गृह मंत्री पी. चिदम्बरम ने १० मुख्यमंत्रियों को पत्र लिखकर राष्ट्रीय आतंकवाद निरोधक केंद्र के मुद्दे पर उनकी आशंकाओं को दूर किया। उन्होंने कहा है कि आतंकवाद का मुकाबला करना साझा जिम्मेदारी है। उन्होंने याद दिलाया है कि केंद्र और राज्य दोनों ही इस बात पर सहमत हैं कि आतंकवाद देश के लिए गंभीर खतरा है और इससे मिल कर निपटना होगा।
श्री चिदम्बरम ने मुख्यमंत्रियों को बताया कि गृह सचिव राज्यों के पुलिस प्रमुखों तथा आतंकवाद निरोधक संगठनों और राज्य सरकारों के सुरक्षा बलों के प्रमुखों की बैठक बुलाएंगे जिसमें राष्ट्रीय आतंकवाद निरोधक केंद्र के कामकाज के बारे में विस्तार से चर्चा होगी। गृहमंत्री ने कहा कि मुख्यमंत्री उनसे जो भी जानना चाहते हैं उसे बताने में उन्हें प्रसन्नता होगी। गृह मंत्री ने राष्ट्रीय आतंकवाद निरोधक केंद्र के उद्देश्यों, संरचना और अधिकारों के बारे में तीन पृष्ठ का एक नोट भी भेजा है।
इस नोट में कहा गया है कि इस केन्द्र को तलाशी और गिरतारी के लिए बस उतने ही अधिकार होंगे जो आतंकवाद से निपटने के लिए किसी संस्था के पास होने चाहिए। कई अन्य मुद्दों की भी विस्तार से जानकारी दी गई है।

देश के दूसरे सबसे बड़े मुम्बई हवाई अड्डे पर आज पांच घंटे तक विमानों का संचालन बंद रहेगा। हवाई अड्डे का मुख्य रनवे सुबह साढ़े ग्यारह बजे से शाम साढ़े चार बजे तक बंद रहेगा। इस रनवे की क्षमता बढ़ाने के लिए इसमें रेपिड एग्जिट टैक्सीवे लाइटें लगाई जा रही हैं। मुम्बई अंतर्राष्ट्रीय हवाई अड्डे के वक्तव्य में कहा गया है कि नागरिक विमानन महानिदेशालय, भारतीय विमानपत्तन प्राधिकरण और विभिन्न विमान सेवाओं के साथ विचार-विमर्श करने के बाद हवाई अड्डे को बंद किया जा रहा है। इससे यात्रियों को कोई परेशानी नहीं होगी। तीन और दस मार्च को भी इस हवाई अड्डे को कुछ घंटों के लिए बंद रखा जाएगा।

अधिकार प्राप्त मंत्रिसमूह ने तेल और प्राकृतिक निगम ओएनजीसी द्वारा उत्पादित गैस की सप्लाई गैर-प्राथमिकता वाले क्षेत्रों से हटा कर बिजली संयंत्रों को न देने का फैसला किया है, क्योंकि उपलब्ध गैस का भंडार बहुत कम है। पेट्रोलियम मंत्री एस. जयपाल रेड्डी ने कल नई दिल्ली में मंत्रिसमूह की बैठक के बाद यह जानकारी दी। उन्होंने बताया कि वित्तमंत्री प्रणब मुखर्जी की अध्यक्षता वाले अधिकार प्राप्त मंत्रिसमूह का मानना है कि सरकारी मूल्य निर्धारण प्रणाली एपीएम के तहत उपलब्ध यह गैस बहुत कम है, इसलिए इस मुद्दे पर यथास्थिति रखने का फैसला किया गया। एपीएम गैस की कीमत, आयातित गैस की कीमत से एक चौथाई है।
रिलायंस इंडस्ट्रीज के केजी डी-६ गैस क्षेत्र से उत्पादन में भारी कमी को देखते हुए बिजली क्षेत्र एपीएम गैस हासिल करने की कोशिश कर रहा है।
श्री रेड्डी ने बताया कि मंत्रिसमूह ने उनके मंत्रालय का यह प्रस्ताव स्वीकार कर लिया है कि केजी डी-६ गैस की सप्लाई उन बिजली उत्पादकों को न की जाये, जो नियंत्रित दरों पर बिजली नहीं बेचते।

उत्तर प्रदेश में विधानसभा चुनाव के छठे चरण के लिए प्रचार चरम पर है। इस चरण में सहारनपुर, मेरठ, अलीगढ़ और आगरा डिवीज+नों के १३ जिलों में ६८ निर्वाचन क्षेत्रों में मंगलवार को वोट पड़ेंगे। यहां चुनाव प्रचार कल शाम समाप्त हो जाएगा। हमारे संवाददाता के अनुसार सभी दलों के बड़े नेता मतदाताओं को अपने उम्मीदवारों के पक्ष में करने के लिए जोरदार प्रचार में जुटे हैं।

देश के विदेशी मुद्रा भंडार में १७ फरवरी को समाप्त सप्ताह के दौरान ५ करोड़ ५८ लाख डॉलर की वृद्धि हुई और यह २ खरब, ९३ अरब ४४ करोड़ डॉलर का हो गया। कल मुम्बई में जारी रिज+र्व बैंक के आंकड़ों के अनुसार इससे पहले के सप्ताह में विदेशी मुद्रा भंडार में करीब ३७ करोड़ डॉलर की कमी हुई थी और यह २ खरब, ९३ अरब, ३८ करोड़ डॉलर का रह गया था।

केन्द्रीय सूचना और प्रसारण मंत्री अम्बिका सोनी ने कहा है कि सरकार मीडिया पर सेंसर लगाने के पक्ष में नहीं है। अंतर्राष्ट्रीय प्रेस संस्थान के भारत क्षेत्र के पत्रकारिता में उत्कृष्टता के लिये २०११ के पुरस्कार प्रदान करने के बाद श्रीमती सोनी ने कल नई दिल्ली में यह बात कही। यह पुरस्कार संयुक्त रूप से तहलका और द वीक पत्रिकाओं को दिया गया। उन्होंने कहा कि सरकार मीडिया से प्रचारित-प्रसारित सामग्री पर कोई नियमन नहीं करना चाहती। सरकार चाहेगी कि मीडिया स्वयं नियमन करे।

हम सेल्फ सेगुलेशन चाहते हैं कि जो कानून है जो सेल्फ रेगुलेशन के लिए पार्लियामेंट ने केबल रेगुलेटरी एक्ट पारित किया है तो उसका उल्लंघन नहीं होना चाहिए।

