पंजाब विधानसभा चुनाव में कल करीब ७७ प्रतिशत मतदान हुआ। हमारे संवाददाता ने बताया है कि पंजाब की मुख्य निर्वाचन अधिकारी कुसुमजीत सिद्धू ने चंड़ीगढ़ में एक प्रेस नोट में बताया कि १९६७ के बाद से सबसे अधिक मतदान हुआ है।

पंजाब में कल के चुनाव में रिकॉर्ड मतदान हुआ। ठंड के बावजूद इसे एक उपलब्धि माना जा रहा है। चुनाव विशेषज्ञों का मानना है कि ये चुनाव आयोग द्वारा लोगों को जागरूक करने में लोगों को लोकतंत्र में विश्वास पक्का होने के कारण ही हुआ है। पहली बार मतदाता बने युवा मतदाताओं ने मतदान में भाग लिया। राज्य की दक्षिणी क्षेत्र जिसे मालवा कहा जाता है में दूसरे दोनों क्षेत्रों माझा व दुआबा से अधिक मतदान हुआ। यह इस बार भी रहा कि ग्रामीण क्षेत्रों में शहरों के मुकाबले अधिक मतदान हुआ। जसविंदर सिंह रंधावा आकाशवाणी समाचार चंडीगढ़।
उत्तराखंड विधानसभा चुनाव में करीब ७० प्रतिशत वोट डाले गए।
राज्य के मुख्यमंत्री बी सी खंडूरी, विपक्ष के नेता हड़क सिंह रावत और विभिन्न राजनीतिक दलों के प्रमुख नेताओं सहित ७८८ उम्मीदवारों ने चुनाव लड़ा। राज्य में मतदान ने पिछले सभी रिकार्ड तोड़ दिए हैं। वोटों की गिनती छह मार्च को होगी।
उत्तर प्रदेश विधानसभा चुनाव के तीसरे चरण के लिए जांच के बाद ५९ नामांकन पत्र रद्द किये गए हैं। अब कुल एक हजार ८१ उम्मीदवार मैदान में रह गए हैं। कल पहली फरवरी तक नाम वापिस लिये जा सकेंगे।
चौथे चरण के लिए नामांकन पत्र भरने का सिर्फ एक दिन बाकी है। अब तक ५६ निर्वाचन क्षेत्रों में कुल पांच सौ तीन नामांकन पत्र भरे जा चुके हैं।
पांचवें चरण के लिए आगरा, अलीगढ़, कानपुर, झांसी और चित्रकूटधाम मंडलों के १३ जिलों में ४९ निर्वाचन क्षेत्रों के लिए अब तक कुल ८७ पर्चे दाखिल किये गए हैं। पांचवें चरण के लिए मतदान २३ फरवरी को होगा।
हमारे लखनऊ संवाददाता ने खबर दी है कि सभी प्रमुख राजनीतिक दलों के वरिष्ठ नेता प्रचार में जुटे हुए हैं।

प्रदेश में सभी महत्वपूर्ण दलों ने अपने वरिष्ठतम नेताओं को चुनाव प्रचार में उतार दिया है। भारतीय जनता पार्टी के अध्यक्ष नितिन गडकरी ने बलरामपुर में चुनाव लड़ने को संबोधित किया है। समाजवादी पार्टी प्रमुख मुलायम सिंह यादव ने वाराणसी और चंदोली में सभाएं की। राष्ट्रवादी कांग्रेस पार्टी ने अपना चुनावी घोषणा पत्र जारी कर दिया है। -सुनील शुक्ल आकाशवाणी समाचार लखनऊ।

सीबीआई ने कल आंध्र प्रदेश के प्रधान गृह सचिव बी.पी. आचार्य को भूमि हस्तांतरित करने के मामले में कथित अनियमितताएं बरतने के आरोप में गिरतार कर लिया। आचार्य को सीबीआई की विशेष अदालत में पेश किया गया और अदालत ने उन्हें दो दिन की रिमांड में दे दिया।
हमारे संवाददाता ने खबर दी है कि मामले में कुडप्पा से लोकसभा सांसद वाई.एस. जगन मोहन रेड्डी के एक निकट सहयोगी सुनील रेड्डी और उद्योगपति कोनेरू प्रसाद और दुबई की कंपनी के वरिष्ठ अधिकारी वीर राघवन को भी गिरतार किया जा चुका है।


पिछले वर्ष अगस्त में सीबीआई द्वारा जांच प्रक्रिया में तेजी लाने के बाद से एम्मार टाउनशिप परियोजना की कथित भूमि अनियमितताओं के संदर्भ में गिरतार किए गए बीपी आचार्य चौथे व्यक्ति हैं। राज्य के इंडस्ट्रियल इंफ्रास्ट्रक्चर कार्पोरेशन और दुबई की एम्मार कंपनी द्वारा संयुक्त रूप से हैदराबाद में तैयार की गई ५३५ एकड़ टाउनशिप में अनियमितता के संबंध में सीबीआई ने आचार्य को प्रथम आरोपी बनाया है। श्री आचार्य उस दौरान एपीआईआई सी के प्रबंध निदेशक थे। टाउनशिप में बनाए गए विला और अपार्टमेंट का आवंटन नेताओं, फिल्मी हस्तियों और उद्योगपतियों को किया गया था। हैदराबाद से लक्ष्मी की रिपोर्ट के साथ दिल्ली से विजयलक्ष्मी आकाशवाणी समाचार।
उत्तर प्रदेश के लोकायुक्त न्यायमूर्ति एन के मेहरोत्रा ने राज्य के पूर्व परिवार कल्याण मंत्री और बहुजन समाज पार्टी से निकाले गये नेता बाबू सिंह कुशवाहा के खिलाफ सी बी आई से जांच कराने की सिफारिश की है। न्यायमूर्ति मेहरोत्रा ने बताया कि श्री कुशवाहा पर भ्रष्टाचार और कालेधन के उपयोग की तीन शिकायतें है और इस बारे में कार्रवाई के लिए रिपोर्ट मुख्यमंत्री मायावती को भेज दी गई है।
लोकायुक्त ने ऊर्जा मंत्री रामवीर उपाध्याय पर भी मामला दर्ज कर उन्हें नोटिस भेजा है। रामवीर पर बेनामी सम्पत्ति बनाने, दान में संपत्ति हासिल करने और अपने रिश्तेदारों के नाम पर पी डब्ल्यू डी - के ठेके हासिल करने के आरोप हैं।

भारत और जापान समुद्री सुरक्षा से जुड़े अनेक क्षेत्रों में सहयोग बढ़ाने पर सहमत हो गए हैं। यह फैसला कल नई दिल्ली में भारत और जापान के तटरक्षक बलों की ११वीं बैठक और संयुक्त अभ्यास के बारे में उच्चस्तरीय विचार-विमर्श के दौरान किया गया।
दोनों देशों के तटरक्षक बलों के बीच सहयोग के ज्ञापन में समुद्र में तलाशी अभियान, बचाव और राहत कार्यों, प्रदूषण नियंत्रण और प्राकृतिक आपदा के समय सहयोग के साथ-साथ माल और मानव तस्करी की रोकथाम के संयुक्त कार्रवाई की बात कही गई है।

बिहार में सीतामढ़ी जिले में तीन माओवादियों को गिरतार किया गया है। पुलिस को उनके पास से कुछ देसी पिस्तौलें और कारतूस मिले हैं। पुलिस अधीक्षक ने बताया है कि जिले के बलसांड थाने के अंतर्गत जंगल में गश्त के दौरान पुलिस ने इन माओवादियों को पकड़ा।
उधर, गया और अरवल जिलों की पुलिस के एक संयुक्त दल ने अरवल जिले में कारपी थाने के अंतर्गत नोदीपुर गांव में छापा मारकर बड़ी संख्या में हथियार और गोलीबारूद बरामद किया।

भारत मुंबई में २६ नवम्बर २००८ के आतंकी हमले में शामिल नौ लोगों के प्रत्यर्पण के लिए जल्दी ही अमरीका और पाकिस्तान से कहेगा। इनमें डेविड हेडली, लश्करे तैयबा का संस्थापक हाफिज+ सईद और पाकिस्तानी खुफिया एजेंसी आई एस आई के दो अधिकारी भी शामिल हैं। इन लोगों का इस हमले में सीधा हाथ था। ये कदम राष्ट्रीय जांच एजेंसी एन आई ए द्वारा डेविड हेडली और हाफिज सईद के अलावा, हमले की साजिश रचने वाले जकी उर रहमान लखवी और अलकायदा के सरगना इलियास कश्मीरी और हेडली के सहयोगी तहव्वुर राणा पर आरोप पत्र दाखिल करने के एक महीने के बाद उठाया जा रहा है। आरोप पत्र में हेडली को निर्देश देने वाले साजिद मलिक और पाकिस्तानी सेना के एक पूर्व अधिकारी अब्दुल रहमान हाशमी का नाम भी शामिल है।
हेडली और राणा दोनों फिलहाल अमरीकी हिरासत में हैं और राष्ट्रीय जांच एजेंसी उनसे सीमित पूछताछ ही कर पाई है।
एन आई ए ने सईद और लखवी समेत सात आरोपितों के खिलाफ इंटरपोल का रेड कार्नर नोटिस भी जारी करवाया है। लखवी इस समय पाकिस्तान की जेल में है और उस पर मुंबई आतंकी हमले के मामले में ही मुकदमा चल रहा है। बाकी सात लोग भी पाकिस्तान में ही हैं। भारत की पाकिस्तान के साथ प्रत्यर्पण संधि नहीं है।

यूरोपीय संघ के सत्ताइस में से पच्चीस देश बजट अनुशासन लागू करने के लिए राजकोषीय संधि में शामिल होने पर सहमत हो गए हैं। चैक गणराज्य और ब्रिटेन ने इस संधि पर हस्ताक्षर करने से इन्कार कर दिया है। ब्रिटेन के प्रधानमंत्री डेविड केमरॅन ने कहा कि अगर इस संधि से ब्रिटेन के हितों को खतरा हुआ तो उनकी सरकार कार्रवाई करेगी।
इस संधि का लक्ष्य कर्ज के बढ़ते बोझ को रोकने के लिए यूरोपीय संघ के देशों के बीच बजट नीति के बारे में ज्यादा समन्वय बनाना है। यूरोपीय संघ का सबसे बड़ा कर्जदाता और सबसे शक्तिशाली अर्थव्यवस्था वाला जर्मनी बजट अनुशासन लागू करने के लिए बाध्यकारी संधि करने का खासतौर पर इच्छुक है। इस संधि से यूरोपीय न्यायालय को संधि के अनुपालन की निगरानी करने और नियम तोड़ने वालों पर जुर्माना लगाने का अधिकार मिल जाएगा। इस संधि में राष्ट्रीय बजट की जांच करने में यूरोपीय आयोग की भूमिका बढ़ाने पर भी बल दिया गया है।

In Punjab, about 77 percent polling was recorded in yesterday's state Assembly elections. Chief Electoral Officer of Punjab Kusumjit Sidhu said in a press note in Chandigarh that this is the maximum percentage of polling since 1967.

