भारत और अफगानिस्तान ने सुरक्षा और व्यापार सहित अनेक क्षेत्रों में साझेदारी के लिए एक ऐतिहासिक समझौते पर हस्ताक्षर किए हैं। इन समझौतों पर प्रधानमंत्री डॉ. मनमोहन सिंह और अफगान राष्ट्रपति श्री हामिद करजई ने कल नई दिल्ली में प्रतिनिधिमंडल स्तर की बातचीत के बाद हस्ताक्षर किए। इस अवसर पर प्रधानमंत्री डॉ. मनमोहन सिंह ने कहा कि इन समझौतों से दोनों देशों के बीच सहयोग बढ़ेगा।

इस समझौते से राजनीतिक संपर्क और सुरक्षा सहयोग व्यापार और आर्थिक सहयोग, क्षमता निर्माण, शिक्षा, सामाजिक और सांस्कृतिक संस्थाओं तथा लोगों में आपसी संपर्क के क्षेत्रों में हमारे भविष्य के सहयोग का एक संस्थागत ढांचा तैयार होगा। हमने खनन और हाइड्रोकार्बन के क्षेत्रों में भी दो सहमति ज्ञापनों पर हस्ताक्षर किये।

अफगान राष्ट्रपति हामिद करजई और प्रधानमंत्री मनमोहन सिंह ने आतंकवाद के मुद्दे पर भी विस्तार से चर्चा की। पत्रकारों से बातचीत करते हुए डॉ. सिंह ने कहा कि अफगानिस्तान की जनता को शांति से जीने और बिना किसी बाहरी हस्तक्षेप के अपना भविष्य तय करने का अधिकार है।

हमने आतंकवाद के मुद्दे पर व्यापक चर्चा की है। आतंकवाद के खतरे से पूरा क्षेत्र प्रभावित है और कोई भी देश इससे बचा नहीं है। अफगानिस्तान में हाल में हुई आतंकी घटनाओं खासतौर पर प्रोफेसर बुरहानुद्दीन रब्बानी के हत्या के लिए मैं वहां की जनता के प्रति सहानुभूति और दुख व्यक्त करता हूं।

अफगानिस्तान के राष्ट्रपति ने पत्रकारों से बातचीत में कहा कि दोनों पक्षों के बीच परस्पर साझेदारी, संप्रभुता, समानता और क्षेत्रीय अखंडता, आंतरिक मामलों में हस्तक्षेप न करने और एक-दूसरे का सम्मान करने के सिद्धांतों पर आधारित है। श्री करजई ने कहा कि भारत पिछले दस वर्ष से अफगानिस्तान के विकास में महत्त्वपूर्ण योगदान दे रहा है।

पिछले दस वर्षों से भारत अफगानिस्तान के पुनर्निर्माण, पुनर्वास, क्षमता निर्माण और अर्थव्यवस्था में बेहद महत्वपूर्ण योगदान करता रहा है।

अफगान राष्ट्रपति के साथ बैठक के बाद पत्रकारों से बातचीत में विदेश मंत्री एस एम कृष्णा ने कहा कि उन्होंने २०१४ तक अमरीकी नेतृत्व में नैटो सेना की वापसी के बाद की स्थिति में परस्पर साझेदारी के बारे में बातचीत की। भारत ने अफगानिस्तान में विकास परियोजनाओं के लिए २ अरब डॉलर की सहायता देने का वचन दिया।

कर्नाटक उच्च न्यायालय की अवकाश पीठ ने कर्नाटक के पूर्व    मुख्यमंत्री बी एस येदियुरप्पा के पक्ष में दिए गए एक अंतरिम आदेश  को रद्द कर दिया है। एक न्यायाधीश ने अंतरिम आदेश में भ्रष्टाचार से जुड़ी दो निजी शिकायतों पर लोकायुक्त अदालत द्वारा बी एस येदियुरप्पा के खिलाफ शुरू की गई कार्रवाई रोक  दी थी।  न्यायमूर्ति कुमार ने इस आदेश को रद्द करते हुए कहा कि उच्च न्यायालय को भ्रष्टाचार निरोधक कानून के प्रावधानों के अंतर्गत किसी अन्य अदालत के मामले में हस्तक्षेप करने का अधिकार नहीं है।

उत्तर प्रदेश में लोकायुक्त ने उच्चतर माध्यमिक शिक्षा मंत्री रंगनाथ मिश्रा को  उनके पद से तत्काल हटाने की सिफारिश की है। गैर कानूनी गतिविधियों में शामिल होने के कारण उनके खिलाफ आपराधिक मामले भी दर्ज किए गए हैं। न्यायमूर्ति एन के महरोत्रा ने हमारे संवाददाता को बताया कि लोकायुक्त ने विधायक कोष के दुरूपयोग और रिश्वत लेकर स्कूलों में गैरकानूनी नियुक्तियां करने के आरोप में मंत्री के खिलाफ सी बी आई और सतर्कता आयुक्त की जांच कराने की भी सिफारिश की है।

उच्चतम न्यायालय ने एक फैसले में कहा है कि अदालतें चयन के नियमों में मनमाने तरीके से ढील नहीं दे सकतीं क्योंकि ऐसा करना असंवैधानिक है। न्यायालय की एक पीठ ने कहा कि इस तरह की ढील उचित प्रचार के बाद ही दी जा सकती है ताकि ढील देने के कारण योग्यता श्रेणी में आने वाले उम्मीदवारों को आवेदन करने के लिए समान अवसर मिल सकें। उच्चतम न्यायालय ने गुवाहाटी उच्च न्यायालय के उस फैसले को निरस्त करते हुए यह आदेश दिया, जिसमें असम लोक सेवा आयोग को सैफुदौल्ला खान की उम्मीदवारी पर विचार करने का निर्देश दिया गया था।

ब्रिटेन ने घोषणा की है कि भारतीय और यूरोपीय संघ से बाहर के दूसरे पेशेवर लोगों को अपना काम का वीजा खत्म होने के बाद स्वदेश लौटना होगा। इस समय आव्रजन नियमों के तहत यूरोपीय संघ से बाहर के पेशेवर कर्मचारी काम का वीजा खत्म होने के तुरंत बाद ब्रिटेन में ही बस सकते हैं। मेनचेस्टर में कंजरवेटिव पार्टी के एक सम्मेलन में गृह मंत्री थेरेसा मे ने कहा कि अस्थायी आव्रजन ने लोगों को ब्रिटेन में बसने का अधिकार दे रखा है। उन्होंने कहा कि सरकार अब ये व्यवस्था खत्म करके यह निश्चित करना चाहती है कि विदेश से जो लोग यहां काम करने आते हैं, वे अपने वीजा की अवधि खत्म होने के बाद यहां से चले जाएं।

राष्ट्रपति श्रीमती प्रतिभा देवीसिंह पाटील स्विटजरलैंड और ऑस्ट्रिया की आठ दिन की यात्रा के दूसरे चरण में कल रात ऑस्ट्रिया की राजधानी वियना पहुंची। ऑस्ट्रिया के विज्ञान और अनुसंधान मंत्री श्री कारलिंजर टोकटेलर ने हवाई अड्डे पर उनका स्वागत किया। राष्ट्रपति के सम्मान में २१ तोपो की सलामी दी गई। हमारे संवाददाता ने खबर दी है कि राष्ट्रपति आस्ट्रिया के साथ कई मुद्दों पर विचार विमर्श करेंगी।

मध्य प्रदेश सरकार आज से बेटी बचाओ अभियान शुरू कर रही है। हमारे संवाददाता ने खबर दी है कि इस अभियान का उद्देश्य लिंग अनुपात को संतुलित करना भी है।

