प्रधानमंत्री डॉ. मनमोहन सिंह ने कहा है कि उन्हें गृहमंत्री श्री चिदम्बरम पर पूरा भरोसा है। फ्रैंकफर्ट से न्यूयॉर्क जाते समय विशेष विमान में पत्रकारों से बात करते हुए उन्होंने चिदम्बरम और श्री प्रणब मुखर्जी के बीच टकराव संबंधी खबरों को खारिज करते हुए टू-जी स्पैक्ट्रम मामले पर प्रधानमंत्री कार्यालय को वित्त मंत्रालय द्वारा लिखे गए पत्र पर टिप्पणी करने से परहेज किया। उन्होंने कहा कि यह मामला अदालत में है। इससे पहले प्रधानमंत्री ने फ्रैंकफर्ट से श्री चिदम्बरम के साथ बातचीत की। श्री चिदम्बरम ने प्रधानमंत्री को आश्वासन दिया कि वह इस मुद्दे पर तब तक कोई सार्वजनिक बयान नहीं देंगे जब तक प्रधानमंत्री नई दिल्ली नहीं लौटते। प्रधानमंत्री संयुक्त राष्ट्र महासभा के ६६वें अधिवेशन में भाग लेने के लिए न्यूयॉर्क पहुंच गए हैं।
हमारे संवाददाता ने खबर दी है कि डॉक्टर मनमोहन सिंह आज ईरान और श्रीलंका के राष्ट्रपति तथा जापान के प्रधानमंत्री के साथ द्विपक्षीय बातचीत करेंगे। उनके दक्षिणी सूडान और नेपाल के प्रधानमंत्री से भी मिलने की उम्मीद है।

प्रधानमंत्री का आज आखिरी व्यस्त कार्यक्रम है। जापान के प्रधानमंत्री के साथ मीटिंग में दोनो नेता परमाणु बिजली के सहयोग पर हो रही बातचीत को आगे ले जायेंगे। इसके अतिरिक्त परमाणु बिजलीकरण की सुरक्षा के मुद्दे पर भी बहस होगी। इस बातचीत का महत्त्व इसलिए बढ़ गया है कि क्योंकि भारत में परमाणु बिजलीकरण की सुरक्षा को लेकर चिंताए बढ़ गई है। ईरान के राष्ट्रपति के साथ गैसा पाइप लाइन, अफगानिस्तान और पश्चिम एशिया के हालात पर बात होगी। जबकि श्रीलंका के राष्ट्रपति के साथ उस देश में रह रहे तमिलों की बाघ आबाद का मुद्दा जारी रहेगा। आकाशवाणी समाचार के लिए मैं न्यूयॉर्क से विजय रैना।
प्रधानमंत्री कल संयुक्त राष्ट्र महासभा को संबोधित करेंगे। वह अपने भाषण में आतंकवाद, आर्थिक मंदी, संयुक्त राष्ट्र सुरक्षा परिषद के विस्तार, पश्चिम एशिया में अशांति तथा उत्तरी अफ्रीका के मुद्दों का प्रमुख रूप से उल्लेख करेंगे।

भारत ने फिलिस्तीन द्वारा संयुक्त राष्ट्र की सदस्यता हासिल करने के प्रयासों का एक बार फिर समर्थन किया है, जबकि अमरीका इसका विरोध कर रहा है। न्यूयॉर्क में पत्रकारों से बात करते हुए संयुक्त राष्ट्र में भारत के प्रतिनिधि हरदीप पुरी ने कहा कि संयुक्त राष्ट्र महासभा या सुरक्षा परिषद में उसकी कोशिशों को भारत समर्थन देने के लिए कृतसंकल्प है। फिलिस्तीन के राष्ट्रपति महमूद अब्बास कल महासभा को संबोधित करेंगे। वह संयुक्त राष्ट्र महासचिव बान जी मून को एक आवेदन देंगे जिसमें सदस्यता हासिल करने संबंधी उनकी योजना का जिक्र होगा।-
आतंकवाद से निपटने के बारे में संयुक्त राष्ट्र के पैनल ने दुनियाभर में आतंकवाद को कतई बर्दाश्त नहीं करने के लिए एक दस्तावेज तैयार किया है। पैनल के अध्यक्ष हरदीप पुरी ने पत्रकारों को बताया कि इसे इस महीने की २८ तारीख को स्वीकार किया जाएगा। इस दस्तावेज में अगले दस वर्ष पर विशेष ध्यान दिया गया है और दुनिया भर में शांति और सुरक्षा के लिए खतरा बनी इस बुराई से निपटने के बारे में विस्तार से चर्चा की गई है।

सिक्किम में कल रात फिर भूकम्प के झटके महसूस किये गए जिसके कारण लोगों में दहशत फैल गई और लोग घरों से बाहर निकल आए। मौसम कार्यालय के सूत्रों ने गंगतोक में बताया कि भूकम्प के झटके रात करीब सवा दस बजे महसूस किये गए। रिक्टर पैमाने पर इसे तीन दशमलव नौ मापा गया। इस बीच, रविवार को राज्य में आये भूकम्प के प्रभावितों को राहत प्रदान करने के कार्य युद्धस्तर पर जारी हैं। हमारे संवाददाता ने खबर दी है कि मुख्यमंत्री पवन कुमार चामलिंग स्थिति का जायजा लेने के लिए आज से उत्तर, दक्षिण और पश्चिमी जिलों का दौरा कर रहे हैं।

राज्य सरकार ने आज से सभी सरकारी स्कूलों को खोलने का फैसला किया है जिन्हे रविवार के भूकंप में ज्यादा नुकसान नहीं पहुंचा है। उधर सेना ने कल लाचुंग और सफू से १६१ लोगों को सुरक्षित स्थानों पर पहुंचाया। सेना के हैलीकॉप्टरों से अब तक सबसे प्रभावित दजोंगू तथा लाचुंग इलाकों से ३०० से ज्यादा घायलों को भी बाहर निकाला जा चुका है। इस बीच उधर पश्चिम सिक्किम में सड़कों की मरम्मत के लिए सीमा स्वयं संगठन को और संसाधनों की जरूरत है जो दिल्ली से हवाई जहाज के जरिए पहुंचाए जा रहे हैं। विनयराज तिवारी आकाशवाणी समाचार काठमांडू।

घरेलू और अंतर्राष्ट्रीय शेयर बाजारों में कल भारी गिरावट हुई। हमारे संवाददाता अंबरीश सक्सेना ने बताया कि शेयर बाजार में पिछले दो साल की एक दिन में यह सबसे बड़ी गिरावट रही।
अंतर्राष्ट्रीय शेयर बाजारों के साथ कदमताल करते हुए मुंबई शेयर बाजार ने भी आज भारी गोता लगाया और सेंसेक्स २६ महीनों में एक दिन की सबसे भारी गिरावट दर्ज करते हुए सात सौ चार अंक लुढ़ककर सोलह हजार तीन सौ इकसठ अंकों पर आ गया। नेशनल स्टॉक एक्सचेंज का निटी दो सौ दस अंक की गिरावट के साथ चार हजार नौ सौ चौबीस अंकों पर बंद हुआ।
कल अमरीकी शेयर बाजार में भी भारी गिरावट देखी गई। डाउ जोंस में साढ़े तीन प्रतिशत की गिरावट आई। प्रमुख यूरोपीय बाजारों में लगभग पांच प्रतिशत की गिरावट देखी गई।
आज भी एशियाई शेयर बाजारों में भारी बिकवाली का दौर नजर आ रहा है। दक्षिण कोरिया के सूचकांक कोस्पी में तीन दशमलव छह प्रतिशत और ऑस्ट्रेलिया के शेयर बाजार में एक प्रतिशत की गिरावट देखी गई।

पूर्व भारतीय क्रिकेट कप्तान मंसूर अली खान पटौदी का कल नई दिल्ली में निधन हो गया है। ७० वर्षीय पटौदी को फेफड़ों में गंभीर संक्रमण के कारण पिछले महीने दिल्ली के सर गंगाराम अस्पताल में भर्ती किया गया था।
क्रिकेट जगत में मंसूर अली खान पटौदी को एक महान खिलाड़ी और तेजतर्रार कप्तान बताया, जिसने देश में क्रिकेटरों की कई पीड़ियों को प्रेरित किया। पूर्व खिलाड़ी अब्बास अली बेग ने कहा कि पटौदी भारत के ऐसे पहले क्रिकेट खिलाड़ी थे, जिन्होंने मैदान में गेंद को रोकने के लिए छलांग लगाई थी। बिसन सिंह बेदी ने कहा कि वो पहले ऐसे भारतीय कप्तान थे, जिन्होंने टैस्ट क्रिकेट में टीम भावना के महत्व को समझा। कीर्ति आजाद ने कहा कि नवाब पटौदी ने हमेशा टीम को जीतने के लिए प्रेरित किया।

उन्होंने अपनी टीम के अंदर यह एक भावना जगाई कि हम केवल यात्राओं पर टेस्ट मैच खेलने नहीं जाते उन्होंने अपनी टीम को प्रेरणा दी पूरी तरीके से और यह अपनी टीम को बताया कि आप कहीं पर भी अगर ढंग से खेलते रहो तो बड़ी से बड़ी टीमों को अपनी योजनाओं के साथ अपने सही ढंग के खेल के साथ हरा सकते हैं। राष्ट्रपति प्रतिभा देवीसिंह पाटील और उपराष्ट्रपति मोहम्मद हामिद अंसारी ने मंसूर अली खान पटौदी के निधन पर शोक व्यक्त किया है। प्रधानमंत्री डॉक्टर मनमोहन सिंह ने न्यूयार्क से शोक संदेश भेजकर उनके परिवार के सदस्यों के प्रति संवेदना व्यक्त की है।

