लोकसभा में सरकार आज लोकपाल विधेयक का संशोधित मसौदा पेश करेगी। भ्रष्टाचार की सूचना देने वालों को संरक्षण देने से संबंधित- व्हीसल ब्लोअर्स संरक्षण विधेयक और न्यायिक जवाबदेही विधेयक सहित अन्य प्रमुख भ्रष्टाचाररोधी विधेयक भी पेश किये जाएंगे। संसदीय कार्यमंत्री पवन कुमार बंसल ने कल संसद के बाहर यह जानकारी दी। सरकार नागरिक शिकायत निवारण विधेयक लोकसभा में पहले ही पेश कर चुकी है। श्री बंसल ने कहा कि इन प्रमुख विधेयकों पर विस्तृत चर्चा के लिए संसद का मौजूदा सत्र तीन दिन बढ़ा दिया गया है और दोनों सदनों की बैठक २७  से २९ दिसम्बर तक होगी। २३ से २६ तारीख तक क्रिसमस का अवकाश रहेगा।
इससे पहले, वित्त मंत्री प्रणब मुखर्जी ने लोकसभा में विपक्ष की नेता सुषमा स्वराज, राज्यसभा में विपक्ष के नेता अरूण जेटली और वरिष्ठ भाजपा नेता लाल कृष्ण आडवाणी के साथ इस मुद्दे पर चर्चा की। केन्द्रीय मंत्रिमंडल ने अपनी पिछली बैठक में लोकपाल विधेयक के संशोधित मसौदे को मंजूरी दी थी। इस मसौदे में स्थाई समिति के सुझावों को शामिल कर लिया गया है।

सरकार, राष्ट्रीय खाद्य सुरक्षा विधेयक भी आज संसद में पेश करेगी। खाद्य मंत्री के. वी. थॉमस ने नई दिल्ली में यह जानकारी दी। इस विधेयक को केंद्रीय मंत्रिमंडल पहले ही मंजूरी दे चुका है।
आकाशवाणी के साथ बातचीत में श्री थॉमस ने कहा कि खाद्यान्नों पर सब्सिडी वाली इस योजना के दायरे में ७५ प्रतिशत ग्रामीण और ५० प्रतिशत शहरी आबादी आएगी।
श्री थॉमस ने बताया कि सार्वजनिक वितरण का मॉडल क्या होगा, यह राज्य सरकार पर निर्भर है।

जहां तक हम कर सकते थे। हमने सभी सुझावों को विधेयक में जगह दी हैं लेकिन राज्य स्तर पर वितरण आखिरकार राज्य सरकारों पर निर्भर करता है। वे निर्धारित करेंगे कि कौन सा मॉडल अपनाया जाए।''

संसद ने  देश में तेल और गैस पाइपलाइनों को नुकसान पहुंचाने वाले लोगों को मौत की सजा देने संबंधी संशोधित विधेयक को मंजूरी दे दी है। राज्यसभा ने इसे कल मंजूरी दी। लोकसभा इसे पिछले सप्ताह पारित कर चुकी है।  विधेयक का उद्देश्य तेल की चोरी और आतंकवादियों द्वारा पाइपलाइनों को नुकसान पहुंचाने से रोकना है।
पेट्रोलियम और प्राकृतिक गैस राज्यमंत्री आर पी एन सिंह ने बताया कि पाइपलाइनों के आसपास रात की गश्त बढाई जायेगी और चोरी रोकने के लिए लगातार निगरानी की जायेगी।

सरकार ने २६ नवम्बर, २००८ के मुम्बई हमलों और भारत में  आतंकी हमलों की साजिश रचने के लिए नौ लोगों के खिलाफ आरोप-पत्र दाखिल करने की मंजूरी दे दी है। इनमें पाकिस्तानी, अमरीकी आतंकवादी डेविड हेडली, लश्करे तैयबा के संस्थापक हाफिज सईद और आई एस आई के दो अधिकारी शामिल हैं। गृह मंत्रालय ने इनके अलावा राष्ट्रीय जांच एजेंसी को मुम्बई हमलों के सरगना जकीउर रहमान लख्वी, हेडली के साथी पाकिस्तानी मूल के कैनाडावासी तहव्वुर राणा और अल-कायदा के इलियास कश्मीरी पर भी मुकदमा चलाने की मंजूरी दी है।

दिल्ली उच्च न्यायालय ने १९९६ के दूरसंचार घोटाले में पूर्व केन्द्रीय मंत्री सुखराम को दोषी ठहराए जाने और उनकी तीन साल की जेल की सजा के फैसले को बरकरार रखा है। न्यायालय ने दोष-मुक्त करने की सुखराम की अपील खारिज कर दी। न्यायमूर्ति एस. रवीन्द्र भट्ट और जी. पी. मित्तल की खंडपीठ ने दूरसंचार विभाग की पूर्व उप महानिदेशक रूनू घोष और हैदराबाद की कंपनी-एडवांस्ड रेडियो मास्ट्स के प्रबंध निदेशक पी. रामाराव को दोषी ठहराए जाने को भी सही ठहराया और दोनों की सजा को बरकरार रखा है।

उत्तर प्रदेश में समाजवादी पार्टी नेता और तीन बार सांसद रह चुके मित्रसेन यादव को फैजाबाद जिले में गबन के एक मामले में सात वर्ष के कठोर कारावास की सजा सुनाई गई है। अतिरिक्त मुख्य न्यायिक मजिस्ट्रेट अनिल शुक्ल ने उन पर १५ हजार रुपये का जुर्माना भी लगाया है।
हमारे लखनऊ संवाददाता ने खबर दी है कि १९९७ में दायर किया गया यह मामला किसान इन्टर कॉलेज के खातों से ६२ हजार रुपये के गबन से सम्बन्धित है। मित्रसेन यादव इस इन्टर कॉलेज के प्रबंधक थे।

इलाहाबाद उच्च न्यायालय की लखनऊ पीठ ने केन्द्र, राज्य सरकार और सीबीआई से उस जनहित याचिका पर जवाबी हलफनामा दाखिल करने को कहा है, जिसमें राज्य में महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी परियोजनाओं में करोड़ों रुपये के घोटाले की सीबीआई से जांच कराने की मांग की गई है।
न्यायमूर्ति प्रदीप कांत और न्यायमूर्ति डी.के. उपाध्याय की पीठ ने मामले की अगली सुनवाई के लिए तीन जनवरी की तारीख निर्धारित की है।

कर्नाटक विधान परिषद की एक सीट के लिए आज चुनाव होगा। जहां मुख्यमंत्री और भाजपा उम्मीदवार सदानन्द गौड़ा और कांग्रेस उम्मीदवार आनन्द गड्डादेवरामट के बीच मुकाबला है।
श्री सदानन्द गौड़ा लोकसभा के सदस्य हैं और उन्होंने चार अगस्त को मुख्यमंत्री पद का कार्यभार संभाला था। मुख्यमंत्री बने रहने के लिए उन्हें पद ग्रहण करने की तारीख से छह महीने के भीतर राज्य विधानमंडल की सदस्यता हासिल करना जरूरी है।

राष्ट्रपति प्रतिभा देवीसिंह पाटील ने मीडिया से राष्ट्रीय लक्ष्यों को बढ़ावा देने और आम राय कायम करने के लिए निष्ठा, उचित उद्देश्य और धारणा के साथ अभिव्यक्ति की स्वतंत्रता का इस्तेमाल करने को कहा है। 
हमारी संवाददाता ने बताया कि राष्ट्रपति ने पत्रकारों को सलाह दी है कि वे किसी भी समाचार को प्रसारित करने से पहले उसकी सत्यता की दोहरी जांच और पुष्टि अवश्य करें।

