भारत, ब्राजील और दक्षिण अफ्रीका के शिखर सम्मेलन ने आतंकवाद के सभी रूपों की निन्दा की है और कहा है कि यह अंतर्राष्ट्रीय शांति और सुरक्षा के लिए सबसे बड़ा खतरा है। इब्सा शिखर सम्मेलन में संयुक्त राष्ट्र सुरक्षा परिषद की व्यवस्था में सुधार के लिए सहयोग बढ़ाने पर भी जोर दिया गया है। कल प्रिटोरिया में राष्ट्रपति भवन के अतिथि गृह में आयोजित संयुक्त संवाददाता सम्मेलन में प्रधानमंत्री डा० मनमोहन सिंह ने कहा कि तीनों देशों ने विश्व के जटिल क्षेत्रीय और अंतर्राष्ट्रीय मुद्दों पर एकजैसा  रूख अपनाया है। डा० सिंह ने कहा कि अंतर्राष्ट्रीय शांति और सुरक्षा को बढ़ावा देने में इब्सा महत्वपूर्ण भूमिका निभा सकता है।

दक्षिण अफ्रीका के राष्ट्रपति जैकब जु+मा, ब्राजील की राष्ट्रपति दिलमा रूसेफ और प्रधानमंत्री डा० मनमोहन सिंह ने इस सम्मेलन में अपनी-अपनी जनता की भलाई के लिए सबको शामिल करते हुए स्थायी विकास का संकल्प दोहराया। बातचीत में तीनों देशों के साझा लोकतांत्रिक मूल्यों पर जोर दिया गया जो जनता के लिए लाभकारी है।
शिखर सम्मेलन के बाद जारी संयुक्त वक्तव्य में कहा गया है कि तीनों देशों ने गैर शुल्क बाधाओं, संपर्क और वीजा से जुड़े मुद्दों को सुलझाने का भी फैसला किया ताकि निवेश को बढ़ावा दिया जा सके। ब्राजील और दक्षिण अफ्रीका ने भारत में हाल में हुये आतंकवादी हमलों की निंदा करते हुए मांग की कि संयुक्त राष्ट्र अंतर्राष्ट्रीय आतंकवाद के बारे में एक व्यापक संधि को तुरंत अंतिम रूप दे दें।

शिखर सम्मेलन में अपने भाषण में प्रधानमंत्री ने चेतावनी दी यूरोजोन का संकट विकासशील देशों पर असर डाल सकता है। उन्होंने यूरोप और अन्य देशों से आग्रह किया कि वे विश्व अर्थव्यवस्था को दोहरी मंदी के भंवर में फंसने से रोकने के लिए तत्काल प्रभावकारी कदम उठायें।

हम आशा करते है कि यूरोप और अन्य विकसित देश जल्दी प्रभावी कदम उठायेंगें ताकि वित्तीय और पूंजी बाज+ार शांत हो और विश्व अर्थव्यवस्था को दोहरी मंदी में फंसने से बचाया जा सके।प्रधानमंत्री ने कहा कि इब्सा में शामिल देशों की अर्थव्यवस्थायें बहुत तेजी से उभर रही हैं और वे दुनिया में प्रशासन की खामियों से निपटने के लिए मिलकर प्रयास कर रहे हैं।

सरकार ने कहा है कि वह भ्रष्टाचार से निपटने के लिये संसद के शीतकालीन सत्र में पांच नये विधेयक पेश करेगी। यह जानकारी उन्होंने नई दिल्ली में महिला पे्रस क्लब में पत्रकारों से बातचीत में दी।

हम सिटीजन चार्टर और नागरिकों की शिकायत निवारण व्यवस्था के लिए कानूने लायेंगे। विदेशी कंपनियों द्वारा रिश्वत के मुद्दे पर कानून में संशोधन किया जाएगा या अलग से कानून बनाया जायेगा। सीबीआई द्वारा आपराधिक मामलों की जांच पर एक सशक्त और मजबूत कानून भी लाया जाएगा।श्री सलमान खुर्शीद ने एक प्रभावी और मजबूत लोकपाल विधेयक लाने की सरकार की प्रतिबद्धता दोहराई।
उन्होंने कहा कि टीम अन्ना ने अपने जनलोकपाल विधेयक में महत्वपूर्ण सुझाव दिये हैं और उन्हें आशा है कि सिविल सोसायटी के साथ बातचीत और विचार-विमर्श, भविष्य में भी जारी रहेगा।
श्री खुर्शीद ने बताया कि लम्बित मामलों को निपटाने के लिए अगले पांच वर्षों के दौरान देश में १४ हजार निचली अदालतें स्थापित की जाएंगी।

राष्ट्रपति प्रतिभा देवीसिंह पाटील ने शासन को मजबूत करने के लिए सुधारों की आवश्यकता पर जोर दिया है। मुम्बई में कल महाराष्ट्र विधानमंडल के प्लेटिनम जुबली समारोह का उद्घाटन करते हुए राष्ट्रपति ने कहा कि शासन, विधायी प्रणाली और न्याय प्रणाली को मजबूत करने के तरीकों पर बहस की जरूरत है। उन्होंने कहा कि चुनाव सुधारों की भी तत्काल जरूरत है।
राष्ट्रपति ने शिक्षा प्रणाली में भी सुधारों की जरूरत बताई।  सामाजिक सौहार्द और सहिष्णुता को भारतीय लोकतंत्र का आधार बताते हुए श्रीमती पाटील ने कहा कि लोकतंत्र की सफलता के लिए अन्य लोगों के विचारों को भी समझना जरूरी है।
राष्ट्रपति ने ७५ वषोर्ं से रचनात्मक लोकतांत्रिक गतिविधियों के लिए महाराष्ट्र विधानसभा की सराहना की। उन्होंने आशा व्यक्त की कि महाराष्ट्र विधानमंडल भविष्य में भी अपने अच्छे कार्यों को जारी रखेगा।
अपने अतीत को याद करते हुए राष्ट्रपति ने कहा कि करीब ५० वर्ष पहले उन्होंने एक युवा विधायक के रूप में विधानसभा में प्रवेश किया था और वे मंत्री और विपक्ष की नेता रहीं।

आन्ध्रप्रदेश में अलग तेलंगाना राज्य की मांग को लेकर तेलंगाना क्षेत्र में ३५ दिन की हड़ताल के बाद शिक्षकों के काम पर लौटने के साथ ही कल से शिक्षण संस्थान फिर खुल गए। राज्य सरकार के साथ हुए समझौते के बाद शिक्षकों ने हड़ताल खत्म कर दी । उन्होंने आश्वासन दिया है कि हड़ताल के कारण पढ़ाई के नुकसान की भरपाई छुट्टियों के दौरान कर ली जाएगी।
सिंगरेनी कोयला खदानों के कर्मचारियों के काम पर लौटने से काम फिर शुरू हो गया है लेकिन राज्य सरकार के कर्मचारियों की हड़ताल जारी है।

उत्तर प्रदेश के गोरखपुर में डीआरडी मेडिकल कॉलेज अस्पताल में पिछले ३६ घंटे में दस से अधिक और बच्चों की इन्सेफेलाइटिस बुखार के कारण मौत हो गई है। इस बुखार ने इस वर्ष अब तक कुल ४६५ जानें ली हैं। हमारे गोरखपुर संवाददाता ने बताया है कि अलग-अलग सरकारी अस्पतालों में इस वर्ष इन्सेफेलाइटिस के दो हजार नौ सौ पचास से अधिक मरीज भर्ती किये गये हैं। तीन सौ इक्कीस से अधिक मरीजों का क्षेत्र के विभिन्न सरकारी अस्पतालों में इलाज चल रहा है।

छत्तीसगढ़ में भाटापुर रेलवे स्टेशन के नजदीक आज तड़के दो बच्चों सहित तीन व्यक्ति एक रेलगाड़ी के नीचे कट कर मर गए। इनमें सात वर्ष का लड़का और पांच वर्ष की लड़की शामिल है।
पुलिस ने बताया ३५ वर्ष का एक व्यक्ति दो बच्चों के साथ रेल की पटरी पार कर रहा था। ये लोग तेजी से आ रही दूरंतो एक्सप्रेस को नहीं देख पाए।

उच्चतम न्यायालय ने गे्रटर नोएडा में फार्मूला-वन रेस का आयोजन कर रही कंपनी को कर में छूट देने के बारे में उत्तर प्रदेश सरकार से स्पष्टीकरण मांगा है। न्यायाधीश डी के जैन की अध्यक्षता वाली खंडपीठ ने इस प्रतियोगिता के आयोजक जेपी गु्रप को भी नोटिस दिया है और उनसे शुक्रवार तक जवाब देने को कहा है। न्यायालय ने एक जनहित याचिका की सुनवाई करते हुये यह आदेश दिया जिसमें इस प्रतियोगिता को कर की छूट देने के राज्य सरकार के फैसले को चुनौती दी गई है।
भारत की पहली फार्मूला-वन ग्रां प्री रेस का आयोजन राष्ट्रीय राजधानी दिल्ली से सटे गे्रटर नोएडा में इस महीने की ३० तारीख को किया जायेगा।

सिक्किम सरकार ने गृह मंत्रालय से ५१० पूर्वनिर्मित मकानों की मांग की है। राज्य सरकार ने ताशीलिंग राज्य सचिवालय को भी उसी जगह पर दोबारा बनाने का फैसला किया है। सचिवालय को पिछले महीने भूकम्प में बुरी तरह नुकसान पहुंचा था।