केन्द्रीय गृहमंत्री पी. चिदम्बरम ने उच्चतम न्यायालय परिसर का दौरा कर वहां जारी सुरक्षा तैयारियों की समीक्षा की। हाल ही में दिल्ली उच्च न्यायालय के बाहर हुए बम विस्फोट के मद्देनजर उच्चतम न्यायालय में सुरक्षा व्यवस्था और कड़ी की जा रही है।

आन्ध्र प्रदेश में दक्षिण-मध्य रेलवे ने राज्य में तेलंगाना संयुक्त कार्य समिति के कल से होने वाले ४८ घंटे के रेल रोको आन्दोलन के मद्देनजर २३० से अधिक रेलगाड़ियां रद्द कर दी है। रेल प्रशासन ने इन दो दिनों के दौरान तेलंगाना क्षेत्र से चलने वाली और यहां से होकर गुजरने वाली ५५ एक्सप्रेस और १७६ पेसेंजर रेलगाड़ियां रद्द किए जाने की घोषणा की है।  ४४ अन्य रेलगाड़ियों को आंशिक रूप से रद्द कर दिया गया है।

ओड़ीशा में बंगाल की खाड़ी में बने दबाव के कारण राज्य के उत्तरी क्षेत्र में वर्षा जारी है जिसके कारण ब्राह्‌मणी, बैतरणी, बुद्धबलंगा, सुवर्णरेखा जैसी नदियों में जलस्तर बढ़ गया है। ये नदियां ज्यादातर स्थानों पर खतरे के निशान से ऊपर बह रही है।

अमरीका के सबसे वरिष्ठ सैनिक अधिकारी एडमिरल माइक मुलेन ने कहा है कि आतंकवादी हक्कानी गुट के पीछे पाकिस्तान की खुफिया एजेंसी-आई एस आई का हाथ है। एडमिरल मुलेन ने अमरीकी सीनेटरों को बताया कि आई एस आई की सहायता से हक्कानी गुट के आतंकवादियों ने ट्रक बम हमला और काबुल में अमरीकी दूतावास पर हमले किये थे। उन्होंने कहा कि अमरीका के पास इस बारे में विश्वसनीय खुफिया जानकारी है कि हक्कानी नेटवर्क का काबुल में इन्टर कोन्टीनेन्टल होटल में २८ जून को हुए हमले में भी हाथ था।

दूरसंचार और सूचना प्रौद्योगिकी राज्य मंत्री सचिन पायलट ने कल नई दिल्ली में दृष्टिहीन लोगों के लिए टेक्स्ट-टू-स्पीच नामक सॉटवेयर जारी किया। इस अवसर पर उन्होंने कहा कि इसकी मदद से विभिन्न भाषाओं के दृष्टिहीन लोग अब कम्प्यूटर का इस्तेमाल कर सकेंगे।

The Prime Minister Dr Manmohan Singh has strongly backed Home Minister P. Chidambaram and asserted that he enjoys his full confidence. Talking to reporters on board the special aircraft from Frankfurt to New York, Dr Singh said that he has full faith in Mr Chidambaram and he also enjoyed his trust when he was the Finance Minister. Dismissing reports about a tussle between Mr Chidambaram and Mr Pranab Mukerjee, he avoided a comment on the Finance Ministry's letter to the PMO on the 2G issue saying the matter is subjudice.
Earlier, the Prime Minister spoke to Mr Chidambaram from Frankfurt. Mr Pranab Mukerjee also called him from Washington, after a section of the media reported about the Finance Ministry's letter on the 2G issue and reported rift between the two senior ministers of the Cabinet. Mr Chidambaram assured the Prime Minister that he shall not make any public statement on the issue until Dr Manmohan Singh returns to New Delhi.
The Prime Minister has since reached New York to attend the 66th Session of the UN General Assembly. He will have bilateral meetings with the Presidents of Iran and Sri Lanka, and the Prime Minister of Japan today. He is also expected to meet the President of South Sudan and the Prime Minister of Nepal. A report from our correspondent:
The Prime Minister will have a hectic day on the second day of his visit to New York. In his first meeting with Japanese counterpart, the two leaders are expected to take forward the dialogue process on co-operation in area of civil nuclear energy. Safety of nuclear power plants is also likely to be taken up in the meeting. The discussion assumes importance in the wake of Fukoshima incident and growing concern on the safety of nuclear power plants in India. The meeting with Iranian President will focus on all important gas pipe line project besides the situation in Afghanistan and West Asia. In the talks with the Sri Lankan President , expediting rehabilitation of displaced Tamils and reconstruction in the Northern Areas of Sri Lanka will be at the centre of talks. Fresh tremors were felt in the earthquake ravaged Sikkim last night forcing the panick-striken people to rush outdoors once again. Met office sources said in Gangtok that the tremors, felt at around 10.15 pm were of an intensity of 3.9 on the Richter scale. Its epicentre was located somewhere in the State itself and the tectonic movement took place at thirty kilometres beneath the surface.
On the other hand, the State government has asserted that it is fully geared up to provide relief to the Sunday’s earthquake victims in the state. Chief Minister Pawan Chamling is undertaking a tour of North, South and West districts to take stock of the situation from today. More from Our correspondent:
The State Government has decided to reopen all such government schools from today which were not damaged much in Sunday’s disaster. On the other hand, the Army rescued 161 people including 10 African engineers, working for a private power developer, 26 foreign tourists and the locals from Lachung and Saffu areas yesterday. The Army has assured that there are no more tourists stranded in earthquake affected areas of the North district. Besides, more than 300 injured persons have also been evacuated from the worst affected areas of Dzongu and Lachung by the Army choppers till now. Meanwhile, additional resources required by the Border Roads Organisation for restoring the North Sikkim roads are being airlifted from Delhi which will soon be reaching there for carrying out the works faster. Stock markets around the world continued to tumble as investors doubt the ability of the euro zone and American economies to grow. In New York, the Dow Jones index closed down 3.5 per cent. Leading European markets fell about 5 per cent with London suffering its biggest one day fall in two years. Indonesian stocks, the region's best performing stock index this year, plunged almost 9 percent as investors bailed.
Falling in line with the tumbling global markets, the Sensex at the Bombay Stock Exchange closed with a huge loss of 704 points, or 4.1 percent, at 16,361, yesterday. The meltdown in global stock markets had its impact on the Indian rupee also which plunged by 124 paise to close at nearly two-and-a half years low of 49 rupees 58 paise against the US dollar. Dragged down by tumbling global markets, the Sensex at the Bombay Stock Exchange posted its biggest single-day fall in over 26 months, plunging 704 points, or 4.1 percent, to 16,361, yesterday. The Nifty plummeted 210 points, or 4.1 percent, to 4,924. Global markets plunged, after the US central bank's warning on the American economy triggered fresh fears of a worldwide slowdown. The rupee depreciated 1 rupee 24 paise, to close at a nearly two-and-a half year low of 49.58 against the dollar. Gold fell 160 rupees, to 28,340 rupees per ten grams in Delhi. Former captain of the Indian cricket team Mansur Ali Khan Pataudi passed away last evening following a prolonged illness in New Delhi. He was 70. Pataudi was suffering from lung disease and was admitted to Gangaram Hospital last week. Our correspondent reports that Pataudi inspired generations of players in the country.
The Cricket world described Mansoor Ali Khan Pataudi a great human being and shrewed leader who inspired generations of players in the country. Abbas Ali Baig a stylist batsman who played with Pataudi said that he was the first cricketer from India, who used to slide, dive and chase the ball in the outfield. He said, it is only Pataudi who formed deadly spin bowling line up comprising Chandrasekhar, Bedi and Prasanna who reigned the world for more than a decade.
He developed spinners like Bedi, Chandrasekhar and Venkat Raghavan, marvelous insight he had in the game. Yes, indeed it is a terrible moment. Well, one heard he was suffering, one was not very sure about the extent of his suffering and as time went by it became obvious that it was just a question of time.
Legendary spinner Bishan Singh Bedi said that he was the first captain in India who felt the importance of team sprit in cricket.
He was the first leader of Indian cricket, who told everybody in the dressing room that look we are not playing for Delhi, Punjab, Madras, Kolkata or Bombay; We are playing for India. That left a very very good mark in the minds of youngsters who played under him in that particular time .
Finally, former Pakistan's captain and all-rounder Imran Khan said that it was a mystery to him how Pataudi orchestrated such a number of memorable innings with the help of only one eye as he had lost his other eye following a motor accidentg early in his career.
We were similar in the sense that both were from sub-continent, went to Oxford and then sort of had a similar outlook on things. But more importantly I always felt from what I heard from my cousin and his contemporarties that had Monsoor Ali Khan not lost his eye in an accident. Aparently, he was a genious of proportion.

