निर्वाचन आयोग ने लाभ के पद के मुद्दे पर राष्ट्रपति पद के लिए यू पी ए उम्मीदवार प्रणब मुखर्जी के नामांकन की दोबारा जांच कराने की मांग के बारे में विपक्ष समर्थित उम्मीदवार पी.ए. संगमा के समर्थकों की याचिका खारिज कर दी है।
राष्ट्रपति चुनाव पर उच्चतम न्यायालय के पिछले निर्णयों का उल्लेख करते हुए मुख्य निर्वाचन आयुक्त वी एस सम्पत और चुनाव आयुक्त एच एस ब्रह्‌मा ने कहा कि राष्ट्रपति पद के चुनाव संबंधी सभी विवादों और संदेहों पर सिर्फ उच्चतम न्यायालय ही निर्णय कर सकता है। इसलिये संगमा खेमे की याचिका निर्वाचन आयोग के कार्यक्षेत्र में नहीं है।

योजना आयोग के उपाध्यक्ष मोंटेक सिंह अहलूवालिया ने कहा है कि सरकार के अर्थिक उपायों के नतीजे अक्तूबर से दिखने शुरू हो जाएंगे। कल नई दिल्ली में संवाददाताओं से बातचीत में उन्होंने कहा कि बारहवीं पंचवर्षीय योजना के लिए वृद्धि दर का वास्तविक लक्ष्य आठ से साढ़े आठ प्रतिशत होगा। उन्होंने यह भी कहा कि इस योजना के लिए नये लक्ष्य का फैसला अभी नहीं किया गया है, लेकिन नौ प्रतिशत का मूल लक्ष्य प्राप्त कर पाना अब संभव नहीं है। डॉ० मोंटेक सिंह अहलुवालिया ने कहा कि सरकार केन्द्र द्वारा प्रायोजित कार्यक्रमों को सुचारू बना रही है। उन्होंने बताया कि योजना आयोग राज्य सरकारों द्वारा लागू की जा रही केन्द्र प्रायोजित परियोजनाओं के लिए अपने दिशानिर्देशों में सख्त नहीं है, लेकिन इनके लिए निर्धारित धन इन्हीं योजनाओं पर खर्च किया जाना चाहिए।

भारतीय प्रतिभूति और विनिमय बोर्ड- सेबी ने मल्टी कमोडिटी एक्सचेंज एमसीएक्स-एस एक्स को पूर्ण रूप से स्टॉक एक्सचेंज के रूप में काम करने की मंजूरी दे दी है। सेबी के इस फैसले का स्वागत करते हुए एमसीएक्स- एसएक्स के  उपाध्यक्ष ने कहा कि इससे बाजार में प्रतिस्पर्धा का माहौल बनेगा। फिल्हाल सेबी ने देश में आठ स्टॉक एक्सचेंजों को मान्यता दे रखी है। लेकिन उनमें से सिर्फ दो - बॉम्बे स्टॉक एक्सचेंज - बीएसई और नेशनल स्टॉक एक्सचेंज-एनएसई ही राष्ट्रीय स्तर पर हर क्षेत्र में सक्रिय कारोबार कर रहे हैं। एमसीएक्स-एसएक्स और यूनाईटेड स्टॉक एक्सचेंज- यूएसई फिलहाल सिर्फ मुद्रा कारोबार ही करते हैं। उम्मीद है कि सेबी के इस फैसले से एमसीएक्स-एसएक्स राष्ट्रीय स्तर पर काम करने वाला तीसरा प्रमुख स्टॉक एक्सचेंज बन जायेगा ।

केंद्रीय गृहमंत्री पी. चिदम्बरम ने आश्वासन दिया है कि राष्ट्रीय आतंकवाद निरोधक केंद्र-एन सी टी सी जल्द अस्तित्व में आ जाएगा। बंगलौर में संवाददाताओं से बातचीत में उन्होंने कहा कि इसकी स्थापना से पहले एन सी टी सी को गुप्तचर ब्यूरो के अंतर्गत लाने और इसे राज्यों में अपनी ओर से कार्रवाई करने का अधिकार देने जैसे मुद्दों पर कुछ मुख्यमंत्रियों की चिंताएं दूर कर ली जाएंगी।
श्री चिदम्बरम ने अर्थव्यवस्था की स्थिति पर कहा कि पिछले वर्ष किए गए रोकथाम के उपायों और प्रोत्साहन पैकेज दिए जाने से आर्थिक वृद्धि दर छह दशमलव सात प्रतिशत रही, जो दुनिया के बहुत से देशों के मुकाबले काफी अधिक है।

दुनियाभर के देश मंदी के दौर से गुजर रहे हैं और उन्होंने शून्य वृद्धि दर्ज की है। हम अब भी दुनिया के तेजी से वृद्धि करते देशों में से एक हैं। मुद्रास्फीति, उच्च राजकोषीय घाटे और राजस्व घाटे की समस्या है, लेकिन हमें विश्वास है कि जो कदम उठाए गए हैं, उठाए जा रहे हैं और उठाए जाएंगे उनसे हम जल्द ही संकट से बाहर आएंगे और वापस उच्च वृद्धि हासिल करेंगे।

पश्चिम बंगाल के राज्यपाल एम.के. नारायणन ने विश्व भारती विश्वविद्यालय में पांचवी कक्षा की एक छात्रा के साथ किये गए दुर्व्यवहार की घटना की रिपोर्ट मांगी है। विश्वविद्यालय के पाठ भवन स्कूल में कराबी होस्टल की वार्डन ने बिस्तर गीला करने पर इस छात्रा को स्वमूत्र पीने के लिए कथित रूप से मजबूर किया था। श्री नारायणन ने कल संवाददाताओं को बताया कि इस मामले में होस्टल की वार्डन उमा पोद्दार को बोलपुर अदालत ने जमानत दे दी है। उसे बीरभूम जि+ले के बोलपुर पुलिस थाने में छात्रा के परिवार की शिकायत के बाद गिरफ्तार किया गया था।
राष्ट्रीय बाल अधिकार संरक्षण आयोग ने पश्चिम बंगाल स्कूल शिक्षा विभाग को पत्र लिखकर मामले की जांच करने को कहा है और इस संबंध में रिपोर्ट मांगी है। प्रधानमंत्री कार्यालय ने भी इस संबंध में विश्व भारती विश्वविद्यालय से रिपोर्ट मांगी है।

उत्तर प्रदेश में इलाहाबाद उच्च न्यायालय ने सोनभद्र जिले में महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी योजना-मनरेगा लागू करने में हुई अनियमितताओं के आरोपों पर राज्य सरकार को तीन हफ्‌ते के भीतर जवाबी हलफनामा दायर करने के निर्देश दिये हैं। न्यायमूर्ति अमिताव लाला और न्यायामूर्ति पी एस. बघेल की खंडपीठ ने एक याचिका पर सुनवाई के दौरान ये निर्देश दिये। याचिका में कहा गया था कि मनरेगा लागू करने में चार सौ करोड़ रुपये का घोटाला हुआ है और इसकी सीबीआई जांच होनी चाहिये।

असम में सात सदस्यों का केन्द्रीय दल बाढ़ और भूस्खलन से हुए नुकसान का आकलन कर रहा है। इस दल के तीन समूह बनाए गए हैं। एक समूह निचले असम, दूसरा ऊपरी असम और तीसरा बराक घाटी तथा दीमा हसाव जि+ले के दौरे पर हैं। बाढ़ प्रभावित जिलों के लिए रवाना होने से पहले दल के सभी सदस्यों ने राज्य सरकार के वरिष्ठ अधिकारियों से मुलाकात की और बाढ़ की स्थिति पर विचार-विमर्श किया। हमारे संवाददाता ने बताया है कि इस दल के कल असम के मुख्य सचिव से मुलाकात करने की संभावना है।

आधिकारिक सूत्रों ने बताया कि असम सरकार ने केन्द्र से १३ हजार २१७ करोड़ रुपये का राहत और पुनर्वास पैकेज मांगा है। राज्य में बाढ़ और भूस्खलन से अब तक १२५ लोग मारे जा चुके हैं। बाढ़ से सड़कों, पुलों, मकानों, कृषि भूमि और नेशनल पार्क तथा अभयारण्यों को नुकसान पहुंचा है और पांच हजार से अधिक मवेशियों की जान जा चुकी है। इस बीच पर्यावरण और वन मंत्रालय के दो सदस्यों के दल ने हालात का जायजा लेने के लिए कल विश्व धरोहर स्थल काज+ीरंगा नेशनल पार्क का दौरा किया। गुवाहाटी से मानस प्रतिम शर्मा की रिपोर्ट के साथ दिल्ली से मैं चंद्रशेखर शर्मा।

कर्नाटक में भारतीय जनता पार्टी विधायक दल ने ग्रामीण विकास और पंचायत राज्य मंत्री जगदीश शेट्टर को सर्वसम्मति से अपना नया नेता चुना है। श्री शेट्टर को मुख्यमंत्री सदानन्द गौड़ा की जगह चुना गया है। वे कल दोपहर राजभवन में कर्नाटक के २१वें मुख्यमंत्री के रूप में शपथ लेंगे। मंत्रियों और उनके विभागों पर आम सहमति बनाने के लिए भारतीय जनता पार्टी के केन्द्रीय नेता अरूण जेटली और राजनाथ सिंह ने येदियुरप्पा और सदानन्द गौड़ा के समर्थक गुटों के साथ कल कई दौर की बातचीत की।

उच्चतम न्यायालय ने मेडिकल कॉलेजों में मनमर्जी से दिये जा रहे दाखिलों की बढ़ती घटनाओं पर चिंता व्यक्त करते हुए उच्च न्यायालयों से संबंधित अधिकारियों के विरुद्ध अवमानना की कार्यवाही शुरू करने और दोषी व्यक्तियों के विरुद्ध अनुशासनात्मक  कार्रवाई के निर्देश दिये हैं। न्यायमूर्ति स्वतंत्र कुमार और रंजन गोगोई की पीठ ने अपने निर्णय में कहा है कि अधिकारियों के साथ सांठगांठ के जरिए एमबीबीएस सीट हासिल करने वाले विद्यार्थियों को दाखिले से वंचित रह गये प्रतिभावान विद्यार्थियों को हुए नुकसान की भरपाई करनी होगी ।
 न्यायालय ने एक छात्रा की अपील पर यह फैसला सुनाया जिसे पंडित बी. डी. शर्मा विश्वविद्यालय, पीजीआई रोहतक ने २०११-१२ के शैक्षिक सत्र में मैरिट सूची में कई अन्य विद्यार्थियों से आगे होने के बावजूद एमबीबीएस पाठ्यक्रम में दाखिला देने से इनकार कर दिया था।

