 भारत और अमरीका ने सभी देशों से आतंकवादियों की शरणस्थली और आतंकवादी ढांचे खत्म करने के लिए प्रभावी उपाय करने का आह्‌वान किया है। पहली आंतरिक सुरक्षा वार्ता के बाद कल नई दिल्ली में संयुक्त संवाददाता सम्मेलन में गृहमंत्री पी. चिदंबरम और अमरीका की गृहमंत्री जैनिट नैपोलिटानो ने कहा कि पाकिस्तान को मुंबई आतंकी हमलों में शामिल लोगों के खिलाफ न्याय प्रक्रिया जल्द पूरी करनी चाहिए। दोनों नेताओं ने मुंबई आतंकी हमलों की जांच में सहयोग करने पर चर्चा की और अपने देशों की सुरक्षा और मजबूत करने के लिए परस्पर सहयोग के दायरे को बढ़ाने के लिए प्रतिबद्धता दोहराई। सुश्री नैपोलिटानो ने कहा कि दोनों देशों के सामने एक जैसी चुनौतियां हैं और इनसे निपटने के लिए साझा रणनीति तैयार करनी होगी।
 अमरीका की गृहमंत्री ने कहा कि लश्कर-ए-तैय्यबा भी अलकायदा के समान ही खतरनाक है जो निर्दोष लोगों को मारना चाहता है। उन्होंने कहा कि शिकागो की अदालत में डेविड कोलमैन हेडली पर मुकदमा पूरा हो जाने के बाद भारत को उससे पूछताछ करने दी जाएगी।
श्री चिदंबरम ने कहा कि पाकिस्तान आतंकवाद का इस्तेमाल राष्ट्रीय नीति के रूप में कर रहा है। उन्होंने कहा कि पाकिस्तान का सरकारी ढांचा कमजोर हो चुका है जो भारत के लिए चिंता का विषय है।वार्ता का अगला दौर अगले वर्ष वाशिंगटन में होगा।

 भारत ने फ्रांसिसी हथियार और संबंधित साजोसामान की बिक्री पाकिस्तान को किये जाने पर फ्रांस को अपनी चिंताओं से अवगत कराते हुये कहा है कि इन हथियारों का इस्तेमाल आतंकवाद के खिलाफ नहीं बल्कि अन्य उद्देश्यों के लिए किया जाता है। रक्षामंत्री ए के एंटनी और भारत की यात्रा पर आये फ्रांस के रक्षा मंत्री जिरार्ड लाँगेत से बातचीत के दौरान यह मुद्दा उठाया गया। श्री लाँगेत ने तीनों सेनाध्यक्षों से भी मुलाकात की। नई दिल्ली में संवाददाताओं से बातचीत में फ्रांसीसी रक्षामंत्री ने दलील दी कि फ्रांस ने किसी अन्य उद्देश्य के लिए नहीं बल्कि आतंकवाद से निपटने के लिए पाकिस्तान को हथियार दिये हैं।

 अमरीका ने भारत को अवैध धन और जाली मुद्रा की समस्या से निपटने में मदद देने के अलावा सीमापार आतंकवाद से जुड़े मुद्दों पर भी सहयोग की पेशकश की है। अमरीका की गृह मंत्री जेनेट नेपोलीटानो ने कल नई दिल्ली में वित्त मंत्री प्रणब मुखर्जी से मुलाकात की और आपसी सहयोग के मुद्दों पर चर्चा की। बैठक में श्री मुखर्जी ने अवैध धन, मादक पदार्थों की तस्करी के धन की प्रवाह और देश से बाहर भेजे जाने वाले काले धन की जांच में सहयोग की आवश्यकता पर बल दिया।

 अमरीका ने पाकिस्तान की से हो रही आतंकवादी गतिविधियों के खिलाफ पाकिस्तान से निर्णायक कार्रवाई करने को कहा है। अमरीकी विदेश मंत्री हिलेरी क्लिंटन ने कल इस्लमाबाद में बताया कि उन्होंने पाकिस्तान के राष्ट्रपति, प्रधानमंत्री और सेनाध्यक्ष से आतंकवादियों के खिलाफ कड़ी कार्रवाई करने को कहा है। उन्होंने कहा कि पाकिस्तान की जमीन से हो रहे आतंकवाद को रोकने की जिम्मेदारी उसी की है। श्रीमती क्लिंटन ने अपने पाकिस्तान दौरे को महत्वपूर्ण बताते हुए कहा कि ओसामा बिन लादेन मारा जा चुका है, लेकिन अलकायदा और आतंकवाद को बढ़ावा देने वाले अब भी गंभीर खतरा हैं।

हम ऐसे मोड़ पर पहुंचे हैं जहां अमेरिका पाकिस्तान की समस्या का समाधान नहीं कर सकता। यह पाकिस्तान पर ही निर्भर करता है कि वह किस तरह से इस समस्या से निपटे। पाकिस्तान को समझना चाहिए कि वह अमेरिका विरोधी भावना और साजिश के सहारे अपनी समस्या का निदान नहीं कर सकता।

 प्रधानमंत्री डॉक्टर मनमोहन सिंह ने कहा है कि भारत और तंजानिया के बीच व्यापक और महत्वाकांक्षी संबंध विकासशील देशों के बीच सहयोग का एक आदर्श प्रस्तुत कर सकता है।
 तंजानिया के राष्ट्रपति जकाया किकवेते द्वारा दारेस्सलाम में कल प्रधानमंत्री के सम्मान में आयोजित भोज में डॉक्टर सिंह ने कहा कि दोनों बड़े लोकतंत्रों के सामने अर्थव्यवस्था को मजबूत बनाने और विकास का लाभ वंचित वर्ग तक पहुंचाने की एक जैसी चुनौतियां हैं।
 यह कहते हुए कि भारत और तंजानिया को अंतर्राष्ट्रीय शांति और स्थिरता के लिए मिलकर काम करना चाहिए, प्रधानमंत्री ने कहा कि वैश्वीकरण का लाभ दोनों देशों को बराबर मिले इस बात का भी ध्यान रखा जाना चाहिए। उन्होंने कहा कि वैश्विक स्तर पर सभी मंचों पर विकासशील देशों की महत्वाकाक्षांए पूरी हों यह दोनों देशों को सुनिश्चित करना होगा।
 दारेस्सलाम इंस्टीट्यूट ऑफ टेक्नोलॉजी का उद्घाटन करने के बाद प्रधानमंत्री ने बताया कि भारत तंजानिया को विश्वस्तरीय आईटी इंजीनियरों को तैयार करने के लिए हर तरह की मदद देने को तैयार है। उन्होंने कहा कि भारत क्षमता निर्माण के लिए काम करने को तत्पर है और उन्होंने तंजानिया के छात्रो ंको भारत में अध्ययन, प्रशिक्षण और विशेषज्ञता हासिल करने के लिए आमंत्रित किया।
 हमारे संवाददाता ने खबर दी है कि प्रधानमंत्री की यात्रा भारत के अफ्रीका के साथ ऐतिहासिक मैत्रीपूर्ण संबंधों को एक नया आयाम देने में सफल रहीं।

 नेपाल में संविधान सभा का कार्यकाल आज रात खत्म हो रहा है। प्रमुख राजनीतिक दलों के बीच गतिरोध खत्म नहीं हुआ है। जिससे संवैधानिक संकट और गहरा गया तथा शांति प्रक्रिया पर अनिश्चितता बनी हुई है।
 अंतरिम संविधान सभा और शांति प्रक्रिया का कार्यकाल बढ़ाने पर सत्तारूढ़ सीपीएन-यूएमएल, यूसीपीएन (माओवादी) के नेताओं और विपक्षी कांग्रेस के बीच मतभेद बने रहे। प्रधानमंत्री झालनाथ खनाल, माओवादी अध्यक्ष पुष्पकमल दहल प्रचंड और नेपाली कांग्रेस के नेता सुशील कोइराला ने कल काठमांडू में दो दौर की बातचीत की। नेपाली कांग्रेस इस बात पर अड़ी रही कि सरकार को संविधान सभा का कार्यकाल बढ़ाने के लिए समर्थन देने से पहले माओवादी अपने हथियारों के जखीरे की चाबी सरकार को सौंप दें, जबकि माओवादियों का तर्क है कि वे एकीकरण प्रक्रिया शुरू होने से पहले ऐसा नहीं कर सकते।
 संविधान सभा, विधायी-संसद के रूप में भी काम करती है। संविधान सभा में कल संशोधन विधेयक पेश करने की सरकार की कोशिश फिर विफल रही। इसे आज पेश किया जाएगा।

