलाज के लिए सरकारी मेडिकल कॉलेज अस्पताल में भर्ती कराया गया है।

पाकिस्तान के प्रधानमंत्री युसुफ रज+ा गिलानी ने वित्तीय नियमितताओं के आरोपों से घिरे, अपने बेटे अली मूसा से कहा है कि वे अपना विदेश दौरा बीच में छोड़ कर स्वदेश लौट आयें और जांच का सामना करें। अली मूसा हाल ही में सदन के निचले सदन में निर्वाचित हुए हैं। वे इन दिनों दक्षिण अफ्रीका में हैं। सुप्रीम कोर्ट ने हाल ही में इस घोटाले के सिलसिले में चल रही जांच के तहत अली मूसा को पेश होने को कहा था।  कोर्ट के नोटिस जारी करने के तुरंत बाद अली मूसा पाकिस्तान से बाहर चले गए थे।

श्रीलंका सरकार ने भारत के संसदीय शिष्टमंडल को बताया है कि  मैनिक फार्म शिविर अगले दो महीनों में बंद कर दिया जायेगा क्योंकि सरकार को उम्मीद है कि बचेखुचे विस्थापितों का भी जून तक पुनर्वास कर दिया जायेगा। श्रीलंका की यात्रा पर गए इस शिष्टमंडल ने आज इन शिविरों का दौरा किया और विस्थापितों से सीधे बातचीत कर उनकी समस्याएं सुनीं। हमारी संवाददाता  के अनुसार शिविरों में रह रहे विस्थापित लोगों से बातचीत के दौरान लापता परिजनों की तलाश, राशन की कमी और आजीविका से जुडे कई मुद्दों पर चर्चा की गई।

The first test-firing of Inter Continental Ballistic Missile (ICBM) Agni-5 has been put off till tomorrow due to adverse weather conditions at the Integrated Test Range (ITR) of Dhamra in Wheeler Island off Odisha coast. India will join the elite club of nations having ICBM with the scheduled test launching of 5,000 km-range Agni-5 missile. The test-firing of the Agni-5 will catapult India to a hyper-exclusive club that now counts only the United States of America, Russia, France and China as members. The 50-tonne three-stage solid fuel powered 17-meter long missile is likely to be test-fired over the full-range of 5,000 km. Once the missile is inducted into India's strategic forces in the next three years, India will acquire deterrent capacity against China.

The Odisha Government today said that it will take steps for withdrawal of prosecution against 13 Maoists prisoners. Odisha Home Secretary Upendra Nath Behera said media persons at Bhubaneswar that the government will also consider withdrawal of prosecution in other suitable cases, if the abductors release the MLA immediately. The state government is eagerly awaiting response from the Maoists after making this new announcment.
However, in the latest message, Comrade Aruna of Andra Odisha Border Spcial Zonal Committee of CPI (Maoist) made it clear that the Maoists will not free ruling Biju Janata Dal MLA, Jhina Hikaka untill all the 29 prisoners are released. As the deadline for fulfillment of demands put forwarded by the Maoists ended at 5 this evening, she said that the MLA will remain with the Maoists till the Odisha Government set free all the 29 prisoners belonging to Chasi Mulia Adivasi Sangha, and the CPI (Maoist) and cases against them are withdrawn. She said the Maoists will not further extend the deadline.
Jhina Hikaka, the tribal MLA from Laxmipur, has been kidnapped by the Andhra Odisha Border Special Zonal Committee of CPI (Maoist) since 24th of last month while he was returning home in Koraput district of Odisha.
Meanwhile a retired Army officer today approached the Supreme Court to restrain the Odisha government from meeting Maoists' demands  for release of their jailed members in exchange of the abducted MLA. Major General (retd) Gangurdep Bakshi pleaded with the apex court that the state government should be restrained from releasing the Naxals as they were captured by security forces, which had to put their lives on stake to nab them.
Agreeing to hear his plea, a bench of justices T S Thakur and Gyan Sudha Misra, however, pulled up Bakshi for moving the court so late. The apex court further said it would require the help of the Centre's law officer in the matter and listed the matter for hearing tomorrow.

CBI is carrying out searches in Delhi and NCR in connection with TATRA case. Reports say some important documents have been recovered.  The investigating agency carried out searches at the residences of two retired Army Officers and a senior Executive of the VECTRA Group. CBI in the morning registered a case for alleged irregularities in supply of TATRA trucks to Army through state owned company BEML. The investigation agency is probing the Army Chief Gen. V.K. Singh's allegation of having been offered bribe. The investigation agency had earlier called Chairman of VECTRA Group Ravi Rishi for questioning in connection with the irregularities in the supply of TATRA trucks. Our correspondent reports that the investigating agency has also questioned BEML Chairman VRS Natarajan in  connection with this case.

