------ ओड़ीशा विधानसभा में सभी सदस्यों ने माओवादियों द्वारा मलकानगिरि के जिला कलेक्टर आर.वी कृष्णा और जूनियर इंजीनियर पवित्र मोहन मांझी के अपहरण पर गहरी चिंता व्यक्त की है। सदन ने एक प्रस्ताव पारित करते हुए माओवादियों से अपील की है कि वे जल्दी से जल्दी दोनों अधिकारियों को छोड़ दें। हमारे संवाददाता ने बताया है कि ओड़ीशा के मुख्यमंत्री नवीन पटनायक ने माओवादियों से फिर आग्रह किया है कि वे श्री कृष्णा और श्री मांझी को कोई नुकसान न पहुंचाएं।
बंधक बनाए गए उड़ीसा के मल्लकानगिरी जिला मजिस्ट्रेट और कलेक्टर आर.वी. कृष्णा और जूनियर इंजीनियर पवित्र मोहन मांझी को माओवादियों से रिहा करने के लिए अभी भी -- बनी हुई हैं। माओवादियों द्वारा दी गई २४ घंटे से ज्यादा महोल्लत आज शाम खत्म हो रहा है, इस बीच उड़ीसा माओवादियों से कृष्णा और माझी को छुडाने के लिए माओवादियों की तरफ से प्रोफेसर आर.एस. राव और प्रोफेसर सर्वगोपाल के साथ बातचीत शुरू करने के लिए भुवनेश्वर में इंतजार कर रही है। माओवादी सरकार को अधिक महोल्लत देंगे या नहीं इसके बारे में अभी तक कोई सूचना नहीं है।
माओवादियों की सात सूत्री मांगों में नक्सलवाद विरोधी संयुक्त कार्रवाई रोकने के अलावा सीमा सुरक्षा बल को हटाने, जेल में बंद सात सौ जनजातीय नक्सलवादियों को रिहा करने और आन्ध्र प्रदेश में कुल्लावरम बहुउद्देशीय बांघ परियोजना को रद्द करने की मांगें शामिल हैं।
------ सरकार, माओवाद ग्रस्त इलाकों में बेहतर सम्पर्क और विकास के लिए सड़क निर्माण परियोजनाओ में तेजी लाएगी। चालू वित्तीय वर्ष में इन इलाकों में चार हजार दो सौ किलोमीटर से लम्बी सड़कें बनाने की परियोजनाएं शुरु की जाएंगी। सड़क परिवहन और राजमार्ग मंत्री डॉक्टर सी पी जोशी ने आज नई दिल्ली में अपने मंत्रालय की सलाहकार समिति को यह जानकारी दी। उन्होंने कहा कि इन परियोजनाओं से जनजातीय बहुल सीमावर्ती जिलों में उग्रवादियों की गतिविधियों को रोकने के लिए एक बेहतर संचार नेटवर्क तैयार होगा और साथ ही साथ इससे जनजातीय लोगों की सामाजिक स्थिति भी सुधरेगी। डॉ० जोशी ने कहा कि सरकार अब तक इन इलाकों में तीन हजार आठ सौ करोड़ रुपये से भी ज्यादा की सड़क परियोजनाओं की मंजूरी दे चुकी है। श्री जोशी ने कहा कि सरकार इन इलाकों में चरणबद्ध तरीके से सड़कों के विकास के लिए वचनबद्ध है।
------ प्रधानमंत्री मनमोहन सिंह ने आज असम के कामरूप जिले में रामपुर गांव में केंद्र के बहुक्षेत्रीय विकास कार्यक्रम के तहत चलाई जा रही परियोजनाओं का जायजा लिया। प्रधानमंत्री जुहाली गांव पंचायत द्वारा बनाए गए आठ मकानों में गए और वहां के लोगों से बातचीत की। इन मकानों के निर्माण के लिए केंद्रीय अल्पसंख्यक मामलों के मंत्रालय ने धन राशि उपलब्ध कराई है। मुख्यमंत्री तरूण गोगई और राज्य के वरिष्ठ अधिकारी भी डॉक्टर मनमोहन सिंह के साथ गए। असम से राज्य सभा के सदस्य डॉ० मनमोहन सिंह राज्य के दो दिन के दौरे पर कल वहां पहुंचे थे। प्रधानमंत्री नई दिल्ली लौटने से पहले शिबसागर जिले में राष्ट्रीय डिजाइन संस्थान और जोरहाट में राजीव गांधी पेट्रोलियम प्रौद्योगिकी संस्थान की आधारशिला भी रखेंगे।
------ आंध्र प्रदेश में तेलंगाना संयुक्त कार्य समिति-जे.ए.सी. का असहयोग आंदोलन जोर पकड़ रहा है। आंदोलन के तहत जे.ए.सी आज इलाके में कई जगह रास्ता रोक रही है और विरोध प्रदर्शन कर रही है। हमारी संवाददाता ने बताया है कि सरकार से अलग तेलंगाना राज्य के लिए संसद में विधेयक लाने की मांग करते हुए जे.ए.सी ने इलाके में दो दिन से असहयोग आंदोलन चला रखा है।
