दिल्ली पुलिस ने रेल भवन पर मुख्यमंत्री अरविंद केजरीवाल के धरने के सिलसिले में अज्ञात लोगों के खिलाफ एफआईआर दायर की है। धरने के दौरान अति सुरक्षा वाले इलाके में आम आदमी के समर्थकों और पुलिसकर्मियों के बीच हिंसक झड़पें हुई। इस इलाके में निषेधाज्ञा लागू थी। पुलिस सूत्रों ने बताया कि सरकारी कर्मचारियों को काम करने से रोकने और इसके लिए जानबूझ कर उन्हें गंभीर चोट पहुंचाए जाने का मामला कल रात संसद भवन थाने में दर्ज कराया गया है। हमारे संवाददाता ने बताया कि कुछ पुलिसकर्मियों के खिलाफ कार्रवाई किए जाने की मांग को लेकर मुख्यमंत्री केजरीवाल और उनके मंत्रिमंडलीय सहयोगियों का धरना समाप्त होने के बाद यह एफआईआर दर्ज कराई गई। इस मामले में दिल्ली के उपराज्यपाल के हस्तक्षेप और मालवीय नगर थाने के एसएचओ और पहाड़गंज में पीसीआर वैन प्रभारी को जांच पूरी होने तक छुट्टी पर भेजे जाने के बाद धरना खत्म करने का फैसला किया गया। श्री अरविंद केजरीवाल ने ड्यूटी में कथित लापरवाही बरतने वाले पांच पुलिसकर्मियों के निलंबन की मांग की थी।

दिल्ली के मुख्यमंत्री अरविन्द केजरीवाल के स्वास्थ्य की जॉंच आज गाजियाबाद के एक अस्पताल में की गई। डॉक्टरों को दिखाने के बाद श्री केजरीवाल ने संवाददाताओं को बताया कि वे लगातार सर्दी, जुकाम और कफ की शिकायत के बाद अस्पताल में जॉंच कराने आए थे।

कुछ महिला संगठनों ने पिछले सप्ताह दक्षिणी दिल्ली में अफ्रीकी महिलाओं के उत्पीड़न और उन पर रंगभेदी टिप्पणियों के आरोपों के कारण दिल्ली के कानून मंत्री सोमनाथ भारती के इस्तीफे की मांग की है। उन्होंने    मुख्यमंत्री अरविन्द केजरीवाल को पत्र लिखकर मांग की है कि वे इस घटना के मद्देनजर श्री भारती  पर कार्रवाई करें। राष्ट्रीय महिला आयोग की अध्यक्ष ममता शर्मा ने कहा है कि श्री भारती को कानून अपने हाथ में लेने के आरोप में नैतिक आधार पर इस्तीफा दे देना चाहिए। उन्होंने कहा कि मुख्यमंत्री को भी इस मामले के मद्देनजर श्री भारती को इस्तीफा देने के लिए कहना चाहिए।

यह बात कन्फर्म हो गई है कि वो वहां थे। जो हाई कोर्ट ने ऑर्डर किया था कि अननोन पर्सन के नाम एफआईआर की जाए। उसके बाद वो सीडी देखेगी और वो लड़कियां खुद कन्फर्म करेंगी कि इसमें कौन-कौन था। उसमें यह कन्फर्म हो गया कि भारती जी थे और स्टेट कमीशन ने इस केस को टेकअप कर लिया है। स्टेट कमीशन की रिपोर्ट आ जाये इसके बाद हम इसे टेकअप करेंगे।

एक अन्य घटनाक्रम में दिल्ली महिला आयोग ने युगाण्डा की महिलाओं को परेशान करने के आरोप में श्री भारती को सम्मन जारी किये हैं। कांग्रेस की महिला शाखा की अध्यक्ष शोभा ओझा ने श्री भारती की इस कार्रवाई को गैर-जिम्मेदाराना बताते हुए उनपर कार्रवाई की मांग की है।

कानून मंत्री के खिलाफ एफ आई आर दर्ज होनी चाहिए। सही तरीके से इस मामले में जांच कर उन्हें सजा देनी चाहिए। उन लड़कियों को बचाने वाले पुलिस कर्मियों को सजा के तौर पर छुट्टी पर भेज दिया गया है। इससे निश्चित तौर पर पुलिस का मनोबल गिरेगा।  

उधर दिल्ली के परिवहन मंत्री  सौरभ भारद्वाज ने श्री भारती का बचाव करते हुए कहा है कि वे जांच को प्रभावित नहीं कर सकते। उन्होंने दावा किया कि ये अफ्रीकी महिलाएं अवैध गतिविधियों में लिप्त थी। स्थानीय लोगों से इसकी पुष्टि की जा सकती है। जिन अफ्रीकी महिलाओं की पिटाई की गई थी उनमें से एक ने श्री भारती पर आरोप लगाया है कि जिन लोगों ने उनके घर में घुसकर हमला किया, उनकी अगुवाई श्री भारती कर रहे थे। इस महिला ने कल मजिस्ट्रेट के सामने अपना बयान दर्ज कराया। हमारे संवाददाता ने बताया है कि खिड़की एक्सटेंशन इलाके में अफ्रीकी महिलाओं के मकान पर श्री भारती के नेतृत्व में कथित छापेमारी की घटना से यह विवाद पैदा हुआ हैं। इन महिलाओं पर मादक पदार्थों और वेश्यावृति की धंधा चलाने का आरोप लगाया गया था। दिल्ली पुलिस ने दक्षिण दिल्ली के इस मामले में कुछ अज्ञात लोगों पर दर्ज किया गया मामला मेहरौली थाने में स्थानान्तरित कर दिया है क्योंकि यह इलाका इसी थाने के अधिकार क्षेत्र में आता है। पहले इसे मालवीय नगर थाने में दर्ज किया गया था।