गजा में पिछले पांच वर्ष से भी अधिक समय से बंधक इस्राइली सैनिक गिलाद शालित घर लौट आए हैं। इस्राइल में अपने परिवार तक पहुंचने से पहले रास्ते में हजारों लोगों ने सड़कों पर फूल बरसाकर उनका स्वागत किया।

नाचते गाते और झंडे लहराते फिलिस्तीनियों ने इस्राइल की जेलों से रिहा हुए कैदियों का गाज+ा और रामल्ला में ज+ोरदार स्वागत किया। वहीं इस्राइल में गिलाद शलीत की घर वापसी पर ऐसा ही कुछ माहौल था। घटनाक्रम के तहत गिलाद शालित को मिस्र के सुरक्षा अधिकारियों के हवाले सौंपा बदले में इजराइल की जेलों में बंद पड़े ४७७ फिलिस्तीनियों को बसों से पश्चिमी किनारे और गाज+ा ले जाया गया। समझौते के बाद बहस का मुद्दा यह है कि क्या इससे क्षेत्र में शांति प्रयासों को बल मिलेगा। जानकारों का मानना है कि यह हमास के बढते प्रभाव का भी एक आईना है। अतुल तिवारी आकाशवाणी समाचार।

बंग्लादेश की प्रधानमंत्री शेख हसीना तीन बीघा गलियारे के रास्ते आज दाहाग्राम और अंगोरपोटा बस्तियों का दौरा करेंगी। इन बस्तियों की सुविधा के लिए तीन बीघा गलियारा २४ घंटे खुला रखने के लिए भारत के साथ हुए समझौते के बाद बंग्लादेश की प्रधानमंत्री  पहली बार इन बस्तियों में जा रही हैं।

The India Brazil South Africa, IBSA summit has condembed terrorism in all its forms and manifestations. In a joint declaration issued at the end of the summit in Pretoria yesterday, the IBSA leaders described terrorism as one of the most serious threats to international peace and security. At their summit meeting, the IBSA leaders said the United Nations should play a central role in co-ordinating international action against terrorism within the framework of the UN Charter and in accordance with the international law.
The IBSA members also pledged to strengthen cooperation for reforms in the UN Security Council. Addressing a joint press conference at the Presidential guest house, Prime Minister Dr. Manmohan Singh said, the three countries acted in concert on the global stage, dealing with complex regional and international political and security issues. Dr. Singh said, IBSA can play a role in promoting the cause of international peace and security.
In the trilateral discussions, South African President Jacob Zuma, President of Brazil Dilma Rousseff and Prime Minister Dr. Manmohan Singh reaffirmed their commitment to inclusive sustainable development for the well being of their people.
In his address at the plenary summit, Dr. Singh cautioned that the Eurozone crisis could affect the developing countries. He asked Europe and other advanced economies to take effective and early steps to prevent the global economy from slipping into a double-dip recession.
"The sovereign debt crisis in Europe and the recessionary trends in the traditional engines of the global economy that is United States, Europe and Japan are sending negative signals to the world financial and capital markets which are showing signs of acute distress. Developing countries cannot remain untouched by the negative impact of these developments. We hope that effective and early steps will be taken by Europe and other advanced economies to calm the capital and financial markets and prevent the global economy from slipping into a double dip recession."

Law Minister Salman Khurshid has said that the government will bring five new legislations in the winter session of Parliament to fight corruption. Talking to media persons at the Women Press Club in New Delhi, Mr Khurshid reiterated government's commitment to bring an effective and strong Lokpal Bill.
We will bring a citizen's charter and citizen's grievances redressal mechanism law, we will bring amendments or separate laws on the issue of bribery by foreign companies. We will bring a very powerful and strong law as far as criminal investigation structure of CBI is concerned.
Mr Khurshid also called for a well coordinated response by Executive and Judiciary for speeding up its delivery. About 14 thousand lower Courts are being set up in five years to reduce the pendency of cases. Addressing the first meeting of the Advisory Council for Justice delivery and legal reforms set up after setting up of the mission, Mr. Khurshid said that it is important to reduce the pendency of cases in the courts.

The Sikkim Government has requisitioned 510 prefabricated houses from the Ministry of Home Affairs. It has also decided to re-construct the Tashiling State Secretariat, badly damaged in last month’s earthquake, at its present location itself.

In Chattisgarh, three persons, including two kids, were run over by a train near Bhatapur railway station in the wee hour today. The police said, the incident occurred while the persons including a nearly 35-year-old man, a seven-year-old boy and a five-year-old girl were crossing the railway tracks. The deceased, who are yet to be identified, failed to see a fast-moving Duronto Express and were run over by the train.

The Indian Panorama section for the International Film Festival of India, IFFI 2011 has been announced with 24 films selected for screeing from a total of 118 eligible entries. An Information and Broadcasting release says, the films were selected by the jury for feature films, headed by renowned filmmaker Ms Sai Paranjpye. Malayalam film 'Adamante Makan Abu' which won Best Feature Film award at the recent 58th National Film Awards is the 24th film of Indian Panorama, by virtue of direct entry. The Non-Feature films jury chaired by well-known writer-director Mr Ashok Rane, picked 21 films out of 135 eligible entries.

President Pratibha Devisingh Patil has pitched for reforms to strengthen governance. Inaugurating the platinum jubilee celebration of the Maharashtra Legislature in Mumbai yesterday, the President said there is a need to deliberate and debate on ways to strengthen governance, legislative system, as well as judicial system along with undertaking electoral reforms. She said, there is also a need to reform education system. The governments, legislators, social activists and media should come together to chart the future course of action.

British author, Julian Barnes has won this year's Man Booker Prize, one of the most prestigious awards for writing in the English language. The prize comes with a cheque of 80 thousand dollars. His novel, The Sense of an Ending is about a man facing upto his past. The judges said, the book had the makings of a classic of English literature. A report from our correspondent:
"Barnes had been shortlisted for the prize three times earlier without winning. The Sense of an Ending is Barnes' 11th novel. The 150 page book has explored the story of a middle-aged man, Tony Webster, struggling to come to terms with his life as his past begins to unravel from the moment he receives a lawyer's letter. Dame Stella Rimington, who chaired the judging panel, said the novel spoke to humankind in the 21st century. She added that the slim volume stood up to re-reading several times. Israel has released 477 Palestinian prisoners in exchange of its soldier Gilad Shalit. Shalit was held captive in Gaza for more than five years by Hamas. Our correspondent has filed this report:
"Hamas handed over the captured Israeli soldier in its captivity since June 2006 to Egyptian authorities on his way back to Israel. It coincided with the ferrying of Palestinian prisoners from Israeli jails to West Bank and Gaza. Now that the deal is over, analysts are pondering whether the move has provided a window of opportunity to bring peace in the region. On the other hand, Experts are of the view that the move would give a shot in the arm to Hamas. Questions have also been raised about the nature of release of prisoners. Hamas has termed it as a great victory for Palestinians. Israel says it was the best deal in the current situation. Atul Tiwari , AIR News."

Bangladesh Prime Minister Sheikh Hasina will visit the enclaves of Dahagram and Angorpota through the Tin Bigha corridor today. This will be the first visit to the enclaves by the Bangladesh Prime Minister following the agreement reached with India to keep the Tin Bigha corridor open for twenty four hours to facilitate access for the residents of Dahagram and Angorpota. The corridor which was earlier kept open only from dawn to dusk was opened for 24 hours access, following the agreement reached during Prime Minister Manmohan Singh’s visit to Dhaka last month.

The Supreme Court has directed all states and union territories to build toilets, particularly for girls, in all government schools by the end of November. A bench headed by Justice D K Jain asked all the governments to take immediate steps regarding this and file their compliance report before the deadline fixed by it. The bench said that in case of any problem, the governments would at least provide temporary toilets for the students by November-end and the permanent structure be built by the end of the year.