 यमन में सरकारी बलों और कबायली लड़ाकों के बीच लड़ाई कल शाम से रूकी हुई है। कबायली नेता सादिक अल-अहमर ने बताया कि उसके लड़ाकों और सुरक्षाबलों के बीच सना में होने वाली मध्यस्थता के लिए समझौता हो गया है। कबायली और सेना सूत्रों के हवाले से खबरों में कहा गया है कि कल के घमासान में बारह कबायली लड़ाके और कई जवान मारे गए। इस महीने की तेइस तारीख से शुरू हुई इस लड़ाई में अब तक अस्सी से ज्यादा लोग मारे जा चुके हैं।

कबीलाई सशस्त्र लड़ाकुओं के नेता द्वारा युद्ध विराम की घोषणा पांच दिनों से चली भीषण लड़ाई के बाद की गई। इस संघर्ष ने युवाओं द्वारा ३२ सालों से शासनरत राष्ट्रपति के सत्ता छोड़ने की मांग को लेकर चलाये जा रहे अंिहंसक प्रदर्शनों को नेपथ्य में धकेल दिया है। देश में राजनैतिक तनाव के खात्मे को लेकर खाड़+ी सहयोग परिषद् की मध्यस्थता वाले समझौते पर हस्ताक्षर करने से राष्ट्रपति सालेह अब तक इनकार करते रहे हैं। राजधानी सना में भारतीय दूतावास द्वारा एक सहायता कक्ष की स्थापना भी की गई है। धीरेंद्र ओझा, आकाशवाणी समाचार

 उच्चतम न्यायालय ने कहा है कि न्यायधीशों का आचरण अदालत के भीतर और बाहर दोनों जगह अनुकरणीय होना चाहिए। उच्चतम न्यायालय ने सिक्किम के मुख्य न्यायाधीश पी.डी. दिनकरन की उस याचिका को खारिज कर दिया, जिसमें दलील दी गई थी कि उनका कथित आचरण न्यायिक कार्यों से नहीं जुड़ा है इसलिए उनके खिलाफ महाभियोग नहीं लगाया जा सकता।

 दिल्ली उच्च न्यायालय के बाहर बुधवार को हुये विस्फोट के सिलसिले में उत्तर प्रदेश के गाजियाबाद जिले में एक व्यक्ति को हिरासत में लिया गया है। हमारे संवाददाता ने खबर दी है कि मामले की जांच कर रहे दिल्ली पुलिस के विशेष सेल के एक दल ने गाजियाबाद जिले के पिलखुआ में छापामारी कर एक युवक को हिरासत में लिया है।

 सरकार, जून महीने के लिए १८ लाख ५७ हजार टन चीनी आवंटित करेगी। इसमें दो लाख सात हजार टन लेवी चीनी और साढे १६ लाख टन गैर लेवी चीनी शामिल है। सरकारी विज्ञप्ति के अनुसार ये मात्रा देश में चीनी की मांग को पूरा करने के लिए पर्याप्त है।

 India and the US have called for effective steps by all countries to eliminate safe havens and infrastructure for terrorism. Addressing a joint press conference in New Delhi yesterday, after the first  Homeland Security Dialogue, the Home Minister Mr. P. Chidambaram and his US counterpart Ms. Napolitano said, Pakistan must move expeditiously in prosecuting those involved in Mumbai terror attacks. The two leaders discussed cooperation in the investigations into 2008 Mumbai attacks and committed to expand bilateral cooperation to further strengthen their capacity to secure their countries. Ms. Napolitano said US and India face common threats and they must develop common approaches to deal with it.
 She  said, the Lashkar-e-Toiba is as dangerous an outfit as Al-Qaeda as they seek to take innocent lives.

LeT ranks right up there with Al-Qaeda and Al-Qaeda related groups as a terrorist organisation. One that seeks to harm people and take innocent lives."
  Ms. Napolitano said India will be given more access to question David Coleman Headley after his trial is over in the Chicago court.
 Mr. Chidambaram charged Pakistan with using terror as an instrument of state policy.

"After the opening session, they dealt with subjects as port, border and coastal security, mega city  policing and sharing of information  on illicit finance, financial fraud, Cyber  Security and infrastructure protection, capacity building, technology upgradation and modernisation. "
 Mr. Chidambaram said, the state structure in Pakistan has become fragile which is a cause of concern for India. The next round of dialogue will be held in Washington next year.

 The US has offered assistance to India in countering money laundering and fake currency menace, besides cooperation in issues related to cross-border terrorism. Secretary of the US Department of Homeland Security Janet Napolitano called on Finance Minister Pranab Mukherjee in New Delhi yesterday and the two leaders explored the untapped areas of bilateral cooperation. In the meeting, Mr. Mukherjee stressed on the need for cooperation in investigations relating to money laundering, drug-money flow, stashing of black money abroad and transfer-pricing mechanism. The two sides also decided to work together in various areas relating to finance ministry with particular emphasis on Customs issues.

 The United States has asked Pakistan to take decisive steps against the terrorists operating from its soil. The US Secretary of State Hillary Clinton who arrived in Islamabad yesterday on an unannounced visit, said that she had asked Pakistan's President, the Prime Minister as well as the Army Chief to do more to fight militants. She described her visit to Pakistan as a turning point saying that though Osama Bin Laden is dead,  Al-Qaeda and its syndicate of terror remain a serious threat.

"We have reached a turning point. America cannot and should not solve Pakistan's problems. That's upto Pakistan. But in solving its problems, Pakistan should understand, the anti-Americanism and conspiracy theories will not make problems disappear."

 India has conveyed its concern to France over its sale of armament to Pakistan amid apprehensions that such supplies are used for purposes other than fight against terror. The issue was raised during the meeting between Defence Minister A K Antony and the visiting French Defence Minister Gerard Longuet. The visiting dignitary also met Chiefs of Services. Talking to newspersons in New Delhi yesterday, Longuet argued that the French supplies are to enable Pakistan intercept terrorists and nothing else.

       The Prime Minister has asked all concerned ministries not to sit over the Shunglu committee report on alleged irregularities in the conduct of the 2010 Commonwealth Games and take action on the basis of findings agreeable to them. In a directive issued to the ministries, the Prime Minister Dr. Manmohan Singh has told them that in case they agree with the findings, they should go ahead and take action. In case there was some disagreement with the report, the ministries should get back to the PMO.

 Prime Minister Dr Manmohan Singh has said India and Tanzania as two leading democracies should aim to build a broad and ambitious relationship that can serve as a model of cooperation among developing countries. Speaking at the banquet hosted by the Tanzanian President Jakaya Kikwete at Dar-es-salam yesterday, Dr Singh said both countries face the common challenges of accelerating economic development and of ensuring that its fruits reach the most disadvantaged sections. prime Minister Dr. Manmohan Singh said that India is a major buyer of tanzanian agriculture products.

"India is a major buyer of Tanzanian agricultural products. Many Indian companies are operating here and are keen to diversify and increase their investment. I agree with the President that the  1.3 billion dollar  level of investment as it stands now is not too small and it should be our joint endeavor to accelerate the tempo of investment and capital flow between our two countries."
 Pointing out that India and Tanzania should work together for international peace and stability, the Prime Minister said steps should be in place to ensure that the fruits of globalization are shared equitably.

"We are very concerned in the area of peace and security. Terrorism and Piracy are two major problems we both face. We have decided to intensify consultation and co-ordination to combat such acts. India has contributed to several UN Peace keeping missions in Africa."
 Later launching the Dar-es-Salaam Institute of Technology,  the Prime Minister said India is ready to provide all help to enable Tanzania to create a pool of world-class IT professionals. Dr Manmohan Singh leaves for New Delhi this afternoon after completing his six day long visit to Ethiopia and Tanzania. A report from our correspondent.

 In Nepal with hours to go before the term of the Constituent Assembly which ends tonight, the major political parties have failed to end the deadlock deepening the constitutional crisis and uncertainty over the peace process. The leaders are to continue talks today to try forge consensus .The coalition government has registered a bill for amending the interim constitution and extending the term but it does not have the two-third majority in the 601 member house.  In Yemen, fighting between government forces and tribal militia has been halted since last evening. Tribal chief Sadiq Al Ahmar said that there is a truce between his fighters and security forces in Sana’a for mediation to take place. Reports quoting tribal and military sources said that 12 tribesmen and several Guards were killed and wounded in fighting yesterday. More from our correspondent.