मीडिया के अधिक वाणिज्यकरण से चिंतित राष्ट्रपति प्रतिभा देवी सिंह पाटील ने कहा है कि टिआरपी रेटिंग तथा ब्रेकिंग न्यूज+ के खातिर मीडिया को सच्चाई, निष्पक्षता और दृढ़निश्चय जैसे अपने मूल सिद्धांथों से समझौता नहीं करना चाहिए। श्रीमती पाटील ने पत्रकारों को सलाह देते हुए कहा कि किसी भी खबर को चलाने से पहले उसे अच्छी से जांच लेना चाहिए। वे कल मुम्बई में आयोजित लोकमत महाराष्ट्रीयन ऑफ दा इयर २०११ के पुरस्कार समारोह में बोल रही थी। उन्होंने कहा कि मीडिया को अपनी आजादी का पूरी जिम्मेदारी के साथ उपयोग करना चाहिए। ज्योति अम्बेकर के साथ स्वीटी कोठारी आकाशवाणी समाचार मुम्बई।''

दिल्ली की एक अदालत ने फेसबुक, गूगल और यू ट्यूब समेत सोशल नेटवर्किंग वेबसाइटों पर घृणा या साम्प्रदायिक विद्वेष को बढ़ावा देने वाली धर्म और समाज विरोधी सामग्री प्रस्तुत करने पर रोक लगा दी है। अतिरिक्त सिविल न्यायाधीश मुकेश कुमार ने एकपक्षीय आदेश में सोशल नेटवर्किंग वेबसाइटों को निर्देश दिया कि वे धार्मिक भावनाओं को ठेस पहुंचाने वाले फोटोग्राफ, वीडियो और अन्य सामग्री अपनी वेबसाइटों से हटा लें। अदालत ने यह आदेश एक व्यक्ति द्वारा दायर सिविल मुकदमें की सुनवाई के दौरान दिया।

सीरिया में विपक्षी सीरियाई राष्ट्रीय परिषद-एस एन सी ने सीरिया में प्रदर्शनकारियों के खिलाफ पुलिस की कार्रवाई पर विचार-विमर्श के लिए संयुक्त राष्ट्र सुरक्षा परिषद और अरब लीग की आपात बैठक बुलाने का आह्‌वान किया है। एस एन सी ने आरोप लगाया है कि सीरियाई सुरक्षाबलों ने पिछले दो दिनों में जाविया पर्वतीय इलाके, इदलिब और होम्स में दो सौ से अधिक लोगों की हत्या की है।

 सीरिया में एक बिजली परियोजना में काम कर रहे ईरान के पांच तकनीकी अधिकारियों का बुधवार को एक अज्ञात गुट ने अपहरण कर लिया है। दमिश्क में ईरानी दूतावास ने अपहरणकर्ताओं से इन तकनीकी अधिकारियों को तत्काल रिहा करने की अपील की है।
इन पांचों लोगों का अपहरण उस समय किया गया, जब वे होम्स में परियोजना स्थल पर काम के लिए जा रहे थे।

 ये पुरस्कार अगले वर्ष १४ फरवरी  को नई दिल्ली में एक विशेष समारोह में प्रदान किए जायेंगे।

पाकिस्तान में उत्तर-पश्चिमी कबाइली इलाके ओरकज+ई में सुरक्षा बलों के साथ झड़प में कम से कम तीस आतंकवादी मारे गए हैं। अधिकारियों ने बताया कि यह झड़प कल उस समय हुई, जब ओरकज+ई कबाइली क्षेत्र के गोगा कमर इलाक़े में स्वचालित हथियारों से लैस आतंकवादियों ने सुरक्षाकर्मियों पर घात लगाकर हमला किया। सैनिकों द्वारा हेलिकॉप्टरों की सहायता से की गई जवाबी कार्रवाई में तीस आतंकवादी मारे गए और उनके पांच ठिकाने नष्ट हो गए।

आज ही खाद्य सुरक्षा विधेयक भी लोकसभा में पेश होने की खबर देते हुए जनसत्ता ने खाद्य मंत्री थॉमस के हवाले से लिखा है- देश में ३० साल तक अनाज की कमी नहीं होगी। इकनॉमिक टाइम्स की सुर्खी है-तृणमूल कांग्रेस और भाजपा के समर्थन न देने की वजह से  कम्पनी और पेंशन बिल वापस लेने पर केन्द्र मजबूर।
मुम्बई शेयर बाजार के सेंसेक्स में ५१० अंकों की उछाल की खबर देते हुए बिजनेस भास्कर ने लिखा है- ग्लोबल इकनॉमी को बूस्ट से बाजार फिर तंदरूस्त। अंतर्राष्टीय क्रेडिट रेटिंग एजेंसी मूडीज  द्वारा भारत सरकार के बांड की रेटिंग बढ़ाए जाने की भी खबर है।
दैनिक ट्रिब्यून ने खबर दी है कि दिल्ली हाईकोर्ट ने तीर्थयात्रा का वीजा समाप्त होने के बाद १५१ पाकिस्तानी हिन्दुओं के निर्वासन पर रोक लगा दी है। हरिभूमि ने भी सवाल उठाया है कि पाक से आए हिन्दुओं को शरण क्यों नहीं?

The Government will introduce the revised draft of the Lokpal in the Lok Sabha today. Other key anti-corruption legislations include the Whistle Blowers' Protection Bill and the Judicial Accountability Bill that will also be tabled. This was stated by Parliamentary Affairs Minister Pawan Bansal while talking to reporters outside Parliament. The Government has already introduced the Citizen's Grievances Redressal Bill in the Lok Sabha. Mr. Bansal said that the current session of Parliament will be extended by three days for a thorough discussion on these key legislations, with the Business Advisory Committee deciding that the two Houses will sit from the 27th of December to the 29th of December. Parliament will take a break from the 23rd to 26th of this month for Christmas. Earlier, Finance Minister Pranab Mukherjee held a meeting with the Leader of Opposition in Lok Sabha Sushma Swaraj, her counterpart in Rajya Sabha Arun Jaitley and senior BJP leader L K Advani to discuss the issue. The Union Cabinet had approved the revised draft of the Lokpal in its last meeting in the national capital. The Cabinet has incorporated the suggestions of the standing committee, which discussed the bill for over two months in the revised draft. Reports say, the Government is keen to ensure the passage of these crucial anti-corruption legislations during this session.

The Government will table the National Food Security Bill in Parliament today. This was stated by the Food Minister KV Thomas in New Delhi. The Bill has already been cleared by the Union Cabinet. Talking to All India Radio, the Food Minister KV Thomas said that the subsidised food scheme will cover 75 per cent of rural population and 50 per cent of the population in the urban areas.
"Out of 75 percent in the rural area, at least 46 percentage come in the priority sector, which is equivalent to precept BPL, and in the urban areas out of 50 percentage, at least 28 percentage is covered under the priority sector. My word at least is very important because it can go much more than that."

Parliament has passed an amendment Bill, providing a maximum of death sentence for acts of terrorism aimed at destroying oil and gas pipelines in the country. The Petroleum and Minerals Pipelines Amendment Bill, 2011 was approved by the Rajya Sabha yesterday. The Lok Sabha had passed it last week. Replying to the discussion in the Rajya Sabha, the Minister of State for Petroleum and Natural Gas, Mr.R.P.N. Singh said that the death penalty is one of the measures included under the amended Bill. He said, the amendment to the Act was necessary to prevent pilferage of petroleum by organized gangs and saboteurs.

A Delhi Court issued summons yesterday to Essar group promoters Anshuman and Ravi Ruia amongst five others in the 2G scam case. The court issued the summons after taking cognizance of the CBI's charge sheet following an investigation in the case. Special Judge O P Saini also issued summons to Loop Telecom promoters Kiran Khaitan, her husband I P Khaitan and the Essar Group Director Vikas Saraf and three companies -- Loop Telecom Pvt Ltd, Loop Mobile India Ltd and Essar Tele Holding -- named as accused in the third charge sheet. They have been asked to appear before the court on the 27th of next month. The CBI in its charge sheet has accused Essar and Loop promoters of conspiring to cheat the Department of Telecommunications, but has not found evidence to prosecute them under the Prevention of Corruption Act.

