     पाकिस्तान के प्रधानमंत्री युसुफ रज+ा गिलानी ने क्रिकेट विश्व कप का सेमीफाइनल मैच देखने का प्रधानमंत्री डॉक्टर मनमोहन सिंह का निमंत्रण स्वीकार कर लिया है। सेमीफाइनल बुधवार को मोहाली में भारत और पाकिस्तान के बीच खेला जायेगा। राष्ट्रपति के प्रवक्ता फरहतुल्ला बाबर ने बताया कि कल आधी रात राष्ट्रपति आसिफ अली ज+रदारी और प्रधानमंत्री गिलानी की लगभग दो घंटे की  बैठक के बाद यह फैसला किया गया।
 इस बीच, पाकिस्तान के दैनिक समाचार पत्र द न्यूज+ ने सूत्रों के हवाले से खबर दी है कि मैच के दौरान श्री गिलानी की डॉक्टर मनमोहन सिंह से अनौपचारिक मुलाकात होगी और औपचारिक बैठक खेल के बाद होगी।  द नेशन अखबार का कहना है कि श्री गिलानी क्रिकेट कूटनीति के नये दौर के लिए दो दिन की भारत यात्रा पर जा रहे हैं। पत्र के अनुसार श्री गिलानी के फैसले की सूचना राजनयिक माध्यम से भारत को दे दी गई है।

     भारत और पाकिस्तान के गृहसचिवों की कल नई दिल्ली में मुलाकात होगी। गृह सचिव जी० के० पिल्लैई और पाकिस्तान के गृहसचिव   चौधरी क़मर ज+मां दो दिन की बैठक में अनेक मुद्दों पर विचार विमर्श करेंगे, इनमें २६ नवम्बर के मुम्बई आतंकी हमलों को अंजाम देने वालों को सज+ा दिलाने में पाकिस्तान के पूरा सहयोग न देने का मुद्दा भी शामिल है।
 भारत ने पाकिस्तान से कहा है कि वह ज+की उर रहमान लखवी समेत जेल में बंद लश्करे तैयबा के आतंकवादियों से पूछताछ के लिए एक आयोग भेजना चाहता है। हमारे संवाददाता ने खबर दी है कि इस बात का अभी कोई जवाब नहीं मिला है, हालांकि भारत ने यह भी कहा था कि पाकिस्तान अगर चाहे तो आतंकी हमलों की जांच करने वाले अधिकारी और न्यायाधीश से पूछताछ के लिए इसी तरह का आयोग भारत भेज सकता है।
 दोनों देशों के गृह सचिवों की बातचीत में सीमापार आतंकवादी शिविरों को खत्म करने, मुम्बई हमलों की साजि+श करने वालों की आवाज के नमूने देने और समझौता एक्सप्रैस विस्फोट की जांच में प्रगति जैसे मुद्दे छाये रहने की उम्मीद है।

     जापान से प्राप्त खबरों में कहा गया है कि क्षतिग्रस्त फुकुशिमा परमाणु बिजलीघर के दूसरे रिएक्टर के पास पानी में रेडियोधर्मिता का स्तर सामान्य से एक करोड़ गुना अधिक है। रिएक्टर को ठंडा करने की कोशिश में लगे कामगारों को वहां से हटा लिया गया है।
 इससे पहले जापान की परमाणु एजेन्सी ने कहा था कि बिजलीघर के निकट समुद्र में रेडियोधर्मी आयोडीन का स्तर सामान्य से एक हजार, आठ सौ पचास गुना अधिक है। माना जा रहा था कि यह विकिरण किसी रिएक्टर से हो रहा है लेकिन लीक का पता नहीं लगाया जा सका था। बिजलीघर के संचालक को पारदर्शिता न बरतने  के लिए फटकार लगाई गई है। सरकार का कहना है कि तोक्यो बिजली कम्पनी को जल्द सूचना देनी चाहिए थी। देश की परमाणु एजेन्सी ने कहा कि फुकुशिमा बिजलीघर के संचालक ने कामगारों के वस्त्रों समेत कई गल्तियां की। ग्यारह मार्च के भूकम्प और त्सुनामी के बाद मरने वालों की संख्या दस हजार से अधिक हो गई है। सत्रह हजार, ४४० से अधिक लोग लापता हैं।
  संयुक्त राष्ट्र की ओर से परमाणु निगरानी एजेन्सी ने चेतावनी दी है कि जापान में अभी खतरा समाप्त नहीं हुआ है। परमाणु उर्जा एजेन्सी के महानिदेशक युकिया अमानो ने कहा है कि जापान सरकार को अभी निश्चित तौर पर पता नहीं लगा है कि रिएक्टर का भीतरी हिस्सा और काम आ चुका ईंधन ठंडा होने के लिए पानी से ढका है या नहीं। श्री अमानो ने कहा कि बिजलीघर को बाहर से बिजली आपूर्ति बहाल हो जाना अच्छा संकेत है, लेकिन दुर्घटना को समाप्त करने के लिए अभी और प्रयासों की जरूरत है। उन्होंने आगाह किया है कि परमाणु संयंत्र को हुए जबर्दस्त नुकसान के मद्देनजर यह आपात स्थिति कई सप्ताह या कई महीने भी चल सकती है। श्री अमानो पूर्व राजनयिक हैं और २००९ के अन्त में अन्तर्राष्ट्रीय परमाणु ऊर्जा एजेन्सी के प्रमुख बने थे। उन्होंने कहा कि उनकी सबसे बड़ी चिन्ता यह है कि इस्तेमाल आ चुकी ईंधन की छड़ें अब भी रिएक्टर की इमारतों के ऊपर खुले में पड़ी हुई हैं।

 चीन के हायलौंगचियांग प्रांत में रेडियोधर्मी आयोडीन का पता चला है। चीन की सरकारी एजेंसी ने कहा है कि रेडियोधर्मिता में यह वृद्धि जापान के फुकुशिमा दाइची परमाणु संयंत्र से रेडियोधर्मी प्रदूषण के कारण हुई है। एजेंसी ने कहा है कि यह बढ़ोतरी इतनी मामूली है कि इससे चीन में लोगों के स्वास्थ्य को कोई खतरा नहीं है और इससे बचाव के लिए सावधानी बरतने की भी कोई जरूरत नहीं है। फुकुशिमा परमाणु संयंत्र से रेडियोधर्मी प्रदूषण के कारण स्वीडन और अमरीका में भी विकिरण स्तर में वृद्धि की खबरें मिली हैं।

