छत्तीसगढ़ में सुकमा के जिला कलेक्टर एलेक्स पॉल मेनन को छुड़वाने के लिए राज्य सरकार और माओवादियों के मध्यस्थों के बीच वार्ता आज आगे चलेगी।
अब से कुछ देर बाद रायपुर में आंतरिक सुरक्षा के बारे में मंत्रिमंडल की उप समिति की बैठक में ताजा स्थिति पर विचार किया जाएगा। मुख्यमंत्री के सचिव एन बैजेन्द्र कुमार ने आज सुबह आकाशवाणी को बताया कि मुख्यमंत्री डॉ. रमन सिंह की अध्यक्षता में होने वाली इस बैठक में सरकार के मध्यस्थ बताएंगे कि कल रात माओवादियों के मध्यस्थों के साथ उनकी क्या बातचीत हुई।

सुकमा कलेक्टर श्री मेनन की रिहाई को लेकर सरकार और माओवादियों के मध्यस्थों के बीच तीन दिन बाद चर्चा वहीं माओवादी और उनके वार्ताकारों के बीच एक बार चर्चा हो चुकी है। हालांकि अभी भी कलेक्टर अपहरण कांड पर किसी ठोस समाधान का इंतजार है। आंतरिक सुरक्षा मसले पर मंत्रिमंडलीय उपसमिति के गठन से लेकर दोनों ओर के वार्ताकारों के बीच लगातार चर्चा के लिए माहौल उपलब्ध कराने तक राज्य सरकार हर संभव प्रयास जारी रखा है। रायपुर से गिरीस चन्द्र दास।

आंध्र प्रदेश और पश्चिम बंगाल में बिजली गिरने से २६ लोगों की मौत हो गई है। आंध्र प्रदेश के विभिन्न जि+लों में बिजली गिरने से १७ लोगों ने जान गवाई। हमारी संवाददाता ने बताया है कि बेमौसम वर्षा से बागानी फसलों को भारी नुकसान हुआ है।

मरने वालों की संख्या सबसे ज्यादा गुंटूर जि+ले में रही, जबकि प्रकाशन, वारंगल और खम्मम जि+ले में दो-दो लोगों की मौत हुई है। राज्य आपदा प्रबंधन आयोग के अनुसार एक और व्यक्ति की मौत राज्य के किसी हिस्से में हुई। राज्य के कई हिस्सों में आंधी और बेमौसम बारिश से फसलों को काफी नुकसान हुआ है। खासकर आम, केला और कई अन्य बागानी सब्जियों का नुकसान हुआ है। मुख्यमंत्री किरण कुमार रेड्डी ने जिला अधिकारियों को निर्देश दिया है कि हादसे में मरने वाले लोगों के परिजनों को तत्काल राहत और सहायता पहुंचाई जाए।

पश्चिम बंगाल में हावड़ा जिले के उदय नारायणपुर इलाके में कल बिजली गिरने से नौ लोगों की मौत हुई। सरकारी सूत्रों के अनुसार १६ घायलों को स्थानीय अस्पताल में भर्ती किया गया है। छह लोगों की हालत गंभीर बतायी जा रही है।
मुख्यमंत्री ममता बनर्जी ने मृतको के परिजनों को दो-दो लाख रुपये का मुआवज+ा देने की घोषणा की है।

उत्तर प्रदेश के गोरखपुर जिले में सड़क दुर्घटना में २३ यात्रियों की मौत के सिलसिले में गोरखपुर और महराजगंज जि+लों में तैनात दो सहायक क्षेत्रीय परिवहन अधिकारियों को निलंबित कर दिया गया है। सरकारी प्रवक्ता ने हमारे संवाददाता को बताया कि प्रारंभिक जांच से पता चला है कि जिस निजी बस की दुर्घटना हुई थी, वह यात्रियों से भरी हुई थी और परिवहन विभाग के अधिकारियों की लापरवाही के कारण गलत मार्ग पर चल रही थी। मंडल आयुक्त के आदेश पर मजिस्ट्रेट ने दुर्घटना की जांच शुरू कर दी है। राज्य सरकार और राज्य परिवहन निगम प्रबंधन ने दुर्घटना के शिकार लोगों के लिए वित्तीय सहायता की घोषणा की है। मुख्यमंत्री ने दुर्घटना मे मारे गये प्रत्येक व्यक्ति के निकट संबंधी को एक-एक लाख रूपये, जबकि गंभीर रूप से घायलों को २५ हजार रुपये और मामूली रूप से घायल यात्रियों को दस हजार रुपये देने की घोषणा की है। उत्तर प्रदेश राज्य परिवहन निगम प्रबंधन ने भी   दुर्घटना में मारे गये प्रत्येक यात्री के परिजनों को ५० हजार, गंभीर रूप से घायल यात्रियों को दस हजार और मामूली रूप से घायल यात्रियों को पांच-पांच हजार रूपये देने की घोषणा की है।

उत्तर प्रदेश में अखिल भारतीय इंजीनियरिंग परीक्षा में बैठ रहे छह जालसाजों को गिरफ्तार किया गया है। इनमें इस गिरोह का सरगना भी शामिल है।हमारे लखनऊ संवाददाता ने खबर दी है कि राज्य पुलिस के विशेष कार्यबल ने आगरा में अलग-अलग परीक्षा केन्द्रों से इन लोगों को गिरफ्तार किया है। पुलिस का कहना है कि इस गिरोह के सरगना ने इंजीनियरिंग में दाखिला लेने वालों से दो-दो लाख रूपये लेकर कथित रूप से इंजीनियरिंग प्रवेश परीक्षा पास कराने का वादा किया था।

केन्द्रीय मानव संसाधन विकास मंत्री कपिल सिब्बल ने लोकतंत्र को आतंकवाद से बचाने के लिए सामूहिक प्रयासों की आवश्यकता बताई है। कल जालंधर में एक समारोह में श्री सिब्बल ने कहा कि केन्द्र सरकार ने आतंकवाद पर अंकुश लगाने के लिए अनेक कदम उठाये हैं लेकिन विपक्षी दलों का समर्थन नहीं मिलता।

जापान के विदेश मंत्री कोईचिरो गेम्बा भारत की सरकारी यात्रा पर कल शाम नई दिल्ली पहुंचे। अपने दो दिन के प्रवास के दौरान श्री गेम्बा विदेश मंत्री एस.एम. कृष्णा के साथ  छठें भारत-जापान वार्षिक महत्वपूर्ण संवाद और पहली भारत-जापान मंत्री स्तरीय आर्थिक वार्ता की अध्यक्षता करेंगे। दोनों पक्ष आपसी हित और वैश्विक साझेदारी के सभी पहलुओं की समीक्षा करेंगे तथा क्षेत्रीय और अंतर्राष्ट्रीय महत्व के आपसी मुद्दों पर विचार करेंगे।  इसके लिए दोनों देशों के प्रधानमंत्रियों के बीच सहमति हुई थी।

अफगानिस्तान के विदेश मंत्री जलमई रसूल तीन दिन की यात्रा पर आज नई दिल्ली पहुंच रहे हैं। श्री रसूल विदेश मंत्री एस. एम. कृष्णा के निमंत्रण पर भारत आ रहें हैं। वे श्री कृष्णा के साथ भारत-अफगानिस्तान साझेदारी परिषद की पहली बैठक की अध्यक्षता करेंगे। हमारे संवाददाता के अनुसार पिछले वर्ष अक्तूबर में अफगानिस्तान के राष्ट्रपति हामिद करजई की भारत यात्रा के दौरान दोनों देशों के बीच महत्वपूर्ण साझेदारी समझौते के तहत इस परिषद का गठन किया गया था।

भारत अफगानिस्तान सामरिक साझेदारी का समझौते का दायरा केवल सुरक्षा तक सीमित नहीं है, बल्कि इसमें व्यापार और आर्थिक सहयोग, शिक्षा, क्षमता के विकास, सामाजिक सांस्कृतिक सहयोग और दोनों देशों के लोगों के बीच आपसी रिश्ते बढ़ाने को भी शामिल किया गया है। इसमें विदेश मंत्रियों के स्तर पर साझेदारी परिषद के गठन की व्यवस्था है और विभिन्न विषयों के लिए संयुक्त कार्यकारी दल बनाए गए हैं। दिल्ली में होने वाली साझेदारी परिषद की उद्घाटन बैठक से भारत और अफगानिस्तान के बीच विचार-विमर्श की मौजूदा प्रणाली को और मजबूती मिलेगी। इससे नियमित रूप से सामरिक वार्ता के आयोजन में भी मदद मिलेगी। इससे दोनों देशों के आपसी संबंधों को सुदृढ़ करने के प्रयासों में लगातार ध्यान रखा जा सकेगा। राजेन्द्र उपाध्याय आकाशवाणी समाचार काबुल।