The government has given its sanction to chargesheet nine people for plotting terror attacks in India. Pakistani-American terrorist David Headley, LeT founder Hafiz Saeed and two ISI officers are among those nine people. The sanction for prosecution against the nine was accorded after a legal opinion of the Law Ministry was obtained. Besides Headley and Saeed, the Home Ministry gave sanction to the National Investigation Agency to prosecute 26/11 attacks mastermind Zaki-ur-Rehman Lakhvi and Pakistani-Canadian Tahawwur Rana and Al-Qaeda operative, Illyas Kashmiri.

In Uttar Pradesh, a three times Member of Parliament and Samajwadi Party leader Mitrasen Yadav has been sentenced to seven years' rigorous imprisonment in an embezzlement case in Faizabad district. The Additional Chief Judicial Magistrate of the district Anil Shukla, has also awarded Yadav a penalty of 15,000 rupees. Our Lucknow correspondent reports that the case was filed in 1997 and it was related to embezzlement of 62,000 rupees from the accounts of Kisan Inter College where Yadav was the manager.

The President Pratibha Devisingh Patil has asked the media to exercise freedom with honesty, objectivity and conviction to promote national goal and build public opinion. The President said this in her speech while presenting Lokmat Maharashtrian Awards for 2011 in Mumbai. Our correspondent reports that the President gave away the awards to eight eminent people from various fields for their significant work and service.
"Concerned by over-commercialisation of media, President Mrs. Pratibha Devisingh Patil has advised journalists to verify and double-check facts before airing a story. The President said commercialisation of the media, where Television Rating Points (TRPs) have become indicators of success and 'breaking news' being given prominence over facts, was a cause of concern. She advised the media to enjoy freedom with responsibility. With Jyoti Ambekar, Sweety Kothari, AIR News, Mumbai."

The election to one seat of the Karnataka Legislative Council will be held today. Chief Minister and BJP candidate Sadanand Gowda and Congress candidate Anand Gaddadevaramatt are in the contest. The winning candidate will need the support of atleast 116 Members. The election will be held from morning nine to four in the afternoon and results will be out in the evening today.

A Delhi court has restrained social networking sites including Facebook, Google and YouTube from web-casting any anti-religious or anti-social content, promoting hatred or communal disharmony. Additional Civil Judge Mukesh Kumar, in an ex-parte order, directed the social networking websites to remove the objectionable content in the form of photographs, videos or text which might hurt religious sentiments. The court passed the order on a civil suit filed by a person through advocate who had also submitted the printouts of the contents.

Eminent Bengali poet Manindra Gupta, Assamese poet late Kabin Phukan, Kashmiri poet Naseem Shafaie, Urdu poet Khaleel Mamoon, Hindi novelist Kashinath Singh, Odia novelist Kalpanakumari Devi and Kannada novelist Gopal Krishna Pai, are among the 22 prominent poets and novelists who have been selected for the Sahitya Akademi award for this year. A release by the Akademi said that the seven novels and eight books of poetry, three essays & one each of short stories, narrative history & biography and a play have won the Sahitya Akademi award. Ramachandra Guha for his book of narrative history in English, Mohan Parmar for his Gujarati book on short stories and Mohan Gehani's for his Sindhi book of plays, have also been selected for the award. The award carries a cash prize of one lakh rupees, an engraved copper plaque & a shawl and will be presented to the authors at a special function to be held in New Delhi on the 14th of February next year.

In Syria, the opposition Syrian National Council called for an emergency session of the U.N. Security Council and the Arab League to discuss the crackdown on protesters in Syria. It alleged that the Syrian forces massacred more than 200 people in the Zawiyah mountain, Idlib, and Homs over the past two days. The Local Coordination Committee said the Syrian security forces carried out a massacre by killing 111 civilians in Kafruwed in Idlib province on Tuesday. Meanwhile, the Arab League advance team is leaving for Damascus on Thursday to pave the way for some 500 observers. Syria has accused the opposition of pushing for foreign intervention and trying to sabotage the peace deal.

In Pakistan, at least 30 militants have been killed in a clash with security personnel in the restive Orakzai tribal region of the northwest part of the state. Officials said that the clash began yesterday when militants armed with automatic weapons ambushed security personnel at the Goga Qamar area in Orakzai Agency. Troops backed by gunship helicopters retaliated, killing 30 militant and destroying five rebel hideouts. According to senior journalist Rahul Jalali Pakistan's recent move to step up offensive against militant may not have impact on US-Pak relations
"Pakistan army's latest offensive against the terrorists in the North-West Frontier region does behove well. Its at least the beginning that Pakistan is showing some kind of resolve to fight terrorism. But it's too early to say whether this would mend its relations with the United States. Things have become so sour between the two countries and the slide has been on for so long, that just this one incident alone would not be enough to make things better between the two countries. Pakistan needs to do much more in its fight against terrorism before the relations between the United States and Pakistan comeback to what it use to be two years ago."

In Egypt, the Muslim Brotherhood, a ontrunner in the ongoing parliamentary elections, has refused to join the secular and liberal activists seeking the immediate exit of military rulers. In a statement, the Brotherhood's Freedom and Justice Party said that the proposals were unconstitutional and would not solve the current crisis. Instead, it called for all out efforts to complete the legislative elections. Meanwhile, the military rulers have posted a message on than Facebook page, saying attempts are being made to sabotage the poll process and topple the military regime by protests. It urged the youth to stay away from the protests.

खाद्य सुरक्षा बिल आज लोकसभा में पेश किया गया। देश की साढ़े ६३ प्रतिशत आबादी को सस्ती दरों पर अनाज उपलब्ध कराने का कानूनी अधिकार देने संबंधी इस विधेयक को खाद्य और उपभोक्ता मामलों के मंत्री के वी थॉमस ने सदन में पेश किया। श्री थॉमस ने बताया कि इस विधेयक के तहत आने वाली ७५ प्रतिशत ग्रामीण आबादी में से कम से कम ४६ प्रतिशत प्राथमिकता वाले परिवारों की होगी।

ग्रामीण क्षेत्र में ७५ प्रतिशत में से कम से कम ४६ प्रतिशत प्राथमिकता क्षेत्र में आते हैं। जो गरीबी रेखा के नीचे हैं और शहरी क्षेत्रों में ५० प्रतिशत में से कम से कम २८ प्रतिशत को प्राथमिकता क्षेत्र के तहत शामिल किया गया है।

इस विधेयक में प्राथमिकता वाली श्रेणी के लोगों को हर महीने प्रति व्यक्ति सात किलोग्राम चावल, गेंहू और मोटा अनाज सस्ती दरों पर देने की व्यवस्था है। चावल तीन रूपये प्रति किलोग्राम, गेंहू दो रूपये प्रति किलोग्राम और मोटा अनाज एक रूपये प्रति किलोग्राम की दर से दिया जाएगा। सामान्य वर्ग के लोगों को कम से कम तीन किलोग्राम अनाज सस्ती दरों पर दिया जाएगा, जो न्यूनतम समर्थन मूल्य के पचास प्रतिशत से अधिक नहीं होगा। इस विधेयक में केन्द्र और राज्यों में खाद्य आयोग बनाने की भी व्यवस्था है। ये आयोग लोगों को अनाज की नियमित आपूर्ति सुनिश्चित करने के लिए इस अधिनियम के क्रियान्वयन की समीक्षा करेंगे और राशन की दुकानों, लक्षित सार्वजनिक वितरण प्रणाली और अन्य कल्याण योजनाओं के कामकाज पर नजर रखेंगे। राष्ट्रीय खाद्य आयोग लक्षित सार्वजनिक वितरण प्रणाली के तहत राज्य सरकारों को अनाज आवंटित करेगा। राष्ट्रीय या राज्य स्तर के आयोग उपभोक्ताओं की शिकायतों या अपीलों पर फैसला करते समय दोषी पाए गये जनसेवकों या अधिकारियों पर जुर्माना लगा सकते हैं।
इस हफ्‌ते के शुरू में केन्द्रीय मंत्रिमण्डल ने इस विधेयक को मंजूरी दी थी। खाद्यमंत्री के वी थॉमस ने कुछ विपक्षी दलों की चिन्ताओं की चर्चा करते हुए कहा कि ये विधेयक राज्य सरकारों सहित विभिन्न सम्बद्ध पक्षों के साथ पिछले ढाई वर्षो में व्यापक विचार विमर्श के बाद तैयार किया गया है।

