सरकार आर्थिक वृद्धि बढ़ाने के लिए प्रत्यक्ष विदेशी निवेश बढ़ाने के उद्देश्य से प्रमुख वित्तीय क्षेत्रो में नियमन प्रक्रिया की दिशा में तेज+ी से कार्य कर रही है। वाशिंगटन में विश्व के अनेक वित्तीय संस्थानों के प्रमुखों के साथ बैठक के बाद न्यूयार्क में वित्त मंत्री प्रणब मुखर्जी ने कहा कि दूसरी आर्थिक मंदी की बढ़ती आशंका के बीच यह मुद्दा उठा। उन्होंने कहा कि बैंकिंग और बीमा क्षेत्रों को खोलने पर सक्रिय रूप से विचार हो रहा है और उससे संबद्ध नियमन प्रक्रिया पर संसद में चर्चा हो रही है। खुदरा क्षेत्र में प्रत्यक्ष विदेशी निवेश की अनुमति देने के बारे में उन्होंने कहा कि सभी राजनीतिक दलों के साथ विचार विमर्श से आम सहमति बनाई जा रही है।
श्री मुखर्जी ने कहा कि भारत दुनिया में चौथी सबसे तेजी से बढ़ती अर्थव्यवस्था है फिर भी वे वर्तमान वित्त वर्ष की पहली तिमाही में सात दशमलव सात प्रतिशत की वृद्धि दर से संतुष्ट नहीं हैं उन्होंने कहा कि दुनिया के नेताओ ंमें यह चिन्ता बढ़ रही है कि नीति निर्माताओं के पास उपलब्ध विकल्प दूसरी आर्थिक मंदी की चुनौतियों से निपटने में सक्षम हैं या नहीं।
वित्त मंत्री प्रणब मुखर्जी ने कहा कि परमाणु उत्तरादायित्व के मुद्दे पर भी अमरीका और अन्य देशों के नेताओं के साथ बातचीत हुई।

वित्त मंत्री प्रणब मुखर्जी ने कहा है कि वे टू-जी मामले पर वित्त मंत्रालय के नोट के बारे में गृह मंत्री और विधि मंत्री से बातचीत के बाद ही कुछ कह सकते हैं। न्यूयार्क में प्रधानमंत्री डॉक्टर मनमोहन सिंह के साथ एक घंटे की बातचीत के बाद उन्होंने संवाददाताओं को बताया कि वे इस मामले पर कोई टिप्पणी नहीं करेंगे, क्योंकि यह मामला न्यायालय के विचाराधीन है।


मुझे माफ किजिएगा मैं इस मामले में कोई टिप्पणी नहीं करना चाहता हूं। ये मामला आम अदालत में है। मैं वकील नहीं हूं। मुझे इस बारे में किसी जानकार से राय लेनी होगी। इसलिए मेरे लिए इस बारे में ज्यादा कहना संभव नहीं होगा।
प्रधानमंत्री के साथ अपनी बैठक से संबंधित अटकलों को खारिज करते हुए उन्होंने कहा कि यह बातचीत वाशिंगटन की बैठकों और वैश्विक आर्थिक संकट के बारे में विश्व नेताओं से हुई वार्ता की जानकारी प्रधानमंत्री को देने के उद्देश्य से हुई थी।

वित्तमंत्री के नाते मैंने भारत-अमरीका व्यापार परिषद, सीईओ फोरम और निवेशक फोरम की बैठकों में भाग लिया। मुझे लगा कि मुझे इस बारे में प्रधानमंत्री को बताना चाहिए, ताकि उनकी ओर से जो सुझाव आएं उनपर काम किया जा सके।

प्रधानमंत्री डा. मनमोहन सिंह अमरीका से आज स्वदेश के लिए रवाना हो रहे हैं। संयुक्त राष्ट्र महासभा की बैठक में भाग लेने के लिए वे इस महीने की २२ तारीख को न्यूयार्क पहुंचे थे। न्यूयार्क में प्रधानमंत्री ने विश्व के नेताओं से आपसी मुद्दों पर विचार-विमर्श किया। उन्होंने श्रीलंका, ईरान, जापान, नेपाल और दक्षिण सूडान के नेताओं से अंतर्राष्ट्रीय और द्विपक्षीय मुद्दों पर बातचीत की। ईरान के राष्ट्रपति महमूद अहमदी नेजाद से बातचीत में उन्होंने तेहरान यात्रा का निमंत्रण भी स्वीकार किया।
संयुक्त राष्ट्र महासभा में अपने संबोधन में डा० सिंह ने वैश्विक चुनौतियों से निपटने के लिए संयुक्त राष्ट्र के नेतृत्व पर जोर दिया। उन्होंने कहा कि भारत इसमें योगदान के लिये तैयार है। डा० मनमोहन सिंह ने संयुक्त राष्ट्र को मजबूत और प्रभावी बनाने तथा सुरक्षा परिषद में वर्तमान वास्तविकताओं के अनुसार सुधार पर जोर दिया। न्यूयार्क में उन्होंने कई महत्वपूर्ण बैठकों में हिस्सा लिया। कई मंचों पर संयुक्त राष्ट्र सुरक्षा परिषद में भारत की स्थायी सदस्यता के लिए पर्याप्त समर्थन मिला। इन बैठकों में जी-४ और इब्सा संगठनों तथा भारत और ब्रिटेन के बीच विदेश मंत्री स्तर की वार्ता भी शामिल रही।

पाकिस्तान के प्रधानमंत्री यूसुफ रजा गिलानी द्वारा विदेश मंत्री हिना रब्बानी को अमरीका से वापस बुलाने के बाद आतंकवादी गुट हक्कानी के साथ पाकिस्तान की खुफिया एजेंसी आई एस आई के संबंधों को लेकर अमरीका और पाकिस्तान के बीच मतभेद और बढ़ गए हैं। श्री गिलानी ने न्यूयार्क में संयुक्त राष्ट्र महासभा में पाकिस्तान का प्रतिनिधित्व कर रहीं हिना रब्बानी से तुरंत स्वदेश लौटने को कहा है। श्री गिलानी कल दिन भर विभिन्न राजनीति दलों के नेताओं से बातचीत करते रहे, ताकि अमरीकी आरोपों पर आम सहमति बनाई जा सके। पाकिस्तान के सेना प्रमुख जनरल अशफाक परवेज कयानी ने अमरीका के साथ बढ़ते तनाव को देखते हुए सुरक्षा स्थिति की समीक्षा करने के लिए अपने वरिष्ठ कमांडरों की विशेष बैठक बुलाई।

पाकिस्तान ने ईरान और लीबिया जैसे देशों को अपनी गुप्त परमाणु प्रौद्योगिकी और उपकरण दिये। यह जानकारी पाकिस्तान के परमाणु वैज्ञानिक ए.क्यू. खान से पूछताछ के आधार पर तैयार की गई आई एस आई की रिपोर्ट में दी गई है। बिना किसी तारीख वाली यह रिपोर्ट पश्चिमी देशों की गुप्तचर एजेंसियों को भेजी गई है, जिसमें कहा गया है कि यह बहुत दुर्भाग्यपूर्ण है कि परमाणु प्रौद्योगिकी दूसरे देशों को उस समय दी गई, जब नाजुक हालात चल रहे थे।

अंतर्राष्ट्रीय मुद्रा कोष की प्रमुख क्रिस्टीन लागार्द का कहना है कि अगर मौजूदा आर्थिक संकट गहराता है तो उससे उबरने के लिए संगठन को काफी ज्यादा धन की जरूरत होगी। उन्होंने कहा कि आई एम एफ की कर्ज देने की मौजूदा करीब चार सौ अरब डालर की क्षमता आज की परिस्थितियों में पर्याप्त लगती है। लेकिन यूरोजोन में कर्ज का संकट अगर गहराता है तो कर्ज की सभी मांगों को पूरा करने में संगठन को मुश्किल हो सकती है।

सउदी अरब नरेश ने घोषणा की है कि महिलाओं को वोट देने और चुनाव में खड़े होने के अधिकार दिए जाएंगे। अरब नरेश की यह घोषणा मध्यपूर्व में सामाजिक और लोकतांत्रिक सुधार के चलते अति रूढ़िवादी और निरंकुश शासकों पर पड़ रहे दबाव के कारण हुई है। यह महत्वपूर्ण घोषणा ८८ वर्षीय अब्दुला बिन अब्दुल अज+ीज अल सउद ने की है, जिन्होंने ६ वर्ष पहले एक सुधारवादी शासक के रूप में सत्ता संभाली और बड़ी सतर्कता से शासन किया है।
वास्तव में इससे शासन चलाने में कोई विशेष परिवर्तन नहीं होगा। सउदी अरब के शासकों ने नगरपालिका परिषद के मात्र आधी सीटों के चुनाव के लिए अनुमति दी है। जिसके पास सीमित शक्तियां हैं। अगले सप्ताह होने वाले चुनाव में केवल पुरूष ही मतददान कर पाएंगे। महिलाओं को २०१५ में वोट देने की अनुमति मिलेगी।
हमारे संवाददाता ने खबर दी है कि इस घोषणा को एतिहासिक माना जा रहा है।

