प्रधानमंत्री मनमोहन सिंह ने केन्द्रीय मंत्रालयों को रेलवे की माल गलियारा परियोजना को उच्च प्राथमिकता देने को कहा है। इस परियोजना पर लगभग एक लाख करोड़ रूपये की लागत आएगी। कल नई दिल्ली में प्रधानमंत्री कार्यालय में हुई बैठक में राज्यों के प्रतिनिधियों और मुख्य सचिवों ने इस परियोजना के लिए पूरा सहयोग देने का आश्वासन दिया। बैठक में फैसला किया गया कि इस परियोजना के लिए तेजी से जमीन लेने और इससे जुड़े अन्य मुद्दे सुलझाने के लिए राज्य सरकारें निगरानी समितियां बनाएंगी। प्रधानमंत्री कार्यालय भी इस पर पूरी नजर रखेगा जिससे हर कार्रवाई समयबद्ध तरीके से की जा सके।
ये परियोजना तीन हजार तीन सौ किलोमीटर से अधिक के दायरे में देश के विभिन्न स्थानों को जोड़ेगी।

उत्तर प्रदेश विधानसभा चुनाव के दूसरे चरण का प्रचार कल समाप्त हो गया। इस चरण में कल वोट डाले जाएंगे। मतदान के लिए सभी तैयारियां पूरी कर ली गई है। मतदान सुबह सात बजे शुरू होगा और पांच बजे तक चलेगा। मतदान कर्मचारी आज मतदान केंद्रों पर पहुचेंगे, जबकि सुरक्षाबल पहले से ही तैनात हैं। इस चरण में राज्य के पूर्वी क्षेत्र के नौ जिलों में ५९ निर्वाचन क्षेत्रों में ७६ महिलाओं सहित एक हजार ५८ उम्मीदवार चुनाव मैदान में हैं।

 निर्वाचन आयोग ने बाहरी लोगों से उन इलाकों को छोड़ देने को कहा है जहां कल वोट डाले जाएंगे। अधिकारियों को इसके लिए होटल, लॉज और अन्य सार्वजनिक आवासीय स्थलों की जांच के आदेश दिए गए हैं। नेपाल से लगने वाली अंतरराष्ट्रीय सीमा और बिहार से लगने वाली अंतरराज्यीय सीमा सील कर दी गई है। गंगा, सरयू और घाघरा नदियों में सशस्त्र सुरक्षा दस्ता तैनात किए गए हैं। निर्वाचन आयोग ने मतदान में लोगों की भागीदारी बढ़ाने के लिए प्रत्येक मतदान केंद्र पर सहायता केंद्र बनाया है और मतदाता स्लिप का भी वितरण कराया है। कांगे्रस, बहुुजन समाज पार्टी और समाजवादी पार्टी ने सभी ५९ क्षेत्रों में अपने उम्मीदवार उतारे हैं, जबकि भारतीय जनता पार्टी ने चार सीटें अपने सहयोगी दल जनवादी पार्टी के लिए छोड़ दी हैं। सुनील शुक्ल, आकाशवाणी समाचार, बलिया।''
इस बीच, चुनाव आयोग ने पांच फरवरी को चंदौली में चुनाव सभा के दौरान चुनाव आचार संहिता का उल्लंघन करने पर सत्तारूढ़ बहुजन समाज पार्टी के राष्ट्रीय महासचिव सतीश चंद्र मिश्र को नोटिस जारी किया है। आयोग ने उनसे १२ फरवरी तक नोटिस का जवाब देने को कहा है। श्री मिश्र पर आरोप है कि उन्होंने चुनाव सभा के दौरान जाति के नाम पर वोट मांगे। इस बीच, छठे चरण के लिए नामांकन पत्रों की आज जांच होगी। इस चरण में २८ फरवरी को वोट डाले जाएंगे।

सरकार फल और सब्जियों जैसे जल्द खराब होने वाले कृषि उत्पादों के भंडारण और यातायात सम्बन्धी सुविधाओं को बढ़ाने पर विशेष रूप से जोर देगी। आकाशवाणी के साथ विशेष बातचीत में कृषि सचिव पी. के. बसु ने बताया कि बाजार की नई संभावनाएं तलाशने के मद्देनजर इसी साल अन्तर्राज्यीय कारोबार के बारे में नए कानून का मसौदा तैयार करने सहित कई नए कदम उठाये जा रहे हैं। उन्होंने कहा कि  २०१२-२०१३ को बागवानी वर्ष घोषित किया गया है। श्री बसु ने बताया कि एक पायलट परियोजना के रूप में बागवानी से जुड़े उत्पादों को आसानी से लाने-ले जाने के उद्देश्य से एक बागवानी रेल सेवा शुरू की गई है। उन्होंने बताया कि जल्द खराब होने वाली चीजों के लिए कोल्ड चेन भंडारण प्रणाली भी विकसित की जा रही है।

सामाजिक मुद्दों के बारे में अखिल भारतीय संपादक सम्मेलन  आज दोपहर बाद पुद्दुचेरी में शुरू होगा। दो दिन के इस सम्मेलन का उद्घाटन केंद्रीय ग्रामीण विकास मंत्री जयराम रमेश करेंगे। पत्र सूचना कार्यालय और ग्रामीण विकास मंत्रालय इस सम्मेलन का आयोजन संयुक्त रूप से कर रहे हैं। सम्मेलन में देश भर के ९० वरिष्ठ पत्रकार भाग लेंगे। इस सम्मेलन का उद्देश्य पर्यटन के अलावा पर्यावरण, शिक्षा, खाद्य, ग्रामीण और शहरी विकास तथा गरीबी उन्मूलन जैसे मुद्दों के बारे में राष्ट्रीय और क्षेत्रीय मीडिया को जानकारी देना है।

हरिद्वार में मंगलोर इलाके के मंडावली में इलेक्ट्रॉनिक सामान बनाने वाले एक कारखाने में भीषण आग लगने से नौ लोगों की मृत्यु हो गई। पुलिस के अनुसार बुधवार शाम को लगी आग बुझा दी गई है। हमारे संवाददाता के अनुसार पुलिस का कहना है कि तलाशी और बचाव कार्य जारी है।

पुलिस प्रशासन ने राहत और बचाव कार्य के बीच बुरी तरह जले हुए नौ शव बरामद किए हैं जिनके पहचान के लिए डीएनए टेस्ट की भी व्यवस्था की जा रही है। पुलिस के अनुसार आग लगने की असली वजह तो जांच के बाद ही पता चलेगी। लेकिन जानकारों का मानना है कि कारखाने के ऊपर के हिस्से में वेल्डिंग के काम के दौरान निकलने वाली चिंगारी से भड़की आग ने पूरी फैक्ट्री को खाक कर दिया। मुख्यमंत्री बी सी खंडूरी ने मृतकों के परिजनों को एक-एक लाख रूपए की सहायता की घोषणा करते हुए हादसे के मजिस्ट्रेटी जांच के आदेश दिए हैं। राघवेश पांडेय, आकाशवाणी समाचार देहरादून।''

ओड़ीशा में जहरीली शराब से हुई त्रासदी में मरने वालों की संख्या बढ़कर ३५ हो गई है। जहरीली शराब पीकर बीमार हुए ११० से अधिक लोगों को कटक के एससीबी मेडिकल कॉलेज अस्पताल में भर्ती कराया गया है, जबकि कई लोगों का इलाज भुवनेश्वर के विभिन्न निजी अस्पतालों में चल रहा है।
इस बीच, पुलिस और आबकारी विभाग के अधिकारी समूचे राज्य में शराब कारखानों, दुकानों और दवा कारखानों पर छापे मार रहे हैं। खबर है कि इन छापों के दौरान बड़ी संख्या में ईपीकार्म और सिनामोन दवाइयों की बोतलें बरामद की गई हैं। माना जा रहा है कि जानलेवा शराब की घोल में इन्हीं दावाइयों को मिलाया गया था जिन्हें पीकर लोग बीमार हुए।
विपक्षी कांग्रेस और भारतीय जनता पार्टी ने मांग की है कि जहरीली शराब की त्रासदी की नैतिक जिम्मेदारी लेते हुए मुख्यमंत्री नवीन पटनायक को इस्तीफा देना चाहिए।

सीरिया में होम्स शहर पर सरकारी सेना की बमबारी जारी हैं। विपक्षी कार्यकर्ताओं का कहना है कि बृहस्पतिवार को सरकारी सेना के हमलो में १२६ लोगों की मौत हो गई। इनमें से करीब ११० लोग होम्स के बाबा अम्र और अल खालिदेह इलाकों में मारे गये । राजधानी दमिश्क के बाहरी इलाकों में भी लोगों के हताहत हाने की खबर है। मानवाधिकार संगठन ह्‌यूमन राइट्स वाच ने बताया है कि होम्स में हुये हमलों में ३०० से ज्यादा लोग मारे गये हैं।
इस बीच अमरीकी विदेश मंत्री हिलेरी क्लिन्टन ने सीरिया के मित्र देशों से कहा है कि वहां खूनखराबा रुकवाने के लिए एकजुट होकर काम करें। जर्मनी ने जासूसी के संदेह में सीरिया के चार राजनयिक बर्खास्त कर दिये हैं।

उधर, संयुक्त राष्ट्र संघ के महासचिव बान की मून ने कहा है कि अरब संघ के निरीक्षक सीरिया वापस जाएंगे। बान की मून ने कहा है कि अरब संघ ने उन्हें बताया है कि वे निरीक्षकों की टीम को दोबारा सीरिया भेजने पर विचार कर रहे हैं।