The Chief Electoral Officer said, except small scuffles there was no violence in the state and polling was peaceful. Our correspondent reports that all the electronic voting machines have reached the 56 counting centres set up all over the state for counting of votes on the 6th of March.

Political and election analysts consider yesterday record polling a result of election commission's awareness campaign and people's confidence in democracy. A large number of young new voters use their right to franchise in these elections. Southern part of Punjab known as Malwa recorded more polling than other two regions of Majha and Doaba. In Uttarakhand, around 70 per cent polling was recorded in the State Assembly elections, which sealed the fate of 788 candidates including Chief Minister B C Khanduri and leader of Opposition, Harak Singh Rawat.

Our correspondent reports that voting percentage in the state has broken previous records. Meanwhile, in Uttar Pradesh, 59 nominations have been rejected for the third phase of the Assembly elections. A total of 1081 candidates are now left in the fray. February 1 is the last date for the withdrawal.

The Nomination process is in full swing for the 4th phase of elections with just a day is left for it to end and a total of 503 nominations have been filed till now for 56 constituencies. More from AIR correspondent

All major political parties have roped their senior leaders for campaigning in the state for assembly elections. BJP President Nitin Gadkari has addressed election rally in Balrampur District while Samajwadi Party Supremo Mulayam Singh Yadad addressed public meeting at Varanasi and Chandauli. Uttar Pradesh Lokayukta Justice N K Mehrotra has recommended a CBI probe against former state Family Welfare and Mining Minister and expelled BSP leader Babu Sigh Kushwaha. Lokayukta Justice Mehrotra told a news agency that there were three complaints against Kushwaha regarding Corruption and Money Laundering. He said that the report has been sent to Chief Minister Mayawati for action.

Justice Mehrotra said, the Minister was also accused of issuing a mining lease without taking permission of the Union Environment Ministry and allowing use of machines, which was prohibited. The second complaint pertained to parking money in five societies and partnership firms registered in Lucknow, Kanpur and Jhansi with jurisdiction in these three districts, besides Banda.

Meanwhile, the Lokayukta has also registered a case against Energy Minister Ramveer Upadhyaya and issued a notice asking him to reply within 10 days. Justice Mehrotra said that there was a complaint against Upadhyaya of benami assets, receiving property as charity and managing PWD contracts in favour of his relatives.

The Central Bureau of Investigation, CBI has arrested Principal Home Secretary of the Andhra Pradesh Government, B P Acharya in a case relating to alleged irregularities in land transfers. The senior IAS officer was produced before a special CBI court later and remanded for two days with the Central investigating agency.

AIR correspondent reports that the CBI had called Acharya to its office for questioning yesterday and later took him into custody.

B P Acharya has been the first government official and the fourth person arrested in the alleged multi crore rupees Emmar township scam ever since the CBI intensified its investigation during past five months. The CBI named the senior IAS officer Acharya as the first accused in its FIR relating to irregularities in the 535 acre township in Hyderabad that was jointly developed by the State Industrial Infrastructure Corporation and Dubai Based Emmar Company. Acharya was the then Manging Director of the APIIC. The high-end villas and apartments were allotted to politicians, film personalities and industrialists and reportedly under valued benefiting the Dubai based company to a tune of 2500 crore rupees. The Gujarat High Court has stayed all proceedings against suspended IPS officer Sanjiv Bhatt in connection with a complaint filed against him for furnishing false information with the intention of evading summons in the case pertaining to the alleged wrongful confinement of a police constable.

Justice Anant S Dave, hearing the case admitted Bhatt's petition seeking quashing of the complaint against him and scheduled it for final hearing in the last week of February.

Ahead of filing its final charge sheet in the Bhanwari Devi murder case, the CBI interrogated Kusum Bishnoi, considered to be close to accused Congress MLA Malkhan Singh Bishnoi.

Kusum, pradhan of Bilara constituency in Rajasthan, was taken to the agency's office at Jodhpur late last evening. CBI spokesperson Dharini Mishra said there was no fresh arrest in the case and efforts were being made towards nabbing Malkhan's sister Indra Bishnoi, who is still absconding.

India is all set to ask the United States and Pakistan to extradite nine persons involved in the 26/11 Mumbai terror attack. The list of persons include Pakistani-American terrorist David Headley, Lashkar-e-Taiyyaba (LET) founder Hafiz Saeed and two ISI officers.

The extradition requests to the US and Pakistan will be sent soon as all the nine persons were directly involved in the conspiracy as well as executing India's worst terror strike.

The move comes a month after the National Investigation Agency chargesheeted LeT operative Headley, Hafiz Saeed, Mumbai attack mastermind Zaki-ur-Rehman Lakhvi, Headley's accomplice and Pakistani-Canadian Tahawwur Rana and al-Qaeda operative Illyas Kashmiri for plotting terror attacks in India including the 26/11 strikes.

Twenty-five of the European Union's 27 member states have agreed to join a fiscal treaty to enforce budget discipline. The Czech Republic and the United Kingdom refused to sign up. The British Prime Minister David Cameron said his government would act if the treaty threatened UK interests. He said, he still has legal concerns about the use of EU institutions in enforcing the fiscal treaty.

French President of France Nicolas Sarkozy said the Czechs cited constitutional reasons for their refusal. The goal of this treaty is much closer co-ordination of budget policies across the EU to prevent excessive debts from accumulating.

The United Nation Security Council will take up for discussion the European-Arab draft resolution on Syria today. The Arab League has sought UN support for the draft resolution on power transfer to end the crisis in Syria. More from our West Asia Correspondent.

Britain and France are pressing for a vote in Security Council on the Arab League resolution which calls for President Bashar Al- Assad to hand over power to his deputy form a national unity Government and prepare for elections in two months. Russia and China are opposed to the political transition. Damascus has rejected the proposal saying it infringe on its national sovereignty. In order to resolve the crisis, the Russian Foreign Ministry invited Syrian opposition and the government to hold informal talks in Moscow. Syrian Government has agreed for the informal dialogue. Pakistan Prime Minister Yousuf Raza Gilani has said the option of an early general election is open but political elements wanting polls ahead of schedule would have to take up the issue with him after the budget session of Parliament in May.

Gilani made the remarks during a meeting with Muhammad Asim Nazir, a parliamentarian of the PML-Q, which is a partner in the Pakistan People's Party-led ruling coalition. Gilani said that he would hold consultations on the issue with his government's allies and opposition political parties.

The Reserve Bank of India, RBI will soon issue 500 rupee denomination bank-notes incorporating the new rupee symbol. According to an RBI release, the new notes will bear the signature of RBI Governor D Subbaro and 2011, the year of printing printed on the back of the bank note.

The design of these notes to be issued now is similar in all respects to the bank-notes of 500 denomination in the Mahatma Gandhi Series-2005 issued earlier, except for the new symbol. All the bank-notes in the denomination of 500 rupee issued by the Bank in the past will continue to be legal tender.

A middle school teacher from Maharashtra has been selected as the first international teacher for a prestigious space programme in the United States. उच्चतम न्यायालय ने कहा है कि भ्रष्टाचार की रोकथाम के अधिनियम के अन्तर्गत शिकायत दर्ज करना देश के नागरिकों का संवैधानिक अधिकार है और सक्षम अधिकारियों को इस बारे में मंजूरी देने का फैसला निर्धारित समयसीमा के भीतर करना चाहिए। टू-जी स्पेक्ट्रम के आवंटन के सिलसिले में जनता पार्टी के अध्यक्ष सुब्रहमण्यम्‌ स्वामी द्वारा दर्ज मामले में दिल्ली उच्च न्यायालय के निर्णय को रद्द करते हुए उच्चतम न्यायालय ने कहा कि अगर यह मंजूरी चार महीने के अन्दर नहीं दी जाती तो यह मान लिया जाना चाहिए कि मंजूरी दी जा चुकी है। तत्कालीन दूरसंचार मंत्री ए० राजा पर मुकदमा चलाने की मंजूरी देने के लिए प्रधानमंत्री को निर्देश देने के बारे में श्री स्वामी की अर्जी पर न्यायमूर्ति जी० एस० सिंघवी और ए० के० गांगुली की पीठ ने माना कि श्री स्वामी को ए० राजा पर मुकदमा चलाने की मंजूरी मांगने का अधिकार था। पीठ ने कहा कि वह भ्रष्टाचार की रोकथाम के विधेयक के प्रावधानों को नियम विरूद्ध घोषित नहीं कर रही है।
उच्चतम न्यायालय ने २४ नवम्बर २०१० को श्री स्वामी की याचिका पर अपना निर्णय सुरक्षित रखा था। श्री स्वामी ने अपनी याचिका में आरोप लगाया था कि श्री ए०. राजा पर मुकदमा चलाने की मंजूरी देने में देरी की गई। लेकिन प्रधानमंत्री कार्यालय ने सभी आरोपों का खंडन किया है और उच्चतम न्यायालय में शपथ पत्र दाखिल करते हुए फिर कहा है कि ए० राजा पर मुकदमा चलाने की मंजूरी देने के अनुरोध पर प्रधानमंत्री ने विचार किया था। शपथपत्र में यह भी कहा गया है कि प्रधानमंत्री को यह सलाह दी गई कि सी बी आई द्वारा जुटाये गये प्रमाण इस बारे में फैसला करने के लिए काफी हैं। सरकार ने कहा कि चूंकि सी बी आई की जांच जारी थी, इसलिए मंजूरी देने का फैसला लेने से पहले छानबीन पूरी होने का इंतजार करना जरूरी था।
श्री स्वामी ने इस मामले में दिल्ली उच्च न्यायालय के फैसले को उच्चतम न्यायालय में चुनौती दी थी। दिल्ली उच्च न्यायालय ने ए० राजा पर मुकदमा चलाने की मंजूरी  के फैसले के लिए प्रधानमंत्री को कोई निर्देश देने से इंकार कर दिया था।