मुख्यमंत्री शिवराज सिंह चव्हाण भोपाल में मुख्यमंत्री निवास पर एक हजार कन्याओं के पूजन के साथ बेटी बचाव अभियान की शुरूआत करेंगे। इस मौके पर विभिन्न समुदायों व सरकारी संगठनों और राजनीतिक दलों के प्रतिनिधियों द्वारा बेटियों को बचाने का संकल्प लिया जाएगा। ऐसे ही कार्यक्रम आज सभी जिला मुख्यालयों और विधानसभा क्षेत्रों में आयोजित किये जाएंगे। राज्य सरकार की मंशा इस अभियान को जन आंदोलन का रूप देने की है। अभियान के दौरान बेटियों के महत्व पर जोर देने के लिए विभिन्न कार्यक्रमों का आयोजन किया जाएगा। शारिक नूर आकाशवाणी समाचार भोपाल।

केंद्रीय प्रत्यक्षकर बोर्ड ने सिक्किम में आयकर रिटर्न दाखिल करने की समय-सीमा ३१ अक्टूबर तक बढ़ा दी है। पहले ये रिटर्न ३० सितम्बर तक दाखिल किए जाने थे। आधिकारिक विज्ञप्ति के अनुसार, सिक्किम में भूकंप के कारण जन-जीवन अस्त-व्यस्त होने की खबरों को देखते हुए ये फैसला किया गया है। इसी तरह कर जांच रिपोर्ट के लिए निर्धारित तारीख भी अब ३१ अक्टूबर तक कर दी गई है।

India and Afghanistan have signed a historic partnership pact in several areas including security and trade. The pact provides for an institutional frame work for strengthening cooperation in the fields of political, security, trade and economic cooperation. The agreement was signed by the Prime Minister Dr. Manmohan Singh and the Afghan President Mr. Hamid Karzai after delegation level talks in New Delhi. Two other pacts were also signed in the fields of mineral and mines exploration and development of hydrocarbons. Dr Singh said the discussions have underlined the importance of a strong and broad based partnership between the two nations.
"The Agreement creates an institutional framework for our future cooperation in the fields of political and security cooperation, trade and economic cooperation, capacity building and education, and social, cultural, civil society and people- to-people relations."
The Afghan President Hamid Karzai and Prime Minister Manmohan Singh also held detailed discussions on the issue of terrorism. Speaking to reporters, Dr. Singh said that the people of Afghanistan deserve to live in peace and decide their future themselves without outside interference, coercion and intimidation.
"We had detailed and frank discussions on the issue of terrorism. This threatens our entire region and no country can remain immune to its lethal effects. I convey our deep sympathy and condolences to the government and people of Afghanistan on the acts of terrorism that have taken place in Afghanistan recently, particularly the tragic assassination of Prof. Burhanudin Rabbani."
The Afghan president who also addressed the press said that the strategic Partnership between the two sides is based upon the principles of sovereignty, equality and territorial integrity of States, non-interference in their internal affairs, mutual respect and mutual benefit. Mr. Karzai praised India's contribution in the development of his country.
"The people of Afghanistan, specially the youth of our country, are very very happy to have benefitted from the nearly 2000 scholarships that India has offered to the Afghan youth for the next five years. Afghanistan will hope that India will add to its contribution to the education of Afghan youth."

The vacation bench of the Karnataka High Court has set aside the stay granted by a single judge in corruption cases against Karnataka Chief Minister B S Yeddyurappa. The interim order granted by a single judge had stayed proceedings initiated against him by the Lokayukta court on two private complaints related to corruption cases. Delivering the judgement, vacation judge Justice V Kumar said the High Court did not have jurisdiction to interfere into the matter of the other court under the provisions of the Prevention of Corruption Act. The complaints were filed by an advocate Sirajin Basha alleging irregularities in de-notification of government land for pecuniary gains.

The Supreme Court has ruled that selection rules cannot be relaxed arbitrarily by courts as it would be unconstitutional. A bench of the apex court said any such relaxation sought to be made shall be done only after due publicity. This would be necessary to ensure that those candidates who become eligible due to the relaxation, are afforded an equal opportunity to apply and compete.
The apex court passed the order while quashing a Guwahati High Court judgement directing the Assam Public Service Commission to consider the candidature of Saifudaullah Khan.

The Home Ministry has asked the Gujarat government to ensure adequate security to jailed IPS officer Sanjeev Bhatt and his family. According to official sources, the Centre will conduct an independent assessment of the threat perception to Mr. Bhatt and his family. Earlier, Bhatt's wife had written to the Union Home Minister for ensuring her husband's safety. Suspended Gujarat police officer Sanjiv Bhatt was sent to Sabarmati Jail on Sunday, after a city court rejected the police’s plea for a seven-day remand.

The Andhra Pradesh police arrested 129 persons yesterday in connection with obstructing traffic on National Highway number 9 between Vijayawada and Hyderabad. They also booked 36 cases in this regard. Following a call given for a highway blockade by the Telangana Joint Action Committee, the pro Telangana agitators blocked vehicular traffic on the highway connecting Hyderabad with the Coastal Andhra region. Meanwhile, normal life continued to be hit due to the General Strike in the Telangana region as it entered the 23rd day today.

The United Kingdom has announced that Indian and other non-EU professionals will have to return to their countries of origin after their work visa expires. Currently, immigration rules allow non-EU professionals to settle in Britain indefinitely after working for five years. Speaking at the Conservative party conference in Manchester, Home secretary Theresa May said temporary immigration led to an automatic right to settle in the UK. The change in immigration rules would enable officials to deport foreign nationals who commit crimes in Britain, and seek to stay on using the right to family life under the European Convention of Human Rights.

The President Mrs. Pratibha Devi Singh Patil reached Vienna, the capital city of Austria on the second leg of her eight day visit to Switzerland and Austria last night. Mrs Patil was received by Mr. Karlheinzer Tockteler, the Austrian Minister for Science and Research at the airport and was given a 21-Gun salute. Earlier in an impressive show, Air India 1 carrying the delegation was escorted by two Eurofighter Typhoons from the Austrian border to Vienna airport. Mrs. Patil will stay in Austria for 4 days. Briefing the press on the conclusion of the President’s visit to Switzerland, Secretary West in the Ministry of External Affairs, Mr. M Ganapati said that the President’s visit to Switzerland was highly successful. Mr. Ganpati further informed that India has completed all formalities relating to the ratification and entry into force of the Protocol Amending the Double Taxation Avoidance Agreement.

The government has asked the State Bank of India, SBI to explain the reasons behind the downgrade by global ratings firm Moody's. Talking to a news channel yesterday, the bank Chairman, Pratip Chaudhuri said that the government has asked them to give a report on the reasons for the downgrade.
Global ratings firm Moody's downgraded its rating of SBI's financial strength by one notch to 'D+' on account of the lender's low Tier-I capital ratio and deteriorating asset quality.