उत्तराखंड में बद्रीनाथ धाम के कपाट कल खुलने के साथ ही सर्दी के बाद चारों पवित्र धाम श्रद्धालुओं के लिए खुल गये हैं। खराब मौसम के बावजूद श्रद्धालुओं का तातां लगा हुआ है। हमारे संवाददाता ने खबर दी है कि खराब मौसम के कारण शनिवार को केदार नाथ क्षेत्र में चार लोगों की मौत हो गई।

Negotiations between mediators of the Chattisgarh government and the Maoists to end the hostage crisis involving Sukma District Collector Alex Paul Menon will resume today. The cabinet sub-committee on internal security will also meet in Raipur a short while from now to discuss the latest development on the issue. Talking to AIR, Mr. N. Baijendra Kumar, Secretary to the chief minister said that the meeting to be chaired by the chief minister Dr. Raman Singh is to be briefed by the government negotiators on their talks with the Maoists’ interlocutors held last night.  More from our correspondent:

Lightning has claimed 26 lives in Andhra Pradesh and West Bengal. In Andhra Pradesh, 17 people were killed in different districts after being struck by lightning yesterday. State Disaster Management Commissioner T Radha told reporters that the highest number of 10 deaths were reported from Guntur district and two deaths each in Khammam, Warangal and Prakasam, One person died due to lightning elsewhere. Following squalls and untimely rains at different parts of the state, huge crop losses were also reported. Especially mango, banana, and other horticulture crops were damaged at different places. In West Bengal, 9 people were killed after being struck by lightning in Howrah district yesterday. Official sources said 16 others, who were injured in the mishap, have been admitted in a local hospital. The condition of six is stated to be critical. The West Bengal Chief Minister Ms. Mamata Banerjee announced a compensation of 2 lakh rupees each to the family of the victims.

In Uttar Pradesh two assistant regional transport officers  at Gorakhpur and Maharajganj districts have been suspended in connection with the road accident in Gorakhpur in which 23 passengers were killed.
An official spokesperson told our
Lucknow correspondent that in preliminary inquiry it was found that the private bus engaged in the accident was over loaded and running on wrong route due to negligence of transport department officers. A Magisterial inquiry initiated by the divisional commissioner into the accident has also begun.    
Both the state government and the management of the State Transport Corporation,
UPSRTC have announced financial assistance to the victims of the accident. The Chief Minister has announced a financial assistance of one lakh rupees to the kith and kin of each person killed in the accident while 25 thousand rupees will be given to the passengers injured seriously and 10 thousand rupees for minor injuries. The UPSRTC management has also announced that it will provide financial assistance of 50 thousand rupees to the relatives of each passenger killed in the accident and 10 thousand rupees for the passengers injured seriously and 5 thousand rupees for minor injuries.

The Supreme Court has ruled that long term possession of land by caretakers or agents does not give them the right of ownership of the property.
A bench of Justices Dalveer Bhandari and Dipak Misra said that watchman, caretaker or a servant employed to look after the property can never acquire interest in the property irrespective of his long possession. The watchman, caretaker or a servant is under an obligation to hand over the possession forthwith on demand.
The bench dismissed the plea of a watchman claiming ownership of a plot on the basis that his family had been taking care of property for two generations.

India has expressed its readiness to be a full and equal partner in the development of the  Seychelles through financial assistance and initiatives that support capacity building. Addressing the India-Seychelles Business Forum in the capital city of Victoria yesterday, the President Mrs. Pratibha Devisingh Patil said that with an exclusive economic zone of 1.3 million square kilometres, the Seychelles offer a plethora of business opportunities in terms of both investment and trade. She called upon Indian investors and traders to tap into this market for mutual benefit.

, Mrs. Patil complimented the Indian community in the Seychelles for having integrated themselves so well into the local milieu and for making significant contribution to the growth of the island nation. Mrs. Patil is in the  Seychelles on the first leg of her two nation tour to the Seychelles and South Africa.                
Mrs. Patil has dismissed criticism over a large number of foreign visits undertaken by her. She insisted that they were not on her own volition, but at the request of the government to promote
India's relations. In reply to a query from the accompanying media on her  Seychelles visit, she said, the government wanted her to visit two or three more countries, but it was not possible as her tenure was coming to an end. Mrs. Patil's term as President is ending on July 25.

India and Nepal have agreed to step up cooperation between their security forces by undertaking joint training exercises. A statement issued by the Indian Embassy in Kathmandu said that India has also agreed to consider Nepal's request to provide instructors and teachers for advanced courses including basic science courses. In the joint -secretary level meeting, India has reiterated its commitment to continue its support for the upgradation and modernization of Nepalese security forces by making available the required technical and physical support in accordance with the needs and priorities listed by Government of Nepal . Nepal has also offered to provide training to Indian Army personnel, who are up for deployment in UN peacekeeping missions in different countries. Afghanistan Foreign Minister Zalmai Rassoul will arrive in New Delhi today on a three-day visit to India.
Mr Rassoul, who is coming here at the invitation of External Affairs Minister S.M. In Nigeria,  at least 16 people have been killed in a gun and bomb attack at a university in Nigeria's northern city of Kano. Red Cross officials said that six others were in serious condition following the attack yesterday at Bayero University campus where Christian worshippers were holding a service. The police are searching for the gunmen. No group has claimed responsibility for the attack but the violent Islamist Boko Haram group is active in Kano.

The focus is on showcasing India as the tourist’s destination for luxury, wildlife and wellness or medical tourism in Dubai. The Indian exhibitors include tour operators, travel agents and representatives from hotels, airlines, hospitality industry etc. State Tourism departments of Meghalaya, Uttarakhand, J &K, and Kerala are also branding their tourism hotspots. भारत और जापान ने ऊर्जा की बचत तथा संरक्षण और पर्यावरण से जुड़ी समस्याओं से निपटने में सहयोग बढ़ाने का फैसला किया है। भारत-जापान ऊर्जा वार्ता की पांचवीं बैठक में आज नई दिल्ली में योजना आयोग के उपाध्यक्ष मोंटेक सिंह आहलुवालिया और जापान के आर्थिक व्यापार और उद्योग मंत्री यूकियो एदानो ने इन क्षेत्रों में आपसी सहयोग तेज करने के वास्ते सार्वजनिक और निजी क्षेत्रों के बीच बातचीत बढ़ाने पर जोर दिया। विदेश मंत्रालय के वक्तव्य में कहा गया है कि दोनों पक्षों ने सम्बद्ध क्षेत्रों में सांख्यिकी डाटा बेस तैयार करने के लिए सहयोग बढ़ाने की संभावना पर विचार करने का फैसला किया। दोनों पक्षों ने बिजली और ऊर्जा के क्षेत्र में कोयले से बिजली उत्पादन और बिजली ट्रांसमिशन प्रणालियों जैसी बुनियादी सुविधाओं के विकास में सहयोग का भी फैसला किया। जापान, भारत के राष्ट्रीय सौर मिशन में सहायता देने पर भी सहमत हुआ। दोनों पक्ष मिलकर जापान की टैक्नोलॉजी और उत्पादों का लाभ प्राप्त करने की संभावनाओं पर चर्चा करेंगे।

मुख्य निर्वाचन आयुक्त एस वाई कुरैशी ने कहा है कि पैसे लेकर समाचार देने और धन बल का इस्तेमाल चुनावों के प्रबंधन में बड़ी चुनौती बन गये हैं। नई दिल्ली में सार्क देशों की चुनाव प्रबंधन संस्थाओं के प्रमुखों के तीसरे सम्मेलन को संबोधित करते हुए श्री कुरैशी ने कहा कि सार्क क्षेत्र में लोकतंत्र. को मजबूत बनाने के लिए स्वतंत्र और निष्पक्ष चुनाव सुनिश्चित करने के वास्ते ऐसी प्रवृतियों पर रोक लगाना जरूरी है। उन्होंने कहा कि मतदाताओं को जागरूक बनाना भी महत्वपूर्ण है, क्योंकि तभी ज्यादा से ज्यादा मतदान हो सकता है। डॉ० कुरैशी ने कहा कि तीन दिन के इस सम्मेलन का उद्देश्य सदस्य देशों के बीच अच्छी चुनाव प्रक्रियाओं पर चर्चा करना है। सम्मेलन में भारत देश में चुनावों के दौरान सूचना टैक्नोलॉजी के इस्तेमाल के बारे में जानकारी प्रस्तुत करेगा। मुख्य निर्वाचन आयुक्त ने कहा कि सार्क देश विश्व को लोकतंत्र का मार्ग दिखा रहे हैं। उन्होंने उम्मीद जताई कि सार्क देश लोकतांत्रिक जगत में प्रमुख भूमिका निभाएंगे, क्योंकि एक अरब से ज्यादा मतदाताओं में से साठ से सत्तर प्रतिशत इसी क्षेत्र में रहते हैं। श्री कुरैशी ने चुनावों के प्रबंधन और प्रशासन की नई समस्याओं से निपटने के लिए नये तरीके और नीतियां इस्तेमाल करने का आग्रह किया। इस अवसर पर चुनाव आयुक्त वी एस सम्पत ने सार्क देशों की चुनाव संस्थाओं के बीच अनुभव और विशेषज्ञता के निरन्तर आदान-प्रदान की आवश्यकता पर बल दिया।