केरल में कोझिकोड की विशेष अतिरिक्त सत्र अदालत ने टी.पी. चंद्रशेखरन हत्या मामले में १२ लोगों को दोषी करार दिया है। २४ अन्य आरोपियों को अदालत ने बरी कर दिया है। जिन पर आरोप तय किए गए हैं, उनमें ४ मई, २०१२ को कोझिकोड के वल्लीकाड में रेवोल्यूशनरी मार्क्सिस्ट पार्टी के नेता टी.पी.चंद्रशेखरन की गला काटकर हत्या करने वाला सात सदस्यों का गिरोह भी शामिल है। दोषी पाए गए अन्य लोगों में मार्क्सवादी कम्युनिस्ट पार्टी के स्थानीय नेता के.सी.रामचंद्रन और पी.के.कुंजनन्दन भी है। सज+ा की घोषणा कल की जाएगी।

जाने माने तेलगु फिल्म अभिनेता, फिल्म निर्माता और दादा साहेब फाल्के पुरस्कार से सम्मानित ए. नागेश्वर राव का आज सुबह हैदराबाद में निधन हो गया। वे नब्बे वर्ष के थे। वे पिछले कई दिनों से कैंसर से पीड़ित थे। उन्होंने सात दशक के अपने फिल्मी करियर में ढाई सौ से ज्यादा फिल्मों में अभिनय किया। उनके पुत्र नागार्जुन भी जाने-माने अभिनेता हैं। उन्होंने बताया कि श्री राव का अंतिम संस्कार कल किया जाएंगा। उनके पार्थिव शरीर को हैदराबाद के अन्नपूर्णा स्टूडियों में जनता के दर्शनार्थ रखा गया है। सूचना और प्रसारण मंत्री मनीष तिवारी ने श्री राव के देहान्त पर शोक व्यक्त किया है। ट्वीट पर अपने संदेश में उन्होंने कहा कि श्री राव का देहान्त एक बहुत बड़ी क्षति है। भारतीय जनता पार्टी के अध्यक्ष राजनाथ सिंह ने भी उनके देहान्त पर शोक व्यक्त किया है।

भारत ने श्रीनगर मुजफ्फराबाद और रावलकोट पुंछ के बीच चलने वाली बस सेवाओं को रोके जाने के सिलसिले में कल पाकिस्तान के कार्यकारी उच्चायुक्त को विदेश मंत्रालय बुलाकर एक सख्त राजनयिक संदेश दिया। विदेश मंत्रालय में पाकिस्तान विभाग के प्रभारी सयुक्त सचिव रूद्रेंद्र टंडन ने पाकिस्तान के उच्चायुक्त मन्सूर अहमद खान को तलब किया था।     विदेश मंत्रालय के प्रवक्ता अकबरूदीन ने नई दिल्ली में कहा कि दोनों देश नियंत्रण रेखा के आर पार रूके हुए व्यापार और बस सेवाओं को फिर से चालू करने के लिए कूटनीतिक माध्यम से हल करने का प्रयास कर रहे है।

यह बहुत आश्चर्यजनक है कि नशीली दवाओं की तस्करी में पकड़े गए  एक व्यक्ति के लिए पाकिस्तान ने नियंत्रण रेखा के आर-पार व्यापार और आवाजाही को रोकने का फैसला किया है। इस व्यापार और आवाजाही से  जम्मू-कश्मीर के लोगों को बहुत फायदा होता था। विदेश मंत्रालय के अधिकारी इस मामले को हल करने के लिए राजनयिक स्तर पर काम कर रहे हैं।

असम में सोनितपुर जि+ले के पबोही चायबागान के अपहृत प्रबंधक को कल रात सुरक्षित छुड़ा लिया गया। पुलिस ने बताया कि अज्ञात बन्दूकधारियों ने १६ जनवरी को भरत सिंह राठौर का उनके बंगले से अपहरण कर लिया था। कल रात उन्हें जिंगिंया पुलिस थाने के भरालीजुली इलाके से छुड़ाया गया।

सीरिया के बारे में  अंतरराष्ट्रीय सम्मेलन आज से स्विट्जरलैंड के मोंत्रां में हो रहा है।  सम्मेलन शुरू होने से सिर्फ २४ घंटे पहले संयुक्त राष्ट्र महासचिव बान-की-मून ने ईरान को भेजा गया निमंत्रण वापस ले लिया। अमरीका, सऊदी अरब और सीरियाई विपक्षी गठबंधन ने इस सम्मेलन में ईरान को आमंत्रित किए जाने पर आपत्ति की थी। सीरियाई विपक्षी गठबंधन ने चेतावनी दी थी कि अगर ईरान इस सम्मेलन में हिस्सा लेगा, तो वह उससे हट जाएगा। सम्मेलन में भारत सहित ४० देशों को आमंत्रित किया गया है। विदेश मंत्री सलमान खुर्शीद सीरियाई संकट के समाधान के बारे में भारत का दृष्टिकोण पेश करने के लिए सम्मेलन में हिस्सा ले रहे हैं।

विश्व आर्थिक मंच की २२वीं बैठक स्विटजरलैंड में दाओस में जारी है।  इस वर्ष का विषय है-विश्व का पुर्ननियोजन। इस सम्मेलन का उद्देश्य निर्धन और धनी देशों के बीच अन्तर को खत्म करना है। यह सम्मेलन ऐसे समय हो रहा है जब वैश्विक व्यवस्था के मंदी से उबरने के संकेत मिल रहे हैं। इसमें भारत का नेतृत्व वित्तमंत्री पी. चिदम्बरम कर रहे हैं। उम्मीद की जा रही है कि तीन दिन के इस सम्मेलन में विकसित और विकासशील देशों के बीच असमानता को कम करने के उपाय सुझाये जा सकेंगे।