 लीबिया में कर्नल मुअम्मार गद्दाफी की सेनाओ से प्रमुख शहर अजदाबिया को फिर से कब्जे में लेने के बाद लीबियाई विद्रोही पश्चिम की ओर बढ़ गये है। खबर है कि बाद में विद्रोहियो ने ७० किमी दूर ब्रेगा शहर पर कब्जा कर लिया। पिछले सप्ताह गठबंधन सेनाओं के हवाई हमलों की शुरूआत से पहले कर्नल गद्दाफी की सेनाओं ने एक के बाद एक पूर्वी तटवर्ती शहरों पर कब्जा कर लिया था। मध्य लीबिया मे सबहा से ताजा हवाई हमलों के समाचार मिले हैं। लीबिया के सरकारी टेलीविजन के अनुसार इन हमलों में सैन्य और नागरिक इलाकों पर बमबारी हुई है लेकिन इस खबर की अभी पुष्टि नहीं हो पाई है। टेलीविजन ने यह भी बताया है कि त्रिपोली के पूर्व में कर्नल कद्दाफी के गढ़ सिरते के पास हवाई हमले हुए थे। विद्रोहियों के कब्जे वाले शहर मिसराता से मिली खबरों के अनुसार गठबंधन सेना के विमानों की उड़ानों के बाद बमबारी रूक गई है।
 इस बीच फ्रांस ने कहा है कि उसने कल मिसराता एयरबेस पर कम-से-कम पांच सैनिक विमानों और दो हेलिकाप्टरों को नष्ट कर दिया था। पश्चिमी लीबिया में मिसराता एकमात्र ऐसा शहर है जिस पर विद्रोहियों का कब्जा है और कई दिनों से इस पर भारी बमबारी हो रही है।
 अमरीका, ब्रिटेन और फ्रांस ने पिछले सप्ताह लीबिया में कई ठिकानों पर बमबारी की है और संयुक्त राष्ट्र के निर्देशों के अनुसार नागरिकों की सुरक्षा के लिए वहां उड़ान-वर्जित क्षेत्र बनाए रखा है। लगता है कि इन हवाई हमलों से पूर्वी हिस्से मे कर्नल गद्दाफी की सेनाओं पर बढ़त लेने मे विद्रोहियो को मदद मिल रही है। एक लीबियाई मंत्री के अनुसार पश्चिमी गठबंधन सेनाओं के हमलों के बाद गद्दाफी की सेनाएं त्रिपोली शहर से चली गई हैं।

 अमरीकी रक्षा मंत्री राबर्ट गेट्स ने कहा है कि खुफिया अधिकारियों को यह साबित करने मे दिक्कत हो रही है कि लीबिया में गठबंधन के हवाई हमलों मे नागरिक हताहत हो रहे हैं। एक समाचार एजेन्सी को श्री गेट्स ने बताया कि खुफिया रिर्पोटों के अनुसार लीबिया की सरकारी सेनाएं मारे गये लोगों के शवों को गठबंधन के हमलों के स्थानों पर रख रही है। लीबियाई अधिकारियों ने गठबंधन सेनाओं के लड़ाकू विमानों पर नागरिकों को मारने का आरोप लगाया है, लेकिन श्री गेट्स ने कहा है कि गठबंधन सेनाएं हमले करते वक्त लीबियाई नागरिकों की सुरक्षा का पूरा-पूरा ध्यान रखती हैं।

 बढ़ती ब्याज दरों और मुद्रास्फीति के बावजूद वित्त वर्ष २०१०-११ में उद्योग जगत की प्रगति उत्साहवर्द्धक रही। सी आई आई- ऐस्कान द्वारा किये गये एक सर्वेक्षण के अनुसार १२१ विनिर्माण क्षेत्रों में से एक तिहाई से भी अधिक में विकास दर २० प्रतिशत से भी अधिक रही। एयर कंडिशनर, ट्रैक्टर, उर्वरक, बॉल और रोलर बियरिंग, मिट्टी खोदने वाले और निर्माण उपकरण, टायर और मशीन टूल्स के क्षेत्रों में विकास दर बहुत अच्छी रही। सर्वेक्षण के अनुसार इस बार नकारात्मक विकास दर वाले क्षेत्रों की संख्या केवल ५ रही जबकि पिछले वर्ष २५ क्षेत्रों में नकारात्मक विकास दर देखी गई थीं।

     विदेशी बैंकों में अरबों डॉलर छिपाने के आरोपी हसन अली खान की पत्नी रीमा खान कल उच्चतम न्यायालय में पेश होंगी, जब प्रवर्तन निदेशालय -ई डी जांच की स्थिति रिपोर्ट भी पेश करेगा। खान के वकील आई० ए० बागड़िया ने मुम्बई में पत्रकारों को यह जानकारी दी। श्री बागड़िया ने कहा कि रीमा खान ने ई डी को पत्र फैक्स करके बता दिया है कि वह पहली अप्रैल को एजेन्सी के सामने उपस्थित होगी। इससे पहले ई डी ने इस मामले में उसे तलब किया था और वह उपस्थित हुई थी।

 भारतीय प्रबंध संस्थान- आई आई एम, अहमदाबाद ने अपने प्रमुख पोस्ट ग्रेजुएट कार्यक्रम - प्रबंधन और कृषि-व्यापार प्रबंधन की फीस में अगले शिक्षा वर्ष से साढ़े पांच प्रतिशत की वृद्धि की है। यह फैसला आई आई एम अहमदाबाद के संचालक मंडल की कल की बैठक में किया गया। संस्थान के निदेशक प्रोफेसर समीर बरूआ ने बताया कि कार्यकारी अधिकारियों के लिए पोस्ट गे्रजुएट कार्यक्रम की कोर्स फीस में भी अगले शिक्षा वर्ष से पांच प्रतिशत की वृद्धि का फैसला किया गया है।

 मानव संसाधन विकास मंत्री कपिल सिब्बल ने विश्वविद्यालयों के लिए निर्धारित धन व्यवस्था का सुझाव देते हुए कहा है कि इससे अनुदानों के बंटवारे में समानता आयेगी और शिक्षा का स्तर बढ़ेगा। नई दिल्ली में कल एक समारोह में श्री सिब्बल ने कहा कि कमजोर संस्थानों को सहारा देने की जरूरत है ताकि उनकी गुणवत्ता में सुधार हो सके।

 तमिलनाडु में चुनाव प्रचार अभियान जोर पकड़ रहा है और विभिन्न राजनीतिक दलों के नेता नुक्कड़ सभाओं को सम्बोघित रहे है। हमारे संवाददाता ने बताया है मतदान के लिए दो सप्ताह बचे है और नेताओं में अधिक से अधिक निर्वाचन क्षेत्रों का दौरा करने की होड़ लगी है।

 तमिलनाडु में ये समय चुनावों का है। तेज धूप में भी तमाम पार्टियों के नेता और उम्मीदवार मतदाताओं को रिझाने की कोशिश कर रहे है। मौसम के कारण नेताओं को अपना कार्यक्रमों में बार-बार फेरबदल करना पड़ रहा है और अधिकतर रैलियां दोपहर बाद रखी जा रही हैं। कई राजनीतिक दल अलग पर्चा दाखिल करने वाले विद्रोही उम्मीदवारों से जूझ रहे हैं। निर्वाचन आयोग द्वारा नियुक्त उड़नदस्ते ने औचक जांच के दौरान बीस करोड़ रूपये से ज्यादा की बेनामी राशि जब्त की हैं। दूसरी तरफ, राजनीतिक दल कह रहे है कि व्यापारियों को परेशान किया जा रहा है।
  उधर, निर्वाचन आयोग ने साफ कर दिया है कि जब्त की गई राशि लौटाई जा सकती है, बशर्ते इसका कोई दावेदार हो। जाहिर है निर्वाचन आयोग ये संदेश देना चाहता है कि चुनावों में धन-बल का दुरूपयोग बर्दाश्त नही किया जायेगा।