विदेश मंत्री एस एम कृष्णा आज कंबोदिया की राजधानी प्नोम पेन्ह में दस सदस्यों के आसियान समूह के साथ बैठक करेंगे। इस बैठक में भारत-आसियान मुक्त व्यापार समझौते को जल्दी अंतिम रूप देने, आर्थिक सहयोग बढ़ाने तथा सहयोग के नये क्षेत्रों का पता लगाने  पर मुख्य रूप से चर्चा होगी।
भारत और आसियान के बीच माल के लिए मुक्त व्यापार समझौता हो चुका है। दोनों पक्ष इस समझौते को और व्यापाक बनाने तथा इसमें  सेवाओं और निवेश को शामिल करने के लिए विचार-विमर्श कर रहे हैं।
श्री कृष्णा दसवें आसियान भारत मंत्रिस्तरीय सम्मेलन में भाग लेने के लिए कल शाम प्नोम पेन्ह पहुंचे। इस दौरान आसियान और भारत के संबंधों की समीक्षा की जाएगी।
श्री कृष्णा पूर्वी एशिया के विदेश मंत्रियों की दूसरी शिखर बैठक और १९वें आसियान क्षेत्रीय मंच की मत्रिस्तरीय बैठक में भी भाग लेंगे।

भारत आसियान के साथ अपने संबंधों के २० वर्ष पूरे होने के सिलसिले में इस वर्ष २० से २१ दिसम्बर को नई दिल्ली में दो दिन के विशेष आसियान-भारत शिखर सम्मेलन का आयोजन करेगा ।

जम्मू-कश्मीर में भारत और पाकिस्तान के बीच नियंत्रण रेखा के आर-पार व्यापार बढ़ाने के तौर तरीकों पर तीन दिन का सम्मेलन कल शुरू हुआ। इस सम्मेलन का आयोजन नई दिल्ली स्थित सेन्टर फॉर डॉयलाग एंड रीकॉन्सिलेशन ने किया है। सम्मेलन में भारत और पाकिस्तान के अनेक अधिकारी, विशेषज्ञ और  व्यापारी भाग ले रहे हैं। हमारे श्रीनगर संवाददाता ने खबर दी है कि नियंत्रण रेखा के आर-पार व्यापार तीन वर्ष पहले शुरू हुआ था।

सम्मेलन से पूर्व नियंत्रण रेखा के उस पार से आए प्रतिनिधियों समेत १८ रूकरी दल ने कल राज्यपाल एन एन वोहरा से मुलाकात की और नियंत्रण रेखा के आर-पार तजारत से जुड़े विषयों पर उनसे चर्चा की। कांफ्रेंस का उद्घाटन करते हुए राज्य के वाण्ज्यि मंत्री एस एस सलाकिया ने नियंत्रण रेखा के आरपार तिजारत प्रारंभ होने को जम्मू कश्मीर के संदर्भ में भारत और पाकिस्तान के बीच अब तक का सबसे महत्वपूर्ण कदम बताया। मुस्ताक अहमद तांत्रे, आकाशवाणी समाचार, श्रीनगर।

आज विश्व जनसंख्या दिवस है। इसका उद्देश्य कम उम्र में विवाह और कम उम्र में मां बनने के हानिकारक प्रभावों जैसे जनसंख्या महत्व के मुद्दों के प्रति लोगों को जागरूक करना है। इस वर्ष के जनसंख्या दिवस का विषय है। सभी के लिए प्रजनन स्वास्थ्य सेवाओं की सुलभता।  २०११ की जनगणना के अनुसार भारत की जनसंख्या एक अरब २१ करोड़ हो गई। पिछले दस वर्ष में जनसंख्या में १८ करोड़ से अधिक वृद्धि हुई। आबादी संबंधी मुद्दों पर लोगों में जागरूकता बढ़ाने के लिए देश भर में अनेक समारोह और कार्यक्रम आयोजित किये जा रहे हैं।

संयुक्त राष्ट्र के विशेष दूत कोफी अन्नान इराक के प्रधानमंत्री नूरी अल मलीकी के साथ सीरिया संकट पर बातचीत के लिए बगदाद पहुंच गए हैं। श्री अन्नान तेहरान से यहां पहुंचे। तेहरान में उन्होंने ईरान के विदेश मंत्री अली अकबर सालेही और उच्च रक्षा अधिकारियों के साथ सीरिया संकट के समाधान पर लम्बी बातचीत की। अन्नान ने कहा कि ईरान संकट के समाधान के लिए एक सकारात्मक भूमिका निभा सकता है। उन्होंने चेतावनी दी कि सीरिया संकट नियंत्रण से बाहर होकर पूरे क्षेत्र में फैल सकता है।

मिस्र की उच्चतम संवैधानिक अदालत ने संसद बहाल करने के राष्ट्रपति मोहम्मद मुर्सी के फैसले को गैर कानूनी बताया है। इस अदालत के एक फैसले के आधार पर मिस्र की सैन्य परिषद ने संसद भंग करने के आदेश दिये थे, लेकिन राष्ट्रपति मुर्सी ने इस आदेश की अनदेखी करते हुए कल संसद का सत्र बुलाया था। इस सत्र के दौरान कल सुबह सांसद, संसद पहुंचे। हालांकि यह सत्र पांच मिनट से ज्यादा नहीं चला, लेकिन इस सत्र के आयोजित होने का मतलब सांसदों और राष्ट्रपति मुर्सी की ओर से सेना की सत्ता को सीधी चुनौती देना है।

उत्तर प्रदेश में प्रबुद्ध नगर जि+ले में कल शाम एक कार में आग लग जाने से उसमें सवार गाजियाबाद के एक परिवार के १४ सदस्यों की मौत हो गई और ६ लोग घायल हो गए। मरने वालों में अधिकतर बच्चे थे। पुलिस सूत्रों ने हमारे संवाददाता को बताया कि कार में फिट गैस सिलंडर के फटने से यह दुर्घटना हुई। तीन घायल बच्चों को इलाज के लिए अस्पताल ले जाया गया है।

The Election Commission  has rejected the petition of opposition-backed Presidential nominee P A Sangma's camp for the re-scrutiny of  UPA presidential candidate Pranab Mukherjee's  nomination over the  office of profit issue. Citing previous verdicts of the Supreme Court on Presidential Elections, Chief Election Commissioner V.S. Sampat and Election Commissioner H.S. Brahma said in a detailed order that all doubts and disputes regarding election to the President's office can only be decided by the Apex court. Hence the petition filed by Mr. Sangma's camp was not maintainable before the Election Commission.

Planning Commission Deputy Chairperson Montek Singh Ahluwalia hopes that the economic measures which are being taken by the government will show  result from October. Talking to reporters in New Delhi yesterday he said a realistic target for growth in the 12th Plan would be 8 to 8.5 per cent.  He said that the new target has not yet been decided for the 12 five year plan, but the original 9 per cent target is no longer feasible. He also said that the government is streamlining the Centrally sponsored programmes. He added that the Planning Commission is not rigid on its guidelines for different centrally sponsored projects which are implemented by State governments, but money should be spent on intended the purpose.

Early conclusion of the ASEAN-India free trade agreement, giving further push to economic ties and exploring new cooperation areas will be the main focus of External Affairs Minister S M Krishna's meeting with the 10-member regional grouping at Phnom Penh today. India and the ASEAN have already implemented a free trade agreement in goods and are engaged in intense negotiations to widen its base and include services and investments. Mr Krishna arrived in Phnom Penh  last evening to participate in the 10th ASEAN-India Ministerial meeting during which the entire architecture of the relations between ASEAN and India will be reviewed. He will also participate in the the second East Asia summit Foreign Ministers' meeting and 19th ASEAN Regional Forum Ministerial meeting. The meeting acquires greater significance as India would be hosting a special two-day ASEAN-India Commemorative Summit on December 20-21 in New Delhi to mark 20 years of their relationship.

In Karnataka, the BJP Legislature Party has unanimously elected Rural Development and Panchayat Raj Minister Jagadish Shettar its leader in place of Chief Minister Sadananda Gowda. Shettar will be sworn in as the state’s 21st chief minister tomorrow. Central leaders Arun Jaitley and Rajnath Singh held a series of meetings with factions led by Yeddyurappa and Sadanand Gowda to arrive at a consensus on portfolios. Our correspondent reports that the Legislative party meeting scheduled in the morning commenced only in the afternoon due to bickering within the party.
    
 "The outgoing Chief Minister Sadanand Gowda will meet Governor today morning and submit his resignation, thereafter the new leader Jagadish Shettar will meet the Governor in the afternoon and submit the legislative party decision to form the new Government. Jagadish Shettar said his priority is to focus on severe draught situation. There are indications that two Deputy Chief Minister posts will be created to accommodate faction led demands. Union Home Minister P Chidambaram has assured that the National Counter Terrorism Centre, NCTC will  soon become a reality after addressing the concerns raised by some Chief Ministers. Talking to media persons in Bangalore yesterday, he said that some of the concerns raised by the Chief Ministers, such as NCTC coming under the Intelligence Bureau and also on the powers of the NCTC to take up any action on its own in the states will be addressed soon. Speaking about the state of the economy, the Home Minister said, due to preventive measures and stimulus packages, the growth rate stood at 6.7 percent last year, which is one of the highest in the world.

"All over the world, countries have either slipped in to recession or have registered zero growth. We still remain one of the faster growing countries in the world. Inflation, there are problems with the high fiscal deficit, there are  problems with revenue deficit, but we are confident that with the measures that had been taken, that are being taken, and some measures that will be taken, we will return to the high growth path."

The West Bengal Governor, Mr. M.K. Narayanan has asked for a report from the Visva-Bharati University on the incident where a warden of the Karabi hostel allegedly forced,a class five girl-student   of the university's Patha Bhavan school to drink urine for wetting her bed. Mr. Narayanan told the media  yesterday that the Warden of the hostel, Ms. Uma Poddar, was granted bail by a Bolpur court in the case. The girl's parents, arrested for entering the hostel without permission, were also granted bail.

