फ्रांसीसी कंपनी दासो राफ़ल को भारतीय वायुसेना के लिए १२६ लड़ाकू विमानों की आपूर्ति का ठेका मिल गया है। यह देश में अब तक का सबसे बड़ा सैनिक ठेका है। दासो ने यूरोप की प्रतिद्वंद्वी कंपनी ई ए डी एस को हराकर यह ठेका हासिल किया है। फ्रांसीसी कंपनी ने सबसे कम बोली लगाई थी, जिसके अनुसार उसे भारत की रक्षा खरीद प्रक्रिया के अंतर्गत यह ठेका दिया जायेगा। यह सौदा करीब १० अरब डॉलर का है।
अनुरोध प्रस्ताव के अनुसार ठेका प्राप्त करने वाली कंपनी को भारतीय वायुसेना को १२६ लड़ाकू विमानों में से अपने संयंत्र से १८ की आपूर्ति ३६ महीने के भीतर करनी होगी। शेष का निर्माण बेंगलूर में ंिहदुस्तान एरोनॉटिक्स लिमिटेड एच ए एल के कारखाने में किया जाएगा।
नई दिल्ली में फ्रांसीसी दूतावास द्वारा जारी बयान के अनुसार राष्ट्रपति निकोला सारकोजी ने भारत के इस फैसले पर प्रसन्नता व्यक्त की है।

प्रधानमंत्री डॉ. मनमोहन सिंह ने कहा है कि तेजी से बढ़ती अर्थव्यवस्था की मांगों को पूरा करने के लिए सार्वजनिक और निजी क्षेत्रों को मिलकर काम करने और एक दूसरे का पूरक बनने की जरूरत है। कल नई दिल्ली में  सार्वजनिक उद्यम स्थायी सम्मेलन-स्कोप पुरस्कार वितरण के बाद डॉ० सिंह ने कहा कि उनकी सरकार सार्वजनिक क्षेत्र को मजबूत बनाने के लिए प्रतिबद्ध है।     

हमारी सरकार देश में मजबूत सार्वजनिक क्षेत्र के लिए प्रतिबद्ध है। हमारा साफ मत है कि सार्वजनिक और निजी दोनों ही क्षेत्रों को तेजी से बढ़ती अर्थव्यवस्था की जरूरतों को पूरा करने के लिए मिलकर काम करने और एक दूसरे का पूरक बनने के लिए काम करना चाहिए। हमारे देश को निजी और सार्वजनिक क्षेत्र में विशेष रूप से बुनियादी ढांचे के क्षेत्र में भारी मात्रा में निवेश की जरूरत है।
प्रधानमंत्री ने कहा कि देश को सार्वजनिक और निजी क्षेत्र में, खासतौर पर बुनियादी ढांचा क्षेत्र में भारी निवेश की जरूरत है। उन्होंने विनिर्माण क्षेत्र में १२ से १४ प्रतिशत की विकास दर का लक्ष्य प्राप्त करने के लिए केन्द्रीय सार्वजनिक उद्यमों से विस्तार की महत्वकांक्षी योजनाएं बनाने को कहा। डॉ. सिंह ने सार्वजनिक क्षेत्र के उन उद्यमों को मदद करने के सरकार के रूख को दोहराया, जिन्हें फिर से सक्षम होने के लिए सहायता की जरूरत है। उन्होंने कहा कि तेजी से हो रहे बदलावों के इस दौर में प्रतिस्पर्धी बने रहने के लिए सार्वजनिक उद्यमों को कंपनियों के अच्छे संचालन, नियोजन और गुणवत्ता नियंत्रण पर जोर देना होगा।

भारतीय रिजर्व बैंक ने कहा है कि निजी क्षेत्र के सभी बैंक अब सार्वजनिक क्षेत्र के बैंकों की तरह ही केन्द्र और राज्य सरकारों का कारोबार संभालने योग्य माने जाएंगे। अब तक ऐसे केवल तीन बैंकों-आई सी आई सी आई, एच डी एफ सी, और एक्सिस बैंक को ही रिजर्व बैंक के एजेंट के तौर पर सीमित कारोबार करने के लिए नियुक्त किया गया था। कल मुंबई में जारी विज्ञप्ति में रिजर्व बैंक ने कहा है कि इस कदम से ग्राहक सेवा केन्द्रों की संख्या बढ़ेगी, जिससे उन्हें बेहतर सुविधा प्राप्त होगी। इससे केन्द्र और राज्य सरकारों की राजस्व जमा करने और भुगतान करने की व्यवस्था भी अधिक व्यापक होगी। इस सिलसिले में जो बैंक सरकारी कारोबार करने के इच्छुक हैं, उन्हें महालेखा नियंत्रक के पास प्रस्ताव भेजना होगा। राज्य सरकारों के कामकाज के लिए सम्बद्ध विभाग इसकी व्यवस्था करेगा और राज्य के वित्त विभाग को बतायेगा।

भारत में वर्ष २०१०-११ में पिछले वित्तवर्ष की तुलना में प्रतिव्यक्ति आय पंद्रह दशमलव छह प्रतिशत बढ़कर ५३ हजार ३३१ रुपये सालाना हो गई है। केंद्रीय सांख्यिकी विभाग द्वारा जारी प्रारंभिक आंकड़ों के अनुसार पिछले वित्तवर्ष में यह ४६ हजार ११७ रुपये थी। प्रतिव्यक्ति आय में यह बढ़ोतरी, पिछले वित्तवर्ष के दौरान भारतीय अर्थव्यवस्था में आठ दशमलव चार प्रतिशत की वृद्धि दर का परिणाम है। प्रतिव्यक्ति आय में यह बढ़ोतरी देश में बढ़ रही संपन्नता को दर्शाती है। आंकड़ों के अनुसार मौजूदा कीमतों के आधार पर अर्थव्यवस्था का आकार पिछले वित्तवर्ष में ७१ लाख ५७ हजार ४१२ करोड़ रुपये रहा, जो वर्ष २००९-१० के मुकाबले साढ़े सत्रह प्रतिशत ज्यादा है।

निर्वाचन आयोग आज उत्तर प्रदेश विधानसभा चुनाव के पहले चरण की तैयारियों की समीक्षा करेगा। राज्य के मुख्य चुनाव अधिकारी ने बताया कि निर्वाचन उपायुक्त डॉ. आलोक शुक्ला फैजाबाद में इन दस जिलों के प्रशासनिक और पुलिस अधिकारियों के साथ तैयारियों का जायजा लेंगे। दूसरे चरण के मतदान वाले पांच जिलों के अधिकारियों को भी समीक्षा बैठक में शामिल होने का निर्देश दिया गया है। हमारे संवाददाता ने बताया कि बैठक में राज्य के मुख्य चुनाव अधिकारी, पुलिस और व्यय सहित सभी प्रेक्षक, बिहार के मुख्य निर्वाचन अधिकारी और सी आर पी एफ के महानिदेशक भी शामिल होंगे।
 तीसरे चरण के मतदान के लिए नामांकन वापस लेने का आज आखिरी दिन है। नौ उम्मीदवारों के नाम वापस लेने और ५९ नामांकन रद्द होने के बाद ५६ सीटों के लिए एक हजार ७२ उम्मीदवार चुनाव मैदान में है। मतदान १५ फरवरी को होगा।
 चौथे चरण में लखनऊ, फैजाबाद, इलाहाबाद, कानपुर और चित्रकूट धाम डिवीजनों की ५६ विधानसभा सीटों के लिए नामांकन भरने का काम आज खत्म हो जायेगा। अब तक ७७६ उम्मीदवारों ने नामांकन दाखिल किए हैं।

निर्वाचन आयोग ने मणिपुर में विधानसभा की ग्यारह सीटों के चौंतीस मतदान केन्द्रों पर पुनर्मतदान के आदेश दिए हैं। राज्य के मुख्य चुनाव अधिकारी पी. सी. लावकुंगा ने हमारे इम्फाल संवाददाता को बताया कि पुनर्मतदान चार फरवरी को होगा। उन्होंने कहा कि शनिवार को हुए मतदान के दौरान हिंसा और गड़बड़ियों के कारण पुनर्मतदान कराया जा रहा है। उन्होंने कहा कि सभी मतदान केन्द्र अतिसंवेदनशील घोषित किए गए हैं और इन केन्द्रों पर अर्द्ध सैन्य बलों की तिरानबे कंपनियां तैनात की जायेंगी।

तमिलनाडु की मुख्यमंत्री जे. जयललिता के खिलाफ आय से अधिक सम्पत्ति के मामले में आगे और जांच निरस्त करने के कर्नाटक हाईकोर्ट के फैसले के खिलाफ तमिलनाडु सरकार की याचिका को सुप्रीम कोर्ट ने निरस्त कर दिया। उच्चतम न्यायालय ने निचली अदालत को आदेश दिया कि वह जयललिता के खिलाफ आय से अधिक सम्पत्ति के मामले की जल्द सुनवाई करे। न्यायमूर्ति दलबीर भंडारी और न्यायमूर्ति दीपक मिश्रा की पीठ ने कर्नाटक हाईकोर्ट के सितम्बर, २०११ के आदेश को चुनौती देने वाली तमिलनाडु पुलिस की याचिका पर सुनवाई करने से मना कर दिया। इस याचिका में इस मामले में आगे और जांच को बढ़ाने की बात कही गयी थी।

