 नई दिल्ली में इस्राइली दूतावास के निकट विस्फोट के बाद गृह मंत्रालय ने इस्राइल, अमरीका और अन्य पश्चिमी देशों सहित देश में सभी राजनयिक दूतावासों में सुरक्षा कड़ी करने का आदेश दिया है।
 राजधानी दिल्ली में कल इस्राइली दूतावास की एक कार में विस्फोट से एक इस्राइली राजनयिक सहित चार व्यक्ति घायल हो गए। गृह मंत्रालय के अनुसार आरम्भिक जांच से पता चला कि इस्राइली दूतावास की कार पर कोई वस्तु चिपका दी गई थी, जिसमें विस्फोट हो गया।
 दिल्ली पुलिस का कहना है कि बम निष्क्रिय दस्ता, विस्फोट के कारणों का पता लगा रहा है। पुलिस आयुक्त बी.के गुप्ता ने बताया कि विस्फोट में आतंकवादियों का हाथ होने से इनकार नहीं किया जा सकता।

एक आई विटनेसन ने कहा कि उसने मोटरसाईकिलिस्ट को देखा कि उसने गाड़ी में कोई चीज कोई डिवाइस जो है उसने स्टीक की ऐसा लगता है कि मैग्नेटिक डिवाइस था यह। उसके बयान से यह नही लगता कि कोई चीज फैंकी है। जैसे ही मोटरसाइकिल थोड़ी दूर पर गई है, उसके बाद उस गाड़ी में धमाका हुआ और आग लग गई। 
 मुम्बई में अलर्ट जारी कर दिया गया है और सुरक्षा कड़ी कर दी गई है। इस्राइल के महावाणिज्य दूतावास और इस्राइली आबादी वाले इलाकों में मुंबई पुलिस के त्वरित कार्रवाई सशस्त्र दल को तैनात कर दिया गया है।
 विदेश मंत्री एस.एम. कृष्णा ने इस्राइल के विदेश मंत्री एविगडोर लिबरमैन को इस घटना की पूरी जांच का आश्वासन दिया है।

भारत एैसी घटनाओं की कड़ी निंदा करता है। इसकी पूरी जांच कराई जाएगी। दोषियों को जल्द से जल्द सजा दी जाएगी।  मैने इज्राइल के विदेशमंत्री को आश्वासन दिया है कि देश में कानून के अनुसार कार्रवाई होगी।
 इस्राइल के प्रधानमंत्री बेंजामिन नेतन्याहू ने भारत और जॉर्जिया में इस्राइली राजनयिकों पर हुए हमलों के लिए ईरान और हिज+बुल्ला को दोषी ठहराया है।
 इस बीच, ईरान ने इस्राइल के इस आरोप का खंडन किया है कि भारत में इस्राइली राजनयिक पर हमले में उसका हाथ है। भारत में ईरान के राजदूत सैयद मेंहदी नबिजादे ने कहा कि इस्राइल के सभी आरोप झूठे और बेबुनियाद है।
 अमरीकी विदेश मंत्री हिलेरी क्लिंटन ने भारत और जॉर्जिया में हुए हमलों की निन्दा करते हुए इन्हें कायरतापूर्ण कार्रवाई बताया।
 इस बीच, विस्फोट में घायल इस्राइली महिला राजदूत के कल रात दो बड़े ऑपरेशन किये गए। उनकी स्थिति गंभीर लेकिन स्थिर बताई गई है।

 कानून मंत्री सलमान खुर्शीद ने निर्वाचन आयोग को लिखे पत्र में कहा है कि अल्पसंख्यकों को आरक्षण के भीतर आरक्षण देने के संबंध में उनकी टिप्पणी पर उपजा विवाद गैर-इरादतन था। यह पत्र कल शाम मुख्य निर्वाचन आयुक्त एस वाई कुरैशी को भेज दिया गया। इस बीच, वरिष्ठ कांग्रेस नेता और वित्तमंत्री प्रणब मुखर्जी ने इलाहाबाद में कहा कि पार्टी ने स्पष्ट कर दिया है कि जिम्मेदार पदों पर बैठे लोगों को कोई भी बात सोच समझकर कहनी चाहिए।
 निर्वाचन आयोग ने शनिवार को राष्ट्रपति प्रतिभा देवीसिंह पाटील को पत्र लिखकर उनसे इस मामले में हस्तक्षेप करने को कहा था। आयोग का कहना था कि अल्पसंख्यकों को नौकरियों में आरक्षण के भीतर आरक्षण देने संबंधी खुर्शीद की टिप्पणी आदर्श आचार संहिता का उल्लंघन है।

 ज्ञानपीठ पुरस्कार से सम्मानित उर्दू के मशहूर शायर शहरयार का कल रात उत्तर प्रदेश के अलीगढ़ में निधन हो गया। वे ७६ वर्ष के थे और पिछले कुछ दिनों से कैंसर से पीड़ित थे।

प्रख्यात उर्दू शयर शहरयार न सिर्फ उर्दू में बल्कि हिंदी साहित्य जगत में भी उनकी लोकप्रियता थी। उर्दू साहित्य और शायरी में उनके योगदान के लिए उन्हें कई पुरस्कारों से नवाजा गया जिसमें २००८ के लिए ज्ञानपीठ पुरस्कार भी शामिल है। १९३६ में बरेली के आंवला कस्बे में जन्में शहरयार ने हिन्दी की कई फिल्मों के गीत भी लिखे जिसमें उमरावजान के नग्मों को कौन भूल सकता है। शहरयार का अलीगढ़ मुस्लिम विश्व विद्यालय से गहरा नाता रहा। और अपनी पढ़ाई यही से की और उर्दू के प्रोफेसर होकर यहीं से रिटायर भी हुए। इसी विश्वविद्यालय के कब्रिस्तान में आज दोपहर उन्हें सुपुर्दे खाक किया जाएगा। संजय प्रताप सिंह, आकाशवाणी समाचार, इलाहाबाद।

 हिमाचल प्रदेश में कल वर्षा और हिमपात से आम जन जीवन अस्त व्यस्त हो गया। खराब मौसम के कारण प्रशासन ने शिमला और केलोंग के स्कूल १६ फरवरी तक बंद कर दिए हैं। मनाली में ४५ सेंटीमीटर, केलोंग, कल्पा मढ़ी और नारकंडा में ३५ से ४० सेंटीमीटर बफबारी हुई। राजधानी शिमला में भी हिमपात हुआ।

 उधर, जम्मू-कश्मीर में फिर से हिमपात और सड़क पर फिसलन होने के कारण जम्मू श्रीनगर राष्ट्रीय राजमार्ग दूसरे दिन भी बंद है।

दो दिन से हो रहे हिमपात और वर्षा से जनजीवन प्रभावित हो गया है और आज लगातार दूसरे दिन जम्मू श्रीनगर राष्ट्रीय राजमार्ग पर यातायात स्थगित है। प्रोजेक्ट बीकॉन की तरफ से बर्फ हटाने के प्रयासों में अर्चने आ रहीं हैं। जबकि राजमार्ग पर सैंकड़ों वाहन रूके पड़े हैं। ऊपरी इलाकों बर्फ के तूंदे गिरने का खतरा भी बना हुआ है। मुश्ताक अहमद तांत्रे, आकाशवाणी समाचार, श्रीनगर।

 उत्तर प्रदेश विधानसभा चुनाव के तीसरे चरण के मतदान की सभी तैयारियां पूरी कर ली गई हैं। इस चरण में फैजाबाद, इलाहाबाद, वाराणसी और विध्यांचल धाम मंडलों के दस जिलों के ५६ निर्वाचन क्षेत्रों में कल वोट डाले जाएंगे। मतदान सुबह सात बजे से शाम पांच बजे तक चलेगा।
 इस बीच, निर्वाचन आयोग ने दो जिला मजिस्ट्रेट और एक जिला पुलिस प्रमुख सहित कई प्रशासनिक और पुलिस अधिकारियों के तबादले किए हैं।

निर्वाचन आयोग ने मतदान प्रतिशत बढ़ाने के लिए कई प्रयास किए हैं। एक करोड़ ७८ लाख से ज्यादा मतदाताओं के लिए १८ हजार से अधिक मतदान केन्द्र बनाए गए हैं। पिछले विधानसभा चुनाव में इन जिलों में ३९ से ४८ प्रतिशत ही मतदान हुआ था। नक्सली गतिविधियों से प्रभावित सोनभद्र, मिर्जापुर, और चंदौली जिलों में मतदान के समय में परिवर्तन किया गया है। सोंनभद्र के सभी विधानसभा क्षेत्रों में, जबकि मिर्जापुर के मरिहान और चंदौली के चकिया क्षेत्रों में सुबह सात बजे से शाम चार बजे तक ही वोट डाले जाएंगे। सुरक्षा के व्यापक प्रबंध किए गए हैं। झारखंड, बिहार, मध्यप्रदेश, और छत्तीसगढ़ से लगने वाली सीमाएं सील कर दी गई हैं। आकाशवाणी समाचार के लिए सुनील शुक्ल।

 गोवा विधानसभा चुनाव के लिए नामांकन पत्रों की आज जांच होगी। चालीस सदस्यों वाली विधानसभा चुनाव के लिए तीन मार्च को मतदान होगा।

 केन्द्रीय ग्रामीण विकास मंत्री श्री जयराम रमेश ने कहा है कि प्रधानमंत्री ग्रामीण सड़क योजना के अंतर्गत देश के निश्चित आबादी वाले सभी गांवों को जोड़ने का सिद्धांत रूप में फैसला कर लिया गया है। राज्य सरकार से नई सड़कों का प्रस्ताव मिलने पर योजना के अंतर्गत आवश्यक धन प्रदान किया जाएगा। बिहार के नक्सल प्रभावित जमुई जि+ले में पचास नई सड़कों की आधारशिला रखते हुए श्री रमेश ने कहा कि विकास के जरिए नक्सलवाद से निपटने की जरूरत है।

 पाकिस्तान ने कहा है कि भारत को सर्वाधिक तरजीही राष्ट्र-एमएफएन का दर्जा देने की प्रक्रिया को जल्दी ही अंतिम रूप दिये जाने की उम्मीद है। पाकिस्तान के वाणिज्य मंत्री मखदूम अमीन फहीम ने वाणिज्य मंत्री आनन्द शर्मा की आगवानी करने के बाद पत्रकारों से यह बात कही।
 श्री शर्मा ने कहा कि वह दोनों देशों के बीच व्यापार बढ़ाने के लिए सभी मुद्दों पर श्री फहीम के साथ बातचीत के पक्ष में हैं।