 केरल में सभी प्रमुख राजनीतिक दलों ने अपने चुनाव अभियान तेज कर दिये है। कांग्रेस और भारतीय जनता पार्टी के राष्ट्रीय स्तर के कई नेता प्रचार अभियान में तेजी लाने के लिए आने वाले दिनों में राज्य का दौरा करेंगे। हमारे संवाददाता का कहना है कि १३ अप्रैल को एक चरण में होने वाले चुनावों के लिए एक हजार तीन सौ तिहत्तर उम्मदवारों ने अपने नामांकन पत्र दाखिल किये हैं।

जहां वाम लोकतांत्रिक मोर्चा और संयुक्त लोकतांत्रिक मोर्चा बागी उम्मीदवारों का सामना कर रहे है। वहीं भाजपा केरल विधानसभा में अपना खाता खोलने की कोशिश में जोरदार चुनावी अभियान में जुट गई है। केरल प्रदेश कांग्रेस समिति के अध्यक्ष रमेश चेनिताला और विपक्ष के नेता ओमन चंडी विभिन्न जिलों में चुनाव प्रचार कर रहे है। मुख्यमंत्री वी.एस. अच्चुतानंदन ने राज्य में चल रहे विकास कार्यो को पूरा करने के लिए सत्ता में वापसी के लिए लोगों से वोट ूमांगा। चुनाव आयोग ने स्पष्ट किया है कि मतदान के लिए अनिवार्य पहचान पत्र या फोटो स्लिप सभी मतदाताओं को बांटे जाएंगे।

     असम के मुख्यमंत्री तरूण गोगोई ने कहा है कि वे आगामी चुनावों में डी श्रेणी के मतदाताओं को वोट देने से रोके जाने के बारे में गुवाहाटी उच्च न्यायालय की खंडपीठ से हस्तक्षेप करने को कहेंगे। उच्च न्यायालय ने इस महीने की २४ तारीख को निर्वाचन आयोग को निर्देश दिये थे कि संदिग्ध पहचान वाले मतदाताओं को वोट देने से रोक दिया जाये। श्री गोगोई ने गुवाहाटी में पत्रकारों को बताया कि राज्य के बहुत से ऐसे वैध नागरिक हैं, जिन्हें मतदाता सूची में डी श्रेणी में रख दिया गया है। इनकी संख्या चार लाख, छह हजार से भी अधिक है।
 पश्चिम बंगाल में पिछले तीन दिनों मे विधानसभा चुनाव के पहले चरण के लिए कुल पैंतीस नामांकन पत्र दाखिल हुए है। अगले महीने १८ तारीख को पहले चरण का मतदान होगा जिसमें उत्तरी बंगाल के ६ जिलों की ५४ सीटों के लिए वोट डालें जायेंगे।

 पल्स पोलियो अभियान के तहत, आज देश भर में पांच वर्ष से कम उम्र के बच्चों को पोलियो की खुराक दी जा रही है। दिल्ली में, आठ हजार २०० से ज्यादा केन्द्रों पर पोलियो की दवा पिलाने का इन्तजाम किया गया है। हमारी संवाददाता ने बताया है कि इस साल पोलियो का केवल एक मामला सामने आया है।

 २००९ में भारत में ७४१ पोलियो के मामले सामने आये थे पर पिछले साल इसमें इसमें काफी गिरावट हुई और यह संख्या घटकर ४२ हो गई और इस वर्ष भी अब तक देश में से केवल पोलियो के एक ही नये रोगी का पता चल पाया है। खुशखबरी यह है कि उत्तर प्रदेश और बिहार जहां सबसे ज्यादा पोलियो के मामले सामने आया करते थे, इस बार अभी तक एक भी किसी नये रोगी की खबर नहीं है। जिस एक पोलियो के मामले का पता चला है, वह पश्चिम बंगाल से है।

 इंग्लैेंड पर श्रीलंका की जीत के साथ ही, क्रिकेट विश्व कप में पहली बार, भारतीय उपमहाद्वीप की तीन टीमें सेमीफाइनल में पहुंच गई हैं। फाइनल भी दो एशियाई टीमों के बीच होने की संभावना व्यक्त की जा रही है।  १९९२ के बाद से हर विश्व कप फाइनल में ंएक एशियाई टीम जरूर पहुंची है, लेकिन दो टीमों को फाइनल मे पहुंचने का मौका पहले कभी नहीं मिला है।
 कल रात कोलंबो में एकतरफा क्वार्टर फाइनल मुकाबले में श्रीलंका ने इंग्लैंड पर दस विकेट से जीत दर्ज की। २३० रन के लक्ष्य का पीछा करते हुए श्रीलंका ने ३९ ओवर और तीन गेंदों में ही २३१ रन बना लिये। सलामी बल्लेबाज तिलकरत्ने दिलशान और उपुल तरंगा दोनों ने शतक जमाए। नाबाद १०८ रन की पारी खेलने वाले दिलशान को मैन ऑफ द मैच घोषित किया गया। तरंगा ने नाबाद १०२ रन बनाये। इंग्लैंड ने पहले बल्लेबाजी करते हुए निर्धारित ५० ओवर में छह विकेट पर २२९ रन बनाये थे।
 सेमीफाइनल में मंगलवार को इसी मैदान पर श्रीलंका का मुकाबला न्यूजीलैंड से होगा। दूसरा सेमीफाइनल भारत और पाकिस्तान के बीच बुधवार को मोहाली के पीसीए स्टेडियम में खेला जाएगा।

 जाट आंदोलन १३ सितंबर तक स्थगित कर दिये जाने के बाद हरियाणा में स्थिति सामान्य हो चली है। अब रेल सेवाएं सुचारू रूप से चल रही हैं। हिसार जिले में मय्‌यर गाँव में कल आल इंडिया जाट आरक्षण संघर्ष समिति की केन्द्रीय कमेटी की बैठक के बाद जाट आंदोलनकारी रेल पटरियों पर से हट गये।
     उधर, उत्तरप्रदेश में भी जाटों ने ज्योतिबा फुले नगर के काफूरपुर में तेइस दिन से रेल पटरियों पर चल रहा धरना समाप्त करने की घोषणा की है।

 पाकिस्तान के साथ रिश्ते सुधारने के लिए डॉक्टर मनमोहन सिंह द्वारा एक नई पहल करते हुए मोहाली में विश्वकप क्रिकेट का भारत-पाक सेमीफाइनल देखने के लिए राष्ट्रपति जरदारी और प्रधानमंत्री गिलानी को न्योता भेजने की खबर कल शनिवार को हिन्दी, अंग्रेजी के सभी अखबारों में आई। अमर उजाला ने इसे क्रिकेट के बहाने दोस्ती का पैगाम बताया। राष्ट्रीय सहारा ने कहा-मोहाली में मनमोहन करेंगे शांति की बैटिंग।
 पाकिस्तान के अखबार ÷÷न्यूज डेली'' ने इसे डॉक्टर मनमोहन सिंह का अमन का छक्का बताया। ÷÷एक्सप्रेस ट्रिब्यून'' ने लिखा- भारत ने क्रिकेट कूटनीति की नई पहल की।
 साथ ही पाकिस्तान के कब्जे वाले कश्मीर से नियंत्रण रेखा के इस पार आने वाले लोगों के लिए नियमों में ढील को ÷÷दैनिक जागरण'' ने संबंध सुधार की कबायद में एक नया कदम बताया है।