"The ceasefire has been announced by tribal militia chief after 5 days of deadly fighting with government forces. The clashes have pushed the popular non violent demonstrations against president in the background, which was led by youth since January this year demanding the end of 32 year rule of President Saleh. Earlier, President Saleh refused to sign a Gulf Cooperation Council-sponsored accord that would have seen him cede power in exchange for immunity from prosecution.

 Meanwhile, the Indian government has issued an advisory to Indian nationals in Yemen to exit the country through whatever commercial means available. Till such time they are able to exit, Indian nationals are also advised not to venture out except under absolutely unavoidable circumstances.  The Supreme Court  has said a judge's conduct "must be exemplary" both within and outside the court. The Apex court has  rejected Sikkim Chief Justice  P D Dinakaran's plea that he can't be impeached for alleged misconduct not connected with discharge of judicial duties.
     A bench of justices G S Singhvi and A K Patnaik said a judge cannot walk into a shopping mall, pick up an article of his choice and simply walk away without footing the bill.    
       The bench remarked  that  any conduct that brings down the dignity of the court cannot be accepted.

The statements by Janet Napolitano, US secretary for homeland security, currently on a visit to India, and Hillary Clinton, who's visiting Pakistan, are prominently reported by dailies.  Hindustan Times, The Tribune, The Statesman and The Asian Age have almost identical headlines on their front pages, quoting Napolitano as saying that the LeT is as dangerous as Al Qaeda.  The Tribune describes Hillary Clinton's statement that there was no evidence of any senior Pakistani official knowing about bin Laden's whereabouts, but that Pakistan needs to do more, as "Clinton sheathes iron fist in velvet glove."
A news item in The Asian Age reveals that documents seized at Abbottabad point out to bin Laden and his aides having discussed making a deal with Pakistan, entailing refrain from attacking the country in exchange for protection to bin Laden.

सरकार ने एक समिति बनाई है, जो देश में काला धन जमा करने और अवैध तरीके से उसे विदेशों में भेजने पर काबू पाने के लिए सम्बद्ध कानूनों को मजबूत करने पर विचार करेगी। नौ सदस्यों की इस समिति की अध्यक्षता केन्द्रीय प्रत्यक्ष कर बोर्ड के अध्यक्ष करेंगे। वित्त मंत्रालय की विज्ञप्ति के अनुसार यह समिति गैर-कानूनी तरीको से काला धन जमा करने की समस्या से निपटने के मौजूदा कानूनी और प्रशासनिक ढांचे की जांच करेगी तथा अवैध तरीके से जमा की गई संपत्ति को राष्ट्रीय संपत्ति घोषित करने, इस तरह की संपत्ति को कब्जे में लेने के लिए मौजूदा कानूनों में संशोधन करने और काला धन जमा करने वालों को कड़ा दण्ड देने जैसे उपायों पर विचार करेगी। समिति सभी सम्बद्ध पक्षों से विचार-विमर्श करेगी और छह महीने के अंदर अपनी रिपोर्ट दे देगी। एक रिपोर्ट -

सरकार की यह पहल काले धन की समस्या से निपटने के लिए देश में मौजूद कानून को और भी अधिक मजबूत कर अवैध धन की उत्पत्ति पर रोक लगाने की दिशा में एक सार्थक कदम है। संकेत साफ है कि ऐसे गैर कानूनी धन को जब्त कर राष्ट्रीय संपत्ति घोषित कर दी जाएगी। सरकार ने पिछले महीनें भी उच्चतम न्यायालय में हलफनामा दर्ज कर काले धन की जांच की निगरानी के लिए विभिन्न जांच एजेंसियों की अध्यक्षता में एक उच्च स्तरीय कमिटी के गठन की जानकारी दी थी। काले धन पर सुप्रीम कोर्ट  की जांच गैर सरकारी संगठनों की पहल विभिन्न सरकारी उपायों के साथ-साथ प्रधानमंत्री द्वारा भ्रष्टाचार के खिलाफ जंग के आह्‌वान से लगता है कि सामानांतर अर्थव्यवस्था चलाने वालों की अब खैर नहीं। आकाशवाणी समाचार के लिए शंभूनाथ चौधरी के साथ मैं सुमिता यादव।

नेपाल में अंतरिम संविधान सभा का कार्यकाल आज रात समाप्त हो रहा है। उसका कार्यकाल बढ़ाने को लेकर मतभेद दूर करने के लिए सत्तारूढ़ यू सी पी एन माओवादी, सी पी एन-यू एम एल और विपक्षी नेपाली कांग्रेस की आज काठमांडु में अलग -अलग बैठक हुई। तीनो पार्टियों की आज आपस मे भी बैठक होगी।
 विपक्षी नेपाली कांग्रेस ने देश में शांति और मसौदा प्रक्रिया के बारे में अपने दस सूत्री प्रस्ताव पर कायम रहने का फैसला किया हैं। उसका कहना है कि संविधान सभा का कार्यकाल बढाने से पहले विद्रोहियों से हथियार ले लिए जाने चाहिए। हमारे संवाददाता ने बताया कि उधर माओवादी भी हथियारों के भंडार की चाबी सरकार को न सौपने पर अडे+ हुए हैं।

संविधान सभा के कार्यकाल को बढ़ाने के बारे में ६०१ सदस्यीय सभा में अभी अनिश्चितता बनी हुई है। नेपाल में अन्तरिम संविधान के तहत अप्रैल २००८ में संविधान गठन किया गया था, जिसका मुख्य उद्देश्य संविधान का मसौदा तैयार करना और संवैधानिक संसद के रूप में कार्य करना था। सभा का दो वर्ष का कार्यकाल पिछले वर्ष २८ तारीख को एक साल के लिए बढ़ाया गया था। राजनैतिक मतभेदों का असर संविधान सभा पर पड़ा है, क्योंकि नेपाल में सात महीनों तक कार्यकारी प्रधानमंत्री रहे और श्री खनाल के नेतृत्व वाली वर्तमान सरकार का गठन इस साल फरवरी को १७ बार मतदान के बाद किया गया। काठमांडू से जेन नामचू की रिपोर्ट के साथ दिल्ली से मैं सुनीता जैन।
 इस बीच, प्रधानमंत्री झाला नाथ खनाल आज राष्ट्रपति राम बरन यादव से मिले। मुलाकात के बाद श्री खनाल ने कहा कि राष्ट्रपति राजनीतिक दलो के बीच एकता चाहते हैं। प्रधानमंत्री ने विश्वास व्यक्त किया कि आम सहमति बन जाएगी और संविधान सभा का कार्यकाल बढ़ाया जा सकेगा।

 ओसाम बिन लादेन के मारे जाने के बाद अमरीका ने पांच आतंकवादियों की सूची तैयार की है, जिनके बारे में वह पाकिस्तान से तुरंत खुफिया जानकारी की उम्मीद करता है और संयुक्त कार्रवाई में उन्हें निशाना बना सकता है। अमरीकी अधिकारियों के अनुसार इस सूची में अलकायदा का दूसरे नंबर का शीर्ष नेता अयमन अल ज+वाहिरी, मुल्ला उमर और मुंबई आतंकी हमलों से सम्बन्धित इलियास कश्मीरी का नाम भी है। इस्लामाबाद में मीडिया की खबरों में कहा गया है कि कल इस्लामाबाद में अमरीका की विदेश मंत्री हिलेरी क्लिंटन की पाकिस्तानी नेताओं के साथ बातचीत सहित पिछले दो हफ्तों में पाकिस्तान और अमरीका के अधिकारियों के बीच हुई तीन बैठकों के दौरान इस सूची पर विचार हुआ।
 इस सूची में हक्कानी नेटवर्क का कार्रवाई प्रमुख कमांडर सिराजुद्दीन हक्कानी और अलकायदा का लीबिया अभियान का प्रमुख अतिया अब्दुल रहमान का नाम भी शामिल है। अतिया अब्दुल रहमान ओसामा बिन लादेन और दुनियाभर में अलकायदा से सम्बन्धित नेटवर्क के बीच प्रमुख कड़ी के रूप में सामने आया है। खबरों में कहा गया है कि अमरीका इस सूची से यह परखना चाहता है कि पाकिस्तान, अपनी जमीन पर लम्बे समय से पनाह लिए आतंकवादियों के खिलाफ कार्रवाई के बारे में कितना गंभीर है। एक अमरीकी सूत्र ने भी इस सूची के मौजूद होने की पुष्टि की है। पाकिस्तान के अखबार डॉन ने सूत्रों के हवाले से कहा है कि पाकिस्तान के नेताओं को यह स्पष्ट संदेश दिया गया है कि या तो वो आतंकवादियों से निपटने में सहयोग दें, नहीं तो अमरीका खुद उनसे निपट लेगा।