 Expressing concern over increasing incidents of medical admissions being granted arbitrarily by colleges, the Supreme Court has  asked the high courts to initiate contempt proceedings against the authorities and direct disciplinary action against erring personnel. A bench of justices Swatanter Kumar and Ranjan Gogoi in a judgement also said students who obtain MBBS seats through collusion with authorities will have to compensate the aggrieved meritorious students. World Population Day is being observed today. The objective of this day is to draw attention of the people on the urgency and importance of  issues like harmful effects of early marriage and early child birth. The theme of the day for this year is Universal Access to Reproductive Health Services. In Assam, a 7-member Central team is assessing the damage caused by flood and landslides. The team has been divided into three groups, with one group visiting the districts of Lower Assam, another visiting Upper Assam areas and the third team touring the Barak Valley and Dima Hasao district. "Official resources said that Assam government has asked for a relief and rehabilitation package of 13 thousand 217 crore rupees from the centre. The team is likely to meet the chief secretary of Assam tomorrow. The team will submit reports to the centre, and based on it the centre is likely to grant sanctions to Assam. So far, 125 people have died in flood and landslide. Meanwhile, a two member team of environment and forest ministry yesterday visited the World Heritage Site, Kaziranga National Park to apprise the situation.  The resent flood damaged road, bridges, houses, fisheries, crop lands and national parks and sanctuaries. The Supreme Court  has said the scrapping of 2G licences is correct, however the Apex court  seems to have a rethink on auction route for all natural resources. During the hearing of the government's presidential reference on 2G case, the five judge bench headed by Chief Justice S.H Kapadia said that on cancellation of spectrum licences allotted without following a transparent system, there is no doubt about its correctness. But if one reads the judgment to mean the auction must be applied for allocation of all natural resources, then does it not  create a doubt about the law laid down by the court.

In Uttar Pradesh, 14 members of a Ghaziabad-based family, mostly children, were charred to death while six others sustained burn injuries when a vehicle in which they were travelling caught fire in Prabuddha Nagar district late last evening. Quoting police sources our correspondent reports that the incident occurred when the LPG gas cylinder, fitted in the car, exploded on the Delhi Yamunotri highway. Three injured children have been rushed to a hospital for treatment. The victims were returning home to Loni after attending a marriage function. The police suspect that the victims failed to open the doors of the car after it caught fire.

The Allahabad High Court has directed the state government to file a counter affidavit within 3 weeks on a petition seeking a CBI inquiry into irregularities in the implementation of MNREGA in Sonebhadra district. A Division Bench of the court comprising Justice Amitava Lala and Justice PS Baghel passed the order on the writ petition alleging that irregularities to the tune of 400 crore rupees have taken place in the implementation of the rural employment scheme .

In Jammu and Kashmir, ways and means to enhance cross Line of Control LoC trade between India and Pakistan are being discussed in a three-day conference which commenced yesterday. Our Srinagar Correspondent reports that cross Line of Control  trade started three years ago.

"The conference is aimed at revealing the impact of cross LOC  trade, started in October 2008 and ways and means to enhance its volume and impact. Prior to the commencement of the conference and delegation of 18 members met state government N N Vora and discussed issues that related to cross LOC trade with him. Inaugurating the conference, state Commerce Minister SS Saladia said that the beginning of the cross LOC trade is the biggest ever conference building measures between India and Pakistan with regard to Jammu & Kashmir for the last six decades. UN Special envoy Kofi Annan has arrived in Baghdad to hold talks with Iraqi Prime Minister Nouri al-Maliki on resolving the Syrian crisis. Annan flew in from Teheran where he met Iranian Foreign Minister Ali Akbar Salehi and top security officials to find a way out of the crisis. Annan said that Iran can play a positive role in resolving the crisis. He warned that the situation in Syria can spiral out of the control and spread to the region. Meanwhile, Syrian authorities released 275 detainees on Tuesday. State TV reported that these detainees were involved in the popular uprising against President Bashar al-Assad.

Former Telecom Secretary Siddharth Behura's deposition before the Joint Parliamentary Committee or JPC probing the 2G spectrum allocation scam is widely reported. "Behura to JPC :Differed with Raja on first-come-first serve policy" writes the Indian Express. The Hindu observes on its front page, "In JPC, Behura blames it on Raja and PMO".
Law Minister Salman Khurshid's clarification about certain comments he had made in an interview to a national daily is noticed by all the papers. The Hindustan Times quotes him as saying "Remark on Rahul, party misinterpreted".
Most papers take note of the jolt India has received in the gangster Abu Salem's extradition case. The Pioneer sums up the developments in its front page lead -"Portugal court's heart bleeds for Abu Salem; Lisbon wants Don back, Delhi set to cock a snook".

कर्नाटक के मुख्यमंत्री सदानन्द गौड़ा ने राज्यपाल हंसराज भारद्वाज को अपना त्यागपत्र सौंप दिया है, जिससे श्री जगदीश शेट्टर के कल राज्य का नया मुख्यमंत्री बनने का रास्ता साफ हो गया है। श्री गौड़ा ने संवाददाताओं से बातचीत में ग्यारह महीने के अपने कार्यकाल का संक्षिप्त ब्यौरा दिया और नए मुख्यमंत्री को शुभकामनाएं दी। उन्होंने आशा व्यक्त की कि पार्टी अगले वर्ष चुनावों का सामना करने के लिए एकजुट रहेगी।

सदानंद गौड़ा का ११ महीने का शासन आज समाप्त हुआ। पिछले साल अगस्त में उन्होंने येडियुरप्पा से स्थान ग्रहण किया था। अवैध खनन घोटाले में उनका नाम शामिल होने के कारण येडियुरप्पा ने अपना स्थान छोड़ दिया था। सदानंद गौड़ा ने तब येडियुरप्पा की मदद से जगदीश शेट्टर को चुनाव में हराकर मुख्यमंत्री का स्थान ग्रहण किया और आज जगदीश शेट्टर को येडियुरप्पा की मदद से मुख्यमंत्री बनने का अवसर प्राप्त हो रहा है। शेट्टर की सरकार की अवधि अगले साल मई तक है। सुधीन्द्रा, आकाशवाणी समाचार, बंगलौर।

निर्वाचन आयोग ने कहा है कि लोकसभा और राज्य विधानमंडलों के चुनाव की तरह राष्ट्रपति चुनाव में भी मतदान करना अनिवार्य नहीं है। आयोग ने कहा कि प्रत्येक मतदाता को अपनी पसंद के किसी भी उम्मीदवार को वोट देने या न देने की पूरी स्वतंत्रता है। निर्वाचन आयोग ने कहा कि यह व्यवस्था राजनीतिक दलों पर समान रूप से लागू होगी और इन दलों के सदस्य अपनी पसंद के किसी भी उम्मीदवार को वोट डालने के लिए स्वतंत्र होंगे। राजनीतिक दल अपने सदस्यों को किसी खास उम्मीदवार के पक्ष में वोट डालने के लिए न तो अनुरोध कर सकेंगे और न ही उन्हें रोक सकेंगे। आयोग ने कहा है कि निर्वाचन मंडल के सदस्यों का मतदान सदन से बाहर की प्रक्रिया है जो सदन की कार्यवाही का हिस्सा नहीं है।

इस मुद्दे पर सभी शंकाओं को खारिज करते हुए निर्वाचन आयोग ने कहा कि राजनीतिक दल अपने सदस्यों को राष्ट्रपति चुनाव में वोट डालने या न डालने के बारे में कोई निर्देश अथवा व्हिप जारी नहीं कर सकते। ऐसा करना भारतीय दंड संहिता की धारा- १७१ सी के तहत अपराध माना जाएगा। राष्ट्रपति चुनाव में वोट करने वाले सदस्य खुद अपनी मर्जी से वोट डाल सकते हैं।

उत्तराखण्ड के मुख्यमंत्री विजय बहुगुणा ने सितारगंज उपचुनाव जीत लिया है। उन्होंने अपने निकटतम प्रतिद्वंद्वी भारतीय जनता पार्टी के प्रकाश पंत को करीब चालीस हजार वोटों से हराया। उत्तराखण्ड के मुख्य चुनाव अधिकारी के अनुसार अभी चुनाव परिणाम का ब्यौरा प्राप्त नहीं हुआ है, लेकिन श्री बहगुणा ने मतगणना के सभी नौ दोरों में काफी बढ़त हासिल की।  कांग्रेस ने लम्बे अर्से के बाद सितारगंज सीट जीती है।

गोवा के लिए चालू वित्त वर्ष की वार्षिक योजना राशि चार हजार ७०० करोड़ रूपये तय की गयी है। आज नई दिल्ली में योजना आयोग के उपाध्यक्ष मोंटेक सिंह आहलूवालिया और गोवा के मुख्यमंत्री मनोहर पर्रिकर की बैठक में यह निर्णय लिया गया। इस मौके पर श्री आहलूवालिया ने कहा कि गोवा ने बहुत अच्छी प्रगति की है और अर्थव्यवस्था के सभी क्षेत्रों में उसकी उपलब्धियॉ संतोषजनक हैं। उन्होंने कहा कि राज्य में विकास कार्यों के लिए निजी भागीदारी को और बढ़ावा दिए जाने की जरूरत है। मुख्यमंत्री श्री परिकर ने कहा कि वार्षिक योजना का उद्देश्य बुनियादी ढांचे और मानव संसाधन विकास सहित राज्य के समग्र विकास का लक्ष्य हासिल करना है।

उत्तर प्रदेश में मुख्य विपक्षी दल बहुजन समाज पार्टी ने स्वामी प्रसाद मौर्य की जगह पूर्व मंत्री राम अचल राजभर को नया प्रदेश अध्यक्ष बनाया है।  हमारे इलाहाबाद संवाददाता ने खबर दी है कि बहुजन समाज पार्टी प्रमुख सुश्री मायावती ने आज लखनऊ में पार्टी विधायकों और सांसदों की बैठक में यह घोषणा की। पिछले विधानसभा चुनाव में पार्टी ने श्री राजभर को टिकट नहीं दिया था।

गृहमंत्री पी चिदम्बरम ने स्पष्ट किया है कि मध्यवर्ग पर महंगाई के प्रभाव    से संबंधित उनकी टिप्पणी को एक अखबार ने जानबूझकर तोड़-मरोड़कर पेश किया है। आज जारी वक्तव्य में उन्होंने कहा कि कल बंगलौर में संवाददाता सम्मेलन में उन्होंने किसी का मजाक नहीं उड़ाया था। श्री चिदम्बरम ने कहा कि उन्होंने स्पष्ट किया था कि खाद्य वस्तुओं की कीमतों में बढ़ोतरी किसानों को अधिक पैसा देने की जरूरत के कारण हुई है। वक्तव्य में कहा गया है कि आम आदमी पर महंगाई के बोझ से संबंधित एक सवाल के जवाब में गृहमंत्री ने किसानों को उनकी उपज का न्यूनतम समर्थन मूल्य देने की आवश्यकता का जिक्र किया था। इसके अलावा ग्रामीण रोजगार गारंटी योजना- मनरेगा और प्रधानमंत्री ग्रामीण स्वास्थ्य योजना जैसी योजनाओं के लाभ भी प्रत्यक्ष रूप से समाज के गरीब तबके को मिल रहे हैं।