 नोट के बदले वोट मामले में संसद में सत्तापक्ष और विपक्ष के बीच आरोपों और प्रत्यारोपों के तीर चलने के बाद प्रधानमंत्री के जवाब में इन आरोपों से स्पष्ट इंकार को बृहस्पतिवार लगभग सभी अखबारों ने प्रमुखता दी। दैनिक भास्कर ने इसे लिखा-विपक्ष का बाउंसर और प्रधानमंत्री का सिक्सर। डॉक्टर मनमोहन सिंह और श्रीमती सुषमा स्वराज के बीच हुई शेरो-शायरी के ऊपर तो एक अखबार में संसद में शेयर और शायरी का पूरा इतिहास देखने को मिला।

 होली के अवकाश के कारण  सोमवार को ज्यादातर अखबार नही छपे। केवल दो अंग्रेजी अखबार ÷÷द हिन्दू'' तथा ÷÷स्टे्‌टसमेन'' आये। और दोनों ने जाट आंदोलन से रेलवे को एक करोड़ रूपये के नुकसान की खबर दी। दोनों ने रेलगाड़ियों के रद्द होने या बीच में ही रोके जाने के कारण आम यात्रियों की परेशानी का समाचार दिया। मंगलवार को ÷÷हिन्दूस्तान'' ने लिखा पंजाब और राजस्थान जाना मुहाल। शुक्रवार को जनसत्ता ने जाट आंदोलन के चलते पानी, दूध और अन्य आवश्यक वस्तुओं की सप्लाई लगातार बनाये रखने के इलाहाबाद उच्चन्यायालय के निर्देशो का जिक्र किया। नई दुनिया ने आशा व्यक्त की कि जाट आंदोलन के चलते खाद्यान्न में संकट पैदा हो सकता है। कल शनिवार को ÷÷हरिभूमि'' ने आरक्षण की मांग पर हरियाणा में जाट आंदोलन के खत्म होने की खबर दी और साथ ही बताया कि मुख्यमंत्री को आया पसीना। आज ÷÷हिन्दुस्तान'' ने बताया है कि रेलवे को पांच सौ करोड़ रूपये का नुकसान हुआ। आंदोलन के कारण एक हजार चार सौ १३ रेलगाड़ियां रद्द हुई। इस आंदोलन के कारण जो लोग अपने परिवार के साथ होली का त्यौहार मनाने के लिए अपने घर नही जा पाये, उनकी परेशानी की कीमत का अंदाजा नहीं लगाया जा सकता।

 फर्जी पायलट लाइसेंस के मामले में चार लोगों की गिरफ्तारी की खबर आज कई अखबारों ने सचित्र प्रकाशित की है। दैनिक ट्रिब्यून की ये पहली खबर है। डीजीसीए द्वारा फर्जी लाइसेंस के मुद्दे पर विचार के लिए मंगलवार को सभी उड़ान स्कूलों की बैठक बुलाये जाने का भी जिक्र भी सभी अखबारों में हुआ है। अपने लालच के करोड़ो रूपये के विमान और सैंकड़ों यात्रियों की बेशकीमती जान दांव पर लगाने वाले इन लोगों के बारे में मीडिया ने कई सवाल उठाये हैं।

Pakistan Prime Minister Yousuf Raza Gilani has accepted his Indian counterpart Dr. Manmohan Singh's invitation to watch the World Cup semi-final between the cricket teams of the two countries in Mohali on Wednesday. The decision, which was taken following a late last night meeting between Gilani and President Asif Ali Zardari, has been conveyed to the Indian government. However, there was no official word on this from the Pakistan government. Islamabad based daily 'The News' quoted its sources as saying that Mr. Gilani would informally meet Dr. Manmohan Singh during the match and a formal meeting would be held after the game. Another daily 'The Nation' newspaper quoted its sources as saying that Gilani would pay a two-day visit to India for a fresh round of "cricket diplomacy."  It said that Gilani's decision to accept Singh's invitation has been conveyed to New Delhi through diplomatic channels.

The Home Secretaries of India and Pakistan will meet in New Delhi  tomorrow. The two-day meeting between Home Secretary Gopal K Pillai and his Pakistani counterpart Chaudhary Qamar Zaman will deliberate on a wide range of issues, including Islamabad's reluctance in co-operating fully in bringing to justice the perpetrators of 26/11 attacks. The meeting comes ahead of Prime Minister Manmohan Singh's meeting with his Pakistan counterpart Yousuf Raza Gilani, during India - Pakistan World Cup semi-final clash at Mohali on Wednesday.  New Delhi had also conveyed to Islamabad that it wants to send a commission to Pakistan to question jailed Lashkar-e-Taiba (LeT) terrorists, including Zaki-ur-Rehman Lakhvi. AIR correspondent reports, India is yet to get any response to it though New Delhi conveyed to Islamabad that a similar Commission could be sent by Pakistan to India to question the investigating officer of the 26/11 probe and the judge of the trial court. However, issues like dismantling of terror camps across the border, handing over of voice samples of Mumbai terror attack masterminds and progress in Samjhauta Express blast probe are expected to dominate the agenda of the two Home Secretaries dialogue.

Haryana is back on track after the Jat agitation was suspended till 13th September 2011.  The rail services are functioning smoothly now.  The Jat agitators left the rail track after the meeting of Core Committee of All India Jat Aarakshan Sangarsh Samiti yesterday at Mayyar village in Hisar district. Chief Minister Bhupinder Singh Hudda said that the Backward Class Commission would be constituted in the state within a month to consider the demand of Jats for reservation in OBC quota. He said that the Commission would submit its report within a month after it was constituted. Haryana's Jat Leader Hawa Singh Sangwan said that the withdrawal of cases registered against the Protesters during the agitation, is in process.

The Indian Institute of Management -IIM- Ahmedabad has increased fees for its flagship Post Graduate Programme (PGP) in Management and Agri-Business Management by 5.5 per cent from the next academic year. The decision was taken at the meeting of Board of Governors of IIM-Ahmedabad held on yesterday. Professor Samir Barua- Director of IIM-A announced that the course fee for the Post graduate Programme for executives (PGPX) has also been hiked by five per cent from the next academic year. AIR Ahmedabad Correspondent reports,  with this hike, the course fees for the PGP and PGPX programme would approximately be around Rs.14.5 lac and Rs.21 lac respectively.