अंतर्राष्ट्रीय परमाणु ऊर्जा एजेंसी-आईएईए ने कहा है कि ईरान ने  संयुक्त राष्ट्र सुरक्षा परिषद के आदेशों का उल्लंघन करते हुए +यूरेनियम को और परिष्कृत करने की क्षमता बढ़ा दी हैं। अपनी ताजा रिपोर्ट में आईएईए ने कहा है कि ईरान ने यूरेनियम संवर्धन की अपनी क्षमता तिगुनी कर ली है और उसके फोर्दो परमाणु संयंत्र में २० प्रतिशत युरेनियम परिष्कृत हो चुका है। ईरान ने अपने नातांज परमाणु संयंत्र में यूरेनियम परिष्कृत करने के लिये जरूरी सेंट्रीफ्‌यूज में भी बढ़ोतरी की है। ईरान के यूरेनियम संवंर्धन की क्षमता बढ +जाने से पश्चिमी देशों में चिंता पैदा हो गई है, क्योंकि अब इस सामग्री से परमाणु बम बनाना आसान हो जाएगा। इस रिपोर्ट के आने से दो दिन पहले ही एजेंसी की उच्चस्तरीय टीम ने ईरान का दौरा किया था। लेकिन इस दौरे के कोई ठोस परिणाम नहीं निकले।

लगभग ६० देशों के समूह ने संयुक्त राष्ट्र से कहा है कि सीरिया में ंिहंसा खत्म कराने के लिए असैन्य शांति मिशन तैयार किया जाए। सीरिया में नागरिकों पर असद शासन की हिंसा रुक जाने के बाद इस मिशन को तैनात किया जाएगा।

ट्यूनिस में साठ देशों के समूह फ्रेंड्स ऑफ सीरिया ने वहां हिंसा फौरन रोकने और एक शांति रक्षक मिशन भेजने का प्रस्ताव रखा है। अपनी पहली बैठक में सीरिया में हिंसा से घिरे इलाकों में चिकित्सा और राहत सामग्री भेजने पर सभी पक्षों पर सहमति नजर आई। मगर बैठक में सीरिया में विपक्षी गुटों को सैनिक मदद देने पर सहमति नहीं दिखी। फ्रेंड्स ऑफ सीरिया समूह ने सीरिया संकट के हल के लिए सैनिक हस्तक्षेप से भी साफ इंकार किया। बैठक में सीरियन नेशनल काउंसिल को सीरिया के लोगों का प्रतिनिधि बनाने पर सहमति बनती नजर आई। सभी पक्षों ने दबाव बनाने के लिए कड़े प्रतिबंध लगाने पर जोर दिया। अतुल तिवारी, आकाशवाणी समाचार।

पाकिस्तान ने अफगान तालिबान और अन्य संगठनों से अफगानिस्तान सरकार के साथ शांतिवार्ता शुरू करने का आग्रह किया है। इस्लामाबाद में कल एक वक्तव्य में पाकिस्तान के प्रधानमंत्री यूसुफ रज+ा गिलानी ने तालिबान से अपने देच्च में शांति और सुलह-समझौते की प्रक्रिया में शामिल होने को कहा है। हमारे संवाददाता के अनुसार पाकिस्तान ने पहली बार तालिबान से अफगान सरकार के साथ सीधी बातचीत करने को कहा है।

यह पहला मौका है जब पाकिस्तान ने तालिबान से अफगानिस्तान सरकार के साथ सीधी बातचीत शुरू करने को कहा है। अफगान राष्ट्रपति पहले ही तालिबान के साथ वार्ता की बात कह चुके हैं और उन्होंने बातचीत के लिए देश से बाहर तालिबान का कार्यालय खोलने की बात भी मान ली है। अगर अफगानिस्तान और तालिबान के बीच बातचीत का सिलसिला शुरू हुआ तो इससे देश में लंबे समय से चले आ रहे हिंसा और बदहाली के दौर का अंत होगा। यह न सिर्फ अफगानिस्तान के लिये बल्कि समूचे भारतीय उपमहाद्वीप के लिए एक नये युग की शुरुआत होगी। समाचार प्रभात के लिए काबुल से राजेंद्र उपाध्याय।

लंदन ओलिंपिक खेलों के लिए हॉकी के क्वालीफाइंग मुकाबलों में भारत की पुरूष और महिला दोंनों टीमें फाइनल में पहुंच गई है। कल नई दिल्ली के मेजर ध्यान चन्द्र नेशनल स्टेडियम में पुरूष टीम ने पोलैंड को दो के मुकाबले चार गोल से हरा कर फाइनल में प्रवेश किया। संदीप सिंह ने एक बार फिर शानदार खेल दिखाया और पेनल्टी कॉर्नर से दो गोल किये। इस प्रतियोगिता में वे अब तक ग्यारह गोल कर चुके हैं। भारत ने अपने सभी लीग मैच जीते हैं। कल फाइनल में भारत का मुकाबला फ्रांस से होगा।महिला टीम ने इटली को १-० से हराकर फाइनल में जगह बनाई। विजयी गोल रितु रानी ने खेल के ५५वें मिनट में किया। फाइनल में आज भारत का मुकाबला दक्षिण अफ्रीका से होगा।महिला वर्ग में कल के अन्य मैचों में उक्रेन ने पोलैंड को १-० से और दक्षिण अफ्रीका ने केनेडा को ४-१ से हराया।

दुबई ओपन टेनिस चैेम्पियनशिप में भारत की सानिया मिजर्+ा और रूस की येलेना वेसनीना महिलाओं के डबल्स के फाइनल में पहुंच गई हैं। कल सेमीफाइनल में उन्होंने चीन की शू आई पेंग और चीनी ताइपे की सू वेई हसी को ६-२,  ६-७, १०-८ से हराया। फाइनल में सानिया और येलेना का मुकाबला शीर्ष वरीयता प्राप्त लाइज+ेल ह्‌यूबर और लीज+ा रेमंड से होगा।

प्रगति मैदान में आज से २०वां विश्व पुस्तक मेला नई दिल्ली में शुरू हो रहा है। नौ दिनों तक चलने वाले इस पुस्तक मेले का विषय है-भारतीय सिनेमा के सौ वर्ष। इस मेले का उद्घाटन केन्द्रीय मानव संसाधन मंत्री श्री कपिल सिब्बल हंसध्वनि थियेटर में करेंग। इस मेले में १३ सौ प्रकाशक अपनी-अपनी पुस्तकों को प्रदर्शित करेंगे।

Home Minister P Chidambaram has written to ten Chief Ministers allaying their fears on the issue of National Counter Terrorism Centre, NCTC. Mr Chidambaram said that countering terrorism is a shared responsibility. He reminded them that both the Centre and the States have agreed that terrorism is a grave threat to the country and it has to be dealt with collectively.
Mr. Chidambaram told the Chief Ministers that the Home Secretary will call a meeting of the State Police Chiefs and the heads of the Anti-Terrorist Organisations and forces of the State Governments and discuss in detail the scope and functions of NCTC. Noting that he will be happy to respond to any further issues that the Chief Ministers might wish to raise, the Home Minister enclosed a three-page note on the objective, structure and power of NCTC. The note describes that the powers to search and arrest are the bare minimum powers that will be necessary for a body mandated to deal with counter terrorism.