In another decision, the Supreme Court has sought an explanation from the Uttar Pradesh government for granting tax exemption to the company organising the Formula one Grand Prix event in Greater Noida. A Bench headed by Justice DK Jain also issued a notice to Jaypee Group, organiser of the sporting event, and asked them to file their response by Friday. The court passed the order on a PIL challenging the state government decision to grant tax exemption to the event. Earlier, the Buddha International Circuit at Greater Noida for India's first Formula One race was unveiled yesterday. सरकार ने कहा है कि कालेधन का पता लगाने के लिए लगातार प्रयास किये जा रहे हैं। आज नई दिल्ली में आर्थिक संपादकों के दो दिन के सम्मेलन का उद्घाटन करते हुए वित्तमंत्री प्रणब मुखर्जी ने कहा कि स्विटजरलैण्ड के साथ किया गया पैसे संबंधी सूचनाओं के आदान-प्रदान के समझौते का उन्होंने अनुमोदन कर दिया है। उन्होंने कहा कि इससे भारत को स्विटजरलैण्ड से विशेष खातों के बारे मे सूचना प्राप्त करने में सहायता मिलेगी। उन्होंने कहा कि ये समझौता अगले वर्ष अप्रैल से लागू होगा।
वित्तमंत्री ने कहा कि अन्य उपायों के अलावा स्विटजरलैण्ड के साथ दोहरा कराधान रोकने के नये समझौते पर भी हस्ताक्षर किये गये हैं और मॉरीशस के साथ इस तरह के समझौते को मजबूत करने के बारे में बातचीत चल रही है। उन्होंने कहा कि इसके उचित तरह से संचालन के लिए नई व्यवस्थाएं कायम की जा रही हैं। इससे गरीबों और जरूरतमंदों की सहायता के लिए बनाई गई सामाजिक क्षेत्र की योजनाओं को सही तरीके से लागू करने में मदद मिलेगी।
वित्तमंत्री ने कहा कि वैश्विक आर्थिक मंदी का असर भारत की विकास संभावनाओं पर पड़ेगा, लेकिन उन्होंने आशा व्यक्त की कि मुद्रास्फीति दिसम्बर से कम होनी शुरू हो जाएगी। श्री मुखर्जी ने आर्थिक मंदी और बढ़ती कीमतों को दुनिया भर की आर्थिक समस्याओं का कारण बताया। विशेष रूप से अंतर्राष्ट्रीय बाजार में खनिज तेल की बढ़ती कीमतों को, जो १०५ डॉलर प्रति बैरल के आसपास बनी हुई हैं। उन्होंने कहा कि मार्च २०१० के बाद से रिजर्व बैंक द्वारा किये गये मौद्रिक उपायों के बावजूद मुद्रास्फीति की दर दहाई के आंकड़े के आसपास बनी हुई है। अगस्त में ये नौ दशमलव सात आठ प्रतिशत थी।
चालू वित्त वर्ष की विकास संभावनाओं के बारे में उन्होंने कहा कि इस पर वैश्विक आर्थिक मंदी का असर पड़ेगा। हालांकि उन्होंने कहा कि भारतीय अर्थव्यवस्था की वृद्धि दर २०१०-११ में साढ़े आठ प्रतिशत से घटकर आठ प्रतिशत रहेगी, ये संतोष की बात है।
मुद्रास्फीति की ऊंची दर पर चिन्ता व्यक्त करते हुए उन्होंने कहा कि हाल के महीनों में इसमें कमी आई है। वित्तमंत्री ने कहा कि इस वर्ष के अंत तक इसके कम होकर सात प्रतिशत तक आ जाने की उम्मीद है। उन्होंने कहा कि महंगाई को कम करने के लिए कई उपाय किये गये हैं।

इलाहाबाद उच्च न्यायालय ने उत्तरप्रदेश सरकार को स्थानीय निकायों के चुनावों के लिए इस महीने की ३१ तारीख तक अधिसूचना जारी करने का निर्देश दिया है। उत्तरप्रदेश में अनेक स्थानीय निकायों का कार्यकाल नवम्बर में और बाकी का दिसम्बर में समाप्त हो रहा है।
स्थानीय निकायों के चुनाव मुद्दे पर दायर याचिकाओं की सुनवाई करने के बाद ये आदेश देते हुए न्यायमूर्ति अमिताभ लाला और न्यायमूर्ति वी के माथुर की पीठ ने राज्य सरकार से २०११ की जनगणना के आधार पर इस महीने के अंत तक पूरे राज्य में वार्डो के पुनर्निर्धारण का काम पूरा करने को कहा है। हमारे संवाददाता ने बताया कि न्यायालय ने कहा कि इस जनगणना के बाद राज्य की आबादी बढ़ी है, इसलिए वार्डो का पुनर्निर्धारण इन चुनावों से पहले जरूरी हो गया है।
इलाहाबाद उच्च न्यायालय ने राज्य सरकार से यह भी कहा है कि स्थानीय नगर निकायों के चुनाव वर्ष २०११ की जनसंख्या के आधार पर कराया जाए और मतदाता सूची भी इसी आधार पर तैयार की जाए। अदालत ने इस मामले में अपना आदेश इस महीने की १४ तारीख को सुरक्षित कर लिया था। दो व्यक्तियों ने अलग अलग जनहित याचिका दाखिल कर स्थानीय नगर निकाया चुनाव कराने के लिए राज्य सरकार को अदालत द्वारा निर्देश जारी करने की मांग की थी। अधिकांश नगर निकायों का कार्यकाल अगले महीने समाप्त हो रहा है। इससे पहले मई महीने में तत्कालीन मुख्य न्यायाधीश न्यायमूर्ति एफआई रिबेलो की खण्डपीठ ने राज्य सरकार के उस विवादस्पद आदेश को रद्द कर दिया था, जिसमें इन चुनाव में राजनीतिक दलों को अपने चुनाव चिन्ह के आधार पर शामिल होने पर रोक लगा दी थी। न्यायालय ने कहा था कि उसके सामने कोई ऐसे तथ्य नहीं प्रस्तुत किये गए जिससे यह पता चलता हो कि इन चुनावों में राजनीतिक दलों की भागीदारी से चुनाव मे ंबाधा आएगी अथवा लोकतंत्र का उद्देश्य प्रभावित होगा। सुनील शुक्ल आकाशवाण्ीा समाचार लखनऊ।

कर्नाटक के पूर्व मुख्यमंत्री बी.एस येदियुरप्पा को आज सेवेरे विक्टोरिया अस्पताल से बंगलुरू सैन्ट्रल जेल भेज दिया गया। उन्हें कमर और छाती में दर्द के इलाज के लिए जयदेव हृदयरोग संस्थान में भर्ती कराया गया था और कल ही विक्टोरिया अस्पताल में स्थानान्तरित किया गया था। श्री येदियुरप्पा इस समय न्यायिक हिरासत में हैं। उन्हें ज+मीन की अधिसूचना रद्द करने में बरती गई अनियमितताओं के दो मामलो में ज+मानत न मिलने पर शनिवार को जेल भेज दिया गया था।
आवास मंत्री वी सोमन्ना ने बताया है कि येदियुरप्पा का अब जेल के अस्पताल में ही इलाज चलेगा। कर्नाटक उच्च न्यायालय श्री येदियुरप्पा की जमानत की अपील पर कल सुनवाई करेगा।

केरल में सरकारी कर्मचारियों के वेतन एक निजी बैंक के एटीएम से उपलब्ध कराने की दिशा में यूडीएफ सरकार की कथित कार्रवाई के खिलाफ आज एलडीएफ विपक्ष ने विधानसभा की कार्यवाही से दो बार वॉक आउट किया। इस मुद्दे पर स्थगन प्रस्ताव की अनुमति की मांग करते हुए पूर्व वित्तमंत्री डॉक्टर थॉमस आइजक ने कहा कि राज्य की वित्तीय व्यवस्था की अनदेखी से केरल की वित्तीय नीति छिन्न भिन्न हो जाएगी। विपक्ष के आरोपों का खंडन करते हुए वित्त मंत्री के एम मानी ने स्पष्ट किया कि केवल सार्वजनिक क्षेत्र के बैंकों को ही वेतन और पेंशन वितरण के बंदोबस्त के लिए अधिकृत किया गया है। इस जवाब से असंतुष्ट विपक्ष ने सदन से वॉक आउट किया। कोटारक्करा के निकट वलक्कम में एक स्कूल अध्यापक पर हमले के मामले में पुलिस जांच पड़ताल में देरी और मामला दबाने का आरोप लगाते हुए विपक्ष ने दूसरी बार सदन से बहिर्गमन किया।

राजस्थान सरकार ने सामाजिक सुरक्षा पेंशन व्यवस्था को कम्प्यूटर वेबसाइट से जोड़ने की योजना शुरु कर दी है। आज जयपुर में मुख्यमंत्री अशोक गहलौत ने संबंधित पोर्टल का उद्घाटन किया। इससे पेंशनभोगियों को समय पर पेंशन उपलब्ध कराने में मदद मिलेगी। इस व्यवस्था से विभिन्न योजनाओं के अंतर्गत पेंशन की मंजूरी और वितरण सरल हो जाएगा। इस वेबसाइट में पेंशन संबंधी आवेदनों, उनकी जांच पड़ताल, मंजूरी और वितरण की सभी सुविधाएं उपलब्ध होंगी। सब डिविजनल कार्यालय, ब्लॉक, तहसीलदार और राजस्व अधिकारी इसका इस्तेमाल कर सकेंगे।
राज्य सरकार बुजुर्गों, विधवाओं, विकलांगों और समाज के गरीब वर्गों को सामाजिक सुरक्षा पेंशन उपलब्ध कराती है। इस योजना से फिलहाल १२ लाख से अधिक लोगों को पेंशन का लाभ मिल रहा है और अब तक इस मद में सात अरब रूपये खर्च किये जा चुके हैं। ७५ वर्ष या इससे अधिक आयु के वृद्धों को साढ़े सात सौ रूपये और उससे कम आयु के लोगों को पांच सौ रूपये प्रति माह पेंशन दी जाती है।

तमिलनाडु में स्थानीय निकायों के दूसरे चरण के चुनाव के लिए अब तक ४० प्रतिशत मतदान की खबर है। एक सौ चौरानवें ग्राम पंचायतों, तरेसठ नगरपालिकाओं और २७० नगर पंचायतों में मतदान शांतिपूर्वक चल रहा है। १७ अक्तूबर को पहले चरण के चुनाव के लिए वोट डाले गए थे। सात मतदान केन्द्रों पर कल दोबारा वोट डाले जाएंगे। मतगणना इस महीने की २१ तारीख को होगी। चेन्नई में १८ मतगणना केन्द्र बनाए गए हैं। ३५ प्रेक्षक मतगणना की निगरानी करेंगे। पूरी प्रक्रिया की वीडियो रिकॉर्डिंग की जाएगी।
राज्य निर्वाचन आयोग ने समूचे राज्य में सुरक्षा के पुख्ता इंतजाम किए हैं। संवेदनशील मतदान केन्द्रों पर वीडियोग्राफी के ज+रिये निगरानी रखी जा रही है। जिला चुनाव कार्यालयों में शिकायतों के तुरन्त निपटारे के लिए शिकायत केन्द्र चौबीस घंटे काम कर रहे हैं।