हम आर्थिक संबंधों को सामान्य तथा मजबूत करने की प्रक्रिया में है। हम भारत और पाकिस्तान के व्यापारियों के आने-जाने की व्यवस्था को आसान बनाने के लिए बहुआयामी वीज+ा संबंधी समझौते को अंतिम रूप देने और उस पर हस्ताक्षर करने के पक्ष में हैं।

 दोनों मंत्री वाघा सीमा चौकी पर दूसरे गेट के निर्माण के बारे में प्रगति की संयुक्त रूप से समीक्षा करेंगे। पाकिस्तान के प्रधानमंत्री यूसुफ रज+ा गिलानी और राष्ट्रपति आसिफ अली जरदारी से मुलाकात करने के अलावा श्री शर्मा बृहस्पतिवार को इस्लामाबाद में साटा मंत्री परिषद की छठी बैठक को संबोधित करेंगे। श्री शर्मा के साथ १२० व्यावसायियों का एक उच्चस्तरीय प्रतिनिधिमंडल गया है।

 केन्द्र ने राज्यों को सुझाव दिया है कि कारों और दोपहिया वाहनों के बिक्री मूल्य पर एक मुश्त छह प्रतिशत पथ कर लगाना चाहिए। इस प्रस्ताव का उद्देश्य देशभर में मोटर वाहन करों को युक्तिसंगत बनाना है। सड़क परिवहन और राजमार्ग मंत्री सी.पी. जोशी ने कहा कि जरूरत पड़ने पर आम सहमति बनाने और दो महीने में रिपोर्ट देने के लिए यह मुद्दा राज्यों के अधिकार प्राप्त मंत्रिसमूह को भेजा जा सकता है।
 इस समय कार और दोपहिया वाहनों पर राज्यों द्वारा लिया जाने वाला पथ कर दो प्रतिशत से १८ प्रतिशत है। कुछ राज्य आजीवन पथ कर लेते हैं, जबकि अन्य राज्यों में वार्षिक पथ कर लिया जाता है।

 ओडीशा में भुवनेश्वर से दो सौ किलोमीटर दूर लखाना और नुआपाड़ा स्टेशन के बीच कल रात दुर्ग-पुरी एक्सप्रेस के आठ डिब्बे पटरी से उतर गए, जिससे छह लोग घायल हो गये। घायलों को नुआपाड़ा के जिला अस्पताल में भर्ती कराया गया है। इस दुर्घटना के कारण रायपुर-तितिलागढ़ रेल मार्ग पर यातायात प्रभावित हुआ है।

The Home Ministry has ordered tightening of security of diplomatic missions across the country, especially those of Israel, the US and other western countries following the explosion near the Embassy of Israel in New Delhi. The incident took place in the capital yesterday after an Israeli Embassy Car exploded close to its Mission. Four persons including an Israeli Diplomat were injured in the mishap. According to the Home Ministry, the initial probe suggests attachment of some foreign substance in the Israeli Embassy car which exploded.
The Delhi Police has said, the bomb disposal squad is investigating the cause of the blast. Delhi Police Commissioner B K Gupta has said that a terrorist hand cannot be ruled out in the blast.

"According to an eyewitness, a motorcyclist stuck a magnetic device on the car. The blast took place after the biker drove away from the car and leaving it in flames."
An alert has also been sounded and security strengthened in Mumbai.
External Affairs Minister S M Krishna spoke to his Israeli counterpart Avigdor Lieberman last evening and assured him of a thorough investigation. He said, India will keep Israel informed about the progress in the investigation into the incident.

"India very strongly condemns such incidents and it is going to be fully investigated and the culprits will be brought to justice at the earliest. And I have reassured the Israeli Foreign Minister that the law of the land will take its course and the investigations have already started."
Israeli Prime Minister Benjamin Netanyahu accused Iran and its protege Hezbollah of carrying out the twin bomb attacks on Israeli diplomats in India and Georgia. Iran has rejected claims by Israel that Tehran is behind the attacks against Israeli diplomats in India.

Law Minister Salman Khurshid has written a letter to the Election Commission of India EC saying that the controversy created by his remarks on the sub-quota for minorities was unintentional. The letter written to the Chief Election Commissioner S Y Quraishi was delivered last evening. Meanwhile, senior Congress leader and Finance Minister Pranab Mukherjee said in Allahabad that the party has made it clear that people occupying posts of responsibility should speak responsibly.
Earlier in an unprecedented move, the EC had on Saturday written a letter to President Pratibha Devisingh Patil seeking her intervention on Khurshid's alleged defiance of the poll body's censure of his remarks promising to double job subquota for Muslims which the EC found violative of the model of conduct.

In Uttar Pradesh, all preparations have been made for the third phase of assembly elections. 56 constituencies spread over 10 districts from Faizabad, Allahabad, Varanasi and Vindhyachal Dham divisions will go to the polls tomorrow in this phase. The voting, which will begin at 7 AM, will end at 5 PM. More from our correspondent:
"Electoral fate of 1018 candidates including 77 women will be decided in this phase of polling. More than 18 thousand polling stations have been set up for more than 1 crore 78 lakhs electorates. The election Commission has taken several steps to increase the poll percentage as in last assembly elections only 39 to 48 percent votes were cast in poll bound districts. In Naxalite-infested Mirzapur, Sonebhadra and Chandauli districts voting will be held from 7 in the morning to 4 in the evening. In Goa, scrutiny of nominations will take place today. The state will go to the polls on the 3rd of March. Our Correspondent has filed this report:
"On the last day of filing nominations 173 candidates filed 238 nomination papers yesterday thus taking the total number of nominations to more than 450. The Congress Party which has allied with NCP has fielded 33 candidates leaving seven seats for NCP while the Bharatiya Janata Party which has entered into an alliance with Maharashtrawadi Gomantak Party has fielded 31 candidates leaving eight seats for MGP and one seat for independent.The Trinamool Congress which is contesting in Goa for the first time is contesting on 22 seats. 16th February is the last date for withdrawal of nominations. Noted Urdu poet and Jnanpith awardee Akhlaq Mohammed Khan popularly known as Shahryar passed away in Aligarh last night after a protracted illness. The 76 year old poet was suffering from cancer. Family sources told our Allahabad correspondent that the mortal remains of Shahryar will be laid to rest at Aligarh Muslim University's graveyard this afternoon. A report from our correspondent:
"the doyen of Urdu poetry in India, Akhlaq Mohammed Khan, was one of the most celebrated writers of ghazals and nazm in Urdu language. Better known as Shahryar, he immortalised himself after penning ghazals in Bollywood classics like Gaman, Anjuman and Umrao Jaan'. In 1987 Shahryar was awarded Sahitya Akademi award in Urdu for his poetry collection Khwab Ka Dar Band Hai. In Odisha, three persons were injured when eight bogies of the ‘Durg - Puri Express’, derailed near Nuapada station last night. According to Chief PRO, East Coast Railway, the Durg-Puri Intercity Express train derailed around 9 pm between Lakhana and Nuapada station, 117 kms away from Raipur.
The spokesperson said that 8 out of 15 coaches derailed and rail services on the Raipur -Titilagarh route have been affected. He said the cause of the derailment is not yet known. The injured have been admitted at District Headquarter Hospital, Nuapada. A report :
"The East Coast Railway Sambalpur Division has dispatched medical rescue team to the incident spot. Nuapada district administration also engaged three ambulance vans to bring injured people to district hospital. Additional Divisional Railway Manager, Sambalpur Division, rushed to the spot along with senior officers for monitoring the relief and rescue operation. The local people of the area are also rendering help for rescue of the passengers from the derailed bogies. The Centre has suggested that states levy a one-time road tax of 6 per cent on the sale price of cars and two-wheelers. The proposal is aimed at rationalisation of motor vehicle taxes across the country. Road Transport and Highways Minister C P Joshi said this after a meeting of the Transport Development Council, TDC yesterday.

There is urgent need to rationalised the Motor Vehicle taxes. At present there are significant variations across the state in respect of rates, base and methodology of collection of taxes. Taking into consideration, that India has one of the highest road accidents in the world it is need of the hour that road safety measures get higher priorities by the state Governments in their future plans.

Widespread rain and snow swept Himachal Pradesh, affecting normal life in the state. The administration has closed all schools in Shimla and Keylong till February 16 due to the inclement weather. The key tourist resort of Manali received 45 cms of snowfall yesterday, while it was 35-40 cm in Keylong, Kalpa, Mari and Narkanda. The state capital Shimla, which was lashed by icy winds, recorded 5 cm of snowfall.