बम्बई शेयर बाजार में उतार-चढ़ाव जारी है। शुरूआती कारोबार में सेंसेक्स ७५ अंक गिरकर २१ हजार १७७ पर आ गया। लेकिन बाद में इसमें बढ़त दर्ज की गई।  अब से कुछ देर पहले यह .२४ . अंकों की वृद्धि के साथ २१ हजार २७५ पर था। नेशनल स्टॉक एक्सचेंज का निफ्टी शुरूआती कारोबार में ६ अंक लुढ़क कर ६ हजार ३०८ हो गया। लेकिन बाद में इसमें वृद्धि हुई अब से कुछ देर पहले यह १० अंकों की वृद्धि के साथ ६ हजार ३२४ पर था। अंतर बैंक विदेशी विनिमय मुद्रा बाजार में शुरूआती कारोबार में डॉलर के मुकाबले रूपये की कीमत में १० पैसे की गिरावट आई। एक डॉलर की कीमत ६१ रूपये ९८ पैसे बोली गयी। कल रूपये में २६ पैसे की गिरावट आई थी और डॉलर के मुकाबले इसकी कीमत एक सप्ताह में सबसे कम ६१ रूपये ८८ पैसे हो गई।

कश्मीर घाटी में ताजा हिमपात से जनजीवन अस्त-व्यस्त हो गया है। हमारे श्रीनगर संवाददाता ने खबर दी है कि जम्मू-श्रीनगर राष्ट्रीय राजमार्ग तथा बारामूला-बनिहाल रेल सेवा बंद कर दी गई है।

पिछले माह अंटार्कटिक में गहरे बर्फीले समुद्र में फंसे रूसी अनुसंधान जहाज से बचाकर निकाले गए यात्री अंततः आस्ट््रेलिया सुरक्षित पहुंच गए हैं। ये शोध यात्री वहां बुरी तरह फंस गए थे।  ५२ वैज्ञानिकों और पर्यटकों को कई प्रयासों के बाद विमान के जरिए अकेडमिक शोकलस्की से आस्ट््रेलियाई जहाज में पहुंचाया गया था। लेकिन इस बारे में अभी कई सवाल अनसुलझे हैं कि इस अत्यधिक ख़र्चीले अंतर्राष्ट््रीय बचाव मिशन के लिए भुगतान कौन करेगा।

Delhi Police has filed an FIR against unknown persons in connection with Chief Minister Arvind Kejriwal's dharna at Rail Bhavan in New Delhi. The dharna witnessed violent scuffles between Aam Aadmi party supporters and police personnel in the high-security area where prohibitory orders were in place.Police sources said, the case was registered at Parliament Street Police station last night for obstructing public servants in discharge of duty and voluntarily causing grievous hurt to prevent them from performing duty.

Our correspondent reports, the registration of FIR comes after Delhi Chief Minister Arvind Kejriwal and his Cabinet colleagues called off their two-day dharna held to seek action against certain Delhi Police officials. The stalemate finally ended after the Lt. Govenor intervened in the matter and Malviya Nagar SHO and PCR van in charge of Paharganj have been sent on leave till the completion of inquiry. Mr Kejriwal had demanded suspension of five officials for alleged dereliction of duty.

Women's organisations have demanded resignation of Delhi Law Minister Somnath Bharti for his alleged racist remarks and harassment meted out to African nationals. They have written to Chief Minister Arvind Kejriwal, seeking action against Bharti for his alleged role in an incident in a south Delhi locality, last week. Chairperson of National Commission for Women, Mamta Sharma told media in New Delhi that Somnath Bharti should have resigned on moral grounds, for taking law into his hands. She said, the Chief Minister should also have taken note of the case and asked Bharti to resign from his post.

"The High Court had ordered that FIR should be lodged against an unknown person, and that it will review the CD and the girls themselves will confirm who all were there. It has been confirmed that Somnath Bharti was present. The State Commission has taken up this case."

In another development, Delhi Women Commission has issued summons to Bharti for his role in the alleged harassment of Ugandan women. Congress Women's wing head Shobha Oza described Somnath Bharti's act as irresponsible and sought action against him. 

"FIR has to be registered against the Law Minister. Proper, thorough investigation has to be done and he should be punished. Police, the cops who tried to protect these girls have be penalised, they have been sent on leave. This will definetely demoralise the police."

Defending his Cabinet colleague, Delhi Transport Minister Saurabh Bhardwaj said, there is no reason that Bharti can influence the probe. He claimed that illegal activities were taking place in the locality which can be testified from the local residents.       Meanwhile, one of the Ugandan women allegedly assaulted in the incident, has accused Somnath Bharti of having led the group that barged into her house and attacked them. She recorded her statement before a Magistrate yesterday.

Our correspondent reports, the controversy surrounding Somanth Bharti was triggered after a raid was allegedly led by him in Khirki Extension locality in a house occupied by African nationals. They were accused of running a drug and prostitution racket in the area.  Meanwhile, the Delhi police has shifted the case registered against unknown persons in connection with alleged harassment of African nationals in a South Delhi locality, to Mehrauli police station. The incident site falls under the jurisdiction of Mehrauli police station. Initially, the case was registered at Malviya Nagar police station.

Delhi Chief Minister Arvind Kejriwal underwent tests at a hospital in Ghaziabad after suffering severe bouts of cough. After being examined by the doctors, Mr Kejriwal told reporters that he came to the hospital to get treatment for continuous cough.