The meeting of Empowered Group of Ministers, EGoM on gas remained inconclusive and decided to maintain a status quo on the allocation of gas. The E-GOM headed by Finance Minister Pranab Mukherjee decided that no allocation of domestic gas would be made to the captive power plant and non-Urea fertilizer units. He did not take a decision on fixing the proportion of fuel supply to non-core sectors such as steel.

Flight operations at the Mumbai Airport, the second busiest in India, will remain shut for five hours today for its scheduled expansion. The main runway will remain closed from 11.30 AM to 4.30 PM for setting up Rapid Exit Taxiway Lights to enhance runway efficiency. A Mumbai International Airport statement said that the closure is in consultation with aviation regulator - DGCA, Airport Authority of India and airlines and there will be no inconvenience to the passengers. The shut down period coincides with usually lean hours for the airport. Similar closure is also scheduled for March 3 and March 10.

The campaigning for the sixth phase of Assembly elections in Uttar Pradesh has reached its peak. It will come to an end tomorrow evening. 68 constituencies spread over 13 districts of Saharanpur, Meerut, Aligarh and Agra divisions will go to polls on Tuesday in this phase. Our correspondent reports that ruling BSP, Samajwadi Party and BJP have fielded their candidates for all 68 constituencies, while the Congress has left 33 seats for its ally Rashtriya Lok Dal.
"All political parties are conducting intensive campaigning in these areas to woo the voters. About 50 public meetings and election rallies are being organised by the political parties every day. The Election Commission has issued a notice to the Union Coal Minister Sriprakash Jaiswal for violation of model code of conduct on his statement for President Rule in the state. The campaigning for the Assembly elections in Goa has gained momentum. The state will go to polls on the 3rd of March to elect a new 40-member Assembly. Our correspondent reports that different political parties have pressed their senior leaders into service to woo the voters.
"Delhi Chief Minister and senior Congress leader Mrs. Sheila Dixit addressed two rallies at Davorlim and Carmona in South Goa while Union Minister Mr. Vilasrao Deshmukh participated in the rally at Bicholim in North Goa. Senior Bharatiya Janata Party leader Mr. Rajnath Singh opened the party canvassing in a big way at Kate Baina in Vasco .Many other prominent leaders and star campaigners of various political parties are also scheduled to address election rallies at different places in the state during the span of next few days in order to step up the pitch of the electoral campaign which was hitherto largely based on personal contact with the voters. In Kerala, the ballistics examination of the weapons on board the Italian vessel Enrica Lexie, berthed at the Cochin Port is scheduled to take place this morning. More from our Correspondent:
"The two Italian experts Major Fleubus Luca and Major Fratini Paolo are expected to reach Kochi this morning after which the search for the weapons and the ballistics examination will take place in their presence. Detailed ballistics and forensic examination are important in establishing the truth related to the charges levelled against the two Italian marines, arrested in connection with the killing of the fishermen. The Italian team's presence, which has been allowed following a court order, will ensure transparency in the whole process. The Friends of Syria conference, in Tunice urged Syria to immediately stop the violence and called for enforcing tighter restrictions and sanctions on President Bashar al-Assad's regime in Syria. The representatives of over 60 countries demanded Damascus to allow the humanitarian agencies to deliver relief supplies and medical aid to the people affected by the bloodshed.
Meanwhile, Red Cross and the Syrian Arab Red Crescent entered the restive city of Homs yesterday to evacuate seven persons from the Baba Amr. The opposition activists in Syria said 90 people were killed in the violence yesterday. More from our West Asia Correspondent
The group met for the first time in Tunice and called on Assad regime to immediately halt the violence and allow humanitarian aid into the worst hit areas .The group decided to provide relief supplies to the affected people and set up supply depots along Syria's borders. It has ruled out any military intervention and called for a peaceful transfer of power. The Friends Of Syria, moved one step closer to recognize Syrian National Council as the legitimate representative of the Syrian people. It called for tighter sanctions on Syria such as boycott of Syrian oil, travel and financial sanctions on Assad's inner circle, and working with the opposition to prepare for a post-Assad Syria. Speaking at the conference in Tunice, US Secretary of State Hillary Clinton criticised Russia and China saying it is despicable for them to oppose UN action in Syria at a time when people are being murdered by the army. Russia and China did not attend this conference.

The International Atomic Energy Agency, IAEA says Iran has increased its capacity to enrich uranium to higher grades, despite orders from the UN Security Council to stop such work. In its latest report, the UN nuclear watchdog said, Teheran has tripled its capacity to enrich uranium to levels of 20 per cent at its Fordo facility. Iran's enrichment of uranium up to 20 per cent has caused concern in the West because it is easier to turn such material into bomb-grade material. The report said Iran has now made more than 100 kilograms of higher-enriched material. Experts say, this is less than half the amount needed for a nuclear warhead.
Meanwhile, Russian Prime Minister Vladimir Putin has accused western powers of creating fears about Iran's nuclear programme as a pretext for regime change in Iran. Putin said, Russia has taken a different stand to resist these efforts.

Pakistan has urged the Afghan Taliban and other Afghan groups to start peace talks with the Afghanistan government. In a statement issued in Islamabad yesterday, Pakistani Prime Minister Yusuf Raza Gilani appealed to them to participate in the process of national reconciliation and peace in Afghanistan. "It is for the first time that Pakistan has asked the leaders of Taliban movement to enter into direct peace negotiations with Kabul. Pakistan's top investigative agency FIA has been directed to write to Interpol for the issuance of a Red Corner Notice against former military ruler Pervez Musharraf so that he can be brought back to the country to face trial. This was disclosed by Interior Minister Rehman Malik in Islamabad yesterday. He said, the procedure for obtaining the Red Corner Notice has started and FIA will approach Interpol within the next few days so that Musharraf can be arrested and brought back to Pakistan to face the charge of his alleged involvement in the assassination of former Prime Minister Benazir Bhutto.

