प्रधानमंत्री डॉक्टर मनमोहन सिंह ने घोषणा की है कि भारत अंतर्राष्ट्रीय मुद्राकोष को दस अरब डॉलर और देगा जिससे ऋण देने वालों के पास धन पर्याप्त मात्रा में रहे और आर्थिक संकट न बढ़े। लोस काबोस में जी-२० शिखर सम्मेलन के पूर्ण अधिवेशन में डॉक्टर सिंह ने कहा कि यूरो जोन में स्थिरता लाने में मुद्राकोष की महत्वपूर्ण भूमिका है और सभी सदस्य देशों को इस भूमिका को निभाने में उसकी मदद करनी चाहिए। दुनिया की आर्थिक स्थिति को बहुत अधिक चिंताजनक बताते हुए डॉक्टर सिंह ने कहा कि यूरो जोन का ऋण और बैंकिंग संकट पूरी विश्व अर्थव्यवस्था पर बहुत गहरा असर डाल रहा है। वैश्विक संकट के कारण कम विकसित और विकासशील देशों की गंभीर समस्याओं का जिक्र करते हुए प्रधानमंत्री ने कहा कि विकासशील देशों में बुनियादी ढांचागत सुविधाओं में निवेश से लम्बी अवधि में तेजी से वृद्धि की बुनियाद पड़ेगी और उनकी अर्थव्यवस्थाओं में तत्काल जान आयेगी। डॉक्टर सिंह ने कहा कि जी-२० को बहुपक्षीय विकास बैंकों के संसाधनों में बहुत अधिक मात्रा बढ़ानी चाहिए ताकि उनके पास विकासशील देशों के विकास लक्ष्यों को पूरा करने में मदद देने के लिए पर्याप्त संसाधन हों।
    भारत सहित उभरती अर्थव्यवस्थाओं में मंदी का जिक्र करते हुए डॉक्टर मनमोहन सिंह ने कहा कि वैश्विक मंदी और घरेलू कठिनाईयों के कारण वृद्धि पर असर पड़ रहा है। उन्होंने बताया कि घरेलू समस्याओं से निपटने के लिए उचित कदम उठाये जा रहे हैं।
    भारतीय अर्थव्यवस्था के बुनियादी अंगों की मजबूती पर जोर देते हुए प्रधानमंत्री ने कहा कि सरकार को विश्वास है कि आठ से नौ प्रतिशत वार्षिक वृद्धि दर फिर हासिल हो जाएगी। उन्होंने कहा कि सरकार निवेशकों का विश्वास फिर जगाने के उपाय कर रही है।
    निवेशकों के लिए संदेश में प्रधानमंत्री ने कहा कि सरकार ऐसी पारदर्शी, और स्थिर नीतियां अपनायेगी जिससे घरेलू और विदेशी निवेशकों को बराबर अवसर मिले।
    भारत में बढ़ते राजकोषीय घाटे के संदर्भ में प्रधानमंत्री ने कहा कि २००८ के बाद अर्थव्यवस्था को प्रोत्साहित करने के लिए राजकोषीय घाटा बढ़ने दिया गया और अब सरकार उसे रोकने पर ध्यान दे रही है। उन्होंने कहा कि सरकार सबसिडी पर नियंत्रण सहित कड़े फैसले लेगी।

ब्रिक्स देशों के नेता ऋणदाता देशों का बोझ बांटने के लिए अंतरराष्ट्रीय मुद्रा कोष में अपना योगदान बढ़ाने पर सहमत हो गए हैं। ये फैसला लोस काबोस में भारत, ब्राजील, चीन, रूस और दक्षिण अफ्रीका की बैठक में लिया गया। प्रधानमंत्री डॉक्टर मनमोहन सिंह की मेजबानी में हुई इस बैठक में शर्त रखी गई कि अंतरराष्ट्रीय मुद्रा कोष इन अतिरिक्त संसाधनों का इस्तेमाल तभी करेगा जब कर्ज के नए समझौतों सहित पहले से उपलब्ध धन का काफी बड़ा हिस्सा इस्तेमाल हो जाएगा। प्रधानमंत्री ने इस बैठक में कहा कि सभी प्रमुख अर्थव्यवस्थाओं को एकजुट होकर विश्व अर्थव्यवस्था में जान डालने के लिए एक समग्र समाधान ढूंढना होगा।

यूरोजन संकट और दुनिया में अर्थव्यवस्था की सुधरती स्थिति के लड़खड़ाने से बाजार के भरोसे और हमारी अर्थव्यवस्थाओं की वृद्धि दर पर बेहद प्रतिकूल प्रभाव पड़ रहा है। इस शिखर सम्मेलन के ज+रिये हमें ऐसा ठोस संदेश देना चाहिए जिससे इन समस्याओं से निपटने का सामूहिक संकल्प झलकता हो। सबसे पहला काम यूरोज+ोन की स्थिरता सुनिश्चित करना है जो कि व्यवस्था में पैदा हुए असंतुलन के कारण खतरे में है।

नागरिक उड्डयन महानिदेशक-डी.जी.सी.ए ने घरेलू विमानन कंपनियों को मार्ग के मुताबिक किरायों पर गौर करने तथा उन्हें तर्कसंगत और समुचित स्तर  पर लाने का निर्देश दिया है। एक अधिकारिक विज्ञप्ति में कहा गया है कि नागरिक उड्डयन महानिदेशक ई.के. भारत भूषण ने सभी घरेलू एयरलाइंस के मुख्य कार्यकारी अधिकारियों की बैठक बुलाई और विभिन्न घरेलू मार्गों पर किरायों में बेतहाशा वृद्धि पर चिंता जाहिर की। डी.जी.सी.ए को भरोसा दिलाते हुए एयरलाइंस ने अब विभिन्न घरेलू मार्गों पर अधिकतम किराए में पांच से बीस प्रतिशत की कटौती की पेशकश की है।

नागरिक उड्डयन मंत्री अजित सिंह ने दोहराया है कि अगर एयर इंडिया के पायलट बिना शर्त हड़ताल वापस लेकर काम पर लौटते हैं तो वे बर्खास्त पायलटों को बहाली करने के लिए तैयार हैं। श्री सिंह ने कल मुंबई में संवाददाताओं से बातचीत में यह बात कही। इंडियन पायलट्स गिल्ड से जुड़े एयर इंडिया के लगभग चार सौ पायलट बोइंग-७८७ ड्रीम लाइनर विमान के लिए विभिन्न प्रशिक्षण कार्यक्रम में बदलाव और अपने काम से जुड़े मुद्दों को लेकर हड़ताल पर हैं।

सरकार ने रेंिटंग एजेंसी फिच की तरफ से भारत के ऋण लेने की साख घटाकर नकारात्मक करने की घोषणा को ठुकराते हुए कहा है कि उसने यह फैसला पुराने आंकड़ों के आधार पर किया है और भारतीय अर्थव्यवस्था में हाल में हुए अनुकूल परिवर्तनों की अनदेखी की है। वित्त मंत्री ने कल एक बयान में कहा कि बाजारों को पहले से अनुमान था कि फिच रेटिंग में संशोधन करेगा और इस घोषणा से कोई हैरानी नहीं हुई है। उन्होंने कहा है कि फिच ने सरकार के ताजा प्रयासों पर ध्यान नहीं दिया है जिनमें उर्वरक सबसिडी व्यवस्था में सुधार, सबसिडी को सकल घरेलू उत्पाद के एक निश्चित हिस्से तक सीमित रखने और नई विर्निर्माण तथा दूर संचार नीतियों जैसे उपाय शामिल हैं।मुख्य आर्थिक सलाहकार कौशिक बसु ने कहा कि भारत की कर्ज लेने की साख गिराने की फिच की घोषणा दूसरों की देखा देखी की गई लगती है और इसका पहले से अनुमान था।

रेटिंग एजेंसियों के बीच भी एक-दूसरे की देखादेखी काम करने की प्रवृति है और एस एंड पी के वक्तव्य को देखते हुए पूरी उम्मीद थी कि फिच भी ऐसा ही कुछ करेगा। मुझे नहीं लगता कि इसमें आश्चर्य की कोई बात है। अगर आप फिच के बयान को देखें तो इसमें बहुत सी अनुकूल बातें हैं। यह सही है कि उन्होंने रेटिंग कम कर दी है लेकिन इसमें यह भी कहा गया है कि भारतीय अर्थव्यवस्था के मजबूत आधार को देखते हुए उसकी स्थिति बदलने की बहुत संभावना है।
    अंतर्राष्ट्रीय रेटिंग एजेंसी फिच ने भारत की साख को घटाते हुए कहा था कि इसकी वजह भ्रष्टाचार, अपर्याप्त सुधार, ऊंची मुद्रास्फीति और मंद वृद्धि है। एजेंसी का कहना है कि भारत के सामने मंद वृद्धि और बढ़ती मुद्रास्फीति की कठिन चुनौती है।

उत्तर प्रदेश में चालू वित्त वर्ष के दौरान सोलह सौ से दो हजार की आबादी वाले करीब आठ हजार गावों को उत्तम बैंकिंग सुविधाओं के दायरे में लाया जाएगा। इस योजना के तहत इन गांवों में ए.टी.एम, क्रेडिट कार्ड, नेट बैंकिंग, सार्वजनिक भविष्य निधि और ड्राप बॉक्स की सुविधाएं उपलब्ध कराई जाएंगी। हमारे संवाददाता ने खबर दी है कि बैंकिंग से संबद्ध केंद्रीय वित्त सचिव डी.के. मित्तल ने लखनऊ में एक बैठक में यह जानकारी दी।