Pakistan says the process for granting India the Most Favoured Nation, or MFN status is expected to be finalised very soon. Pakistan Commerce Minister Makhdoom Amin Fahim said this while talking to reporters after he received his Indian counterpart Anand Sharma.     प्रधानमंत्री ने कहा है कि मजबूत औद्योगिक संबंधों के बिना तेज गति से समावेशी वृद्धि और आधुनिक औद्योगिक अर्थव्यवस्था के लक्ष्य हासिल नहीं किए जा सकते। आज नई दिल्ली में ४४वें भारतीय श्रम सम्मेलन का उद्घाटन करते हुए डॉ मनमोहन सिंह ने कहा कि नौ प्रतिशत आर्थिक वृद्धि का लक्ष्य हासिल करने के लिए श्रमिकों, मालिकों और सरकार, सबको मिलकर प्रयास करना होगा। उन्होंने श्रमिकों, विशेषकर असंगठित क्षेत्र के श्रमिकों के कल्याण और खुशहाली के प्रति सरकार की प्रतिबद्धता दोहराई। उन्होंने कहा कि सरकार ने पिछले साढ़े सात साल में इस संकल्प को पूरा करने के लिए कड़ी मेहनत की है जिसके परिणाम सामने आने लगे हैं। डॉ सिंह ने कहा कि राष्ट्रीय स्वास्थ्य बीमा योजना के अंतर्गत अब असंगठित क्षेत्र में गरीबी की रेखा से नीचे के ढ़ाई करोड़ से अधिक परिवार शामिल हो गए हैं। इस योजना के तहत निर्माण श्रमिकों, रेहड़ी वालों, महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी योजना से लाभ उठाने वालों, बीड़ी मजदूरों और घरों में काम करने वालों को भी लाभ दिया जा रहा है।
    प्रधानमंत्री ने कहा कि मनरेगा ने गांवों से काम की तलाश में लोगों का पलायन रोका है और ग्रामीण मजदूरों की मजदूरी में भी सुधार किया है। उन्होंने नियामक ढांचे की बारीकी से पड़ताल करने पर जोर दिया ताकि यह देखा जा सके कि ये ढांचा श्रमिक कल्याण में उल्लेखनीय योगदान करने के बजाय कहीं रोजगार और उद्योग की वृद्धि में बाधक तो नहीं हो रहा।
    प्रधानमंत्री ने कहा कि बड़ी संख्या में युवाओं को रोजगार देने की जरूरत है। देश में कौशल विकास की व्यवस्था मजबूत की जानी चाहिए। उन्होंने बताया कि सरकार ने कौशल विकास मिशन शुरू किया है जिसका उद्देश्य सरकारी और निजी भागीदारी के जरिए प्रशिक्षित श्रमिकों की संख्या बहुत अधिक बढ़ाना है।

    कौशल विकास की व्यवस्था का विस्तार करने की प्रक्रिया मेरी शुरूआती उम्मीद से धीमी गति से चल रही है। इस भारी चुनौती का सामना करने के लिए निजी क्षेत्र को बढ़-चढ़कर इन प्रयासों में सहयोग करना होगा।

    डॉ सिंह ने कहा कि देश में श्रम-शक्ति में महिलाओं की हिस्सेदारी बेहद कम है। कार्यस्थल पर और सुविधाएं देकर महिलाओं को इस क्षेत्र में आकर्षित किया जा सकता है।

    श्रमशक्ति में अधिक महिलाओं को शामिल करने के लिए परिवार और काम के बीच संतुलन बनाने में उन्हें होने वाली परेशानियों को समझना आवश्यक है। हमें उनके लिए अंशकालिक काम को भी पूर्णकालिक काम की परिस्थितियों जैसा बनाना होगा। इसके लिए हमें कानून में परिवर्तन करना पड़े तो उसके लिए भी तैयार रहना चाहिए।

    श्रमिक कानूनों को मजबूत करने और श्रमिकों के कल्याण के लिए उनका पालन सुनिश्ति कराने के वास्ते अपनी सरकार का संकल्प दोहराते हुए प्रधानमंत्री ने कहा कि फैक्ट्री कानून-१९४८ में संशोधन किया जा रहा है। अब इस कानून में भोपाल गैस त्रासदी जैसी आपदाओं से उत्पन्न चिंताओं और औद्योगिक आपदा के प्रभाव में कमी, औद्योगिक श्रमिकों और अन्य प्रभावित व्यक्तियों के पुनर्वास तथा मुआवजे से संबंधित मुद्दों को शामिल किया जा रहा है।
    हमारे संवाददाता ने खबर दी है कि दो दिन के इस सम्मेलन में न्यूनतम वेतन, सामाजिक सुरक्षा, रोजगार के लिए योग्यता और रोजगार सहित अनेक सामयिक और महत्वपूर्ण मुद्दों पर चर्चा होगी।

    केन्द्रीय ग्रामीण विकास मंत्री जयराम रमेश ने कहा है कि गरीबी रेखा से नीचे रहने वालों की नई सूची, देश के विभिन्न राज्यों की सामाजिक और आर्थिक जनगणना मालूम करने के बाद ही तैयार की जानी चाहिए। उन्होंने कहा कि प्रधानमंत्री ग्राम सड़क योजना के तहत कम से कम ढाई सौ लोगों की आबादी वाले सभी गांव मुख्य सड़कों से जोड़ दिये जाएंगे।
    पटना में संवाददाताओं से बातचीत में श्री रमेश ने कहा कि देश के अनेक भागों में सामाजिक तथा आर्थिक जनगणना चल रही है। उन्होंने कहा कि गरीबी रेखा से नीचे जीवन यापन कर रहे लोगों की वर्तमान सूची आंशिक रूप से सही नहीं है और इसे दुरूस्त किये जाने की जरूरत है।
    केन्द्रीय ग्रामीण विकास मंत्री ने कहा कि केवल सुरक्षाबलों से ही नक्सली समस्या का समाधान नहीं हो सकता, बल्कि इसके लिए नक्सल प्रभावित क्षेत्रों में विकास की भी जरूरत है, तभी  हम इस खतरे से निपट सकते हैं। उन्होंने बताया कि केन्द्र ने देश के ७८ नक्सल प्रभावित जि+लो के लिए विकास की रणनीति तैयार कर ली है। इसमें बिहार के कैमूर और मुंगेर जिले भी शामिल हैं।

    उत्तर प्रदेश विधानसभा चुनाव के तीसरे चरण में दस पूर्वी और दक्षिणी जिलों के ५६ निर्वाचन क्षेत्रों में कल मतदान कराने के लिए सभी तैयारियां पूरी हो गई हैं। एक करोड़ ७८ लाख से अधिक मतदाता ७७ महिलाओं सहित कुल एक हजार १८ उम्मीदवारों के चुनावी भाग्य का फैसला करेंगे जिनमें चार मंत्री और २९ मौजूदा विधायक शामिल हैं। बहुजन समाज पार्टी और समाजवादी पार्टी ने सभी ५६ सीटों पर उम्मीदवार खड़े किए हैं जबकि कांग्रेस ने दो सीटें अपने सहयोगी राष्ट्रीय लोकदल के लिए छोड़ी है।
    चुनाव आयोग ने १८ हजार ३७४ मतदान केन्द्रों पर शांतिपूर्वक मतदान कराने की व्यापक व्यवस्था की हैं।
    हमारे संवाददाता का कहना है कि ये चरण सत्तारूढ़ बहुजन समाज पार्टी के लिए महत्वपूर्ण है। पिछले विधानसभा चुनाव में उसने यहां ३० सीटें जीती थी। वह इस बार भी वैसा ही प्रदर्शन करना चाहती है जबकि अन्य दल अपनी स्थिति सुधारना चाहते हैं।

    इलाहाबाद दक्षिणी से भारतीय जनता पार्टी के दिग्गज नेता और पूर्व विधानसभा अध्यक्ष केसरीनाथ त्रिपाठी अपना भाग्य अजमा रहे है। उनकी टक्कर इस सीट से विधायक बसपा के नंदगोपाल नंदी से है। श्री त्रिपाठी पांच बार  इस सीट से लगातार चुनाव जीते थे, लेकिन पिछला चुनाव वे बसपा से हार गये थे। उधर, भाजपा विधानमंडल दल के नेता ओमप्रकाश सिंह भी इस बार मिर्जापुर की चुनार सीट से उम्मीदवार है। वे इस सीट से पिछला चार चुनाव जीत चुके है। अन्य प्रमुख उम्मीदवारों ने राज्य सरकार के मंत्री इन्द्रजीत सरोज मंजनपुर से और रंगनाथ मिश्र मिर्जापुर से बसपा के टिकट पर अपना भाग्य अजमा रहे है। नक्सल प्रभावित इलाकों में निगरानी के लिए हैलीकॉप्टरों की मदद ली जा रही है। इन इलाकों में मतदान एक घंटे पहले ही समाप्त कर दिया जाएगा। सलमान हैदर, आकाशवाणी समाचार, गोरखपुर।

    इतिहास की किताबों में शिराजे+ हिन्द के नाम से मशहूर जौनपुर जिले की नौ विधानसभा सीटों के लिए कल तीसरे चरण में मतदान होगे। ३१ लाख साढ़े छह हजार से भी ज्यादा मतदाता प्रदेश सरकार के दो निवर्तमान काबीना मंत्रियों जगदीश नारायण राय और धर्मराज निशात सहित कुल १४८ उम्मीदवारों के राजनीतिक भाग्य का फैसला करेंगे। शर्की सुल्तानों से विरासत में प्राप्त गंगा जमुनी संस्कृत वाले इस शहर ने प्रदेश की राजनीति में कई इबारते लिखी है। इस बार भ्रष्टाचार और विकास जैसे राष्ट्रीय मुद्दों के अलावा बिजली, पानी, सड़क जैसे स्थानीय मुद्दें भी प्रचार के दौरान छाये रहे। जिले की ज्यादातर सीटों पर त्रिकोणीय मुकाबले की स्थिति दिखाई पड़ रही है। दोलारन दूबे के साथ मैं श्रीकांत श्रीवास्तव, आकाशवाणी समाचार, जौनपुर।

    गोवा विधानसभा चुनाव के लिए नामांकन पत्रों की जांच आज सुबह शुरू हुई। चालीस सदस्यों की विधानसभा के चुनाव के लिए तीन मार्च को मतदान होगा। १६ फरवरी तक नाम वापस लिये जा सकते हैं। सबसे ज्यादा १८ उम्मीदवारों ने वास्कोडिगामा से नामांकन दाखिल किये हैं जबकि पोरियम विधानसभा निर्वाचन क्षेत्र में केवल तीन उम्मीदवारों ने परचे भरे हैं। कांग्रेस के ३३, भारतीय जनता पार्टी के तीस, तृणमूल कांग्रेस के २२ और राष्ट्रवादी कांग्रेस पार्टी के सात उम्मीदवार हैं।                        -----
    भारत ने कहा है कि दिल्ली में इस्राइली दूतावास के पास हुए विस्फोट की जांच चल रही है और इस संदिग्ध आतंकवादी हमले को अंजाम देने वालों को सजा दी जाएगी। गृह मंत्री पी चिदम्बरम ने आज नई दिल्ली में पत्रकारों से बातचीत में हमले की निंदा की और कहा कि इस्राइल के साथ भारत के दोस्ताना संबंध हैं। उनका कहना था कि राजनयिकों पर हमले की कोई भी कोशिश बर्दाश्त  नहीं की जाएगी।

    हम इस घटना की निंदा करते है। इस वक्त मैं किसी भी समूह या संगठन का नाम नहीं ले रहा, लेकिन जिसने भी किया है हम उसकी कड़ी निंदा करते है। हर देश के राजनायिकों शांति और सुरक्षा के साथ इस देश में रहने और काम करने का अधिकार है।