A 500 member Chinese Youth Delegation will arrive in New Delhi today as a part of Indo- China Youth Exchange Programme. The delegation will be led by Secretary of Communist Youth League of China Luo Mei. प्रधानमंत्री ने कहा है कि बारहवीं पंचवर्षीय योजना में शिक्षा और स्वास्थ्य को प्रमुख प्राथमिकता दी जाएगी। डॉ मनमोहन सिंह ने कहा कि स्वास्थ्य के क्षेत्र में सरकारी खर्च २००६-०७ में देश के सकल घरेलू उत्पाद के एक प्रतिशत से भी कम था। ११वीं योजना में इसे बढ़ाकर लगभग एक दशमलव चार प्रतिशत कर दिया गया। उन्होंने कहा कि स्वास्थ्य पर सकल घरेलू उत्पाद का ढ़ाई प्रतिशत खर्च करने का लक्ष्य प्राप्त करने के लिए कड़ी मेहनत करने की जरूरत है। आज नई दिल्ली में पोलियो पर शिखर सम्मेलन का उद्घाटन करते हुए प्रधानमंत्री ने सभी को स्वास्थ्य सुविधाएं देने की कोशिशें तेज करने पर बल दिया। उन्होंने कहा कि सुरक्षित टीकाकरण, बच्चों में बेहतर स्वास्थ्य को बढ़ावा देने और बीमारियों की रोकथाम करने की एक बेहतर नीति हो सकती है।
हमें उनको पोषण आहार, पीने का पानी, उचित साफ-सफाई और शिक्षा देने की भी जरूरत है। महिलाओं और खासकर बच्चों के स्वास्थ्य के लिए पोषक आहार देने की आवश्यकता है। शिशु और बाल मृत्यु दर कम करने और भोजन पचाने के लिए साफ-सफाई, सुरक्षित पीने का पानी पहली शर्त है।
प्रधानमंत्री ने बताया कि देश को पोलियो मुक्त बनाने की सरकार की बड़ी कोशिशों के नतीजे दिखने लगे हैं। पिछले एक साल से भारत में पोलियो का एक भी नया रोगी नहीं पाया गया है। ऐसा केन्द्र और राज्य सरकारों के नजदीकी तालमेल के कारण हुआ है। उन्होंने उन गैर-सरकारी संगठनों और लगभग २३ लाख कार्यकर्ताओं के काम की सराहना की जिन्होंने देश के दूर-दराज इलाकों में भी जाकर बच्चों को पोलियो की दवा की खुराक पिलाई। इससे पहले, स्वास्थ्य मंत्री गुलाम नबी आजाद ने घोषणा की कि विश्व स्वास्थ्य संगठन ने पोलियो वाले देशों की सूची से भारत का नाम हटा दिया है।

उत्तर प्रदेश में पश्चिमी जिले महत्वपूर्ण राजनीतिक केन्द्र बन गए हैं जहां विभिन्न दलों के बड़े नेता चुनाव प्रचार मे व्यस्त हैं। राज्य में छठे चरण के लिए मतदान २८ फरवरी को होगा, जबकि सातवें और अंतिम चरण में पश्चिमी तथा तराई क्षेत्रों में तीन मार्च को वोट डाले जाएंगे।

सहारनपुर जिले में सत्तारूढ़ बहुजन समाज पार्टी की प्रतिष्ठा दाव पर है। पिछले विधानसभा चुनाव में पार्टी ने सात में से ५ सीटें जीती थी। मायावती सरकार के शिक्षा मंत्री धर्म सिंह सेनी नकुर क्षेत्र से इस बार अपनी चुनावी किस्मत आजमा रहे हैं। उनके खिलाफ कांग्रेस ने वर्तमान विधायक इमरान मसूद को मैदान में उतारा है। जिले की सभी सात सीटों पर छह महिलाएं, वर्तमान विधायकों और एक पूर्व मंत्री सहित कुल १०५ उम्मीदवार मैदान में है। बहुजन समाज पार्टी ने अपने चार विधायकों को इस बार फिर से उम्मीदवार बनाया है, जबकि एक अन्य को टिकट नहीं दिया है। भारतीय जनता पार्टी के वर्तमान विधायक राघव लखन राम शर्मा सिर्फ फिर से सहारनपुर शहर से अपनी चुनावी किस्मत आजमा रहे हैं। विधानसभा क्षेत्रों के परिसीमन के बाद बदली भौगोलिक और राजनीतिक स्थितियों की वजह से कई नेता अपना पुराना क्षेत्र बदलने के लिए मजबूर हुए हैं। बहुजन समाज पार्टी के विधायक रविंदर कुमार मोलू रामपुर से मैदान में हैं, जबकि समाज वादी पार्टी ने पूर्व मंत्री राजेंद्र राणा को देवगन से अपना उम्मीदवार बनाया है। मनोज चौधरी यहां बहुजन समाज पार्टी के उम्मीदवार है। परिसीमन के बाद हरोड़ा सीट समाप्त हो गई है और सहारनपुर ग्रामीण नाम से एक नई सीट सामने आई है। कांग्रेस, बहुजन समाज पार्टी, भारतीय जनता पार्टी और समाजवादी पार्टी ने सभी सातों क्षेत्रों में अपने उम्मीदवार उतारे हैं। सुनील शुक्ल, आकाशवाणी समाचार, लखनऊ।

उत्तर प्रदेश में राष्ट्रपति शासन लगाने के बारे में केन्द्रीय कोयला मंत्री श्रीप्रकाश जायसवाल के बयान को चुनाव आचार संहिता का उल्लंघन मानते हुए निर्वाचन आयोग ने उन्हें कारण बताओ नोटिस जारी किया है। आयोग ने कहा है कि ये बयान देने की कोई जरूरत नहीं थी। श्रीप्रकाश जायसवाल ने यह वक्तव्य देकर छठे और सातवें चरण के मतदाताओं को यह धमकी देने की कोशिश की कि या तो वे कांग्रेस को वोट दें या उत्तर प्रदेश में राष्ट्रपति शासन के लिए तैयार रहें। उनसे सोमवार दो बजे तक अपनी स्थिति स्पष्ट करने को कहा गया है।

सीबीआई ने राष्ट्रीय ग्रामीण स्वास्थ्य मिशन (एनआरएचएम) घोटाले के सिलसिले में आज उत्तर प्रदेश के २३ स्थानों में छापे मारे। पीटीआई ने खबर दी है कि लखनऊ, कानपुर, वाराणसी, मेरठ, झांसी सहित बारह जिलों में मुख्य चिकित्सा अधिकारियों और उप मुख्य चिकित्सा अधिकारियों के पद पर रहे स्वास्थ्य विभाग के अधिकारियों के आवासों पर छापे मारे जा रहे हैं।
सीबीआई ने राष्ट्रीय ग्रामीण स्वास्थ्य मिशन में दवाईयों और चिकित्सा उपकरणों की आपूर्ति में कथित अनियमितताओं के सिलसिले में कल चार नये मामले दर्ज किए थे और २२ जिलों में छापे मारे थे। सीबीआई ने एनआरएचएम के तहत दी जाने वाली केन्द्रीय राशि की हेराफेरी के सिलसिले में अब तक बारह मामले दर्ज किए हैं। नयी एफआईआर में अनेक डॉक्टरों और दवा आपूर्तिकर्ताओं के नाम लिए गये हैं। कुछ दिन पहले इस घोटाले के प्रमुख आरोपी, राज्य के पूर्व परिवार कल्याण मंत्री बाबूसिंह कुशवाहा और उनके सहयोगी बसपा विधायक रामप्रसाद जायसवाल से पूछताछ की गई थी।