रक्षामंत्रालय ने दो भारतीय और चार विदेशी फर्मो के अनियमितताओं में शामिल होने के कारण उनके साथ कोई सौदा करने पर दस साल का प्रतिबंध लगा दिया है।  प्रतिबंधित विदेशी फर्मे सिंगापुर, इस्राइल, स्वीटजरलैण्ड और रूस की हैं। भारतीय कंपनियां नई दिल्ली और लुधियाना की है। केन्द्रीय अन्वेषण ब्यूरो-सीबीआई ने ऑर्डिनेंस फैक्ट्रियों के पूर्व महानिदेशक के खिलाफ इन कंपनियों से घूस लेने के मामले में आरोप पत्र दायर किया है। यह मामला कोलकाता की विशेष सीबीआई अदालत में चल रहा है। रक्षा राज्यमंत्री एम एम पल्लम राजू ने आज लोकसभा में ये जानकारी देते हुए बताया कि इस सिलसिले में इस अधिकारी के खिलाफ विभागीय कार्रवाई भी शुरू कर दी गई है। एक अन्य सवाल के जवाब में श्री राजू ने बताया कि अन्य देशी और विदेशी कंपनियों से रक्षा संबंधी खरीद की जा रही है।

लोकसभा की कार्यवाही आज तेलंगाना मुद्दे पर शोर-शराबे के कारण दोपहर बारह बजे तक स्थगित कर दी गई। सदन में प्रश्नकाल शुरू होते ही  कुछ सदस्य अलग तेलंगाना राज्य की मांग करते हुए नारे लगाने लगे। शोर-शराबे के बीच विपक्ष की नेता सुषमा स्वराज ने अध्यक्ष से अनुरोध किया कि वे सरकार को इस मुद्दे पर अपना रवैया स्पष्ट करने का निर्देश दें।

बहुजन समाज पार्टी प्रमुख मायावती ने अनुसूचित जातियों और अनुसूचित जनजातियों की वरिष्ठता और पदोन्नति के अवसरों के बारे में उच्चतम न्यायालय के हाल के निर्णय पर गंभीर चिन्ता व्यक्त की है। राज्यसभा में प्रश्नकाल के दौरान ये मामला उठाते हुए उन्होंने केन्द्र से अनुसूचित जातियों और अनुसूचित जनजातियों के हितों की रक्षा के लिए संविधान में संशोधन लाने का अनुरोध किया। उन्होंने यूपीए सरकार से संशोधित कानून को संविधान की नौंवी सूची में शामिल करने का भी आग्रह किया। संसदीय मामलों के मंत्री पवन कुमार बंसल ने कहा कि सरकार इस मुद्दे पर बहस कराना चाहती है और इसके लिए पार्टी नेताओं से नोटिस मांगे हैं।

सरकार ने दिल्ली, चण्डीगढ़, पुणे, सिकन्दराबाद और तिरूअनंतपुरम में रक्षा कर्मियों की सुविधा के लिए पैनल में शामिल अस्पतालों में बिलों की ऑनलाइन इलैक्ट्रॉनिक प्रोसेसिंग की प्रायोगिक परियोजना को मंजूरी दे दी है। इससे इन अस्पतालों को तुरन्त भुगतान की पक्की व्यवस्था हो सकेगी। ये जानकारी आज लोकसभा में रक्षा राज्यमंत्री एम एम पल्लम राजू ने दी। उन्होंने बताया कि इन अस्पतालों में मांग होने पर दवाओं की सप्लाई सुनिश्चित करने के लिए सरकार, फार्मेसी सेवाएं जानी-मानी फार्मेसी कंपनियों को सौंपने की सोच रही है।

सरकार ने कहा है कि पिछले चालीस वर्षो में देश के तटवर्ती क्षेत्रों में समुद्र का औसत स्तर प्रति वर्ष एक दशमल दो नौ मिलीमीटर की दर से बढ़ रहा है। पृथ्वी विज्ञान मंत्री विलासराव देशमुख ने आज राज्यसभा में सवालों के जवाब में कहा कि भारतीय सर्वेक्षण विभाग ने गुजरात तट के साथ साथ समुद्री लेवल को लगातार मापने के चार गेज लगाए हैं। उन्होंने कहा कि ये सभी चार गेज केन्द्र हैदराबाद के भारतीय राष्ट्रीय महासागर सूचना सेवा केन्द्र को आंकड़े भेजते हैं।

सरकार ने कहा है कि भूमिगत जल के बेतहाशा इस्तेमाल को रोकने और उसके उपयोगी इस्तेमाल पर जोर देना बेहद जरूरी है। जल संसाधन मंत्री पी के बंसल ने राज्यसभा में बताया कि केन्द्र ने राज्यों से कहा है कि भूमिगत जल निकालने की नियामक व्यवस्था लागू करें और जल के आवंटन और मूल्य निर्धारण की उपयुक्त व्यवस्था के लिए जल नियामक प्राधिकरण स्थापित करें।

छत्तीसगढ में अगवा किए गए सुकमा के अपहृत कलेक्टर एलैक्स पॉल मेनन को छुड़ाने के लिए सरकार और माओवादियों के वार्ताकारों के बीच चौथे दौर की बातचीत रायपुर में शुरू हो रही है। इस बातचीत में सरकार की तरफ से निर्मला बुच तथा एस.के. मिश्रा और माओवादियों की तरफ से बी.डी शर्मा तथा प्रोफेसर हरगोपाल भाग ले रहे हैं। इससे पहले आज सुबह मुख्यमंत्री डॉक्टर रमन सिंह की अध्यक्षता में राज्य मंत्रिमंडल की आंतरिक सुरक्षा संबंधी उप-समिति की बैठक हुई। बाद में रायपुर में उप-समिति के सदस्य और राज्य के जल संसाधन मंत्री रामविचार नेताम ने बताया कि इस बैठक में कलेक्टर को छुड़वाने के बदले माओवादियों की मांगों के कानूनी पहलुओं और अन्य सम्बद्ध मुद्दों पर विचार-विमर्श हुआ।

उत्तर प्रदेश में गाजियाबाद में सी बी आई की विशेष अदालत ने आज आरूषि और हेमराज हत्या मामले में डॉक्टर नूपुर तलवार की जमानत की याचिका खारिज कर दी। हमारे लखनऊ संवाददाता ने खबर दी है कि नूपुर तलवार ने उच्चतम न्यायालय के निर्देश पर आज विशेष सी बी आई अदालत के सामने आत्मसमर्पण किया। सी बी आई ने उसकी जमानत याचिका का विरोध किया था। जांच एजेंसी ने उसे हिरासत में ले लिया। नूपुर तलवार के वकील ने कहा कि आज सत्र अदालत में नूपुर की जमानत की याचिका दायर की जाएगी। नूपुर ने सी बी आई अदालत से उसे आज शाम तक अदालत परिसर में रहने देने का अनुरोध किया। उच्चतम न्यायालय ने २७ अप्रैल को गाजियाबाद की सी बी आई अदालत द्वारा नूपुर के खिलाफ जारी गैर-जमानती वारंट पर रोक लगाने से इंकार कर दिया था। आरूषि और हेमराज की सन्‌ २००८ में १६ और १७ मई की रात को गौतम बुद्धनगर जिले में नौएडा स्थित उनके निवास पर हत्या कर दी गई थी।

पूर्व जज गुलाब तुलसियानी को २६ वर्ष पहले दो हजार रूपये रिश्वत लेने के आरोप में तीन साल की कैद की सज+ा सुनाई गई है। विशेष सी बी आई अदालत ने गुलाब तुलसियानी को १९८६ में दिल्ली की पटियाला हाऊस अदालत में मैट्रोपोलिटन मजिस्ट्रेट के अपने कार्यकाल के दौरान एक फैक्ट्री के चालान को रफा-दफा करने के लिए घूस मांगने और स्वीकार करने दोषी करार दिया था। विशेष अदालत ने तुलसियानी पर पचास हजार रूपये का जुर्माना भी लगाया।