मुंबई की एक सत्र अदालत ने पिछले वर्ष जनवरी से अप्रैल के बीच भारतीय नौसेना और तटरक्षक बल द्वारा गिरतार १२० सोमालियाई समुद्री डाकुओं में से १०५ के खिलाफ आरोप तय कर दिए हैं। इन सभी का कहना है कि वे दोषी नहीं है। इन्हें शहर के बाहरी छोर पर तलोजा जेल में रखा गया है। अदालत ने भारतीय दण्ड संहिता, शस्त्र अधिनियम और गैर कानूनी गतिविधि निवारण अधिनियम की विभिन्न धाराओं के तहत उनके खिलाफ आरोप लगाये हैं।
 समुद्री डाकुओं की पहली टोली में १५ सदस्य हैं, जिन्हे पिछले वर्ष २८ जनवरी को थाईलैंड और म्यांमार के बीस नागरिकों को बंधक बनाने के आरोप में गिरतार किया गया था।

मध्य प्रदेश का विश्वप्रसिद्ध खजुराहो नृत्य महोत्सव आज से शुरू हो रहा है। हमारे संवाददाता ने खबर दी है कि महोत्सव की शुरूआत ओडिसी नृत्यांगना सुजाता महापात्रा की प्रस्तुति से होगी।

 एक सप्ताह तक चलने वाले इस नृत्य महोत्सव में भारतीय शास्त्रीय नृत्यों के कथक, भरतनाट्यम, ओडिसी, मणिपुरी, कुचिपुडी जैसे विभिन्न रूप प्रदर्शित किये जाएंगे। देश भर से २५ से अधिक जाने-माने नर्तकों और सात नृत्य दलों को महोत्सव में अपनी प्रस्तुतियां देने के लिए आमंत्रित किया गया है। नृत्य प्रस्तुतियां चित्रगुप्त और विश्वनाथ मंदिरों की पृष्ठभूमि में होंगी। एक खास बात यह है कि इस बार नृत्य उत्सव में प्रवेश निशुल्क रखा गया है। शारिक नूर आकाशवाणी समाचार भोपाल।

सूरजकुंड मेला आज से शुरू हो रहा है। हरियाणा पर्यटन विभाग द्वारा आयोजित इस मेले का उद्देश्य ग्रामीण माहौल में परम्परागत भारतीय हस्तशिल्प को बढ़ावा देना हैं। इस बार मेले का प्रमुख राज्य असम है। १५ फरवरी तक चलने वाले इस मेले में भारत और विदेश के ७०० से ज्यादा शिल्पी भाग लेंगे।

 वर्ष १९८१ से शुरू हुआ यह मेला भारतीय कलाकारों और शिल्पकारों को अपनी कला के प्रदर्शन के लिए बेहतरीन मंच प्रदान करता है। सूरज कुंड शिल्प मेले में पेंटिंग्स और टैक्स्टाइल्स के अलावा लकड़ी, हाथी दांत, मिट्टी, पत्थर और लाख से बनी वस्तुएं बरबस ध्यान आकृष्ट करती हैं। लोग इन खूबसूरत चीजों को खरीदने का लोभ संभाल नहीं पाते। इसके अलावा नाट्यशाला, लोकनृत्य और संगीत प्रस्तुतियां मेले को और भी आकर्षक बनाती हैं।

भारत और ऑस्ट्रेलिया के बीच दो मैचों की श्रृंखला का पहला ट्वेन्टी-ट्वेन्टी क्रिकेट मैच आज सिडनी में खेला जाएगा। वर्ष २००० के ओलिम्पिक खेलों के लिए निर्मित स्टेडियम ऑस्ट्रेलिया में यह पहला मैच है। इस स्टेडियम की क्षमता सिडनी क्रिकेट ग्राउंड से अधिक है।

नेपाल में राज्य पुनर्गठन आयोग ने कल सरकार को अपनी रिपोर्ट सौंपी। आयोग के अधिकतर सदस्यों की इस रिपोर्ट में जाति तथा भाषा के आधार पर ग्यारह राज्य बनाने और उन्हें संघीय व्यवस्था में लाने का प्रस्ताव किया गया है। इस प्रस्ताव से असहमत तीन सदस्यों ने अपनी अलग रिपोर्ट पेश की है, जिसमें संघीय व्यवस्था के तहत भौगोलिक आधार पर छह राज्य बनाने की बात की गई है।

बंगलादेश रेलवे ने दस ब्रॉडग्रेज डीज+ल इलेक्ट्रिक इंजन खरीदने के लिए भारत की सार्वजनिक क्षेत्र की कंपनी रिट्स लिमिटेड के साथ एक समझौते पर हस्ताक्षर किए हैं। इन इंजनों की कीमत तीन करोड़ दस लाख डॉलर है। रिट्स लिमिटेड के कार्यकारी निदेशक वी.के. जैन और बंगलादेश रेलवे के अतिरिक्त महानिदेशक खलील-उर-रहमान ने ढाका में इस समझौते पर हस्ताक्षर किए। रिट्स कंपनी इस समझौते की तारीख से पहले १३ महीनों के भीतर बंगलादेश को दो इंजन देगी।

French firm Dassault Aviation bagged India's biggest-ever military contract for supplying 126 Rafale combat aircraft for the Air Force. It edged out European rival EADS in the deal. The French firm was declared as the lowest bidder. It will get the contract under India's defence procurement procedure. The deal is worth our ten billion dollars. According to the Request for Proposal, the winner of the contract will have to supply 18 of the 126 aircrafts to the IAF in 36 months from its facilities and the remaining would be produced at HAL facilities in Bangalore. In a statement issued by the French Embassy in New Delhi, President Nicolas Sarkozy expressed happiness at India's selection of the French fighter aircraft.

The Prime Minister Dr Manmohan Singh has said, both public and private sectors need to work together and complement each other to meet the demands of rapidly growing economy. Speaking in New Delhi after giving away Standing Conference of Public Enterprises awards, Dr Singh said that his government is committed to a strong public sector in the country.
"Our government stands committed to a strong public sector in our country. We are of the clear view that both public and private sectors need to work together and complement each other to meet the demands of our rapidly growing economy. Our country needs huge amounts of investments in both, public and private sectors, particularly in the area of infrastructure."
The Prime Minister expressed happiness that Central Public Sector Undertakings have committed to investment plans amounting to over one lakh, 40 thousand crore rupees in the coming year. He urged the Central Public Sector Enterprises to embark upon ambitious plans of expansion to make the target of 12 to 14 per cent growth in the manufacturing sector, a reality.

Reserve Bank of India has said that all private sector banks will now be considered eligible to handle any Central or State Government business at par with public sector banks. Till now, only three private banks, namely ICICI Bank Ltd, HDFC Bank Ltd and Axis Bank Ltd were appointed by RBI as its agents to carry out limited general banking business. In a notification issued from Mumbai yesterday, RBI said that this move would improve customer convenience by increasing the number of customer service outlets.

In Uttar Pradesh, today is the last date for withdrawal of nominations for the third phase of the Assembly Elections. Nine candidates have withdrawn their nominations while 59 papers have been rejected so far. Polling will be held on February 15th. Today is also the last date for filing nomination for fourth phase, while the papers for fifth phase can be filed upto 4th February. The Election Commission will review poll preparedness for first phase of assembly elections today. The Chief Electoral Officer of the state Mr. Umesh Sinha told our correspondent that Deputy Election Commissioner Alok Shukla will review the poll arrangements at Faizabad with concerned administrative and police officers of all 10 districts, going for poll in this phase.

In Manipur, Election Commission has ordered re-poll in 34 polling stations, covering 11 Assembly constituencies in five hill districts. The state Chief Electoral Officer P C Lawkunga told AIR Imphal Correspondent that re-poll will be held on the 4th of February. All the polling stations have been declared hyper-sensitive and 93 companies of the central paramilitary forces will be deployed for the re-poll.

The Supreme Court disallowed a plea of Tamil Nadu government against the Karnataka High Court order, which had rejected further probe in a disproportionate assets case against Chief Minister J Jayalalithaa. The Apex Court also directed the trial court, hearing the disproportionate assets case against her to expeditiously hear the matter. A bench of Justice Dalveer Bhandari and Justice Dipak Misra declined the plea of the Tamil Nadu Police, challenging the September 2011 order of the Karnataka High Court, quashing its request for further investigations in the case.