देश के दूसरे सबसे बड़े मुम्बई हवाई अड्डे पर विमानों का संचालन आज साढ़े ग्यारह बजे से पांच घंटे के लिए बंद कर दिया गया है। हमारे संवाददाता की एक रिपोर्ट -
मुंबई हवाई अड्डे के मुख्य रनवे की क्षमता में वृद्धि लाने के लिए बांधे जा रहे रेपिड एक्जिट टेक्सी वे के काम के लिए आज विमानों की आवाजाही को आज सुबह साढ़े ११ बजे से बंद रखा गया है। मुंबई इंटरनेशनल एयरपोर्ट लिमिटेड ने जारी किए बयान के अनुसार इसी प्रकार ३ मार्च और १० मार्च को भी मुंबई हवाई अड्डे को कुछ घंटों के बंद रखा जाएगा। यात्रियों को असुविधा से बचाने के लिए मुंबई एयरपोर्ट ने विमान कंपनियों को तीन महीने पहले से ही इस काम के बारे में सूचित किया था। अभिषेक कुमार, आकाशवाणी समाचार, मुंबई।

जम्मू-कश्मीर में विधानसभा में आज प्रश्नकाल शुरू होते ही कार्यवाही में बाधा आई। मुख्य विपक्षी दल पीपल्स डेमाक्रेटिक पार्टी-पीडीपी- के विधायक अपनी नेता महबूबा मुफ्‌ती द्वारा दिए गए कार्य स्थगन प्रस्ताव पर चर्चा करने की मांग करने लगे। महबूबा मुफ्‌ती ने इस प्रस्ताव में मुख्यमंत्री और दो कैबिनेट मंत्रियों पर भ्रष्टाचार के आरोप लगाए हैं। मुख्यमंत्री उमर अब्दुल्ला ने कहा कि उनकी सरकार इस मुद्दे पर बहस करने के लिए तैयार है।

महाराष्ट्र के बीड़ जिले में पुलिस ने छापा मारकर चालीस अफीम किसानों पर मामला दर्ज किया है, जो लगभग ३२ एकड़ जमीन पर पोस्त की खेती कर रहे हैं। पुलिस ने आठ किसानों को इस मामले में गिरफ्‌तार भी किया है। उनसे एक करोड़ ६० लाख रूपये की मादक सामग्री भी बरामद की गई है। मादक पदार्थ निरोधक विभाग का एक दल आज इस इलाके में जा रहा है। बताया जाता है कि ये किसान पिछले आठ साल से इस इलाके में अफीम की खेती कर रहे हैं। वे महाराष्ट्र, आंध्र प्रदेश और हरियाणा में विभिन्न जगहों पर अफीम सप्लाई करते थे।

इटली के जहाज एनरिका लैक्सी में हथियार ढूंढने के लिए आज तलाशी की जा रही है। कोच्ची के नगर पुलिस आयुक्त एम आर अजित कुमार के नेतृत्व में विशेष जांच दल जहाज पर पहुंच गया है। ये जहाज कोच्ची बंदरगाह के एक तेल टैंकर टर्मिनल पर लगा हुआ है। नौसेना और तटरक्षक बल के अधिकारियों के साथ-साथ फॉरेंसिक विशेषज्ञ भी जांच में सहयोग दे रहे हैं। इटली की सेना पुलिस के दो तकनीकी विशेषज्ञ तथा मुंबई में इटली के महा-वाणिज्य दूतावास के एक अधिकारी भी जहाज पर पहुंचे हैं। अदालत के आदेश के बाद इस जहाज की तलाशी का काम इटली के विशेषज्ञों की मौजूदगी में किया जा रहा है।

राजधानी में प्रगति मैदान में २०वां नई दिल्ली विश्व पुस्तक मेला शुरू हो गया है। नौ दिन चलने वाले इस पुस्तक मेले का विषय है भारतीय सिनेमा के सौ वर्ष। मेले का उद्घाटन केन्द्रीय मानव संसाधन विकास मंत्री कपिल सिब्बल ने हंसध्वनि थियेटर में किया। लगभग ४५ हजार वर्गमीटर क्षेत्र मंें फैले इस पुस्तक मेले के दस हॉलों में २५ हजार से अधिक स्टॉल हैं, जिसमें १३ सौ प्रकाशक और पुस्तक विक्रेता अपनी-अपनी पुस्तकों को प्रदर्शित कर रहे हैं। मेले में तीस विदेशी प्रकाशक भी आये हैं। नई दिल्ली के राजधानी के रूप में सौ वर्ष पूरे होने के उपलक्ष में दिल्ली मंडप भी विशेष आकर्षण का केन्द्र होगा।

The Prime Minister Dr. Manmohan Singh has said that education and health will be the key priorities of the Twelfth Five year plan. He said that  public expenditure on health has been increased from less than one per cent of GDP in 2006-07 to an estimated 1.4 per cent of GDP by the end of the Eleventh five year plan. Dr. Singh stressed the need to work harder to achieve the goal of increasing  public expenditure on health to two and a half per cent of GDP.  Inaugurating  the Polio Summit 2012 in New Delhi today, Dr. Singh  stressed the need to accelerate the efforts for providing universal access to health care. He said easy access to safe vaccines is only one of the many strategies for preventing diseases and promoting good health among children. The Prime Minister also emphasised the need for providing nutritious food, safe drinking water  and proper sanitation to them.
We also need to provide them nutritious food, safe drinking water, proper sanitation and education. Nutrition especially for women and children is essential for community health. Sanitation and safe drinking water are prerequisite for better absorption of food and prevention of infant in child nutritious.
The Prime Minister said that government's massive effort to rid the country of the terrible scourge of Polio has shown results. Expressing satisfaction over the completion of one year with out any  single new case of polio in India, he said it has become possible because Centre and the States have worked in close partnership. He also lauded the work of NGOs and 23 Lakh volunteers who repeatedly vaccinated children even in the remotest areas of the country. Earlier, Health Minister Ghulam Nabi Azad announced that World Health Organisation has taken India's name off the list of Polio endemic countries.

The Minister said it has been done in view of remarkable progress in containing new case of polio in the country and not a single polio case has been reported for more than past one year. He said that government is aware of the risks that persist not only on account of indigenous transmission but also importation from other endemic countries. The Minister said that a zero tolerance plan has been put in place and government is committed to implement it in all States across the country. There were four countries in the list including Pakistan, Nigeria and Afghanistan. India will now have to remain Polio free for the next two years to achieve the Polio free status.
   