उत्तर प्रदेश के पूर्वी जिलों में भारी वर्षा से २७ लोगों की मृत्यु हो गई है और दस घायल हो गये हैं। सभी प्रमुख नदियों का जलस्तर बढ़ रहा है। मुगलसराय में भारी वर्षा से सिग्नल प्रणाली में खराबी के कारण दिल्ली-हावड़ा रेल मार्ग पर असर पड़ा है। सिग्नल प्रणाली को आंशिक रूप से ठीक कर लिया गया है। कई रेलगाड़ियां देरी से चल रही है।
हमारे लखनऊ संवाददाता ने खबर दी है कि जौनपुर और मिर्जापुर जिलों में वर्षा से जुड़ी घटनाओं में मृतकों के निकटतम संबंधी को राज्य सरकार ने एक-एक लाख रुपये देने की घोषणा की है। मकान गिर जाने से जौनपुर में १८ तथा मिर्जापुर में नौ लोगों की मृत्यु हो गई। सरकार ने हाल के वर्षा से प्रभावित प्रत्येक जिले को राहत कार्य के लिए दो करोड़ रुपये मंजूर किये हैं।

ओडिशा में बाढ़ का प्रकोप जारी है। सैकड़ो गांव पानी में डूब गए हैं और हजारों प्रभावित लोगों को पिछले छह दिनों से भोजन नहीं मिला है। बैतरनी, ब्राह्यणी, बुद्धाबालंगा और स्वर्णरेखा जैसी प्रमुख नदियों में आई बाढ़ से राज्य के ३० में से दस जिलों के ११०० से अधिक गांव प्रभावित हुए हैं। बाढ़ का सबसे ज्यादा असर भद्रक, जाजपुर, केंद्रपाड़ा और क्योंझर जिलों में पड़ा है।

अंडमान निकोबार द्वीप समूह में महात्मा गांधी रोजगार गारंटी कार्यक्रम के तहत दूर-दराज के क्षेत्रों में भी विकास कार्य तेजी से चल रहे हैं। हमारे संवाददाता ने खबर दी है कि पहली बार मनरेगा के अंतर्गत नई बागवानी खेती से जुड़े कार्यों को शामिल किया गया है।

The government is working to push forward key financial regulations to attract more Foreign Direct Investment to accelerate growth. Talking to reporters in New York, after attending the meeting of heads of several world financial institutions in Washington, Finance Minister Pranab Mukerjee said that the issue figured in most of the meetings as concerns about the second financial crisis are mounting. He said, opening up the banking and insurance sectors are under active consideration and that regulations to this effect are being discussed in Parliament. On allowing FDI in the retail sector, he said a consensus is being evolved with political parties across the board.
Mr. Mukerjee said, he is not happy with the 7.7 percent growth recorded in the first quarter of this fiscal, even though India is the fourth fastest growing economy in the world. He said there is growing concern among world leaders on whether the instruments available with policy makers across the globe are enough to address the challenge of a second financial crisis.

Finance Minister Pranab Mukerjee has said he will speak on his ministry’s note to the PMO on the 2G issue, only after talking to the Home and Law Ministers. In reply to a question, he said, he will not make any comment on this issue as the matter is subjudice.

Unless I talks to the Law Minister, unless I talks to Mr. Chidambaram who is our valued colleague, unless I talks to the other Party leaders and I go through all the relevant papers. The US-Pak stand-off over ISI's links with the Haqqani terror network has further deepened after Prime Minister Yousuf Raza Gilani summoned Foreign Minister Hina Rabbani Khar back from the United States. Gilani asked Khar, who was representing Pakistan at the UN General Assembly in New York, to return to the country immediately. The Pakistan Prime Minister had earlier called off his visit to the US and sent Khar in his place. Gilani spent a busy day yesterday contacting leaders of different political parties to develop a consensus on the US accusations. The Pakistan Army chief Gen Ashfaq Parvez Kayani chaired a special meeting of his Corps Commanders to review the security situation in the backdrop of growing tensions and sharp escalation of rhetoric with the US.

Saudi Arabia's king has announced that women will be given the right to vote and to stand for elections. This is a bold shift in the ultra-conservative absolute monarchy as pressure for social and democratic reform sweeps the Middle East. The announcement of Saudi King is considered as historic in a country where involvement of women in the public sphere is limited and Women must have written approval from a male guardian - a father, husband, brother or son - to leave the country or work. Now, women will be appointed to the male dominated advisory body called Shura Council. The announced changes regarding voting rights will come after municipal elections due to take place on 29th of this month, for which women are not permitted to contest or vote. In Afghanistan, insurgents attacked a portion of the US Embassy in Kabul during wee hours today. CNN quoting a US and International Security Assistance Force officials said the insurgents targeted an annexe of the embassy where personnel both live and work, but there is no information on casualties. In Uttar Pradesh, heavy rain wreaked havoc in the eastern districts leaving 27 people dead and 10 injured over the last 24 hours with the water level rising in major rivers. Train services on the Delhi-Howrah route, were badly affected after the signal system developed a snag at Mughalsarai station due to heavy rain. The Signal system has now been restored partially. The state government has sanctioned financial relief of one lakh rupees each to the next kin of the victims in the rain related incidents.

The flood situation in five districts of Bihar worsened following heavy rain and the discharge of 9.58 lakh cusec water from the Bansagar dam in Madhya Pradesh and the Rihand dam in Uttar Pradesh over the past 36 hours. Odisha continues to reel under one of the worst floods in recent history with hundreds of villages still marooned and thousands of affected people starving for food since the last six days. Floods in major rivers like the Baitarani, Brahmani, Budhabalanga and Subarnarekha have affected over more than 1,100 villages in 10 districts of the state. The worst hit has been Bhadrak, Jajpur, Kendrapada and Keonjhar districts.

In Sikkim, a six member expert group comprising eminent geologists and seismologists from IIT Roorki will leave for Lachung, Lachen, Chungthang and higher reaches of North District today. Our correspondent reports that the group formed by the Sikkim government, will prepare a report on the land stability of the area and submit a comprehensive report to the government for necessary action.
The move assumes much significance in the light of the fact that the opposition parties and environmentalists in the State have been objecting to the execution of mega hydel projects in the area, citing its fragile ecology as the reason. It is hoped that the report by the expert group will be able to allay their fears and remove misgivings in this regard.  सीबीआई ने टू जी स्पैक्ट्रम आंवटन मामले में पूर्व दूरसंचार मंत्री ए राजा और दो अन्य लोगों पर विश्वासघात के नये आरोप लगाये हैं। विशेष सरकारी वकील यू यू ललित ने विशेष सीबीआई जज ओ पी सैनी के सामने आवेदन किया। उनका कहना था कि राजा और उनके पूर्व निजी सचिव आर के चंडोलिया और पूर्व दूरसंचार सचिव सिद्धार्थ बेहुरा पर भारतीय दंड संहिता की धारा ४०९ के तहत आपराधिक विश्वासघात का मामला बनता है।
 सीबीआई के आवेदन में कहा गया है कि राजा और उनके दो पूर्व अधिकारियों को छोड़कर डीएमके सांसद कणिमोड़ी और तीन दूरसंचार कंपनियों सहित सभी अन्य आरोपियों पर भारतीय दंड संहिता की धारा ४०९ और १२० बी के तहत आरोप लगाये जाने चाहिए।
 सीबीआई ने इन लोगों के खिलाफ अपने दो आरोपपत्रों में उन पर भारतीय दंड संहिता की धारा १२० बी, ४२०, ४६८ और ४७१ के तहत दण्ड योग्य अपराध का  दोषी होने का आरोप लगाया है।
 सफाई पक्ष के वकील ने सीबीआई के अनुरोध का विरोध किया और कहा कि अभियोजन पक्ष इन लोगों के खिलाफ आरोप तय करने की प्रक्रिया में देरी करना चाहता है।

 विधिमंत्री सलमान खुर्शीद ने कहा है कि टू जी मुद्दे पर वित्त मंत्रालय के विवादास्पद नोट को लेकर गृहमंत्री पी चिदम्बरम त्यागपत्र नहीं देंगे। नई दिल्ली में एक समारोह के दौरान अलग से संवाददाताओं से बातचीत में श्री खुर्शीद ने इस मामले को लेकर सरकार के बीच किसी तरह के मतभेदों से इन्कार किया। वित्त मंत्रालय के विवादास्पद नोट के बारे में श्री खुर्शीद ने कहा कि उन्होंने वो नोट देखा है और उसमें कोई भी गंभीर बात नहीं थी। उन्होंने कहा कि ये नोट मंत्रालय के निचले स्तर के एक अधिकारी ने तैयार किया था और इसमें लिखी बात को बढ़ा-चढ़ाकर बताया जा रहा है।
 उन्होंने गृहमंत्री को सरकार का एक मजबूत स्तम्भ बताया। श्री खुर्शीद ने कहा कि यूपीए सरकार बहुत जीवन्त सरकार है और इसमें टकराव या मतभेद होने का सवाल ही पैदा नहीं होता।

 थलसेना ने आज बैलेस्टिक मिसाइल पृथ्वी-२ का सफल परीक्षण किया। यह मिसाइल परमाणु बम भी गिरा सकती है। यह परीक्षण आज सवेरे लगभग नौ बजे ओडिशा के बालेश्वर जिले में चांदीपुर केन्द्र से किया गया। जमीन से जमीन पर मार करने वाली यह मिसाइल भारतीय सेना में शामिल की जा चुकी है। आज का यह परीक्षण सेना की सामरिक बल कमान एस एफ सी ने किया। पृथ्वी-२ प्रक्षेपास्त्र साढ़े तीन सौ किलोमीटर तक मार कर सकता है। इस मिसाइल से एक हजार किलोग्राम तक का विस्फोटक ले जाया जा सकता है। पूरे रास्ते पर, इस मिसाइल पर अत्याधुनिक राडार प्रणाली से नजर रखी गयी। परीक्षण के समय सेना के वरिष्ठ अधिकारी और वैज्ञानिक भी मौजूद थे। इसी जगह पर पृथ्वी-२ के पहले भी कई सफल परीक्षण किये जा चुके हैं।