मिस्र में असैनिक प्रशासन को सत्ता सौंपने की मांग को लेकर विपक्ष के नागरिक अवज्ञा आंदोलन के बीच सैनिक शासन ने देश भर में सेना तैनात कर दी है। हुस्नी मुबारक की बर्खास्तगी को एक साल पूरे होने पर शनिवार को शुरू हुए नागरिक अवज्ञा अंदोलन को पचास से अधिक संगठन समर्थन दे रहे हैं। काहिरा हवाई अड्डे तथा अन्य महत्वपूर्ण प्रतिष्ठानों के बाहर बख्तरबंद वाहन तैनात कर दिये गए हैं।

पाकिस्तान के प्रधानमंत्री युसूफ रजा गिलानी ने अवमानना मामले में बचने के लिए अदालत से अपील की है। बृहस्पतिवार को सुनवाई शुरू हुई जो आज भी जारी रहेगी। इस मामले में प्रधानमंत्री गिलानी की याचिका पर सुनवाई में सुप्रीम कोर्ट के चीफ जस्टिस इतिखार मोहम्मद चौधरी की अगुवाई में चर्चा हुई। करीब छह घंटे की अदालती कार्रवाई के दौरान भी यही बात सामने आई कि सरकार को राष्ट्रपति जरदारी के खिलाफ कदम उठाना ही होगा। इसके बाद मामले को शुक्रवार तक के लिए टाल दिया गया।

१२वां भारत-यूरोपीय संघ शिखर सम्मेलन आज नई दिल्ली में हो रहा है। यूरोपीय संघ का प्रतिनिधित्व यूरोपीय परिषद के अध्यक्ष हरमन वेन रोम्पी और यूरोपीय आयोग के अध्यक्ष जॉर्ज मैन्युअल बरोसो करेंगे, जबकि भारत का प्रतिनिधित्व प्रधानमंत्री मनमोहन सिंह करेंगे। २००९ में यूरोपीय संघ की लिस्बन संधि लागू होने के बाद भारत में होने वाला यह पहला भारत-यूरोपीय संघ शिखर सम्मेलन है। यह शिखर सम्मेलन हर साल बारी-बारी से भारत और यूरोप में होता है।

भारत और यूरोपीय संघ के देश द्विपक्षीय व्यापार और निवेश को व्यापक बनाने के लिए कई वर्षों से बातचीत कर रहे हैं। भारत में यूरोपीय संघ के राजदूत ने कहा है कि हालांकि इस शिखर सम्मेलन के दौरान कोई व्यापार संधि नहीं होगी, फिर भी उम्मीद की जाती है कि ऐसा माहौल तैयार हो पाएगा जिससे वर्ष के मध्य में व्यापार संधि पर सहमति बन  सके। यूरोपीय संघ भारत का सबसे बड़ा व्यापार सहभागी है और दोनों के बीच ७५ करोड़ अमरीकी डॉलर से ज्यादा का कारोबार होता है। इसके अलावा आतंकवाद और अन्य मुद्दों पर भी बातचीत होगी। आकाशवाणी समाचार के लिए दिल्ली से मणिकांत ठाकुर।

भारत की सानिया मिर्जा थाईलैंड में चल रहे महिला पटाया ओपन टेनिस टूर्नामेंट में डबल्स के सेमीफाइनल में और सिंगल्स के क्वाटर फाइनल में पहुंच गई हैं। डबल्स क्वार्टर फाइनल में कल सानिया और उनकी जोड़ीदार ऑस्ट्रेलिया की अनातासिया रोदियो नोवा ने थाइलैंड की जोड़ी वारुनिया वांगटिनचाई और वरतचाया वांगटिनचाई को सीधे सेटों में ६-४, ६-३ से हराया। सेमीफाइनल में सानिया और अनातासिया का मुकाबला जापान की कीमिको डेट-क्रुम और उजबेकिस्तान की अकगुल अमनमुरादोवा की जोड़ी से होगा।

The Prime Minister Dr. Manmohan Singh has directed the central ministries to give top priority to the Dedicated Freight Corridor Project costing nearly one lakh crore rupees. Chief Secretaries and the representatives of the States assured their full co-operation in taking forward this important project at a meeting held in the Prime Minister’s Office in New Delhi last evening. It was decided that Monitoring Committees will be constituted by the State Governments to resolve the issues relating to the Dedicated Freight Corridor project, especially land-acquisition, in an expeditious manner. The Prime Minister’s Office will be closely monitoring the progress of the project so that necessary action is taken in a time-bound manner. Our correspondent reports that the project will connect a land mass over 3,300 kilometers in the country and could prove to be the backbone of India’s economic transport facility.

In Uttar Pradesh, all preparations for voting for the second phase of Assembly Elections have been completed. Polling parties will be rushing towards their respective polling booths today, while the security forces have already reached and conducted flag marches in several areas. A total of 1,098 candidates, including 76 women are in fray from 59 constituencies, including 12 reserved spread over 9 districts of the eastern region of the state. Campaigning for this phase of elections came to an end yesterday. Polling for this phase will be held tomorrow. Our correspondent reports that scrutiny of papers filed for phase six of the elections will take place today.
"The Election Commission has asked the outsiders for leaving the areas going for poll tomorrow. Authorities have been directed to conduct searches at hotels, lodges and other places for stay. The international borders with Nepal and inter-state with Bihar have been sealed and mobile units of security forces are deployed at rivers of Ganga, Ghaghara and Saryu to check the movements of trouble makers during polling. The Election Commission has taken several steps to increase voter’s participation in voting including distribution of voters slip and setting up help desks at polling booths. The Prime Minister Dr. Manmohan Singh will hold wide ranging talks with the 27-nation EU President Mr. Herman Van Rompuy and the President of the European Commission Mr. Jose Manuel Barroso in the 12th India-EU summit, which begins in New Delhi this morning. The two sides are expected to discuss an entire gamut of bilateral issues including accelerating trade ties in times of economic downturn, the global financial crisis, climate change and counter terrorism among other issues. Our correspondent reports that the summit's key focus will be on ramping up economic ties as European Economies have a fresh look at India, which is growing at the rate of over 7 percent.
"The summit is expected to give a decisive push to negotiations for a broad based trade and investment treaty that the two sides have been negotiating for years. The EU envoy to India has said they won't be any signing of the trade deal but the summit will provide an opportunity for crucial trade that could set the state for wrapping up negotiations by the middle of the year. The two sides are expected to announce a roadmap for concluding the free trade agreement pack at the summit. With the security situation in Afghanistan still fragile and the political instability in Pakistan showing up no sign of ending. In Odisha, the death toll in the hooch tragedy has increased to 35. More than 110 people, who fell ill following drinking of spurious liquor, have been admitted into the SCB Medical College and Hospital at Cuttack, while many more are being treated at different private hospitals in Bhubaneswar. Our correspondent reports that some of them are very critical, while many patients have been complaining of poor vision. "The police and excise department officials have been raiding different liquor manufacturing units, shops and medicine establishments all over the state. A large number of Epeecarm and Cinamon medicine bottles that were reported to have added with deadly liquor mixture by the victims and ill persons have been seized during the raids. In Syria, the opposition activists claim that at least 126 persons were killed across the country yesterday as troops loyal to the regime intensified shelling in the restive city of Homs. Most of the deaths have been reported from shelling in the areas of Baba Amr and Al Khalidiyeh in Homs. Other casualties were reported in the outskirts of the capital Damascus. Human Rights Watch, citing Syrian monitoring groups, said that since the 3rd of February, the attacks in Homs have killed more than 300 people. Amidst the diplomatic offensive, US Secretary of State Hillary Clinton has called for 'Friends of Syria' to form a group to work together for an end to the bloodshed in Syria.

In Nepal, Prime Minister Baburam Bhattarai has announced in Parliament that the government has withdrawn its decision to legalise the land transactions made by the parallel Maoist government during the decade long conflict. Bowing to intense pressure from the Opposition, Mr. Bhattarai said, he was compelled to withdraw the decision which he had approved due to the protests by the Opposition parties and the stalling of the proceedings of the house. With his announcement the deadlock in Parliament has been resolved.

The Indian Ambassador to Iraq Suresh K Reddy has called upon the expatriate Indian trade and business community in Dubai to explore business opportunities in Iraq. Talking to All India Radio in Dubai, he said, it is high time the expatriate Indian business community seized the opportunity for business and investment in Iraq at this juncture. He identified construction, manufacturing, energy, retail, agriculture, healthcare, education, tourism among others as the key areas, where Indian companies can leverage their position in Iraq.