प्रधानमंत्री ने केरल में वल्लारपदम में देश के पहले अन्तर्राष्ट्रीय कन्टेनर ट्रांस-शिपमेंट टर्मिनल प्रोजेक्ट पूरा करने के लिए सभी सम्बद्ध विभागों के अधिकारियों को तेजी से काम करने को कहा है। सोलह हजार करोड़ रूपये की इस परियोजना से भारत मालवाहक जहाजों के लिए एक प्रमुख केन्द्र बन सकेगा। प्रधानमंत्री कार्यालय से जारी विज्ञप्ति के अनुसार इस परियोजना से न सिर्फ आयात-निर्यात में लगने वाले दिन कम हो सकेंगे बल्कि प्रत्येक कन्टेनर की परिवहन लागत भी तीन सौ डॉलर कम हो सकेगी। इस समय भारत के आयातक और निर्यातक ट्रांस-शिपमेंट के लिए कोलम्बो, सलालाह, सिंगापुर और दुबई को इस्तेमाल करते हैं जिससे लागत भी ज्यादा आती है।
डॉक्टर मनमोहन सिंह के प्रधान सचिव पुलक चटर्जी ने इस बारे में राजस्व, वाणिज्य और जहाजरानी विभागों के अधिकारियों की बैठक की अध्यक्षता की। उनसे कहा गया कि वे इस परियोजना को जल्दी पूरा करने के लिए प्रक्रिया सम्बन्धी कोई अड़चन न आने दें। बैठक में यह भी फैसला किया गया कि वाणिज्य विभाग तथा जहाजरानी मंत्रालय इस बात की पूरी कोशिश करेंगे कि पहला कन्टेनर फ्रेट स्टेशन-सी एफ एस-इस साल पहली मार्च तक शुरू हो जाये। ऐसे तीन अन्य प्रस्तावित स्टेशन भी जल्दी ही काम करने लगें। कस्टम विभाग भी इनसे जुड़े सभी बन्दोबस्त करेगा।

रेल मंत्री दिनेश त्रिवेदी ने रेलवे के बारे में एक राष्ट्रीय नीति बनाये जाने को कहा है ताकि रेलवे देश के सकल घरेलू उत्पाद में और योगदान कर सके तथा और लोगों को रोजगार दे सके। आज नई दिल्ली में सरकारी-निजी भागीदारी शिखर सम्मेलन २०१२ में श्री त्रिवेदी ने कहा कि अगर भारत को अपने सकल घरेलू उत्पाद की विकास दर ७ से ८ प्रतिशत बनाये रखनी है तो रेलवे के विकास पर एक बार फिर से विचार करना होगा। दुर्घटनाओं से बचने के लिए रेलवे में स्वचालित व्यवस्था शुरू करने पर जोर देते हुए रेल मंत्री ने कहा कि ज्यादातर दुर्घटनाएं किसी कर्मचारी की गलती से होती हैं।
उन्होंने रेलवे के संगठन को नया रूप देने की भी वकालत की। उन्होंने बताया कि रेलवे बोर्ड को रेल यात्रियों की आवश्यकता के अनुरूप बनाने के लिए बजट के बाद इसका विस्तार किया जायेगा। इसकी एक झलक इस बार के रेल बजट में दिखाई देगी।
श्री त्रिवेदी ने सुरक्षा को अपनी पहली चिन्ता बताया। उन्होंने कहा कि रेल व्यवस्था को पूरी तरह से नया रूप देने के लिए दो समितियां पहले से ही काम पर लगी हैं।
योजना आयोग के सदस्य वी० के० चतुर्वेदी ने कहा कि सरकारी-निजी भागीदारी की योजनाओं के लिए राशि देने की पूरी व्यवस्था पारदर्शक होनी चाहिए। एक बार सभी नियम तय हो जाने के बाद, राशि को बदला नहीं जाना चाहिए। विवाद सुलझाने की एक व्यवस्था कायम करने पर बल देते हुए श्री चतुर्वेदी ने कहा कि सभी विवाद जल्दी सुलझाये जाने चाहिए। हमारे संवाददाता ने बताया है कि देश में बुनियादी सुविधाओं के विकास के लिए अगले पांच साल में लगभग एक खरब डॉलर के निवेश की जरूरत होगी।

१२वीं पंचवर्षीय योजना के दौरान तकरीबन ५० खरब रूपये के निवेश की योजना है। उसमें से आधी रकम निजी कंपनियों द्वारा निवेश किये जाने की उम्मीद है। सरकार द्वारा निजी भागीदारी को प्रोत्साहित करने के लिए मजबूत कदम उठाये गये हैं। ऐसा देखा गया है कि सरकारी और निजी भागीदारी ने जहां कुछ क्षेत्रों में अच्छी प्रगति की है वहीं कुछ क्षेत्रों में निजी निवेश नहीं हो पाया है। १२ वीं पंचवर्षीय योजना में निजी क्षेत्रों को निवेश कुल ८० प्रतिशत था जबकि सरकार का हिस्सा मात्र २० प्रतिशत रहा। १२वीं योनजा में निजी क्षेत्र की हिस्सेदारी और बढ़ने की उम्मीद है। जहां दूरसंचार, तेल और गैस पाइपलाइन निर्माण कार्यो में निजी क्षेत्रों ने काफी निवेश किए हैं, वहंी रेलवे, स्वास्थ्य, शिक्षा और शहरी विकास के क्षेत्र में इनकी भागीदारी नगण्य है। आकाशवाणी समाचार के लिए दिल्ली से मणिकांत ठाकुर।

सरकार ने आज कहा कि सेनाध्यक्ष जनरल वी.के. सिंह की आयु के मामले में सरकार की कोई भूमिका नहीं है। नई दिल्ली में आज सुबह एक समारोह से अलग संवाददाताओं से बातचीत करते हुए रक्षामंत्री ए.के. एंटनी ने कहा कि यह विवाद इसलिए हुआ कि सेना ने ३६ वर्ष तक उनकी जन्म तिथि के दो सैट रखे थे। उन्होंने कहा कि यह गड़बड़ी पहली बार २००६ में सेना मुख्यालय को पता लगी और उस वक्त इसे ठीक किया गया। बाद में भी २००८ में तत्कालीन सेनाध्यक्ष ने इसे ठीक किया था। श्री एंटनी ने कहा कि सेना और सिविल सेवा के बीच कोई मतभेद नहीं है। पूरे विवाद को दुर्भाग्यपूर्ण बताते हुए श्री एंटनी ने कहा कि यह मामला सुप्रीमकोर्ट के पास विचाराधीन है और हमें उस फैसले का इंतजार करना चाहिए।

कर्नाटक उच्च न्यायालय ने अदालती सम्मन को चुनौती देने वाली पूर्व मुख्यमंत्री बी एस येडियुरप्पा की दो याचिकाएं आज खारिज कर दी। लोकायुक्त अदालत ने राज्य में भूमि अधिसूचना रद्द करने के मामले में येडियुरप्पा के कथित रूप से शामिल होने को लेकर पिछले साल अगस्त में उनके खिलाफ सम्मन जारी किये थे। न्यायमूर्ति आनंद बायरारेड्डी ने फैसले की घोषणा की और इस मामले की जांच पर निचली अदालत द्वारा लगाई गई रोक हटा दी।  येडियुरप्पा के खिलाफ दर्ज शिकायत में यह भी कहा गया है कि उन्होंने अपने निकट संबंधियों को लाभ पहुंचाने के लिए भूमि अधिसूचना रद्द की। इस मामले को लेकर उनके खिलाफ पांच शिकायतें दर्ज हैं।

आन्ध्रप्रदेश के गिरफ्तार प्रधान गृहसचिव बी पी आचार्य को दो दिन की रिमान्ड के बाद कल सीबीआई अदालत में पेश किया जायेगा। सीबीआई ने आचार्य को भूमि आवंटन में कथित अनियमितताओं के आरोप में कल हैदराबाद में गिरफ्तार किया गया था। सीबीआई की विशेष अदालत ने बी पी आचार्य की जमानत याचिका पर सुनवाई भी कल तक के लिए स्थगित कर दी। उच्च न्यायालय के निर्देशों के बाद सीबीआई दो हजार पांच सौ करोड़ रूपये के इस भूमि घोटाले के बारे में दो दिन में आरोप पत्र दाखिल कर सकती है।

बंगलौर में भारतीय अंतरिक्ष अनुसंधान संगठन-इसरो- की विज्ञप्ति में आज बताया गया कि इसरो के अध्यक्ष डॉक्टर के० राधाकृष्णन ने जनवरी २००५ में एन्ट्रिक्स - देवास समझौते के विभिन्न पहलुओं की जांच के लिए दो समितियों की रिर्पोटें जारी करने के वास्ते आवश्यक स्वीकृति लेने की प्रक्रिया शुरू कर दी है। सरकार ने १० फरवरी २०११ को एक उच्चाधिकार प्राप्त समीक्षा समिति बनाई थी। श्री बी० के० चतुर्वेदी और प्रोफेसर रॉडम नरसिम्हा इसके सदस्य थे। एन्ट्रिक्स - देवास समझौते के विभिन्न पहलुओं की जांच के लिए श्री प्रत्यूष सिन्हा की अध्यक्षता में एक अन्य उच्च स्तरीय टीम ३१ मई २०११ को बनाई गई।
इसरो के पूर्व अध्यक्ष माधवन नायर और तीन अन्य वरिष्ठ वैज्ञानिकों पर एन्ट्रिक्स कॉरपोरेशन के देवास मल्टीमीडिया के साथ समझौते में कथित त्रुटियों के लिए आरोप लगाये गये थे। इस समझौते के तहत दो उपग्रहों में देवास मल्टीमीडिया को एस बैण्ड ट्रांसपोन्डर पट्टे पर दिये गये थे ताकि वह डिजिटल मल्टीमीडिया सेवायें शुरू कर सके। प्रधानमंत्री कार्यालय में राज्यमंत्री वी० नारायणसामी ने कल कहा था कि सरकार इन चार वैज्ञानिकों का पक्ष भी सुनने को तैयार है। एन्ट्रिक्स-देवास- समझौते के कारण इन चारों वैज्ञानिकों पर कोई सरकारी पद हासिल करने पर पाबन्दी लगा दी गई थी।