विभिन्न पार्टियों के तेलंगाना प्रांत के नेताओं के साथ-साथ कर्मचारिया, श्रामिक और अध्यापक दो दिन से हो रहा नॉन कॉपरेशन आंदोलन में भाग ले रहें हैं। प्रांत के कुछ हिस्सों में मंडल स्तर पर सरकारी कार्यालयों में काम लगभग स्थगित हो गए है, जबकि राज्य की राजधानी हैदराबाद में भी कुछ हद तक के लिए उसका प्रभाव दिखाई दे रहें हैं। आंदोलनकारियों ने पब्लिक ट्रांसपोर्ट बसों में बिना टिकट यात्राएं कर रहे हैं और बिल जमाने और रिव्यू कलेक्शन में भी असर दिखाई दे रहे हैं। इस बीच हैदराबाद में उसमन्य विश्वविद्यालय के समीप कुछ अज्ञात व्यक्तियों ने कल रात चार बसों को जलाया।
------ भारत और पाकिस्तान आगामी विदेश मंत्री स्तर की वार्ता में सर क्र्रीक के मुद्दे पर विचार करेंगे। नई दिल्ली में पत्रकारों से बातचीत में भारत के मुख्य जल सर्वेक्षक वाइस एडमिरल बी.आर. राव ने कहा कि सर क्र्रीक मुद्दे पर जुलाई में बातचीत होगी। श्री राव ने इसे एक आसान मुद्दा बताते हुए कहा कि बातचीत की शुरूआत भारत और पाकिस्तान के महासर्वेक्षक स्तर पर होगी। भारत अब तक अपने सभी पड़ोसी देशों जैसे-श्रीलंका, म्यांमा, थाइलैंड, इंडोनेशिया और मालद्वीव के साथ अपनी समुद्री सीमा का निर्धारण कर चुका है। लेकिन पाकिस्तान के साथ सर क्रीक और बग्लादेश के साथ समुद्री सीमा का मुद्दा कई साल से लम्बित है।
------ दुनिया के सबसे कम विकसित देशों- एल डी सी ने अंतरराष्ट्रीय समुदाय से कहा है कि वे उनकी सामाजिक-आर्थिक प्रगति के लिए व्यापक दृष्टिकोण अपनाए। नई दिल्ली में इन देशों के दो दिन के सम्मेलन के समापन पर जारी संयुक्त घोषणा पत्र में कहा गया है कि विश्व में शांति, सुरक्षा और समृद्धि सुनिश्चित करने के लिए एल डी सी के सामने आने वाली चुनौतियों को कारगर ढंग से निपटाना होगा। घोषणापत्र के अनुसार इस दिशा में अब तक के अंतर्राष्ट्रीय प्रयास बेनतीजा रहे हैं और ऐसे देशों की संख्या जो १९७१ में २५ थी, २०११ में ४८ हो गई है। इन देशों का कहना है कि मई में इस्ताम्बूल में एक कारगर कार्य योजना तैयार करनी होगी ताकि वर्ष २०२० तक इनकी संख्या कम से कम ५० प्रतिशत कम हो सके।
विकासशील देशों के बीच आपसी सहयोग, व्यापार, तथा निवेश बढ़ने पर संतोष व्यक्त करते हुए एल डी सी ने इसे और बढ़ाने की प्रतिबद्धता व्यक्त की।
विश्व में खाद्य सुरक्षा की नाजुक स्थिति पर गहरी चिंता व्यक्त करते हुए घोषणा पत्र में कहा गया है कि खाद्य मूल्यों के उतार-चढाव और मुद्रास्फीति से एल डी सी पर सबसे बुरा असर पड़ता है। घोषणापत्र में सबसे कम विकसित देशों को खाद्य उत्पादन में आत्मनिर्भर बनाने के लिए हरित क्रांति लाने की भी बात कही गई है।
हमारे संवाददाता ने खबर दी है ऐसे देशों में गरीबी कम करने और सहस्राब्दी के विकास लक्ष्यों को हासिल करने के लिए आर्थिक प्रगति को बढ़ावा देना बहुत जरूरी है।