In Haridwar, nine people were charred to death when a major fire broke out in the factory of an electronics manufacturing company, at Mandawali. According to police the fire, which broke out on Wednesday evening was extinguished. Our correspondent reports that the exact cause of the fire is not yet known.
"A search and rescue operation is being conducted and nine bodies have been recovered from the factory, which is almost gutted. Adding most of the bodies were charred beyond recognition, a senior police official said that a DNA test will be conducted to establish the identity of the deceased. He said, the exact cause of the fire was still not known but the welding process going on in the upper floor of the building might have caused the fire. Uttarakhand Governor Margaret Alva and Chief Minister B.C. Khanduri expressed shock over the incident. Mr. Khanduri sanctioned an ex gratia of 1 lakh rupees each to the next of kin of those killed. उच्चतम न्यायालय ने कहा है कि वो आयु विवाद पर सेनाध्यक्ष जनरल वी.के सिंह की याचिका पर विचार करने के पक्ष में नहीं है। उसने जनरल सिंह को याचिका वापिस लेने का विकल्प दिया। आज उच्चतम न्यायालय ने कहा कि जनरल सिंह की जन्म तिथि १० मई १९५० मानने के सेना के फैसले में कोई अन्याय  नहीं है और वह पूरी तरह गलत भी नहीं है। न्यायालय ने कहा कि जनरल सिंह ने २००८ और २००९ में अपने पत्रों में अपनी जन्म तिथि १० मई १९५० स्वीकार करने का जो वचन दिया था उसे निभाना चाहिए। उन्होंने कहा कि जनरल सिंह के प्रति कोई पूर्वाग्रह नहीं दिखाया गया है और सरकार का उनमें पूर्ण विश्वास है।
इससे पहले आज  सरकार ने उच्चतम न्यायालय को सूचित किया कि उसने जनरल वी.के. सिंह की आयु के विवाद पर उनकी वैधानिक शिकायत नामंजूर  करने का तीस दिसम्बर २०११ का आदेश वापिस ले लिया है। महाधिवक्ता जी.ई वाहनवती ने सरकार के इस फैसले की जानकारी  उच्चतम न्यायालय को दी। जनरल सिंह ने अपनी इस शिकायत में लिखा था कि उनकी जन्म तिथि १० मई १९५० की बजाय १० मई १९५१ मानी जाए। सरकार ने यह कार्रवाई उच्चतम न्यायालय के इस आदेश पर की कि अगर सरकार ने ऐसा न किया तो इस आदेश को अदालत रद्द कर देगी। लेकिन श्री वाहनवती ने यह भी स्पष्ट किया कि सरकार जनरल सिंह की आयु के विवाद के बारे में पिछले २१ और २२ जुलाई के अपने आदेशों पर कायम रहेगी।
जनरल वी.के सिंह लगातार कहते रहे हैं कि उनकी जन्म तिथि १० मई १९५१ है, जबकि रक्षा मंत्रालय बराबर कहता रहा है कि उनकी जन्म तिथि १० मई १९५० मानी जाएगी।
जनरल सिंह ने कहा था कि उन्होंने १९५० की जन्मतिथि तत्कालीन सेनाध्यक्ष के कहने पर सदभावनावश स्वीकार की थी, सैनिक सचिव शाखा के साथ किसी समझौते के तहत नहीं की थी।
सुनवाई के दौरान उच्चतम न्यायालय के न्यायाधीशों ने थलसेनाध्यक्ष से पूछा कि उन्होंने संघ लोक सेवा आयोग से अपनी जन्म तिथि में सुधार क्यों नहीं कराया था जहां यह तिथि १० मई १९५० दर्ज है।
जनरल सिंह ने इस वर्ष जनवरी में उच्चतम न्यायालय में याचिका दायर कर आरोप लगाया था कि सरकार उनकी आयु का निर्धाारण करते समय जिस तरह का व्यवहार कर रही है उसमें सहज न्याय की प्रक्रियाओं और सिद्धान्तों का कतई पालन नहीं किया है।

भारत ने आज दुश्मन की मिसाइल को भेदने वाले स्वदेशी अत्याधुनिक  प्रक्षेपास्त्र का सफल परीक्षण किया। यह परीक्षण देश की रक्षा के लिए एक विश्वसनीय दोहरी  बैलेस्टिक मिसाइल डिफेंस अर्थात बी.एम.डी प्रणाली स्थापित करने के सिलसिले में किया गया। सवेरे दस बजकर तेरह मिनट पर ओड़ीशा के बालेश्वर जिले में चांदीपुर के समन्वित परीक्षण स्थल आई.टी.आर से एक पृथ्वी मिसाइल छोड़ी गई। इसे दुश्मन की मिसाइल माना गया। इसे भेदने के लिए तीन मिनट बाद  एक अन्य पृथ्वी मिसाइल को इंटरसैप्टर       प्रक्षेपास्त्र के रूप में व्हीलर द्वीप से छोड़ा गया। इस मिसाइल ने दुश्मन  प्रक्षेपास्त्र को सफलतापूर्वक निशाना बनाया। दुश्मन की मिसाइल भेदने का ऐसा ही परीक्षण, इसी स्थल पर, पिछले साल ६ मार्च को किया गया था।

उत्तरप्रदेश विधानसभा के दूसरे चरण के मतदान की पूरी तैयारी हो गई है। नौ पूर्वी जिलों की उनसठ सीटों के लिए कल वोट डाले जाएंगे। लगभग दो करोड़ मतदाता, लगभग ग्यारह सौ उम्मीदवारों के राजनीतिक भाग्य का फैसला करेंगे। इनमें ७६ महिला उम्मीदवार भी शामिल हैं। एक किन्नर उम्मीदवार गाजीपुर जिले में जमानिया सीट से चुनाव लड़ रहा है। निर्वाचन आयोग ने निष्पक्ष और शांतिपूर्ण मतदान के लिए व्यापक प्रबंध किए हैं। लगभग १३ हजार मतदान केन्द्र और २० हजार से अधिक पोलिंग बूथ बनाए गए हैं। हमारे संवाददाता का कहना है कि उम्मीदवार और उनके समर्थन घर-घर जाकर मतदाताओं से मिल रहे हैं।

प्रत्याशी और उनके समर्थक जनमत नेताओं, समुदाय प्रमुखों और यहां तक की विभिन्न कर्मचारी संगठनों से अपने लिए समर्थन  जुटाने में लगे हैं। निर्वाचन अमला के दूसरी तरफ अपने अंतिम समय की तैयारियों में जुटा है और मतदान कर्मी घर-घर वोट और स्लिप बांटने का काम कर रहे हैं। आज शाम तक ज्यादातर पोलिंग पार्टियां अपने गंतव्य को रवाना हो जाएंगी। इस बार मतदानकमियों की वोट देने की चुनाव आयोग ने विशेष व्यवस्था की है। मतदाताकर्मी अपना मुख्यालय छोड़ने से पहले ही अपने मनचाहे उम्मीदवार को मतपत्र के जरिये मतदान कर रहे हैं। सुरक्षा के इंतजाम भी सख्त हैं। केन्द्रीय अर्धसैनिक बल और नागरिक पुलिस के जवान अपने तैनाती स्थल पर पहुंच चुके हैं। सलमान हैदर आकाशवाणी समाचार गोरखपुर।

निर्वाचन आयोग ने केन्द्रीय कानून और अल्पसंख्यक मामलों के मंत्री सलमान खुर्शीद की अल्पसंख्यकों के लिए कोटे के बीच कोटा के बारे में की गई टिप्पणी को लेकर आलोचना की है। इसे चुनावों के दौरान लागू आचार संहिता का उल्लंघन माना गया है। श्री खुर्शीद ने अपनी पत्नी और उत्तर प्रदेश में फर्रूखाबाद विधानसभा सीट से उम्मीदवार सुश्री लुईस के लिए चुनाव प्रचार करते समय यह टिप्पणी की थी।
भारतीय जनता पार्टी की शिकायत पर निर्वाचन आयोग का कल का यह आदेश जारी किया गया। निर्वाचन आयोग ने कहा कि श्री खुर्शीद ने आचार संहिता का उल्लंघन किया है और आशा व्यक्त की कि वे ऐसा उल्लंघन दोबारा नहीं करेंगे।

भारतीय जनता पार्टी ने अल्पसंख्यकों के लिए कोटे में कोटा विषय पर आदर्श आचार संहिता के उल्लंघन के लिए निर्वाचन आयोग द्वारा निन्दा किए जाने के लिए कानून मंत्री सलमान खुर्शीद के इस्तीफे की मांग की है। पार्टी के वरिष्ठ नेता मुख्तार अब्बास नकवी ने नई दिल्ली में संवाददाताओं से कहा कि आयोग का यह फैसला भारतीय लोकतंत्र के इतिहास में ऐतिहासिक है।
दूसरी तरफ कांगेस ने श्री खुर्शीद की टिप्पणी की वजह से आदर्श आचार संहिता का उल्लंघन करने पर निर्वाचन आयोग की निन्दा को बहुत महत्व नहीं दिया। पार्टी महा सचिव जनार्दन द्विवेदी ने कहा कि सलमान खुर्शीद ने कुछ कहा था और निर्वाचन आयोग ने उस पर टिप्पणी की है, बात यहीं खत्म हो गई।

तमिलनाडु में सतर्कता निदेशालय और भ्रष्टाचार विरोधी कार्यालय ने आज डी एम के दो पूर्व मंत्री के आर पेरिया करूप्पन और श्रीमती तमिलारासि के घरों और शिवगंगा, मदुरई और चेन्नई में विभिन्न परिसरों पर एक साथ छापे मारे। इन लोगों पर आरोप है कि इनके पास आय से ज्यादा सम्पत्ति है। सतर्कता निदेशालय और भ्रष्टाचार विरोधी कार्यालय के सूत्रों के अनुसार छापे आज सुबह शुरू हुए और अभी तक दस स्थानों पर चल रहे हैं।

राष्ट्रीय कृषि और ग्रामीण विकास बैंक ''नाबार्ड'' की पुनर्वित्त योजना के तहत मध्य प्रदेश को दस हजार करोड़ रुपए दिए जाएंगे। नाबार्ड के अध्यक्ष प्रकाश बख्शी ने कल भोपाल में राज्य की विकास प्राथमिकताओं पर   मुख्यमंत्री  शिवराज सिंह चौहान के साथ विचार-विमर्श के दौरान अपनी सहमति दी। नाबार्ड राज्य में ग्रामीण सड़कें, सिंचाई परियोजनाएं और गोदाम बनाने के लिए यह सहायता देगा।