In Madhya Pradesh, the state government is launching a campaign to save the girl child from today. Our correspondent reports that the aim of the campaign - 'Beti Bachao Abhiyan' is to create an awareness among the people that the girl child is not a burden.
"With the Kanya Poojan of one thousand girls, Chief Minister Shivraj Singh Chouhan will kick start the campaign from CM house in Bhopal. Members of different communities, non government organizations and political parties will take oath to save girl child on this occasion. Similar programmes will be held at all the district headquarters and legislative assembly segments today. Programmes would be held to emphasize the importance of girl child during the campaign. Nine districts of Madhya Pradesh have less than 900 females per one thousand males. An alarming fact is that the child sex ratio in the state has come down from 932 girls per 1000 boys to 912 girls.   अफगानिस्तान ने अपने यहां शांति कायम करने के लिए तालिबान से बातचीत स्थगित करने का निर्णय किया है। आज नई दिल्ली में आर के मिश्रा स्मारक व्याख्यान देते हुए अफगानिस्तान के राष्ट्रपति हामिद करजई ने कहा कि सुलह सफाई की प्रक्रिया के वाछित परिणाम नहीं मिले हैं। उन्होंने कहा कि ये मुद्दा भावी कार्रवाई का फैसला करने के लिए जल्दी ही लोया जिरगा के सामने रखा जाएगा। श्री करजई ने अफगानिस्तान के पुनर्निर्माण के लिए उनकी सरकार द्वारा किये जा रहे उपायों का ब्यौरा दिया। उन्होंने अफगानिस्तान के पुर्नर्निमाण में भारत की भूमिका की सराहना की और कहा कि कल दोनों देशों के बीच महत्वपूर्ण भागीदारी के बारे में किये गये समझौते में आपसी संबंधों को और आगे ले जाने की रूपरेखा है।

 भारत और अफगानिस्तान ने व्यापार और आर्थिक संबंध मजबूत करने के लिए सीमा शुल्क प्रक्रिया को सरल बनाने तथा धीरे धीरे शुल्क बाधाओं को कम करने का फैसला किया है। प्रधानमंत्री डॉ० मनमोहनसिंह और अफगानिस्तान के राष्ट्रपति हामिद करजई की बैठक के बाद कल शाम जारी संयुक्त वक्तव्य में कहा गया कि व्यापार बढ़ाने के लिए किये जाने वाले उपायों में निवेश संरक्षण बढ़ाना, सीमा शुल्क प्रक्रिया को सरल बनाना और गैर शुल्क बाधाओं को दूर करना शामिल है।

 अहमदाबाद की सत्र अदालत ने गुजरात सरकार को आज झटका देते हुए निलंबित आईपीएस अधिकारी संजीव भट्ट के खिलाफ उसकी याचिका को खारिज कर दिया और कहा कि अदालत भट्ट की जमानत याचिका पर सुनवाई करेगी। इस आदेश के बाद भट्ट की जमानत याचिका पर सुनवाई जल्दी शुरू होगी।
 गुजरात सरकार ने जमानत याचिका पर सुनवाई का ये कहते हुए विरोध किया था कि भट्ट को रिमाण्ड पर लेने की संशोधित याचिका अभी अदालत में लंबित है। सत्र न्यायाधीश वी के व्यास ने कहा कि एक अन्य अदालत में रिमाण्ड याचिका लंबित होने के बावजूद भट्ट की जमानत याचिका पर सुनवाई की जा सकती है। अदालत ने राज्य सरकार के इस आवेदन पर कल अपना आदेश लंबित रखा था कि भट्ट की जमानत याचिका पर सुनवाई नहीं हो सकती, क्योंकि उसकी संशोधित रिमाण्ड याचिका पर सुनवाई लंबित है।
 संजीव भट्ट को ३० सितम्बर कों पुलिस कांस्टेबल के डी पंत द्वारा उनके खिलाफ दायर एफआईआर के सिलसिले में गिरफ्‌तार किया गया था। कांस्टेबल ने भट्ट पर आरोप लगाया है कि उन्होंने उसे कथित रूप से डराया  धमकाया और २७ फरवरी, २००२ को गोधरा कांड के कुछ घंटे बाद मुख्यमंत्री नरेन्द्र मोदी द्वारा बुलाई गई बैठक के बारे में उससे झूठे हलफनामों पर जबर्दस्ती हस्ताक्षर कराए।

          भारत और रूस रक्षा के क्षेत्र में सहयोग और बढ़ाने के लिए सभी आवश्यक उपाय करने पर सहमत हो गये हैं। एक सरकारी प्रेस विज्ञप्ति मे कहा गया है कि मॉस्को में कल भारत और रूस की सरकारों के सैन्य तकनीक सहयोग संबंधी आयोग की ११वीं बैठक के बाद एक समझौते पर हस्ताक्षर किये गये। बैठक की अध्यक्षता रक्षा मंत्री ए के एंटनी और रूस के रक्षा मंत्री ए ई सरद्युकोव ने संयुक्त रूप से की। रक्षा टैक्नोलॉजी के विकास, सैन्य उपकरणों के आधुनिकीकरण और सेना के काम आने वाली सामग्री के संयुक्त उत्पादन के बारे में गहराई से विचार करने की कार्रवाईयों पर दोंनों पक्षों ने संतोष व्यक्त किया।
 बैठक के बाद श्री एंटनी ने संवाददाताओं से कहा कि भारत विमान वाहक पोत आई एन एस विक्रमादित्य ंको अपनी नौसेना में शामिल करने की उत्सुकता से प्रतीक्षा कर रहा है। उन्होंने कहा कि इस परियोजना के प्रति देश में लोग बहुत आकर्षित हैं। विमान वाहक पोतों को अगले साल के अंत तक भारतीय नौसेना में शामिल कर लिया जाएगा।
  श्री एंटनी ने बहुउद्देशीय परिवहन विमानों के डिजाइन बनाने और विकास की दिशा में धीमी प्रगति पर भारत की ओर से चिंता व्यक्त की। दोनों पक्षों ने इस परियोजना के काम में तेजी लाने पर सहमति व्यक्त की और इस सिलसिले में इस महीने बाद में दोनों पक्षों की बैठक होगी।

 कर्नाटक उच्च न्यायायलय ने पूर्व मुख्यमंत्री बी.एस. येदियुरप्पा के खिलाफ दो शिकायतों पर लोकायुक्त अदालत द्वारा शुरू की गई कार्रवाई पर रोक लगाने के एक न्यायाधीश के आदेश को रद्द कर दिया है। अवकाश न्यायाधीश न्यायमूर्ति एन. कुमार और न्यायमूर्ति अरविन्द कुमार की पीठ ने फैसला सुनाते हुए कहा कि उच्च न्यायालय को भ्रष्टाचार निवारण अधिनियम के प्रावधानों के तहत किसी अदालत के मामले में हस्तक्षेप करने का अधिकार नहीं है। वकील सिरजिन बासा ने अदालत में दो शिकायतें दायर की थीं जिसमें आर्थिक लाभ के लिए सरकारी जमीन की अधिसूचना रद्द करने में अनियमितताओं का आरोप लगाया गया था।
 इससे पहले न्यायमूर्ति बी एस पाटील ने श्री येदियुरप्पा द्वारा दायर दो याचिकाओं पर अंतरिम रोक लगा दी थी। श्री येदियुरप्पा ने निचली अदालत के उस आदेश को रद्द करने और सुनवाई १४ अक्तूबर तक स्थगित करने की मांग की थी, जिसमें उनके और १४ अन्य लोगों के खिलाफ दायर शिकायतों पर संज्ञान लिया गया था।

 नई दिल्ली में आज दुनिया के सबसे सस्ते कम्प्यूटर और इंटरनेट एक्सेस उपकरण आकाश का लोकार्पण मानव संसाधन विकास मंत्री कपिल सिब्बल ने  किया। इसकी कीमत लगभग ३५ अमरीकी डॉलर है लेकिन धीरे धीरे यह लगभग दस अमरीकी डॉलर कर दी जायेगी। हमारी संवाददाता ने बताया है कि यह टेबलेट कम्प्यूटर एक सामान्य कम्प्यूटर के सभी काम कर सकता है। इसे देश में सभी विद्यार्थियों को मुहैया कराने की योजना है।

