प्रधानमंत्री ने कहा है कि ऐसा माहौल तैयार होना चाहिये जिससे भारतीय नागरिक विदेशों में जमा अपना अवैध धन वापस ला सकें। डॉ. मनमोहन सिंह ने कहा कि भारत में अवसरों की भरमार है और अब ऐसा जरूरी नहीं है कि लोग अपना अतिरिक्त धन विदेश में रखें।
हम सूचना के आदान-प्रदान सहित नए कर समझौतों के बारे में बातचीत कर रहे हैं। यह काम प्रगति पर है। हमें ऐसा वातावरण बनाने की आवश्यकता है जिससे कि लोग खुद ब खुद इस धन को वापस अपने देश में लाएं।''
कान में दो दिन के जी-२० शिखर सम्मेलन की समाप्ति पर प्रधानमंत्री ने मीडिया से कहा कि छठे जी-२० शिखर सम्मेलन ने काले धन की समस्या से निपटने के बारे में भारत की चिंता पर सहमति व्यक्त की है। शिखर सम्मेलन के बाद जारी विज्ञप्ति में भारत के इस विचार का समर्थन किया गया कि बैंकिंग क्षेत्र में पारदर्शिता लाई जाए तथा कर चोरी और धन के गैर कानूनी प्रवाह से निपटने के लिए सूचना का आदान-प्रदान किया जाए। प्रधानमंत्री ने कहा कि यह मुद्दा शिखर सम्मेलन में भारत के एजेंडे का महत्वपूर्ण हिस्सा था। उन्होंने कहा कि जी-२० की परस्पर आकलन प्रक्रिया ने वित्तीय नियमन और बैंकिंग क्षेत्र में पारदर्शिता तथा कृषि तथा ऊर्जा बाजारों के कामकाज सहित सभी महत्वपूर्ण क्षेत्रों में प्रगति की है। डॉ. सिंह ने भारत को सर्वाधिक वरीयता वाले देश का दर्जा देने के पाकिस्तान के फैसले का स्वागत किया। प्रधानमंत्री ने कहा कि यूरोपीय देशों ने क्षेत्र में आर्थिक संकट के समाधान की दिशा में कुछ प्रगति की है । उन्होंने कहा कि यूरोपीय संघ के राहत पैकेज पर जनमत संग्रह न कराने का ग्रीस का फैसला और अंतर्राष्ट्रीय मुद्राकोष की निगरानी के प्रस्ताव पर इटली की सहमति इस संकट के हल की दिशा में सकारात्मक कदम है। प्रधानमंत्री आज नई दिल्ली लौट आए हैं।

भारतीय जनता पार्टी, वामदलों और यूपीए गंठबंधन के कुछ सहयोगी दलों ने पेट्रोल की कीमतें बढ़ाये जाने की आलोचना की है और इसे वापस लेने की मांग की है। कांगे्रस ने, इस बढ़ोत्तरी पर चिन्ता व्यक्त करते हुए सरकार से आग्रह किया है कि वह आम आदमी को राहत पहुंचाने के उपाय करे। वित्तमंत्री प्रणब मुखर्जी ने स्पष्ट किया है कि पेट्रोल की कीमत बढ़ाने का फैसला तेल कम्पनियों का है, क्योंकि इसे नियंत्रण मुक्त किया जा चुका है। सरकार का इससे कुछ लेना-देना नहीं है।
इस बीच, इंडियन ऑयल कारपोरेशन ने कहा है कि पेट्रोल की कीमत में बढ़ोत्तरी करना इसलिए जरूरी हो गया था, क्योंकि रुपये के कमजोर होने से कच्चे तेल का आयात मंहगा हो गया था।

वित्तमंत्री प्रणब मुखर्जी ने १२वीं पंचवर्षीय योजना में समावेशी विकास का लक्ष्य प्राप्त करने के लिए केन्द्र और राज्यों से मिलकर काम करने का आग्रह किया है।  कल नई दिल्ली में एक समारोह में श्री मुखर्जी ने कहा कि देश के विकास  में सभी लोगों की भागीदारी सुनिश्चित करने और उसका लाभ सभी वर्गों तक पंहुचाने के लिए बहुस्तरीय रणनीति की आवश्यकता है । वित्तमंत्री ने कहा कि १२वीं योजना में स्वास्थ्य और शिक्षा जैसी अनिवार्य सेवाओं का लाभ सभी तक पंहुचाने पर ध्यान केन्द्रित किया जाएगा और विशेष रूप से गरीबों को सशक्त बनाने के लिये उनकी शिक्षा, कौशल विकास और प्रशिक्षण पर जोर दिया जाएगा।

केन्द्र सरकार माओवादियों के खिलाफ कार्रवाई करने के लिए बिहार को सीआरपीएफ की तीन अतिरिक्त बटालियनें देगी। केन्द्रीय गृह सचिव राजकुमार सिंह ने पटना में बताया कि एक बटालियन अगले महीने तक भेज दी जाएगी, जबकि दो बटालियनों को अगले दो महीनों में भेजा जाएगा। श्री सिंह ने बताया कि केन्द्र इस काम के लिए राज्य को एक हैलिकॉप्टर देगा और एक अतिरिक्त हैलिकॉप्टर के लिए वित्तीय मदद देगा।
इस बीच, सुरक्षा बलों को अभी तक एक निजी निर्माण कंपनी के करीब १५ कर्मचारियों के बारे में कोई सुराग नहीं मिला है, जिनका सोमवार की रात जमुई जिले से उग्रवादियों ने अपहरण कर लिया था।

ग्रामीण विकास और पेय जल आपूर्ति तथा स्वच्छता मंत्रालयों ने सभी ग्रामीण विकास योजनाओं के लिए एक समान लेखा व्यवस्था तैयार करने का फैसला किया है। इसका उद्देश्य लेखा प्रणाली में पारदर्शिता लाना है। ग्रामीण विकास मंत्री जयराम रमेश ने नई दिल्ली में बताया कि मौजूदा लेखा प्रणाली में जरूरी फेरबदल के सुझाव देने के लिए विशेषज्ञों की एक समिति बनाई जा रही है।  समिति चार महीने में अपनी रिपोर्ट देगी।
हमें समाज लेखा व्यवस्था की जरूरत है। केंद्र सरकार तथा राज्य सरकारों के पास अपनी-अपनी व्यवस्थाएं हैं। हमारी कई योजनाएं पंचायतों द्वारा कार्यान्वित होती हैं। पंचायत की अपनी व्यवस्था है। हमने विशेषज्ञों की एक समिति बनाई है जो चार महीने के अंदर लेखा व्यवस्था की रूपरेखा तैयार करेगी।

उड़ीसा का नाम अब ओड़िशा हो गया है और उड़िया भाषा अब ओड़िया कहलाएगी। केन्द्र सरकार ने इस संबंध में राजपत्रित अधिसूचना प्रकाशित कर दी है। उड़ीसा का नाम बदलने के  विधेयक और १३३वें संविधान संशोधन विधेयक को कुछ मामूली परिवर्तनों के साथ लोकसभा में ६ सितम्बर को स्वीकार कर लिया गया था । उड़ीसा विधेयक को लोकसभा ने पिछले वर्ष ९ नवम्बर को पारित किया था और सहमति के लिए इसे राज्यसभा के पास भेज दिया था।
इस ऐतिहासिक फैसले पर ओड़िशा में लोगों ने पटाखे छोड़कर जश्न मनाया। राज्य सरकार ने इस अवसर पर आज छुट्टी की घोषणा की है।

राष्ट्रीय महिला आयोग ने देश में महिलाओं की शिकायतों का तेजी से निपटारा करने के लिए टोल फ्री नम्बर के साथ एक कॉल सेंटर स्थापित करने का प्रस्ताव किया है। नई दिल्ली में कल एक संवाददाता सम्मेलन में आयोग की अध्यक्ष ममता शर्मा ने कहा कि इस नम्बर पर पीड़ित महिलाएं अपनी शिकायतें ऑन-लाइन दर्ज करा सकेंगी। सुश्री शर्मा ने घोषणा की कि १९ नवम्बर से चार राज्यों राजस्थान, पंजाब, उत्तराखंड और केरल में महिला अधिकारों के बारे में जागरूकता अभियान शुरू किया जाएगा।