सरकार आज दोपहर बाद लोकपाल विधेयक का संशोधित मसौदा लोकसभा में पेश करेगी। भ्रष्टाचार की सूचना देने वालों को संरक्षण देने से संबंधित- व्हीसिल ब्लोअर्स संरक्षण विधेयक और न्यायिक जवाबदेही विधेयक सहित अन्य प्रमुख भ्रष्टाचाररोधी विधेयक भी पेश किये जाएंगे। संसदीय कार्यमंत्री पवन कुमार बंसल ने संसद के बाहर संवाददाताओं से बातचीत में यह बात कही। सरकार नागरिक शिकायत निवारण विधेयक लोकसभा में पहले ही पेश कर चुकी है। श्री बंसल ने कहा कि इन प्रमुख विधेयकों पर विस्तृत चर्चा के लिए संसद का मौजूदा सत्र तीन दिन बढ़ा दिया गया है और कार्यमंत्रणा समिति ने निर्णय लिया है कि दोनों सदनों की बैठक २७ दिसम्बर से २९ दिसम्बर तक होगी। इस महीने की २३ से २६ तारीख तक संसद में क्रिसमस पर्व के अवसर पर अवकाश रहेगा।
इससे पहले, वित्त मंत्री प्रणब मुखर्जी ने लोकसभा में विपक्ष की नेता सुषमा स्वराज, राज्यसभा में विपक्ष के नेता अरूण जेटली और वरिष्ठ भाजपा नेता लाल कृष्ण आडवाणी के साथ इस मुद्दे पर चर्चा के लिए बैठक की। केन्द्रीय मंत्रिमंडल ने अपनी पिछली बैठक में लोकपाल विधेयक के संशोधित मसौदे को मंजूरी दी थी। मंत्रिमंडल ने स्थाई समिति के सुझावों को संशोधित मसौदे में शामिल कर लिया है।

लोकसभा की कार्यवाही वामपंथी और तृणमूल कांग्रेस के सदस्यों के बीच गरमा-गरमी और शोर शराबे के बीच साढ़े तीन बजे तक के लिए स्थगित कर दी गई है। समाजवादी पार्टी के अध्यक्ष मुलायमसिंह यादव, वामपंथी नेता वासुदेव आचार्य और बहुजन समाज पार्टी के दारासिंह चौहान ने प्रस्तावित लोकपाल विधेयक में अल्पसंख्यकों और सामाजिक तथा शैक्षिक दृष्टि से पिछड़े वर्गो के लिए आरक्षण की मांग की। प्रस्तावित विधेयक में पचास प्रतिशत कोटा से अल्पसंख्यकों को कथित रूप से बाहर रखे जाने के मुद्दे पर सदन की बैठक पहले दो बजे तक के लिए स्थगित की गई थी। ये मामला शून्यकाल के दौरान उठाया गया। राष्ट्रीय जनता दल के नेता लालूप्रसाद यादव ने प्रस्तावित लोकपाल में पचास प्रतिशत आरक्षित कोटे में अल्पसंख्यकों को कथित रूप से हटाये जाने पर आपत्ति की।

लोकसभा ने आज देश में सहकारी समितियों के समुचित नियमन से सम्बद्ध संविधान संशोधन विधेयक को मंजूरी दे दी। कृषि मंत्री शरद पवार ने यह विधेयक रखा था जिसे सदन ने सभी संशोधनों का नमंजूर करने के बाद मंजूरी दे दी। विधेयक में तय किया गया है कि किसी भी सहकारी सोसाइटी में १२ से ेअधिक निदेशक नहीं हो सकते और सोसाइटी के निर्वाचित सदस्यों तथा पदाधिकारियों का कार्यकाल पांच वर्ष का होगा।
मत विभाजन से स्वीकृत इस विधेयक के अनुसार किसी भी सोसाइटी के बोर्ड को अधिकतम छह महीने के लिए निलम्बित रखा जा सकता है और उसकी स्वतंत्र लेखा जांच कराई जा सकती है। इसमें सोसाइटी के सदस्यों को सूचना का अधिकार दिया गया है और राज्य सरकारें उनकी गतिविधियों के ेबारे में सावधिक रिपोर्ट ले सकेंगी। विधेयक में सोसाइटी के हर बोर्ड में एक स्थान अनुसूचित जाति या अनुसूचित जन जाति के लिए और दो स्थान महिलाओं के लिए आरक्षित रखे गए हैं। विधेयक का उद्देश्य सहकारी सोसाइटी को स्वायत्त तथा लोकतांत्रिक बनाने के साथ सदस्यों और अन्य सम्बद्ध पक्षों के प्रति प्रबंधन की जवाबदेही सुनिश्चित करना है।

संसद ने मणिपुर और अरूणाचल प्रदेश में अनुसूचित जनजातियों की सूची में किये गये परिवर्तनों को मंजूरी दे दी है। राज्यसभा ने आज इसे ध्वनिमत से पारित किया। इससे पहले लोकसभा ने इससे संबंधित संशोधन विधेयक को पास कर दिया था। इस पर बहस में भाग लेते हुए सदस्यों ने सुझाव दिया कि देश भर में अनुसूचित जातियों और अनुसूचित जनजातियों की व्यापक सूची तैयार की जानी चाहिए, ताकि असली जरूरतमंद लोगों को आरक्षण का लाभ मिल सके। कुछ सदस्यों ने इसके लिए आयोग बनाने की मांग भी की। संक्षिप्त बहस का जवाब देते हुए जनजातीय मामलों के मंत्री वी किशोर चन्द्रदेव ने कहा कि वे सदस्यों के सभी सुझावों पर विचार करेंगे। उन्होंने कहा कि फिलहाल एक व्यापक विधेयक लाना संभव नहीं है, क्योंकि इसके लिए कई प्रक्रियाओं से गुजरना पड़ता है। विधेयक में अनुसूचित जनजातियों की सूची में मणिपुर के छह और अरूणाचलप्रदेश के १६ समुदायों को शामिल करने की व्यवस्था है।

राज्यसभा में रेलवे विनियोग विधेयक २०११ पर चर्चा हो रही है। बहस शुरू करते हुए भारतीय जनता पार्टी के प्रभात झा ने रेलवे की वित्तीय स्थिति पर चिन्ता व्यक्त की। उन्होंने कहा कि देश के तटवर्ती क्षेत्रों में १४ हजार किलोमीटर लंबी रेल पटरियों की हालत बहुत खराब है। उन्होंने बिना चौकीदारी वाले १४ हजार से अधिक रेलवे फाटकों को मजबूत करने की आवश्यकता पर जोर दिया। उन्होंने कहा कि सड़कों के ऊपर बनें ५१ पुल एक सौ साल से भी ज्यादा पुराने हैं।
कांग्रेस के रामचन्द्र खुंटिया ने रेलवे के कामकाज की सराहना की, लेकिन कई रेल परियोजनाओं को लागू करने की धीमी प्रगति पर चिन्ता व्यक्त की। विनियोग विधेयक के साथ सदन ने रेलवे सम्पत्ति अवैध कब्जा संशोधन विधेयक २००८ पर भी चर्चा शुरू की है। इस विधेयक का उद्देश्य मूल कानून की कुछ धाराओं में संशोधन करना है, ताकि रेलवे की सम्पत्ति की चोरी संबंधित सभी तरह के अपराधों को इसके तहत लाया जा सके।