कल बंगलौर में संवाददाताओं से बातचीत में केन्द्रीय गृहमंत्री पी. चिदम्बरम ने आश्वासन दिया कि राष्ट्रीय आतंकवाद निरोधक केन्द्र - एन सी टी सी जल्द अस्तित्व में आ जाएगा। उन्होंने कहा कि इसकी स्थापना से पहले, एन सी टी सी को गुप्तचर ब्यूरो के अन्तर्गत लाने और इसे राज्यों में अपनी ओर से कार्रवाई करने का अधिकार देने जैसे मुद्दों पर कुछ मुख्यमंत्रियों की चिंताएं दूर कर ली जाएंगी।

श्री चिदम्बरम ने अर्थव्यवस्था की स्थिति पर कहा कि पिछले वर्ष किए गए रोकथाम के उपायों और प्रोत्साहन पैकेज दिए जाने से आर्थिक विकास दर छह दशमलव सात प्रतिशत रही, जो दुनिया के बहुत से देशों के मुकाबले काफी अधिक है। उन्होंने कहा कि सरकार राजस्व उगाही बढ़ाकर और फिजूलखर्ची रोक कर, वित्तीय घाटा कम करने के प्रयास कर रही है। उन्होंने कहा कि और अधिक निवेश आकर्षित करने के लिए विश्वास बहाली के उपायों से मौजूदा स्थिति से निपटा जा सकता है। श्री चिदम्बरम ने बताया कि शिशु मृत्यदर कम होकर प्रति हजार ५८ से ४७ हो गई है और मातृ मृत्युदर  प्रति लाख ३०१ से गिरकर २१२ हो गई है। उन्होंने कहा कि साक्षरता दर ६४ प्रतिशत से बढ़कर ७५ प्रतिशत हो गई है।

इस अवसर पर कानून मत्री सलमान खुर्शीद ने कहा कि न्यायालयों में विशेष अभियान चलाकर लम्बे समय से चले आ रहे मामलों को निपटाने से ऐसे लम्बित मामलों को कम करने में मदद मिली है। उन्होंने बताया कि पिछले वर्ष ऐसे अभियान चलाकर छह लाख मामले निपटाये गये। उन्होंने बताया कि सार्वजनिक क्षेत्र के उपक्रमों में अल्पसंख्यकों की संख्या छह दशमलव नौ तीन प्रतिशत से बढ़कर ग्यारह दशमलव नौ नौ प्रतिशत हो गई है।

इस साल जून के महीने के दौरान देश पहुंचने पर वीजा दिये जाने की व्यवस्था के तहत वीजा जारी करने की संख्या में पिछले साल की इसी अवधि के मुकाबले १२ दशमलव दो प्रतिशत की वृद्धि दर्ज की गई है। एक सरकारी विज्ञप्ति में बताया गया है कि इस व्यवस्था के अन्तर्गत जून २०११ में सात सौ ७० वीजा दिये गए थे जबकि इस वर्ष आठ सौ ६४ वीजा जारी किये गए। इस साल जनवरी से जून तक छह हजार ७२१ वीजा जारी किए गए जबकि पिछले साल इसी अवधि में पांच हजार ७७४ वीजा जारी किए गए थे। हमारे संवाददाता ने बताया है कि सरकार ने शुरू में  फिनलैंड, जापान और सिंगापुर सहित पांच देशों के पर्यटकों को आकर्षित करने के लिए जनवरी २०१० में वीजा ऑन अराइवल्स यानी देश पहुंचने पर वीजा देने की व्यवस्था शुरू की थी। जनवरी २०११ में कम्बोडिया, इंडोनेशिया और म्यांमा सहित छह और देशों के नागरिकों के लिए भी यह व्यवस्था शुरू कर दी गई।

आज विश्व जनसंख्या दिवस मनाया जा रहा है। इस साल के जनसंख्या दिवस का विषय है -सभी को प्रजनन स्वास्थ्य सेवाओं की सुलभता। इस मौके पर देश भर में अनेक समारोह और कार्यक्रम आयोजित किये जा रहे हैं। नई दिल्ली में एक समारोह को संबोधित करते हुए योजना आयोग के सदस्य सैयदा हमीद ने देश के विकास लक्ष्यों को हासिल करने के लिए जनसंख्या स्थिर करने के वास्ते आम सहमति बनाने की जरूरत पर जोर दिया। आज तड़के इंडिया गेट पर विभिन्न विद्यालयों के लगभग दो हजार बच्चों ने जनसंख्या स्थिरता कोष द्वारा आयोजित वॉकथॉन में हिस्सा लिया। संयुक्त राष्ट्र महासचिव बान की मून ने अपने संदेश में सदस्य देशों से प्रजनन स्वास्थ्य सेवाओं की मांग और आपूर्ति के बीच अंतर कम करने के लिए तुरन्त संगठित प्रयास करने का आह्‌वान किया। हमारे संवाददाता ने बताया है कि भारत विश्व का दूसरा सबसे अधिक जनसंख्या वाला देश है और यहां स्वास्थ्य, परिवार और पोषण से संबंधित कई चुनौतियां हैं।

भारत और वेनेजुएला ने आपसी संबंधों की समीक्षा करते हुए संतोष व्यक्त किया है कि पिछले चार वर्षों के दौरान दोनों देशों के आपसी व्यापार में करीब १२ गुना वृद्धि हुई है। वेनेजुएला की यात्रा पर गए वाणिज्य और उद्योग राज्यमंत्री ज्योतिरादित्य सिंधिया ने वहां के नेताओं से बातचीत में कहा कि भारत आर्थिक सहयोग और प्रगाढ़ करने और उसका दायरा बढ़ाने का इच्छुक है। उन्होंने कहा कि वेनेजुएला से सबसे अधिक पेट्रोलियम का आयात किया जाता है, लेकिन आपसी व्यापार को बढवा देने के लिए नए क्षेत्रों में भी संभावनाएं तलाशना जरूरी है।  श्री सिंधिया ने स्वास्थ्य सेवाओं, सूचना प्रौद्योगिकी, ऊर्जा, खनन, कपड़ा और ऑटो क्षेत्र में आपसी सहयोग की अपार संभावनाओं का जिक्र किया।

उन्होंने वेनेजुएला के वाणिज्य और उद्योग मंत्री से अनुरोध किया कि भारत का निवेश बढ़ाने के लिए वहां काम कर रही भारतीय कंपनियों की समस्याओं का समाधान किया जाए। श्री सिंधिया ने वेनेजुएला को सस्ते दामों पर अच्छी दवाओं की आपूर्ति का आश्वासन देते हुए वहां बुनियादी स्वास्थ्य सुविधाओं के लिए भी भारत की ओर से सहायता की पेशकश की। वेनेजुएला हर साल विदेशों से लगभग एक अरब डॉलर की दवाएं खरीदता है, जिसमें से भारत का हिस्सा सात प्रतिशत से भी कम है। श्री सिंधिया ने वेनेजुएला की मंत्री एडमी बेटनकोर्ट से मुलाकात के दौरान दोनों देशों के बीच दोहरे कराधान से बचने के समझौते को जल्द ही अंतिम रूप दिये जाने की जरूरत पर भी जोर दिया।

भारत और संयुक्त राष्ट्र शैक्षिक, वैज्ञानिक और सांस्कृतिक संगठन - यूनेस्को ने शांति और सतत विकास संबंधी महात्मा गांधी शिक्षा संस्थान की स्थापना के समझौते पर हस्ताक्षर किये हैं। नई दिल्ली में शुरु होने वाला यह संस्थान, यूनेस्को का उच्च श्रेणी का केन्द्र होगा। यह संस्थान एशिया प्रशांत क्षेत्र में अपने किस्म का पहला संस्थान होगा जो पूरी तरह अनुसंधान, अभिनव प्रयोग और क्षमता निर्माण के लिए समर्पित होगा। संस्थान शिक्षा क्षेत्र में नए प्रयोग और विचारधाराओं की मदद से ज्ञान के आदान-प्रदान को बढ़ावा देने के प्रयास के साथ ही शांति और स्थायी विकास के महात्मा गांधी के दृष्टिकोण का प्रचार करेगा। हमारे संवाददाता ने बताया है कि यूनेस्को संस्थान का एजेंडा तैयार करने के लिए जल्द ही विशेषज्ञों का सलाहकार दल गठित करेगा। इस आशय के समझौते पर पेरिस स्थित यूनेस्को मुख्यालय पर मानव संसाधन विकास मंत्री कपिल सिब्बल और यूनेस्को की महानिदेशक इरिना बोकोव ने हस्ताक्षर किये।

संयुक्त राष्ट्र के विशेष दूत कोफी अन्नान सीरिया में छह सूत्री शांति योजना की प्रगति के बारे में आज सुरक्षा परिषद को जानकारी देंगे। इससे पहले श्री अन्नान ने बगदाद में संवाददाताओं से बातचीत में विश्वास व्यक्त किया कि सुरक्षा परिषद सीरिया में संयुक्त राष्ट्र पर्यवेक्षक मिशन के भविष्य के बारे में भी उचित फैसला करेगी। हमारे संवाददाता ने बताया है कि सीरिया में संयुक्त राष्ट्र पर्यवेक्षकों का कार्यकाल २० जुलाई को समाप्त हो रहा है।

तीन सौ सदस्यों वाले मिशन को सीरिया ने १२ अप्रैल से लागू संघर्ष विराम की निगरानी के लिए भेजा गया था। मगर बढ़ती हिंसा और पर्यवेक्षकों की जान पर खतरे के बीच २० जुलाई से एक महीने पहले ही मिशन को स्थगित करना पड़ा। संयुक्त राष्ट्र महासचिव बान की मून ने मिशन के सदस्यों की संख्या घटाने और इसे दमिश्क तक सीमित रखने का सुझाव दिया है। अन्नान सुरक्षा परिषद को सीरिया के राष्ट्रपति बशर अल असद के साथ सोमवार को ही बातचीत की प्रगति का ब्यौरा देंगे। अन्नान ने कहा है कि राष्ट्रपति असद सीरिया के हिंसाग्रस्त इलाकों में हिंसा पर लगाम कसने और धीरे-धीरे उसे पूरे देश में लागू करने पर राजी हो गये है। अन्नान इराक और ईरान के नेताओं से बातचीत का ब्यौरा भी सुरक्षा परिषद को देंगे। अतुल तिवारी, आकाशवाणी समाचार।