सरकार ने कहा है कि बैंकों को अपने व्यवसायिक हितों के साथ-साथ लोगों के हितों का भी ध्यान रखना चाहिए। केंद्र और राज्य सरकार ने लोगों को, खासतौर से किसानों, स्वयं सहायता समूहों और महिला समूहो को बेहतर बैंकिंग सुविधाएं उपलब्ध कराने के लिये एक रोडमैप तैयार किया है। गांवों के सर्वांगीण विकास के लिये बैंकों को राज्य के सभी ७५ जिलों में चुने गये २०-२० गांवों को विकास योजनाओं को लागू करने की हिदायत दी है। बैंकों से भी कहा गया है कि वे प्रत्येक परिवार में कम से कम एक खाता खोलने के साथ-साथ वित्तीय लेन-देन बैंक खातों के माध्यम से करने के लिये ग्रामीण क्षेत्रों में लोगों को प्रोत्साहित भी करें। सुनील शुक्ल, आकाशवाणी समाचार, इलाहाबाद।

वित्तमंत्री प्रणब मुखर्जी ने अपने ऊपर टीम अन्ना की तरफ से लगाये गए भ्रष्टाचार के आरोपों को अनुचित और स्वार्थ प्रेरित कहकर ठुकरा दिया है। अन्ना हजारे, अरविन्द केजरीवाल, शांतिभूषण, प्रशांत भूषण, किरन बेदी और मनीष सिसोदिया के नाम पत्र में श्री प्रणब मुखर्जी ने कहा कि इन आरोपों से पता चलता है कि नैतिकता के ऊंचे मानदण्डों का दावा करने वालों के आचरण में जिम्मेदारी का अभाव झलकता है। श्री मुखर्जी ने अपने पत्र में कहा है कि इन आरोपों में तथ्यों को छिपाया गया है क्योंकि इनमें न तो अदालत में चल रहे मामलों का हवाला दिया गया है और न ही उनका कोई जिक्र है। इससे साबित हो जाता है कि सारे आरोप एकदम झूठे हैं।

ईरान और दुनिया के छह प्रमुख देश कई घंटों तक गहन विचार-विमर्श के बाद भी ईरान के विवादास्पद परमाणु कार्यक्रम पर गतिरोध दूर करने में नाकाम रहे। रूस की राजधानी मास्को में दो दिन तक चली इस बैठक में ईरान के मुख्य परमाणु वार्ताकार सईद जलीली और अमरीका सहित छह प्रमुख देशों के दूतों तथा यूरोपीय संघ की विदेश नीति प्रमुख कैथरीन मैरी एश्टन ने हिस्सा लिया। इन में ब्रिटेन, चीन, फ्रांस, रूस और अमरीका तथा जर्मनी शामिल हैं। ईरान ने कहा है कि बातचीत रचनात्मक और गंभीर रही जबकि यूरोपीय संघ के विदेश नीति विभाग के प्रवक्ता माइकल मान ने बताया कि बातचीत गहन और ठोस रही।

स्पेन और इटली यूरो कप फुटबाल चैम्पियनशिप के क्वार्टर फाइनल में पहुंच गए हैंं। गदांस्क में गु्रप सी के एक मैच में स्पेन ने क्रोएशिया को एकमात्र गोल से हरा दिया। खेल के ८८वें मिनट में जीसस नेवास ने ये गोल दागा। गु्रप सी में ही इटली ने आयरलैंड को दो गोल से हरा कर क्वार्टर फाइनल के लिए क्वालीफाइ किया। आज गु्रप डी में किएफ में फ्रांस का मुकाबला स्वीडन से और दोनेत्सक में इंग्लैंड का मुकाबला उक्रेन से होगा।

असम में नलबाड़ी, बारपेटा और मोरीगांव जिलों के तीन सौ गांव बाढ़ की चपेट में हैं जिससे करीब ढाई लाख लोग प्रभावित हुए हैं। बारपेटा के भेला-दुर्गापुर क्षेत्र में कल चार लोग डूब गए जिनमें एक बच्चा भी है। हमारे संवाददाता ने बताया है कि हाल की बाढ़ में मरने वालों की संख्या बढ़कर सात हो गई है।

The Prime Minister Dr Manmohan Singh has announced that India will contribute an additional 10 billion dollars to the IMF to help it promote adequate funds among creditors and to prevent further economic crisis. Addressing the Plenary session of the G-20 Summit in Los Cabos, he said the IMF has a critical supportive role to play in stabilizing the Eurozone and that all member nations must help the agency play the role of a stabilizer.
Describing the global economic situation as deeply worrying , Dr Singh said the sovereign debt and banking crisis in the Eurozone have grave implications for the health of the entire global economy. The Prime Minister pointed out that less developed and developing countries were facing serious problems because of the global crisis. He said investment in infrastructure in developing countries will lay the foundation for rapid growth in the longer term besides providing an immediate stimulus for their economies. Dr. Singh said the G -20 grouping must take steps to substantially expand the resource base of multilateral development banks to ensure that they have resources to help developing countries pursue their development goals.
On the slowdown in emerging economies including
India, the Prime Minister said the global downturn and internal constraints have impacted growth. He said corrective steps are being taken tackle to the internal problems.
Asserting that the fundamentals of the Indian Economy remain strong, Dr. Singh said the government was confident of bringing back the rhythm of high growth of 8 to 9 percent per annum. He said the government is taking steps to revive investor sentiment and is determined to create an environment that would boost investor sentiment and promote an atmosphere conducive to enterprise and creativity.
In a message to investors, the Prime Minister said the government will unveil policies that will be transparent, stable and designed to provide a level playing field to both domestic and foreign investors. On the growing fiscal deficit in
India, the Prime Minister said the fiscal deficit was allowed to expand after 2008 to impart a stimulus and now government is focusing on reversing the expansion. He said the government is determined to take some tough decisions including controlling subsidies.
Earlier, addressing the BRICs leaders, the Prime Minister Dr Manmohan Singh said, all leading economies need to come together and find a comprehensive solution to revive the economy.
 
"The Eurozone crisis and the faltering global recovery together are now having a very adverse impact on market confidence and on the pace of growth in our economies. It's true message, I suggest, should come from the
Summit of our collective resolve to tackle these problems head on."

The government has rejected the Fitch downgrade of India's credit outlook to negative saying the rating agency's action was based on older data as it had ignored the recent positive trends in the indian economy. In a statement yesterday, Finance Minister Pranab Mukherjee said the markets had already anticipated that Fitch would revise the outlook and that there has been no surprise in the announcement. Mr. Mukherjee said that Fitch has not taken note of many of the government's recent initiatives, including fertiliser subsidy reform, capping subsidies as a fraction of GDP and the new manufacturing telecom policies. Meanwhile, talking to reporters in New Delhi yesterday, Chief Economic Advisor Kaushik Basu said that Fitch downgrading India's credit rating outlook to negative was herd mentality. He noted that the revision was on expected lines.

"There are lots of positive elements. So, yes they are worried about the outlook. They have made it negative but there are enough lines over there, saying that it is entirely possible that given the strong fundamentals of the Indian economy they will be able to change that over and the Indian economy will turn around."

Civil Aviation Minister Ajit Singh restated his willingness to take back the sacked pilots provided they call off their agitation unconditionally and return to work. Speaking to reporters in Mumbai yesterday, Mr. Singh said that the pilots can be taken back on a case-to-case basis if they call off the strike and come to the negotiation table. On the question of hiring new pilots, Mr. Singh said the Air India management will take a call on how many commanders they need and then proceed accordingly.The Air India strike entered its 46th day today. About 400 Air-India pilots under the banner of the Indian Pilots Guild are agitating due to the rescheduling of Boeing-787 Dreamliner training and matters relating to their career progression.

The Director General of Civil Aviation, DGCA has directed domestic carriers to have a relook at route-wise fares and make them rational and reasonable. In an official release said that DGCA, E K Bharat Bhushan called a meeting of Chief Executive Officers of all domestic airlines and expressed concern on the exponential increase in fares on various domestic sectors. He said passenger traffic in May this year has seen a downward swing over the corresponding period of last month but that fares have seen a disproportionate spurt. The DGCA also questioned the airlines on how there was a phenomenal increase in airfare when the price of aviation turbine fuel-ATF had gone up by just  16 per cent in June this year compared to the same month last year. Assuring the DGCA, the airlines have now proposed a reduction of airfares in the highest fare slab on various routes in the domestic network between five to 20 per cent.

Finance Minister Pranab Mukherjee has rejected Team Anna's allegations of corruption levelled against him as unfair and self-seeking. In a letter addressed to Anna Hazare, Arvind Kejriwal, Shanti Bhushan, Prashant Bhushan, Kiran Bedi and Manish Sisodia, Pranab Mukharjee said it reflected the lack of responsibility on behalf of those claiming to represent high standards of ethical behaviour. Facing a stepped up attack at a time when he has been fielded as a candidate for the post of President, the Congress leader reminded Hazare and his team that they had thrown to the winds all the morality professed by it by making such allegations.