मणिपुर में नगा इलाकों में  ७२ घंटे के बंद के कारण पर्वतीय जिलों में जन-जीवन पर असर पड़ा है। यूनाइटेड नगा कौंसिल और ऑल नगा स्टूडेंट एसोसिएशन-मणिपुर के बंद के कारण शिक्षा संस्थाएं, बाजार और अन्य व्यापारिक प्रतिष्ठान बंद रहे। तामेंगलाग में बंद समर्थकों को तितर-बितर करने के लिए पुलिस को आंसू गैस के गोले छोड़ने पड़े।

जम्मू-कश्मीर में करगिल जिले में एक सड़क दुर्घटना में ग्यारह लोगों की मौत हो गई और नौ घायल हो गए। यह दुर्घटना तब हुई जब जंसकार से आ रही एक बस पंजिला दर्रे पर चिकनी सड़क होने के कारण खड्ड में जा गिरी।

जम्मू-कश्मीर के ऊपरी इलाकों में ताजा बर्फबारी से श्रीनगर-लेह राजमार्ग पर यातायात रोकना पड़ा है। हमारे संवाददाता ने बताया है कि कल सुबह से अधिकतर ऊपरी इलाकों में बर्फ गिरने और मैदानी हिस्सों में रूक-रूककर बारिश होने से समूची घाटी शीतलहर की चपेट में है।

पर्यटक स्थलों गुलमर्ग और सोनमर्ग में हिमपात से वहां मौजूद पर्यटक काफी खुश हुए। पर अधिकारियों को जोजीला पास पर हिमपात के कारण श्रीनगर लेशैरां पर सोनमर्ग गुमरी इलाके में यातायात रोकना पड़ा। घाटी में तापमान में जबरदस्त गिरावट आ गई क्योंकि निचले इलाके में कल खासी वर्षा हुई। आज और वर्षा की संभावना है और इससे ईद के मौके पर खरीदारी करने वालों का उत्साह कम हो सकता है और व्यवसाय वालों को थोड़ा सा नुकसान उठाना पड़ सकता है।

ग्रीस के प्रधानमंत्री जॉर्ज पापेन्द्रु ने सत्ता में भागीदारी की बातचीत करने का वायदा करने के बाद महत्वपूर्ण विश्वासमत हासिल कर लिया है। इससे पहले उन्होने कर्ज से दबे अपने देश को राहत देने के यूरोपीय संघ के प्रस्ताव पर जनमत संग्रह कराने का ऐलान करके यूरोपीय बाजारों में हलचल पैदा कर दी थी। उनके इस एलान से यूरोपीय संघ के अन्य देश भी सकते में आ गये थे। लेकिन अब श्री पापेन्दु्र का कहना है कि यूरोपीय संघ का राहत पैकेज स्वीकार करना ही होगा और इस अवसर को गंवाना ऐतिहासिक गलती होगी।

सीरिया सरकार ने उन सभी उग्रवादियों को आम माफी देने की घोषणा की है जो आज से एक सप्ताह के भीतर प्रशासन के सामने हथियार डाल देंगे। सीरियाई अरब समाचार एजेंसी साना ने दमिश्क में इस आशय का एक बयान जारी किया है। बयान में कहा गया है कि आंतरिक सुरक्षा मंत्रालय ने सभी नागरिको से कहा है कि  हथियार रखने वाले, बेचने वाले, खरीदने वाले या उनके लाने ले जाने में शामिल ऐसे सभी लोग जिन्होंने कोई अपराध नहीं किया वे अपने हथियार नजदीकी पुलिस थाने में सौंप दें। ऐसा करने वाले व्यक्तियों को आम माफी के तहत तत्काल छोड़ दिया जाएगा।

पंजाब में मोगा में दूसरी कबड्डी विश्व कप प्रतियोगिता में भारत ने अपने दूसरे मैच में नेपाल को २१ के मुकाबले ६७ अंक से हरा दिया है।

हज यात्रा पर गये भारतीय यात्री अन्य जायरीन के साथ हज करने के लिये मक्का से मिना चले गये हैं। हमारे संवाददाता ने बताया है कि इस साल हज यात्रा में पच्चीस लाख जायरीन भाग ले रहे हैं जिनमें एक लाख चौबीस हजार भारत से हैं।

करीब पच्चीस लाख लोग हज यात्रा के पहले दौर में मक्का से मीना पहुंच गये हैं। रात गुजारने के बाद आज सवेरे अराफात पर्वत का सफर शुरू होगा जो करीब दस किलोमीटर लंबा है। अराफात वो पवित्र जगह है जहां कहते हैं पैगंबर मुहम्मद ने अपना आखिरी संदेश दिया था। इसके बाद दोपहर की नमाज के बाद कंकड़ों से शैतान को पत्थर से मारने की रस्म अदा होगी। रविवार को ईद-अल-अजहा का पर्व कुर्बानी के साथ पूरा होगा। सऊदी अरब सरकार ने लोगों के स्वास्थ्य की रक्षा के लिए बीस हजार से ज्यादा स्वास्थ्य कर्मियों को लगाया है।

The G20 summit has endorsed India's call to ensure transparency in the Banking sector and exchange of information to combat tax fraud and illicit flow of funds. Speaking to the media at the end of the two day G20 Summit at Cannes, Prime minister Manmohan Singh noted that the sixth G20 Summit has taken on board the concerns raised by India to combat black money The Prime minister said, it was an important part of India's agenda at the Cannes summit. He said the Mutual Assessment Process, of the G20 has made significant progress in all important areas including financial regulation and banking transparency and in the functioning of agricultural and energy markets. Dr Manmohan Singh called for creating an environment where Indian nationals who have stashed illegal money abroad can bring back the funds.
We have to create an environment in which our people would have themselves incentive to bring back this money at home that India is a land of opportunity that therefore it is not to longer necessary for people with surplus money in India to think of greener pastures outside.
Dr. Singh also welcomed Pakistan's decision to grant most favoured nation status to India. He said the G-20 communique welcomed the international Organisation of Securities Commission recommendations for improving regulation and supervision of commodity markets to manage volatility in prices. The Prime minister said the European countries have made some progress towards resolving the economic crisis in the region.
It was an exuberance of thinking. What I would describe is the outcome of the conferences that the Greek decision not to have referendum, the decision of Italy to let the IMF monitor its programme. I think it does provide breathing space.

The Ministries of Rural development and Drinking Water Supply and Sanitation have taken the initiative to prepare a common accounting format for all rural development schemes to have a transparent accounting system. A committee of Experts is being set up to suggest modifications needed in the existing accounting procedures. Talking to media person in New Delhi yesterday, Rural Development Minister Jairam Ramesh said that the committee will submit its report in four months.
We need a common accounting format, central government has its format, state government has its format, many of our schemes are implemented through panchayats. Panchayats have their own format. To devise a common accounting format that is a very important pre requisite for CAG audit and we have setup an expert group and that will develop this common accounting format in four month time.

The Centre has emphasized on the need for tapping the hydro power potential of the North-Eastern states which could contribute to more development of the region and improve the socio-economic condition of the people in the region. A press release from Raj Bhavan last evening said that Ms. Jayalalalithaa has dropped six ministers from the cabinet and has inducted six new ministers. The Centre would provide three additional battalions of CRPF for carrying out operations against Maoists in Bihar. Union Home Secretary Raj Kumar Singh said in Patna that one battalion will be dispatched by next month while two other battalions will be in place over the next two months. Mr.Singh said the centre would provide one chopper to the state for the purpose and extend financial help for hiring additional ones.

Greece's Prime Minister George Papandreou has won a crucial confidence vote after promising to hold power-sharing talks. Mr. Papandreou previously shocked EU partners and sent markets into turmoil after calling for a referendum on an EU deal to bail out debt-ridden Greece. The Syrian Government has announced amnesty for the insurgents who surrender their weapons to the authorities within a week from today. A statement to this effect was issued by SANA, the Syrian Arab News Agency in Damascus. It says the interior ministry calls on citizens who carried weapons, sold them, delivered them, transported them or funded buying them, and did not commit crimes, to hand themselves into the nearest police station. Those who turn themselves in will then be freed immediately as general amnesty. Meanwhile opposition activists have alleged that 18 Syrian protesters were killed by security forces on Friday when they took to the streets in protest against the deal with the Arab League.