विश्व का सबसे सस्ता कम्प्यूटर ÷आकाश' सरकार के राष्ट्रीय  शिक्षा मिशन के ÷साक्षत' प्रोजेक्ट का एक हिस्सा है। देश के सभी उच्च शिक्षण संस्थानों को जोड़ने के उद्देश्य से इस सस्ते कम्प्यूटर आकाश को देशभर में उपलब्ध कराया जा रहा है। इस सात इंच के टचस्क्रीन कम्प्यूटर में वी-टी इंटरनेट, मीडिया प्लेयर, १८० घंटे की बैटरी क्षमता और दो जीबी की मैमोररी क्षमता के साथ-साथ कई अन्य मल्टीमीडिया से जुड़ी सुविधाएं भी उपलब्ध है। इसके सॉफ्टवेयर का निर्माण भारतीय विज्ञान संस्थान और भारतीय प्रौद्योगिकी संस्थान, राजस्थान ने मिलकर किया है। सरकार के इस महत्वकांक्षी कम्प्यूटर को देशभर में कॉलेज और विश्वविद्यालयों के द्वारा ही बेचा जाएगा। सुविधा, समानता और अच्छी गुणवता के उद्देश्य से तैयार किए गए। इस आकाश कम्प्यूटर से देश की शिक्षा व्यवस्था में क्रांतिकारी बदलाव आने की उम्मीद है। दिवाकर के साथ आकाशवाणी समाचार के लिए मैं सुमिता यादव।

 अल्पसंख्यक मामलों के मंत्रालय ने चालू वित्त वर्ष में अल्पसंख्यक समुदाय के छात्रों के लिए मैट्रिक पूर्व छात्रवृति योजना के तहत लक्ष्य बढ़ाया हैं। पहले २७ लाख नये वजीफे देने का लख्य रखा गया था, जिसे बढ़ाकर ३४ लाख कर दिया गया है। हमारे संवाददाता ने खबर दी है कि चालू वित्त वर्ष में इस योजना के लिए कुल मिलाकर छह सौ करोड़ रूपये निर्धारित किये गये हैं, जबकि पिछले वर्ष इसके लिए ३७५ करोड़ रूपये दिये गये थे। संशोधित और बढ़े हुए लक्ष्यों में सरकार ने विभिन्न समुदायों के हिसाब से छात्रवृतियां तय की हैं। मुस्लिम समुदाय के छात्रों के लिए करीब २४ लाख ८० हजार नये वजीफे दिये जाएंगे, जबकि इसाइयों के लिए इनकी संख्या करीब ४ लाख ३१ हजार होगी। सिखों के लिए ३ लाख ४४ हजार, बौद्धों के लिए १ लाख ४२ हजार और पारसियों के लिए १ हजार १७६ नये वजीफे दिये जाएंगे।

 राष्ट्रपति प्रतिभा देवीसिंह पाटिल दो देशो ंकी अपनी यात्रा के दूसरे चरण मे कल रात ऑस्ट्रिया की राजधानी वियना पहुंच गईं। आशा है कि ऑस्ट्रिया में श्रीमती पाटील के चार दिन के प्रवास के दौरान विज्ञान और टेक्नोलॉजी के साथ ही रेलवे में तकनीकी सहयोग के क्षेत्रों में दोनों देशों के बीच सहमति ज्ञापनों पर हस्ताक्षर किए जाएंगे।
 वियना हवाई अड्डे पहुंचने पर श्रीमती पाटिल को २१ तोपों की सलामी दी गई और ऑस्ट्रिया के विज्ञान और अनुसंधान मंत्री कार्ल हाइंज+र टोकटॅलर ने उनकी अगवानी की। इससे पहले, जब राष्ट्रपति का विशेष विमान एयर इंडिया वन ऑस्ट्रिया की हवाई सीमा में पहुंचा तो दो लड़ाकू विमान यूरो फाइटर ताइफून उसे हवाई अड्डे तक ले गये।
 आकाशवाणी के संवाददाता ने खबर दी है कि प्रवास के दौरान श्रीमती पाटील की ऑस्ट्रिया के राष्ट्रपति हेन्ज+ फिशर और संघीय चांसलर वार्नर फेमैन से बातचीत होगी। वे राष्ट्रीय परिषद की अध्यक्ष बारबरा प्रामर से ऑस्ट्रियाई संसद में भेंट करेंगी। श्रीमती पाटील ऑस्ट्रिया के इंडियन इकनॉमिक फोरम में भाषण देंगी। वे ऑस्ट्रिया में भारतीय समुदाय को भी संबोधित करेंगी।
 इससे पहले, राष्ट्रपति पाटील की स्विट्जरलैंड की यात्रा सफलतापूर्वक संपन्न हुईं। विदेश मंत्रालय में सचिव श्री एम गणपति ने कहा कि उनकी स्विट्जरलैंड की यात्रा से विभिन्न क्षेत्रो में आपसी सहयोग में और वृद्धि हुई है। श्री गणपति ने बताया  कि दोहरे कराधान से बचने संबंधी समझौते की पुष्टि करने के बारे में भारत ने सभी औपचारिकताओं को पूरा कर लिया है। उनके अनुसार स्विट्जरलैंड के राष्ट्रपति ने श्रीमती पाटील को बताया कि संवैधानिक औपचारिकताओं को पूरा करने के बाद इस समझौते को लागू कर दिया जाएगा।

 रूस और चीन ने संयुक्त राष्ट्र सुरक्षा परिषद में उस प्रस्ताव को वीटो कर दिया है, जिसमें धमकी दी गई थी कि यदि सीरिया लोकतंत्र समर्थक प्रदर्शनकारियों के हिंसक दमन को तुरन्त नहीं रोकता तो उसके खिलाफ कार्रवाई की जायेगी। भारत ने मतदान में भाग नहीं लिया। ब्राजील, लेबनान और दक्षिण अफ्रीका ने भी मतदान में हिस्सा नहीं लिया। इस प्रस्ताव को यूरोपीय देशों का समर्थन प्राप्त था, लेकिन सुरक्षा परिषद के स्थाई सदस्य होने के नाते रूस और चीन ने इसके मसौदे को खारिज कर दिया।
 जिन देशों ने प्रस्ताव के पक्ष में वोट डाले उनमें शामिल हैं - बोसनिया और हरज+ेगोविना, कोलम्बिया, फ्रांस, गैबोन, जर्मनी, नाइजीरिया, पुर्तगाल, ब्रिटेन और अमरीका। सुरक्षा परिषद के १५ सदस्य पिछले तीन महीनों से भी अधिक समय से प्रस्ताव के अलग-अलग मसौदों पर बातचीत में लगे हुए थे।
 प्रस्ताव के मसौदे में लोकतंत्र समर्थक प्रदर्शनकारियों के खिलाफ राष्ट्रपति बशर अल असद के सैनिकों की ंिहंसात्मक कार्रवाई की निंदा की गई थी और मांग की गई थी कि हिंसा फौरन खत्म की जानी चाहिए।
 संयुक्त राष्ट्र में भारत के स्थाई प्रतिनिधि हरदीप सिंह पुरी ने कहा कि अंतर्राष्ट्रीय समुदाय ने जो कार्रवाई की है उससे सीरिया सरकार और विपक्ष के बीच एक समावेशी राजनीतिक प्रक्रिया शुरू करने में मदद मिलनी चाहिए और प्रतिबंधों की धमकियों से स्थिति पेचीदा नहीं होनी चाहिए।
 श्री पुरी ने यह भी कहा कि जो प्रस्ताव पेश किया गया था उसमें सीरिया के विपक्षी दलों पर हिंसा खत्म करने की कोई जिम्मेदारी नहीं सौंपी गई थी। साथ ही इसमें यह भी नहीं कहा गया था कि विपक्ष शांतिपूर्ण राजनीतिक प्रक्रिया के जरिये अपनी शिकायतों के निपटारे के लिए देश की सरकार के साथ बातचीत करे।