The United States has said that Hakkani terror network carried out the recent attack on the US Embassy in Kabul with the help of Pakistan's ISI. Chairman of the Joint Chiefs of Staff Admiral Mike Mullen said, Hakkani group is an arm of Pakistan's intelligence service. Appearing before the US Senate Armed Services Committee, Mullen said that Washington also has credible intelligence that Haqqani network was behind the June 28th attack against the Inter-Continental Hotel in Kabul. Mullen also said that in choosing to use violent extremism as an instrument of policy, the Pakistan government especially the Pakistani Army and ISI, jeopardises not only the prospect of strategic partnership, but also Pakistan's opportunity to be a respected nation with legitimate regional influence.
US Defence Secretary Leon Panetta also made it clear that the United States will not allow safe havens for terrorists in Pakistan which are used to launch attacks on American forces. Panetta told the powerful Senate Armed Services Committee the first order of business right now is to put as much pressure on Pakistan.

The United Nations Panel on Counter terrorism has prepared a document for zero tolerance against terrorism across the globe. Panel Chairman Hardeep Puri told reporters that this vision statement to be adopted on the 28th of this month, focuses on the next ten years and has dealt at length how to deal with the menace, threatening peace and security across the globe.
Referring to Comprehensive convention on international terrorism, he said discussions are on and a text will be finalized very soon. Mr. Puri expressed the hope that the treaty in the UN for the last ten years will become a reality in the near future. The convention provides for a legal mechanism to deal with international terrorism and translational crime.

India has renewed its support to the Palestinian bid for the membership of the United Nations despite its opposition by the United States. Briefing reporters in New York today, Indian representative in the UN Hardeep Puri said that New Delhi will extend unflinching support to its bid either in the UN General Assembly or in Security Council. In a reply to a volley of questions on the issue, he made it clear that India is the first non Arab State to extend support to the Palestinian cause and its bid for the membership of the world body.

Tunisia has arrested and jailed former Libyan Prime Minister Baghdadi al-Mahmudi, who served the Mummar Qaddafi regime till it collapsed last month.  उच्चतम न्यायालय ने राष्ट्रमंडल खेल आयोजन समिति के पूर्व महासचिव ललित भनोट की जमानत की अर्जी पर सुनवाई से इंकार कर दिया है। ललित भनोट को बहुत अधिक दामों पर खेलों से संबंधित ठेके देने में कथित भूमिका के लिए गिरफ्तार किया गया है। न्यायमूर्ति जे० एम० पांचाल और न्यायमूर्ति एच० एल० गोखले की पीठ ने ललित भनोट को जमानत के लिए उपयुक्त न्यायालय में जाने की अनुमति दी। उच्च न्यायालय ने ललित भनोट की जमानत याचिका खारिज कर दी थी।
 उच्चतम न्यायालय ने ललित भनोट को अपनी याचिका वापस लेने की अनुमति दी। ललित भनोट को इस वर्ष फरवरी में राष्ट्रमंडल खेलों की आयोजन समिति के पूर्व महानिदेशक वी० के० वर्मा के साथ गिरफ्तार किया गया था। उन पर एक स्विस कंपनी को टाइमिंग, स्कोरिंग और रिजल्ट प्रणाली लगाने के लिए ऊंचे दामों पर ठेका देने का आरोप है, जिससे सरकार को ९० करोड़ रूपए से अधिक का नुकसान हुआ।

 मध्य प्रदेश उच्च न्यायालय ने केंद्र सरकार को निर्देश दिया है कि वो भोपाल में यूनियन कारबाइड फैक्ट्री में पड़े जहरीले कचरे के कुछ नमूने लेकर उन्हें देश कीे किसी सर्वोत्तम प्रयोगशाला में जला कर नष्ट कराए। कार्यवाहक मुख्य न्यायाधीश सुशील हरकोली और न्यायमूर्ति के.के. त्रिवेदी की खंडपीठ ने केंद्र सरकार से कहा है कि वह इस जहरीले कचरे से  गैसों के उत्सर्जन और पर्यावरण पर इसके असर के बारे में तीन सप्ताह के अंदर रिपोर्ट दें।  इस मामले पर एक जनहित याचिका की सुनवाई के दौरान महाराष्ट्र के प्रदूषण नियंत्रण बोर्ड ने अदालत को बताया कि वह कुछ तकनीकी कारणों से इस तरह का विश्लेषण करने की स्थिति में नहीं हैं। हमारे संवाददाता ने बताया है कि अदालत ने इस साल १२ जुलाई को मध्यप्रदेश सरकार को निर्देश दिया था कि फैक्टरी में पड़े इस जहरीले कचरे को जलाकर नष्ट करने के लिए रक्षा अनुसंधान और विकास संगठन नागपुर भेज दिया जाए।

 उच्च न्यायालय ने इस वर्ष १२ जुलाई को मध्यप्रदेश सरकार को निर्देश दिया था कि वो भोपाल की बंद यूनियन कार्बाइड में पड़ा जहरीला कचरा नागपुर की डीआरडीओ प्रयोगशाला में नष्ट करने के लिए वहां भेजें।ं लेकिन बाद में इस मामले में महाराष्ट्र सरकार और महाराष्ट्र प्रदूषण नियंत्रण मण्डल की ७८ याचिकाएं स्वीकार करने के बाद उच्च न्यायालय ने अगले आदेश तक मध्यप्रदेश सरकार को जहरीले कचरे को नागपुर भेजने से रोक दिया था। अब इस मामले की सुनवाई २२ नवम्बर को होगी। भोपाल की बंद पड़ी कार्बाइड फैक्ट्री में अब भी करीब ३५० टन जहरीला कचरा पड़ा है। शारिक नूर, आकाशवाणी समाचार, भोपाल।

 टूजी मामले में मीडिया में वक्तव्य देने पर भाजपा नेता डा० मुरली मनोहर जोशी की कड़ी आलोचना करते हुए प्रधानमंत्री कार्यालय में राज्य मंत्री वी नारायणसामी ने आज कहा कि उन्हें श्री चिदम्बरम के खिलाफ बोलने का कोई अधिकार नहीं है। उन्होंने नई दिल्ली में पत्रकारों से   कहा कि उनकी टिप्पणियां अनुचित हैं, क्योंकि वे लोक लेखा समिति के अध्यक्ष के तौर पर इस मामले को  देख रहे हैं।
 गृहमंत्री का समर्थन करते हुए एक अन्य  केंद्रीय मंत्री वीरप्पा मोइली ने कहा कि श्री चिदम्बरम को इस्तीफा देने की कोई आवश्यकता नहीं है। उन्होंने कहा कि ऐसा कोई प्रमाण नहीं , जो टूजी घोटाले में श्री चिदम्बरम का शामिल होना साबित करता हो। श्री मोइली ने कहा कि विपक्ष को  श्री चिदम्बरम पर आक्षेप लगाने से पहले तथ्यों का पता लगाना चाहिए। उन्होंने आरोप लगाया कि विपक्ष ने अपने गैर जिम्मेदाराना व्यवहार से राजनीतिक महत्व खो दिया है।

 उच्चतम न्यायालय ने आज २००८ के मालेगांव बम विस्फोट मामले में साध्वी प्रज्ञा सिंह ठाकुर को जमानत देने से इंकार कर दिया। उनकी अर्जी नामंजूर करते हुए न्यायमूर्ति जे एम पांचाल और न्यायमूर्ति एच एल गोखले ने कहा कि इसमें कोई दम नहीं है। साध्वी प्रज्ञा सिंह ठाकुर ने अदालत से कहा था कि महाराष्ट्र का आतंकवाद निरोधक दस्ता एटीएस २३ अक्तूबर २००८ को उसकी गिरफ्‌तारी के ९० दिन के अंदर आरोप पत्र दाखिल नहीं कर पाया है। पीठ ने महाराष्ट्र सरकार सहित सभी पक्षों की दलीलें सुनने के बाद अपना आदेश पहली सितम्बर तक सुरक्षित रख लिया था।
 महाराष्ट्र के नासिक जिले के मालेगावं में २९ सितम्बर २००८ को हुए बम विस्फोट में सात लोगों की मौत हो गयी थी।

 तेलंगाना राज्य की मांग के समर्थन में आंध्रप्रदेश में हड़ताल का आज ११वां दिन है। हमारे संवाददाता ने बताया है कि सरकारी अस्पतालों के वरिष्ठ डॉक्टरों ने भी हड़ताल को समर्थन दिया है।

आंध्रप्रदेश में अलग तेंलगाना राज्य की मांग को लेकर आज ११वें दिन प्रदर्शन जारी रहने से आम जनजीवन बुरी तरह प्रभावित हुआ है। हड़ताल की वजह से शिक्षा संस्थाएं, सार्वजनिक परिवहन और बिजली बुरी तरह प्रभावित है। चिकित्सा सुविधाए प्रभावित होने से आम लोगों की परेशानियां बढ़ रही हैं, परन्तु आपात चिकित्सा और नगरपालिका की सुविधाएं उपलब्ध कराई जा रही है। कोयले की खदानों में काम करने वाले कामगारों के हड़ताल में शामिल हो जाने से थर्मल पावर स्टेशनों पर बिजली उत्पादन प्रभावित हो रहा है, जबकि राज्य सरकार आम लोगों को असुविधाओं से बचाने के लिए भरसक प्रयास कर रही है। तेलंगाना संयुक्त कार्यसमिति के ४८ घंटे के रेल रोको बंद के मद्देनजर तेलंगाना क्षेत्र से चलने वाली और वहां से गुजरने वाली सुपर फास्ट तथा लंबी दूरी की रेलगाड़ियों सहित २३० टे्रनें निरस्त कर दी गई हैं। तेलंगाना क्षेत्र के ११ सैक्शनों से कल और परसों के लिए सैंकड़ों यात्री रेलगाड़ियां आंशिक रूप से निरस्त कर दी गई हैं या उनके मार्ग बदल दिये गये हैं। हैदराबाद से विजयलक्ष्मी के साथ मैं कनकलता।