Indian pilgrims along with others have moved to Mina from Mecca to perform the holy Haj. Our correspondent has filed this report:
Around 25 lakh pilgrims from all over the world have arrived from Mecca to Mina marking the beginning of Haj. From Mina they proceed for the next destination of Mount Arafat for afternoon prayers. Mount Arafat is believed to be the place where Prophet Mohammad gave his last sermon. It would be followed by symbolic stone throwing at the pillars in renunciation of the devil. The festivities will come to an end with Eid al-Adha, or the Feast of Sacrifice tomorrow. Over 1lakh 24 thousand Indian pilgrims from India are taking part in the Haj celebrations. this year. The National Commission for Women has proposed to set up a call centre with a toll free phone number for effective and speedy resolution of complaints of women in the country. Addressing a press conference in New Delhi yesterday, the Chairperson of the Commission Mamata Sharma said that this will ensure that aggrieved women can register their complaints on line. Ms Sharma announced that a women's rights awareness campaign is being launched in four States of Rajasthan, Punjab, Uttarakhand and Kerala from the 19th of this month.

In UP, the death toll due to various forms of encephalitis in the eastern region this year has mounted to 533. Five Children have died in past two days. Our Gorakhpur correspondent quoting official sources reports that 214 encephalitis patients are still being treated in these hospitals.
The hospital wards are full of encephalitis patients even after the onset of winter. Normally, the level of infection reduces during winter. फ्रांस के शहर कान में जी-२० शिखर सम्मेलन में भाग लेने के बाद प्रधानमंत्री नई दिल्ली लौट आये हैं। जी-२० संगठन ने बैंकिंग क्षेत्र में पारदर्शिता सुनिश्चित करने तथा कर चोरी और धन के गैर कानूनी प्रवाह को रोकने के लिए सूचना का आदान-प्रदान करने के भारत के सुझाव का समर्थन किया है। कान में दो दिन के जी-२० शिखर सम्मेलन की समाप्ति पर प्रधानमंत्री डॉ. मनमोहन सिंह ने मीडिया को बताया कि छठे जी-२० शिखर सम्मेलन ने काले धन की समस्या से निपटने के बारे में भारत की चिंता पर सहमति व्यक्त की।
प्रधानमंत्री ने कहा कि यह मुद्दा शिखर सम्मेलन में भारत के एजेंडे का एक महत्वपूर्ण अंग था। उन्होंने बताया कि जी-२० की आपसी आकलन प्रक्रिया एम.ए.पी. ने वित्तीय नियमन और बैंकिंग के क्षेत्र में पारदर्शिता तथा कृषि और ऊर्जा बाजारों के कामकाज सहित सभी महत्वपूर्ण क्षेत्रों में प्रगति की। प्रधानमंत्री ने ऐसा माहौल तैयार करने को कहा जिसमें भारतीय नागरिक विदेशों में रखे अपने अवैध धन को वापस ला सकें।
हम सूचना के आदान-प्रदान सहित नए कर समझौतों के बारे में बातचीत कर रहे हैं। यह काम प्रगति पर है। हमें ऐसा वातावरण बनाने की आवश्यकता है जिससे कि लोग खुद ब खुद इस धन को वापस अपने देश में लाएं।''
डॉ. मनमोहन सिंह ने भारत को सर्वाधिक वरीयता वाले देश का दर्जा देने के पाकिस्तान के फैसले का स्वागत किया। उन्होंने कहा कि यह काम काफी पहले हो सकता था। प्रधानमंत्री ने आशा व्यक्त की कि इस फैसले से सार्क देशों के भीतर आर्थिक विकास और समृद्धि की दिशा में काम करने का माहौल बनेगा ।
प्रधानमंत्री ने कहा कि यूरोपीय देशों ने क्षेत्र में आर्थिक संकट के समाधान की दिशा में कुछ प्रगति की है। उन्होंने कहा कि यूरोपीय संघ के राहत पैकेज पर जनमत संग्रह से हटने का ग्रीस का फैसला और अंतर्राष्ट्रीय मुद्राकोष की निगरानी के प्रस्ताव पर इटली की सहमति होना इस संकट को हल करने की दिशा में सकारात्मक कदम थे।

भारतीय अब प्रवासी भारतीयों के साथ रिजर्व बैंक की अनुमति के बगैर ही कई क्षेत्रों में शेयरों का लेन-देन कर सकेंगे। रिजर्व बैंक ने अंतर्राष्ट्रीय निवेश आकर्षित करने के लिए विदेशी मुद्रा प्रबंधन कानून में संशोधन करते हुए कहा है कि वित्तीय सेवा से जुड़ी कंपनी के शेयरों के हस्तांतरण के लिए पहले से इजाजत लेना जरूरी नहीं होगा। इससे वित्तीय सेवा क्षेत्र और गैर- बैंकिंग सेवा वाली वित्तीय कंपनियों की स्थिति बेहतर होने की उम्मीद है। जिन मामलों में विदेशी निवेश अनुमोदन बोर्ड से पहले मंजूरी ली जा चुकी हो और सेबी के दिशा-निर्देशों का पालन किया गया हो, उन मामलों में भी प्रवासी भारतीयों के साथ शेयरों का लेन-देन करने के लिए रिजर्व बैंक की मंजूरी की जरूरत नहीं होगी। लेकिन, रिजर्व बैंक ने साफ किया है कि शेयरों का ये हस्तांतरण सेबी के दिशा-निर्देशों, प्रत्यक्ष विदेशी निवेश के लिए निर्धारित सीमा और मूल्य संबंधी मानदंडों के अनुरूप होना चाहिए।
इस वर्ष अप्रैल से अगस्त के दौरान प्रत्यक्ष विदेशी निवेश ९५ फीसदी बढ़कर १७ अरब ३७ करोड़ डॉलर हो गया। देश का विदेशी मुद्रा भंडार ३१८ अरब डॉलर है। सितंबर में भारतीय कंपनियों ने दूसरे देशों में तीन अरब ४६ करोड़ डॉलर का निवेश किया।

केन्द्रीय गृह मंत्री पी० चिदम्बरम ने कहा है कि सरकार भारतीय पुलिस सेवा के अधिकारियों के लिए कार्यकाल के दौरान विशेषज्ञता प्राप्त करने को अनिवार्य बनाने के प्रस्ताव पर विचार कर रही है। आज सवेरे हैदराबाद में सरदार वल्लभ भाई पटेल राष्ट्रीय पुलिस अकादमी की पासिंग आउट परेड में गृहमंत्री ने देश की विभिन्न पुलिस अकादमियों से इस प्रस्ताव पर विचार करने और कानून व्यवस्था सम्बन्धी पूछताछ, गुप्तचर क्षमता और विद्रोह रोकने जैसे विषयों में विशेषज्ञता को विभिन्न प्रशिक्षण पाठ्यक्रमों में शामिल करने को कहा।
हमने अकादमी में मूलभूत सुविधाओं को बेहतर बनाने के लिए २०० करोड़ रूपये की राशि दी हैं। हमने २७४ नए कोर्सों को मंजूरी दी है। अकादमी पर कभी भी दो वर्षों में भारत सरकार ने इतना ज्यादा ध्यान नहीं दिया। मुझे आशा है कि इन बदलावों से आपको फायदा हुआ होगा और मुझे विश्वास है कि आने वाले बैचों को आगे होने वाले बदलावों से और फायदा होगा।
गृहमंत्री ने कहा कि पुलिस को कई क्षेत्रों से चुनौतियों का सामना करना पड़ रहा है इसलिए पुलिस अधिकारियों को नई टैक्नोलोजी में महारथ हासिल करनी चाहिए और नये हथियारों की जानकारी प्राप्त करनी चाहिए। साथ ही समाज के हर वर्ग से सम्पर्क बढ़ाने चाहिए ताकि चुनौतियों से बेहतर ढंग से निपटा जा सके।
इससे पहले गृहमंत्री ने १३४ पुलिस अधिकारियों की परेड का निरीक्षण किया जिसमें २१ महिलाएं शामिल हैं। इनमें से चार-चार रॉयल भूटान और मालदीव पुलिस से और तीन नेपाल पुलिस से हैं।