औद्योगिक उत्पादन में पिछले दिसम्बर में वार्षिक आधार पर केवल एक दशमलव आठ प्रतिशत की वृद्धि दर्ज की गई। खनन और पूंजीगत वस्तुओं के क्षेत्र में उत्पादन कम होने और विनिर्माण क्षेत्र की वृद्धि दर कम रहने के कारण ऐसा हुआ । औद्योगिक उत्पादन सूचकांक के अनुसार औद्योगिक विकास दर २०१० के दिसम्बर में आठ दशमलव एक प्रतिशत थी। इस सूचकांक में ७५ प्रतिशत से अधिक हिस्सा विनिर्माण क्षेत्र का है और इसकी वृद्धि दर दिसम्बर में मात्र एक दशमलव आठ प्रतिशत रही जो २०१० के इसी महीने में आठ दशमलव सात प्रतिशत थी।
इसके अलावा पूंजीगत वस्तुओं के क्षेंत्र की वृद्धि दर १६ दशमलव पांच प्रतिशत रही जो एक वर्ष पहले इसी अवधि में बीस दशमलव दो प्रतिशत थी। खनन क्षेत्र की वृद्धि दर भी तीन दशमलव सात प्रतिशत रही जो एक वर्ष पहले दिसम्बर में पांच दशमलव नौ प्रतिशत थी।
बिजली उत्पादन के क्षेत्र में पिछले दिसम्बर नौ दशमलव एक प्रतिशत की अच्छी वृद्धि दर्ज की गई जो एक वर्ष पहले इसी अवधि में पांच दशमलव नौ प्रतिशत थी। इस  महीने के दौरान २२ औद्योगिक समूहों में से १५ की अच्छी वृद्धि रही। बुनियादी वस्तुओं की वृद्धि दर चार प्रतिशत रही जो एक वर्ष पहले सात दशमलव आठ प्रतिशत थी।

भारत और यूरोपीय संघ ने अनुसंधान तथा नई खोजों और सांख्यिकी सहयोग के दो समझौतों पर हस्ताक्षर किये हैं। आज नई दिल्ली में प्रधानमंत्री डाक्टर मनमोहन सिंह और भारत यात्रा पर आए यूरोपीय परिषद के अध्यक्ष हरमन वान रामपैय तथा यूरोपीय आयोग के अध्यक्ष जुजै मैनुअल बाररोस के बीच बातचीत के बाद इन समझौतों पर हस्ताक्षर हुए। बाद में संवाददाताओं से बातचीत में डाक्टर मनमोहन ंिसह ने इन्हें प्रगतिशील समझौते बताया। उन्होंने विश्वास व्यक्त किया कि आपसी व्यापार और निवेश के व्यापक समझौतों को जल्दी ही अन्तिम रूप दे दिया जायेगा। प्रधानमंत्री ने कहा कि ऐसे कुछ मुददे हैं जिन्हें जल्दी ही हल किया जा सकता है। उन्होंने कहा कि २०११ में एक खरब ७० अरब डॉलर का आपसी व्यापार हुआ जिसे और बढ़ाया जायेगा।  ईरान के बारे में एक प्रश्न के उत्तर में प्रधानमंत्री ने कहा कि खाड़ी में साठ लाख भारतीय रह रहे हैं और उनकी सुरक्षा भारत के लिए सबसे बड़ी चिंता है। उन्होंने आशा व्यक्त की कि इस विवाद का शांतिपूर्ण हल निकल आयेगा। यूरोपीय परिषद के अध्यक्ष ने कहा कि मुक्त व्यापार समझौते पर बातचीत जारी है और इससे संबंधित मुददो को जल्दी हल कर लिया जायेगा।

पाकिस्तान की सुप्रीम कोर्ट ने प्रधानमंत्री युसूफ रजा गिलानी की उन पर आरोप तय किए जाने के छोटी पीठ के फैसले के खिलाफ अपील खारिज कर  दी है। प्रधान न्यायाधीश इफ्तिखार चौधरी ने आठ सदस्यों की पीठ का फैसला सुनाते हुए कहा कि अपील को खारिज किया जाता है। प्रधानमंत्री गिलानी को अब सोमवार को उच्चतम न्यायालय में अवमानना कार्रवाई के लिए पेश होना होगा।
उल्लेखनीय है कि अदालत के आदेश के बावजूद श्री गिलानी की सरकार ने दो साल से राष्ट्रपति जरदारी के खिलाफ मामला शुरू करने के लिए स्विस अधिकारियों को पत्र नहीं लिखा। श्री जरदारी पर स्विट्जरलेण्ड के बैंक खातों में अवैध धन रखने का आरोप है। पाकिस्तान सरकार का कहना है कि राष्ट्रपति को ऐसे मामलों में माफी है और इस वजह से उनके खिलाफ कार्रवाई नहीं हो सकती। जबकि सुप्रीम कोर्ट ने इसी बात को आधार बनाकर प्रधानमंत्री गिलानी को अदालत की अवमानना का दोषी बता दिया है।

मालदीव के अपदस्थ राष्ट्रपति मोहम्मद नशीद ने नये राष्ट्रपति से संसद के अध्यक्ष को सत्ता सौंपने और साठ दिन के अंदर नये चुनाव कराने का अनुरोध किया है। राजधानी माले मे अपने निवास से बीबीसी के साथ बातचीत में उन्होंने कहा कि उन्हें बन्दूक की नोक पर धमकाकर जबरदस्ती इस्तीफा दिलवाया गया। राष्ट्रपति हसन ने सत्ता पलटने की घटना में उनका हाथ धोने की घटना से इंकार किया है। उन्होंने कहा है कि वे देश की सत्ता अपने हाथ में लेने के लिए तैयार नहीं थे और  वे जल्दी ही एक संयुक्त मंत्रिमंडल बनायेंगे।
इस बीच, संयुक्त राष्ट्र के विशेष दूत, मालदीव में चल रहे राजनीतिक गतिरोध को दूर करने के प्रयास में माले पहुंच गए हैं। संयुक्त राष्ट्र के सहायक महासचिव ऑस्कर फर्नाडीज तारेंको आज माले पहुंचे। वे मालदीव मे ंशांति बनाये रखने और किसी भी तरह की हिंसा रोकने के लिए राजनीतिक नेताओं से बातचीत करेंगे।

जम्मू-कश्मीर में डोडा जिले में आज सवेरे एक सड़क दुर्घटना में बीस लोगों की मौत हो गई है और कई  घायल हुए हैं। एक मिनी बस बडियास क्षेत्र में  सड़क से फिसल कर गहरी खाई में गिर गई। हमारे संवाददाता ने बताया है कि घायलों को ठठरी के प्राथमिक स्वास्थ्य केन्द्र में ले जाया गया है, जहां से उन्हें अन्य अस्पतालों में भेजा जा सकता है।

बचावकार्य अभियान जारी है और अभी तक २० लोगों के शव बरामद कर लिये गये हैं।  मरने वालों में चार औरतें और तीन बच्चे भी शामिल हैं। गंभीर रूप से घायल मोहम्मद रियाज को इलाज के लिए हवाई रास्ते से राजकीय मेडिकल कॉलेज जम्मू लाया गया है। जम्मू  कश्मीर मंत्री ताजमोउद्दीन और एस एस .स्लाखिया .घटना स्थल पर पहुंच कर  चलाये जा रहे बचाव कार्य की समीक्षा कर रहे हैं। योगेश शर्मा आकाशवाणी समाचार, जम्मू।

भारतीय रिजर्व बैंक ने कल निर्देश जारी किये हैं, जिनके अनुसार किसी भी संस्था या व्यक्ति को विदेशों से अंनुदान स्वीकार करने से पहले खुद को केन्द्र सरकार में पंजीकृत करना होगा। इसमें यह भी कहा गया है कि बैंकों को इस तरह के पैसे के लेन देन के बारे में सरकार को रिपोर्ट देनी होगी। विदेशी अनुदान नियमन कानून २०१० के तहत जारी निर्देशों में रिजर्व बैंक ने यह भी कहा है कि विदेशों से अनुदान केवल एक ही खाते में दिया जा सकता है। इनके अनुसार कानून में यह व्यवस्था है कि निर्धारित सांस्कृतिक, शैक्षणिक, धार्मिक और सामाजिक कार्यक्रमों वाले लोगों को किसी भी तरह की विदेशी अनुदान स्वीकार करने से पहले भारत सरकार में पंजीकरण कराना होगा। जो लोग इस वर्ग में नहीं आते हैं वे केन्द्र सरकार की पूर्व अनुमति के बाद ही विदेशी योगदान स्वीकार कर सकते हैं।
इस कानून के तहत विदेशी अंशदान का मतलब दान, विदेशों से मिलने वाला कोई भी वस्तु या उपहार तथा भारतीय या विदेशी मुद्रा प्राप्त करना शामिल है। इन उपहारों में व्यक्तिगत इस्तेमाल के लिए निर्धारित मूल्य तक का सामान शामिल नहीं है।
रिजर्व बैंक ने कहा कि नये कानून के लागू होने से पुराना विदेशी अनुदान नियमन कानून १९७६ निरस्त हो जायेगा।

सरकारी कंपनी राष्ट्रीय ताप बिजली निगम -एनटीपीसी- ने चालू वित्त वर्ष के लिए करीब २८ अरब ८६ करोड़ रूपये का अंतरिम लाभांश दिया है। सरकारी विज्ञप्ति के अनुसार एनटीपीसी के मुख्य प्रबंध निदेशक अनूप राय ने नई दिल्ली में बिजली मंत्री सुशील कुमार शिंदे को लाभांश का यह चैक दिया। इस कंपनी  द्वारा दिया गया यह अब तक का सबसे अधिक अंतरिम लाभांश है।

केन्द्रीय पूर्वोत्तर क्षेत्र विकास मंत्रालय ने असम में गुवाहाटी में बी बरूआ कैंसर इंस्टीट्यूट की सुधार योजना के लिए एक अरब ९७ करोड़ रुपए की मंजूरी दी है। ये योजना अगले पांच साल में लागू की जाएगी। इस राशि का अधिकांश हिस्सा पूर्वोत्तर परिषद् के माध्यम से दिया जाएगा। कुछ हिस्सा केन्द्र सरकार का परमाणु ऊर्जा विभाग तथा कुछ भाग असम सरकार देगी। आकाशवाणी के संवाददाता ने बताया है कि यह इंस्टीट्यूट पूर्वोत्तर क्षेत्र में कैंसर के इलाज के लिए एकमात्र संस्थान है। विशेषज्ञों के अनुसार इस क्षेत्र में हर साल एक लाख  में से औसतन ७५ से १२५ लोग कैंसर से पीड़ित होते हैं। ये संख्या राष्ट्रीय औसत से भी ज्यादा है।  मिजोरम का स्थान पहले नम्बर पर  है। वहां हर साल    एक लाख में से करीब दो सौ लोग कैंसर की चपेट में आते हैं।