सरकार ने २०१०-११ के वित्त वर्ष के लिए आर्थिक विकास दर में मामूली संशोधन किया है। इसे पहले के अनुमान ८ दशमलव ५ प्रतिशत से घटाकर, ८ दशमलव ४ प्रतिशत कर दिया गया है। सांख्यिकी मंत्रालय द्वारा जारी आंकड़ों के अनुसार २०१० में सकल घरेलू उत्पाद में  ८ दशमलव ४ प्रतिशत की वृद्धि हुई। सबसे ज्यादा ९ दशमलव ३ प्रतिशत की विकास दर सेवा क्षेत्र में रही। कृषि क्षेत्र ने ७ प्रतिशत की दर से विकास किया।
२००९-१० में सकल घरेलू विकास दर भी पहले के अनुमान ८ प्रतिशत से संशोधित करके ८ दशमलव ४ प्रतिशत कर दी गई है। पिछले वित्त वर्ष में रियल एस्टेट, व्यापार सेवायें, बीमा और वित्त क्षेत्र में १० दशमलव ४ प्रतिशत की दर से विकास हुआ जबकि इससे पिछले साल यह विकास दर ९ दशमलव ४ प्रतिशत थी। रिजर्व बैंक वर्तमान वित्त वर्ष के लिए सकल घरेलू विकास दर पहले के अनुमान ७ दशमलव ६ प्रतिशत से घटाकर ७ प्रतिशत कर चुका है। वैश्विक अर्थव्यवस्था के धीमेपन, ऊंची घरेलू ब्याज दरों और कुछ अन्य कारणों से यह कमी की गई।

बम्बई शेयर बाजार के शुरूआती कारोबार में आज सेन्सेक्स में १८३ अंकों से अधिक की बढ़त रही। कल यह तीन सौ सत्तर अंक से अधिक की गिरावट के साथ बन्द हुआ था। अब से कुछ देर पहले यह २०७ अंक की वृद्धि के साथ १७ हजार ७० पर था।
नेशनल स्टॉक एक्सचेंज का निफ्टी भी ६५ अंक बढ़कर ५ हजार १५४ पर था।
अन्तरबैंक विदेशी मुद्राबाजार में डॉलर के मुकाबले रूपया आज २० पैसे मजबूत हुआ। एक डॉलर की कीमत ४९ रूपये ५९ पैसे हो गयी।

उत्तरप्रदेश विधानसभा चुनाव के चौथे और पांचवें चरण के लिए नामांकन भरने का काम जारी है। चुनाव के छठे चरण के लिए अधिसूचना बृहस्पतिवार को जारी की जाएगी। इस बीच कल ५९ नामांकन-पत्र रद्द होने के बाद तीसरे चरण के लिए एक हजार इक्यासी उम्मीदवार चुनाव मैदान में रह गए हैं। इस चरण के लिए चार फरवरी तक नाम वापिस लिए जा सकेंगे।
निर्वाचन आयोग पहले चरण के मतदान के लिए चुनाव प्रबंधों को अंतिम रूप दे रहा है। विभिन्न राजनीतिक दलों के दिग्गज नेता मतदाताओं का समर्थन प्राप्त करने के लिए इलाकों का दौरा कर रहे हैं।
इस बीच कांग्रेस आज अपना चुनाव घोषणा पत्र जारी करेगी।

फैजाबाद में चार बहुबली भी आज अपना राजनीतिक भाग्य अजमा रहे हैं। इनमें इन्द्रप्रताप तिवारी उर्फ खब्बू तिवारी, मित्रसेन यादव और जेल में बंद जीतेन्द्र ंिसह बब्लू और अभय सिंह शामिल है जो समाजवादी पार्टी और बहुजन समाज पार्टी और नवगठित पार्टी के उम्मीदवार के चुनाव मैदान में हैं। सात बार के विधायक रहे अवधेश कुमार मिल्कीपुर से अपना भाग्य अजमा रहे हैं। जो कि उनकी पंरपरागत सीट परिसीमन में प्राप्त हो गई है। इसी तरह के  पांच बार के भाजपा विधायक लल्लू सिंह एक बार फिर से अयोध्या से मैदान में हैं। न्यायालय द्वारा सजाया कि उर्फ सांसद मित्रसेन यादव मीकापुर से भाग्य अजमा रहे है। उनकी पंरपरागत सीट मिल्कीपुर को सुरक्षित घोषित कर दिया गया है। बहुजन समाज पार्टी ने अपने कुछ प्रत्याशियों को बदल दिया है जबकि भारतीय जनता पार्टी, कांग्रेस और समाजवादी पार्टी ने दल  बदलुओं को भी प्रत्याशी बनाया है। फैजाबाद बसपा, भाजपा और समाजवादी पार्टी के प्रभाव वाला चित्र माना जाता रहा है। पिछले लोकसभा चुनाव में कांग्रेस ने यहा जीत दर्ज की थी। इस विधानसभा चुनाव में भी पार्टी को काफी उम्मीदें हैं। परिसीमन प्रक्रिया ने जिले के सभी ग्राम सभा क्षेत्रों को काफी प्रभावित किया है। कांग्रेस ने जिले की एक सीट अपने सहयोगी दल राष्ट्रीय लोकदल के लिए छोड़ी है। राजेन्द्र सोनी के साथ मैं सुनील शुक्ल आकाशवाणी समाचार फैजाबाद।

तमिलनाडु विधानसभा के अध्यक्ष डी जयकुमार ने आज मन्नारगुड़+ी विधानसभा क्षेत्र से निर्वाचित डीएमके विधायक टी आर बी राजा को निलम्बित करने की घोषणा की। उन पर आरोप है कि उन्होंने विशेषाधिकार का हनन किया है। श्री राजा कों दस दिन के लिए निलम्बित किया गया है। उनके खिलाफ शिकायत है कि उन्होंने इससे पहले विधानसभा अधिवेशन के दौरान अपने मोबाइल फोन से फोटो ली। श्री एम के स्टालिन के नेतृत्व में डी एम के सदस्यों ने निलम्बन के विरोध में सदन से वाकआउट किया।

बिहार में जमुई जिले के खैरा थाने के अन्तर्गत  मिलीटांड गांव में माओवादियों ने दो लोगों को मार डाला और एक का अपहरण कर लिया। यह घटना जिले के वन क्षेत्र के पास हुई। अत्याधुनिक हथियारों से लैस पचास से ज्यादा माओवादियों ने मिलीटांड गांव पर अंधाधुंध गोलीबारी की। हमारे संवाददाता ने बताया है कि माओवादियों को पकड़ने के लिए सुरक्षा बल तलाशी अभियान चला रहे हैं।

छत्तीसगढ़ में २७ लाख से अधिक छात्र अब अपनी मासिक छात्रवृत्ति ऑन लाइन प्राप्त कर सकेंगे। राज्य सरकार ने अनुसूचित जाति/जनजाति और अन्य पिछडे+ वर्ग के छात्रों को ÷शिक्षा संगी छात्रवृत्ति' कार्ड जारी करने का फैसला किया है।

बेव दुनिया की खासियत है कि लोगों की जिदंगी को और भी आसान किया जा सके। ऐसे में छत्तीसगढ सरकार की ऑन लाइन शिक्षा  संगीत छात्रवृत्ति योजना के तहत प्रदेश के  विद्यार्थियों को छात्रवृति पाने के लिए अब न ही कोई इंतजार करना पडेगा और नह कोई परेशानी उठाना पड़ेगा। राष्ट्रीयकृत बैंकों के प्रदेश में करीब एक हजार से भी ज्यादा एटीएम काउंटर से वे जब चाहे तब अपनी अपनी छात्रवृत्ति की रकम निकाल सकते हैं। इस वर्ष जुलाई माह से लागू होने वाली  यह योजना के तहत प्रथम चरण में प्रदेश के पांच लाख छात्र छात्राओं को यह सुविधा प्रदान की जाएगी। उम्मीद है कि समय पर छात्रवृत्ति मिलने से विद्या की अपने समय को अधिक कारगर ढंग से पढाई के लिए उपयोग कर पाएंगे। आकाशवाणी समाचार के लिए रायपुर से गिरीश चन्द्र दास
राज्य सरकार ने यह भी फैसला लिया कि जिन इलाकों, खासकर नक्सल प्रभावित वन क्षेत्रों में जहां बैंक के एटीएम नहीं हैं, वहां छात्रों की सुविधा के लिए मोबाइल एटीएम की व्यवस्था की जाएगी।

पूर्वी यूरोप में भारी बर्फबारी और ज+बर्दस्त ठंड के कारण कम से कम ३६ लोगों की मौत हो गई हैं। कल कई इलाकों में आपात सेवाएं लागू करनी पड़ी। बिजली आपूर्ति बाधित हो गई, सड़कों पर आवागमन रूक गया। स्कूलों को बन्द करना पड़ा। तापमान शून्य से २० डिग्री नीचे चला गया। अधिकारियों ने आपात व्यवस्था करके लोगों को सुरक्षित स्थानों पर रखा और उनसे कहा कि बाहर न जाएं। उक्रेन के आपात स्थिति मंत्रालय ने बताया कि अठारह लोगों की मृत्यु हो गई है और पांच सौ से अधिक लोग बीमार पड़ गए हैं। कल पोलैंड में तापमान शून्य से २६ डिग्री सैलसियस नीचे हो जाने से कम से कम दस लोग ठंड के कारण मर गए।