केंन्द्रीय गृहमंत्रालय ने सभी राज्य सरकारों को निर्देश दिया है कि अपने-अपने काडर के आईपीएस अधिकारियों द्वारा दिया गया संपत्ति का ब्योरा केन्द्र को भेजें। सरकारी विज्ञप्ति के अनुसार मंत्रालय को पता चला है कि वर्ष २०१० के लिए सात सौ १३ अधिकारियों की संपत्ति का ब्योरा केन्द्र सरकार को नहीं मिला है। मंत्रालय ने इन अधिकारियों के नाम वेबसाइट पर प्रदर्शित किये हैं। मीडिया में छपी खबरों में कहा गया था कि कुछ पुलिस प्रमुखों और अन्य अधिकारियों ने अपनी संपत्ति का ब्योरा दे दिया है, इसके बावजूद उनके नाम इस सूची में शामिल हैं। इस पर मंत्रालय ने कहा कि जब तक यह ब्योरा केन्द्र सरकार को प्राप्त नहीं होता, तब तक रिकॉर्ड पूरे नहीं होंगे और यही माना जाएगा कि ब्योरा नहीं दिया गया है।

केरल में पेट्रोल कीमतों में वृद्धि को लेकर वामदल समर्थित मजदूर संगठनों के कहने पर दिन भर के राज्यव्यापी मोटर बंद का मध्य केरल के जिलों में मिला-जुला असर रहा है। निजी बसें नहीं चल रही हैं। राज्य परिवहन निगम की बसों, निजी कारों और दुपहिए वाहनों की आवाजाही सामान्य है। ट्रकों के न चलने के कारण कोचीन बंदरगाह के कामकाज पर असर पड़ा है। हड़ताल का इस क्षेत्र के सरकारी उद्यमों पर कोई असर नहीं पड़ा है।

भारतीय कम्युनिस्ट पार्टी ने पेट्रोल की कीमतों में वृद्धि को वापस लेने की मांग की है। आज नई दिल्ली में प्रदर्शनकारियों को सम्बोधित करते हुए पार्टी नेता डी० राजा ने कहा कि यह बढोतरी ऐसे समय हुई हैं जब आम आदमी पहले से ही खाद्य पदार्थों की महंगाई से त्रस्त है। उन्होंने कहा कि सरकार को पैट्रोल के भाव नियंत्रित करने के लिए ठोस कदम उठाने चाहिए।

भारतीय जनता पार्टी के वरिष्ठ नेता लाल कृष्ण आडवाणी ने कहा है कि संसद के शीतकालीन सत्र में उनकी पार्टी जो मुद्दे उठाएगी उनमें कालेधन का मामला प्रमुख होगा। जन-चेतना यात्रा के सिलसिले में आज मुंबई के बोरीवली में संवाददाताओं से बातचीत में उन्होंने मांग की कि सरकार, विदेशी बैंकों में जमा कालेधन को वापस लाने के उपायों के बारे में श्वेत-पत्र जारी करे। श्री आडवाणी ने सरकार से यह भी कहा है कि वह उन तीन सांसदों के नाम बताये, जो स्विस बैंक खातों के बारे में आयकर विभाग की जांच सूची में शामिल हैं। उनके खिलाफ तत्काल कार्रवाई भी की जानी चाहिए। कालेधन और चुनावों को एक-दूसरे से संबद्ध बताते हुए उन्होंने कहा कि इसके लिए समुचित चुनाव सुधार लाये जाने चाहिए।

असम में उत्तरी कछार पर्वतीय जिले में सक्रिय दो कुकी उग्रवादी गुटों ने एकतरफा संघर्ष-विराम की घोषणा की है। अब सरकार के साथ उनकी शांति वार्ता के रास्ते खुल गए हैं। कुकी मुक्ति सेना - के एल ए और कुकी मुक्ति संगठन - के एल ओ के नेताओं ने कल हाफलॉन्ग के पास सांगपिजांग में संवाददाताओं को बताया कि संघर्ष विराम का फैसला असम के कुकी लोगों के हितों को ध्यान में रखकर लिया गया है। मणिपुर के ये दोनों संगठन पिछले दस साल से उत्तरी कछार पर्वतीय जिले में सक्रिय थे।
हमारे संवाददाता ने बताया कि केंद्रीय गृहमंत्री पी.चिदम्बरम ने इसी सप्ताह मणिपुर की यात्रा के दौरान पूर्वोत्तर के उग्रवादी गुटों से हिंसा छोड़कर सरकार के साथ बातचीत के लिए आगे आने की अपील की थी। इन दोनों उग्रवादी गुटों के संघर्ष विराम को इसी संदर्भ में देखा जाना चाहिए।

बिहार में माओवादियों ने एक निजी निर्माण कंपनी के सभी अगवा कर्मचारियों को आज सुबह जमुई जिले के चरकापाथर वन क्षेत्र में रिहा कर दिया । ये सभी लोग स्वस्थ्य हैं और जिला मुख्यालय पहुंच गये हैं। माओवादियों ने इन कर्मचारियों का सोमवार की रात अपहरण कर लिया था।
पुलिस महानिरीक्षक-आपरेशन राजेश चन्द्रा ने हमारे पटना संवाददाता को बताया कि अपहरण के जिम्मेदार माओवादियों की गिरफ्‌तारी तक छापेमारी अभियान जारी रहेगा।

बिहार में लौकहा विधानसभा सीट का उपचुनाव ३० नवम्बर को होगा। निर्वाचन आयोग ने आज इसकी अधिसूचना जारी कर दी। यह उपचुनाव राज्य के मंत्री हरि प्रसाद साह की मृत्यु के कारण हो रहा है। नामांकन पत्र १२ नवम्बर तक भरे जाएंगें और इनकी जांच १४ नवम्बर को होगी। १६ नवम्बर तक नाम वापस लिये जा सकेंगें। मतगणना ४ दिसम्बर को होगी।

छत्तीसगढ़ सरकार ने आज से समर्थन मूल्य पर किसानों से धान की खरीद शुरू कर दी है। खरीद का काम अगले वर्ष १५ फरवरी तक जारी रहेगा। राज्य सरकार ने इस मौसम में लगभग ५५ लाख मीट्रिक टन धान की खरीद का लक्ष्य रखा है। हमारे संवाददाता ने बताया है कि ये खरीद राज्यभर में कृषि सहकारिता के १८ सौ से ज्यादा केन्द्रों के माध्यम से की जानी है।
धान के कटोरा के नाम से जाने वाला छत्तीसगढ़ आज से एक बार फिर किसानों से समर्थन मूल्य पर धान खरीदना शुरू किया है। इस बार धान की अच्छी किस्म के लिए १११० रूपये और सामान्य किसान के लिए १०८० रूपये समर्थन मूल्य तय किया गया है। हालांकि २७० रूपये प्रति क्विंटल बोनस इस बार भी किसानों को नहीं मिलेगा। लगभग तीन महीने तक चलने वाला धान खरीदी की अभियान का यह उद्देश्य प्रदेश के किसानों को उनकी मेहनत का उचित मूल्य दिलाना है। इस दिशा में किसानों को भुगतान करने के लिए राज्य सरकार ने चैक को माध्यम बनाया जरूर है, लेकिन भ्रष्ट अधिकारी, कर्मचारी और बिचौलियों से किसानों को बचाने के लिए। धान खरीदी की यह व्यवस्था कितना कारगर साबित होती है, यह देखना बाकी है। रायपुर से ग्रिश चंद्र दास।