 उच्चतम न्यायालय ने इंडियन प्रीमियर लीग के पूर्व आयुक्त ललित मोदी की याचिका आज खारिज कर दी। इस याचिका में उन्होंने, उनके  खिलाफ वित्तीय अनियमितताओं की जांच कर रही संयुक्त अनुशासन समिति का पुनर्गठन करने की मांग की थी। न्यायमूर्ति जे एम पांचाल और न्यायमूर्ति एच एल गोखले की पीठ ने कहा कि भारतीय क्रिकेट कन्ट्रोल बोर्ड ने तीन सदस्यों की यह समिति बनाई थी और सिर्फ ललित मोदी की इस आशंका को लेकर समिति का पुनर्गठन नहीं किया जा सकता कि समिति उनके साथ भेदभाव कर सकती है।
 इस समिति में अरूण जेटली, चिरायु अमीन और ज्योर्तिदित्य सिंधिया शामिल हैं। ललित मोदी ने अरूण जेटली और चिरायु अमीन को हटाने की मांग की थी। उनका कहना है कि ये दोनों भारतीय क्रिकेट कन्ट्रोल बोर्ड की स्पैशल जनरल बॉडी के सदस्य हैं। इसलिए वे उनके    साथ भेदभाव कर सकते हैं। स्पैशल जनरल बॉडी  ने ललित मोदी के   खिलाफ कार्रवाई करने का फैसला किया था। इससे पहले बम्बई उच्च न्यायालय ने समिति का पुनर्गठन करने की ललित मोदी की अपील खारिज कर दी थी।

 आंध्रप्रदेश उच्च न्यायालय ने रेड्डी बंधुओं की याचिकाओं पर सुनवाई १४ अक्टूबर तक स्थगित कर दी है। कर्नाटक के पूर्व मंत्री जी जर्नादन रेड्डी और उनके भाई श्रीनिवास रेड्डी ने सीबीआई   द्वारा उन्हें गिरफ्‌तार किये जाने के खिलाफ उच्च न्यायालय में याचिका दायर की थी। रेड्डी बंधुओं पर ओबलापुरम खनन कंपनी में अनियमितताएं करने का आरोप है और इस समय वे न्यायिक हिरासत में हैं। सीबीआई ने रेड्डी बंधुओं की हिरासत की मांग को लेकर याचिका दायर की है, जिस पर सुनवाई बृहस्पतिवार तक स्थगित की गई।

 आंध्रप्रदेश में अलग तेलंगाना राज्य की मांग को लेकर सरकारी कर्मचारियों, खनन कर्मियों और शिक्षकों की आम हड़ताल आज १४वें दिन भी जारी है, लेकिन तेलंगाना संयुक्त कार्रवाई समिति के दो दिन के रेल रोको आंदोलन के बाद रेल सेवाएं बहाल हो गई हैं। राज्य सड़क परिवहन निगम के कर्मचारियों की हड़ताल आज भी जारी है, क्योंकि प्रबंधकों के साथ बातचीत विफल हो गई है। लेकिन लोगों को कुछ राहत मिली है, क्योंकि हैदराबाद में ऑटो रिक्शा चलने शुरू हो गये हैं।
 इस बीच, अलग तेलंगाना राज्य की मांग को लेकर किये जा रहे इस हड़ताल में कुछ और ग्रुप शामिल हो गये हैं। सरकारी मोटर वाहन चालक एसोसिएशन काम का बहिष्कार कर रही है। इस क्षेत्र में छोटे उद्योग भी आज बंद हैं।

 सरकार ने कहा है कि वह राष्ट्रीय निगम प्रशासन नीति के बारे में एक नया विधेयक लाएगी। आज नई दिल्ली में एक समारोह में कंपनी मामलों के मंत्री एम वीरप्पा मोइली ने कहा कि इस बारे में राष्ट्रीय बहस की जरूरत है। उन्होंने कहा कि उनका मंत्रालय राष्ट्रीय निगम प्रशासन नीति तैयार करने के बारे में सभी सम्बद्ध पक्षों से विचार विमर्श करेगा।
 डॉ० मोइली ने कहा कि एक अच्छी निगमित प्रशासन व्यवस्था देश के भविष्य के लिए बहुत जरूरी है। उन्होंने औद्योगिक संगठनों से देश के विकास के लिए लोगों और सरकार के साथ मिलकर काम करने का अनुरोध किया।

 सातवें क्षेत्रीय भ्रष्टाचार निरोधक सम्मेलन में आतंकवादियों को पैसा भेजने की समस्या से निपटने के लिए सूचनाओं के आदान-प्रदान पर      प्रमुखता से चर्चा की जाएगी। भारत, एशियाई विकास बैंक और आर्थिक सहयोग तथा विकास संगठन-ओ ई सी डी की पहल पर यह सम्मेलन बुधवार को नई दिल्ली में हो रहा है। प्रधानमंत्री कार्यालय में राज्यमंत्री वी. नारायणसामी ने आकाशवाणी के समाचार सेवा प्रभाग को एक विशेष भेंट में बताया कि मनी लाँड्रिग के जरिए पैसा मिलने के कारण ही हिजबुल मुजाहिदीन और लश्करे तैयबा जैसे आतंकवादी गिरोह भारत में आतंकी हमले कर रहे हैं। उन्होंने कहा कि कुछ देश भी भारत को अस्थिर करने के उद्देश्य से आतंकी गतिविधियों के लिए पैसा दे रहे हैं।

कॉन्फ्रेंस में हम मुख्य रूप से इस बात पर चर्चा कर रहे हैं कि देश के भीतर आतंकवादियों को कैसे पैसा मिल रहा है। हम विभिन्न देशों के बीच सूचना का आदान प्रदान कैसे कर सकते हैं। इसके अलावा हिजबुल मुजाहिद्दीन और लश्करे तैयबा जैसे आतंकी गिरोहों को पैसा कैसे मिल रहा है।

 श्री नारायणसामी ने बताया कि सरकार ने भारतीय दंड संहिता में संशोधन के भी कई उपाय किए हैं ताकि भ्रष्टाचार में शामिल विदेशी अधिकारियों के खिलाफ भी कार्रवाई की जा सके। उन्होंने कहा कि ये संशोधन देश से बाहर भ्रष्टाचार में शामिल भारत सरकार के कर्मचारियों पर भी लागू होंगे। ऐसा संयुक्त राष्ट्र भ्रष्टाचार निरोधक संधि के प्रावधानों के अनुरूप किया गया है। भारत इस संधि की पुष्टि कर चुका है। श्री नारायणसामी ने यह भी बताया कि सरकारी खरीद प्रक्रिया में भ्रष्टाचार से निपटने के लिए भी सरकार एक विधेयक ला रही है। श्री नारायणसामी ने बताया कि निगमित क्षेत्र में भी भ्रष्टाचार के कई मामलों की सूचना मिली है। इनसे निपटने के लिए भी एक विधेयक संसद में लाया जाया जाएगा। हमारे संवाददाता के अनुसार इस सम्मेलन में भ्रष्टाचार के मामलों की जांच में अंतरराष्ट्रीय सहयोग, सरकारी खरीद में भ्रष्टाचार रोकने के उपायों और भ्रष्टाचार निरोधक कानूनों के निजी क्षेत्र द्वारा पालन जैसे मुद्दों पर भी विचार किया जाएगा।

 उत्तरप्रदेश में सत्तारूढ़ बहुजन समाज पार्टी ने पार्टी के पूर्व सांसद बालकृष्ण चौहान को पार्टी विरोधी गतिविधियों के आरोप में निलंबित कर दिया है।  हमारे संवाददाता ने बताया कि बालकृष्ण चौहान की अन्य दलों से सम्पर्क करने की खबरे मिली हैं। बालकृष्ण चौहान २००४ में घोसी निर्वाचन क्षेत्र से बहुजन समाज पार्टी के उम्मीदवार के रूप में चुने गये थे, लेकिन २००९ के चुनाव में उन्हें टिकट नहीं दिया गया।
 हमारे संवाददाता ने खबर दी है कि बहुजन समाज पार्टी ने हाल में पार्टी के आधा दर्जन से अधिक सांसदों और विधायकों को निलंबित किया है।

 हरियाणा में गुड़गांव में टोल टैक्स के भुगतान को लेकर एक टोल कर्मचारी की हत्या के मामले में दो लोगों को गिरफ्तार किया गया है। गुड़गांव के पुलिस आयुक्त एस एस देसवाल ने बताया कि टोल प्लाजा के पास एक गांव के निवासी विजय वीर ने २७ रुपये टोल टैक्स के भुगतान को लेकर हुए विवाद के बाद टोल कलैक्टर उमेश कुमार पाण्डेय पर गोली चला दी थी। श्री देसवाल ने बताया कि घटना के समय विजय वीर नशे में था। पुलिस ने विजय वीर के दोस्त मनजीत को भी गिरफ्तार किया है। पुलिस ने विजय की गाड़ी बोलेरो को भी जब्त कर लिया है।