Iran and six major world powers have failed to make a breakthrough in the standoff over Teheran’s controversial nuclear programme during the third round of talks in Moscow yesterday. Chief Iranian nuclear negotiator Saeed Jalili was meeting with envoys from six world powers, including Tehran's arch-foe the United States as well as EU foreign policy chief Catherine Ashton for two days of talks. The world powers are Britain, China, France, Russia and the United States, plus Germany. The Iranian side said it had some constructive and serious discussion while the European Union foreign policy spokesman Michael Mann said that discussions were intense and tough. With both sides sticking to their respective stands, Western nations have asked Iran to scale down uranium enrichment from 20 percent to 3.5 per cent, to halt uranium enrichment at the Fordow plant and to allow access to the Parchin military site. Teheran says the rights of nuclear enrichment are non negotiable and has demanded the lifting of sanctions on sale of Iranian oil. E.U. spokesman Michael Mann said that the sanctions come into force on July 1 because nothing has changed on the ground. Meanwhile, the crucial talks on day 2 to find a breakthrough on the issue have begun in Moscow.

In Uttar Pradesh about 8 thousand villages with a population of 1600 to 2000 will be covered with quality banking facilities during the current financial year. Our correspondent reports that banking facilities like ATMs, Credit Cards, Net banking, Personnel Provident Fund and drop boxes will be made available in these villages under the scheme.

"The government has emphasised that the Bankers should take care of interests of common men with their commercial interests. Both, centre and state governments have prepared a road map provide better banking facilities to farmers, self-help groups and women groups across the state, particularly in minority dominating areas. 1,500 selected villages, 20 each from all 75 districts of the state, will be adopted by the various banking organisations to conduct developmental works in villages. In Assam, around 2 lakh 50 thousand people of 300 villages are still reeling under flood waters in Nalbari, Barpeta and Morigaon districts. Four persons, including a child, were drowned in the flood water yesterday at Bhella-Durgapur area in Barpeta. Our correspondent reports that the death toll has gone up to seven in the recent floods.

"Barpeta district administration has announced an ex gratia to the families of the flood victims. The State Disaster Response Force has been instructed to take preparations to meet any eventuality in the days to come. Few schools have been forced to shut down temporarily. Relief materials are being distributed regularly at the flood affected areas. Boat services have also been put into place. Medical teams with life saving medicines are also being deployed. भारत ने यूरोजोन के आर्थिक संकट से निपटने और बिगड़ती विश्व अर्थव्यवस्था को बचाने में मदद के लिए अंतर्राष्ट्रीय मुद्राकोष को दस अरब डॉलर का अतिरिक्त योगदान देने की घोषणा की है। प्रधानमंत्री डॉ. मनमोहन सिंह ने आज तीसरे पहर लॉस काबोस में जी-ट्वेंटी शिखर सम्मेलन के पूर्ण अधिवेशन को सम्बोधित करते हुए यह घोषणा की। डॉ. सिंह ने कहा कि यूरोजोन में स्थिरता कायम करने में अंतर्राष्ट्रीय मुद्राकोष की महत्वपूर्ण समर्थक भूमिका है और सभी सदस्य देशों को इस दिशा में सहयोग करना चाहिए। वैश्विक आर्थिक स्थिति को गंभीररूप से चिंताजनक बताते हुए डॉ. सिंह ने कहा कि यूरोजोन के ऋण और बैंकिंग संकट से समूचे विश्व की अर्थव्यवस्था की स्थिति बिगड़ रही है।
अर्थव्यवस्थाओं को फिर पटरी पर लाने की प्रक्रिया धीमी पड़ने और   बढती आर्थिक मंदी के प्रति गंभीर चिंता व्यक्त करते हुए प्रधानमंत्री ने कहा कि जी-ट्वेंटी शिखर सम्मेलन को विश्व के बाजारों के लिए यह जोरदार संकेत भेजना चाहिए कि यूरोजोन के देश बैंकिंग प्रणाली की रक्षा के लिए हरसंभव उपाय करेंगे और विश्व समुदाय यूरोजोन के इन प्रयासों में सहयोग देगा। उन्होंने कहा कि विकसित देशों ने अंतर्राष्ट्रीय मुद्राकोष के संसाधनों का व्यापक विस्तार किया है, जो मुख्य रूप से धनी देशों के कार्यक्रमों के समर्थन के लिए इस्तेमाल किया जाता है। डॉ. मनमोहन सिंह ने कहा कि अब ऐसे उपाय करने होंगे कि अंतर्राष्ट्रीय विकास बैंकों के संसाधनों के आधार भी बढ़ाया जाना चाहिए, ताकि वे विकासशील देशों को उनके विकास लक्ष्य प्राप्त करने के लिए वित्त उपलब्ध करा सकें।
डॉ. सिंह ने किफायत और वृद्धि के बीच सम्बन्धों के अहम मुद्दे का उल्लेख करते हुए कहा कि वित्तीय बाजार अब यह समझने लगे हैं कि बिना किसी वृद्धि के किफायत कर लेने मात्र से ऋण स्थिति सुधारी नहीं जा सकती। भारतीय अर्थव्यवस्था की गति कम होने पर विस्तार से बताते हुए प्रधानमंत्री ने जोर देकर कहा कि भारत की अर्थव्यवस्था का आधार बहुत मजबूत है और सरकार को विश्वास है कि आठ से नौ प्रतिशत वार्षिक वृद्धि दर फिर से प्राप्त की जा सकेगी।
डॉ. मनमोहन सिंह ने कहा कि निवेशकों को प्रेरित करने के उपाय किये जा रहे हैं और सरकार का ऐसा परिवेश बनाने का पक्का इरादा है, जिसमें निवेशक आगे बढ़कर अधिक निवेश करें और उद्यमों को भी बढ़ावा मिले।
भारतीय अर्थव्यवस्था से जुड़े कुछ महत्वपूर्ण मुद्दों की चर्चा करते हुए प्रधानमंत्री ने विशेष रूप से कहा कि वित्तीय घाटा रोकने के लिए सब्सिडी पर नियंत्रण के बारे में कुछ कड़े फैसले लिये जाएंगे।
इससे पहले, ब्रिक्स देशों के नेताओं की अनौपचारिक बैठक में प्रधानमंत्री ने कहा कि सभी प्रमुख देशों को एकजुट होकर विश्व अर्थव्यवस्था में फिर से मजबूती लाने का व्यापक समाधान खोजना होगा।

यूरोज+ोन संकट और दुनिया में अर्थव्यवस्था की सुधरती स्थिति के लड़खड़ाने से बाजार के भरोसे और हमारी अर्थव्यवस्थाओं की वृद्धि दर पर बेहद प्रतिकूल प्रभाव पड़ रहा है। इस शिखर सम्मेलन के ज+रिये हमें ऐसा ठोस संदेश देना चाहिए जिससे इन समस्याओं से निपटने का सामूहिक संकल्प झलकता हो। सबसे पहला काम यूरोज+ोन की स्थिरता सुनिश्चित करना है जो कि व्यवस्था में पैदा हुए असंतुलन के कारण खतरे में है।

वित्त मंत्री प्रणब मुखर्जी ने कहा है कि सरकार विदेशी निवेश की गति बढ़ाने के उपाय कर रही है और उसके प्रयासों का परिणाम कुछ समय बाद सामने आ जाएगा। अंतर्राष्ट्रीय एजेंसी-फिच ने भ्रष्टाचार, अपर्याप्त आर्थिक सुधार, उच्च मुद्रास्फीति और धीमी वृद्धि का हवाला देते हुए भारत की ऋण साख स्टेबल से नेगेटिव कर दी थी। भारत की साख को कम करके आंकने वाली यह दूसरी अंतर्राष्ट्रीय एजेंसी है। पहले स्टेंडर्ड एण्ड पुअर्स ने भी भारत की रेटिंग घटाई थी।
श्री मुखर्जी ने कहा कि सरकार ने फिच द्वारा अभिव्यक्त चिंताओं को नोट कर लिया है। उन्होंने कहा कि विदेशी वाणिज्यिक ऋणों की शर्तें उदार करने और बुनियादी ढांचा ऋण कोष स्थापित करने के सरकार के उपायों के नतीजे मिलने लगे हैं। उन्होंने कहा कि सीधे विदेशी निवेश- यानी एफडीआई और विदेशी निवेशकों के निवेश यानी एफआईआई का प्रवाह सुधरा है। वित्त मंत्रालय ने कहा फिच के आकलन को यह कहते हुए नकार दिया था कि उसका आकलन पुराने आंकड़ों पर आधारित है।