सिक्किम में भूकम्प पीड़ितों को राहत पहुंचाने के लिए राज्य के सभी २६ बैंकों ने दो बड़ी घोषणाएं की हैं। बैंकों ने १८ सितम्बर के भूकम्प से अपनी आजीविका खोने वालों को मासिक किस्त का भुगतान एक वर्ष बाद से करने की छूट दी है। राज्य के मुख्य सचिव और वरिष्ठ सरकारी अधिकारियों के साथ बैंकर समिति की बैठक के बाद भारतीय रिजर्व बैंक के सिक्किम स्थित उप-कार्यालय के महाप्रबन्धक यूजीन कार्थक ने कल रात गंगटोक में संवाददाताओं को बताया कि बैंक, कर्ज के भुगतान की रूपरेखा नये सिरे से बनाने पर भी सहमत हुए हैं। नई व्यवस्था के तहत, कर्ज लेने वाला व्यक्ति मासिक किस्त को कम कर उसका भुगतान दस वर्ष तक की अवधि में कर सकता है।

भारतीय स्टेट बैंक ने अपने सभी ग्राहकों से कहा है कि बैंक से संबंधित कामकाज आज ही पूरे कर लें, क्योंकि कल से पांच दिन तक कामकाज प्रभावित होने की संभावना है। बैंक के अध्यक्ष ने अपने बयान में कहा है कि अखिल भारतीय स्टेट बैंक अधिकारी परिसंघ ने आठ और नौ नवम्बर को, दो दिन की देशव्यापी हड़ताल करने का नोटिस दिया है। चूंकि छह नवम्बर को रविवार है और सात को ईद तथा दस नवम्बर को गुरूनानक जयंती के उपलक्ष में अधिकांश राज्यों में अवकाश है, इसलिए ग्राहक सेवाएं पांच दिन तक ठप्प रह सकतीं हैं। स्टेट बैंक के ग्राहकों की नकदी आवश्यकताओं को पूरा करने के लिए अन्य बैंकों के एटीएम उपलब्ध रहेंगे। बयान में यह भी कहा गया है कि स्टेट बैंक प्रबंधन कोशिश कर रहा है कि हड़ताल को रोका जा सके।

२५ लाख से अधिक हज यात्री आज अराफात की पहाड़ी पर पहुंच गये हैं। इनमें एक लाख २४ हजार भारतीय यात्री भी शामिल हैं। भारतीय हज मिशन ने डॉक्टरों के एक दल समेत उनके लिए सभी आवश्यक प्रबंध किये हैं। राज्यसभा के उपसभापति के० रहमान खान के नेतृत्व में भारतीय हज सौहार्द शिष्टमंडल भी हज यात्रा कर रहा है।
हमारे संवाददाता ने बताया कि सऊदी अरब सरकार ने हाजियों के लिए सुरक्षा, आवास और चिकित्सा के व्यापक प्रबंध किये हैं।
लाखों की तादाद में जो हज यात्री कल मक्का से मिना पहुंचे वो आज सुबह से ही मक्का के पूर्व में मौजूद अराफात पर्वत पर बड़ी संख्या में जमा हो रहे हैं। हज यात्रा के दौरान यह एक अहम पढ़ाव है। भारत के हज प्रतिनिधिमंडल की अध्यक्षता कर रहे राज्यसभा के उपसभापति के.रहमान खान भी जायरीन के साथ हज के लिए अराफात में मौजूद है। अराफात के बाद हज यात्री अपनी रात मुजदफिला में गुजाराएंगे। यहां खुले आसमान के नीचे रात में सोने के बाद वे मिना के लिए रवाना होंगे, जहां प्रतीक के तौर पर शैतान कंकड़ों से मारने की पारंपरिक रस्म अदा होगी। अतुल तिवारी, आकाशवाणी समाचार।

शंघाई सहयोग संगठन - की अगले सप्ताह सेंट पीटर्सबर्ग में होने वाली बैठक में बिजली मंत्री सुशील कुमार शिन्दे भारत का प्रतिनिधित्व करेंगे। २००१ में शंघाई में स्थापित इस संगठन में छह पूर्ण सदस्य हैं और इसका उद्देश्य सदस्य देशों के बीच आपसी विश्वास बढ़ाना और अच्छे पड़ोसियों जैसे मैत्री सम्बन्ध विकसित करना है। आधिकारिक वक्तव्य के अनुसार प्रधानमंत्री मनमोहन सिंह ने बिजली मंत्री सुशील कुमार शिन्दे को इस बैठक में भारत का प्रतिनिधि मनोनीत किया है।
इस बैठक की मेजबानी रूस के प्रधानमंत्री ब्लादिमीर पुतिन करेंगे और इसमें चीन, ताजिकिस्तान, उज+बेकिस्तान, किरगिज+ गणराज्य और कज+ाकिस्तान हिस्सा लेंगे। भारत , पाकिस्तान, ई्ररान और मंगोलिया प्रेक्षक राष्ट्र हैं जबकि अफगानिस्तान को विशेष अतिथि के रूप में बुलाया गया है। बैठक का उद्देश्य राजनीतिक, आर्थिक, व्यापारिक, ऊर्जा, परिवहन, पर्यावरण सरंक्षण तथा अन्य क्षेत्रों में सहयोग बढ़ाना है।

भारत को उम्मीद है कि मुंबई विस्फोटों के षड़यंत्रकारियों का पता लगाने की प्रक्रिया आगे बढ़ाने के पाकिस्तान का न्यायिक आयोग भारत के दौरे पर आएगा। सार्क शिखर सम्मेलन की मालदीव में होने वाले १७वीं बैठक में प्रधानमंत्री की यात्रा के बारे में संवाददाताओं को जानकारी देते हुए विदेश सचिव रंजन मथाई ने बताया कि डॉ मनमोहन सिंह पाकिस्तान सहित सभी सार्क देशों के साथ द्विपक्षीय बैठकें करने पर सिद्धांत रूप में सहमत हो गए हैं। उन्होंने कहा कि भारत हमेशा ही पाकिस्तान के साथ स्थिर और सामान्य संबंधों के पक्ष में रहा है।प्रधानमंत्री ९ नवम्बर को मालदीव के लिए रवाना होंगे।

लंदन में, एक व्यक्ति द्वारा पाकिस्तान के पूर्व राष्ट्रपति जनरल परवेज मुशर्रफ पर जूता फेंकने का मामला सामने आया है। यह घटना मुशर्रफ के ल्यूटन में कश्मीरी समुदाय को संबोधित करने के दौरान हुई। इसके बाद सुरक्षाकर्मी जूता फेंकने वाले को बाहर ले गए। कार्यक्रम में मौजूद एक अन्य व्यक्ति ने भी मुशर्रफ के खिलाफ नारेबाजी की।

The Prime Minister, Dr. Manmohan Singh today returned home after attending the crucial two-day G-20 summit in Cannes, France. The G-20 summit has endorsed India's call to ensure transparency in the Banking sector, exchange of information to combat tax fraud and illicit flow of funds. Speaking to the media at the end of the two day G-20 Summit at Cannes, the Prime Minister noted that the sixth G-20 Summit has taken on board the concerns raised by India to combat black money. The Prime Minister said, it was an important part of India's agenda at the Cannes summit. He said, the Mutual Assessment Process of the G-20 has made significant progress in all important areas including financial regulation and banking transparency and in the functioning of agricultural and energy markets.

Dr. Singh called for creating an environment where Indian nationals who have stashed illegal money abroad can bring back the funds. The Prime Minister also welcomed Pakistan's decision to grant most favoured nation status to India. He said this could have been long ago. Dr. Singh hoped the decision deflected a new mindset towards working for economic growth and prosperity within the SAARC region. He said, the G-20 communique welcomed the international Organisation of Securities Commission recommendations for improving regulation and supervision of commodity markets to manage volatility in prices. The Prime minister said, the European countries have made some progress towards resolving the economic crisis in the region. He said the decision of Greece to withdraw the referendum on the EU bailout package and Italy agreeing to monitoring of the IMF, were positive steps towards resolving the crisis.

