ओडिशा सरकार, माओवादियों द्वारा अपहृत मलकानगिरि जिले के जिला मजिस्ट्रेट आर. विनील कृष्णा और कनिष्ठ अभियंता पबित्र मोहन माझी की रिहाई के लिए मध्यस्थों के साथ कल भुवनेश्वर में औपचारिक बातचीत शुरू कर सकती है। हमारे संवाददाता ने बताया है कि माओवादियों की ओर से मध्यस्थता कर रहे प्रोफेसर आर. सोमेश्वर राव और प्रोफेसर हरगोपाल कल भुवनेश्वर पहुंच रहे हैं। सरकारी सूत्रों से मिली जानकारी से आज दिनभर टेलीफोन पर राज्य सरकार प्रोफेसर राव और प्रोफेसर हरगोपाल के साथ बातचीत किया है। माओवादियों से भी प्रोफेसर राव और प्रोफेसर हरगोपाल की बातचीत हुई है। बातचीत खत्म न होने तक कृष्णा और माझी को माओवादी कोई नुकसान न पहुंचायेंगे। ये राजी हो गये हैं। इस बीच आज उड़ीसा विधानसभा में बंधक को छोड़ने के लिए माओवादियों से अपील किया गया है। आंध्रप्रदेश-ओडिशा सीमा विशेष क्षेत्र समिति सचिव भास्कर ने भी माओवादियों से समय-सीमा और आगे बढ़ाने की अपील की है, क्योंकि सरकार और माओवादियों के बीच बातचीत की प्रक्रिया शुरू हो गई है।

---------- असम में सुरक्षाबलों ने वार्ता विरोधी एन डी एफ बी के तीन सक्रिय सदस्यों को गिरफ्तार किया है। उन्हें कोकराझार जिले में गोसाईं गांव से कल रात गिरफ्तार किया गया। इनके पास से तीन पिस्तौल, तीन मैगजीन, चौदह राउंड बुलेट्स और अन्य सामग्री मिली है।
---------- सरकार, माओवाद ग्रस्त इलाकों में बेहतर सम्पर्क और विकास के लिए सड़क निर्माण परियोजनाओ में तेजी लाएगी। मौजूदा वित्त वर्ष में इन इलाकों में चार हजार दो सौ किलोमीटर से लम्बी सड़कें बनाने की परियोजनाएं शुरु की जाएंगी। सड़क परिवहन और राजमार्ग मंत्री डॉक्टर सी पी जोशी ने आज नई दिल्ली में अपने मंत्रालय की सलाहकार समिति में कहा कि सरकार अब तक इन इलाकों में तीन हजार आठ सौ करोड़ रुपये से भी ज्यादा की सड़क परियोजनाओं की मंजूरी दे चुकी है। श्री जोशी ने कहा कि सरकार इन इलाकों में चरणबद्ध तरीके से सड़कों के विकास के लिए वचनबद्ध है।
---------- राजस्व गुप्तचर निदेशालय-डी आर आई ने मशहूर पाकिस्तानी गायक राहत फतेह अली खां और उनके मैनेजर मारूफ पर फेमा और सीमा शुल्क कानून के उल्लंघन का आरोप लगाया है। डी आर आई ने रविवार को इन दोनों से इंदिरा गांधी अंतर्राष्ट्रीय हवाई अड्डे पर एक लाख 24 हजार डॉलर की कथित अघोषित राशि के मिलने के बाद इन्हें रोक लिया था। निदेशालय ने अपनी जांच पूरी कर इस मामले को न्याय निर्णय के लिए भेज दिया है। इस मामले में इवेण्ट मैनेजर चित्रेश श्रीवास्तव को भी हिरासत में लिया गया। चित्रेश और मुंबई के दो विदेशी मुद्रा लेन-देन कारोबारियों के खिलाफ जांच जारी रहेगी।