गोआ में तटीय क्षेत्रों की निगरानी व्यवस्था तेज करने की प्रक्रिया के तहत मछुआरों को बायो मीट्रिक पहचानपत्र जारी करने की केन्द्रीय परियोजना लगभग पूरी हो गई है। राज्य के मछली पालन विभाग के निदेशक नंद कुमार विरलेकर ने बताया कि गोआ के तट के किनारे रहने वाले करीब दस हजार मछुआरों को एक पखवाड़े के भीतर ये कार्ड दे दिये जाएंगे। इस कार्ड में मछुआरों के बारे में कोड में पूरी जानकारी दी गई है।

उत्तराखंड के पहाड़ी इलाकों में पनबिजली परियोजनाओं का निर्माण कार्य फिर शुरू करने के समर्थन में आंदोलन शुरू हो गया है। केन्द्र ने इन परियोजनाओं पर काम साधुओं और पर्यावरणविदों के दबाव के कारण बन्द कर दिया था। भागीरथी नदी के ऊपरी हिस्से में स्थगित हुई तीन पनबिजली परियोजनाओं में लोहारीनांगला, भैंरूघाटी और पाला मनेरी परियोजनाएं शामिल हैं। हमारे संवाददाता ने बताया है कि इन परियोजनाओं के पूरा होने पर एक हजार चार सौ इकसठ मेगावाट बिजली पैदा करने का लक्ष्य था। चार सौ अस्सी मेगावाटी की पाला मानेरी जल विद्युत परियोजना लगभग तैयार हो चुकी है जबकि तीन सौ अस्सी मेगावाट की भैरोघाटी परियोजना और एनटीपीसी की छह सौ मेगावाट की लोहारीनगपाला पर तेजी से निर्माण कार्य चल रहा है। परियोजनों को रोकने की मांग को देखते हुए केन्द्र को आखिकार इन परियोजनाओं पर रोक लगानी पड़ी। इस बीच, मुख्यमंत्री विजय बहुगुणा ने राज्य के विकास के लिए परियोजनाओं को जरूरी बताते हुए।    केन्द्र से इन्हे शुरू करने के लिए कार्रवाई का अनुरोध किया है। उधर परियोजना समर्थक ग्रामीण राज्य के विभिन्न हिस्सों में आंदोलन रत हैं। कुछ स्वयंसवेसी संस्थाएं भी इनकी मांगों की पक्षधर हैं। इनमें से एक संस्था ने कल चमौली जिले के पीपलकोटी में ऋषिकेश-बद्रीनाथ राजमार्ग पर साकेतिक जाम लगाया और राज्य मे स्थगित जल परियाजाओं को फिर से शुरू करने की मांग की। राघवेश पांडेय, आकाशवाणी समाचार, देहरादून।

अफगानिस्तान में पिछले २४ घंटों के दौरान गठबंधन सेना की कार्रवाई में १४ तालिबान आतंकवादी मारे गये हैं और १६ हिरासत में लिये गये हैं। आन्तरिक मामलों के मंत्रालय के एक बयान में कहा गया है कि अफगानिस्तान की पुलिस, सेना और नेटो की गठबंधन सेना ने नंगरहार, ज+ाबुल, लोगार और गज+नी प्रान्तों में कार्रवाई की थी। तालिबान आतंकवादियों के खिलाफ इस कार्रवाई में छह ए-के ४७ राइफल, एक रॉकेट लॉन्चर, दो पी के एम मशीनगन और तीन वाहनभेदी बारूदी सुरंगे भी मिली हैं।

नेपाल में धनुषा जिले के जनकपुर में हुए बम विस्फोट में चार लोग मारे गये और करीब २० लोग घायल हुए हैं। खबरों में कहा गया है कि जनकपुर के रामानन्द चौक पर आज सुबह यह विस्फोट हुआ। अलग स्वशासी मिथिला राज्य की मांग को लेकर यहां कुछ लोग धरना दिये हुए थे। इस घटना को देखते हुए सुरक्षा प्रन्ध कड़+े कर दिये गये हैं। मीडिया रिपोर्ट के अनुसार जनतांत्रिक तराई मुक्ति मोर्चा ने इस विस्फोट की जिम्मेदारी ली है।

खाड़ी देशों और पश्चिम एशिया का सबसे बड़ा अरब पर्यटन मेला आज से दुबई में शुरू हो रहा है। केन्द्रीय पर्यटन राज्य मंत्री सुलतान अहमद ने मेले में भारतीय मंडप का उद्घाटन किया। इस मेले में लगभग ५० प्रतिभागी भारतीय पर्यटन क्षेत्र का प्रतिनिधित्व कर रहे हैं। इस वर्ष मेले में भारत को एक ऐसे देश के रूप में पेश किया जा रहा है जहां सुख-सुविधाओ, वन्य प्राणियों और चिकित्सा सेवाओं की सहूलियतें प्राप्त हैं। मेघालय, उत्तराखंड, जम्मू कश्मीर और केरल के राज्य पर्यटन विभागों ने भी मेले में अपनी प्रदर्शनियां लगाई हैं।  अरब पर्यटन मेले में केरल और आन्ध्रप्रदेश के पर्यटन मंत्री भी भाग ले रहे हैं।

ब्रिटेन के एक अपहृत रेडक्रास डॉक्टर का सिर कटा शव पाकिस्तान में सड़क के किनारे पड़ा मिला है। साठ वर्षीय खलील रशीद डेल का इस वर्ष पांच जनवरी को पाकिस्तान में काम से घर लौटते समय संदिग्ध आतंकवादियों ने क्वेटा शहर के पास से अपहरण कर लिया था। पुलिस को बाईपास के नजदीक प्लास्टिक बैग में लिपटा डॉ० डेल का शव मिला। प्लास्टिक के सफेद बैग पर काले मार्कर से डॉ० डेल का नाम लिखा था।

बम्बई शेयर बाजार के शुरूआती कारोबार में आज सेन्सेक्स में करीब १३७ अंक का उछाल रहा। लगातार तीसरे दिन सेन्सेक्स में बढ़ोतरी हुई है। अब से कुछ देर पहले यह ८७ अंक की वृद्धि के साथ १७. हजार २६९ पर था। नेशनल स्टॉक एक्सचेंज का निफ्टी २२ अंक बढ़कर ५ हजार २३१ पर था। अन्तरबैंक विदेशी मुद्राबाजार में डॉलर के मुकाबले रूपये की कीमत में चार पैसे की वृद्धि हुई। एक डॉलर ५२ रूपये ५० पैसे का हो गया।

सरकार ने कपास के निर्यात पर लगी रोक हटा ली है। वाणिज्य और उद्योग मंत्री आनंद शर्मा ने संसद के बाहर संवाददाताओं के साथ बातचीत में बताया कि ये फैसला इस मुद्दे पर सम्बद्ध मंत्रियों के समूह की बैठक के बाद लिया गया।

त्रिपूरा में आज सवेरे शिपाईजाला जिले के बिशालगढ़ सब डिवीजन में ८० किलोमीटर प्रति घंटे की रफ्तार से तूफान आया। बिशालगढ़ के एस डी एम के अनुसार इस तूफान से पांच गांवों में करीब ३५ लोग घायल हो गए। राहत और बचाव कार्य जारी हैं।

राष्ट्रीय राजधानी दिल्ली में आज भी गर्मी और उमस बनी हुई है। आज न्यूनतम तापमान २० दशमलव ९ डिग्री सेल्सियस रिकॉर्ड किया गया। कल  अधिकतम तापमान ३७ दशमलव एक डिग्री सेल्सियस था। मौसम विभाग के अनुसार आसमान साफ रहेगा लेकिन दोपहर के बाद या शाम में बादल छाये रहने की सम्भावना है। तापमान २१ और ३८ डिग्री सेल्सियस के बीच रहेगा। अगले कुछ दिनों में तापमान में बढ़ोत्तरी की संभावना है।

महात्मा गांधी का चरखा आजकल बहुत लोकप्रिय हो रहा है।  अहमदाबाद स्थित साबरमती आश्रम में स्वदेशी के प्रतीक इस चरखे की बिक्री पिछले वर्ष तीन गुना बढ़ गई थी। आकाशवाणी से बातचीत में आश्रम के सचिव अमृत मोदी ने कहा कि पिछले वित्त वर्ष के दौरान चरखे की बिक्री से नौ लाख रूपये प्राप्त हुए थे।