    श्री चिदम्बरम का कहना था कि इस्राइली राजनयिक की पत्नी की इनोवा कार पर विस्फोटक चिपकाने वाले मोटर साइकिल सवारों का पता लगाने के लिए विशेष दल तैनात किए गए हैं। दोषियों की पहचान के लिए सीसीटीवी कैमरा की फिल्म भी देखी जा रही है।

    ये स्पष्ट हे कि एक बहुत ही प्रशिक्षित व्यक्ति ने इस हमले को अंजाम दिया है। सीसीटीवी कैमरों की तस्वीरों की छानबीन की जा रही है, लेकिन अभी तक किसी भी मोटरसाइकिल या उसकी नंबर प्लेट की साफ तस्वीर नहीं मिली है।

    श्री चिदम्बरम ने कहा कि इस्राइली राजनयिक की पत्नी खतरे से बाहर हैं। उन्होंने कहा कि विदेश मंत्री एस एम कृष्णा ने कल शाम इस्राइली विदेश मंत्री से बात की है और घटना की पूरी जांच कराने का आश्वासन दिया है।
    गृह मंत्रालय ने आज सुबह स्थिति की समीक्षा की। गृह मंत्री की अध्यक्षता में इस समीक्षा बैठक में गृह सचिव आर के सिंह, आतंरिक सुरक्षा के विशेष सचिव अजय चड्ढा, राष्ट्रीय सुरक्षा सलाहकार शिवशंकर मेनन, गुप्तचर ब्यूरो प्रमुख एन संधू और गृह मंत्रालय के अन्य वरिष्ठ अधिकारी शामिल हुए। गृह मंत्रालय को उम्मीद है कि दिल्ली पुलिस आज शाम तक प्रारंभिक जांच की विस्तृत रिपोर्ट सौंपेगी।
    कल इस्राइली दूतावास के पास एक कार में हुए एक विस्फोट में इस्राइली राजनयिक की पत्नी तल येहोशुआ और तीन अन्य व्यक्ति घायल हो गए थे। राजनयिक की पत्नी को रीढ़ में घुसे छर्रे निकालने के ऑपरेशन के लिए ले जाया गया। उनका ऑपरेशन सफल रहा और अब आईसीयू में उनकी हालत स्थिर है।  बाकी तीन घायलों को मामूली चोटें आईं। इनोवा का चालक भी खतरे से बाहर है।
    जांच दल केन्द्रीय फॉरेंसिक प्रयोगशाला की रिपोर्ट का इंतजार कर रहा है जिससे पता चलेगा कि हमले में कैसा विस्फोटक इस्तेमाल किया गया। आरडीएक्स या नाइट्रेट वाले यौगिक के उपयोग की संभावना से इंकार नहीं किया गया है।
    जांच करने वाले हैरान है कि इनोवा का ईंधन टैंक नहीं फटा। कोई टाइमर या डिटोनेटर भी नहीं मिला। अभी जांच करने वालों का कहना है कि ये बम चुम्बकीय लगता है और हो सकता है कि मोटरसाइकिल सवार हमलावरों ने एक मिनट से भी कम समय में इसे राजनयिक की कार पर लगा दिया हो।
    उनका यह भी कहना है कि भारत में किसी आतंकवादी हमले में पहली बार विस्फोट के लिए बहुत उन्नत किस्म की विधि अपनाई गई है। दिल्ली पुलिस ने पहाड़गंज इलाके में होटलों की जांच बढ़ा दी है। इस इलाके में करीब साढ़े तीन सौ होटल हैं।

    खाने-पीने की चीजें सस्ती होने के कारण मुद्रास्फीति जनवरी २०१२ में गिरकर छह दशमलव पांच-पांच प्रतिशत रह गई है। दो वर्ष से अधिक समय में मुद्रास्फीति का यह सबसे निचला स्तर है। थोक मूल्य सूचकांक से नापी जाने वाली मुद्रास्फीति दिसंबर २०११ में सात दशमलव चार-सात प्रतिशत और जनवरी २०११ में नौ दशमलव चार-सात प्रतिशत थी। आज जारी सरकारी आंकड़ों के अनुसार जनवरी २०१२ में खाद्य मुद्रास्फीति शून्य से नीचे दशमलव पांच-दो प्रतिशत थी जबकि दिसंबर २०११ में यह शून्य से नीचे दशमलव सात-चार प्रतिशत थी। वार्षिक आधार पर सब्जियां ४३ दशमलव एक-तीन प्रतिशत और गेहूं तीन दशमलव चार-आठ प्रतिशत सस्ते हुए। जनवरी में वार्षिक आधार पर आलू के दाम २३ दशमलव एक-पांच प्रतिशत और प्याज के दाम ७५ दशमलव पांच-सात प्रतिशत गिरे। कारखानों में बनी वस्तुओं के दाम जनवरी २०१२ में छह दशमलव चार-नौ प्रतिशत बढ़े जबकि दिसंबर २०११ में ये वृद्धि सात दशमलव चार-एक प्रतिशत थी।
    वित्त मंत्री प्रणब मुखर्जी ने इस गिरावट पर प्रतिक्रिया देते हुए कहा है कि मूल्यवृद्धि की दर अब भी स्वीकार्य स्तर पर नहीं है। उन्होंने आशा व्यक्त की कि इसमें और गिरावट आएगी।
    योजना आयोग के उपाध्यक्ष मोंटेक सिंह अहलुवालिया ने विश्वास व्यक्त किया है कि मुद्रास्फीति दर और गिरेगी। उनका कहना था कि सरकार मूल्यवृद्धि रोकने के लिए सही दिशा में काम कर रही है।
    पेट्रोलियम मंत्री जयपाल रेड्डी ने डीजल के मूल्यों पर नियंत्रण हटाने की संभावना से इंकार किया है। उनका कहना था कि ये दाम बढ़ाने के लिए सही समय नहीं है।

    बम्बई शेयर बाजार के शुरूआती कारोबार में आज सेन्सेक्स २३ अंकों की गिरावट के साथ करीब १७ हजार ७४९ पर खुला। बाद में इसमें सुधार हुआ। अब से कुछ देर पहले यह १७ हजार ८३१  पर था।

    रक्षा मंत्री ए के एंटनी आज रियाद में सऊदी अरब के रक्षा मंत्री शहजादा सलमान के साथ रक्षा सहयोग पर व्यापक बातचीत करेंगे। उन्होंने रियाद में संवाददाताओं से कहा कि राजनीतिक, आर्थिक, ऊर्जा और अन्य क्षेत्रों में दोनों देशों के बीच संबंध तेजी से बढ़ रहे हैं। रक्षा मंत्री ने सोमवार को रियाद में सऊदी अरब के शाह और दो पवित्र मस्जिदों के संरक्षक शाह अब्दुल्ला से मुलाकात की थी। बातचीत के दौरान श्री एंटनी ने सऊदी अरब के साथ एकजुटता और क्षेत्र में शांति तथा स्थिरता की आशा व्यक्त की। उन्होंने शाह अब्दुल्ला को प्रधानमंत्री मनमोहन सिंह की ओर से शुभकामनाएं दी। शाह अब्दुल्ला ने भारत के लिए शुभकामनाएं दी।
    इस मुलाकात के बाद रक्षा मंत्री ने पत्रकारों से कहा कि शाह अब्दुल्ला के साथ आर्थिक और राजनीतिक संबंधों से लेकर रक्षा सहयोग तक विभिन्न मुद्दों पर चर्चा हुई। उन्होंने भारत के आसपास ही स्थित इस क्षेत्र में आतंकवाद और समुद्री डकैती को बड़ी समस्याएं बताया।
    रक्षा मंत्री ने सोमवार को रियाद में भारतीय समुदाय के सदस्यों से भी मुलाकात की।

    भारत और इस्राइल ने जल प्रौद्योगिकी के क्षेत्र में सहयोग और आदान-प्रदान बढ़ाने की एक संयुक्त घोषणा पर हस्ताक्षर किये हैं। इस घोषणा के अंतर्गत भारत-इस्राइल कार्यदल स्थापित किया जाएगा, जो इस प्रौद्योगिकी के विकास, सुधार और भागीदारी के लिए दीर्घकालीक विकास योजना बनाएगा। जल, गन्दे पानी और उसके निकास का प्रबंधन भी इसी समझौते के अंतर्गत किया जाएगा। सोमवार को तेलअवीव में शहरी विकास मंत्री कमलनाथ की यात्रा के दौरान इस समझौते पर हस्ताक्षर किये गये। श्री कमलनाथ रिशान-ली-जिओन में शफदान स्थित जलशोधन संयंत्र को भी देखने गये। शहरी विकास मंत्री ने इस्राइल के ऊर्जा और जल संसाधन मंत्री के साथ ऊर्जा के क्षेत्र में सहयोग की संभावनाओं पर भी विचार विमर्श किया। उन्होंने इस्राइल के परिवहन और सड़क सुरक्षा मंत्री इस्राइल कात्ज+ से भी मुलाकात की। दोनों देशों ने शहरीकरण योजना और संबंधित बुनियादी क्षेत्रों में भी एक दूसरे के साथ सहयोग पर सहमति व्यक्त की। श्री कमलनाथ आज तेलअवीव में ÷÷भारत के शहरीकरण और बुनियादी क्षेत्रों की चुनौती तथा अवसर'' विषय पर एक संगोष्ठी को भी संबोधित करेंगे।

    आंध्रप्रदेश विधानसभा में आज तेलंगाना की मांग के प्रस्ताव और अवैध शराब माफियाओं से कथित संबंध रखने वाले मंत्रियों को बर्खास्त करने की विपक्ष की मांग को लेकर सदन की कार्यवाही बाधित रही। किसी भी मुद्दे पर सदन में चर्चा नहीं हुई और सदन की कार्यवाही दिनभर के लिए स्थगित कर दी गई।