The Assam Chief Minister Mr. Tarun Gogoi said he will seek an intervention from the division bench of the Gauhati High Court tomorrow on debarring citizens, marked as the ‘D’ voters in the electoral list, from exercising franchise in the ensuing elections. The High Court on 24th of this month had directed the Election Commission to debar the voters with suspected identity from casting their votes. Gogoi told newsmen in Guwahati that there are many genuine citizens in the State who have been bracketed as the ‘D’ voters. Over four lakh six thousand voters with suspected identity has been marked as the ‘D’ voters in the electoral list of the State. Meanwhile, the District Election Officer of Kamrup (Metro) Dr J Balaji has issued a show-cause notice to the State Health Minister and Congress candidate from Jalukbari constituency Dr. Himanta Biswa Sharma for alleged violation of model code of conduct. He has been asked to reply within 24 hours. The Minister filed his nomination on Friday and a host of untoward incidents were reported when thousands of his supporters carried out a procession in and around the office of the Returning Officer at Guwahati. The main opposition parties- the Asom Gana Parishad and the Bharatiya Janata Party have also lodged complaints of violation of model code of conduct by the Minister with the State Chief Election Officer at Dispur.
6 nomination papers have been rejected so far for the second phase of polls scheduled to be held on 11th of next month in 64 constituencies. The State Election Department sources said that the number may be increased as scrutiny of the 4 constituencies has been postponed. Tomorrow is the last day of withdrawal of nomination papers for this phase. A total of 537 candidates were filed their nominations for the second phase of polls. Meanwhile,with the campaign for the first phase of polls gathering momentum, security system has also been intensified across the state. Recently, the Election Commission discussed sealing of borders and deployment of forces with the senior officials of Assam and its neighbouring states.

In Tamil Nadu, electioneering is gaining momentum and leaders of various political parties have hit the roads, addressing street corner meetings from their specially designed vehicles. AIR correspondent reports that with just a little over two weeks left for the polls, there seems to be a sense of urgency among leaders to cover the maximum constituencies in the time left. Campaigning is still restricted to leaders from the state. The national leaders are likely to descend in the state to give thrust to the campaign in the next few days.
Its poll time and that too in the fag end of march, its hot and sunny, right across the state Leaders and candidates are sweating it out to appeal to the voter who at least for now is the basking in the attention he is getting. The weather has forced the leaders to reschedule their campaign trail to the late afternoons. Many political parties are also still grappling with the rebel candidates who have filed their nominations. Election commission appointed flying squads has seized over 20 crores rupees of unaccounted cash during surprise checks. This has not gone down well with political parties who seem to have taken the cudgels on behalf of those caught by stating that traders are being harassed, But the election commission has made it clear that cash seized will be returned to those who can account for the money. clearly the commission wants to send a strong message that money power will be curtailed in this battle of high stakes.

Rheema Khan, the wife of Hasan Ali Khan,who is accused of stashing away billions of dollars in Swiss banks, would be present in the Supreme Court tomorrow when the Enforcement Directorate (ED) submits a status report of the probe into his alleged money-laundering activities. Khan's lawyer, advocate I A Bagadia informed media persons in Mumbai. Bagadia also said that she had faxed a letter to ED saying that she would appear before the agency on April 1. She had earlier been summoned by the ED with regard to this case, and she had accordingly appeared before the agency. Hasan Ali is also facing a Rs 70,000 crore tax demand notice from the Income Tax Department. Khan is currently in the judicial custody till April 8, and is lodged in the high-security Arthur Road jail in Mumbai. Apex Court has sought status report of the probe tomorrow.

HRD Minister Kapil Sibal has advocated  for norm-based funding for universities to ensure equitable distribution of grants and development of a model which would set standards for affiliating colleges to enhance the quality of education. Speaking at a function in New Delhi yesterday, Mr Sibal said there is a  need to handhold weakest institutions so as to bring a paradigm shift in the quality. He also suggested that the grants could be linked to the inflation and revised accordingly every two to three years in keeping with the growth prospects of the varsities. Stating that universities should be free from any interference and shackles to chart their own development process, the minister said the system of affiliation should also be looked into as it is impeding their functioning.

Reports from Japan say that radioactivity in water at reactor 2 at the damaged Fukushima nuclear plant is 10 million times more than the usual level. Workers trying to cool the reactor core to avoid a meltdown have been evacuated. Earlier, Japan's nuclear agency said that levels of radioactive iodine in the sea near the plant have risen to 1,850 times the usual level. It is believed the radiation at Fukushima is coming from one of the reactors, but a specific leak has not been identified. The plant's operator has been berated for lack of transparency. The government said Tokyo Electric Power Co had to provide information more promptly. The nation's nuclear agency said the operator of the Fukushima plant had made a number of mistakes, including worker clothing. The death toll from the March 11 earthquake and tsunami has now passed 10,000, and more than 17,440 people are missing. The head of the world's nuclear watchdog agency has warned that Japan was still far from the end of the accident that struck its Fukushima nuclear complex. Director General of the International Atomic Energy Agency, Yukiya Amano, said Japanese authorities were still unsure about whether the reactor cores and spent fuel were covered with the water needed to cool them. Amano said, he saw a few positive signs, with the restoration of some external electric power to the plant. But he added that more efforts should be done to put an end to the accident. He warned that the nuclear emergency could go on for weeks, if not months, given the enormous damage to the plant. Amano, a former Japanese diplomat who took over the IAEA in late 2009, said his biggest concern was the spent fuel rods sitting in open cooling pools atop the reactor buildings.

Traces of radioactive iodine were detected in China's Heilongjiang province.  A Chinese government agency said, the slight rise in radiation, which authorities determined had emanated from the Fukushima Daiichi nuclear plant, was a minuscule fraction, beyond normal background radiation levels.  Because of the low level, the government agency said there was no harm to public health in China and said there was no need for any extra precautions.

Singapore has announced that it suspended imports of fruits and vegetables from three more Japanese prefectures. The move came after radioactive contaminants were detected in two samples of vegetables from Kanagawa, Tokyo and Saitama. The authority had earlier suspended food imports from six Japanese prefectures and it has so far tested 287 samples of fruits and vegetables, seafood, meat, milk and dairy products. Radioactive contaminants were found in Japanese cabbages and leeks on Friday and Saturday.

Libyan rebels have pushed on westwards after recapturing the key oil town of Ajdabiya from Colonel Muammar Gaddafi's forces. Reports said, they later seized the town of Brega, 70 kilometres away. The eastern towns along the coast had been lost one-by-one to advancing pro-Gaddafi forces before coalition air strikes started last week. Fresh air strikes have been reported at Sabha in central Libya. Libyan state television said, military and civilian areas had been hit, but there was no independent confirmation. The TV also said there had been air strikes near Col Gaddafi's power base of Sirte, on the Mediterranean coast east of Tripoli. Earlier, reports from besieged rebel-held Misrata said, shelling ceased when coalition planes flew overhead. France meanwhile said, it had destroyed at least five military planes and two helicopters at Misrata air base yesterday. Coalition planes led by the US, UK and France have pounded targets across Libya for the past week, enforcing a UN no-fly zone aimed at protecting civilians.

U.S. Defense Secretary Robert Gates says, intelligence officials are having trouble proving that coalition air strikes in Libya have been causing civilian casualties. In an interview with a news agency, Gates said intelligence reports suggest pro-government forces have been taking people they have killed and placing the bodies at sites of coalition attacks. Libyan officials have accused coalition warplanes of killing civilians. But Gates said coalition forces have been extremely careful protecting Libyan civilians when carrying out attacks.