 सरकार १२वी पंचवर्षीय योजना के दौरान देश के ग्रामीण इलाकों में जल आपूर्ति और स्वच्छता की तरफ और अधिक ध्यान देगी। यह बात नई दिल्ली में आज ग्रामीण आपूर्ति और स्वच्छता सचिवों की कार्यशाला में केन्द्रीय ग्रामीण विकास मंत्री जयराम रमेश ने कही। उन्होंने कहा कि सरकार ग्रामीण क्षेत्रों में मौलिक बदलाव लाना चाहती है और उन्होंने सार्वजनिक निवेश में तेजी लाये जाने की भी वकालत की। उन्होंने कहा कि उनका मंत्रालय एक हजार करोड़ रूपये की अनुमानित लागत से जल प्रबंधन को मजबूत बनाने के लिए स्थानीय समुदायों को प्रोत्साहित करने के लिए इस वर्ष एक योजना शुरू करेगा। इस योजना पर मंत्रिमंडल द्वारा एक सप्ताह के भीतर फैसला ले लिये जाने की संभावना है।
 श्री रमेश ने यह भी कहा कि सरकार अगले वर्ष से एकीकृत आवास योजना के एक प्रस्ताव पर भी विचार कर रही है जिसमें ग्रामीण आवास, ग्रामीण पेयजल और समूची सफाई अभियान योजनाओं को शामिल किया जायेगा।  विवरण  देते हुए श्री रमेश ने कहा कि यह योजना ग्रामीण बस्तियों के एकीकृत विकास में मददगार साबित होगी और इससे ग्रामीण क्षेत्रों मे ंस्वास्थ्य मापदंडों के सुधार में भी सहायता मिलेगी।

 केरल में एरनाकुलम जिले के कोठामंगलम इलाके में अवैध रूप से रह रहे ३७ श्रीलंकाई नागरिकों को गुप्तचर विभाग और स्थानीय पुलिस ने कल रात हिरासत में ले लिया।  इन में कुछ महिलाएं और बच्चे शामिल हैं।
 इन लोगों को शरण देने वाले स्थानीय निवासियों को भी हिरासत में  लिया गया है। जाफना क्षेत्र के ये श्रीलंकाई नागरिक ऑस्ट्रेलिया जाते हुए कोच्चि पहुंचे थे। गुप्तचर विभाग और स्थानीय पुलिस इनसे पूछताछ कर रही है। पुलिस यह भी पता लगा रही है कि कहीं इन लोगों का संबंध एलटीटीई से तो नहीं है?

 बम्बई शेयर बाजार में आज सेन्सेक्स ११० अंकों की गिरावट के साथ १६ हजार १५६ पर खुला। अब से कुछ देर पहले यह ६५ अंक गिरकर १६  हजार ९६  पर था।
 नेशनल स्टॉक एक्सचेंज का निफ्टी भी ३६ अंक की गिरावट के साथ ४८३२ पर खुला। अब से कुछ देर पहले यह १७ अंक गिरकर चार हजार ८४७  पर था।
  अन्तरबैंक विदेशी मुद्राबाजार में आज डॉलर के मुकाबले रूपया तीन पैसे कमजोर हुआ। एक डॉलर की कीमत ४९ रूपये ४६ पैसे बोली गयी।

 दिल्ली सर्राफा बाजार में आज सोने का दाम एक हजार ५४० रूपये टूट गया। शुरुआती कारोबार में दस ग्राम सोने की कीमत २५ हजार ८०० पर आ गई। विश्व के सर्राफा बाजारों में गिरावट के चलते स्टॉकिस्टों ने घबराहट में आकर बिकवाली की। एशिया और यूरोप के बाजारों में भी सोने के भाव गिरे। एक दिन में सोने की कीमत में ये सबसे बड़ी गिरावट आई है।
 चांदी भी तीन हजार २०० रूपये टूट कर ५० हजार ८०० रूपये प्रति किलो तक पहुंच गयी। पिछले ३१ साल में लगातार दो दिन विश्व बाजार में चांदी की कीमत में ये सबसे बड़ी गिरावट है। पिछले दो कारोबारी सत्रों में चांदी दिल्ली सर्राफा बाजार में साढ़े दस हजार रूपये टूट चुकी है।

 ढाका में भारत और बंगलादेश के सीमा सुरक्षा बलों के महानिदेशकों के छह दिन के सम्मेलन के सिलसिले में इन दोनों बलों के बीच प्रतिनिधिमण्डल स्तर की बातचीत आज सुबह ढाका में शुरू हुई। सीमा सुरक्षाबल के महानिदेशक रमन श्रीवास्तव इस बातचीत के लिए २१ सदस्यों के शिष्टमण्डल का नेतृत्व कर रहे हैं। बॉर्डर गार्ड बंगलादेश की २३ सदस्यों के शिष्टमण्डल का नेतृत्व इस बल के महानिदेशक मेजर जनरल अनवर हुसैन हैं।

 सिक्किम में लगातार भारी वर्षा और कोहरे के कारण राहत और बचाव कार्यों में  अड़चनों के बावजूद,  पुनर्वास कार्य जारी हैं। हमारे संवाददाता ने खबर दी है कि राज्य के सभी चार जिलों में राहत के तौर पर अबतक लगभग १० करोड़ रूपये आबंटित किये गये हैं।

हाल ही मंेगंगटोक में दो बहुमंजिला इमारतों के ध्वस्त होने के बाद राज्य सरकार ने आठ इंजीयिरों की एक टीम बनाई है जो राजधानी और आसपास की कमजोर इमारतों का पता लगायेगी। शहरी विकास और आवास विभाग के मुख्य अभियंता के नेतृत्व में बनी यह टीम गंगटोक नगर निगम को अपनी रिपोर्ट सौंपेगी। यह टीम बाद में राज्यभर में मौजूद कमजोर इमारतों की भी जांच करेगी। हाल के भूकम्प से गंगटोक तथा अन्य जिला मुख्यालयों और नगरों में पेयजल आपूर्ति व्यवस्था को बहाल करने की कोशिशें जारी है। विनय राज तिवारी आकाशवाणी समाचार गंगटोक।

 ओडिशा में भीषण बाढ़ के चलते लाखों लोगों तक अभी तक कोई राहत  सामग्री नहीं पहुंच पाई है। राज्य के ३० में से १० जिलों के ११ सौ से अधिक गांव बैतरणी, ब्राह्‌मणी, बुड्डा बलंगा और सुवर्ण-रेखा नदियों की बाढ़ से घिरे है। भद्रक, जाजपुर, केन्द्रपाड़ा और क्योंझर जिलों पर सबसे बुरा असर पड़ा है। बड़ी संख्या में लोग तटबंधों, छतों और पेड़ों ंपर बैठे हैं। कई सड़कें टूट गयी हैं। बाढ़ग्रस्त इलाकों में आवश्यक वस्तुओं के दाम आसमान छू रहे हैं। ओडिशा सरकार के अनुसार बाढ की इस दूसरी लहर में मरने वालों की संख्या १९ हो गयी हैं। २२ लाख से अधिक लोग बाढ़ से घिरे हैं।
 राहत कार्यों के लिए लगाए गए हेलिकॉप्टर अब भी बहुत से इलाकों तक नहीं पहुंच पाए हैं। केन्द्र का चार सदस्यों का एक दल नुकसान का जायजा लेने के लिए ओडिशा का दौरा कर रहा है।

 पूर्वी उत्तरप्रदेश के कई जिलों में पिछले २४ घंटों में लगातार वर्षा के कारण मकान और दीवारें ढहने की कई घटनाओं में लगभग ३० लोगों की जान गयी हैं और अनेक व्यक्ति घायल हो गए हैं। लगभग १८ लोगों की मौत जौनपुर जिले में हुई है।
 हमारे लखनऊ संवाददाता ने बताया है कि राज्य सरकार ने मृतकों के परिजनों के लिए एक एक लाख रूपये की सहायता देने की घोषणा की है। गंगा बलिया में, सरयू अयोध्या में और घाघरा तूरतीपार में खतरे के निशान से ऊपर है।

सम्बन्धित जिलों में प्रशासन को सतर्क रखने को कहा गया है। पीएसी और राष्ट्रीय आपदा रात दल की टीमें भी रवाना कर दी गई हैं। पिछले १२ घंटों के दौरान अकेले वाराणसी मंडल में छह सेंटीमीटर वर्षा रिकॉर्ड की गई है। इसी तरह अन्य जिलों में भी वर्षा का क्रम जारी है। जिससे प्रमुख नदियों का जलस्तर फिर से बढ़ने लगा है। चंदौली जिले में लगभग पचास गांव बाढ़ के पानी से घिरे हुए हैं। मुगलसराय सेक्शन पर सिगनल व्यवस्था प्रभावित होने से लम्बी दूरी की अधिकांश गाड़ियां घंटों देरी से चल रही हैं। शहरी इलाकों में भी जगह जगह जलभराव होने के कारण जनजीवन प्रभावित है। सुनील शुक्ल आकाशवाणी समाचार लखनऊ।
मौसम विभाग के अनुसार अगले ३६ घंटों में भारी वर्षा हो सकती है।
कई जगहों पर सड़कें धंस गयी हैं। राज्य सरकार ने पूर्वी जिलों के बाढ़ग्रस्त लोगों के लिए दो करोड़ रूपये मंजूर किये हैं। राष्ट्रीय आपदा राहत बल की टीमें और  पीएसी के जवान इन जिलों में भेजे गए हैं। जिला मजिस्ट्रेटों को लगातार सतर्क रहने को कहा गया है।