कैंसर, मधुमेह, हृदय रोग और मष्तिक आघात से बचाव और नियंत्रण के राष्ट्रीय कार्यक्रम एन पी सी डी एस सी को बारहवीं पंचवर्षीय योजना के दौरान देश के सभी जिलों में लागू किया जाएगा। ये जानकारी स्वास्थ्य और परिवार कल्याण राज्य मंत्री सुदीप बंदोपाध्याय ने आज कोच्चि में भारतीय जन स्वास्थ्य संघ के ५६ वें राष्ट्रीय सम्मेलन का उद्घाटन करते हुए दी। इस समय यह कार्यक्रम २१ राज्यों के एक सौ जिलों में चलाया जा रहा है। श्री बंदोपाध्याय ने बताया कि तपेदिक और कुष्ठ रोग के अलावा कुछ नए संक्रामक रोग देश में होने लगे हैं, जिनकी वजह से काफी लोगों की मृत्यु हो जाती है या इनका शिकार होने से उनके सामाजिक आर्थिक जीवन पर असर पड़ता है। उन्होंने महिलाओं में तम्बाकू के बढ़ते सेवन पर भी चिन्ता व्यक्त की। श्री बंदोपाध्याय ने कहा कि संक्रामक रोगों से बचाव के लिए लोगों में पर्यावरण को स्वच्छ रखने, शारीरिक स्वच्छता और संतुलित भोजन के महत्व के बारे में लोगों में जागरुकता पैदा करने की जरूरत है।

बम्बई शेयर बाजार के शुरूआती कारोबार में आज सेन्सेक्स ४४ अंक की    बढ़त के साथ १७ हजार ८७५ पर खुला। बाद में इसमें गिरावट आनी शुरू हो गई और अब से कुछ देर पहले यह ११४ अंक की गिरावट के साथ १७  हजार ७१६ पर था।
नेशनल स्टॉक एक्सचेंज का निफ्टी भी ४५ अंक गिरकर ५ हजार ३६६ पर आ गया।

भारतीय रिजर्व बैंक ने भारत में अपनी शाखा या सम्पर्क कार्यालय खोलने के इच्छुक पाकिस्तान, बंगलादेश, श्रीलंका, अफगानिस्तान, ईरान और चीन के लोगों के लिए कड़े निर्देश जारी किये है। कल जारी अधिसूचना के अनुसार रिजर्व बैंक ने कहा है कि इन छह देशों के किसी भी व्यक्ति को भारत में अपनी शाखा या सम्पर्क कार्यालय ंया परियोजना कार्यालय अथवा कोई और व्यापारिक संस्थान खोलने से पहले रिजर्व बैंक से अनुमति लेनी होगी। रिजर्व बैंक ने सन्‌ २०००. में इन छह पड़ोसी देशों के लोगों के भारत में कहीं भी अपना व्यापारिक संस्थान खोलने पर प्रतिबंध लगा दिया था।

वयोवृद्ध लेखक और निर्देशक ओ पी दत्ता का कल रात मुंबई के एक स्थानीय अस्पताल में निधन हो गया। उन्हें निमोनिया के कारण इस महीने की सात तारीख को कोकिला बेन अस्पताल में भर्ती कराया गया था।  श्री दत्ता ने १९४८ में ''प्यार की जीत'' के साथ फिल्म निर्देशन का कैरियर शुरू किया था। उन्होंने रामानंद सागर, रजिन्दर सिंह बेदी, कैफी आजमी और अन्य फिल्म हस्तियों के साथ काम कियां। उन्होंने अपने बेटे जे पी दत्ता की ''गुलामी'', ''हथियार'', ''बार्डर'', ''रिफ्यूजी'', ''एल ओ सी करगिल'' और ''उमराव'' जान जैसी फिल्मों के संवाद लिखे। अभी वे जे पी दत्ता की सुपर हिट फिल्म ''बार्डर'' के सिक्वुअल पर काम कर रहे थे।

मध्यप्रदेश के अधिकतर इलाकों में कड़ाके की ठंड पड़ रही है। हमारे भोपाल संवाददाता ने खबर दी है कि पिछले चौबीस घंटों में अधिकतम और न्यूनतम तापमान में काफी गिरावट आई है।

The Supreme Court today said it was not in favour of entertaining Army Chief General V K Singh's petition on the age controversy and gave him option to withdraw it. The Apex court said recognition of Gen Singh's date of birth as May 10, 1950 by Army does not suffer from perversity and is not grossly erroneous. The Apex court said Gen Singh has to abide by his commitment and honour his letters of 2008 and 2009 accepting the date of birth as May 10, 1950.
It said no prejudice was done to Gen Singh and government has full faith in him. On the other hand the government today told the Supreme Court that it has withdrawn its December 30 order rejecting Army Chief General V K Singh's statutory complaint for treating his date of birth as May 10, 1951 instead of May 10, 1950. The government's decision to rescind the order came against the backdrop of the apex court stating that its December 30 order was vitiated and would be quashed if this was not done.
Attorney General G E Vahanvati, however, made it clear that government was sticking to its July 21 and July 22 orders of last year turning down Gen. Singh's plea on the age row. While Gen. Singh has maintained that his date of birth is May 10, 1951, the Defence Ministry has insisted that it should be treated as May 10, 1950. Gen. Singh has maintained that his acceptance of 1950 as the year of his birth was given in good faith at the behest of the then chief of Army Staff and not due to agreement with the conclusion of the Military Secretary's Branch.
During the hearing, the judges put some questions to the Army Chief asking why he did not get his date of birth corrected with the UPSC which had recorded it as May 10, 1950. Gen. Singh had moved the apex court in January this year accusing the government of treating him in a manner reflecting total lack of adherence to procedure and principles of natural justice in deciding his age.

India today successfully conducted trial of a indigenous advanced air defence interceptor missile from Odisha coast, off Bay of Bengal. The trial was conducted as part of the country's plan to deploy a reliable two-layer ballistic missile Defence, system. India's indigenously developed surface-to-surface ballistic missile ‘Prithvi’ was engaged as hostile vehicle from the Integrated Test Range in Chandipore in Odisha at 10.13 this morning for the endo-atmospheric test of the interceptor.
The interceptor was fired at 10.16, only three minutes after the 'Prithvi' firing. The interceptor successfully hit Prithvi in mid-air over the Bay of Bengal. The last interceptor trial was successfully conducted from the same site on the 6th of March last year.

India and European Union today signed two agreements in the field of Research and Innovation Cooperation and Statistical Cooperation. The agreements were signed following one on one talks between the Prime Minister, Dr. Manmohan Singh and the visiting European Council President, Mr. Herman Van Rompuy and European Commission President, Mr. Jose Manuel Varroso in New Delhi.
Talking to news persons following the signing of agreement Dr. Singh call the agreements forward looking document to integrate economy. Dr. Singh exuded confidence that the long pending broad based bilateral trade and investment agreements will be arrived at soon. He said there are certain issues which can be resolved at the earliest. The Prime Minister said bilateral trade has gone up to 170 billion US dollars in 2011 and it will be enhanced further.

In UP, the stage is set for tomorrow's polling for the second phase of assembly elections. The polling will be held in nine eastern districts tomorrow. Over 1.9 Crore voters will decide the fate of 1099 candidates including 76 females and one eunuch candidate who is contesting election from Zamania seat of Ghazipur district.
The Election Commission has made elaborate arrangements for peaceful conduct of polling. About 13 thousand polling centres and over 20 thousand polling booths have been established for smooth polling.
Our Gorakhpur correspondent says the fortune of 31 MLAs and 24 former Ministers will be decided in this phase. The state unit presidents of two major parties are also staking their claims in this phase. Our correspondent says the candidates and their supporters are now busy in a door-to-door campaign to woo the voters.

The candidates are now out to garner support of opinion leaders, community heads and even association presidents who are supposed to have a chunk of votes in their hands. They are also contacting individual voters and making promises. The poll officials on the other hand, are busy in ironing out last minute hurdles and distribution of voters’ slips at their door steps. Most of the polling parties will be dispatched this evening to their respective destinations. This time, the poll officials have a chance to vote their favourite candidate using ballot papers at their headquarters before leaving for duty. The process has already begun. Foolproof security arrangements have been made as the jawans of central paramilitary forces and civil police have already taken their positions at the polling centres. The Election Commission, has censured Union Minister for Law and Minority Affairs, Salman Khurshid for his remarks on sub-quota for minorities finding them to be a violation of the model code of conduct for elections. Mr. Khurshid, reportedly made the remarks while campaigning for his wife Louise, a Congress candidate from Farrukhabad assembly constituency in Uttar Pradesh.
Yesterday's EC order came on BJP's complaint about Khurshid's remarks. The Election Commission held that Khurshid had violated the model code of conduct and hoped he would not repeat such violations.

20 People were killed while some others injured in a road accident in mountainous Doda district of Jammu and Kashmir today. The accident occurred when a mini bus on its way from Gwadi to Thathri skidded off the road and fell into a deep gorge at Badias this morning.

The Pakistan Supreme Court has rejected the appeal filed by Prime Minister Yousuf Raza Gilani against the verdict of a smaller bench for framing charges of contempt of court against him. Chief Justice Iftikhar Chaudhry, while reading the decision of the eight-member bench said the appeal is dismissed. The Prime Minister, Mr Gilani will now have to appear before the Supreme Court on Monday to face contempt proceedings.

Security forces in Pakistan have killed 11 militants and injured 19 others in Mamuzai area of Orakzai Agency.
Reports said the security forces targeted militants’ hideout in Mamuzai area of Upper Orakzai and destroyed three compounds. Eleven militants who were hiding in the compounds were killed while 19 others were injured. An operation has been launched against militants in the Orakzai Agency and Central Kurram Agency.