In an effort to woo global investors, the Reserve Bank of India, RBI, has said that transfer of shares between Indians and non-residents will not require its permission in several key areas like financial services. Amending the Foreign Exchange Management Regulations, the RBI said that its prior permission would not be necessary where the company whose shares are being transferred, is engaged in any financial service. The liberalisation would help the entire financial services sector, including the non-banking finance companies. Besides, the RBI permission has also been done away with for transfer of shares between residents and non-residents in cases where the Foreign Investment Approval Board, FIPB, has already given its clearances and the SEBI guidelines have been adhered to. However, it was made clear that the transactions will have to comply with the SEBI regulations, FDI sectoral caps, and the pricing guidelines as specified by RBI. Although FDI inflows during April-August have gone up by 95 per cent to 17.37 billion US dollars, the government and the Reserve Bank are keen to maintain robust foreign exchange reserves in the wake of volatility in the stock market leading to outflows by institutional investors. The country has foreign exchange reserves of 318 billion dollars. Overseas investments by Indian companies in September were 3.46 billion dollars.

The Chhattisgarh government has started procuring paddy from the farmers on support prices from today. This massive exercise will continue till the 15th of February next year. The state government has set a target of procuring about 55 Lakh metric tones of paddy this season. The paddy procurement will be conducted through more than 1800 collection centres of agricultural co-operatives spread across the state.
Chhattisgarh- the rice bowl, has started filling itself from today with the farmers loading their paddy-sacs to the purchase centres. The farmers would get eleven hundred ten rupees per quintal of quality paddy and one hundred eighty rupees for paddy of common varieties. They would however fall short of the 270 rupees of bonus per quintal of paddy. This massive exercise which is to run for more than 3 months is an worthwhile effort to help the paddy-producing farmers of the state to get the price for their produce. Forest Research Institute, Dehradun has developed new varieties of Shisham and Eucalyptus, which are extremely important from industrial and timber point of view. These two species have largely grown by the farmers under various agro-forestry systems. They will help farmers to increase their income substantially. The released variety of Dalbergia sissoo or Shisham is not only productive but shows resistance to the devastating disease of Shisham called die-back. This variety of Shisham has been released after a thorough research and field testing started from 1992. Similarly, a new variety of Eucalyptus was released after thorough research and field testing for last 40 years. The clone has a productivity of more than its early varieties. The varieties were developed after realizing the importance of production of forestry, strategic activities for tree improvement and breeding. The varieties were developed by the team led by scientists Dr Ashok Kumar and Dr Ajay Thakur.

Union Home Minister P. Chidambaram has said that the Government is examining a proposal to make the mid-career specialization a must for the India Police Service. Addressing the passing out parade at the Sardar Vallabhbhai Patel National Police Academy in Hyderabad this morning, the Home Minister asked various police academies in the country to consider the proposal and take initiatives to include specialization such as Law and Order investigation, intelligence and counter insurgency in the curricula of various training courses for police officers.

Ministry of Home Affairs has directed all the State Governments to forward the property returns of IPS Officers in their Cadre to the Centre forthwith. According to an official release, the Ministry had found that the property returns of 713 officers for the year 2010, have not been received by the Central Government. The Ministry has put the names of officers whose property returns have not been received on its website. Taking note of media reports which states that some Heads of the Police Forces and some individual officers have already submitted their property returns, but their names still figure in the list, the Ministry stated that unless the property returns are received by the Central Government, the record will not be complete. It added that till then it will be assumed that the property returns have not been submitted.

In Assam, two Kuki militant outfits involved in underground activities in North Cachar Hill district, have declared unilateral ceasefire, paving the way for peace talks with the Government. Speaking to newsmen in remote Somgpijang near Halflong yesterday, the leaders of the Kuki Liberation Army and Kuki Liberation Organization said, the decision has been taken keeping in mind the interests and welfare of Kuki tribal people living in Assam. Both the Manipur-originated outfits were spreading their underground activities in North Cachar hill district since last ten years. Our Correspondent reports that this step of the outfits, assumes significance following Union Home Minister P. Chidambaram’s appeal to the militant groups of the North-East to shun violence and come forward for negotiations with the Government during his visit to Manipur this week.

In Bihar, Maoists have freed all the abducted employees of a private construction company in Jamui this morning. All of them are in good health. Maoists had kidnapped 15 employees at Balthar Ghat in Jamui on Monday night.Our Correspondent reports that captive employees were released by Maoists in Charkapathar forest area of Jamui district in wee hours today. Senior opposition leader L K Advani today reiterated that black money will be the main issue of the party which will be raised during the coming winter session of the Parliament. He was addressing a press conference at Borivali in Mumbai today as part of his Jan Chetna Yatra. He also demanded that the government must release a White Paper on the steps taken to bring back the black money stashed away in foreign banks. Advani asked the government to reveal names of three MPs who figure in the Income Tax probe list in connection with Swiss bank accounts. He said that prompt follow up action must be taken against them by the government. Stating that the issue of black money and elections are interlinked, the opposition leader said that proper electoral reforms must be initiated to curb the influence of money power in elections.

Power Minister Sushil Kumar Shinde will represent India at the meeting of Shanghai Cooperation Organisation, SCO, to be held at St. Petersburg next week. SCO, which was founded in 2001 at Shanghai and has six full members, is aimed at strengthening mutual trust and good-neighbourliness and friendship among member states. An official statement said, Prime Minister Dr. Manmohan Singh has nominated Power Minister Sushil Kumar Shinde to represent India at the meeting on Monday. The meeting is to be hosted by Prime Minister Vladimir Putin of Russia and will be attended by Prime Ministers of the member states of the SCO, Wen Jiabao of China, Oqil Oqilov of Tajikistan, Shavkat Mirziyoyev of Uzbekistan, Omurbek Babanov of Kyrgyz Republic and Karim Massimov of Kazakhstan. India, Pakistan, Iran and Mongolia are observer states while Afghanistan is a special invitee at the forum. A senior US Commander has been dismissed after he made disparaging comments about Afghanistan's leaders. Major General Peter Fuller, deputy commander of Nato's Afghan training mission, said in an interview with Politico that the country's leadership was "isolated from reality". Sudanese government forces have captured a rebel stronghold in the restive border state of Blue Nile. Sudanese officials say, the army has succeeded in pushing the rebels out of Kurmuk, a town located close to South Sudan which broke away from Sudan in July. Officials said, the town has been totally liberated and secured from forces loyal to the southern neighbour. Sudan recognized South Sudan when the new nation declared independence in July, but the countries have yet to settle disputes over borders and oil revenue. South Sudan took most of the oil-producing areas in the split but can not export the oil without Sudan's Red Sea facilities. श्री मथाई ने कहा कि प्रधानमंत्री पाकिस्तान के साथ सम्बन्धों को और अधिक स्थिर और सामान्य रूप दिए जाने के लिए प्रतिबद्ध हैं।

प्रधानमंत्री मनमोहन सिंह फ्रांस के कान में जी-२० शिखर सम्मेलन की बैठक में भाग लेने के बाद स्वदेश लौट आए हैं। सम्मेलन ने बैंकिंग क्षेत्र में पारदर्शिता सुनिश्चित करने तथा कर चोरी और अवैध धन के प्रवाह को रोकने के लिए सूचना का आदान-प्रदान करने के भारत के सुझाव का समर्थन किया।
कान में दो दिन के सम्मेलन की समाप्ति पर मीडिया से बातचीत में डॉ. मनमोहन सिंह ने कहा है कि छठे जी-२० शिखर सम्मेलन ने काले धन की समस्या से निपटने के बारे में भारत की चिंता पर सहमति व्यक्त की।
प्रधानमंत्री ने ऐसा माहौल तैयार करने को कहा जिसमें भारतीय नागरिक विदेशों में रखे अपने अवैध धन को वापस ला सकें।

हमें ऐसा वातावरण तैयार करना है जिसमें लोग अपना पैसा स्वयं ही देश में वापस लाएं। भारत में असीम अवसर मौजूद है और अब इस बात की जरूरत नहीं रही कि जिन लोगों के पास ज्यादा धन है। वे उसे विदेशों में रखें।

प्रधानमंत्री ने कहा कि यूरोपीय देशों ने क्षेत्र में आर्थिक संकट के समाधान की दिशा में कुछ प्रगति की है । उन्होंने कहा कि यूरोपीय संघ के राहत पैकेज पर जनमत संग्रह से हटने का ग्रीस का फैसला और अंतर्राष्टैीय मुद्राकोष की निगरानी के प्रस्ताव पर इटली का सहमत होना इस संकट को हल करने की दिशा में सकारात्मक कदम थे।