अमरीका की विदेशमंत्री हिलेरी क्लिंटन लाओस पहुंच गई हैं। ५७ साल में किसी अमरीकी विदेशमंत्री की यह पहली लाओस यात्रा है। इससे पहले अमरीकी राजनयिक जॉन फॉस्टर डल्लस से १९५५ में वहां गये थे। श्रीमती क्लिंटन यहा विवादास्पद मेकोंग नदी बांध के निर्माण संबंधी योजना पर विचार विमर्श करेंगी। आलोचकों का कहना है कि इस बांध से पर्यावरण और लाखों लोगों के जीवन पर असर पड़ेगा। वियतनाम युद्ध के दौरान इस्तेमान किए गए रसायन एजेंट ओरेंज के असर के बारे में भी बातचीत होने की संभावना है। ज+ायाबुरी पर तीन अरब अस्सी करोड़ डॉलर की जल विद्युत बांध परियोजना ने मेकांेंग क्षेत्र के देशों लाओस, वियतनाम, कम्बोडिया और थाइलैंड के बीच तनाव पैदा कर दिया है। अप्रैल में इस बांध के निर्माण के लिए एक थाई कंपनी सी एच करनचांग के साथ अरबों डॉलर के समझौते पर हस्ताक्षर किए गए। लाओस की सरकार ने वचन दिया है कि पर्यावरण संबंधी मुद्दे जब तक हल नहीं किये जाते तब तक परियोजना पर काम शुरू नहीं होगा।

फिलीपीन्स में बासीलान द्वीप में बन्दूकधारियों ने कृषि मजदूरों के काफिले पर घात लगाकर हमला किया जिसमें छह लोग मारे गए और २२  घायल हो गए। समझा जाता कि बन्दूकधारी मुस्लिम कट्टरपंथी थे। सेना के प्रवक्ता मेजर हेरोल्ड काबुनोक ने कहा है कि चार वाहनों के काफिले में सशस्त्र सुरक्षाकर्मी भी थे। ये लोग दूर-दराज के रबड़ के खेतों में जा रहे थे। अभी तक किसी गुट ने हमले की जिम्मेदारी नहीं ली है।

जापान, नेपाल में सड़कों के निर्माण के लिए पांच अरब नेपाली रूपये से ज्यादा की मदद देगा। यह मदद दो परियोजनाओं के निर्माण के लिए दी जायेगी। इनमें एक सिंधुली सड़क के खंड-तीन के निर्माण और दूसरा इस सड़क पर भूस्खलन से बचाव के लिए निर्माण सें संबंधित है। इस आशय के समझौते पर काठमांडू में नेपाल के वित्त सचिव कृष्णा हारी बास्कोता और नेपाल में जापान के राजदूत कुनियो ताकाहाशी ने हस्ताक्षर किए। एक प्रैस विज्ञप्ति के अनुसार दूसरे समझौते के तहत जापान सिंधुली सड़क खंड तीन पर भूस्खलन रोकने की निर्माण परियोजना के लिए एक अरब रूपये की मदद देगा।

म्यामां में अमेरिकी दूतावास ने २२ वर्ष बाद अपने राजदूत के आने की घोषणा की है। दूतावास ने यांगून में कहा कि राजदूत डेरेक मिशेल यहां पहुंच गए हैं और वे नेपीता जाकर राष्ट्रपति थिएन सेन को अपने पहचान पत्र पेश करेगे। श्री मिशेल इससे पहले म्यामां में विशेष दूत रह चुके हैं। मार्च में नई सरकार के आने के बाद अमेरिका म्यामां के साथ नए संबंध कायम कर रहा है और सुधारों का सिलसिला शुरू कर रहा है।

कश्मीर घाटी में एक सड़क दुर्घटना में दो व्यक्तियों की मृत्यु हो गई है और पचास लोग घायल हो गए हैं। यह दुर्घटना बारामूला-बाबा ऋषि मार्ग पर एक बस के सड़क से फिसल जाने से हुई। बस में कुपवाड़ा जिले के स्कूली छात्र थे जो पिकनिक मनाने बाबा ऋषि जा रहे थे। अधिकतर घायलों को टनमर्ग के अस्पताल में भर्ती कराया गया है।

उत्तर प्रदेश में इलाहाबाद उच्च न्यायालय ने सोनभद्र जिले में महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी योजना-मनरेगा लागू करने में हुई अनियमितताओं के आरोपों पर राज्य सरकार को तीन हफ्‌ते के भीतर जवाबी हलफनामा दायर करने के निर्देश दिये हैं। न्यायमूर्ति अमिताव लाला और न्यायामूर्ति पी एस. बघेल की खंडपीठ ने एक याचिका पर सुनवाई के दौरान ये निर्देश दिये। याचिका में कहा गया था कि मनरेगा लागू करने में चार सौ करोड़ रुपये का घपला हुआ है और इसकी सीबीआई जांच होनी चाहिये।

महाराष्ट्र में मुम्बई सहित कई स्थानों पर आज अदालती कामकाज वकीलों की हड़ताल के कारण प्रभावित हुआ। इन वकीलों ने बार काउंसिल ऑफ इंडिया-बीसीआई के आह्‌वान पर देशभर में वकीलों की हड़ताल के साथ एकजुटता दिखाते हुए यह हड़ताल की है। वकील प्रस्तावित उच्च शिक्षा और अनुसंधान विधेयक २०११ का विरोध कर रहे हैं। उनका कहना है कि इससे देश में विधि पाठ्यक्रमों और कानूनी पेशे पर बीसीआई की स्वायतता खत्म हो जाएगी। भारतीय बार एसोसिएशन का प्रतिनिधित्व और नियमन करने के लिए बीसीआई संसद द्वारा गठित एक वैधानिक संस्था है।

उच्च शिक्षा और अनुसंधान विधेयक पिछले वर्ष राज्यसभा में पेश किया गया था, इसमें तकनीकी, व्यावसायिक और चिकित्सा शिक्षा सहित विश्वविद्यालय शिक्षा के नियमन के लिए राष्ट्रीय आयोग के गठन का प्रावधान किया गया है। वकीलों का कहना है कि विधि पाठ्यक्रम को प्रस्तावित विधेयक के दायरे से बाहर रखा जाए।

जाने माने पहलवान और अभिनेता दारा सिंह की स्थिति गंभीर बनी हुई है। वे डायलिसिस पर है। मुम्बई में कोकिला बेन धीरूभाई अम्बानी अस्पताल के कार्यकारी निदेशक डाक्टर राम नारायण ने हमारे संवाददाता को बताया कि दारा सिंह को जीवन रक्षक प्रणालियों पर रखा गया है। उनके उच्च रक्तचाप को नियंत्रित करने के लिए कई दवाइयां दी जा रही है। डाक्टर राम नारायण ने यह भी बताया कि दिल का दौरा पड़ने से दारा सिंह के मस्तिष्क में ऑक्सीजन की आपूर्ति बाधित हुई है, जिससे मस्तिष्क को काफी नुकसान पहुंचा है। उनका यह भी कहना था कि दारा सिंह के स्वस्थ होने की संभावना काफी कम लगती है। ८४ वर्षीय श्री दारा सिंह को दिल का दौरा पड़ने पर शनिवार को अस्पताल में भर्ती कराया गया था। वे टेलीविजन धारावाहिकों और फिल्मों में हनुमान और भीम की भूमिका निभाने के लिए ज्यादा जाने जाते हैं। उन्हें अस्पताल में देखने जाने वालों में उनके करीबी मित्र धमेन्द्र, रज+ा मुराद और फराह खान शामिल हैं।

भारतीय प्रतिभूति और विनिमय बोर्ड- सेबी ने मल्टी कमोडिटी एक्सचेंज एमसीएक्स-एस एक्स को पूर्ण रूप से स्टॉक एक्सचेंज के रूप में काम करने की मंजूरी दे दी है। सेबी के इस फैसले का स्वागत करते हुए एमसीएक्स- एसएक्स के  उपाध्यक्ष ने कहा कि इससे बाजार में प्रतिस्पर्धा का माहौल बनेगा। फिल्हाल सेबी ने देश में आठ स्टॉक एक्सचेंजों को मान्यता दे रखी है। लेकिन उनमें से सिर्फ दो - बॉम्बे स्टॉक एक्सचेंज - बीएसई और नेशनल स्टॉक एक्सचेंज-एनएसई ही राष्ट्रीय स्तर पर हर क्षेत्र में सक्रिय कारोबार कर रहे हैं। एमसीएक्स-एसएक्स और यूनाईटेड स्टॉक एक्सचेंज- यूएसई फिलहाल सिर्फ मुद्रा कारोबार ही करते हैं। उम्मीद है कि सेबी के इस फैसले से एमसीएक्स-एसएक्स राष्ट्रीय स्तर पर काम करने वाला तीसरा प्रमुख स्टॉक एक्सचेंज बन जायेगा ।

बम्बई शेयर बाजार में आज गिरावट का रूख है। शुरूआती कारोबार में सेन्सेक्स में एक सौ एक अंक से अधिक की गिरावट आई। एशियाई बाजारों में कमजोर रूख के बीच, फंडों और छोटे निवेशकों की मुनाफा वसूली से सेन्सेक्स में यह गिरावट  आई। अब से कुछ देर पहले सेन्सेक्स १०२ अंकों की गिरावट के साथ १७ हजार ५१६ पर था। नेशनल स्टॉक एक्सचेंज का निफ्टी भी ३० अंक गिरकर ५ हजार ३१५ पर आ गया। एशिया के प्रमुख शेयर बाजारों में आज गिरावट का रूख है। जापान के निक्केई में शून्य दशमलव चार-आठ प्रतिशत और हांगकांग के हैंगसैंग में शून्य दशमलव एक-तीन प्रतिशत की गिरावट दर्ज हुई। अमेरिका का औद्योगिक सूचकांक डाऊजोन्स कल शून्य दशमलव छह-पांच प्रतिशत की गिरावट के साथ बन्द हुआ था। उधर अन्तरबैंक विदेशी मुद्राबाजार में डॉलर के मुकाबले रूपया आज कल के ही स्तर पर है। शुरूआती कारोबार में रूपये की कीमत में ३३ पैसे की गिरावट आई थी, लेकिन बाद में इसमें सुधार हुआ और यह कल के स्तर ५५ रूपये ३९ पैसे प्रति डॉलर पर आ गया।

एशियाई बाजारों में आज कच्चा तेल महंगा हुआ। अगस्त की डिलीवरी के लिए न्यूयॉर्क का लाइट स्वीट क्रूड २८ सेंट महंगा होकर ८४ डॉलर १९ सेंट प्रति बैरल हो गया। लंदन के ब्रेंट नार्थ सी क्रूड की कीमत में भी २८ सेंट की वृद्धि हुई और एक बैरल ९८ डॉलर २५ सेंट का हो गया।