Legendary Telugu film actor and Producer Akkineni Nageswar Rao died in Hyderabad during early hours today. He was 90. Dadasaheb Phalke Award recipient Nageswar Rao was battling cancer and under treatment for the past few months. His son Nagarjuna who is a leading actor, told reporters this morning that his father had spoken to family members last night and died in sleep. Recently Nageswar Rao underwent a surgery for intestinal cancer. He is survived by three daughters and two sons. More from our correspondent:

"Popularly called as ANR, Nageswar Rao, who enjoyed stardom on par with NT Ramarao, was one of the stars of the black and white era of films in the country. He soon shot to fame as all time hits like Batasari, Devadas, Premnagar, Tenali Ramakrishnudu and Mayabazar earned him millions of fans across the state and outside too. He acted in nearly 300 films including folk, mythological and social subjects. His body is kept at his Annapurna studios for people to pay their last respects. Information and Broadcasting Minister Manish Tewari has condoled the passing away of Nageswar Rao. In a tweet, Mr Tewari said, Rao's demise is a great loss to the creative arts.  BJP President Rajnath Singh also condoled Rao's death. In Kerala, the special additional sessions court in Kozhikode today found guilty 12 persons in TP Chandrashekharan murder case. 24 other accused were acquitted by the court. Those convicted include the seven-member gang which hacked to death the Revolutionary Marxist Party leader Chandrashekaran at Vallikad in Kozhikode district on May 4th  2012. Others found guilty include local leaders of the CPIM, K C Ramachandran and P K Kunjanandan. Three other local CPIM leaders were acquitted in the case. The quantum of punishment will be pronounced tomorrow.

In Assam, one top ULFA cadre was killed in an encounter with security forces in Goalpara district yesterday. Police said that the encounter occurred at Pandoba under Lakhipur police station and an area commander of the anti-talk militant outfit was gunned down. More from our correspondent:

"Security forces have beefed up security measures in the state in the wake of the Republic day. As a result, three leaders of Karbi militant groups were arrested in Karbi Anglong district. Karbi Anglong SP, Mugdhya Jyoti Mahanta said, Commander -in- Chief of the Karbi National Liberation Army Martin Bey along with two cadres was apprehended by security forces at Diphu town. Police also recovered arms and ammuniations from them. In another development, the abducted manager of Pabhoi tea estate in Sonitpur district was rescued last night safely. The international conference on Syria has begun in the Swiss city of Montreaux, a shortwhile ago. More than 40 countries and international organisations are attending the conference organised by United Nations. The UN Secretary General Ban Ki Moon is chairing the conference aimed at finding a political solution to the crises in Syria. For the first time since the conflict began, the Syrian regime and the rebel opposition will be seen face to face at the conference.  The Syrian Opposition coalition is attending the conference but the Jehadist groups and Syrian Nation Council are boycotting the conference.  External Affairs Minister Salman Khurshid is representing India at the Conference. India has long maintained that a Syrian led inclusive dialogue process keeping in mind the legitimate aspirations of the Syrian people will help resolve the crisis. Nearly three year long conflict in Syria has claimed more than one lakh 30 thousand lives so far and displaced over nine million Syrians. More from our correspondent:

India summoned the Acting High Commissioner of Pakistan in connection with suspension of the Srinagar-Muzaffarabad and the Rawalakot-Poonch bus services by Pakistani authorities and delivered a strong diplomatic message. Acting High Commissioner Mansoor Ahmed Khan was summoned by Rudrendra Tandon, Joint Secretary, in-charge of the Pakistan division, Ministry of External Affairs in New Delhi yesterday. Talking to reporters in New Delhi, External Affairs Ministry spokesperson Syed Akbaruddin said that it was surprising that Pakistan chose to hold hostage trans-border trade and bus services which bring immense humanitarian benefits across the border for the sake of saving those who indulge in the drug trade.

"We find it surprising that for the sake of persons indulging in drug trafficking, Pakistan had chosen to hold hostage trans LoC trade and travel which brings immense humanitarian benefits to the people of Jammu and Kashmir. Officials of the Ministry of External Affairs are working to resolve the matter through diplomatic channels."

The suspension of cross LoC trade and bus services was caused due to a stand off over the arrest of a Pakistani driver allegedly involved in smuggling narcotics to the Kashmir valley. Pakistan suspended trade and bus services and detained 28 truck drivers from Kashmir who had crossed over to POK with their vehicles on the 16th of this month. The Pak authorities have also not opened the gate for their own truckers who had crossed to this side on the same day, insisting that the arrested driver should be released first.Meanwhile, in Jammu and Kashmir, major political parties have expressed concern over suspension of cross LoC trade and bus services.

यूके की इंटरनेट प्रोवाइडर कंपनी 'ईई' की अधिकतम इंटरनेट स्पीड 300 एमबीपीएस है। अमेरिका में इंटरनेट की अधिकतम स्पीड 58.25 एमबीपीएस है। दक्षिण कोरिया, रोमानिया, बुल्गारिया, लिथुआनिया आदि देशों में इंटरनेट स्पीड बहुत तेज है।

कितना कारगर होगा 4जी

कुछ समय पहले मोबाइल कंपनियों ने 2जी और फिर 3जी सर्विस शुरू की, तो लगा कि इंटरनेट की धीमी स्पीड अब बीते दिनों की बात हो जाएगी। लेकिन ऐसा नहीं हुआ। भारत में इंटरनेट की अधिकतम स्पीड वैश्विक स्‍तर के मुकाबले 78 प्रतिशत कम है। 