हिमाचल-प्रदेश के लाहौल स्पीति के पर्वतीय क्षेत्र में कल रात एक मिग-२९ लड़ाकू विमान दुर्घटनाग्रस्त हो गया। वायुसेना के प्रवक्ता ने आज नई दिल्ली में हमारे संवाददाता को बताया कि कल रात चोकांग गांव में रात साढ़े आठ बजे यह दुर्घटना हुई। वायुसेना ने विमान के मलबे और लापता चालक का पता लगाने के लिए एक दल भेज दिया है और बचाव कार्य जारी है। पश्चिमी वायु कमान के दो मिग-२९ विमान जालंधर में आदमपुर से अभ्यास उड़ान पर रवाना हुए थे और मुड़ते समय इनमें से एक विमान दुर्घटनाग्रस्त हो गया। वायुसेना के अनुसार दूसरा विमान सुरक्षित अपने अड्डे पर पहुंच गया।
हमारे संवाददाता ने खबर दी है कि इस वर्ष वायुसेना की यह सातवीं ेऔर इस महीने की दूसरी विमान दुर्घटना है। इस महीने की सात तारीख को मिग २१ विमान राजस्थान के बाडमेर जिले में उत्तरलाई हवाई अड्डे के निकट दुर्घटनाग्रस्त हो गया था, लेकिन उसका चालक बच आया था।

सरकार ने कहा है कि वह भ्रष्टाचार से निपटने के लिये संसद के शीतकालीन सत्र में पांच नये विधेयक लायेंगी नई दिल्ली में महिला पे्रस क्लब में कानून मंत्री सलमान खुर्शीद ने कहा कि सरकार प्रभावी और मजबूत लोकपाल विधेयक लाने के लिए सरकार प्रतिबद्ध है। उन्होंने कहा कि टीम अन्ना ने अपने जनलोकपाल विधेयक में महत्वपूर्ण सुझाव दिये हैं और उन्हें आशा है कि सिविल सोसायटी के साथ विचार-विमर्श भविष्य में भी जारी रहेगा।
श्री खुर्शीद ने बताया कि लम्बित मामलों को निपटाने के लिए अगले पांच वर्षों के दौरान देश में १४ हजार निचली अदालतें स्थापित की जाएंगी।

सरकार ने शिक्षा का अधिकार अधिनियम और इसके प्रभावशाली क्रियान्वयन के लिए देशव्यापी जागरूकता अभियान शुरु करने की योजना बनाई है। अभियान में सभी बच्चों को स्कूल में भर्ती कराने का जोरदार प्रचार किया जाएगा। मानव संसाधन विकास मंत्री कपिल सिब्बल ने आज नई दिल्ली में कहा कि शिक्षा दिवस के अवसर पर अगले महीने की ११ तारीख से एक साल तक चलने वाले शिक्षा के इस अभियान की शुरूआत की जाएगी। देश के कौने-कौने तक शिक्षा के अधिकार अधिनियम के महत्व का संदेश देने के लिए शिक्षा का अधिकार एक्सप्रेस नामक विशेष रेलगाड़ी चलाई जाएगी।
इस अधिनियम के अंतर्गत शिक्षा का छह से १८ वर्ष की आयुवर्ग के बच्चों का बुनियादी अधिकार माना गया है। इसके महत्व पर प्रकाश डालते हुए श्री सिब्बल ने कहा कि इस अधिनियम को प्रभावशाली ढंग से लागू करना बहुत बड़ी चुनौती है। उन्होंने कहा कि इन चुनौतियों में बच्चों का पंजीकरण, उनपर विशेष ध्यान देना, पढ़ाई के दौरान स्कूल छोड़ देना तथा प्रशिक्षित शिक्षकों की नियुक्ति करना शामिल है। राज्यों के शिक्षा मंत्रियों की बैठक को सम्बोधित करते हुए श्री सिब्बल ने शिक्षा के अधिकार अधिनियम के बारे में अधिसूचना जारी नहीं करने वाले राज्यों से आग्रह किया है कि वे इस बारे में जल्द से जल्द कार्रवाई करें। उन्होंने कहा कि देश के विकास के लिए बच्चों की सही शिक्षा दीक्षा बहुत जरूरी है।

राष्ट्रपति प्रतिभा देवीसिंह पाटील ने शासन को मजबूत करने के लिए सुधारों की आवश्यकता पर जोर दिया है। मुम्बई में कल महाराष्ट्र विधानमंडल के प्लेटिनम जुबली समारोह का उद्घाटन करते हुए राष्ट्रपति ने कहा कि शासन, विधायी प्रणाली और न्याय प्रणाली को मजबूत करने के तरीकों पर बहस की जरूरत है। उन्होंने कहा कि चुनाव सुधारों की भी तत्काल जरूरत है।
राष्ट्रपति ने शिक्षा प्रणाली में भी सुधारों की जरूरत बताई। सामाजिक सौहार्द और सहिष्णुता को भारतीय लोकतंत्र का आधार बताते हुए श्रीमती पाटील ने कहा कि लोकतंत्र की सफलता के लिए अन्य लोगों के विचारों को भी समझना जरूरी है।
राष्ट्रपति ने ७५ वषोर्ं से रचनात्मक लोकतांत्रिक गतिविधियों के लिए महाराष्ट्र विधानसभा की सराहना की। उन्होंने आशा व्यक्त की कि महाराष्ट्र विधानमंडल भविष्य में भी अपने अच्छे कार्यों को जारी रखेगा।

शिखर सम्मेलन के बाद जारी संयुक्त वक्तव्य में कहा गया है कि तीनों देशों ने गैर शुल्क बाधाओं, संपर्क और वीजा से जुड़े मुद्दों को सुलझाने का भी फैसला किया ताकि निवेश को बढ़ावा दिया जा सके। ब्राजील और दक्षिण अफ्रीका ने भारत में हाल में हुये आतंकवादी हमलों की निंदा करते हुए मांग की कि संयुक्त राष्ट्र अंतर्राष्ट्रीय आतंकवाद के बारे में एक व्यापक संधि को तुरंत अंतिम रूप दे दें।

ब्रिटिश वैज्ञानिकों ने एक ऐसे टीके की खोज की है, जिससे मलेरिया का कारगर इलाज किया जा सकता है। आज नई दिल्ली में विश्व स्वास्थ्य संगठन की प्रेस विज्ञप्ति में यह जानकारी दी गई। संगठन के अनुसार अफ्रीका में इस टीके का प्रायोगिक तौर पर इस्तेमाल किया जा रहा है, जिसके अच्छे परिणाम निकले हैं। संगठन को उम्मीद है कि २०१५ तक यह टीका बाजार में आ जाएगा। एक कल्याणकारी संस्था ने बिल गेट्स की वित्तीय सहायता से इस टीके का आविष्कार किया है।

अफगानिस्तान के रक्षामंत्री अब्दुल रहीम वारदाक ने कहा है कि २०१४ में अफगानिस्तान से अंतर्राष्ट्रीय सेनाएं हट जाने के बाद अफगान सुरक्षाबलों के लिए प्रति वर्ष पांच अरब डॉलर की आवश्यकता पड़ेगी। काबुल मे संवाददाता सम्मेलन में उन्होंने कहा कि देश में सुरक्षा की मौजूदा स्थिति को देखते हुए अफगानिस्तान को अपनी सुरक्षा के लिए और अत्याधुनिक तथा उन्नत हथियारों की जरूरत पड़ेगी। श्री वारदाक ने कहा कि पुलिस और सेना सहित अफगान सुरक्षाबलों के प्रशिक्षण और उन्हें हथियारों से लैस करने के लिए अमरीका करीब दस अरब डॉलर पहले ही दे चुका है। नाटो की अफगानिस्तान से अपने सैनिक हटाने की योजना के अनुसार सभी विदेशी सैनिक २०१४ के अंत तक अफगानिस्तान से स्वदेश लौट जाएंगे।

अमरीकी राष्ट्रपति बराक ओबामा ने इस्राइली सैनिक गिलाद शालित की रिहाई पर खुशी जाहिर की है और उन्होंने दोनों पक्षों से अपील की है कि वे वार्ता शुरू करने की दिशा में कदम उठाएं।
मिस्र के प्रधानमंत्री एस्साम शरीफ ने कहा है कि उनके देश की ओर से हुई पहल के बाद ये कदम क्षेत्र में सुरक्षा और स्थिरता को बढ़ावा देने के मकसद से उठाया गया है।

नेपाल के अधिकारियों के अनुसार कल से लापता सैन्य विमान देश के उत्तर-पश्चिम पर्वतीय क्षेत्र में दुर्घटनाग्रस्त हो गया है। इसमें छह लोग मारे गए। कल शाम पश्चिमी नेपाल से एक मरीज को लेकर काठमांडु जा रहा ये विमान शहर से करीब दो सौ किलोमीटर पश्चिम में दुर्घटनाग्रस्त हो गया था। खराब मौसम के बावजूद बचावकर्मी आज घटना स्थल पर पहुंच गए है। अधिकारियों ने बताया है कि चार शव बरामद कर लिए गए हैं। विमान में सवार शेष लोगों की भी बचने की संभावना नहीं है। विमान में मरीज का एक रिश्तेदार, दो चिकित्सक और चालक दल के दो सदस्य थे।