१२ महीने में नौ लाख रूपये के ऐसे चरखों की यहां बिक्री हुई। इसके अलावा हमारे पास २००८-०९ में पांच सौ कताई और २०१० में दो हजार २८२ और इस साल एक हजार १५ के करीब है। श्री मोदी ने बताया कि चरखा कातने का अधिकतर काम हृदय कुंज में किया जाता है। गांधी जी इसी कुंज में विश्राम किया करते थे। उन्होंने बताया कि प्रतिदिन औसतन तीन हजार पर्यटक साबरमती आश्रम आते हैं। अधिकतर पर्यटक अगस्त और मार्च के बीच आश्रम आते हैं।

सरकार ने इस वर्ष से दस साल के लिए हरित भारत वन मिशन चलाने का फैसला किया है। पर्यावरण और वन राज्यमंत्री जयन्ती नटराजन ने आज लोकसभा में लिखित उत्तर में बताया कि इस मिशन के अंतर्गत दिल्ली में राष्ट्रीय स्थाई वानिकी और प्राकृतिक संसाधन केन्द्र स्थापित किया जाएगा। हालांकि इसके लिए कोई समय सीमा अभी तय नहीं की गई है।

मानव संसाधन विकास मंत्री कपिल सिब्बल ने कहा है कि सरकार का उद्देश्य में देश में उच्च स्तर के शिक्षा संस्थान उपलब्ध करना है। वे आज राज्यसभा में प्रौद्योगिकी संस्थान(संशोधन) विधेयक, २०११ और राष्ट्रीय प्रौद्योगिक संस्थान (संशोधन) विधेयक, २०११ पेश कर रहे थे। इन दोनों विधेयकों को लोकसभा पिछले साल पारित कर चुकी है।

उत्तर रेलवे ने स्मार्ट कार्ड के जरिये प्लेटफार्म टिकट और दूसरी श्रेणी के यात्री टिकट खरीदने के लिए स्वचालित टिकट बिक्री मशीन एटीवीएम शुरू की है। ये एटीवीएम यात्री स्वंय चला सकेंगे और इनके लिए कोई कर्मचारी नहीं रहेगा। रेल विभाग के प्रवक्ता ए एस नेगी ने बताया कि ये मशीनें राष्ट्रीय राजधानी क्षेत्र में तीस रेलवे स्टेशनों पर लगाई गई हैं। इन स्टेशनो में नई दिल्ली, हजरत निजामुद्दीन, दिल्ली जंक्शन, आनंदविहार, फरीदाबाद, साहिबाबाद, दिल्ली, शाहदरा, नरेला, गाजियाबाद, तुगलकाबाद, दिल्ली छावनी, मेरठ शहर, सोनीपत और गुड़गांव शामिल हैं। श्री नेगी ने बताया कि यात्री पचास रूपये की सुरक्षा निधि देकर विशेष काउंटर से स्मार्ट कार्ड खरीद सकते हैं और इसे कम से कम बीस रूपये और ज्यादा से ज्यादा एक हजार रूपये की राशि से रीचार्ज करा सकते हैं।

अन्तर्राष्ट्रीय श्रम संगठन - आई एल ओ - ने चेतावनी दी है कि विश्व स्तर पर रोजगार की स्थिति चिन्ताजनक है और इसमें जल्दी सुधार की सम्भावना कम है। एजेन्सी का कहना है कि विशेष रूप से बड़ी अर्थव्यवस्थाओं की खर्चे कम करने की नीतियों के कारण रोजगार की सम्भावनाएं कम हुई हैं। अपनी रिपोर्ट में संगठन ने कहा है कि यह स्थिति आगे और भी खराब हो सकती है क्योंकि रोजगार के अवसरों के मुकाबले रोजगार के इच्छुक लोगों की संख्या बढ़ रही है। अमरीका और अन्य विकसित देशों को भी इस समस्या से जूझना पड़ रहा है, जिससे वैश्विक आर्थिक सुधार को नुकसान पहुंच रहा है। श्रम संगठन का मानना है कि अगर वर्तमान नीति की दिशा नहीं बदली तो २०१६ के अंत तक यही स्थिति रहेगी। हालांकि एजेन्सी का यह भी कहना है कि विकासशील देशों में रोजगार की दर तेजी से बेहतर हो रही है और वहां वित्तीय संकट पर तेजी से काबू पाया जा रहा है।

India and the Seychelles have signed two agreements in the field of security cooperation and enhancing youth interaction between the two countries. The agreements were signed in Victoria following delegation level talks by the visiting President Mrs. Pratibha Devisingh Patil and her counterpart James Michel. India has also extended 50 million dollar line of credit and other grant of 25 million dollar for the development of the country.
In a joint press conference after signing the agreements, the President Mrs. Patil said that India is committed for development of Seychelles. President Michel thanked India for its support in the fight against piracy.
Our Correspondent covering President's visit, reports that Seychelles cooperation in securing Indian ocean region from pirates, is vital for India's economic growth.
"There is a extensive cooperation between India and Seychelles in the fields of Defence and Security as being Maritime neighbors. Both the countries are committed to the Indian ocean and are members of the Indian Ocean Rim Association for Regional Cooperation. The major bulk of Indian imports and exports pass through Indian ocean region. It has become imperative to a safeguard economic interest of the country. India has provided one Dornier 228 maritime patrol aircraft to Seychelles for anti-piracy  activities in the Indian waters. India is also helping Seychelles in securing the seas from Somali pirates. Indian Navy gives a regular port call to Seychelles. With Tauheed Khan, this is Manikant Thakur from Victoria, Seychelles."

India and Japan have decided to intensify cooperation in energy efficiency and conservation sector as well as environmental issues. In the 5th meeting of the India-Japan Energy Dialogue in New Delhi today,  Deputy Chairman of the Planning Commission, Montek Singh Ahluwalia and Japanese Minister of  Economy, Trade and Industry  Yukio Edano  stressed  the need to expand the process of consultation between the public and private sectors to strengthen the bilateral cooperation in the energy sector, mainly in energy efficiency and conservation as well as environmental issues.
An External Affairs Ministry  statement said that the two sides decided to consider the possibility of further cooperation in the establishment of statistics database in the sector concerned, including high energy-consuming industries where energy consumption has been growing in India in recent years.
The two sides also decided  to closely cooperate in the development of infrastructure in the sector of electricity and energy such as deployment of highly efficient coal-fired power generation, pumped-storage power generation and power transmission systems, in order to cope with a rapid increase of electricity demand in India and promote sustainable economic growth.
Japan also agreed to extend its help in India's National Solar Mission in India. Both the sides will discuss the possibility of contribution by Japan’s technologies and products.

The Chief Election Commissioner S Y Quraishi today said that practices like paid news and use of money power have emerged as new challenges in the management of elections. Addressing the 3rd Conference of Heads of Election Management Bodies of SAARC countries in New Delhi, Mr Quraishi said that it is important to curb such practices to ensure free and fair elections to strengthen democracy in the SAARC region. He said that voter education has assumed greater importance as an area to maximise participation by people in the electoral process.
Dr Quraishi said that the 3-day conference is aimed at discussing good electoral practices and sharing of ideas among member countries. During the conference, India will make a presentation on the use of information-technology in conducting elections in the country. The Chief Election Commissioner said that SAARC countries are holding a beacon of democracy to the world. He expressed the hope that they will emerge as the leader in the democratic world as 60 to 70 per cent or over 1 billion of the total electorate reside in the region.

In Chhattisgarh, the 4th round of talks between the government and Maoist negotiators has begun in Raipur for the release of the abducted Sukma collector, Alex Paul Menon. The talks are being held by Nirmala Buch and S.K.Mishra from the government side and Mr. B.D.Sharma and Prof. Hargopal from the maoist side. The talks follow the meeting of the Cabinet sub-committee on internal security headed by the Chief Minister Dr. Raman Singh this morning.
Later briefing the media in Raipur today, one of the member of the sub-committee and the Water Resources Minister of the state, Ram Bichar Netam said that all aspects of the crisis, including the legal aspects of the demands of the Maoists in exchange of the Collector, were discussed in the meeting.
Without disclosing the details, he said that the government mediators have been briefed on the stand of the government so that they can discuss about the matter in their talks with the Maoists’ mediators.
    "We met and discussed the issue. The State Government has put forward its point of view before the negotiators. Negotiators of both the sides are meeting and the outcome of their meeting will be known after their talks."
    The Minister said that the government is serious on the issue and that the talks held so far have proceeded on constructive lines. The meeting was attended among others, by the state Home Minister Nankiram Kanwar.