यहां इंटरनेट यूजर्स अब रिलायंस ‘जियो’ के 4जी कनेक्‍शन के इंतजार में हैं। दावा किया जा रहा है कि ‘जियो’ के 4जी से औसतन 49एमबीपीएस स्‍पीड इंटरनेट यूजर्स को मिल सकती है। जबकि रिलायंस ‘जियो’ 4जी की अधिकतम स्पीड 112 एमबीपीएस दिए जाने की बात हो रही है। यह अमेरिका और ब्रिटेन जैसे देशों के मुकाबले अभी भी काफी कम है।

राजधानी दिल्ली की दीपिका सांगवान का बेटा, बहू और नाती सभी लंदन में रहते हैं। करीब 60 वर्षीय दीपिका न बोल सकती हैं और न ही सुन सकती हैं। अपने नाती को जब भी देखने का मन करता है, तो दीपिका स्काईप की मदद लेती हैं। लेकिन इंटरनेट की धीमी स्पीड से वे बेहद परेशान हैं।

धीमे इंटरनेट से परेशानी की यह कहानी सिर्फ यहीं तक सीमित नहीं है। एक तरफ सरकार देश में इंटरनेट को बढ़ावा देने का दावा कर रही है, दूसरी ओर मौजूदा सर्विस प्रोवाइडर्स के खिलाफ इंटरनेट की धीमी स्पीड की शिकायतें भी बढ़ती जा रही हैं।

टेलीकॉम विभाग ने कुछ समय पूर्व देश भर में ब्रॉडबैंड की न्यूनतम स्पीड 512 केबीपीएस कर दी थी। लेकिन एयरटेल, बीएसएनएल और तिकोना समेत ज्यादातर कंपनियां अभी भी इस मापदंड को पूरा नहीं कर पा रही हैं। यही नहीं हाई स्पीड प्लान लेने के बावजूद ग्राहकों को मनचाही स्पीड नहीं मिल रही है। अब यूजर्स 4जी इंटरनेट की ओर उम्मीद भरी नजरों से देख रहे हैं।

भारत ने सीमापार व्यापार बंद करने और श्रीनगर-मुजफ्फराबाद तथा रावलकोट-पुंछ के बीच चलने वाली बस सेवाओं को रोके जाने के सिलसिलें में कल पाकिस्तान के कार्यकारी उच्चायुक्त को विदेश मंत्रालय बुलाकर एक सख्त राजनयिक संदेश दिया। इस बारे में विदेश मंत्रालय में पाकिस्तान विभाग के प्रभारी सयुक्त सचिव रूद्रेंद्र टंडन ने पाकिस्तान के उच्चायुक्त मन्सूर अहमद खान को तलब किया था।

नशीली दवाओं की तस्करी के सिलसिले में एक पाकिस्तानी ड्राइवर को गिरफ्तार किया गया था। पाकिस्तान ने उसकी रिहाई की मांग करते हुए जवाबी कार्रवाई में २७ भारतीय ड्राइवरों को गिरफ्तार किया है।

जम्मू-कश्मीर में मादक पदार्थों की तस्करी में शामिल होने के आरोप में एक पाकिस्तानी ट्रक ड्राइवर के गिरफ्तारी के बाद नियंत्रण रेखा पर आपसी व्यापार और बस सेवा स्थगित होने पर प्रमुख राजनीतिक दलों ने चिंता व्यक्त की है। पाकिस्तानी अधिकारियों ने भारतीय सीमा में आए ट्रकों के लिए दरवाजे भी नहीं खोले। उनका कहना था कि पहले गिरफ्तार ड्राइवर को छोड़ा जाए।

उत्तराखंड विधानसभा में विपक्ष के विरोध के बावजूद नया लोकायुक्त विधेयक पास कर दिया गया है। विपक्षी विधायकों ने विधेयक पर मतदान के दौरान वॉकआउट किया। नया विधेयक भुवन चन्द्र खंडूरी की भाजपा सरकार द्वारा पारित उत्तराखंड लोकायुक्त कानून का स्थान लेगा। हमारे संवाददाता के अनुसार नया लोकायुक्त विधेयक संसद में पारित लोकपाल और लोकायुक्त विधेयक के अनुरूप है।

विधानसभा के विशेष सत्र में कल विपक्ष के वॉकआउट के बावजूद उत्तराखंड लोकायुक्त बिल पास कर दिया गया। विपक्ष ने बिल को कमजोर व खामियों से भरा बताया है। इस नये बिल के अनुसार कार्यरत न्यायाधीश, सेवानिवृत न्यायाधीश या उच्च न्यायालय का न्यायाधीश प्रदेश का लोकायुक्त होगा। लोकायुक्त व उसके सदस्यों का चयन मुख्यमंत्री की पांच सदस्यीय कमेटी द्वारा किया जायेगा। लोकायुक्त के अतिरिक्त चार सदस्यीय पैनल होगा जिसमें कि ५० परसेंट न्यायिक सेवा, ५० परसेंट अनुसूचित जाति जनजाति, पिछड़ा वर्ग, अल्पसंख्यक या महिलायें होंगी। इस नये बिल के अनुसार अन्य किसी राज्य या केंद्रशासित प्रदेश का कोई भी विधायक लोकायुक्त का सदस्य नहीं होगा।संजीव सुंदरयाल, आकाशवाणी समाचार, देहरादून ।