    केरल सरकार ने उच्चतम न्यायालय को आज सूचित किया कि तिरूवनंतपुरम में श्रीपदम्‌नाभस्वामी मन्दिर की अपार सम्पत्ति की कीमत तय करने की प्रक्रिया अगले महीने की बीस तारीख को शुरू की जायेगी। राज्य सरकार ने सूचित किया कि  मन्दिर के इस धन को निकालने की सुरक्षा और अन्य उपायों के लिए कोष तय कर दिया गया है। मूल्यवान हीरा जवाहरात की गुणवत्ता जांचने के लिए अत्याधुनिक उपकरणों का इस्तेमाल किया जायेगा। उच्चतम न्यायालय द्वारा नियुक्त विशेषज्ञ और निगरानी समितियां इस मन्दिर के अपार धन का मूल्यांकन करेंगी।

    पंजाब और हरियाणा उच्च न्यायालय ने सोमवार को एनसीटीई यानी राष्ट्रीय अध्यापक शिक्षा परिषद् को हरियाणा में बिना सरकारी सहायता से चलने वाले बी. एड और डी. एड कॉलेजों के निरीक्षण का निर्देश दिया है, और कहा है कि एक महीने के भीतर इन कॉलेजों की वास्तविक स्थिति की रिपोर्ट पेश की जाए। हरियाणा प्रशिक्षित अध्यापक संघ की जनहित याचिका पर दोबारा सुनवाई के दौरान न्यायालय की खंडपीठ ने यह निर्देश जारी किये हैं। याचिकाकर्ता के वकील ने न्यायालय को बताया कि राज्य के अनेक कॉलेज एनसीटीई के नियमों का पालन नहीं कर रहे हैं।
    उच्च न्यायालय ने गुड़गांव में भवन निर्माण के लिए विभिन्न बिल्डर्स द्वारा बोरवैल से अवैध रूप से पानी निकालने पर रोक लगाने के अपने आदेश पर अमल करने और स्थिति रिपोर्ट समय पर दाखिल करने के लिए गुड़गांव के उपायुक्त को आखिरी मौका दिया है। सोमवार को न्यायालय की, न्यायमूर्ति एम एम कुमार की अध्यक्षता वाली खंडपीठ ने उपायुक्त के रवैए पर अप्रसन्नता व्यक्त की है।
    न्यायालय ने गुड़गांव में डीएलएफ फेज-वन की कुतुब इंकलेव निवासी कल्याण एसोसिएशन और सुनील सिंह की जनहित याचिका पर आगे सुनवाई करते हुए कहा कि उपायुक्त उसके आदेश के बावजूद बोरवैल से पानी निकालने पर रोक नहीं लगवा सके।

     कर्नाटक में बंगलौर में आज उच्च शिक्षा मंत्री डाक्टर वी एस आचार्य का देहान्त हो गया। वे ७२ वर्ष के थे। बंगलौर में आज एक समारोह के दौरान वे बेहोश होकर गिर गए। उन्हें तत्काल एक निजी अस्पताल ले जाया गया। मुख्यमंत्री सदानंद गौड़ा ने अस्पताल से निकलने के बाद बताया कि डाक्टर आचार्य का निधन हो गया है। वे पिछले कुछ दिनों से बीमार थे। वे भाजपा के वरिष्ठ सदस्य थे।

    असम के मुख्यमंत्री तरूण गोगोई ने पंचायत और ग्रामीण विकास अधिकारियों से कहा है कि वे ये सुनिश्चित करें कि ग्रामीण क्षेत्रों के विकास संबंधी योजनाओं से ग्रामीण लोगों विशेषकर गरीबों को पूरा लाभ पहुंचे। गुवाहाटी में ग्रामीण विकास कार्यक्रमों की समीक्षा करते हुए श्री गोगोई ने चेतावनी दी कि इस मामले में दोषी अधिकारियों के खिलाफ सख्+त कार्रवाई की जाएगी। मुख्यमंत्री ने कहा कि पंचायत और ग्रामीण विकास विभाग ने निर्णय लिया है कि प्रत्येक मंगलवार को खंड विकास कार्यालय में कोई अधिकारिक बैठक नहीं होगी, बल्कि उस दिन ग्रामवासियों की शिकायतें सुनी जाएंगी और उनकी समस्याओं के समाधान की व्यवस्था भी की जाएगी। पंचायत और ग्रामीण विकास मंत्री रकीबुल हुसैन ने कहा कि ३६५ दिनों की कार्य योजना तैयार की जा रही है, ताकि मानसून के दौरान भी ग्रामीण गतिविधियां जारी रह सकें। उन्होंने कहा कि राज्य सरकार ने सभी विकास खंड कार्यालयों की पुताई सफेद और नीले रंग से किये जाने का निर्णय लिया है ताकि दूर से ही लोग कार्यालय को पहचान सकें।

    राष्ट्रीय मानवाधिकार आयोग ने मीडिया में आई इन खबरों के आधार पर दिल्ली सरकार को नोटिस जारी किया है जिसमें आरोप लगाया गया है कि डाक्टरों ने एक छोटे लड़के को प्राथमिक चिकित्सा देकर वापस भेज दिया और उसके सिर में लगी गोली नहीं निकाली। इन खबरों पर खुद संज्ञान लेते हुए आयोग ने राज्य के स्वास्थ्य सचिव और डाक्टर हेडगेवार आरोग्य संस्थान अस्पताल प्रशासन से इस मामले में चार सप्ताह में जवाब मांगा है।

The Prime Minister today said that goals of fast and inclusive growth and of building a modern, industrializing economy cannot be achieved without having sound industrial relations. Dr. Manmohan Singh said employers and workers representatives should work together to achieve an economic growth rate of at least 9 per cent. Inaugurating the 44th Indian Labour Conference in New Delhi today, Dr. Singh reiterated the government's commitment to the welfare and well being of labour, particularly in non organised sector. He said that the government has worked hard to translate this commitment into action in the last seven and a half years and it has started yielding results. Dr. Singh said that the Rashtriya Swasthya Bima Yojana now covers more than 2 and a half crore Below Poverty Line families in the unorganized sector. The scheme  has been extended to cover construction workers, street vendors, Mahatma Gandhi National Rural Employment Guarantee scheme beneficiaries, Beedi workers and domestic workers. The Prime Minister said that Mahatma Gandhi National Rural Employment Guarantee Act, MGNREGA has checked distress migration substantially from villages and brought about an improvement in the wages of rural workers. He stressed the need for critically examining regulatory framework to see if it hampers growth of employment and industry without contributing significantly to labour welfare. The Prime Minister said there is a need to provide opportunities to a large number of youth.


"We need to provide opportunities for gainful employment to  the large number of young people. Who enter the work before every year. Youth employment is a high priority agenda item for our government. This can happen only if you equip our young people with skills that are required to meet the demands of our rapidly growing economy."
Dr. Singh said, the skill development infrastructure in the country has to be strengthened and for that the government has launched the Skill Development Mission.

"The rapid growth of the Indian economy since 2004 has clearly brought out the short comings of our skill development processes. Today availability is possibility the single most important constraint to rapid industrial growth. Recognising this problem, we have launched the skill development mission which seeks to bring about the massive increase in the number of formally trained workers through Public Private Partnership."
Dr. Singh said that female labour force participation in the country is extremely low. He said more facilities at work place can attract women.
"One of the most under utilised resources in our country is our women. In order to bring  more women into the workforce it is necessary to understand the constraints they face in balancing their family and work responsibility. We would also need to make provision for part-time work which would have the same characteristic as in full-time employment. If this requires legislative changes we should be prepared to do so and begin working on a blueprint for making this a reality."
Reiterating his government's commitment to strengthening labour laws and ensuring their compliance for securing the welfare of the working class, Dr. Singh said, the Factories Act 1948 is being amended to include concerns arising out of disasters such as the Bhopal gas tragedy, and those relating to industrial disaster mitigation, rehabilitation and compensation for industrial workers and other affected persons. Our correspondent reports that the two day conference will deliberate upon topical and critical issues including minimum wages, social security and Employ ability and employment.

In Uttar Pradesh, the stage is set for tomorrow's polling in 56 constituencies of 10 eastern and southern districts of the state under third phase of assembly elections. Over 1.78 Crore voters will decide the fate of four ministers and 29 sitting MLAs, apart from a few stalwarts of different political parties. Altogether, 1018 candidates including 77 women are in the fray in this phase. The Bahujan Samaj Party and Samajwadi party have fielded their candidates on all 56 seats while congress has left two seats for its poll ally Rashtriya Lok Dal. The election commission has made elaborate arrangements for peaceful conduct of poll especially in naxal infested areas of Chandauli, Mirzapur and Sonebhadra districts, where strict vigil will be maintained through helicopters. The polling these areas will end an our before the normal closing time. A total of 18374 polling stations have been set up for smooth polling. Our Correspondent reports that this phase is important for ruling BSP as the party had as many as 30 seats in these areas in 2007 assembly elections. The BSP wants a repeat performance whereas other parties are out to improve their tally. More from our correspondent:

Other prominent candidates who are trying their luck include minister Indrajit Saroj from Manjhanpur, Rangnath Mishra for Mirzapur, and sacked minister from Mayawati cabinet Rakesh Dhar Tripathi, is contesting from newly formed Pragatisheel Manav Samaj Party. Meanwhile, the scrutiny of nomination papers for seventh and final phase is being conducted today. The candidates can withdraw their nomination till Thursday. Polling for 60 assembly constituencies under this phase will be held on 3rd March. The nomination process has been completed for sixth phase of elections. As many as 78 candidates withdrew their candidature till yesterday which was the last day of withdrawal. A total of 1114 candidates are now in fray in sixth phase. The polling for 68 assembly constituencies under this phase will be held on 28th February. The The counting of votes for all phases will be held on 6th March. The elections to the UP assembly are being held between 8th February and 3rd March in 7 phases. Our correspondent profiles Jaunpur district.

In Goa, scrutiny of nomination papers for 40 assembly constituencies began this morning. The 16th of this month will be the last date for withdrawal. Polling will take place on the 3rd of next month. Highest number of 18 candidates have filed their nominations from Vasco da Gama whereas the least number of only three candidates have filed their nominations from Poriem assembly constituency. Congress has fielded 33, BJP 30,TMC 22 and NCP 7 candidates.

India has said that the investigations are on into the explosion outside the Israeli embassy in Delhi and perpetrators of this suspected terror attack will be brought to justice. Talking to reporters in New Delhi today the Home Minister Mr. P. Chidambaram condemned the attack and said that India has friendly relations with Israel.