उत्तर प्रदेश सरकार और केन्द्र ने पूर्वी उत्तर प्रदेश में मस्तिष्क बुखार-एनसेफलाइटिस की समस्या से निपटने के लिए कई उपायों की घोषणा की है। इनसेफलाइटिस ने इस वर्ष अब तक कुल ४६५ जानें ली हैं। हमारे गोरखपुर संवाददाता ने बताया है कि अलग-अलग सरकारी अस्पतालों में इस वर्ष इन्सेफेलाइटिस के दो हजार नौ सौ पचास से अधिक मरीज भर्ती किये गये हैं। तीन सौ इक्कीस से अधिक मरीजों का क्षेत्र के विभिन्न सरकारी अस्पतालों में इलाज चल रहा है।
राज्य के चिकित्सा एवं स्वास्थ्य महानिदेशक रामजी लाल ने कल गोरखपुर का दौरा करके स्थिति का जायजा लिया। उन्होंने स्थानीय अधिकारियों को निर्देश दिया कि जिला अस्पतालों में भी पर्याप्त चिकित्सा सुविधा और उपकरणों की व्यवस्था की जाए, जिससे बीआरडी मेडिकल कॉलेज से मरीजों को उनके सम्बन्धित जिलों के अस्पतालों में स्थानान्तरित किया जा सके। इन अस्पतालों में कृत्रिम श्वासन यंत्रों की व्यवस्था भी की जा रही है। इस बीच, केन्द्र सरकार ने राज्य सरकार को बीआरडी मेडिकल कॉलेज में एक पुर्नवास केन्द्र की स्थापना के लिए ५७ लाख रुपये दिए हैं। इसमें बीमारी के बाद आंशिक रूप से अपंग हुए लोगों का इलाज किया जाएगा। सलमान हैदर आकाशवाणी समाचार गोरखपुर।

राज्य सरकार ने प्रभावित जिलों में जापानी एनसेफलाइटिस से बचाव का टीका लगाने के अभियान का एक और दौर शुरू करने का फैसला किया है। राज्य के स्वास्थ्य महानिदेशक रामजीलाल ने गोरखपुर में बताया कि अब पच्चीस साल तक के उम्र के लोगों को यह टीका लगाया जायेगा जबकि अब तक १५ साल तक के बच्चों को ही यह टीका दिया जा रहा था।

राष्ट्रीय मानवाधिकार आयोग ने मीडिया की इन खबरों के बाद छत्तीसगढ़ सरकार के मुख्य सचिव को नोटिस जारी किया है कि राज्य सरकार द्वारा आयोजित नेत्र शिविर में एक व्यक्ति की मौत हो गई और २५ लोगों की आंखों की रोशनी चली गई। मीडिया की इन खबरों पर खुद संज्ञान लेते हुए मानवाधिकार आयोग ने इस बारे में राज्य सरकार से चार हफ्‌ते के अन्दर रिपोर्ट देने को कहा है।
सरकारी विज्ञप्ति के अनुसार दुर्ग जिले के बालोड़ में इस नेत्र चिकित्सा शिविर में जिन ३३४ लोगों की आंख का ऑपरेशन किया गया था, आयोग ने उनके स्वास्थ्य की रिपोर्ट मांगी है। आयोग ने ये भी पूछा है कि पीड़ितों को राज्य सरकार कोई मुआवजा दे रही है, या नहीं। प्रेस विज्ञप्ति में कहा गया है कि मीडिया की खबरों के अनुसार पिछले महीने इस नेत्र चिकित्सा शिविर में मोतियाबिंद के ऑपरेशन के एक महीने बाद कई लोगों की आंखों में संक्रमण हो गया था।

उच्चतम न्यायालय ने गे्रटर नोएडा में फार्मूला-वन रेस का आयोजन कर रही कंपनी को कर में छूट देने के बारे में उत्तर प्रदेश सरकार से स्पष्टीकरण मांगा है। न्यायाधीश डी के जैन की अध्यक्षता वाली खंडपीठ ने इस प्रतियोगिता के आयोजक जेपी गु्रप को भी नोटिस दिया है और उनसे शुक्रवार तक जवाब देने को कहा है। न्यायालय ने एक जनहित याचिका की सुनवाई करते हुये यह आदेश दिया जिसमें इस प्रतियोगिता को कर की छूट देने के राज्य सरकार के फैसले को चुनौती दी गई है।

तेल और प्राकृतिक गैस निगम ओएनजीसी की पांच प्रतिशत की हिस्सेदारी बेचने की तैयारियां पूरी हो गई हैं। केंद्र सरकार ओएनजीसी के ४२ करोड़ ७७ लाख ७० हजार शेयर फॉलोअप पब्लिक ऑफर के जरिये बेचना चाहती है। इस वर्ष दिसंबर में होने वाली इस बिक्री से १२ हजार करोड़ रुपये कमाने का लक्ष्य है। सरकार राजकोषीय घाटा कम करने और समाज कल्याण कार्यक्रमों के लिए धन जुटाने की कोशिश में करीब ६० सरकारी कंपनियों के शेयर बेचना चाहती है।

A protocol to amend the double taxation avoidance agreement between India and Switzerland which was signed on 30th August last year has been completed and it has been ratified . Revised double taxation avoidance agreement will allow India to obtain the banking information as well as information without domestic intelligence from Switzerland, specific cases for a period starting 1st April 2011. India is constructively engaged with government of Mauritius to update the existing double taxation avoidance agreement in line with the international practices.

Mr. Mukherjee said that new instruments of governance are being put in place to ensure proper governance. This will help in proper implementation of social sector schemes aimed at helping the poor and the needy.
Finance Minister said that global slowdown will impact India's growth prospects, but expressed hope that inflation will start moderating from December. Mr. Mukherjee attributed both the economic slowdown and rising inflation to global economic problems, especially the rising price of crude oil in international markets, which has remained high at around USD 105 a barrel. He said despite monetary measures taken by the Reserve Bank since March, 2010, headline inflation has remained stubbornly close to the double-digit mark. It was 9.78 per cent in August.
Referring to the growth prospects for the current financial year, the minister said it would be impacted by the global economic slowdown. However, he maintained that the Indian economy growing at 8 per cent, down from 8.5 per cent in 2010-11, will still be a "reason for celebrations".

In Uttar Pradesh, the Allahabad High Court today directed the state government to issue notification for Local Bodies Elections by the 31st of this month. The Court ordered that the local bodies elections in Uttar Pradesh should be held on the basis of 2011 census.
While passing the order after hearing petitions filed on the issue of local bodies elections, the High Court Bench comprising justice Amitabh Lala and Justice V.K.Mathur asked the state government to complete the delimitations work of wards throughout the state by the end of this month on the basis of 2011 census data. The court observed that after 2011 census, the population in the state had increased and therefore delimitations of wards was essential before elections. The term of several local bodies in Uttar Pradesh is being completed in November and for others, it will be completed in December. More from our correspondent:

Former Chief Minister of Karnataka B.S. Yeddyurappa was shifted to Bangalore Central jail from Victoria Hospital this morning. Yeddyurappa who was undergoing treatment for backache and chest pain in Jayadeva Institute of Cardiology since Sunday, was shifted to Victoria yesterday. Yeddyurappa who is under judicial custody was denied bail in two cases filed in connection with irregularities in land de-notification and was sent to prison last Saturday.
Housing Minister V. Somanna stated that Yeddyurappa will continue to get treatment in the jail hospital. His appeal for bail will come up for hearing tomorrow in the Karnataka High Court.

The Rajasthan Government has launched a web based Social Security Pension System. Chief Minister Ashok Gehlot today launched the portal at Jaipur. This is an e-Governance initiative for effective and timely disbursement of pension and it would accelerate the whole process from sanction to disbursal of the pension under various schemes. This online system is a web based solution to facilitate and maintain information pertaining to application, verification, sanction and disbursement of pension under various social security pension schemes. The system would be used by all SDOs, BDOs, Tehsildars, Treasury Officers and Sub Treasury Officers.
The state government is providing Social Security Pension to aged people, widows and disabled persons of deprived and weaker sections of the society. Currently in the state, more than 12 lakh pensioners are getting benefit of the Social Security Pension scheme and 700 crore rupees are being disbursed to beneficiaries. The pensioners in the age group of 75 years and above are being provided 750 rupees while pensioner in the age group of below 75 years is being given 500 rupees per month.

In Kerala, LDF opposition walked out of the state assembly twice today protesting against the alleged move by the UDF government to use a new generation private bank ATM to distribute salaries to government employees. Seeking permission for an adjournment motion on the issue former finance minister Dr Thomas Issac said that the move to bypass state treasury can topple the financial policy of Kerala. Denying the opposition allegation finance Minister K M Mani clarified that only public sector banks have been authorised to distribute salaries and pensions. He said that the opposition is misleading the house. Not satisfied with the reply the opposition walked out in protest. Alleged delay in police investigation and cover up in a case related to attack on a school teacher at Valakam near Kottarakkara was the second reason for opposition walk out from Kerala assembly.

In Tamil Nadu, 4 per cent polling was reported till now in the second phase of the local body elections today. Polling has been by and large peaceful in 194 rural panchayat unions, 63 municipalities and 270 town panchayats. Seventy five per cent votes were polled in the first phase which was held on the 17th. Re-polling will be held tomorrow in seven booths. Counting will be on the 21st of this month. In Chennai 18 counting centres have been set up. The process will be supervised by 35 observers. The whole process would be recorded on camera.
The State Election Commission had made elaborate security arrangements all over the State in view of the election. The EVMs and ballot boxes are being guarded under tight security. Sensitive booths have been identified and put under video surveillance.