भारत और इस्राइल, मुक्त व्यापार समझौता करने के बारे में मार्च के अंत तक एक बार फिर बातचीत करेंगे। इस समझौते से दोनों देशों का आपसी व्यापार हर साल १० से १५ अरब डॉलर तक बढ़ाया जा सकेगा। विदेश मंत्री एस० एम० कृष्णा की इस्राइल की हाल की यात्रा के दौरान दोनों देशों ने मुक्त व्यापार समझौता करने का फैसला किया था। दोनों देशों के बीच राजनयिक सम्बन्धों के २० साल पूरे होने के अवसर पर भारत में इस्राइल के राजदूत एलॉन उशपिज ने पी टी आई को बताया कि इस समझौते पर इसी साल दस्तखत करने की पूरी कोशिश की जायेगी। उन्होंने बताया कि इस्राइल जल्दी ही बंगलौर में अपना वाणिज्य दूतावास खोलेगा। इससे सुरक्षा और कृषि के क्षेत्र में उच्च टैक्नोलोजी के इस्तेमाल का रास्ता आसान हो सकेगा।
श्री कृष्णा इस महीने के शुरू में इस्राइल की राजधानी तल अवीव गये थे। यह किसी भारतीय विदेश मंत्री की, लगभग एक दशक बाद, इस्राइल यात्रा थी।

जेद्दाह में भारतीय दूतावास उन भारतीय नागरिकों को वापिस स्वदेश भेजने का प्रबंध कर रहा है जो हज और यात्रा वीजा की अवधि समाप्त होने के बाद भी वहां रूके हुए हैं। दूतावास ने दो सौ पास जारी किए हैं। एक अनुमान के अनुसार लगभग दस हजार भारतीय वहां रूके हुए हैं। पिछले वर्ष इसी तरह रूके हुए पन्द्रह हजार भारतीय नागरिकों को स्वदेश भेजा गया था।
इससे पहले सऊदी सरकार ने उन नागरिकों को माफी दे दी थी जिनका वीजा सितम्बर २०१० से सितम्बर २०११ की एक वर्ष की अवधि के लिए था। यह माफी उन नागरिकों को दी गई जो सऊदी अरब में उमरा , हज और यात्रा वीजा समाप्त होने के बाद भी वहां रूके रहे।

अमरीकी राष्ट्रपति बराक ओबामा  ने इस बात की पुष्टि की है कि पाकिस्तान के कबायली इलाकों में संदिग्ध उग्रवादियों पर नियमित रूप से ड्रोन हमले होते हैं। उन्होंने कहा कि ये हमले सक्रिय आतंकवादियों को निशाना बनाकर किये जाते हैं। अमरीका आमतौर पर ड्रोन हमलों के बारे में सार्वजनिक तौर पर बयान नहीं देता है। श्री ओबामा ने ड्रोन हमले संबंधी बयान गूगल के सोशल नेटवर्क पर दिया है।
पाकिस्तान ने इस पर प्रतिक्रिया व्यक्त करते हुए कहा है कि ये हमले गैरकानूनी और भड़काऊ हैं और इन्हें बरदाश्त नहीं किया जा सकता।  विदेश मंत्रालय के प्रवक्ता अब्दुल बासिद ने कहा कि इस मामले में हमारा दृष्टिकोण हमेशा स्पष्ट रहा है।

अंतर्राष्ट्रीय क्रिकेट परिषद् के कार्यकारी बोर्ड की इस वर्ष की पहली बैठक आज दुबई में होगी। बैठक में मुख्य रूप से स्वतंत्र एजेंसियों द्वारा आई सी सी की संरचना और प्रशासन की समीक्षा, परिषद् के उपाध्यक्ष के चुनाव और टैस्ट क्रिकेट को बढ़ावा देने पर विचार किया जाएगा। आई सी सी की संरचना और संचालन के बारे में स्वतंत्र एजेंसियों की रिपोर्ट और सिफारिशें कार्यकारी बोर्ड को सौंपी जाएंगी। बैठक की अध्यक्षता आई सी सी के अध्यक्ष शरद पवार करेंगे।

Setting aside the Delhi High Court order refusing to pass any direction to the Prime Minister for taking a decision on sanction of prosecution in 2G case, the Supreme Court today held that filing of a complaint under the Prevention of Corruption Act is a constitutional right of a citizen. It said the competent authority should take a decision on giving the sanction within a time frame. In a case filed by Janata Party Chief Subramanian Swamy, seeking a direction to the Prime Minister for sanction to prosecute the then Telecom Minister A Raja, the two judge bench of the Apex Court held that if the sanction is not given within four months it would deem to have been granted. The bench comprising justices G S Singhvi and A K Ganguly held that Swamy had the locus standi to seek sanction for Raja's prosecution. The court, however, said, it was not declaring as ultra vires, the provisions of the Prevention of Corruption Act.

The Apex Court had reserved its judgement on November 24, 2010 on the petition filed by Swamy alleging that there was delay in taking action on his plea seeking sanction to prosecute A. Raja.

The PMO had, however, refuted all the allegations and filed an affidavit before the apex court maintaining that the request for sanction for prosecution of Raja was considered by the Prime Minister and that he was advised that evidence collected by CBI was necessary before taking a decision. The government said as the CBI probe was going on, it was necessary to wait for its completion before taking any decision on granting sanction. 

Swamy had approached the Apex Court challenging the Delhi High Court judgement that had refused to pass any direction to the Prime Minister for taking decision on sanction.

The government today refuted that it had to play any role in Army Chief General V.K. Singh's age issue.  Talking to newsmen on the sidelines of a function in New Delhi this morning, the Defence Minister Mr. A.K. Antony said that the discrepancy  occurred as the Army had kept two sets of his date of birth for 36 years. He said this discrepancy was first noticed in 2006 by the Army headquarters and reconciled at that level then and later in 2008 by two respective chiefs. The Minister also maintained that there was no civil-military confrontation. Calling the whole issue unfortunate Mr. Antony said that the issue is before the Supreme Court and one should wait for the verdict. 

Ours is a democracy anybody can question government decision.  That is their right we don't oppose that it has gone to Court now.  When, Supreme Court takes a decision that will be final, that will be applicable to all citizens of India including the government. So let us wait, it has gone beyond the government. Please wait till the Supreme Court takes the decision.

The Karnataka High Court has dismissed today the two petitions of former Chief Minister B S Yeddyurappa wherein he had challenged the summons issued against him regarding his alleged involvement in land denotification in Bangalore. Justice Anand Byrareddy pronounced the judgement and vacated the stay on investigation of the case in the lower court. The Lok Ayukta court had issued summons on August last year against Yeddyurappa on charges of illegally denotifying BDA land in Arkvathy Layout, Devarchikkanhalli and Arekere. The complaint also states that the then Chief Minister had denotified the land in favour of his near and dear ones. Yeddyurappa is facing totally five complaints of land denotification done during his tenure as Chief Minister.

In Uttar Pradesh, the nomination process for fourth and fifth phases of assembly elections is in progress. The notification for 6^th phase will be issued on Thursday. Meanwhile one thousand eighty one candidates are in fray following the rejection of 59 nomination papers during scrutiny yesterday. 4^th February is the last date for withdrawal of candidature in this phase.

The election commission is now giving final shape to preparations in first phase areas as regional and national leaders have intensified their campaign. Different political party leaders are touring the area to woo the voters. Meanwhile, Congress will release its manifesto simultaneously from ten districts of the state. Our Gorakhpur correspondent reports that the candidates are concentrating on personal contact with the voters in the wake of strictures on expenditure by the election commission.

Intense campaigning is on for assembly elections in twin cities Faizabad and Ayodhya.  Our correspondent reports that a total of 90 candidates are in fray in five assembly constituencies of the district.

Four strongmen including Indra Pratap Tiwari alias Khabbu Tiwari, Mitrasen Yadav and jailed Jitendra Singh Babloo and Abhay Singh, are in contest in this district as nominees of major political parties including Samajwadi Party, BSP and newly political outfit Peace Party. Seven times MLA Avadesh Kumar is in fray from Mikipur as his traditional seat has been abolished in delimitation process. Similarly five times BJP MLA Lallu Singh is again trying his luck from Ayodhya seat. Convicted in a criminal case former MP Mitrasen Yadav is trying his luck from Bikapur as his traditional seat Milkipur has been reserved in delimitation process. Ruling Bahujan Samaj Party has changed its some candidates while turncoats have been obliged by the BJP, SP and Congress. Faizabad is being treated as strong hold of BJP, BSP and SP. Congress had won last Lok Sabha elections and very hopeful in this assembly elections. Delimitation of segments has affected most of the constituencies one has lost its identity and a new one has come up. Senior leaders including Mulayam Singh, Uma Bharti, Rahul Gandhi and Satish Mishra have conducted their canvassing for their party candidates. Congress has left one seat for its ally RLD. The Railways Minister Mr. Dinesh Trivedi has called for a National Policy on Railways so that it can add to the country’s GDP and generate employment.  Addressing Public Private Partnership Summit 2012 in New Delhi this morning, he asserted that if India has to maintain a GDP of seven to eight percent, it must relook towards the growth of Railways.  Calling for automation of railways system to avoid accidents, the Minister said that accidents happen mostly due to human error.

Advocating a rebuild of  the organisational structure of railways, Mr. Trivedi disclosed that the Railway Board will be expanded after the budget to make it customer oriented.  He said a roadmap to this effect will be presented in the Railway budget.  

Speaking on the occasion, Member Planning Commission Mr. B.K. Chaturvedi said that all allocation under PPP mode must be in a transparent manner and once the terms of allocation are fixed, it should not be changed.  Our correspondent reports that about one trillion US dollars investment has been envisaged in next five years for infrastructure development in the country.

The Prime Minister Dr. Manmohan Singh has asked the officials of concerned departments to speed up the country's first International Container Trans-shipment Terminal project at Vallarpadam in Kerala.  Once implemented, over 16,000-crore Vallarpadam container facility for trans-shipment will become a major hub for cargo. According to a release issued by Prime Ministers' Office, the project will help reducing the number of days taken to export or import consignments by seven days apart from cutting down the transportation cost of each container by 300 US dollar. The facility will give a boost to international Indian trade making it more competitive. Currently Indian importers and exporters use hubs in Colombo, Salalah, Singapore and Dubai for shipments adding to their costs.

An ISRO press release issued in Bangalore today says that the ISRO Chairman Dr. K. Radhakrishnan has initiated a process of getting necessary clearances for releasing the reports of two committees to examine various aspects of the ANTRIX-DEVAS Agreement of January 2005. It can be recalled that the Government has set up the High Powered Review Committee on February 10, 2011 with Shri B.K. Chaturvedi and Prof. Roddam Narasimha as Members. Another High Level Team was also set up by Government on May 31, 2011 chaired by Shri Pratyush Sinha to examine various aspects of the ANTRIX-DEVAS Agreement. Former ISRO Chairman Madhavan Nair and three other senior space scientists are charged with omissions allegedly committed in Antrix Corporation's deal with Devas Multimedia for leasing out S-band transponders on two satellites for launch of digital multimedia services. Minister of State in the Prime Minister’s office V Narayanaswamy had said yesterday that Government is ready to hear the point of view of four scientists barred from occupying any government posts in connection with the Antrix-Devos deal.