नई दिल्ली का मानना है कि अति आवश्यक देशों का आपसी तालमेल ही इन देशों का आपसी तालमेल ही इन देशों में स्थाई विकास ला सकता है। जहां तक विकसित और विकसित हो रहे देशों के आपसी तालमेल का प्रश्न है ऐसा देखा गया है कि विकसित देशों ने अभी तक न तो कोई तकनीक हस्तांतरित की है और न ही कोई ऐसा साझा कार्यक्रम बनाया है जिससे अति अविकसित देशों का कल्याण किया जा सके। अति अविकसित देशों की संख्या में लगातार हो रही वृद्धि को भारत चिंता का विषय मानता है। इन देशों के त्वरित विकास के लिए भारत ने जहां ५० लाख डालर का एक कोष बनाया है, वहीं पांच करोड़ डालर का ऋण भी मौहेया करवाया है। इसके अलावा हर अति अविकसित देश के लिए तकनीकी क्षेत्र में पांच छात्रवृतियां भी निर्धारित की है। पिछले कुछ दशकों में इन देशों में भारत द्वारा भारी निवेश किया गया है जो अब ३५ अरब डालर तक पहुंच चुका है।
सम्मेलन में सबसे कम विकसित देशों के अलावा फिनलैंड, ऑस्ट्रेलिया, स्लोवानिया, चीन, हंगरी, क्रोएशिया, जॉर्जिया, यूरोपीय संघ, जर्मनी और अमरीका भी प्रेक्षकों के रूप में शामिल हुए।
------ भारत ने जी-२० देशों, खासकर धनी देशों से कहा है कि वह अन्तर्राष्ट्रीय बाजार में असंतुलन और उतार-चढ़ाव के लिए जिम्मेदार नहीं है। पेरिस में जी-२० वित्त मंत्रियों की बैठक के पहले सत्र में वित्त मंत्री प्रणब मुखर्जी ने कहा कि भारत जैसी तेजी से उभर रही अर्थव्यवस्था में मौसमी कारकों और खाद्य पदार्थों की कीमतों पर उसका प्रभाव पड़ना लाजमी है। उन्होंने कहा कि मौसम की बेरूखी के कारण भारत को खाद्य पदार्थों की ऊंची और लगातार बने रहने वाली मुद्रास्फीति का सामना करना पड़ा। श्री मुखर्जी ने यह भी कहा कि अर्थव्यवस्था में विकास के कारण उपभोग के तौर-तरीके में आने वाला परिवर्तन भी इसके लिए जिम्मेदार है। उन्होंने कहा कि खाने-पीने की चीजों में बढ़त से महंगाई बढ़ी। वित्त मंत्री ने कहा कि भारत इस मामले में भाग्यशाली है कि विकास के मौजूदा चरण में कमोवेश उपभोग और निवेश के बीच संतुलन बना रहा है।
------ बहरीन में मुख्य शिया विपक्षी गुट ने सुल्तान अहमद बिन ईसा अल खलीफा के बातचीत के प्रस्ताव को खारिज कर दिया है। हमारे संवाददाता ने बताया है कि वफाक ब्लॉक के वरिष्ठ सदस्यों ने कहा है कि सरकार पहले इस्तीफा दे और मनामा की सड़कों से सुरक्षाबलों को वापस ले।
विपक्ष का कहना है कि सरकार बातचीत के पति गंभीर नहीं है और बातचीत के पहले सरकार के इस्तीफे, सुरक्षा बलों को हटाने और शांतिपूर्ण प्रदर्शनों की इजाजत की मांग की है। बातचीत का प्रस्ताव कल की उद्घटना के बाद आया है, जिसमें म्यांमा के पल्स स्क्वायर पर फिर से इकट्ठा होने की कोशिश कर रहे प्रदर्शनकारियों के खिलाफ सुरक्षाबलों ने कार्रवाई की। विपक्ष देश में व्यापक राजनीतिक सुधारों और राजा के अधिकारों में कटौती की मांग कर रहा है। बहरीन का शासन सुन्नी शासकों के हाथ में है और माना जाता है कि अधिकत्तर प्रदर्शनकारी सिया समुदाय से है, जो देश की आबादी लगभग का ७० प्रतिशत है। अमरीका स्थिति को चिंतत होकर देख रहा है क्योंकि बहरीन में उसका पांचवां नौसेनिक बेड़ा तैनात है जिसे मध्यपूर्व में अमरीकी -- के लिए महत्वपूर्ण माना जाता है।
इससे पहले बहरीन में सुल्तान अहमद बिन ईसा अल खलीफा ने अपने पुत्र युवराज सलमान को देश में चल रहे राजनीतिक संकट को खत्म करने के लिए राष्ट्रीय स्तर पर बातचीत शुरू करने को कहा है।
इस बीच, जार्डन और यमन में भी कल सरकार विरोधी प्रदर्शन हुए। जार्डन में सरकार समर्थक और विरोधियों के बीच झड़पों में आठ लोग जख्मी हुए जबकि यमन में विरोध प्रदर्शन कर रहे पांच लोगों की मौत हो गई।
अमरीका के राष्ट्रपति बराक ओबामा ने पश्चिम एशिया के नेताओं से सरकार विरोधी प्रदर्शनकारियों से निबटने में संयम बरतने का अनुरोध किया है।