"We condemn this incident. At the moment I am not pointing  a finger at any particular group or any particular organization but whoever did it, I condemn it in the strongest terms. Diplomats of every country are entitled to live and work here in  peace and security and any attempt to attack any diplomat or member of the diplomat 's family is condemnable."
Mr. Chidambaram said that the special teams have been deployed to trace the Motorcycle borne youth who attached a device to the Innova car in which Israeli diplomat’s wife was travelling.

"It's quiet clear that a very well trained person has committed the attack. There is also a reason to believe that the target was the Israeli diplomat's wife and therefore one has to proceed on the basis that it was a terrorist attack. CCTV camera are being scanned. Some images but so far there is no clear image of any motorcycle or the number plate of the motorcycle."

Mr. Chidambaram informed that the Israeli diplomat’s wife was out of danger. He said that External Affairs Minister Mr. S.M. Krishna spoke to his Israeli Counterpart last evening and assured thorough probe into the incident. The Ministry of Home Affairs also held a review meeting this morning. The Home Minister held a review meeting with Home Secretary RK Singh, Special Secretary Internal Security Ajay Chadha, National Security Advisor Shiv Shankar Menon, Intelligence Bureau chief N Sandhu and other senior MHA officials. Home Ministry is expecting a detailed report from Delhi Police on its preliminary investigations by this evening. An explosion in an Israeli embassy car in the heart of New Delhi left a diplomat's wife, Tal Yehoshua, and three others injured yesterday. While the diplomat's wife was taken into surgery with shrapnel injuries to her spine, the other three suffered superficial injuries. Yehoshua's operation was successful and she was recuperating in the ICU. Her condition was stable. The driver of the Innova was also out of danger. In the meantime, investigators are waiting for the Central Forensic Lab report, which will reveal the exact nature of the explosive used in the attack. The use of RDX or a nitrate-based compound hasn't been ruled out. Investigators say a sophisticated incendiary device was used in the blast, a first for a terror attack in India. The Delhi Police has intensified checking of hotels in the Pahar Ganj area of Delhi. There are about 350 hotels in the area.

In Odisha, the train services between Raipur and Titilagarh section is likely to be restored by this evening. Railway official sources said that the repair of the affected tracks is being carried out in full swing. General Manager, East Coast Railways, Inder Ghosh along with other senior railways officers is monitoring the repairing work at the accident site. The route was disrupted following derailment of eight bogies of Durg - Puri Intercity Express last night near Nuapara station, about 117 kms away from Raipur. Meanwhile, all stranded passengers were sent to their destination by a special train. Puri - Gandhidham express, Puri - Durg Intercity Express, Visakhapatnam - Nizamuddin Samata Express plying on the route have been diverted via Jharsuguda station.

The proceedings of Andhra Pradesh Assembly have been stalled over opposition demand for resolution on Telangana and dismissal of ministers who has alleged links with liquor syndicate. The house has been adjourned for the day without taking up any issue for discussion. Soon after the house met in the morning, the main opposition Telugu Desam Party insisted to take up their adjournment motion given notice seeking dismissal of ministers who have alleged links with liquor syndicates. At the same time, the Telangana Rastra Samithi demanded for passing a resolution over statehood for Telangana. Raising slogans, the opposition members stooped into the well of the house and obstructed the proceedings. Amidst uproar and sloganeering by TDP and TRS members, the Speaker has adjourned the house initially for a brief period twice and finally for the day.

The Kerala Government has informed the Supreme Court today that the process of assessing the huge wealth of Sree Padmanabhaswami temple in Thiruvanathapuram will start on 20th of this month. The state also informed the apex court that fund have been provided for security and valuation of the recently unearthed huge treasure of the temple. State of art equipment will be used to evaluate the purity of precious metals. Expert and monitoring committees appointed by the Supreme Court will be carrying out assessment of the temple wealth.

Government will develop aircraft probing facilities to forecast tropical cyclones in the 12th five year plan. This was stated by Vice -President of National Disaster Management Authority, NDMA, Mr. Shashidhar Reddy, while addressing the International Conference on Indian Ocean Tropical Cyclones and Climate Change in New Delhi today. Mr. Reddy said this facility will help the forecasting agencies especially in the coastal areas of the country to predict tropical cyclones and to prevent loss of lives from the devastating impact of cyclones. Speaking on the occasion, Secretary of Ministry of Earth Science, Mr. Shailesh Nayak sought International co-operation to  provide warning alerts regarding tropical cyclones. Representatives from over 14 countries are participating in this four day conference.

Headline inflation fell to an over two-year low of 6.55 per cent in January 2012, on the back of cheaper food items. Headline inflation, as measured by the Wholesale Price Index, WPI, had stood at 7.47 per cent in December 2011, and at 9.47 per cent in January 2011. As per the official data released, today, food inflation stood at minus 0.52 per cent in January 2012, against 0.74 per cent in December 2011. Vegetables were cheaper by 43.13 per cent, and wheat cheaper by 3.48 per cent, on an annual basis. Potato prices fell 23.15 per cent, and onion prices dropped 75.57 per cent, year-on-year, in January. Prices of manufactured items, which have a weight of around 65 per cent in the WPI basket, rose 6.49 per cent in January 2012, as against 7.41 per cent in December 2011.

Even as headline inflation dipped to a 25-month low of 6.55 per cent in January, Finance Minister Pranab Mukherjee today said that the rate of price rise is still not at acceptable level and hoped for further moderation. Meanwhile, Planning Commission Deputy Chairman Montek Singh Ahluwalia expressed confidence that inflation will moderate further and the government is on right track to contain the price rise. The Sensex at the Bombay Stock Exchange fell 23 points, or 0.1 per cent, to 17,750 in early trade, this morning, in line with weak regional bourses. But later, after swinging between the negative and positive zone, in volatile trade, the Sensex stood a moderate 33 points, or 0.2 per cent in positive territory, at 17,806 in afternoon deals, a short while ago. Other Asian markets in China, Hong Kong, Singapore and South Korea were slightly down, today, after Moody's Investors Service cut the debt ratings on six European countries, including Italy, Spain and Portugal. Moody's also said that the UK and France may be stripped of their top ratings.

New York's main contract, light sweet crude for delivery in March, fell 25 cents to 100.66 dollars a barrel and Brent North Sea crude for March delivery shed 33 cents to 117.60 dollars on its last trading day.

The Arab League proposal to send in Joint UN-Arab peacekeepers in Syria to end the bloodshed in the country has drawn a guarded international response. The opinion among the five members of UN Security Council is divided. Among the Arab nations. Algeria and Lebanon opposed the resolution in the Arab League meeting on Sunday while the rest supported the move. More from our West Asia correspondent;
"Experts say the idea of a Joint UN-Arab peacekeeper’s mission in Syria is a complex and long process and the response has not been forthcoming. Russian Foreign Minister Sergei Lavrov made it clear Moscow won’t support the peacekeeping plan unless the government forces and their armed opponents halt the violence. He was worried that the armed groups confronting the Syrian regime are not subordinate to anyone and are not under control .China backed what it termed the Arab League’s mediation but didn’t say whether it support the idea of peacekeepers in Syria. U.S. State Department spokeswoman Victoria Nuland said more time was needed to discuss the new Arab League plan for peacekeepers. The French Foreign Minister Alain Juppe told any external military intervention would only worsen the situation. Leaders from China and the European Union are meeting today for a summit set to focus on Europe's debt crisis. Chinese Premier Wen Jiabao will meet EU President Herman Van Rompuy and European Commission President Jose Manuel Barroso in Beijing. Syria and Iran may also be discussed. Refusal by Chinese airlines to pay an EU tax is also likely to come up for discussion. But the main topic is expected to be the financial crisis in Europe and how China might be able to help. Chinese Foreign Ministry spokesman Liu Weimin said yesterday that as China's largest trading partner and the largest economy in the world, it is important for the European Union to resolve the debt issue. The two EU leaders will also meet President Hu Jintao tomorrow.

A senior US envoy will hold talks with North Korea in China, resuming a dialogue put on hold last year by the death of leader Kim Jong-II. The US State Department spokeswoman Victoria Nuland told reporters that the coordinator for US policy in North Korea Glyn Davies will meet in Beijing on the 23rd of this month with North Korean negotiator Kim Kye-Gwan. The United States has been exploring a resumption of six-nation de-nuclearisation talks with North Korea but has insisted that Pyongyang respect a 2005 agreement at the talks to give up its atomic weapons.

The visiting Defence Minister A.K. Antony will hold comprehensive talks on defence cooperation with his counterpart and the Saudi Defence Minister Prince Salman in Riyadh today. Talking to newsmen in Riyadh he said the two countries are witnessing rapidly growing relations in the fields of politics, economy, energy and other sectors. The Defence Minister called on the Saudi King and the custodian of the Two Holy Mosques King Abdullah in Riyadh on Monday. The two leaders held wide-ranging discussions on bilateral and regional issues. During the talks, the Defence Minister expressed India’s solidarity with the Saudi Kingdom and hope for peace and stability in the region. He conveyed the greetings of Prime Minister Manmohan Singh to King Abdullah who reciprocated his greetings for India. The talks were attended by Saudi Defence Minister Prince Salman, Saudi Foreign Affairs Minister Prince Saud Al-Faisal, Saudi Minister of state and commander of the National Guard Prince Mite bin Abdullah among others. Talking to newsmen after the meeting in Riyadh, the Defence Minister said his talks with King Abdullah covered several bilateral issues from economy to politics and defence cooperation. The Defence Minister also interacted with the Indian community members at the Indian Embassy in Riyadh on Monday.