असम में बाढ़ और जमीन धंसने की घटनाओं से हुए नुकसान का जायजा लेने के लिए सात सदस्यीय केन्द्रीय कल गुवाहाटी पहुंचा। दल ने गुवाहाटी में राज्य सरकार के विभिन्न विभागों के वरिष्ठ अधिकारियों के साथ बाढ़ की स्थिति का जायजा लिया और उसके बाद बाढ़ प्रभावित जिलों के लिए रवाना हो गए। आधिकारिक सूत्रों ने बताया कि असम सरकार ने तेरह हजार दो सौ सत्रह करोड़ रूपये के वित्तीय पैकेज की मांग की है।

मॉनसून पूरे देश में पहुंच गया है, लेकिन अब भी वर्षा में २३ प्रतिशत की कमी है। आकाशवाणी से बातचीत में मौेसम विभाग के निदेशक जनरल एल एस राठौड़ ने बताया है कि बारिश में २३ प्रतिशत की कमी अगले सप्ताह तक जारी रहने की संभावना है। उन्होंने बताया कि मॉनसून की बारिश में सुधार होने से धान, सोयाबीन और मूंगफली की रोपाई के काम में तेजी आयेगी। हालांकि उन्होंने कहना था कि कर्नाटक और महाराष्ट्र में कम बारिश से मोटे अनाजों के उत्पादन  पर असर पड़ सकता है। श्री राठौड़ ने बताया कि कर्नाटक के कुछ हिस्सों, पंजाब, हरियाणा, राजस्थान, महाराष्ट्र और गुजरात में अब तक कम बारिश हुई है। मॉनसून अब हिमालय, तराई और पूर्वोत्तर क्षेत्रों की ओर मुड़ जायेगा।

In Karnataka, Chief Minister Sadanand Gowda submitted his resignation letter to the Governor H R Bharadwaj paving the way for Jagadish Shetter to assume charge tomorrow. Speaking to media persons, Mr. Gowda talked about his eleven month stint and hoped that the party will stand united to face the election next year. A Press Communique from Raj Bhavan says that the Governor has accepted the resignation of Mr. Sadanand Gowda and invited Mr. Jagadish Shetter to form the new Government. The Chief Minister elect, Jagadish Shetter also met the Governor along with national leader Rajnath Singh, state party incharge Dharmendra Pradhan, former Chief Minister B S Yeddyurappa and others. He will be sworn in tomorrow as the 21st Chief Minister of the state. Yeddyurappa’s faction had demanded for leadership change and asked the Central leaders to replace him with Jagadish Shetter. The eleven month rule of Sadanand Gowda has come to to an end today. He took over from B S Yeddyurappa last August, when illegal mining report of Lokayukta had accused Yeddyurappa of helping the trusts managed by his sons to receive donations from mining company in return for favours. Sadanand Gowda had defeated Jagadish Shetter then with the support of Yeddyurappa. But today Jagadish Shetter is becoming Chief Minister with the support of Yeddyurappa. Uttarakhand Chief Minister and Tehri Congress MP, Vijay Bahuguna today recorded a historic victory in Sitarganj bypoll, defeating his nearest rival, BJP stalwart and former Cabinet Minister, Prakash Pant, by 39,954 votes. Chief Minister Bahuguna had maintained massive lead in all the nine rounds. It is after a long time that the Congress has won the Sitarganj seat. With Mr. Bahuguna’s victory, Congress now has 33 seats in the 70 members Assembly, while the BJP is reduced to 30.

The Election Commission has said, the voting for election to the Office of President of India, is not compulsory as also the voting for elections to the House of the People and State Legislatures. It said, every elector at the Presidential election has the freedom of making a choice to vote for any candidate or not to vote at the election, as per his or her free will and choice. This, the EC said, will equally apply to the political parties and they are free to canvas or seek votes of electors for any candidate or requesting or appealing to them to refrain from voting. The Commission said, voting by members of the electoral college, is outside the House concerned and not a part of the proceeding of the House. Setting at rest doubts on the issue, the poll panel observed that the political parties cannot issue any direction or whip to their members to vote in a particular manner or not to vote at the election, leaving them with no choice, as that would tantamount to the offence of undue influence within the meaning of section 171C of the IPC.

Home Minister P. Chidambaram today clarified that his comments regarding the impact of rising prices on the middle class, have been deliberately distorted by a newspaper report. In a statement issued today, the Minister said that he had not mocked anyone in the press conference held in Bangalore yesterday. He said at the press conference, he had explained that the rise in food prices was due to the need to pay more to the farmers. The statement further said that in an answer to a question on the burden of rising prices on the common man, the Home Minister had referred to the need for giving higher Minimum Support Prices, to the farmers and the benefits of programmes like MGNREGA and PMGSY which directly assist the poorest section of the society.

Wrestler-actor Dara Singh continues to be very critical and is undergoing dialysis. Dr. Ram Narain, executive director of Kokilaben Dhirubhai Ambani hospital in Mumbai, told AIR that Dara Singh has been put on life support. He said that Dara Singh is being given high dose of medicines to keep his blood pressure under control. Dr. Ram Narain also said that there has been significant damage to Dara Singh’s brain due to decreased oxygen supply when he had a cardiac arrest. The veteran actor who is best known for his portrayals of Hanuman and Bhim in films and TV serials, has been hospitalized since Saturday after he suffered a cardiac arrest. He is 84 years old. His close friends, Dharmendra, Raza Murad and Farah Khan among others visited him at the hospital.

Expressing concern over increasing incidents of medical admissions being granted arbitrarily by colleges, the Supreme Court has  asked the high courts to initiate contempt proceedings against the authorities and direct disciplinary action against erring personnel. A bench of justices Swatanter Kumar and Ranjan Gogoi in a judgement also said students who obtain MBBS seats through collusion with authorities will have to compensate the aggrieved meritorious students. The apex court passed the ruling while upholding the appeal of a girl student who was denied admission into the MBBS course for the 2011-12 academic year despite being ahead of several others in the merit list by the Pandit BD. The annual plan of 4,700 crore rupees for Goa for the current fiscal has been finalized in a meeting between Deputy Chairman of Planning Commission, Montek Singh Ahluwalia and Chief Minister of Goa, Manohar Parrikar in New Delhi. Speaking on the occasion, Mr. Ahluwalia said the state has been doing exceedingly well and achievements in all sectors of the economy are satisfactory. Mr Ahluwalia said, the state needs to further encourage private participation in the development of both social and physical infrastructure. Mr. Parrikar said that the objective of the annual plan is to achieve an all round development of the state including infrastructure and human resource development.

In Kashmir Valley, two persons died and 50 school children were injured in a road mishap on Baramulla-Baba Rishi road today. The accident occurred near the site of Baba Rishi when a bus carrying school children from Kupwara district for picnic to Baba Rishi, Gulmarg, skidded off the road. One child and an adult succumbed to the injuries. Most of the injured have been admitted to the Tangmarg sub-district hospital.

Early conclusion of the ASEAN-India free trade agreement, giving further push to economic ties and exploring new cooperation areas will be the main focus of External Affairs Minister S M Krishna's meeting with the 10-member regional grouping at Phnom Penh today. India and the ASEAN have already implemented a free trade agreement in goods and are engaged in intense negotiations to widen its base and include services and investments. Mr Krishna arrived in Phnom Penh last evening to participate in the 10th ASEAN-India Ministerial meeting during which the entire architecture of the relations between ASEAN and India will be reviewed. He will also participate in the the second East Asia summit Foreign Ministers' meeting and 19th ASEAN Regional Forum Ministerial meeting. The meeting acquires greater significance as India would be hosting a special two-day ASEAN-India Commemorative Summit on December 20-21 in New Delhi to mark 20 years of their relationship.

India and Venezuela have reviewed bilateral relations and expressed satisfaction over the growth in bilateral trade which has grown 12 times during the last four years. Minister of State for Commerce and Industry, Jyotiraditya M. Scindia who is visiting that country, has conveyed to the Venezuelan leaders India's desire to deepen and diversify economic cooperation between two countries. The  Minister emphasised the need to expand the trade basket as the current trade is dominated by petroleum imports from Venezuela. Mr Scindia identified healthcare, information technology, energy, mining, textiles and auto sector as having the maximum potential for increased cooperation. He also requested the Venezuelan Minister to address the issues of the Indian companies operating in Venezuela, in energy and IT sector, to promote more investments by Indian companies. While assuring the Venezuelan Minister of supply of quality drugs by Indian companies at affordable prices, he also offered Indian expertise in creating health infrastructure. Currently, Venezuela imports medicines worth one billion US dollars annually. However, India’s share in this is less than seven per cent. Mr Scindia also met his Venezuelan counterpart, Ms. Edmee Betancourt. He stressed to expedite finalisation of the Double Taxation Avoidance Agreement, DTAA, between the two countries.

UN Special envoy Kofi Annan will brief the Security Council today on the progress of six-point peace plan in Syria. Ahead of the briefing, Annan told reporters in Baghdad that he was confident that the Council will take appropriate action including the future of UN Observers mission in Syria which expires on July 20. The mission was sent to Syria as a part of the six point UN peace plan to monitor the cease fire in the country from 12th April. But it has suspended its operations in Syria for nearly a month because of the escalation in violence and dangers to the lives of unarmed observers. UN Secretary General Ban Ki Moon has already indicated that the 300 strong unarmed Observer mission may be reduced in size and confined to Damascus. Annan’s briefing to the Council comes after his talks with the Syrian President Bashar Al Assad in Damascus on Monday. The 3.8 billion dollars hydro-electric dam project at Xayaburi, has caused tension among Mekong region countries - Laos, Vietnam, Cambodia and Thailand. In April, a multi-billion dollar contract was signed for a Thai company, CH Karnchang, to build the dam. The Lao government has pledged not to go ahead with the project until environmental issues have been resolved.

Japan is to provide a grant assistance of more than five billion Nepali rupees to Nepal for the construction of roads. The grant will be for the construction of two projects, Sindhuli Road section and the counter-measures construction against landslides on the Sindhuli road section. An agreement to this effect was signed between Finance Secretary Krishna Hari Baskota and Japanese Ambassador to Nepal, Kunio Takahashi yesterday in Kathmandu. Under the agreement, Japan is to extend a grant up to around 4.58 billion nepali rupees for the implementation of the Project for Construction of Sindhuli Road Section III. Once completed, the Sindhuli Road will become the main corridor between the capital Kathmandu and the Eastern Terai area via Kavrepalanchok, Ramechhap, Sindhuli and Mahottari Districts, reducing travelling distances significantly. In addition, the Kathmandu-Bhaktapur Road, which was completed last year under Japan’s Overseas Development Aid, contributes to this corridor’s connectivity. According to a press release, under the second agreement, Japan will provide one billion rupees for the implementation of the Project for Counter-measure Construction against the Landslides on Sindhuli Road Section II.