The Odisha Legislative Assembly has unanimously expressed deep concern over the abduction of Malkangiri district magistrate and collector R V Krishna and junior engineer Pabitra Mohan Majhi by Maoists. The House also passed a resolution appealing the Maoists to free the duo at the earliest. Odisha Chief Minister Naveen Patnaik has once again appealed to the Maoists not to physically harm Krishna and Majhi.
Suspense continues over the release of Malkangiri district magistrate and collector R Vineel Krishna and junior engineer Pabitra Mohan Majhi with the extended deadline of 24 hours given by the Maoists coming to an end this evening. As Odisha Government is eagerly awaiting for negotiation to begin with Prof RS Rao and Prof Haragopal on the demands of red-ultras and release of Krishna and Majhi, Maoists have not sent any communication today for further extension of time. The Odisha Assembly passing an unanimous resolution has also appealed the Maoists to free their hostages. Members irrespective of their party affiliation have urged Chief Minister Naveen Patnaik to act fast to free the Malkangiri collector and junior engineer.
Besides halt to anti-Naxal joint combing operations, which has already been conceded, the seven-point demands of the Maoists included withdrawal of BSF, release of 700 jailed tribal Naxals and scrapping of Polavaram multi-purpose dam project in Andhra Pradesh.

Government plans to augment the road construction projects in the Maoist affected areas for better connectivity and development. Projects covering a length of over 4200 kilometers in these areas will be awarded in the current fiscal. This was revealed by Road Transport and Highways Minister Dr C P Joshi while addressing the Consultative Committee meeting attached to his Ministry in New Delhi. He said that the projects will provide an efficient communication network for the remote areas to combat the extremist activities in the border tribal districts of the states and also help in social uplift of tribal people. Dr Joshi said that so far the Government has awarded projects covering a length of over 3300 km worth over 3800 crore rupees. The minister said that his ministry is committed to the task of developing roads in these areas in a planned and phased manner.