 शहरी गरीबी उन्मूलन और राजीव आवास योजना पर कल मुम्बई में एक सम्मेलन का आयोजन किया जाएगा। दिन भर के इस सम्मेलन में राज्य और शहर स्तर पर राजीव आवास योजना के तहत सुधार कार्यक्रम, व्यापक नीति की रूपरेखा तैयार करने और महाराष्ट्र में शहरी गरीबी को दूर करने से संबंधित मुद्दों पर चर्चा होगी। सरकारी विज्ञप्ति में कहा गया है कि सम्मेलन का आयोजन आवास और शहरी गरीबी उन्मूलन मंत्रालय तथा महाराष्ट्र सरकार ने मिलकर किया है। इस सम्मेलन में आवास और शहरी गरीबी उन्मूलन मंत्री कुमारी सैलजा, महाराष्ट्र के मुख्यमंत्री पृथ्वीराज चव्हाण और सभी सम्बद्ध पक्षों के साथ सम्पत्ति के अधिकार से संबंधित मुद्दों और इस योजना को कारगर ढंग से लागू करने के लिए लोगों की भागीदारी पर बातचीत करेंगी।
 हाल में मंत्रिमण्डल की आर्थिक मामलों संबंधी समिति ने राजीव आवास योजना के पहले चरण को लागू करने की मंजूरी दी थी। इसमे उन राज्यों को वित्तीय सहायता देने की भी व्यवस्था है, जो तंग बस्तियों में रहने वाले लोगों को मालिकाना अधिकार देने को तैयार हैं। इस योजना के तहत तंग बस्तियों में रहने वाले लोगों के लिए सस्ते मकान बनाने और शरणस्थल और बुनियादी नागरिक और सामाजिक सेवाओं के लिए वित्तीय सहायता देने का भी प्रावधान है। इस योजना एक लाख या उससे अधिक की आबादी वाले करीब २५० शहरों में लागू करने की संभावना है।

 असम सरकार चाय को राज्य का पेय घोषित करने पर गंभीरतापूर्वक विचार कर रही है। चाय उद्योग के सूत्रों का कहना है कि राज्य सरकार जल्दी ही यह फैसला कर सकती है। कुछ चाय बागान संगठन, हाल ही में मुख्यमंत्री तरूण गोगोई से मिले थे और उन्हें चाय को राष्ट्रीय पेय घोषित किये जाने के बारे में एक ज्ञापन दिया था। राज्य चाय उद्योग  प्रधानमंत्री को भी एक ज्ञापन देने की योजना बना रहा है।
  देश में ५१ प्रतिशत और विश्व का १३ प्रतिशत चाय उत्पादन असम में ही होता है। राज्य में चाय की पैदावार इस वर्ष जुलाई में     बढ़कर लगभग सात करोड़ साठ लाख किलोग्राम तक पहुंच गई है। पिछले साल की इसी अवधि में यह उत्पादन छह करोड़ आठ लाख किलोग्राम ही था।  असम में इस उद्योग का वार्षिक कारोबार पांच हजार करोड़ रूपये का है और श्रमिकों की संख्या दस लाख से अधिक है। राज्य के १४ जिलों में ६४ हजार से अधिक छोटे चाय बागान हैं। इस प्रकार दुनिया में चाय की खपत सबसे अधिक भारत में होती है। भारत में पैदा होने वाले कुल चाय उत्पादन  में से अस्सी प्रतिशत चाय की खपत देश में ही हो जाती है। देश के लगभग ८५ प्रतिशत घरों में चाय का सेवन किया जाता है।

 केन्या की नोबल पुरस्कार विजेता ७१ वर्षीय वंगारी मथाई का नैरोबी में निधन हो गया है। उन्हें कैंसर था।  २००४ में उन्हें  पर्यावरण संरक्षण को बढ़ावा देने, महिला अधिकारों की रक्षा और शासन की पारदर्शिता के लिए नोबल शांति पुरस्कार से सम्मानित किया गया। यह पुरस्कार प्राप्त करने वाली वे अफ्रीका की पहली महिला थीं। वर्ष २००२ में वे सांसद चुनी गईं और केन्या की सरकार में मंत्री बनीं। सुश्री मथाई ने हरित पट्टी आन्दोलन की भी शुरूआत की जिसके तहत अफ्रीका में दो से तीन करोड़ पेड़ लगाये गए।

 नेपाल में कल विमान दुर्घटना में मारे गये भारतीय लोगों के परिजन आज सुबह तिरूचि के सांसद श्री कुमार के साथ दिल्ली रवाना हुए। तमिलनाडु सरकार ने मृतकों के शव लाने की व्यवस्था की है।    मुख्यमंत्री जयललिता और राज्यपाल के० रोसैया ने इस दुर्घटना पर गहरा शोक व्यक्त किया है। राज्य के पशुपालन और डेयरी विकास मंत्री एन आर शिवपति दुर्घटना में मारे गये लोगों के परिवारों से मिलने के लिए गये।
 नई दिल्ली में राष्ट्रीय सम्मेलन में भाग लेने वाले भारतीय बिल्डर्स एसोसिएशन के १२ सदस्यों में से आठ काठमांडु चले गये थे। वे उस विमान में सवार थे, जो कल काठमांडु के पास दुर्घटनाग्रस्त हुआ।

 पाकिस्तान की विदेशमंत्री हिना रब्बानी खार कल न्यूयॉर्क में संयुक्त राष्ट्र महासभा में भाषण देने के बाद पाकिस्तान लौटेंगी। अमरीका और पाकिस्तान के बीच बढ़ते तनाव के मद्देनजर प्रधानमंत्री युसुफ रजा गिलानी ने उन्हें अमरीका यात्रा बीच में छोड़कर वापस आने को कहा था। संयुक्त राष्ट्र महासभा के सम्मेलन से अलग श्री गिलानी से मिलने से श्री ओबामा के इंकार के बाद श्री गिलानी ने अपनी अमरीका यात्रा रद्द करके सुश्री खार के नेतृत्व में पाकिस्तानी प्रतिनिधिमंडल इस सम्मेलन में भेजा था।
 इस्लामाबाद में प्रधानमंत्री निवास के अधिकारियों ने पहले यही बताया था कि सुश्री खार तुरंत लौट आएंगी, लेकिन बाद में पाकिस्तान के विदेश मंत्रालय के अधिकारियों ने कहा कि वे संयुक्त राष्ट्र महासभा में अपना भाषण देकर पाकिस्तान लौटेंगी।

 अमरीकी पत्रिका टाइम ने खेलों पर बनी २५ श्रेष्ठ फिल्मों में भारत की फिल्म लगान को भी शामिल किया है। इस फिल्म का निर्देशन आशुतोष गोवारीकर ने किया था और आमिर खान तथा ग्रेसी सिंह ने इसमें प्रमुख भूमिकाएं निभाई थीं। आमिर खान इस फिल्म के निर्माता भी थे। टाइम पत्रिका ने लगान को १४वां स्थान दिया है।
 २००१ में रिलीज हुई यह फिल्म ऑस्कर पुरस्कारों के लिए नामांकित भी हुई थी।
 यह फिल्म भारत में अंग्रेजों के शासन के समय किसानों और ब्रिटिश अधिकारियों के बीच एक क्रिकेट मैच की कहानी है।

The CBI today moved a designated special court for slapping the fresh charge of breach of trust by public servants, against former Telecom Minister A Raja and two others in the 2G spectrum allocation case. Special Public Prosecutor U U Lalit filed an application before Special CBI Judge O P Saini, saying a case of criminal breach of trust under Section 409 of the Indian Penal Code is "certainly made out" against Raja, his former private secretary R K Chandolia and former telecom secretary Siddharth Behura. The CBI plea said, besides Raja and two former officials, all others, including DMK MP, Kanimozhi and three telecom firms should be charged under section 409 read with 120 B of the IPC. The CBI, in its two charge sheets against the accused, have booked them for the offences punishable under section 120B, 420, 468 and 471 IPC besides various provisions of the Prevention of Corruption Act. The defence counsel, however, opposed the CBI's plea saying, the prosecution just want to delay the proceedings of framing of charges against the accused.

India today successfully test-fired its indigenously developed, nuclear-capable, ballistic missile Prithvi-II from the Integrated Test Range (ITR) at Chandipur in Balasore district off Odisha coast. The missile mounted on a mobile launcher blasted off from the launch complex number 3 in the ITR at 8:58 this morning. The missile with a maximum striking range of 350 km is capable of carrying a pay-load of 1,000 kilogram. The test firing of the surface-to-surface missile, which has already been inducted into Indian armed forces, is a users trial by the Army’s specialised group 'Strategic Force Command. India today added one more fegure to its kepet on the missile programme with the sucessful test-firing of indigenously developed, nuclear-capable, ballastic missile Prithvi-II from Chandipur, about 18 km from Balasore off Odisha coast. Prithvi, the first ballistic missile developed under the country’s prestigious Integrated Guided Missile Development Programme (IGMDP), is propelled by liquid propulsion twin engine. With a length of nine metre and one metre diameter, Prithvi-II uses an advanced inertial guidance system with manoeuvring trajectory. The entire trajectory of today’s trial was tracked by a battery of sophisticated radars and electro-optic telemetry stations positioned in different locations for the post-launch analysis. The trial was conducted in the presence of senior army officials and scientists as part of an exercise to well acquaint the personnel with various aspects of the sophisticated missile. Earlier, a number of occasions, Prithvi-II missile has been successfully conducted from the same site.

The Minister in the office of Prime Minister, Mr.V. Narayanasamy said terror groups like Hizbul Mujahideen and Lashkar-e-Toiba have been carrying out terror strikes in India through funds from money laundering. In an exclusive interview to All India Radio, Mr. Narayanasamy said, some countries are also funding terror activities in India to de-stabilise the country.

Government has reconstituted the National Manufacturing Competitiveness Council, NMCC. The 28- member panel is headed by Dr V Krishnamurthy. Following the reconstitution, the Government will be represented by the Member, Planning Commission, Secretaries from the Department of Industrial Policy and Promotion, Ministry of Commerce and Industry, Finance, Heavy Industry and Ministry of Micro, Small and Medium Enterprises apart from the Director-General of the Council for Scientific and Industrial Research. An official release stated that Chief Economic Advisor, Ministry of Finance Dr. Kaushik Basu and Dr. Isher Judge Ahluwalia of the Indian Council for Research in International Economic Relations are the two economists in the reconstituted body. The other members in the council are from various fields of the industry. NMCC was set up by the Government as an inter-disciplinary body at the highest level to serve as a policy forum for credible and coherent policy initiatives in the manufacturing sector. The Council’s role is to energise and sustain the growth of manufacturing industries in India and also help in the implementation of strategies.