अमरीका ने आखिरकार पाकिस्तान को एक लिस्ट दी है, जिसमें इलियास कश्मीरी का नाम है। इलियास कश्मीर वही आतंकवादी हैं, जिन्होंने एक जमाने में लश्करे तैयबा के साथ कश्मीर में आतंक फैलाया था। कहा जाता है कि २६/११ में भी उनकी इन्वोलमेंट थी। तो यह बात अब अमरीका जो उनके खिलाफ पाकिस्तान से कह रही है कार्रवाई करने को। यह साफ है - रही है कि अमरीका ने भी अपनी पॉलिसी बदली है और पाकिस्तान को साफ दो टूक शब्दों में यह कहा है कि अब हर आतंकवादी वो भारत के खिलाफ हो या अफगानिस्तान में वो ऑपरेट करता हो, उनके खिलाफ पाकिस्तान को कार्रवाई करनी पड़ेगी।

 भारत और अमरीका ने सभी देशों से आतंकवादियों की शरणस्थली और आतंकवादी ढांचे खत्म करने के लिए प्रभावी उपाय करने का आह्‌वान किया है। पहली आंतरिक सुरक्षा वार्ता के बाद कल नई दिल्ली में संयुक्त संवाददाता सम्मेलन में गृहमंत्री पी. चिदंबरम और अमरीका की गृहमंत्री जैनिट नैपोलिटानो ने कहा कि पाकिस्तान को मुंबई आतंकी हमलों में शामिल लोगों के खिलाफ न्याय प्रक्रिया जल्द पूरी करनी चाहिए।

 अमरीका ने पाकिस्तान से हो रही आतंकवादी गतिविधियों के खिलाफ पाकिस्तान से निर्णायक कार्रवाई करने को कहा है। अमरीकी विदेश मंत्री हिलेरी क्लिंटन ने कल इस्लमाबाद में बताया कि उन्होंने पाकिस्तान के राष्ट्रपति, प्रधानमंत्री और सेनाध्यक्ष से आतंकवादियों के खिलाफ कड़ी कार्रवाई करने को कहा है। उन्होंने कहा कि पाकिस्तान की जमीन से हो रहे आतंकवाद को रोकने की जिम्मेदारी उसी की है। श्रीमती क्लिंटन ने अपने पाकिस्तान दौरे को महत्वपूर्ण बताते हुए कहा कि ओसामा बिन लादेन मारा जा चुका है, लेकिन अलकायदा और आतंकवाद को बढ़ावा देने वाले अब भी गंभीर खतरा हैं।

हम ऐसे मोड़ पर पहुंचे हैं जहां अमेरिका पाकिस्तान की समस्या का समाधान नहीं कर सकता। यह पाकिस्तान पर ही निर्भर करता है कि वह किस तरह से इस समस्या से निपटे। पाकिस्तान को समझना चाहिए कि वह अमेरिका विरोधी भावना और साजिश के सहारे अपनी समस्या का निदान नहीं कर सकता।

प्रधानमंत्री मनमोहन सिंह इथियोपिया और तंजानिया की छह दिन की यात्रा के बाद आज स्वदेश के लिए रवाना हो गए हैं। अपनी यात्रा के दौरान डॉक्टर सिंह ने भारत और अफ्रीका के बीच संबंधों को और प्रगाढ़ बनाने के लिए कई योजनाओं की घोषणा की। तंजानिया के राष्ट्रपति जकाया म्रिशो किकवेटे और उनके सहयोगियों ने डॉक्टर सिंह को भावभीनी विदाई दी। उन्होंने डॉक्टर सिंह की यात्रा को बहुत ही सार्थक और संतोषजनक बताया।
 तंजानिया के राष्ट्रपति जकाया किकवेटे द्वारा दारेस्सलाम में कल प्रधानमंत्री के सम्मान में आयोजित भोज में डॉक्टर सिंह ने कहा कि दोनों बड़े लोकतंत्रों के सामने अर्थव्यवस्था को मजबूत बनाने और विकास का लाभ वंचित वर्ग तक पहुंचाने की एक जैसी चुनौतियां हैं। उन्होंने कहा कि भारत और तनजानिया को अंतर्राष्ट्रीय शांति और स्थिरता के लिए मिलकर काम करना चाहिए।  प्रधानमंत्री ने कहा कि वैश्वीकरण का लाभ दोनों देशों को बराबर मिले इस बात का भी ध्यान रखा जाना चाहिए।
 उन्होंने कहा कि वैश्विक स्तर के सभी मंचों पर विकासशील देशों की महत्वाकाक्षांए पूरी हों, यह दोनों देशों को सुनिश्चित करना होगा।
 दारेस्सलाम इंस्टीट्यूट ऑफ टेक्नोलॉजी का उद्घाटन करने के बाद प्रधानमंत्री ने बताया कि भारत तनजानिया को विश्वस्तरीय आईटी इंजीनियरों को तैयार करने के लिए हर तरह की मदद देने को तैयार है। उन्होंने कहा कि भारत क्षमता निर्माण के लिए काम करने को तत्पर है। उन्होंने तनजानिया के और छात्रों को भारत में अध्ययन, प्रशिक्षण और विशेषज्ञता हासिल करने के लिए आमंत्रित किया।
 हमारे संवाददाता ने खबर दी है कि प्रधानमंत्री की यात्रा भारत के अफ्रीका के साथ मैत्रीपूर्ण संबंधों को नया आयाम देने में सफल रही।

प्रधानमंत्री ने अपनी यात्रा के दौरान यह स्पष्ट संदेश दिया कि भारत यहां निवेश और व्यापार के अलावा भी शिक्षा, स्वास्थ्य, कृषि और आधारभूत ढांचे के विकास में पूरा सहयोग देने के लिए तैयार है। वहीं इथियोपिया और तंजानिया ने भी भारत के संयुक्त राष्ट्र सुरक्षा परिषद में स्थायी सीट के दावे का पुरजोर समर्थन किया। प्रधानमंत्री डॉ. मनमोहन सिंह की यह यात्रा आतंकवाद और समुद्री डाकुओं की समस्या से निपटने के उपायों के बारे में भी भारत और अफ्रीकी देशों के बीच नई समझ विकसित करने में कामयाब रही है।

 यमन में सरकारी बलों और कबायली लड़ाकों के बीच लड़ाई कल शाम से रूकी हुई है। कबायली नेता सादिक अल-अहमर ने बताया कि उसके लड़ाकों और सुरक्षाबलों के बीच सना में होने वाली मध्यस्थता के लिए समझौता हो गया है। कबायली और सेना सूत्रों के हवाले से खबरों में कहा गया है कि कल के घमासान में बारह कबायली लड़ाके और कई जवान मारे गए। इस महीने की तेइस तारीख से शुरू हुई इस लड़ाई में अब तक अस्सी से ज्यादा लोग मारे जा चुके हैं।

 जापान में एक सुरंग के अंदर एक्सप्रेस गाड़ी के पटरी से उतरने के बाद  उसमें आग लग गई और ४० यात्री घायल हो गए। उत्तरी द्वीप होक्कैदु में २४० यात्रियों को ले जा रही इस रेलगाड़ी के सुरंग में प्रवेश करते ही ड्राइवर ने देखा कि एक बोगी से धुंआ निकल रहा हैं।

  पाकिस्तान में अफगानिस्तान सीमा से लगे कबायली बाजौर क्षेत्र के सलरजई बाजार में आज सुबह हुए विस्फोट में आठ लोगों की मौत हो गई और १२ अन्य घायल हो गए। अब तक किसी ने इस हमले की जिम्मेदारी नहीं ली है।

खाद्य और नागरिक आपूर्ति मंत्री प्रो० के.वी थॉमस ने कहा है कि केन्द्र सरकार ने खाद्य सुरक्षा विधेयक के मसौदे को अंतिम रूप दे दिया है।  यू पी ए सरकार अगले वर्ष देश के १५० जिलों में इस कार्यक्रम के क्रियान्वयन के लिए काम कर रही है। तिरूअनन्तपुरम में उन्होंने कहा कि प्रस्तावित विधेयक से लोगों को खाद्य सुरक्षा का कानूनी अधिकार मिल जाएगा।