 केन्द्रीय खेल मंत्री अजय माकन ने आज बताया कि नई दिल्ली के जवाहर लाल नेहरू स्टेडियम को देश में फुटबॉल के नये केन्द्र के रूप में विकसित किया जाएगा। राष्ट्रमंडल खेलों के दौरान इस स्टेडियम का नवीकरण किया गया था और अब यहां ऑल इंडिया फुटबॉल फेडरेशन देश के और अंतर्राष्ट्रीय टूर्नामेंट आयोजित कर सकता है। इस सिलसिले में आज केन्द्रीय खेल मंत्री की मौजूदगी में भारतीय खेल प्राधिकरण और फेडरेशन के बीच एक समझौते पर हस्ताक्षर किये गये। फेडरेशन द्वारा मुख्य पिच पर फिर से एक नई फुटबॉल टर्फ लगायी जाएगी जिस पर करीब २५ लाख रुपये का खर्चा आएगा।
 श्री माकन ने संवाददाताओं से कहा कि उनके मंत्रालय में जवाहर लाल नेहरू स्टेडियम में दक्षिण एशियाई फुटबॉल फेडरेशन चैम्पियनशिप आयोजित करने के लिए सिद्धांत रूप में मंजूरी दे दी है। ये प्रतियोगिता दिसम्बर में होगी। उन्होने कहा कि देश में खेल-कूद संस्कृति को बढ़ावा देने के लिए सरकार वचनबद्ध है। ऐसी कार्रवाईयों से इस क्षेत्र में फुटबॉल को फिर से जीवनदान देने में महत्वपूर्ण योगदान मिलेगा। श्री माकन ने यह भी कहा कि राष्ट्रीय राजधानी में आओ और खेलो कार्यक्रम को सफलतापूर्वक लागू करने के बाद सरकार इस कार्यक्रम को इस महीने की नौ तारीख से राष्ट्रीय स्तर पर चलाएगी

 विज्ञान और टेक्नोलॉजी राज्य मंत्री अश्विनी कुमार ने एक उचित और पक्षपात रहित परमाणु अप्रसार व्यवस्था के प्रति एक बार फिर भारत की प्रतिबद्धता की बात कही है। तोक्यो में आज जापान के विदेश मंत्री कोइचिरो गेम्बा से बातचीत के दौरान श्री अश्विनी कुमार ने कहा कि भारत दोनों देशों के बीच रणनीतिक भागीदारी चाहता है। उन्होंने देश के असैन्य परमाणु ऊर्जा कार्यक्रम के लिए परमाणु आपूर्ति समूह में भारत के प्रति जापान के समर्थन की सराहना की। सरकारी प्रैस विज्ञप्ति के अनुसार श्री अश्विनी कुमार ने भारत में एक भारत-जापान विज्ञान केन्द्र की स्थापना का प्रस्ताव भी पेश किया। इस अवसर पर श्री गेम्बा ने कहा कि जापान संयुक्त राष्ट्र और बहुद्देशीय संस्थानों में सुधार का समर्थन करता है ताकि नई वास्तविकताओं को ध्यान में रखते हुए काम हो सके।

 बिहार में बाढ़ की स्थिति में सुधार हो रहा है। गंगा और सोन सहित प्रमुख नदियों का जल स्तर घट रहा है। लोगों ने राहत शिविरों से अपने घरों को लौटना शुरू कर दिया है। हमारे संवाददाता ने बताया है कि राज्य सरकार ने बाढ़ प्रभावित मधुबनी, दरभंगा, सीतामढ़ी और मुज्जफरपुर जिलों में राहत कार्यो के लिए १५० करोड़ रूपये आवंटित किये हैं।

मुख्य सचिव नवीन कुमार ने बाढ़ प्रभावित क्षेत्रों में युद्धस्तर पर राहत कार्य चलाने का निर्देश जिलाधिकारियों को दिया है। उन्होंने साफ कहा है कि किसी भी कीमत पर प्रभावितों को परेशानी नहीं होनी चाहिए। इधर, राहत कार्य जारी है। बाढ़ पीड़ितं हरेक परिवार को राहत के तहत एक क्विंटल अनाज और ढ़ाई सौ रूपये सहायता राशि प्रदान की जा रही है। वही कृषि विभाग को कहा गया है कि आने वाले रबी फसल के पहले बाढ़ के दौरान धान की फसल को हुई क्षति की भरपाई करें। आकाशवाणी समाचार के लिए पटना से संजय कुमार।

 बिहार के पूर्वी चम्पारन जिले के बेरीडीह गांव में दो नाव दुर्घटनाओं में छह लोग डूब गए। हमारे संवाददाता ने बताया है कि आज सुबह छह लोगों को ले जा रही एक नाव के नदी के तेज बहाव में पलटने से तीन लोगों की मौत हो गई।
 एक दूसरी घटना में मनुशमारा नदी मे नाव पलटने से तीन लोग डूब गए। वे लोग सीतामढ़ी जिले से दुर्गापूजा से लौट रहे थे। पुलिस ने बताया कि सभी छह शव बरामद किए जा चुके हैं।

 पूर्वी उत्तर प्रदेश में पिछले २४ घंटों के दौरान मस्तिष्क ज्वर से आठ और लोगों की मृत्यु हो गई। इस वर्ष अब तक इस क्षेत्र में मस्तिष्क ज्वर से ३८४ लोगों की मौत हो चुकी है। हमारे गोरखपुर संवाददाता ने खबर दी है कि जापानी बुखार और पानी से होने वाले मस्तिष्क ज्वर के ३२ और मरीजों को इस दौरान शहर के डीआरडी मेडिकल कॉलेज अस्पताल में दाखिल कराया जा चुका है। सरकारी सूत्रों के अनुसार इस वर्ष मस्तिष्क ज्वर से पीड़ित दो हजार ५११ मरीजों को पूर्वी क्षेत्र के विभिन्न अस्पतालों में दाखिल किया गया। इस समय इन अस्पतालों में मस्तिष्क ज्वर के २८७ मरीजो का इलाज चल रहा है।

 आज दुर्गापूजा उत्सव का आखिरी दिन महानवमी है। पश्चिम बंगाल में कल रात की संधि पूजा के बाद आज सुबह से ही लोग बड़ी तादाद में पूजा पंडालों में पहुंच रहे हैं। हमारे संवाददाता ने बताया है कि नवमी के अवसर पर लोग मां दुर्गा को पुष्प और भेंट अर्पित कर उनकी प्रार्थना कर रहे हैं।

 आंध्र प्रदेश में अलग राज्य बनाने के मुद्दे पर जारी हड़ताल से तेलंगाना क्षेत्र में आम जीवन लगातार प्रभावित है। राज्य में दुर्गा पूजा समारोहों पर भी इसका असर पड़ा है।

तेलंगाना क्षेत्र में चल रही हड़ताल के कारण परिवहन निगम की बसें भी बंद है, जिससे यात्रियों को भारी परेशानी का सामना करना पड़ रहा है। त्यौहारों के दिनों में वैसे भी बड़ी संख्या में हैदराबाद से दूसरे शहरों तक आवाजाही बढ़ जाती है। कई विशेष रेलगाड़ियां भी चलाई गई है, लेकिन भारी भीड़ को देखते हुए लोगों को ट्रक, जीप और अन्य वाहनों में सफर करना पड़ रहा है। छोटे व्यवसायियों पर भी आंदोलन का बुरा असर पड़ा है। दुकानदारों का कहना है कि त्यौहारों के मौसम में भी इस बार गहनों, कपड़ों और घरेलू सामानों की बिक्री बहुत कम हुई है। लगभग दो लाख हड़ताली कर्मचारियों को वेतन नहीं मिला है और बार-बार बंद से दिहाड़ी आधार पर काम करने वाले भी प्रभावित हुये है। दूसरी तरफ तेलंगाना संयुक्त कार्यवाही समिति ने कहा है कि लोगों को दशहरे का त्यौहार आंदोलन की भावना से ही मनाना चाहिए। हैदराबाद से लक्ष्मी की रिपोर्ट के साथ मैं प्रियंका अरोड़ा।
 उधर, कोयला खदानों के श्रमिको की हड़ताल के कारण बिजली की अभूतपूर्व कटौती हो गई है। इसका खरीफ की फसल पर असर पड़ा है। सत्तहतर लाख एकड़ में यह फसल बोई गई थी, लेकिन कृषि अधिकारियों का अनुमान है कि बिजली की कटौती के कारण लगभग १० लाख एकड़ में फसल सूख गई है।
  तटवर्ती आंध्र और हैदराबाद के बीच चल रही निजी बसों को आग लगाने और उन पर पथराव करने की छिटपुट घटनाओं की खबर है। हमारे संवाददाता ने बताया है कि पुलिस ने कल राष्ट्रीय राजमार्ग संख्या-९ की नाकेबंदी के आरोप के सिलसिले में ३६ अलग-अलग मामलों में १२९ लोगों को गिरफ्तार किया है।