The government today said, it will bring a new legislation on National Corporate Governance Policy. Speaking at a function in New Delhi, Corporate Affairs Minister Dr M Veerappa Moily said, a national debate has to take place on this. He said, his Ministry will consult all the stakeholders on the formulation of the National Coporate Governace Policy.

Law Minister Salman Khurshid today said that Home Minister P Chidambaram will not resign on the back of the controversy over Finance Ministry's note on the 2G issue. Talking to reporters on the sidelines of a function in New Delhi , Mr. Khurshid ruled out reports of any rift within the government on the issue. On the controversial note by the Finance Ministry Mr. Khurshid said he has seen the note and there is nothing serious in it. He added that the note was prepared by a low rank officer in the ministry and its content was blown out of propotion. He described the Home Minister as a pillar of strength for the government. He added that UPA is a very lively government and any question regarding a rift does not arise.

The Andhra Pradesh High Court today postponed the hearing on the petitions filed by Reddy brothers to the 14th of next month. Former Karnataka Minister Gali Janardhana Reddy and his brother-in-law Srinivasa Reddy have appealed to the High Court against their arrest by the CBI. The Reddy brothers are accused in the Obulapuram Mining irregularities case and presently under judicial custody. Another petition filed by the CBI seeking custody of the accused for further inquiry, was also postponed to Thursday.

In Andhra Pradesh, the ongoing general strike by government employees, mining workers and teachers demanding statehood for Telangana is continuing for the 14th day today even as the trains have been restored in the region after the two day rail-roko agitation held by the Telangana Joint Action Committee. The Road Transport Corporation employees continue their strike today as the talks held by the management, failed. However, commuters have got some respite as the auto-rickshaws began plying in Hyderabad. Meanwhile, more groups are joining the strike in support to the agitation for statehood. The Government Drivers Associations have started boycotting duties. The small industries in the region also remained closed today.

In Sikkim, with heavy rains and dense fog continuously obstructing the relief and rescue works, the State Government is going on with rehabilitation works in the last week earthquake-affected areas. Our Correspondent reports that about 10 crore rupees have been distributed as relief in all the four districts so far. 
"Following the collapse of two multi-storey buildings in Gangtok a couple of days ago, the State Government has formed an eight member team of engineers to identify the weak buildings in an around the capital. The team, headed by a Chief Enginerr of the Urban Development and Housing Department will submit its report to the Gangtok Municipal Corporation. It will also examine the week structures across the state later on. The efforts are on to restore water supply to Gangtok and other district headquarters and towns which got disrupted following the recent earthquake. On the other hand, one of the oldest monasteries of Sikkim, the Tholung Monastery in North district too is reported to have been damaged in the recent earthquake. The Monastery built in 1735 belongs to the Nyingma sect and was built by Lhatsun Chenpo Lama to keep Buddhist manus and sacred relics safe from the invading Gorkhas from Nepal in the late 17th century.

In a setback to former IPL Commissioner Lalit Modi, the Supreme Court today dismissed his plea seeking reconstitution of the BCCI-appointed disciplinary panel probing allegations of financial irregularities against him. A Bench comprising Justices J M Panchal and H L Gokhale said that the three-member Committee was validly constituted by the BCCI and it cannot be reconstituted merely on the ground of apprehensions of bias expressed by Modi. Modi had sought reconstitution of the three-member panel comprising Arun Jaitley, Chirayu Amin and Jyotiraditya Scindia for probing alleged irregularities by him. He had sought removal of Jaitley and Amin from the panel, alleging that they might be biased against him as they were part of the Special General Body meeting of BCCI where decision against Modi was taken. Earlier, the Bombay High Court had dismissed his appeal of reconstitution of the Committee.

In Kerala, 37 Sri Lankan nationals, who were illegally staying in Kothamangalam region in Ernakulam district, have been taken into custody by the Intelligence Bureau and local police, around midnight last. Those arrested include a few women and children. Locals, who gave shelter to them have also been taken into custody. The Sri Lankans, mostly from Jaffna region, reached Kochi on their way to Australia. Intelligence Bureau officials and local police are interrogating them. Police are also verifying whether those arrested have any links with the LTTE.

The family members of those killed in yesterday's Nepal plane crash, left for Delhi this morning with Tiruchi MP, Mr. Kumar. The state Government has made arrangements to bring back the bodies of the dead. Chief Minister Ms. J.Jayalalithaa and Governor Dr. K.Rosaiah have expressed shock and grief at the incident. The State Animal Husbandry and Dairy Development Minister N.R Sivapathi visited the grieved family members of those killed in the accident. Out of the 12-members of the Builders Association of India who had attended the National Conference at Delhi, eight had left for Kathmandu and had boarded the ill-fated flight.

The delegation level talks between BSF and BGB as part of the six day Director General level conference began in Dhaka today morning. BSF Director General Raman Srivastava is leading the twenty one member delegation during the talks at the BGB headquarters with the twenty three member Border Guard Bangladesh delegation led by its Director General Major General Anwar Hussain.
Apart from focusing on ways to strengthen co-operation in border security and management, the BSF delegation will raise issues related to the presence of Indian Insurgent Groups, deportation of leaders and members of Indian Insurgent Groups and handing over of Indian criminals during the talks with BGB. In addition to this, the talks will also focus on joint efforts by the BSF and BGB to prevent smuggling of Fake Indian Counterfeit Notes, Illegal Migration and trafficking of Women and Children.

Pakistan Foreign Minister Hina Rabbani Khar will return to her country after addressing the UN General Assembly in New York tomorrow. Earlier, she was asked by Prime Minister Yousuf Raza Gilani to cut short her visit to the US amid growing tensions between the two countries. Gilani had sent Khar to lead Pakistan's delegation to the UN General Assembly after calling off his visit to the US reportedly when the US President refused to meet him on the sidelines of the UN General Assembly. Pakistan Prime Minister's House officials in Islamabad had initially told the media that Khar would return immediately. Pakistan Foreign Ministry's officials later clarified that Khar would return to Islamabad after delivering her speech at the UN General Assembly.

Nepal’s Prime Minister Baburam Bhattarai has returned to Kathmandu this morning after participating in the 66th session of the United Nations General Assembly. On arrival at the Tribhuvan International airport, Mr. Bhattarai said that his trip was successful and he informed the International Community about the peace process and constitution drafting. On the sidelines of the Assembly, Mr. Bhattarai held bilateral talks with Indian Prime Minister Dr. Manmohan Singh, Chinese President Hu Jintao, Sri Lankan president Mahindra Rajapakse.

In Uttar Pradesh, the ruling Bahujan Samaj Party has suspended its former Member of Parliament, Balkrishna Chauhan, for indulging in anti-party activities. A party spokesman told our Correspondent that there were reports of Chauhan's dealing with other parties. Chauhan had won THE election as a BSP nominee from Ghosi constituency in 2004 but was denied ticket in the 2009 Lok Sabha election. Our Correspondent reports that BSP has suspended or expelled more than half a dozen MPs and MLAs from the party in the recent past.

The police have arrested two persons in connection with the murder of a young toll plaza attendant in Gurgaon, Haryana, over payment of toll fee. Gurgaon Police Commissioner SS Deswal said that Vijay Veer, a resident of a village near the toll plaza, had fired at 22-year-old Umesh Kumar Pandey from point-blank range after an argument over paying 27 rupees as toll fee. Mr. Deswal said that Vijay Veer was drunk at the time of committing the crime. The second arrested person has been identified as Vijay's friend Manjeet. Police have also seized Vijay's Bolero vehicle. Pandey was shot dead on Friday when he asked for the toll fee from the Bolero owner at Kheri Daula toll plaza near Gurgaon.

In Uttar Pradesh, about 30 people were killed and several others injured in different incidents of house and wall collapse due to incessant rainfall in several districts of eastern region of the state during the past 24 hours. About 18 people have died in Jaunpur district in different incidents. Our Lucknow correspondent reports that the state government has announced an ex-gratia payment of one lakh rupees each to the families of the deceased.
The government has released two crore rupees for rain and flood hit people of eastern districts and has rushed teams of National Disaster Relief Force and PAC to the affected districts. The district magistrates of the respective districts have been asked to remain on alert. Rain is still continuing in different districts of the region and it has wreaked havoc in eastern districts while water level was rising in major rivers poising a fresh threat of floods. Over 50 villages of Chandauli district has been flooded with rain waters in the past 24 hours. Train services on the busy Delhi- Howrah route was also remained paralysed due to the malfunctioning of signal system. Due to water logging at various places, road transport was also crippled. Odisha continues to experience one of the worst floods in recent memory with millions of people starving for relief and hundreds of villages still marooned. The flood in major rivers like Baitarani, Brahmani, Budhabalanga and Subarnarekha over more than 1,100 villages in 10 districts of the 30 districts in the state. The worst hit has been Bhadrak, Jajpur, Kendrapada and Keonjhar districts. Though water level of Subarnarekha, Budhabalanga, Baitarani have come down, Brahmani continues to rise. A large number of people have taken shelter over river embankments, house roofs and trees as flood water has entered or damaged their houses with road communication being cut off in flood water. Prices of essential commodities in the flood-affected areas have sky-rocketed due to short supply. According to reports received from the Odisha government, the death toll in the second phase of flood has increased to 19 and the flood has affected more than 22 lakh people.