विदेश मंत्री एस.एम कृष्णा ने कहा है कि भारत कनाडा के साथ आर्थिक संबंधों को और मजबूत बनाने का इच्छुक है और दोनों देश अनेक द्विपक्षीय समझौतों पर विचार कर रहे हैं, जिनसे उनके बीच व्यापार और निवेश में तेजी आएगी। नई दिल्ली में जारी सरकारी विज्ञप्ति के अनुसार श्री कृष्णा ने कहा कि दोनों देशों ने आपसी संबंधों के समूचे प्रारूप की समीक्षा की है और व्यापार तथा निवेश के आकर्षक अवसरों को देखते हुए वे आपसी संबंध और बढ़ाने पर सहमत हुए हैं। टोरोंटो में कनाडा के विदेश मंत्री जॉन बेयर्ड से श्री कृष्णा की मुलाकात के बाद यह वक्तव्य जारी किया गया।
श्री कृष्णा ने कहा कि प्रस्तावित द्विपक्षीय विदेशी निवेश संवर्द्धन और संरक्षण समझौता जल्दी ही लागू होगा। इसका उद्देश्य कानूनी अधिकारों और दायित्तों के माध्यम से विदेशी निवेश को बढ़ावा और संरक्षण देना है। श्री कृष्णा ने कहा कि भारत-कनाडा वाणिज्य परिसंघ के सहयोग से आयोजित प्रवासी भारतीय दिवस कनाडा में ईयर ऑफ इंडिया आयोजनों का महत्वपूर्ण अंग था।

आन्ध्रप्रदेश में भ्रष्टाचार निरोधक ब्यूरो, निलंबित सी बी आई जज पट्टाभिरामाराव से पूछताछ कर रहा है। उनसे कर्नाटक के पूर्व मंत्री गली जर्नादन रेड्डी को जमानत देने में भ्रष्टाचार के सिलसिले में पूछताछ की जा रही है। जज पर आरोप है कि उन्होंने ओबलापुरम खनन अनियमित्ता मामले में जर्नादन रेड्डी को घूस लेकर जमानत मंजूर की। सरकारी सूत्रों के अनुसार भ्रष्टाचार निरोधक ब्यूरो के अधिकारी आज सुबह हैदराबाद से पट्टाभिरामाराव को ले गए और इस समय ब्यूरो के कार्यालय में उनसे पूछताछ की जा रही है।

कर्नाटक के पूर्व मुख्यमंत्री बी एस येडियुरप्पा, उनके पुत्रों और दामाद की अग्रिम जमानत याचिकाओं पर आज उच्च न्यायालय में आगे सुनवाई होगी। इन लोगों ने उनके खिलाफ अवैध खनन मामले की सी बी आई जांच को देखते हुए जमानत याचिकाएं दायर की हैं। सी बी आई के वकील अशोक भान ने कल न्यायालय में दलील दी थी कि येडियुरप्पा के पुत्रों को पिछले शनिवार को बुलाया गया था, लेकिन उन्होंने प्रश्नों का सही तरह से उत्तर नहीं दिया, इसलिए उन्हें हिरासत में रखने की जरूरत है।
अवैध खनन मामले की जांच के लिए उच्चतम न्यायालय द्वारा गठित केन्द्रीय अधिकार प्राप्त समिति की सिफारिशों पर न्यायालय ने सी बी आई जांच के आदेश दिए हैं। यह आरोप है कि श्री येडियुरप्पा ने अपने मुख्यमंत्री कार्यकाल के दौरान खनन कम्पनियों को लाभ पहुंचाने के बदले इन कम्पनियों से अपने पुत्रों और दामाद के ट्रस्टों के लिए दान लिया।

फ्रांसीसी वाणिज्य दूतावास के अधिकारी पास्कल मजुरियर को अपनी साढ़े तीन साल की बेटी के साथ कुकर्म के आरोप में आज बैंगलोर में गिरफ्तार कर लिया गया। गृह मंत्रालय ने कल शहर की पुलिस को बताया था कि आरोपी को किसी तरह की राजनयिक छूट प्राप्त नहीं है और उसके खिलाफ कानून के मुताबिक कार्रवाई की जा सकती है। बैंगलोर पुलिस ने पास्कल की भारतीय पत्नी सुजा जोंस की शिकायत के आधार पर उसे हिरासत में ले लिया।

प्रसार भारती के मुख्य कार्यकारी अधिकारी श्री जवाहर सरकार ने कहा है कि देश में आकाशवाणी और दूरदर्शन की बहुत व्यापक पहुंच है और दोनों मिलकर संचार और प्रसारण सामग्री को और बेहतर करके इसका पूरा लाभ उठा सकते हैं। आज बंगलौर में प्रसार भारती दक्षिण क्षेत्र समन्वय बैठक में उन्होंने दूरदर्शन और आकाशवाणी के बीच एकजुटता के प्रयासों पर विशेष जोर दिया। उन्होंने कहा कि मोबाइल पर समाचार उपलब्ध कराने और नई टेक्नोलॉजी अपनाने का प्रयास होना चाहिए। उन्होंने बताया कि यूट्यूब पर आकाशवाणी और दूरदर्शन की सामग्री को अपलोड करने के बारे में एक समझौते पर विचार किया जा रहा है। उन्होंने कहा कि श्रोताओं तक व्यापक पहुंच के लिए विभिन्न केन्द्रों द्वारा तैयार क्षेत्रीय कार्यक्रमों को हिन्दी तथा अन्य भाषाओं में डब किया जा सकता है। श्री जवाहर सरकार ने बताया कि प्रसार भारती के स्तर को और बेहतर करने के लिए रिक्त पदों पर भर्ती और पदोन्नति की योजना को तेजी से पूरा करने की कोशिशें जारी हैं।

असम में बाढ़ की स्थिति गंभीर बनी हुई है।  करीब दो लाख पचास हजार लोग बाढ़ से बुरी तरह प्रभावित हैं। मोरीगांव और धुबरी जिलों में भी नदियों के कटाव से स्थिति और बिगड़ गई है। मोरीगांव जिले में ब्रह्मपुत्र नदी में कटाव के कारण करीब पांच सौ एकड़ में फसल बर्बाद हो गई है। हमारे संवाददाता ने खबर दी है कि मोरीगांव जिला प्रशासन ने लहरीघाट इलाके के चार सौ परिवारों को सुरक्षित स्थानों पर पहुंचाया है।

बम्बई शेयर बाजार के शुरूआती कारोबार में आज सेन्सेक्स में ८८ अंक से अधिक का सुधार हुआ। कल यह २४४ अंक की गिरावट के साथ बन्द हुआ था। बाजार खुलने पर ऑटो, पूंजीगत वस्तुओं और धातु क्षेत्र के शेयरों में बढ़त देखी गई।

महाराष्ट्र के सतारा जिले में आज एक सड़क दुर्घटना में नौ लोगों की मृत्यु हो गई और सात घायल हो गये। पुलिस के अनुसार तड़के साढ़े तीन बजे पुल से नदी पार करते हुए एक ट्रक ड्राइवर नियंत्रण खो बैठा और ट्रक नीरा नदी में जा गिरा। इस पर सवार सभी लोग बारामती जिले के कम्बलेश्वर गांव के थे और पंढरपुर की यात्रा पर जा रहे थे।

अमरीका के राष्ट्रपति बराक ओबामा ने उत्तर कोरिया पर लगे प्रतिबंध को एक वर्ष और बढ़ाने का फैसला किया है। उन्होंने अमरीका की राष्ट्रीय सुरक्षा, विदेश नीति और अर्थव्यवस्था के लिए उत्तर कोरिया को खतरा बताया है। अमरीकी संसद को भेजे एक पत्र में श्री ओबामा ने कहा कि वे उत्तर कोरिया के खिलाफ राष्ट्रीय आपात स्थिति, एक वर्ष और बढ़ाना चाहते हैें, क्योंकि उसके परमाणु हथियारों के कारण अमरीका को भी खतरा बना हुआ है।
अमरीका के साथ इस वर्ष फरवरी में हुए समझौते के तहत उत्तर कोरिया ने अपना यूरेनियम संवर्द्धन कार्यक्रम तथा परमाणु हथियार ले जाने में सक्षम और लंबी दूरी की मिसाइलों का परीक्षण स्थगित करने और संयुक्त राष्ट्र निरीक्षकों को देश में अनुमति देने पर सहमति व्यक्त की थी। इसके बदले अमरीका से उसे दो लाख ४० हजार टन की पोषाहार सहायता दी जानी थी।

ईरान के परमाणु कार्यक्रम के बारे में ईरान और दुनिया के छह प्रमुख देशों के बीच वार्ता आज मॉस्को में दूसरे दिन आगे शुरू हुई। दो दिन की इस बातचीत को इसलिए भी महत्वपूर्ण माना जा रहा है, क्योंकि यह ईरान को यूरेनियम संवर्द्धन से रोकने का आखिरी मौका हो सकता है। उच्च स्तर का परिष्कृत यूरेनियम परमाणु हथियार बनाने के लिए इस्तेमाल किया जा सकता है। इसी कारण अमरीका और यूरोपीय संध ने ईरान पर लगाये आर्थिक प्रतिबंध हटाने से भी इंकार कर दिया है। पश्चिमी देशों ने ईरान से यूरेनियम संवर्द्धन को २० प्रतिशत से घटाकर साढे+ तीन प्रतिशत करने को कहा है। ईरान ने तेल की बिक्री पर लगाये प्रतिबंध हटाने की मांग करते हुए कहा है कि परमाणु संवर्द्धन के लिए उसके अधिकार पर बातचीत नहीं हो सकती। यूरोपीय संघ और अमरीका द्वारा ईरान के तेल निर्यात पर पहली जुलाई तक पूर्ण प्रतिबंध लगाने की धमकी को देखते हुए उम्मीद की जा रही है कि इस वार्ता से रचनात्मक परिणाम निकल सकेगा।