 बम्बई शेयर बाजार के शुरूआती कारोबार में आज सेन्सेक्स में ११५ अंक की वृद्धि हुई। पिछले लगातार तीन सत्रों में सेन्सेक्स में ८३२ अंकों की गिरावट आई थी। अब से कुछ देर पहले यह १९ अंक की गिरावट के साथ १५ हजार ८३० पर था।

Afghanistan has decided to suspend holding talks with Taliban for bringing peace in the war-torn country. Delivering the R.K. Mishra Memorial lecture in New Delhi today, the Visiting Afghanistan President Hamid Karzai said that the reconciliation process has not brought the desired results. He said that the issue will be put up before the Loya Jirga shortly to decide the future course of action. Mr. Karzai gave details of the measures taken by his government for reconstruction of Afghanistan. He hailed India's role in rebuilding Afghanistan and said that the strategic partnership agreement signed between the two countries yesterday provides a framework to take the relations forward.

India and Afghanistan have decided to take steps to simplify customs procedures and gradually lower tariff barriers to expand trade and economic relations. A joint statement issued after a meeting between Prime Minister Manmohan Singh and visiting Afghan President Hamid Karzai last evening said, that the measures to expand the trade include enhancing investment protection, simplifying customs and promoting the removal of non-tariff barriers. The statement said for sustained expansion of bilateral trade and economic ties with a long-term perspective, the two sides will establish effective mechanisms for interaction. The statement said that for enhancing the competitiveness of goods, a mechanism will be established to promote cooperation between quality assurance and standardisation institutions. Recognising that regional economic cooperation is vital to the future economic prosperity of individual nations, both countries agreed to cooperate, both bilaterally and through regional organisations in promoting regional economic cooperation.

In a setback to the Gujarat government, a sessions court in Ahmedabad today rejected its application against the arrested IPS officer Sanjeev Bhatt and said the court would hear Bhatt's bail plea. Following this order, the hearing on the bail application of Bhatt is to begin soon. The Gujarat government had opposed the hearing on the grounds that Bhatt's revision remand application was pending. Session Judge V K Vyas said that Bhatt's bail application should be heard, even if the remand application was pending in another court. The court had yesterday reserved its order on an application by the state government saying that Bhatt's bail plea cannot be heard as his revision remand application is pending. Bhatt was arrested on September the 30th in connection with an FIR filed against him by a police constable K D Pant in June, for allegedly threatening him and making him sign false affidavits regarding a meeting called by Chief Minister Narendra Modi on February 27, 2002, hours after the Godhra train carnage.

President Pratibha Devisingh Patil is in Vienna, the capital of Austria on the second leg of her two nation visit. India and Austria are expected to ink MOU's in the fields of science and technology and also for technological cooperation in railways during the President's four day stay in Austria. India and Russia agreed to take all necessary measures to further expand their Defence cooperation. An official press release said that an agreement was signed after the Eleventh meeting of the India-Russia Inter-governmental Commission on Military Technical cooperation yesterday in Moscow. The meeting was co- chaired by the Defence Minister AK Antony and his counterpart Mr. AE Serdyukov. The two sides expressed their satisfaction on various steps being taken to deepen interaction in the development of defence technologies, modernization of military equipment and joint manufacture of military-purpose products. Talking to reporters after the meeting, Mr. Antony said India is keenly awaiting the induction of the Aircraft Carrier INS Vikramadity into the Country's Navy. He said the project has attracted considerable public attention in the country. These aircraft carrier are scheduled to be inducted in to the Indian Navy by the end of next year. Mr. Antony expressed India’s concern at the tardy progress made in the design and development of the Multi-Role Transport Aircraft, MTA. The two sides agreed to accelerate the progress of this Project and they would be meeting later this month.

India today abstained from voting while Russia and China vetoed a UN Security Council resolution that threatened action against Syria if it didn't immediately halt a deadly crackdown on anti-regime protesters. Russia and China, both permanent members of the Security Council, vetoed the European-backed resolution, killing the draft. Apart from India, countries that abstained from voting were Brazil, Lebanon and South Africa. Countries voting in favour of the resolution were Bosnia and Herzegovina, Colombia, France, Gabon, Germany, Nigeria, Portugal, the United Kingdom and the United States. The 15 Security Council members have been negotiating different versions of a resolution for more than three months. The draft resolution condemned the violent crackdown by President Bashar Al-Assad's forces against pro-democracy protesters and demanded immediate end to the violence. India's Permanent Representative to the UN Hardeep Singh Puri said, that actions of the international community should facilitate an engagement of the Syrian government and the opposition in a Syrian-led inclusive political process and not complicate the situation by threats of sanctions & regime change. Mr. Puri added that the resolution also did not place any responsibility on the opposition in Syria to abjure violence and engage with the nation's authorities for redressal of their grievances through a peaceful political process.

In Andhra Pradesh, normal life in Telangana region continued to be affected by the ongoing strike for separate statehood which has also impacted the Durga Pooja festivities in the state. Meanwhile, the Agriculture officials have estimated that the crop in about 10 lakh acres out of a total 77 lakh acres sown in the present khariff season has withered away due to unprecedented power cuts caused by the Coal Mine workers strike. The Flood situation in Bihar is improving with the water level of major rivers including Ganga and Sone receding. People have started returning to their homes from the relief camps. Meanwhile, State Government has allocated 150 crore rupees for relief work in the flood-hit district of Madhubani, Darbhanga, Sitamarhi and Muzaffarpur. In a meeting with the officials of the State Disaster Management Department, Chief Secretary Navin Kumar directed concerned officials to carry out relief operations on war footing. Union Sports Minister Ajay Makan today said that Jawahar Lal Nehru, JLN Stadium situated in New Delhi will be developed as the new football hub in the country. All India Football Federation, AIFF can now host international and domestic tournaments in the stadium which was renovated last year to host the Commonwealth Games. An agreement in this regard was signed between the Sports Authority of India, SAI and AIFF in the presence of Union sports minister today. Six people drowned in two separate incidents of boat capsize in Bihar in the Beridih village of East Champaran district. Our correspondent reports, 3 people died when a boat carrying six people overturned in a rivulet early this morning. In another boat capsize, 3 people drowned in Manushmara river last night. They were returning after witnessing Durga Puja in village Belsand in Sitamarhi district. Police said, all six bodies from both the incidents have been recovered.