 सिक्किम में रविवार को आए भूकंप में मरने वालों की संख्या ८२ हो गई है। इनमें से ६५ मौतें उत्तरी जिले में हुई। राज्य के मुख्यमंत्री पवन कुमार चामलिंग राहत और बचाव कार्यों का मौके पर जायजा लेने के लिए उत्तरी जिले के मुख्यालय मंगन में हैं। हमारे संवाददाता ने बताया कि मुख्यमंत्री ने क्षतिग्रस्त रिगजिंग कोलिंग मठ ;त्पहरपदह ब्ीवमसपदह डवदेंजमतलद्ध का दौरा किया और जिला अस्पताल में घायलों को देखने गए।

 छत्तीसगढ़ सरकार ने सिक्किम के भूकंप पीड़ितों को २ करोड़ रूपये की मदद देने का फैसला किया है। कल शाम राजधानी रायपुर में मुख्यमंत्री डॉक्टर रमण सिंह की अध्यक्षता में हुई बैठक में यह फैसला किया गया। बैठक में भूकंप में लोगों की मृत्यु पर गहरा दुख प्रकट किया गया।

 भारत के पास अगले पांच वर्ष में अत्याधुनिक भूकंप चेतावनी प्रणाली होगी। जियोलॉजिकल सोसयटी ऑफ इंडिया के अध्यक्ष हर्ष गुप्ता ने वाराणसी में बताया कि इस परियोजना के लिए महाराष्ट्र में कोयना का चुनाव किया गया है।
 उन्होंने कहा कि भूकंप की चेतावनी देने के लिए जमीन की सतह से सात किलोमीटर नीचे बोर होल में सेंसर लगाए जाएंगे। इसके अलावा धरती की गतिविधियों की नजर रखने के लिए डेढ़ किलोमीटर गहरे चार प्रायोगिक बोर होल बनाए जाएंगे। यह बोर होल सीधे निगरानी संबंधी सूचना दे सकेंगे और भूकंप से होने वाले नुकसान को कम करने में योगदान देंगे। श्री गुप्ता ने बताया कि इस निगरानी व्यवस्था से देशभर में करीब ४० केंद्रों को सिग्नल मिल सकेगा। बांध की वजह से होने वाले भूकंप का कोयना सबसे सटीक उदारहण है और कहा जाता है कि इस बांध के नीचे एक किलोमीटर के दायरे में लावा की परत है। उन्होंने कहा कि इस परियोजना के लिए भू-विज्ञान मंत्रालय मुख्य रूप से अंशदान करेगा।
 कोयना भूकंप चेतावनी परियोजना पर लगभग चार सौ करोड़ रूपये की लागत आएगी और यह विश्व में अपनी तरह की पहली चेतावनी परियोजना होगी।

 ओडिशा के अधिकांश उत्तरी भागों में लगातार वर्षा से ब्राह्‌मणी, वैतरणी बुड्ढ़ा-बलंगा और सुवर्णरेखा जैसी प्रमुख नदियों में पानी चढ़ गया है। कई जगहों पर ये नदियां खतरे के निशान से ऊपर बह रही हैं। बालेश्वर से लगभग ५० किलोमीटर दूर बंगाल की खाड़ी में बने हवा के कम दबाव के कारण इन नदियों के जलग्रहण क्षेत्रों में हो रही लगातार वर्षा से आठ जिलों में फिर बाढ़ आने का खतरा बन गया है। ये जिले हैं- भद्रक, बालेश्वर, केन्दुझर, जाजपुर, केन्द्रपाड़ा, ढेंकनाल, अंगुल और मयूरभंज। राज्य के उत्तरी इलाकों के अनेक गांव फिर बाढ़ की चपेट में आ गये हैं। केन्दुझर और भुवनेश्वर के बीच सड़क बाढ़ के पानी से कट गई है। दोनों तरफ हजारों वाहन फंस गए हैं। राज्य सरकार ने इन जिलों के कलेक्टरों को निर्देश दिया है कि निचले इलाकों में रहने वाले लोगों को निकाल लिया जाए।

 हैदराबाद की विशेष अदालत ने आज कर्नाटक के पूर्व मंत्री जी जनार्दन रेड्डी और उनके भाई श्रीनिवास रेड्डी की हिरासत की मांग करने वाली सीबीआई की याचिका पर सुनवाई इस महीने की २९ तारीख तक स्थगित कर दी। अदालत ने राज्य में हड़ताल के कारण वकीलों के अदालत में न आने पर सुनवाई स्थगित की। सीबीआई अवैध खनन मामले में और पूछताछ के लिए रेड्डी बन्धुओं की हिरासत की मांग कर रही है, जो इस समय न्यायिक हिरासत में हैं।

 प्रधानमंत्री डॉ० मनमोहनसिंह न्यूयॉर्क में अपनी यात्रा के दूसरे दिन विश्व के कई नेताओं के साथ बातचीत करेंगे। आज वे जापान के प्रधानमंत्री योशिहिको नोदा से मिलेंगे। इस बातचीत से दोनों देशों के बीच परमाणु सहयोग पर वार्ता फिर शुरु होने की संभावना है। सरकारी सूत्रों के अनुसार भारत और जापान के संबंध महत्वपूर्ण तथा वैश्विक साझेदारी के स्तर तक पहुंच गये हैं। इन सूत्रों का कहना है कि जापान से सबसे अधिक सरकारी विकास ऋण भारत को मिलता है। इस बातचीत के दौरान श्री नोदा की भारत यात्रा की तारीखें भी तय की जा सकती हैं।
 डॉक्टर मनमोहन सिंह, ईरान के राष्ट्रपति महमूद अहमदी निजाद से भी मिलेंगे। दोनों के बीच ईरान, पाकिस्तान भारत तेल पाइप लाइन पर प्रमुखता से बातचीत हो सकती हैं। अफगानिस्तान और पाकिस्तान में बिगड़ती हुई स्थिति, अफगानिस्तान से नैटो सेनाओं की वापसी और पश्चिम एशिया के कुछ देशों में जन आंदोलन उठने जैसे मुद्दों पर विचार विमर्श भी हो सकता है।
 प्रधानमंत्री श्रीलंका के राष्ट्रपति महिन्दा राजपक्से से भी मिलेंगे। भारत श्रीलंका के विस्थापित तमिलों के पुनर्वास और श्रीलंका के उत्तरी इलाकों में पुनर्निर्माण कार्यों में  बड़े पैमाने पर सहायता दे रहा है।

 आतंकवाद से निपटने के बारे में संयुक्त राष्ट्र की समिति ने  पूरी दुनिया में आतंकवाद को बिल्कुल बर्दाश्त न करने के बारे में एक दस्तावेज तैयार किया है। इस समिति के अध्यक्ष और भारत के प्रतिनिधि हरदीप पुरी ने पत्रकारों को बताया है कि इस दस्तावेज में पिछले दस साल में आतंकवाद से निपटने में आपसी सहयोग की समीक्षा की गई है। इस में अगले दस साल में आतंकवाद से निपटने की रूपरेखा भी शामिल है।
 इस दस्तावेज को दूरगामी और प्रभावी बताते हुए श्री पुरी ने कहा कि इससे आतंकवाद के खिलाफ संघर्ष में दुनिया के विभिन्न देशों के बीच सहयोग बढ़ेगा।
 श्री पुरी ने बताया कि अंतर्राष्ट्रीय आतंकवाद से निपटने की व्यापक संधि के पाठ पर सहमति है। उन्होंने आशा व्यक्त की  कि यह संधि जल्दी ही वास्तविकता बन सकेगी। इस संधि में अंतर्राष्ट्रीय आतंकवाद से निपटने की कानूनी व्यवस्था है।
 पूर्ण राष्ट्र का दर्जा हासिल करने की फलस्तीन की कोशिश पर भारत के रुख पर श्री पुरी ने साफ तौर पर कहा कि भारत, फलस्तीनियों की इस आकांक्षा का सम्पूर्ण समर्थन करेगा।

 हम पहले ऐसे गैर अरब सदस्य राष्ट्र हैं, जिन्होंने फिलीस्तीन को मान्यता दी। हम उनकी आकांक्षाओं का सम्मान करते हैं और इस बात को प्रधानमंत्री ने फिलीस्तीन के राष्ट्रपति अब्बास को १९ सितम्बर को लिखे पत्र में दोहराया है। जहां तक भारत का प्रश्न है, भारत फिलीस्तीन मुद्दे का समर्थन करेगा।
 संयुक्त राष्ट्र सुरक्षा परिषद की स्थायी सदस्यता के लिए चीन के समर्थन के बारे में पूछे जाने पर श्री पुरी ने कहा कि उन्हें पूरा विश्वास है कि चीन भारत का समर्थन करेगा, यह बस कुछ समय की बात है। उन्होंने कहा कि सुरक्षा परिषद के स्थायी और अस्थायी सदस्यों की संख्या बढ़ाने के लिए संयुक्त राष्ट्र महासभा में १२८ सदस्यों के समर्थन की आवश्यकता है।