The Government today revised the economic growth rate for 2010-11 financial year, slightly down to 8.4 per cent from the earlier estimate of 8.5 per cent. According to the Quick Estimates of economic growth, released by the Ministry of Statistics and Programme Implementation, the Gross Domestic Product, GDP at factor cost at constant prices in 2010-11 has registered a growth of 8.4 per cent over the previous year. It said that the major source of growth in the GDP has been from the services sector, which has grown at the rate of 9.3 per cent. The agriculture sector growth has also been impressive at 7 per cent during the year 2010-11. The growth of secondary sector, which includes manufacturing and construction sector, stood at 7.2 per cent.

Assam has been ranked third among all major states of the country in terms of the Human Development Index (HDI). This was revealed by the Planning Commission in its latest published human development report prepared by the Institute of Applied Manpower Research. An official press release issued at Guwahati today said that Assam achieved a rate of 32.1 per cent progress in HDI for the period 1999-2008. The HDI reflects three main components of human development, that is, education, health and per capita income. The report revealed that among the three components used for HDI index, Assam has shown highest rate of progress in income index and third highest rate of progress in health index. Though Assam is still lagging behind the national average in education index, it has shown marked improvement during the period.

The speaker of the Tamil Nadu Assembly Mr. D. Jayakumar today announced the suspension of Mr. T.R.B. Raja, DMK MLA from Mannargudi Assembly constituency. Mr. Raja was suspended for ten days from today following complaint of breach of privilege. The privilege motion was moved following complaint on Mr. Raja taking pictures during one of the earlier Assembly session in his mobile phone. DMK members led by Mr. M..K. Stalin staged a walk out opposing the suspension.

Heavy snow and a severe cold snap have killed at least thirty six people across eastern Europe. Many areas were under emergency measures as schools closed down, roads became impassible and power supplies were cut off. As temperatures dropped to around minus 20 degrees Celsius, authorities opened hundreds of emergency shelters across the region and urged people to be careful and stay indoors. Ukraine's Emergency Situations Ministry said 18 people died of hypothermia and nearly 500 people sought medical help for frostbites and hypothermia in just three days last week. Twelve of the dead were homeless people whose bodies were discovered on the streets. At least 10 people froze to death in Poland as the cold reached minus 26 degrees Celsius yesterday. Malgorzata Wozniak, a spokeswoman for Poland's Interior Ministry, said that elderly people and the homeless were among the dead. In central Serbia, three people died and two more were missing and 14 municipalities were operating under emergency decrees.

In Pakistan, at least seven persons, including wife and daughter of a Balochistan assembly lawmaker, were shot dead in a fresh outbreak of violence in the city of Karachi. The wife, daughter and driver of the sitting MPA from Sibi in the Baluchistan province, Mir Bakht Yar Domki, were gunned down, last night, near the Gizri bridge in the up market area of Clifton. According to the City Police Chief, Ayaz Ghorchani, the killings appeared to be the result of a family enmity. Earlier, violence had erupted in the Shia Muslim dominated areas of the city, in which three persons were gunned down in the north Karachi area.

US President Barack Obama has confirmed that unmanned drones regularly strike suspected militants in Pakistan's tribal areas. Mr. Obama called the strikes a targeted focused effort at people who are on a list of active terrorists. The US does not routinely speak publicly about drone operations. Mr. Obama made his comments during an hour-long video hangout on Google's social network. More than 130,000 questions were submitted before the hangout began, and six people were invited to join the president online for the event. They were able to ask questions and seek follow-up answers from Mr. Obama. The event ended a week of social media engagement in the wake of Mr. Obama's State of the Union address on 24 January.

Pakistan said the drone attacks are unlawful, counterproductive and hence unacceptable.  The reaction from Pak Foreign Ministry came as US President Barack Obama confirmed for the first time that drone aircraft had targeted militants in Pakistan's tribal areas on the Afghan border.  Foreign ministry spokesman Abdul Basit said our view has always been very clear and position principled. <<<>>>

India and Israel will hold another round of negotiations, by the end of March, on signing of the Free Trade Agreement, FTA to achieve a bilateral trade figure of 10 to 15 billion US dollars per year. The two countries had decided on the FTA during the recent visit of External Affairs Minister S M Krishna to Tel Aviv. Speaking on the occasion of 20 years of diplomatic relations between the two countries, Israeli Ambassador to India Alon Ushpiz told PTI that there will be another round of negotiations by the end of March and both sides will do their best to sign the FTA agreement by the end of this year. Mr. Ushpiz also said that Israel would soon open a Consulate in Bangalore to focus on activities such as homeland security and high tech agriculture.

External Affairs Minister SM Krishna had visited Tel Aviv early this month, the first such trip to that region by an Indian Foreign Minister, in over a decade.

Other Asian bourses in Japan, China, Hong Kong, Taiwan, South Korea and Singapore were trading mixed, today. Over on Wall Street, the Dow Jones Industrial Average had lost 0.1 percent, overnight.

The rupee strengthened by 20 paise to 49.59 rupees against dollar in early trade on the Interbank Foreign Exchange market today on increased foreign capital inflows. Dealers said rupee gained due to foreign capital inflows and dollar's fall against major world currencies overseas.

The Indian Consulate in Jeddah is working out arrangements to send back home the Indian citizens who overstayed their Haj and visit visas. 200 such passes have been issued by the Consulate. According to estimates, around 10,000 Indian overstayers are living in the region. Last year 15,000 overstayers were repatriated to India by the Consulate in Jeddah. 

Earlier, the Saudi Government announced amnesty for those who overstayed beyond their visa for a period of one year from September 2010 to September 2011. The amnesty is applicable for those who have stayed beyond their Umrah, Haj and visit visas to Saudi Arabia. Saudi Government has set up a detention camp in Jeddah to register overstayers for repatriation to their respective countries. The amnesty rule says the application for repatriation should be routed through the respective consulate or the embassies.

More than 27 lakhs students in Chhattisgarh will now get their monthly scholarship on-line. In a recent decision, the state government has decided to issue ‘Sikshya Sangi Chhatrabruti’ card to the students of the SC/ST and OBC category so that they can avail of their monthly scholarship through any of the ATMs of the nationalized Banks spread across the state.  It has also been decided that those areas, especially the naxal affected forested areas where no such bank ATMs exist, the government will run mobile ATMS to facilitate the distribution of scholarship to the students. The state government now doles out more than 170 crore rupees as pre and post-matric scholarship to the students. More from our correspondent;

Lakhs of school students of Chhattisgarh will no more be victims of the delay or dilly-dallying of the administrative machinery in getting their monthly scholarship-thanks to the on-line Sikshya Sangi Chhatri Briti Yojana of the state government. Instead of spending agonizing hours in queues to get their dues, these students will now just click into their accounts in the ATMs as per their convenience. This novel scheme which will be operationalised from the month of July this year, will target about 5 lakh students in the first phase. A Kiran trainer aircraft from Indian Airforce Station Tambaram crashed in the outskirts of Chennai today. A defence press release said that the incident happened when the aircraft was on routine training sortie. Both the pilots ejected safe. A court of inquiry has been ordered into the incident.

In Odisha, at least 25 people were injured, 10 of them seriously, when a bus belonging to a sponge iron company met with an accident, last night, near Kunmun chowk, about 45 km from Rourkela. The employees of the company were returning to their homes, when it hit a road side tree causing injuries to almost all employees travelling in the bus. The injured were rushed to Rajgangpur hospital.

उच्चतम न्यायालय ने कहा है कि भ्रष्टाचार की रोकथाम के अधिनियम के अन्तर्गत शिकायत दर्ज करना देश के नागरिकों का संवैधानिक अधिकार है। सक्षम अधिकारियों को इस बारे में मंजूरी देने का फैसला निर्धारित समयसीमा के भीतर करना चाहिए। टू-जी स्पेक्ट्रम के आवंटन के सिलसिले में जनता पार्टी अध्यक्ष सुब्रहमण्यम्‌ स्वामी द्वारा दर्ज मामले में दिल्ली उच्च न्यायालय के निर्णय को रद्द करते हुए उच्चतम न्यायालय ने कहा कि अगर यह मंजूरी चार महीने के अन्दर नहीं दी जाती तो यह मान लिया जाना चाहिए कि मंजूरी दी जा चुकी है। खंडपीठ ने कहा कि वह भ्रष्टाचार की रोकथाम के विधेयक के प्रावधानों को नियम विरूद्ध घोषित नहीं कर रही है।

सरकार ने कहा है कि टू-जी मामले में मुकदमे की मंजूरी के बारे में उच्चतम न्यायालय की टिप्पणी सरकार के लिए किसी प्रकार का झटका नहीं है। प्रधानमंत्री कार्यालय में राज्य मंत्री वी. नारायण सामी ने आज नई दिल्ली में पत्रकारों को बताया कि भ्रष्टाचार से निपटने के लिए कई उपाय किये गये हैं, जिनमें मंत्रियों के विवेकाधिकारों को समाप्त करना शामिल है। उन्होंने कहा कि उच्चतम न्यायालय की टिप्पणी सरकार के कामकाज की आलोचना नहीं है और इसे राजनीतिक हथियार के रूप में इस्तेमाल नहीं किया जा सकता।
श्री नारायण सामी ने कहा कि यूपीए सरकार ने लोकपाल और सिटीजन चार्टर जैसे कानूनों के जरिये भ्रष्टाचार की रोकथाम के लिए कई उपाये किये हैं।
उच्चतम न्यायालय के फैसले के अनुसार संसद दिशानिर्देश तैयार करती है। संसद और हमारी सरकार दोनों को ही भ्रष्टाचार दूर करने के बारे में चिंता होनी चाहिए। भ्रष्टाचार के मुद्दों और जमीनी स्तर पर भ्रष्टाचार की समस्या से निपटने में हम सक्षम हैं। हमारी सरकार ने संसद में लोकपाल विधेयक पेश किया है।