Government has planned a Comprehensive Mobilisation Strategy to spread awareness about the Right to Education Act and its effective implementation across the country. A nation wide campaign is being launched to educate people about the need to enroll all children in schools. Human Resource Development Minister Kapil Sibal said in New Delhi today that the year long Shiksha ka Haq campaign will start on the 11th of next month on the occasion of Education Day. A Shiksha ka Adhikaar Express train carrying the message of the importance of RTE will also run across the country as part of the campaign.
Highlighting the significance of the RTE Act which makes education the fundamental right of children in the age group of 6 to 18 years, Mr Sibal said that effective implementation of the Act is the biggest challenge. He added that besides enrollment , ensuring proper attendance, reducing the dropout rates in schools and employing trained teachers are the major challenges. Addressing the State Education Ministers meeting, Mr Sibal urged all those states who have not yet notified the rules for RTE to do so at the earliest. The Minister said that ensuring proper education to children is necessary for overall growth of the nation.

A BSF helicopter crashed at Sheelamaran in Khunti district of Jharkhand this morning. The Superintendent of Police, Khunti has reached the spot. There were three crew members on board the helicopter and all of them are reportedly dead. The cause of the crash is being investigated. Rescue operation has started. Further details are awaited.

A MiG-29 fighter aircraft crashed into a mountain during a night flying exercise near Lahaul-Spiti in Himachal Pradesh. Air Force spokesperson told our Correspondent in New Delhi today the mishap occurred at 8.30 PM last night in Chokang village. She said, the fate of the pilot is not known. IAF has sent a team to locate the wreckage and the missing pilot. The wreckage is yet to be located. However, the rescue operation is on.
Two MiG-29 aircraft of western air command took off from Adampur in Jalandhar for night flying exercise in high altitude and during a turn, one of them crashed into a mountain. The IAF said, the second plane returned safely and the exercise has not been called off.
Our correspondent reports, this is the seventh air crash involving IAF's fighter aircraft this year and the second this month. On the 7th of this month, a MiG-21 aircraft crashed near Uttarlai airport in Rajasthan's Barmer district but the pilot ejected safely.

Officials in Nepal say that a military plane that went missing yesterday, has crashed in a remote mountainous area in the Nepal north-west, killing all six people on board. The plane was transporting a patient from western Nepal to the capital, Katmandu, when it crashed late last evening, about 200 kilometers west of the city. Rescuers hampered by bad weather reached the site today. Officials said, four bodies have been recovered, but that everyone on board is presumed dead. The plane was carrying the patient and a family member, along with two medical personnel and two crew members.

The Afghan Defence Minister Abdul Rahim Wardak has said that the country will need 5 billion dollar a year for its security forces after the withdrawal of international forces from Afghanistan in 2014. Addressing a press conference in Kabul, he said that at the present level of security environment, Afghanistan will need more sophisticated and advanced weapons to defend itself. Wardak said, the U.S. has already allocated about 10 billion dollars to equip and train the country’s security forces, including the army and the police. He said, another package of about $10 billion is being discussed. Afghan Defence Minister said, the cost of sustaining the country’s security forces in the future will largely depend on the level of violence in the country. If the level of violence comes down, the sustainment costs will also go down. According to the withdrawl plan announced by the NATO forces, all foreign combat troops will return home from Afghanistan by the end of 2014.

In Turkey, a roadside bomb has killed at least eight persons including five policemen and injured three others in the Guroyamak district of Bitlis province. The bomb exploded yesterday as a police vehicle was passing by. Authorities suspect Kurdish separatists were behind the attack. Security forces have been combing the area in search of the assailants, who are believed to be members of the outlawed Kurdistan Workers' Party, or PKK.

Back Home, A vaccine has been invented by the British scientists for the effective treatment of Malaria. World Health Organization, WHO revealed this in a press release issued in New Delhi. WHO said that the vaccine is being clinically trailed in Africa and is also producing promising results. The global organization also expressed hope that the vaccine may be rolled out in the market by 2015. It will required to be used in conjunction with all the other existing tools of malaria prevention. WHO also said that vaccine cuts the risk to half in children and by 46 percent in severe cases in adults. The vaccine has been invented by a non profit organization assisted by Bill gates.

In UP, the state and centre have announced several measures to curb the encephalitis menace as the death toll has mounted to 465 in the eastern region this year. Our Gorakhpur correspondent reports, over 2950 encephalitis patients have been admitted this year in different government hospitals. The state government has decided to launch another round of Japanese Encephalitis Vaccination Campaign in the affected districts. The state Director General (Health and Medicine) Ramji Lal said in Gorakhpur that the upper age limit for vaccination has been increased from 15 to 25 years. Our Correspondent says that the Japanese Encephalitis constitute 10% of total cases of Encephalitis found this year in the region.

The state Director General of health and medicine yesterday took the stock of situation in Gorakhpur and instructed the local authorities to make arrangements in district hospitals so that the patients may be shifted to respective district hospitals after initial treatment at BRD Medical College Hospital in Gorakhpur. Money is being released for purchasing more ventilators for these hospitals. Meanwhile centre has also released 57 lakh rupees to establish a rehabilitation centre for those who have become partially disabled due to aftereffect of the disease. A two days 'National Conference on Mathematical and Statistical Modeling in Innovative Areas' has begun in Ranchi at Birla Institute of Technology, Mesra. The Seminar will see more than 65 research papers being presented on wide variety of fields such as cyber crime, disaster management, environmental pollution and biological systems. The BSE Sensex rose over 250 points in the afternoon trade today. The Sensex was trading at 17001 a short while ago. The Sensex recovered by nearly 164 points in opening trade with auto stocks leading the rise after Hero Moto Corp posted better-than-expected second quarter earnings. A firming trend on Asian bourses in tandem with overnight gains in the US also buoyed the trading sentiment. The 30-share index lost over 334 points in the past two sessions.
The wide-based National Stock Exchange Nifty which rose 48 points in opening is trading 42 points higher at 5080 a short while ago.

The rupee appreciated by 30 paise to 49 rupees 16 paise per US dollar in early trade on the Interbank Foreign Exchange today, supported by the gains registered by other Asian currencies against the American dollar and a rebound in the domestic stock market.

Preparations for sale of stake by Oil & Natural Gas Corporation have been completed. The Centre, plans to sell 5 per cent of its stake or 427.77 million shares in ONGC through a follow-on public offer. It will take place in December this year and targeted to fetch 12,000 crore rupees for the state exchequer. The stake sale is part of a wider plan by the government to sell shares in about 60 state-run firms over the next few years to cut its fiscal deficit and garner funds for social welfare programmes. The government aims to raise 40,000 crore rupees through stake sales in state-run companies in the current fiscal year.
Meanwhile, government has taken a series of measures to check adulteration in petroleum products. This includes automation of retail outlets, monitoring of movement of oil tanks through GPS and introduction of smart card scheme. Official sources said that steps have also been taken to check diversion of superior Kerosene.

The Sikkim Government has requisitioned 510 prefabricated houses from the Ministry of Home Affairs. It has also decided to re-construct the Tashiling State Secretariat, badly damaged in the last month’s earthquake, at its present location itself. More from our Gangtok correspondent :

"Out of the 510 prefabricated houses, 450 will be for Chungthang and Mangan in the worst affected North district alone. Of the remaining sixty prefabricated houses , ten will be for Ravangla In South district while 50 will be for the West district. More than 68 thousand government and private buildings got damaged in various degrees in the 18th September’s devastating earthquake in this small State . Evacuation Notices have been issued to the inmates of 57 houses, declared unsafe by the State government. Demolition Orders have also been issued to 12 precariously damaged buildings. A group of Palestinians who were deported under a prisoner exchange with Israel has begun arriving in their host countries. Syria's state-run media said 16 former prisoners, including one female, arrived in Damascus today. Earlier, eleven former Palestinian inmates arrived in Turkey. In all, about 40 Palestinians are being deported, possibly due to security concerns. Israeli officials allowed more than 400 other freed Palestinians to return to the West Bank and Gaza, where they were greeted with celebrations. The prisoners were freed as part of a deal to gain the release of Gilad Shalit, an Israeli soldier who was captured by Palestinian militants in 2006. Thousands of well-wishers lined the streets of Shalit's hometown of Mitzpeh Hila to mark his return, hours after he was freed by Hamas leaders.
In an interview with Egyptian state television shortly after his release, Shalit said, he will support the release of other Palestinian prisoners, and added he will be happy to see them freed if they stop fighting Israel. Under the Egyptian-mediated prisoner exchange, Israel will free another 550 Palestinian prisoners over a two-month period.