 भारत ने अफगानिस्तान को आत्म-निर्भर और स्थायी अर्थव्यवस्था बनने में, समर्थन और सहयोग देने की अंतर्राष्ट्रीय समुदाय की पहल का स्वागत किया है। न्यूयॉर्क में जर्मनी के विदेश मंत्री द्वारा न्यू सिल्क रोड के बारे में आयोजित बैठक को संबोधित करते हुए विदेश मंत्री एस० एम० कृष्णा ने कहा कि विदेशी सुरक्षाबलों की वापसी शुरू होने के बाद महत्वपूर्ण है कि अफगानिस्तान अपने प्राकृतिक संसाधनों और अपनी महत्वपूर्ण भौगोलिक स्थिति का भरपूर लाभ उठाते हुए अपनी विकास नीति तैयार करे।
 अफगानिस्तान के पुनर्निर्माण और विकास कार्यों की चर्चा करते हुए श्री कृष्णा ने कहा कि अफगानिस्तान को भारत की सहायता दो अरब डॉलर तक पहुंच गई है। अफगानिस्तान और पाकिस्तान के बीच व्यापार और पारगमन समझौते पर अमल शुरू होने का स्वागत करते हुए विदेश मंत्री ने कहा कि इससे भारत सहित अन्य देशों के साथ जमीन के रास्ते व्यापार और पारगमन की सुविधा शुरू हो जाएगी। श्री कृष्णा ने कहा कि भारत का तेजी से हो रहा विकास और उसके बड़े बाजार अफगानिस्तान के निर्यात में बहुत सहायक हो सकते हैं। इसी तरह अफगानिस्तान भी भारत से कम लागत पर आयात कर सकता है।

 अफगानिस्तान के पूर्व राष्ट्रपति बुरहानुद्दीन रब्बानी का आज काबुल में कड़ी सुरक्षा वाले राष्ट्रपति महल में अंतिम संस्कार किया गया। राष्ट्रपति हामिद करजई सहित बड़ी संख्या में लोगों ने उन्हें अंतिम विदाई दी। राष्ट्रपति करजई ने प्रोफेसर रब्बानी को श्रद्धाजंलि अर्पित करते हुए कहा कि उन्होंने देश में सुलह-सफाई और शांति कायम करने के लिए जोरदार प्रयास किए और शांति के मार्ग पर चलते हुए बलिदान दिया। दिवंगत नेता का पार्थिव शरीर अफगानिस्तान के झंडे में लिपटे ताबूत में राष्ट्रपति महल लाया गया, जहां उसे लोगों के अंतिम दर्शन के लिए रखा गया। प्रोफेसर रब्बानी को काबुल के पास पहाड़ पर उनके निवास के निकट सपुर्दे खाक किया गया।

 भारतीय क्रिकेट टीम के पूर्व कप्तान मंसूर अली खान पटौदी को आज हरियाणा में पटौदी में दफनाया जा रहा है। अंतिम यात्रा आज सुबह नई दिल्ली में उनके निवास से शुरू हुई। परिवार के रोते बिलखते सदस्यों, मित्रों और अनेक जाने-माने व्यक्तियों ने उन्हें विदाई दी।
 मंसूर अली खान पटौदी का कल नई दिल्ली में फेफड़ों में संक्रमण के कारण देहांत हो गया था। वे ७० वर्ष के थे। आज सवेरे उनका पार्थिव शरीर नई दिल्ली के वसंत विहार में उनके निवास पर लाया गया। उस समय उनकी पत्नी और जानी-मानी अभिनेत्री शर्मिला टैगोर, उनके पुत्र फिल्म अभिनेता सैफ अली खान, उनकी बेटियां सोहा खान और सबा खान तथा करीना कपूर उनके निवास पर मौजूद थे। दिल्ली की मुख्यमंत्री शीला दीक्षित और भाजपा नेता अरूण जेटली ने भी पटौदी को श्रद्धाजंलि अर्पित की।
 पटौदी ने भारत के लिए ४६ क्रिकेट टैस्ट मैच खेले, जिनमें से ४० मैंचों में भारतीय टीम की कप्तानी की। पटौदी को हमेशा ऐसे कप्तान के रूप में याद किया जाता रहेगा, जिसने भारतीय टीम को विदेश में पहली टैस्ट विजय दिलाई थी।

 रेल यात्रा को सुरक्षित बनाने के लिए विभिन्न मार्गों पर रेल संरक्षण चेतावनी प्रणाली - टीपीडब्ल्यूएस - विभिन्न चरणों में लगाई जाएगी। इंजन ड्राइवर के रेड सिग्नल पार करने की स्थिति में इस प्रणाली से आपात ब्रेक लग सकेगा। पहले चरण में दिल्ली-मुंबई और दिल्ली-कोलकाता के व्यस्त मार्ग पर यह प्रणाली लगाई जाएगी। इस प्रणाली को लगाने पर प्रति किलोमीटर ५० लाख रूपये खर्च आएगा। एक प्रायोगिक योजना के तहत, दो सौ किलोमीटर लम्बे दिल्ली-आगरा मार्ग और ६० किलोमीटर लम्बे चेन्नई-गुमुडीपुंडी मार्ग पर इस प्रणाली का    परीक्षण किया जा रहा है। योजना के अनुसार पहले चरण में २५ सौ किलोमीटर की दूरी तक के मार्ग में यह स्वचालित सिग्नल प्रणाली लगाई जाएगी। हमारे संवाददाता ने बताया है कि २००० से २०१० के बीच हुई कुल दो हजार सात सौ ६३ रेल  दुर्घटनाओं में से ५० प्रतिशत से ज्यादा दुर्घटनाएं रेल-कर्मियों की गलती के कारण हुई।

 तमिलनाडु में बन रहा कुडनकुलम परमाणु ऊर्जा संयंत्र तीसरी पीढ़ी का सबसे सुरक्षित रिएक्टर होगा। परमाणु ऊर्जा आयोग के पूर्व अध्यक्ष प्रोफेसर एम० आर० श्रीनिवासन ने आज बंगलुरू में स्तरीय  शिक्षा पर राष्ट्रीय सम्मेलन के दौरान संवाददाताओं से बातचीत में यह आश्वासन दिया। प्रोफेसर श्रीनिवासन ने कहा कि कुडनकुलम में बन रहे इस रिएक्टर में चार समानान्तर सुरक्षा प्रणालियां, अपने आप सक्रिय होने वाली सुरक्षा प्रणाली और ग्रिड से जुड़ने की बेहतर व्यवस्था है, जिससे ये संयंत्र दुनिया में सबसे सुरक्षित रिएक्टर होगा। इन अफवाहों का खंडन करते हुए कि इस रिएक्टर से लोग विस्थापित होंगे और मछली पकड़ने के काम पर असर पड़ेगा, प्रोफेसर श्रीनिवासन ने कहा कि इस संयंत्र से ग्रिड के लिए न केवल दो हजार मेगावाट बिजली उपलब्ध होगी, बल्कि इस क्षेत्र के लोगों के जनजीवन में भी सुधार होगा। उन्हें बेहतर शिक्षा और स्वास्थ्य सुविधाएं उपलब्ध होंगी तथा बाजार तक उनकी पहुंच बढ़ेगी। उन्होंने कहा कि फुकुशिमा जैसी परमाणु दुर्घटनाओं से सबक लेकर कुडनकुलम रिएक्टर का निर्माण किया जा रहा है। ये रिएक्टर ऐसी जगह पर बनाया जा रहा है, जहां भूकंप और त्सुनामी का खतरा नहीं है।

 उच्चतम न्यायालय ने राज्यों से कहा है कि वे १५ अक्टूबर तक बताएं कि सरकारी स्कूलों में पेयजल और शौचालय जैसी सुविधाएं सुनिश्चित करने के लिए क्या कदम उठाए गए हैं। न्यायमूर्ति दलबीर भंडारी और न्यायमूर्ति दीपक वर्मा की पीठ ने कहा कि यह बहुत जरूरी चीजें है जिनकी राज्य प्रशासन उपेक्षा नहीं कर सकता।
 हालांकि अधिकतर राज्यों ने आवश्यक सुविधाएं प्रदान करने के लिए उठाए गए कदमों के बारे में अपने हलफनामे दायर किए हैं लेकिन पीठ इनसे संतुष्ट नहीं थी और उसने राज्य के मुख्य सचिवों को निर्देश दिया कि उसके निर्देशों का पालन करने के लिए अतिरिक्त हलफनामे दायर करें।
 न्यायालय ने पर्यावरण और उपभोक्ता संरक्षण फाउण्डेशन द्वारा २००४ में दायर एक जनहित याचिका का निपटारा करते हुए यह निर्देश दिए। यह याचिका में दिल्ली के सरकारी स्कूलों की दुर्दशा और उनमें मूलभूत सुविधाओं जैसी पीने के पानी, शौचालयों के अभाव और कुछ स्कूलों की इमारतों की खराब स्थिति का जिक्र किया गया है।
 न्यायालय ने पीने के पानी, लड़के और लड़कियों के लिए अलग-अलग शौचालय, बिजली की आपूर्ति, अहाते की दीवार, मिड-डे मील के अलावा अध्यापन सम्बन्धी मूलभूत सुविधाओं के बारे में विस्तृत सूचना मांगी है।

A two-judge bench of the Supreme Court today gave a split verdict on the maintainability of the government's application seeking recall of the apex court order on constitution of an SIT to probe black money cases. The order was passed by a bench comprising justices Altamas Kabir and S S Nijjar on the Centre's plea for recall of the court's July 4 decision. While justice Kabir pronounced his verdict in favour of the government, saying the Centre's plea was maintainable, Justice Nijjar refused to hear the application, saying it is not maintainable. In view of the split verdict, the bench referred the matter to the Chief Justice for constitution of a larger bench to decide the maintainability of the Centre's plea.