Representatives from various countries including Pakistan, Nepal, Srilanka, Bangladesh and Nigeria are participating in the summit.

The CBI today carried out fresh searches in 23 locations in Uttar Pradesh in connection with the National Rural Health Mission (NRHM) scam. PTI quoting CBI sources said that the searches are being carried out across 12 districts including Lucknow, Kanpur, Varanasi, Meerut, Jhansi at the residences of health department officials of the state, who had held the posts of Chief Medical Officers (CMO) and Deputy CMOs. CBI yesterday registered four fresh cases relating to alleged irregularities in medical supplies in the NRHM scam in Uttar Pradesh and carried out searches in 22 districts. Agency teams swooped down on 30 locations, including the medicine market in Aminabad locality in Lucknow, as part of a massive search operation yesterday. With the registration of fresh cases, CBI has so far registered 12 cases in connection with alleged embezzlement in Central funds allocated under the NRHM. The agency has named several doctors and medicine suppliers under the new set of FIRs. The CBI action comes days after it questioned former Family Welfare Minister of the state, Babu Singh Kushwaha, who is a prime accused in the scam, and his close aide BSP MLA, Ram Prasad Jaiswal.
The CBI has detained former Chief Medical Officer Dr. SK Samoriya for interrogation in connection with NRHM scam. Our Lucknow correspondent reports that Dr. Samoliya was detained from his Lucknow residence this morning. He has been posted as CMO in Gorakhpur and Kushinagar districts. CBI has also lodged cases against several CMOs and deputy CMO in connection with said scam.

The CBI today registered a fresh case in connection with alleged irregularities in awarding Bharat Sanchar Nigam Limited, BSNL's Wiimax franchise to a private firm and carried  out searches in Delhi, Kolkata, Chennai and Gurgaon. CBI spokesperson Dharini Mishra said that nine teams of CBI officials searched the residences of BSNL officials and the officials of Starnet, the alleged beneficiary which got the franchise. The beneficiary private firm  is considered to be close to former Telecom Minister A Raja. However, the agency has not named Raja in the present case.

In Uttar Pradesh, the western districts have become a political hot-spot where top leaders are busy in hectic electioneering. The sixth phase of UP assembly elections will be held on the 28th of this month while the seventh and last phase involving western and terai regions will be held on the 3rd of next. The prominent leaders who held rallies yesterday include BJP President Lal Krishna Advani, UPA President Sonia Gandhi and BSP supremo Mayawati. Several star campaigners are today making their last bid to woo the voters in sixth phase areas as tomorrow is the last day of campaign. The election commission has made elaborate arrangements to conduct peaceful election in 68 constituencies spread over thirteen districts of Saharanpur, Meerut, Aligarh and Agra divisions.  More than 2 Crore 11 lakh voters will decide the fate of 1103 candidates including 86 women in this phase.  This time the Congress has spared 33 seats for RLD. The seventh and last phase of elections will be held in 60 constituencies spread over 10 districts of Moradabad, Bareilly and Lucknow divisions. In Goa, campaigning for the Assembly elections has gained momentum. The state will go to polls on the 3rd of next month to elect a new 40-member Assembly. Our correspondent reports that senior leaders of different political parties are campaigning to garner support for various candidates. The main tussle this time would be between the ruling Congress and Nationalist Congress Party alliance and the Bharatiya Janata Party and Maharshtravadi Gomantak Party combine. In Jammu and Kashmir, the government has decided to extend the winter vacations in the government and private schools across the valley following inclement weather conditions.  According to official sources, winter vacations has been extended by 10 days following reports that several areas in the valley are still cut off due to accumulation of large quantity of snow.  The schools were opened on March 1st after more than two months of winter vacation.

About 10,500 new Primary Schools have been opened across the state under Centrally-sponsored flagship programme of Sarva Shiksha Abhiyaan (SSA) till the end of 2011. Nearly 6000 Primary Schools have also  been upgraded  since the commencement of the programme in 2002.  The scheme also involves a number of other components which include opening and maintenance of Kasturba Gandhi Balika Vidyalayas, teacher training, setting up of Computer Aided Learning Centres, distribution of free text books to ensure primary education to every child.

In Maharashtra,  police raided the farms with Opium crop spread over 32 acres and registered cases against 40 farmers owning this land in Beed district. Police have arrested 8 farmers in this case and  seized the narcotic materials worth rupees 1 crore and 60 lakhs. Officials of Anti Narcotics Department are expected to visit the area today. These farmers were reported to be doing opium farming for the last 8 years, and selling their produce in the markets at various places in Maharashtra, Andhra Pradesh and Harayana.

In Kerala, the search for weapons on board the Italian vessel Enrica Lexie has begun. The Special Investigation Team led by the Kochi City Police Commissioner reached the vessel, berthed at one of the oil tanker terminals of the Cochin Port. Besides forensic and ballistics experts, Navy and Coast Guard officials are also assisting the investigating team. More from our correspondent.
 "Search on the Italian vessel for the weapons used for killing the fishermen began this afternoon in the presence of experts from the Italian Military police Major Flebus Luca and Major Fratini Paolo who reached Kochi this morning. The duo was specially flown in from Italy, following a court order allowing the search on the vessel to be conducted in the presence of two notified Italian government representatives. The Special Investigation Team probing the case, led by the Kochi City Police Commissioner M R Ajith Kumar is being assisted by forensic and ballistics experts and officials from the Navy, Coast Guard and Customs. The ballistics examination of the weapons is crucial in establishing the charges against the two Italian marines, who have been arrested in connection with the killing of the fishermen." Flight operations on both runways of India’s second busiest Chatrapati Shivaji International Airport in Mumbai have been closed for five hours from 11.30 a.m. for proposed expansion and reconstruction work. The United Nations nuclear watchdog IAEA says that Iran has failed to co-operate with UN nuclear officials during two sets of talks in Tehran over the past month. The International Atomic Energy Agency said that Tehran has not cleared up questions about possible military aspects of its nuclear programme. The agency also said Iran has stepped up uranium enrichment in recent months. In response, Iran insisted it was co-operating with the agency but defended its right to a civil nuclear programme.