वित्त मंत्री प्रणब मुखर्जी ने कहा है कि सरकार ने कालेधन के मामलों में भारतीयों के सौदों की जांच शुरू कर दी है। आज नई दिल्ली में आर्थिक संपादकों के दो दिन के सम्मेलन का उद्घाटन करते हुए उन्होंने कहा कि देश के विभिन्न हिस्सों से इस बारे में लगभग दस हजार सूचनाएं मिली है। वित्तमंत्री ने कहा कि बैंकिंग सूचना के आदान-प्रदान के लिए स्विटजरलैण्ड के साथ एक समझौते पर हस्ताक्षर किए गये हैं, जिससे विशेष खातों के बारे मे सूचना मिलने में आसानी होगी। उन्होंने कहा कि मॉरीशस के साथ दोहरे कराधान को रोकने के समझौते को मजबूत करने के बारे में बातचीत चल रही है।
वित्तमंत्री ने कहा है कि वैश्विक आर्थिक मंदी का असर भारत की विकास संभावनाओं पर पड़ेगा। उन्होंने कहा कि वित्त वर्ष की पहली तिमाही में विकास दर केवल सात दशमलव सात प्रतिशत दर्ज की गई, जबकि साढ़े आठ प्रतिशत विकास दर का लक्ष्य रखा गया था।
श्री मुखर्जी ने कहा कि वर्तमान स्थिति को देखते हुए उम्मीद की जाती है ंकि इस वित्त वर्ष के दौरान देश की विकास दर आठ दशमलव एक प्रतिशत रहेगी।
अगर इस साल विकास दर हमारी अपेक्षा से कम भी रहती है तब भी हम विश्व की १० सबसे तेज बढ़ती अर्थव्यवस्था में बने रहेंगे। मुद्रास्फीति की चर्चा करते हुए वित्त मंत्री ने आशा व्यक्त की कि दिसम्बर से यह कम होनी शुरू हो जाएगी और इस वित्त वर्ष के अन्त तक यह दर सात प्रतिशत हो जायेगी।
सम्मेलन को सम्बोधित करते हुए कृषि मंत्री शरद पवार ने कहा कि वर्तमान पंचवर्षीय योजना की अवधि में कृषि उत्पादन में तीन दशमलव दो प्रतिशत की वृद्धि दर हासिल कर ली जायेगी। इस साल कृषि उत्पादन के लगभग १२ करोड़ ३९ लाख टन होने की आशा है जो पिछले साल के मुकाबले चालीस लाख टन अधिक है।
इसमें दलहन और तिलहन भी शामिल हैं। श्री पवार ने कहा कि महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार योजना का नये तरीकों से इस्तेमाल करने का प्रयास किया जा रहा है।
महात्मा गांधी नरेगा और अन्य गरीबी उन्मूलन कार्यक्रमों को सफलतापूर्वक लागू करने से कृषि मजदूरों की उपलब्धता में समस्या पैदा हो गई है। हम महात्मा गांधी नरेगा कार्यक्रम का नए तरीके से उपयोग में लाने की कोशिश कर रहे हैं जिससे उत्पादकता बढ़+े और मजदूरों की कमी की समस्या भी पैदा न हो।
इसी सम्मेलन में रेल मंत्री दिनेश त्रिवेदी ने कहा कि देश भर में बारहवीं पंचवर्षीय योजना के दौरान रेल ढांचे के विकास के लिए दस खरब डॉलर के निवेश की जरूरत होगी। इसमें से आधा निवेश निजी क्षेत्र से प्राप्त करना होगा।
सम्मेलन के बाद पत्रकारों से बातचीत में रेल मंत्री ने कहा कि उनके मंत्रालय ने समर्पित माल ढुलाई गलियारों की महत्वाकांक्षी परियोजनाओं का निर्माण कार्य शुरू किया है। श्री त्रिवेदी ने जम्मू-कश्मीर में रेल मंत्रालय की महत्वपूर्ण उपलब्धि का ब्यौरा भी दिया।
जम्मू और कश्मीर को देश के अन्य हिस्सों से जोड़ने के लिए ११ किलोमीटर लंबी पीर पंजाल रेलवे सुरंग का निर्माण इस महीने की १४ तारीख को पूरा किया गया। भारतीय रेलवे ने ये एक महत्वपूर्ण उपलब्धि हासिल की है।
आर्थिक संपादकों के साथ बातचीत में तेल और प्राकृतिक गैस मंत्री एस. जयपाल रेड्डी ने रसोई गैस पर से सब्सिडी हटाने की संभावना से इंकार किया।

उच्चतम न्यायालय ने आय से अधिक संपत्ति रखने के मामले में तमिलनाडु की मुख्यमंत्री जयललिता को कल बंगलौर की अदालत में पेश होने का निर्देश दिया है। न्यायालय ने सुश्री जयलनिता के इस आग्रह को ठुकरा दिया कि मामले की सुनवाई टाल दी जाये, क्योंकि कर्नाटक सरकार उन्हें पर्याप्त सुरक्षा मुहैया कराने में नाकाम रही है। कर्नाटक सरकार द्वारा उच्चतम न्यायालय को सुश्री जयललिता की सुरक्षा का आश्वासन दिये जाने के बाद न्यायालय ने आज यह निर्देश दिया।
सुश्री जयललिता पर आरोप है कि उन्होंने १९९१ से १९९६ के बीच ६६ करोड़ रूपये की संपदा जमा की।

दिल्ली उच्च न्यायालय ने नोट के बदले वोट मामले में गिरतार राज्यसभा सांसद अमर ंिसह की जमानत याचिका पर अपना फैसला सुरक्षित रखा है।
लोकनारायण जयप्रकाश और जी० बी० पन्त अस्पतालों के डाक्टरों के मेडिकल बोर्ड ने अमर सिंह को सितम्बर में एम्स भेजा था। उस समय वे न्यायिक हिरासत में थे। अभी तक वे कई बीमारियों के इलाज के लिए एम्स में ही भर्ती हैं।

कर्नाटक के पूर्व मुख्यमंत्री बी.एस येदियुरप्पा को आज सेवेरे विक्टोरिया अस्पताल से बंगलौर सैन्ट्रल जेल भेज दिया गया। उन्हें कमर और छाती में दर्द के इलाज के लिए जयदेव हृदयरोग संस्थान में भर्ती कराया गया था और कल विक्टोरिया अस्पताल में स्थानान्तरित किया गया था। श्री येदियुरप्पा इस समय न्यायिक हिरासत में हैं।

कांगे्रस ने भाजपा की कर्नाटक सरकार पर बंगलौर के केन्द्रीय कारागार में न्यायिक हिरासत में रखे गये पूर्व मुख्यमंत्री बी. एस. येदियुरप्पा को पांच सितारा सुविधाएं उपलब्ध कराने का आरोप लगाया है। आज नई दिल्ली में पार्टी प्रवक्ता अभिषेक मनु सिंघवी ने पत्रकारों से कहा कि भ्रष्टाचार से निपटने में भाजपा गंभीर नहीं है। श्री सिंघवी ने कहा कि कांगे्रस पार्टी ही भ्रष्टाचार को रोकने के लिए ठोस कदम उठा रही है।

केंद्र ने आज उच्चतम न्यायालय को बताया कि मौत की सजा के आरोपी की दया याचिका पर फैसले के लिए कोई समय सीमा निर्धारित नहीं की जा सकती। उच्चतम न्यायालय में दायर एक हलफनामे में केंद्र ने कहा है कि दया याचिका पर फैसला करना राष्ट्रपति का विशेषाधिकार है और इसमें कोई हस्तक्षेप नहीं किया जा सकता।

राजस्थान उच्च न्यायालय ने आज भंवरी देवी मामले में सी बी आई को भी एक पक्ष बनाने का आदेश दिया । भंवरी देवी के पति द्वारा दायर बंदी प्रत्यक्षीकरण याचिका पर सुनवाई करते हुए न्यायालय ने कहा कि सी बी आई इस मामले की जांच कर रही है, इसलिये जोधपुर के पुलिस महानिरीक्षक के माध्यम से सी बी आई को भी नोटिस जारी किया जाए। अगली सुनवाई तीन नवम्बर को होगी।

सरकार ने शिक्षा का अधिकार अधिनियम और इसके प्रभावी क्रियान्वयन के लिए देशव्यापी जागरूकता अभियान शुरु करने की योजना बनाई है। इसके तहत सभी बच्चों को स्कूल में भर्ती कराने के लिए प्रचार किया जाएगा। मानव संसाधन विकास मंत्री कपिल सिब्बल ने आज नई दिल्ली में कहा कि देश के कोने-कोने तक शिक्षा के अधिकार अधिनियम के महत्व का संदेश देने के लिए शिक्षा का अधिकार एक्सप्रेस नामक विशेष रेलगाड़ी चलाई जाएगी। श्री सिब्बल ने कहा कि देश के विकास के लिए बच्चों की सही शिक्षा जरूरी है।

पाकिस्तान के सेनाध्यक्ष जनरल अशफाक परवेज कयानी ने उत्तर वजीरिस्तान के जनजातीय क्षेत्र में अमरीकी सेना द्वारा आतंकवादियों पर एकतरफा हमले की संभावना से इंकार नहीं किया है। मीडिया से प्राप्त खबर में कहा गया है कि कयानी ने चेतावनी दी है कि ऐसा हमला करने से पहले अमरीका को दस बार सोचना होगा , क्योंकि पाकिस्तान, इराक या अफगानिस्तान नहीं है।
इस बीच, पाकिस्तान ने अफगानिस्तान के साथ अपनी सीमा पर अतिरिक्त सेना और अर्धसैनिक बल तैनात कर दिये हैं।

बंग्लादेश की प्रधानमंत्री शेख हसीना ने आशा व्यक्त की है कि भारत के साथ एन्कलेवों का आदान-प्रदान और तिस्ता नदी के जल बटवारे का मुद्दा जल्दी ही सुलझा लिया जाएगा। दहाग्राम और अंगारपोटा एन्कलेवों के दौरे के सिलसिले में आज तीन बीघा कॉरिडोर की यात्रा के दौरान उन्होंने यह टिप्पणी की। पत्रकारों से बातचीत करते हुए शेख हसीना ने कहा कि एन्कलेव के निवासियों की सुविधा के लिए तीन बीघा कॉरिडोर को चौबीस घंटे खुला रखना दोनों देशों के बीच अच्छे संबंधों का प्रतीक है।