The Supreme Court today refused to grant bail to Sadhvi Pragya Singh Thakur, who is facing charges under MCOCA for her alleged involvement in the 2008 Malegaon bomb blast case. Dismissing her bail plea, a bench of justices J M Panchal and H L Gokhale said, that there is no merit in the petition. The bench passed the order on a petition filed by Thakur contending that the Maharashtra Anti-Terrorist Squad had failed to file the charge sheet against her within the mandatory 90 days of her arrest on October 23, 2008. The bench had reserved its order on the 1st of this month after hearing all the parties, including the Maharashtra government which opposed the bail plea. Seven people were killed in a bomb blast on September 29, 2008, at Malegaon, in Nasik district of Maharashtra.

The Madhya Pradesh high court has directed the Union government to get some samples of toxic waste lying in Bhopal ’s closed Union Carbide factory incinerated in the best available laboratory of the country. The division bench of acting chief justice Sushil Harkauli and justice K K Trivedi asked the central government to submit a report on the impact of gaseous emissions and residue of this waste on environment with in three weeks. During the hearing of a PIL on the issue, the Maharashtra Pollution Control Board stated in the court that it is not in a position to do such analysis due to technical reasons. The high court had directed Madhya Pradesh government on 12th July this year to transport toxic waste of defunct Union Carbide factory to DRDO Nagpur for incineration. But after accepting intervening applications of the Maharashtra government and Maharashtra Pollution Control Board in this matter later, the court had restrained the Madhya Pradesh government till further orders from transporting toxic waste. The court had directed Maharashtra Pollution Control Board to collect samples of the toxic waste lying in Bhopal and to analyze them within 15 days. Now the next hearing of the case will be on 22nd November. About 350 tonnes of toxic waste is still lying in the premises of the closed carbide factory. Shariq Noor, AIR News, Bhopal.

The Koodankulam Nuclear Power Plant under construction in Tamil Nadu will be the safest third generation reactor with multiple safety features. Former Chairman of Atomic Energy Commission Prof. M R Srinivasan gave this assurance while speaking to media persons on the sidelines of a National Summit on Quality in Education, in Bangalore today. Prof. Srinivasan said the reactor under construction in Koodankulam has four parallel safety features, passive safety system and better grid connectivity, making it the safest reactor in the world. Refuting rumours that the reactor will displace people and impact fishing, the nuclear scientist stressed that it will not only provide 2000 mega watt of electricity to the grid but also improve the living condition of people residing in the area by providing them better education, health facilities and easy accessible market. He also pointed out that lessons learnt from Fukushima like disasters are factored in the Koodankulam reactor, which is built in a zone safe from earthquake and tsunami.

The CBI is carrying out searches at six places in New Delhi after registering disproportionate assets case against former Chairman of Dental Council of India Anil Kohli. Our correspondent reports, the allegations against him are that he charged huge sums of money from dental colleges for verification and cancellation of certain institutes. Earlier, the Health ministry had also constituted a two member committee to probe the charges.

Loksabha speaker Mrs. Meira kumar has said that the Legislature, Judiciary and executive are free in their working and none of them should encroach into the functions which essentially belong to another. Strongly criticizing Murli Manohar Joshi for making statements regarding the 2G issue in the media, the Minister of state in the Prime Minister's Office V Narayansamy today said that he has no right to speak against P. Chidambaram. Talking to reporters in New Delhi, He said, his comments are inappropriate as he is looking into the matter as the Public Accounts Committee chairman. A Special Court in Hyderabad today postponed hearing on the CBI petition seeking custody of Karnataka Former Minister Gali Janardhana Reddy and his brother Srinivas Reddy to 29th of this month. The Court has postponed for further hearing on the CBI petition as advocates did not turn up due to the Strike in the state. The CBI has been seeking custody of the Reddy Brothers, who are in judicial custody in mining fraud case for further enquiry. The Court had yesterday, also postponed the hearing on the bail petitions filed by the accused to the same date.

The Central Coordination-cum-Empowered Committee, CEC on monitoring and minimizing delays in grant of approvals for mineral concessions has decided to introduce an end-to-end accounting system for mineral transaction to prevent and detect illegal mining through an All India Online System. The Committee under the chairmanship of Secretary, Ministry of Mines, Mr S. Vijay Kumar, has also decided upon an action plan to increase the capacity of state Mining Directorates. According to an official release, the CEC also stressed upon the need to ensure proper exploration in leasehold areas in a time-bound manner to enable scientific execution of Mining Plans. The Committee has been constituted to review the position regarding various important aspects of the mineral concession regime in the country and bring about more efficiency and transparency in the system.

To ensure accident- free journey of Railway passengers, Train Protection Warning System, TPWS will be installed in a phased manner on different routes of the Railways. TPWS ensures automatic application of emergency brakes in case the engine driver jumps the red signal. Initially, the system will be installed on the busy Delhi-Mumbai and Delhi- Kolkata route in the first phase. The cost of TPWS is 50 lakh rupees per kilometre. The trial of TPWS is already being done on the 200 km Delhi-Agra route and the 60 km Chennai-Gumudipundi route under a pilot project for which the railways have earmarked 250 crore rupees. As per the plan, 2500 km automatic signalling system route with TPWS will be covered in the first phase.

The funeral procession of late former Indian cricket captain Mansur Ali Khan Pataudi began from his home in New Delhi with sobbing family members, friends and several celebrities paying their last respects before his burial which will be held today in Pataudi in Haryana. The former captain, who would forever be remembered for leading India to their maiden Test series triumph abroad, died yesterday due to a lung infection at the age of 70. His body was brought to his Vasant Vihar residence early this morning and the last rites will be performed at his native Pataudi village in Haryana. Pataudi's wife, yesteryears' Bollywood star Sharmila Tagore, his actor son Saif Ali Khan, Kareena Kapoor, and many other celebrities were at the Pataudi residence when his body was taken to his native village this morning.

Incessant rain in most northern parts of Odisha has raised the water level of many major rivers like Brahmani, Baitarani, Budhabalanga and Subarnarekha which are flowing above danger level at many places. Eight districts of Bhadrak, Balasore, Keonjhar, Jajpur, Kendrapada, Dhenkanal, Angul and Mayurbhanj are facing fresh floods due to continuous rain in the upper catchments of these rivers following the depression formed over Bay of Bengal, about 50 kms from Balasore off Odisha coast. A large number of villages in northern parts of Odisha have been marooned following the fresh flood. The main road between Keonjhar and Bhubaneswar has been cut-off by flood water and thousands of vehicles are stranded on both sides of the road.

The Sensex at the Bombay Stock Exchange dropped 205 points, or 1.3 per cent, to 16,156 in opening trade, this morning, amid a weak trend on the other Asian Bourses, as global recession fears continued to haunt investors. Later, after falling more than 300 points at one stage, the Sensex recovered some lost ground, to stand 123 points, or 0.8 percent in negative territory, at 16,239, in afternoon trade, a short while ago. The 30-share Sensex had lost a whopping 704 points in yesterday's trade. Other Asian Bourses continued to fall, today, with key stock indices in China, Hong Kong, Taiwan, Singapore and South Korea plunging between 1 percent and 5.5 percent, as investors fretted about global economic growth. The US Dow Jones Industrial Average had plunged 3.5 per cent, overnight. We spoke to economic expert Arvind Pruthi on the declining trend in the stock markets.

The basic region for the fall in the market at this point of time is more to do because of the US concerns and the euro concerns. There was anticipated growth in the US markets which is now looking that it is not so because the numbers that have come time and again do not reflect that kind of growth and in the Europe, there is a serious problem and on the top of it, the currency is also playing a havoc. All these factors have coupled and we are seeing a drastic fall in the domestic markets. We are not likely to recover unless we have a clarity over these issues in national markets. Unless the sentiment improves and we see some kind of a prognosis to the problem. I don't think so we will have a meaningful rebound in the markets. The rupee tumbled by 34 paise to an almost 28-month low of 49.82 rupees per dollar in early trade on the Interbank Foreign Exchange today. Forex dealers attributed the rupee's fall to a level last seen in May, 2009, to strong dollar demand from importers and some banks and dollar gains against other currencies. They said the continued slide in the equity market also put pressure on the rupee. Yesterday, the rupee had fallen by 124 paise to close at a two-and-a half-year low of 49.58 rupees against the American currency.

Finance Minister Pranab Mukherjee has warned the international community that there is danger of a currency war if the ongoing economic crisis deepens. Speaking at a press conference of finance ministers of BRICS nations Brazil, Russia, India, China and South Africa at the headquarters of the International Monetary Fund in Washington, Mr. Mukherjee said such a currency war can be avoided through dialogue and not through competitive devaluations. He pointed out that the currencies used in BRICS countries should be widely appreciated and should be taken into account while determining the ingredients of special drawing rights (SDR) maintained by the IMF, as these nations' contributions to global output and the economy is increasing substantially. In response to a question, he said, the suggestion is not being made right now, because there are many other factors which ought to be taken into account, including free convertibility and other things which are not uniform.