 मानव अंग प्रत्यारोपण संशोधन विधेयक-२०१० संसद के आगामी अधिवेशन में विचार के लिए रखा जाएगा। केन्द्रीय स्वास्थ्य मंत्री गुलाम नबी आजाद ने नई दिल्ली में कहा कि इस विधेयक से मानव अंग प्रत्यारोपण कानून १९९४ की व्यवस्थाओं को और सुचारू बनाएगा और मानव अंगों को निकालने, उन्हें सुरक्षित रखने और प्रत्यारोपण की प्रक्रिया को ज्यादा सरल बनाया जा सकेगा। श्री आजाद ने बताया कि विधेयक को अंतिम रूप देते समय इससे सम्बन्धित संसदीय समिति की सिफारिशों को भी शामिल किया गया है।

 असम में नए मंत्रियों के विभागों का बटवारा सोमवार को किया जाएगा। तरूण गोगोई मंत्रिमंडल में कल १८ मंत्रियों, को शामिल किया गया था, जिनमें १४ केबिनेट और चार स्वतंत्र प्रभार वाले मंत्री शामिल हैं।

 कर्नाटक के लोकायुक्त न्यायमूर्ति संतोष हेगड़े ने इन आरोपों का खण्डन किया है कि भ्रष्टाचार के खिलाफ जन लोकपाल विधेयक का मसौदा ऐसे मुट्ठीभर लोगों ने तैयार किया है जो समाज का प्रतिनिधित्व नहीं करते। उन्होंने कहा कि विधेयक के प्रावधानों में शामिल किये जाने वाले मुख्य मुद्दों के बारे में समाज के विभिन्न वर्गों के लोगों से व्यापक विचार-विमर्श किया जा रहा है। वे आज बैंगलोर में किरण बेदी, स्वामी अग्निवेश और अरविंद केजरीवाल तथा लोकपाल विधेयक का मसौदा तैयार करने से सम्बन्धित संयुक्त समिति में समाज का प्रतिनिधित्व कर रहे सदस्यों के साथ संवाददाताओं से बातचीत कर रहे थे।

 नौसेना कमान्डरों के चार दिन के सम्मेलन में देश की सुरक्षा स्थिति और नौसेना की इकाईयों को किसी भी चुनौती से निपटने के लिए हमेशा सजग रखने पर मुख्य रूप से चर्चा हुई। कल नई दिल्ली में समाप्त हुए इस संम्मेलन में नौसेना प्रमुख ने वरिष्ठ अधिकारियों के साथ खरीद, संचालन और नौसेना कर्मियों से जुडी विभिन्न बातो पर चर्चा की। उन्होंने कमान्डरो को निर्देश दिए कि प्रशिक्षण पर खास ध्यान दे और सुनिश्चित करें कि उन्हें सौंपे गए काम पूरी निपुणता से पूरे हों।

 नागर विमानन मंत्रालय में विमानन सुरक्षा के लिए गठित सुरक्षा सलाहकार परिषद की पहली बैठक कल नई दिल्ली में हुई। बैठक में मंत्रालय में सचिव नसीम जै+दी ने बढ़ती सुरक्षा चुनौतियों से निपटने तथा अन्तर्राष्ट्रीय मानकों पर खरा उतरने के लिए  सुरक्षा तकनीकों के आधुनिकीकरण और लगातार समीक्षा करने पर जोर दिया। उन्होंने यह भी सुझाव दिया कि सुरक्षा जांच के समय यात्रियों की सुविधा का भी ध्यान रखा जाना चाहिए।

 उत्तरप्रदेश में झांसी जिले के कूंच थाना क्षेत्र में बेतवा नदी में एक नाव के पलट जाने से ९ महिलाओं की मौत हो गयी और दो अन्य लोग घायल हो गए। पुलिस सूत्रों के हवाले से हमारे लखनऊ संवाद्दाता ने खबर दी है कि नाव में सवार ये महिलाएं पड़ोसी मध्यप्रदेश में मीर साहेब की मजार पर दर्शन के लिए जा रही थी। नदी से छह शव निकाल लिए गए है, जबकि तीन घायलों की अस्पताल ले जाते समय मृत्यु हुई।

The Government has constituted a Committee to examine ways to strengthen laws to curb the generation of black money in the country, its illegal transfer abroad and its recovery. The Nine-Member committeee will be headed by the Chairman of the Central Board of Direct Taxes. According to a finance ministry release, the Committee will examine the existing legal and administrative framework to deal with the menace of generation of black money through illegal means. It includes declaring wealth generated illegally as national asset, enacting and amending laws to confiscate and recover such assets and providing for exemplary punishment against its perpetrators. Our correspondent reports that the Committee will also consult all stakeholders and submit its report within a period of six months.
The latest move to fight the menace of black money is an attempt to curb generation of illegal wealth by strengthening existing laws and administrative framework. The message is loud and clear that unrecorded gains or the income which has escaped taxation will be confiscated and declared national asset. The new initiative has been announced exactly a month after the government informed the Supreme Court about a high powered committee comprising heads of various probe agencies to monitor the investigations into the black money cases. With Supreme Court seized of the matter, relentless pressure by civil society, multi-pronged strategy by the government and above all the assertion by the Prime Minister that the battle against corruption is here to stay, it seems the perpetrators of the parallel economy have little choice than to fall in line. Karnataka Lokayuktha Justice Santosh Hegde has refuted the allegation that Jan Lok pal bill against corruption is drafted by a handful of people who do not represent civil society. He said, wide consultations are being held with the cross sections of society on core issues to be included in the provisions of the bill. He was speaking to the media persons in Bangalore today along with Kiran Bedi, Swami Agnivesh and Arvind, the members representing civil society in the Joint Committee on Lokpal bill. Civil Society activist Arvind informed that thousands of suggestions are received from people and a battery of young lawyers are screening them. He added that the suitable suggestions from public are being taken up in the meetings of the Committee. When asked about the hurdles in the way of the process to form the draft bill, Arvind said, the slow pace of progress is of some concern to them. Swami Agnivesh called upon the need to build social pressure groups to keep up the tempo of movement against corruption. however added that he does not foresee any legal or legislative hurdle in the way of passing the bill before August 15 by the Parliament. But he regretted that vested interests have ganged up to attack the bill through misinformation. Justice Hegde made it clear that Jan Lokpal cannot completely abolish corruption but will be instrumental in controlling and subsiding corruption which will eventually make it difficult for the corrupt to survive. Kiran Bedi said that this country is not poor. Problem is that money is not flowing properly to all and is channelised to a small group of people. She said, corruption free society will provide more funds for the common man and for development work.

The Union Food and Civil Supplies Minister Professor K.V Thomas has said that the Central Government has finalised the draft food security act and the UPA Government is working towards implementing the programme by the next year in 150 districts of the country. In a meet the press programme at Thiruvananthapuram he said the draft bill provides for legal entitlement for food security.

In Nepal, political parties have intensified their negotiations to reach a consensus on extending the term of the Constituent Assembly with only hours left for the deadline. The three major parties UCPN (maoist), CPN-UML and Nepali Congress met separately in Kathmandu this morning. The Nepali Congress has decided to remain firm on it’s ten point proposal regarding the peace and statute drafting process and will make a further decision following the three party meeting to be held later in the day.The Opposition Congress has been demanding the handover of weapons before the extension of the Constituent Assembly. The Maoist have also decided not to backtrack from not submitting the keys of the containers of the weapons to the government. More from our correspondent.
With uncertainty looming large over the extension of the term of the Constituent Assembly the fate of the 601 member assembly is not known The Constituent Assembly formed under the interim Constitution of Nepal was formed in April 2008 whose main objective is to prepare the draft constitution and work as the legislative parliament. The term of the Assembly was for two years which was extended for a year on midnight last year on 28th . Post the slaying of Osama bin Laden, the US has drawn up a list of five terrorists, on whom it expects Pakistan to provide intelligence immediately and possibly target them in joint operations. According to the US officials, the list includes al-Qaeda's second-in-command Ayman al Zawahiri, Mullah Omar and Illyas Kashmiri, linked to the Mumbai attacks. Media reports in Islamabad say, the list was discussed during three meetings between Pakistani and US officials in the past two weeks, including Secretary of State Hillary Clinton's talks with Pakistani leaders in Islamabad yesterday. The list also includes commander Sirajuddin Haqqani, the operating chief of Haqqani network and Atiya Abdel Rahman, the Libyan operations chief of Al Qaeda, who had emerged as a key intermediary between bin Laden and Qaeda's affiliate networks across the world. The reports say, the US views the list as a test of whether Pakistan is serious about fighting terrorists who have long enjoyed safe havens within its borders. An American source too confirmed the existence of the list and said the softening of US position on unilateral action against terrorists found in Pakistan was conditional. The source was quoted by the newspaper Dawn as saying that the message given to Pakistani leaders was loud and clear-- either cooperate or the US will take care of these terrorists by itself.