महाराष्टै संगठित अपराध नियंत्रण कानून-मकोका, की मुम्बई अदालत ने मालेगांव विस्फोट के मामले में गिरेतार सभी नौ आरोपियों को पचास-पचास हजार रूपए के निजी मुचलके पर जमानत दे दी है। राष्टैीय जांच एजेंसी-एन आई ए द्वारा इन जमानत याचिकाओं का विरोध नहीं किए जाने के कारण अदालत ने यह फैसला सुनाया।
महाराष्टै के मालेगांव में ८ सितम्बर २००६ को हुए विस्फोटों में ३७ लोग मारे गये थे। शुरू में इसकी जांच महाराष्टै ए.टी.एस. कर रही थी, जो दिसम्बर २००६ में सीबीआई को सौंप दिया गया। बाद में इसे एन.आई.ए. को सौंप दिया गया।

जाने-माने गायक, संगीतकार और फिल्मकार भूपेन हजारिका का निधन हो गया है। वे ८६ वर्ष के थे। दादा साहब फाल्के पुरस्कार से सम्मानित भूपेन हजारिका बीमारी के कारण मुम्बई के कोकिलाबेन धीरूभाई अम्बानी अस्पताल में भर्ती थे। अस्पताल के प्रवक्ता ने आकाशवाणी को बताया कि आज शाम साढ़े चार बजे उन्होंने अन्तिम सांस ली। श्री भूपेन हजारिका को भारत सरकार ने पदमभूषण से सम्मानित किया था।
राष्टैपति, उप राष्टैपति और प्रधानमंत्री ने भूपेन हजारिका के देहान्त पर शोक प्रकट किया है। राष्टैपति प्रतिभा देवी सिंह पाटिल ने कहा है कि श्री हजारिका के देहान्त से संगीत जगत को गहरी क्षति पहुंची है। उप राष्टैपति मोहम्मद हामिद अंसारी ने कहा कि श्री हजारिका महान संगीतकार और गायक थे। उनका संगीत पीढ़ियों तक लोगों को पे्ररणा देता रहेगा।

असम के सादिया में १९२६ में जन्में डॉ० भूपेन हजारिका देश के प्रमुख फिल्मकारों में गिने जाते हैं। उन्होंने पूर्वोत्तर में फिल्म उद्योग को स्थापित करने में अग्रणी भूमिका निभाई। डॉ० हजारिका ने बचपन से ही गीत लिखना और गाना शुरू कर दिया था। उन्होंने अपना पहला गीत दस वर्ष की आयु में लिखा और गाया। उन्हें तीन बार राष्टैपति के राष्टैीय पुरस्कार से सम्मानित किया गया। प्रतिष्ठित दादा साहब फाल्के पुरस्कार से सम्मानित डॉ० हजारिका ने १९३० के दशक से लेकर १९९० के दशक तक असमियां, बंगला और हिन्दी फिल्मों के लिए अनेकों गीत लिखे, गाये और उनको संगीतबद्ध किया। उन्हें २००१ में पद्मभूषण से सम्मानित किया गया और २००९ में संगीत नाटक अकादमी पुरस्कार प्रदान किया गया। असम सरकार ने २००८ में उन्हें राज्य के सर्वोच्च सम्मान असोम रत्न से सम्मानित किया। सर्वोच्च पुरस्कार शंकरदेव पुरस्कार प्रदान किया। डॉ० हजारिका असम साहित्य सभा के अध्यक्ष और प्रसार भारती बोर्ड के सदस्य भी रहे। फिल्म रूदाली के उनके गाये गीत हमेशा हमेशा के लिए संगीत प्रेमियों का जुबान पर रहेंगे। आकाशवाणी समाचार के लिए मैं राजेन्द्र उपाध्याय।

असम सरकार ने असम रत्न डा० भूपेन हजारिका के देहान्त पर गहरा शोक व्यक्त किया है। उनके सम्मान में राज्य सरकार ने कल से तीन दिन के राजकीय शोक की घोषणा की है। असम के राज्यपाल जानकी बल्लभ पटनायक और मुख्यमंत्री तरूण गोगोई ने भी उनके निधन पर शोक व्यक्त किया है।

टू-जी स्पेक्टैम आवंटन मामले में गिरेतार डीएमके सांसद कनिमोड़ी ने जमानत के लिए दिल्ली उच्च न्यायालय में अर्जी लगाई है। इसी मामले में जेल में बंद तीन अन्य लोगों - कलइग्नार टीवी के प्रबंध निदेशक शरद कुमार, कुसेगांव फ्रूट्स एण्ड विजिटेबुल्स प्राइवेट लिमिटेड के निदेशक आसिफ बलवा और राजीव अग्रवाल, ने भी जमानत के लिए में अपील की है। सीबीआई की विशेष अदालत ने बृहस्पतिवार को इन सभी की जमानत अर्जी खारिज कर दी थी।

संसदीय राजभाषा समिति ने सरकारी कामकाज में हिन्दी को बढ़ावा देने के बारे में आज आकाशवाणी के अधिकारियों के साथ बैठक की। बैठक को सम्बोधित करते हुए आकाशवाणी के महानिदेशक लीलाधर मंडलोई ने कहा कि सार्वजनिक प्रसारण कर्ता की हिन्दी को बढावा देने में अह्‌म भूमिका होती है। श्री मंडलोई ने कहा कि आकाशवाणी ने भी हिंदी लेखकों को प्रोत्साहित करने के लिए गिरिजा कुमार माथुर व्याख्यानमाला शुरू की है।
हमने इस वर्ष से डॉ० गिरिजा कुमार माथुर स्मृति व्याख्यान का आरंभ किया है जिसमें मूल रूप से आकाशवाणी में काम करने वाले जो कर्मचारी हैं उन्हें हम भाषा उसकी सहजता और अनुवाद की समस्या से संबंधित विशेषज्ञ रूब-रू कराएंगे। यह व्याख्यनमाला २०१२ से देश के अन्य हिस्सों में भी लागू होगी।
श्री मंडलोई ने बताया कि आकाशवाणी हिन्दी के अधिक से अधिक प्रसार के लिए कार्यशालाओं और संगोष्ठियों का विशेष स्तर पर व्यापक रूप से आयोजन कर रहा है।

पाकिस्तान में इस्लामाबाद की आतंकवाद निरोधक अदालत ने आज बेनजीर भुट्टो हत्या मामले में दो शीर्ष पुलिस अधिकारियों सहित सात लोगों को दोषी ठहराया है। इन दो शीर्ष पुलिस अधिकारियों पर सुश्री भुट्टो की सुरक्षा की जिम्मेदारी थी। पूर्व प्रधानमंत्री बेनजीर भुट्टो की रावलपिंडी में २७ दिसम्बर, २००७ को एक चुनावी जनसभा के दौरान एक आत्मघाती हमले में हत्या हुई थी।

पाकिस्तान की विदेश मंत्री हिना रब्बानी खार ने इस बात की पुष्टि की है कि उनका देश व्यापार में भारत को सर्वोच्च वरीयता वाले देश का स्थान देगा। समाचार एजेंसी रायटर्स के साथ एक विशेष भेंट में उन्होंने उन खबरों का खण्डन किया जिनमें कहा गया था कि पाकिस्तान सरकार ने अभी इस मामले में अंतिम फैसला नहीं किया है। सुश्री खार ने कहा कि भारत के साथ व्यापारिक सम्बन्धों को सामान्य बनाने की बातचीत से दोनों परमाणु हथियार सम्पन्न प्रतिद्वंद्वियों के बीच अन्य मुद्दों को हल करने की दिशा में भी प्रगति होगी। उन्होंने कहा कि व्यापार समझौते को अंतिम रूप देने के लिए भारत और पाकिस्तान के वाणिज्य सचिवों की बैठक नवम्बर के मध्य में होगी।

केन्द्रीय गृह मंत्री पी० चिदम्बरम ने देश के वरिष्ठ पुलिस अधिकारियों के लिए कार्यकाल के दौरान विशेषज्ञता प्राप्त करने पर जोर दिया है। आज हैदराबाद में सरदार वल्लभ भाई पटेल राष्टैीय पुलिस अकादमी की दीक्षांत परेड को सम्बोधित करते हुए गृहमंत्री ने कहा कि सरकार देश के सभी पुलिस अधिकारियों के लिए विशेषज्ञता प्राप्त करने को अनिवार्य बनाने के प्रस्ताव पर विचार कर रही है।