सरकारी कर्मचारियों पर मुकदमे की मंजूरी देने के बारे में उच्चतम न्यायालय के फैसले का स्वागत करते हुए जनता पार्टी अध्यक्ष सुब्रमण्यम स्वामी ने कहा कि इससे भ्रष्टाचार निवारण अधिनियम के अंतर्गत दर्ज किये गये भ्रष्टाचार के मामलों में मुद्दे को सरल कर दिया गया है।

इससे नागरिकों को मंजूरी प्राप्त किये बिना भ्रष्टाचार के किसी भी मामले के खिलाफ जांच करवाने के लिए सीधे अदालत जाने का अधिकार भी मिल गया है। इसमें संशोधन भी सुझाया गया है कि जिसमें चार महीने से अधिक तक सरकार में मंजूरी प्राप्त न होने पर इसे मंजूर मान लिया जायेगा।
भारतीय जनता पार्टी प्रवक्ता रवि शंकर प्रसाद ने कथित टू-जी स्पेक्ट्रम आबंटन घोटाले के सिलसिले में मुकदमे के लिए तय समय सीमा के भीतर मंजूरी देने के उच्चतम न्यायालय के फैसले का स्वागत किया है।

सरकार ने आज कहा कि सेनाध्यक्ष जनरल वी.के. सिंह की आयु के मामले में सरकार की कोई भूमिका नहीं है। नई दिल्ली में आज सुबह एक समारोह से अलग संवाददाताओं से बातचीत करते हुए रक्षामंत्री ए.के. एंटनी ने कहा कि यह विवाद इसलिए हुआ कि सेना ने ३६ वर्ष तक उनकी जन्म तिथि के दो सैट रखे थे। उन्होंने कहा कि यह गड़बड़ी पहली बार २००६ में सेना मुख्यालय को पता लगी और उस वक्त इसे ठीक किया गया। बाद में भी २००८ में तत्कालीन सेनाध्यक्ष ने इसे ठीक किया था। श्री एंटनी ने कहा कि सेना और सिविल सेवा के बीच कोई मतभेद नहीं है। पूरे विवाद को दुर्भाग्यपूर्ण बताते हुए श्री एंटनी ने कहा कि यह मामला सुप्रीमकोर्ट के पास विचाराधीन है और हमें उस फैसले का इंतजार करना चाहिए।

रांची में आज सीबीआई की विशेष अदालत ने करोड़ों रूपए के चारा  घोटाले में ६४ आरोपियों को दोषी करार दिया। इनमें ३२ पदाधिकारी शामिल हैं। यह मामला १९९५ में तीन महीनों के भीतर डोरांडा सरकारी खजाने से  धोखाधड़ी से १२ करोड़ ९८ लाख रुपये निकालने के बारे में है। एन.एन. सिंह की अदालत ने इन आरोपियों को दो से छह वर्ष तक की कारावास की सजा सुनाई और पांच लाख रुपये तक के अलग-अलग जुर्माना भी लगाया ।

प्रधानमंत्री ने देश में एक मजबूत सार्वजनिक क्षेत्र के प्रति अपनी सरकार की प्रतिबद्धता व्यक्त की है। आज नई दिल्ली में सार्वजनिक उद्यम स्थाई सम्मेलन-स्कोप पुरस्कार वितरित करने के बाद डॉ० मनमोहन सिंह ने कहा कि सार्वजनिक और निजी दोनों ही क्षेत्रों को तेजी से बढ़ती अर्थव्यवस्था की जरूरतों को पूरा करने के लिए मिलकर काम करने और एक दूसरे का पूरक बनने के लिए काम करना चाहिए।

हमारा साफ मत है कि सार्वजनिक और निजी दोनों ही क्षेत्रों को तेजी से बढ़ती अर्थव्यवस्था की जरूरतों को पूरा करने के लिए मिलकर काम करने और एक दूसरे का पूरक बनने के लिए काम करना चाहिए। हमारे देश को निजी और सार्वजनिक क्षेत्र में विशेष रूप से बुनियादी ढांचे के क्षेत्र में भारी मात्रा में निवेश की जरूरत है।
प्रधानमंत्री ने अगले वर्ष में केन्द्रीय सार्वजनिक क्षेत्र के प्रतिष्ठानों द्वारा एक लाख चालीस हजार करोड़ रूपए से भी अधिक की निवेश योजना के बारे में प्रतिबद्धता व्यक्त करने पर प्रसन्नता व्यक्त की।
इससे पहले प्रधानमंत्री ने भारतीय इस्पात प्राधिकरण और भारतीय हैवी इलेक्ट्रिकल्स सहित सार्वजनिक क्षेत्र के कई उद्यमों को २००९-१० में उत्कृष्टता तथा सार्वजनिक क्षेत्र प्रबंधन में सराहनीय योगदान के लिए पुरस्कार दिये।

भारत में वर्ष २०१०-११ में पिछले वित्तवर्ष की तुलना में प्रतिव्यक्ति आय पंद्रह दशमलव छह प्रतिशत बढ़कर ५३ हजार ३३१ रुपये सालाना हो गई है। केंद्रीय सांख्यिकी विभाग द्वारा जारी प्रारंभिक आंकड़ों के अनुसार पिछले वित्तवर्ष में यह ४६ हजार ११७ रुपये थी। प्रतिव्यक्ति आय में यह बढ़ोतरी, पिछले वित्तवर्ष के दौरान भारतीय अर्थव्यवस्था में आठ दशमलव चार प्रतिशत की वृद्धि दर का परिणाम है। प्रतिव्यक्ति आय में यह बढ़ोतरी देश में बढ़ रही संपन्नता को दर्शाती है। आंकड़ों के अनुसार मौजूदा कीमतों के आधार पर अर्थव्यवस्था का आकार पिछले वित्तवर्ष में ७१ लाख ५७ हजार ४१२ करोड़ रुपये रहा, जो वर्ष २००९-१० के मुकाबले साढ़े सत्रह प्रतिशत ज्यादा है।

मुख्य आर्थिक सलाहकार कौशिक बसु ने आशा व्यक्त की है कि मुद्रास्फीति की दर जल्दी ही सात प्रतिशत से नीचे आ जाएगी। वर्ष २०१२-१३ में अर्थव्यवस्था के रूझान प्रस्तुत करते हुए उन्होंने कहा कि इससे वर्तमान वर्ष के मुकाबले विकास दर में तेजी आएगी। आज नई दिल्ली मे ं आज मीडिया से बातचीत में श्री बसु ने कहा कि चालू वर्ष के पूर्वार्द्ध में विकास दर सात दशमलव तीन प्रतिशत थी। उन्होंने कहा कि पिछले साल नवम्बर में औद्योगिक प्रदर्शन में तेजी से सुधार हुआ था और समग्र विकास दर पांच दशमलव नौ प्रतिशत पर आ गई थी। पिछले साल अक्तूबर में यह दर चार दशमलव सात प्रतिशत थी।

सरकार उपभोक्ता संरक्षण अधिनियम में संशोधन करेगी, जिससे मामलों को शीघ्र निपटाने और उपभोक्ताओं द्वारा ऑन लाइन शिकायत दर्ज कराने में मदद मिलेगी। उपभोक्ता मामलों, खाद्य और सार्वजनिक वितरण राज्य मंत्री प्रोफेसर के.वी. थॉमस ने कहा कि आज हुई केन्द्रीय उपभोक्ता संरक्षण परिषद की बैठक में इसकी सिफारिश की गई है। प्रोफेसर थॉमस ने कहा कि परिषद ने गुमराह करने वाले विज्ञापनों और सामाजिक समारोहों में खाने की बर्बादी जैसे मुद्दों पर भी चर्चा की।
प्रोफेसर थॉमस ने कहा कि सभी राज्यों से दस करोड़ रुपये की एक निधि बनाने को कहा गया है, जिससे उपभोक्ताओं से सम्बन्धित गतिविधियों के लिए स्थानीय गैर-सरकारी संगठनों को धन उपलब्ध कराया जा सकेगा।
राज्यों में राज्य सरकारें उपभोक्ता मामलों को देखेगी। इसलिए प्रत्येक राज्य को दस करोड़ रूपये का कॉरपस फंड आबंटित किया जा रहा है जिसका साढ़े सात प्रतिशत केंद्र सरकार देगी। इस फंड से राज्य सरकारें स्वयंसेवी संस्थाओं को उपभोक्ता मामलों के बारे में मदद कर सकेंगी और उपभोक्ता मामलों को निगरानी कर सकेंगी।

वाणिज्य और उद्योग मंत्री आनन्द शर्मा ने कहा है कि अगले बीस वर्षों में भारत को परमाणु ऊर्जा के क्षेत्र में सौ अरब डॉलर से भी अधिक विदेशी निवेश प्राप्त करने की उम्मीद है। इसमें से चौथाई हिस्सा फ्रांस से मिलेगा। वे कल पेरिस में भारत-फ्रांस सी ई ओ मंच को सम्बोधित कर रहे थे। एक सरकारी विज्ञप्ति के अनुसार श्री आनन्द शर्मा ने कहा कि ऊर्जा क्षेत्र में, खासतौर से परमाणु ऊर्जा के क्षेत्र में भारत, फ्रांस की भागीदारी को महत्वपूर्ण मानता है।

मुंबई शेयर बाजार का सेंसेक्स आज तीन सौ ३० अंक बढ़कर १७ हजार एक सौ ९४ पर बंद हुआ।  नेशनल स्टॉक एक्सचेंज का निटी एक सौ १२ अंक बढ़कर पांच हजार एक सौ ९९ पर पहुंच गया। एशियाई शेयर बाजारों में भी तेजी बनी रही। एक डॉलर की तुलना में रूपया ३३ पैसे मजबूत होकर ४९ रूपये ४६ पैसे के स्तर पर पहुंच गया। दिल्ली सर्राफा बाजार में सोना दो सौ २५ रूपये बढ़कर २८ हजार छह सौ ९० रूपये प्रति दस ग्राम हो गया। चांदी पांच सौ रूपये उछलकर ५६ हजार पांच सौ रूपये प्रति किलो हो गई।