दिल्ली के मुख्यमंत्री अरविंद केजरीवाल ने नई दिल्ली में अपना दो दिन का धरना समाप्त कर दिया है। इससे पहले दिल्ली पुलिस के उन कर्मियों को जांच पूरी होने तक छुट्टी पर भेज दिया गया जिनके खिलाफ वे कार्रवाई चाहते थे। मालवीय नगर थाने के एसएचओ और पहाड़गंज के पीसीआर वैन प्रभारी को छुट्टी पर भेज दिया गया है। धरना समाप्त करने की घोषणा करते हुए श्री केजरीवाल ने इसे दिल्ली की जनता की जीत बताया। उनका कहना था कि वे दिल्ली को पूर्ण राज्य का दर्जा दिलाने और दिल्ली पुलिस को दिल्ली की सरकार के प्रति जवाबदेह बनाने के लिए प्रयास करते रहेंगे।

एलजी महोदय ने कहा है, गणतंत्र दिवस की पवित्रता और राष्ट्रीय सुरक्षा के चुनौती के मद्देनजर मुख्यमंत्री अपनी कैबिनेट के साथ धरना खत्म करें। उन्होंने हमारी मांगे आंशिक तौर पर मानी हैं। हम ए.ली. साहब की अपील का सम्मान करते हैं। दिल्ली पुलिस को दिल्ली के लोगों और दिल्ली की चुनी हुई सरकार के प्रति जवाबदेह बनाने के लिए यह एक बहुत ठोस कदम है।

कल आम आदमी पार्टी के सैंकड़ों कार्यकर्ता नई दिल्ली में रेलभवन के बाहर धरना स्थल पर जमा हो गए थे। पुलिसकर्मियों के साथ उनकी झड़प के बाद पुलिस को लाठी चार्ज करना पड़ा, करीब एक दर्जन लोगों को चोटें आईं। धरना समाप्त होने के बाद पटेल चौक, केन्द्रीय सचिवालय, उद्योग भवन, और रेसकोर्स मेट्रो स्टेशन खोल दिए गए हैं।

विभिन्न राजनीतिक दलों ंने इस आंदोलन की तीखी आलोचना की है जबकि आम आदमी पार्टी ने इसे आम आदमी के हित में बताया है।

देश में रसोई गैस वितरक पोर्टेबिलिटी सुविधा आज से शुरू हो रही है। अब कोई भी उपभोक्ता अपने इलाके में अपनी पसंद की गैस कंपनी का वितरक चुन सकता है।

पेट्रोलियम और प्राकृतिक गैस मंत्री एम वीरप्पा मोइली ने कल नई दिल्ली में एक कार्यक्रम के दौरान बताया कि सरकार रसोई गैस सिलेंडरों की संख्या जल्द ही नौ से बढ़ाकर १२ कर देगी।

अभी हम सब्सिडी वाले नौ सिलेंडर दे रहे हैं। अखिल भारतीय कांग्रेस समिति के उपाध्यक्ष राहुल गांधी ने कहा था कि यह संख्या पर्याप्त नहीं है। इसलिए सब्सिडी वाले सिलेंडरों की संख्या ९ से बढ़ाकर १२ करने का प्रस्ताव मैंने मंत्रिमंडल के पास भेज दिया है, जिस पर इस हफ्ते फैसला लिया जा सकता है।

श्री मोइली ने कहा कि इस फैसले से सरकार का खर्च ४० अरब रूपये बढ़ जाएगा और सब्सिडी की कुल राशि बढ़कर प्रतिवर्ष ५० हजार करोड़ रूपये तक पहुंच जाएगी।

भारतीय रिजर्व बैंक द्वारा गठित विशेषज्ञ समिति ने कहा है कि मौद्रिक नीति बनाने के लिए नया उपभोक्ता मूल्य सूचकांक अपनाया जाना चाहिए। इस समिति ने मुद्रास्फीति का लक्ष्य भी ४ प्रतिशत निर्धारित किया है। इसमें दो प्रतिशत वृद्धि या कमी हो सकती है। समिति ने ये भी सुझाव दिया है कि मौद्रिक नीति के बारे में निर्णय लेने का दायित्व गर्वनर की अध्यक्षता में मौद्रिक नीति समिति को सौंपा जाना चाहिए।

रिजर्व बैंक के डिप्टी गवर्नर अरिजीत पटेल की अध्यक्षता में समिति ने कहा है कि इन सिफारिशों का उद्देश्य मुद्रास्फीति की जमीनी अपेक्षाओं को सुधारना है। समिति ने स्पष्ट किया है कि मुद्रास्फीति रिजर्व बैंक का प्राथमिक उद्देश्य है और इस बारे में उसके प्रदर्शन के लिए उसे जवाबदेह ठहराया जा सकता है।

भारतीय रिजर्व बैंक के गवर्नर रघुराम राजन ने सिंतबर में इस समिति का गठन किया था। इस समिति का मुख्य उद्देश्य मौद्रिक नीति को पारदर्शी और विश्वसनीय बनाने के लिए हुए उसके मौजूदा प्रारूप में संशोधन करना तथा उसे मजबूत करना था।

अंतर्राष्ट्रीय मुद्राकोष के अनुसार चालू वित्त वर्ष में भारत की आर्थिक वृद्धि दर चार दशमलव छह प्रतिशत रहने वाली है। मुद्राकोष ने कहा है कि मॉनसून की अच्छी बरसात और निर्यात बढ़ने से भारत में वृद्धि तेज हुई है। इसका अनुमान है कि निवेश के समर्थन में मजबूत ढांचागत नीतियों से वृद्धि की रफ्तार और बढ़ेगी।

जाने माने तेलगु फिल्म अभिनेता और दादा साहेब फाल्के पुरस्कार से सम्मानित ए. नागेश्वर राव का आज सुबह हैदराबाद में निधन हो गया। वे नब्बे वर्ष के थे। उन्होंने सात दशक के अपने फिल्मी करियर में ढाई सौ से ज्यादा फिल्मों में अभिनय किया। वे पिछले कई दिनों से कैंसर से पीड़ित थे।