The deposed President of the Maldives Mohammed Nasheed has urged his successor to hand over power to the Speaker in Parliament and allow fresh elections within 60 days. Speaking to the BBC from his home in the capital Male, he said that he was threatened at gun point and forced to resign. President Hassan has denied allegations about his involvement in the coup. He said he was unprepared to take control of the country and will soon appoint a unity cabinet.
Meanwhile, a United Nations special envoy has arrived in the Maldives to try to resolve the political deadlock which has resulted in several days of violence. The Assistant Secretary General, Mr. Oscar Fernandez-Taranco arrived in capital Male early today. He has called on all political actors to remain calm and prevent any type of violence.

In Syria, the opposition activists claim at least 126 persons were killed across the country on Thursday as troops loyal to the regime intensified shelling in the restive city of Homs. Most of the deaths, around 110 have been reported from shelling in the areas of Baba Amr and Al Khalidiyeh in Homs.
Other casualties were reported in the outskirts or near the capital Damascus. Human Rights Watch, citing Syrian monitoring groups, said that since 3rd February, the attacks in Homs have killed more than 300 people. Amidst the diplomatic offensive, US Secretary of State Hillary Clinton has called for the 'Friends of Syria' to form a group to work together for an end to the bloodshed in Syria.
Washington's initial goal is to provide aid to those trapped in the conflict zones. Germany expelled four Syrian diplomats, on suspicion of spying on exiled Syrian dissidents in Germany. Libya asked its embassy staff in Damascus to leave the country.
Turkey is pushing for an international conference involving all the major players, to be held in Turkey or in another country in the region. The Israeli Defense Minister Ehud Barak warned that sophisticated weapons could be transferred from Syria to militant group Hezbollah and to Lebanon if the regime of Bashar al-Assad falls.
The head of the UN High Commissioner for Refugees (UNHCR) office in Amman, Arafat Jamal said, the number of Syrians taking refuge in Jordan, had risen sharply over the last three days. He put the number of Syrian refugees at the UN agency at 3,500. Meanwhile, The United Nations has sought more information from the Arab League before it can take part in a joint observer mission in Syria. Spokesman of the UN Secretary General, Martin Nesirky said that at this point, more details are needed about the Arab League proposal on Joint UN-Arab Monitoring Mission to Syria.

An earthquake measuring 5.3 on the Richter Scale hit China's northwest Xinjiang Uygur Autonomous Region early hour today. Officials said the quake jolted Kazak autonomous county of Barkol, Hami prefecture at 2:57 a.m (local time). Local government officials said its epicenter was about 160 kilometers from the main town. There are no immediate reports of any damage or casualties.

Greek lawmakers say they have reached an accord on austerity measures demanded by international lenders so that the country can secure another bailout. But European finance ministers say the job and spending cuts are not enough. Following a last night meeting in Brussels, the 17 euro zone finance chiefs added new conditions before Greece gets the group's approval to secure a new 172 billion dollars bailout package.
Chairman Jean-Claude Juncker said the Greek parliament must approve the current package of austerity measures on Sunday, Greece needs to reduce spending another 430 million dollars this year to meet its deficit targets and, thirdly, Greek political leaders must assure the austerity measures implemented will remain in place after the April elections.
Mr. Juncker said each requirement must be met before the finance ministers make a final decision, which could come at their meeting next Wednesday.

The National Human Right Commission, NHRC today said that it is strongly in the favour of having Rights of Patients Act in the country as it is in other countries. The Act will enable the patients to know not only about their ailments but also about diagnosis and treatment by the doctors.
According to an official release, the NHRC has clarified on media report saying that the Commission is drafting a Bill to protect the rights of patients which is not correct. It said that the Commission has not drafted any Bill which is the prerogative of the government.
The Commission has expressed the need about the availability of a mechanism where in a patient is not denied admission and treatment by any hospital or doctor.

Veteran writer-director O P Dutta passed away following a bout of pneumonia at a local hospital in Mumbai last night. He had taken ill and was admitted to Kokilaben Hospital in suburban Mumbai on 7th of this month. According to Dr Ram Narain, COO of Kokilaben Hospital, the veteran filmmaker succumbed to complications of pneumonia yesterday.
Father of filmmaker JP Dutta, he started his career as a director in 1948 with 'Pyaar Ki Jeet'. He went on to collaborate with Ramanand Sagar, Rajender Singh Bedi, Kaifi Azmi and other stalwarts of the film industry. He wrote the story and dialogues of all JP Dutta's films, including 'Ghulami', 'Hathyar', 'Border', 'Refugee', ‘LOC Kargil’ and 'Umrao Jaan' which was his last film. He was working on the sequel to JP Dutta's superhit film 'Border'.

The Reserve Bank of India (RBI) has issued strict guidelines for the citizens of Pakistan, Bangladesh, Sri Lanka, Afghanistan, Iran and China who wish to set up branch or liaison offices in India. In a notification issued yesterday, the apex bank has said that a person belonging to any of these 6 countries will have to seek prior permission from RBI to start a branch or a liaison or a project office or any other place of business, by whatever name called, in India.
The central bank had in 2000 barred citizens from the six neighbouring countries from opening any place of business in India under the Foreign Exchange Management (Establishment in India of Branch or Office or other Place of Business) Regulations, 2000.

Industrial production grew by just 1.8 per cent year-on-year in December due to contraction in mining and capital goods sectors and a lower manufacturing sector growth. Factory output growth, as measured by the Index of Industrial Production was at 8.1 per cent in December 2010. Output of the manufacturing sector, which constitutes over 75 per cent of the index, rose at a lower rate of 1.8 per cent in December, compared to a growth of 8.7 per cent in the same month of 2010, according to official data released today.

The Sensex at the Bombay Stock Exchange rose 44 points, or 0.3 per cent, to 17,875 in early trade, today, on sustained buying by funds and retail investors. Later, the Sensex turned volatile, and after swinging between positive and negative territory, stood 154 points, or 0.9 percent in the negative zone, at 17,677 in afternoon deals, a short while ago.
The 30-share Sensex has gained over 200 points in the past two trading sessions. Other Asian markets in Japan, Singapore, Hong Kong, Indonesia, Taiwan, and South Korea were down by between 0.2 percent and 1.6 percent, today, after Greece approved a long-awaited austerity agreement, but international backers called for ratification of the reforms before more bailout funds are released.
Over in the US, the Dow Jones Industrial Average had ended 0.1 per cent higher, overnight.

, the CMD of NTPC Arup Roy presented the dividend cheque to the Power Minister Mr. Sushilkumar Shinde in New Delhi. It is the highest ever interim dividend paid by this company. Interim dividend is a payment made before a company's final financial statements.

An earthquake measuring 5 on the Richter scale shook parts of Punjab, Haryana and Uttarkashi district of Uttarakhand in the wee hours today. The quake occurred at 12:47 AM and was felt in some parts of the northern region. Though some houses developed cracks in Barkot area of Uttarkashi, there is no report of any major damage to property or lost of life in the region.
The tremors triggered panic in a lot of areas particularly in Yamuna Valley area of Uttarakhand with people coming out of their homes. In Chandigarh, officials said there were no reports of loss of life or property anywhere in Punjab and Haryana.

The Union Ministry for Development of the North Eastern region (DoNER) has approved a 197 crore rupee revitalization plan for the B. Barooah Cancer Institute located at Guwahati. It will be implemented within the next five years. According to official sources, the plan was approved at the Board of Directors’ meeting held in New Delhi under the chairmanship of the DoNER Minister Paban singh Ghatowar.
The majority of the fund of the revitalization package will come from the DoNER Ministry through the North East Council and the rest through the Department of Atomic Energy, the Central Government and the Government of Assam.
AIR Correspondent reports, the B. Barooah Cancer Institute is the only modern hospital in the North-East region for treatment of patients with Cancer. According to experts, an average of 75 to 125 per 100,000 people suffers from Cancer in the region every year which is higher than the national average. Mizoram tops the rate of cancer patients with an incidence of 200 in 100,000 each year.

उच्चतम न्यायालय ने सेनाध्यक्ष जनरल वी.के. सिंह की आयु विवाद के बारे में सरकार के फैसले को सही ठहराते हुए कहा है कि वे अपनी जन्मतिथि १० मई १९५० को सही मान लेने के अपने वचन से मुकर नहीं सकते। न्यायालय ने जनरल सिंह से अपनी याचिका वापस लेने का आग्रह किया। शीर्ष न्यायालय ने कहा कि वह जनरल सिंह की जन्मतिथि १० मई १९५१ माने जाने की उनकी याचिका को स्वीकार करने के पक्ष में नहीं है और उन्हें अपनी याचिका वापस लेने की छूट दी।
न्यायालय ने कहा कि जनरल सिंह के प्रति कोई पूर्वाग्रह नहीं दिखाया गया है और उनकी जन्मतिथि के बारे में सरकार का फैसला पहले जैसा ही रहेगा। इस हिसाब से जनरल सिंह इस वर्ष ३१ मई को सेवानिवृत्त हो जाएंगे।
न्यायालय ने कहा कि जनरल सिंह को अपनी जन्मतिथि १० मई १९५० को मान लेने के २००८ और २००९ में लिखे अपने पत्र का सम्मान करते हुए, उसे स्वीकार करना होगा। जनरल सिंह ने अपनी याचिका वापस ले ली।
इससे पहले, महाधिवक्ता जी.ई. वाहनवती ने उच्चतम न्यायालय को बताया कि सरकार ने जनरल सिंह की उस वैधानिक शिकायत को नामंजूर किए जाने के ३० दिसंबर के आदेश को वापस ले लिया है, जिसमें जनरल सिंह की जन्मतिथि १० मई १९५० की बजाय १० मई १९५१ मानने की मांग की गई थी। श्री वाहनवती ने इसके साथ ही यह भी स्पष्ट किया कि सरकार अपने उस फैसले पर कायम है, जिसमें उनकी जन्मतिथि १० मई १९५० मानी गई है। उन्होंने आगे कहा कि इससे सेनाध्यक्ष की योग्यता के बारे में कोई सवाल नहीं उठता।
जनरल सिंह से खंडपीठ ने पूछा कि उन्होंने अपनी जन्मतिथि संघ लोक सेवा आयोग से क्यों नहीं ठीक कराई और कहा कि उनकी जन्मतिथि १० मई १९५० माने जाने के सेना के फैसले में कोई अन्याय नहीं हुआ है और न ही वह पूरी तरह गलत है। अदालत ने कहा कि जनरल सिंह के भारतीय सैन्य अकादमी और राष्ट्रीय रक्षा अकादमी में भर्ती होने के सारे शुरुआती दस्तावेज+ों में उनकी जन्मतिथि १० मई १९५० ही दी हुई है।
रक्षा मंत्रालय ने सेना प्रमुख जनरल वी.के. सिंह के जन्मतिथि विवाद पर उच्चतम न्यायालय के आदेश का स्वागत किया है। रक्षा मंत्रालय के प्रवक्ता सितांशु कार ने आज जारी बयान में कहा कि यह विवाद अब पूरी ताह समाप्त हो गया है।