In Syria, government troops have recaptured the Damascus suburbs after crushing rebel forces. The diplomats, in the meantime, debated a United Nations draft resolution demanding that President Bashar al-Assad halt the violence and cede power. In Nepal, the State Restructuring Commission presented its report to the government yesterday, with a majority proposing an eleven state federal model based on ethnic and linguistic lines. Our correspondent reports that majority of the nine member Commission led by Chairman Madan Pariyar, submitted the report to Prime Minister Baburam Bhattarai.
"The State Restructuring Commission formed about two months ago had been given a mandate to suggest to government the federal structure and decide on the number of states. However instead of a single report, two reports have been given to the Prime Minister as the members failed to come to a consensus. The members, who were chosen by the parties, failed to rise above their differences. The majority have suggested an eleven state and have also given names, while the three dissenting members have not suggested the names of the six states. Jane Namchu, Kathmandu."

Bangladesh Railways signed an agreement with India's public sector company RITES Limited for the purchase of ten broad gauge diesel electric locomotives at a cost of about 31 million US Dollars. Executive Director of RITES Ltd VK Jain and Bangladesh Railway's Additional Director General Khalilur Rahman signed the agreement on behalf of their respective organizations at Railway Bhavan in Dhaka yesterday. RITES will supply two locomotives to Bangladesh in the first 13 months from the date of signing the deal and the rest of the eight engines are expected to be delivered five months after the first supply.

A sessions court in Mumbai has framed charges against 105 out of 120 Somalian pirates nabbed by the Indian Navy and Coast Guard between January and April last year. All these pirates, however, pleaded not guilty. They are currently lodged in Taloja jail on the outskirts of the city. The court, yesterday, framed charges against them under various sections of IPC, Arms Act and Unlawful Activities Prevention Act.

उत्तरप्रदेश में विधानसभा चुनाव के तीसरे चरण में आज शाम नाम वापिस लेने का समय समाप्त होने के साथ ही नामांकन प्रक्रिया पूरी हो जाएगी। चौथे चरण के लिए आज शाम तक पर्चे भरे जा सकते हैं। पांचवे चरण के लिए भी नामांकन पत्र भरे जा रहे हैं। चार फरवरी तक नाम वापिस लिए जा सकेंगे। छठे चरण के मतदान की अधिसूचना कल जारी की जाएगी। विधानसभा चुनाव के लिए मतदान सात चरणों में आठ फरवरी से तीन मार्च तक होगा।इस बीच, पहले और दूसरे चरण के मतदान के लिए प्रचार और तेज हो गया है। विभिन्न राजनीतिक दलों के नेता मतदाताओं का समर्थन जुटाने के लिए जगह-जगह रैलियां कर रहे हैं। आइए नजर डाले अम्बेडकर नगर जिले के निर्वाचन क्षेत्र पर।

अम्बेडकर नगर में मायावती सरकार के तीन मंत्रियों लालजी वर्मा, धरम राज निशात और रामदेव राज भारती की प्रतिष्ठा दाव पर है। इनमें से दो धरमा और निशात ने अपनी परंपरागत सीटें बदल दी हैं और राजभर को पार्टी में उम्मीदवार नहीं बनाया है। उनके बेटे को मैदान में उतारा है। बीएसपी ने चार क्षेत्रों में नये चेहरे उतारे हैं जबकि कांग्रेस के उम्मीदवार सभी पांच क्षेत्रों में नये हैं। भारतीय जनता पार्टी ने इस चुनाव में सभी सीटों में अपने उम्मीदवार खड़े किये हैं। पार्टी ने आजमगढ के अपने सांसद के पुत्र को जलालपुर से उम्मीदवार बनाया है। समाजवादी पार्टी ने अपने एक और सांसद शंखलाल माझी को प्रदेश सरकार के मंत्री लालजी वर्मा के खिलाफ उतारा है। कांग्रेस और समाजवादी पार्टी ने दल बदलुओं को भी अपना उम्मीदवार बनाया है। सभी महत्वपूर्ण दलों ने जिले में प्रभावी प्रचार अभियान चलाया है। चुनाव आयोग ने जिले में मतदान का प्रतिशत बढाने के लिए कई कदम उठाये हैं। पिछले विधानसभा चुनाव में ५४ प्रतिशत जबकि लोकसभा चुनाव में लगभग ५३ प्रतिशत मतदान हुआ था। सुबोध खतरी के साथ मैं सुनील शुक्ल आकाशवाणी समाचार अम्बेडकर।
उधर, संत कबीर नगर जिले के निर्वाचन क्षेत्रों की स्थिति बता रहे हैं हमारे संवाददाता -

पर्यटन, हैंडलूम और गन्ने तथा शक्कर आधारित उद्योगों की यहां काफी संभावनाएं मौजूद हैं। अगर हम पिछले चुनाव में नजर डाले तो मेहंदावल सीट पिछले तीन चुनाव में समाजवादी पार्टी के पास रही। जबकि उस समय सुरक्षित रही खलीलाबाद में बहुजन समाज पार्टी जीती थी। मेहंदावल से वर्तमान विधायक अब्दुल कलाम इस बार खलीलाबाद से चुनाव लड़ रहे हैं। जबकि नई उभरी पीस पार्टी के अध्यक्ष डॉ० अयूब भी इसी सीट पर अपनी किस्मत अजमा रहे हैं। लगभग सभी सीटों पर अधिकतर नये चेहरे हैं। लक्ष्मीनारायण पांडे के साथ खलीलाबाद से मैं सलमान हैदर।

निर्वाचन आयोग ने आज उत्तरप्रदेश विधानसभा चुनाव में पहले चरण के मतदान की तैयारियों की समीक्षा की। निर्वाचन उप-आयुक्त डॉ० आलोक शुक्ला आज फैजाबाद पहुंचे। राज्य में विधानसभा चुनाव के पहले चरण में जिन दस जिलों में मतदान होना है, उनके प्रशासनिक और पुलिस अधिकारी भी डॉ० शुक्ला के साथ थे। गोरखपुर, देवरिया, महाराजगंज, कुशीनगर और संत कबीरनगर जिलों के अधिकारियों ने भी इस बैठक में हिस्सा लिया। इन पांच जिलों में दूसरे चरण में मतदान होना है।
निर्वाचन उप आयुक्त पहले चरण के मतदान वाले जिलों और निर्वाचन क्षेत्रों में तैनात आयोग के प्रेक्षकों के साथ अलग से बैठक करेंगे।
इस बीच, पहले चरण के मतदान के लिए चुनाव प्रचार में अब कुछ ही दिन रह गये हैं। इस चरण में ५६ निर्वाचन क्षेत्रों में आठ फरवरी को वोट डाले जाएंगे। आयोग ने निर्देश दिया है कि मतदान में लोगों की भागीदारी बढ़ाने के लिए सभी संभव उपाय किये जाएं और संवेदनशील इलाकों और मतदान केन्द्रों पर समुचित सुरक्षा प्रबंध किये जाएं।
गुजरात उच्च न्यायालय ने आज उस याचिका को खारिज कर दिया, जिसमें नानावटी आयोग को २००२ के दंगों के सिलसिले में राज्य के मुख्यमंत्री नरेन्द्र मोदी को पूछताछ के लिए बुलाने का निर्देश देने की मांग की थी। न्यायालय ने कहा कि ये फैसला आयोग को करना है कि उसे किस व्यक्ति को पूछताछ के लिए बुलाना है और किसे नहीं। न्यायमूर्ति अकील कुरैशी और न्यायमूर्ति सोनिया गोकानी की खण्डपीठ ने २००२ के कुछ दंगापीड़ितों का प्रतिनिधित्व कर रहे गैर सरकारी संगठन जन संघर्ष मंच की इस याचिका पर पिछले सप्ताह अपना आदेश सुरक्षित रखा था।
हमारे संवाददाता ने कहा है कि उच्च न्यायालय के इस आदेश को श्री मोदी के लिए राहत के रूप में देखा जा रहा है।
इससे पहले २००२ के दंगों की जांच कर रहे न्यायमूर्ति जी टी नानावटी और न्यायमूर्ति अक्षय मेहता के आयोग ने श्री मोदी को पूछताछ के लिए बुलाने के जन संघर्ष मंच के अनुरोध को नामंजूर कर दिया था, जिसके बाद इस मंच ने उच्च न्यायालय में याचिका दायर की थी।

तमिलनाडु विधानसभा में विपक्षी डीएमडीके के नेता विजयकांत और मुख्यमंत्री जयललिता के बीच तीखी नोंकझोंक के बाद डीएमडीके पार्टी के सभी सदस्यों को सदन से बाहर निकाल दिया गया।
ऑल इंडिया अन्ना डीएमके और डीएमडीके के बीच बस किरायों और दूध के मूल्यों में वृद्धि को लेकर तीखी झड़प हुई। दोनों पक्षों के सदस्य खड़े हो गये और शोर-शराबा करने लगे। सुश्री जयललिता ने विजयकांत के व्यवहार को र्दुभाग्यपूर्ण बताया और विधानसभा चुनाव में उनकी पार्टी के साथ गठजोड़ करने पर खेद व्यक्त किया। उन्होंने कहा कि डीएमडीके के समर्थन के बिना भी
उनकी पार्टी पिछले वर्ष के विधानसभा चुनाव जीत सकती थी। बाद में विधानसभा अध्यक्ष ने डीएमडीके के सभी सदस्यों को सदन से बाहर निकाले जाने का आदेश दिया। उनका कहना था कि इन सदस्यों का व्यवहार सदन की मर्यादा के खिलाफ है। उन्होंने ये मामला विशेषाधिकार समिति के पास भेज दिया। ऑल इंडिया अन्ना डीएमके और डीएमडीके पार्टियों का गठबंधन स्थानीय निकायों के चुनावों के दौरान टूट गया था।