सीरिया में पिछले शनिवार से हिंसा की घटनाएं बढ़ने के कारण तीन सौ सदस्यों के संयुक्त राष्ट्र पर्यवेक्षक मिशन का भविष्य अधर में लटका हुआ है। हमारे संवाददाता ने बताया है कि  मिशन के प्रमुख मेजर जनरल रॉबर्ट मूड आज संयुक्त राष्ट्र सुरक्षा परिषद को सीरिया में छह सूत्री संयुक्त राष्ट्र शांति योजना के कार्यान्वयन के बारे में जानकारी देंगे। सीरिया के विपक्षी दल सीरियाई नेशनल काउन्सिल ने संयुक्त राष्ट्र सुरक्षा परिषद से अब उनके नागरिकों की सुरक्षा के लिए सशस्त्र संयुक्त राष्ट्र पर्यवेक्षक भेजने की अपील की है।

सीरिया में बढ़ती हिंसा और संयुक्त राष्ट्र पर्यवेक्षकों पर बढ़ते खतरे के बीच पिछले चार दिनों से पर्यवेक्षक मिशन का काम बंद है। मिशन के प्रमुख जनरल रॉबर्ट मूड ने २० जुलाई की समय सीमा से एक महीना पहले ही गश्त लगाने और संघर्ष विराम की निगरानी करने के काम को फिलहाल स्थगित कर रखा है। संयुक्त राष्ट्र के एक प्रवक्ता ने कहा कि जनरल मूड पर्यवेक्षक मिशन का काम तय रखने के हक में हैं, मगर हथियार रहित पर्यवेक्षकों की जान पर खतरा बढ़ गया है। ऐसे में मिशन की मौजूदगी पर सवाल उठाये जा रहे हैं कि क्या पर्यवेक्षकों को सीरिया से वापस बुलाया जाएगा। अमेरिका ने पहले ही कह रखा है कि कि मिशन की मियाद २० जुलाई से आगे नहीं बढ़ाई जाएगी। संयुक्त राष्ट्र शांति योजना के तहत तीन सौ सदस्यों वाले पर्यवेक्षक मिशन को सीरिया में संघर्ष विराम की निगरानी के लिए भेजा गया था। मगर हिंसा का सिलसिला अभी थमा नहीं है और पर्यवेक्षक मिशन के भविष्य को लेकर तरह-तरह के कयास लगाये जा रहे हैं। अतुल तिवारी, आकाशवाणी समाचार।

नैटो के नेतृत्व वाली अंतर्राष्ट्रीय सेना ने इस बात की पुष्टि की है कि कल दक्षिणी अफगानिस्तान में नैटो के जिस सैनिक की मौत हुई थी वह अफगान पुलिस की वर्दी पहने तीन लोगों की गोलियों से मारा गया। अंतर्राष्ट्रीय सेना के मुख्यालय द्वारा आज काबुल में जारी विज्ञप्ति के अनुसार अफगान पुलिस की वर्दी पहने तीन लोगों ने दक्षिणी अफगानिस्तान में नैटो सैनिकों पर गोलीबारी की जिससे एक सैनिक की मौत हो गयी। घटना के फौरन बाद तीनों हमलावर घटनास्थल से भाग निकले। मामले की जांच शुरू की जा चुकी है। हाल में अफगान सुरक्षाकर्मियों   द्वारा अपने नैटो सहयोगियों पर हमले की कई घटनाएं हुई हैं। इस साल ऐसी घटनाओं में २० से अधिक नैटो सैनिक मारे जा चुके हैं।

नेपाल में डीज+ल और मिट्टी के तेल के दाम चार रूपये प्रति लीटर बढ़ाये गए हैं। सरकारी तेल कम्पनी नेपाल ऑयल कार्पोरेशन ने कहा है कि यह वृद्धि आज से लागू हो गई है। तेल की कीमतों में इस वृद्धि के बाद नेपाल में डीजल और मिट्टी का तेल ९३ रूपये प्रति लीटर हो गया है। पैट्रोल, रसोई गैस और विमान ईंधन के दाम में कोई बढ़ोतरी नहीं की गई है।
नेपाल ऑयल कार्पोरेशन ने घोषणा की है कि तेल की कीमतों में वृद्धि मजबूर होकर करनी पड़ी है, क्योंकि उसे प्रति माह एक अरब ३३ करोड़ रूपये से अधिक का नुकसान हो रहा है।

महेश भूपति ने आल इंडिया टेनिस परिसंघ पर अगले महीने के ऑलंपिक खेलो से पहले चयन विवाद खड़ा करने का आरोप लगाया है। कल खेल मंत्रालय को लिखे एक पत्र में भूपति ने कहा कि यह विवाद इसलिए खड़ा हुआ, क्योंकि टेनिस परिसंघ लंदन खेलों के लिए केवल एक टीम भेजने पर अड़ा हुआ है। भूपति ने इस मुद्दे पर खेल मंत्रालय के हस्तक्षेप की मांग करते हुए कहा है कि टेनिस परिसंघ शुरू से ही जानता था कि लंदन में दो टीमें भेजी जा सकती हैं और अगर परिसंघ दो टीमें चुन लेती तो यह विवाद खड़ा ही न होता।

Prime Minister Dr Manmohan Singh has said that all leading economies need to come together and find a comprehensive solution to revive the world economy. The Prime Minister was hosting an informal meeting of leaders of BRICS countries in Los Cabos last night. Our Correspondent covering the Summit, reports that leaders of the BRICS including India, China, Russia, Brazil and South Africa have committed to contribute 73 billion US dollars to the IMF to meet the exigencies arising out of Euro Zone crisis. On the sidelines of the Summit, Dr Manmohan Singh had talks with Mexican President  Felipe Calderon and German Chancellor Angela Merkel.

India has announced an additional 10 billion dollars contribution to IMF finances to help tackle the debt crisis in Eurozone and protect the faltering world economy. Prime Minister Dr Manmohan Singh made this announcement in his address at the plenary session of the G 20 Summit in Los Cabos last night.
Dr Singh said, the IMF has a critical supportive role to play in stabilizing the Eurozone and all member nations must help the agency to play the role of a stabilizer. Describing the global economic situation as deeply worrying, Dr Singh said, the sovereign debt and banking crisis in Eurozone has grave implications for the health of the entire global economy.
Voicing serious concern on the faltering economic recovery and  slowdown in growing emerging economies, Prime Minister said, the G 20 Summit needs to send a strong signal to the markets that the Eurozone countries will make every effort to protect the banking systems and global community will back a credible Eurozone effort and response.
"Global recovery together, are now having a very adverse impact on market confidence and on the pace of growth in our economics. A Strong message, I suggest should come from the summit of our collective resolve to tackle these problems head-on.  The first task is to ensure the stability of the euro zone which is now under threat because of imbalances that have been allowed to build-up and which have led to serious problems of sovereign debt and Bank recapitalisation."
 Noting that developed countries have expanded the resources of the IMF enormously, largely to support programmes in rich countries, Dr Manmohan Singh said that steps are now needed to be taken to substantially expand the resource base of Multilateral Development banks so that they have the finances to help developing countries pursue their development goals.

The hearing on anticipatory bail petition filed by former Chief Minister of Karnataka, B S Yeddyurappa, his sons and son-in-law, will continue in the High Court this afternoon. They have filed bail plea in the background of CBI inquiry going on against them in the illegal mining case. The Counsel for CBI, Ashok Bhan had pleaded before the court yesterday that Yeddyurappa’s sons who were summoned to CBI office last Saturday, did not reply properly to their enquiries  and need to be detained.
The CBI probe was ordered by the Apex Court on recommendations of the Central Empowered Committee set up by it to look into illegal mining. It is charged that during his tenure as Chief Minister B S Yeddyurappa helped the trusts managed by his sons and son-in-law to get donations from mining company in return for favours from the Government. It is also charged that his sons and son-in-law got 40 guntas of land denotified in Bangalore and sold it to a mining company for 40 crore rupees.

In Andhra Pradesh, the Anti-Corruption Bureau has questioned the suspended CBI Judge, Pattabhi Rama Rao today in connection with corruption in granting bail to Karanataka former Minister Gali Janardhan Reddy. The Judge has been accused for granting bail to Janardhan Reddy after accepting bribe in the Obulapuram Mining irregularities case. According to official sources, a team of ACB officials is presently interrogating Rama Rao at their office after picking him from his house in Hyderabad this morning.

French Consulate official, Pascal Mazurier, accused of raping his three-and-a-half-year-old daughter, was arrested in Bangalore today. The arrest comes a day after the Ministry of Home Affairs clarified to the city police that the accused did not enjoy any diplomatic immunity and action can be taken as per law. Bangalore Police took Muzurier into custody on the complaint filed by his wife Suja Jones, a Keralite.