Allocation of funds for research and development in science, technology and innovation will be doubled during the 12th five year plan starting April next year. The government will give more attention on strengthening water supply and sanitation in rural areas of the country during the 12th five year plan. The Rural Development Minister, Jairam Ramesh said this while speaking at a Workshop of State Secretaries of Rural water supply and Sanitation in New Delhi today. He said that government wants a fundamental change in these areas and advocated for stepping up public investments. He said that his ministry will soon introduce a scheme this year to incentivize local communities of the Gram Panchayat to strengthen the water management with an estimated cost of 1000 crore rupees. He said that the cabinet is expected to take a decision on this scheme within a week.

सीबीआई ने टू जी स्पैक्ट्रम आंवटन मामले में पूर्व दूरसंचार मंत्री ए राजा और दो अन्य लोगों पर विश्वासघात के नये आरोप लगाये हैं। विशेष सरकारी वकील यू यू ललित ने विशेष सीबीआई जज ओ पी सैनी के सामने आवेदन किया। उनका कहना था कि राजा और उनके पूर्व निजी सचिव आर के चंडोलिया और पूर्व दूरसंचार सचिव सिद्धार्थ बेहुरा पर भारतीय दंड संहिता की धारा ४०९ के तहत आपराधिक विश्वासघात का मामला बनता है।

सीबीआई के आवेदन में कहा गया है कि राजा और उनके दो पूर्व अधिकारियों को छोड़कर डीएमके सांसद कणिमोई और तीन दूरसंचार कंपनियों सहित सभी अन्य आरोपियों पर भारतीय दंड संहिता की धारा ४०९ और १२० बी के तहत आरोप लगाये जाने चाहिए।

सीबीआई ने इन लोगों के खिलाफ अपने दो आरोपपत्रों में उन पर भारतीय दंड संहिता की धारा १२० बी, ४२०, ४६८ और ४७१ के तहत दण्ड योग्य अपराध का दोषी होने का आरोप लगाया है।

कानून मंत्री सलमान खुर्शीद ने कहा है कि टू-जी स्पैक्ट्रम मुद्दे पर गृह मंत्री पी० चिदम्बरम के रूख के बारे में वित्त मंत्रालय की टिप्पणी से निकाले जाने वाले मतलब सही नहीं हैं। नई दिल्ली में आज मीडिया से बातचीत में श्री खुर्शीद ने कहा कि उन्होंने टिप्पणी देखी है, लेकिन अगर इस टिप्पणी के सभी हिस्सों को सही भी माना जाए, तो उससे निकाले जाने वाले अर्थ सही नहीं हैं। उन्होंने स्पष्ट किया कि वे यह राय अपनी निजी हैसियत से और एक वकील के रूप में दे रहे हैं। उन्होंने कहा कि मीडिया इस टिप्पणी पर जरूरत से ज्यादा ध्यान दे रहा है।

कांग्रेस ने कहा है कि पी. चिदंबरम ने तत्कालीन वित्त मंत्री के रूप में टू-जी स्पैक्ट्रम आवटन में कुछ गलत नहीं किया। पार्टी प्रवक्ता राशिद अल्वी ने कहा कि भारतीय जनता पार्टी को इस मुद्दे पर बयान देना बंद करना चाहिए, क्योंकि यह मामला न्यायालय में विचाराधीन है। उन्होंने कहा कि इस मुद्दे पर विपक्ष का आचरण उचित नहीं है।

गुजरात की राज्यपाल कमला बेनीवाल ने राज्य सरकार से मुख्यमंत्री नरेन्द्र मोदी के तीन दिन के सद्भावना उपवास पर हुए खर्च का ब्यौरा मांगा है। यह आयोजन पिछले सप्ताह अहमदाबाद में गुजरात विश्वविद्यालय के दीक्षांत हॉल में किया गया था। राज्यपाल ने इस बारे में सामान्य प्रशासन विभाग के अतिरिक्त मुख्य सचिव को पत्र लिखा है। हमारे संवाददाता ने बताया है कि श्री मोदी ने कल रात एक रैली में आरोप लगाया था कि कांग्रेस राजभवन के माध्यम से एक समानान्तर सरकार चला रही है । खबर है कि गुजरात सरकार ने तीन दिन के मुख्यमंत्री के उपवास पर ५५ करोड़ रूपए खर्च किए थे।

थलसेना ने आज बैलेस्टिक मिसाइल पृथ्वी-२ का सफल परीक्षण किया। यह मिसाइल परमाणु बम भी गिरा सकती है। यह परीक्षण आज सवेरे लगभग नौ बजे ओडिशा के बालेश्वर जिले में चांदीपुर केन्द्र से किया गया। जमीन से जमीन पर मार करने वाली यह मिसाइल भारतीय सेना में शामिल की जा चुकी है। आज का यह परीक्षण सेना की सामरिक बल कमान एस एफ सी ने किया। पृथ्वी-२ प्रक्षेपास्त्र साढ़े तीन सौ किलोमीटर तक मार कर सकता है। इस मिसाइल से एक हजार किलोग्राम तक का विस्फोटक ले जाया जा सकता है।

रक्षा मंत्री ए० के० एंटनी ने कहा है कि हमारे नाजुक और खतरनाक पड़ौस ने एक पेचीदा सुरक्षा माहौल पैदा कर दिया है। आज नई दिल्ली में अपने मंत्रालय की संसदीय सलाहकार समिति को संबोधित करते हुए श्री एंटनी ने कहा कि उन्होंने नौसेना से द्वीपीय क्षेत्रों की सुरक्षा के लिए एक व्यापक कार्य-योजना तैयार करने को कहा है। उन्होंने कहा कि अंतर्राष्ट्रीय व्यापार और ऊर्जा की जरूरतों को देखते हुए समुद्री आवागमन मार्गों को सुरक्षित करना भी जरूरी हो गया है। तटवर्ती सुरक्षा को मजबूत करने के लिए सरकार द्वारा बड़े पैमाने पर किए गए प्रयासों की चर्चा करते हुए श्री एंटनी ने कहा कि २६ नवम्बर के मुम्बई आतंकी हमले के बाद पिछले तीन सालों में भारतीय नौसेना और तटरक्षक संगठन के लिए पूंजीगत खर्च दोगुना कर दिया गया है।

सोमालियाई समुद्री डकैती के बारे में रक्षा मंत्री ने कहा कि दुनिया की २० नौसेनाएं अदन की खाड़ी में निगरानी कर रही हैं और भारत भी उनके साथ सहयोग कर रहा है। उन्होंने इस बात पर जोर दिया कि संयुक्त राष्ट्र के तहत संयुक्त प्रयासों के बेहतर परिणाम निकल सकते हैं।

अफगानिस्तान ने पाकिस्तान को चेतावनी देते हुए देश के उत्तर-पूर्वी हिस्से में रॉकेट दागने और गोलाबारी रोकने को कहा है। अफगान के रक्षा मंत्रालय ने कड़े शब्दों में पाकिस्तानी सेना पर पिछले पांच दिनों में कुनार और नूरिस्तान प्रांतों में तीन सौ से अधिक तोप के गोले और रॉकेट दागने का आरोप लगाया है। मंत्रालय द्वारा जारी एक बयान में कहा गया है कि इस गोलाबारी से कई अफगान नागरिक मारे गए हैं और कइयों के घर तबाह हो गए हैं, जिसकी वजह से वे बेघर हो गए हैं।

संयुक्त राष्ट्र महासभा को संबोधित करते हुए डॉ० मनमोहन सिंह ने विश्व चुनौतियों का सामना करने के लिए संयुक्त राष्ट्र द्वारा नेतृत्व की भूमिका निभाने पर जोर दिया। उन्होंने कहा कि भारत अपनी भूमिका निभाने के लिए तैयार है। प्रधानमंत्री ने संयुक्त राष्टसंघ को अधिक सशक्त और कारगर बनाने पर जोर देते हुए कहा कि इसके लिए संयुक्त राष्ट्र महासभा को मजबूत करना होगा। उन्होंने विश्व अर्थव्यवस्था में मंदी, आतंकवाद, पश्चिम एशिया तथा उत्तर अफ्रीका में सामाजिक और राजनीतिक उथल-पुथल के अलावा फलस्तीनियों द्वारा संयुक्त राष्ट्रसंघ की पूर्ण सदस्यता प्राप्त करने की कोशिशों जैसे विभिन्न मुद्दों पर विस्तार से चर्चा की।

सरकार ने सिक्किम में भूकंप से प्रभावित लोगों में १४ करोड़ २१ लाख रूपए की राहत राशि बांटी है। गृह मंत्रालय के एक प्रवक्ता ने आज नई दिल्ली में कहा कि भूकंप पीड़ितों को मनोवैज्ञानिक-सामाजिक देखभाल उपलब्ध कराने के लिए बंगलौर के निमहान्स के पांच विशेषज्ञों का एक दल सिक्किम रवाना हो गया है।

ओड़िशा में ब्राह्मणी, बैतरणी, सुबर्णरेखा, बूढ़ाबलंगा, महानदी जैसी बड़ी नदियों का पानी घटने के बावजूद राज्य के कई हिस्सों में बाढ़ की स्थिति गंभीर बनी हुई है। भद्रक, जाजपुर, केंद्रपाड़ा और क्योंझर जिलों के बड़े-बड़े इलाके पानी में डूब गए हैं। हमारे संवाददाता ने बताया है कि सात हैलीकॉप्टरों को राहत कार्यों में लगाया गया है, लेकिन बाढ़ के पानी का स्तर काफी ऊंचा होने के कारण वे खाने के पैकेट नहीं गिरा सके हैं।

उत्तर प्रदेश में वर्षा से जुड़ी घटनाओं में मरने वालों की संख्या ३८ हो गई है। राज्य के राहत आयुक्त ने बताया कि जौनपुर में बीस लोगों की मौत हुई है, जबकि वाराणसी जिले से छह लोगों के मरने की खबर है। इसी तरह वर्षा से बुरी तरह प्रभावित मिर्जापुर जिले में दस और चंदौली जिले में दो लोगों के मरने की सूचना है।