यमन के दक्षिणी क्षेत्र में आज एक आत्मघाती कार बम विस्फोट में २६ सैनिक मारे गये और कई अन्य धायल हो गये। यह विस्फोट हदरा माउत प्रांत के मुकल्ला शहर में राष्ट्रपति परिसर के एक प्रवेश द्वारा के बाहर हुआ। सुरक्षा अधिकारियों ने बताया कि देश में सक्रिय आतंकी गुटों ने यह विस्फोट किया गया है। इस क्षेत्र में अलकायदा और दक्षिणी अलगाववादी आंदोलन के कार्यकर्ता सक्रिय हैं। सेना सूत्रों ने कहा कि घटना स्थल पर कोई बड़ा उच्च अधिकारी मौजूद नहीं था।

इस महल की सुरक्षा रिपब्लिकन गार्ड के सैनिकों द्वारा की जाती है, जो श्री सालेह के बेटे अहमद की कमान के तहत है। इन गार्डों ने अपदस्थ राष्ट्रपति अली अब्दुला सालेह के खिलाफ आंदोलन के दौरान दमन की कार्रवाई की थी। यह घटना मंसूर हादी के देश के नये राष्ट्रपति की शपथ लेने के कुछ घंटों बाद हुई। वे १९७८ के बाद पहले नये राष्ट्रपति बने हैं। अपने प्रारंभिक संबोधन में श्री हादी ने अलकायदा के खिलाफ लड़ाई जारी रखने का ऐलान किया।
इस बीच अपदस्थ राष्ट्रपति अली अब्दुला सालेह अमरीका में तीन सप्ताह तक इलाज कराने के बाद यमन लौट आएं हैं। पिछले वर्ष अपने परिसर में जून के महीने में एक रॉकेट हमले में वे घायल हो गये थे।

केरल पुलिस की विशेष जांच टीम ने इटली के जहाज एनरिका लेक्सी के सुरक्षाकर्मियों द्वारा भारतीय मछुआरों की हत्या में इस्तेमाल किए गए संदिग्ध हथियार जब्त किए हैं। कोचिन बंदरगाह लाए गए इस जहाज से पुलिस ने गोलाबारूद भी जब्त किए हैं। हथियारों की बैलिस्टिक जांच की जाएगी, ताकि पता चल सके कि मछुआरों की हत्या में इनका इस्तेमाल हुआ है या नहीं। यह जांच आज दोपहर बाद इटली की मिलिटरी पुलिस के दो विशेषज्ञों की मौजूदगी में शुरू हुई।
इस बीच, केरल के मुख्यमंत्री ओम्मन चांडी ने कहा है कि इटली के सुरक्षाकर्मियों द्वारा मछुआरों की हत्या की जांच सही दिशा में चल रही है।

प्रधानमंत्री ने कहा है कि बारहवीं पंचवर्षीय योजना में शिक्षा और स्वास्थ्य को ज्यादा प्राथमिकता दी जाएगी। डॉ मनमोहन सिंह ने कहा कि स्वास्थ्य के क्षेत्र में सरकारी खर्च २००६-०७ में देश के सकल घरेलू उत्पाद के एक प्रतिशत से भी कम था। ११वीं योजना में इसे बढ़ाकर लगभग एक दशमलव चार प्रतिशत कर दिया गया। उन्होंने कहा कि स्वास्थ्य पर सकल घरेलू उत्पाद का ढ़ाई प्रतिशत खर्च करने का लक्ष्य प्राप्त करने के लिए कड़ी मेहनत करने की जरूरत है। आज नई दिल्ली में पोलियो पर शिखर सम्मेलन का उद्घाटन करते हुए प्रधानमंत्री ने सभी को स्वास्थ्य सुविधाएं देने की कोशिशें तेज करने पर बल दिया। उन्होंने कहा कि सुरक्षित टीकाकरण, बच्चों में बेहतर स्वास्थ्य को बढ़ावा देने और बीमारियों की रोकथाम करने की एक बेहतर नीति हो सकती है।
डॉ सिंह ने बताया कि देश को पोलियो मुक्त बनाने की सरकार की कोशिशों के नतीजे दिखने लगे हैं।

प्रधानमंत्री ने उन गैर-सरकारी संगठनों और लगभग २३ लाख कार्यकर्ताओं के काम की सराहना की जिन्होंने देश के दूर-दराज इलाकों में बच्चों को पोलियो की दवा की खुराक पिलाई।
इससे पहले, स्वास्थ्य मंत्री गुलाम नबी आजाद ने घोषणा की कि विश्व स्वास्थ्य संगठन ने पोलियो वाले देशों की सूची से भारत का नाम हटा दिया है।

सीबीआई ने राष्ट्रीय ग्रामीण स्वास्थ्य मिशन (एनआरएचएम) घोटाले के सिलसिले में आज उत्तर प्रदेश में २३ स्थानों में छापे मारे। पीटीआई ने खबर दी है कि लखनऊ, कानपुर, वाराणसी, मेरठ, झांसी सहित बारह जिलों में मुख्य चिकित्सा अधिकारियों और उप मुख्य चिकित्सा अधिकारियों के पद पर रहे स्वास्थ्य विभाग के अधिकारियों के आवासों पर छापे मारे गये।
सीबीआई ने राष्ट्रीय ग्रामीण स्वास्थ्य मिशन में दवाईयों और चिकित्सा उपकरणों की आपूर्ति में कथित अनियमितताओं के सिलसिले में कल चार नये मामले दर्ज किए थे और २२ जिलों में छापे मारे थे। सीबीआई ने एनआरएचएम के तहत दी जाने वाली केन्द्रीय राशि की हेराफेरी के सिलसिले में अब तक बारह मामले दर्ज किए हैं। नयी एफआईआर में अनेक डॉक्टरों और दवा आपूर्तिकर्ताओं के नाम लिए गये हैं। कुछ दिन पहले इस घोटाले के प्रमुख आरोपी, राज्य के पूर्व परिवार कल्याण मंत्री बाबूसिंह कुशवाहा और उनके सहयोगी बसपा विधायक रामप्रसाद जायसवाल से पूछताछ की गई थी।

उत्तर प्रदेश में राष्ट्रपति शासन लगाने के बारे में केन्द्रीय कोयला मंत्री श्रीप्रकाश जायसवाल के बयान को चुनाव आचार संहिता का उल्लंघन मानते हुए निर्वाचन आयोग ने उन्हें कारण बताओ नोटिस जारी किया है। आयोग ने उन्हें यह बताने को कहा है कि इसके लिए उन पर कार्रवाई क्यों नहीं की जाए। आयोग ने नोटिस में कहा है कि उसे प्रथम दृष्टतया लगता है कि श्री जायसवाल ने यह बयान देकर छठे और सातवें चरण के मतदान के लिए मतदाताओं को यह धमकी देने की कोशिश की है कि वे या तो कांग्रेस को वोट दें या फिर राज्य में राष्ट्रपति शासन के लिए तैयार रहें। आयोग ने उनसे सोमवार दोपहर दो बजे तक अपना जवाब भेजने को कहा है।

इस बीच, इलाहाबाद उच्च न्यायालय में आज एक जनहित याचिका दायर कर मांग की गई कि बुंदेलखंड पैकेज से संबंधित कथित गड़बड़ियों की सीबीआई से जांच कराई जाए। केंद्र सरकार ने हाल में बुंदेलखंड के विकास के लिए सात हजार करोड़ रुपये से अधिक का पैकेज दिया था। इस पर सुनवाई अगले सप्ताह होगी।