Yemeni President Ali Abdullah Saleh has rebuffed opposition calls for his immediate departure, despite reports that a deal on his resignation could be imminent. The state-run SABA news agency quotes Saleh as saying his legitimate authority is steadfast and stable in the face of challenges. During a speech to sheikhs and local officials in Sana'a yesterday, he said representatives of his government are steadfast like mountains and would not be affected by events. Earlier, in a speech he said he was prepared to hand over power only to what he described as safe hands. Meanwhile, anti-government protesters are continuing to crowd the streets of Yemen, calling for an end to Mr. Saleh's 32-year rule.

In Afghanistan, more than 10 militants were killed today in an air strike by NATO-led forces in Bermal district of eastern Paktika province. A NATO statement said the air weapons team observed a large group of militants in two different known observation posts. It said the militants armed with rocket propelled grenades were killed when the team engaged them. In another incident, a NATO-led patrol killed and wounded several militants while conducting security operations in Sangin district of southern Helmand province yesterday.

At least ten people have been missing since Thursday when an avalanche swept over a mountain road in the Tibet Autonomous Region. A statement from the local government said the avalanche was reported at a mountain road that links Pome County and Metok County in the Nyingchi Prefecture. It said the avalanche trapped more than 100 people, most of whom were local residents and workers at a road construction site. Rescue work is going on.

Two earthquakes of 6.4 and 5.9 on the Richter scale hit off Udu, the northernmost point of the Fiji chain, this morning. Reports said the tremors were felt in Fiji's northeastern Lambasa and Savusavu areas. However, there were no immediate reports of casualties or property damage.

All children upto five years of age are being administered anti-polio drops across the country today under the pulse polio campaign. In the national capital, Delhi over 8200 polio booths have been set up to administer vaccine to lakhs of children as part of the campaign.
India is inching closer to becoming a polio free nation with the lowest-ever number of 42 polio cases recorded in 2010, a remarkable ninety percent less than the previous year. A total of 741 polio cases were reported in 2009. And this year, only one polio case has been reported so far from Howrah in West Bengal. The good news is that no case has been reported from either Uttar Pradesh or Bihar which are the most worrying States as far polio is concerned. Several new initiatives are being taken to strengthen the anti polio drive.

With Sri Lanka defeating England, there will be three teams from the Sub continent in the ODI World Cup Semifinals for the first time ever. Every final since 1992 has had one Asian Team but never have both finalists been from South Asia. Sri Lanka outplayed  England by 10 wickets in a thoroughly one-sided quarter-final encounter in Colombo last night. Chasing a target of 230 runs for a win, the co-hosts achieved victory by making 231 in only 39.3 overs, without losing a wicket. Openers Tillakaratne Dilshan and Upul Tharanga hit superb centuries. Sri Lanka will now meet New Zealand in the first semi-final at the same venue on Tuesday. The second semi-final between India and arch-rivals Pakistan will be played at the PCA Stadium, Mohali, Chandigarh, on Wednesday.

जाट आरक्षण संघर्ष समिति ने केंद्र और हरियाणा सरकार के आश्वासनों के बाद अपना आंदोलन छह महीने के लिए स्थगित कर दिया है। समिति के अध्यक्ष यशपाल मलिक ने हमारे संवाददाता को बताया कि यह फैसला आज हरियाणा में हिसार में समिति की कोर ग्रुप की बैठक में किया गया। श्री मलिक ने कहा कि उत्तर प्रदेश के ज्योतिबाफुले नगर में काफूरपुर में कल जाट महापंचायत होगी। इसमें हरियाणा, पंजाब, राजस्थान और अन्य राज्यों से जाट नेताओं के शामिल होने की संभावना है। श्री मलिक ने यह भी बताया कि अगले महीने पंजाब में अमृतसर से जाट जागरण यात्रा शुरू की जाएगी।
हमारे संवाददाता ने बताया है कि हरियाणा में जाट नेता रेल पटरियों से अपना धरना हटाने लगे हैं।
जाट नेताओं द्वारा फिलहाल आंदोलन वापस लिये जाने के बाद आंदोलनकारी लगभग सारे रेल ट्रेकों से हट गये हैं। जाट नेताओं को हालांकि पूरा विश्वास है कि उनकी मांगे पूरी की जायेंगी फिर भी उन्होंने कहा है कि वे 13 सितम्बर तक इंतजार करेंगे अगर उनकी मांगे नहीं मानी गईं तो उसी दिन फिर से आंदोलन शुरू किया जायेगा। हरियाणा में जाटों के प्रमुख नेता हवासिंह सांगवान ने बताया है कि  एक महीने में पिछड़ा वर्ग आयोग बनाने और ओ बी सी के कोटे में जाटों को आरक्षण देने की उनकी मांग मुख्यमंत्री ने स्वीकार कर ली है। उन्होंने यह भी बताया कि आंदोलनकारियों पर दर्ज किए गए मामले वापस ले लिए जाएंगे।
चंडीगढ़ में मुख्यमंत्री ने एक महीने के अंदर हरियाणा पिछड़ा वर्ग आयोग स्थापित करने की घोषणा की है। यह आयोग रोड़, जाट, जाट सिक्ख, त्यागी, बिश्नोई तथा पिछड़े वर्गों के दायरे में आने के इच्छुक अन्य समुदायों की मांगों पर विचार करेगा। हमारे संवाददाता ने बताया है कि जाट आंदोलन स्थगित होने से उत्तर प्रदेश में भी लोगों ने राहत की सांस ली है।
जाट आंदोलन स्थगित किये जाने की घोषणा से प्रदेश के आम लोगों और विशेष रूप से प्रशासनिक अमले को विशेष रूप से राहत मिली है। लगभग 3 सप्ताह से ज्यादा समय से चल रहे इस आंदोलन की वजह से राज्य में पश्चिमी जिलों में लोग अनेक समस्याओं से झुझने के लिए व्यस्त थे रेल और सड़क यातायात के साथ साथ हिंसात्मक गतिविधियों के कारण लोग असुरक्षित भी महसूस कर रहे थे। जाटा आरक्षण संरक्षण समिति द्वारा 28 मार्च को दिल्ली इलाके बंद की घोषणा से प्रदेश का प्रशासनिक अमला भी काफी सक्रिय था क्योंकि सर्वोच्च न्यायालय और इलाहबाद उच्च न्यायालय ने इस पर रोक लगाने के कड़े निर्देश दिये थे। जाट आंदोलन को देखते हुए केंद्र ने आज उत्तर प्रदेश , हरियाणा और राजस्थान में रेल और सड़क यातायात तथा कानून और व्यवस्था की स्थिति की समीक्षा की। नई दिल्ली में इस बैठक में केंद्रीय गृहसचिव जी0 के0 पिल्लई ने इन राज्यों के पुलिस और प्रशासन के वरिष्ठ अधिकारियों से विचार विमर्श किया।