In Assam, the overall flood situation continues to be grim. Around 2 lakh, 50 thousand people are still reeling under flood. River bank erosion in Morigaon and Dhubri district also makes the situation worse. The Brahmaputra eroded around 500 hectare of crop land in Morigaon. Our Correspondent reports that the District Administration has so far shifted around 400 families to safer places at Laharighat in Morigaon.               
"Barpeta District administration has set up a 24 hour control room to face any eventuality. 35 medical teams with necessary medicines are being deployed across the district. Two boat clinics have also been put in place at the river line areas. State NRHM team visited the flood affected areas to draw a work plan to prevent any water borne diseases. Health department engaged medical officers and ASHA workers to organize sensitization meetings. In Nalbari district, 9 relief camps have been set up and food items are being distributed regularly. In Sikkim, over 30 houses have been damaged in heavy rain and more than a hundred people relocated to safer places today. Landslides have also hit various parts of West Sikkim district since Sunday. In Uttar Pradesh, the weather has become pleasant in some eastern and western districts. Moderate to heavy rain has occurred in Ghazipur and Bareilly districts during the past 24 hours. In Maharashtra, nine devotees, including seven women, were killed and seven others injured when a truck fell into the Nira river in Satara in the wee hours today. Police said, the incident took place around 3.30 AM near Lonand village when the driver lost control over the vehicle while crossing the river bridge. The devotees, all from Kambaleshwar village in Baramati were on their way to Pandharpur when the mishap occurred.

The Finance Minister Pranab Mukherjee today said, the government is taking steps to improve inflow of foreign investment and the impact of the initiatives will become visible after some time. Yesterday, Fitch lowered India's credit outlook from stable to negative, citing reasons such as corruption, inadequate reforms, high inflation and slow growth.
It was the second rating agency to lower outlook after Standard and Poor's. Mr. Mukherjee said, the government had taken note of the concerns expressed by Fitch. Adding that the steps taken by the government to relax External Commercial Borrowings norms and creation of Infrastructure Debt Fund too, were yielding results, Mr. Mukherjee said, there is some improvement in FDI and FII inflows.
"There have been some improvement in the inflow of FII, FDI and certain orders which have been taken in areas of External Commercial borrowing providing long term Finance for the infrastructure by creating the infrastructure debt fund.  These have started yielding results but it will take time."

President Barack Obama has decided to extend for one year the sanctions against North Korea, citing the threat posed by the Asian country to US national security, foreign policy and economy. In a notice to the Congress, Mr. Obama said that he is continuing for one year the National Emergency declared against Pyongyang, as the existence and risk of proliferation of weapons on the Korean Peninsula continued to pose the  threat to America. 
The two countries reached an agreement in late February, under which North Korea agreed to suspend its uranium enrichment, nuclear and long-range missile tests and allow UN inspectors back to the country in return for 240,000 tons of nutritional assistance by Washington.

In Syria, amidst reports of escalating violence and suspension of the activities of UN Observers, the Head of the UN Supervisory mission, UNSMIS, General Robert Mood will brief today the UN Security Council on the implementation of six point UN peace plan in Syria. The opposition Syrian National Council has urged the UN Security Council to send armed UN Observers to protect the civilians in the country. Our West Asia Correspondent has filed this story:
 "It has been four days since the 300 strong UN Observer Mission stopped patrolling and other activities in Syria. Amidst reports of escalating violence and risks to the lives of unarmed UN Observers, General Mood suspended the monitoring operations in Syria one month ahead of its mandate on 20th July. A UN spokesman reaffirmed that the monitors had been put at extreme risk. He told that General Mood wanted the monitors to start work again but the level of violence is just too high. Questions are being raised what happens next -whether the UN observers would be pulled out. US has already stated that it is not in favour of the extension of the term for the UN observers beyond 20th July. The observers were sent under a UN peace plan to monitor the ceasefire in Syria. In Nepal, the price of diesel and kerosene has been increased by four rupees each. The Nepal Oil Corporation, NOC, the state-owned oil monopoly, has said, the increase is effective from today. With the hike, the prices of diesel and kerosene have reached 93 rupees per litre from the earlier 89 rupees. The price of petrol, cooking gas and aviation fuel has not been hiked for now. NOC has announced hike in the prices, saying it is compelled to push the rates up as its monthly projected loss has increased to over 1.33 billion rupees.

External Affairs Minister S M Krishna has said that India is keen to accelerate economic ties with Canada as both countries are working on a number of bilateral agreements that will boost trade and investment between them.According to an official release issued in New Delhi, Mr Krishna said that both the countries reviewed the entire gamut of bilateral relations and agreed on further strengthening the relationship as there are exciting opportunities for trade and investment.
The statement has been issued after the meeting with his counterpart John Baird in Toronto. The Minister said that the proposed Bilateral Foreign Investment Promotion and Protection Agreement (FIPPA) that aimed at protecting and promoting foreign investment through legally-binding rights and obligations would become a reality soon.

The Chief Executive officer of  Prasar Bharati, Mr. Jawahar Sircar said that Akashwani and Doordarshan which have the  largest reach in the country, can encash on it through the means of convergence, communication and content improvement.  He was speaking at the Prasar Bharati South Zone Coordination meeting in Bangalore today. He laid emphasis upon convergence of efforts between Doordarshan and Akashwani. He said focus should be to provide news on mobiles and adapt new technologies. He disclosed that an agreement is being worked out to upload contents on to Youtube.
He pointed out that regional contents prepared by different stations, can be dubbed into Hindi and other languages for broadcasting to larger audience. He informed that efforts are on to fill vacancies and promotion avenues speeded up to improve the potential of Prasar Bharati.

The Sensex at the Bombay Stock Exchange gained 88 points, or 0.5 per cent, to 16,794 in opening trade, today, on emergence of buying by funds and retail investors. Later, after showing considerable volatility, the Sensex stood a good 153 points, or 0.9 per cent in the green, at 16,859 in afternoon deals a shortwhile ago.

The rupee today again breached the 56-level by falling 12 paise to 56 rupees 5 paise against the US dollar in early trade on the Interbank Foreign Exchange on increased demand for the American currency from banks and importers.The rupee had lost 53 paise to close at two-week low of 55 rupess 93 paise against the dollar yesterday after the RBI did not deliver the expected interest rate cut.

Mahesh Bhupathi has blamed the All India Tennis Federation, AITA, for the selection row ahead of next month's Olympics. In a letter to the Sports Ministry yesterday, Bhupathi said that the row resulted due to AITA's insistence on sending only one team to the London Games. Seeking the Sports Ministry's intervention over the issue, Bhupathi said, the AITA knew all along that two teams could be sent to London, and the row would not have happened had the federation selected two teams. He said, the issue can be resolved even now if AITA agrees to send two teams. Earlier yesterday, Sports Minister, Ajay Maken also favored sending two teams for the London Olympics instead of one.

The District Consumer Disputes Redressal Forum of Delhi has asked the British Airways to pay over 36,000 rupees as compensation to a woman for its deficient service. The airline had denied her permission to take the flight to London, saying her onward journey to Kansas, USA from London, did not show as confirmed in their system.

The National Foundation for Communal Harmony, NFCH, has invited nominations for National Communal Harmony, NCH Awards this year from individuals and organizations for their outstanding contribution for promoting communal harmony and national integration. The awards consist of a citation of two lakh rupees for an individual based on his or her  contribution over a period of ten years and five lakh rupees for an organisation towards the cause.
An official release says that nominations complete in all respects may be sent through State Government, State Legislature, Members of Parliament, Union Territory Administration and Municipal Corporations. Union Tourism Minister Subodh Kant Sahai will launch a Pilot Project under Clean India Campaign at Qutab Minar in New Delhi this evening. The project aims to sensitize young people about environment cleanliness. Under the project, all issues including providing drinking water facilities, renovation of toilets, proper signages in and around the premises of the heritage site, are taken care of.

पाकिस्तानी सुुप्रीम कोर्ट ने आज फैसला सुनाया कि प्रधानमंत्री युसुफ रजा गिलानी अदालत  की अवमानना के मामले में दोषी ठहराये जाने के बाद सरकारी पद के लिये अयोग्य हो गये है। न्यायालय ने राष्ट्रपति आसिफ अली जरदारी को नये प्रधानमंत्री नियुक्त करने का आदेश दिया। मुख्य न्यायधीश इफि्‌तखार चौधरी के नेतृत्व में तीन न्यायधीशों की पीठ ने कई याचिकाओं पर यह आदेश दिये। याचिकाओं में लगभग दो महीने पहले श्री गिलानी को दोषी ठहराये जाने के बाद उन्हें अयोग्य घोषित नहीं करने के नेशनल असेंबली के स्पीकर फेहमिदा मिर्जा  के फैसले को चुनौती दी गयी थी। सुप्रीम कोर्ट ने निर्वाचन आयोग को आदेश दिया है कि वह अधिसूचना जारी करे कि श्री गिलानी संसद का सदस्य नहीं रहे।
इस बीच, सत्ताधारी पाकिस्तान पीपुल्स पार्टी ने कहा है कि वह सुप्रीम कोर्ट के फैसले को स्वीकार करती है। पार्टी ने आज रात श्री गिलानी के उत्तराधिकारी का चुनाव करने का फैसला किया है। राष्ट्रपति जरदारी तथा उनके पुत्र और पार्टी के अध्यक्ष बिलावल भुट्टो जरदारी की संयुक्त अध्यक्षता में पार्टी की केंद्रीय समिति की बैठक में सुप्रीम कोर्ट के फैसले को स्वीकार करने का फैसला किया गया। श्री गिलानी के उत्तराधिकारी के चुनाव के लिए पीपीपी के संसदीय दल और सत्ताधारी गठबंधन के सदस्यों की अलग अलग बैठकें बुलाई गयी हैं।
नेशनल असेंबली की बैठक कल होने की संभावना है, जिसमें औपचारिक रूप से प्रधानमंत्री का चुनाव होगा।