सरकार ने आदिवासियों के जनजातीय ज्ञान और उनके द्वारा तैयार की गई वस्तुओं को बौद्धिक सम्पदा अधिकार के तहत पेटेंट करने की पहल कर दी है। नई दिल्ली में आज एक समारोह के दौरान संवाददाताओं से बातचीत में जनजातीय मामलों के मंत्री वी० किशोर चन्द्र देव ने कहा कि उनका मंत्रालय आदिवासियों द्वारा तैयार वस्तुओं और जनजातीय ज्ञान को रिकार्ड करने की प्रक्रिया शुरू कर चुका है और इस सिलसिले में उसने राज्य सरकारों से सहायता भी मांगी है। श्री देव ने यह भी स्पष्ट कर दिया है कि प्राकृतिक उत्पादों को इस सूची में रखा नहीं गया है।

पश्चिम बंगाल में राज्य सरकार अपने कर्मचारियों के पूर्ण ट्रेड यूनियन अधिकारों को वापस लेने पर विचार कर रही है। कोलकाता में ये जानकारी देते हुए राज्य के श्रममंत्री पूर्णेन्दु बासु ने बताया कि १९८१ के सरकारी कर्मचारी सेवा नियमों में इसके लिए संशोधन किया जाएगा। श्री बासु ने बताया कि श्रम मंत्रालय राज्य मंत्रिमण्डल की मंजूरी के लिए उसके सामने ये प्रस्ताव रखेगा। हमारे कोलकाता संवाददाता ने खबर दी है कि राज्य की पिछली वाम मोर्चा सरकार ने १९८१ में अपने कर्मचारियों को पूर्ण ट्रेड यूनियन अधिकार दिये थे। इसके लिए पश्चिम बंगाल सेवा नियमों में एक धारा जोड़ी गई थी। मंत्रिमण्डल के फैसले से अगर ये धारा हटा ली जाती है, तो राज्य सरकार के कर्मचारी अपनी मांगों पर जोर देने के लिए आंदोलन, धरना, भूख हड़ताल या किसी अन्य तरह का आंदोलन नहीं कर सकेंगे। राज्य सरकार पुलिस कल्याण बोर्ड बनाकर पहले ही पुलिस बल में ट्रेड यूनियन अधिकारों पर प्रतिबंध लगा चुकी है। इस बीच, राज्य सरकार के कर्मचारियों और उनके विभिन्न संगठनों ने सरकार के इस कदम की निंदा की है और इस मुद्दे को लेकर विरोध प्रदर्शन करने की धमकी दी है।

भारत, चीन और रूस ने सीरिया संकट के समाधान के लिए ताकत के इस्तेमाल का विरोध किया है। भारत ने सभी पक्षों से कहा है कि वे अरब लीग के साथ सहयोग करें और सीरिया की सम्प्रभुत्ता का सम्मान करते हुए कोई राजनीतिक प्रक्रिया शुरू की जाएं। न्यूयार्क में संयुक्त राष्ट्र में भारत के राजदूत हरदीप सिंह पुरी ने आज सुरक्षा परिषद के विशेष सत्र को संबोधित करते हुए यह टिप्पणी की। श्री पुरी ने कहा कि राजनीतिक प्रक्रिया की शुरूआत सीरिया के लोगों को ही करनी चाहिए जिसमें सीरिया की सम्प्रभुत्ता, एकजुटता और उसकी क्षेत्रीय अखंडता का पूरा सम्मान हो।
संयुक्त राष्ट्र में चीन के राजदूत ली बाउडांंग ने सुरक्षा परिषद में कहा कि उनका देश सीरिया में जबरदस्ती सत्ता परिवर्तन के बिल्कुल खिलाफ है। रूस के विदेशमंत्री सरगई लावरोफ ने कहा कि उनका देश सीरिया पर थोपे जाने की किसी भी कार्रवाई का विरोध करेगा। संयुक्त राष्ट्र में सीरिया के राजदूत बशार जाफरी ने प्रस्ताव मसौदे को यह कहते हुए रद्द कर दिया कि यह अंतर्राष्ट्रीय नियमो का खुला उल्लंघन है और जिससे सीरिया के अंदरूनी मामले में सीधा हस्तक्षेप होता है। अरब और पश्चिमी देशों ने मंगलवार को सुरक्षा परिषद से कहा था कि राष्ट्रपति बशार-अल-असद को सत्ता से हटाने से संबंधित प्रस्ताव पर तुरन्त कार्रवाई की जाए।इससे पहले, कतर के प्रधानमंत्री सीरिया के मामले में अरब लीग पर्यवेक्षकों की रिपोर्ट सुरक्षा परिषद को सौंप चुके हैं। मसौदा प्रस्ताव में दो सप्ताह के भीतर राजनीतिक परिवर्तन का सुझाव दिया गया है। इसके अन्तर्गत राष्ट्रपति बशार अल असद को सत्ता अपने उपराष्ट्रपति को सौंप देना होगा।

पाकिस्तान की सुप्रीमकोर्ट ने अदालत की अवमानना के मामले में प्रधानमंत्री सैयद युसुफ रज+ा गिलानी के खिलाफ सुनवाई शुरू कर दी है। न्यायमूर्ति नासिरूल मुल्क की अध्यक्षता में सात सदस्यीय पीठ के समक्ष श्री गिलानी ने १९ जनवरी को अदालती अवमानना के आरोपों को खारिज करते हुए क्षमा मांगने से इंकार किया था। अगर वे इस मामले में दोषी पाये गए तो उनको उन्हें अपना पद छोड़ना पड़ सकता है।
न्यायालय ने प्रधानमंत्री गिलानी को सम्मन भेजकर यह स्पष्ट करने के लिए कहा था कि उन्होंने राष्ट्रपति आसिफ अली जरदारी के खिलाफ धोखाधड़ी के मामले फिर खोले जाने के बारे में स्विटजरलैंड से बातचीत करने से इंकार क्यों किया था। श्री गिलानी ने सात सदस्यों की पीठ के समक्ष कहा था कि पाकिस्तान के संविधान के अनुसार पाकिस्तान में राष्ट्रपति को पूर्ण कानूनी संरक्षण प्राप्त है। न्यायालय ने प्रधानमंत्री की ओर से उनके वकील ऐतजज हसन को हाजिर होने की अनुमति दे दी है।

निशानेबाजों के प्रशिक्षण शिविरों और विदेशों में अभ्यास पर १४ करोड़ ४० लाख रूपये खर्च किये गये हैं। लंदन ओलम्पिक खेलों की तैयारी के सिलसिले में निशानेबाजों के लिए अब तक १२४ दिन की कुल अवधि के आठ प्रशिक्षण शिविर लगाये जा चुके हैं। भारतीय राष्ट्रीय राइफल एसोसिएशन के महासचिव जगजीतसिंह ने आज नई दिल्ली में लंदन ओलम्पिक खेलों की तैयारी की समीक्षा के लिए आयोजित बैठक में ये जानकारी दी। बैठक की अध्यक्षता खेल मंत्री अजय माकन ने की। ९१ निशानेबाजों को प्रशिक्षण देने के लिए राष्ट्रीय शिविरों पर दो करोड़ ९० लाख रूपये खर्च किये गये। हमारे संवाददाता ने कहा है कि २००८ में पेइचिंग में हुए पिछले ओलम्पिक खेलों में भारत के अभिनव बिन्द्रा ने पुरूषों की एयर राइफल प्रतिस्पर्द्धा में स्वर्ण पदक जीता था। भारत के नौ निशानेबाजों ने इन ओलम्पिक खेलों में हिस्सा लिया था।

बम्बई शेयर बाजार के शुरूआती कारोबार में आज सेन्सेक्स में ५५ अंकों से अधिक की गिरावट रही। कल यह ३३० अंक से अधिक की वृद्धि के साथ बन्द हुआ था। अब से कुछ देर पहले यह ८० अंक की वृद्धि के साथ १७ हजार २७४ पर था।नेशनल स्टॉक एक्सचेंज का निफ्टी भी २६ अंक बढ़ कर ५ हजार २२५ पर आ गया।अन्तरबैंक विदेशी मुद्राबाजार में डॉलर के मुकाबले रूपया आज १८ पैसे कमजोर हुआ। एक डॉलर की कीमत ४९ रूपये ६४ पैसे हो गयी।

एशियाई बाजारों में आज कच्चा तेल महंगा हुआ। पश्चिमी एशिया और अफ्रीका में सप्लाई में रूकावट की आशंका के मद्देनज+र ऐसा हुआ। मार्च की डिलीवरी के लिए न्यूयॉर्क का लाइट स्वीट क्रूड १८ सेंट महंगा होकर ९९ डॉलर ६६ सेंट प्रति बैरल हो गया। लंदन के ब्रेंट नार्थ सी क्रूड की कीमत में भी ४४ सेंट की तेजी आई और एक बैरल की कीमत १११ डॉलर ४२ सेंट हो गई।