The United Nations Panel on Counter terrorism has prepared a document for zero tolerance against terrorism across the globe. Panel Chairman and India’s representative in the UN Hardeep Puri told reporters that the outcome document which will review counter terrorism co-operation in the last decade and will also work out a road map for the next ten years. Describing the document as far reaching and ambitious, Mr. Puri said it will create normative framework which will enhance the co-operation of member states on the issue of counter terrorism.

Prime Minister Dr. Manmohan Singh who is in New York, will have a series of bilateral meetings with world leaders today on the sidelines of the United Nations General Assembly. On the second day of his stay, Dr. Singh will meet his Japanese counterpart Yoshihiko Noda, which could mark the resumption on talks for nuclear co-operation between the two countries. In Kerala, the state of the art, bollard pull test facility for ships is being dedicated to the nation at Vizhinjam near Thiruvananthapuram today. The facility, first of its kind in the country, installed by the Cochin Shipyard Ltd. is capable of testing pulling capacity of ships and tugs upto 500 tonne. As of now, the maximum bollard pull capacity for ships available anywhere in India is restricted to 200 tonnes. The new facility being inaugurated today at Vizhinjam by Kerala Port Minister is the best in Asia and capable of testing ships upto 500 tonne. The design of the installation weighing 275 tonne has been approved by IIT, Chennai. Bollard pull test is conducted to ascertain pull capacity of a ship or tug while using its propulsion system. Apart from Indian Navy and Coasts Guard, the facility can benefit ships built in India and calling at our ports. The upcoming mega project of International Seaport terminal at Vizhinjam will further enhance the strategic importance of the bollard pull facility being inaugurated today. उच्चतम न्यायालय के दो जजों की पीठ ने, कालेधन की जांच के लिए विशेष दल बनाने के फैसले पर पुनर्विचार करने की मांग करने वाली सरकार की याचिका पर अलग-अलग निर्णय दिया है। न्यायमूर्ति अल्तमश कबीर और न्यामूर्ति एस० एस० निज्जर की पीठ ने न्यायालय के चार जुलाई के फैसले पर विचार करने की केंद्र की याचिका पर अलग-अलग फैसला दिया। न्यायमूर्ति कबीर ने सरकार के पक्ष में फैसला देते हुए कहा कि केंद्र की इस याचिका पर सुनवाई की जा सकती है, जबकि न्यायमूर्ति निज्जर ने याचिका पर सुनवाई करने से इंकार करते हुए कहा कि ऐसा नहीं किया जा सकता। दोनों जजों के अलग-अलग फैसले को देखते हुए पीठ ने यह मामला प्रधान न्यायाधीश के पास भेज दिया, ताकि केंद्र की इस याचिका पर फैसला करने के लिए एक बड़ी पीठ बनाई जा सके।

अमरीका के ज्वाइंट चीफ ऑफ स्टाफ के चेयरमैन एडमिरल माइक मुलेन ने कहा है कि पाकिस्तान की खुफिया एजेंसी आई एस आई अलकायदा से जुड़े एक नेटवर्क के साथ सक्रिय रूप से सहयोग कर रहा है और पिछले सप्ताह अमरीकी दूतावास पर हमले के लिए जिम्मेदार है। एडमिरल मुलेन ने पाकिस्तान पर आरोप लगाया कि वह आतंकवादियों को आई एस आई के एक अंग के रूप में अपनी गतिविधियां चलाने की छूट देकर अफगानिस्तान में हिंसक गतिविधियों को बढ़ावा दे रहा है।

ओडिशा के कुछ इलाकों में बाढ़ की स्थिति गंभीर बनी हुई है। चार प्रमुख नदियों का जलस्तर बढ़ने से ८२९ गांवों में करीब तीन लाख लोग बाढ़ से बुरी तरह प्रभावित हैं। हमारे संवाददाता ने खबर दी है कि साथीपुर में बैतरणी नदी पर बना एक सौ बीस साल पुराना पुल ढह जाने से जाजपुर का सम्पर्क राज्य के अन्य हिस्सों से कट गया है।

उड़ीसा के ब्राह्‌मणी, बैतरणी, बूढा बलंगा और सुवर्णरेखा में बाढ़ आने से लगभग तीन लाख लोग पानी के घेर में फंस गये हैं। बंगाल की खाड़ी में डिप्रेशन के चलते तेज बारिश होने से इन नदियों में बाढ़ आई है। भद्रक, ढेकानाल, जाजपुर, केन्द्रपाड़ा, क्योंझर और मयूरभंज जिल में गांव की एक बड़ी संख्या बाढ़ के पानी में डूबी हुई है। हजारों असहाय लोग राहत समान पाने के लिए इंतजार कर रहे हैं। मुख्यमंत्री नवीन पटनायक ने भुवनेश्वर में एक उच्चस्तरीय बैठक में बाढ़ की स्थिति की समीक्षा की और बुरी तरह प्रभावित जाजपुर, भ्रदक और केन्द्रपाड़ा जिले को अधिकारी भेज कर बचाव और राहत काम का जायजा लेने को कहा है। प्रकाश दास आकाशवाणी समाचार भुवनेश्वर।

सिक्किम में भूकम्प से मरने वालों की संख्या बढ़कर ८५ हो गई है, जिनमें से ६८ लोग केवल उत्तरी जिले में मारे गये हैं। मुख्यमंत्री पवन कुमार चामलिंग ने स्थिति का जायजा लेने के लिए आज उत्तरी जिले के मुख्यालय मांगन का दौरा किया। हमारे संवाददाता ने खबर दी है कि राज्य सरकार ने पुनर्वास कार्यों के लिए ग्राम पंचायतों को मदद देने की घोषणा की है।

राज्य सरकार ने राज्य भर में जरूरतमंद लोगों को तत्काल मदद पहुंचाने के लिए सभी ग्राम पंचायत ईकाइयों को पांच-पांच लाख रुपये देने का फैसला किया है। उत्तर जिले के लाछन तथा लाछन की पंचायत ईकाइयों को इसी काम के लिए दस-दस लाख रुपये दिये जायेंगे। सभी चार जिलों के जिलाधिकारियों को अपने-अपने जिले में राहत कार्यों के लिए ५०-५० लाख मिलेंगे। इसके अलावा तमाम दूसरे जरूरी खर्चों के लिए हर एक एसडीएम को दस लाख रुपये और हर एक बीडीओ को पांच लाख रुपये दिये जायेंगे। इस बीच ऐसे सभी सरकारी स्कूल आज से खुल गये जिन्हें पिछले रविवार आये भूकम्प में ज्यादा नुकसान नहीं पहुंचा था। फिर भी पूरी तरह ध्वस्त हो चुके या फिर गम्भीर रूप से क्षतिग्रस्त स्कूल अगली सूचना तक बंद रहेंगे। विनय राज तिवारी आकाशवाणी समाचार गंगटोक।

झारखंड में पिछले ३० घंटे से हो रही भारी बारिश के कारण राज्य के कई भागों में जन-जीवन प्रभावित हुआ है। राजधानी रांची में पिछले २४ घंटे में ८८ मिलीमीटर वर्षा दर्ज की गयी। राज्य की प्रमुख नदियां उफान पर हैं।

झारखण्ड के अधिकांश हिस्सों में पिछले तीस घण्टों से लगातार बारिश हो रही है। यह उड़ीसा तट पर बंगाल की घाटी में कम दवाब के पैदा होने के चलते शुरू हुआ है। आज यह केन्द्र जमशेदपुर में पहुंच चुका है। इसके अलावा मानसून के घने बादल भी राज्य के ऊपर छाये हुए हैं। राज्य की सभी प्रमुख नदियां स्वर्णरेखा, खरकई, वैतरणी और संजय उफान पर हैं। गुमला में कई यात्री फंसे हुए हैं क्योंकि झारखण्ड को छत्तीसगढ़ से जोड़ने वाला पुल पानी में डूब चुका है। प्रशासन ने सुरक्षा के बेहतर इंतजाम किये हैं और कहीं से कोई अप्रिय समाचार अभी तक प्राप्त नहीं हुआ है। राजेश सिन्हा आकाशवाणी समाचार रांची।

अंतर्राष्ट्रीय बाजारों में आई कमजोरी, अमरीकी विकास दर को लेकर उत्पन्न आशंकाओं और यूरोपीय कर्ज संकट के मददेनजर भारतीय शेयर बाजारों में भी भारी बिकवाली का रूख बना हुआ है। बाम्बे स्टाक एक्सचेंज के सेंसेक्स में आज १९९ अंक की गिरावट हुई और यह १६ हजार १६२ पर बंद हुआ। नेशनल स्टाक एक्सचेंज का निफटी भी ५६ अंक गिरकर चार हजार ८६८ पर बंद हुआ। दिल्ली सर्राफा बाजार में आज सोना ३०० रूपये लुढका। प्रति दस ग्राम सोने की कीमत २८ हजार चालीस रूपये रही। लेकिन चांदी के कीमतों में आज साढे पांच हजार रूपये की भारी गिरावट आई। एक किलो चांदी की कीमत आज ५९ हजार रूपये रही। रूपया आज डालर के मुकाबले १४ पैसे मजबूत हुआ। एक डालर की कीमत ४९ रूपये ४३ पैसे रही।