निर्वाचन आयोग ने मणिपुर में विधानसभा की ग्यारह सीटों के चौंतीस मतदान केन्द्रों पर पुनर्मतदान के आदेश दिए हैं। राज्य के मुख्य चुनाव अधिकारी पी. सी. लावकुंगा ने हमारे संवाददाता को बताया कि पुनर्मतदान चार फरवरी को होगा। उन्होंने कहा कि शनिवार को हुए मतदान के दौरान हिंसा और गड़बड़ियों के कारण पुनर्मतदान कराया जा रहा है। उन्होंने कहा कि सभी मतदान केन्द्र अतिसंवेदनशील घोषित किए गए हैं और इन केन्द्रों पर अर्द्ध सैन्य बलों की तिरानबे कंपनियां तैनात की जायेंगी।

गृहमंत्री पी.चिदंबरम ने कहा है कि पंजाब, मणिपुर, उत्तराखंड और उत्तरप्रदेश में शांतिपूर्ण चुनाव संपन्न कराने के लिए केंद्रीय अर्द्धसैन्य बलों की आठ सौ कंपनियां तैनात की गईं हैं। आज नई दिल्ली में अपने मंत्रालय का जनवरी २०१२ का रिपोर्ट कार्ड पेश करते हुए श्री चिदंबरम ने कहा कि गृह मंत्रालय ने सीमा सुरक्षा बल, भारत-तिब्बत सीमा पुलिस, सशस्त्र सेना बल, केंद्रीय रिज+र्व पुलिस बल सहित सुरक्षा बलों के कल्याण के लिए कई कदम उठाए हैं।

कांग्रेस ने उत्तर प्रदेश विधानसभा चुनाव के लिए आज  लखनऊ में अपना घोषणा पत्र जारी किया। पार्टी ने किसानों को छह प्रतिशत ब्याज दर पर ऋण उपलब्ध कराने का आश्वासन दिया है। पार्टी ने कृषि क्षेत्र को प्रतिदिन आठ घंटे बिजली देने के उद्देश्य से एग्रीकल्चर पावर ग्रिड बनाने और प्रत्येक जिले में कम से कम एक महिला थाना बनाने का भी आश्वासन दिया है।

देश में निर्मित अत्यंत हल्के और बिना पायलट वाले विमान-लक्ष्य का आज ओड़िशा में बालासौर में चांदीपुर परीक्षण रेंज से सफल उड़ान परीक्षण किया गया। डिजिटल तौर पर नियंत्रित उन्नत इंजन वाले लक्ष्य विमान को आज सुबह करीब ११ बजकर चालीस मिनट पर सफलतापूर्वक छोड़ा गया।

लक्ष्य एक सब-सोनिक, फिर से इस्तेमाल किये जाने वाली लक्ष्य भेदी प्रणाली है, जिसे जमीन से संचालित किया जा सकता है और जिसे विमान में और हवाई रक्षा पायलटों को टे्रनिंग देने के लिए बनाया गया है।

Setting aside the Delhi High Court order refusing to pass any direction to the Prime Minister for taking a decision on sanction of prosecution in 2G case, the Supreme Court today held that filing of a complaint under the Prevention of Corruption Act is a constitutional right of a citizen. It said the competent authority should take a decision on giving the sanction within a time frame. In a case filed by Janata Party Chief Subramanian Swamy, seeking a direction to the Prime Minister for sanction to prosecute the then Telecom Minister A Raja, the two judge bench of the Apex Court held that if the sanction is not given within four months it would deem to have been granted. The bench comprising justices G S Singhvi and A K Ganguly held that Swamy had the locus standi to seek sanction for Raja's prosecution. The court, however, said, it was not declaring as ultra vires, the provisions of the Prevention of Corruption Act. The Apex Court had reserved its judgement on November 24, 2010 on the petition filed by Swamy alleging that there was delay in taking action on his plea seeking sanction to prosecute A. Raja.The PMO had, however, refuted all the allegations and filed an affidavit before the apex court maintaining that the request for sanction for prosecution of Raja was considered by the Prime Minister and that he was advised that evidence collected by CBI was necessary before taking a decision. The government said as the CBI probe was going on, it was necessary to wait for its completion before taking any decision on granting sanction.Swamy had approached the Apex Court challenging the Delhi High Court judgement that had refused to pass any direction to the Prime Minister for taking decision on sanction.

The Government today insisted that the Supreme Court's observation on sanction of prosecution in 2G case, was not a setback to it. The Minister of State in PMO, V. Narayanasamy told reporters in New Delhi that a number of pro-active anti-corruption measures have already been taken that include removal of discretionary powers of Ministers. He said, observations by the Apex Court did not reflect upon the functioning of the government and cannot be used as an instrument to settle political scores.

"As fat the Supreme Court the Parliament does to frame the guideline. The Parliament will definitely do it and as far as our government is concern to route of corruption. We are second to none in handling the corruption issue and route out corruption at the cross route level. We have taken lout of Lout of Minister the power removing them. Our government brought the Lok Pal Bill in the Parliament."

In an official release, the PMO said the directions of the Supreme Court are being examined.The release stated that the fact that both the learned judges of the Supreme Court have completely vindicated the Prime Minister whilst appreciating the onerous duties of his office.

Janata Party president Subramanian Swamy while welcoming the Supreme Court verdict on grant of sanction for prosecution of public servants, said, it has simplified the issue in graft cases lodged under the Prevention of Corruption Act.

"It is empowered the citizen now to go to court seek and enquiry against any complain without having a senction. It has suggested and introduction of amendment by which it will be deam senction if the government delay is in four month."

BJP spokesman Ravi Shankar Prasad welcomed the verdict of Supreme Court about setting a time frame on granting sanction for prosecution in connection with the alleged 2G spectrum allocation scam.

The government has refuted that it had to play any role in Army Chief General V.K. Singh's age issue. Talking to newsmen on the sidelines of a function in New Delhi today, the Defence Minister Mr. A.K. Antony said that the discrepancy occurred as the Army had kept two sets of his date of birth for 36 years. He said this discrepancy was first noticed in 2006 by the Army headquarters and reconciled at that level then and later in 2008 by two respective chiefs. The Minister also maintained that there was no civil-military confrontation. Calling the issue unfortunate Mr. Antony said that the issue is before the Supreme Court and one should wait for the verdict.

"Ours is a democracy anybody can question government decision. That is their right we don't oppose that it has gone to Court now. When, Supreme Court takes a decision that will be final, that will be applicable to all citizens of India including the government. So let us wait, it has gone beyond the government. Please wait till the Supreme Court takes the decision."

A special CBI Court in Ranchi today convicted 64 accused, including 32 officials, in multi-crore fodder scam. The case pertains to fraudulent withdrawal of 12.98 crore rupees from Doranda Treasury within three months in 1995. The special CBI Court of N. N. Singh convicted the 64 accused and sentenced them between two and six years in prison and imposed varying penalty upto five lakh rupees. The total scam was assessed at about 950 crore rupees.

In the ongoing election for Uttar Pradesh Assembly, the Congress released its manifesto at Lucknow today. The party has given assurance to provide loan at six per cent interest rate to the farmers. The Party has also promised to set-up a separate Agriculture Power Grid to provide electricity for eight hours to the farming sector. Party will also ensure that there will be at least one women police station in every district of the state.

In Manipur, Election Commission has ordered re-poll in 34 polling stations covering 11 Assembly constituencies in five hill districts. The state Chief Electoral Officer P. C. Lawkunga told our correspondent this evening that re-poll will be held on the 4th of this month.

Union Home Minister P. Chidambaram said that eight hundred companies of Central Para Military Forces were deployed in Assembly poll bound states of Punjab, Manipur, Uttarakhand and Uttar Pradesh for the smooth conduct of elections. Presenting the Home Ministry's report card of January 2012 in New Delhi today, Mr. Chidambaram said that his Ministry has taken many initiatives to overall well being of security forces including Border Security Force, BSF, Indo-Tibet Border Police, ITBP, Sashastra Sena Bal, SSB, and Central Reserve Police Force, CRPF.

The Prime Minister Dr Manmohan Singh today said, his government is committed to a strong public sector in the country. Speaking in New Delhi after giving away Standing Conference of Public Enterprises awards, Dr Singh said, both public and private sectors need to work together and complement each other to meet the demands of rapidly growing economy.

"Our government stands committed to a strong public sector in the our country. We are of the clear view that both public and private sectors need to work together and complement each other to meet the demands of our rapidly growing economy. Our country needs huge amounts of investment, both public and private, particularly in the area of infrastructure."

Dr Singh expressed happiness that Central Public Sector Undertakings have committed to investment plans amounting over one lakh, 40 thousand crore rupees in the coming year.

Earlier, the Prime Minister presented awards to many PSUs including Steel Authority of India Limited and Bharat Heavy Electrical Limited for excellence and outstanding contribution to public sector management 2009-10.

Reflecting growing prosperity, India's per capita income grew by 15.6 per cent to 53,331 rupees per annum in 2010-11, crossing the half-a-lakh rupee mark for the first time. The Quick Estimates of National Income released by the Central Statistical Office (CSO) said that the per capita income at current prices is estimated at 53,331 rupees in 2010-11, as against 46,117 rupees for the previous year, depicting a growth of 15.6 per cent. According to an official release, the growth in per capita income comes on the back of 8.4 per cent expansion of the Indian economy during the last fiscal. Per capita income is the earnings of each Indian if the national income is evenly divided among the country's population of around 120 crore. It is an important indicator of overall prosperity in the country.

"The Sensex at the Bombay Stock Exchange rallied 330 points, or 2 percent, to again close above the 17,000 mark, at 17,194, on fresh buying by investors, amid rising Asian and European markets, today. The Nifty rose 112 points, or 2.2 percent, to 5,199. Stock markets in Japan, China, Hong Kong, South Korea and Singapore rose between 0.1 percent and 1 percent. The rupee strengthened 33 paise, to 49.46 against the dollar. Gold rose 225 rupees, to 28,690 rupees per ten grams in Delhi. Silver gained 500 rupees, to 56,500 rupees per kilo. The Government is to amend the Consumer Protection Act which will provide for quick disposal of cases, online lodging of complaints by consumers and scope for tackling unfair practices. The Minister of State for Consumer Affairs, Food and Public Distribution, Prof. K.V Thomas said, this has been recommended by Central Consumer Protection Council, in a meeting held today.

"The consumer activity in the state have to be overall monitored by the state government. So 10 crore coppers fund is being allotted to AVDC out of that 7.5 crore is by the central government. So that with this fund by the state government can monitor and supervise the consumer activity."