देश के निर्यात में पिछले दिसम्बर में इससे एक वर्ष पहले की इसी अवधि के मुकाबले छह दशमलव सात प्रतिशत की वृद्धि दर्ज की गई और यह २५ अरब डॉलर का रहा। अमरीका और यूरोप के बाजारों में मांग की कमी के कारण ऐसा हुआ। दूसरी तरफ इस अवधि में आयात में वार्षिक आधार पर १९ दशमलव आठ प्रतिशत वृद्धि हुई और यह ३७ अरब ७० करोड़ डॉलर का रहा। वाणिज्य मंत्रालय के आज जारी आंकड़ों के अनुसार दिसम्बर २०११ में व्यापार घाटा १२ अरब ७० करोड़ डॉलर का रहा, जो इससे एक वर्ष पहले की इसी अवधि में ८ अरब डॉलर था।
लेकिन पहले के महीनों में निर्यात के क्षेत्र में अच्छी वृद्धि के कारण अप्रैल से दिसम्बर तक के नौ महीनों में देश के निर्यात में इससे एक वर्ष पहले की इसी अवधि के मुकाबले २५ दशमलव आठ प्रतिशत की वृद्धि दर्ज की गई। इस अवधि में निर्यात दो खरब, १७ अरब ६० करोड़ डॉलर का रहा। इसी अवधि में देश के आयात में भी ३० दशमलव तीन प्रतिशत की वृद्धि हुई और ये तीन खरब, पचास अरब ९० करोड़ डॉलर का हो गया। इस तरह इस अवधि में व्यापार घाटा एक खरब, ३३ अरब बीस करोड़ डॉलर का रहा।
दिसम्बर २०११ में तेल के आयात में ११ दशमलव दो प्रतिशत की वृद्धि हुई, जबकि अन्य वस्तुओं के आयात में २३ दशमलव तीन प्रतिशत की वृद्धि हुई। अप्रैल से दिसम्बर तक के नौ महीनों में तेल के आयात में चालीस दशमलव तीन प्रतिशत और अन्य वस्तुओं के आयात में २६ दशमलव पांच प्रतिशत की वृद्धि हुई।

कंपनी मामलों के केन्द्रीय मंत्री एम वीरप्पा मोइली ने निजी क्षेत्र से कहा है कि वे अपनी सामाजिक जिम्मेदारी निभाने में भी योगदान करे। उन्होंने कहा है कि सार्वजनिक क्षेत्र की कंपनियां अपने लाभ का दो प्रतिशत सामाजिक दायित्वों के निर्वाह में लगा रही हैं। नई दिल्ली में कंपनियों के सामाजिक दायित्वों के विषय पर आयोजित दूसरे राष्ट्रीय सम्मेलन को संबोधित करते हुए श्री मोइली ने यह जानकारी दी। उन्होंने कहा कि योजना आयोग ने कंपनियों के सामाजिक दायित्व के निर्वाह के एक हिस्से के तौर पर उच्च शिक्षा में उनके योगदान की एक योजना बनाई है। इससे उच्च शिक्षा क्षेत्र में ज्यादा से ज्यादा छात्रों के शामिल किये जाने के सरकारी लक्ष्य को पूरा करने में मदद मिलेगी। उन्होंने कहा कि उनके मंत्रालय ने इस संबंध में विधायी, नियामक, सेवा और क्षमता निर्माण की दिशा में पहल भी की है।

सीबीआई के दल ने कल अवकाश प्राप्त थलसेना उपाध्यक्ष लेफि्‌टनेंट जनरल नोबेल थम्बुराज के निवास पर छापा मारा। सीबीआई ने सेना के पूर्व एस्टेट अधिकारी एस आर नैय्‌यर के निवास और कल्पतरू निर्माण कपनी के कार्यालय पर भी छापे मारे। हमारे संवाददाता ने बताया कि ये छापे नई दिल्ली में सेना मुख्यालय में दायर एक शिकायत के बाद मारे गये।

रिटायर्ड लेफि्‌टनेंट जनरल शंभूराज जब पुणे में दक्षिण कमान के प्रमुख थे तब रक्षा मंत्रालय का एक बंगला उन्होंने कल्पतूल बिल्डर को लीज पर दिया था। इसके लिए स्टेट ऑफिसर नैयर ने भी उनका साथ दिया। दोनो ने मिलकर यह बंगला बिल्डर को नियमों की अनदेखी करके दिया और इस पूरे व्यवहार में उस बिल्डर को ४५ करोड़ का मुनाफा हुआ है ऐसा आरोप है। सीबीआई ने इस छापे में महत्वपूर्ण कागजात हासिल किये हैं और मामले की तहकीकात जारी है। महेश अयंगर आकाशवाणी समाचार पुणे।

मध्य प्रदेश का विश्वप्रसिद्ध खजुराहो नृत्य महोत्सव आज से शुरू हो रहा है। एक सप्ताह चलने वाले इस उत्सव में भारतीय शास्त्रीय नृत्यों की विविध शैलियों -कथक, भरत नाट्यम, ओडिसी, मणिपुरी और कुचिपुडी - की प्रस्तुतियां होंगी। हमारे संवाददाता ने बताया है कि देश भर के २५ जानेमाने कलाकारों तथा सात दलों को यहां प्रदर्शन के लिए आमंत्रित किया गया है।

सूरजकुंड मेला आज से शुरू हो रहा है। हरियाणा पर्यटन विभाग द्वारा आयोजित इस मेले का उद्देश्य ग्रामीण माहौल में परम्परागत भारतीय हस्तशिल्प को बढ़ावा देना हैं। इस बार मेले का प्रमुख राज्य असम है। १५ फरवरी तक चलने वाले इस मेले में भारत और विदेश के ७०० से ज्यादा शिल्पी भाग लेंगे। मेले में भारत की समृद्ध संस्कृति, शिल्प और परम्पराओं की झलक मिलती है।

भारतीय तटरक्षक बल आज अपना ३५वॉं स्थापना दिवस मना रहे हैं। १९७७ में इसी दिन भारत के सागरीय तटों की सुरक्षा के साथ देश की सुरक्षा को सुनिश्चित करने के उद्देश्य से तटरक्षक बल की स्थापना की गई थी। हमारे संवाददाता ने बताया है कि इन तट रक्षकों ने न केवल भारतीय तटों की रक्षा की बल्कि कानून और व्यवस्था बनाये रखने, आपदा प्रबंधन और पर्यावरण संरक्षण में भी अपना बहुमूल्य योगदान किया।

अंडमान निकोबार द्वीप समूह में १४ देशों की नौसेनाओं का संयुक्त समागम मिलन-२०१२ आज पोर्ट ब्लेयर में आरंभ हो गया। प्रतिभागी देशों के नौसैनिक जहाजों और शिष्टमंडलों के पोर्ट ब्लेयर पहुंचने के बाद अंडमान-निकोबार कमान की ओर से थाईलैंड के फुकेट से गये नौकायन अभियान दल १६ सौ किलोमीटर की यात्रा तय करते हुए आज सुबह पोर्ट ब्लेयर पहुंचे। नौसेना के बंदरगाह पर अंडमान-निकोबार कमान क कमांडर इन चीफ लेफि्‌टनेंट जनरल एन.सी. मारवाह ने अन्य वरिष्ठ अधिकारियों के साथ अभियान दल का स्वागत किया। इसके साथ ही मिलन-२०१२ का शुभारंभ हो गया। हमारे संवाददाता ने खबर दी है कि मिलन-२०१३ के दौरान प्रतिभागी देशों को आपस में सामरिक, सांस्कृतिक और सामाजिक मुद्दों पर वैचारिक आदान-प्रदान के लिए उचित मंच प्रदान करेगा।

असम में जोरहाट में २२ वर्षीय अभिजीत बरूआ कल चौबीस घंटे में १५६ दशमलव दो किलोमीटर नंगे पांव दौड़कर गिनीज बुक ऑफ वर्ल्ड रिकॉर्ड्स में शामिल हो गये हैं। रिकॉर्ड की यह श्रेणी नई है और इसे बनाने वाले अभिजीत पहले व्यक्ति हैं। असम पुलिस में कांस्टेबल अभिजीत ने सोमवार को शाम चार बजे से दौड़ना शुरू किया था और कल इसी समय और स्थान पर अपनी यात्रा समाप्त की।
संवाददाताओं को संबोधित करते हुए गिनीज बुक ऑफ वर्ल्ड रिकॉर्ड्‌स के प्रतिनिधि बी के चंद्रशेखर तिवारी ने बताया कि दिशा निर्देशों के अनुसार एक व्यक्ति को रिकार्ड बनाने के लिए चौबीस घंटे में डेढ सौ किलोमीटर नंगे पांव दौड़ना होता है और अभिजीत ने इसे २३ घंटे १९ मिनट में कर दिखाया। हमारे संवाददाता ने बताया है कि इस ऐतिहासिक क्षण को देखने के लिए हजारों लोग सड़कों के किनारे इक्ट्ठा हो गये और उन्होंने अभिजीत की सफलता पर खुशियां मनाई।