    The Defence Ministry has debarred two Indian and four foreign firms for ten years from all business dealings due to their involvement in irregularities in the recent past. The debarred foreign companies are from Singapore, Israel, Switzerland and Russia. The two Indian companies are located in New Delhi and Ludhiana. The CBI has filed a chargesheet against an Ex-Director General of Ordinance Factories for receiving illegal gratification from these firms. The case is sub-judice in the CBI Special Court in Kolkata.
Giving this information in the Lok Sabha today, Minister of State for Defence, M.M. Pallam Raju said that departmental proceedings have also been initiated against the official for his misdemeanor. In reply to another question, the Minister said that Defence procurement is continuing through alternative indigenous and foreign sources.

    In Uttar Pradesh, the special CBI court at Ghaziabad today rejected the bail application of Dr. Nupur Talwar in connection with the double murder case of her teenaged daughter Aarushi and domestic help Hemraj. Our Lucknow Correspondent reports that Nupur Talwar today surrendered before the special CBI court following a Supreme Court directive. The CBI had opposed the bail plea. She has been taken into custody by the agency. Her lawyer has said that Nupur's bail application will be moved today in the session court. She has requested the CBI court for her stay at court premises till this evening.
The apex court on April 27 had refused to stay the non-bailable warrant issued against her by the Ghaziabad based CBI court. Aarushi and Hemraj were found murdered on the intervening night of May 16-17 in the year 2008 at her NOIDA residence in Gautam Buddha Nagar district.

    The Bahujan Samaj Party supremo Mayawati today expressed grave concern over the recent Supreme Court judgement relating to the seniority and promotional avenues of the Scheduled Castes and Scheduled Tribes. Raising the issue during the Question Hour in the Rajya Sabha, she urged the Centre to bring an amendment to the Constitution to protect the interests of Scheduled Castes and Scheduled Tribes in view of the apex court verdict. She also pleaded with the UPA government to include the amended law in the 9th Schedule of the Constitution. The Chairman Mohammed Hamid Ansari permitted her to raise the issue as she demanded suspension of question hour. Responding to this, the Parliamentary Affairs Minister, P K Bansal said, the government is willing to have a debate on the issue and sought notices from the party leaders.

    The government has approved a pilot project for online electronic bill processing at empanelled hospitals serving defence employees at Delhi, Chandigarh, Pune, Secunderabad and Trivandrum. This will ensure prompt payments to these hospitals. This information was given by the Minister of State for Defence M.M. Pallam Raja in the Lok Sabha today. He said in order to ensure the supply of medicines on demand at these hospitals, the government is exploring outsourcing of pharmacy services to reputed pharmacy companies.

    The government today said, the tide gauge records for the Indian coastline regions gives an average sea level rise of 1.29 Millimeters per year for the last four decades. Replying to Questions in the Rajya Sabha, the Minister for Earth Sciences, Mr Vilasrao Deshmukh said, the Survey of India has established four tide gauges for continuous measurements of sea level along the Gujarat coast.

    Indigenously developed Light Combat Aircraft (LCA) "Tejas" will be inducted into the Indian Air Force this year. The Defence Research and Development Organisation (DRDO) Director General Dr. V.K. Saraswat was speaking after inaugurating the Aerospace Luminary Lecture Series organised by Hyderabad chamber of Aeronautical Society of India. He said, "Tejas" is ready to enter into the final operational clearance phase since it has already completed 1855 flying hours besides successfully handling the operational clearance it encountered initially.
Referring to the recent successful maiden flight of the Naval Variant of LCA, he said, the first trial of LCA achieved capability, particularly on take-off and landing from an aircraft carrier. He said, the Naval variant will certainly be a force multiplier for Indian Navy. Dr. Saraswat said, April 2012 will go down in history as a remarkable month owing to successful launches of 'Agni-V',  'RISAT-I' and the first flight trial of LCA Navy.

    Mahatma Gandhi's eternal companion, the Charkha, has touched new levels of popularity. Reports say, sale of hand spinning wheels which he used as a tool to promote self sufficiency during the British Rule and promote Swadeshi, tripled during last year at Sabarmati Ashram in Ahmedabad. Talking to AIR, Secretary of the Ashram, Amrut Modi said, sale of charkhas during the last financial year, surged to nine lakh rupees. Attributing the increase in the sale of Charkhas on a large scale following Gandhi's message of non-violence and truth which has become more relevant today, Mr. Modi said that Charkha sessions are held more often at Hriday Kunj, the place where Gandhiji stayed.

    In Uttarakhand, the agitation have begin in the hill areas in support of re-start of construction of Hydro power projects that presently stand suspended by the Centre under pressure from saints and environmentalists. The three suspended hydro power projects on upper stretch of Bhagirathi river includes Loharinagala, Bhaironghati and Pala Maneri projects in Uttarkashi district.
These projects had a target of generating a total of 1461 MW of power after their completion. According to Director Operations, Uttarakhand Jal Vidhyut Nigam, BCK Mishra, an expenditure of about 900 crore rupees have been done so far on these projects. Our correspondent has filed this report:

    "While 480 MW Pala Maneri hydro power project was on verge of completion before being scrapped, the Bhaironghati hydro power project of 380 MW was also under construction, when stopped midway. The 600 MW Loharinagpala project was also under construction, when scrapped. Following protests by saints and environmentalists, the Centre had to finally scrap these projects. Uttarakhand Chief Minister Vijay Bahuguna has urged the centre to re-start the work on these projects. Hydro power project supporters yesterday even blocked Rishikesh Badrinath National Highway near Pipalkoti in Chamoli district demand in support of projects. Raghawesh Pandey, AIR NEWS, Dehradun."

    In Goa, the Centre's project of providing biometrics identity cards to fishermen as part of stepping up surveillance in coastal areas is almost complete. The State Fisheries Director Nandkumar Verlekar said, around ten thousand fishermen living along the Goa shoreline, will be distributed these cards within a fortnight. The card contains all relevant information about them in a coded format.

    In Madhya Pradesh, six people including five Probationary Officers of State Bank of India, were drowned when a boat ferrying them, capsized in Narmada river at Maheshwar in Khargone district last night.  Fifty seven persons, most of them Probationary Officers from SBI's Regional Training Centre at Indore, had gone for a picnic yesterday. Thirteen were on board the ill-fated boat. The boat reportedly lost its balance as the probationers moved to one side. Seven people were rescued by the local people. Bodies of all the deceased were fished out this morning.

    In Afghanistan, 14 Taliban militants have been killed and 16 others detained during military operations by the coalition forces within the past 24 hours. In a statement, the Interior Ministry this morning said the joint operations were conducted by Afghan police, Army and NATO-led Coalition Forces in Kabul, Nangarhar, Zabul, Logar and Ghazni provinces.
The statement said the forces also discovered and confiscated six AK-47 guns, one rocket launcher, two PKM machine guns and three anti-vehicle mines, without saying if there were any casualties on the side of the security forces. Taliban insurgents have yet to make comments.

    The UN Secretary General Ban Ki-moon has called on Myanmar's President and the opposition leader Aung San Suu Kyi to work as partners on a path to change. Mr Ban, in a historic address to Parliament, said the path was too narrow to turn back and praised both leaders for their courage and vision. He said Myanmar had to change in order to tackle social and economic challenges. The UN chief is on a three-day visit to Myanmar
Mr Ban has met President Thein Sein and will later hold talks with Ms Aung San Suu Kyi. She earlier announced a row over an oath of office for MPs was resolved. Ms Suu Kyi said, she will now swear an oath as a newly elected member of Parliament. She and fellow MPs from her party will take up their seats in Parliament on Wednesday.

    China today successfully launched two more satellites for its proposed Beidou global navigation and positioning network being built to counter the US Global Position System (GPS). With the two, China has so far launched 13 satellites to form part of the Beidou system. The Beidou-2 satellites, launched from the Xichang Satellite Launch Center in the southwestern province of Sichuan, was boosted by a Long March-3B carrier rocket and has entered the scheduled orbit, the Center said in a statement.  It is the first time that China has launched two navigation satellites with one rocket, and the two satellites will help to improve the accuracy of the Beidou, or Compass system.

    The Human Resource Development Minister Kapil Sibal has said that the aim of the government is to set up institutes of high quality and excellence. Moving the Institutes of Technology (Amendment) Bill 2011 and the National Institutes of Technology (Amendment) Bill, 2011 for their consideration and passing in the Rajya Sabha today, he said, the government has to ensure the governance institutions with full autonomy. Both the Bills were passed by the Lok Sabha last year.

    In Tripura, a cyclone with a speed of 80 kms. per hour hit Bishalgarh sub division of Shipaijala district this morning. According to the SDM of Bishalgarh, around 35 people were injured in the cyclone which hit five villages. Relief and rescue operations are continuing in the area.