Monsoon has covered the entire country till date, but remains deficient by 23 per cent. Talking to All India Radio, IMD Director General L S Rathore said, the 23 per cent deficit in rains is likely to continue until next week. Mr Rathod noted that with improvement in monsoon rains, the planting of paddy, soyabean and groundnut will pick up. He, however, pointed out that scanty rains in Karnataka and Maharashtra, might affect coarse cereals. Mr Rathod said, some parts of Karnataka, Punjab, Haryana, Rajasthan, Maharashtra and Gujarat have received scanty rains so far. He said, monsoon will now shift to Himalayas, Terai and north-east region.

Planning Commission deputy chairperson Montek Singh Ahluwalia hopes that the economic measures which are being taken by the government will show  result from October. Talking to reporters in New Delhi yesterday he said a realistic target for growth in the 12th Plan would be 8 to 8.5 per cent. He said that the new target has not yet been decided for the 12 five year plan, but the original 9 per cent target is no longer feasible. He also said that the government is streamlining the Centrally sponsored programmes. He added that the Planning Commission is not rigid on its guidelines for different centrally sponsored projects which are implemented by State governments, but money should be spent on the intended purpose.

Stock markets in China, Taiwan, Singapore, Hong Kong, Japan, and South Korea were trading mixed, today. Over in the US, the Dow Jones Industrial Average had ended 0.7 per cent lower in yesterday's trade.

In Philippines, gunmen suspected to be Islamic militants ambushed a convoy carrying farm workers today, killing six and wounding 22 others. Army spokesman Major Harold Cabunoc said, the four-vehicle convoy, which also carried armed security escorts from a government militia, was on its way to a remote rubber plantation when it was attacked. No group has claimed responsibility for the attack on Basilan island. However, the cooperative's manager, Taha Katu said, prior to the attack they had received extortion letters purportedly from the Abu Sayyaf, demanding payment of over 1,000 dollars a month, in exchange for not being harmed.

Japan summoned the Chinese ambassador today as a diplomatic row flared up after three Chinese patrol boats approached a chain of islands at the centre of a bitter territorial dispute. The Japanese coast guard said the vessels entered Japanese waters around the islands in the East China Sea known as Senkaku in Japanese and Diaoyu in Chinese early today. The move prompted the Japanese foreign ministry to summon the Chinese ambassador in protest, said Chief Cabinet Secretary Osamu Fujimura. The government's top spokesman told a regular press briefing, it is clear that historically and legally, Senkaku is an inherent territory of Japan, adding that Beijing's envoy had been summoned over the vessels.

The US Embassy in Myanmar has announced the arrival of Washington's first ambassador to the country in 22 years. The embassy in Yangon said, Ambassador Derek Mitchell arrived today and will travel to Naypyitaw to present his credentials to President Thein Sein. Mitchell previously served as special envoy to Myanmar. The United States has been re-engaging Myanmar after a new government took over in March of last year and began implementing reforms.

Visa on arrivals, VoAs, have registered 12.2 per cent growth during the month of June this year as compared to the same period last year. An official release says, a total number of 864 VoAs were issued as compared to 770 during June 2011. During the period from January to June this year, 6721 VoAs were issued as against 5774  issued in the corresponding period of 2011, registering a growth of 16.4 per cent. Our correspondent reports, the government launched the Visa on Arrivals, VoAs, scheme in January 2010, initially to attract tourists from five countries, including Finland, Japan and Singapore. The scheme was further extended for citizens of six more countries, including Cambodia, Indonesia and Myanmar in January 2011.

प्रधानमंत्री मनमोहन सिहं ने भारत की यात्रा पर आये सिंगापुर के प्रधानमंत्री को विश्वास दिलाया कि भारत निवेश के अनुकूल देश के रूप में अपने को मजबूत करने के लिये प्रतिबद्ध है। आज नई दिल्ली में हैदराबाद हाउस में सिंगापुर के प्रधानमंत्री के साथ बातचीत के बाद संयुक्त संवाददाता सम्मेलन में डाक्टर मनमोहन सिंह ने सिंगापुर से निवेश का स्वागत किया। उन्होंने कहा कि सिंगापुर आसियान में भारत का सबसे बडा व्यापार सहयोगी है। इसके अलावा वह भारत में प्रत्यक्ष विदेशी निवेश का एक बडा स्रोत है।

दोनों प्रधानमंत्रियों ने आपसी , क्षेत्रीय और अंतर्राष्ट्रीय मुददों पर व्यापक तथा लाभदायक बातचीत की। भारत और सिंगापुर ने रक्षा और सुरक्षा सहित तीन समझौते पर हस्ताक्षर किये। शिक्षा ,व्यावसायिक प्रशिक्षण, श्रम और कौशल विकास के क्षेत्र में सहयोग बढाने के समझौता ज्ञापन पर भी हस्ताक्षर किये गये।     प्रधानमंत्री ने कहा कि दोनों देशों ने व्यापार और निवेश बढाने के लिये व्यापक आर्थिक सहयोग समझौते की दूसरी समीक्षा को जल्द पूरा करने का फैसला किया है।

डाक्टर मनमोहन सिंह ने कहा कि सिंगापुर और भारत दोनों लोकतांत्रिक, धर्मनिरपेक्ष देश हैं और दोनों को बहुलतावाद में विश्वास है।

दिल्ली उच्च न्यायालय ने २००२ के गुजरात दंगों को लेकर तत्कालीन प्रधानमंत्री अटल बिहारी वाजपेयी और तत्कालीन राष्ट्रपति के आर नारायणन के बीच हुए पत्राचार को जारी करने के केंद्रीय सूचना आयोग के आदेश को खारिज कर दिया है। न्यायमूर्ति अनिल कुमार ने आयोग के आदेश के खिलाफ केंद्र की अपील पर यह फैसला सुनाया। केंद्रीय सूचना आयोग की पूर्ण पीठ ने आठ अगस्त २००६ को एक व्यक्ति के अनुरोध पर पत्राचार उपलब्ध कराने का आदेश दिया था। केंद्र ने अपनी दलील में कहा कि इस तरह के खुलासे से देश की संप्रभुता और अखंडता प्रभावित होगी।

उच्चतम न्यायालय ने १९८४ के सिख-विरोधी दंगे मामले में कांग्रेस नेता सज्जन कुमार के खिलाफ निचली अदालत की कार्यवाही पर आज रोक लगा दी। न्यायाधीश पी. सतशिवम और बी एस चौहान की पीठ ने निचली अदालत को इस मामले में २७ जुलाई तक कोई सुनवाई न करने का निर्देश दिया है जिस दिन दिल्ली उच्च न्यायालय द्वारा सज्जन कुमार की याचिका पर सुनवाई करने की संभावना है। सज्जन कुमार ने अपनी याचिका में कहा है कि उन्हें उन गवाहों से जिरह करने की इज+ाज+त दी जाए, जिनके बयानों का सीबीआई उनके खिलाफ इस्तेमाल कर रही है।

देश भर में आज वकीलों की हड़ताल के कारण कई अदालतों में काम-काज प्रभावित हुआ। वकील उच्च शिक्षा तथा अनुसंधान विधेयक का विरोध कर रही बार काउन्सिल आफ इंडिया के आह्‌वान पर आज और कल हड़ताल पर हैं। विधेयक का उद्देश्य विधि शिक्षा को नियमित करना है लेकिन बार काउन्सिल का कहना है कि इससे देश में विधि शिक्षा को नियमित करने के उसके अधिकार और स्वायत्तता प्रभावित होंगे। राजधानी में जिला अदालतों में काम-काज पर प्रभाव पड़ा।

कर्नाटक के राज्यपाल एच आर भारद्वाज ने सरकार बनाने के लिए भाजपा विधायक दल के नेता जगदीश शेट्टर को आमंत्रित किया है। पार्टी के प्रदेश  अध्यक्ष के. एस. ईश्वरप्पा ने श्री शेट्टर को विधायक दल का नेता चुने जाने की सूचना दी। इसके बाद राज्यपाल ने श्री शेट्टर को आमंत्रित किया। शपथ ग्रहण समारोह कल होगा।

मानसून पूरे देश में पहुंच गया है, लेकिन अब तक २३ प्रतिशत कम बारिश हुई है। आकाशवाणी से बातचीत में मौसम विभाग के महानिदेशक एल एस राठौर ने कहा कि बारिश में २३ प्रतिशत की कमी अगले सप्ताह तक जारी रह सकती है। उन्होंने कहा कि मानसून की वर्षा में सुधार होने के साथ धान की रोपाई और सोयाबीन तथा मूंगफली की बुआई में तेजी आयेगी। उन्होंने कहा कि कर्नाटक और महाराष्ट्र में अपर्याप्त वर्षा के कारण मोटे अनाज की पैदावार प्रभावित हो सकती है। श्री राठौर ने बताया कि कर्नाटक, पंजाब, हरियाणा, राजस्थान, महाराष्ट्र और गुजरात में कम बारिश हुई है।

इस बीच, कृषि मंत्री शरद पवार ने कहा कि कर्नाटक और मध्य महाराष्ट्र में अपर्याप्त वर्षा से सरकार चिंतित है, क्योंकि इससे मोटे अनाज के उत्पादन और पीने के पानी की आपूर्ति प्रभावित हो सकती है।

विदेश मंत्री एस. एम. कृष्णा ने कम्बोडिया की राजधानी नॉम पेन्ह में आसियान - भारत के बीच मंत्री स्तर की बैठक को आज सम्बोधित करते हुए आसियान देशों के साथ भारत के बढ़ते सहयोग की चर्चा की। उन्होंने निजी क्षेत्र की भागीदारी को मजबूत करने तथा आसियान देशों और भारत के बीच सम्पर्क बढ़ाने के लिए निजी-सार्वजनिक क्षेत्र की साझेदारी को बढ़ावा देने को कहा। उन्होंने कहा कि वैश्विक आर्थिक मंदी के बावजूद आर्थिक वृद्धि  लोगों की आकांक्षाओं को पूरा कर रही है। वर्ष २०११-१२ में आसियान देशों और भारत के बीच द्विपक्षीय व्यापार ८० अरब डॉलर तक पहुंच गया।

मुंबई शेयर बाजार का सेंसेक्स १२९ अंक गिरकर १७ हजार ४८९ पर बंद हुआ। वैश्विक बाजारों में मंदी के बीच निवेशकों ने मुनाफा वसूली की। नेशनल स्टॉक एक्सचेंज का निटी ३९ अंक कम होकर पांच हजार ३०६ पर बंद हुआ। रूपया डॉलर के मुकाबले २४ पैसे कमजोर हुआ और एक डॉलर की कीमत ५५ रूपए ६३ पैसे दर्ज हुई। सोना दिल्ली के सर्राफा बाजार में ३०० रुपये सस्ता होकर २९ हजार छह सौ रुपये प्रति दस ग्राम पर आ गया। चांदी आठ सौ रुपये लुढ़क कर ५२ हजार दो सौ रुपये प्रति किलो दर्ज हुई।