आज जयपुर में सुबह दस बजकर ११ मिनट पर आए भूकंप के बाद कुछ हल्के झटके भी महसूस किए गए। भूकंप की तीव्रता रिक्टर पैमाने पर दो दशमलव एक थी। किसी के हताहत होने की खबर नहीं है। हमारे संवाददाता ने खबर दी है कि भूकंप का केन्द्र पश्चिमी जयपुर था। जयपुर और चोमू में करीब बीस सैंकेड तक झटके महसूस किये गए जिससे घबराकर लोग अपने घरों से बाहर चले गए थे।

भारतीय रिजर्व बैंक ने कहा है कि निजी क्षेत्र के सभी बैंक अब सार्वजनिक क्षेत्र के बैंकों की तरह ही केन्द्र अथवा राज्य सरकारों का कारोबार संभालने योग्य माने जाएंगे। अब तक ऐसे केवल तीन बैंकों - आई सी आई सी आई, एच डी एफ सी, और एक्सिस बैंक को ही रिजर्व बैंक के एजेंट के तौर पर सीमित कारोबार करने के लिए नियुक्त किया गया था। कल मुंबई में जारी विज्ञप्ति में रिजर्व बैंक ने कहा है कि इस कदम से ग्राहक सेवा केन्द्रों की संख्या बढ़ेगी, जिससे उन्हें बेहतर सुविधा प्राप्त होगी। इससे केन्द्र और राज्य सरकारों की राजस्व जमा करने और भुगतान करने की व्यवस्था भी अधिक व्यापक होगी। इस सिलसिले में जो बैंक सरकारी कारोबार करने के इच्छुक हैं, उन्हें महालेखा नियंत्रक के पास प्रस्ताव भेजना होगा। राज्य सरकारों के कामकाज के लिए सम्बद्ध विभाग इसकी व्यवस्था करेगा और राज्य के वित्त विभाग को बतायेगा। इसके बाद वित्त विभाग रिजर्व बैंक के क्षेत्रीय निदेशक के पास अपनी सिफारिश के साथ यह प्रस्ताव भेजेगा। रिजर्व बैंक के संशोधित दिशानिर्देश तत्काल प्रभाव से लागू हो गए हैं।

Filing of nominations for fourth phase will also end today. The nomination process for fifth phase of assembly elections has picked up as 4th February is the last date for filing nomination for this phase. Notification for sixth phase will be issued tomorrow. The assembly election is being held in the state in seven phases from 8th February to 3rd March. The campaigning has gained momentum for the first two phases of the polls. Top political leaders are addressing election rallies to garner support in their favour. Congress MP Rajbabbar addressed rally in Ballia while former BJP President Rajnath Singh held a rally in Basti yesterday.

Ambedkar Nagar is considered a strong hold of BSP as the party had won all five assembly seats in the last Assembly elections and the Lok Sabha seat was also captured by the party. The deputy election Commissioner Alok Shukla today arrived in Faizabad alongwith all concerned administrative and police officers of all 10 districts going for polls in this phase. The Gujarat High Court today rejected a petition seeking a direction to the Nanavati Commission to call State Chief Minister Narendra Modi for questioning in connection with the 2002 post-Godhra riots. The court held that it was the discretion of the commission whether to summon a person or not. A division bench of Justice Akil Kureshi and Justice Sonia Gokani had last week reserved its order on a petition by the NGO Jan Sangharsh Manch, JSM, representing some of the 2002 riot victims. Our Ahmedabad Correspondent reports that the High Court order is seen as a relief for Mr Modi. Petitioner had approached the High Court after the Commission of Justice G T Nanavati and Justice Akshay Mehta, probing the 2002 riot cases had rejected NGO’s plea to summon Mr Modi for cross-examination.

In Tamilnadu, Vigilance officials today conducted raids in the premises of former DMK Minister N K K P Raja across the state in connection with a disproportionate assets case. The raids by officials of the Directorate of Vigilance and Anti Corruption were in progress in Chennai and Erode districts. Raja is the latest among several DMK leaders and former Ministers besides MLAS to face police and DVAC action either on land grab charges or allegations of disproportionate assets after the AIADMK government came to power in April last year.

The central bureau of investigation team carried out searches in Pune at the residence of retired Vice - Chief of army staff Lt. Gen Nobel Thamburaj yesterday. The CBI also searched the residences of former defence estate officer S. R. Nayyar and the office of ‘Kalpataru’ construction firm. The searches were conducted following a complaint lodged by the Army headquarters, in New Delhi. More from our correspondent.

Income Tax Department is conducting searches at the premises of businessman and Liquor baron Ponty Chadha in Delhi and Uttar Pradesh. The Directorate of Criminal Investigation of Income Tax raided 17 places belonging to the liquor baron across Delhi and Uttar Pradesh including his multiplexes in Noida and sprawling farm house in Chattarpur spread over 13 acres. Ponty Chadha is the sole liquor distributor in Uttar Pradesh.

In West Bengal, the State government plans to withdraw the full Trade Union Rights of its employees.  Giving this information in Kolkata, the state Labour Minister Purnendu Basu said  that the Service Conduct  Rules of the government employees of 1981 will be amended for this purpose.  Mr. Basu said that the Labour Department will put the proposal to the state cabinet for its approval.   If the clause is withdrawn by the cabinet decision, government employees will not be able to launch agitation, dharna, hunger strike or other forms of movements to press their demands.

The country's exports grew 6.7 percent, year-on-year, to 25 billion dollars in December 2011, due to demand slowdown in the western markets of the US and Europe. But imports rose 19.8 per cent, year-on-year, to 37.7 billion dollars during the month, according to Commerce Ministry data released today. The trade deficit stood at 12.7 billion dollars in December 2011, compared to 8 billion dollars in December 2010. However, due to better performance in the earlier months, the country's exports showed a growth of 25.8 per cent, to 217.6 billion dollars during the April to December 2011 period. During this nine month period, imports rose 30.3 per cent, to 350.9 billion dollars, leaving a trade gap of 133.2 billion.

Voicing its opposition to the use of force to resolve the crisis in Syria, India today asked all sides to cooperate with the Arab League and start a political process that should respect Damascus' sovereignty. Indian Ambassador to the UN Hardeep Singh Puri said this in his remarks during a special session of Security Council at the UN headquarters in New York. Puri said, the process should be led by the Syrians and should respect Syria's sovereignty, unity and territorial integrity. China and Russia have also reiterated their opposition to the use of force to resolve the crisis in Syria. Chinese Ambassador to the United Nations Li Baodong told the Security Council that Beijing is firmly opposed to push for a forced regime change in Syria. Russian Foreign Minister Sergei Lavrov said Moscow won’t support any action that would be imposed on Syria.

The Sensex at the Bombay Stock Exchange fell 55 points, or 0.3 per cent, to 17,139 in early trade, today, as investors booked profits after recent gains. Reserve Bank Governor D Subbarao today cautioned the government that excessive borrowing is bad and urged to put a cap on the public debt as it would hurt growth. Addressing an International Research Conference in Mumbai, Subbarao said that there is an inflexion point beyond which fiscal deficits militate against growth. He said that government borrowing is not bad per se, but excessive borrowing is and therefore there is a need to cap total public debt as a proportion of GDP.

State-run Coal India Limited (CIL) has signed a pact with its trade unions to increase wages of workers by 25 per cent. The hike will benefit over 3.7 lakh workers of the world's largest coal producer. An agreement was signed between union representatives and CIL management for increase in the wages under which minimum guaranteed benefit would be 25 per cent of gross as on June 30 last year.  Our correspondent reports, this would put an additional burden of 6,500 crore rupees on the public sector unit.

Union Minister for Corporate Affairs Mr. M. Veerappa Moily today asked private sector to come forward for corporate social responsibility, CSR. The Minister said that Public Sector Companies are already providing 2 per cent of their profit towards CSR.  Addressing the 2nd National CSR Conclave in New Delhi, Mr. Moily said that the Planning Commission has mooted the idea of Public Sector Units setting up higher education hubs as part of their CSR. The move will help the government in achieving its target of gross enrolment ratio in Higher education sector.