---------- राष्ट्रमंडल खेल आयोजन समिति के अध्यक्ष सुरेश कलमाड़ी के सहयोगी शेखर एम देवरूखकर को राष्ट्रमंडल खेल घोटाले में कथित भूमिका के लिए 14 दिन की न्यायिक हिरासत में तिहाड़ जेल भेज दिया गया। देवरूखकर को इस महीने की 11 तारीख को पुणे में गिरतार किया गया था। राष्ट्रमंडल खेलों से जुड़े करीब छह अरब रुपये के ठेकों के घोटाले में देखरुखकर के अलावा चार अन्य को भी गिरतार किया गया है। न्यायालय ने बीनू नानू की न्यायिक हिरासत भी अगले महीने की पांच तारीख तक बढ़ा दी है। बीनू नानू, निजी कंपनी मेरोफाम इंडिया प्राइवेट लिमिटेड और जी एल इवेन्ट्स प्राइवेट लिमिटेड का प्रबंध निदेशक है।
---------- दिल्ली की पटियाला हाउस अदालत ने सीबीआई, दिल्ली पुलिस की भ्रष्टाचार निरोधी शाखा और संसद मार्ग पुलिस को निर्देश दिया है कि वे राष्ट्रमंडल खेलों में भ्रष्टाचार से संबंधित 18 विशेष शिकायतों के बारे में कार्रवाई रिपोर्ट अगले महीने की नौ तारीख तक अदालत को दें। पूर्व पुलिस अधिकारी किरण बेदी सहित कई महत्वपूर्ण लोगों ने पिछले नवम्बर में ये शिकायतें दर्ज कराई हैं। अदालत में दाखिल अर्जी में स्वामी अग्निवेश और अन्य लोगों ने आरोप लगाया कि भ्रष्टाचार के 18 मामलों में पर्याप्त सबूत उपलब्ध कराए जाने के बावजूद केवल चार प्राथमिकी दर्ज की गई हैं। अदालत ने सभी जांच एजेंसियों को प्राथमिकी दर्ज करने और भ्रष्टाचार के सभी मामलों की जांच का भी निर्देश दिया।

---------- बहरीन में विपक्ष की वार्ता शुरू करने की मुख्य मांग के जवाब में सेना को सड़कों से हट जाने को कहा गया है। सरकार के एक वक्तव्य के अनुसार शहजादा सलमान बिन हमाद अल खलीफा ने सेना को सड़कों से तत्काल वापस बुलाने का आदेश दिया है। विपक्ष के साथ बातचीत शुरू करने के उद्देश्य से सरकार ने उनकी एक मुख्य मांग को स्वीकार कर सेना को वापस करने का फैसला किया। इससे पहले मुख्य शिया विपक्षी दल ने सरकार के बातचीत के प्रस्ताव को यह कहकर ठुकरा दिया था कि वो बातचीत के प्रति गंभीर नहीं हैं। उन्होंने सरकार के इस्तीफे, सेना की वापसी और शांतिपूर्ण प्रदर्शन का अधिकार देने की मांग की थी। विपक्ष देश में व्यापक राजनैतिक सुधारों और राजा के अधिकारों में कटौती मांंग कर रहा है। बहरीन का शासन सुन्नी अभिजात शासकों के हाथ में हैं और माना जाता है कि अधिकतर प्रदर्शनकारी शिया समुदाय से है जो देश की आबादी का लगभग 70 प्रतिशत है। अमेरिका स्थिति को चिंतित होकर देख रहा है क्योंकि बहरीन में अमरीका का पांचवा नौसेनिक बेड़ा तैनात है जिसे मध्यपूर्व में अमरीकी सामरिक हितों के लिए महत्वपूर्ण माना जाता है। इस बीच प्रदर्शनकारी मनामा के मध्य पर्ल चौक पर फिर से एकत्र हो गए हैं। इससे जुड़ेक्रम घटना में बहरीन के मुख्य मजदूर संघ गल्फ एअर ट्रेड यूनियन ने कल से हड़ताल का आह्वान किया है।

The Odisha Government is likely to start formal talks with mediators tomorrow at Bhubaneswar for the release of Malkangiri district magistrate and collector R Vineel Krishna and junior engineer Pabitra Mohan Majhi abducted by Maoists. Academicians and activists Prof R Someswar Rao and Prof Hargopal who are acting as mediators on behalf of the red-ultras are arriving at Bhubaneswar tomorrow. The Maoists have reportedly agreed that no harm will be done to the captives till the end of the negotiation.
After marathon meetings by Chief Minister Naveen Patnaik and other senior officials, the Odisha Government has finally prepared itself to come to the negotiation for the release of Malkangiri district magistrate and collector R Vineel Krishna and junior engineer Pabitra Mohan Majhi. Prof R Someswar Rao and Prof Hargopal who are mediating on behalf of the Maoists had rounds of discussion over telephone with Odisha Government officials and reportedly with the Maoists today over the issue. The Maoists are said to have agreed not to harm Krishna and Majhi till end of the negotiation. The Odisha Legislative Assembly today unanimously passed a resolution appealing the Maoists to release their hostages in unharmed condition.
The Andhra-Odisha Border Special Zone Committee secretary Bhaskar has also appealed to the Maoists to extend the deadline further as the process of talks between the Government and Maoists has begun.