जी-२० देशों का सातवां शिखर सम्मेलन इन देशों के नेताओं के बीच वैश्विक अर्थव्यवस्था में मंदी से प्रभावित विकास की गति को तेज करने और रोजगार के अवसर को प्राथमिकता देने वाली समन्वित लोस काबोस विकास तथा रोजगार कार्य योजना पर सहमति के साथ आज समाप्त हो जायेगा।
संकेत है कि औद्योगिक देशों और उभरती अर्थव्यवस्थाओं का यह गुट मंदी से उबारने के उपायों को मजबूत करेगा। गुट के मसौदा घोषणा पत्र में कहा गया है कि यदि अर्थव्यवस्था में और मंदी आती है तो कम  ऋण वाले  देश एक साथ मिलकर विकास को गति देने के लिए काम करेंगे।
मसौदा घोषणापत्र में यूरोप से अनुरोध किया गया है कि यूरो जोन की  अखंडता और स्थिरता को बनाये रखने के लिये सभी आवश्यक उपाय किये जायें। मसौदा घोषणापत्र में किये गये वादों में यूरोप में एकीकृत वित्तीय संरचना के लिए ठोस उपायों पर विचार करना शामिल है।
सम्मेलन में ऋण संकट से मुकाबला करने के लिए अंतर्राष्ट्रीय मुद्रा कोष को अतिरिक्त धन देने का वादा किया गया है। भारत गुट का पहला देश है, जिसने आई एम एफ को अतिरिक्त दस अरब डालर देने का वादा किया है। ब्रिक्स देश आई एम एफ को अतिरिक्त ७३ अरब डालर मुहैया करायेगा।
इससे पहले शिखर सम्मेलन के पूर्ण अधिवेशन को संबोधित करते हुए प्रधानमंत्री मनमोहन सिंह ने कहा कि जी-२० शिखर सम्मेलन को बाजार को मजबूत संकेत देना होगा कि यूरो जोन के देश बैंकिंग प्रणाली को बचाने के लिए पूरा जोर लगायेंगे और विश्व समुदाय यूरो जोन के विश्वसनीय प्रयासों का समर्थन करेगा।


यूरोज+ोन संकट और दुनिया में अर्थव्यवस्था की सुधरती स्थिति के लड़खड़ाने से बाजार के भरोसे और हमारी अर्थव्यवस्थाओं की वृद्धि दर पर बेहद प्रतिकूल प्रभाव पड़ रहा है। इस शिखर सम्मेलन के ज+रिये हमें ऐसा ठोस संदेश देना चाहिए जिससे इन समस्याओं से निपटने का सामूहिक संकल्प झलकता हो। सबसे पहला काम यूरोज+ोन की स्थिरता सुनिश्चित करना है जो कि व्यवस्था में पैदा हुए असंतुलन के कारण खतरे में है।
भारत सहित उभरती अर्थव्यवस्थाओं में मंदी का जिक्र करते हुए डॉक्टर मनमोहन सिंह ने कहा कि सरकार निवेशकों का विश्वास बढ़ाने के लिए कदम उठा रही है तथा एक ऐसा वातावरण तैयार करने के प्रति कृतसंकल्प है, जिसमें निवेशकों की धारणा बढ़ेगी और अनुकूल वातावरण तैयार होगा।


इस शिखर सम्मेलन में यह बात साफ निकल कर आई है कि हरेक को एकजुट होकर वैश्विक मंदी को रोकना होगा। यूरोजोन के बाहर के देशों के लिए संदेश है कि संकट गहरा है और इसके नेताओं को वे सभी उपाय करने चाहिए जो इससे निपटने के लिए आवश्यक है। प्रधानमंत्री  मनमोहन सिंह का सुझाव है कि मंदी से उबरने के उपायों को और कम खर्च और समाजिक क्षेत्र के खर्चों में कमी के बदले विकास को बढ़ावा देने वाले उपायों पर ध्यान देने की जरूरत है।

मिस्र में मुस्लिम ब्रदरहुड पार्टी ने सैनिक शासकों द्वारा सभी अधिकार अपने हाथ में लेने के खिलाफ राजधानी काहिरा में प्रदर्शन का आह्‌वान किया है। ब्रदरहुड पार्टी का आरोप है कि उच्च संवैधानिक अदालत द्वारा नवगठित संसद को भंग करने के आदेश के बाद सैनिक परिषद का यह कदम तख्ता पलट जैसा है। ब्रदरहुड पार्टी का कहना है कि संसद को अभी भी कानून बनाने का अधिकार है और उसने संवैधानिक अदालत के आदेश को चुनौती देने का फैसला किया है।
इस बीच, सैनिक शासकों ने संसद को भंग करने की घोषणा पर लोगों की शंकाएं दूर करते हुए कहा है कि वह इस महीने के अंत तक नये राष्ट्रपति को सत्ता का हस्तांतरण कर देगी।

सरकार ने गरीब परिवारों को ५० लाख टन अतिरिक्त खाद्यान्न आवंटित करने तथा सस्ती दर पर ३० लाख टन गेहूं की बिक्री का फैसला किया है। इससे सरकारी खजाने पर दस हजार करोड़ रुपए का बोझ आएगा।
खाद्य और उपभोक्ता मामलों के मंत्री के वी थामस ने कहा कि वित्त मंत्री प्रणब मुखर्जी की अध्यक्षता वाले अधिकार प्राप्त मंत्री समूह की बैठक में यह फैसला किया गया। बैठक में ३० लाख टन गेहूं खुले बाजार के जरिए बेचने की अनुमति दी गई। हमारे संवाददाता ने बताया है कि यह फैसला भंडारण क्षमता की कमी के मद्देनजर लिया गया है।

विपक्षी एन डी ए की एक प्रमुख सहयोगी पार्टी्र शिवसेना, राष्ट्रपति चुनाव में यूपीए उम्मीदवार प्रणब मुखर्जी के समर्थन में आगे आई है। शिवसेना ने कहा है कि देश के इस शीर्ष संवैधानिक पद के लिए श्री मुखर्जी सही उम्मीदवार हैं। पार्टी प्रमुख बाल ठाकरे ने श्री मुखर्जी को सर्वसम्मति से राष्ट्रपति चुनने का आग्रह किया है। पार्टी प्रवक्ता संजय राउत ने कहा  कि यह फैसला राष्ट्र हित में है।


प्रणब मुखर्जी साहब को शिवसेना समर्थन दे रही है और कल देरात शिवसेना प्रमुख बालासाहब ठाकरे जी ने बयान जारी किया और प्रणब मुखर्जी जी को हम समर्थन देने जा रहे है इस प्रकार का बयान है। बाला साहब ने स्पष्ट कहा यह कोई राजनीतिक फैसला नहीं है। इसमें कोई राजनीतिक फायदे टोटे की बात नहीं है, यह एक राष्ट्रीय हीत का फैसला है।
कांगे्रस ने श्री मुखर्जी के लिए सभी दलों से समर्थन करने की अपील की है। लेकिन, एन डी ए ने अभी तक कोई फैसला नहीं किया हैं और अपने उम्मीदवार की तलाश कर रहा है।

सरकार ने कहा है कि देश में एक ऐसी व्यवस्था  की जरूरत है जिसके तहत लोग बगैर सबसिडी के अपने संसाधनों से हज पर जा सकें।  आज नई दिल्ली में हज प्रबंधन के बारे में एक सम्मेलन के मौके पर अल्पसंख्यक मामलों के मंत्री सलमान खुर्शीद ने कहा कि नई व्यवस्था ऐसी होनी चाहिए जिसमें कोई सबसिडी न हो और कम खर्च में हज के लिए जाना संभव हो सके।

केन्द्रीय प्रशासनिक ट्राइब्युनल ( कैट) ने  वी दिनेश रेड्डी की आंध्रप्रदेश के पुलिस महानिदेशक के रूप में नियुक्ति को आज रद्द कर दिया । कैट की हैदराबाद शाखा ने राज्य सरकार को निर्देश दिया है कि वह एक सप्ताह के भीतर वरिष्ठ आइ पी एस अधिकारियों की नई सूची यू पी एस सी को भेजे, ताकि नये पुलिस महानिदेशक की नियुक्ति की जा सके।कैट ने नया पुलिस महानिदेशक नियुक्त करने की प्रक्रिया तीन सप्ताह के भीतर पूरी करने का निर्देश दिया है।

आंध्रप्रदेश सरकार ने भारतीय पुलिस सेवा के फरार वरिष्ठ अधिकारी उमेश कुमार को निलंबित कर दिया है। उमेश कुमार पुलिस सहयोग आवास सोसायटी के अध्यक्ष हैं और उन पर राज्यसभा सदस्य एम ए खान का जाली हस्ताक्षर बनाने का आरोप है। हैदराबाद के चीफ मेट्रोपोलिटन मजिस्टे्रट ने इस मामले में उनके खिलाफ गैरजमानती वारंट जारी कर अदालत में पेश होने का आदेश दिया है।