An amount of 14 crore 40 lakh rupees has been spent on the training and foreign exposure to shooters. Eight coaching camps of a total duration of 124 days have been organized till now as a part of Operation Excellence for the London Olympics 2012 scheme. Secretary General of National Rifle Association of India,  Jagjit Singh informed this in a review meeting of the preparation for London Olympics chaired by Sports Minister  Ajay Maken in New Delhi today. An official release said that 2 crore 90 Lakh  rupees was spent on National Coaching Camps organized for training of 91 shooters who are being guided by 16 Indian and 3 foreign coaches. The Indian Coast Guard is celebrating the 35th Anniversary of its Raising Day today. It was on this day in 1977, the Indian Coast Guard came into existence for keeping maritime safety and security of the nation. The Guwahati International Trade fair 2012, the biggest trade show in the North-East begins in Guwahati today. The 19th edition of 14 day long event is being organized by the Industries and Trade Fair Association of Assam, which is a recognized body of India Trade Promotion Organization. The Government has taken an initiative to patent the indigenous knowledge of tribals and products manufactured by them with the help of natural resources under the Intellectual Property Rights (IPR). Talking to reporters on the sidelines of a function in New Delhi today, Tribal Affairs Minister V Kishore Chandra Deo said his Ministry has already started the process of recording several forest products and indigenous knowledge of the tribals and has sought assistance from the state governments in this regard. Mr Deo clarified, that products which are natural or have been gifted by nature cannot be included in this list.

The Planning Commission has given its investment clearance for a 116-crore rupees flood and erosion control project in Majuli, the world's largest river island, in Assam. An official release says,  the project titled 'Protection of Majuli Island, Assam from flood and erosion, Phase II and III' is to be completed within the current fiscal year and its cost is estimated at  115.99 crore rupees. The scheme is aimed to ensure economic development and social upliftment of the local population after reconstruction of roads and bridges usually destroyed during floods.

The British Supreme Court is due to consider today an appeal by the Wikileaks founder Julian Assange against his extradition to SwedenBritain's highest court has said seven justices will hear the arguments because of the great public importance of the issue raised by the case.  A spokesman said the issue was whether a prosecutor is a judicial authority.  Mr Assange is wanted by Swedish authorities for questioning over alleged sex offences, which he denies.

पूर्वी उत्तर प्रदेश के जिन १९ जिलों में पहले और दूसरे चरण का मतदान होना है, वहां चुनाव-प्रचार चरम पर पहुंच गया है। निर्वाचन आयोग ने पहले और दूसरे चरण के मतदान की तैयारियों की समीक्षा की। चौथे चरण के ५६ विधानसभाक्षेत्रों की नामांकन प्रक्रिया आज पूरी हो गई। तीसरे चरण में नाम वापसी की आज अंतिम तारीख थी। कल से पश्चिमी उत्तर प्रदेश में चौथे चरण के नामांकन की प्रक्रिया शुरू होने के बाद इस क्षेत्र में भी राजनीतिक सरगर्मी बढ़ जाएगी।
सभी प्रमुख दलों के वरिष्ठ नेता प्रचार में लगे हुए हैं। उत्तर प्रदेश की मुख्यमंत्री और बहुजन समाज पार्टी अध्यक्ष मायावती ने अपने उम्मीदवारों के प्रचार का जिम्मा संभाल रखा है। उन्होंने आज सीतापुर में एक रैली की। कांग्रेस अध्यक्ष सोनिया गांधी ने गोंडा और देवरिया जिलों में जनसभाओं को सम्बोधित किया।

निर्वाचन आयोग ने पहले चरण वाले दस जिलों और दूसरे चरण के नौ जिलों में चुनावी तैयारियों की समीक्षा की। निर्वाचन उपायुक्त आलोक शुक्ला ने निर्वाचन और पुलिस अधिकारियों के साथ सभी तैयारियों का विस्तार से जायजा लिया। हमारे संवाददाता ने बताया है कि सुचारू मतदान के लिए नेपाल से लगी सीमा वाले निर्वाचन क्षेत्रों में सुरक्षाबलों की तैनाती की समीक्षा भी की गई।

मुख्य निर्वाचन आयुक्त एस.वाई. कुरेशी ने कहा है कि गोवा में विधानसभा चुनाव के दौरान जो अधिकारी पक्षपात के दोषी पाये जाएंगे, उनके खिलाफ कड़ी कार्रवाई की जाएगी। उन्होंने कहा कि जो अधिकारी और कर्मचारी अपने काम में कोताही बरतेंगे उनको भी बख्शा नहीं जाएगा। गोवा में तीन मार्च को मतदान होना है।
पणजी में गोवा के मुख्य सचिव और मुख्य निर्वाचन अधिकारी तथा वरिष्ठ पुलिस अधिकारियों के साथ चुनाव तैयारियों की समीक्षा करने के बाद डॉ० कुरेशी ने पत्रकारों से कहा कि आयोग राज्य में चुनाव तैयारियों से संतुष्ट है। हमारे संवाददाता ने बताया है कि एक हजार छह सौ १२ मतदान केन्द्रों में से ९८ केन्द्रों को अति संवेदनशील घोषित किया गया है।

गुजरात उच्च न्यायालय ने आज उस याचिका को खारिज कर दिया, जिसमें नानावटी आयोग को २००२ के दंगों के सिलसिले में राज्य के मुख्यमंत्री नरेन्द्र मोदी को पूछताछ के लिए बुलाने का निर्देश देने की मांग की थी। न्यायालय ने कहा कि ये फैसला आयोग को करना है कि उसे किस व्यक्ति को पूछताछ के लिए बुलाना है और किसे नहीं।

केन्द्रीय स्वास्थ्य और परिवार कल्याण मंत्री गुलाम नबी आजाद ने कहा है कि अखिल भारतीय आयुर्विज्ञान संस्थान-एम्स जैसे प्रस्तावित छह संस्थानों में से चार इस वर्ष जुलाई तक काम करना शुरू कर देंगे। राष्ट्रीय परीक्षा बोर्ड-एन बी ई द्वारा आयोजित कार्यक्रम में उन्होंने यह जानकारी दी। श्री आजाद ने सभी के लिए स्वास्थ्य कार्यक्रम का लक्ष्य हासिल करने के लिए सरकार के उपायों की जानकारी देते हुए बताया कि चिकित्सा क्षेत्र में पेशेवर लोगों की कमी इस कार्यक्रम की सफलता में एक बहुत बड़ी बाधा है। उन्होंने कहा कि यह कमी दूर करने के लिए एन बी ई के पोस्ट ग्रेजुएट डिप्लोमा का काफी महत्व है। बोर्ड ने चिकित्सा क्षेत्र में अब तक तीस हजार पेशेवर लोगों को तैयार किया है।
कार्यक्रम की मुख्य अतिथि लोकसभा अध्यक्ष मीरा कुमार ने कन्या भू्रण हत्या पर गहरी चिंता व्यक्त की, जिसके कारण देश में लड़कियों की संख्या कम हो रही है। उन्होंने कहा कि युवा पेशेवर लोग इस बुराई को दूर करने में महत्वपूर्ण भूमिका निभा सकते हैं।

सरकार ने सामाजिक न्याय और अधिकारिता मंत्री की अध्यक्षता में राष्ट्रीय वरिष्ठ नागरिक परिषद बनाने का फैसला किया है। प्रधानमंत्री मनमोहन सिंह ने आज इसे मंजूरी दी। यह परिषद वरिष्ठ नागरिकों के कल्याण से सम्बन्धित मामलों पर केन्द्र और राज्य सरकारों को सलाह देगी। ये वरिष्ठ नागरिकों की शारीरिक और वित्तीय सुरक्षा के लिए नीतियां और कार्यक्रम तैयार करने का सुझाव भी देगी।
इस परिषद में सामाजिक न्याय और अधिकारिता राज्य मंत्री सहित बीस सदस्य होंगे। इनमें संसद के दोनों सदनों के सबसे वरिष्ठ सदस्यों के अलावा विभिन्न क्षेत्रों के प्रतिष्ठित व्यक्ति भी शामिल होंगे।

इरकॉन इंटरनेशनल लिमिटेड और रेल भूमि विकास प्राधिकरण-आर एल डी ए के बीच हुए दो समझौतों से रेलवे के आधुनिकीकरण की प्रक्रिया में तेजी आएगी। इन समझौतों के तहत देश के रेलवे स्टेशनों को नया रूप दिया जाएगा और उनमें बेहतर सुविधाएं मुहैया कराई जाएंगी। रेलवे स्टेशनों को वाणिज्यिक, मनोरंजक और सामाजिक गतिविधियों के केन्द्रों के रूप में विकसित किया जाएगा। समझौते पर हस्ताक्षर होने के बाद रेल मंत्री दिनेश त्रिवेदी ने पत्रकारों से कहा कि शुरू में कुछ चुनिंदा स्टेशनों में बेहतर सुविधाओं वाले प्रतीक्षालय और भीड़भाड़ रहित प्लेटफॉर्म बनाये जाएंगे।

सचिवों की एक समिति ने आज देश में बिजली की स्थिति की समीक्षा की। प्रधानमंत्री ने शीर्ष उद्योगपतियों के साथ पिछले महीने की १८ तारीख को मुलाकात के बाद इस समिति का गठन किया था। बैठक की अध्यक्षता, प्रधानमंत्री के प्रधान सचिव पुलोक चटर्जी ने की। समिति की यह पहली बैठक थी, जिसमें कार्पोरेट जगत को बिजली की आपूर्ति सुनिश्चित करने के विभिन्न विकल्पों की समीक्षा की गयी।