The Prime Minister says, both the government and the ULFA are committed to take the peace process forward. Dr.Manmohan Singh said efforts are also on to bring other underground outfits of the North East to the negotiating table. In a brief interaction with news persons in Jorhat he said his meeting with the ULFA leadership, led by its Chairman Arabinda Rajkhowa, in New Delhi had a very good beginning and its future will also be good. He said peace has returned to Assam and the state has developed economically because of several flagship schemes initiated by his government.

The Directorate of Revenue Intelligence - DRI - today slapped the charges of FEMA and Customs Act violation against Pakistani Sufi Singer Rahat Fateh Ali Khan and his manager Maroof for recovery of huge undeclared foreign currency from them at the airport in New Delhi. The DRI detained the duo from the Indira Gandhi International Airport on Sunday with allegedly undeclared 1.24 lakh dollar and some other instruments too in foreign currency. The Directorate has completed its probe and sent the matter for adjudication. Investigations against event manager Chitresh Shrivastava, who is also under detention, and two foreign exchange dealers of Mumbai, will continue. Earlier, Rahat Fateh Ali Khan was questioned today by the Directorate officials. Rahat was quizzed for about three hours , the third time since his detention.

Shekhar M Deorukhkar, a close aide of Former CWG Organising Committee chairman Suresh Kalmadi was today sent to Tihar jail today for 14-days judicial custody for his alleged involvement in the multi-crore rupee CWG overlays scam. The CBI pleaded that investigation was not complete and the accused may be remanded to judicial custody for further investigation. The court also extended the judicial custody of Binu Nanu till the 5th of March. Binu Nanu is a Managing Director of private firms Meroform India Pvt Ltd and G L Events Pvt Ltd.

The Government says, 65 to 70 percent of the population will be benefited from the proposed Food Security Bill. This was stated by Food Minister V.Thomas at a conference on policy for food grains storage in New Delhi today. He told the conference that the draft bill is almost in the final stage. Later replying to questions from media on the sidelines of the conference, he said that there is not much difference between the proposals suggested by the National Advisory Council headed by Sonia Gandhi and the Rangarajan Committee on the number of households to be covered except for above poverty line families.

In Yemen, a young man was shot dead and three others were seriously injured today in clashes between pro-regime supporters and anti-government protesters. The protesters were demanding the end of the president's 33-year rule. In Bahrain, Army has been called off the streets, responding to a key demand by the opposition for starting a dialogue. According to a government statement, Crown Prince Salman bin Hamad Al Khalifa who is also the deputy supreme commander of the armed forces has ordered the withdrawal of all-military from the streets with immediate effect. He has been designated to open a dialogue with protest leaders.
Meanwhile, Iran has warned of a crackdown if opposition supporters stage new rallies. Websites of opposition leaders Mir Hossein Mousavi and Mehdi Karroubi have posted calls by their supporters to stage nationwide rallies tomorrow to mourn the deaths of two victims in the recent unrest and to show support to their leaders. State news Agency quoting Iran's Interior Minister Mostafa Mohammad Najjar says the protesters will be confronted as per the law.

The Least Developed Countries, LDCs, have called upon the international community to take a comprehensive approach for their socio-economic advancement. In a joint declaration brought out following the conclusion of the two day summit in New Delhi today, they urged the international community to effectively address the challenges faced by the LDCs to ensure global peace, security and prosperity. Expressing concern that lack of international efforts so far have resulted in increase in the number of LDCs from 25 in 1971 to 48 in 2011, the declaration called for an ambitious Programme of Action to get at least 50 percent of LDCs to come out of this list by 2020, when they meet in Istanbul in May.

Finance Ministers at G20 conference in Paris are working hard to evolve a consensus on a road map to deal with global economic imbalances. Intense talks are on among ministers to arrive at an agreement on measuring global economic imbalances.
Addressing the meet, Finance MinisterPranab Mukherjee stressed the need for arriving at a consensus on a set of guidelines to reduce excessive external imbalances. He said that a positive outcome is needed to give a signal that G-20 is serious in addressing structural problems and ensuring strong, sustainable and balanced growth for the world economy and that it is not merely a crisis fighting forum.