सरकार ने टेलीकॉम सेवा देने वाली कंपनियों से कहा है कि वे आपस में मिल जुलकर थ्री जी मोबाइल सेवा में रोमिंग की सुविधा देना बंद करें क्योंकि इससे लाइसेंस नियमों का उल्लंघन होता है। दूरसंचार नियामक प्राधिकरण, विधि मंत्रालय और दूरसंचार मंत्रालय की सर्वसम्मत राय थी कि इस तरह रोमिंग की सुविधा देना लाइसेंस का उल्लंघन है। भारती, वोडाफोन और आइडिया जैसी प्रमुख कंपनियों ने उन सर्किलों में एक दूसरे को थ्री जी मोबाइल सेवा देने के समझौते कर लिये हैं, जिनमें पिछले वर्ष की नीलामी में उन्हें स्पैक्ट्रम लाइसेंस नहीं मिल पाए थे।
दूरसंचार सचिव आर चन्द्रशेखर ने पीटीआई को बताया कि ये फैसला किया गया है कि थ्री जी रोमिंग समझौते लाइसेंस के नियमों और शर्तो के विरूद्ध हैं। उन्होंने बताया कि मंत्रालय सेवा तुरन्त बंद करने का नोटिस जारी करेगा। लेकिन उनका कहना था कि दण्ड देने के बारे में अभी तक कोई फैसला नहीं हुआ है।
टाटा टेली सर्विसेज और एयरसैल जैसी दूसरी मोबाइल सेवा कंपनियों ने भी छह सर्किलों में ये सुविधा देने के समझौते किये थे लेकिन अब ये व्यवस्था बंद कर दी है।

राजस्थान में डॉक्टरों की हड़ताल से स्वास्थ्य और चिकित्सा सेवाएं प्रभावित हुई है। हड़ताल में कल से रेजीडेंट डाक्टर भी शामिल हो गए। हमारे संवाददाता ने बताया है कि राष्ट्रीय ग्रामीण स्वास्थ्य मिशन के अनुबंध पर रखे गए कर्मचारी वेतन विसंगतियों को लेकर सोमवार से हड़ताल पर हैं।

रेजीडेन्ट डॉक्टरों के भी हड़ताल में शामिल हो जाने से शहरी क्षेत्रों के अस्पतालों में भी हालात बिगड़ गये हैं। स्थिति से निपटने के लिए सरकार ने व्यापक प्रबन्ध किये हैं। ५७० नये डॉक्टरों की भर्ती के साथ ही निजी और सेवानिवृत्त चिकित्सकों को भी अस्पतालों में काम पर लगाया गया है। मुख्यमंत्री ने हड़ताली डॉक्टरों को मानवीय आधार पर काम पर लौटने की अपील की है। हड़ताली डॉक्टरों से निपटने के लिए रेस्मा भी लागू किया गया है। इस कानून के तहत कार्रवाई करते हुए कई डॉक्टरों को गिरफ्‌तार किया गया है। प्रेम भारती आकाशवाणी समाचार जयपुर।

बिहार के राज्यपाल देवानंद कुंवर ने राज्य विधानमण्डल के दोनों सदनों द्वारा शीतकालीन सत्र में पारित बिहार लोकायुक्त विधेयक २०११ को मंजूरी दे दी है। इस नये लोकायुक्त विधेयक से मुख्यमंत्री, मंत्री और अधिकारी लोकायुक्त के दायरे में आ जाएंगे। इनके अलावा राज्य विधानसभा के अध्यक्ष और विधान परिषद के सभापति, पूर्व मुख्यमंत्री, मंत्री और विधायक भी इसके दायरे में आएंगे। जन सेवको, सरकारी अधिकारियों, निगमों और सरकारी अनुदान प्राप्त करने वाले संगठनों को भी इसके तहत लाया जाएगा। नई व्यवस्था के अनुसार लोकायुक्त बहुसदस्यीय संस्था होगी, जिसके एक अध्यक्ष और दो सदस्य होंगे। इन तीनों में से कम दो लोग न्यायपालिका से होंगे। विधान परिषद के सभापति की अध्यक्षता में पांच सदस्यों की चयन समिति को न्यायपालिका से सदस्य चुनने के लिए समिति बनाने का अधिकार होगा।

कर्नाटक विधान परिषद की एक सीट के लिए आज चुनाव हो रहा है। मुख्य मुकाबला मुख्यमंत्री और भाजपा उम्मीदवार सदानन्द गौड़ा और कांग्रेस उम्मीदवार आनन्द गड्डादेवरामट के बीच है। मतदान शाम चार बजे तक चलेगा। चुनाव नतीजे आज शाम घोषित कर दिये जाएंगे। हमारे संवाददाता ने बताया है कि सदन के दो सौ २५ सदस्यों में से जीतने वाले उम्मीदवार को कम से कम एक सौ १६ सदस्यों का समर्थन चाहिए।

मुल्लपेरियार बांध के सुरक्षा पहलुओं की जांच के लिए उच्चतम न्यायालय द्वारा नियुक्त अधिकार प्राप्त समिति आज केरल के इडुक्की जिले में पहुंच रही है। तकनीकी विशेषज्ञों और अधिकारियों के साथ ये उच्चस्तरीय दल कल ११६ वर्ष पुराने इस बांध का निरीक्षण करेगा।
इस बीच, केरल के मुख्यमंत्री ओमन चाण्डी ने तमिलनाडु सरकार से इस मुद्दे पर लचीला रूख अपनाने का अनुरोध किया है। उनका कहना है कि इससे केरल के चार जिलों के करीब चालीस लाख लोगों की सुरक्षा जुड़ी है। अल्लपुझा में आज एक जनसम्पर्क कार्यक्रम में उन्होंनें तमिलनाडु की मुख्यमंत्री जयललिता द्वारा इस मुद्दे पर प्रधानमंत्री को लिखे पत्र में दी गई बातों पर खेद व्यक्त किया है।
हमारे संवाददाता ने खबर दी है कि मुल्लपेरियार बांध के निकट चल रहे सत्याग्रह का क्रिसमस के दिन पांचवां वर्ष शुरू हो जाएगा। बांध का जलस्तर घटाकर १२० फुट करने और मौजूदा बांध के स्थान पर नया बांध बनाने की मांग को लेकर हाल में शुरू किये गये आंदोलन और सत्याग्रह भी इडुक्की जिले के विभिन्न हिस्सों में जारी हैं।

तमिलनाडु में मुल्लपेरियार बांध मुद्दे पर विरोध प्रदर्शन बढ़ गए हैं। तमिलनाडु के पांच जिलों में लगभग सभी दुकानें बंद हैं। हमारी संवाददाता ने बताया है कि विरोध प्रदर्शन कर रहे लोग बांध की उंचाई एक सौ ४२ फुट करने की मांग कर रहे हैं।

आज थेनी, मदुरई, दिन्डिगुल, रामनाथपुरम और सिवगंगई जिलों में सभी दुकानें बंद हैं। इन पांच जिलों के किसान मुल्लपेरियार बांध से सबसे ज्यादा लाभ उठाते हैं। बांध के पानी से खेतों की सिंचाई करते हैं। थेनी में दक्षिण ज+ोन के पुलिस महानिरीक्षक राजेश दास के नेतृत्व में सात बटालियन के पुलिस बल क्षेत्र में हालात सामान्य बनाये रखने की कोशिश कर रहे हैं। रामनाथपुरम में ऑटो नहीं चल रहे हैं। ऑटो चालक भूख हड़ताल पर बैठे हैं। इरोड में दुकानें बंद हैं और करेल को मवेशियों और मुर्गे-मुर्गियों की आपूर्ति पूरी तरह बंद है। इस बीच केरल में तिरूचिरापल्ली में दुकानें बंद हैं। केरल सरकार से उनकी मांग है कि मुल्लपेरियार बांध का जलस्तर बढ़ाने का उच्चतम न्यायालय का आदेश लागू किया जाये। के० देवी पदमनाभम , ए आई आर तिरूचिरापल्ली।

असम में गेरूमुख में सुबनश्री नदी पर बन रहे बांध के निर्माण कार्य में पिछले आठ दिन से जारी नांकेबंदी के कारण रूकावट आ रही है। अनेक संगठन दो हजार मेगावाट के इस बांध के निर्माण स्थल तक मशीनें और निर्माण सामग्री ले जाने में रूकावट डाल रहे हैं। बांध का निर्माण राष्ट्रीय पनबिजली निगम कर रहा है। सरकारी रिपोर्ट के अनुसार सामग्री न मिलने के कारण मंगलवार से काम बिल्कुल बंद है।
इस बीच लखीमपुर के जिलाधिकारियों ने नांकाबंदी खत्म कराने के लिए विरोधी संगठनों से बात शुरू कर दी है। बांध का निर्माण अगले साल दिसम्बर तक पूरा होना है।
विरोधी संगठन इस परियोजना से असम के धेमाजी और लखीमपुर जिलों में होने वाले विपरीत प्रभाव के कारण चिंता प्रकट कर रहे हैं।