Earlier, the United States has asked Pakistan to take decisive steps against the terrorists operating from its soil. US Secretary of State Hillary Clinton who arrived in Islamabad yesterday on an unannounced visit, said that she had asked Pakistan's President, the Prime Minister as well as the Army Chief to do more to fight militants. She said, Islamabad has the responsibility of preventing insurgent from waging war from the Pakistani territory. She described her visit to Pakistan as a turning point saying that though Osama Bin Laden is dead but Al-Qaeda and its syndicate of terror remain a serious threat. Clinton reminded Pakistan that anti-Americanism and conspiracy theories will not make problems disappear. Meanwhile, Germany has asked Pakistan to come clean on the complicity of its army and secret services in supporting Al-Qaeda chief Osama Bin Laden. The German Ambassador in New Delhi said that it is necessary that the power structure in Pakistan clarifies its stand on terrorists.

At, least eight people were killed and 12 injured in a blast in Pakistan this morning. Officials said, the blast took place at a market in Salarzai area of the restive Bajur tribal region near Afghan border. No one has claimed responsibility for the attack so far. The injured have been admitted to a local hospital. Police have cordoned off the area and an investigation is on.

The first meeting of the Security Advisory Council created to assist the Civil Aviation Ministry in Aviation Security was held in New Delhi yesterday. Addressing the meeting, the Secretary in the Ministry, Dr Nasim Zaidi laid emphasis on continuous review and upgrading of the security apparatus to tackle the growing security threats and meet the international standards. He also suggested that passengers' convenience and facilitation should form part of the security apparatus. During the meeting it was noted that social values should be kept in mind while using advanced imaging technologies like body scanners to screen passengers at Indian airports. An official release stated that issues like improving existing procedures at airports, heightened cargo security and city-side policing, were also deliberated upon.

Prime Minister Manmohan Singh left for home this afternoon at the end of his six day two-nation tour of Ethiopia and Tanzania. During his visit Dr. Singh announced a number of plans to give a further boost to the ties between India and resurgent Africa. Tanzanian President Jakaya Mrisho Kikwete along with his senior colleagues gave a warm send-off to Dr Singh who described his visit as very satisfactory and fruitful. Speaking at the banquet hosted by the Tanzanian President at Dar-es-salam, the Prime Minister said India and Tanzania as two leading democracies should aim to build a broad and ambitious relationship that can serve as a model of cooperation among developing countries. Pointing out that India and Tanzania should work together for international peace and stability, the Prime Minister said, steps should be in place to ensure that the fruits of globalization are shared equitably.  The Delhi Government today submitted its response to the Union Home Ministry on allegations made by the Shunglu Committee about bungling in the Commonwealth Games project. The over 1,000 page report, gives paragraph-wise response of the observation made by the Shunglu panel. The Delhi Cabinet had approved its final response on the 25th of this month after the Home Ministry directed it to make its submission within the stipulated time. The Shunglu Committee had among other things blamed the Delhi government for alleged bungling in various Games projects. The State Government has rejected all the charges leveled against it by the Prime Minister-appointed panel.

In view of increasing availability of human organs to save precious lives, the Transplantation of Human Organs Amendment Bill 2010 will be taken up for consideration in the coming session of Parliament. Union Health Minister Ghulam Nabi Azad said in New Delhi, the Bill further streamlines the provisions of the Transplantation of human Organs Act -1994 and will make the process of removal, storage and transplant of Human organs easier. The minister said the recommendations of the Parliamentary Panel have been accommodated while finalizing the Bill. The panel had suggested making it mandatory for citizens to exercise the option of voluntary organ donation during the ongoing exercise of preparing the Biometric ID Card and data registry besides other recommendations.

Union Minister for Water Resources Salman Khurshid has said that he will will take up the issue of recurring floods in Bihar with Nepal during his meeting with his Nepalese counterpart within a week. In Uttar Pradesh, at least nine women drowned and 2 were injured today when their boat overturned in Betwa River under Konch police station area in Jhansi district. Quoting police sources our Lucknow correspondent reports that the women were sailing from neighboring Madhya Pradesh to visit Mazar of Meer Sahab in the district. Six dead bodies have been recovered from the river while three others succumbed to their injuries on the way to the hospital. In another accident , six persons including 4 children were killed and seven injured in a road accident last night in Kaushambi district when a tempo and a car were collided head on at Kanpur road. The victims were travelling in the tempo.

In Yemen, fighting between government forces and tribal militia has been halted since last evening. Tribal chief Sadiq Al Ahmar said that there is a truce between his fighters and security forces in Sana’a for mediation to take place. Reports quoting tribal and military sources said that 12 tribesmen and several Guards were killed and wounded in fighting yesterday. The clashes have pushed the popular non violent demonstrations against president in the background, which was led by youth since January this year demanding the end of 32 year rule of President Saleh. प्रधानमंत्री ने कहा है कि पाकिस्तान में आतंकवाद मौजूद है और वहां की सरकार को उन आतंकवादी गुटों की गतिविधियों को काबू करने के लिए प्रभावशाली कार्रवाई करनी चाहिए जो भारत को निशाना बना रहे हैं। अफ्रीका की छह दिन की यात्रा पर गये प्रधानमंत्री डॉक्टर मनमोहन सिंह दारस्सलाम से स्वदेश लौटते समय विशेष विमान में पत्रकारों से बातचीत कर रहे थे। उन्होंने कहा कि भारत पाकिस्तान को द्विपक्षीय वार्ता के जरिये इस बात को समझाएगा कि क्षेत्र में आतंकवाद की समस्या को खत्म करने में ही दोनो का हित निहित है। पाकिस्तान में ताजा हमलों का उल्लेख करते हुए उन्होंने कहा कि ऐसी घटनाओं से भारत चिंतित है। उन्होंने कहा कि उनका बराबर यह मानना रहा है कि एक मजबूत, स्थायी और अमनचैन वाला पाकिस्तान, भारत के हक मे ंहै।
एक सवाल के जवाब में प्रधानमंत्री ने कहा कि यूपीए सरकार का बुनियादी एजेंडा आर्थिक विकास दर को नौ से दस प्रतिशत तक ले जाना और इसके फायदे को समाज के हर तबके तक पहुंचाना हैं। मंत्रिमंडल में संभावित फेरबदल के सिलसिले में डॉक्टर सिंह ने कहा कि जब वे स्वदेश लौटेंगे तब इसके बारे में सोचेंगे। डाक्टर सिंह ने कहा कि डीएमके अभी भी यूपीए का सहयोगी घटकदल है।

सरकार ने कहा है कि पाकिस्तान को दी गई मोस्ट वांटेड आतंकवादियों और अपराधियों की सूची की समीक्षा की जा रही है क्योंकि उसमे ंकुछ नाम गलत चले गए थे। आज नई दिल्ली में बी एस एफ के एक समारोह में गृह सचिव जी. के. पिल्लै ने संवाददाताओं को बताया कि सी बी आई और अन्य एजेंसियां जैसे ही समीक्षा का काम पूरा कर लेंगी, संशोधित सूची पाकिस्तान को भेज दी जाएगी।

सीबीआई, एनआईए और अन्य एजेंसियां जैसे ही सौंपे जाने वाली सूची की समीक्षा का कार्य पूरा कर लेगी और अगर कोई संसोधन हुआ, वह कार्य पूरा करके संसोधित सूची पाकिस्तान को भेज दी जायेगी।

भारत-अमरीका सुरक्षा वार्ता के बारे में श्री पिल्लै ने कहा कि गृह मंत्री पी. चिदम्बरम की अमरीका की गृह मंत्री जैनिट नैपोलिटानो के साथ व्यापक बातचीत हुई जिसमें काफी महत्वपूर्ण जानकारियों का आदान-प्रदान हुआ।