The Prime Minister Dr. Manmohan Singh today made an on-the-spot visit of the projects implemented under the Multi-Sectoral Development Programme of the Centre at the minority-concentrated areas of Rampur village in Kamrup district of Assam. He visited eight houses built by the Juhali Gaon Panchayat and interacted with the beneficiaries. The funds for construction of the houses were provided by the Union Ministry of Minority Affairs. The Chief Minister Mr. Tarun Gogoi and other top officials accompanied Dr. Manmohan Singh. The Prime Minister, who is also a Rajya Sabha member from Assam, is on a two-day visit to the State since yesterday.
Dr. Singh will lay the foundation stones of the National Institute of Design at Sibsagar and the Rajiv Gandhi Institute of Petroleum Technology at Jorhat in Upper Assam, before his departure to New Delhi.

In Andhra Pradesh, the non-cooperation agitation by Telangana Joint Action Committee is picking up momentum. As part of the Non cooperation, the JAC is demonstrating and protesting with rasta rokoo today at several places across the region. Demanding the government to introduce a bill on statehood for Telangana in the Parliament, the JAC launched a non-cooperation agitation through out the region two days ago.
Besides Leaders of various political parties from Telangana region, Employees, Workers and Teachers are taking part in the non cooperation agitation for the past two days. In some parts of the region, the work in government offices has come to a stand still at mandal level while functioning at offices in the state capital, Hyderabad also got affected for some extent. The agitators are undertaking ticket-less travel in the public transport buses and payment of bills and revenue collections have touched the bottom level. Four buses have been burnt off by unidentified persons last night near the Osmania University which was the epicentre of the statehood agitation last year in Hyderabad.

A proposal on Foreign Direct Investment in the Information and Broadcasting sector will be sent to the Department of Industrial Policy and Promotion. Information and Broadcasting Secretary Raghu Menon said that his ministry has received recommendation from Telecom Regulatory Authority of India and these will be forwarded to the concerned department within a month.
Mr Menon made it clear that the cap on FDI in the media sector will not be uniform across all segments.

India and Pakistan will discuss the issue of Sir Creek at the forthcoming Foreign Minister level talks between the two countries. Talking to newsmen in New Delhi, India's Chief Hydrographer, Vice Admiral B R Rao said, talks on Sir Creek issue would begin in July between the two sides. Describing the issue as one of the easily deliverable subjects, he said, talks would be preceded by a meeting between the Additional Secretary-rank officer of the Surveyor General of India and his Pakistani counterpart. He said, in 2008, Pakistan had agreed that maritime boundary could be easily resolved. But they insisted on including all the three zones- maritime boundary, horizontal sector and Sir Creek together.
Talking about India's maritime boundary dispute with Bangladesh which is pending with the International Court of Justice (ICJ), he said, surprisingly, Bangladesh raised the issue in 2009, while it had already singed 50 MoUs with India on bilateral co-operations.
AIR correspondent reports, India has settled boundary issues with almost all its maritime neighbours like Sri Lanka, Mayanmar, Thailand, Indonesia and Maldives. But the Sir Creek issue with Pakistan and maritime dispute with Bangladesh are pending for several decades.

The Least Developed Countries, LDCs, have called upon the international community to take a comprehensive approach for their socio-economic advancement. In a joint declaration brought out following the conclusion of the two day summit in New Delhi today, they urged the international community to effectively address the challenges faced by the LDCs to ensure global peace, security and prosperity. Expressing concern that international efforts so far have lacked resulting in the increasing number of LDCs from 25 in 1971 to 48 in 2011, the declaration called for an ambitious Programme of Action to get at least 50 percent of LDCs to come out of this list by 2020, when they meet in Istanbul in May.

New Delhi understands that the untapped opportunities of South-South cooperation can contribute significantly to the sustained development of the Least Developed Countries. There have been serious flaws in North-South Cooperation as the developed countries are yet to provide adequate technology for the accelerated growth of these countries. To accelerate their growth, India has announced additional assistance which includes establishment of a special fund of five million dollars and a 500 million dollar credit line for developmental projects. These efforts are sure to bring a turn around in the lives of peoples and enhanced triangular ties in South-South and North-South Cooperation.
Apart from LDCs, Finland, Australia, Slovenia, China, Hungary, Croatia, Georgia, European Union, the US, Germany and Hungary also attended the meeting as observers.