बंबई उच्च न्यायालय ने आज मुंबई में दोहरे बम विस्फोट मामले में तीन दोषियों को दो हजार तीन में सुनाए गए मृत्यु दण्ड को बरकरार रखा। आतंकवाद विरोधी अधिनियम पोटा की विशेष अदालत ने २००९ में इस मामले में अशरत अंसारी, हनीफ सईद अनीस और उनकी पत्नी फेमिदा सईद को मौत की सज+ा सनाुई थी। पोटा अदालत ने उन्हें दो टैक्सियों में शक्तिशाली बम रखने का दोषी पाया, जो २५ अगस्त २००३ को दक्षिण मुंबई में गेट वे आफ इंडिया तथा जवेरी बाजार में फट गए थे। इन बम विस्फोटों में ५२ लोग मारे गये थे और १८४ अन्य घायल हो गए थे। न्यायमूर्ति ए एम खानविलकर और पी डी कोडे की खंडपीठ ने इस मामले में पिछले साल १२ नवम्बर को फैसला सुरक्षित रखा था।

जम्मू कश्मीर के शिक्षामंत्री पीरजादा मोहम्मद सईद ने परीक्षा में हुई अनियमितताओं के मामले में अपने दत्तक पुत्र के शामिल होने को लेकर मंत्रिपरिषद से आज इस्तीफा दे दिया । उन्होंने पत्रकारों को बताया कि उनका इस्तीफा हाईकमान को भेज दिया गया है। जम्मू कश्मीर पुलिस की अपराध   शाखा को श्री सईद के दत्तक पुत्र की दसवीं की अंक तालिका में कथित रूप से उत्तर-पुस्तिका में अनियमितताएं मिली थीं। उसने सरकार को  इसकी रिपोर्ट सात फरवरी को सौंपी।

भारत और यूरोपीय संघ ने अनुसंधान और नई खोजों में और सांख्यिकी सहयोग के दो समझौतों पर हस्ताक्षर किये हैं। आज नई दिल्ली में प्रधानमंत्री मनमोहन सिंह और भारत यात्रा पर आए यूरोपीय परिषद के अध्यक्ष हरमन वान रामपैय तथा यूरोपीय आयोग के अध्यक्ष जुजै मैनुअल बाररोस के बीच इन समझौतों पर हस्ताक्षर हुए। बाद में संवाददाताओं से बातचीत में डाक्टर मनमोहन ंिसह ने इन्हें प्रगतिशील समझौते बताया। उन्होंने विश्वास व्यक्त किया कि आपसी व्यापार और निवेश के व्यापक समझौतों को जल्दी ही अन्तिम रूप दे दिया जायेगा।

सरकार ने दस अरब चौंतीस करोड़ रुपये के विदेशी प्रत्यक्ष निवेश के बीस प्रस्तावों को मंजूरी दे दी है। आज विदेशी निवेश संवर्द्धन बोर्ड की सिफारिश पर इन प्रस्तावों को मंजूरी दी गई। वित्त मंत्रालय की प्रेस विज्ञप्ति के अनुसार सरकार ने सिंगापुर स्थित फ्लूक साउथ ईस्ट एशिया प्राइवेट लिमिटेड की चार अरब रुपये के प्रस्ताव को मंजूर कर लिया। इसके अलावा बोर्ड ने मॉरिशस स्थित एक कंपनी के तीन अरब रुपये के प्रस्ताव को भी हरी झंडी दे दी।

भारत ने आज ओड़ीशा के रक्षा ठिकाने से मिसाइल को भेदने वाले   प्रक्षेपास्त्र का सफल परीक्षण किया। यह परीक्षण दुश्मनों के प्रक्षेपास्त्रों से देश की रक्षा के प्रयासों का ही एक हिस्सा है।
देश में ही बना यह प्रक्षेपास्त्र आज सुबह ओड़ीशा के भद्रक जिले के धमरा समुद्र तट के पास व्हीलर द्वीप से छोड़ा गया। इसने चांदीपुर प्रक्षेपास्त्र केंद्र से छोड़े गए पृथ्वी प्रक्षेपास्त्र के संशोधित संस्करण को व्हीलर द्वीप से ७० किलोमीटर की दूरी पर नष्ट कर दिया। प्रक्षेपण स्थल से करीब एक हजार किलोमीटर दूर हैदराबाद स्थित मुख्य मिशन नियंत्रण केंद्र में लगे राडार में तत्काल इसके आंकड़े प्राप्त किए गए।

ओडीशा में मलकानगिरी जिले के चित्रकोंडा-बालीमेला मार्ग पर संदिग्ध माओवादियों के बारूदी सुरंग विस्फोट में आज सीमा सुरक्षा बल के एक कमांडेंट सहित चार सुरक्षाकर्मी मारे गए। यह घटना उस समय हुई जब बी एस एफ का दल चित्राकोंडा से बालीमेला जा रहा था। माओवादियों ने सुरक्षाकर्मियों के वाहन को उड़ा दिया और उसके बाद गोलीबारी शुरू कर दी। घटनास्थल पर अतिरिक्त बल भेज कर अपराधियों को खोजने का  अभियान शुरू कर दिया गया है। एक अन्य घटना में मलकानगिरी जिले के चित्रकोंडा पुलिस थाने के अंतर्गत जानीगुडा में संदिग्ध माओवादियों की गोलबारी में राज्य सरकार के चार कर्मचारी भी घायल हो गए।

भारत ने मालदीव की स्थिति का जायजा लेने के लिए अपने एक विशेष दूत को आज माले भेजा। प्रधानमंत्री मनमोहन सिंह ने विदेश मंत्रालय में सचिव (पश्चिम) एम गणपति को विशेष दूत के तौर पर मालदीव भेजा है। प्रधानमंत्री ने नई दिल्ली में एक समारोह से अलग पत्रकारों से बातचीत में कहा कि भारत मालदीव संकट को शांतिपूर्ण बातचीत से हल करने के लिए अपने प्रभाव का इस्तेमाल करना चाहता है।
     
हमने मालद्वीव की स्थिति का अध्ययन करने के लिए अपना दूत वहां भेजा है। हमारी पूरी उम्मीद है कि वहां जो समस्याएं हाल ही के दिनों में खड़ी हुई है उनको सभी राजनीतिक दलों के बीच आपसी बातचीत से शांतिपूर्वक हल किया जा सकता है। हमारी कोशिश होगी कि हम इसी दिशा में अपने प्रभाव का इस्तेमाल करें।
मालदीव में पूर्व राष्ट्रपति मोहम्मद नशीद के हटाए जाने के बाद संकट की स्थिति पैदा हो गई है।श्री गणपति ने मोहम्मद नशीद और उनके उत्तराधिकारी मोहम्मद वहीद से मुलाकात की और उन्हें मालदीव में राष्ट्रीय एकता सरकार के जल्दी गठन में सहायता देने में भारत की इच्छा से अवगत कराया।
इस बीच, मालदीव की एक अदालत ने पूर्व राष्ट्रपति की गिरफ्‌तारी के लिए एक वारंट जारी किया है। राजधानी में उनके समर्थकों द्वारा तोड़फांड़ करने के एक दिन बाद यह वारंट जारी किया गया है।

सीरिया के अलेपो शहर में आज कई विस्फोट हुए। सीरिया के सरकारी टेलीविजन ने बताया है कि दो विस्फोटों में सैनिकों सहित ११ लोग मारे गए। उसने आरोप लगाया है कि ये विस्फोट सशस्त्र आतंकवादी गुटों ने किए। एक विस्फोट में सेना के गुप्तचर केन्द्र और सुरक्षा बलों के अन्य एक केन्द्र को निशाना बनाया गया। सीरिया के मानव अधिकारों के प्रमुख रमी अब्दुल्ल रहमान ने बताया कि मुख्य व्यवसायी उत्तरी शहर में तीन विस्फोट हुए। ये विस्फोट सखूर और मारजा तथा दबार-एल-बसेल के आसपास हुआ।

उत्तर प्रदेश विधानसभा चुनाव के दूसरे चरण के मतदान के लिए सभी तैयारियां पूरी कर ली गई हैं। इस चरण में राज्य के नौ पूर्वी जिलों आजमगढ, गोरखपुर, बलिया, गाजीपुर, महाराजगंज, देवरिया, मऊ, संत कबीर नगर और कुशीनगर के ५९ निर्वाचन क्षेत्रों में कल मतदान होगा। एक हजार ९८ उम्मीदवार चुनाव मैदान में हैं और करीब एक करोड़ ९३ लाख मतदाता अपने वोट डाल सकेंगे। अधिकतर चुनावी दल अपने मतदान केन्द्रों पर पहुंच गए हैं। बीस हजार से अधिक मतदान केन्द्र बनाए गए हैं और करीब २१ हजार इलैक्ट्रिक वोटिंग मशीनों का इस्तेमाल इस चरण में होगा। हमारे संवाददाता ने बताया है कि इन नौ जिलों में ५५ हजार अर्धसैनिक बल तैनात किये  गये हैं।