केन्द्रीय सतर्कता आयोग तीसरी बार आज लोकपाल पर संसदीय समिति के सामने पेश नहीं हुआ। मुख्य सतर्कता आयुक्त प्रदीप कुमार को समिति के सामने पेश होने के लिए अगले महीने कोई तारीख और समय दिया जायेगा। आयोग को आज समिति के सामने पेश होना था लेकिन नहीं हो सका।

भारतीय क्रिकेट टीम के पूर्व कप्तान मंसूर अली खान पटौदी को आज उनके गांव पटौदी में दफना दिया गया। उनके अंतिम संस्कार के वक्त हजारों लोग उन्हें श्रद्धाजंलि अर्पित करने के लिए पटौदी पैलेस के आसपास उपस्थित थे। उन्हें अपने पिता नवाब इतिखार अली खान पटौदी की कब्र के पास दफनाया गया।
७० वर्षीय मंसूर अली खान पटौदी का कल राजधानी के सर गंगाराम अस्पताल में निधन हो गया था।

यह समूह आयोग को परामर्श देगा कि देश में मानवाधिकारों के संवर्द्धन में किस तरह मीडिया का सर्वोत्तम उपयोग किया जाय। इसके अलावा यह आयोग के मौजूदा तंत्र की समीक्षा करेगा और सुधारों के बारे में सुझाव देगा।

While justice Kabir pronounced his verdict in favour of the government, saying the Centre's plea was maintainable; Justice Nijjar refused to hear the application, saying it is not maintainable. In view of the split verdict, the bench referred the matter to the Chief Justice for constitution of a larger bench to decide the maintainability of the Centre's plea.

Prime Minister Manmohan Singh begins a hectic round of diplomacy ahead of his address to the United Nations tomorrow. His speech will be focusing on terrorism, the economic slowdown and the Palestine issue. Dr Singh, who arrived in New York yesterday, will hold five bilateral meetings during his stay at the UN Headquarters. Starting with a meeting with the new Japanese Prime Minister Yoshihiko Noda, he meets the Iranian President Mahmoud Ahmadinejad and Sri Lankan President Mahinda Rajapaksa later today. The Prime Minister will exchange views with the new Nepalese Prime Minister Baburam Bhattarai and the President of South Sudan, Salva Kiir Mayardit, the newest nation to join the world body. In a related development, India’s representative at the UN Hardeep Puri told reporters that the UN Panel on Counter terrorism has prepared a document for zero tolerance against terrorism across the globe. Mr. Puri who is Chairman of the Panel said that the outcome document will review counter terrorism co-operation in the last decade and will also work out a road map for the next ten years. Describing the document as far reaching and ambitious, Mr. Puri said it will create proper framework to enhance the co-operation of member states on the issue of counter terrorism. On India’s stand on the Palestinian bid for membership of the United Nations Mr. Puri categorically stated that New Delhi will extend unflinching support to the Palestinian aspiration.

Finance Minister Pranab Mukherjee has cautioned the international community that there is danger of a currency war if the ongoing economic crisis deepens. Speaking at a press conference of finance ministers of BRICS nations Brazil, Russia, India, China and South Africa at the headquarters of the International Monetary Fund in Washington, Mr. Mukherjee said such a currency war can be avoided through dialogue and not through competitive devaluations. He pointed out that the currencies used in BRICS countries should be widely appreciated and should be taken into account while determining the ingredients of special drawing rights maintained by the IMF, as these nations' contributions to global output and the economy is increasing substantially.

Strongly criticising Murli Manohar Joshi for making statements regarding the 2G issue in the media, the Minister of state in the Prime Minister's Office V Narayansamy today said that he has no right to speak against P. Chidambaram. Talking to reporters in New Delhi, He said, that his comments are inappropriate as he is looking into the matter as Public Accounts Committee chairman. Backing Mr.Chidambaram, Corporate Affairs Minister Mr. Moily said  no credible evidence is available showing Chidamabram's involvement in the 2G scam. The Congress today strongly denied all speculations of a rift within the government over the 2G Spectrum issue. Briefing reporters in New Delhi, party spokesman Manish Tewari  lashed out at the Opposition for demanding Home Minister P Chidambaram's resignation for his alleged role in the 2G Spectrum scam. He said the matter is sub-judice and is also being probed by the Joint Parliamentary Committee. Mr Tewari said everyone including the BJP should refrain from commenting on the issue.

The CBI today carried out searches at the premises of former President of the Dental Council of India, DCI  Anil Kohli  after registering a disproportionate assets case against him. Our correspondent quoting official sources reports, a case was registered against the former DCI President yesterday. The agency earlier, finished its initial probe into the complaint filed against him for allegedly amassing wealth disproportionate to his known sources of income. Searches were conducted at six places in New Delhi. There are allegations against Kohli that he received favours from dental colleges for verification and cancellation of certain institutes while he was DCI President.

The Supreme Court today asked the CBI to probe the linkage between mining activities in Karnataka's Bellary district and Ananthpur in Andhra Pradesh allegedly involving the Reddy brothers. The court said CBI investigation was needed as it was prima facie satisfied with the materials placed before it that the iron ore extracted by the two companies, Associated Mining Company (AMC) and Deccan Mining Syndicate (DMS), was being illegally routed through Obulapuram in Andhra Pradesh.

The Delhi High Court today ruled that veteran Congress leader N D Tiwari cannot be compelled to give a blood sample for his DNA test to determine a  youth's paternity but said his persistent refusal can lead to the presumption that he is his father. Justice Gita Mittal gave the verdict while deciding the 85-year-old Tiwari's plea challenging the December 2010, order of the High court.

The Flood situation continues to be grim in some areas of Odisha with the four major rivers badly affecting about 3 lakh people in 829 villages. Fresh flood in Brahmani, Baitarani, Budhabalang and Subarnarekha rivers following a heavy downpour wrecked havoc in Bhadrak, Dhenkanal, Jajpur, Kendrapada, Keonjhar and Mayurbjanj districts. About 3 lakh people have been marooned in the second spell of high flood in Odisha following incessant rain in most of the northern parts of the state due to the depression formed over Bay of Bengal. A large number of villages in Bhadrak, Dhenkanal, Jajpur, Kendrapada, Keonjhar and Mayurbjanj districts have been submerged in the flood water. Thousands of marooned people are waiting for the relief to reach. Roads connecting Panikoili to Keonjhar, Keonjhar-Jashipur and Kamakhyanagar-Bhubana have been inundated in flood waters, paralysing vehicular movement, while Jajpur has been cut off due to damage of an age-old bridge. Several state highways in Bhadrak, Keonjhar, Jajpur, Dhenkanal, Kendrapara and Mayurbhanj have also been submerged in many places, throwing traffic out of gear. Chief Minister Naveen Patnaik reviewed the flood situation at a high-level meeting at Bhubaneswar and deputed three senior officials to worst-hit Jajpur, Bhadrak and Kendrapada to monitor and supervise rescue and relief work.Prakash Dash AIR NEWS Bhubaneswar

The death toll in Sikkim has now risen to 85 with the North district alone accounting for 68 deaths. The Chief Minster Mr Pawan Chamling visited the North district headquarters Managn today to have an on the spot assessment of the current situation. Rescue and relief operations are underway on a war footing in the worst affected parts of the district where fourteen helicopters are engaged in rescue operations .The Army has also installed a satellite communication centre at Chungthang. The State Government has decided to provide 5 lakh rupees to each Village Panchayat Units across the State to facilitate the people in need on emergency basis whereas the Village Panchayat Units at Lachen and Lachung in North district will be provided with ten lakh rupees each for the same cause. The District Collectors in all the four districts will also be provided with fifty lakh rupees each to carry out relief measures in their respective districts . Besides, an amount of ten lakh rupees will be allotted to each of the Sub Divisional Magistrates while 5 lakh rupees will be given to every Block Development Officer for miscellaneous expenditures. Meanwhile, all those government schools, which were not damaged much in Sunday’s disaster, across the State opened from today. Former Indian cricket captain Mansur Ali Khan Pataudi was laid to rest at his ancestral palace in Patuadi, Haryana today with thousands thronging the burial site to pay their last respects leading to chaotic scenes. Pataudi, was buried next to the grave of his father, Iftikhar Ali Khan Pataudi the last ruling Nawab of Bhopal. As the distraught family members paid their last respects to the man who was fondly called 'Tiger', there were chaos at the sparawling Pataudi Palace's with close to 15,000 people converging at the burial site to catch a glimpse of the proceedings.

The Nifty lost 56 points, or 1.1 percent, to 4,868. Stock markets in China, Hong Kong, South Korea and Singapore fell between 0.4 percent and 5.7 percent. The rupee strengthened 14 paise, to 49.44 against dollar. Gold fell 300 rupees, to 28,040 rupees per ten grams in Delhi. Silver tumbled a whopping 5,500 rupees, to 59,000 rupees, per kilo. Chairman of the US Joint Chiefs of Staff, Admiral Mike Mullen has said that Pakistan's Inter-Services Intelligence (ISI)   is actively supporting a network linked to al Qaeda and blamed for an assault on the US embassy in Kabul last week. Admiral Mullen accused Pakistan of exporting violent extremism to Afghanistan by allowing militants to act as an "arm" of the intelligence service. He told US senators that in choosing to use violent extremism as an instrument of policy, the government of Pakistan - and most especially the Pakistani Army and ISI - jeopardises not only the prospect of strategic partnership, but also Pakistan's opportunity to be a respected nation with legitimate regional influence. Admiral Mullen said, by exporting violence, they have eroded their internal security and their position in the region.