गुजरात के बनासकांठा जिले के दीसा शहर में कल किसानों ने कल सड़कों पर आलू फैंक दिये। दीसा में आलू बहुत अधिक होता है और इस बार पैदावार बहुत ज्यादा होने के कारण आलू का भाव एक रूपये किलो तक गिर गया है। हमारे संवाददाता ने बताया है कि राज्य भर के शीत भंडारों में साढ़े बारह करोड़ किलो से ज्यादा आलू रखा गया है।

गुंजरात की आलू नगरी डिसा में सड़कों पर आलू फेंकने की वजह से शहर में सफाई की समस्या खड़ी हो चुकी है। चौतरफा फैली गन्दगी की चपेट में आकर स्कूली बच्चों के बीमार होने की आशंका से नगरपालिका ने बच्चों को स्कूल नहीं भेजने की अपील की थी। आलू किसानों के संगठन के अध्यक्ष ने बताया है कि डीसा में आयोजित विरोधी रैली में काफी किसानों ने हिस्सा लिया और करीब एक सौ ट्रक आलू सड़क पर फेंके गये। अजय इन्द्रेकर आकाशवाणी समाचार अहमदाबाद।
किसानों ने विशेष पैकेज की मांग की है ताकि दाम गिरने की समस्या से निपट सकें। उन्होंने राज्य सरकार से कुछ राहत भी मांगी है। स्थानीय पुलिस ने दीसा किसान संघ के अध्यक्ष और साढ़े तीन हजार अन्य लोगों के खिलाफ शिकायत दर्ज कर ली है।
राज्य के कृषि मंत्री दिलीप संघानी का कहना है कि यह आलू किसानों ने नहीं व्यापारियों ने फैंके थे। उनका कहना था कि नया आलू आने वाला है इसलिए व्यापारी पुराना स्टाक फैंक रहे हैं।

जम्मू कश्मीर में सेना ने सीमावर्ती पुंछ जिले में नियंत्रण रेखा पर घुसपैठ की एक और कोशिश को नाकाम कर दिया और घुसपैठियों को वापस धकेल दिया। आकाशवाणी के पुंछ संवाददाता ने सेना के सूत्रों के हवाले से खबर दी है कि आज तड़के पुंछ जिले की मेंढर तहसील के कृष्णा घाटी सैक्टर में सीमा चौकियों के आसपास सेना ने कुछ हरकत देखी। कुछ घुसपैठियें सीमापार से भारत में घुसने की कोशिश कर रहे थे।
सतर्क सैनिकों ने उन्हें ललकारा तो घुसपैठियों ने क्रांति एक और क्रांति दो चौकियों पर गोलीबारी शुरू कर दी। पीछे से पाकिस्तानी सेना ने उन्हें भारत में घुसाने में मदद के लिए गोलीबारी की। लेकिन सतर्क भारतीय सैनिकों ने मुंहतोड़ जवाब दिया और घंटे भर तक चली गोलीबारी के बाद घुसपैठियों को वापस जाने पर मजबूर कर दिया। भारतीय सेना में किसी के हताहत होने की खबर नहीं है।

दस दिसम्बर को समाप्त हुए सप्ताह में खाद्य मुद्रास्फीति में जबर्दस्त गिरावट आई है। यह दर चार वर्ष में सबसे कम स्तर पर यानी एक दशमलव आठ-एक प्रतिशत रह गई है। थोक मूल्य सूचकांक पर आधारित खाद्य मुद्रास्फीति इससे पिछले सप्ताह में चार दशमलव तीन पांच प्रतिशत थी। २०१० में इसी सप्ताह में यह १३ दशमलव दो दो प्रतिशत थी।
सरकारी आंकड़ों के अनुसार इस सप्ताह के दौरान वार्षिक आधार पर प्याज ४९ दशमलव तीन आठ प्रतिशत सस्ती हुई है जबकि आलू के दाम ३४ दशमलव तीन नौ प्रतिशत घटे हैं। गेंहू चार दशमलव दो ेएक प्रतिशत सस्ता हुआ है। सब्जियों के दाम कुल मिलाकर २६ दशमलव तीन सात प्रतिशत गिरे हैं। लेकिन खाने पीने की दूसरी चीजें वार्षिक आधार पर मंहगी हुई है। सबसे ज्यादा दाम प्रोटीन वाली चीजों के बढ़ें हैं।
मूल वस्तुओं की कुल श्रेणी में दस दिसम्बर को समाप्त सप्ताह में मुद्रास्फीति तीन दशमलव सात आठ प्रतिशत रही जबकि इससे पिछले सप्ताह में यह पांच दशमलव चार आठ प्रतिशत थी। थोक मूल्य सूचकांक में बीस प्रतिशत से अधिक हिस्सेदारी मूल वस्तुओं की है। आर्थिक विशेषज्ञ जयन्तो रॉय चौधरी ने बताया कि मुद्रास्फीति में यह गिरावट आश्चर्यजनक नहीं है।


इस हफ्‌ते में फूड इन्फलेशन का स्तर बहुत नीचे घट गया। दो प्रतिशत से भी नीचे। यह कोई आश्चर्यजनक बात नहीं है। यह इसलिए हुआ कि पिछले साल इसी हफ्‌ते में खाद्यान्न का दाम बहुत ज्यादा बढ़ गया था। प्याज का भाव सबसे ज्यादा बढ़ा था। अचानक इस साल प्याज का भाव पिछले हफ्‌ते से बहुत ज्यादा कम नहीं हुआ है। हॉं पिछले साल का जो इस हफ्‌ते में दाम था उससे नीचे उतरा है। इसलिए इस वक्त फूड इन्फलेशन नीचे आया है और यह एक संकेत है कि दाम में बढ़ोत्तरी जो थी उसकी तेजी अब घट गई है। वो अब ज्यादा जोर से अब नहीं बढ़े।

बंबई शेयर बाजार में आज उतार-चढ़ाव जारी है। शुरूआती कारोबार में आज सेंसेक्स १९३ अंक गिरकर १५ हजार चार सौ ९५ पर खुला। नेशनल स्टॉक एक्सचेंज का निफ्टी भी ५९ अंक गिरा।
अब से कुछ देर पहले सेंसेक्स अंक १०५ की वृद्धि के साथ१५ हजार ७९०पर था और निफ्टी भी ३२ अंक बढ़कर ४ हजार ७२४ पर था।
एशिया के दूसरे बाजारों में भी आज सुबह मंदी का रूख दिखाई दिया। हांगकांग के हेंगसेंग और जापान के निक्केई में आधा प्रतिशत से अधिक की गिरावट देखी गई।
यूरो और दूसरी मुद्राओं के मुकाबले डॉलर की मजबूती के बाद आज रूपये में भी ३२ पैसे की कमी आई। एक डॉलर ५२ रूपये ८२ पैसे रहा।

कपड़ा मंत्रालय और पोशाक निर्यात संवर्धन परिषद् ने बेहतर सामाजिक और श्रमिक विधियों को बढ़ावा देने के लिए सिले सिलाए वस्त्र उद्योग के लिए नई आचार संहिता जारी की है। परिषद् के अध्यक्ष प्रेमल उड़ानी ने नई दिल्ली में बताया कि सबके पालन के लिए जारी इस संहिता से दुनिया की शिकायत को दूर करने का मौका मिलेगा कि इस उद्योग में बच्चों से मजदूरी कराई जाती है। उन्होंने यह भी कहा कि इससे उद्योग की छवि सुधरेगी और अंतर्राष्ट्रीय बाजार में कारोबार बढ़ेगा। हमारे संवाददाता का कहना है कि कई देश कपड़ा और पोशाक तैयार करने वाली फैक्टरियों में बच्चों से मजदूरी कराये जाने और काम की परिस्थितियों के बारे में शिकायत करते हैं, इसलिए भारतीय निर्यातकों को अक्सर विरोध और पाबंदियों का सामना करना पड़ता है।