रक्षा मंत्री ए. के. एंटनी ने पाकिस्तान से कहा है कि वह अपनी जमीन पर चलाये जा रहे सभी आतंकवादी शिविरों का खात्मा कर दे। उन्होंने केरल के कन्नूर में कहा कि भारत को पाकिस्तान से यह शिकायत है कि वहां बयालिस आतंकवादी शिविर काम कर रहे हैं। उन्होंने कहा कि इन शिविरों को समाप्त किए बिना भारत-पाकिस्तान के संबंधों में स्थाई सहयोग कायम नहीं हो सकता।
श्री एंटनी ने कहा कि भारत का विचार है कि पाकिस्तान के साथ बातचीत चलती रहनी चाहिए। दोनों देशों के रक्षा सचिवों के बीच अगले सोमवार और मंगलवार को बातचीत होगी।
चीन के साथ सीमा विवाद के बारे में रक्षा मंत्री ने कहा कि समस्या को सुलझाने के लिए प्रयास किए जा रहे हैं।

अमरीका ने अलकायदा सरगना ओसामा बिन लादेन को मारने के बाद पांच अन्य मोस्ट वॉन्टेड आतंकवादियों की एक सूची बनाई हैं जिन्हें वह निशाना बनाना चाहता है और इनके बारे में पाकिस्तान से फौरन खुफिया जानकारी मांगी है। इस सूची में मुंबई आतंकी हमले से जुडे आतंकवादी इलियास कश्मीरी, अलकायदा के दूसरे नम्बर के सरगना एयमान अल जवाहिरी और मुल्ला उमर के नाम शामिल हैं। इनमें हक्कानी गुट के सरगना सिराजुद्दीन हक्कानी और अलकायदा के लीबिया कार्रवाई के सरगना अतिया अब्दल रहमान के नाम भी शामिल हैं। अमरीका यह सूची जारी करके इस बात का भी इम्तिहान लेना चाहता है कि क्या पाकिस्तान वास्तव में आतंकवाद के खिलाफ लडाई में गंभीर है।

पाकिस्तान में तालिबान ने पश्चिमोत्तर कबायली इलाके बाजौड़ में आज हुए बम धमाके की जिम्मेदारी कबूल कर ली है। इस धमाके में आठ लोगों की मौत हो गई और 12 घायल हो गये। बाजौड़ तालिबान का गढ़ माना जाता है।

सरकार ने एक समिति बनाई है, जो देश में काला धन जमा करने और अवैध तरीके से उसे विदेशों में भेजने पर काबू पाने के लिए सम्बद्ध कानूनों को मजबूत करने पर विचार करेगी। नौ सदस्यों की इस समिति की अध्यक्षता केन्द्रीय प्रत्यक्ष कर बोर्ड के अध्यक्ष सुधीर चन्द्र करेंगे। वित्त मंत्रालय की विज्ञप्ति के अनुसार यह समिति गैर-कानूनी तरीको से काला धन जमा करने की समस्या से निपटने के मौजूदा कानूनी और प्रशासनिक ढांचे की जांच करेगी। कांग्रेस प्रवक्ता मनीष तिवारी ने आज बताया कि सरकार ने काला धन वापस लाने के लिए कई देशों के साथ समझौते भी किए हैं।

जो काला धन बाहर के बैंकों में पड़ा हुआ है, उसको वापस लाने के लिए जो कानूनी प्रक्रिया है, जो न्याय की प्रणाली है, उसके तहत भी कार्रवाई हो सकती है और पिछले एक साल में सरकार ने उस कानूनी ढांचे को मजबूत करने के लिए बहुत सारे मुल्कों के साथ जो संधि है वो की है।
यह समिति अवैध तरीके से जमा की गई संपत्ति को राष्ट्रीय संपत्ति घोषित करने, इस तरह की संपत्ति को कब्जे में लेने के लिए मौजूदा कानूनों में संशोधन करने और काला धन जमा करने वालों को कड़ा दण्ड देने जैसे उपायों पर विचार करेगी।
समिति सभी सम्बद्ध पक्षों से विचार-विमर्श करेगी और छह महीने के अंदर अपनी रिपोर्ट दे देगी।
सरकार की यह पहल काले धन की समस्या से निपटने के लिए देश में मौजूद कानून को और भी अधिक मजबूत कर अवैध धन की उत्पत्ति पर रोक लगाने की दिशा में एक सार्थक कदम है। संकेत साफ है कि ऐसे गैर कानूनी धन को जब्त कर राष्ट्रीय संपत्ति घोषित कर दी जाएगी। सरकार ने पिछले महीनें भी उच्चतम न्यायालय में हलफनामा दर्ज कर काले धन की जांच की निगरानी के लिए विभिन्न जांच एजेंसियों की अध्यक्षता में एक उच्च स्तरीय कमिटी के गठन की जानकारी दी थी। काले धन पर सुप्रीम कोर्ट की जांच गैर सरकारी संगठनों की पहल विभिन्न सरकारी उपायों के साथ-साथ प्रधानमंत्री द्वारा भ्रष्टाचार के खिलाफ जंग के आह्‌वान से लगता है कि सामानांतर अर्थव्यवस्था चलाने वालों की अब खैर नहीं।

भारतीय नौसेना ने अपने शीर्ष कमांडरों से कहा है कि वे नौसेनाकर्मियों के प्रशिक्षण और उनके कौशल को बढ़ाए जाने पर पैनी निगाह रखें। अप्रत्याशित चुनौतियों का मुकाबला करने और विभिन्न कार्यों तथा मिशनों को सही ढंग से अमल में लाना सुनिश्चित करने के लिए पूरी तैयारी बनाए रखना जरूरी है। नई दिल्ली में चार दिन के नौसेना कमांडरों के सम्मेलन के दौरान नौसेना की तैयारियों की समीक्षा करते समय नौसेना अध्यक्ष एडमिरल निर्मल वर्मा ने इस बात पर जोर दिया।
हमारे संवाददाता ने रक्षा सूत्रों का हवाला देते हुए खबर दी है कि अण्डमान निकोबार द्वीप समूह, तूतिकोरिन और नौसेना एअर इंक्लेव के नौसेना अडडों में चल रही परियोजनाओं पर विशेष ध्यान देने का फैसला किया गया है।

पड़ोसी देश में पनप रहे आतंकवाद और सुरक्षातंत्र की बदहाली को देखते हुए भारतीय नौसेना किसी भी आपातकालीन परिस्थिति में अपने युद्धपोत, पनडुबियों और विमानों को तुरंत तैनाती के लिए तैयार कर रही है। नौसेना प्रमुख एडमिरल निरमल वर्मा ने अपने कमांडरों से साफ कहा है कि सामुद्रिक सुरक्षा के साथ-साथ युद्धक क्षमता के विकास को सर्वोपरि रखें। हालांकि संवेदनशील जगहों की सुरक्षा काफी सख्त है फिर भी पाकिस्तान के मेहरान नौ सेना अड्डे पर आतंकी हमले को देखते हुए ये लाजमी हो गया है कि भारत अपने संवेदनशील जगहों की सुरक्षा के लिए निरंतर चौकसी बनाये रखें क्योंकि आतंकी इन्हें कभी भी निशाना बना सकते हैं। शिकागो अदालत में आतंकी तहवर राना के मुकदमें में हो रहे चौंकाने वाले खुलासों से यह खतरा और भी बढ़ गया है।

एयर इंडिया ने ताजा वित्तीय संकट से निपटने के लिए 13 उड़ानों को मिलाकर एक कर दिया है। फिलहाल ये योजना अगले महीने के मध्य से दिल्ली-मुंबई और छत्तीसगढ़ सहित कुछ क्षेत्रों में लागू की जाएगी। एयर इंडिया को सरकारी क्षेत्र की तेल कंपनियों को दो हजार 250 करोड़ रुपये का भुगतान करना है। इस संकट से निपटने के लिए एयर इंडिया ने नागरिक विमानन मंत्रालय से एक हजार एक सौ पचास करोड़ रुपये के बकाये को माफ करने की गुजारिश की है। यह खर्च लीबिया में फंसे भारतीयों को वापस लाने और अति विशिष्ट लोगों को उपलब्ध कराये गई उड़ानों से संबंधित है।