पाकिस्तान में अशांत ब्लूचिस्तान प्रांत में कल ईरान से लौट रहे शिया जायरीन की बस को निशाना बनाकर किए गए बम हमले में कम से कम २२ लोगों की मौत हो गई है। अधिकारियों ने बताया कि यह विस्फोट मस्तुंग जिले के दरीनगढ इलाके में पाकिस्तान-ईरान राजमार्ग पर हुआ। विस्फोट के साथ गोलीबारी भी की गयी। अधिकारियों ने कहा कि हमले में कम से कम २० लोग घायल भी हुए हैं। सुरक्षा बलों ने इलाके को घेर लिया और घायलों को नजदीकी अस्पताल ले जाया गया। लश्कर-ए-झांगवी ने इस बस पर हमले की जिम्मेदारी ली है।

सीरिया के बारे में अंतरराष्ट्रीय सम्मेलन आज से स्विट्जरलैंड के मोंत्रां में हो रहा है। संयुक्त राष्ट्र महासचिव बान-की-मून इसकी अध्यक्षता करेंगे। ४० से ज्यादा देश और अंतर्राष्ट्रीय संगठन इस सम्मेलन में भाग ले रहे हैं। विदेश मंत्री सलमान खुर्शीद इसमें भारत का प्रतिनिधित्व करेंगे। ब्यौरा हमारे संवाददाता से-

जेनेवा शांति सम्मेलन एक ऐसे समय हो रहा है जब सीरिया सरकार पर युद्ध अपराध के नये आरोप सामने आये हैं। ईरान के इस सम्मेलन में हिस्सा लेने पर गतिरोध बना हुआ है और सीरिया सरकार और विपक्ष सम्मेमलन के एजेंडे को लेकर आमने-सामने हैं। सममेलन का उद्देश्य है सीरिया के संकट का राजनीतिक हल निकालना। विपक्षी गठबंधन का कहना है कि सम्मेलन की सीरिया में राजनीतिक बदलाव आना चाहिए और राष्ट्रपति शासन किसी भी नयी सरकार का हिस्सा नहीं होंगे। जबकि सीरिया सरकार का कहना है कि आतंकवादियों का खात्मा अहम मुद्दा है और राष्ट्रपति असद सरकार नहीं छोड़ेंगे। अतुल तिवारी, आकाशवाणी समाचार, मोंत्रां, स्विटरलैंड।

India has summoned the Acting High Commissioner of Pakistan in connection with suspension of the Srinagar-Muzaffarabad and the Rawalakot-Poonch bus services by Pakistani authorities and delivered a strong diplomatic message. High Commissioner Mansoor Ahmed Khan was summoned by Rudrendra Tandon, Joint Secretary, in-charge of the Pakistan division, Ministry of External Affairs in New Delhi yesterday.

External Affairs Ministry spokesperson Syed Akbaruddin said in a tweet that both countries are working towards resolving the matter of stoppage of trans-LoC trade and bus services through diplomatic channels. Mr Akbaruddin said, it was surprising that Pakistan chose to hold hostage trans-border trade and bus services which bring immense humanitarian benefits across the border for the sake of saving those who indulge in the drug trade.

Meanwhile, in Jammu and Kashmir, major political parties have expressed concern over suspension of cross LoC trade and bus services due to a stand off over the arrest of a Pakistani driver for his alleged involvement in smuggling of narcotics. Pakistan suspended trade and bus services and detained 28 truck drivers from Jammu & Kashmir who had crossed the command post with their vehicles on 16th of January.

The Uttarakhand Assembly has passed a new Lokayukta Bill despite the opposition's protest. Opposition MLAs staged a walkout from the Assembly during voting on the Bill as the new Bill replaces the Uttarakhand Lokayukta Act passed by the previous BJP government headed by BC Khanduri. Our correspondent reports that the new Lokayukta Bill is in line with the Lokpal and Lokayuktas Bill passed by the Parliament.

 According to the new Lokayukta Bill, the Lokayukta will be created in the state and headed by a practising or retired judge or Chief Justice of the High Court. The head of the Lokayukta and its members will be appointed by a five-member selection committee headed by the Chief Minister.  Besides the head, there will be four members on the panel out of which 50 per cent will be from the judiciary and 50 per cent from SC/ST/OBC, minorities or women. As per provisions of the legislation, no member of a legislature of any other state or Union territory can be a member of the Lokayukta body. Sanjiv Sundariyal, AIR News, Dehradun.

Delhi Chief Minister Arvind Kejriwal called off his 2-day dharna in the heart of the national capital after Delhi Police personnel against whom he had sought action were sent on leave. Under the compromise, the SHO of Malviya Nagar and the PCR van in-charge of Paharganj have been sent on leave. The standoff drew to a close following Lt Governor Najeeb Jung's appeal to Mr Kejriwal asking him to end his agitation in view of the high significance of Republic Day and concerns of national security. Announcing the decision to end the stir, Mr Kejriwal described it a victory of the people pledging that he will continue to press for full statehood to Delhi and make the Delhi Police accountable to the city government.

Four metro stations - Patel Chowk, Central Secretariat, Udyog Bhavan and Race Course were reopened after the end of the stir last evening.