इराक में राजधानी बगदाद में आज हुए बम धमाकों में ५० से अधिक लोग मारे गए हैं और १३० से अधिक घायल हुए हैं। इराक के गृह मंत्रालय का कहना है कि शहर के दक्षिणी हिस्से में अल आमिल और हलावी और कराड़ा सहित १३ स्थानों पर बम विस्फोट हुए। अभी तक यह पता नहीं चला है कि विस्फोट किसने कराये हैं। अल आमिल में दो धमाके हुए और ऐसा लगता है कि दूसरा धमाका बचावकर्मियों को निशाना बनाकर किया गया। कराड़ इलाके में धुंआ उठता देखा गया। राष्ट्रीय एकता सरकार में मतभेदों के कारण देश में साम्प्रदायिक तनाव बढ़ने की आशंकाएं व्यक्त की जा रही थीं।

ऑस्ट्रेलिया की एक अदालत ने भारत के एक छात्र नितिन गर्ग की हत्या के दोषी मेलबर्न के किशोर को १३ साल की कैद की सजा सुनाई है। नाबालिग होने के कारण इसकी पहचान नहीं बताई गई है। इसने २१ वर्ष के नितिन गर्ग की हत्या करने और हथियारबंद डकैती की कोशिश के आरोप अप्रैल में स्वीकार कर लिये थे।
पंजाब के रहने वाले नितिन गर्ग को पिछले वर्ष जनवरी में मेलबर्न के याराविले में क्रीकशेंक पार्क में उस वक्त पेट में चाकू घोंपकर मार दिया गया था, जब वह काम पर जा रहा था।

सरकार ने आज सड़क सुरक्षा पर वार्षिक कैलेन्डर जारी किया। कैलेन्डर में वाहन चलाते समय सुरक्षा संबंधी उपाय दर्शाये गए हैं। इस कैलेन्डर को सड़क परिवहन और राजमार्ग मंत्री सी पी जोशी ने जारी किया। इस अवसर पर श्री जोशी ने कहा कि उनका मंत्रालय दस हजार केन्द्रीय विद्यालयों में बच्चों को यातायात नियमों के प्रति जागरूक बनाने का काम हाथ में लेगा क्योकि बच्चे ही सड़क दुर्घटना के ज्यादा शिकार होते हैं।

The Food Security Bill was introduced in the Lok Sabha today. The Bill which seeks to give legal right to food grains at cheaper rates for a majority of the country's population was tabled by the Food and Consumer Affairs Minister K.V. Thomas in the House.
The Bill envisages to cover upto 75 per cent of the people in rural areas with at least 46 per cent under priority households. Up to 50 per cent of people will be covered in the urban centres, with at least 28 per cent under priority category. The bill seeks to provide 7 kg of rice, wheat and coarse grains per person per month to priority households at 3 rupees, 2 rupees and 1 rupee per kg.
General category would get at least 3 kg of grains at a rate not exceeding 50 per cent of the minimum support price. The legislation makes provision for Constitution of food commissions at Centre and the State. The commissions will review the implementation of the legislation to ensure regular supply of food grains to people and conduct periodic social audits on the functioning of fair price shops, targeted public distribution system and other welfare schemes.
The National Food Commission will allocate the food grains required to the State governments under the targeted public distribution system. The national or state level commissions can impose penalty upon any public servant or authority found guilty at the time of deciding any complaint or appeal of the consumer.
The Cabinet had approved the Bill earlier this week, The Food Minister K.V. Thomas while referring to some concerns raised by some opposition parties, said, the bill has been prepared after wide consultations in the last two-and-a-half years among various stakeholders including state governments.

In an exclusive interview to All India Radio, the Food Minister K.V. Thomas said that rice wheat and millet will be provided at cheaper rates to majority of the population.

Talking to reporters outside Parliament, Mr. Khurshid said that the government is ready to discuss all the contentious issues of the Bill. The Lok Sabha was adjourned till 2 pm today following uproar over the alleged exclusion of the minorities from the 50 percent quota in the proposed Lokpal bill. The issue was raised during the Zero Hour when RJD leader Lalu Prasad objected to the alleged withdrawal of the minorities from the categories reserved under the 50 percent quota in the proposed institution of Lokpal. He alleged that the Government did this under the BJP’s pressure and demanded that the Government come forward with a corrected version of the Lokpal Bill. He was supported by the Samajwadi Party, the Left Front and a few other members. Some of the members from these parties surged in to the well of the House in protest. Amidst the continuing uproar, Speaker Meera Kumar adjourned the House till 2 PM.

Parliament today adopted modifications in the list of Scheduled Tribes in Manipur and Arunachal Pradesh, with the Rajya Sabha passing it by voice vote. Earlier, the Lok Sabha had passed the Constitution (Scheduled Tribes) Order Amendment Bill, 2011. Participating in the discussion members suggested that a comprehensive list of Scheduled Castes and Scheduled Tribes across the country should be prepared to ensure reservation benefits to the really deprived people.
Some members even demanded the setting up of a Commission for the purpose. Replying to a brief discussion, Tribal Affairs Minister V. Kishore Chandra Deo said that he will consider all the suggestions of the members. He said it is not possible to bring a comprehensive bill at this stage as the process involves a set of procedure.

In Bihar, the Governor Devanand Konwar approved the Bihar Lokayukta Bill 2011 passed by both the houses of the State Legislature during the winter session. The new Lokayukta will bring the Chief Minister, Ministers and officers under the perview. The Speaker of the State Assembly and the Chairman of the Legislative Council besides former Chief Minister, Ministers and legislatures have also come under its ambit.
The Lokayukta will also have under its scanner public servants, government employees, Corporations and organisations receiving government grants. As per the new provision, the Lokayukta is a multi-member body comprising one chairman and two members. Of the three, at least 2 persons shall be judicial members. The Five member selection committee headed by the Chairman of the legislative council will have power to put in place a search committee of members from the judiciary.

The Kerala High Court today allowed four more weeks to complete the investigation into the Ice-Cream Parlour case, based on the disclosures of Rouf, a relative of state Industries Minister Kunjalikutty.
The Court posted the hearing of the case to the 30th of next month. The Advocate General told the court that the investigations are nearing completion and so far 129 witnesses have been examined and 104 documents seized. He said 15 more witnesses need to be examined in connection with the case. The Advocate General placed the case diary and the Action Taken Report in a sealed cover before the High Court.

In Assam, the continued protest blockade programme launched by several organizations for the last eight days has severely affected the construction work of the 2000-megawatt mega dam project over the Subansiri River at Gerukamukh. The organizations have launched the blockade to stop transportation of machinery and other construction materials by the executing agency the National Hydro-electrical Power Corporation to the project site at Gerukamukh. Official reports said works on the dam site have been completely halted since Tuesday following non-availability of materials.
Meanwhile, the Lakhimpur district authorities have started talks with the anti- dam protesting groups to end the blockade. The project is scheduled to be completed by December next year. The protestors have raised concerns about the safety and large-scale downstream impact in Assam’s Dhemaji and Lakhimpur districts from the mega project.

In Rajasthan, the medical and health services have been disrupted by the Doctors strike. The Resident Doctors also joined the in-service Doctor strike launched yesterday demanding pay parity. The contractual employees of the National Rural Health Mission are already on strike since Monday.
The state government has made alternate arrangements to maintain medical services in the hospitals. 570 new Doctors have been appointed and been asked to join within three days. Doctors from private hospitals have also been deployed in government hospitals.
The Chief Minister Ashok Gehlot has appealed to the striking doctors to resume their work on humanitarian grounds, failing which the government would not hesitate in taking stern action against them. The Rajasthan Essential Services Maintenance Act has also been enforced for three months.