मुंबई शेयर बाजार में शुरूआती गिरावट के बाद आई तेजी के बल पर सेंसेक्स १०७ अंक ऊपर १७ हजार ३०१ पर बंद हुआ। यूरोपीय बाजारों में मजबूती के बीच निवेशकों ने खरीददारी जारी रखी। नेशनल स्टाक एक्सचेंज का निटी ३६ अंक बढ़कर ५ हजार २३६ हो गया। रूपया डालर के मुकाबले १९ पैसे मजबूत हुआ। सोना दिल्ली में ७० रूपये सस्ता होकर २८ हजार ६२० रूपये प्रति दसग्राम पर आ गया। चांदी ७०० रूपये की गिरावट से ५५ हजार ८०० रूपये प्रतिकिलो हो गई।

अन्तर्राष्ट्रीय क्रिकेट परिषद के आई.सी.सी. कार्यकारी बोर्ड ने टैस्ट क्रिकेट की पुरस्कार राशि लगभग तीन गुना बढ़ा दी है। हमारे संवाददाता ने बताया है कि आई.सी.सी. अध्यक्ष शरद पवार के नेतृत्व में दुबई में हुई दो दिवसीय बैठक में क्रिकेट को बढ़ावा देने के लिए कई उपयोगी कदम उठाए गए।

Campaigning has reaches touched its peak in the eastern parts of Uttar Pradesh where Assembly elections are being held in the first and second phase in nineteen districts.The nominations for 56 constituencies for the fourth phase ended today and today was the last day for withdrawal of nominations for the third phase. The political temperature in western UP is also set to rise as nominations for the sixth phase begin from tomorrow. Top political leaders of all major parties are addressing rallies in different districts of the state. The Uttar Pradesh Chief Minister and Bahujan Samaj Party President Ms Mayawati took charge of campaigning for her party candidates. While she addressed a rally in Sitapur district, the Congress President Mrs. Sonia Gandhi addressed rallies in Gonda and Deoria districts today. Samajwadi party President Mulayam Singh Yadav addressed a gathering in Lucknow while Janta Dal United President Sharad Yadav addressed a public meeting in Mau district. Congress General Secretary Rahul Gandhi visited Faizabad, Beharich and Ambedakar Nagar today. The Election Commission today reviewed poll preparedness for the ten districts going to the polls in the first phase and nine districts in the second phase. The Deputy Election Commissioner Alok Shukla took stock of the detailed arrangements with Electoral and Police officers.

The Allahabad High Court today dismissed the Public Interest Litigation- or PIL, demanding a ban on the use of the tricolor flag of the Indian National Congress party . The High court bench also rejected the demand for covering of statues of Pandit  Nehru and India Gandhi during assembly elections in Uttar Pradesh.

The Election Commission reviewed poll preparedness in poll bound Goa.The state is going the to polls on the third of March. A report from our correspondent
"The Chief Election Commissioner Dr. S. Y. Quraishi expressed satisfaction with the poll preparations made in the state by the election machinery ahead of polls on March 3. The commission today discussed with the election officials in Gor issues such as law and order situation, deployment of staff, vulnerable areas, sensitive and hypersensitive polling stations, voter's facilitaion machinery, force deployment and other related issues. Dr. Quaraishi said out of the 1612 polling stations 98 polling stations are identified as hypersensitive where the authorities are ordered to deploy additional security.  The filing of nominations begin in Goa from the 6th this month. The Gujarat High Court today rejected a petition seeking a direction to the Nanavati Commission to call State Chief Minister Narendra Modi for questioning in connection with the 2002 post-Godhra riots. The court held that it was the discretion of the commission whether to summon a person or not. A division bench of Justice Akil Kureshi and Justice Sonia Gokani had last week reserved its order on a petition by the NGO Jan Sangharsh Manch, JSM, representing some of the 2002 riot victims. Our Ahmedabad Correspondent reports that the High Court order is seen as a relief for Mr Modi. Petitioner had approached the High Court after the Commission of Justice G T Nanavati and Justice Akshay Mehta, probing the 2002 riot cases had rejected NGO’s plea to summon Mr Modi for cross-examination.

The Delhi Chief Minister Mrs. Shiela Dikshit today clarified that her remarks on Gujarat Chief Minister Narendra Modi have been place out of context in a certain section of the media. Talking to All India Radio, Mrs Dikshit said that she was stressing the need for a development oriented government and not a false promise making government. She said that unfortunately, a particular section of the media gave a spin to the story, saying that she had praised the Modi government.

The Income Tax Department today conducted searches at the premises of  businessman and Liquor baron Ponty Chadha in Delhi and Uttar Pradesh. The Directorate of Criminal Investigation of Income Tax raided 17 places belonging to the liquor baron across Delhi and Uttar Pradesh including his multiplexes in Noida and sprawling farm house in Chattarpur spread over 13 acres. Ponty Chadha is the sole liquor distributor in Uttar Pradesh.

In Jharkhand, three policemen including a Sub Inspector of Police were killed and four others injured in a landmine blast triggered by the naxals in Latehar district. The blast occurred when the police party was patrolling the area. The encounter is still on between the naxals and the police.

The Government has set up a National Council for Senior Citizens. It will be headed by the Minister of Social Justice and Empowerment. The Prime Minister Dr. Manmohan Singh today gave his approval for the estabushment of the Council. It will advice the Central and State Governments on issues related to welfare of senior citizens. The Council will suggest special policies and programmes for the physical and financial security of the senior citizens in the country. According to a press statement released in New Delhi, the Council will comprise of 20 members including the Minister of State for Social Justice and Empowerment along with the oldest members from both the Houses of Parliament and distinguished personalities from different fields.

The rupee strengthened 19 paise, to close at a 13-week high of 49.27 against the dollar. Gold fell 70 rupees, to 28,620 rupees per ten grams in Delhi. The government has allocated 16.12 lakh tonnes of sugar to meet the internal demand in this month. According to an officail release, out of the total quota released, the Food Ministry has earmarked 14 lakh tonnes for sale in the open market  and the remaining 2.12 lakh tonnes will  be allocated for ration shops.

The Government plans to set up institutions of repute in tribal areas for better professional and other type of education for them. In an exclusive interview to All India Radio, the Minister for Tribal Affairs, Kishore Chandra Deo said that the focus of the 12th plan is education for this marginalized section of society. He said, apart from pre-metric, post-metric educational scholarships will be also given to tribal students.
Education is actually empowerment  so i feel that scholarship that we have been giving good result. We will increase the prevent scholarship. Now we are giving scholarship for post graduate studies i would like to have same well established instuation a high quality were travel boy and girl are youth can be educated to able to make on any kind of the assignment for them selves.

The International Cricket Council, ICC Executive Board has raised the prize money in test cricket three fold. The top brass of ICC led by its President Sharad Pawar met in Dubai over the last two days and announced a series of measures to promote cricket. Our West Asia Correspondent has filed this report:
In a boost to test cricket, the ICC board hiked the prize money almost three times to $3.8 million for the top four test teams during 2013 to 2015. Earlier the top team in the ICC Test rankings received $175,000.In future it will receive a minimum of $450,000 rising to $500,000 in 2015.The term of ICC President will be for one year on a rotation basis and Chairman of the ICC will head the board. The meeting approved a $12 million Targeted Assistance and Performance Program, TAPP to improve on field performance among its members. The next meeting of the ICC board will be held in April.
The ICC Governance Review Report by Lord Woolf and Price water house Coopers will be taken up in the next meeting. Along the lines of recommendations in the report, the Board will consider the position and role, if any, for the ICC Vice President between 2012 and 2014.In order to keep the game corruption free, the board will examine further the Independent review of the ICC Anti-Corruption and Security Unit. In view of the attack on players in Lahore, the board agreed that the ICC and its Members should adopt a Safety and Security Code. The modernization process in the Railways will be put on fast track with the signing of two agreements between Ircon International Limited and Rail Land Development Authority, RLDA today. Among other things, they provide for better amenities to passengers and development of stations as commercial, entertainment and social space. Talking to the media after the agreements were signed, Railways Minister Dinesh Trivedi said that redeveloped stations will be user friendly for differenctly abled persons.

India has called for the immediate start of an inclusive political process in Syria. India's permanent representative at the UN Ambassador Hardeep Singh Puri during a briefing on Syria in the Security Council, expressed India's opposition to external interference in Syria. Mr Puri said the League of Arab States, as an important regional organisation, should play its required and historic role in promoting a political dialogue among the Syrian parties.

A leaked report allegedly authored by officials in the international coalition in Afghanistan, has accused Pakistan of secretly assisting the Taliban. According to the report seen by The Times newspaper and the BBC, Pakistan's military spy agency, the ISI is supporting the Afghan Taliban, and the insurgents believe victory is inevitable once NATO troops leave in 2014. The classified document was reportedly compiled from information gathered from the interrogations of 4,000 captured Taliban and al-Qaida operatives. Pakistani foreign ministry officials however dismissed the report's findings as frivolous.

In  Pakistan, at least 14 paramilitary troops were killed following a militant attack on a security post in Balochistan province. The Frontier Corps told reporters in Quetta that 15 other troops were injured in the attack in Sibi district late last night.