The Minister of State for Science and Technology Ashwani Kumar has reaffirmed India's commitment to a fair and non-discriminatory non proliferation regime. The Ministry of Minority Affairs has enhanced its targets under the Pre-metric Scholarship scheme for students belonging to the minority communities for the current financial Year. The earlier target of 27 lakh fresh scholarships has been revised to 34 lakh for the current fiscal. Our correspondent reports, overall Financial Allocation for this Scheme during the current financial year is 600 crore rupees compared to last year's 375 crore rupees. In the revised and enhanced physical targets for the Pre-metric Scholarship Scheme, the government has decided on a community-wise break up for scholarships. For Muslims there would be about 24 lakh 80 thousand fresh scholarships while for Christians the number would be about four lakh thirty one thousand. There would be three lakh 44 thousand fresh scholarships for Sikhs while for Buddhists it would be one lakh 42 thousand and 1,176 for Parsis.

अफगानिस्तान के राष्ट्रपति हामिद करजई ने कहा है कि भारत के साथ सामरिक भागीदारी समझौता किसी देश के खिलाफ नहीं है। अपनी दो दिन की यात्रा की समाप्ति पर उन्होंने कहा कि इस समझौते के तहत भारत, अफगानिस्तान की थलसेना और अन्य सुरक्षाकर्मियों को प्रशिक्षण देगा। नई दिल्ली में तीसरे आर. के. मिश्रा स्मारक व्याख्यान में श्री करजई ने कहा कि भारत ने अफगानिस्तान के छात्रों को दो हजार छात्रवृत्तियां दी हैं, सड़कें बनाई हैं जरांज - डेलाराम राजमार्ग बनाया है, उत्तरी अफगानिस्तान से काबुल तक बिजली की तारें लगाई हैं और पार्लियामेंट की इमारत बनाई है। उन्होंने कहा कि अफगानिस्तान इस मदद के लिए भारत के प्रति हमेशा आभारी रहेगा।

मैं भारत के लोगों को हमारे देश के हर क्षेत्र में सहयोग करने के लिए धन्यवाद देता हूं। हमने कल ही एक महत्वपूर्ण समझौते पर हस्ताक्षर किए। यह कोई नई बात नहीं है। हम पिछले कई वर्षो से ऐसी महत्वपूर्ण साझेदारी कर रहे हैं।

राष्ट्रपति प्रतिभा देवीसिंह पाटील ने कहा है कि भारत भ्रष्टाचार से कारगर ढंग से और पूरी गंभीरता से निपटना चाहता है। ऑस्ट्रिया के राष्ट्रपति हेन्ज+ फिशर के साथ वियना में बैठक के बाद जारी बयान में श्रीमती पाटील ने कहा कि भारत अंतर्राष्ट्रीय भ्रष्टाचार निरोधक अकादमी-आई.ए.सी.ए. का सदस्य बनने पर विचार कर रहा है।

उत्तरप्रदेश में मुख्यमंत्री मायावती ने माध्यमिक शिक्षा मंत्री रंगनाथ मिश्र और श्रम मंत्री बादशाह सिंह को भ्रष्टाचार के आरोपों के कारण मंत्रिमंडल से हटा दिया है। एक सरकारी प्रवक्ता ने हमारे लखनऊ संवाददाता को बताया कि मुख्यमंत्री ने रंगनाथ मिश्र, बादशाह सिंह और पूर्व पशुपालन मंत्री अवधपाल सिंह यादव पर लगे भ्रष्टाचार के आरोपों की जांच, राज्य के सतर्कता आयुक्त को सौंपी है। इन तीनों मंत्रियों को लोकायुक्त ने दोषी पाया है।
हमारे संवाददाता ने बताया है कि बादशाह सिंह और दो अन्य मंत्रियों नारायण सिंह और सुभाष पांडे के खिलाफ पहले ही जांच चल रही है।

श्रम मंत्री बादशाह सिंह के विरूद्ध महोवा में जमीन कब्जा करने और भ्रष्टाचार के आरोपों को लेकर लोकायुक्त ने नोटिस जारी किया है। लोकायुक्त ने माध्यमिक शिक्षा मंत्री रंगनाथ मिश्रा को हटाने के साथ-साथ उनके विरूद्ध विधायक निधि के दुरुपयोग और रिश्वत लेकर माध्यमिक विद्यालयों में अवैध नियुक्तियां करने सम्बन्धी मामलों की जांच सीबीआई अथवा सतर्कता आयोग से भी कराने की सिफारिश भी की है। अवधपाल सिंह यादव और राजेश त्रिपाठी के बाद रंगनाथ मिश्रा मायावती सरकार के तीसरे मंत्री हैं जिनके विरूद्ध भ्रष्टाचार के आरोप लोकायुक्त द्वारा सही पाये गये हैं। अभी और दो मंत्रियों नारायण सिंह और सुभाष पांडे के खिलाफ जांच प्रगति पर है। सुनील शुक्ल आकाशवाणी समाचार लखनऊ।

गुजरात में एक सत्र न्यायालय ने सरकार की वह याचिका नामंजूर कर दी है, जिसमें निलंबित आई.पी.एस. अधिकारी संजीव भट्ट की जमानत का विरोध किया गया था। अदालत ने भट्ट की जमानत अर्जी पर सुनवाई शुरू कर दी है। उनकी रिमांड की अर्जी पर एक अन्य अदालत में सुनवाई होनी है। सत्र न्यायाधीश ने भट्ट के वकील की कुछ दलीलें सुनने के बाद जमानत पर सुनवाई शुक्रवार तक स्थगित कर दी।
गुजरात सरकार ने कल एक याचिका दायर करके भट्ट की जमानत की अर्जी का यह कहते हुए विरोध किया था कि रिमांड की सरकार की संशोधित याचिका पर अभी सुनवाई होनी है। सत्र न्यायाधीश ने कहा कि उनका विचार है कि रिमांड की याचिका पर किसी अन्य अदालत में सुनवाई लंबित होने के बावजूद, जमानत की अर्जी पर सुनवाई हो सकती है।

कांगे्रस ने कहा है कि शीतकालीन सत्र में मजबूत लोकपाल विधेयक लाने के लिए वह प्रतिबद्ध है। पार्टी प्रवक्ता राशिद अल्वी ने आज नई दिल्ली में बताया कि अन्ना हजारे का वह बयान दुर्भाग्यपूर्ण है, जिसमें उन्होंने धमकी दी है कि अगर यह विधेयक शीतकालीन सत्र में पास नहीं किया गया तो वे फिर अनशन करेंगे। श्री अल्वी ने बताया कि संसद की स्थाई समिति इस विधेयक पर विचार कर रही है और इस मुद्दे का राजनीतिकरण नहीं किया जाना चाहिए।

सरकार के प्रवक्ता ने बहुत सफाई के साथ कहा है कि इसी विंटर सेशन के अंदर लोकपाल बिल को पास कराया जायेगा। कोई गुंजाइश बाकी नहीं रह जाती। अन्नाजी इसके बाद जो फैसला करना चाहें लेकिन जिस तरीके के बयानात वो दे रहे हैं वो दुर्भाग्यपूर्ण है।
श्री अल्वी ने भाजपा के वरिष्ठ नेता लालकृष्ण आडवाणी की भ्रष्टाचार के खिलाफ रथ-यात्रा निकालने को ढोंग बताया। उन्होंने भारतीय जनता पार्टी पर भ्रष्टाचार के विभिन्न मामलों में शामिल होने का आरोप लगाया।

हमारी कोशिश यह रहेगी कि बारहवीं पंचवर्षीय योजना में जो हमारे बच्चे नौवीं कक्षा से लेकर बारहवीं कक्षा तक पढ़ रहे हैं उनको हम यह डिवाइस देंगे।
श्री सिब्बल ने कहा कि भ्रष्टाचार दूर करने में सूचना प्रौदयोगिकी से मदद मिल सकती है। उन्होंने कहा कि संसद के शीतकालीन सत्र में सरकार सार्वजनिक सेवाओं की इलेक्ट्रोनिक डिलीवरी के बारे में एक विधेयक पेश करेगी। हमारे संवाददाता ने बताया है कि इस समय इस कम्प्यूटर की कीमत लगभग ४० डॉलर है लेकिन धीरे धीरे यह घटकर करीब दस डॉलर हो जायेगी।