Bahrain's main Shia opposition group has rejected King Hamad bin Isa al-Khalifa's offer of national dialogue. Senior members of the Wefaq bloc said the government must resign first and troops should be withdrawn from the streets of the capital Manama. The King has asked his eldest son, Crown Prince Salman, to start a national dialogue to resolve the country’s political crisis.

Libya's anti-government protesters hanged two policemen in the eastern city of Al-Baida. A newspaper report said, two policemen who were trying to disperse protesters that swept the city on Wednesday were hanged after protesters managed to hold them. The paper said that a group of protesters also killed the managing director of AL-Galaa hospital in downtown Benghazi, Libya's second largest city.

Egypt has agreed to allow two Iranian warships to cross through the Suez Canal. The post-Hosni Mubarak caretaker government gave the green light to the Iranian warships yesterday. According to the semi-official Fars News Agency, Iran said earlier that the flotilla was on a yearlong intelligence-gathering and training mission to prepare cadets to defend Iran's cargo ships and oil tankers from the threat of attack by Somali pirates. The State media said, they are expected to be the first Iranian warships to sail through the Suez since the Islamic republic's 1979 revolution.

Officials have failed to agree targets to reduce global economic imbalances on the first day of the two-day G20 meeting in Paris. They negotiated through the night discussing economic imbalances between members, which many blame for the global financial crisis. The G-20 Finance Ministers are due to meet later today hoping to endorse attempts to solve them. They will try to hammer out a compromise. The countries want to better coordinate economic policies to avoid a repeat of the 2008 global financial crisis. Economists say that China and other mercantilist countries contributed to the 2008 financial crisis by accumulating excessive foreign currency reserves, especially US dollars.

Describing India as a rising global power, a bi-partisan resolution introduced in the US House of Representatives has expressed support for the country's bid for a permanent seat on the UN Security Council. The resolution, introduced by Democratic Congressman Alcee Hastings on Thursday and supported by half-a-dozen other lawmakers, has now been referred to the House Committee on Foreign Affairs. The resolution said, it encourages President Barack Obama to work with friends and allies of the US in the United Nations to effect India's inclusion on the Security Council.

Voicing serious concerns over the increasing nuclear arsenal of Pakistan, a top US Senator has sought a clear assurance from the Obama administration that the American aid money is not used by Islamabad to fund its atomic weapons programme. In a joint letter to Secretary of State Hillary Clinton and Defence Secretary Robert Gates, Virginia Senator Jim Webb threatened that in the absence of such an assurance, he would introduce a legislation in the Congress that would require a certification from the administration that US funds are not used by Pakistan for its nuclear weapons programme. There was no immediate reaction from the State Department.

Minister for Consumer Affairs, Food and Public Distribution, K.V.Thomas today said that food security bill is in its conclusive stage and government will enhance the storage capacity before its implementation. Talking to the reporters in New Delhi, he said that government is taking effective measures to strengthen infrastructure in agriculture sector to make the food viable to every citizen of the country. Thousands of women today performed the 'Pongala' ritual of the famed Attukal Bhagavathy temple in Thiruvananthapuram today. This is one of world's largest all-woman religious gatherings which made its way into the Guinness Book of World Records due to its uniqueness. AIR Correspondent reports that cutting across class, caste and even religious barriers, devotees congregated around the temple to perform the annual ceremony of cooking of rice-jaggery mix in fresh earthen pots as their offering to the presiding Goddess of the shrine, seeking her blessings for year-round peace, plenty and prosperity.
Tens of thousands of women devotees have been camping at the Aattukal devi temple premises for days together for this auspicious ritual . Entry of men anywhere close to the temple is strictly prohibited. Women prepare and offer sweet porridge of rice and jaggery to the deity believed to be incarnation Godess Parvati. Devotees started preparing the divine offering in earthen pots at around 10.45 AM and offering will be made by half past two. Close to 4000 police have been deployed to ensure security and hassle-free pongala ritual. International media also show keen interest in this unique ritual taking place in God's own country's capital.