The Congress has reconstituted its  team of spokespersons and television panelists in view of the next  General Election.  Union Ministers P Chidambaram, Salman Khurshid, Ghulam Nabi Azad, Anand Sharma and party General Secretary Mukul Wasnik have been made senior spokespersons of the party. It has also appointed a 13-member team of spokespersons, which includes Union Ministers Shashi Tharoor and Jyotiraditya Scindia and leaders  Shobha Oza and Randip Singh Surjewala. Rajya Sabha MP Abhishek Manu Singhvi is  back as spokesperson while Bhakta Charan Das has been dropped.  Meem Afzal, who was one of the national spokespersons of AICC media team has been accommodated in the 24-member Congress team of television panelists. Union Ministers Manish Tewari and Rajiv Shukla are also among the television panelists.

The Government will introduce the Inter-company LPG portability facility from today. This was announced by Petroleum and Natural Gas Minister M Veerappa Moily in New Delhi yesterday. Under the portability scheme, a consumer can opt for the distributor of his choice within a cluster of LPG distributors in his or her area.

The Minister also said that the Government will increase the number of subsidised LPG cylinders from nine to twelve per household soon.  He said, the Cabinet  is likely to consider a decision in this regard this week. Mr. Moily said, the decision will cost 4000 crore rupees and the total subsidy will go up to 50,000 crore rupees per annum.

                  

We are now giving nine cylinders on subsidy, after our vice-president of AICC Rahul Gandhi said, nine is not enough. I have moved the cabinet to increase nine to 12. May be this week, this will be done.

Earlier, Mr Moily launched a scheme  in New Delhi for sale of 5 kg LPG cylinder at market prices. These Cylinders will be made available at selected  petrol pumps in the city. The costumers are required to show only an identity card to avail the service.  The scheme has already been launched in Mumbai, Chennai, Kolkata, Hyderabad and Bangalore. It is beneficial for migratory population such as students, IT professionals and BPO employees.

An expert panel set up by the Reserve Bank of India has said that the central bank should adopt the new consumer price index for anchoring the monetary policy. The committee also set the inflation target at 4 per cent with a band of plus or minus two per cent around it. It also suggested that monetary policy decision making should be vested in a Monetary Policy Committee (MPC) which should be headed by the Governor.

The panel headed by RBI Deputy Governor Urjit Patel said the recommendation is intended to better ground inflation expectations by making clear that inflation is the RBI's primary objective and that it expected to be held accountable for its performance in this regard.

The panel said that consistent with the Fiscal Responsibility and Budget Management (Amendment) Rules, 2013, the government needs to ensure that its fiscal deficit as a ratio to GDP is brought down to 3 per cent by 2016-17.

In Pakistan, at least 22 Shia pilgrims returning from Iran were killed when their bus was targeted with a bomb in the restive Balochistan province yesterday. Officials said, the blast occurred on the Pakistan-Iran highway in Dareen Garh area of Mastung district. It was followed by firing. Twenty others were injured. Security forces cordoned off the area and the injured were taken to a nearby hospital. Lashkar-e-Jhangvi has claimed the responsibility for the attack on the pilgrims bus.       

Earlier in the day, a noted Shia playwright was shot at and was injured by unidentified gunmen in the eastern city of Lahore.

Buses carrying Shia pilgrims have been repeatedly targeted in desolate areas of Balochistan in recent years.

The International Peace Conference on Syria gets underway at Montreux in Switzerland today. UN Secretary General Ban Ki Moon will chair the event. Over 40 countries and international organizations are attending the conference. Our correspondent reports that External Affairs Minister Salman Khurshid is representing India at the event.

The Geneva-II peace conference is being held in the backdrop of fresh allegations of war crime against Syrian regime, row over participation of Iran and conflicting views on the agenda by the Syrian regime and the opposition. The Conference is aimed at finding a political solution to the crisis in Syria. The rebel opposition group says, a political transition should be the outcome and President Assad must not be a part of the future Syrian Regime. In Nepal, medical services continue to be disrupted as doctors have remained on strike since Sunday in support of the fasting Dr. Govind KC who has been on hunger strike since the past twelve days. Dr. Govind KC, a senior doctor of the Tribhuvan Teaching Hospital in Kathmandu, has been demanding an end to political interference in the medical sector. A report from our correspondent:

Dr Govind  KC. has refused to withdraw from his ongoing hunger strike  saying that he wants proper implementation of the order  even after the Chairman of the Council of Ministers Khil Rraj Regmi met him last evening  in hospital after issuing directives to the  Tribhuvan University not to implement the order of appointing  Dr. Sashi Sharma as the dean of the institute of medicine. • Most papers have photographs of the two-day AAP dharna in Delhi - of milling crowds and CM Arvind Kejriwal leaving in his car after calling off his agitation. "Defused, until the next time" - says the Indian Express.
•  The Pioneer reports that the Congress remains in two minds about pulling out of the AAP government in Delhi. While a section of the party favours immediate withdrawal, another section has opposed such a move till at least the Lok Sabha elections.
• Another major story is of the Apex Court ruling that the death penalty of a convict can be commuted to life imprisonment due to delays by government in taking a decision on mercy petitions or due to mental illness. The Supreme Court yesterday commuted to life imprisonment the death penalty for 15 condemned prisoners languishing in jails for several years including four convicted from Veerappan's band, writes the Asian Age.
• The Hindu reports that the IMF is slightly more optimistic this year about the global and US economies. It forecasts that the world economy will grow 3.7% in 2014 & the US economy by 2.8% while India is likely to post a 4.6 percent growth during the current fiscal.
•  "Airfares down 50% if you book now". Hindustan Times writes that most domestic carriers have cut fares by more than half, in an attempt to fill seats during the lean season.
•  Mail Today tells us that unaided private schools in Delhi have moved the Supreme Court over nursery admission after their plea was dismissed by the High Court seeking a stay on nursery admission guidelines issued by Delhi Lt. Governor Najeeb Jung.