उच्चतम न्यायालय ने पोस्ट ग्रेज्युएट मेडिकल कोर्स में प्रवेश के लिए ऑन लाइन काउंसलिंग में बडे पैमाने पर धांधली की शिकायत पर स्वास्थ्य सेवाओं के महानिदेशालय से जवाब मांगा है। न्यायमूर्ति एच एल गोखले और  रंजना प्रकाश देसाई की पीठ ने शुरू में महानिदेशालय से शपथपत्र दायर करने को कहा, लेकिन मामला तकनीकी होने के कारण बाद में उसे अपने विभाग से निर्देश प्राप्त करने की अनुमति दी।

मुंबई शेयर बाजार का संवेदी सूचकांक १५४ की बढकर १६ हजार ८६० के स्तर पर बंद हुआ। कच्चे तेल की कीमतों में नर्मी के साथ साथ प्रधानमंत्री द्वारा वित्तीय घाटे पर नियंत्रण के लिए कडे कदम उठाये जाने की घोषणा का बाजार पर सकारात्मक असर रहा। नेशनल स्टाक एक्सचेंज का निफ्‌टी भी ४० अंक की तेजी से पांच हजार एक सौ चार के स्तर पर दर्ज हुआ।
उधर मुद्रा बाजार में रूपए की कीमत में तीन पैसे की गिरावट हुई और एक डालर ५५ रूपए ९६ पैसे के स्तर पर दर्ज हुआ।
दिल्ली सर्राफा बाजार में सोना स्टेन्डर्ड ३० हजार ७५० रूपए प्रति दस ग्राम की नयी रिकार्ड उंचाई पर दर्ज हुआ। चांदी भी ५५ हजार आठ सौ रूपए प्रति किलोग्राम के स्तर पर दर्ज हुयी।

हिमाचल प्रदेश में मंडी की सत्र अदालत ने चौतारा गांव से पिछले सप्ताह गिरफ्‌तार ताईवान के आठ नागरिकों को रिहा करने का आदेश दिया है। अदालत ने प्रत्येक पर दस दस हजार रूपये का जुर्माना भी लगाया है। ये सभी लोग पहले ही सात दिन तक पुलिस हिरासत में रह चुके हैं, इसलिए उन्हें रिहा कर दिया गया ।

The Pakistan Supreme Court today ruled that Prime Minister Yousuf Raza Gilani stood disqualified since his conviction for contempt of Court. The apex court has asked President Asif Ali Zardari to appoint a new premier. A three-judge bench headed by Chief Justice Iftikhar Chaudhary issued the verdict in response to several petitions that had challenged National Assembly Speaker Fehmida Mirza's decision not to disqualify Gilani following his conviction nearly two months ago.
The bench further ruled that the post of premier had been vacant since April 26, when another seven-judge bench had convicted Gilani of contempt for refusing to reopen graft cases in Switzerland against President Zardari. The bench directed the Election Commission to issue a notification stating that Gilani, was no longer a member of Parliament.         
The ruling Pakistan People's Party today accepted the Supreme Court's ruling disqualifying Prime Minister Yousuf Raza Gilani's membership of Parliament and decided to choose his successor tonight.        
The central leadership decided to convene separate meetings of the Pakistan Peoples Party's parliamentary party and the members of the ruling coalition to choose a leader to replace Gilani .        
A session of the National Assembly of Parliament is likely to be convened tomorrow for the formal election of the new premier.

The Seventh G-20 summit concludes today with leaders of the top industrialised nations and emerging economies all set to agree on a coordinated Los Cabos Growth and Job Action Plan to prioritize boosting growth and job creation. In its strongest signal in three years that it would act to strengthen the recovery, the G20 said in their draft communique that countries without heavy debts problems were ready to act together to spur growth, if the economy slows a lot more.        
The draft communique  urged Europe to take all necessary measures to safeguard the integrity and stability of the euro zone area. Among the commitments in a draft communique was a pledge to consider concrete steps towards a more integrated financial architecture in Europe that would include common banking supervision and firm guarantees to repay bank depositors.     
At various sessions of the summit in Los Cabos, leaders from the G20 countries committed  additional money to the IMF to help countries struggling with debt.             
Earlier addressing the plenary session of the summit, Prime Minister  Manmohan Singh said the G 20 Summit needs to send a strong signal to the markets that the Eurozone countries will make every effort to protect the banking systems.
The first task is to ensure the stability of the Eurozone which is now under threat because of imbalances that have been allowed to build-up and which have led to serious problems of sovereign debt and bank recapitalisation."
On the slowdown in emerging economies including India, the Prime Minister said the government is taking steps to revive investor sentiment and determined to create an environment that would boost investor sentiment and promote an atmosphere conducive to enterprise and creativity. The message coming out of the summit is loud and clear that that everyone needs to work together to avoid a global slowdown, which would be catastrophic. For those outside the euro zone, the verdict is that the crisis there is alarming and its leaders need to do whatever it takes to end it. Prime minister Dr Manmohan Singh’s preion that recovery efforts should focus more on stimulating growth than on further austerity and cutbacks is likely to be reflected in the summit declaration. The Ministry of External Affairs statement issued in New Delhi said, both the sides agreed to hold the next round of talks on the Sir Creek issue in Pakistan at mutually convenient dates.

The government today decided to allocate 5 million tonnes of additional foodgrains to poor families and allow the sale of 3 million tonnes of wheat to bulk users at cheap rates. This will cost the exchequer a total of 10,000 crore rupees.    
Food and Consumer Affairs Minister Prof K V Thomas told this to reporters today after the meeting of the Empowered Group of Ministers, EGoM headed by Finance Minister Mr. Pranab Mukherjee took the decison to this effect. It also agreed to allow 3 million tonnes of wheat  for sale through the Open Market. Prof. Thomas said for above poverty line families the government had allocated 2 million tonnes of foodgrains last fiscal, but only about 50 per cent was lifted by states.

The key NDA alliance partner Shiv Sena today came in support of  UPA nominee Pranab Mukherjee  for the presidential poll. The party said he is the  right candidate for the top post . Shiv Sena Chief, Bal Thackeray  sought unanimous support for Mr. Mukherjee. Party spokesman Sanjay Raut said that the decision is in the national interest.
Shiv Sena is supporting Pranab Mukherjee.  Balasaheb has said that this is not a political decision.  There is nothing of profit or loss.  The decision has been taken in national interest.

In Jammu and Kashmir, Pakistan troops  again targeted Indian posts by resorting to small arms firing along the Line of Control, LoC in the Poonch sector  of Jammu Division today.
Defence spokesman Col. R.K. Palta told AIR, Jammu that the firing lasted for 15 minutes but  Indian troops exercised restraint. However, no damage was caused due to the firing.

The Central Administrative Tribunal today set aside the appointment of Dinesh Reddy as Andhra Pradesh Director General of Police. The Hyderabad bench of the CAT has dismissed the DGP’s appointment over a petition filed by his colleague and  Indian Police Service officer in the state, Gautam Kumar.
He is presently the principal home secretary. The CAT also directed the state Government to send a new list of senior most IPS officers to the UPSC in a week for appointing a new DGP.  Gautam Kumar alleged that the state Government has ignored his seniority violating even the Supreme Court orders.

The Government today said the French Consulate official, accused of raping his three-and-a-half- year-old daughter, will get his due punishment through the courts. Minister of State for External Affairs Preneet Kaur said that this is the worst kind of crime that can be committed and the law has taken its course. He has been arrested and remanded to 14 days judicial custody.

Government today said there is a need to establish a system in the country under which people should go for Haj pilgrimage with their own resources without subsidy.
Union Minister for Minority Affairs Salman Khurshid told reporters in New Delhi on the sidelines of a conference on Haj management, that the new arrangement should be such where there is no subsidy and Haj is possible at the right price.

The advance of south-west monsoon, is likely to slow down under the influence of an atmospheric depression in the South China Sea but expected to pick up steam over the weekend.  The India Meteorological Department  Director General L S Rathore said there would be some slowing down of the monsoon under the impact of atmospheric depression 'Talim' which was expected to intensify into a typhoon and suck up the moisture feeding the monsoonal flows.           
Meanwhile, Monsoon which moved into Odisha two days ago has advanced rapidly and covered the entire state today. According to the Bhubaneswar Meterological office, the state will experience  rainfall in the next 24 hours with very heavy rainfall in the northern parts of Odisha.

Iran and world powers today continued talks for the second day in Moscow. The talks are aimed to break the deadlock in the decade-long crisis over the Iranian nuclear programme. Negotiators from the six world powers asked Iran to scale back its enrichment of uranium, a process which can be used to make nuclear fuel.

The Sensex at the Bombay Stock Exchange gained 154 points, or 0.9 percent, to 16,860, today, after Prime Minister Manmohan Singh said the Government is determined to take tough decisions to contain the fiscal deficit, and as crude oil prices continued to fall. The Nifty added 40 points, or 0.8 percent, to 5,104.But stock markets in Japan, China and Hong Kong lost between 0.1 percent and 0.8 percent, on fresh euro zone worries. The rupee depreciated 3 paise, to 55.96 against the dollar. Gold surged 325 rupees, to a fresh record high of 30,750 rupees per ten grams in Delhi. Finance Minister Pranab Mukherjee today said, the government is taking steps to improve inflow of foreign investment and the impact of the initiatives will become visible after some time. He said the government has taken several measures and it will take time to yield results.  
"There have been some improvement in the inflow of FII, FDI and certain other steps which have been taken in areas of External Commercial borrowing providing long term Finance for the infrastructure by creating the infrastructure debt fund.  These have started yielding results but it will take time."