The Supreme Court today upheld the criteria of the Election Commission, EC  for granting symbols to unrecognised registered political parties. A three-judge bench comprising justice Altamas Kabir, S S Nijjar and Jasti Chelameswar upheld the panel's symbol order by a two to one majority. Justice Chelameswar wrote the dissenting order against the EC's symbol order. The court passed the order on a batch of petitions filed by state political parties challenging the symbol order of the EC. According to the EC's order, permanent symbol is granted to those political parties which have garnered atleast five per cent votes in assembly elections or have managed to win two assembly seats or one seat in parliamentary elections from the state.

In West Bengal, Molecular biologist Partha Sarathi Roy, arrested during an anti-eviction movement earlier this month was  released on bail today. Later, Roy told a press conference at the Kolkata Press Club that he was falsely implicated. Roy said he was arrested from Nonadanga on April eight from near a hospital and taken to the police headquarters at Lalbazar along with 68 others.

Retail inflation rose to 9.47 per cent in March because of higher prices of milk, vegetables, protein-based items and edible oil products. Retail inflation, based on the Consumer Price Index,  was 8.83 per cent in February as per the government data release in New Delhi today.

Foreign direct investment inflows into the country increased 74 per cent, year-on-year, to 2.2 billion dollars in February. This takes the cumulative FDI inflows to 28.4 billion dollars for April 2011 to February 2012 period of the last fiscal. Mauritius remained the top source of inflows, with 9.4 billion dollars, thanks to the double taxation avoidance treaty.

 Rising for the third straight session, the Sensex at the Bombay Stock Exchange gained 34 points, or 0.2 percent, to 17,392, amid positive Asian markets, today. The Nifty rose 10 points, or 0.2 percent, to 5,300. Stock markets in Japan, China, Hong Kong, South Korea and Singapore advanced between 0.5 percent and 2 percent.  The rupee weakened 31 paise, to 51.78 against the dollar. Gold prices remained unchanged, at 28,890 rupees per ten grams in Delhi. But silver rose 425 rupees, to 56,600 rupees per kilo. And US crude oil futures fell 5 cents, to 104.15 dollars a barrel, while Brent crude slipped below 118 dollars a barrel. AIR News.

Afghanistan, Pakistan and India have agreed in principle on transit fees for TAPI gas pipeline project. A press release issued by the Afghan ministry of mines in Kabul  says that the agreement was reached at a meeting between senior officials of the three countries in Islamabad. A quardilateral summit of the four countries will now be held in Ashgabat on 24 May to sign MoUs setting out agreed rates and transit fees of gas.

The Sri Lankan authorities today informed the visiting Indian Parliamentary delegation that they hope to resettle the last of the war displaced civilians by June 2012. Government Agent of Vavuniya ,briefing the delegation said that the government hopes to complete the demining process in the Mullaithivu area in the next two months .More from our correspondent.
The Parliamentary delegation led by Sushma Swaraj today visited the war ravaged Northern Province .The delegation moved around in the Menik Farm camp and interacted with the remaining 6000 war displaced civilians. The authorities informed that the Camps are due to be shut by June this year , and that they hope to resettle the remaining IDPs by then. North Korea says it is no longer bound by a moratorium on missile and nuclear tests agreed with the US in February in return for food aid. The statement  came after the UN Security Council condemned North Korea's failed rocket launch, seen by many as a test of missile technology. North Korea dismissed the UN criticism. Last month, North Korea invited inspectors of UN nuclear watch dog  to visit the country as part of the food aid agreement with the US. But the deal fell apart shortly afterwards over Pyongyang's rocket launch plans, with the US putting food aid talks on hold.

Pakistan Prime Minister Yousuf Raza Gilani today asked his son Ali Musa, who has been linked to alleged irregularities in the import of a large amount of the chemical Ephedrine, to cut short his honeymoon abroad and return to country to face a probe. Ali Musa, who was recently elected to the National Assembly or lower house of Parliament, is in South Africa  after getting married.
The Supreme Court had recently asked Ali Musa to appear before it as part of the ongoing probe into the scandal over the allotment of drug quotas. Ali Musa left Pakistan soon after the Supreme Court issued him a notice in the case.

The Ministry of Earth Sciences has said that the country is likely to see normal monsoon this year,  dissipating fears of any drought-like conditions or El Nino weather pattern in the second half of the season. An official said, all indicators point towards a normal monsoon just like last year. He said, there is no adverse atmospheric or oceanic condition that may lead to deviation of monsoon from the normal range in the country this year.

In the IPL match at Mohali, Kings Eleven Punjab were 86 for 3 in 14 overs against Kolkata Knight Riders,  a short while ago. Earlier, Kings Eleven elected to bat after winning the toss.
The Punjab  team have so far collected four points from four games.  Despite playing five encounters, the Kolkata side also have the same number of points.
Two matches are scheduled for tomorrow in the IPL tournament. In the first match in Delhi at 4 P.M., Delhi Daredevils will meet Deccan Chargers.  The second encounter will be played in Chennai between Chennai Super Kings and Pune Warriors at 8 P.M.