    In the National Capital, Delhiites today experienced yet another hot and humid day. The minimum temperature was recorded at 20.9 degree celsius, two notches below normal while the maximum yesterday settled at 37.1 degree celsius, one degree below normal. The humidity was recorded between 16 and 54 per cent. 
According to the Met department, the city will have a clear sky during the day and likely to become partly cloudy towards the afternoon and evening. It said, the temperature will oscillate between 21 and 38 degree celsius .The weatherman has predicted further rise in temperature in the next few days.

असम में ब्रहमपुत्र नदी में आज शाम एक नौका दुर्घटना में सत्तर से अधिक लोगों के मरने की आशंका है। यह दुर्घटना धुबरी जिले के बुरहा-बुरही चार में हुई। अपुष्ट खबरों के अनुसार सौ लोगों के मरने की आशंका है। अब तक पैंतीस शव निकाले जा चुके हैं, जबकि सरकारी तौर पर १४ शवों के निकाले जाने की पुष्टि हुई है। हमारे गुवाहाटी संवाददाता ने खबर दी है कि यह नौका धुबरी से मदरतरी घाट जा रही थी। यह दुर्घटना, नदी के बीचोंबीच तेज बवंडर उठने के कारण हुई। सेना, बीएसएफ, राष्ट्रीय आपदा कार्यबल, प्रशासन और स्थानीय लोग बचाव कार्य में जुटे हुए हैं। खबर है कि कुछ लोगों ने तैर कर अपनी जान बचाई।

भारत ने, आज सेशल्स को साढ़े सात करोड़ डॉलर की वित्तीय सहायता देने की घोषणा की है। इसमें पांच करोड़ डॉलर की ऋण सुविधा तथा विकास के लिए ढाई करोड़ डॉलर की सहायता शामिल है। राष्ट्रपति प्रतिभा देवीसिंह पाटील ने सेशल्स के राष्ट्रपति जेम्स मिशेल के साथ विभिन्न मुद्दों पर व्यापक बातचीत की। दोनों देशों ने आपसी संबंधों को आगे बढ़ाते हुए अनुसंधान और विकास में पुलिसकर्मियों को प्रशिक्षण देने तथा युवा और खेल क्षेत्रों में सहयोग बढ़ाने के दो समझौतों पर हस्ताक्षर किये।

प्रधानमंत्री मनमोहन सिंह ने असम में नाव दुर्घटना में राहत कार्यों के लिए असम सरकार को सभी संभव सहायता तथा मृतकों के परिवारों को प्रधानमंत्री राष्ट्रीय राहत कोष से सहायता देने के निर्देश दिए हैं। प्रधानमंत्री ने असम के मुख्यमंत्री से बात कर अपनी संवेदना व्यक्त की तथा राज्य के लोगों के साथ एकजुटता प्रकट की। उन्होंने नाव दुर्घटना में मारे गए लोगों के बारे में शोक और दुःख व्यक्त किया है। उन्होंने मारे गए लोगों के परिजनों को गहरी संवेदना भेजी है।

भारत और जापान नागरिक परमाणु सहयोग पर बातचीत आगे बढ़ाने तथा एक समझौते पर हस्ताक्षर करने के लिए सहमत हो गए हैं। इसके अलावा साइबर तथा समुद्री सुरक्षा के बारे में वार्ता शुरू करने पर भी दोनों देश सहमत हुए हैं। वार्ता दोनों देशों के विदेश मंत्रालय के अधिकारीे स्तर पर होगी। विदेश मंत्री एस.एम. कृष्णा ने जापानी विदेश मंत्री कोइचिरो गेम्बा के साथ संयुक्त संवाददाता सम्मेलन में दोनों देशों के बीच सामरिक तथा वैश्विक साझेदारी पर संतोष व्यक्त किया।
दोनों विदेश मंत्रियों ने अफगानिस्तान, म्यामां की स्थिति तथा उत्तर कोरिया के परमाणु कार्यक्रम सहित महत्वपूर्ण अंतर्राष्ट्रीय और क्षेत्रीय मुद्दों पर बातचीत की।

देश में कपास के उत्पादन में वृद्धि के संशोधित आंकडों को देखते हुए सितंबर में समाप्त होने वाले २०११-१२ विपणन वर्ष में सरकार ने कपास का और निर्यात करने की अनुमति दे दी है।
वाणिज्य और कपडा मंत्री आनंद शर्मा ने बताया है कि कपास के निर्यात के पंजीकरण संबंधी रूकावट समाप्त करने का फैसला किया गया है।

मंत्रियों के दल ने कपास की घरेलू मांग, मीलों में खपत और मंड़ियों में कपास की उपलब्धता की पुनर्समीक्षा की। कपास सलाहकार बोर्ड के संशोधित अनुमान और कपास की पैदावार के आंकड़ों के आधार पर कृषि मंत्रालय द्वारा दिये गये अनुमान को हमने स्वीकार कर लिया है। इसलिए कपास निर्यात पंजीकरण पर लगी रोक हटाने का फैसला किया गया है।
हमारे संवाददाता ने खबर दी है कि भारतीय कपास निगम के लिए अनिवार्य कर दिया गया है कि वह आगामी जून, जुलाई और अगस्त की जरूरतों को पूरा करने के लिए दस लाख गांठ कपास का सुरक्षित भंडार बनाए। मंत्रियों का समूह दो-तीन सप्ताह में स्थिति की समीक्षा करेगा।

प्रवर्तन निदेशालय ने आदर्श हाउसिंग सोसायटी घोटाले में कथित रूप से शामिल होने और मनी लांडरिंग के मामले में महाराष्ट्र के
पूर्व मुख्यमंत्री अशोक चव्हाण और १३ अन्य के खिलाफ आरोप लगाए हैं।
वरिष्ठ वकील आर.बी. देसाई ने बंबई उच्च न्यायालय को बताया कि इन लोगों के खिलाफ धन के अवैध लेन-देन रोकथाम अधिनियम के तहत इन्फोर्समेंट केस इंर्फोमेशन रिपोर्ट-ईसीआईआर दर्ज की गई है। इसमें कहा गया है कि इन आरोपियों ने आदर्श हाउसिंग सोसायटी का निर्माण करने के लिए गैर-कानूनी तरीके से मंजूरी ली तथा बाजार मूल्य से बहुत कम पर लैट खरीदे।

संसद ने भारतीय प्रौद्योगिकी संस्थान के बारे में दो संशोधन विधेयकों को मंजूरी दे दी है। राज्यसभा ने आज इसे ध्वनिमत से पारित कर दिया। लोकसभा इन दोनों विधेयकों से संबंधित दो संशोधनों को पहले ही पारित कर चुकी है।

सरकार ने, सभी मोबाइल फोन निर्माताओं को इस साल एक सितम्बर तक मोबाइल हैंड सेट में रेडियोधर्मी टैग लगाने का निर्देश दिया है, जिसमें स्पेसीफिक एब्जॉर्शन रेट (एस ए आर) तथा मूल्य शामिल होंगे। संचार और सूचना प्रौद्योगिकी मंत्री मिलिंद देवड़ा ने आज राज्यसभा में यह सूचना दी।

केंद्र अलग तेलंगाना राज्य की मांग के बारे में जल्द ही जवाब देगा। अपने मंत्रालय की मासिक रिपोर्ट पेश करने के बाद गृहमंत्री पी.चिदंबरम ने यह जानकारी, सदन में विपक्ष की नेता सुषमा स्वराज द्वारा सरकार से इस मुद्दे पर सदन में उठाए गए कदमों का खुलासा करने के बारे में पूछे गए एक प्रश्न के उत्तर में दी। श्री चिदंबरम ने अपनी पार्टी सहित तेलंगाना सांसदों से अपील की कि वे सदन में इस मुद्दे पर चर्चा के दौरान कार्यवाही में बाधा न डालें। गृहमंत्री ने कहा कि इस मुद्दे पर चर्चा सदन के बाहर भी की जा सकती है।

बॉम्बे स्टाक एक्सचेंज में आज लगातार तीसरे दिन बढत दर्ज की गयी। निवेशकों ने खासतौर से आईटी स्टॉक में खरीदारी की जिससे सेंसेक्स १३१ अंक बढकर १७ हजार ३१९ पर बंद हुआ। निफ्‌टी ३९ अंक बढकर ५ हजार २४८ पर जा पहुंचा। डालर के मुकाबले रूपया १९ पैसे कमजोर हुआ। एक डालर का मूल्य ५२ रूपए ७३ पैसे रहा। दिल्ली के सर्राफा बाजार में सोना ५० रूपए महंगा होकर २९ हजार ५९० रूपए प्रति दस ग्राम पर जा पहुंचा । जो अब तक का सबसे अधिक मूल्य है। चांदी का मूल्य ४०० रूपए बढकर ५६ हजार ९०० रूपए प्रति किलोग्राम हो गया।