मुबंई शेयर बाजार का सेंसेक्स ३३७ अंकों के उछाल से फिर १७ हजार से ऊपर १७ हजार ८५ पर बंद हुआ। यूरोपीय बाजारों में तेजी के बीच निवेशकों ने निचले दामों पर खरीददारी की। नेशनल स्टॉक एक्सचेंज का निफ्‌टी १०२ अंक बढ़कर पांच हजार १३९ हो गया। रूपया डालर के मुकाबले १४ पैसे मजबूत हुआ और १ डालर की कीमत ४९ रूपये १५ पैसे दर्ज हुई। सोना दिल्ली में १७० रूपये सस्ता होकर २६ हजार ८२० रूपये प्रति दसग्राम पर आ गया। लेकिन चांदी ५०० रूपये मंहगी होकर ५३ हजार ३०० सौ रूपये प्रतिकिलो पर जा पहुंची।

केन्द्र ने हरियाणा सरकार से मारूति सुजुकी इंडिया के मनेसर संयंत्र की हड़ताल को जल्द से जल्द खत्म करने के लिए कदम उठाने को कहा है। नई दिल्ली में आज केन्द्रीय श्रम मंत्री मल्लिकार्जुन खडगे ने इस मामले में सीधे हस्तक्षेप करने की संभावना से इंकार किया। देश की सबसे बड़ी कार निर्माता कंपनी के संयंत्र में हड़ताल समाप्त कराने में केन्द्र सरकार की भूमिका के बारे में पूछे गये सवालों के जवाब में श्रम मंत्री ने कहा कि श्रम कानूनों को लागू करने की जिम्मेदारी राज्य सरकार की है।

The government today said it has begun investigations into the black money transactions by Indians. Inaugurating the Economic Editors' Conference in New Delhi today, Finance Minister Mr. Pranab Mukherjee said that, about ten thousand pieces of information have been received from different parts of the country. He said New Delhi has also signed an agreement with Switzerland for exchange of banking information. He said, this agreement provides for getting information on specific accounts. The Minister added that talks on a new double taxation agreement are being held with Mauritius.
"A protocol to amend the double taxation avoidance agreement between India and Switzerland which was signed on 30th August last year has been completed and it has been ratified . Revised double taxation avoidance agreement will allow India to obtain the banking information as well as information without domestic intelligence from Switzerland, specific cases for a period starting 1st April 2011. India is constructively engaged with government of Mauritius to update the existing double taxation avoidance agreement in line with the international practices."
Mr Mukherjee said the global slowdown would have an impact on India's growth prospects. He said the first quarter of this fiscal recorded only 7.7 percent while the projected growth is 8.5 percent. The Minister added that keeping in view the present scenario, it is expected the country will record 8.1 percent growth in this fiscal.

Referring to inflation, the Finance Minister expressed the hope it will start moderating from December and will be at 7 percent by the end of this fiscal. Mukherjee said controlling fiscal deficit is a challenge. He said, efforts are being made to keep the fiscal deficit at the projected 4.7 percent.
Addressing the conference, the Agriculture Minister Sharad Pawar said that the revised MSP for food grains will be decided in the cabinet meeting either this or next week. He said 3.2 percent agriculture growth would be achieved in the current plan period. He said, the agriculture production is set to touch 123.88 million tonnes, which is four million tonnes more than the last year. The Minister added that the investment in the agriculture and allied sectors stood at 18.7 per cent of the gross domestic product in the first three years of the current plan.
"Rashtriya Krishi Vikas Yojana, launched in August 2007, has become the principal instrument for increasing the States’ investment in this sector. Outlay under increased to Rs. 7,810 crore in 2011-12, which now includes several commodity specific measures namely ‘Bringing Green Revolution. With successful implementation of MGNREGA and other anti poverty programme of the Government, there is now pressure on availability of farm labour."
Speaking at the Conference, Railway Minister Dinesh Trivedi said one trillion US dollars of investment is required for developing railway infrastructure in the 12th five year plan across the country. Mr. Trivedi said his ministry has taken up construction of ambitious projects of dedicated freight corridors. He said the Eastern Corridor is from Dankuni to Ludhiana and the western corridor is from Mumbai to Delhi. The minister added that the main funding for these corridors will come from Japan and the World Bank. He added that feasibility study for north and south corridor has also been taken up. The Minister said that the Railways achieved a break through of completing over 11 kilometer long Pir Panjal tunnel in Jammu and Kashmir.
Connecting Jammu & Kashmir with rest of India with a 11.176 km long Pir Panjal Railway tunnel. This has been done on 14th of this month. Considering the high altitude. Indian Railways have done a remarkable work and I think it is one of the toughest things in the world.
The Minister also noted that railways has decided to introduce GPS based train tracking system to have real time train movement information. In his interaction with the Editors, the Oil and Natural Gas Minister Mr. S. Jaipal Reddy ruled out possibility of doing away with the subsidy to the LPG cooking gas. The Minister added that the ninth round of National Exploration Licensing Policy, NELP, for 24 block will be finalised soon after the cabinet approval. He informed that 200 cities across the country are expected to be covered through pipeline and city gas distribution network by 2015.

The government today said public sector banks including, State Bank of India, requires about 20,000 crore rupees in the current fiscal and the capital infusion would be completed by the end of March. Replying to questions on the sidelines of a function in New Delhi the Financial Services Secretary D.K.Mittal told reporters that government has already earmarked 6,000 crore rupees towards capital infusion in the state-owned banks during the current fiscal.

She said such institutions may be equipped to provide more developmental aid to more low-income countries. She said the UN security council must be expanded in tune with contemporary realities.

The Supreme court today directed Tamil Nadu Chief Minister J Jayalalithaa to appear in a Bangalore trial court tomorrow in a disproportionate assets case against her. The directions have been given after Karnataka assured the apex court of her security. The Apex Court rejected the AIADMK chief's plea to defer her hearing on the ground that the Karnataka government had failed to provide sufficient security. The trial of the disproportionate assets case was shifted earlier to Bangalore by the apex court on her fears that she might be denied a fair trial in Tamil Nadu due to the state's erstwhile DMK government. Jayalalitha was allegedly involved in accumulation of assets worth over 66 crore rupees between 1991 and 1996.

Former Chief Minister of Karnataka B.S. Yeddyurappa was shifted to Bangalore Central jail from Hospital this morning. He was shifted from the Jayadeva Institute of Cardiology to Victoria hospital yesterday. Yeddyurappa who is under judicial custody was denied bail in two cases filed in connection with irregularities in land de-notification and was sent to prison last Saturday. State Housing Minister V. Somanna informed that Yeddyurappa will continue to get treatment in the jail hospital. His appeal for bail will come up for hearing in the Karnataka High Court tomorrow.

India today assured Bangladesh that all land border issues between the two countries will be resolved at the earliest. In an exclusive interview to the News Services Division of All India Radio Union Minister for Health and Family Welfare,Mr. Ghulam Nabi Azad said that the message was conveyed to Bangladesh Prime Minister Sheikh Hasina by him. She had come to see the beginning of Round the clock access between Dahagram and Angarpota villages in Bangladesh through the Indian side of Tin Bigha Corridor today. The Indian side was represented Mr.Ghulam Nabi Azad and Minister of State for Home Mr. Jitendra Singh. Mr. Azad said that round the clock access between these two villages was assured by the Prime Minister Dr. Manmohan Singh when he visited Dhaka last month.

"There are large number of enclaves, small piece of islands, some are habitated which are encircled by Indian territory. So they don't have then access from Bangladesh territory to another enclave. So they need a corridor through the Indian land. So this was two big villages, where most population of 17 to 20 thousand and these are Dohram and Angerputa. Till date this was operational only during the day time. Days are very small, so people were facing lots of problems."

The Delhi High Court today reserved its order on the bail plea of jailed Rajya Sabha MP Amar Singh arrested in cash-for-vote scam case. The order was reserved after the Centre told the court that medical reports given by All India Institute of Medical Sciences, AIIMS, suggest that all is not well with Amar Singh. A medical board, consisting of doctors of LNJP and G B Pant hospitals, referred him to AIIMS in September when he was in judicial custody. He is hospitalised in AIIMS till date for treatment of his multiple ailments.

The Rajasthan High Court today issued notice to CBI in the Bhanwari Devi case. While hearing the habeas corpus petition filed by Bhanwari Devi's husband, the High Court said CBI is investigating this case, therefore, a notice should be served to investigation agency through IG Police of Jodhpur.The court also rejected the state government's plea to reject the habeas corpus petition. The next hearing in the case will be on 3rd of next month.
Bhanwari Devi ,an auxiliary nurse has been missing since the 1st of September. Meanwhile the CBI has filed an FIR and started investigation of the case.

Pakistan Army chief Gen Ashfaq Parvez Kayani has not ruled out the possibility of a unilateral US military strike against militants in North Waziristan tribal region. A media report said today that Kayani, however, has warned that Washington will have to think ten times before launching such an attack because Pakistan is not Iraq or Afghanistan. A Pakistani newspaper reported that Kayani told this to members of parliament's defence committee during a briefing at the General Headquarters yesterday.
Meanwhile, Pakistan has deployed additional army and paramilitary troops along its border with Afghanistan. The deployment is in the wake of a new push by Afghan and NATO forces against the Haqqani network that is based in the restive North Waziristan tribal region.