केन्द्रीय गृह सचिव आर के सिंह ने कहा है कि दिल्ली में कल इस्राइली दूतावास की एक कार में हुए बम विस्फोट के मामले में अभी तक ऐसा कोई सबूत नहीं मिला है जिससे पता चलता हो कि इसके पीछे किसी देश का हाथ है। श्री सिंह ने यह बात पत्रकारों के इस सवाल के जवाब में कही कि क्या इस हमले में ईरान का हाथ है ? इस घटना में इस्राइल के एक राजनयिक की पत्नी सहित चार व्यक्ति घायल हो गए थे। श्री सिंह ने बताया कि जांचकर्ता इस मामले के दोषियों तक पहुंचने की कोशिश कर रहे हैं।
गृह मंत्री पी. चिदम्बरम ने आज एक बैठक में सुरक्षा स्थिति की समीक्षा की। बाद में उन्होंने बताया कि इस हमले के दोषियों को जल्दी ही पकड़ लिया जाएगा। उन्होंने बताया कि मोटरसाइकिल पर सवार उस नौजवान की तलाश के लिए विशेष दल लगाए गए हैं जिसने कार में विस्फोटक लगाया था।
जांचकर्ता फॉरेंसिक रिपोर्ट का इंतजार कर रहे हैं। इससे पता चल सकेगा कि किस प्रकार का विस्फोटक इस्तेमाल किया गया था।
गृहमंत्री ने कहा है कि राजनयिकों पर हमले की कोशिश बर्दाश्त नहीं की जाएगी।

दिल्ली पुलिस आयुक्त बी. के. गुप्ता ने कहा है कि विस्फोट में इस्तेमाल बम, पामटॉप या ईंट से बड़ा नहीं था। उन्होंने कहा कि अभी तक जांच से आर डी एक्स का इस्तेमाल किए जाने का कोई प्रमाण नहीं मिला है। उन्होंने कहा कि कार पर लगाए जाने के बाद यह बम तीन से पांच सैकण्ड के भीतर फट गया होगा। श्री गुप्ता ने कहा कि इस बम में रिमोट या किसी टाइमर से विस्फोट किया गया होगा।

गृह मंत्रालय ने सभी राज्यों से कहा है कि वे यहूदी प्रतिष्ठानों और भारत की यात्रा पर आने वाले इस्राइली पर्यटकों की सुरक्षा कड़ी कर दें। जिन राज्यों में इस्राइल, अमरीका और अन्य पश्चिमी देशों के दूतावास हैं, उन्हें भी सुरक्षा कड़ी करने को कहा गया है।
इस हमले में घायल एक इस्राइली राजनयिक की पत्नी ताल येहोशुआ की हालत स्थिर बतायी जाती है। डॉक्टरों ने कहा है कि लिवर और रीढ़ की हड्डी में लगी चोटों के लिए कल रात उन का ऑपरेशन किया गया। वे अस्पताल के गहन चिकित्सा कक्ष में हैं।

थाईलैंड की राजधानी बैंकाक में पुलिस पर एक बम फेंकने की कोशिश में विस्फोट हो जाने से एक ईरानी व्यक्ति की दोनों टांगें उड़ गई। बैंकाक में दो और विस्फोट भी हुए हैं, जिसमें चार लोग घायल हो गए। पुलिस ने बताया कि पहला विस्फोट उस घर में हुआ, जिसमें विस्फोट में घायल व्यक्ति अन्य ईरानी लोगों के साथ रह रहा था। उनंमें से एक ने एक राजधानी में एक टैक्सी पर बम फेंका।
पिछले महीने अमरीकी दूतावास ने बैंकाक में हमले की चेतावनी दी थी। यह विस्फोट भारत और जार्जिया में इस्राइली राजनयिकों को निशाना बना कर किए गए दो बम हमलों के ठीक एक दिन बाद हुए।
इस्राइल ने इन हमलों की साजिश के लिए ईरान और लेबनान के हिजबुल्ला संगठन पर आरोप लगाया है। ईरान ने इन आरोपों का खंडन किया है।

प्रधानमंत्री ने कहा है कि युवाओं को रोजगार देना सरकार की प्राथमिकता है। उन्होंने कहा कि इन्हें बाजार की मांग के अनुसार कौशल उपलब्ध कराया जाना चाहिए। आज नई दिल्ली में  ४४वें भारतीय श्रम सम्मेलन का उद्घाटन करते हुए, डॉक्टर मनमोहन सिंह ने कहा कि देश में कौशल विकास के बुनियादी ढांचे को मजबूत बनाना जरूरी है।

प्रधानमंत्री
कौशल विकास की व्यवस्था का विस्तार करने की प्रक्रिया मेरी शुरूआती उम्मीद से धीमी गति से चल रही है। इस भारी चुनौती का सामना करने के लिए निजी क्षेत्र को बढ़-चढ़कर इन प्रयासों में सहयोग करना होगा।
प्रधानमंत्री ने बताया कि सरकार ने कौशल विकास मिशन की शुरूआत की है, जिसके तहत सार्वजनिक-निजी भागीदारी से औपचारिक रूप से प्रशिक्षित श्रमिकों की संख्या में भारी वृद्धि की जाएगी। उन्होंने कहा कि नियोक्ताओं और श्रमिकों के प्रतिनिधियों को कम-से-कम नौ प्रतिशत की आर्थिक विकास दर प्राप्त करने के लिए मिलकर काम करना चाहिए।
श्रमिकों के, विशेषकर गैर-संगठित क्षेत्र के श्रमिकों के कल्याण के प्रति सरकार की वचनबद्धता दोहराते हुए, प्रधानमंत्री ने कहा कि पिछले साढ़े सात साल में सरकार ने इस वचनबद्धता पर अमल करने के लिए काफी कुछ किया है और इसके परिणाम आने लगे हैं।
हमारे संवाददाता ने बताया है कि दो दिन के इस सम्मेलन में न्यूनतम मजदूरी, सामाजिक सुरक्षा, रोजगार क्षमता तथा रोजगार सहित विभिन्न सामयिक और महत्वपूर्ण मुद्दों पर विचार किया जा रहा है।

उत्तर प्रदेश विधानसभा के तीसरे चरण के चुनाव के लिए सभी तैयारियां पूरी कर ली गई हैं। कल ५६ निर्वाचन क्षेत्रों में वोट डाले जायेंगे। सुरक्षा की कड़ी व्यवस्था की गई है। पड़ोसी राज्यों और नेपाल से लगती सीमायें सील कर दी गईं हैं। कल एक हजार १८ उम्मीदवारों के चुनावी भाग्य का फैसला होगा। इनमें ७७ महिलायें हैं। शान्तिपूर्ण और सुचारू मतदान के लिए लगभग १८ हजार तीन सौ ७५ मतदान केन्द्र बनाये गए हैं। एक करोड़ ७८ लाख से अधिक मतदाता वोट डाल सकेंगे। हमारे संवाददाता ने बताया है कि मुख्य मुकाबला बहुजन समाज पार्टी, समाजवादी पार्टी, भारतीय जनता पार्टी, कांग्रेस और राष्ट्रीय लोकदल के बीच है। इन दलों के कई बड़े नेता इस चरण में चुनाव मैदान में हैं।

चुनाव वाले नक्सल प्रभावित सोनभद्र, मिर्जापुर और चंदौली में सुरक्षा विशेष इंतजाम किए गए हैं। मतदान के दौरान इन इलाकों में हवाई निगरानी भी की जाएगी। केंद्र और दूसरे राज्य के पुलिसबलों को चुनाव वाली सभी विधानसभाओं क्षेत्रों में तैनात किया जा चुका है। संवेदनशील मतदान वाले क्षेत्रों में वीडियो टेकिंग भी की जायेगी। परिसीमन के बाद इन ५६ विधानसभा सीटों में से २५ सीटें नई हैं। संजय प्रताप सिंह, आकाशवाणी समाचार, इलाहाबाद।

गोवा विधानसभा की चालीस में से अड़तीस निर्वाचन क्षेत्रों में आज जांच के बाद पांच सौ पचपन में से नब्बे नामांकन रद्द कर दिए गए। इस बार राज्य में रिकार्ड संख्या में नामांकन भरे गए हैं।

हिमाचल प्रदेश में आज सवेरे किन्नौर जिले में सीमा सड़क संगठन का एक टिप्पर गहरी खाई में गिर गया, जिससे १७ लोग मारे गए और दो घायल हो गये। यह दुर्घटना राष्ट्रीय राजमार्ग पर सपीलो के निकट हुई। मृतकों में  झारखंड से दो ड्राइवर और १५ मजदूर शामिल हैं। हमारे संवाददाता ने बताया है कि यह टिप्पर  नसांग जुली के पास भूस्खलन के कारण चट्टानें गिरने से सड़क पर जमा मलबा हटा कर सपीलो लौट रहा था।

यह गाड़ी करीब १०० फुट गहरी खाई में जा गिरी जिसमें ५ मजदूरों को मौके पर ही जान गवाना पड़ी। दुघर्टना का समाचार मिलते ही क्षेत्र के लोगों ने वर्षा तथा कड़ाके की ठंड के बावजूद घटनास्थल पर बचाव दल के पहुंचने से पहले पहुंचकर दो घायलों को सपीलों अस्पताल में भर्ती करवाया और शवों को खाई से निकालने में भरपूर सहायता दिया। नीरज राणा आकाशवाणी समाचार, शिमला।

भारत ने सीरिया की स्थिति पर गहरी चिंता व्यक्त करते हुए सीरियाई लोगों की शिकायतों के शांतिपूर्ण निपटारे तथा इस संकट के समग्र राजनीतिक समाधान पर जोर दिया है। संयुक्त राष्ट्र में भारत के कार्यवाहक स्थायी प्रतिनिधि विनय कुमार ने कहा है कि भारत सीरिया की मौजूदा स्थिति पर काफी चिंतित है, क्योंकि इसमें पिछले ११ महीनों मे हजारों नागरिकों और सुरक्षाकर्मियों की जानें गई हैं। संयुक्त राष्ट्र महासभा में उन्होंने कहा कि सीरिया की समस्या राजनीतिक है। श्री कुमार ने हर तरह की हिंसा की कड़े शब्दों में निंदा की। उन्होंने कहा कि भारत का मानना है कि सीरिया की मौजूदा स्थिति का हल सीरिया के लोगों को खुद करना चाहिए।

रक्षा मंत्री ए. के. एंटनी ने खाड़ी क्षेत्र में मौजूदा स्थिति को भारत के लिए चिंताजनक बताते हुए आशा व्यक्त की है कि इस संकट को बातचीत के जरिए हल कर लिया जाएगा। सऊदी अरब की दो दिन की यात्रा पर गए श्री एंटनी ने कहा कि भारत की विदेश नीति में खाड़ी क्षेत्र का बहुत  महत्व है, क्योंकि इस क्षेत्र से देश का आधे से भी अधिक तेल का आयात होता है। उन्होंने कल रियाद में सऊदी शाह अब्दुल्ला बिन अब्दुल अज+ीज अल सऊद के साथ बैठक की। श्री एंटनी ने बताया कि शाह अब्दुल्ला ने जरूरत पड़ने पर कच्चे तेल की अतिरिक्त सप्लाई सहित भारत को हर सहायता देने का प्रस्ताव किया।