उच्चतम न्यायालय ने इटली के जहाज एनरिका लेक्सी को छोड़ने की याचिका पर इटली सरकार का जवाब मांगा है। जहाज के दो नाविकों ने फरवरी में दो भारतीय मछुआरों की कथित रूप से हत्या कर दी थी।
न्यायाधीश आर.एम लोढ़ा और न्यायाधीश एच.एल. गोखले की खंड पीठ ने जहाज को छोड़े जाने की उसके मालिक की याचिका पर अपना आदेश कल तक के लिए सुरक्षित रखा है। इस दौरान इटली सरकार से अपना जवाब देने को कहा गया है।

In Assam, over seventy people are feared dead after a boat capsized in the River Brahmaputra at Burha-Burhi Char in Dhubri district this evening. Unconfirmed reports say 100 people are feared killed and 35 bodies have been recovered so far. Officials confirmed recovery of 24 bodies. Our Guwahati correspondent reports that the boat capsized on its way from Dhubri to Madartari Ghat .
The incident occured due to heavy storm in the midst of the river. Army, BSF, National Disaster Response Force have joined  the administration and the local people in the rescue operation. Several people have reportedly survived after swimming to the shore.

The Prime Minister has expressed shock and grief over the loss of lives in a boat tragedy  in Assam. He has conveyed his deepest condolences to the near and dear ones of those who lost their lives. Dr. Singh has given instructions for all possible assistance to the government of Assam in relief operations and also for assistance from the Prime Minister’s National Relief Fund to the families of the deceased. The Prime Minister spoke to the Chief Minister of Assam to convey his condolences and express solidarity with the people of Assam.

India today announced a 75 million US dollar financial package for Seychelles. This includes a 50 million dollar line of credit and 25 million dollar for development. After talks with her Seychellian counterpart James Michel, the President Mrs. Pratibha Devisingh Patil held wide ranging discussions on a host of issues. Talking the relations to a new height, the two countries signed pacts to train police personnel in research and development and cooperate in the areas of youth and sports affairs.  

Addressing the Extraordinary session of the National Assembly of Seychelles today Mrs Patil called for comprehensive and sustained fight to deal with the menace of terrorism. The president asserted that sustainable peace can be achieved by effectively dealing with terrorism and curbing the acts of violence and conflicts. She said terrorism has become more complex with the challenge posed by piracy.
We expressed satisfaction at the present level of bilateral cooperation in the defence and security areas, especially in the context of combating piracy in the Indian Ocean region. Piracy in the region adversely impacts on us all.
Speaking on the occasion the Seychellian President James Michel thanked India for supporting his country in the fight against piracy and the support in legal, Judicial and Police reforms.
We thank India for all its support in the fight against piracy. Our armed forces work together very effectively. We note with satisfaction the effectiveness of the donier for maritime control. We also look forward to the installation of the new radar system which will protect our Ocean.

The Government has allowed fresh exports of cotton. It has also announced that a ban on suspension of new registrations be revoked. This was decided in the Group of Ministers, GoM, meeting which reviewed the cotton exports situation in New Delhi today.
The GoM chaired by the Finance Minister Pranab Mukherjee considered the estimates of the cotton advisory board and the 3rd estimates of the Ministry of Agriculture. Talking to reporters outside Parliament after the meeting, Anand Sharma said, that the government has removed the suspension of registration of cotton exports.
A decision has been taken to remove this suspension of registeration. The registeration of Cotton for exports will be allowed by the government and the Group of Ministers will review it within two to three weeks.

Parliament gave its seal of approval to two amendment bills on the Indian Institutes of Technology (IIT) with the Rajya Sabha adopting the measure by voice vote today. The Lok Sabha had already passed the two bills -the Institutes of Technology bill 2011 and the National Institutes of Technology bill 2011.

Chhattisgarh Chief Minister Raman Singh today said that the hostage crisis in the state will soon come to an end with the release of abducted Sukma Collector Alex Paul Menon. He told reporters both the sides had agreed on certain points during the talks and a final decision will be taken by the Cabinet sub committee. The Chief Minister said that the Government mediators Nirmala Buch and S K Mishra briefed the sub-committee of Chhattisgarh cabinet about the talks. The collector was said to be in good health.

The Centre is constantly in touch with the Chhatisgarh government on the abduction of Sukma Collector Alex Paul Menon by the Naxals. Home Minister P. Chidambaram told reporters in New Delhi, that the Home secretary is constantly following the matter with the Chief Secretary and the DGP of the State. He said, the two interlocuters who met the CPI Maoists have returned and informed the Chief Minister that the adbducted collector is safe and the medicines have reached him.

In Manipur, 103 militants from twelve insurgent outfits have laid down arms this afternoon before the state Chief Minister Okram Ibobi Singh at the Headquarters of the Inspector General of Assam Rifles(South) at Mantripukhri in Imphal. The militants handed over many arms and ammunition including fifty pistols and nine AK-Rifles.

Former Maharashtra Chief Minister Ashok Chavan and 13 others have been charged in a money laundering case by the Enforcement Directorate, ED, for their alleged involvement in the Adarsh housing scam. Senior counsel R V Desai told the Bombay High Court today that an Enforcement Case Information Report, has been registered under the Prevention of Money Laundering Act against 14 persons.

India and Japan have agreed to intensify talks on civil nuclear cooperation to move forward towards signing a civil pact. The two countries have decided to launch two new dialogue mechanisms on cyber and maritime security. Addressing a joint perss conference along with his Japanese counterpart Koichiro Gemba, External Affairs Minister Mr S M Krishna expressed satisfaction over the strategic and global partnership between the two countries. On the economic front, Mr Krishna said, India and Japan have agreed to accelerate cooperation in the flagship Delhi - Mumbai Industrial Corridor project. Cooperation in the railways sector were also discussed.
We also discussed cooperation in the railways sector including the ongoing dedicated freight corridor project as well as the possibility of India obtaining high speed rail technology from Japan.

India and Pakistan have agreed to hold meaningful and result-oriented discussion to demilitarise Siachen glacier region. The number of casualties in Siachen in last one year is 26. In a written reply, Defence Minister A K Antony said in Lok Sabha today that 12th round of Defence Secretary- level talks were held between India and Pakistan last year on diplomatic measures for demilitarisation of Siachen glacier region.

A defiant Pakistan Prime Minister Yousuf Raza Gilani today said that there is no law under which country's judiciary can disqualify him. He said this while interacting with the media on the sidelines of an official function in Islamabad. Gilani said that he intended to continue as Premier despite calls from opposition parties to resign. He said only the Speaker of the National Assembly or lower house of parliament could disqualify him. A seven-judge bench of the apex court convicted Gilani of contempt on April 26 and gave him a symbolic sentence of less than a minute for refusing to revive graft cases against President Asif Ali Zardari.

A bench of justices R M Lodha and H L Gokhale reserved its order on vessel's owner Dolphin Tankers' plea for release of the ship tomorrow. By this time, the Italian government too was asked to file its reply.

The Government has instructed all cell phone manufacturers to include radiation tags in mobile handsets to display Specific Absorption Rate, value by the first of September this year. A radiation tag is a device embedded within a cell phone for checking radiation emitting from it. The minister of State for Communication and Information Technology Milind Deora gave this information in the Rajya Sabha today.

Rising for the third day in a row, the Sensex at the Bombay Stock Exchange gained 131 points, or 0.8 percent, to a one-week high of 17,319, on investor buying especially in IT stocks, today. The Nifty climbed 39 points, or 0.8 percent, to 5,248. Stock markets in Hong Kong, Singapore and South Korea ended mixed. The rupee dropped 19 paise, to close at a nearly four-month low of 52.73 against the dollar. Gold rose 50 rupees, to touch an all-time high of 29,590 rupees per ten grams in Delhi. Navin Patnaik today said ruling Biju Janata Dal MLA Jhina Hikaka who was released by Maoists unharmed recently should not resign under pressure. The Madhya Pradesh government has recommended the dismissal of suspended Indian Administrative Service (IAS) officer Tinu Joshi. It has sent a letter  to this effect to the central Government. The state government had sent a similar proposal on Saturday to sack Tinu Joshi’s IAS husband Arvind Joshi. The IAS couple was suspended following a raid at their Bhopal residence by the income tax officials in 2010. The income tax officers had recovered more than three crore rupees in cash from their residence.