निर्वाचन आयोग ने उत्तरप्रदेश में इटावा जिले के जसवंत नगर विधानसभा क्षेत्र के एक मतदान केंद्र पर पुनर्मतदान का आदेश दिया है। पुनर्मतदान कल होगा। राज्य की संयुक्त मुख्य चुनाव अधिकारी अनीता मेशराम ने बताया कि २३ फरवरी को मतदान प्रक्रिया में हुई गड़बड़ी के कारण पुनर्मतदान कराया जा रहा है।

अमरनाथ तीर्थयात्रियों को अब पंजीकरण के समय चिकित्सा प्रमाण-पत्र देना होगा। श्री अमरनाथ श्राइन बोर्ड ने यह फैसला स्वास्थ्य समस्याओं के कारण यात्रा के दौरान कुछ तीर्थयात्रियों की मौत की घटनाओं के कारण लिया है।
इस वर्ष ३७ दिन की अमरनाथ यात्रा २५ जून से शुरू होगी और २ अगस्त तक चलेगी।

In Yemen, 26 elite troops were killed and several others injured in a suicide car bomb blast in the southern region overshadowing the swearing in of the first new President in Sanaa since 1978. The blast took place outside the gate of a Presidential compound in the city of Mukalla in Hadramout province. Security officials said, the blast was carried out by terrorist groups active in the country. Both the Al Qaeda and Southern separatist movement are active in the region.
The incident happened barely hours after the country's new President Mansur Haadi was sworn in as the new President in Saana. In his inaugural address, Haadi vowed to fight the Al-Qaida.
Military sources said no high-ranking officials were in the palace when the bomber struck. The palace is guarded by troops of the elite Republican Guard, who are under the command of Saleh's son Ahmed, who played a key role in deposed President Ali Abdullah Saleh's crackdown on the uprising against his rule before finally signing November's transfer of power deal.
Meanwhile, deposed President Ali Abdullah Saleh returned to Yemen after three weeks of treatment in the US for injuries during a June rocket attack on his compound .

In Syria, the opposition activists said, the Syrian troops continued to shell the restive areas on Saturday, a day after Western and Arab nations urged Damascus to end violence and allow humanitarian agencies to deliver aid to the affected people. The shelling eased off during the night as the Red Cross teams managed to enter the besieged Bab Amr for the first time and evacuated 27 people, mostly women and children.
The ICRC team, however, failed to rescue two wounded Western journalists or to recover the bodies of two others killed earlier this week. The opposition activists said at least 50 people were killed on Friday alone in the violence.
At the 'Friends of Syria Conference' in Tunice, the western and Arab nations called for tighter restrictions and sanctions on President Bashar al-Assad's regime, but have ruled out any military intervention.

The Special Investigation Team of the Kerala Police have seized the weapons suspected to be used by the Italian marines on board Enrica Lexie, for firing at the fishermen. The police have also seized the ammunition found on board the vessel, berthed at one of the oil tanker terminals of the Cochin harbour. The weapons will be subjected to ballistics examination to ascertain the ones used for killing the fishermen. More from our correspondent..
"Senior Police officers participating in the search operations on board the Italian vessel Enrica Lexie said weapons used by the marines have been seized. The police have also recovered some ammunition and a few pistols as well. The Kochi City Police Commissioner M R Ajithkumar, who is heading the Special Investigation Team probing the case, told media persons this evening that search of just a quarter of the huge vessel has been completed so far, indicating that the search may continue late into the night. The seized materials are being sealed and will be sent to the Forensic laboratory at Thiruvananthapuram for further examinations."

The CBI today carried out fresh searches at 23 locations in Uttar Pradesh in connection with the National Rural Health Mission, NRHM scam. PTI quoting CBI sources, said that the searches are being carried out across 12 districts including Lucknow, Kanpur, Varanasi, Meerut and Jhansi at the residences of health department officials of the state, who had held the posts of Chief Medical Officers, CMOs, and Deputy CMOs.
The CBI has detained former CMO, Dr. SK Samoriya for interrogation in connection with NRHM scam. He had been posted as CMO in Gorakhpur and Kushinagar districts. CBI has also lodged cases against several CMOs and deputy CMO in connection with the scam.

The National Human Rights Commission, NHRC will soon send a team to Chennai to find out the truth of the alleged encounter in which four persons from Bihar were shot dead by the police. Stating this in Patna today, Chairman K G Balakrishnan of the Commission said, the team will go through postmortem and forensic reports and try to unravel the truth.
A total of five persons - four from Bihar and one from West Bengal - suspected to have been involved in two recent bank robberies, were shot dead in the alleged encounter in Chennai on Thursday.
Bihar Chief Minister Nitish Kumar has also directed the Director General of Police, Abhayanand and the state home department to find out the details of the alleged encounter.

The Prime Minister Dr. Manmohan Singh has said that education and health will be the key priorities of the Twelfth Five year plan. He said that public expenditure on health has been increased from less than one per cent of the GDP in 2006-07 to an estimated 1.4 per cent of the GDP by the end of the Eleventh five year plan.
Dr. Singh stressed the need to work harder to achieve the goal of increasing public expenditure on health to two and a half per cent of GDP. Inaugurating the Polio Summit 2012 in New Delhi today, Dr. Singh stressed the need to accelerate the efforts for providing universal access to health care.
The Prime Minister said that the government's massive effort to rid the country of the terrible scourge of Polio has shown results.
"Our ultimate objective is and as it must be to achieve full immunization for all our children. We must ensure that every Indian child rich or poor whether living in Ladakh or in Delhi has equal access to the best immunization."
Expressing satisfaction over the completion of one year without any new case of polio in India, Dr. Manmohan Singh said it has become possible because the Centre and States have worked in close partnership. He also lauded the work of NGOs and 23 Lakh volunteers who repeatedly vaccinated children even in the remotest areas of the country. Earlier, Health Minister Ghulam Nabi Azad announced that the World Health Organisation has taken India's name off the list of Polio endemic countries.

The Election Commission has issued a show cause notice to Union Coal Minister Sriprakash Jaiswal for alleged violation of the model code of conduct for his remarks of President's rule in Uttar Pradesh. The Commission has asked him to explain why action should not be initiated against him.
In the notice, the Commission said, it is prima facie satisfied that Sriprakash Jaiswal, by making the remarks attempted to threaten the voters going for polls in the 6th and 7th phases to either vote for the Congress or face imposition of President's rule in Uttar Pradesh.
The Commission has given him time till 2 P.M. on Monday to send his reply.

Planning Commission member Soumitra Choudhary today said the new investment policy for urea sector will boost investment.