वित्त मंत्री प्रणब मुखर्जी ने विश्वास व्यक्त किया है कि आने वाले महीनों में मुद्रास्फीति की दर में कमी जारी रहेगी। उन्होंने कहा कि मार्च के अंत तक मुद्रास्फीति के छह प्रतिशत के आसपास पहुंच जाने की उम्मीद है।
खाने-पीने की वस्तुएं सस्ती होने के कारण पिछले महीने मुद्रास्फीति की दर घटकर छह दशमलव पांच पांच प्रतिशत पहुंच गई, जो दो वर्ष से अधिक समय का न्यूनतम स्तर है।

मुद्रास्फिीति में गिरावट के चलते मुंबई शेयर बाजार का सेंसेक्स ७६ अंक बढ़कर १७ हजार ८४९ पर बंद हुआ। नेशनल स्टाक एक्सचेंज का निफ्‌टी २६ अंक बढ़कर पांच हजार ४१६ हो गया। रूपया डालर के मुकाबले १७ पैसे कमजोर हुआ और एक डालर की कीमत ४९ रूपये ३६ पैसे दर्ज हुई। सोना दिल्ली में १६५ रूपये सस्ता होकर २८ हजार १६५ रूपये प्रति दसग्राम पर आ गया। चांदी डेढ़ सौ रूपये सस्ती होकर ५६ हजार १५० रूपये प्रतिकिलो दर्ज हुई। अमेरिका में कच्चे तेल की वायदा कीमत ३ सेंट बढ़कर १०० डालर ९४ सेंट प्रति बैरल हो गई। ब्रेंटकू्रट का मूल्य ११८ डालर प्रति बैरल से नीचे दर्ज हुआ।

नोबेल पुरस्कार से सम्मानित भारतीय मूल के अर्थशास्त्री अमर्त्य सेन को आज अमरीकी राष्ट्रपति बराक ओबामा ने कला और मानविकी के लिए राष्ट्रीय पदक प्रदान किया। यह पुरस्कार उन्हें भूख और गरीबी के खिलाफ लड़ाई को बेहतर ढंग से समझने के उनके प्रयासों के लिए दिया गया है। वाशिंगटन में व्हाइट हाउस में एक भव्य समारोह में श्री सेन को यह पुरस्कार दिया गया।

एडिलेड में तीन देशों की एक-दिवसीय क्रिकेट श्रृंखला का भारत और श्रीलंका के बीच खेला गया पांचवां मुकाबला रोमांचक रूप से टाई हो गया।  भारतीय टीम जीत के लिए दो सौ सैंतीस रन के लक्ष्य के जवाब में ५० ओवर में ९ विकेट पर २३६ रन ही बना सकी।

निर्वाचन आयोग ने मणिपुर, पंजाब और उत्तराखंड में आदर्श आचार संहिता की शर्तों में ढील देने का फैसला किया है। आयोग ने कहा है कि इन राज्यों में अब मंत्री जिलों का दौरा कर सकते हैं और अपने साथ अधिकारियों को भी ले जा सकते हैं।

Union Home Secretary R K Singh today said there is no evidence till now to suggest involvement of any country in the bomb attack on an Israeli mission car in New Delhi. He told reporters when asked whether there was Iranian hand in yesterday's terror attack which left four persons including  Israeli diplomat's wife injured. The Home Secretary said the investigators are yet to zero in on people behind the crime.  
Home Minister Mr. P.Chidambaram  today reviewed security situation at a high level meeting. Later condemning the attack, Mr. Chidamabram said:
We condemn this incident. in the strongest terms. Diplomats of every country are entitled to live and work here in  peace and security and any attempt to attack any diplomat or member of the diplomat 's family is condemnable."
Home Ministry has issued an advisory to all states to beef up security in Jewish establishments and for Israeli tourists visiting India.
Meanwhile the Israeli Diplomat's wife, who was injured in a suspected terror attack is now recovering at the Intensive Care Unit of the hospital.

Police in Thailand say there have been three explosions in central Bangkok which have left five people injured, one of them seriously. Police say a man believed to be of Middle Eastern dissent was hurt when the bomb he was carrying exploded, blowing off one of his legs and causing serious injuries to the other. The first explosion happened in a house he     had rented in the Ekamai area of the capital.  He threw a bomb in front of a taxi as he ran off after that blast, leaving the driver with minor injuries. The man then threw another bomb at police as they tried to close in on him and his leg was blown off in that explosion.

The Prime Minister has emphasised the need to provide gainful opportunities to a large number of young who join the work force every year by equipping them with demand driven marketable skills.  Inaugurating the 44th Indian Labour Conference in New Delhi today, Dr. Manmohan Singh said employment of youth is a high priority for the Government and skill development infrastructure in the country has to be strengthened.
We need to provide opportunities for gainful employment to  the large number of young people. Who enter the work force every year. Youth employment is a high priority agenda item for our government. This can happen only if you equip our young people with skills that are required to meet the demands of our rapidly growing economy."
Reiterating the government's commitment to the welfare and well being of labour, particularly in the non organised sector, he said that the government has worked hard to translate this commitment into action in the last seven and a half years and it has started yielding results.
Dr. Singh said that women labour force participation in the country is extremely low. He said more facilities at work place can attract women. Part time work as full time employment can be the option so that women employees can also look after her family.
 "One of the most under utilised resources in our country is our women. In order to bring  more women into the workforce it is necessary to understand the constraints that they face in balancing their family and work responsibility.

In Himachal Pradesh, 17 people were killed and two others injured when a tipper of Border Road Organisation fell into a deep gorge on the National Highway in Kinnaur district this morning. Quoting  official sources,our correspondent reports that  those killed in the accident include 15 labourers and two drivers hailing from Jharkhand.
The accident occured when the ill fated vehicle of BRO carring labourers who were coming from Narang-julet to Spilo, in the tribal Kinnaur district after clearing the Debris of landslide on the Tibat Hindustan Highway.  Immediately after the accident the local people braving cold and heavy rain reached at the spot and took the injured to Spilo hospital.  They also helped the rescue team to recover the dead bodies from the deep gorge.

Fate of more than one thousand candidates will be decided tomorrow in the third phase elections in Uttar Pradesh. About one corer 75 lakh voters are going to cast their votes in 56 constituencies of ten districts. Special security arrangements have been made in naxalite affected districts of Son Bhadra, Mirzapur and Chandauli. Aerial surveillance will be carried our during poll hours. Police forces from centre and other states have already been deployed in the election areas. Video tracking will be done in crucial polling areas.

Cheaper food items pulled down overall inflation to a  more than a two year low of 6.55 per cent in January 2012. Headline inflation, as measured by the Wholesale Price Index,  had stood at 7.47 per cent in December 2011, and at 9.47 per cent in January 2011.  As per the official data released, today, food inflation stood at minus 0.52 per cent in January 2012, against 0.74 per cent in December 2011.

The Reserve Bank of India today increased the bank rate to 9.5 per cent with immediate effect. The Bank Rate is presently used as a penal rate which the banks have to pay for their failure to meet the mandatory Cash Reserve Ratio and Statutory Liquidity Ratio. The Bank Rate was kept unchanged since April 2003.

The rupee lost 17 paise, to 49.36 against the dollar.
Gold fell 165 rupees, to 28,165 rupees per ten grams in Delhi. Silver declined 150 rupees, to 56,150 rupees per kilo.
And US crude oil futures climbed 3 cents, to 100.94 dollars a barrel, while Brent crude fell below 118 dollars a barrel.

Voicing deep concern over the volatile situation in Syria, India has sought a peaceful and inclusive political process led by Syrians themselves to address the grievances of the people. Addressing the UN General Assembly, India's Acting Permanent Representative at the United Nations Vinay Kumar said that the problem in Syria is primarily political in nature .He condemned strongly all violence. Kumar noted that India was firmly of the view that a political process for resolution of the present crisis should be led by the Syrians themselves.

Defence Minister A K Antony today said that the current situation in the Gulf region is a cause of great concern for India and hoped that the crisis will be resolved through peaceful dialogue. Mr Anthony, who is on a two-day visit to Saudi Arabia, said the Gulf region has  immense importance in the Indian foreign policy as it provides more than half of the country's total crude oil imports. His comments came against the backdrop of EU and US sanctions on Iran's oil export over Tehran's controversial nuclear programme. The  Defence Minister held a meeting with Saudi King Abdullah bin Abdul Aziz Al Saud in Riyadh yesterday. A Defence Ministry spokesperson said King Abdullah offered all assistance to New Delhi, including additional supply of crude oil if  required.

BASIC countries, Brazil, South Africa, India and China have expressed deep concern and reiterated their firm opposition to the inclusion of international aviation in the European Union Emissions Trading Scheme . Briefing newsmen in New Delhi after the conclusion of the 10th BASIC Ministerial Meeting on Climate change, Environment and Forest Minister Mrs. Jayanthi Natrajan said that this is a unilateral action disguised as climate change measure which violates international law. She said that this step of EU is against provisions of UNFCCC and runs counter to multilateralism.

The Jammu-Srinagar National Highway has been partially opened for one way traffic this evening. Due to fresh snowfall and landslides the 294 km long national highway connecting the Kashmir Valley with rest of the country was closed for all vehicular movement since yesterday.
According to traffic department sources heavy snowfall was reported from Jawahar tunnel, Ramso, Batote, Patnitop  with  landslide at some places on the arterial road  in Ramban area today. Vehicles are stranded at various places, including Nagrota, Udhampur, Kud, Ramban and Jawahar tunnel enroute the highway. Meanwhile 800 Kashmir-bound passengers, stranded for the past two days at Jammu after closure of Jammu-Srinagar highway has demanded to be airlifted.

A mega mock drill exercise will be conducted across the national capital tomorrow at 11.30 A.M under which preparedness of various agencies will be checked by creating simulated situations. In the mock drill various stake holders including universities, schools, colleges, metro network, malls, markets and hospitals are participating. The drill will be the  first of its kind in the entire country during which a number of simulated situations will be created like collapse of flyovers, crack in metro pillars, damage to hospitals and collapse of residential buildings due to an earthquake.