अल्पसंख्यक मामलों के मंत्रालय ने मौजूदा वित्त वर्ष में अल्पसंख्यक समुदायों के छात्रों के लिए मैट्रिक पूर्व छात्रवृति योजना के तहत और सात लाख छात्रवृत्तियां देने की घोषणा की है। पहले २७ लाख नये वजीफे देने का लख्य रखा गया था, जिसे बढ़ाकर ३४ लाख कर दिया गया है।

इस वर्ष रसायन शास्त्र का नोबेल पुरस्कार इसराईली वैज्ञानिक डैनियल शेचमैन को देने की घोषणा की गई है। यह पुरस्कार उन्हें क्रिस्टल में अणु की संरचना पर काम करने के लिए दिया गया है।
नोबेल पुरस्कार समिति ने कहा है कि उनके इस काम से ठोस पदार्थ को देखने का रसायन शास्त्रियों का नज+रिया बदल गया है। उन्होंने यह साबित कर दिया है कि यह जरूरी नहीं कि ठोस पदार्थो में अणु संरचना का दोहराव होता रहे।

Afghan President Hamid Karzai has said that signing of the strategic partnership agreement with India is not directed against any country. Winding up his two-day visit to India, he said, the strategic partnership between the two countries only puts in words the realities of the relationship. In his R K Mishra third Memorial lecture in New Delhi, he said, India and Afghanistan have been engaged for the past few years during which India has built roads and the Zaranj-Delaram Highway, raised power transmission lines from North Afghanistan to Kabul and built the Parliament building.
Yesterday we signed a strategic partnership agreement. It is nothing new, by the way. We have been engaged in strategic partnership cooperation for the last many years. When you give us 2000 scholarships that is strategic.
Mr. Karzai elaborated that under the strategic pact, India will train the Afghan army and other security personnel. Afghanistan President said that the reconciliation process has not brought the desired results, adding that his government is suspending talks with the Taliban. The External Affairs Minister S M Krishna said that India will continue to assist Afghanistan in its reconstruction process and pledged New Delhi's full support to the war torn country in its rebuilding and reconstruction process. The President Mrs. Pratibha Devi Singh Patil has said that India wants to deal effectively and seriously with the issue of corruption. In a statement after meeting her Austrian counterpart, Mr. Heinz Fischer today in Vienna, Mrs. Pratibha Devi Singh Patil said that India is actively considering becoming a member of the International Anti- Corruption Academy, IACA, which is a joint initiative by the United Nations Office on Drugs And Crime, UNODC, the Republic of Austria, the Europain Anti Fraud Office, OLAF and other stakeholders. Mrs. Patil said that India sees Austria as a partner in all international fora. India strongly believes that there is an urgent need to reform the United Nations. She said that the issue of international terrorism which has emerged as a fundamental threat to global peace and security was discussed. Briefing the media, the President informed that India and Austria signed two Memoranda of Understanding today - one on Technology Specific Cooperation in the field of Railways and the second on Cooperation in Science and Technology. She said that over the past six decades, India and Austria have developed strong ties and institutional framework for dialogue and cooperation in the political, economic, commercial and science and technology fields.
Today, our bilateral relations are wide-ranging, multi-dimensional and mutually beneficial. Our shared and abiding commitments to the ideal of democracy and pluralism has only reinforced our close and friendly ties. My visit to Austria reaffirms our common commitment to take our relations onward to new heights. The understandings that we have arrived at, in today's discussion, have further consolidated our mutually beneficial partnership. I have invited President Heinz Fischer to visit to India on mutually convenient dates, it is to be decided of course through the diplomatic channels.

In Uttar Pradesh, Chief Minister Mayawati today removed Secondary Education Minister Rangnath Mishra and Labour Minister Badshah Singh from her Cabinet in view of graft charges against them. The Lokayukta has issued notices to the labor Minister Badshah Singh for charges of corrupt practices and grabbing of land in Mahoba district. The Lokayukta had recommended to the Chief Minister for removal of Rangnath Mishra and CBI or Vigilance Commissioner`s inquiry against him for alleged misuse of MLA fund and making illegal appointments in secondary schools after taking bribes. In a setback to the Gujarat government, a Sessions Court today rejected its application opposing bail to suspended IPS Officer Sanjiv Bhatt. The court began hearing his bail plea even as his remand application is pending in another court. The Sessions Court Judge V.K. Vyas adjourned the hearing on Bhatt's bail plea till 7th October after partly hearing arguments of Bhatt's lawyer. The Gujarat government yesterday moved an application opposing hearing of Bhatt's bail plea on the grounds that his revision remand application was pending. The sessions judge said that he was of the opinion that Bhatt's bail application should be heard, even if the remand application was pending in another court. Bhatt was arrested on 30th September in connection with an FIR filed against him by police constable K.D. Pant in June, for allegedly threatening him and making him sign false affidavits regarding a meeting called by Gujarat Chief Minister Narendra Modi on 27th February, 2002, hours after the Godhra train carnage.

An official release said, Justice Dipak Mishra, Chief Justice of the Delhi High Court and Chief Justice of the Kerala High Court Justice Chelameswar have been appointed to the Supreme Court. Former Judge of the Supreme Court Justice Markandey Katju has been appointed as a new Chairman of the Press Council of India.

Army Chief General V K Singh today said that terrorist infrastructure across the Line of Control is intact and a large number of militants are trying to infiltrate into Jammu and Kashmir. Speaking to reporters on the sidelines of the 16th Field Marshal K M Cariappa Memorial Lecture in New Delhi, he said, efforts are being made to step up infiltration from across the LoC but the Army is alert to face any threat. He expressed concern over the reported presence of the Chinese in Pak occupied Kashmir.

The 2011 Nobel Prize for Chemistry has been awarded to Israeli scientist Daniel Shechtman for the discovery of quasicrystals. The Royal Swedish Academy of Sciences said Shechtman's work has altered how chemists conceive solid matter. It said Shechtman showed that the atoms in a crystal could be packed in a pattern that could not be repeated contrary to previous thinking.

Indian pugilists, Devendro Singh Laishram, Manoj Kumar and Jai Bhagwan have bowed out of the World Boxing Championships, now under way in Azerbaijan. In their quarter-final bouts at Baku today, while Devendro Laishram lost to Korean Jong Hoon Shin, 16-28 in the 49-kg category, Manoj Kumar was beaten by Briton Thomas Lee Stalker, 18-24 in the 64 kg division. Two more Indian boxers - Jai Bhagwan and Vikas Krishnan will figure in the quarter-final bouts in their respective categories later tonight. Today is Maha Navami, the last day of Durga Puja celebrations. People are thronging the Puja pandals all over the country, since early morning. West Bengal is celebrating Mahanavami today the third day of the five-day long Durga Puja festival. People from all walks of life are visiting Durga Pandals to see the idols. Our Kolkata correspondent reports that the metropolis is hit by the puja fever. Brilliantly decorated pandals with illuminations have been set up from one end to the other end of the city. Beating of drums and blowing of Conches have created an extra attraction in the atmosphere.
As fine weather prevails, the festive sprit has reached to its peak on the Mahanavami day with thousand of people flocking different community puja pandals. Although, the people are a bit of apprehensive about the weather as there was forecast of occasional showers, but rains gods chows not to dampen enthusiasm of pandal hoppers. As the day progressed into evening the city lit up with illumination. The organizers of all major community pujas are facing difficulties to manage crowds which began to swell from afternoon.