नेपाली संविधान सभा का कार्यकाल अब से कुछ ही घंटे बाद समाप्त हो रहा है। इसे देखते हुए आज नेपाली कांग्रेस, यू सी पी एन-माओवादी, और सी पी एन-यू एम एल के वरिष्ठ नेताओं के बीच गतिरोध समाप्त करने के लिए काठमांडो में महत्वपूर्ण बैठक हो रही है। इससे पहले, तीनों दलों ने गतिरोध पर चर्चा के लिए अलग-अलग बैठकें कीं। सभी दल संविधान सभा का कार्यकाल बढ़ाने पर सहमति बनाने की कोशिश कर रहे हैं, क्योंकि शांति प्रक्रिया सबसे अहम्‌ है। हमारे संवाददाता ने बताया है कि संविधान सभा का कार्यकाल बढ़ाने के लिए विधेयक लाने के लिए संविधान सभा की बैठक होनी है।

नेपाल में संविधान सभा का कार्यकाल जहां आज आधी रात को समाप्त हो जाएगा, वहीं आज दिन भर पार्टियों और पार्टियों के बीच बैठकों का दौर चलता रहा। दो साल में नए संविधान को लागू करने में सफल न होने पर ठीक एक साल पहले 601 सदस्यों वाली संविधान सभा का कार्यकाल एक वर्ष के लिए बढ़ा दिया गया था। यूपीसीएन-माओवादी नेपाली कांग्रेस और सीपीएन, यूएमएल, तीनों पार्टियों ने विस्तार काल के दौरान संविधान के प्रारूप को अंतिम रूप देने के लिए तीन सूत्रीय समझौते पर हस्ताक्षर किए थे और शांति प्रक्रिया जारी रखने पर सहमति जताई थी। रिपोर्ट के अनुसार एक साल दौरा कुछ खास प्र्रगति नहीं हो पाई क्योंकि पार्टियों में गवर्नेंस और सरकारी पुनर्गठन को लेकर गंभीर मतभेद बने हुए है।

यूनाइटेड कमेटी मणिपुर की 13 घंटे की राज्यव्यापी आम हड़ताल के कारण मणिपुर में जन-जीवन ठप्प रहा। हड़ताल आज सुबह पांच बजे से शुरू हुई थी। शैक्षिक संस्थान और व्यापारिक केन्द्र बंद रहे। हड़ताल के दौरान यातायात प्रभावित रहा।
एक अन्य घटना में आज सुबह इम्फाल में खुमान लम्पाक खेल परिसर में हुए बम विस्फोट में दो लड़कियां और एक महिला घायल हो गईं। मुख्यमंत्री ओकराम इबोबी सिंह ने इस घटना की निन्दा की है।

पश्चिम बंगाल में मालदा जिले में आज एक सड़क दुर्घटना में कम से कम 23 लोग घायल हो गये, जिनमें 9 की हालत गंभीर है। ये दुर्घटना गजौल थानान्तर्गत सोढ़पुर के पास गाड़ी के गढ्ढे में गिर जाने के कारण हुई।

भारतीय तटरक्षकों ने तमिलनाडु में पम्बन तट के पास 14 मछुआरों को आपात स्थिति से बचा लिया है। तटरक्षा विभाग की ओर से आज जारी विज्ञप्ति में कहा गया है कि कल रात पम्बन में स्थानीय समुद्री पुलिस स्टेशन से सूचना मिलने के तुरन्त बाद, मण्डपम में तटरक्षक केन्द्र के अधिकारियों ने नौका की सहायता से मछुआरों को बचा लिया। ये मछुआरे मछली मारने वाली नौका में फंस गये थे।

हमारे संवाददाता ने खबर दी है कि मछुआरों ने भारतीय अंतरिक्ष अनुसंधान संगठन-इसरो के उपग्रह-आधारित आपदा सूचना टं्रासमीटरों का उपयोग कर बचाने की गुहार लगाई।

The Prime Minister has asserted that terror machine exists in Pakistan and Islamabad should take more effective action to curb the activities of terrorists groups, which target India. Dr. Manmohan Singh, who is back home from Dar-es-salem after completing his six day long tour to Africa, was talking to newsmen on board the special aircraft. He said, India must convince Pakistan through bilateral negotiations that it is in their own interest that they must tackle the problem of terror in the region.
On the disclosure of David Headley in a US Court, Dr.Singh said there is nothing new in it. Replying to a question, the Prime Minister said the DMK is UPA's partner as of now and there is no change in it. He said the CBI is working on 2G scam investigations and it would not be proper for him to make any comment as the matter is in the court. He said the basic agenda of UPA remain to accelerate the tempo of economic growth to 9 to 10 per cent and also to ensure that growth benefits all sections of society. Dr. Singh said that increase in investment in education, health, rural development and agricultue are the key priorities of the government. On possible next cabinet reshuffle , Dr. Singh said that when he gets back home he will apply his mind to it.

India has asked Pakistan to dismantle all terrorists camps operating on its soil. Defence Minister A K Antony said at Kannur in Kerala that India's grievance with Pakistan is that about 42 terrorist camps are functioning there. He said it will be difficult to have permanent cooperation in Indo-Pak relations without Islamabad dismantling these terrorist camps.
Antony said New Delhi's view is to continue the dialogue with Pakistan and Defence Secretaries of both the countries will hold discussions next Monday and Tuesday. Antony said, the large quantity of arms supplied by America to Pakistan in the name of fighting terror is being used against India.

India will handover a fresh list of most wanted terrorists and criminals to Pakistan. The government has said that the entire list of most wanted terrorists and criminals given to Pakistan is being reviewed because of certain incorrect inclusion of names. Talking to newsmen in New Delhi this evening, Home Secretary G.K. Pillai said that a corrected list will be communicated to Pakistan once the exercise is complete.
The United States has drawn up a list of five most wanted terrorists to target them after killing Osama bin Laden and told Pakistan to provide intelligence on them immediately. The list includes Illyas Kashmiri linked to the Mumbai attack and Al-Qaeda's second-in-command Ayman al Zawahiri and Mullah Omar. The list also includes operating chief of Haqqani network commander Sirajuddin Haqqani and the Libyan operations chief of Al Qaeda - Atiya Abdel Rahman, who had emerged as a key intermediary between bin Laden and Qaeda's affiliate networks across the world. According to US officials, Washinton expects Pakistan to cooperate for possible joint operations to target them.The US views the list as a test of whether Pakistan is serious about fighting terrorists who have long enjoyed safe havens within its borders.
ABC News quoted the US official as saying that the list was discussed during three meetings between Pakistani and US officials in the past two weeks, including Secretary of State Hillary Clinton's talks with Pakistani leaders in Islamabad yesterday.
The Dawn newspaper quoting an American source says, the US softening its position on unilateral action against terrorists found in Pakistan is conditional. The newspaper says the message given to Pakistani leaders is loud and clear that either they cooperate with the US on targeting the terrorists or the US will take care of them by itself.

The Indian Navy has asked its top commanders to closely monitor the training of naval personnel and sharpening of their skills. This is to maintain the highest state of readiness to meet unforeseen challenges and to ensure proper execution of the tasks and missions.

The Government has constituted a Committee to examine ways to strengthen laws to curb the generation of black money in the country, its illegal transfer abroad and its recovery. The Nine-Member committee will be headed by the Chairman of the Central Board of Direct Taxes Sudhir Chandra. According to a Finance Ministry release, the Committee will examine the existing legal and administrative framework to deal with the menace of generation of black money. It includes declaring wealth generated illegally as national asset, enacting and amending laws to confiscate and recover such assets and providing for exemplary punishment against its perpetrators. Our correspondent reports that the Committee will also consult all stakeholders and submit its report within a period of six months.

The Delhi Government today submitted its response to the Union Home Ministry on allegations made by the Shunglu Committee about bungling in the Commonwealth Games project. The over 1,000 page report, gives paragraph-wise response of the observation made by the Shunglu panel. The State Government has rejected all the charges levied against it by the Shunglu pannel.

Food and Civil Supplies Minister Professor K.V Thomas said in Thiruvananthapuram that the UPA Government is working towards implementing the food security programme by next year in 150 districts of the country. Egypt has reopened its Rafah border with the Gaza Strip, allowing people to cross freely for the first time in four years. Egypt’s official West Asia News Agency had earlier said that the Military government took the decision to open the crossing as part of its efforts to end the status of the Palestinian division and achieve national reconciliation. Air India has combined 13 flights to tackle the fresh financial crisis. The plan to combine the flights will spread over a few sectors including Delhi-Mumbai and Chhattisgarh till the start of the lean season from mid-June.