सरकारी खरीद प्रक्रिया में भ्रष्टाचार खत्म करने के लिए सरकार, सार्वजनिक खरीद विधेयक ला रही है। प्रधानमंत्री कार्यालय में राज्यमंत्री वी नारायणसामी ने आकाशवाणी के साथ भेंटवार्ता में बताया कि विभिन्न सामग्री की सरकारी खरीद पर हर वर्ष दो लाख करोड़ रुपये खर्च किये जाते हैं। उन्होंने बताया कि इसमें कथित भ्रष्टाचार पर काबू पाने के लिए खुली निविदा के जरिये खरीद की जाएगी।

निजी क्षेत्र में भ्रष्टाचार एक प्रमुख मुद्दा है। जो इस देश की जनता के लिए चिंता का विषय है। निजी क्षेत्र में उन लोगों के खिलाफ कार्रवाई होनी चाहिए जो भ्रष्टाचार में शामिल हैं। भारतीय दंड संहिता में जल्द ही संशोधन लाया जायेगा।

बोम्बे स्टाक एक्सचेंज का सेंसेक्स १११ अंक नीचे १६ हजार ५१ पर बंद हुआ। नेशनल स्टाक एक्सचेंज का निटी ३२ अंक गिरकर चार हजार ८३५ पर आ गया। रुपया डॉलर के मुकाबले दो पैसे कमजोर हुआ और एक डॉलर की कीमत ४९ रुपये ४६ पैसे दर्ज हुई। सोना दिल्ली में छह सौ रुपये की गिरावट से २६ हजार ७४० रुपये प्रति दस ग्राम पर आ गया। चांदी पांच सौ रुपये सस्ती होकर ५३ हजार पांच सौ रुपये प्रति किलो दर्ज हुई। अमेरिका में कच्चे तेल की वायदा कीमत एक डॉलर बढ़कर ८० डॉलर ८५ सेंट प्रति बैरल हो गई।

सरकार ने मौजूदा रबी मौसम में दालों का उत्पादन २७ लाख ८० हजार टन बढ़ाने के लिए आपात योजना तैयार की है। सरकारी विज्ञप्ति के अनुसार इसके लिए ८० करोड़ रुपये का आवटन किया गया। इस योजना के तहत दालों की बुआई के रकबे में बढ़ोतरी की जाएगी और उत्पादकता बढ़ांई जाएगी। इसमें चना, अरहर, मटर और मसूर दालों को शामिल किया गया है।

The CBI today moved a designated special court for slapping the fresh charge of breach of trust by public servants, against former Telecom Minister A Raja and two others in the 2G spectrum allocation case. Special Public Prosecutor U U Lalit filed an application before Special CBI Judge O P Saini, saying a case of criminal breach of trust under Section 409 of the Indian Penal Code is "certainly made out" against Raja, his former private secretary R K Chandolia and former telecom secretary Siddharth Behura.The CBI plea said, besides Raja and two former officials, all others, including DMK MP, Kanimozhi and three telecom firms should be charged under section 409  with 120 B of the IPC. The CBI, in its two charge sheets against the accused, have booked them for the offences punishable under section 120B, 420, 468 and 471 of IPC besides various provisions of the Prevention of Corruption Act. The defence counsel, however, opposed the CBI's plea saying, the prosecution just want to delay the proceedings of framing of charges against the accused.

Law Minister Salman Khurshid today said inferences drawn out of the Finance ministry note on Home Minister P Chidambaram's stand on 2G spectrum issue were not correct. Speaking to media in New Delhi, Mr Khurshid said he has seen the note. He, however, added, even if all parts of the note are believed to be correct, the inferences drawn are not correct. The minister who made it clear that he was giving opinion in his personal capacity and in the capacity of a lawyer, claimed that the matter was not so big as has been projected by the media. He said, the media was giving unnecessary attention to the note which, according to him, had no meaning. The minister said, the note was actually a summary prepared by an official at the lower level.

Gujarat Governor, Dr. Shrimati Kamala Beniwal has asked the State Government to furnish details of expenditure incurred on Chief Minister Narendra Modi's three-day Goodwill fast. The fast was held at the convention Hall of Gujarat University in Ahmedabad last week. The Governor wrote a letter to the Additional Chief Secretary of the general administrative department to provide the details of expenditure. Our Ahmedabad Correspondent reports that the Governor's move comes after Chief Minister Narendra Modi alleged in a rally held  last evening, that the Congress was trying to run a parallel government through Rajbhavan.

Prime minister Dr. Manmohan Singh has left New York for Frankfurt enroute to New Delhi on his return journey home after attending the 66th session of the United Nations General Assembly. Dr. Singh, who reached New York on 22nd of this month, also held wide ranging discussions with global leaders on the common challenges facing the world. In his address to the UN General Assembly, Dr. Singh strongly advocated for reassuming leadership role by the United Nations to meet global challenges. He said, India is ready to play its own role. Dr. Singh stressed the need for making the UN stronger and more effective by strengthening the UN General Assembly and through reforms and expansion of the decision making Security Council to reflect contemporary realities. The Prime minister held bilateral meetings with the leaders of Srilanka, Iran, Japan, Nepal, and South Sudan and discussed issues of mutual concern and the international situation.

India today successfully test-fired its indigenously developed, nuclear-capable, ballistic missile Prithvi-II from the Integrated Test Range (ITR) at Chandipur in Balasore district off Odisha coast. The missile mounted on a mobile launcher blasted off from the launch complex number 3 in the ITR at 8:58 this morning. The missile with a maximum striking range of 350 km is capable of carrying a pay-load of 1,000 kilogram. The test firing of the surface-to-surface missile, which has already been inducted into Indian armed forces, is a users trial by the Army’s specialised group 'Strategic Force Command.

Senior researcher Mahan Maharaj at the Howrah-based Ramkrishna Mission Vivekananda University and Amit Prakash Sharma of the Delhi-based International Centre for Genetic Engineering and Biotechnology  were among 11 scientists selected for the prestigious Shanti Swarup Bhatnagar Prize. The prizes were announced by  the Council of Scientific and Industrial Research, CSIR  Director General Samir Brahmachari on its Foundation Day ceremony in New Delhi today. On this occasion, Science and Technology minister Vilasrao Deshmukh suggested to start two more Shanti Swarup Bhatanagar Awards on trans-disciplinary research and innovation fields.

We need to recognize contribution of our scientists and technologists in these two important domains. The government is bringing in a Public Procurement Bill to combat corruption in the procurement process. In an exclusive interview to All India Radio, the Minister in the office of Prime Minister Mr. V. Narayanasamy said that the government spends two lakh crore rupees per annum on procurement of different materials. The Minister said that to check the reported corruption in this sector, the procurement will be done through open tendering.

We would like to bring a public procurement bill and so that it will be an open system by which nobody can say anything that the corruption is involved in that because if it is a open tender policy which is a transparent policy there will be no question of any kind of allegation against the officers  concern.

That NGO'S also can be brought under the ambit of Lokpal bill is it before the standing committee ultimately standing committee will consider that and there after it is for the parliament to decide.

Falling for the fourth straight session, the Sensex at the Bombay Stock Exchange declined 111 points , or 0.7  percent, to 16,051, on concerns about second quarter corporate results and amid weak Asian markets, today. The Nifty lost 32 points, or 0.7 percent, to 4,835. Stock markets in Japan, China, Hong Kong, South Korea and Singapore fell between 1.5 percent and 2.6 percent. The rupee depreciated 2 paise, to 49.46 against the the dollar. Gold slipped 600 rupees, to 26,740 rupees per ten grams in Delhi. Silver dropped 500 rupees, to 53,500 rupees, per kilo. Government has disbursed 14.21 crore  rupees as relief among quake-hit people in Sikkim . A home ministry spokesperson said in New Delhi today, a five-member team of experts from NIMHANS, Bangalore to provide psycho-social care to quake victims ,is on its way to Sikkim. In Sikkim, the State government is working on a war-footing to extend all relief to the earthquake affected people. Our correspondent reports, the State Chief Minister Mr. Pawan Chamling today distributed ex-gratia payments and finacial assistance to 400 victims of the East district at Chintan Bhavan in Gangtok. Our correspondent reports that, no sorties could be made by the Army helicopters in the earthquake ravaged North district due to inclement weather. The Chief Minister Mr. Pawan Chamling announced that the road connectivity, electricity and drinking water supply will be restored through out the State before the Dussehara vacations. On the other hand, the Governor Mr. Balmiki Prasad Singh today announced to donate his one month’s emoluments to the Chief Minister’s Disaster Relief Fund .

Flood situation in many parts of Odisha continues to be grim even as major rivers like Brahmani, Baitarani, Subarnarekha, Budhabalanga, Mahanadi have started receding. The Defence Minister Mr. AK Antony today said that a sensitive and dangerous neighbourhood has created a complex security environment. Addressing the meeting of the Consultative Committee attached to his ministry in New Delhi, Mr. Antony said he had asked the Navy to prepare a comprehensive action plan for the security of Island territories as well. He said, the international trade and energy requirements have also necessitated secure sea lanes of communication.

Afghanistan has warned Pakistan to stop firing rockets and heavy artillery into the northeast of the country. In its strongest condemnation, the Afghan Defense Ministry accused the Pakistani army of firing more than 300 artillery rounds and rockets into Kunar and Nuristan provinces during the past five days. A statement issued by the ministry said several Afghan civilians have been killed by the shelling and hundreds have become homeless as their houses have been destroyed. The statement also warns Pakistan that such violations of sovereignty will have its effect on the friendly relations between the two neighboring countries.