हमने अकादमी में मूलभूत सुविधाओं को और बेहतर बनाने के लिए २०० करोड़ रूपये दिए हैं। हमने २७४ नए कोर्सों को मंजूरी दी है। अकादमी पर दो वर्षों में भारत सरकार ने इतना अधिक ध्यान कभी नहीं दिया। मुझे आशा है कि इन बदलावों से आपको फायदा हुआ होगा।

New Delhi expects Pakistan’s Judicial Commission to visit India soon to carry forward the process of bringing the conspirators of the 26/11 Mumbai Blast to justice. Speaking to media persons on the Prime Minister’s forthcoming visit to the Maldives to participate in the 17th South Asian Association of Regional Cooperation, SAARC Summit, Foreign Secretary Ranjan Mathai said, Dr. Manmohan Singh, in principle, has agreed to have bilateral meetings with all the members of SAARC including Pakistan. He said, there have been some positive indicators of forward movement from Islamabad.

Deliberations on South Asia Free Trade Agreement, SAFTA will also be held. As foreign secretary indicated during the briefing, measures to speed up trade among the SAARC countries, which has doubled in last 2 years to reach 1.3 billion dollars, will also be discussed. Another area which has gain significance is Disaster management and assistance among the SAARC members as all member countries have earth quake prone zones.

Pakistan's Foreign Minister Hina Rabbani Khar has reaffirmed that her country will upgrade India to a most favoured nation status in trade. In an exclusive interview with Reuters today she denied reports appearing contrary to this and said negotiations to normalise trade with India will allow progress on other issues between the two nuclear-armed South Asian rivals. Khar said the Pakistani and Indian commerce secretaries will meet in mid-November to hammer out the details of the trade agreement.

The Prime Minister is back home after successfully getting the G - 20 summit's endorsement of India's call for tranperency in World Banking sector to combat black money. The move will provide for exchange of information to combat tax fraud and illicit flow of funds. Speaking to the media at the end of the two day Summit , Dr Manmohan Singh said the Summit leaders have taken on board the concerns raised by India to combat the menace of black money. He said, the Mutual Assessment Process of the G20 has made significant progress in all important areas including financial regulation and banking transparency and in the functioning of agricultural and energy markets.
Dr Manmohan Singh called for creating an environment where Indian nationals who have stashed illegal money abroad can bring back the funds. He said, India is a land of opportunities and it is no longer necessary for people with surplus money to seek greener pastures abroad. Dr. Singh also welcomed Pakistan's decision to grant most favoured nation status to India. He said this could have been done long ago. The Prime Minister hoped the decision reflected a new mindset towards working for economic growth and prosperity within the SAARC region. The Prime minister said, the European countries have made some progress towards resolving the economic crisis in the region. He said the decision of Greece to withdraw the referendum on the EU bailout package and Italy agreeing to monitoring of the IMF, were positive steps towards resolving the crisis.

Renowned singer, Lyricist, music director and film maker Bhupen Hazarika is dead. He was 86. He died this evening at Kokilaben Dhirubhai Ambani Hospital in Mumbai. Hospital spokes person told AIR, that Bhupen Hazarika succumbed to multi organ failure at around 4.30 pm today. The President, Vice President and the Prime Minster have condoled the death of the veteran music composer and singer Bhupen Hazarika. The President Mrs. Pratibha Devi Singh Patil said, Hazarika's death is a great loss to the music world. Dr Manmohan Singh said in Hazarika's sad demise, India has lost one of its most gifted artists. The Government of Assam has expressed profound sorrow at the sad demise of Assam Ratna Dr. Bhupen Hazarika. As a mark of respect to the departed soul, the State Government has declared a three-day state mourning from tomorrow and a half holiday on November 8. Assam Governor J.B.Patnaik and Chief Minister Tarun Gogoi also condoled the death of Bhupen Hazarika. Born in 1926 at Sadiya in Assam, Dr. Hazarika pioneered film industry in the Northeast. He has been the only person in the past 40 years to propagate the better cinema movement and has integrated all the seven north-eastern states. More from our correspondent.
A recipient of prestigious Dada Saheb Phalke Award in 1992, Dr. Hazarika rendered music, written lyrics and sung for numerous Assamese, Bengali and Hindi films from 1930s to the 1990s. In 1975, Dr. Hazarika received National award for best regional films.The Assam Government awarded him with the highest honour of the State "Asom Ratna" in 2008 and bestowed its highest award the ‘Shankar Dev Award’ in 1987 for his contribution to Assam’s culture.

The Maharashtra Control of Organised Crime Act (MCOCA) court in Mumbai today granted bail to all 9 accused arrested in the Malegaon blasts case against a surety bond of 50, 000 rupees each. This follows the National Investigation Agency - NIA telling the court that it will not oppose the bail pleas of the nine accused arrested in the case. The serial blasts had occurred in Malegaon town in Maharashtra on September 08, 2006 killing 37 people.

A Pakistani anti-terrorism court in Islamabad has indicted seven people in the the Benazir Bhutto assassination case.Those indicted today include two former top police officers responsible for providing security to her. Former Rawalpindi police chief Saud Aziz and ex-Superintendent of Police Khurram Shahzad were indicted by the court along with five alleged members of militant groups. They are identified as Hasnain Gul, Rafaqat Hussain, Sher Zaman, Aitzaz Shah and Abdul Rasheed. Bhutto was killed by a suicide attacker shortly after addressing an election rally in Rawalpindi on December 27, 2007.

In Nigeria, dozens of people have been killed and at least 100 injured in bomb and gun attacks targeting police stations and churches in the north-eastern city of Damaturu. Witnesses today said the attackers bombed the city's police headquarters, three other police stations and several churches in the city last evening after similar raids were carried out in another city that had already been the target of attacks by an Islamist sect.

In an effort to woo global investors, the Reserve Bank of India, RBI, has said that transfer of shares between Indians and non-residents will not require its permission in several key areas like financial services. Amending the Foreign Exchange Management Regulations, the RBI said that its prior permission would not be necessary where the company whose shares are being transferred, is engaged in any financial service. Meanwhile, Chief Economic Adviser to the Finance Ministry Kaushik Basu says, the conventional method of raising interest rates by the Reserve Bank to tame inflation does not seem to have worked. He said raising interest rates to suck out liquidity from the system will have disastrous effect on the economy.

DMK MP Kanimoli arrested in the 2G spectrum allocation case has moved the Delhi High Court for bail. Besides her, three others - DMK-run Kalaignar TV MD Sharad Kumar and Kusegaon Fruits and Vegetables Pvt Ltd Directors Asif Balwa and Rajiv Agarwal - also moved the Delhi High Court today for bail. Their bail plea was rejected earlier on Thursday by Special Judge O P Saini of the Trial court. The judge said the charges against them are of grave nature and the CBI not objecting to their bail pleas is of no consequence in the eyes of the law.

Former President and top nuclear scientist A P J Abdul Kalam will visit Koodankulam Nuclear Power Project in Tamil Nadu tomorrow to see its safety aspects. The visit comes in the backdrop of the controversy and protests held over its safety. As the protesters intensified their agitation against the project, Kalam, a votary of nuclear energy had himself said he would visit all reactors across the coastal belts. Minister of State in the PMO V. Narayanaswamy had also said the Centre will seek Kalam's guidance on allaying the fears of the people, who are demanding closure of the Indo-Russian power project. The first phase of the project is expected to be commissioned next month.

The Parliamentary committee on Official Language today held meeting with All India Radio, AIR regarding the promotion of Hindi as the language of official transaction. Addressing the meeting Director General AIR L D Mandloi said that the public broadcaster has played a significant role in promoting Hindi to its current position. Mandloi said that AIR has also commenced Girija Kumar Mathur Vyakhyan Mala to encourage the Hindi writers. He said that AIR is organizing extensive workshops and seminars to take Hindi to unprecedented hieghts.