यमन की राजधानी साना में पुलिस अकादमी में हुए एक आत्मघाती हमले में २२ लोग मारे गये और कई अन्य घायल हो गये हैं। इस हमले में ज्यादातर केडेट्स मारे गये हैं। हमारे संवाददाता ने बताया है कि किसी ने अभी तक हमले की जिम्मेदारी नहीं ली है, लेकिन सुरक्षा अधिकारियों ने इसमें अलकायदा का हाथ होने का संकेत दिया है।

साना में आत्मघाती बम धमाका सुबह उस वक्त हुआ, जब पुलिस अकादमी की ट्रेनिंग खत्म होने के बाद केडेट वापिस लौट रहे थे। धमाका इतना तेज था कि आस-पास की इमारतें हिल उठी। यमन में पिछलें दिनों सेना द्वारा अलकायदा समर्थित आतंकी गुटों के खिलाफ व्यापक अभियान के बाद से अनेक आतंकवादी बम हमलों की कार्रवाई सामने आई है। सेना द्वारा इस्लामी आतंकियों को उनके ठिकानों से खदड़े जाने के बाद अलकायदा समर्थित आतंकी गुटो ने हमले तेज करने की धमकी दे रखी है। अतुल तिवारी आकाशवाणी समाचार।

उच्चतम न्यायालय ने आज फैसला सुनाया कि राज्य किसी की गिरफतारी से पहले निवारक नजरबंदी अधिनियमों के तहत नजरबंदी के  कारणों का सूचना के अधिकार कानून के तहत खुलासा करने के लिए बाध्य नहीं है। न्यायमूर्ति  अल्तमस कबीर की अध्यक्षता वाली खंडपीठ ने कहा कि राष्ट्रीय   सुरक्षा कानून जैसे अधिनियमों के तहत निवारक नजरबंदी को अन्य अपराधों के सिलसिले में गिरफतारी की तरह नहीं लिया जा सकता है।

Prime Minister Manmohan Singh has assured his visiting Singapore counterpart that India is committed to reinforce its status as an investment friendly country. Addressing a Joint conference after holding bilateral talks at Hyderabad house in New Delhi today, the Prime Minister welcomed investments from Singapore. Dr. Singh expressed the hope that Singapore companies will look at India as a valued investment destination.

We agreed to expedite the conclusion of the ongoing second review of the comprehensive economic cooperation agreement that would further facilitate trade and goods services and investment.  In this context I assured Prime Minister Li of India's commitment to reinforce its status as an investment friendly country and I expressed my hope that Singapore Companies would look at India as a valued investment destination in the curent scenario.
Dr Singh said, Singapore is India's foremost trading partner in the ASEAN and also a major source of FDI inflows.After the comprehensive and fruitful discussions on international, regional and bilateral issues between the two Prime Ministers,  India and Singapore also inked three pacts, including one in the field of defence and security. Memorandum of Understandings were also signed for increased cooperation in areas of education, vocational training, labour and skill development.  Dr Manmohan Singh said, both countries have agreed to step up bilateral cooperation and exchanges in the fields of defence and security.
Singapore Prime Minister Li Sien Loong said, a World class skill development Centre will be set up in New Delhi with the colaboration of both countries. He said, 15,000 students will be trained in various aspects of production and management.  He said, both countries also reaffirmed their commitment to a peaceful and harmonious world.

Into India, rely on good governance, a predictable regulatory regime and a hassle free rules based business environment because they are making major long term commitments.  Large sums of money, long gestation, long operating periods and needing as much predictability and consistency as possible. Not  just over  two or three years, for over 10,15, 20, 30 years and the more this can be assured, the lesser the risk ,the more easy and attractive it will be for companies to come in and participate.

India has strongly pushed for early conclusion of a free trade agreement with ASEAN in services and investment and expansion of communication links with the member States of the 10-nation grouping considered one of the world's fastest growing regions. Addressing the ASEAN-India Ministerial meeting at Phnom Penh the capital of Combodia, External Affairs Minister SM Krishna highlighted the growing congruence in India's ties with the bloc. He emphasised the need for strengthening private sector participation and encouraging inter-country private-public partnerships in improving connectivity between ASEAN nations and India.
Two-way trade between ASEAN and India in 2011-12 reached 80 billion US Dollars.

The Delhi High Court has set aside a Central Information Commission's order to the Centre to reveal to it the communication between the former Prime Minister Mr.Atal Behari Vajpayee and the then President Mr.KR Narayanan over the 2002 Gujarat riots. Justice Anil Kumar gave the order allowing the Centre's appeal against the CIC's directions. A full bench of the CIC on the 8th of August 2006 had called for the correspondences sought by a person.
The Centre had approached the Delhi High Court against the CIC order claiming that such disclosures would affect the sovereignty and integrity of the country.

The Supreme Court has ruled that the state is not under an obligation to disclose under the Right to Information Act the grounds of detention of a person under a preventive detention law before his arrest.    A three-judge bench of justices Altamas Kabir, Gyan Sudha Misra and J Chelameshwar said a detune under the preventive detention laws like NSA, COFEPOSA etc is not required to be treated in the same manner as a person arrested in connection with the commission of an alleged offence.The apex court gave the ruling while dismissing a bunch of applications seeking disclosure of information under the RTI Act for detainees at the pre-detention stage.

The Supreme Court has stayed the trial court proceedings against senior Congress leader Sajjan Kumar in a 1984 anti-Sikh riot case. A bench of justices P Sathasivam and B S Chauhan directed the lower court not to proceed with the case till July 27 when the Delhi High Court is likely to take up Kumar's plea for allowing him to cross examine the witnesses whose statements before various commissions are being used by the CBI against him.

Jagdish Shettar will take over as Chief Minister of Karnataka tomorrow. The Governor Mr HR Bhardwaj will administer the oath of office and secrecy to him in Bangalore in the afternoon. 32 Ministers are likely to take oath with the Chief Minister. Mr. Shettar and State BJP President KS Eshwarappa have left for New Delhi to finalise the list of cabinet ministers. The Governor invited Mr Shettar to form the government after he was elected leader of the BJP legislature party. Karnataka BJP President KS Eshwarappa informed the Governor about Mr Shettar's election as Legislature party leader.
The Governor has accepted the resignation of outgoing Chief Minister DB Sadanand Gowda and has asked him to continue till alternate arrangements have been made.

BJP today criticized the Home Minister P. Chidambaram for his reported statement on the issue of price rise. Briefing reporters in New Delhi, the party spokesperson, Ravi Shankar Prasad alleged that UPA governemnt is heartless and insensitive.

The Congress however rejected the opposition BJP's criticism of  Home Minister's statement. Party spokesperson Renuka Chaudhary told media persons in New Delhi that Mr. Chidambaram had already clarified that his comments regarding the impact of rising prices on the middle class, have been deliberately distorted by a newspaper report.

The Monsoon has covered the entire country, but remains deficient by 23 per cent as of date. Talking to All India Radio, IMD Director General L S Rathore said, the 23 per cent deficiency in the rain is likely to continue until next week. Mr Rathore noted that with an improvement in monsoon rain, the planting of paddy, soyabean and groundnut will pick up. He said, some parts of Karnataka, Punjab, Haryana, Rajasthan, Maharashtra and Gujarat have received scanty rain so far.
Agriculture Minister Sharad Pawar said the government  is worried about the poor rains in Karnataka and central Maharashtra which could affect the production of coarse cereals and supply of drinking water.

Proceedings in many courts across the country were affected today as lawyers abstained from work in response to the Bar Council of India, BCI’s call to observe July 11 and 12 as protest days to oppose the Higher Education and Research Bill. Working of many courts in various parts of the country including Maharashtra, Tripura, and Uttar Pradesh was affected due to the lawyers boycott.
In Delhi, the strike affected the court proceedings in six district court complexes at Patiala House, Tis Hazari, Rohini, Dwarka, Saket and Karkardooma.

The Centre has extended the suspension of operations till the 30th of September against the Dima Halam Daogah, the DHD, a militant group operating in the North Cachar Hill district of Assam. An official release said, the decision was taken at a tripartite meeting attended by representatives of the Centre, the Assam government and the DHD. The suspension of operations has been in force since 2003. A joint monitoring group headed by Joint Secretary, North East, in the Home Ministry has been constituted to review the implementation of agreed ground rules.

The Mumbai Police have claimed that bollywood actor Laila Khan's stepfather Parvez Tak has confessed to killing her and her siblings. Tak reportedly told the police that he killed Laila's mother, Celina, in a fit of rage and then killed the others as they had witnessed the murder. Himanshu Roy, Joint Commissioner of Police, Crime, Mumbai, also said that six bodies have been found carefully buried in a pit at the farmhouse owned by Laila in Igatpuri near Mumbai.

In Yemen, a suicide bomber killed at least 22 people, mostly cadets, inside a police academy in the capital Sana’a today. Several people were injured in the attack. No group has claimed responsibility for the attack which bore the hallmarks of Al-Qaeda. Our West Asia correspondent has filed this report:

The suicide bomber struck when the cadets were about to leave the police academy in Sanaa after the training sessions in the morning came to close . The intensity was so severe that the nearby buildings were shaken. Yemen has been rocked by a spate of suicide bombings since the recent military offensive against the Al qaeda linked terror outfits in the country. In May, a suicide bomber in army uniform blew himself off during a rehearsal for army parade in the capital Sana’a killing more than 90 people The attack was claimed by Al-Qaeda in Arabian Peninsula which has been described as the most dangerous franchise of the global terror network. The Sensex at the Bombay Stock Exchange dropped 129 points, or 0.7 percent, to 17,489, on profit-booking, amid subdued global markets, today. The Nifty fell 39 points, or 0.7 percent, to 5,306.Stock markets in Japan, China, Hong Kong, South Korea and Singapore ended mixed.   The rupee weakened 24 paise, to 55.63 against the dollar. Gold declined 300 rupees, to 29,600 rupees per ten grams in Delhi. Silver dropped 800 rupees, to 52,200 rupees per kilo.And Brent crude oil futures rose toward 99 dollars a barrel, while US crude gained 1.09 dollars, to 85 dollars a barrel.Pradeep Kumar, AIR News.

Asian Games gold medallist Pinki Pramanik, who walked out of prison today after spending 26 days in custody in Dum Dum Central Jail on charges of rape, has alleged harassment by the police. The retired middle-distance runner said the police had tied her hands and legs and had forcibly conducted a gender determination test on her. Pinki was released from jail after a Barasat court gave her bail yesterday. She was arrested on the 14th of last month after she was accused of being a male by her live-in-partner, who also alleged that she was raped by Pramanik.