४०३ सीटों वाली राज्य विधानसभा में सत्तारूढ़ बहुजन समाज पार्टी, समाजवादी पार्र्टी, बीजेपी और कांग्रेस की प्रतिष्ठा मुख्यरूप से दाव पर लगी है। पहले चरण के इंतजामों की तरह ही कड़ी सुरक्षा के बीच दूसरे चरण के लिए भी व्यापक बंदोबस्त किये गये है। बिहार से सटे जिलो और भारत-नेपाल सीमा पर विशेष चौकसी बरती जा रही है। मतदाताओं को बुथ लेवल ऑफिसर द्वारा बोर्ड स्लिप पहले ही दी जा चुकी है, हालांकि मतदाता चाहे तो राज्य निर्वाचन आयोग की वेब-साइट या एसएमएस के जरीये अपने मतदान का पता लगा सकते हैं।

उत्तर प्रदेश के गाजीपुर जिले में बहुजन समाज पार्टी के एक उम्मीदवार के खिलाफ आदर्श चुनाव आचार संहिता के उल्लंघन का मामला दर्ज किया गया है। उस पर मतदाताओं के बीच साड़ियां, शराब और नकदी बांटने का आरोप है।हमारे लखनऊ संवाददाता ने खबर दी है कि पुलिस ने पचास हजार रूपये नकद, सौ साड़ियां और शराब की दो सौ बावन बोतले जब्त की हैं। गाजीपुर में कल मतदान होना है।
बुलंदशहर जिले में भी नौ लोगों के खिलाफ चुनाव आचार संहिता के उल्लंघन का मामला दर्ज हुआ है। इनमें सिकन्दराबाद सीट से कांग्रेस उम्मीदवार भी है।
मेरठ, कानपुर, सहारनपुर, मुजफ्‌फरनगर और बरेली जिलों में भी  पिछले २४ घंटों के दौरान तिरपन लाख रूपये नकद बरामद किए गए हैं। इन मामलों में आयकर विभाग की टीम ने दस लोगों को हिरासत में लिया है।

The Supreme Court today upheld the government decision on Army Chief General V K Singh's age controversy and said he cannot resile on his commitment accepting the date of birth as May 10, 1950. The court said it was not in favour of entertaining General Singh's petition that his date of birth should be treated in official records as May 10,1951 and gave him option of withdrawing it.
The court said that Gen Singh has to abide by his commitment and honour his letters of 2008 and 2009 accepting the date of birth as May 10, 1950 . Finally, Gen Singh withdrew his petition when the court hearing resumed at 2 pm . The apex court noted that the government has full faith in him and that the court wanted to ensure that he continues to work as the Army Chief as he has been doing.
Earlier, at the start of the hearing, Attorney General G E Vahanvati informed the court that the government has withdrawn its December 30,2011 order rejecting Gen Singh's statutory complaint on his age issue.
At the same time, Vahanvati made it clear that the government stands by its decision of July last year to treat his date of birth as May 10,1950. he further informed the court that this however does not reflect on his ability as army chief. The Defence Ministry has welcomed the Supreme court's order. The Defence spoksperson, Sitanshu Kar said the controversy has been put to rest. <>
The Bombay High Court today upheld death penalty for three people convicted in the 2003, Mumbai twin bomb blasts case. Ashrat Ansari, Hanif Sayed Anees and his wife Fehmida Sayed were awarded death penalty by a Special Prevention of Terrorism Act, POTA Court in August 2009. The POTA court held them guilty of planting powerful bombs in two taxis that exploded at the Gateway of India and Zaveri Bazaar in South Mumbai on August 25, 2003. 52 people were killed and 184 others were injured in the twin blasts.
A division bench of Justices A. M. Khanwilkar and P. D. Kode had on November 12 last year reserved its judgement in the case. While, the convicts appealed against the sentence, the Maharashtra government sought confirmation of the death penalty.

Jammu and Kashmir Education Minister Peerzada Mohammad Sayeed today resigned from the council of ministers in the wake of the examination scandal involving his foster-son. He told reporters that he had forwarded his resignation to the party high command. More from our Correspondent.

In Odisha, four security personnel, including a commandant of Border Security Force, BSF were killed today when suspected Maoists triggered a landmine explosion at Daik-3 on the Chitrakonda-Balimela road of Malkangiri district. We have more from our correspondent.
Maoists today blew up a vehicle in which four BSF personnel were travelling from Chitrakonda to Balimela in Maoist-hit Malkangiri district of Odisha. The Maoists also fired at the survivors after effecting the blast. The victims included a deputy commandant, an inspector and an assistant sub-inspector of the BSF. The bodies were brought to the district headquarters hospital at Malkangiri for post mortem. The driver of the vehicle and another security personnel have been seriously injured. All arrangements are in place for the second phase of polling in Utter Pradesh tomorrow. Voting will take place in 59 constituencies in nine eastern UP districts. 1098 candidates are in the fray and about one crore 93 lakh voters could cast their votes. The preparation for second phase is over and polling parties have reached their places for tomorrow's poll. Amidst strict security measures all the arrangements have been made like first phase poll. India today sent its special envoy to Male to assess the situation in Maldives. The Prime Minister Dr. Manmohan Singh sent his special envoy and secretary west in the Ministry of External Affairs M. Ganapathi to the island nation. The Prime Minister Dr. Manmohan Singh told reporters on the sidelines of a function in New Delhi that India wants to use its influence to encourage resolution of the crisis through peaceful dialogue.
It is an sincere help that problem that have risen in recent days can be resolve through peaceful dialogue among all political entities involved and it will be an effort to use our influence in that direction.

Maldives plunged into a state of crisis after the ouster of former President Mohamad Nasheed. Mr. Ganapathi met Nasheed and his successor Mohamed Waheed and conveyed India's willingness to assist Maldives in early installation of a national unity government. The Maldivian court has issued a warrant for the arrest of former President, a day after his supporters went on a rampage in the capital. The ousted President who walked free today despite an arrest warrant against him has called for immediate release of nearly 500 supporters.

India and the European Union today signed two agreements in the field of Research and Innovation Cooperation and Statistical Cooperation. The agreements were signed following one on one talks between the Prime Minister, Dr. Manmohan Singh and the visiting European Council President, Mr. Herman Van Rompuy and European Commission President, Mr. Jose Manuel Parroso in New Delhi. Talking to newspersons Dr. Singh call the agreements a forward looking document to integrate the economy.
Both sides have made considerable progress in the negotiation on the broad based trade and investment agreement. There are complex issues involved but we have both agreed to expedite discussion so that we can conclude an agreement at the very earliest.

Syria’s commercial hub, the city of Aleppo was rocked by a series of explosions today. Syrian state television reported that 11 people, including soldiers, were killed in two explosions. It blamed the attack on armed terrorist gangs. One of the blasts targeted a military intelligence center and the other a center for the security forces. Meanwhile, Russia said the Syrian opposition is responsible for the ongoing violence and accused the West of being an accomplice that pushed the regime’s opponents into armed conflict.

Back Home, India today successfully tested a ballistic missile interceptor from a defence base in Odisha .This is part of its efforts to create a shield against incoming enemy missiles .The indigenously built Advanced Air Defence (AAD) interceptor missile was fired from Wheeler Island off the coast near Dhamra in Bhadrak district, about 170 km from Bubneshwar. It successfully destroyed an incoming ballistic missile -- a modified variant of the Prithvi fired from the Integrated Test Range at Chandipur-on-sea in Balasore district, about 70 km from Wheeler Island. Director of the test range S.P. Dash said that the interceptor directly hit the target and destroyed it .The master mission control centre located more than 1,000 km away at Hyderabad, received the target data in real time from multiple weapon systems radars.

Snapping a two-day rally, the Sensex at the Bombay Stock Exchange lost 82 points, or 0.5 percent, to 17,749, today on disappointing industrial output numbers, and continued euro-zone concerns. The Nifty slipped 31 points, or 0.6 percent, to 5,382. Stock markets in Japan, Hong Kong, Singapore and South Korea fell between 0.6 percent and 1 percent. The rupee appreciated 8 paise, to 49.42 against the dollar. Gold gained 25 rupees, to 28,515 rupees per ten grams in Delhi. Silver rose 200 rupees, to 56,700 ruopes per kilo. Finance Minister Pranab Mukherjee today expressed hope that the index of industrial production, IIP figures would show some improvement in the coming months. Mr. Mukherjee told reporters in New Delhi that the IIP is disappointing, and hoped that it will start improving from the next couple of months. Reacting on the same lines, Prime Minister's Economic Advisory Council Chairman C. Rangarajan said the numbers are disappointing and added that investment sentiment would revive in the next three months.

Union Minister for Rural Development Mr. Jairam Ramesh has said the government is working on a multi pronged strategy to deal with Maoist violence which has taken deep roots in 78 districts of the country. Inaugurating the All India Editors' conference on social sector issues in Puducherry this evening, he said police and paramilitary forces alone cannot defeat the Maoists.

Chasing a victory target of 232 runs set by the hosts, the visitors were all out for 226 in 49.5 overs. Michael Clarke who scored the highest 57 runs was declared Man of the Match. Earlier, Sri Lanka won the toss but elected to bowl. The next ODI of the series will be played between India and Australia on Sunday.

Sania Mirza's singles campaign at the Pattaya Open today ended with a 5-7 3-6 quarter-final defeat against Chinese Taipei qualifier Su-Wei Hsieh but the Indian has kept herself in the doubles title contention by making the semifinals.