In Karnataka, Chief Minister Sadanand Gowda is contesting the Legislative Council election today. Being a Lok Sabha member, it is mandatory for him to be elected to the state legislature within six months to continue as Chief Minister. In Jammu and Kashmir alert Army troops foiled yet another infiltration attempt from across the border and pushed back a group of intruders along the Line of Control (LoC) in the border district of Poonch in the wee hours today. Our correspondent quoting Army sources reports that the troops noticed suspicious movement near forward posts in Krishna Ghati Sector of Tehsil Mendhar of Poonch district as a group of infiltrators was making an attempt to enter into the Indian Territory from across the border.
As the alert troops challenged them the intruders fired on two Indian forward posts Kranti-1 and Kranti 2 and were given cover fire by Pakistan Army to facilitate their infiltration into the Indian territory. However, alert Army troops retaliated and the exchange of fire lasted for about an hour forcing the intruders to flee back.

In Iraq, more than 50 people have been killed and more than 130 injured in a series of bomb attacks in the capital, Baghdad today. The Iraqi Interior ministry said 13 locations have been attacked, including al-Amil in the south of the city and Halawi and Karrada closer to the centre. The blasts come amid fears of rising sectarian tensions as the unity government faces internal divisions.
It was not immediately clear who was behind the bombings. In al-Amil there were two blasts, the second of which appeared to target rescuers who had come to the scene of the first explosion. Smoke was seen rising over Karrada district, with ambulances rushing to the scene.

The Arab League has expressed serious concerns over the situation in Syria. The League Chief Nabil Al Arabi issued a statement in Cairo saying the surge in violence must end immediately. It asked the Syrian Government to protect the Syrian civilians in view of its commitments under the Arab peace plan.
The League has urged Damascus to create a favourable climate for the League's observer delegation to undertake its mission in Syria. Our correspondent report that an advance team of Arab League comprising of legal, medical and administrative experts is leaving for Damascus today.
The Advance Arab League observers team will prepare the ground for the arrival of a larger observer mission to start implementing the Arab League peace plan to end violence in the country. The 12-member advance team is led by the Arab League's assistant secretary general, Sameer Seif al-Yazal. It consists of legal, administrative, financial and human rights experts. It will hold talks with Syrian officials on the implementation of the peace deal, which calls on Syria to allow in an Arab observer mission., pull out troops from cities, release prisoners and open dialogue with the opposition. Around 500 observers will eventually be deployed in Syria in small groups of at least 10. Meanwhile, in one of its strongest statements on Syria, the United States has said the President Bashar Al-Assad has lost all legitimacy and credibility. According to a report from Washington, the United States said it was deeply disturbed by reports of indiscriminate violence by the Syrian authorities including the killing of civilians and Army defectors and the destruction of homes and shops.
The White House statement said President Bashar Al Assad did not deserve to rule Syria and it called for the full implementation of the Arab League initiative. That initiative calls for the full withdrawal of security forces from towns, the release of political prisoners and access by monitors and the international media to all parts of Syria.

Afghanistan is ready to find its place in the railway map of the world with the successful trial run of the first cargoless train between Mazar-e-Sharif and Hairatan yesterday. Funded by the Asian Development Bank, the 75 km long rail line joins capital city of northern Balkh province to Hairatan, a dry port along the Afghan border near Uzbekistan. The new rail line is the first stage of an ambitious plan to link landlocked Afghanistan to its neighbors’ extensive railways for the first time, eventually opening up new trade routes for goods traveling between Europe and Asia.
Afghan Deputy Public Works Minister Noor Gul Mangal has described the completion of the rail line a matter of pride and a very important for Afghanistan. Afghan government has been luring foreign companies to invest in country’s vast mineral resources but the lack of transportation services is a big stumbling block.

An Australian court today sentenced a Melbourne teenager to 13 years in jail for murdering Indian student Nitin Garg. The teenager, whose identity has not been revealed as he is a minor, had pleaded guilty in April to one count of murder and one count of attempted armed robbery in the killing of 21-year-old Garg.
Garg, who migrated from Punjab, was fatally stabbed in the abdomen by assailants in Cruickshank Park in Melbourne's Yarraville while on his way to work in January last year.
Australian news agency AAP reports said, the Justice Paul Coghlan of the Victoria state Supreme Court sentenced the teenager to 13 years in jail, with a non-parole period of eight years. Justice Coghlan said the killing was awful and tragic. He, also said it was a crime of opportunity rather than race. The accused was 15 and a half when he stabbed Garg, an accounts graduate.

Food inflation fell sharply to a near four-year low of 1.81 per cent for the week ended December 10. Food inflation, as measured by Wholesale Price Index was 4.35 per cent in the previous week. It had stood at 13.22 per cent in the corresponding week of 2010.
According to the official data released today, onions became cheaper by 49.38 per cent year-on-year during the week under review, while potato prices were down by 34.39 per cent. Prices of wheat also fell by 4.21 per cent. Overall, vegetables became cheaper by 26.37 per cent. However, other food products grew more expensive on an annual basis, led by protein-based items.
Inflation in the overall primary articles category stood at 3.78 per cent during the week ended December 10, as against 5.48 per cent in the previous week.
Primary articles have over 20 per cent weight in the wholesale price index. We spoke to our senior economic journalist of telegraph about food inflation.
Food inflation has fallen to below 2% ,this is an extremely low figure. But frankly speaking that does not mean that the prices of food items have really come down compared to previous week. What is means that compared to this week last year food price have come down considerably. if you remember this time around last year, food price had really sky rocketed, onion specially. Right now onion prices have come down by more than 14% that is what is impacting the food inflation rate right now, it does not mean that food has become cheaper but it does not mean that the rate at which food prices are going up has slowed down and we can hope for the relief in the month ahead.
In Gujarat, hundreds of protesting farmers of Banaskantha District hit by a potato crop glut, dumped huge quantity of potatoes on the roads in Deesa town yesterday. Deesa is a major potato producing center in Gujarat, where the crop’s price has fallen to as low as Rupee 1 per kg. More then 12.5 crore kg of potatoes are kept in cold storages across Gujarat.
The protest had created a hygiene problem for the residents of the town in Banaskantha District. However, the civic authorities started cleaning the roads. The farmers had demanded special package that will enable them to overcome the low price problem and requested the state government for some relief. The local police have registered a complaint against the president of Deesa farmers’ Union and 3,500 others. Meanwhile, State agriculture minister Shri Dileep Sanghani, said, it was the traders who dumped the potatoes, and not the farmers.

The Sensex at the Bombay Stock Exchange fell 193 points, or 1.2 per cent, to 15,496 in early trade, today, on profit-booking by investors after yesterday's big rally, amid worries about slowing domestic growth, and weak regional bourses. Later the Sensex remained weak, and stood 177 points, or 1.1 percent in the negative zone, at 15,508 in afternoon deals, a short while ago.
Other key Asian markets in Japan, China, Singapore, Hong Kong, and South Korea were down by between 0.1 percent and 0.8 percent, amid a weakened growth outlook for China and Europe.

The rupee fell by 32 paise to trade at 52.82 rupees against dollar today as the US currency firmed against euro and other rivals overseas.
The rupee had gained 37 paise to close at more than one-week high of 52.51 rupees per dollar yesterday.

In Madhya Pradesh, the Woman and Child Development Department will install Global Positioning System in the vehicles of their officers to monitor the implementation of the welfare schemes. Our correspondent reports, the department would get information directly through the GPS on the details of tour and inspections conducted by the department.
This Global positioning system will be install in all the vehicles of 10 Joint Directors, 50 District Programme Officers and Woman and Child Development Officers in addition to vehicles of 453 Project Officers of the department. Four Global Politioning Systems has been already installed in the vehicles of Atal Baal Aarogya avum Poshan Mission at Ujjain, Ratlam, Dewas, and Shajapur to monitor the activities and two systems will be install shortly in the vehicles at Neemuch and Mandsaur. A Management Information System has been also rennovated to monitor and evaluate the implementation about planning of Department. The National Commission for Human Resources for Health Bill, 2011, is aimed at regulating professional Councils in various disciplines of the health sector.