प्रधानमंत्री मनमोहन सिंह ने कहा है कि भारत विश्व आर्थिक मंच पर एक प्रमुख शक्ति के रूप में उभरने के लिए पूरी तरह तैयार है। उन्होंने कहा कि बचत और निवेश की उच्च दरों वाली विश्व की एक उभरती अर्थ व्यवस्था के रूप में भारत अपनी विवेकपूर्ण नीतियों और ठोस आर्थिक प्रबंध के जरिए दहाई में विकास दर हासिल कर सकता है और उसे बनाये रख सकता है। डा0 सिंह आज आई. आई. एम. अहमदाबाद के दीक्षान्त समारोह को सम्बोधित कर रहे थे। उन्होंने कहा कि आज से बीस साल पहले देश में आर्थिक सुधारों की शुरूआत हुई थी और अब भारत विश्व आर्थिक प्रगति का एक हिस्सा बनता जा रहा है। उन्होंने कहा कि हाल के विश्व आर्थिक संकट में भारत का प्रदर्शन काफी अच्छा रहा। विदेशी मुद्रा का भंडार बढ़ा और औद्योगिक तथा सेवा क्षेत्रों में प्रगति हुई। उन्होंने कहा कि भारत, सूचना प्रौद्योगिकी, अनुसंधान और विकास तथा नवीकरण के विश्व केन्द्र के रूप में भी उभर रहा है। प्रधानमंत्री ने कहा कि देश के वित्तीय संस्थान और पूंजी बाजार उन्नत हो गए हैं और अब वे हमारी निवेश की भारी आवश्यकताओं के अनुरूप संसाधन जुटाने में समर्थ हैं।

तमिलनाडु में विधानसभा चुनावों के लिए नामांकन पत्र दाखिल करने का काम आज शाम समाप्त हो गया। चेन्नई में 16 निर्वाचन क्षेत्रों के लिए 379 नाम दाखिल हुए। इनमें से 180 नामांकन  अन्तिम दिन भरे गए। कल तक 234 निर्वाचन क्षेत्रों के लिए ढ़ाई हजार से अधिक नामांकन पत्र भरे जा चुके थे।

पुड्डुचेरी में विधानसभा चुनावों के लिए नामांकन पत्र दाखिल करने का काम आज समाप्त हो गया। मुख्य मुकाबला सत्तारूढ़ कांग्रेस और विपक्षी दल आल इंडिया एन आर कांग्रेस के गठबंधनों के बीच होने की संभावना है। पूर्व मुख्यमंत्री एन रंगास्वामी के नेतृत्व वाली एन आर कांग्रेस का आज सवेरे आल इंडिया अन्ना द्रमुक पार्टी के साथ सीटों के बंटवारें के बारे में समझौता हो गया। इसके अनुसार एन आर कांग्रेस 17 सीटों पर और आल इंडिया अन्ना द्रमुक 13 सीटों पर चुनाव लड़ेगीं।

केरल में अगले महीने होने वाले विधानसभा चुनाव के लिए नामांकन भरने का आज अंतिम दिन था। निर्वाचन आयोग की प्रारंभिक रिपोर्ट के अनुसार अभी तक एक हजार तीन सौ नामांकन पत्र भरे गए हैं। विपक्षी नेता ओमान चांडी ने आज अपना नामांकन पुथुपल्ली से दाखिल किया। सोमवार को इन नामांकन पत्रों की जांच की जाएगी और नामांकन पत्र वापिस लेने की तारीख 30 मार्च निर्धारित की गई है।

उधर, पश्चिम बंगाल में विधानसभा चुनाव के पहले चरण के लिए अब तक 36 नामांकन पत्रा दाखिल किए जा चुके हैं।
इस बीच, राज्य के मुख्य सचिव समर घोष ने आज कोलकाता में  कहा कि विधानसभा चुनावों के लिए राज्य में केन्द्रीय बलों की करीब छह सौ साठ कंपनियां तैनात की जायेंगी।
उधर, राज्य के मुख्य चुनाव अधिकारी सुनील गुप्ता ने आज कोलकाता में पत्रकारों को बताया कि निर्वाचन आयोग ने चुनावों के दौरान पड़ोसी राज्यों से अपराधी तत्व, अवैध शराब और  पैसा रोकने के लिए सीमावर्ती इलाकों में चौकसी तेज करने के निर्देश दिए हैं।

दिल्ली पुलिस ने फर्जी फ्‌लाइंग लाइसेंस घोटाले के सिलसिले में चार व्यक्ति गिरफ्‌तार किये हैं। इनमें नागरिक उड्डयन महानिदेशालय डी जी सी ए का अधिकारी प्रदीप कुमार, पायलट प्रदीप त्यागी और दो दलाल शामिल हैं। इनमें से एक की पहचान ललित जैन के रूप में की गई है। इस घोटाले में अब तक दस लोग हिरासत में लिए जा चुके हैं।
डी जी सी ए ने फर्जी दस्तावेजों के आधार पर व्यावसायिक लाइसेंस हासिल करने के लिए चौदह पायलट ड्यूटी से हटा दिये हैं। व्यावसायिक लाइसेंस उस व्यक्ति को दिया जाता है जिसने प्रशिक्षण के दौरान दो सौ घंटे की उड़ान पूरी की हो।

पंजाब में 2008 में शहीद-ए-आज+म भगत सिंह की जन्म शताब्दी के समारोहों में करोड़ों रूपये का गबन करने के आरोप में पंजाब सतर्कता ब्यूरो ने एक पूर्व आई ए एस अधिकारी डॉक्टर स्वर्ण सिंह तथा उसके तीन साथियों पर कार्रवाई की है।
डॉक्टर स्वर्ण सिंह पंजाब कला परिषद के पूर्व अध्यक्ष हैं। इसी परिषद ने भगत सिंह के जन्म शताब्दी के समारोहों का आयोजन किया था। उनके तीन साथी हैं - विकास मेहरा, संजय घेरा और सतबीर सिंह बाजवा। विकास और संजय फरीदाबाद की एक एंटरटेनमेंट कंपनी के मालिक हैं और बाजवा चंडीगढ़ में एक कंपनी चलाता है। इन सभी पर भ्रष्टाचार निरोधक कानून तथा भारतीय दंड संहिता की अलग अलग धाराओं के अनुसार मामले दर्ज किये गए हैं।

भारत और पाकिस्तान के बीच विश्व कप क्रिकेट का सेमीफाइनल मैच देखने के लिए पाकिस्तान के राष्ट्रपति और प्रधानमंत्री को डॉक्टर मनमोहन सिंह के निमंत्रण को पाकिस्तानी मीडिया ने अमन का छक्का बताया है। डॉक्टर मनमोहन सिंह ने कल पाकिस्तान के राष्ट्रपति आसिफ अली ज+रदारी और प्रधानमंत्री युसुफ रज+ा गिलानी को मैच देखने के लिए भारत आने का निमंत्रण दिया था। इस खबर को पाकिस्तान के अखबारों ने आज प्रमुखता से प्रकाशित किया है।

भारत ने पाकिस्तान के कब्जे वाले कश्मीर से जम्मू-कश्मीर आने वाले लोगों की, राज्य में ठहरने की अवधि बढ़ाकर छह महीने करने का फैसला किया है। इस अवधि में वे कई बार भारत आ सकते हैं। इससे नियंत्रण रेखा के दोनों ओर रहने वाले लोगों में परस्पर सम्पर्क बढे+गा। विदेश मंत्रालय के प्रवक्ता ने बताया कि एन्ट्री परमिट की वैधता भी बढ़ाकर छह सप्ताह कर दी गई है, जो पहले चार सप्ताह थी।

पाकिस्तान में रावलपिंडी की एक आतंकवाद-विरोधी अदालत ने, 2008 के मुंबई हमलों में शामिल अजमल कसाब और एक अन्य संदिग्ध आतंकवादी फहीम अंसारी को भगोड़ा घोषित करने की याचिका रद्द कर दी है। अदालत ने कहा है कि ये लोग जानबूझकर पाकिस्तान में हो रही अदालती कार्रवाई से बचने की कोशिश नहीं कर रहे।

The Jat Arakashan Sangarsh Samiti has suspended its agitation for six months in view of the assurances given by the Centre and the Haryana Government.  President of the Samiti  Yashpal Malik told our Lucknow correspondent this afternoon that this was decided at a meeting of the core group of the Samiti held today at Hissar in Haryana. He said a Jat Mahapanchayat will be held tomorrow at Kafurpur in Jyotiba Phule Nagar in Uttar Pradesh.  Jat leaders from different states including Haryana ,Punjab and Rajasthan are likely to participate. Mr. Malik said it has also been  decided that a Jat Jagaran Yatra will start next month from Amritsar in Punjab. AIR Chandigarh Correspondent reports that the Jat leaders have started lifting their Dharnas from the railway tracks in Haryana.
Special arrangements are also being made including supply of coal to start the Panipat Power Plant which remains closed for the last ten days due to the agitation. After the Allahabad High Court intervention, Jat agitators had removed their blockade from rail tracks in Jyotiba Phule Nagar under Moradabad rail division, in Uttar Pradesh.
Rail and road traffic was badly affected during more than three week long Jat agitation and common men were forced to face lot of miseries in Jat dominating western districts of the state. Civil and police officers were on their feet in the view of Jat Sangharsh Samiti announcement to siege national capital on day after tomorrow. Supreme Court and Allahabad High Court had directed the neighboring states for ensuring undisrupted rail and road traffic and supply of essential commodities to Delhi. Security had been tightened and several administrative measures have been taken in view of the courts direction. Meanwhile Rashtriya Lok Dal chief Ajit Singh slammed the Uttar Pradesh government for abetting the Jat agitation. He has accused that Jat stir was sponsored, promoted and flared by Mayawati government in the state.
In New Delhi, the Union Home Secretary G. K. Pillai reviewed the law and order situation as well as road and rail traffic movement with top civil and Police officials of Uttar Pradesh, Haryana and Rajasthan in the wake of Jat agitation.

The Prime Minister Dr. Manmohan Singh has said that India has become one of the most preferred global destinations for foreign investors. Delivering the convocation speech at the 46th Convocation of IIM Ahmedabad this evening, Dr. Singh said that India has emerged as the world’s fastest growing economies with its savings and investment rates giving confidence that with prudent policies and sound economic management, the country can achieve double digit growth.
Dr. Singh said that the success of reforms  unleashed 20 years back is evident.  The Prime Minister however said the people should also recognize that our high growth is not sustainable unless it is made more inclusive to reduce social disparities.

In Tamil Nadu, filing of nominations for the Assembly elections came to a close this evening. The Tamil Nadu BJP has said that party would implement the Sethu Samudram scheme on an alternative route and action will be taken to declare the Ramar Bridge as a historical monument. In Puducherry, battle-lines have been drawn with the ruling Congress and the Opposition All India NR Congress forming alliances, as filing of nominations came to a close this evening. Former Chief Minister N. Rangaswamy led NR Congress entered into a seat sharing agreement with the AIADMK this morning. According to the deal, the NR Congress will be contesting in 17 seats and AIADMK has been allotted 13 seats. Meanwhile, the left parties which are a part of the AIADMK front in neighbouring Tamil Nadu, have convened a meeting of the Puducherry executive committee this evening, to decide on the strategy for this election. The ruling congress which had allotted 10 seats to the DMK has entered into an agreement with the PMK and VCK, forging a formidable alliance.

Thirty three candidates remain in fray for the by-election to Jagalur, Bhangarpet and Channapatna Assembly constituencies in Karnataka. On the last day of withdrawing nominations today, 14 candidates withdrew their nominations. The by-election will be held on April 9th and results will be out on May 13th.

Four persons, including a DGCA official and a pilot, have been arrested by Delhi Police in connection with the fake flying license scam. Police said, they have arrested DGCA official Pradeep Kumar, pilot Pradeep Tyagi and two touts. One of them has been identified as Lalit Jain.With the fresh arrests, 10 people have been taken into custody in connection with the racket.DGCA had already grounded 14 pilots for obtaining their commercial pilot licenses, CPL, by submitting fake records and documents pertaining to their flying experience. They are alleged to have got fake certificates from a fake flying training institute in Rajasthan. DGCA chief E K Bharat Bhushan had recently said that  the CPLs of around 10,000 pilots are under the scanner, besides about 4,000 holders of Airlines Pilots Training License. He also said that DGCA would conduct third-party audit of all the 40 flying schools in the country.

The Punjab Vigilance Bureau today booked a retired IAS officer and three others for their alleged involvement in embezzling crores of rupees in the Shaheed-e-Azam Bhagat Singh’s birth centenary celebrations  held in 2008.
A former President of Punjab Arts Council, which organized the event, Dr. Swaran Singh, a retired IAS officer and three others have been booked by the Bureau under various sections of the IPC.

In Libya, rebels backed by allied air raids, have seized control of the frontline oil town of Ajdabiya from Muammar Gaddafi's forces.  Reports say, there are scenes of jubilation among the insurgents. Gaddafi loyalists had seized the town last week. The town fell to the rebels after seven nights of bombardment by allied forces, enforcing a UN-mandated no-fly zone. According to a report, about 20 Libyan government tanks, armoured vehicles and artillery pieces have been either abandoned or destroyed. Large explosions were also heard in the Libyan capital Tripoli this morning. Witnesses said, a military radar site was on fire in city's suburb of Tajura.
Gaddafi is said to have ordered a universal promotion for everyone in the army and police, and proposed arming of civilian volunteers. Reports say, pro-Gaddafi forces are still trying to recapture Misrata, a  major western town in rebel hands.

In Nepal, at least six persons have been injured, two critically when a bomb went off inside a passenger bus along the Kohalpur-Nepalgunj road in Banke district this afternoon. Police suspect, the bomb might have been planted under a seat.

In Myanmar, rescuers today struggled to reach remote  towns hit by a powerful earthquake of 6.8 magnitude which killed 75 people. Officials said, the death toll could rise as there might be some places which could not be reached because of the communication and transportation problems.  The towns of Tarlay, Tachileik and villages in  Shan state appear to have been most severely affected by the quake.
India has offered all help to the quake hit Myanmar. The Prime Minister Dr. Manmohan Singh today wrote to Senior General Than Shwe that  India stands ready to render any assistance that his  government may require.
